CABINET REVOLTS Barrow Afraid of the $90M Vote Thursday, 07 December 2017 It is said that uneasy lies the head that wears the crown, and while Dean Barrow’s crown may be tarnished and twisted, the cliché has never been truer. The Prime Minister is caught in a twisted dilemma of his own making. As a somewhat competent attorney, he knows that the Caribbean Court of Justice was not offering him a way out through a vote in the Parliament, as he claimed at his recent press conference. The CCJ was not, as he claimed, telling him that as long as Parliament does not vote to approve the money bill all is fine and well in the land. Mr. Barrow has to pay. He is in a fix. A fix that could indeed land him, as the Minister of Finance, in prison if the Belize Bank goes that route. The Prime Minister has made some ridiculously stupid legal decisions – some say so stupid and rankly amateur that it had
to be deliberate. Those decisions resulted in Belizean taxpayers paying $557 MILLION for BTL, a company worth only $100 MILLION by the government’s own valuation. Because Barrow botched the settlement negotiation – again some say deliberately – Belizeans got nothing back as the Prime Minister had promised while beating his own chest and patting himself on the back. But Mr. Barrow knows that to disobey an order of the highest Court in the land, whether you like them or not, would be a folly he cannot afford. There is reliable information that when Mr. Barrow returned to Belize recently after getting legal advice, he went into Cabinet asking for their support to pay the $90M he owes the Belize Bank because of a stupid and petty decision he made. But try as he might, Mr. Barrow was unable to do so. And because he has

PARKE DEPARTS No Time for Gloating, says Briceño Thursday, 07 December 2017 The news came early this week through the Office of the Prime Minister. Mr. Barrow’s law school classmate appointed Justice of Belize’s Court of Appeal, Franz Parke, had resigned with immediate effect. According to the report, Parke’s decision was as a result of him trying to spare the Court the exposure which would certainly have been brought on it by a constitutional challenge to his appointment which would reportedly have been heard next week. But there may be more to Parke’s resignation than what meets the eye. The Belize Times understands that attorneys acting for PUP leader John Briceño had amassed over 500 pages of information damning to Parke, including many allegations against him by clients and his termination as Assistant State Attorney following an investigation into a cocaine distribution ring. Additionally, there were allegedly other accusations against him, including reports of child abuse. We are told that the Solicitor-General had been made

UDP CitCo ‘Credits’ Streets from Crappy Contractor Thursday, December 7, 2017 Lame duck Mayor Darrell Bradley bade farewell to the residents of Belize City with one last project. The man who has been hung up on cement streets decided that his last “gift” to the City would be, you guessed it, more streets. Nine to be exact! Two things struck us here at the Times. The first is that the nine streets are to be delivered on credit and the second is that the contractor is no other than Romel Berges. If the name sounds familiar it’s because he is the man of “Patchwork Boulevard” fame. It was only in June 2016 that Romel Berges of RJB Construction was given millions of taxpayer dollars to hot mix Lake Independence Boulevard (the road from Chetumal Street Bridge to the Faber’s Road roundabout). A mere three months after that, Rommel Berges had to start patching the

Mr. Barrow has done the people of Belize wrong, to the tune of almost a BILLION dollars racked up because of his arrogance and pettiness and stupidity. But because he could not get the support of his Ministers, he is now playing on the emotions of the very same normal Belizeans, trying to convince us now that we shouldn’t pay, even though the interest could run up to a BILLION dollars. This is a crazy man, but he has gotten himself into a fix. And he can’t get himself out. He has decided to drag this out as long as he can. There will be a House Meeting this Friday, today as you are reading this, but Mr. Barrow is running away from that vote. Here at the Belize Times, we think the Prime Minister would look splendid in Kolbe orange.

road as it began to sink and break up. He patched and he patched and he patched but to no avail. Patchwork Boulevard is a monument to the incompetence and hustling so rampant in the Dean Barrow Administration. In classic U.D.P. style, the Belize City Council rewarded RJB for the poor job on Lake I Boulevard by granting them another $2.6 million to build even more streets. Only Darrell and the UDP would be so bold faced to do such a thing. Berges’ only qualification is political connectivity. He clearly is no engineer, so why grant him such a project? And we did say grant, because there was no public tender put out for the nine streets but yet Darrell and the UDP brag about good governance. We can only guess that Darrell and the City Council were “sufficiently provoked” into granting the contract to RJB! Darrell must be a hypocrite because in a recent TV interview he said he was appalled at RJB’s Patch Work Boulevard. He even went on to say that “we should try to put in place the proper legislation and the proper protocols so that when contracts are awarded, we know that they are awarded to the most qualified person." And then, less than two months later, he goes and gives a $2.6 million contract to RJB, the same company he was appalled by! Like Dean like Darrell, all glitter but no substance. In an effort to bamboozle the electorate, Dean Barrow pumped an unprecedented $40 million into Belize City under Mayor Bradley. He even allowed Darrell to raise a further $20 mil by way of municipal bonds. Well now the feeding frenzy is over, no more Petro-dollars are available and Darrell can’t issue any more bonds because the Council’s finances are under significant pressures as it is. Up comes the UDP with yet another brilliant idea: lets credit the streets! The contract, besides being a clear case of corruption and political tribalism, violates all reasonable public procurement policy and it runs afoul of the much-vaunt-

ed transparency and accountability. Darrell, not wanting to be outdone by Dion Leslie and his $8 million Faber’s Road project, decided that he will launch his own $2.6 million project. The thing is, CitCo is broke. That did not stop Bradley. He was going to look good even if he had to credit the streets, and that is exactly what he did. Bradley was short on details of this contract when he broke the news to the media. He never said how and why they chose RJB? He never said what were the terms of the credit line? And he never said how CitCo intends to meet payment for this so called “supplier’s credit”. The streets in Belize City are in a mess despite the tens of millions of dollars already spent so we can’t knock the street works per se. What we do have a problem with is the manner in which this is being done. In effect Darrell is attempting to bind the hands of the new PUP City Council which will no doubt be elected in March 2018. He is attempting to deprive the new Council from setting its own infrastructure agenda. That we condemn in the strongest possible terms.

PM’s Political Puppet to the Supreme Court?
Thursday, 07 December 2017 There are credible reports that the Prime Minister will appoint UDP loyalist and former UDP Standard Bearer Marilyn Williams as a Justice of the Supreme Court. It appears that in making these critical appointments, Barrow is not concerned about who will be loyal to the country, but instead who will be loyal to him. He is not at all concerned about who will uphold the Constitution of the country, but who will follow his instructions. He does not care about the preservation of law and orders, but only the preservation of his edicts and orders. Williams’ career has been unremarkable except that she has gone where the Prime Minister has put her at
every turn. After losing badly in the Albert Division, she was placed as the Director of the FIU, and there gained a reputation for blindly following the instructions of her boss at the Ministry of Finance. She left the FIU with no successes under her belt and returned to private practice, only to be brought out of the woodwork to take up the post of Chair of Mr. Barrow’s Integrity Commission – a Commission with a majority rabid UDP loyalist composition. Again, her time as the chair of the Integrity Commission has been unremarkable. Her only action has been to declare, on the instructions of the PM, that Ministers DO NOT have to declare their financials from past years – a complete deviation from the very reason for the Integrity Commission. It is incredible that the Prime Minister thinks that it is okay to pad our local Courts with his lackeys. There is absolutely no way that the integrity of the Supreme Court would ever be upheld by the addition of UDP crony Marilyn Williams. The Prime Minister seems unable to understand that there needs to be a very clear line between the Executive and the Judiciary. But just as he did with his friend Franz Parke, he will get the sense.

Who Killed Victor Spain? Thursday, 07 December 2017 Victor Spain, 33, was well known in Santa Elena Town where he spent most of his life. Spain later moved across the bridge to live in San Ignacio Town where he was brutally murdered inside his home. On Sunday neighbours, friends and relatives of Spain became concerned after he had not been seen or heard from since Friday. After several neighbours called at his home and received no answer from him, on Sunday afternoon at around 3:00, the ex-common law wife of Spain found his body partially decomposed inside his home on Domingo Cruz Street in San Ignacio Town. Police were immediately called to Spain’s home to process the scene as relatives and neighbours gathered in disbelief. It is not yet certain what led to Spain’s cruel murder since Police observed multiple stab wounds to his neck and body. According to police reports, they believe that Spain was killed from Friday and his body remained inside the house for 2 more days. A neighbour told the Belize Times that he heard a rumour that a passer-by on Friday night had heard screams coming from Spain’s home. According to that account, the passer-by saw two male persons running away from the home. However, Police

It is Time Mr. Prime Minister Over the past few weeks, Belizeans learned with great alarm that after years of a court battle that was heard in London, the US, Belize and at the CCJ in Trinidad, our Nation’s highest court has ordered the government to pay $90 million to the Belize Bank for the settlement of the UHS loan note. Once again Mr. Barrow entered into costly litigation and lost. Once again, he called a press conference to lay blame on someone other than himself. This time it is the judges of the CCJ who are wrong and of course his favourite excuse line - blame the Musa Administration. This has become a pattern with the PM who calls these press conferences and makes pronouncements that he has taken action. In this instance the action he is proposing to take is to go to the House and table a motion to pay the bank - a motion which he has already instructed his Cabinet not to support. Instead of being honest with the Belizean people and telling them that because of his own arrogance and after years of costly litigation a debt, which was already paid, will now cost Belizeans $90 million - the PM is now saying that each member of his Cabinet will be allowed to cast what he is calling a conscience vote. It is an interesting time for Mr. Barrow and his Cabinet to develop a conscience, considering that they were happy to pay $557 million for the settlement of BTL, a settlement he personally negotiated for shares of a company that is valued at just over $100 million. They are quite happy to award millions of dollars in contracts to political cronies for infrastructure works like the Lake Independence Boulevard, $42 million for the Belize City Center with its bad plumbing, the poorly done roadworks on the Phillip Goldson Highway passing through Orange Walk Town and the mess at the Northern Border, to name a few. Look - I will be the first to admit that when this UHS loan guarantee was revealed, I was against it. In fact, it is well know that this issue caused a number of us who at the time were members of Cabinet to resign. But what also cannot be ignored is that as messy as it was in 2007, the matter was settled and at no additional cost to taxpayers. It was Dean Barrow and the UDP who after the 2008 elections decided to reverse the settlement, leading to years of costly court proceedings while the interest on the loan kept building up until it reached $52 million. Mr. Barrow broke something that was already fixed and because of his arrogance, Belizeans are now faced with a $90-million-dollar bill. I believe the time has come for the government to stop providing guarantees for private ventures and so I will work with members of my Party to commit to a policy of not providing any government guarantee for private investments. The actions of Mr. Barrow and his UDP administration have already cost us hundreds of millions of dollars. His decision to now present a motion to the House in the hope that it will fail and as a result delay the paying of this $90 million dollars will not only cost us more money down the road, but it will also violate the principle of the rule of law. Already we have heard from the Unions, the Chamber of Commerce and other Civil Society Organizations saying that Government must do the responsible thing. If the Prime Minister believes so much in following his conscience, then it should lead him to doing the only thing that any proper leader should do after such a monumental failure - that is to resign. Assistant Commissioner of Police Joseph Myvette told the media that they don’t have a lot of information to work with: “The body was observed to have an apparent stab wound above the left eye and other bodily injuries. The last time he was seen alive was on Friday around 5:30pm and the only other person that made contact with him then was the same person who discovered his body yesterday afternoon.” A close relative of Spain told us that he will be remembered as a loving and fun person: “Some people call him Bashy, and some called him Money. I use to call him Bashy. He was a fun person to be around and all of his family will miss him dearly. He didn’t mess with anyone.” Spain’s immediate family declined interviews with the media. A post-mortem examination was done on Spain’s body on Monday morning which revealed the cause of death to be traumatic asphyxiation due to cut wounds to the neck. In 2013, Spain was charged for drug trafficking and drug possession. Police have not yet released details on a motive for the murder and no one has been detained for this brutal slaying.

Would the Member for Queen Square and Prime Minister please say exactly how much his friend Franz Parke is being paid to walk away and spare Government the embarrassment of the constitutional challenge to his appointment? Would the Member for Queen Square and Prime Minister please say how much money he and his family members have made from the drawn-out ‘fight’ with his good friend and client Lord Michael Ashcroft? Could he further say how much money will be made from getting into another fight with Lord Ashcroft over the $90M payment? Would the Member for Queen Square and Prime Minister please confirm or deny reports that he and his wife remain close personal friends of Lord Ashcroft, and that in fact his wife was partying with Lord Ashcroft at a private function just a couple weeks ago? Would the Member for Corozal Bay and Minister of Health please explain why there are containers of expired pharmaceutical supplies, millions of dollars-worth, parked in the Ministry of Health compound in Ladyville? Would the Member for Orange Walk East and junior Minister of Police please say how he has now become the owner of a new gas-station and the owner of a new radio-station after only being in office two years? Since the unelected Senator, Prime Minister’s puppet and junior Minister of Natural Resources recently disclosed why she walked away from the PUP in 2007, could she also disclose the package she walked away with, including money and perks? Would the Member for Belmopan and Minister of Defence please confirm or deny reports that William Danny Mason is a platinum sponsor of the Tanya Stephens free concert which will be held in Belmopan for New Year’s? Could he further say if he misses those photoshoots held in Mason’s bedroom in the mansion on the hilltop?
VILLAGERS WANT JUSTICE FOR ‘MURDER’ BY POLICE Thursday, 07 December 2017 Edwin Antonio Baires Hernandez, a 20-year-old Salvadoran living in Teakettle Village, died after he was shot by Police over the weekend. Police said that the shooting was accidental, but residents of the village refused to believe that. In protest, they lit tires on fire, blocking one of the roads to a major tourist site. That protest happened early on Tuesday morning, December 5, at the road which leads to the Actun Tunichil Muknal (ATM) caves. That’s where tires and pieces of rocks were set up across the road to block it, and afterwards the tires were lit on fire. Near the blockade, someone wrote, “We want Justice.” They have refused to accept that the shooting was accidental, and when Police arrived on the scene, 3 people were detained.
Those three, 23-year-old Mervin Correa, 22-year-old Guadalupe Guerra, and 55-year-old Plines Gutierrez, have been arrested and charged with illegal assembly. The cops suspect that they were the ones who set up the road block and lit the tires on fire. The strong statement is a rejection of the Police account of how Edwin Hernandez died. Their version is that at around 1:35 p.m., on Sunday, December 3, 2017, they responded to a report of a robbery at the football field in the “Arizona” area of Teakettle Village. Upon their arrival, they reportedly saw a male person, identified as “Jose” who immediately ran away when he saw the Police coming. This “Jose” was later confirmed to be Edwin Hernandez, and Police say that in his attempt to escape, he ran into a barbed wire fence. An officer allegedly did the same thing, and when the officer fell, his Police issued firearm went off, and the bullet injured Jose to the leg. He was transported the Western Regional Hospital, but

he succumbed. Police commenced a criminal and an internal investigation, assuring the public that they would make sure assess the conduct of the officer. But the villagers completely reject the police account of the incident. It happened on a day that the football field was crowded because of a football marathon that was being held. The chase and shooting were within earshot of some of those residents, and they completely disagree with Police on the amount of shots that were fired. The cops say one shot was fired, but the residents insisted that they heard 3 gunshots. So, believing that the cops were covering up for their officers, that protest was staged. There’s are reports, however, which suggest that Edwin Hernandez didn’t die as a consequence of the gunshot injury to the leg. Reports to the press are that a post mortem has been conducted, and the medical examiner has reportedly determined the cause to be asphyxiation by bronchial aspiration due to stomach contents, as a consequence of a gunshot to the right thigh. If that’s correct, then it means that Hernandez choked to death while he was running from the Police because he had food in his mouth.

HE DID IT FOR US
The Prime Minister of Belize, Dean Oliver Barrow, is at the helm of a ship which has struck the reef and is sinking, as was predicted would happen by Hubert Elrington, a former UDP Minister and the brother of his Foreign Minister Sedi, who has proven over time that he himself is a consummate ‘unguided missile.’ This week the nation got the news that Franz Parke, who was appointed Justice of the Court of Appeal only seven weeks ago at the insistence of the Prime Minister, tendered his resignation with immediate effect. Parke’s appointment had been opposed vigorously, and with good reason by the PUP, the Bar Association, the Unions, the Chamber of Commerce and the NGO community. His only qualification for the job seemed to be his friendship with the Prime Minister. Still, with his trademark arrogance, the Prime Minister pushed it through because of course he knows best and his word ought to be law. Thankfully, Parke displayed more good sense than his friend the Prime Minister and resigned days before a constitutional challenge to his appointment would have been heard. It is, in effect, another round lost by Mr. Barrow who has taken more hits than Rocky Balboa. But he will never admit it. Because he can never be wrong. It is the same with the matter of the $90M owed to the Belize Bank, actually more like $91M now with interest accruing. The People’s United Party has gone on record to state that the UHS/Belize Bank situation was a bad decision. It was one of the decisions which for all intents and purposes broke up the PUP before 2008 elections. But like it or not, the loan to the Belize Bank was settled. The matter was done, and at no cost to taxpayers. Mr. Barrow, newly arrived into office on his white charger, undid what had been done and seized the monies paid to settle the debt. He claimed to do so for the Belizean people. Shortly after, the Privy Council declared that Said Musa had acted LEGALLY, if not morally. At that point, Mr. Barrow had to know that once the highest Court in the land declared that loan note valid, it would set a near unbreakable precedent. But Mr. Barrow decided that he knew better than the Privy Council. He also, apparently, knew better than the London Court of International Arbitration when it declared the same thing. And now, he knows better than the Caribbean Court of Justice. What a mess this is, resurrected from the dead by Dean Barrow. The Chamber of Commerce has stated, accurately, that the government must abide by the decision handed down by the highest Court. The BNTU has said the same. The NTUCB has said the same. But the Prime Minister also, apparently, knows better than all these organizations. What a brilliant man he must be, this man who has cost Belizeans hundreds of millions of dollars in matters litigated and lost. Mr. Barrow remains unbowed, except when a spasm in his bad back catches him unawares. He, incredibly, continues to tout himself as the champion of the people – those same people, all of us, who had to pay $205M in interest alone for a defunct telecommunications company which should in all accuracy be called Barrow Telemedia Limited, since only Barrows have benefitted from it. Belizeans must surely remember when Mr. Barrow explained what a vindication of his administration the settlement was, since he, brilliant man, had negotiated so that the portion allocated for the Accommodation Agreement would be given back to Belizeans. Well, that turned into a sick joke – on us. The CCJ stated, not in so many words, that Mr. Barrow’s negotiation was not even worthy of a rookie paralegal. And we got no money. Ashcroft and his companies got it all. And Dean Barrow couldn’t have cared less, because none of that money came out of his pocket. He is making reckless moves with money belonging to the people of Belize. Incredibly, or maybe not so incredibly, Dean Barrow has embarked on an ad campaign – paid for by taxpayers of course – to convince taxpayers that not paying the debt is a good thing. He’s even using a cartoon showing caricatures of Said and Ralph dancing to catchy music. A cartoon. As if this is one big joke. As if a $90M debt on the backs of taxpayers is a good thing. As if interest which accrues at a rate of more than a MILLION dollars a month is a good thing. It will keep running, says Mr. Barrow, until it reaches a BILLION dollars. He doesn’t care, this brilliant man. Belizeans need to understand that ALL these sums of money tossed about and lost – all these millions and tens of millions and hundreds of millions paid in interest alone, with nothing to show for it – is OUR money. It is money which we normal Belizeans will pay, and our children will pay, and their children will pay. Mr. Barrow has fought a mighty battle for Belizeans, or so he says. It is a battle that has made he and his family members rich, and has impoverished us. But he did it for us.

El Primer Ministro de Belice, Dean Oliver Barrow, está al frente de un barco que se ha encallado en el arrecife y que se hunde, como se predijo que pasaría por Hubert Elrington, un ex Ministro del UDP y hermano de su Ministro de Relaciones Exteriores Sedi, quien al paso del tiempo ha demostrado que igualmente es un perfecto misil fuera de control. Esta semana la nación recibió la noticia que Franz Parke, quien fue nombrado Juez de la Corte de Apelaciones nomas hace siete semanas a instancias del Primer Ministro, presentó su renuncia con efecto inmediato. El nombramiento de Parke fue opuesto vigorosamente y con buena razón por el PUP, el Colegio de Abogados, los Sindicatos, la Cámara de Comercio y las organizaciones no-Gubernamentales. Su única calificación para obtener el trabajo parecía ser su amistad con el Primer Ministro. Aun así, con su característica arrogancia, el Primer Ministro promovió el nombramiento porque ¡pues claro que él sabe mejor! Y su palabra debería ser ley. Afortunadamente, Parke demostró más sensatez que su amigo el Primer Ministro y renunció días antes de que hubiera un desafío constitucional por su nombramiento. Es, en efecto, otra ronda perdida por el Sr. Barrow que ha recibido más golpes que Rocky Balboa. Pero él nunca lo admitirá. Porque él nunca se equivoca. Lo mismo sucede con el tema de los $90 M que se le debe al Banco de Belice, ya cercanos a los $91 M con los intereses devengados. El Partido Unido del Pueblo (PUP por sus siglas en inglés) ha indicado oficialmente que la situación del Banco de Belice/UHS fue una mala decisión. Fue una de las decisiones que en efecto arruino al PUP antes de las elecciones de 2008. Nos guste o no, el préstamo del Banco de Belice fue resuelto. El asunto fue concluido y sin costo alguno para los contribuyentes. Pero el Sr. Barrow decidió que él sabía mejor que el Consejo privado de la reina. También, al parecer, sabía mejor que la Corte de Arbitraje Internacional de Londres cuando esa declaró lo mismo. Y ahora, él sabe mejor que el Tribunal de Justicia del Caribe. Que desastre éste, resucitado de entre los muertos por Dean Barrow. La Cámara de Comercio ha señalado acertadamente que el gobierno debe acatar la decisión dictada por la Corte Suprema. El BNTU ha dicho lo mismo. El NTUCB ha dicho lo mismo. Pero el Primer Ministro también, al parecer, sabe mejor que todas estas organizaciones. Ha de ser un hombre brillante, este hombre que les ha costado a beliceños cientos de millones de dólares en asuntos que litigó y perdió. El Sr. Barrow permanece erguido, excepto cuando un espasmo en la espalda enferma lo coge desprevenido. Es dinero que los Beliceños normales pagaremos y que nuestros hijos pagarán, y sus hijos pagarán. El Sr. Barrow ha peleado una gran batalla para los Beliceños, o así dice. Es una batalla que lo ha hecho ricos a él y los miembros de su familia y nos ha empobrecido. Pero lo hizo para nosotros.

STILL NO CT SCANNER AT THE KHMH Thursday, December 7, 2017 The Karl Heusner Memorial Hospital (KHMH), the country's largest referral hospital, the place that the majority of Belizeans depend on for critical life-saving health care, is unable to provide vital internal imaging and scanning because the hospital's old, broken down CT-Scanner has stopped working. If it were not bad enough alone that the machine was down, the KHMH is reportedly subsidizing CT-scans for patients at private hospitals and according to reports, the hospital has spent so much on "facilitating" patients that it could have purchased a new CT-Scanner already. Two weeks ago, KHMH CEO Dr. Adrian Coye confirmed that the CT-Scanner was down and explained that the machine is ten years old, ancient in terms of medical technology. Coye also revealed that the CT-Scanner had broken down several times this year alone, leaving hundreds of Belizeans without access to vital imagine services, which in many cases can be the difference between life and death! The KHMH, according to Coye, performs between 150-300 scans per month and the KHMH has facilitated patients in getting the necessary scans done at private hospitals to ensure patients are getting the medical attention they need.
Coye would not confirm how much the KHMH has spent on those referrals to private hospitals. He said the hospital is hoping for a new CT-Scanner but due to the cost of a new machine, the hospital will most likely seek to repair the aging fossil and hope it doesn't break down as frequently. The CT scanner uses X-Rays to produce images with multiple angles or “slices”. More slices in a CT Scanner mean more detailed images, which provide for more accurate diagnoses. Currently there are machines on the market which offer as much as 640 slices, while the CT Scanner in use at the KHMH utilizes only two slices! A 64 slice CT-Scanner would reportedly cost approximately $3 million.

Rasheed Hyde WANTED for Russell Hyde Shooting Thursday, 07 December 2017 The Belize Police Department have issued a WANTED poster for Rasheed Hyde, 26. He is wanted in connection with the attempted murder of his own relative, said to be his cousin, on Monday. Russell Hyde Jr. carries the name of his dad; the notorious Russell Hyde who was executed in August of 2015. In May of the same year, Hyde’s mom was also killed. On Monday, December 4, 2017 shortly before 8:00pm, the young Hyde was targeted by a lone gunman. According to Police reports, Hyde was at a meat shop on George Price Avenue in Santa Elena Town when he was approached by one man who fired several shots at him. Hyde was taken to the San Ignacio Community Hospital. Sources at the time told us that the shooter was a relative of his who is no stranger to the law. They also insisted that the relative, now identified as Rasheed Hyde, was detained by Police the night of the incident but was released. A witness to the incident told us that the shooter was accompanied by another man who
handed the gun to him to shoot at Hyde: “Well, two men came and they just come and the older gentleman give the young man the gun and as he give it, it happened in seconds. The young man just shot at the next bwoy that was right there by the meat shop,” he explained. Hyde was later transported to the Western Regional Hospital where he remains in a stable condition. On Tuesday, Hyde’s grandmother, Haledora Cruz told us that she was informed that Hyde was attacked, shot at and his vehicle shot up too: “Somebody called him and told him to come and he went. They told me he got shot in San Ignacio but he only reached to Santa Elena. It looked like the person was following him. They say that they attacked him, shot him and shot up the vehicle…he got shot under his belly, his foot. I went to see him and I saw three holes on his foot and when they did the surgery, they say that they can’t find the bullet.” When asked if Rasheed Hyde had been detained on the night of the incident and then released, not surprisingly Police denied the allegation.

the behaviour of rogue cops in San Ignacio town: “I am a former police officer and I support the police, I want to make that clear. But when they do wrong, I will go against them. San Ignacio has some good police but they have some rogue police that beat people and chance them. They went too far, beat my son and hold him there without taking him to the hospital…This is every weekend that they are beating people, we are getting tired of it…. They will turn good citizens
into criminals. They are going too far. We are hearing about police brutality every weekend here, I want the Commissioner of Police and the officer in charge to understand that enough is enough. We are tired of the brutality and this needs to stop. We will not tolerate it anymore.” In relation to this incident, the Western Regional Commander, Andrew Ramirez stated on their weekly Police checkpoint show stated that the officers were assaulted, including a senior police officer. Police did not release an incident report on the matter and the names of the officers involved in this incident were not released.

Three more young men and a young woman are recovering from being beaten up by cops from San Ignacio Town. Hener Cruz, Jeremy and Kennedy Gentle said that early Saturday morning, December 2, 2017, they were hanging out in front of Blue Angels in San Ignacio Town when they were approached by a group of police officers. According to reports, the officers jumped out of a mobile, demanded that the group go home and began batting their drinks out of their hands. The young men were subdued by the officers, then attacked. One of the three young men who was brutalized was BDF soldier Jeremy Gentle, who explained to us that a woman Police Officer threatened to ‘target’ him: “It happened Saturday morning after three and the Police came. We were standing there talking to a security and the Police told us to move. So I said ok we are going, I just came for my phone. Then from there, the woman Police Officer said Gentle, from now on I wah be she target and I don’t know for what,” explained Gentle. He was lucky to walk away with minor injuries but his cousin Kennedy was not that fortunate. Kennedy still has pain to his abdomen and injuries on his neck from the police beatdown that he got. Kennedy explained to us how the incident unfolded: “They just come at us, tell us to go home so we agreed. I said right now and then they just start attack us for nothing. We didn’t assault any officer. They beat me up bad. All my abdomen hurt and my neck, watch my neck. After they done beat me up bad, they took me to the cell and I was vomiting blood. The prisoners there are telling them that I will die in here because I am vomiting blood and the Police don’t even care. CONTROVERSIAL CHUC ELECTED AS FFB PRESIDENT Thursday, 07 December 2017 After 1 year and 7 months of turmoil, the FFB has a new president. Sergio Chuc has been elected and will take over from his predecessor, Ruperto Vicente. Chuc’s ascent to the office happened after a full congress of the FFB, which was held at the Princess Ramada Hotel on Saturday, December 2. He went up against the incumbent, Ruperto Vicente; and the other candidates; Onan McLean, who has served on the National Teams Committee; and Daniel Fabro, an outsider who expressed interest in the post a few months before last Saturday’s congress. The election for the president ended in the first round of voting. Readers are aware that there are only 20 delegates who vote and decide which of the candidates will fill the seats. Chuc received 14 of those votes; 4 went to McLean, and the remaining 2 went to Vicente. Fabro received none. For the post of the Vice President, the 4 candidates were Cruz Gamez, David Griffith, Carlos Galvez, and Frank Sharp. Griffith was
eliminated in the first round, and in second round, Gamez was elected with 14 votes. Galvez received 4 votes, and Sharp got the other 2. The results of these elections finish up the business of electing a full executive that couldn’t be completed back in May 2016. By that time, Ruperto Vicente’s administration had run its full term, and a new executive needed to be selected by the Congress. That couldn’t happen because back in last year May, the
Congress tried for 14 hours, and with 22 rounds of voting. At the end of that exercise, the election for the presidency ended in a deadlock between Chuc and Vicente. In the months that followed, Senior Vice President Marlon Kuylen had to take over leadership of the FFB. There was supposed to be another Congress in July of 2017 to finish up those elections, so that all the seats on the executive could be filled. However, as readers will
remember, that election couldn’t happen because the delegates took a stand against a decision taken to disqualify Chuc from running for the presidency. Vicente had complained against him, that he behaved inappropriately, and the FFB Electoral Committee agreed. So, in protest, the delegates stayed home, preventing the election happening, because quorum couldn’t be reached in the Congress. That extended Kuylen’s acting presidency for 4 more months. He has since written a 3,800+ word account of the state of affairs in the FFB. In it, he complains forcefully that persons within the administration of football frustrated his best efforts to make real changes for the betterment of the sport. His 19 months in office, he claims, was not very enjoyable, and he achieved far less than he intended.

Curiouser and Curiouser...
My mind is jumbled with so many things these days – personal, work, political. It’s all such a big mess that some days I wonder how I function at all. But I do. And if my writing seems chaotic to you, that’s fine too. This is my column and I can get away with it. A few days ago, a friend was telling me in conversation that her young son, can’t be two years old yet, was running around the house playing. She heard him telling his older sister over and over again that he was a Policeman and he was going to beat up everybody. Funny, right? Well, no. It actually isn’t. We have gotten to a point where Police brutality seems to have become the norm. I watched a video over the weekend which shows a man being approached by Police and he immediately submits – hands to head. And he is still beaten badly, stomped on the ground. Just because these are the big badass cops with big guns and big sticks and they can. These are the bullies in the playground. And this shit happens every single day. In Cayo, it seems like it happens twice a day. The commanding officer in that jurisdiction seems to be a real hands-off guy, at least when it comes to real Police work. But give him political work for his master Rene Montero and he’s a keeper. I hear he’s going around boasting to everybody who will listen that he sued the Belize Times because we reported that he had been under scrutiny after allegations brought by female junior officers. Guess that lawsuit got lost in the mail. But it doesn’t matter in the scheme of things. What matters is that our Police Department is in disarray. Those who are to protect and serve the people of the community are looked on with fear by law-abiding citizens, and with hate and fury by those who need only the right circumstances to react in a way which will be unpleasant, to say the least. It appears, these days, that once you give a man a cool camouflage uniform, a big gun and political instructions, he, or she because there are female officers who behave the same, becomes
a real asshole. But every fat fowl has their Sunday. If the Police continue to brutalize the people, the people will react. And when all hell breaks loose, well…let me just leave it at that. The Police shot and killed a man in Arizona a few days back. This man who committed this robbery in the community that nobody in the community seems to know about, was running away. Policemen were giving chase, and one of them accidentally slipped and his firearm discharged, by accident. Lmao. If there is anybody who believes that bullshit story, I’ve got a penis enlargement kit to sell them. Everybody who was there heard three shots. Police are saying one. And that, my friends, will be the end of that, at least as far as the Police investigation goes. ComPol Whylie has said accidental discharge. But his credibility is as credible as that penis enlargement kit. So yeah. You know what is really cute. A few villagers, outraged at the MURDER, burned some tires and they have been arrested and charged. But the matter of the MURDER is a done deal. Just another body to bury. No harm no foul. You know what else I find amazing, and I’ve been thinking about it since that head on a bench in Cotton Tree thing last week. That whole Pastor Lucas beheading investigation was hopelessly botched, and likely deliberately so. I wonder if anybody in the Police ever dared to question John Saldivar about his involvement, just in the interest of a comprehensive investigation, of course. Before his death Pastor Lucas had been very unkind to Saldivar on Facebook. When the head was found outside that bar, a man known to be John Saldivar’s right hand was drinking with William Danny Mason inside. When officers found the head, there was instant confusion because the unit closely tied to John Saldivar, then Minister of Police, did not want to arrest Mason. Officers from Belmopan had to be called in to do the arrest. In all this mess, John Saldivar’s name kept popping up in very peculiar ways. I’m not saying he ordered the hit. God no. But was he questioned in that investigation? Jumbled thoughts, right? I told you. But we’re in a hell of a mess here in Belize. A hell of a mess. We just found out that we taxpayers will have to find some way to pay $90M to Belize Bank. God knows where that will come from. But who cares…John Saldivar is throwing a free concert in Belmopan on New Year’s Eve. So all is good. My lerd!

“It is What It is! Says King DEAN”
By Ivan Valencia BYM President Growing up you are faced with the story of Santa Claus, the Easter Bunny, the Tooth-fairy and even the Boogey Man. Depending on your culture and where you come from, there are also the stories of the Tataduende, La Llorona, Xtabai and others. I am a mestizo and those are the stories I grew up with. 20 years later, I’m faced with the one story/slogan “It is What It Is!” That is why it seems that we can’t make things right. That is why it seems that things go from bad to worse. That is why it seems that every lie, every structure risen that fails - IT IS WHAT IT IS, says King Dean. It is bogus to think that and even believe that it is their way or the highway. Come on man! We are better than that. We are smarter. We must work towards progress. We cannot afford to sit or stand and see things happening in front of us without taking action. If we expect better from those who govern us, then we must take up an active role in our community. Let’s be real, ladies and gentlemen. We who come from these communities are the ones directly affected by the happenings around our community. The culture of this current UDP Administration for the past three terms is FEAR! We are afraid of speaking up. We are afraid of raising our voices for the cause of our fellow brethren. We are rich in culture, rich in substance but yet weak to defend a cause - WEAK TO DEFEND OUR OWN CAUSE. This is not about blue or red, white or green! This is about us the people and living in a Better Belize! But to have this, we must all take an active role. We must come together and unite. We must find that common cause. I once spoke to a professor of mine, and we were really into the conversation because I was asking
him about his field of study - Social Science! It was very interesting because we were speaking about social behavior during demonstrations and national strikes. His country’s history is different from ours since he explained that they had to go through different physical struggles to obtain independence. On the other hand, he explained Belize’s Independence was obtained in a most unique and positive way. Yes, it had its ups and downs, its ins and outs, but at the end Rt. Hon. George C. Price succeeded. The conversation was very interesting because it led to political corruption and mismanagement of public funds and even the raising of prices and fuel. He explained that the culture, the posture or the behavior adopted during these issues, was that every one finds that common cause. Every one feels the pinch, and every one defends by the cloak and word. I explained a lot about Belize and its history (to the extent of what I was taught and what I knew by studying history) and I can tell you he enjoyed listening to every bit. I asked him what would be that key ingredient that would unite a people, especially during turmoil, during hardships, that would eventually lead to having a more accountable government. His reply was as a people, YOU MUST FIND THAT COMMON CAUSE, HAVE COMMON GROUNDS, a country with a variety of cultures, each and every one has its own history. He cited examples. I was surprised he knew about the different cultures in our country. He explained - I acknowledge that you all have communication between creoles, Chinese, mestizos, etc. but, he continued, you all still only see cultures. For a moment I thought, and meditated on those words. COMMON CAUSE, COMMON GROUNDS - yes people, we are a lovely country with a healthy melting pot, and we must take that and defend that. We should all be our brother’s keeper. We must stop killing each other, stop robbing each other, we must defend our flag. That Belizean flag is what unites us, regardless of what we know happens around us. We all have children, we all have something to live and stand for. It can’t be that “It is What it is!” NO! I will not take that. You must not take that. WE MUST NOT TAKE THAT! We must stand as one people and SAVE BELIZE NOW! THE FACTS ABOUT BARROW’S $90 MILLION DEBT 1. The Government of Belize lost yet another case in the CCJ. This time to the Belize Bank. 2. The PUP introduced NHI to Belize and DFC guaranteed a loan from Belize Bank to UHS to build its hospital to foster competition. UHS defaulted, and DFC could not pay. In March 2007 the Government agreed by a Loan Note to repay the UHS Debt of BZ$33,545,820. 3. In September/October 2007, GOB procured a US$10mn grant from Taiwan which was paid to Belize Bank. 4. In December, 2007, GOB procured a further US$10mn grant from Venezuela which was paid to Belize Bank. 5. Together both payments were used to satisfy the Loan Note. 6. The ACB challenged the Loan Note in court arguing that the Government acted illegally is agreeing to pay the debt of BZ$33,545,820. 7. In the meantime, the Central Bank ordered the Belize Bank to pay to the Government the Venezuela US$10mn which was in turn given out as housing handouts by the Government which resuscitated the liability to the Belize Bank. 8. However, the Privy Council ruled in 2011 that the Government acted completely legally and that the Loan Note was valid. The CCJ noted in its Judgment that the UDP Government chose not to participate in the ACB case; in doing so it failed to defend Belize. 9. The UDP Government decided that it would disregard the Privy Council decision, and not pay the Bank. The Bank therefore had to go to arbitration. 10. The Government started to participate in the arbitration, tried to stop it, but the arbitrators ruled that they would proceed with the arbitration. The Government stopped participating in the arbitration and again failed to defend the people’s interest. 11. O n the 16 January 2013 the arbitrators ordered the Government to pay BZ$36,895,509.46 plus interest at 17% compounded on a monthly basis from 8 September 2012 until the date of payment plus costs. The Government, with its usual arrogance, disobeyed the arbitrators. 12. The Bank applied to the Court to order the Government to pay, both the Supreme Court and the Court of Appeal ruled against the Bank. The CCJ has now said that the Supreme Court and the Court of Appeal were wrong and that the Bank must be paid, the Government has once again lost. 13. Instead of obeying the 2011 Privy Council decision, the Government pursued pointless court cases with interest accruing at 17% compounded monthly. As a result, the debt ballooned from BZ$33,545,820 to BZ$90,645,607.20. 14. Barrow’s arrogance has cost the country BZ$57million in interest alone. The interest of BZ$57million is more than the original debt of BZ$33,545,820. 15. Interest continues to accrue and Barrow has said that he will continue the fight! 16. Dean Barrow appointed his relatives, Denys Barrow and Naima Barrow, to represent the Government in the Supreme Court at a cost of hundreds of thousands of dollars even though they knew that the Privy Council had ruled against the Government. 17. T hen, Denys Barrow represented the Government in the Court of Appeal. Amazingly, he conceded in the Court of Appeal that the Loan Note was legal! But still argued that Government should not pay. Thousands more in legal fees wasted! 18. At the CCJ, Government hired the very expensive Anthony Astaphan from Dominica to represent it. Astaphan told the CCJ, that he agreed with the concession that the Loan Note was legal. But yet he argued that Government should not pay. Hundreds of thousands more in legal fees wasted! 19. After all this, the CCJ concluded after the Government spent millions on legal fees and racked up $57 million dollars in interest: “In the present case, the court of final appeal held that the Minister did not act in breach of any laws in concluding the Loan Note and that he had the authority to make that agreement. The Government can hardly be heard to argue that it would be contrary to public policy to enforce an agreement against it which agreement it had itself validly contracted.” 20. It is time for someone to go to jail!

THIS RACE THING One of the big pieces of news this past week was the engagement of Britain's Prince Harry to American/Canadian actress Meghan Markle. It seems the world is agog at this occurrence, especially since she is, as she has put it, of mixed race. I keep saying to myself - big deal!! And right away I remember, with a huge smile on my face, what my good friend Stretch Lightburn likes to regale his friends with, this being that Queen Charlotte was a “woman of colour,” a black or mixed-race woman. Of course, one story on the internet news picked up on this and, in a human interest posting, revealed to those who didn't know that Ms. Markle is not the first woman of colour to be a part of the British royal family. By the way, we have a Queen Charlotte Street in the Belize City constituency of Port Loyola, which I represented from 1998 to 2003. It all got me thinking about this race thing. I have recently written about the white American Southern Confederates who came to Belize in the 1860s. For those few Confederate sympathizers who remained in then British Honduras, what resulted was not racial purity at all. Indeed, the racial and ethnic mixing and the diversity in Belize are staggering. You only need to look around casually to be struck by the melting pot nature of the Belizean experience. This is not to say, however, that everything is just fine where race in Belize is concerned. There remains much racial and ethnic prejudice in all facets of the social and political fabric on a whole. I am happy that the racial hatred and slurs that are a part of life in the United States are not shared by us. Americans even have a President to whom racial bigotry seems to come ever so naturally. In front of Native American war veterans who were being feted at the White House, he thought nothing of “cussing out” a political opponent and calling her Pocahontas, something so deeply offensive to the American Indian Nation that everyone was left shaking their heads in disappointment if not in disbelief. Also, the blatant bigotry of his “birther” campaign against former President Barack Obama helped greatly to embolden the neo-Nazis,
Ku Klux Klaners and other racists in a manner that is unprecedented and frightening. What a shame for Americans that their leader engages in vituperative exchanges with just about anyone whom he perceives opposes him. Another recent article that I happened upon saw a white American researcher discovering late in life that her mother was about 20 percent African American. She, however, was very “clear skinned” and was able to “pass for white,” living most of her life in the MidWest, and always deathly afraid that someone would “out” her for her denial of her African heritage. It seems laughable to those of us who embrace our multi-ethnic and multi-racial makeup, but such is the result of the learned hatred and racial prejudice of these societies.The English language even invented a word, with very negative connotation too, for racial mixing which was clearly to be frowned upon – miscegenation, the interbreeding of people of different races! Not to mention the term for having some African blood – painted with the “tar brush.” It is indeed mind-boggling that the power and class structures of our post-colonial societies could have so messed up our minds where this race thing is concerned. People of colour and of mixed race like so many of us remain flabbergasted that there could be so much fuss about what we often take for granted – the acceptance and the respect for ALL races and ethnicities that make up our own country and so many others. The concept of racial purity is as alien to us as say the climate in Siberia, but we know only too well that racism, fascism and white supremacy are debilitating and destructive realities in the world today. Complete racial harmony is of course a utopian dream. Also, racism and racial and ethnic prejudice are no joke, so that it is for everybody to live with respect, not merely tolerance, and to teach our children that respect for ALL people must come first. When it comes to this race thing, let's think of only one race – The Human Race!!

‘Tis the Season

As the year comes to an end, people across the globe congregate in a time of merriment to celebrate the birth of Jesus. In Belize, however, this year’s December is marred by the rhetoric of election day gimmicks by King Dean and company. This year in particular is marked by rampant corruption and blatant mismanagement of public funds. In all honesty, it is a sad time to be a Belizean as our government continues to ignore the true needs of the people while they continue to enrich themselves. It is especially sad that a man was charged with $500 or 5 months imprisonment because he stole a $4 paint brush. While I do not condone stealing, this case highlights the imbalance that is present in our country. To this day Elvin Penner roams the streets a free man. Dean Barrow is still Prime Minister and Minister of Finance while his bad judgments and decisions have cost us hundreds upon hundreds of millions of dollars. Honduras is in political turmoil as they fight to demand more from their government and I commend them for that. On that note, I wonder why is it that our fellow Belizeans continue sitting by while these people get rich on the heads of every single tax-paying Belizean. What is by far worse is the audacity of these individuals to
blame a previous government for their own problems. It is incredibly alarming how much these people have scammed the Belizean public. As if Belizeans needed any more evidence, they can turn to the UDP Chairman to see how much wealth he has amassed since his party took power. I urge readers to contemplate this. Alberto August has one position - Chairman of BWS and Chairman of the UDP. He has no legitimate business ventures but he has been able to construct a mansion from the land he stole from the poor children of Santa Elena. If the UDP Chairman is able to perform these “miracles” just imagine how rich the UDP ministers who are at the forefront of corruption truly are. As my fellow Belizeans line up at the banks in hopes of obtaining a Christmas loan or head to Courts, just sit and think if this is the Belize you want not only for yourself but for your children. As my fellow Cayo people head to Courts, the chances are that you might see that black Expedition parked in front of the steps. That Expedition is owned by that same corrupt, foul mouthed Chairman. I urge the people to ask him how his Christmas is. While we struggle, this man and his party flourish at our expense. While Belizeans stretch and pull to obtain some money to make Christmas a little brighter, Dean Barrow and his minions will be enjoying the rock star life in America and other high-end travel destinations. The time has come for us to demand better. Let’s take Honduras as an example and let us demand the representation we truly deserve. Basta con Dean Barrow, basta con Alberto August y el UDP!
BELIZE CITY COUNCIL
HOTBED OF CORRUPTION One year ago, after protests and increasing pressure from the Opposition, grassroots organizations, business organizations and from Belizeans calling in on talk shows almost daily, the UDP government finally surrendered to the demands of the people and signed on to the United Nations Convention Against Corruption (UNCAC). It has been a year of meetings and quite a few travelling engagements, particularly for the Attorney General Michael Peyrefitte who heads up the project committee overseeing the implementation. But there is more to the UNCAC project than frequent flyer miles. A look at the past year since the signing of UNCAC at both the central and municipal level clearly shows that there has been no change in attitude or action to curb their lack of transparency and accountability. Bloated contracts to friends and cronies continued and no public tendering process has been done for the works to be carried out. One news network stated, “The anti-corruption measures have to be applied in municipal government as well. And while you might think of them as small-time - in charge of garbage collection and drain sweeping, that's a misconception. If you combine all the municipal governments in Belize they have a collective budget of 138 million and employ 1,500 persons. But, they don't have the strict regulations or procedures that are in place for central government - and we all know how the rules are bent and broken in Belmopan - so imagine what might be happening in your village, town or city!” No one has to imagine the possibilities of what might be happening because there are many concrete examples from the past several years of rules and procedures being ignored or bent by the UDP city and town councils. A true example of this is the Belize City Council. Under Mayor Darrel Bradley and supported in full by the aspiring Dion Leslie, the Council has issued multi-million-dollar, bloated contracts on streets that are falling apart within a year or two and increasingly deteriorating each day. These contracts were given without any public tendering process. These contracts were given to companies with no proven track record. These contracts were given to friends and cronies of the UDP Town Council and the UDP government. It is a hotbed of corruption in City Hall so it was quite the theatrical show to see Mayor Darrel Bradley give his long-winded opening remarks at an Accountability and Governance Training this week. Mayor Bradley, who never disappoints in saying one thing while doing the other, is awarding more road contracts to RJB Construction without
a public tender process. This is the same company that is responsible for the mess of Lake I Boulevard, Chetumal Street and others that has cost taxpayers millions of dollars and will be costing them just as much to fix his mess. Dion Leslie, the aspiring UDP Mayor, is in full agreement with these over-stated, secret contracts, the lack of transparency and lack of accountability. This is not surprising since Dion Leslie is also the one who Prime Minister Dean Barrow personally called on for the $8million Faber’s Road sweet deal with Imer Hernandez, the nephew of the corrupt, embattled and disgraced Gaspar Vega. The Belize City Council, having paid out millions in these shameful contracts cannot find the money again to do the most basic job of any municipality – garbage collection. So once again, Belize City residents have to put up with garbage because Dion Leslie and his crew placed priority in contracts to friends and cronies. People in the city continue to get poorer while friends of the Council continue to get richer. The City Council under the UDP is known for under-deposits, key officers involved in the country’s worst immigration scandal, inflated contracts for road works that are falling apart, not complying with the City Council’s own regulations and not paying its debts due to mismanagement of tax funds. The City Council has put more stock into pouring cement and the contracts awarded to friends than focusing on the quality of life of the people of Belize City. When they pledged better is yet to come, they meant for themselves and their friends but not for the people of Belize City. To be present at the training on accountability and transparency and not acknowledge where they have seriously fallen short of compliance with good governance is proof of the lip service this government and their UDP Mayors and Councils has given and is giving to anti-corruption measures. Belizeans across Belize City are fed up with all this blabbering and cover up from Bradley and Leslie. Belizeans want real change, not in words but in actions. Under the UDP management by Bradley and Dion Leslie, the Belize City Council has gone from under-deposits to over-expenditures. March 7th 2018 is an opportunity to bring focus back on what matters – the people. It is time for real change and to ensure City Council has people who are more interested in doing the job at City Hall instead of the bidding of ministers, cronies and friends. THINKING OUT LOUD BY: KEVIN BERNARD
I was grateful this week for the opportunity to be invited to a workshop on what is an important, in fact even a critical component of governance at any level – accountability and transparency. They are words that the Belizean people hear all the time, particularly before elections. Unfortunately, they are words not often accompanied by action. And like all right-thinking Belizeans, I am tired of these buzz-words without meaning, and while I am happy for these sessions and workshops, I am skeptical of what come out of them. I am not here to play politics. But I am a Belizean and I am here to tell you that we all, the leaders and those departments and organizations in supporting roles – we have all failed the Belizean people. We don’t have to look far to see our failures. We see them every day. We see them all around us. And if there is no real will to change, then that workshop will have been for nothing. There was a presentation from the Auditor-General’s office. That is a critical office which plays a vital role in good governance. But has the Auditor-General been given the resources and the power to do her job without fear or favour? We know for a fact that there are reports and audits done which never see the light of day. We are at the end of 2017. And we are only now beginning to look at the Financial Audit for 20122013. There are very real and serious instances of outright, blatant corruption at the highest levels in that report. But it will all be pushed under the rug. The Public Accounts Committee has been turned into a paper tiger, conveniently, because a majority of its members are UDP Ministers, a few of whom are mentioned in that audit report. Is that what we call transparency and accountability? My friends, we need to get real if
there is any will to do so. We can look at the Integrity Commission which was only just re-convened after a strike and demands from the BNTU. But the majority of persons on the Integrity Commission are faithful and loyal supporters of the government. I’m not being political. That is a fact. And this is the bunch of persons who are to ensure that Ministers and representatives of the people do not improperly enrich themselves. Today our Ministers come into office as normal Belizeans and after a few years are multi-millionaires. But with its present composition, how can such a Commission ever provide for the fostering of transparency and accountability in the government which appoints it – the government to which it is fiercely loyal. It will never happen. Today we see so much happening around us which is wrong. We see politically connected persons like Imer Hernandez, nephew of Gaspar Vega, who has messed up every infrastructure work he has been given. Yet he continues to get more. He was just given $8M to pave one street in Belize City, and despite requests by the public to see the contract, it has not been handed over. We see the situation in the Ministry of Natural Resources where there is evidence of Ministerial corruption and because the perpetrator was once Deputy Prime Minister and is still a powerful UDP financier, nobody wants to touch it. I could go on, but I won’t. I leave you with this. We all, across the board, across the political divide, have to get serious about serving our people well and about doing the right thing. We have to get serious about good governance. Serious about structures and guidelines and rules. Serious about anti-corruption legislation, and its enforcement. And serious about the prosecution of those who abuse their office to steal from the people and enrich themselves. Until then, exercises like these will always be little more than lip service.

Several truck owners were willing to help the Benque Viejo Town Council with garbage collection but due their political preference they were not hired. That’s a shame for the Benque people! It is time to do things different in Belize. It is time that we remember that we are here only to serve the people, and not to serve ourselves. We are confident that a new government of the People’s United Party will get it right. We desperately need a change in Belize! The UDP has been administering the Benque Town Council for 17 years and today the people in Benque are poorer than ever. Today there seems to be no hope in our Benque Viejo Town. But now more than ever, we must join hands and do what is right for our Benqueños. Let us work together to ensure that what our hero George Price has fought for, remains alive. Mientras un comunicado de la escala básica de la PN pedía al mando intermedio tomar el poder de sus instituciones ante la "inoperancia" de sus superiores y alegaron que no continuarían "confrontando y reprimiendo" al pueblo hondureño. Retraso del toque de queda
Las autoridades retrasaron dos horas este lunes y hasta el próximo domingo el inicio del toque de queda, pero pasado ese lapso, las imágenes en las redes sociales mostraban a numerosas personas manifestándose en las calles. En videos publicados en Twitter, se aprecian a manifestantes saludando a la Policía y gritándole consignas de apoyo, luego de conocer que no reprimirían las protestas. El secretario de Seguridad de Honduras, Julián Tinoco, llamó a las unidades policiales a respetar las órdenes superiores y atribuyó la desobediencia a supuestas faltas de pagos de salarios. Sin embargo, en el comunicado de la PN, publicado horas después, los firmantes afirman que la protesta "no se debe a ideales políticos ni demandas laborales, simplemente a la inconformidad con lo que está sucediendo". UNICEF PRUEBA QUE PERSISTE DISCRIMINACIÓN CONTRA NIÑEZ INDÍGENA EN GUATEMALA Según el Fondo de las Naciones Unidas para la Infancia (Unicef), la niñez indígena guatemalteca se encuentra en desventaja y excluida del desarrollo. Prensa Libre, Guatemala 5 de Diciembre de 2017 Unicef presentó los resultados de un informe sobre las condiciones en que viven los niños y adolescentes indígenas en Guatemala. “Mírame: Soy indígena y también soy Guatemala”, se titula el informe que incluye un amplio análisis de la situación de la niñez y adolescencia indígena en relación con la garantía de derechos e indicadores de desarrollo. Este sector de la población estaría excluido y en mayor desventaja en acceso a la salud, índices de desnutrición, educación, pobreza, entre otros, detalla. “Son invisibles para el Estado y a la discriminación histórica”, cita el comunicado de Unicef. Ocho de cada 10 niños y adolescentes indígenas

Las niñas y adolescentes indígenas tienen mayores dificultades para culminar sus estudios. viven en situación de pobreza, de los cuales el 84.9% viven en pobreza y 45.5% en pobreza extrema. “Sabemos quiénes son, cuántos son y dónde están. Son 2.8 millones de niñas, niños y adolescentes, indígenas guatemaltecos, a los cuales se les están negando sus derechos y están sufriendo sus peores carencias, porque son indígenas, pobres y del área rural, siendo invisibles para la
sociedad”, dijo Carlos Carrera, representante de Unicef. La desnutrición crónica es otro de los enemigos para este sector de la población, evidenciando niveles superiores que los niños no indígenas, 61.2% a diferencia del 34.5%. En niveles educativos, se evidencia que la tasa de educación es inferior en los departamentos con población indígena, con mayor dificultad para las mujeres. De cada 10 niñas y adolescentes, solo seis terminan
la primaria, dos el nivel secundario y solo una accede a estudios universitarios. El informe asegura que la inequidad que afecta a la población indígena es producto de la discriminación histórica, la exclusión social, el deterioro socioeconómico, la dificultad del acceso a los servicios públicos, los cuales carecen de calidad y pertinencia cultural. En la inversión del Estado también se refleja una diferencia. Por cada quetzal que se invierte en una persona ladina o mestiza, solo destina 45 centavos para una persona indígena.

REAL Good Governance Reform! Changing the Status Quo For the People’s United Party to restore the people’s confidence in any government after three terms of an abusive, corrupt and incompetent UDP, it must be serious about good governance reform. The Barrow administration has been the worst in history, allowing no REAL oversight and giving UDP Ministers powers which led to gross irregularities and abuses of process and people. The new People’s United Party government will do things differently. We will give power back to the people of the country who will elect us to represent them. We WILL: PUT POLITICS AND MINISTERIAL POWER IN THEIR PROPER PLACES: We will immediately strengthen the Integrity Commission, providing the necessary funds for its Secretariat to fulfil its important legal, auditing and investigative roles free from any undue political influence. Monitor the conduct and performance of Government Ministers and all elected officials in public life to ensure their “honourable” exercise of duties and responsibilities, and to prevent any behavior that can bring disrepute and shame to our nation, to our government and/or to our Party. Such embarrassing behavior will lead to their immediate expulsion from the Cabinet. If a Minister is found breaking the law he/she will be subjected to the legal process and will face the consequences like any other person, including jail time. The rule of law means nothing if the laws do not apply equally to all. We will limit the subjective authority of Ministers by removing the discretionary powers and reducing the need for letters from Ministers for everything. Presently, letters from Ministers are needed for recruitment to the Police and the Belize Defense Force, a hitherto unheard of thing. Public officers will be made to do their job, without fear or favour, and punishment will be swift for incompetence and/or corruption. WE WILL: STRENGTHEN CHECKS AND BALANCES: We will reconstitute the Public Accounts Committee for the effective participation of the Social Partners in the Senate so as to ensure its proper role in overseeing the sound and prudent management of public revenues and expenditures approved in the Budget. We will strengthen the capacities, allocate the appropriate resources and ensure the autonomy of the offices of the Auditor General, the Contractor General, the Ombudsman, and the Integrity Commission to better fulfil their technical mandates and provide the appropriate support to the oversight responsibilities of the Public Accounts Committee and other oversight committees. WE WILL ENABLE: An EMPOWERED LEGISLATURE: The PUP will improve legislative governance by providing greater oversight by the National Assembly with respect to the work of the House Committees. We WILL establish Standing Senate Committees that will have the authority to conduct inquiries into any and all matters with a view to advancing the cause of nation-building. WE WILL RESTORE: EFFECTIVE AND EFFICIENT PUBLIC SERVICE: We will take immediate steps to restore the autonomy of the Public Service (establish clear boundaries between the political directorate and the public service) and Public Service Commission to re-establish integrity and impartiality in the recruiting, training, evaluating and disciplining processes, and
We will introduce the necessary legislation with appropriate measures to protect whistle blowers and witnesses involved in corruption cases and to increase the penalties for acts of corruption and public authority abuses. The PUP will revert to having Permanent Secretaries (Senior Career Public Officers) as the accounting officers of the specific Ministry/ Ministries. WE WILL CREATE A: SEPARATION OF POWERS: All Judges and Magistrates of the Court will be employed with security of tenure. The PUP will establish sound systems and good practices for recruitment of all officers of the Court and will hold them responsible for the efficient administration of justice and to ensure the separation of powers of the state as clearly stipulated in the Constitution: Cease and desist from the public badgering and coercing of the judiciary by the Prime Minister and the Cabinet The Director of Public Prosecution will also be given security of tenure and the Department of Public Prosecution will be given the necessary resources to ensure that it complements the work of the Police to increase the rate of successful prosecution, particularly in murder cases WE WILL DELIVER: ELECTION REFORM: Within the first year of office we will present legislation to regulate campaign spending. We will also propose and enact legislation to limit campaigning up to the day before elections. On Election Day all campaigning, paraphernalia, advertising etc. will not be allowed as it is done in other Caribbean countries. We will insist, by any means necessary, that the UDP Government comply with the rule of law and conduct nationwide re-registration in 2017. The recent findings of 700 pages of unadulterated corruption in the Immigration Department lay bare for all to see the untold numbers of foreigners who received Belizean nationality by fraudulent means with the consequence being that these new fraudsters can and do vote in municipal and general elections, deciding for Belizeans who should be their government. Implement a fixed date for general elections similar to that of municipal elections Implement a transparent redistricting exercise, free from any appearance of political manipulation, with the goal being a fair representation of the public Introduce campaign financing legislation Introduce an independent Elections & Boundaries Commission that shall be free from political interference with a Chairman who is appointed in a similar fashion as the DPP and Auditor-General, so he or she can be autonomous and free from the perception of governmental control. I, John Briceño, as head of the next Government along with my Cabinet and together with the National Legislature, pledge to lead this transformation, motivated by the will of the people. In this noble path, we are guided by the philosophy of our Founding Father, the Right Hon. George Price, whose dynamic concept of a Peaceful, Constructive Revolution empowers us to confidently chart this way forward to a better future for all Belizeans.
