IMER AGAIN! Thursday, 28 November 2019 The Belize Times has been reliably informed that UDP contractor Imer Hernandez, infamous NOT because he is the nephew of the disgraced, worthless, corrupt former Deputy Prime Minister Gaspar Vega, but because he is the worst, most inept contractor in the history of Belize, has been given the contract to replace the Haulover Bridge. Our newspaper is also reliably informed that Hernandez was given the contract, worth $49MILLION, over other contractors who bid – contractors with many years of experience in building roads and bridges. Our investigation has revealed that Hernandez has never built or replaced a bridge. In fact, our investigation has revealed that Hernandez has not even mastered the art of replacing a culvert. Readers will recall Hernandez’s many, many failures, even as he keeps getting millions and millions in contracts from the Barrow Administration. One of his most notable failures, and gross corruption, was the awarding of $8M for a one-mile stretch of Faber’s Road. Before the contract was even completed, the road was already cracking, with shoddy markings and crumbling sidewalks. Yet, he was paid in full, and the people of the city are left with a bitter taste in their mouths, while Hernandez and the UDP laugh all the way to the bank. But Hernandez’s distasteful and disgraceful history goes way back. Years ago he was contracted and paid by the Ministry of Works to pave the San Antonio Road in Orange Walk Town. Except that Hernandez never paved San Antonio Road. He took the money and used some of it to pave the street in front of Gaspar Vega’s house – a street which broke up soon after, in supreme irony. Hernandez was also given the multi-million dollar contract to pave the road through Orange Walk. Before Phase 2 of that works started, Phase 1 was already in terrible condition, with the hot mix sinking. Residents of Orange Walk were left with a travesty of construction, but they have not forgotten Imer Hernandez. He did the same in Corozal, at the border. Another multimillion dollar contract with roads which broke up weeks after completion. And then the Government decided that Hernandez should get approximately $18 MILLION to build a new runway at the Municipal Airstrip. That lasted about a year before it sank, and the Airstrip has already had to be shut down once for repairs to be made. Then he got the $7M contract for the runway on Caye Caulker. Within weeks of completion, pilots were complaining of sinkage which put their planes and lives at risk. There are many more stories of bloated contracts and incompetence, but still, faced with all that evidence, the Prime Minister has maintained that he is a good contractor. Belizeans will understand that election season is fast approaching, and the UDP is filling its war chest so it can attempt to buy the elections as it did in 2012 and 2015 with Petrocaribe money. Sources within the UDP say that whenever Hernandez and other select contractors are given jobs, portions go into pockets and a portion goes into the war chest. We are reliably informed that in addition to the Haulover Bridge contract, Hernandez will get millions for work on the Coastal Road and the road to Caracol. Again, Belizeans will be left holding the crappy end of the stick. It is time to put an end to corruption, and an end to the UDP. The fat hogs keep getting richer, while ‘normal’ Belizeans struggle to survive. Enough is Enough!

BARNETT DISRESPECTING VILLAGES The UDP is hellbent to keep their paws in as many places where they can, seemingly just for the heck of it. We have been hearing for some time now their ramming of politically chosen Water Boards unto the Villages. As we can see next, there is a lot of Law in what the UDP is doing. But… Excerpted from Village Council Act 43A The Minister may appoint in each village or community established under Part II of this Act, a Village Water Board, consisting of the members specified in section 43B(2) of this Act, and having the powers, and performing the functions, set out in this Act. 43B–(1) Each Village Water Board … shall consist of seven persons. (2) The members of the Board shall be, (a) the Chairperson of the Village Council; (b) a member of the Village Council nominated by the Village Council; (c) five other members appointed by the Minister after consultation with, (i) the Area Representative of the Electoral Division wherein the village is situated; and (ii) the Village Council for that village, The last piece is the legislation is where the immense disrespect is seen. The Minister placed in charge is Carla Barnett. This ministry is another under the Prime Minister himself and of course most likely will be unaware of what is happening like with Sanctuary Bay, Pablo Marin, Immigration and Lands(to name a few). Barnett sends letters to the villages with a list of names. THAT is her consultation. To add salt to the disrespect is that the letter would be received after the deadline to respond has been surpassed. The latest complaints have been coming from Toledo East and Stann Creek West. Both Hon. Mike Espat and Hon. Rodwell Ferguson have asserted that the Minister of Rural Development Barnett has not done proper consultations, and that village councils’ recommendations for water board appointments were being overlooked. The Minister is only appointing UDP operatives to the water boards. The general feeling is that the livelihood of the villagers is at stake. If the villages elected a New and PUP Village Council it is with a view that they would control water as well. Water is of essence and the UDP wishes to control all of them since there is money involved. The villagers want optimal service and the UDP is not providing that.
SEVEN DIE IN TRAFFIC ACCIDENT Wednesday November 27, 2019 Tragically, seven people died after being involved in a horrific road traffic accident that occurred on this fateful afternoon. This tragedy happened after 3 p.m. on a straight stretch of road near mile 18 on the George Price Highway. According to Police, a red Chevy Trax SUV driven by Lourdes Wade, 45, along with two other family members were returning home to Belmopan. The family attended a Coast Guard passing out ceremony for Justin Wade. An eye witness said they saw the vehicle overtaking when it collided head on with a grey van heading in the opposite direction, and driven at the time by Tour Guide, Errol Belisle, 67. He was transporting 13 tourists. All three occupants of the red Chevy Trax SUV, Lourdes Wade, Retired Police Eduardo Wade, 67, and Myra Alcoser, 29, all died on impact. Our deepest condolences on behalf of the PUP and the Belize Times. Tour Guide Errol Belisle died 20 minutes after at the scene of the accident. His passengers Maribel Navarro, 41, American National, received a cut wound to her head, cut wound to both her knees, broken left and right arm and complained of pain in her back. David Armijo, 27, American National, a Teacher from Texas, received a cut wound to the right knee and complained of pain to both legs. Techno Panyarath, 37, American National, an American Engineer from Texas, received a broken right leg, abrasions to the back and dislocated right knee cap. Anita Munagala, 49, American National, an IT Tech from Atlanta Georgia received a pelvic fracture. Seidhar Munagala, 53, American National, an IT Tech from Atlanta Georgia
received abrasions to the face. Jacqueline Abad, 53, and Sara Armijo, 51, both American Nationals died on the scene. As we go to print, Police would not release the name of the third tourist that passed away. The Belize Tourist Board, Carnival Cruise Line and The American Embassy in Belize have all issued press releases on the tragic incident.///

Thanksgiving Dinner!
T
hanksgiving weekend is here. For many in Belize and elsewhere a time for getting together, for family, for reflection, for appreciation of life’s many abundant blessings. It is a happy time that marks the beginning of the Christmas season and festivities. No doubt on the tables of many, who can afford these luxuries, there will be imported spirits, hams and turkeys to match this imported holiday. Others in the Jewel will make do with turkey flavor ramen noodles and haad time biscuit if they are lucky. This week we had a glimpse of what might be on the Red Devil’s table this Thanksgiving. We believe that he will be serving duck…lame duck that is, served up on a platter and with all the trimmings. The Lame duck Financial Secretary is being carefully prepared, basted and slow cooked to perfection. How he came to be on the menu is anyone’s guess, but at the Belize Times we believe that he has outlived his usefulness and is now being offered up to appease the masses. The Auditor General has found that in the fiscal year 2012/2013 there was no special warrant for the use of some 100M dollars taken out of the consolidated funds of GOB. In the following year 2013/2014 that figure doubled to 200M used without the permission of the National Assembly or even a Special Warrant. The poor lame duck would want Belizeans to understand that it was merely “slippage.” It totally slipped his mind to do his job for over seven years. He has tried to use every excuse in the book to squirm his way out of this tight spot. He even went on to say that it was the infrequency under which the House of Representatives meet that did not allow for the special warrants to be issued or the supplementary budgets to be tabled. One can only remember the many bills passed in one House Sitting when the special needs arose. Why even bills to have the debts of special people written off were tabled. Finally having been cornered, he had to admit that there was no contingency fund and that funds were taken from the consolidated fund, that limits set by Belizean Law under the Finance and Audit Act were exceeded on a regular basis. It was revealed that even though he was advised against it, the Prime Minister with full knowledge that he did not have the approval of the National Assembly, willfully spent 1.3 billion from the consolidated fund contravening the Constitution. Additionally 600 million from Petro Caribe Funds were also spent with no accountability to Parliament. The Party Leader Hon. John Briceño and the PUP have full confidence that the Court will rule in the favour of Belizeans that it is unconstitutional for The Red Devil and his Cabinet to have spent 1.3B without approval of Parliament. This is a precedent setting case where even future government officials will know that they will be held to account. That the Belizean Law and the Constitution must be upheld and that violations will have consequences to the full extent the law allows. The PUP has published their Good Governance Agenda and are implementing it now because it is through transparency and accountability that confidence in Belize both local and international will be restored. Thanks to this GOB we suffer any number of black eyes that have hurt the economy, the banking sector and opportunities for foreign investment. Thanks to The Red Devil and his bandits, we are mired in a vicious cycle of poverty, crime and unemployment. Thanks to the slippage and the wastage our youth cannot cover the cost of education, our children go to bed hungry at night, and there are inadequate health services and not enough medicines in the country. We have hope and faith and for these we must truly be thankful for the grim days that lie ahead for Belize. #darkestjustbeforedawn

¡Cena del Día de Acción de Gracias!

l fin de semana de Acción de Gracias está aquí. Para muchos en Belice y en otros lugares un momento para reunirse, para la familia, para la reflexión, para apreciar las muchas bendiciones abundantes de la vida. Es un momento feliz que marca el inicio de la temporada navideña y las fiestas. Sin duda en las mesas de muchos, que pueden permitirse estos lujos, habrá licores importados, jamones y pavos para que coincidan con esta fiesta importada. Otros en la Joya se conformarán con fideos ramen con sabor a pavo y galletas de haad time si tienen suerte. Esta semana tuvimos una idea de lo que podría estar en la mesa del Diablo Rojo este Día de Acción de Gracias. Creemos que va a servir pato... pato cojo por supuesto, servido en una bandeja de plata y con todas sus guarniciones. El Secretario de Finanzas pato-cojo está siendo cuidadosamente preparado, lardeado y cocido lentamente a la perfección. La forma en la que llegó a estar en el menú es una suposición de cualquiera, pero en el Belize Times creemos que ha sobrevivido a su utilidad y ahora es ofrecido para apaciguar a las masas. El Auditor General ha constatado que en el año fiscal 2012/2013 no hubo ninguna orden especial para el uso de unos 100 millones de dólares sacados de los fondos consolidados del GOB. Durante el año siguiente 2013/2014 esa cifra se duplicó a 200M utilizadas sin el permiso de la Asamblea Nacional ni, incluso, una autorización especial. El pobre pato cojo quisiera que los beliceños entendieran que fue simplemente un “retraso”. Tuvo un retraso mental y se le fue el hacer su trabajo durante más de siete años. Ha tratado de usar todas las excusas del libro para salir de este aprieto. Incluso llegó a decir que fue la infrecuencia con la que se reúne la Cámara de Representantes lo que no permitió la emisión de las órdenes especiales ni la presentación de los presupuestos suplementarios. Podemos recordar los muchos proyectos de ley aprobados en una sesión de la cámara de representantes cuando surgieron necesidades especiales. Incluso proyectos de ley para cancelar las deudas de personas especiales fueron presentados. Finalmente, habiendo sido acorralado, tuvo que admitir que no había ningún fondo de contingencia y que los fondos se extraían del fondo consolidado y que los límites establecidos por la Ley de Belice en virtud de la Ley de Finanzas y Auditoría se excedían regularmente. Se reveló que, a pesar de que se le aconsejó contra ello, el Primer Ministro con pleno conocimiento de que no tenía la aprobación de la Asamblea Nacional, gastó deliberadamente 1.300 millones del fondo consolidado que contravenía la Constitución. Además, se gastaron 600 millones de fondos Petro Caribe sin rendir cuentas al Parlamento. El líder del partido, el Honorable John Briceño, y el PUP tienen plena confianza en que la Corte se pronunciara a favor de los beliceños que es inconstitucional que el Diablo Rojo y su Gabinete han gastado 1.3 billones sin aprobación del Parlamento. Este es un caso de precedente en el que incluso los futuros funcionarios del gobierno sabrán que serán considerados responsables. Que la Ley de Belice y la Constitución deben ser defendidas y que las violaciones tendrán consecuencias en la medida en la que la ley lo permita. El PUP ha publicado su Agenda de Buena Gobernanza y la está aplicando ahora porque es a través de la transparencia y la rendición de cuentas que se restaurará la confianza en Belice tanto local como internacional. Gracias a este GOB sufrimos gran número de ojos morados que han perjudicado a la economía, el sector bancario y oportunidades de inversión extranjera. Gracias a El Diablo Rojo y sus bandidos, estamos sumidos en un círculo vicioso de pobreza, crimen y desempleo. Gracias a los retrasos y al despilfarro nuestros jóvenes no pueden cubrir el costo de la educación, nuestros niños se acuestan hambrientos por la noche, y hay servicios de salud inadecuados y no hay suficientes medicamentos en el país. Tenemos esperanza y fe, y por ello debemos estar verdaderamente agradecidos en los días sombríos que se avecinan para Belice. #darkestjustbeforedawn

Considering the millions of Petro-Caribe funds that were invested in the improvement of the San Pedro Football Field and docking area and also considering the amount of work that was recently done in that area to prepare for the endorsement convention of UDP Standard Bearer Manuel Heredia, will the Minister of Tourism please say how much funds were used for the improvement of the recently upgraded field and where did the money for this improvement project come from? 3. Will the Minister of Works please inform Belizeans of the tendering process for the construction of the bridge at Haulover and will the Minister also say how Imer Hernandez, whose poor workmanship is evident in both the Faber’s Road Project and the Orange Walk Highway Rehabilitation project, could win such an important and expensive project? 4. Will the Prime Minister and Minister of Finance please provide the Belizean people with the value of government contracts that have been handed out to a relative of former Minister Gaspar Vega, Imer Hernandez, and will the Prime Minister also confirm if such contracts valued in the hundreds of millions of dollars?

Tragedy The Belize Times sends condolences to the family of those who lost their lives in a terrible RTA on Wednesday. Four Belizeans were killed, and three tourists. We extent our heartfelt prayers to the Wade and Alcoser families, and to the families of the tourists. We would never use tragedy for political play, but we need to say at this point that the Barrow administration was given millions and millions of dollars for a Road Safety program. They turned around and awarded contracts to political cronies who became overnight contractors, like Imer Hernandez and Denny Grijalva. Our roads are poorly constructed, with broken shoulders, slick when it rains because of the substandard materials used and poorly marked, where they are marked at all. We have to do better than this. No amount of kickbacks from hustling or bloated contracts is worth a life. And that’s the truth. Imer The former Deputy Prime Minister, Gaspar Vega, who we feel should be publicly flogged every time he dares to show his face in public, said it publicly. Without shame, he said that Imer Hernandez is no doubt getting contracts because he is Vega’s nephew. Imer has not built one road in the country which has not already deteriorated. He has not built one culvert which has not broken up. He was given millions for the municipal airstrip and the runway at Caye Caulker, and both have already deteriorated. And yes, the Prime Minister said he is a good contractor. We at the Belize Times understand that he is getting the $49MILLION to replace the Haulover Bridge. Imer has never built or replaced a bridge – EVER. We also understand that he is getting millions more for work on the $180M road to Caracol, and millions from the Coastal Road. We know, because sources in the Ministry tell us, that Imer’s bids are being pushed through, so that he is getting jobs over reputable contractors with many years of experience. Imer and those who are facilitating this corruption at the highest levels better enjoy it while they can, because their mansions will very quickly be replaced by 6X6 accommodations as guests of her Majesty when government changes. And you can take that to the bank. Elections Belizeans get ready. Elections will be very soon. We know, because the UDP has been issuing contracts left, right and center to selected persons. Everybody knows that for this corrupt Barrow administration, it is all about kickbacks and hustling. But now it is about elections, and the UDP is using money from all these contracts to pad their war chest so that they can attempt to buy elections again, as they have before. Even the Taiwanese government knows that, and that’s why they made the decision to give the contract for the Sarteneja/Progresso road to a Taiwanese company which will have the strictest oversight. They know what the UDP is all about. Everybody does. The UDP has been shameless in its corruption. The Minister of Works turned from pauper to multi-millionaire in a hurry. Hell, we hear even his CEO has a huge mansion with a swimming pool. All that will come crashing down on their heads, in a hurry. And they WILL have to account for all those millions. Yellow Long-time UDP thug and low-level political operative Brian ‘Yellowman’ Lord has been fired by the man he once called friend, our very own Patsy Faber. Pats has been feeling the heat after the PM pulled the plug on his hopes and aspirations and threw his weight solidly behind Faber’s opponent, porky pig from Belmopan. One by one, the UDP rats have been deserting the sinking ship, and Patsy is trying to strike out how he can. Yellow took to social media to blast Faber, talking about him being petty and vicious and small minded, and even confused about his sexuality. Yellow was saying that no man like that should be leader of the UDP. Shortly after, we were told, he received a call to take off the part about ‘sexual confusion,’ since many people wouldn’t know exactly who he was talking about. See, people haven’t forgotten those infamous ‘boxers parties’ at Mason’s hilltop home. We also haven’t forgotten that disgusting picture of porky nude that we promised never to ever talk about again because it was too disturbing. This race for UDP leadership is too hilarious. And many in the know are saying that while it appears that Saldivar will win, Faber has a few trump cards up his sleeve.

A Tale of Two Conventions: Andre Perez for Belize Rural South The People’s United Party is offering Andre Perez as Standard Bearer to be a duly-elected representative for the constituency of Belize Rural South. This is namely San Pedro, Caye Caulker and nearby cayes. In the past week the incumbent and inept Area Representative, Manuel Heredia, showed why he is not an option and how he is in continual denial of his short comings. Heredia hosted his endorsement convention at the Saca Chispas facility renamed some years ago in an effort to do something for the field. That is all that was done because 7 million dollars later the place is a
virtual swimming pool whenever it rains. For his convention it had to be refilled to save some face. There is no comparison but still we will offer the pictures. At the end of his endorsement convention, Heredia showed San Pedro where is heart really is. In a carefully orchestrated GRAND Finale with chispas and all erupting, he blared to the world, “Que viva el Partido Unido del Pueblo.” That video is viral on Fb. Watch it! The PUP’s Main Expectation from the Claim on the Illegal Spending of 1.3 Billion The Party Leader Hon. John Briceño and the Hon. Julius Espat and the PUP are expecting a landmark ruling this coming January 21, 2020 in the Supreme Court. The Chief Justice Kenneth Benjamin will pronounce on the claim against the Prime Minister Dean Barrow as Minister of Finance, absent during the case, the Financial Secretary and the Attorney General. During the late November 2019 trial and under oath, the Financial Secretary could do nothing but reveal that there was actually 1.4 BILLION of taxpayer dollars spent without government approval at the time of the spending. Most of this was approved retrospectively except for 100,000,000 (that’s 100 Million) dollars which was attributed to “slippage.” The Financial Secretary, most likely to the PM’s chagrin, spoke of the Ministry of Finance having a very small staff so this slip was not of consequence. The people will rule on that. Of course, we can all remember Pibil on Corozal Bay by Faber, Christmas Cheers, 2015 General elections, 2012 General Elections, and BTL & BEL Utilities but there is nothing to prove since there is no accountability and transparency—at least none provided. There was ‘slippage’ of money through the cracks no doubt and that would amount to gross corruption beyond incompetence at the Ministry of Finance akin the Ministry of Lands that was accused of being THE hotbed. In 20-20 hindsight, Lands was only copycatting Finance. Gapi, Barnett, Hulse and Patt can allude to ‘no watch me, watch yu self.’ Christmas is coming again and elections are looming once more. What will the PM offer his ministers? 50? 100 thousand? Appropriated? The Hon. John Briceno expressed maybe the most important expectation from the lawsuit. These are his words: “For us, it is very important to set a precedent now, for this government and for future governments, to ensure that this does not happen again. We have every confidence that the next government is going to be a government led by the PUP. And, we want to make sure that that does not happen in our government.”

UDP Infamy: BTL and its Gross Mismanagement
In the dark of night of August 24, 2009, Dean Barrow and the then ‘recently’ elected UDP forcibly snatched ownership of BTL in an effort to preempt any and all court decisions. Barrow has been legendary for seeking to distort made rulings, actual law and fixing any law to retroactively suit himself. Yes, only for himself, is usually his forte. He even married on the anniversary of the February 7, 2008 elections in which the PUP and Belize lost. Just to be spiteful, he even left Belize to have a Savannah nuptials since Belize is not worthy of his wedding. His forcible expropriation of BTL was not for Belize’s sake. It was for Barrow’s sake. His devil-guided mind missioned meaningless litigation and more litigation. These were lost someway, somehow by his still-paid family or ex-family gaggle of attorneys. The amount of millions they collected is still up for forensic audit but it is definitely an indecent number to the hard working peasants of Belize. The BTL day that will live in the annals of UDP infamy is in September of 2015. This is just prior to his calling once more for an early election—making him an incomplete and utter failure of a Prime Minister who reigned over Gapi Land Taker, Pablo Unhealthy Pharma Empire, Castro’s ineptitude and corruption, Boots socks, Figueroa’s River, Saldivar’s Mason, Faber’s Misogyny, and Sanctuary Bay in which all the cabinet were in the loop. In that fateful September 2015 Miami hotel meeting with the lord, whom he faked so many times to despise, Barrow secretly settled for BTL to the tune of HALF a Billion dollars with a poorly drafted agreement from that excellent law firm Barrow and Williams. It was obvious. He settled, just like with Sanctuary Bay in the Summer 2019, cause he had a losing case. He lost a case again. He settled and went directly into Elections so that if he lost the elections then he, Barrow would have creamed the BTL spoils of expropriation to the maximum. If they would win the 2015 PetroCaribe elections, then he would have a telephone company to continue milking for Anwar who refuses to cut off the cord. The spending spree with BTL thus continued. Profits to shareholders were nearly nil. Millions were bor-
rowed with sovereign guarantees for upgrades which is another way of getting kickbacks; the main other is infrastructure. Now in 2019, BTL is allegedly seen owing some 50 million in taxes, inclusive of penalties, which is being sorted out in an audit that has lasted as long as Trump’s. The GST audit on BTL just keeps going and going. After a rebranding effort in order to fool the people with the same services but just be more expensive-looking, BTL’s Tesecum concedes that they are not ready for all the changes in technology the world is offering. They are profiting only 17 million which is 24 percent lower than anticipated. After 500 Million plus have been poured into BTL the people expect a company par excellence and not complaining about competition. As is usual with these UDP infamies there are always resignations, at every level up to political, that should be at the heart of any revival. Who is the Minister of Utilities? Dean Oliver Barrow. Surprised? And, as is usual with the ignoble UDP, there is just a sneer and let’s move on, nothing happened. And by the way, they are dangling the idea of borrowing even more millions. If you spent 500million plus of the people’s money and you are making only a few million a year, when will BTL completely pay back the Belizean people? When???

LABOUR FORCE SURVEY For the month of September 2019 Unemployment Rate Increases to 10.4% Preliminary results from the September 2019 Labour Force Survey (LFS) show that the national unemployment rate grew from 7.7 percent in April 20191 to 10.4 percent in September 2019, despite an increase of over 5,600 new jobs over this fivemonth period. This suggests that the country’s labour force grew at a faster rate than the rate at which jobs were being created during this period.

Unemployment: The level of joblessness in the country increased by 2.7 percentage points to 10.4 percent between the April and September 2019 rounds of the Labour Force Survey. This was primarily due to more persons, especially women, entering the labour force than there were new jobs available. Overall, the number of unemployed persons rose by 6,191 persons, from 13,658 in April to 19,849 in September. Of these, almost three-quarters or 4,554 were females. Following record low estimated unemployment levels in April 2019, the unemployment rate in the country’s urban areas went up from 8.0 percent to 10.5 percent in September 2019, while the level of joblessness in rural areas increased from 7.4 percent to 10.3 percent. Between the sexes, males experienced an increase in unemployment from 5.2 percent in April 2019 to 6.6 percent in September of this year, while unemployment among females increased from 11.2 percent to 15.7 percent. Across the districts, all except Cayo and Toledo experienced increases in the level of joblessness between the two periods. The Belize district registered the highest unemployment rate for September 2019 as well as the sharpest increase, as joblessness almost doubled from 6.8 percent to 12.5 percent (see Figure 1). In contrast, The Toledo district, where many households continue to rely on subsistence farming for a living, registered the lowest levels of unemployment for the September LFS round, with joblessness decreasing from 6.0 percent in April 2019 to 5.4 percent in September 2019. Labour Force: As of September 2019, the national labour force was
estimated at 190,307, a net increase of 11,808 persons across the country since April 2019. Most of the new entrants were females, with 8,583 joining the work force over the fivemonth period. As a result, women comprised about 42 percent of the labour force in September 2019, up from 40 percent in April. The largest number of new entrants, a total of 4,961, came from the Cayo district, followed by 3,490 from the Toledo district. Nonetheless, the Belize district continues to account for the largest share of persons in the labour force at 33.3 percent. In terms of educational attainment, about 44 percent of persons in the labour force had completed no more than a primary level education, while just under one-fourth had attained a secondary level education and about 17 percent
2019 had completed tertiary level studies. About 70 percent of the working age population, persons aged 14 and older, participated in the work force in September 2019. Labour force participation among women saw a marked increase from 53.1 percent in April to 58.9 percent in September of this year. Men continued to have higher levels of participation, as 81.4 percent of working aged males were participants in the labour force. The highest participation rates were observed among persons aged 35 to 44 years at 87.1 percent. Males in this age group were almost fully engaged in the labour force, participating at a rate of 98.9 percent, while this age group also had the highest female participation rate at 75.6 percent.

RENE DEFENDS DEAN BARROW Monday Morning 25th November, 2019. With most, if not all, of Love FM TV and Radio host in the studio going from one topic to another, the issue of the Opposition law suit against P.M. Barrow came up, briefly. The law suit is an application before Chief Justice to declare, unconstitutional and unlawful the INCREDIBLE behavior of the Prime Minister who spent over ONE HUNDRED MILLION dollars without ever going to the House of Representatives for approval, as the law mandates. No democratic country in the world would ever tolerate that. Rene Villanueva, owner of Love FM jumped in the conversation and said words to the effect that the issue was no big deal because there was approval. Since every matter that goes to the House of Representatives has to be approved by the Cabinet, and the Cabinet was the majority in the House, then in effect there was legal approval. Wrong Mr. Rene! Rene then, looking pleased with this brilliant insight, threw up both arms to indicate that only foolish people could not appreciate this evident solution. Obviously, Dean Barrow himself does not see this, he hired a foreign lawyer (his brother and ex-wife are not available, after previously receiving millions of dollars of legal fees approved by said PM Barrow) to argue some fool, fool points at the Supreme Court. Maybe for an additional hundred thousand dollars the foreign lawyer could include Rene’s brilliant insight. And why is Lisa Shoman not on the case for the P.M? Has she been used and discarded so quickly? We take great issue with what Rene Villanueva has done. This is just the latest example. He is doing worse than the Chamber of Commerce, the Churches and some of the workers unions. They keep silent in the face of wrong doing, abuse of office and rampant corruption. Rene provides alternative facts. He is sabotaging the truth. He is trafficking in ignorance and misleading his viewers. As the only radio and TV station with countrywide reach, this is a gross disservice to people who do not know better and are unable to hear the facts and the truth. The truth dear Rene is this. What Cabinet discusses and decides is SECRET. What is presented to the House of Representatives is public. The government Ministers can have their way, but the opposition will have its say. In this process the public is informed. Cabinet cannot give approval for spending tax payers monies, only the House of Representatives is authorized by law to do so. The fasts dear Rene, dear Rene, dear Rene, is that at the time the Prime Minister Dean Barrow was abusing his office and spending millions upon millions, without Parliament approval, it was a criminal offence. Please read the Finance and Audit (Reform) Act, number 31 of 2010. Please read Section 5 which added a new subsection (2) which provides for a fine and imprisonment of two years for what Dean Barrow has been accused of doing. This part Rene would not know. When it was discovered what Barrow was doing by spending millions of dollars without lawful approval, the Leader of the Opposition was notified. He was also informed that the PUP could apply to the Supreme Court for an Order of Mandamus, ordering the DPP and Commissioner of Police to arrest Dean Barrow and take him to Court on each count of violating the law. The Financial Secretary would get his share of it too. He seems to have become a collaborator of wrong doing. If the DPP and Compol did not carry out the Supreme Court Order, they would be cited for contempt of Court, which could land them in jail. This other part Rene should know. When Dean Barrow was tipped off as to what was coming his way, he didn’t get Cabinet approval, he didn’t opt for Rene’s logic, that if Cabinet approves, it means the House of Representatives have approved. He rushed through a law to get approval that all his illegal spending was to be made legal. BSAG Ever heard of it? There are so many “uniforms of brutality” that you would lose track. MIT - Mobile Introduction Team. QRT - Quick Response Ream. ADU - Anti Drug Unit. GSU - Gang Suppression Unit (most lawless of them all) and probably a SPAWS - Special Branch Anti Weed Squad; they listen to phone calls and pay snitches to rat on weed sellers. LOL! These just a few of the many roaming around as police. But BSAG, it means Belize Special Assignment Group. They answer to the Americans. And possibly the Israelis. By the way, all these groups are outfitted with military uniforms and big guns although they are supposed to be police officers. They carry no name tags or identification numbers. All have one thing in common. They are above the law. In February 2018, BSAG was in Orange Walk Town. A female told one of them that a person took away her cell phone. They sprang into action, seven of them were BDF one was Police. They put on American issued masks and descended on a house. They administered a horrific beating on two persons, kicking, stomping, gun-butting. Ariel Salazar, looked like a dog which is run over by a truck. Chest bust open, ribs broke up. Horrible! Honourable John Briceno called for immediate remedial action, he said BSAG and Minister Elodio Aragon must go. Chester ordered the arrest of the group. Orange Walk and the rest of Belize were outraged. They were charged for murder.
In September 2018, all the murderers were quietly released and sent home. The BDF did not fully cooperate with the police investigations. This is a form of corruption. This whole matter stinks and is outrageous. We can’t help but wonder if the Americans are behind this outrage. IT’S THE INFRASTRUCTURE “It’s the economy, stupid”. That was the campaign slogan of Bill Clinton’s successful election for the Presidency of U.S.A. In the fight against corruption in Belize, we need to appreciate that spending millions on infrastructure is the proven way how corruption takes place. Ever wonder why this thieving government is building roads that go nowhere and serve no purpose? Forty million from airport through bush to Mile 8 on the Western Highway? Or the scandalous $180 million dollars for Caracol Road? Remember the Faber’s Road Scandal? Eight million dollars for ONE street in Belize City. Thieves. RAMPANT The Queen Square electoral division had over four thousand voters. After re-registration exercise, suddenly the division shrink to a little over two thousand voters. How could this be? Where have over two thousand voters disappeared to? It has always been suspected that voter fraud was rampant in Queen’s Square. Ed. The Opposition is also asking the court to order the administration to cease and desist from the unauthorized spending immediately and to give a full account to the House for the tens of millions of dollars it has spent without authorization and accountability each fiscal year since 2008. To promote transparency and accountability and reduce corruption in government the Finance and Audit Reform Act was passed in 2005. The act specifically states that to spend $10 Million or more than the amount budgeted for a fiscal year, the government must first get approval for such funds from parliament with a supplementary budget.
To deal with unforeseen circumstances $10 Million is set aside in the budget as a standby emergency fund to deal with hurricane, flooding, drought, fire, road, or other things that must be dealt with immediately. Once those emergency funds are used, there should be a discussion about its specific use in the next sitting of the House followed by the immediate replenishing of the standby emergency fund. This year when farmers lost over $50 Million in crops due to a severe drought, the government only assisted them with $2 Million. It could have obtained that $2 Million from the standby emergency fund that should be available throughout a fiscal year. There was no emergency situation for government’s total unauthorized spending of approximately $1.3 Billion for the past eleven years including millions from oil and other exports as well local everyday taxes, and loans from Venezuela and other countries. Both the Prime Minister and the Deputy Prime Minister among other government officials have stated publicly that there is huge corruption in
government. Such massive spending with absolutely no accountability to the House prior to or after the fact is one of the main reasons why numerous ministers and their cronies are able to rob the country of millions of dollars every single month. The Opposition had no choice but to apply to court to try and stop this continuous and unlawful spending of millions of dollars of the people’s money with absolutely no accountability or check and balance from parliament or any other body. That’s because the government simply uses its majority control of the House, ignores the Public Accounts Committee (PAC), and the Senate to block any discussion of the matter or other major wrong doings by members of Cabinet. The Belizean people have every right to demand an end to this totally unauthorized spending of millions of dollars of public funds, because it enables ministers and their cronies to easily embezzle millions of dollars that are largely loan funds they have to repay. Secondly the communities suffers when millions of dollars for house lots, proper housing, job creation, better health care, improved law enforcement, and better roads among other things end up in the pockets of crooked ministers. When they were in the Opposition the now Prime Minister and the UDP flogged the then government unceasingly for using $20 Million gifted from Venezuela to settle a debt with Universal Health Services without authorization from the House. In condemning corruption and the unauthorized use of public funds prior to the 2008 gen-

2019 eral election, Barrow, the then Opposition Leader said that he had a two sided machete once in government he would use it to cut of the least whiff of corruption as it reared its ugly head. Now in court the UDP government has admitted to spending $1.3 Billion or $1,300 Million with absolutely no prior approval from the House and absolutely no accountability from any other body after the fact. . The enormity of the corruption in Government was exposed in court when during cross-examination the Financial Secretary agreed that the Auditor’s General report for 2012 /2013 was correct when it stated that government spent $100 Million it that fiscal year with absolutely no prior approval from Parliament and has never accounted to anyone for spending even a dollar of so much of the people’s money. The people haven’t felt all those massive unauthorized spending with improvement in their lives; only the Ministers, their cronies, and the wind knows where all those funds went. At best, this administration wants to spend millions of dollars without prior debate in the House, then five or more years later past a supplementary budget for that huge unauthorized spending in 5 minutes with absolutely no debate or explanation in parliament of exactly how such monies were spent. Master crooks. This country will only develop for the benefit of all Belizeans with transparency and proper accountability in spending of the people’s money. Any PM and his Ministers must obey the laws of the country like everyone else. The people demand nothing less.

Sustainable Human Development vs crime, violence and poverty in Dangriga A proposal to move us forward
By Dr. Louis Zabaneh, PUP Standard Bearer for Dangriga, Hope Creek and Sarawee My Brothers and sisters we are quickly sliding to a new low in beautiful Dangriga with the spike in violence and murders. Since April of last year things have gotten worse rather than better. What are the likely solutions to this problem? We know that the problem is multidimensional and that there is not one silver bullet, however research has surely shown us some of the main contributing factors, including high unemployment, poverty, the breakdown of the family, a lack of respect and trust in authority, and moral decay, among others. After meeting and engaging with hundreds of Dangriga residents from all walks of life in the last year it is abundantly evident to me that high poverty and unemployment are among the top reasons for the crippling climate of despair in our town. With this in mind my team and I have developed an employment generating proposal for the entire community to consider, including the Town Council who we look forward to working with if given the opportunity. This proposal reflects the ideas of many of the persons we have met. It is also my professional view based on my experience with business and national development, that if we come together as a community, it can be made a reality to the benefit of all residents. This concept is premised on the approach of sustainable human development that requires all development efforts (economic, social, political, institutional, cultural, and environmental) to put the human person at the center of all considered and that we think about how our decisions today will impact us now and for generations to come. The area of the town pier in Dangriga has tremendous potential and has been a wasted resource over the decades. It is the ideal location for a community-owned Cultural Tourism Village (CTV for purposes of this discussion) that would receive tourists coming off small cruise ships docked on a rebuilt and extended pier, and also other visitors including potentially those from Harvest Caye (they presently come as far as Marie Sharp’s in Melinda); those from Belize City (many take tours all the way to Lamanai in Orange Walk and would be able to easily access Griga through the upgraded ‘Coastal Road’); and locals who would now have a properly built
destination to visit. You could visualize the CTV similar to the BTL Park in Belize City, only larger with more permanent buildings, walkways, gardens and parking lots (separate ones for tourist buses and for regular vehicles). You could visualize a section for restaurants serving our delicious cultural dishes, a section for artisans selling their beautiful wears and awesome creations, an area of offices for our industrious tour guides, and a theater for our amazing musicians to put off world class performances that would ensure that one-day cruise ship tourists return as overnight visitors. How do we finance it?
First, we will need to get a professional estimate of the cost based on the phased build-out of the project, meaning that the project would be built in phases to match the growth in expected tourism arrivals and use of the facilities. We will need the assistance of the Ministry of Tourism and the BTB to secure the arrivals of the smaller cruise ships (similar to the one that came in for a day a few weeks ago). Second, the Dangriga Town Council would need to float a bond to fund the first phase of the project (other bonds would be floated as required for expansion) and the bond repayments would come from a
combination of a head tax on the tourists and the rental of the various CTV facilities (and possibly a GOB contribution to assist with the sustainable development of our grossly neglected Dangriga community). Note that the Belize City Council successfully raised $20 million via bonds and they are about to raise another $6 million. In both cases the GOB provided enabling support and so it is my expectation that they would do so as well for Dangriga, especially given our dire need for meaningful employment. We plan to ask for a meeting with the Dangriga Town Council led by Mayor Francis Humphreys, and also to have a series of public consultations to further discuss this proposal with the aim of making it a reality as soon as possible. We believe that acting together as a community is a necessary condition to make things happen in Griga. It is really about serving our people with credible and substantive solutions to our challenges. We need not expect or require any individual praise or titles to get things done. Let’s work together and give all the credit to our Almighty Creator and the Spirits of our Ancestors who want to see us progress to a better life. While we are aware that this initiative alone will not serve all the needs that we have, it will certainly go a long way.
