Belize City: Thursday 28th November 2018 After several weeks of internal UDP party conventions with selective municipal losers, especially after the defeat of Michael Peyrefitte who aspired to lead the UDP, Dean Barrow immediately retreats from UDP’s succession plan. Barrow’s plan began to crumble after analyzing the recent Port Loyola’s convention where Attorney General and Senator, Michael Peyrefitte, was wiped out of his political goals. port of the Prime Minister’s sister, Denise “Sista B” Barrow, and all the government’s resources available. However, he was unable to muster any real support to deliver the coveted seat. And like Senator Peyrefitte, all of Barrow’s other handpicked Senators suffered serious embarrassment at the polls. Additionally, Barrow’s favorite candidates in other constituencies were badly beaten by candidates anointed by aspiring UDP leaders, Patrick Faber and John Saldivar, who tag-teamed to embarrass the outgoing Barrow. With Peyrefitte out of the race, Faber and Saldivar, were both at ease. Now, taking advantage that leadership front-runner, Patrick Faber is out of the country, Barrow orchestrated with other out-going washed-up cabinet colleagues to suspend the succession plan, allowing Barrow to undermine both Faber and Saldivar by suggesting a no confidence in their abilities.

The Release made it appear that the Cabiney is begging the ailing and tired Dean Barrow not to hand over leadership of the party at this time because of the apparent instability within the UDP. In an arranged statement issued by Cabinet this week, Barrow announced that instead of early retirement, he would continue to lead the UDP into the next general election scheduled for 2020. Outgoing Ministers were compelled to express satisfaction at the evidence of support for the UDP, as measured by the fabricated voter turnout at the UDP contested standard bearer conventions taking place every weekend since November 4th. The Cabinet took note of the fact that these contests have been as fierce as the turnouts have been,” the statement said. It continued, “In that context; Cabinet felt that once the standard bearer conventions conclude in mid-December, there should be a break in the remaining convention schedule to allow for healing and an

Belmopan: Thursday 29th November 2008 Two weeks ago on November 14, Private Fidel Williams was on duty at the Southern FOB on the Sarstoon River when a plank of the old deteriorated pier broke under his boots and a large piece of steel affixed to the pier base post rammed into his eye socket, losing his eye at the same time. There is reliable information out of Price Barracks that Private Fidel now needs further urgent professional medical treatment regarding his vision in the eye socket area, and that he is being sent on his own to Merida for this treatment. The most inexcusable thing about this situation is that he is being sent via public transport on a bus, all the way from Belize to Merida with another soldier to guide him. Private Fidel deserves much better because he has pledged his life for the country. He deserves to the best medical treatment possible onboard the force’s plane or Tropic Air as an option. Possible even an arranged Air ambulance to Chetumal would assist him at the very least. This soldier was on duty on a risky mission surrounded with risky deteriorated ame-

nities when he was hurt. He was on duty at the Sarstoon protecting our borders. He should not be sent on a public transport bus traveling for so many hours suffering in pain from his lost eye. The Minister of Defence should look into this situation; BDF needs to ensure better medical conditions for his soldiers. However, the Minister of Defence John Saldivar cannot ensure this because he has never been a soldier and has never felt what all soldiers go through. That is why Private Fidel is of no concern to him and allowed to be sent on a twelve-hour bumpy road trip even when he is still in pain, The Ministry of Defence wastes tens of thousands of dollars flying private citizens around the country using the two helicopters and the Defender, sometime flying for hours around Belmopan for a parade then surely the Minister should have some compassion to have an injured soldier fly out of the country to Merida for urgent necessary medical treatment. Where is the Soldiers’ Benevolent Fund? Every soldier has to donate one day’s pay per annum. I paid my dues for 23 years and many soldiers before, and after me have done the same without

organizational reset to take place at the individual constituency level.” According to the statement, the initial scheduled would have seen contested delegates’ conventions begin right after the start of the New Year, finish by March, and be followed by the UDP leadership convention within a month or so. In a sudden epiphany, the UDP has decided that the proposed timeline would be “too rushed into the circumstances.” As a result, Cabinet recommended that the UDP National Party Council revises its calendar that would remain synchronized with the party’s constitution which claims that the next leadership convention could not be held before January 2020. In a subsequent statement, the People’s United Party (PUP) condemned the entire cabinet for holding a “powder session” instead of discussing national issues. “Today, the Government of Belize issued a rare release – not on crime, which is rampant, or on the state of the economy or on the crippling debt. It wasn’t to announce new healthcare initiatives for our failing system. Instead, the Cabinet apparently spent all its time today begging the Prime Minister to stay in office until 2020, getting a dollar from the fund. That hefty sum should be available to provide to our soldiers and more so in this case where Private Fidel deserves the best medical care provided with a comfortable means of transportation because he is a serving member of our security forces. That is the purpose of such a fund. He did not get hurt through his own fault; it was the BDF and the Ministry that failed in the maintenance and upkeep of the FOB. Private Fidel Williams was on Duty for his country; he was injured on duty, and he has lost his eye on duty. Now, the BDF is now asking Private Fidel to resign with only five thousand dollars being given as compensation! BDF should do the right thing and stand shoulder to shoulder with their soldiers, especially when they are injured on the job. How callous can BDF be to this soldier who will never be the same again? Five thousand dollars ($5, 000.) as compensation is a slap in his face to the integrity and human dignity of any soldier. Every year it will cost him more than five thousand dollars to maintain the artificial eye he will need. Instead of asking him to resign the BDF should keep him in the employ or take him in before a Medical Board for a decision with a fair and decent compensation. I was a soldier, and I stand shoulder to shoulder with Private Fidel and believe that every BDF soldier should stand up for him.

The PUP also noted that there were no statements issued against the body of a woman from the Orange Walk District which was recovered from where it was dumped in a pit latrine in Pomona. The statement continued, “We note that as we prepare to stand together against violence against women, the Government has said nothing – no statement, no legislation, NOTHING! But YET, they can sit in Cabinet wasting valuable time on political nonsense. They should be ashamed, but shame is a commodity that is as scarce in the UDP as is integrity.” According to the PUP, Barrow’s decision to remain in office until the eleventh hour, is of little consequence. The statement concludes, “He is a lame-duck Prime Minister who the people have already passed judgment on along with the rest of his Cabinet. Only the sentencing remains!”

T

he Government of Belize (GOB) issued a press release on November 27th 2018 where it informed the country that Prime Minister (PM) Borrow would remain in office for the duration of the term of the current administration. It sent shock waves…nowhere. Just like the current United Democratic Party (UDP) government this bad joke also fell flat rather quickly. It seems that Cabinet is once again confused about their role and functions. The Cabinet holds Executive power and also bears Collective Responsibility for all decisions taken at the Cabinet level whether or not they individually and personally agreed with them. The Ministers in Cabinet are responsible for the day to day management of government and its response to unexpected events. Clearly the inner workings of any political party, even the one that currently controls parliament, has no place among the discussions held in Cabinet. Nor does Cabinet have the mandate to revise or recommend to any Political Party on their own internal processes. We would argue that paramount discussions for Cabinet are those that bring benefit to the Belizean people. Deliberations should be centered on plans for poverty eradication, job creation, economic stimulation, industry formation, crime reduction, infrastructure expansion and health improvements just to name a few. Judging by the recent press release it is no wonder the Jewel is in such a calamitous state when Ministers discuss their trivial political relevance and like Nero sing and dance while Belize like Rome crumbles. The reason that the entire matter, however inappropriate, made it to Cabinet was in order to make use of the collective responsibility clause of Cabinet. Simply put this means that once a majority of Cabinet agrees on a matter then no member can publicly stand or speak out against it. This is made clear by the press release which states that “Cabinet makes clear that this position is supported by all Ministers, including those not present at the meeting today.” It would be Continued on page 4

Esto envió ondas de choque... a ninguna parte. Al igual que el actual gobierno UDP esta broma terrible también ha fracasado bastante rápido. El gabinete parece una vez más, estar confundido sobre su papel y funciones. El gabinete ostenta el poder ejecutivo y también asume la responsabilidad colectiva de todas las decisiones tomadas a nivel del gabinete, independientemente de que estén de acuerdo individual o personalmente con ellas. Los ministros en el gabinete son responsables de la gestión cotidiana del gobierno y de su respuesta a acontecimientos inesperados. Es evidente que el funcionamiento interno de cualquier partido político, incluso el que actualmente controla el Parlamento, no tiene cabida entre los debates que se celebran en el gabinete. El gabinete tampoco tiene el mandato de revisar o recomendar a ningún partido político en sus propios procesos internos. Argumentamos que las discusiones primordiales del gabinete son las que aportan beneficios al pueblo de Belice. Las deliberaciones deberían centrarse en los planes para la erradicación de la pobreza, la creación de empleo, la estimulación económica, la formación de la industria, la reducción del crimen, la expansión de la infraestructura y las mejoras sanitarias sólo para nombrar algunas. A juzgar por el comunicado reciente de prensa no es nada extraño que la joya se encuentre en un estado tan desastroso cuando los ministros discuten sus relevancias políticas triviales y como Nerón, cantan y bailan mientras Belice como Roma se desmorona. La razón por la que el asunto, por inapropiado que fuera, llego hasta el gabinete fue para hacer uso de la cláusula de responsabilidad colectiva del gabinete. En otras palabras esto significa que una vez que una mayoría del gabinete concuerde en un asunto entonces ningún miembro puede pararse o hablar en contra de ello públicamente. Esto queda claro por el comunicado de prensa que afirma que “el gabinete deja claro que esta posición es apoyada por todos los ministros, incluidos los que no están presentes en la reunión de hoy”. Sería interesante saber exactamente quién estuvo ausente de la reunión del

interesting to know exactly who was absent from the Cabinet meeting seeking to remain uninvolved in the current power struggle perhaps or silently resisting the status quo with their intentional absence. In the end it did not matter as the net of culpability and responsibility was cast upon them all. Pride does strange things to some men, and going down in history not in a blaze of glory but rather as the Master of a three ringed clown circus does not sit well in certain spheres. Plagued by recent dropsy, ague and other numerous malaise the Master miserably failed in securing his best buffoon a run in the next general elections and a chance in succeeding him as the head honcho. This real life drama reminds one of the reality television show Survivor. Just as in the reality competition the weaker contestants join forces to eliminate the strongest competitor early on. In that way the real competition reverts to being between the two weaker, but more cunning, competitors who effectively box out the favorite for the win. The Master has gotten wind of the recent machinations and has thrown in a monkey wrench of his own by postponing any further conventions by which these conniving competitors can gain ground and allies. The Master has prolonged his abdication until such time as conditions are more favorable to ensure that his chosen one will succeed him. All the scheming and Machiavellian effort put into the winning of the paper crown is wasted. The time is indeed up for this current administration no matter who heads it. It will go down in the annals of Belizean history as the most corrupt ever. The discussions at Cabinet meetings are done at the expense of Belizean tax payers who want to know why Cabinet is discussing private party business during working hours. It is bad enough that discussions did nothing for the purpose and benefit of Belizeans but to be paid by the people to plan how to continue to pillage and plunder without any compunction…is unacceptable. As we would say in our daily creole conversations “dem no have blood inna dem face.” Belizeans await patiently for elections to be called, sooner or later they must come, We Ready!

Plagado por los episodios recientes de somnolencia, calenturas y otros numerosos achaques el amo miserablemente fracaso en garantizar que su mejor bufón obtenga un escaño en las próximas elecciones generales y una oportunidad para ser su sucesor como el gran jefe. Este drama de la vida real nos recuerda el programa de telerrealidad “Survivor”. Al igual que en la competencia de telerrealidad, los concursantes más débiles unen sus fuerzas para eliminar al competidor más fuerte desde el principio. De esa manera la verdadera competencia vuelve a ser entre los dos más débiles, pero más astutos, competidores que efectivamente bloquean al favorito para la victoria. El amo se ha enterado de las recientes y ha lanzado una jugarreta de las suyas posponiendo cualquier otra Convención con la cual estos competidores confabuladores puedan ganar terreno y aliados. El maestro ha prolongado su abdicación hasta el momento en el que las condiciones sean más favorables para asegurar de que su elegido lo suceda. Todo el esfuerzo intrigante y maquiavélico hecho para ganar la corona de papel es inútil. La hora final realmente le ha llegado a la administración actual y no importa quién lo dirija. Pasará en los anales de la historia de Belice como el más corrupto jamás. Los debates en las reuniones del gabinete se hacen a expensas de los contribuyentes de Belice que quieren saber por qué el gabinete de gobierno está discutiendo el negocio privado del partido durante las horas de trabajo. Ya es suficientemente malo que las discusiones no hicieran nada para el propósito y beneficio de los beliceños, pero más aún, cuando la gente las paga para planificar cómo continuar con el pillaje y el saqueo sin ningún remordimiento. Como diríamos en nuestras conversaciones diarias criollas “no tienen sangre en la cara”, son unos sinvergüenzas. Los Beliceños aguardan pacientemente para que las elecciones sean llamadas, tarde o temprano deben venir, ¡estamos listos!

QUESTIONS TO THE MINISTERS 1. Can the Minister responsible for boledo please tell the nation who are the partners involved with Brads Boledo? And can the Minister also say if any of these partners have any connection to any Cabinet Minister? 2. Can the Prime Minister please say if any decision was taken at Tuesday’s Cabinet meeting that dealt with the issues of the nation like crime, poverty, relief in cost of fuel and so on? 3. Will the Minister of Housing please inform the nation if his CEO Denton Belisle has presented any proposals for the building of low income homes for Belizeans? And will the Minister of Housing also say if the CEO ever reports to work? 4. Will the Minister of Lands please promise the Belizean people to provide full disclosure should any compensation be given to the Chinese investor for the buyback of the PSU lands which were sold by the Belmopan City Council? 5. Will the Prime Minister say what function his Minister of State Tracy Panton has in the Cabinet if she is incapable of presenting a simple bill in the House of Representatives? The Junior Tager-Panton introduced a bill in the House last Friday only to have the Prime Minister jump up and withdraw the Bill because it was incomplete. Will the PM agree that this is yet another example of UDP incompetence?

THE JUDGE WITH THE LONG NAME By Dickie Bradley I may be able to tell my grandchildren, God-willing, that there was a judge in my time, who stood up for Ex Aequo Et Bono. And that I was proud to have practiced in his Court. That Judge is Denis Hannomansingh. When Justice, the Honourable Denis Hannomansingh appeared on the Bench in the Supreme Court of Belize, the situation regarding putting persons in jail and keeping them there before a trial was a vexing issue. With crime and specifically gun related crimes on the increase, the legislators (read politicians) were increasing by passing knee-jerk, draconian laws to lock up citizens before their having a trial. In other words, punish people before they could have a trial. Whatever happened to the presumption of innocence? Under the Crime Control laws, the legislators kept amending and amending, making the situation extremely difficult for accused persons to get bail. In fact, the laws took away the time honoured principle that bail is a right and not a privilege. What the law started doing was to deprive all Magistrates on their authority and discretion to grant bail to per-

sons accused of having firearm and/ or ammunition or of committing any offence using a firearm. The number of persons being denied bail skyrocketed, adding in one year to some five hundred persons listed as remanded at the prison for sundry offences. The draconian law stated that for the first three months no magistrates can grant bail. Such a law could not do the same thing for Judges, who under Continued on page 6

Beginning in the 1970s Cuba is and has always been a friend of Belize. Under Fidel’s leadership and guidance we led the historic internationalization campaign to win Belize’s political independence. We salute Fidel for his historic contribution to peoples’ liberation around the world; for his brilliant leadership of the Non-Aligned Movement and developing countries; for his deep commitment to social justice and to the improvement of people’s lives through the medical brigades, literacy programmes and other forms of revolutionary cooperation. Belize, the developing world, and indeed people everywhere are better persons and citizens of the world because of Fidel’s leadership and the unceasing support of the Cuban people. With original ideas and fraternity we can devise new strategies to lift the lives of the people of Belize and Cuba. On Behalf of all of us in the People’s United Party, we promise to continue the just and noble struggle in service to our people and in so doing honour the legacy of the late Hon. Fidel Castro so loved and remembered by people all over the world as Fidel.

the separation of Power doctrine had some insulation as they were and are the only real guardians of our Constitution and the fundamental rights guaranteed in Part 2 of this crucial law and sacred document. Not that there weren’t obstacles. The Amendments prevented citizens from applying to the Supreme Court until after a certain period. The law required persons applying for bail to show the Supreme Court in writing, Special Reasons why they should be allowed their freedom. Special Reasons, according to a much followed decision does not apply to the accused person, only to the circumstances surrounding the crime. For some time, prosecutors used this section to keep persons in prison. Judge Legal had subsequently demolished this misleading law but it was the Judge with the long name that changed everything else. Suddenly, the handful of lawyers practising at the criminal section of the Supreme Court saw a new attitude. The presumption of innocence was restored. The right to liberty became triumphant. No more waiting to apply. Every Friday dozens of poor, downtrodden and marginalized citizens were treated as entitled to the protection of the law. The old tired, discredited Lady Justice had become a Diva; respected and honoured by ordinary folks. The amount of bail approved to a poor person was a signed bail. Baby, it could not get fairer than

that. In Supreme Court trials, sitting on the bench Justice Hannomansingh could cut a scolding, no-nonsense Authority but he was always fair. Always. In a murder trial-R v Aracely Cahueque, three persons were accused of cutting off the head of a young mother and throwing the body and head in the river by Roaring Creek. This was done so the mother’s young baby could be stolen by Cahueque; a young student at UB who was tried for abetment to the murder. In the course of this sensational trial, gross Police misconduct emerged. Of the three accused murderers, one was blind. Just weeks after his arrest and remand to prison. He was taken out of his cell and Police obtained a strange statement implicating Cahueque. The law against Police misconduct of this kind is strong. Despite possibly public blowback, the Judge with the long name stayed true to his oath of office and upheld the law. There was the serious case of several police officers said to have facilitated the landing of a drug plane on the Southern Highway, several years ago. Fifty-two witnesses in the deposition. When the prosecution closed its case in the Dangriga Supreme Court, even a bush lawyer could predict the verdict. There being pilinky evidence. What is a trial Judge to do? Risk the wrath of the American Embassy or “…to thine oneself be true.” Anthony Sylvestre is easily the foremost constitutional attorney in Belize and is also always helping the victims of injustice, many of whom can’t afford lawyers. I asked Anthony

if Judge Hannomansingh had made a difference as a Judge in Belize. The answer, an unhesitating yes. So too Leeroy Banner, former prosecutor now defence attorney. And Oswald Twist, Ellis Arnold, Arthur Saldivar, Simeon Sampson, Brian Neal, Herbert Panton, Rachel Montejo and on and on. At the top paragraph I mentioned the latin phrase Ex Aequo Et Bono. It comes from Rule 38 (2) of the Rules of the International Court of Justice. In 1947 Guatemala had stated it would agree to go to the ICJ on the Anglo-Guatemalan Dispute if the Court heard the case in accordance with 38 (2) the British rejected this as they wanted a limited legal interpretation only. Ex Aequo Et Bono means the eq-

2018 uity and justice of a case taking into account what is fair, and right and looking at other documents and the circumstances of the issues. When I first came across the phrase some years ago, I began equating it with the Judge with the long name. I’m scribbling these few lines Thursday 28th November 2018. Morning is an hour away. A chilly Christmas North Easterly wind is over Belize City. Supreme Court Marshall “Fish” Alvarez mentioned that the Judge is leaving Belize in a few days on retirement. We shall see him no more. So, on behald of us attorneys and on behalf of the many persons and their families, whose lives you touched and transformed, we want you to know we appreciate you and thank you and we wish you and your family all the very best. Woman charged for death of her sister Belize City: Tuesday, 27th November 2018. Isela Cano of San Juan Village has been charged with Manslaughter following the death of her sister Keidi Yesenia Ramirez last week that police say died from unusual circumstances after she was beaten and gagged during a dispute. According to police, they were called out to the scene where they found Keidi Yesenia Ramirez, 26, motionless who was tied down and gagged. Police found no reaction of her vital organs or pulse after they applied CPR. The family told police Keidi had a habit of drinking, adding that on the said day, she was drunk and had to be restraint because of a violent dispute. Apparently, as explained by her family, Keidi was in a cold relationship with her 74-year-old common-law husband because of an outside relationship to another person. When the family confronted and accused Keidi regarding the relationship behind her husband’s back she became violent and as a result, the family gagged her, which may have caused her to suffocate. The Hustle with Roads Continues! Belize City: Wednesday 28th November 2018 Today in the Senate, there was yet another motion for loan monies for the Government to cover cost over-runs on a loan-financed project from the IDB. This time it was for an additional BZD$14million to complete the stretch of highway between Belmopan and the Santa Elena roundabout. All the Government-appointed senators and the Church senator approved this request for additional loan funds. This is despite several areas of major discrepancies pointed out by all the other senators, and several questions left unanswered. Another classic case of those who oppose may have their say, but the government will have its way. The sad part of all of this is that these road infrastructure projects continue to be done at scandalous, huge costs, which ultimately the Belizean taxpayer has to pay. No one will argue against the need and importance of road works; however, we all have to be concerned when there is no real accounting to the people if indeed the projects are value for the millions spent. One major uncertainty on this particular road motion that should be of concern is that the government is suggesting that these additional loan funds are needed for land acquisition. However, the loan contract doesn’t refer to that. Instead, it refers to civil works and maintenance and administrative costs without identifying which components exactly went over budget. Furthermore, land acquisition is an unlikely justification for any loan funds administered through the IDB since such acquisitions should be or are usually borne from the Government’s own resources as part of their counterpart funding to such loan projects. Moreover, if indeed it is for land acquisition, there is no listing of what amounts of lands are to be acquired, what was the land compensation cost to the owners and who the owners are? These are critical questions given the Vega land scandal and the re-

port on land compensation that is still outstanding although promised from two years ago by this government. In this particular case, it is about 20 miles of road being rehabilitated and now at approximately BZ$3.5million per mile. It certainly causes more questions on the infamous $8million for the Faber’s Road rehabilitation, a road now that while paved, is a far-cry from what was promised for that amount of money. It also raises questions on the Lake Independence Boulevard which continues to be an eyesore after millions were wasted and spent under the Belize Infrastructure Limited (BIL) and, which continues to be the recipient of regular upgrades because of the inferior and shoddy job by BIL. Again, these monies all have to be paid back by the Belizean taxpayers. This is not the first time this government has brought loan motions for additional millions of dollars for road works that it already borrowed millions of dollars for. It stinks of incompetence, mismanagement and begs the question if there is indeed major hustling occurring in these infrastructure works, which has long been rumored throughout the length and breadth of the country. There is no functioning Public Accounts Committee, there is no Contractor General in place, there is no real movement on UNCAC and the government in command is not serious about accountability and transparency. Today the non-government appointed senators voted not to be a part of this charade and made their voices heard that this government has to stop fleecing the public purse through these road infrastructure projects. When a government cannot answer with any clarity why it has to borrow BZ$14million more, on top of the BZ$50million+ it has already injected into the project (all loan funds) then something is very wrong. The reign of glitter and no real substance must come to an end. The system of government has to change if we are serious about change and building a Belize that is better for everyone.

BARROW TWISTING GST Amends law to Outmaneuver Court Judgment

Belize City: Thursday 28th November 2017 During the last sitting of the House of Representatives, the administration of Prime Minister Dean Barrow proposed an amendment to the general sales tax (GST) law. This comes on the heels of a judgment by the Caribbean Court of Justice against the Government of Belize and in favor of Cruise Solutions Ltd and Discovery Expeditions Ltd. The CCJ ordered that both companies be repaid, “every general sales tax (GST) assessed, charged and collected by the relevant tax authority, from February 2007 to present, plus interest of six percent per annum.” For context, both Belizean companies entered into contracts with international cruise lines to Belize to provide tours for their passengers. These cruise lines would have arranged tours for their passengers with local tour operators. As a result, passengers were not charges GST for this service as it was a part of their package considered “international transport.” The Belize General Sales Tax Act explicitly states, “a supply of services that are provided directly in connection with the operation or management of a ship or aircraft engaged in international transport” is zero-rated for GST purposes. As a result, the cruise lines did not pay GST to the tour operators believ-

ing that they fell outside the net of GST. However, the GST Commissioner insisted that GST was chargeable and the tour operators had to pay this charge. And so with this ruling by the CCJ, Barrow rushed to the House of Representatives to prevent other persons or entities from receiving a similar refund. He told the house, “Apart from the successful appellant, every tour operator who had ever paid GST under the then regime, which we all thought was legal, is calling upon the GST department for a refund. We are talking about millions and millions and millions of dollars.” He added, “We had our lawyers research this thing properly and saw where, it is not the first time it has happened, I’m not saying in Belize, elsewhere, and the courts have held that in those circumstances, the government is perfectly entitled to pass a law retrospectively curing the mischief and thus wiping out the chance of these people getting refunds.” Hon. Cordel Hyde, Deputy Leader of the People’s United Party (PUP), was quick to caution Barrow. He said, “I think as a principle, we are entering an uncharted territory when, as a government, you bring legislation to upend or side-step a ruling from the highest court in all the land.” He added, “I think we recognize this thing called supremacy of parliament, but that is a power that you should use guardedly.”

Please Don’t Go According to a release from the government, all Ministers have gotten down on bended knees to beg Mr. Barrow, bad back and all, to stay until 2020 and not to leave office in 2019. The people of Belize are expected to believe that it was a kumbaya moment, with man hugs and grins all around. What it is, is a sick joke. Nobody believes that. The UDP is in crisis mode, no potential leaders anywhere to be seen. That is the bottom line. There is nobody who can lead the UDP. What is it that crazy glue Hubert Elrington once said? The UDP ship of state is no longer heading toward the reef. It has hit the reef. And ever y single one of them can hear the bells tolling. And as we say in the PUP, and actually all across the country – it doesn’t matter if Dean Barrow goes now, in 2019 or in 2020. He is a lame duck now, he will be a lamer duck in 2019 and he will be the lamest duck of all in 2020. Poor Patrick The Belize Times has been reliably informed that Deputy Prime Minister Patrick Faber had to be sedated after he was informed that nobody thinks he has the bolas or the brains to lead the UDP. It could be that nasty habit he has of drinking way, way too much. There are so many nasty habits dogging Patrick, take your pick. Or it could be any number of other stupid things he has been involved in – like finding out his Government vehicle doesn’t float, or getting detained in Atlanta at gunpoint when he allegedly acted like a fool outside a school. Take your pick. But nobody – and I mean nobody in the UDP is willing to publicly support this guy. He’s become a political joke. Just ask his colleagues or ask a teacher. You can stick a fork in this guy because he’s done. Mike in Queen Square Mr. Barrow says Mike is his good, great friend. Well, that seems obvious, since he’s now trying to push the big guy into Queen Square. He’s in a real quandary there. He’s tried Port with no luck. We hear he tried to get Darrell to back down in Caribbean Shores, but Darrell wasn’t having it either. He tried talking to Shyne, we understand, but Shyne said NO. So he’s back to square one – Queen Square that is. Except that Sister B already has her eyes set on that prize and doesn’t want to move, even for Mike. It’ll be interesting to see how that plays out. One thing about Mike – he may not have staying power, but he’s like that little train that kept on trying. Color Blind? Yeah Right Has anybody noticed that a company called Color Blind Productions has gotten the contract to do all the PR/Advertising for the Government’s ICJ campaign? Wouldn’t be a problem right, except that Color Blind is owned by Audrey Wallace, who happens to be the CEO in the Office of the Prime Minister. Sick people. I guess if you ask the Prime Minister he’d say that Color Blind is the best in the business. Just like when Belizeans asked why his brother was collecting millions fighting Lord Ashcroft. Under the Barrow administration, nepotism has become a household name. For a long time now we’ve been hearing that the First Son is pushing a dam project in the South of the country to provide more electrical power to BEL’s grid. Except that we understand that there are some terms in the proposal which have raised eyebrows and hackles among the less politically tainted persons at BEL – so much so that the CEO has allegedly said that if the contract gets approval, he’s gone. Might as well pack your bags there, buddy, because if it comes to a pissing contest between you and the First Son, you’re not going to win that one. Beware UDP Gluttony The other day the UDP made a lot of noise when the media showed pictures of the deplorable condition of the Fire Station in San Ignacio. It was a total shame and disgrace. Minister Castro was quick to say that the UDP is looking to move the Fire Station to a piece of land near the Center for Employment Training, but he didn’t say that the UDP has been talking about doing that since 2008 – and NOTHING. He also didn’t say that UDP Chairman Alberto August has allegedly been given that piece of land allocated for use by the CET. It would be interesting to get a look at Alberto’s assets before he became a big-time in the UDP, and his assets now. That’s what the Integrity Commission needs to take a look at for sure.

Gilroy Usher, Sr. Reaches out to youths in Port with weekend Volleyball Matches On Saturday Gilroy Usher, Sr. continued his interaction with the youths of the Port Loyola Division with exciting volleyball matches at the basketball court in the Jane Usher area of the division. In the third set of their match Crawford Strikers defeated Dayton Eagles 16 to 14. In the third set of the second match Jahson Warriors took the victory over Errol Stars. In the championship match Crawford Strikers then crushed Jahson Warriors in their third set 15 to 10 to win the first prize for the event.

All residents of the Port Loyola Division are invited to come out and have fun at action pack volleyball matches every Saturday for the next four weeks from 3:00 pm to 6:00 pm the basketball court in the Jane Usher area of constituency. 16 OUT CCJ Rulings Favors Gegg Companies

!

Dear Editor, On Friday, October 12th, the CCJ handed down its judgment regarding an appeal of two tour companies, Cruise Solutions and Discovery Expeditions. These companies are the property of businessman David Gegg, who for the past years has been engaged in a legal battle with the Commissioner of General Sales Tax (GST) and by extension the GOB. The judgment in favor of Gegg was based on the fact that his companies, under the GST Act, were zero-rated (individualized items that have zero-value added tax) and did not have to pay GST tax. Based on this information, the CCJ overturned a court decision from June 2016 where Gegg’s companies were considered not zero-rated and had been obliged to pay GST. Geggs companies paid in GST but did not collect GST from the Cruise Operators. This move prompted other Tour Operators who had paid millions in GST to start weighing their options of getting their monies returned to them. So what does the PM do? On Friday November 23, 2018, PM Dean Barrow introduced a bill to amend Chapter 63 of the GST Law. The Prime Minister said and I quote “We had our lawyers research this thing properly…and the courts have held that in those circumstances the government is perfectly entitled to pass a law retrospectively curing the mischief and thus wiping out the chance of these people getting refunds.” So according to Dean Barrow, this amendment once passed would free the GOB from having to make these refunds and would in fact appear to make void the CCJ ruling against the GOB. It was the Hon Cordel Hyde who in fact cautioned the Barrow Administration of going down what the Deputy Leader said was a slippery slope. Is this the first time Dean Barrow has done so? Hardly. One can recall the Petro Caribe Loan Motion 2015 introduced to the House on March 26, 2015. The Prime Minister knew full well that he was spending monies illegally. When pressured by a lawsuit brought against him as the Minister of Finance by the Hon Julius Espat, he went to the House and amended the law. The amendment then gave him and the GOB the power to borrow monies from Petro Caribe funds without prior authorization from the House of Representatives which in effect went contrary to the Finance and Audit Reform Act which demands that government seek approval from the National Assembly if they wish to borrow monies exceeding $10 Million.

“Trumpian Win” Belize City; 28th November 2018 This past last Saturday of November 2018 at the Orange Walk Multipurpose Complex, the United Democratic Party convened to elect the standard bearer who would contest the next General Elections in the Orange Walk Central Constituency. The candidates included a past candidate for standard bearer in the East, past standard bearer (twice) and one past councilor candidate; no wins altogether. At this contest, one was guaranteed a win. The twice standard bearer was anointed once more by 900 plus Central Orange Walkeños with the 1st and 2nd runner-ups together getting 900 endorsements. In 2015, not even Venezuela could usher Mr. Grijalva this, oh so coveted, seat.This was a back-to-back defeat where practically the same number of people voted—five thousand two hundred. The mentioned 2015 defeat came with a slightly lesser number of O.W. Central voters and similar percentage. Social media twinkled with commentary that struck thorns into Grijalva’s side. They asserted that Johnny Briceño had already won the next general elections with this convention result. Mr. Briceño, nevertheless, doesn’t take this for granted; he and his team now have a target and goal. They have a machinery ready to churn on, to work hard to another triumph. “How can someone who was born in Guatemala ever win an election in Belize?” was repeated earnestly. “Isn’t he the one convicted for destroying a Maya Ruin?” claimed the historical and cultural minded Belizeans; we have quite a number. “Didn’t he take the Orange Walk Town Council to Court?” boomed voices of concern.

This law too was passed with retroactive implications. Mr. Editor, this Prime Minister continues to not only disregard but also disrespect the ruling of the highest court in the land, the CCJ. He has time and time again shown disdain to any court decision that he deems unfavorable to himself or this corrupt UDP government. This is a dangerous precedence. It has and will continue to seriously impact Investor confidence in Belize. His actions can be described as nothing less than criminal. He makes laws to cover up his mistakes and then it is we the people, the small man, who suffers as a result of his poor and at times deliberate actions. As a Belizean I am ashamed of my government and frustrated when viable investors refuse to put their monies into Belize because of actions such as the ones herein described. Our economy is in shambles and this latest amendment will only make it worse. It is time for Barrow and the UDP to go.

One thunderous announcement of concern came after this convention. The story continues the day after with a friendly journalist asking the Prime Minister a question painted with the phrase tantamount to “I know you won’t lie.” Barrow enjoyed this with a snicker for the ages. Then, he went on to gush like a fountain. Even after stating that there was no truth to the idea that he would change his retirement plans, on Tuesday the UDP tells the nation that again they mismanaged their funds. In true Trumpian fashion, the misuse of the nation’s time and resources was announced as per normal. There was no

announcement of a new job’s plan for a nation thirsty for foresight and novelty. But yes, they were discussing in Cabinet when Dean Barrow was to resign…so lame. How could he resign now that there was NO ONE to take over? He seemingly is the ONLY one who can run the nation. The current standard bearers and UDP representatives have no one that could take up the mantle. How can they win the next general elections with the current results in their conventions? Sounds like Trumpism to me. Maybe they should remember 1998.

ORVIN RANCHERAN

COROZAL TOWN, 28 NOVEMBER 2018 Who can think of Ranchito without thinking of Orvin Rancheran? He was the longest serving village chairman and the man who helped this village grow from a small community into the place it is today, which is one of the nicest places to live in Belize. Orvin served as Chairman of Ranchito for 32 years and during this time this village received electricity, clean water, good roads and streets. During his time families got lots to build their homes and Ranchito is the only village to boast of having an Angel of Independence. Something even the Father of our Nation George Price saw as very special. All of this and so much more were done during the life and times of Orvin Rancheran. My friends, today I am here to represent Orivn’s Party, the People’s United Party. I am also here to say goodbye to my very dear friend and to offer my thanks to his wife Miss Aida and to their four children Lindsford, Orvin Jr., Rayford and Arianne. To you and to all the members of this family including his siblings Moses, Simon and Andrew I say thank you. Thank you for all those times Orvin spent working to build this community and to build Belize. Orvin and I became friends in 1993 when I met him at a meeting of the PUP Northern Caucus. From then until he closed his eyes he was a good friend and a supporter. Orvin stood by me and he stood by his Party through thick and thin. He was there at the side of Florencio Marin Sr. through most of his years as representative and when Florencio Marin passed on the leadership of the PUP here in Corozal South East to his son Hon. Florencio Marin Jr., Orvin stood by him too. Florencio will be the first to tell you that in many ways Orvin was a mentor, a man he would come to for advice and a person whose political tactics he adopted in his own campaign. See Orvin Rancheran was a good man. He cared for others and he truly believed that to work for the good of everyone in this community was not just his responsibility, but the reason he was put here on earth. For 38 years he taught the Children of Ranchito, he was even the school principal for some years. As your village chairman he spent most Sundays at the community center meeting with you. He would give advice, help solve problems and always he would be at that community center because he thought it his duty to be of service to others. You will all recall the fund he set up to help to offset burial expenses for families in this community. You will recall how much he ensured that every dollar that was collected was accounted for and you can all recall how much was done to improve this community.

Everyone in this church knows that he was a man of principle. The standards he set for himself, as Chairman of this village was second to none. Those same standards of good organization, honesty and hard work he took with him when he served as the Chairman of the District Association of Village Councils (DAVCO). Orvin believed that if everyone tried a little harder and if we worked together to help one another then we would all make it. This is what we in the PUP mean by social justice and Orvin believed in social justice. He cared for others. This is why he spent 35 years of his life as a teacher, working to make sure that the next generation of Belizeans had a chance for a good future. Yes, Orvin loved his family most, but he also loved this community, -- his beloved Ranchito. And yes, he loved the PUP. I remember how pleased he was in 2008 when I called him and asked him if he was prepared to serve as one of two PUP representatives on the National Advisory Council. Ervin said to me, “Party Leader, this is a great honour and I promise you I will not let you down.” He served on the National Advisory Council, and true to his word, he did not let us down. Orvin served on the Council with distinction and the entire nation will always be grateful for his service. His many good works placed Orvin Rancharan in our history as a true Belizean patriot. Yesterday I gave instruction that PUP flags be flown at half-mast to show our great respect for Orvin Rancharan. He was a man for the people. He now joins his daughter, parents, and family members who have gone to their rest. His work on this earth is done, but his service will be forever remembered not only by Miss Aida, his four children and his beloved grand daughter Allison, but also by all of us who are today sad to see him go, but happy to have met such a good man. On behalf of all of us in the People’s United Party to all of Orvin’s family and friends we join you in solidarity and we want you to know we are thankful for the life of our dear Orvin Rancharan. The Bill is an ACT to amend the Representation of the People Act, Chapter 9 of the Substantive Laws of Belize, Revised Edition 2011, to provide the right to vote and register as electors in the Belize/Guatemala Referendum to citizens of Belize living abroad, notwithstanding the failure to satisfy the two months continuous residence requirement; ii). The Bill proposes to amend section 5 (the right to vote), by introducing a new section 5(2)A after section 5(2). Section 5(2) is the subsisting provision which entitles bona fide students living abroad and citizens of Belize on official government duty outside of Belize to still qualify to vote, even though they factually cannot satisfy the two months continuous residence. The proposed new section 5(2)(A) creates a third category of exemption from two months continuous residence requirement. This is for citizens of Belize living abroad who wish to vote in the Belize/ Guatemala ICJ referendum in April, 2019. Persons falling into these categories, by virtue of the subsisting section 5(2) are deemed to continuous reside in the constituency of their family home. This new provision will become spent on the conclusion of the poll of the referendum. (iii) the Bill also proposes to amend section 6 (registration as a voter). This proposed amendment is to provide for persons registered as a voter pursuant to the new section 5(2)(A) to be issued an identification card denoting the registration as an elector is limited for purposes of voting in the Belize Guatemala ICJ Referendum. The amendment then mandates that the person to thereafter re-apply for registration as an elector in the ordinary way; that is to say, to show proof of actual two months continuous residence. Statement of Reasons for the Bill Every citizen of Belize living in the country of Belize has at least one Belizean relative who is living abroad. These citizens of Belize living abroad are in the hundreds of thousands and contribute in one way or the other to the development and sustainability of the country. The Guatemalan claim to Belize is the most existential threat that faces the country. The proposed course of action to resolution of this dispute between Guatemala and Belize, by way of submission of the dispute to the ICJ for resolution, should include the input of as far as possible all citizens of Belize. Those citizens of Belize who live abroad and contribute to the development of Belize by way of remittance and other contributions, should be afforded the opportunity to vote on this issue, in spite of their clear inability to satisfy the two months continuous residence requirement. This voter qualification residence exemption, for citizens of Belize living abroad, will only apply for this one time, but important, referendum. Thereafter, such a person must reapply for registration as an elector in the ordinary way; that is, with the required qualification of two months continuous residence.

The Government of Belize (GOBZ) has applied for financing from the Caribbean Development Bank (CDB) in an amount equivalent to US$5,850,000 towards the cost of a Second Road Safety Project and intends to apply a portion of the proceeds of this financing to eligible payments under contracts procured under this project. Payments by CDB will be made only at the request of GOBZ and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOBZ shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing. REMEMBRANCE: JOAN KELLY

Joan Marie Kelly was born on April 26, 1954 child of Raymond Kelly and Daisy Neal. Joan was one of 14 children for Ms. Daisy Neal. The others were Diane, Therese and Earlene Neal, Charles, Steve, Earl and Herman Neal, Levi Alford and Lloyd Clarke all of whom predeceased Joan. She is survived by her mother Ms. Daisy and her sisters Dorla Galvez, May Neal and Denise Santos-Wade and brothers, Anthony and Eugene Neal. Joan had two children. Kevin better known as Boko T who predeceased her and Lincoln Kelly-Myvett better known as Paisa. She is also survived by a host of grandchildren, nieces and nephews and as the death announcement states, she is survived by her entire PUP family. Who was Joan Kelly? The Joan Kelly I knew from way back when I started my political career as a Representative for the Fort George Division in the 1970s was a warrior/soldier for the revolution. The revolution I speak of is the peaceful and constructive Belizean revolution that was led from 1956 by our first Premier and Prime Minister George Price. As a soldier of this revolution young Joan Kelly along with the original residents of Majestic Alley like Manasa Gillett, Mathias Mariano, Clinton Chicken Young, Ms. Lucretia Toro, Gutsy Brown, Celia Marin Pou, Olga McKoy, Leonie Francis, and many others who have gone ahead, marched for independence. They marched for freedom. They marched for all Belizeans as the true owners and inheritors of Belize from the Hondo to the Sarstoon. Joan Kelly was a proud member and supporter of the Peoples United Party. She was a true believer. She believed in our struggle to make life better for poor working class Belizeans. Better housing for the poor; affordable education; better quality and affordable healthcare for all through N.H.I.; employment opportunities and a better standard of living – these were things that Joan as a PUP fought for. She loved her party. She loved her Area Representative and I loved her too. She loved her blue and white. Many of us when we were children would look up to the sky and ask: Why is the sky blue in the day time? Why blue when the light from the sun is white or yellow? The scientists give us the answer: A clear cloudless day time sky is blue because molecules in the air scatter blue light from the sun more than they scatter red light. When we look towards the sun at sunset in the evening we see red and orange colours because the blue light has been scattered out and away from the line of sight. Joan Kelly was full of life. She was a very emotional person. She laughed plenty. And she cried plenty. I marveled at the way this middle aged woman even when she was in her sixties moved around this city on her bicycle speeding down North Front Street over the swing bridge like a sprightly teenager. Another lasting memory that I have of Joan is her faithful love and dedication to her mother Ms. Daisy and her son Paisa. She always cared for her mother who as we all know is blind and when Joan was out hustling, busy as a bee, she always brought home something for Ms. Daisy and her children the late Kevin and Lincoln. Joan had many siblings and friends and she loved all of them. They were all family. Majestic Alley was home and all who lived there were family. All members of the PUP were family. She will be sadly missed. I will miss Joan Kelly; her love and loyalty to her party; her dancing; her happiness even in the face of great odds. Joan Kelly was struck down by cancer. Thankfully she did not have to suffer too long. The battle is over Joan. You have fought the good fight. Time to rest Ol’ gial! I can still picture Joan dashing around on a much too small bike, her fragile tiny little body pumping those pedals like a young gial. I can still hear her crying like a baby in pain and loneliness; but I can also see her grinning with joy. She never succumbed to hopelessness. She lived with eternal hope. To paraphrase the words of Alfred Lord Tennyson: She has seen her twilight and heard her evening bell. “And after that, the dark, and may there be no sadness of farewell when I embark” for Joan would say I hope to see my pilot face to face when I have crossed the bar. Rest in Peace Joan Kelly and Rise in Glory.

LISTEN JUST DON’T HEAR ME By: Angeles Itzab

The 16 Days of Activism against Gender-based Violence Campaign is a time to galvanize action to end violence against women and girls around the world. It began on November 25th, on the International Day for the Elimination of Violence against women and will culminate on the 10th of December on Human Rights Day. This year Belize has had its overwhelming number of tragedies involving violence against women and girls. It has been a year that has seen the worst of people. One of the most gruesome deaths for this year was that of Baby Alyssa; who at just 17 months old was the victim of a sexual assault that led to her untimely death. There was widespread public outcry, via social media channels from the various Women and Family organizations, political leaders, NGO’s and the general public but since then have all these cries fallen on deaf ears? Has anything changed between then and now? How many more cases or child sexual assaults, elderly women assaults or of any age do we have to live through before TRUE action is taken? On Tuesday a 68 year old cheese vendor was found inside a pit latrine in Pomana Village, she had been stabbed, dumped into the pit latrine and left to bleed to death. Her family, and in a sense the entire country is left to wonder, what might lead a person to commit such a heinous crime on an elderly woman, who is making her living in a humble and honest way? It was then found out that she was probably killed because she went to collect from someone who owed her money. Imagine, dying because you are owed to. And like her there have been several other cases of rape, abuse and murder on our mothers, sisters, and daughters many of which go unheard of. This year’s theme for the 16 days of activism is #HearMeToo-End Violence against Women and Girls! The National

Women’s Commission Secretariat has put together a 12 page calendar of activities that will be taking place throughout these 16 days. How do any of these activities make more of an impact than a press release when a crime occurs? The theme #HearMeToo indicates that a voice is being raised, that someone is speaking. How long do women need to raise their voices before someone LISTENS? Who needs to listen? Whenever a man tries to divert the conversation about rape by saying men get raped too, ask him what he does before he leaves his house to avoid getting raped? Ask him what tactics he uses to keep his drink from getting spiked? Ask him how many of his friends have cried on his shoulder after being raped? Ask him which men’s blog, journal or magazine has offered tips to escape a rapist? Ask him what areas/times he has identified as high-risk? Because women all have detailed answers to all these questions. With only five women in our National Assembly, a little over ten percent it is certain that women are underrepresented in the most important policy making body of the country. Therefore it is in the hands of the men to make legislation that affects women and children. Frankly speaking, your fate is in the hands of the gender who is causing the most harm. It is not women that need to hear us, it is the men that need to listen. The political will needs to be present or our women and our young girls will continue to suffer in silence. Next year this time when 2019 has its 16 days of activism, what really would have changed. What are we doing to make that change? Contact your area representative and demand of each House of Representative that our laws need to change, they need to be a part of the change and our system needs an overhaul.

Those who read my columns in this newspaper will know that I very rarely get into hard politics, and I keep away from petty politics. I feel that as a community, and as a country we are already divided enough along political lines, and so I focus on matters which affect all of us as a people. Over these months I have touched on many things – from crime to the ICJ to infrastructure and poverty. I’ve touched on discipline for our youth, programs offered by the Council and civic pride. And I have always come back to one main principle – unity. We need to be united as a people. Even more so with the Christmas season approaching, I will be calling on all our people to come together in peace and harmony, to be each other’s keepers, to be kind and compassionate, caring and respectful. That is the type of Mayor I am, and that is the type of person I am. But as I write this, I am very angry. Like many Belizeans, I am tired of being taken for a fool by those who should be in power to serve us. It is ridiculous. We elect persons that we believe will represent us well, and will institute policies that make our lives better, and make our communities grow. As a people we should never expect our leaders to give us handouts – but we should demand that they do things which will allow us to live better lives, with access to good education and quality healthcare and meaningful employment. I am sick and tired of the arrogance and corruption of this United Democratic Party. It has long been at the point where they do not even bother to hide it anymore. They continue to get richer and richer, while the people get poorer and poorer. And it is like they flaunt it in our faces. Imagine that many of those we elected to lead us are now millionaires. Some are millionaires many times over, with more money than they can count. And then imagine that a child died this week because her mother had no way to get her to a hospital, and there was no health post in their community. People are literally dying because of the neglect of this government, and I have gotten enough. We should all have gotten

enough. Last week I listened to the Prime Minister talk about Christmas Cheer, and I wanted to throw up. Here is this man who swore an oath to serve ALL Belizeans without fear or favour, saying that he has no apology for giving $25,000 to constituencies which voted UDP, and $12,500 to constituencies which voted PUP. There is something very wrong with that man. I think he has been in power way too long. He explained it be saying that his Ministers deserve a prize for winning the last election, and that they work harder than the members of the Opposition. He must be crazy. First of all, that money is taxpayers’ money, not Dean Barrow’s money. And taxpayers are across the board – every political affiliation and none. Secondly, there is no prize for being elected. You have a job to do and you get in and work. You are paid a very good salary with excellent benefits, and you are given money every month to take care of your people. Thirdly, that money is for the people of this country in all 31 constituencies, not for the persons who represent the constituencies. Last time I checked, we were all Belizeans regardless of who we voted for. I could not believe the words coming out that man’s mouth. It is time – way past time to get the UDP out of office. We don’t live in any kingdoms here in Belize, so we have no need for these UDP kings who obviously think we were put on this earth to serve them. Enough is enough. This is way past the point of being ridiculous. In many of my columns I have touched on good governance. It doesn’t take a doctorate degree. You don’t need to be a rocket scientist. You just need to have integrity and character and a genuine will to help the people. Why do we elect these leaders who do us so wrong? It is time to get rid of this crowd. It is time to give the PUP a chance to govern, and to govern well.

PLASTICS PRODUCTION CONTINUE INCREASING: THE SOLUTION IS CLEAR, WE INNOVATE OR DIE By Dr. Pedro Villegas “You never change anything by fighting the existing. To change something, build a new model and make the existing obsolete!” –Buckminster Fuller– As in the rest of the world, there have been several attempts in Central America to ban the use of plastic products. For example, in October 2018, a law initiative was presented in El Salvador to Congress establishing a one-year deadline for companies to replace the use of plastic bags with articles made of other materials. Other countries have progressed more in this area, such as Panama, where as of January 19th of this year, supermarkets, pharmacies and retailers were granted a period of 18 months to stop using plastic bags, and warehouses and wholesalers, a period of 24 months. In Costa Rica there is a law for wastes management since 2010. Under this rule, the government has developed a national strategy for single-use plastics. Currently 15% of plastics are recycled in Costa Rica with a growing trend year by year. In Guatemala, steps have also been taken in this regard. At the end of 2017, a law was presented to Congress, already approved by a legislative commission, which proposes to ban the use of plastic bags in the country. In the case of Belize, the Cabinet approved a law that ban the use of Styrofoam containers by April 2019. In this context, companies in the sector seek to innovate in the creation of alternative products less contaminant and more biodegradable. But the sad reality is that the purchase of plastics in Central America went up by 6% in 2017. Last year, the region bought $3.874 billion worth of plastic and manufactured goods from abroad, it is 6% more than in 2016. It was also found that 35% of these imports came from the United States. In 2017, the main importer of plastic and its manufactures in Central America was Costa Rica, with $1.215 billion, followed by Guatemala, with $840 million, El Salvador, with $622 million, Honduras, with $502 million, Panama, with $458 million, Nicaragua, with $237 million and Belize with $100 million. Between 2016 and 2017, the value imported into the region grew by 6%, increasing from $3.667 billion to $3.874

billion. The increase recorded in 2017 represents a resumption of growth in plastics use, since for the years 2015 and 2016, no significant changes were recorded. Over the past year, 35% of the value imported by Central America came from the USA, 16.9% from China, 9% from Mexico, 4% from Taiwan and 3% from Colombia. China is the market of origin of purchases that has grown the most in the last six years, as in 2012 it represented only 5% of the total value of regional purchases, and last year that proportion rose to 17%. To illustrate the current status of plastics in the region we created the Plastic Consumption Index (PCI) as an indicator of the average amount of plastic that every single citizen consumes per year. This index is obtained by dividing the country population by the amount of plastic imported during the whole year. It surprisingly shows that Belize has by far the highest PCI in the region of 267 U$ per person per year, similar to Costa Rica, with 248. If we analyze the Human Development Index (HDI) for the region, Belize’s one is similar to El Salvador, Honduras Nicaragua and Guatemala, all countries that consume 5 times less plastics than Belize, so our current situation is contradictory worrisome! Our Country is suffering from poverty, joblessness, high crime rate, mass institutionalized corruption, a dying economy, high risk of losing half of our country, no clear strategies about plastics elimination and a government that allocated more than half million for Christmas celebration only in constituencies headed by UDP’s. These monies will be used to buy thousands of cheap plastic toys that will only last till New Years before they become garbage and add to the accumulating solid waste problems we are facing today. Just imagine what can be done with these moneys for example: • Build a good paved road for the people of Arenal Village in Cayo West; • Invest in the upgrade of the Western Regional Hospital and the emergency service in Benque Viejo Clinic; • Procure some fire trucks for San Pedro and Belize City; • Establish soft credit alternatives for smalls business, among other possible 100+ alternatives. Barrow Dolly House Crumbles By: Hilly Bennett The recent turn of events suggests that the United Democratic Party (UDP) dolly house has begun to crumble. Cabinet met Tuesday 27th November 2018 and a coup d’ etat quickly unfolded against ranking members of the cabinet. The allegation is that these individuals have drawn ranks on the lame-duck Prime Minister. A kangaroo court was convened to oust Patrick and his dream for leadership. Apparently, Dean Barrow’s succession plan for his choice of leadership was abridged by the result of the recently held Port Loyola’s convention. The Prime Minister’s protégé Attorney General Michael Peyrefitte lost the bid for the monarchy. Normally, Cabinet meetings is called to address the state of affairs and matters relating to the jewel. Belize and its citizenry are experiencing insurmountable and dire challenges resulting from the lack of leadership and good governance. The economy is in a spiral with a crippling debt hovering over the collective heads of the populace.The productive sector continues to wane; crime and violence remain rampant; poverty, inequality and unemployment continue to rise; teachers are the mercy of the education Minister Patrick Faber. Healthcare is in total disarray, and Belize remains in the cross hairs of Guatemala’s military aggression. However, these useless policy mak-

ers wasted time discussing solely party poli tricks. The meeting was described as a “powder session.” Dean Barrow found it as more importance to discuss the aborting of future or the remaining UDP convention. Essentially, this situation grants a free pass to members who was facing a fierce challenge from opposing candidates. Furthermore, considered was the recanting of the decision by the Prime Minister to step aside from active politics. Dean Barrow will continue to lead the UDP until the 20/20 elections are called. Curiously, rumors have been circulating that the A.G. is being considered for Queen Square since “Sista B” does not care for the hurly-burly of Belmopan life. The game of political “snakes and ladder” continues. Whether Dean retires early or continues his reign until 20/20 is insignificant. The Belizean people have already passed judgment. THIS CORRUPT UDP GOT TO GO! “Where there’s corruption, development cannot take place, and where there is poverty social justice is needed.” Under these dire consequences of a rogue government, change is necessary. That change is dependent on a more democratic and development driven government. That government is clearly the Peoples United Party with a focused 20/20 vision.
