FOR BELIZE IN HUMAN TRAFFICKING Belize City: Thursday 6th December 2018 According to the United States Government, The present government is not doing its best to combat trafficking in persons resulting in the country being rated for the fourth year consecutively at tier 3 by the U.S. State Department’s 2018 Trafficking in Persons Report. This year Belize is the only country in Central America to receive this rating that has been considered “the worst rating” given out by the U.S. State Department. Those nations rated as Tier 3 are subject to specific foreign assistance restrictions unless the President waives those restrictions. Belize was granted a partial waiver which means the U.S. will facilitate continuation of

programming to enhance the ability of the Government of Belize to combat trafficking in persons, interdict illicit narcotics moving through its national waters and crossing its borders, and address other forms of drug trafficking and other transnational crimes, thereby reducing threats to their country’s national security interests. According to a report on http://humantraffickingsearch.org “in 2018 the Government of Belize did not investigate any public officials for complicity (despite many serious allegations). Law enforcement officials are not only untrained in handling trafficking cases but many are actively involved in protecting traffickers”.

FOR BELIZE IN HUMAN TRAFFICKING Continued from page 1 “In 2018, Belize’s government decreased efforts to prosecute traffickers, failing to convict a single trafficker” The restrictions under the Trafficking Victims Protection Act (TVPA) are intended to encourage the affected governments to make more significant efforts to meet the minimum standards for combating human trafficking. People’s United Party Leader, Honorable John Briceno said human trafficking is modern slavery. “It is despicable. We need to make sure that we can enforce the laws that are in place, to go after the perpetrators that are constantly involved in human trafficking. I think we need to sit down with the U.S. Embassy here in Belize to find out where they see us failing and then find ways how we can address the

issue.” Since the press release was issued on Friday November 30th, 2018 several current Government ministers have gone on record saying that they have been working to stop human trafficking. John Briceno said “obviously something is wrong and, the U.S. government is saying we don’t see you putting in the efforts.” The People’s United Party will be addressing this issue head-on. The PUP believes that it is important to protect men, women and children.

FOUR FIRED FOR FRAUD AT VITAL STATISTICS Belize City: Thursday 6th December 2018 There has always been the suspicion about the procedures and processing of vital personal documents of persons at the Vital Statistics Central office in Belize City, especially after it became public that accused murderer William Danny Mason held Belizean Citizenship by birth. Reports leaking out of Vital Statistics are that four employees have been terminated because they knowingly fraudulently issued a false Belizean Birth Certificate to William Danny Mason. The government of Belize has not mentioned anything about the cancelling of his Belize Citizenship with the Belize Passport that Mason has also acquired illegally nor have they

announced what is Mason’s real name and if his criminal Charge sheet will be changed to reflect his real name. The said birth certificate states that Mason was born in Crooked Tree Village to James Mason and Sharon Tillett, a claim that the former village chairman refuted. Mason is the man accused of leading the beheading of Pastor Llewellyn Lucas. Since 2016, it has been reported that Mason also used other names like Raj Ouellet and Ted Ouellet, who was the C.E.O. of Seven-Oceanz Holdings. William “Danny” Mason is believed to have been born in Guyana.

BOUND FOR BELIZE Force-lands at Chetumal Airport

CHETUMAL, Q. Roo. Saturday: 1st December 2018 The Hawker Jet that force landed at the Chetumal International Airport last Friday morning had the equivalent of over two tons of cocaine in the cargo bay according to Mexican Federal Police and elements of the Attorney General’s Office (PGR) surrounded the aircraft and took control of it. According to police investigation, the incident raised suspicion and alerted security forces after the white with blue stripe’s aircraft with identification NN886N, landed without any form of authorization from the air-traffic control Center, Center, and without a flight log. Immediately after the impromptu landing of the jet, instead of going to the terminal building, the crew quickly came off the jet and rushed towards the airport’s perimeter fence which they scaled and disappeared towards the federal highway before the federal agents could approach the aircraft. Soon after Federal Agents arrived and secured the site and placed the aircraft under tight security since the crew had already escaped. The operation at the airport lasted for several hours because the Mexican Army took over control, cordon off the area to protect the security of the air terminal. Upon inspection of the aircraft, they confirmed that there were no crews and found 35 white and eight black packages, which gave a total of 43 bales of approximately 25 kilos each. After opening the bales, there were dozens of packages wrapped in Manila paper and covered with transparent plastic and black duct tape, which gave a total of 282 packages, which amounted to 312 kilos 500 grams. Mexican military experts say that the reasons why the Narco jet was forced to descend at the Chetumal International Airport was because of a miscalculation in the supply of jet fuel. Experts from the Directorate of Expert Services applied the corresponding substances that tested positive for pure cocaine hydrochloride, with a high-purity chemical profile which confirmed that the contents of the 312 kilos of were of pure high-grade cocaine hydrochloride concentrate that requires at least seven degrading cuts enough to recreate a total of two thousand one hundred kilo of cocaine for consumption. Official information from police sources in Belize revealed that the said aircraft was transporting the drugs, allegedly bound for the

neighboring country of Belize, on a clandestine runway between San Esteban and Progreso in the Orange Walk district. However, they could not go down because the Belizean were waiting for them in the place, after aborting the mission, the little fuel forced them to go down in Chetumal. Meanwhile Brigadier General, Miguel Ángel Huerta Ceballos of the General Staff Diploma attached to the XXXIV Military Zone in Chetumal said that the Hawker jet did not have a flight log nor the corresponding permit from the Control Tower, and that is the reason it descended the way it did. The General also informed that to his knowledge several aircraft have landed in the country of Belize near to the Mexican territory during this year, believed to be transporting drugs, according to the latest reports made by the Mexican Ministry of National Defense ( Sedena) in Quintana Roo. Mexican police estimate that there are only two drug trafficking organizations that have over powered Belize through high level facilitation and logistics that control the border area with Mexico. They are “Cartel de los Zetas” and the “Cartel Jalisco Nueva Generación” who are fighting for control of the territory. In a separate publication this week a Mexican news media carried a Headline article titled “

niversal Children’s Day was celebrated on November 20th 2018 without much fanfare. It came and went rather unremarkably, there were no speeches or press releases on behalf of Government of Belize (GOB). Neither were there any deep and reflective pronouncements from the Special Envoy for Women and Children. On a whole it was a day like any other, except for children who are victims of abuse every day in Belize. Recent figures put reported child abuse cases at around six thousand in the last five years alone, the average then would be about 4 cases each day. It is generally accepted that the majority of cases go unreported that in fact for every case reported two are not. This would put actual figures around 12 cases total per day. The apathy of the present GOB in regards to Violence against Children is nothing new. In 2015 researchers received funding from PAHO/WHO and UNICEF to research and review the national health sector efforts in prevention and response to violence against children in Latin America and Caribbean countries. Health sector guidelines were received from 22 of 43 countries. Unsurprisingly, Belize was among those countries that chose not to participate. Some of the findings of this review are interesting indeed as it characterizes Violence against Children as a global health crisis with negative impacts as well as costly expenditures. Child abuse in its many forms negatively affect educational development and future labor productivity and can cause disability, decreased quality of life and even premature death. It has more immediate and direct costs such as medical treatment and costs that must be borne by the judicial system and its institutions. Llegó y se fue más bien sin relevancia, no hubo discursos ni comunicados de prensa en nombre del Gobierno de Belice (GOB por sus siglas en ingles). Tampoco hubo pronunciamientos profundos y reflexivos del enviado especial para las mujeres y los niños. En su conjunto fue un día como cualquier otro, excepto para los niños que son víctimas de abuso todos los días en Belice. Las cifras recientes reportaron casos de abuso infantil en alrededor de 6000 solo en los últimos cinco años, el promedio entonces sería de aproximadamente 4 casos cada día. Se acepta generalmente que la mayoría de los casos no son denunciados y que de hecho por cada caso delatado hay dos que no lo son. Esto pondría las cifras reales alrededor de 12 casos totales por día. La apatía del actual GOB en lo que respecta a la violencia contra los niños no es nada nuevo. En 2015, investigadores recibieron financiación de la OPS/OMS y el UNICEF para investigar y revisar los esfuerzos del sector salud nacional en la prevención y la respuesta a la violencia contra los niños en los países de América Latina y el Caribe. Se recibieron directrices del sector de la salud de 22 de 43 países. No sorprende que Belice se encontrara entre los países que decidieron no participar. Algunas de las conclusiones de esta revisión son sin duda muy interesantes, ya que caracteriza la violencia contra los niños como una crisis de salud global con impactos negativos y gastos costosos. apprehension and prosecution of offenders. Our health professionals and public health protocols are instrumental in the multi sectorial collaboration which must take place to ensure that survivors of abuse can access protection, treatment and the care they need. According to the last available Health Statistics of Belize 2006-2010 compiled by the Epidemiology Unit of Belize in section XVIII entitled Domestic Violence, it was reported that for children from birth to eighteen years of age there were one hundred and five reported cases in 2006. In 2007 there were ninety five reports, in 2008 however, there were three hundred and twenty three cases of domestic violence and of those eleven involved children under the age of one year. In 2009 there were two hundred seventy nine cases which involved minors under eighteen and of those fifteen were younger than a year. In 2010 there were two hundred and eighty reported instances of domestic violence of those five involved children under the age of one. More must be done to protect our children. Belize was the fifth country to ratify the Convention on the Rights of the Child in 1990. Unfortunately nothing much has changed since then. Teenage pregnancy has continued to rise, the recent string of kidnappings, rape and sexual assaults, disappearances, and murder of our children remain unsolved and unpunished. Our health system needs to be revamped in order to be able to handle and refer these cases. Our police department needs to be trained and sensitized to deal with the cases in a respectful, efficient and effective manner. We do not need any more pretty speeches and empty promises. Superficial and shallow representation on international forums, will no longer cut it. Our children at home continue to suffer in silence because those who should will not speak for them!

Belice fue el quinto país en ratificar la Convención sobre los Derechos del Niño en 1990. Desafortunadamente, nada ha cambiado mucho desde entonces. La violación y agresión sexualy el embarazo adolescente han seguido aumentando, la cadena reciente de secuestros, desapariciones y asesinatos de nuestros hijos siguen sin resolverse e impunes. Nuestro sistema de salud necesita ser renovado para poder manejar y referir estos casos. Nuestro Departamento de policía necesita ser entrenado y sensibilizado para lidiar con los casos de una manera respetuosa, eficiente y efectiva. No necesitamos más discursos bonitos y promesas vacías. La representación superficial y superficial en foros internacionales, ya no basta. ¡Nuestros hijos en casa continúan sufriendo en silencio porque aquellos que deben, no hablan por ellos!

It is wrong when a male athlete beat up on a female referee. It is beyond cruel when a sweet 68-year-old woman is stabbed and murdered and it is despicable when a 17-month-old baby girl is sexually assaulted. We need to act. First we need to collect the proper data and insist that every woman who shows up at a doctor’s office of health facility with bruises or who show signs of physical abuse is reported to the police. Second government should ensure that the police check and report on every call involving gender-based violence. Third government can support community groups and associations with training and referrals for preventing domestic violence. The PUP will work to end gender based violence. We will strengthen our criminal justice system, so police and prosecutors have the tools and training to bring perpetrators to justice. We will work with social partners to build prevention programs and reach out to survivors. While I know that a lot of this work is government’s, everyone has a role to play. We’ve got to teach young people - men and women - to be brave enough to stand up and help put an end to gender based violence. Government must act and so must we. This macho culture where men see their partners as possession or less than their equal has to end. And yes, women have to speak up and speak out at the first sign of abuse. We also need to teach young men to show women the respect they deserve. Belizean men must understand that it is wrong to beat women and Belizean women must know, they don’t have to put up with it. I’m going to keep pushing for people in my Part to stand up against gender based violence in all its forms and I promise to make it a priority to when we get to Belmopan. We must respect the rights of every Belizean if we are to build a Belize that works for everyone. Thanks God Bless and have a safe week.


06 6 Man shot in the groin by Common-law wife during dispute

Belize City: Wednesday 5th December 2018 The police say that this morning at about 9:15 a.m. Bartholomew Lucas, 32-year-old was shot to the groin by his common-law wife Tanice Mejia. At the time of the incident, Lucas was involved in a heated argument at Mejia’s residence located at the corner of Magazine Road with Vernon Street here in Belize City when she pulled out an unlicensed firearm and fired three shots. After the shooting, Mejia fled the scene in a Dalla van, but investigators quickly tracked her down and took her into custody while Lucas was rushed to the KHMH hospital where he is listed in stable condition. This area is being monitored by police because of a recent murder that took place about a month ago in front of the Polyclinic. This particular shooting incident took place less than three hundred feet away from a recently placed police booth and

New Branch of Zeta According to the Mexican media, Zeta has opened a new branch in Belize. And we don’t mean the Zeta ice factory. Everybody with any sense knows that Mexican-based Cartels have been operating in Belize, and we certainly didn’t need the Mexican media to tell us that. It also doesn’t take a genius to figure out that the new branch of Zeta employs a lot of high-ranking Police Officers and even politicians. And those same Police Officers and politicians keep taking Belizeans for idiots, acting like they are doing so much to stop the movement of drugs through the country. Under the UDP it is likely that more planes have landed carrying drugs than have landed carrying tourists. So when the Mexicans say that a cartel is the owner and master of Belize, they know what they are talking about. We know how easy it is to incentivize Ministers these days. Just ask John McAfee and every penny-ante con artist that has passed through Belize and have taken Belizeans for a ride. No Chester No We here at the newspaper are still trying to comprehend the words of our Deputy Commissioner of Police a few days ago. It appears a plane was about to land in Progresso. The Police got word, likely from their cousins on their Uncle Sam’s side, and headed out to the scene. The pilot of the drug plane got wind of what was happening and decided to land in Chetumal instead. So based on that now, Mr. Chester will go on national television to proclaim that the Belize Police are more effective at fighting drugs than the Mexican Federales. We understand that there were reports on both sides of the border of people who died laughing. Our Police caught one little, tiny plane with drugs once this whole year. Woman accused of Human Trafficking denied Bail Belize City: Wednesday 5th December 2018 Lourdes Guerrero Moreno, a Honduran national who is accused of human trafficking was denied bail in the Supreme Court today by Justice Colin Williams. Guerrero Moreno who has been living in Belize for several years is accused after a thirty-six-year-old woman reported that she was a victim of human trafficking due to Moreno. The fact that she was in a com-

mon law relationship with a Belizean for years was not enough to convince Justice Williams even after her attorney Arthur Saldivar offered the Court fifteen thousand dollars in cash for bail on her behalf. Her bail was rejected. Defense attorney Arthur Saldivar said, “I believe that given the connotation and the gravity of the charge, that in of itself would move the court to consider seriously whether or not bail would have been granted. We understand the concept is at human

trafficking is tantamount to modern-day slavery. Nobody condones that type of thing. But of course from my point of view it is an allegation that has been made here, and an allegation is not the basis for which a person is to be punished. Suffice to say I am not saying that she is being punished now but there are other factors that went into the refusal. My client is not a Belizean person. Dos toneladas de Cocaina con destino a Belice aterrizo en el Aeropuerto Internacional de Chetumal Policías federales y elementos de la PGR aseguraron la aeronave en la pista de aterrizaje. Chetumal Quintana Roo: 1 de Diciembre 2018 El Hawker Jet que fue obligado a aterrizaren el Aeropuerto Internacional de Chetumal el pasado viernes por la madrugada tenía el equivalente a más de dos toneladas de cocaína en la bodega de carga de acuerdo con la Policía Federal Mexicana y elementos de la Oficina del Fiscal General (PGR) quienes rodearon el avión y tomaron control . Según la investigación de la policía, el incidente generó sospechas y alertó a las fuerzas de seguridad después de que la aeronave blanca con franja azul con identificación NN886N aterrizó sin ningún tipo de autorización del Centro de control de tráfico aéreo, y sin registro de vuelo. Inmediatamente después del aterrizaje improvisado del avión, en lugar de ir al edificio de la terminal, la tripulación se bajó rápidamente del avión y corrió hacia la cerca perimetral del aeropuerto, la cual escalaron y desaparecieron hacia la carretera federal antes de que los agentes federales pudieran acercarse al avión. Poco después llegaron los agentes federales, aseguraron el sitio y colocaron la aeronave bajo estricta seguridad, ya que la tripulación ya había escapado. Public service officers who are known relatives of a UDP minister were caught smuggling 14 cases of contraband Corona Beer using a Department of Transport company vehicles. An operation was conducted on Sunday afternoon by customs and police Intel on the lookout for a Toyota 4Runner belonging to the Department of Transport. The vehicle was intercepted near Tower Hill Village, Orange Walk District whereby a search conducted resulted in the confiscation of the 14 cases of the contraband beer which carry

a local market value of $50 per case. Three Transport officers were detained and taken to the Orange Walk Customs office where they were given the option to settle or fight the charges in court. Well it appears the Minister made some phone calls, and the three Public Service Officers were given special privileges and were allowed to pay a small fine which by law should have been three times the amount of the market value. To make matters worse and to slap the poor Belizean people in their faces the three officers remain on active-duty today. The Acting Director, Vallan Hyde, told channel seven news that he could just not take unilateral disciplinary action against these officers. He says they must go through the Public Service Commission since the men are established public officers.

RE-REGISTRATION

An Exercise in Futility Belize City: Thursday 6th December 2018 The Re-Registration process is designed to ensure that the names of all new and eligible voters qualified to vote in any particular constituency are added to the list of voters for that constituency. The claims and objections process is intended to seek to fulfil a deeper purpose. It not only seeks to prevent multiple registration but should also allow for unqualified persons to be removed from the list. When this process operates effectively, it should minimize the opportunities for a ‘padding’ of the lists with the names of persons who are not eligible and qualified to vote in that constituency. Put simply the process should seek to protect the integrity of the list of voters. However, the Laws of Belize do not offer enough to fulfil this objective. The Revising Officers (Magistrates) in interpreting the law have set the threshold that the objectors need to prove so high that it seems that only in very exceptional cases an objection will be allowed. It becomes even more difficult since as an objector you are limited to type of documentary evidence you can obtain to prove that a person does not reside at a particular address. This opens the flood gates to corruption. A simple example of a loophole in the system is that a person can arrive in a constituency in 1 day, register to vote, wait a couple days for Elections and Boundaries to verify their address and then leave. They will remain on the Register unless someone objects and since the burden of proof is set so high it is very likely even if they object under the current system they probably won’t succeed. As an Objector simply saying that you have lived in the area for

many years, you personally know the person and know the person not to reside at the address that they have provided is not enough. Your objection will not be allowed. It is yet to be seen if the threshold would be met if a relative objects and testifies in Court that a person does not reside at the address they have provided. But how realistic is it that a relative will object to their family? Under this current system also persons that have multiple homes can basically choose wherever they want to register. So if you work during the week in San Pedro Town and you go to Belize City on weekends you basically can register wherever you choose. The ability to choose is what allows for corruption so a political party is able to convince you to register in a particular place. The Laws of Belize do not properly define the term ‘resident’. In order to prevent corruption, the law should require that you are only allowed to be ‘resident’ in one place; therefore, you can only register in the constituency that you ‘reside’. The Laws of Belize do not provide for an investigation process by Elections and Boundaries when an objection is received. It does not require that the objected person be questioned and there is also no requirement that they attend court. However, if an Objector does not appear to court to support his objection, the objection is overruled and the name of the person will remain on the register. It is clear the Laws of Belize are not enough to prevent the ‘padding’ of the voters list. The current system is unacceptable and goes against the purpose of doing a Re-registration exercise. We call on GOB to revise the Representation of People’s Act to prevent corruption and secure the integrity of the voters list.

We are getting right into the Christmas season, which rivals September for my favourite time of the year, for different reasons. I love Christmas because no matter what our problems or worries, no matter what our situations at home or at work or in the country, as a community we try to put it aside and focus on family, and on giving, and on just generally being better to ourselves and to others around us. I love Christmas. But as a Belizean, a family man, a Mayor and somebody who wants to serve my people in the House of Representatives soon – I love other things too. I love living in a good community and good country where all of us, every single Belizean has access to the same opportunities – like jobs and land and quality health care and education – basic things. I am a believer in good governance, and I’ve written and talked about it a lot. I believe in serving all our people. I believe in integrity in office. I believe in honesty. I believe in doing the right thing. I believe in ensuring that the people’s money is handled responsible and for the interest of the many as opposed to the interests of a few. This is why I entered politics, and why I have advocated and continue to advocate for things to be done the right way. I’ve been following this situation with the $8M Faber’s Road with much interest, from the beginning when it raised a huge public outcry. I didn’t only follow it because the amount seemed outrageous to pay for the cementing of one mile of road. But because the contractor is someone we know very, very well in Orange Walk. Imer Hernandez, the nephew of Gaspar Vega, is the man responsible for the road through Orange Walk. As residents we all remember the hot mix that started sinking long before the project was done. We have to live with the holes and sinking in the road, we have to deal with the broken and irregular sidewalks. The work that he did, and got paid a huge sum of money for, is a mess. Any-

body can see that. And he has done the same in Corozal and in other parts of the country. The bottom line is that this man is a lousy contractor. And yet he got the contract for Faber’s Road. Last week the media reported that the Faber’s Road project is just about completed and there are already cracks in the cement. So just for the sake of my own information I took a drive on Faber’s Road. I am sorry. Somebody needs to go to jail when things like this happen. The work on that road seems to have been done by a group of primary school students, and even saying that is an insult to primary school students. Some parts of the road are already cracking, and the cementing is so bad that driving on it is like being on a boat going over waves. The sidewalks are a mess and the road is so narrow that two big vehicles have problems passing at the same time. The contractor couldn’t even get the yellow line in the center of the road right. That looks like it was drawn with a kindergarten student with a crayon and no ruler, and is already so faded that it can’t even be seen in some spots. That is a crime. Belizeans were forced to pay $8 MILLION dollars for that one mile stretch of road. And it is Belizeans who will be forced to pay back the loan. I say again – somebody should go to jail for the Faber’s Road project. And that is on my mind as we get to this Christmas season, because the truth is that many people will have a very tough Christmas. For sure Imer Hernandez will have a great Christmas. And all our Ministers in Cabinet will have a great Christmas. But that is not what Christmas should be like. And it makes me very angry. I am praying, like all Belizeans, that 2019 is a better year for all of us. We have been through too much as a people. There has been too much corruption, too much greed and too much mismanagement, and that needs to stop.

The Bill proposes to amend section 5 (the right to vote), by introducing a new section 5(2)A after section 5(2). Section 5(2) is the subsisting provision which entitles bona fide students living abroad and citizens of Belize on official government duty outside of Belize to still qualify to vote, even though they factually cannot satisfy the two months continuous residence. The proposed new section 5(2)(A) creates a third category of exemption from two months continuous residence requirement. This is for citizens of Belize living abroad who wish to vote in the Belize/ Guatemala ICJ referendum in April, 2019. Persons falling into these categories, by virtue of the subsisting section 5(2) are deemed to continuous reside in the constituency of their family home. This new provision will become spent on the conclusion of the poll of the referendum. (iii) the Bill also proposes to amend section 6 (registration as a voter). This proposed amendment is to provide for persons registered as a voter pursuant to the new section 5(2)(A) to be issued an identification card denoting the registration as an elector is limited for purposes of voting in the Belize Guatemala ICJ Referendum. The amendment then mandates that the person to thereafter re-apply for registration as an elector in the ordinary way; that is to say, to show proof of actual two months continuous residence. Statement of Reasons for the Bill Every citizen of Belize living in the country of Belize has at least one Belizean relative who is living abroad. These citizens of Belize living abroad are in the hundreds of thousands and contribute in one way or the other to the development and sustainability of the country. The Guatemalan claim to Belize is the most existential threat that faces the country. The proposed course of action to resolution of this dispute between Guatemala and Belize, by way of submission of the dispute to the ICJ for resolution, should include the input of as far as possible all citizens of Belize. Those citizens of Belize who live abroad and contribute to the development of Belize by way of remittance and other contributions, should be afforded the opportunity to vote on this issue, in spite of their clear inability to satisfy the two months continuous residence requirement. This voter qualification residence exemption, for citizens of Belize living abroad, will only apply for this one time, but important, referendum. Thereafter, such a person must reapply for registration as an elector in the ordinary way; that is, with the required qualification of two months continuous residence.

DRAINING THE UDP SWAMP

By: Hilly Bennett The global community, inclusive of Belize, will be observing International Anti-Corruption Day on the 9th of December, 2018. This day has been observed annually upon the passage of the United Nations Convention against Corruption (UNCAC) on the 31st October 2003 to bring awareness to the public regarding anti-corruption Prime Minister Dean Oliver Barrow signed an instrument of Accession. The instrument was ratified by the Senate on November 30th, 2016 and was subsequently submitted to the United Nations Secretary General. However, measures have been nonexistent in curbing, the voracious appetite of the vultures of corruption, which remains rampant within the ranks of the UDP’s Barrow catalogue of corruption over floweth with his political cohorts. Carl J. Friedrich, in his book, The Pathology of Politics defines corruption as “a kind of behavior, which deviates from the norm actually prevalent or believed to prevail in a given context, such as the political. It is deviant behavior associated with a particular motivation, namely that of private gains at the public expense.” The crux is of that of private gains at the People’s expense. The trending UDP land hustle, and the Andre Vega/Sharon Pitts “grabtub” are a vivid example. Friedrich continued his lengthy approach to define corruption in noting that “such private gain may be a monetary one, and in the minds of the general public it usually is, but may take other forms. It may be rapid promotions, an order, decorations, and the like.” This type of gain may not have been personal, but could benefit a family or other group. Friedrich went on to proffer that corruption exist when a power holder, a functionary or office holder is induced to take actions, which favor individuals providing the reward, resulting in damages to the organization to which the functionary belongs, more specifically the government. The late Kofi Anan former secretary-general of the United Nations General Assembly referred to corruption as an insidious plague, that undermines democracy and the rule of law, leads to violations of human rights, distorts markets, erode the quality of life and allow organized crime, terrorism, and other threats to human security to flourish. Corruption also erodes international confidence and discourages foreign aid. Presently, the United States government has decided to cut areas of foreign assistance to Belize possibly from the

lens of perceived corruption to combatting Human Trafficking. It is the writer’s opinion that this government, this United Democratic Party administration and its lameduck leadership cannot in clear, and sincere conscience recognize Anti-Corruption Day on this 9th December, 2018. Although, UNCAC the legally binding instrument is designed to promote measures to prevent and combat corruption, the dictates of this noble institution have not been adhered to by the Dean Barrow government. Notwithstanding, the existing local institutions and safeguard mechanism of public finances – the Financial Orders, the Stores Order, the Contractor General office, the Public Accounts Committee (PAC) and the Integrity Commission. The President of Mexico Andres Manuel Lopez Obrador suggested that the battle against corruption will necessitate “not only political will but more importantly erecting effective institutions.” Obviously, for Belize to recover from the stunted growth of development of country and people, being experienced under the corrupt regime, it will take more than political will and effective institutions. Clearly, even with a bigger “rat-trap” a more powerful political rodent will circumvent the intended purpose. Fortunately, the cure for this political anomaly is embedded in the will of the people and the power of the vote. Unless the United Democratic Party (UDP), the Dean Barrow administration, this political swamp is drained, the corruption will not cease. The worthless, heartless UDP dregs must be removed from the “haven of democracy” to be restored. The People’s United Party (PUP) under the Leadership of Honorable John Briceno has embarked on a 20/20 vision for Belize that will bring back the sparkle to the Jewel. Additionally, Briceno has embraced the asset recovery frame-work which is a special feature of UNCAC. The established principle is embedded in UNCAC Article 52. Asset recovery is one of the fundamental principles of the convention. It ranges from tracing, freezing, confiscation, forfeiture and recovery of assets derived from covert offences. In his pronouncement, John Briceno also declared war against corruption placing Gaspar Vega, Anthony “Boots” Martinez, Edmund Castro, Elvin Penner, Pablo Marin, Junior Heredia and the whole lot in the crosshairs of the Asset Recovery Act. The tyrants, the despots and the traitors will be uprooted and replaced with a prudent and pragmatic People’s United Party Government. “Building a Belize that works for everyone.” Voice of the Common Man

Christmas Cheer and its Reminders By Gilroy Usher, Sr. “I believe that there will ultimately be a clash between the oppressed and those who do the oppressing. I believe that there will be a clash between those who want freedom, justice, and equality for everyone and those who want to continue the system of exploitation.” - Malcolm X Christmas cheer is a good idea. Many marginalized families need the assistance to spread the joy of the holy season in their homes. The allocation of the funds is a different matter. It is wrong to allocate $25,000.00 as Christmas cheer for each UDP member in the House, but only allot half that amount for Opposition members of the same body. Since all of us pay the taxes that are used for Christmas cheer, members of the House should be given the same amount of funds to assist the residents of their divisions in the season of advent. It is also wrong and unfair to only allocate Christmas cheer for UDP political officers (persons who are not members of the House). As stated earlier all of us pay the taxes that are used for the worthy event; therefore political officers from both the governing UDP and the Opposition should receive the same amount of funds to help spread the joy of Christmas in their constituencies. Christmas cheer also reminds us that despite all the sweet talk of the ministers and their cronies, this is one of the most corrupt government in the history of Belize. Below are two examples of the many instances of malfeasance perpetuated by the crowd in Belmopan. The administration has allocated $650,000.00 for Christmas cheer for the entire nation. But with the assistance of many crooked ministers Pitts and Vega each got $400,000.00 of taxpayers’ money in a bogus land compensation. Together those two UDP political cronies walked away with $800,000.00 of taxpayers’ money for themselves. That is $150,000.00 more than the Christmas cheer for the entire

country. This year less than 3/4 of a million dollars is allocated for Christmas cheer for Belizeans countrywide. In this same year crooked members of the administration made “a killing” for themselves with the $8 million bloated contract for Faber’s Rd. At a press conference in Belize City the administration stated that the hefty $8 million price tag for Faber’s Road included a mile of proper concrete street ,the paving of Krooman Road, and building of a canal to drain water from the area to the sea. Construction work on Faber’s Rd concluded months ago. Surprise! Surprise! Due to shabby work, the street is so bumpy that mothers with at risk pregnancies or persons with heart conditions are warned that the terrible shaking as they travel on the road in a vehicle could compound their health issues. Krooman Road is still in a terrible condition as not even a foot of it was paved, and no canal was built. The Faber’s Road project was highway robbery by some members of the administration. According to reputable local road contractors as well as a former Minister of Works, that project should have cost no more that $4 million dollars including the paving of Krooman Road and the construction of the canal. Nevertheless the entire $8 million for the Faber’s Road project is finished. Apologists for the Ministers have failed miserably in their efforts to convince the people that $8 million was spent to concrete a mile of Faber’s Road. That reminds Belizeans of this saying, “Captain Foot money gone, but nobody know we e gone.” We don’t need a Belize in which our people are given “Pickens” for Christmas, after corrupt politicians and their cronies have made millions for themselves. This crowd in Belmopan are the masters of mismanagement and corruption. They have to go. We need a Belize in which the many resources of the country are used for the benefit of the people throughout the year not only at Christmas time.
