According to the letters, both dated January 11, 2019, approximately half the money will be sent to the University, while the other half will be given to them personally to deal with travel and living expenses while in Italy. This is the typical modus operandi of a worthless United Democratic Party under the leadership of lame duck Prime Minister Dean Barrow. Belizeans will remember that leading up to 2008, it was widely believed that Dean Barrow, desperate for power, promised certain favours to certain union leaders and their family members to ensure their support. When the BNTU stood strong and went on strike in 2016 to demand good governance and an end to corruption from the Barrow administration, the NTUCB and the APSSM were noticeably silent. In fact, it is believed that the lack of support from these unions were what caused the BNTU to finally fold after 11 days. To see Frazer of the APSSM and Willoughby of the NTUCB now benefitting from $80,000 from Education coffers to go to Italy is enough to leave a very bad taste in the mouths of Belizeans. This is a shame and a disgrace on another level completely. Both Frazer and Willoughby are very successful public officers. Frazer was recently appointed Chief Magistrate, while Willoughby works out of the DPP’s Office as a Crown Counsel and also practices law on the side. Both could certainly afford to pay for their studies if they wanted to do so. So it is a travesty that taxpayers must now bear this burden. Every year we see the brightest Belizean children dropping out of school because their parents cannot afford the high cost of education. Every year we hear heart-breaking stories of children and youth who are forced to give up their dreams, because they have no access to

Farmers cannot sell their local harvest of 450,000 pounds

Belize City: Thursday 7th February 2019 By: Osilbz@np Potato farmers in San Carlos Village are faced with an excess supply of potatoes and are being forced to sell this perishable commodity at a low market price. There are approximate 450,000 pounds of potatoes being harvested in that northerly village that will go to waste if farmers don’t get a fair wholesale price. Orange Walk South Representative Abelardo Mai who visited the area to assess the situation told this newspaper that these farmers were up against an unfair situation, especially because potatoes must sell off fast but at a fair market price. Presently, there is a large amount of imported potatoes on the market and farmers find themselves selling at give-away prices in order to break even with their investments and pay off their outstanding loans or seeing their crop rot to waste. This year local potato farms are yielding an excess supply, but it is a hard sell, especially because the consumer market is saturated with potatoes imported from Mexico. This is the dismal situation local farmers have to deal with every year for the last three years. The Ministry of Agri-

culture and its Supplies Control Unit has no consideration for our local farmers. This week a farmer brought 2000 pounds of potatoes to market and only sold off a quarter of his cargo. He returned home with three-quarters of his load because unscrupulous wholesalers are abusing the situation and are only offering as low as 50 cents per pound, which is unfair. Some farmers are compelled to sell off for that miserable price because they have financial obligations pending and must be met. In the village of San Carlos, there are about 25 farmers facing this situation. They have worked tirelessly on a combined area of 35 acres to yield a higher-quality product but are now facing this unfair struggle of getting a better price for their crop. In February of 2017, potato and onion farmers faced the very same situation with their products. However, this year this government continues to issue import permits for potatoes and other home-grown commodities to well-connected cronies. Farmers are still waiting what the then Minister of Agriculture Godwin Hulse promised. He committed to build a storage system along with the establishment of a price commitment to benefit farmers. To date this has not materialized. Just another broken UDP promise.
eys continue to benefit while the really deserving Belizeans are left by the wayside. But there is hope coming. Very soon, in a matter of months, the UDP will feel the bukut of the Belizean people, just as they have given the people the bukut for more than ten years. And all eyes will then be on those who have gotten rich off the UDP, and rich off the public purse. Let those who have ears to hear, heed this message.
By: Osilbz@np Belize City: Wednesday 6th February 2019 The infamous night club that was built in the middle of the beachfront area of BTL Park is not operational. The principals are unable to operate because they do not have a valid liquor license, a trade license nor a lease agreement to operate the business. Last week the Belize City Council served the principal owners with a 30 days’ notice of termination of the lease. Following the September brawl between rival gangs and the subsequent shooting and death of Asher Saunders in December, the public has been demanding answers from its new PUP City Council as to why the establishment was allowed to sell alcohol at the family friendly park. The contract to operate a bar/nightclub in the middle of a family park was the brainchild of the previous UDP City Council and it involved the then Deputy Mayor who was one of the principals. Mayor Bernard Wagner had to examine several ways to resolve this issue. The Trade Licensing Board met and denied them an operating permit until they meet certain criteria. The Liquor Licensing Board also could also not grant a license since the principals of Pier 1 did not show up for the meeting Mayor Wagner said that it is the Council’s belief that the area should be a more family friendly environment especially since he is exploring ways to be recognized as a sustainable Child Friendly Municipality.

BUENAS GOOD INTENCIONES INTENTIONS

ne of the arguments that the Yes voters try to persuade Belizean patriots with is that the Belize-Guatemala dispute has been around for quite some time and it is time to settle it. They claim that they want to solve the issue and avoid burdening yet another generation of Belizeans with a load so heavy to bear. Bear in mind that they will tell you that all their arguments for a Yes are based on fact, not feelings. However, they themselves are not averse to inciting fear, perhaps the most feral of emotions, to get what they want. They paint a picture reminiscent of the Armageddon should we refuse to go to the ICJ. Is that not fear mongering? The matter of this dispute is a very emotional one and it is not logical or even realistic for that matter to deny the human component. We are not merely dealing with land or borders, we are in fact dealing with people, their families and their lives. For many people living along the border points between Belize and Guatemala, there has always been a REAL border. They have lived with the border for generations. In the case of Melchor de Mencos and Benque Viejo del Carmen, these communities learnt to live in a kind of perfect symbiosis. School children from Melchor come to school in Benque to learn English and many people from Benque, and Belize on a whole, access health care across the neighbouring Melchor and further into Guatemala. These communities share many traditions and culture, history, and yes family. Take a look at an even more interesting community along the border, Arenal. This village sits on top of the borderline. One part of the village is in Guatemala and the other in Belize. The football Continued on page 4

Afirman que quieren resolver el problema y evitar gravar a otra generación de Beliceños con una carga muy pesada para llevar. Tenga en cuenta que le dirán que todos sus argumentos para un Sí se basan en hechos, no en sentimientos. Sin embargo, ellos mismos no son reacios a incitar el miedo, quizá la más salvaje de las emociones, para conseguir lo que quieren. Pintan una imagen que recuerda al Armagedón si nos negamos a ir al CIJ. ¿No es eso promover temor? El asunto de esta disputa es muy emotiva y no es lógico ni incluso realista por ese motivo, negar el componente humano. No nos limitamos a tratar con la tierra ni las fronteras, de hecho estamos lidiando con las personas, sus familias y sus vidas. Para la mucha gente que vive a lo largo de los puntos fronterizos entre Belice y Guatemala, siempre ha habido una frontera REAL. Han vivido con la frontera por generaciones. En el caso de Melchor de Mencos y Benque viejo del Carmen, estas comunidades aprendieron a vivir en una especie de simbiosis perfecta. Los niños de la escuela de Melchor vienen a la escuela en Benque para aprender inglés y mucha gente de Benque y Belice en general acceden la atención médica del vecino Melchor y aún más adentro en Guatemala. Estas comunidades comparten muchas tradiciones y cultura, historia y también familia. Echemos un vistazo a una comunidad aún más interesante a lo largo de la frontera, Arenal. Este pueblo se encuentra en el borde de la frontera. Una parte del pueblo está en Guatemala y la otra en Belice. La Plaza de fútbol se divide de tal manera que una portería está en el lado guatemalteco y el otro está en el lado beliceño. plaza is divided such that one goal post is on the Guatemalan side and the other is on the Belizean side. They have lived in harmony that way for generations as neighbours, as friends and as a family. These are just a couple of examples that prove that when left alone people will find a way to co-exist and more often than not, thrive very happily. The problems most usually arise when people who claim to know better, come around to push their own policies and back-door agendas. Most of the time the experts have no genuine first-hand experience of living in these communities, why if truth be told, a few have long since chosen to reside in other countries. There are whizzes who have long made a lucrative living from expounding their expertise on the Belize-Guatemala dispute. These want to go to the ICJ. Is it really only for the greater public good? Or is it that some would continue to profit from an issue that they continuously pick at like a scab? The educational campaign which was supposed to be informative has been one-sided. Monies have been used exclusively to push the Yes vote. There have been rumours that certain eminent scholars have formed NGO’s to continue to generate proceeds from an issue they are now forced to portray as catastrophic and from which only they and the ICJ can save us. Litigation we all know is extremely expensive. If the nepotistic tradition remains, then we can only imagine the possibilities as to who will represent Belize at the ICJ. If indeed history repeats itself, then we must prepare for the worst looking at the bleak record this UDP Government has for losing its litigation processes. UDP failure has cost Belizeans in the millions. They will say they are doing it for the next generation, for who they are willing to go to ICJ to the tune of millions in legal fees. However, they are unwilling or unable to even provide an adequate and steady supply of potable water to students in the South. The self- proclaimed intellectual elite of this nation will tell you that they mean well for Belize. They will try to convince you they have nought to gain. They will talk about their good intentions…but we have been down this road before…and we know where it leads. #NO2DICJ

Ha habido rumores de que algunos eminentes eruditos han formado ONGs para continuar generando ganancias de un tema que ahora se ven obligados a representar como catastrófico y de la cual sólo ellos y el CIJ pueden salvarnos. Los litigios todos sabemos son extremadamente caros. Si la tradición nepotista sigue siendo, entonces sólo podemos imaginar las posibilidades de quiénes representarán a Belice ante la CIJ. Si de hecho la historia se repite, entonces debemos prepararnos para lo peor mirando el récord sombrío que este gobierno UDP tiene para perder sus procesos litigiosos. Los fracasos del UDP le han costado a los beliceños muchísimos millones. Dirán que lo están haciendo para la próxima generación, para quienes están dispuestos a ir a la CIJ al costo de millones en honorarios legales. QUESTIONS TO THE MINISTERS 1. Will the Minister of Education please say if one of Government’s education priorities is make-up artist? And if so will the Minister also say if Miss Domingo’s scholarship grant was given to her because of special connections? 2. Will the Cabinet please inform the nation if they approved the $40,000 scholarship for Jackie Willoughby to study in Italy and will the Cabinet also say if this money would not have been better spent giving assistance to Belizeans to pursue their studies at UB? 3. Will the Minister of Works please inform the Belizean people who is responsible for the design flaw that they admitted to with respect to the Phillip Goldson Highway and who will be held accountable for this design flaw? 4. Will the Minister of Lands please tell the Belizean people if there was ever a plan to take the football field away from the children of Belmopan who play on the United Evergreen football field as compensation for the Chinese businessman who was owed $600,000? 5. Will the Prime Minister please inform the people of San Antonio Toledo for how much longer will their water crisis continue and also is Cabinet aware that every Belizean have a right to potable water? 6. Will the Minister of State in the Ministry of the Public Service please inform Belizean how often he goes to work? And will the Minister also say if the reason he is not going to work is due to his frustration with the incompetence in his ministry?

Today I want to begin by saying Thank you. Thank you for your honesty, for your frankness and most important, for the respect you showed during our ICJ consultation. Going across the country to listen, you strengthened my conviction that we are still the greatest political Party in this nation. You renewed our commitment to social justice and you proved that you are ready to fight for Belize. You have heard me say again and again that the People’s United Party has talented people with the right ideas to build this nation. This was reaffirmed during my listening tour when from villages in the south to the beaches of San Pedro; from Independence Hall to Crystal Palace you came out in large numbers and shared your concerns with me about the upcoming referendum. The declaration you unanimously supported today is called the People’s Declaration because it came from you. You told me we needed more time. You told me Belizeans need more information. You told me the government was not doing enough to inform the people. You told me you did not like what the Foreign Minister was saying to the Belizean people. You told me you wanted to see Guatemala respect our rights in the Sarstoon and you told me that until these and other concerns are addressed then we say NO to the ICJ. During the tour I told you that our Party is more than just the leader; that the PUP is more than the executive and the standard bearers. I told you that the strength of our party comes from the thousands of Belizeans who march with us, who campaign with us, who fight with us, and the thousands of Belizeans who vote for us. So today we have a declaration that was of the people, by the people and for the people. This is your declaration and this is your way of letting everyone know that you are the true owners of the PUP. So again thank you for being true to our PUP commitment to democracy. This year as we get closer to that day when we will get rid of this corrupt, incompetent UDP government, we have to be in a state of readiness. We also have to keep up the pressure on the UDP, exposing their corruption and showing everyone what a worthless bunch they are. So for us 2019 is a year of readi-
ness and sustained resistance. How do we resist? We have to keep exposing their corruption; exposing their nepotism and cronyism. We have to tell people about their incompetence and expose all that is happening in the Ministry of Works, and in the Lands Department. Tell everyone that this UDP Government is the most corrupt and incompetent Government in the history of our nation. And tell everyone it is time for them to go. NOW -- How do we get ready? First, all of us must work together to ensure that our PUP supporters who have not yet registered get registered. And our standard bearers have to make sure that all our people who registered appear on the voters list. Second, we have to go into our communities and share our People’s Declaration with our neighbors and friends and on 10th April we need to get our people to the polls. Third, all of us must get involved in the upcoming Village Council Elections. Whether you live in town or in the city, we want our PUP soldiers in the urban areas to join with our leaders and campaigners in the villages to help deliver victory for the PUP in the Village Council Elections. Everywhere in Belize our job now is to get up and work to bring victory for the PUP because as Cordel said, when the PUP wins the people Win. Ladies and gentlemen, we have to be ready to fight. We have to work together to develop a victory plan so that whenever Dean or whichever of his corrupt UDP standard bearers who become leader call the elections we will be ready to run them out of Belmopan. The weapon we will fight the UDP with is the truth. Combined with hard work and dedication, our message is that the PUP is Ready! We are Ready to Build Belize. Ready to give our children a good education. Ready to create good jobs for Belizeans Ready to work together to help our people get better homes in which to live and to have access to decent health care. We will make sure that our entrepreneurs get our economy moving again; creating new jobs so that our people can earn a decent living and we will increase the minimum wage because in a country as rich as

ours no one should be begging in the streets; no one should be homeless and no one should feel hopeless. We can do all these things because we have good people in Belize and we have good people in the PUP who are not afraid to work. Our message is very clear, in the PUP we are about people. In the PUP we believe in helping those who need a hand up so they can take care of themselves. We are not going to Belmopan to create new millionaires, but let me tell you this; we are going to Belmopan to put those corrupt and dishonest UDP’s in jail. Any of them who have ripped us off and stolen from the Belizean people better understand that if you broke the law we are coming after you and if found guilty you will go to jail. My friends, as I listened to you nothing was clearer than your desire to live in a better country. You said that you are tired of the corruption,
tired of the crime and the violence and tired of Dean Barrow and the UDP. We are going to fix it all with hard work, good plans and ideas and zero tolerance on corruption. So spread the word, the UPD days are numbered. Their day of reckoning is coming soon and when that day comes we in the PUP will work to make our country safe again! February is known as the month of love and we all know that PUP da love, this is a part of our true blue philosophy. We love this country and we love the Belizean people and that is why we are once again ready to restore hope to our people. Ready to put things right again; to return our country to better days filled with progress and prosperity and we are ready to build a Belize that works for everyone. Personal Leave Mr. Barrow is out of the country again on personal leave. We’re not sure who’s in charge. It doesn’t seem like anybody is in charge most of the time. On personal leave again. Okay. We just wanted you to know. It doesn’t make much difference really. It’s not like he does anything when he’s here visiting Belize for brief moments during his jet-setting all over the world. Paulette under Fire Finally somebody in the PSU is paying attention to the outrageous attempt to plunder our public coffers so that the privileged and wealthy can stay privileged and get wealthier. Let’s be real. Sedi Elrington is a millionaire Minister of Government and his daughter works for him. How dare they expect the people of Belize, most of whom live in poverty, to keep paying her $200,000 a year while she studies in Jamaica, and then find another $200,000 to pay somebody else to replace her? These people have no shame to even ask. Don’t they understand that there are children who can’t even afford to go to school, and many who go to school without even the benefit of a meal? Cha man. We think the PSU took too long to wake up. Belizeans need to know now – what is the status of Paulette Elrington? Is she still getting that $200,000 even though she has left her post? Scandalous It gets much worse. The Belize Times has gotten copies of letters proving that the Ministry of Education is giving Jackie Willoughby and Sharon Frazer $40,000 each to go get their Master’s Degrees in Italy. This stinks on so many levels, especially for those who remember how the UDP destroyed the unions during the 2008 campaign by buying out the leaders. Both Willoughby and Frazer have served very senior roles in their unions. Both have been accused of being less than ready to move against GOB when the time is right to make a statement. And now both get to go to Italy, thanks to GOB. It stinks. And then there’s the other thing. My God. Both these women have very high-paying jobs. Both these women are successful professionals. And let’s just say they’re not young anymore. How in hell can the Ministry find $80,000 to give these two women, but so many young, intelligent, poor, disadvantaged Belizeans have NO opportunity to go study anywhere because the government says it has no money? This is a shame. This needs to be investigated. Check this one And get this one. Minister Patrick Faber has also decided that the Ministry of Education has $10,000 to give Tania Tanesha Domingo (any relation to Deborah Domingo, CEO in Education?) to go get a makeup certificate in California. Somebody kill me now. We kid you not. Poor kids dropping out of school left, right and center. The brightest young minds having to give up their dreams because there is no money for them to pursue their education. And the Government can find $10,000 so a makeup artist can go take a makeup course. Personally, we think that this is one the Minister of Education should have paid out of his own pocket, but that’s about all we’re willing to say about that at this point. Everyday they’re hustling Word reaching the Belize Times is that ex-Corozal Mayor Hilberto Campos, with the tag team of his sister to manage the finances, is making big waves at the Corozal Free Zone. It’s very funny. On the face of it, he seems to be cleaning house, and is even taking some prominent UDPs to Court for financial irregularities at the Free Zone. But everybody who knows Campos knows this is a sham. Political observers told us that Campos is likely only getting rid of all the petty hustlers at the Zone so he can take the whole pie for himself. That’s what they said. We didn’t say it. But people have noticed that everywhere Campos goes, he takes his sister to handle the finances. Bowl 53 at a friend’s house on St. Thomas Street. Police say he went out on the verandah following the half-time show for a drink, and was called out by someone passing through the area. Police report that as he went to meet the person shots rang out, and a few minutes later, Hemmans’ host came out to find him near death; he would pass on at the hospital.
Both police and Hemmans’ family agree that he personally stayed on the straight and narrow. But police do suspect that his demise was a result of the reputation of the house where he was hanging out, which they say was searched several times and associated with various shady characters. Police continue to hunt for his killer. Meanwhile, two other Belize City men were menaced with guns, one injured. About an hour before Hemmans’ murder, on the George Price Highway, 27 year old Devon Faber had just arrived

2019 home when gunfire came from a passing vehicle. Faber was hit in both arms and rushed immediately to hospital where he was treated and released. Police spoke to him but say he was unable to give them much assistance in identifying his attacker. And, around 9:00 p.m. Tuesday night, 25 year old Kishawn Dennison was accosted at the corner of Antelope Street and shot at twice with a .380 firearm, but the gun snapped and Dennison escaped with minor injuries. Police are looking for two persons to assist in this investigation.

Feb. 7, 2019 There were three fatal traffic mishaps over the weekend, of which the most serious was the unnecessary, senseless loss of life of a teacher from Belize City. 23 year old Marilena Mortis was crossing the speedway section of the Philip Goldson Highway from the direction of her mother’s residence on Dolphin Drive, having jumped one of the concrete barriers set in place to divide the widened highway into four lanes and eventually six. She was, according to police, struck by oncoming traffic headed toward Belize City. The driver remains in Police custody up to press time. The incident is the first fatality to our knowledge directly linked to the ongoing re-construction of the highway, initiated in 2016 after contracts by Cisco Construction were signed in 2015. Safety advocate and first responder to the incident, Philip “Faada” Henry, claims more individuals have been injured or killed because of the ongoing issues with the highway and that the project was not designed with pedestrians in mind. Cisco’s Contracts Manager, Arsenio Burgos, reported in 2016 when the work began that the first half – from the
Haulover Bridge to the Airport Road in Ladyville – would be completed between 15 and 18 months, resulting in a repaved two-lane highway with proper lighting, signs and other features. The second half of the project, going east from the Bridge to the Buttonwood Bay Boulevard roundabout, would take up to 2 years and see the raising of the road by a foot and a half and reinforcement of the road bed and shoulders. The company, he said, aimed to take as little time during the day as possible to avoid massive delays for commuters. Burgos warned at the time that drivers would have to plan for coming in and out of the City, as the median being put on the highway would prohibit left-handed turns along the route. The design features commuter lanes and bus lanes alongside regular traffic. But residents of the heavily-trafficked area, which features many prominent businesses along residential areas, say they get around the inconvenience of having to walk down to the nearest roundabout or pedestrian crossing to get over by risking jumping the barriers – which in the case of Mortis, carried fatal consequences. The project, which includes replacing the Haulover Bridge, will eventually cost up to 85 million U.S. dollars, of which 30 million Belize dollars was borrowed from the Caribbean Development Bank and another 24 million from the OPEC Fund; Taiwan has also chipped in with some funding. Cisco’s two contracts are a total value of 34.4 million Belize dollars, leaving a significant amount of funding remaining, though Senator Dr. Carla Barnett told the Senate in October of 2017 that the various engineering improvements resulted in construction “being even more expensive than was originally contemplated and same will be true of the portion between Belize City and the Buttonwood Bay Boulevard. The reality is that we are building roads in areas that have been traditionally river delta, wet lands, under mangrove, all that implies additional costs. The
original estimate for the bridge, the original funds allocated for the bridge did not have designs, at the time the loan was being considered.” Also on Monday morning, a few hours earlier, jockey of Scotland Halfmoon Village, Belize District, 27 year old Kristian Tillett was driving towards the village on the Burrell Boom Road when he lost control of his Mitsubishi SUV, which flipped several times before coming to a stop. Tillett was flung from the vehicle to his death, while his wife and another woman escaped with minor injuries. The incident occurred around two-thirty a.m. and police say that they have not been able to ascertain what caused the fatal accident. And up north in the area of San Joaquin, Corozal, a man on bicycle was apparently knocked down between miles 78 and 79 on the Philip Goldson Highway around 1:00 a.m. on Monday. He has since been identified as 61 year old Mexican national Carlos Galvan, a cultivator from Xaibe who had gone out to plant crops on Sunday but failed to return home on time. Police are asking anyone with information to come forward.

Since the start of 2019 there have been three major increase in fuel prices. • On January 25th, 2019 the price of regular gasoline rose by 20 cents taking the price from $9.31 to $9.51 per gallon. • On January 29th, 2019 the price of premium gasoline rose by 19 cents taking the price above $10.00. From $9.95 to $10.19 per gallon. • On February 6, 2019 the price of diesel went up by a whopping 66 cents taking the price from $9.31 to $9.97 per gallon. • On February 6, 2019 the price of kerosene which is used mostly by the poorer Belizeans will have to find 63 cents more. The price went from $6.82 per gallon to $7.45 per gallon. This UDP administration blindfold the hardworking Belizean people with sorry excuses sent out by the Govern-

On Wednesday January 30th, 2019 the Belize City Council (CITCO) held a conference on domestic violence which is seen a national crisis in our country. We started the year 2019 with five murders, the fourth one being the stabbing death of 37 years old Anita Pineda at the hands of her common-law-husband 35 years old, Angel Rueben Cassasola. According to reports, Pineda was suffering years of abuse by her common-law-husband. Domestic violence is not physical violence alone, it is any behavior which is sexual, emotional, psychological or financial abuse, committed by a person against a spouse, child, de facto spouse, or any other person who is a member of the household of the applicant or the respondent. According to a study done by the Women’s Commission, majority of cases of domestic violence goes unreported and the number of cases are far higher. Crime statistics provided by the Belize Police Department indicated that between 2006 and 2014 there were 96 cases of femicides, which averages to 10.6 per annum. The highest being in Belize, Cayo and Orange Walk District. Commissioner of Police, Chester Williams said that the Belize Police Department is working on a domestic violence protocol. This protocol will entail that once a domestic abuse victim goes to make an official recorded statement, court action will be taken. If a victim does not want court action he/she must appear before the magistrate
and make that request. Under this protocol, the Police Family Domestic Unit will be moved from inside the police compound to an independent location. Among other staff, the unit will have its own in-house gynecologist, counselor and psychologist. This unit is expected to be up and running by the ending of March, 2019. COMPOL Williams said “it is our moral obligation to help our brothers and most importantly our sisters who are victims of domestic violence.” There are several resources available to women who suffer domestic violence. These include Non-Governmental Organizations, safe homes, the Family Domestic Violence Unit that operates 24 hours and the Women’s Commission. In her presentation, social and political activist, Carolyn Trench-Sandiford said “Domestic violence is messy, it requires a change in mindset, it goes beyond discussion on laws, the breakdown of relationships and safe houses; it is beyond an understanding of the historical and root causes and manifestations of abuse; It is so much deeper, as it must deal with unresolved pains and issues that fester within a person; it is about how to nurture a more compassionate and non-violent society; it is about putting back together broken hearts, and minds and spirit, dedicated to bringing about a Belize of prosperity, of opportunity, of hope, of peace and love for each other. It is about each of us taking action.”

GLOBAL WARMING IS ACCELERATING FASTER THAN EXPECTED By Dr. Pedro Villegas “Global warming threatens our health, our economy, our natural resources, and our children’s future. It is clear we must act”. –Eliot Spitzer– Scientists say the world’s oceans are warming far more quickly than previously thought, a finding with dire implications for Climate Change because almost all the excess heat absorbed by the planet ends up stored in their waters. A new report, found that the oceans are heating up 40% faster on average than a United Nations panel estimated five years ago. The researchers also concluded that ocean temperatures have broken records for several straight years. As the planet has warmed, the oceans have provided a critical buffer. They have slowed the effects of Climate Change by absorbing 93% of the heat trapped by the greenhouse gases humans’ pump into the atmosphere. But the surging water temperatures are already killing off marine ecosystems, raising sea levels and making hurricanes more destructive. As the oceans continue to heat up, those effects will become more catastrophic, scientists say. Rainier, more powerful storms like Hurricane Harvey in 2017 and Hurricane Florence in 2018 will become more common, and coastlines around the world will flood more frequently. Coral reefs, whose fish populations are sources of food for hundreds of millions of people, will come under increasing stress; a fifth of all corals have already died in the past three years. People in the tropics, who rely heavily on fish for protein, could be hard hit, said Kathryn Matthews, Deputy Chief Scientist for the conservation group Oceana. “The actual ability of the warm oceans to produce food is much lower, so that means they are going to be more quickly approaching food insecurity”, she said. Because they play such a critical role in global warming, oceans are one of the most important areas of research for Climate Scientists. Average ocean temperatures are also a consistent way to track the effects of greenhouse gas emissions because they are not influenced much by short-term weather patterns. In fact, Oceans are really the best thermometer we have for changes in the Earth. But, historically, understanding ocean temperatures has been difficult. An authoritative United Nation Report, issued in 2014 by the Intergovernmental Panel on Climate Change, presented five different estimates of ocean heat, but they all showed less warming than the levels projected by computer climate models, suggesting that either the ocean heat measurements or the climate models were inaccurate. Since the early 2000s, scientists have measured ocean heat using a network of drifting floats called Argo, named after Jason’s ship in Greek

mythology. The floats measure the temperature and saltiness of the upper 6,500 feet of the ocean and upload the data via satellites. But before Argo, researchers relied on temperature sensors that ships lowered into the ocean with copper wire. The wire transferred data from the sensor to the ship for recording until the wire broke and the sensor drifted away. That method was subject to uncertainties, particularly around the accuracy of the depth at which the measurement was taken. Those uncertainties hamper today’s scientists as they stitch together XX Century temperature data into a global historical record. In the new analysis, scientist assessed three recent studies that better accounted for the older instrument biases. The results converged at an estimate of ocean warming that was higher than that of the 2014 United Nations Report and more in line with the climate models. The waters closest to the surface have heated up the most, and that warming has accelerated over the past two decades, according to data from this new study. As the oceans heat up, sea levels rise because warmer water takes up more space than colder water. In fact, most of the sea level rise observed to date is because of this warming effect, not melting ice caps. There are still absent global actions to reduce carbon emissions. The warming alone would cause sea levels to rise by about a foot by 2100, and the ice caps would contribute more. That could exacerbate damages from severe coastal flooding and storm surge. The effects of the warming on marine life could also have broad repercussions. As the ocean heats up, it is driving fish into new places, and we are already seeing that that is driving conflict between countries. It is spilling over far beyond just fish, it is turned into trade wars. It is turned into diplomatic disputes and it is led to a breakdown in international relations in some cases. A fourth study reviewed by the researchers strengthened their conclusions. That study used a novel method to estimate ocean temperatures indirectly, and it also found that the world’s oceans were heating faster than the authors of previous studies estimated. We are warming the planet but the ocean is not warming evenly, so different places warm more than others. And so, the first consequence will be that sea level will be different in different places depending on the warming. If immediate actions are not taken, 2019 is going to be the warmest year on record for the Earth’s oceans, as 2018 was the warmest year, and 2017 was the warmest year too. ICJ Referendum: A Moratorium PART 1 By: Dr. Gerald Zuniga Studies in Political Science It is not clear whether our intention of going to the ICJ is a referendum or a plebiscite? What is a referendum? What is a plebiscite? Some schools of thought consider the words to be interchangeable. Others consider them to be different in usage and meaning. What is a referendum? Plu. referenda. A referendum as defined on www.merriam-webster.com is the principle or practice of submitting to popular vote a measure passed on or proposed by a legislative body or popular initiative. What is a plebiscite? As defined in www.britannica. com, a plebiscite “is a vote by the people of an entire country or district to decide on some issue, such as the choice of a ruler or a government, option for independence or annexation by another power or a question of national policy.” A plebiscite is an important tool in participatory democracies but participatory democracies are now countable worldwide. Now it is easier to impose using the coercisive measures and entities of the state. However, a plebiscite could be binding and nonbinding. In a plebiscite, a government is not obliged to act upon the result rather accept as an advice. This is a matter of sovereignty so ideally it should be compulsory or least absolute majority and the same it should have been in Guatemala more so that they are the ones claiming or having a dispute over Belize and that their Constitution talks about a referendum to solve the dispute. After making the necessary analysis including an intuition of political moments nationally, regionally and on the world stage like the events unfolding with Brexit, like Mr. Eamon Courtney, Louis Wade Jr., Mr. Lindsay Belisle, Mr. Troy Gabb, among many others, I myself, as a Belizean citizen by birth with ancestry rooted for more than 200 years, in exercise of my political, civil, and human rights, humbly and solemnly request from our Prime Minister Hon. Dean Oliver Barrow a moratorium on this April 10th, 2019 referendum. This referendum call has placed our citizenry into a state of shock and need to be resuscitated and the only way to do so is thru balanced education and participation. There were negotiations between the parties, whom acted largely on behalf of governments than their states that the citizenry was not informed of. Neither were there assurances that the legal pathways being undergone both here in Belize and in Guatemala. Here are some reasons for my request for a moratorium as I stated in a previous article. Guatemala claim over Belize has been more political than legal and filled with a high dosage of capriciousness but we legitimized the process by poor negotiations practiced by weak negotiation teams and strategy for years who seemingly were over-
whelmed by the Guatemalan counterpart. Language is very important in negotiations. Language barrier can indeed create a barrier. However, our legitimization of the claim didn’t go thru the due process and violates both our Constitution and the Guatemalan’s. Hence, the process and the call for referenda is illegal in both countries based on their respective constitutional superstructure. Whatever was negotiated should have been presented to the House of Representatives here as a Bill, whom were granted the mandate to represent the interest of their respective constituency in the last general election and ratified by the House of Senate. Guatemala’s Congress should have also done the same and that could have overridden Art. 19 Transitory in their Constitution. It was not done. So the Special Agreement is ‘nulo ipse jure’ or null and void. The Constitution of Belize in Chapter 1 Art.2 states that “This Constitution is the supreme law of Belize and if any is inconsistent with this Constitution that other law shall, to the extent of the inconsistency, be void.” The question is, is the Governor General, Dr. Colville Young, as the Head of State, exercising the power bestowed on him by our Constitution in representation of her Majesty the Queen? Our Constitution continues by saying ‘Where as the People of Belize require policies of state which protect and safeguard the unity, freedom, sovereignty and territorial integrity of Belize.” By going to the ICJ if the majority votes yes, we will be renouncing our sovereignty because we would be granting jurisdiction to the ICJ but more so, our territorial integrity because of the question formulated, contrary to the stipulation and spirit of our Constitution. There is widespread usage of the phrase “of Guatemala’s unfounded claim”. This has to be clarified. It is important for you to know that only a court could rule that the claim is unfounded. Such ruling has not happened. Also, the fact that Guatemala has a claim because they consider it to be founded. That is precisely what we should ask the ICJ. Is Guatemala’s claim over Belize or part of Belize founded? There is where they would use the principles of international public law to rule if the claim is founded or not? Then if they rule that the claim is founded but only after exhausting negotiation and the authorization of the House of Representatives and Senate thru a Bill we grant jurisdiction to the ICJ to the solve the claim. Hence a moratorium of 10 years at minimum. Could Guatemala’s restriction of free transit on the Sarstoon River be founded? Such practice is in frank violation of international public law because what is observed internationally is that a river when a river forms the boundary of two nations, the river is of mutual benefit and no expressed protocol is used rather the principles of international relations. I will not expound on the 1859 Boundary Treaty nor on the so unpopular Adjacency Zone. Those have been expounded on by the media and other means. The risk of incursions that they argue about, however, is absurd. Not even the United States of America being a world power has been able defend and secure their border especially the southern border from incursions and invasions. They need
the help of a wall. But theirs is thousands of miles. Ours is a little over a hundred which our defense should be able to protect granted the available resources. So, the argument of incursion is naive. With all fairness to Guatemala, the incursions at our borders are not institutionalized, with the exception of the occupation of the Sarstoon River including its island. Those incursions are by rouge individuals on their quest for economic satisfaction. They even invade their own reserved area like the Mayan Biosphere in Peten. Do you react when something happen to your citizens. Yes! It is the duty of a state to protect the life and human rights of her citizens. That is what a state is organized for. Do Guatemala use it for their political benefits and even exaggerate? Yes! Those are strategies used in international relations and human beings are human beings. See what happens between Israel and the Palestinian Territory, a very good example. 2. The nation of Belize is young and fragile, only 37 years old. When you are young, you don’t go to mature people’s party. So the minimum we can do is visibilization. How can we go about with our visibilization process? It is important to internationalize the matter. We need to let the world know about this dispute. This is not a matter of a territory. It is a matter of a nation and a nation is a state with its people and territory and whose human rights could be violated. Belize in 2019 is not the Belize of 1859. We need to educate our nation on the matter objectively. It is not us claiming Guatemala. It is the contrary. So our strategies in our foreign policies and international relations
should reflect such. The world needs to know about us. This referendum shouldn’t pretended to be a government type election, neither a mandate. The outcome could be far reaching. Let us try to play the game right with the right equipment, players, and strategies. We can’t afford to lose this game. We only have 8,867sq miles that our forefathers bravely protected and cherished. Will the coming generations be able to say the same about us? 3. The Belizeans in the diaspora should be invited to participate. That is our leaders moral responsibility and obligation with them. That is also a recompense of their remittances which plays an important role in our unjustifiably weak economy. There are ample technologies for this to be a reality, if there is the political will. Allowing the recently nationalized Central American to vote is very risky based on the navel string phenomenon and even subconscious identity matters that could impact the results of the referendum. 4. With Art. 19 Transitory in Guatemala’s Constitution it is in vain going to the ICJ, if the majority vote yes. This is because the resolutions from the ICJ are not binding and that such resolution if we go there, must be presented to the Guatemalans in another referendum according to their constitution based on that same Art. 19. Who will finance that referendum? Are these friendly countries aware of that constitutional predisposition? El Nuevo Diario Managua Nicaragua: 4 de Febrero 2019 Bukele, el nuevo presidente electo este domingo en El Salvador, ha puesto fin a 30 años de un sistema tradicional bipartidista en esa nación centroamericana, en el que se alternaban el gobierno la ultraderechista Alianza Republicana Nacionalista (ARENA) y el izquierdista Frente Farabundo Martí para la Liberación Nacional (FMLN). Este último ha gobernado en ese país los últimos 10 años. Su ascenso al poder representaría no solo el inicio de una nueva manera de administrar la política interna en El Salvador, sino también cambios en la línea con la que se regirán las relaciones diplomáticas de esa nación. Bukele ya ha dado luces sobre la postura que mantendrá contra países como Nicaragua, Venezuela y Honduras, los cuales habían contado con el respaldo del todavía presidente salvadoreño Salvador Sánchez Cerén. “Dictadores como (Nicolás) Maduro en Venezuela, (Daniel) Ortega en Nicaragua y Juan Orlando (Hernández) en Honduras, jamás

El examen especial de auditoría interna, CUA No. 68291 del Tribunal Supremo Electoral (TSE), al que Prensa Libre tuvo acceso, detalla que en seis “Hallazgos Monetarios y de Incumplimiento de Aspectos Legales” registrados hay posibles delitos electorales cometidos por el partido Todos en la campaña 2015. En dos de estos la auditoría señala posible financiamiento electoral ilícito, un delito reformado en 2018 por el Congreso de la República elevando la carga de la prueba para demostrar la responsabilidad de los secretario general de los partidos. Prensa Libre pudo confirmar que el Inspector General del TSE, Óscar Sagastume, presentó una denuncia ante el Ministerio Público por delitos electorales, el 19 de diciembre pasado (su último día de labores antes de las vacaciones de fin de año), un día después de ser consultado por este diario por el atraso en analizar la auditoria electoral finalizada un año atrás.

Esta auditoría especial concluyó en diciembre de 2017, pero no fue sino hasta el 6 de diciembre de 2018 que se sancionó por faltas administrativas al partido por US$70 mil, por parte del Registro de Ciudadanos del Tribunal Supremo Electoral (TSE). La poca celeridad del TSE, en el traslado del Examen Especial sobre el partido Todos, provocó que el expediente tardará casi un año en llegar a la oficina del Inspector General, la entidad que podría denunciar penalmente. En consecuencia, a pesar de la gravedad de los hallazgos, a diferencia de otros partidos como el oficialista Frente de Convergencia Nacional, FCN-Nación; Unidad Nacional de la Esperanza, UNE; o Encuentro por Guatemala, EG, el partido Todos no ha enfrentado investigaciones penales, hasta ahora. El inspector aseguró el 18 de diciembre pasado que “la investigación se da según los hallazgos que se dan, no hay plazo”. El responsable de la entidad auditada es el secretario general del partido Todos, el diputado Felipe Alejos Lorenzana, actual primer vicepresidente del Congreso.

En seis de los “Hallazgos Monetarios y de Incumplimiento de Aspectos Legales” el auditor a cargo había recomendado en diciembre de 2017 su traslado al MP para que la fiscalía especializada determinara si hay fundamento para una denuncia por delitos electorales. En otros dos “Hallazgos por Deficiencias de Control Interno” la auditoría determinó irregularidades en el manejo de las cuentas del partido y el posible ingreso de dinero a la campaña sin registrar. Denunciados en el MP Los hallazgos denunciados a la Fiscalía de Delitos Electorales fueron el número 1, 4, 6, 7, 8 y 10. En dos de ellos, el 6 y 10, la auditoría había encontrado indicios de financiamiento electoral ilícito. El hallazgo 1 detalla la diferencia entre los reportes enviados por el partido, por una deuda de anuncios de televisión por cable, y lo reportado por la empresa contratada. En el mismo se detalla también una deuda reportada por Todos por el alquiler de la sede nacional del partido por Q173 mil 221 (incluyendo servicios de energía eléctrica y teléfono). La compañía Servicios Innovadores de Comunicación y Entretenimiento S.A. (Tigo Star) informó al TSE de una deuda por Q6 millones 449 mil 89, según los reportes del TSE, mientras que el partido un saldo por pagar de Q6 millones 254 mil 6 con 55 centavos. Tigo declinó brindar declaraciones al respecto. El reporte de “Integración de Programa en Cable” presentado por Todos al TSE detalla que los Q6.25 millones en anuncios se realizaron entre junio y septiembre de 2015 para la campaña de: “Alfonso Portillo y Chalo —Lizardo— Sosa”.
