Belmopan City, Wednesday February 7, 2017 Candelaria Saldivar-Morter, sister of Minister John Saldivar, was possibly the first public officer in charge of the Immigration and Nationality Department to be completely candid and straight to the point with the Senate Select Committee. In her hours-long testimony on Wednesday, February 8, 2017 she threw Godwin Hulse under the proverbial bus, stating “For me, what the Auditor General put out, myself and Minister Hulse knew.” Saldivar-Morter continued to say that, “... We need a complete reform and structuring. Otherwise, 10 years from now, we'll be having another Senate Hearing." Tuesday, February 7, 2017 Despite valid concerns expressed, the Barrow administration is forging ahead with plans for re-division/re-districting before re-registration is held, ignoring its own 2012 Statutory Instrument that set the deadline for re-registration as 2017. With this delay, it will be almost two decades since the last such exercise was held. The Elections and Boundaries Commission (EBC) chaired by UDP insider and former Minister Douglas Singh has prepared and is following a 9-page timeline for electoral processes and events from now until the General Elections in 2020. According to that document, a task force is to be set up to head the re-districting exercise and sometime this month, a bill will be prepared to amend the Representation of the People’s Act to formally delay the July 2017 reregistration exercise to a later date. That date as per the EBC’s timeline is July 1st to August 31st, 2018. As we have shared in previous stories, the intention is to delay this exercise until after the Municipal Elections scheduled for March 7th, 2018. In September 2017, the task force is expected to submit to Cabinet (after the review of electoral boundaries) a final report and proposal on re-districting and then that will be taken to Parliament sometime that same month. By October 2017, the exercise should have been completed giving way for the planning of the Municipal Elections to begin in October. The Elections and Boundaries Department (EBD) intends to hire temporary staff to assist with re-registration between March and April of 2018. After the re-registration concludes at the end of August, the new Register of Electors should be published in November 2018 and will be available for inspection and challenge if necessary. Village Council Elections would commence in June 2019 and the 2020 General Elections would be called in November as outlined in the timeline. The People's United Party has condemned the decision of the UDP Government to proceed in this manner as a “blatant act of political convenience when the national interests and the preservation of our democracy demand that we update our outdated, padded and illegal electoral rolls.” The recent admission by former Immigration Director Ruth Meighan confirms that there are people registered to vote who should not be on the voters’ list. Singh however has stated that even if that is the case, it cannot be a concern for Elections and Boundaries because they cannot challenge the legitimacy of a legitimate document even if it was illegitimately obtained. He stated that these people would be free to re-register unless the Com-
plain as a Former CEO In charge of the Immigration and Nationality Department. The hearing finished very close to press time, and so the Belize Times will examine it in greater detail in our next week’s issue, but Saldivar, made this point very strenuously. She said, “For me, yes, you're saying 'oh, there are these issues that the Auditor General reports’, but nothing in these Auditor-General's reports was a surprise to us, and that is the reason why we went into the whole session, and we put so much emphasis, especially myself, in terms of getting the working group to push to come up with a recommendation because we realized that if we stay and sit back and try to fix all the little things within, we will still have the problems at the end of the day…. and I think the public knew. What we need is a fix, and until we look at that fix, we could always point fingers, and we could always say. But we need to do that…” Though none of the UDP’s are willing to acknowledge the corruption that permeated the department during this time, Saldivar asserted to the Senate that the Immigration Ministry tried and failed to keep that department honest, and that they were heaving from one scandal to the next. Saldivar explained, "We tried the Ministry tried, like I said, worked hand in hand with the Director of Immigration. But I don't know if during the period, 2012 to when I left, 2015, we had so many issues that side-lined whatever kinds of work that we wanted to do that we had to deal with, like emergency issues. We had the issue with Dyck, Wilhem Dyck, and then after that, we had the issue with Won Hong Kim, and then, and so, each time you tried to put things in place, you're side-lined by some scandal which takes you away from trying to put in place some of the things…there was no bandaid fix for what was wrong at the Immigration and Nationality Services Department.” In our next issue, we’ll show you how she herself had to explain why she was lumped in as one of those UDP officials who intervened at the Immigration Department.

Belize City, February 7, 2017 On Monday February 6, 2017, inside the empty courtroom of Justice Sonya Young, a landmark judgment in Claim No. 171 of 2016 was handed down. In the case of Janine Vega v Laura Blanco and Julio Blanco, the owners of PayDay Advance & Ezy Loans Pawning located in Orange Walk Town, the Judge considered the law and sided with the borrowers, ruling that it is illegal for more than 4% interest per month to be charged on any loan offered by pawn shops or moneylenders.The Judge further stated that it is unlawful for those companies to seize a customer’s assets, provided as security for the loan. The Supreme Court in this decision struck down an illegal rate of interest of 120% per year. It sternly ordered that land which was unlawfully transferred by the Pawn Shop be returned “forthwith.” The twenty-three page judgment delivers a decisive blow to pawn shops and moneylenders in Belize. It is doubtful that any of those institutions charge anything near 4% interest per month for loans, and in some cases desperate customers are charged up to 25% per month. Those exorbitant rates of interest have made it possible for those companies to form one of the most lucrative industries in the country today. In this particular case, the Vegas secured a loan for $3,500 from the Pawn Shop They were forced to sign open transfers for over 30 acres of prime farm land valued at BZE $62,400.00 as security for the $3,500 loan. The Vegas repaid $1,000 after which they fell into hard times and secured an extension to pay but the pawn shop refused to provide the rate of interest and gave two months to pay. Having not met the deadline until three months passed, the Vegas returned with the full outstanding balance as calculated by the pawn shop. That is when they were turned away and told that the pawn shop owners had already transferred the property into their own names. The Vegas took the matter to Court, hiring attorney Kevin Arthurs, who then proceeded to seek to have the Court declare that the transaction was illegal and unenforceable against the Vegas. The BELIZETIMES was advised that there is a Money Lender’s Act which is at Chapter 260 of our laws. This regulates how Pawn Shops are to operate. It is by all accounts bent in favor of the borrowers and Continued on page 7 mission makes the recommendation to review these matters with the objective of revoking their citizenship. He added that were this the case, it would be even more reason to wait for a re-registration because then these people would NOT be able to re-register. As we cited in our previous edition, Singh also takes the view that a Municipal Election will only affect some 50 percent of the population because the rush for such an exercise is more likely to occur for a General Election. Currently, there are around 198,000 registered voters.

SHUTDOWN OF IMMIGRATION DEPARTMENT NARROWLY AVERTED Tuesday, February 7, 2017 Who and what are the connections at the Public Services Commission (PSC) and the Ministry of Immigration which allowed a specific Immigration clerk to get an easy promotion above her colleagues who had more seniority and were themselves eligible for promotion but passed over? That is the question that no one at the Immigration Department or PSC wants to answer. In fact, officials have appeared rather uncomfortable in addressing the matter. Had it not been for the remainder of the over 20 immigration clerks who banded together and threatened a go-slow for Monday, February 6th, the act of apparent nepotism would have gone unaddressed. For sure, when the management at the Department learned of the serious intent of the clerks to strike, they quickly intervened, even as junior Minister of Immigration Beverly Castillo insisted that no officer had been unduly promoted and nothing was awry at the Department. Of note at this point is the understanding that the PSC only makes promotions based on recommendations forwarded to them. The Director of Immigration, Diana Locke, after a meeting with the public officers and Public Service Union (PSU) representatives on Friday February 3rd, wrote a letter providing an update to the staff. Apparently, the issue of promotions was being looked at in 2013 but was placed on hold until November of 2016. Locke writes, “The Department was in the process of preparing a comprehensive submission to address this matter with the aim of providing to the Ministry of Immigration a recommendation for promotion of all eligible officers. Simultaneously, without the knowledge of the Department, the Public Services Commission was reviewing this matter and formulated a decision based on inaccurate information provided at the time of the submission in 2013.” As we pointed out previously, it is not known definitively who backed the particular clerk’s pro-

THE BELIZE TIMES motion, even reportedly skipping a rank, but we are told that the link is to someone who sits on the Commission itself as well as a high-ranking Ministry of Immigration official. At the end of the day however, they will not get their way in snubbing senior immigration clerks as the Ministry of Immigration was forced to request that the decision of the promotion be rescinded “since the information provided to the Commission, on which the decision was made was erroneous” according to Locke in her letter. It is now expected that in due time a re-
quest will be made to the PSC “to consider this promotion in the context of the long overdue promotions due to all eligible Immigration Officers.” A meeting was held at the PSU office in Belize City with port commanders from across the country on Tuesday February 7th, to update the immigration clerks and hear their concerns. After more than two hours, PSU president Eldred Neal stated, “we are working towards correcting whatever wrong was anticipated…and we are pressing the matter and we hope to meet with them at a later date to pick up the matter again and render the situation in such a way that justice is given to all officers involved.” He affirmed that the officers “left feeling much better than they arrived.”

Could she further confirm or deny reports that she may have been ‘incentivized’ to push that plan? Could she further reveal what hold, no pun intended, that clerk had over those persons to secure that promotion?

My lerd Mr. Barrow sure nuff did good for his favourite son. A lil bird from BTL claims that even though he’s gone, his privileges live on and he’ll reportedly still be making thousands every month as a “special” member of the Board of Directors. Besides that, sources say he’s already secured a long term contract to supply energy to BEL, and we hear he also got a sweetheart deal and purchased the Albert Cattouse Building on Regent Street which he will now turn around and rent to BTL. Add his other buildings constructed under his daddy’s time as PM and this sucker is set for life. Moral of this story – no need to work hard in life if your daddy is the PM of the country and has no shame! Not Feeling the Rush… Can you imagine that after all those millions to the First Son and all the UDPs in his circle proclaiming how great he is, BTL’s service is just still one big steaming pile of crap? Absolutely nobody’s feeling the rush. You wanna know how we know? Check this out. You know WAVE is the UDP’s media flagship, right? Well word to this bloated scribe is that certain persons at WAVE have been calling into Smart to get quotations on data service because BTL just isn’t cutting it anymore. Can you feel THAT rush? The Privileged Few… Enquiring minds want to know about those Marins, Jose Kareem and Carla, who allegedly got some prime land in Belmopan which was slated for use by NEMO. We’ve been doing some digging and we’ve found out that these Marins are related to Erwin Contreras, who will soon be related by marriage to Pablo Marin, who is related in some convoluted way to Rene Montero. These land hogs have been grabbling up all available land all over this country. Did you know that Pablo actually calls Erwin “suegro?” Okay sorry I just remembered that and had to slip it in there. But anyway, don’t take your eyes off the overnight millionaire in Cayo Central Rene Montero. There’s a big black cat gonna be let out of the bag soon, and methinks that after that blazing revelation his land-grabbing days will be done. John vs. Khalid… Everybody who’s anybody knows by now that the womanizer has been travelling the country trying to shore up support for his bid for Prime Minister. The other day he said that this thing is going to go to 2020. But it’s not. Ain’t no way in hell the UDP can hold onto power once the bald dictator puts himself out to pasture. Patrick, hated fellow that he is, has been desperately trying to make people like him enough to support him. Where that hasn’t worked, he’s been swinging the axe so that he can put his own people in position. That’s what happened at the Sports Council, where he got rid of Elodio’s pick for director. But those are petty plays. Patrick is saving his power moves for Belmopan, where we hear he has already held several closed-door secret meetings with Mayor Khalid Belisle to get him to contest Mason’s buddy in a convention. The jury’s still out on whether the Mayor will take the bait, but reliable sources tell us that he’s very interested. Connections… So how did this Immigration clerk get promoted over all those other Immigration officers who were more qualified and had more experience, even skipping a rank? Well, let’s just say she had some very close, cozy connections to some men in power. I’ve decided not to call any names, but let’s just say that at least one of those persons has the ear of the Prime Minister. I figure let’s leave it like that because I’m a sucker for love, and with Valentine’s Day coming I don’t want to rain on anybody’s parade.

Empty Vessels & Full Pockets
I
t is now exactly 100 days since the Ministry of Natural Resources announced that a letter was written to Andre Vega and Sharon Pitts demanding the return of $400,000 ‘gifted’ to them by Andre’s father and then Minister of Natural Resources and Deputy Prime Minister, the very dishonourable Gaspar Vega. It is understood that neither Pitts nor Vega responded to those letters, if indeed those letters were even delivered to them. It is likely that the letter shown to the media was just a prop, and nothing will ever come of this unfortunate, corrupt event in which taxpayers were robbed almost a million dollars. The new and very easily led Minister of Natural Resources has said nothing about the return of those monies. She has said nothing about any ongoing investigation into the Vega-led compensation scam (an investigation allegedly launched by her predecessor Vanessa Retreage) and she has said nothing about corruption in that department. To put a fine point to it, she has said nothing, which is probably as directed by her political boss Dean Oliver. It is now exactly 87 days since the bogus press conference at which Dean Barrow lied to the Belizean people about the departure of Vanessa Retreage. Ms. Retreage had come under fire from senior UDP Ministers as her digging threatened to expose real rot in the department. She was even directly threatened, allegedly by the UDP’s former senator and full-time thug Juliet Thimbriel. At that press conference, more REAL evidence of Gaspar Vega’s blatant corruption was revealed – more than 50 land documents, clear as day. What Gaspar Vega did, in a nutshell, was this. He identified a large parcel of prime property in Carmelita – 1600 acres. He then, as Minister of Natural Resources, gave that land, parcelled out in 25 acre plots, to selected cronies and employees for a pittance. Those cronies and employees then immediately turned around and “sold” that land to Gaspar Vega’s wife, Marilene and his brother, German Vega. In the final move, the 1600 acres became Gaspar Vega’s farm in the Orange Walk district. There was no real subterfuge involved – the corruption is easily followed from Point A to Point B. When shown the documents and asked if he didn’t think the evidence at least warranted further investigation of some sort, Mr. Barrow said – “I don't know that there is any need for an investigation. If the facts are as you say…then that is to be condemned out of hand. There's no need for any investigation. All I'm saying is we are prepared to accept what is wrong and we are prepared to ensure that consequences attach to the wrongdoer.
That is the difference between this administration and the last administration." All hot air! It has been 87 days and nothing…not a word, and certainly no “consequences attached to the wrongdoer.” There is another document in this week’s issue of the Belize Times, a land transaction which occurred in September, 2015, just before general elections and Vega being stripped of the Lands portfolio. That document shows that Gaspar Vega, as Minister of Natural Resources, transferred 17.84 acres of crown land to his brother, German Vega, who is a millionaire. For 17.84 acres of prime crown land, German Vega was asked to pay $800. That works out to a little over $44 per acre – prime land. Just for context, one acre of land can be subdivided into 10 house lots. So 17.84 acres could yield close to 180 house lots at a time when normal Belizeans cannot get a piece of land. And this millionaire, German Vega, paid $800 for it. There are many more documents which have surfaced, and many more which are surfacing, but Dean Oliver is silent. The Ministry of Natural Resources has gone into sleep mode. Nothing! Nada! Whatever happened to the Ron J situation which was exposed over 100 days ago where a company was ‘compensated’ $1M shortly after paying a little over $6,000 for a parcel of swampland in Placencia? It happened, and as far as the government is concerned, it is done. Let’s move on. The Belizean people lost tens of millions of dollars in a nefarious scheme in which then Minister of Natural Resources Gaspar Vega was the main player. But we are supposed to just let it go. Thousands and thousands of acres of prime property were taken by Gaspar Vega and his family, close and extended. Thousands of acres…and we are supposed to just let it go. In any civilized, democratic country operating under the rule of law, Vega and many of his family members would be incarcerated, their ill-gotten gains and assets stripped from them and returned to the Belizean people. Gaspar Vega is a thief, a traitor. And we are supposed to just let it go. Dean Oliver is a consummate empty vessel, a man of rhetoric and nothing else. To realize that he came into office on an anti-corruption platform, a self-proclaimed man of sterling character, and is now the leader of the most corrupt bunch of politicians to ever disgrace this nation is nothing short of incredible. And he does nothing. To Mr. Barrow, it may be distasteful, but not corrupt. To Mr. Barrow it looks bad, but there is no evidence of corruption. What a very little man Mr. Barrow turned out to be.

A CITY NEGLECTED… A COUNCIL GONE M.I.A.

Dean Samuels decrepit. Mayor Bradley moved the homeless and mentally ill out of the park but left them on the streets where tourists walk. Many of them can be spotted sprawled on the sidewalks of the streets nearest our
2017 tourism zone like dirty rags. No wonder ships prefer to bypass Belize City and head south to Harvest Caye. Who can blame them? The city is a smelly cesspool, garbage everywhere, poverty everywhere…just a mess. Where is Mayor Darrell Bradley? Where is the Belize City Council? Darrell Bradley has betrayed the residents who voted for a full-time Mayor. He is being paid a very lucrative salary for a full-time job but he is not doing that job. Even Council employees complain that he spends much more time at his law practice than at City Hall. How did we get to this point where it became okay for Bradley to leave his job and go back into the practice of law, while still collecting a salary as Mayor? Where is Councillor Dean Samuels, barber turned millionaire? Where is Councillor Phillip Willoughby? What have they been doing for residents of the city, since all of them collect very handsome salaries? These Councillors have benefitted tremendously from taxpayer dollars paid by the residents of this filthy city. It is time to call out these persons who have turned theirs back on the city.
REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES) Tuesday, 07 February 2017 In 2018, the UDP Belize City Council will undoubtedly return to residents of the city to ask for support and votes. But what will they point to as their successes? What will they highlight as their accomplishments? What stellar service will they have to boast about? Why should residents of Belize City vote for the UDP team in the city whenever municipal elections are called? The truth is that Belize City, after consecutive UDP administrations, is in terrible condition and it is getting worse every day. Mayor Darrell Bradley has survived so far on the fruits of a multi-million dollar municipal bond and the largesse of Central Government. But those fruits have rotted. See for yourself. Talk a walk on any of the cement streets constructed under Bradley’s term. Every single one of them is breaking up…every one. It is a disgrace. If done properly, those streets should have lasted for years. But they were not done properly, and there was certainly no proper monitoring by the Council. While the streets which ‘benefitted’ from the Council’s short-sighted attention are breaking up, the many streets which were left untouched are disaster zones. Where is Mayor Darrell Bradley? Where is the Belize City Council? The sidewalks constructed during that same “municipal bond boom” are disgraceful. All of them are crumbling, steel showing. The cement covers over clogged and filthy drains are all broken. Those that aren’t broken don’t fit prop-

erly. This work was substandard from the onset, but there was no proper monitoring by the Council. On many streets grills covering gaping holes are missing. Residents are forced to put makeshift flags in them to warn motorists of the dangers. These are often left unattended for months. Where is Mayor Darrell Bradley? Where is the Belize City Council? The city now floods after any short period of rain. Homes are affected. Businesses are affected. Pedestrians and motorists are affected. Clearly something is wrong. There is a problem with drainage, and the floods only contribute to the deterioration of streets. But nobody at City Hall seems to care. Particularly in the bustling downtown area of the city, parking is a nightmare. Streets have been narrowed, even as the population grows and there are more vehicles. The Government of Belize has received financing from the Inter-American Development Bank (IDB) and intends to apply part of the proceeds to payments under the project Belize Solid Waste Management Project, BL-L1021, for hiring a specialized engineering consulting firm to perform the function of Design - Supervising Engineer for the Provision of complete Design Package; Preparation of Bidding Documents; Assistance in Bid Evaluation and Contract Negotiations; Supervision and Construction Quality Assurance and Quality Control for landfill cell expansion and associated ancillary facilities and appurtenances (liner works, surface water and leachate collection and treatment systems, gas venting etc..) of the Mile 24 Regional Sanitary Landfill (RSL). The purpose of the expansion is to extend the life and disposal capacity of the RSL to serve as the country’s only sanitary landfill. US JUDGE AUTHORIZES ENFORCEMENT OF ARBITRATION AWARD Tuesday, February 7, 2017 United States District Judge Colleen Kollar-Kotelly on Monday, February 6th authorized a motion made by BCB Holdings Ltd. to have an arbitral award of US$27.4 million (with interest) enforced even as the Government of Belize seeks to avoid payment. The order by Judge Kollar-Kotelly follows on the US Supreme Court’s refusal on January 10, 2017 to review the matter upon request of the Government of Belize (GOB). It also comes despite last Friday’s urgent injunction granted by Belize Supreme Court Justice Michelle Arana to prevent BCB from getting the order enforced. According to Law360 online news, after hearing from both sides, the Federal Judge ruled that sufficient time has passed since 2015 when US courts confirmed the award against GOB. The effect of Monday’s judgment by Judge Kollar-Kotelly is that the Ashcroft alliance can now move to attach Belize’s property in the US. At the same time, according to Law360, the Judge “denied BCB’s bid for an anti-suit injunction barring Belize from going to its local courts to restrain BCB from enforcing the award, saying such an order wasn’t necessary since they are generally meant to protect a court’s jurisdiction and that was no longer at risk.” Judge Kollar-Kotelly cited that
“although the actions of the [Government of Belize] are apparently aimed at preventing petitioners from enforcing the judgment of this court, at this time they do not interfere with this court’s jurisdiction.” With the authorization for enforcement, no other issue is outstanding in US courts as it relates to this case. However, it is left to be seen how the situation unfolds as the Government of Belize has signed into law two pieces of legislation that criminalize any move by any person or company registered in Belize to attach foreign assets of Belize. The

Under the Belizean law there are several requirements for the lender to comply with such as a taking out a license, procuring a note or memorandum of the contract signed personally by the borrower, limiting the rate of interest, prohibiting compound interest and supplying information as to the state of the loan amongst other stipulations. Noncompliance with these requirements, as the defendants in this case found out, often involves penalties including fines, cost and expenses incurred under the Act. Worst case, failure by a moneylender to comply with the law, even innocently, may result in the lender not even being able to collect the principal lent. In a brief telephone interview with attorney Arthurs he commented on the importance of the decision: “For the most part rich people go to a bank. Middle class people go to the Credit Unions but the poor people depend on loan sharks and pawn shops. Many times they are desperate and have no alternative. It makes them vulnerable. Business is one thing but exploitation is another. It is refreshing to see that today, Goliath was defeated. That does not happen regularly.” When we asked Attorney Arthurs if he believed that the Pawn Shops would appeal and are upset, he responded by saying: “No, I believe it is a measured judgment. Solid. It is to be celebrated by both borrowers and lenders. Good lenders are happy for the clarity and borrowers are assured that something is in their favor, even if it does not work all the time.”

Barrow, “if they disobey this judgment—this injunction, then all sorts of consequences can happen” including the punishment outlined in the legislation. The other Ashcroft company, Belize Social Development Limited (BSDL), has filed a similar suit to have their US$22.5m award enforced in D.C. but on Sunday, the Government of Belize asked that the request be denied arguing that it was overly broad and vague. A similar brief was filed the same day in relation to the BCB matter with the now known outcome as per Judge Kollar-Kotelly’s order Monday.

Beloved Activist Killed in San Pedro Monday, February 6, 2017 San Pedro Police have made no arrests in the gruesome murder of Jose Felix Ayuso, a well-known AIDS activist from San Pedro who was found stabbed to death inside his home in the island town. The 44 yearold was well-respected and liked by the residents for his altruism and for his love of the San Pedro Carnaval event. His sister discovered his body inside his apartment, located at the corner of Jew Fish and Seaweed Streets. That was at around 6:30 p.m. on Thursday, February 2, 2017, after he missed work for that entire day. She last saw him alive at around 4:30 p.m. on Wednesday, February 1st at his business place JoSe’s Salon. That’s where he caters to the beauty needs of his local and international clients. When he didn’t show up for an appointment, she went to check up on him, and that’s when she found his lifeless body. Police say that he suffered multiple stab wounds all over his body, most likely inflicted by a “sharp object,” but no further specifics were disclosed. Sources told the Belize Times, though, that he was stabbed at least thirty-seven times. Based on the condition of the body, Police believe that he was killed on Wednesday night, and they say that the front door was left open with no signs of forced entry. The investigators aren’t able to say if burglary or theft were involved in Ayuso’s killing, but they say that the stabbing has the appearance of a crime of passion. They are hoping that his neighbours will be able to assist them in locating his killer. This is a concern because the assailant had almost an entire day’s head start to escape from the cops. That will make solving the crime a bit more difficult since the person could have fled the island and headed to any part of the country. Ayuso leaves behind a daughter, a son, 2 grandchildren and his extended family. He also has his friends and the people of San Pedro who remember him fondly as the activist who was the main personality behind the San Pedro Aids Commission. He worked along with the team to help island patients afflicted by the disease and who were in need of help to access healthcare. LOCAL FARMERS UNABLE TO SELL POTATOES Feb 8 2017 It’s happening again. Since the UDP took over the government in 2008, farmers have been suffering as a result of gross incompetence and a lack of a comprehensive marketing policy. Potato producers in the country are up in arms once again as they are unable to sell their local product. They are unable to do so because the government has issued permits for the importation of potatoes to importers which over extend into the harvesting time of the local potatoes. Many of the importers are cronies who were being furnished by the former Minister of Agriculture, the disgraced Gaspar Vega. One such person is Hector Bobadilla and Sons of San Antonio who has enjoyed years of import permits. It is alleged that this company mixes the legally imported products with contraband imported via Santa Cruz and San Antonio Farmers in San Carlos, Orange Walk District reportedly planted 30 acres of potatoes which yielded 360,000 420,000 pounds. Harvesting began three weeks ago but farmers are unable to market the product because the market is saturated with imported Mexican potatoes. Important to note that the shelf life of potatoes is short as it is high in starch and under high relative humidity and temperatures spoilage is accelerated. Spoilage has begun at this time and farmers have commenced losing their product and their investment. Farmers were asked to meet with importers and officials of the Ministry of Agriculture on Tuesday, February 7 2017 in Belmopan. At the meeting, importers proposed to buy all the local potatoes on the market at $.75/pound. Farmers attending the meeting promised to consult with the other farmers in their respective areas. Our understanding is that San Carlos farmers have met but are unhappy with the offer. The estimated cost of producing potatoes in San Carlos is between $.75 and $.85 per pound. Farmers expressed great concern as it seems that the government appears to be supporting the importers’ proposal. They are at a disadvantage due to the fact that spoilage has begun and the importers are conscious and will use this to their advantage. In the past and under the PUP, farmers have always made a decent profit. Today and every single year since 2008, farmers have been losing thousands of dollars due to an incompetent UDP. If the proposal is accepted, famers will not make a single penny in profit. If they refuse they will lose approximately $400,000. They have been placed in a lose-lose situation, thanks to the incompetent and corrupt UDP government.

THINKING OUT LOUD BY: KEVIN BERNARD
In every one of my weekly articles, I try to touch on issues which are important to our nation and our development as a people. Particularly, since Orange Walk is my home and I will never have any other, I try to touch on matters which affect our community, from poverty to the economy to infrastructure to corruption. Unfortunately, Belizeans from our community and from all corners of the country are facing challenging times not of our making. As a people we will have to tighten our collective belt to do our part to attempt to rescue an economy in crisis. I do not apologize for my conviction that we are in this position because of the bad decisions of the government. This UDP administration has been in power since 2008 and we are in the worst era of our young political history. But political issues aside, there is something else which has been disturbing me for some time, and that is the matter of civic pride. Just the other night I was at the Central Park for an event. I saw a child throw some garbage on the ground and I asked the child to pick it up and throw it in the garbage can which was nearby. Immediately a parent started being verbally abusive, offended that I would dare to presume to ask the child to throw the bit of garbage in the bin and not on the ground. That parent didn’t stop at cursing me. She also did the same thing to the Officer Commanding the Orange Walk Police Station who stood close by. As the Mayor of Orange Walk Town I was dismayed, disappointed and angered by the entire incident. We work very hard to keep our municipality clean, and Central Park is a source of particular pride for us. Why is it that I should come under attack for simply trying to teach a child to do the right thing…that is, to throw garbage where it belongs and to help to keep our park clean? That park isn’t mine. It belongs to the community,
and that means that all of us have a responsibility to preserve it. That is how it should work. It bothers me because as a people we should all be teaching our children to do the right thing. We should be teaching them the simple concept of civic pride, doing our part for our community so that as they grow up they can realize their roles in our development. I am pretty sure that when people leave Chetumal, they hold on to their garbage until they reach into Belize and then feel quite comfortable throwing it through car and bus windows onto our highways and roadsides. There have been countless clean-up campaigns along our highways, and hours after they are cleaned, the garbage is back. We need to do much better than that as a people. Apart from the civic pride aspect, there is also the behaviour of the mother which I feel was a terrible example for the child and children around. We as parents need to show the example. Our children look up to us. When they see us do something, they believe that it is the right thing. They believe that it is behaviour that they should emulate. They believe that it is an example they should follow. What this child and those around that day saw was a parent cursing out the Mayor of Orange Walk Town and cursing out a senior Police Officer in public – all over some garbage that was thrown on the ground. My friends, I know we have serious issues facing us, surely more serious than some garbage on the ground. But those issues start with us as individuals and as responsible members of this community. We have to do the right thing and we have to teach our kids to do the right thing from an early age. We are in this together. Let us build a strong community together, all of us on the same page, and let us do our part to build Belize.
THE KEY TO SUCCESS
By: Eduardo Santos Although grace of God and blessings of elders bring achievements, a hardworking and sincere person gets the cooperation of all due to his bravery. Fortune or destiny smiles on him because he dares to achieve the goal. Always…luck goes hand in hand with people who dare to for the enforcement of something new to traditional systems. Only those people who show bravery and fight against the prejudiced customs and rituals get positions in history. In other words, he who moves against the flow of a stream is the hero, not the person who swims with the flow of the steam. Fear is a state of mind, and unless and until one thinks more and more positively, bravery will not come. To progress and prosper, one has to be bold enough to cross the hurdles in the path of destination. Challenges and obstacles are ever present on the way of life, but if it is decided strongly to achieve a goal nobody can stop the person. Gandhi and Abraham Lincoln are the best examples of this and the popular saying “fortune favors the brave” fits them perfectly. Bravery is not confined to the soldiers and defense personnel but is a dynamic quality within an individual which decides the characteristic and nature of the person. To remain in constant struggle with the existing situations for the betterment of livelihood and for overall progress and prosperity is also a type of bravery. To cite a simple example, the great artists had to face the stage fear and nervousness at their first performance and if they had not shown bravery at that time, their fate might not have smiled on them in the form of popularity. Fighting for a social cause makes one brave. Raising voice against injustice or violence requires courage. Fighting for others brings blessings and appreciation in return. George Cadle Price and Antonio Soberanis are two such brave men who earned historical positions for their selfless deeds, although criticized in earlier stages. If they had deviated from their paths due to criticism, they would not have left behind their footprints in the sands of time. A person reaps exactly what he sows. Hence bold actions surely pay in the future. One should meet the ups and downs of life with dignity and grace, making the best of circumstances. Bravery should be infused into the young so that they can face the challenges of life to make fortune favor them because the materialistic world today requires people who are bold, daring and full of life. Try, try and try again till the goal is attained is the ‘guru mantra’ today for the young mind to face challenges with courage. Modern age finds it more appropriate if courage be intimated by generosity. So luck favors him who is soft and mild on
one hand and bold and courageous on the other, but shy and fearful persons do not get respectable success even after having all the talents in them. The most relevant and contemporary example of courage is Baba Ramdev who openly criticized all the inhuman practices as well as spoke up openly against a number of multinationals. But the appreciation and faith he is getting all over the world is increasing day by day. Success never lowers its standard to accommodate someone, but he has to raise his standards to achieve it and it is possible only by bravery. The man who is confident in himself commands the confidence of others. The only need is to put valor with enthusiasm. A small example is that is if you love somebody and do not gather enough confidence to covey it then the object of your love could pass by you. For each and every stone to turn in your favor determination and openness is required. One only needs to act without any fear and surely the rays of fortune will be shining over him. God gives the life and man has to live it. If someone shows bravery in his life performing some good deed then God showers grace on him and he hits the target. The perception of boldness and confidence helps him in this achievement. Besides constant effort, enthusiasm and objectivity towards life bring the ladder of success and leads one to the topmost position. Self-control, optimistic approach and openness to feeling are all forms of valor and courage. To lead somebody in the right path, to raise the standards of people surrounding you, to present a moral exampleall are forms of bravery. These not only make a person shine like a star but lead others to perfection. Self-realization and analysis are the most essential parts of bravery. To learn from mistakes is the most significant high which saves a person from fault and failure. Thus, “improve thyself” is the philosophy of success. One must not forget that victory comes by cultivating within him all the required traits of success and it is also an act of bravery. The concepts of Industrial revolution, green revolution, social, political, economic and religious revolutions, all are the result of bravery and have given much to the society. Today we live in an era of globalization but behind that the courageous and innovative steps are there. Our legislature, judiciary and executives all have lost that type of courage, the result of which is loss of power, prestige, faith and respect which they once enjoyed the most. A boat cannot reach the shore if it surrenders to the tempest, a student cannot pass an examination without writing on the answer paper. Thus, the surest way to turn destiny according to your wish is to determine to succeed and work hard with sincerity and bravery. By uniting behind our leader John Briceño, our party is assured of victory and rectifying the ills of our society.

REAL HOPE FOR BELIZE RURAL NORTH
Wednesday, 08 February 2017 On Saturday the 4th of February 2017 the Party Leader, the Hon. Johnny Briceño along with Major Lloyd Jones and the Belize Rural North team visited the beautiful villages of Maskall and Bomba along the “old road”.The visit started with a door to door in Spanish Town, Maskall. The Party Leader heard the concerns of residents in Spanish Town who amongst other things complained about the troubling land tenure situation, the lack of market access for their produce and the poor conditions of the farm roads in the area. Residents of Spanish Town complained that despite their best efforts to normalize their land tenure they have been frustrated by the lack of compassion, concern and professionalism by some members of the Lands Department. The residents complained that they have been working their lands for many years and despite numerous trips to the Lands Department they have not been able to receive the proper documents to their land. Virtually all the residents that the Party Leader spoke with told stories of having their applications mysteriously “lost”. As if that wasn’t bad enough they had to repay all associated fees although the disappearance of their applications was not their fault. The residents are fearful that at anytime someone will show up with title to the lands and ask them to vacate the lands even though they have invested substantially in those lands. In response to the concerns raised the Party Leader informed the residents that when he was the Minister of Lands he approved more than 65,000 titles and leases for average Belizeans. He assured residents that under his leadership as the next Prime Minister of Belize he will bring the Lands Department to the people. An innovative and visionary idea: the Lands Department will be deployed to each village to process their applications, provide GPS coordinates for sketches and conduct field visits and site inspections. Many Belizeans may not know that a significant portion of the vegetables sold at the market in Belize City, Orange Walk and San Pedro are grown by the residents of Maskall and surrounding areas. The farmers lament that because there is no clear strategy by the Ministry of Agriculture regarding meeting the demand for fresh vegetables, there continues to be an oversupply leading to depressed prices: just $5 for a bucket of tomatoes, for example. The farmers explained that they simply cannot sustain their families at these prices and if the state of the market continues it will force them out of business. This is quite interesting because despite the clear ability of Belizean farmers to produce all the vegetables that we need, the Minister of Agriculture continues to grant import permits to UDP cronies to import vegetables. At a time when every single US dollar is needed to meet the current account deficit and to pay for Dean Barrow’s arrogant nationalization agenda, this very government is bleeding foreign exchange by importing vegetables that can be grown at home. Another significant challenge for the residents of Spanish Town is the poor state of farm infrastructure. One resident explained that the slightest rain makes the farm roads impassable. If the farmers are not able to access their farms it can affect both planting and harvesting. The wear and tear on their vehicles and farm equipment is taking a toll on these hard working Belizeans and eat away at the already slim profit margins for their produce. After the visit to Maskall the Party Leader headed to the beautiful village of Bomba where he was met by the Chairlady Mrs Ana Marilu Ramirez, who organized the visit. The entire village came out to meet the Party Leader. With the beautiful lagoon as a backdrop the Party Leader delivered a short message of hope. The PUP will win the next election he declared; and as the next Prime Minister he will ensure that Bomba gets the attention that it deserves. The concerns of the residents of Bomba were similar to those of Maskall: no land tenure, no economic activity, and no support from NEMO after Hurricane Earl. One resident informed the Party Leader that there is a sinister advertisement online at www.rainforestrealty.com where a 12,000 acre parcel of land in Belize is being offered for sale at US$5,900,000. Incredibly the ad includes the village of Bomba as part of the 12,000 acres. Residents recalled that the late Rt. Hon. George Price had acquired 2,500 acres of land in the area for village expansion and now with this ad the residents are wondering how it is that they will find land for the youths. On the economic side, the little tourism activity has dried up. About 2 years ago there was significant tourism activity in the village stimulated by the inflows from San Pedro through Bomba to Maruba, Altun Ha and Lamania. However the refusal of the Area Representative Edmond “Clear the Cane” Castro to properly maintain the navigability of the river and to dredge the bar mouth diverted much of that traffic to the Phillip Goldson Highway where the tourists are dropped off and then bussed into the division. This diversion has severely hit the pockets of residents of the area. Residents recalled that every year the Hon. Max Samuels would pay the youths to clear the banks of the river to assist with flood control and to ensure that vessels could traverse the river. He would also dredge the bar mouth to ensure that the vessels from San Pedro could get in to Bomba. Not “Clear the Cane”. In his 8 years as Area Representative he has only paid to have the river cleaned once and that was a disaster. He reportedly gave the job to a female relative of his for almost $9,000 and the job was, well let’s just say it was not properly done. The Belize Rural North team was happy to have had the Party Leader visit with them and for his message of hope and solidarity. PUP Parliamentarians Meet
Monday, February 6, 2017 This past Saturday the women of the PUP came together to strategize a way forward for the United Women’s Group. A group of 25 dynamic women from all walks of life, from Corozal to Toledo, students and professionals, participated in what resulted in a very encouraging, motivational and energizing session. The objectives of the meeting were to get the UWG well organized to strengthen the role of women in the party and in governance, to be the voice of the women of the PUP, and to fight for the issues of concern to the women of Belize. Present was the Party Leader, Hon. John Briceño who affirmed that the Party supports the participation and advancement of women and bringing the concerns of women to the forefront. He shared that the PUP Constitution was amended to assure the participation of women in the Party by stating that there must be 30% participation of women at every level in the Party. However, women have not taken advantage of this and he encouraged the participants to play active roles and become more involved. Guest speaker at the event was Mrs. Dolores Balderamos-Garcia, former Parliamentarian and the first Special Envoy for Women. Mrs. Balderamos Garcia gave a brief history of the UWG and the strong role women have played in the past. She emphasized that the UWG is not just an auxiliary of the PUP, but is actually a driving force, a movement to ensure that the concerns of women and children are fully addressed in the Party and at the national level. Energized after these two speakers, the group discussed in detail what would be the Goals and Objectives of this 2-year term of the UWG, what were the important and priority Events and Activities, and strategies for effective Fund Raising. Establishing strong Public Relations was determined to be a critical factor to push the UWG’s agenda and create more awareness of the issues of concern to the women of Belize. MY PERSPECTIVE By Dolores Balderamos Garcia
HERBERT GAYLE AND DOMESTICE VIOLENCE University of the West Indies Anthropologist Herbert Gayle PhD. is again bringing attention to the issue of violence, notably domestic violence. He is of course well known in Belize as the author, along with Belizean Nelma Mortis, of the Gayle Report entitled “Male Social Participation and Violence in Urban Belize,” the exhaustive study he published recently. In the Report he is styled as Anthropologist of Social Violence, and so it is clear that he is considered an expert in this field. On January 22, 2017 he published a Commentary in the Jamaica Sunday Gleaner which is called “Misconceptions About Domestic Violence.” As soon as I saw the caption my interest was clearly piqued. Upon reading the article I thought that it is imperative to share his ideas, especially since some of his findings have to do with Belize, and in particular the results of his Report on males mostly in the Southside of Belize City. I will offer the findings of his Commentary in precis form. I believe that these issues are of crucial importance and that everyone involved in the social sector in Belize should be aware of his findings and opinions. Dr. Gayle stated that for the last ten years he has done much training on domestic violence and that he is always amazed at the gap between the legal meaning of domestic violence as used by the Police and the “North-funded” campaign meaning thereof. He said that he asked 100 educated people four true or false questions, with only nineteen of them getting all the answers correct. First, domestic violence and intimate-partner violence always mean the same (False) ; second, women are the primary victims of all forms of domestic violence (False) ; third, women account for about 90% of the victims of intimate partner violence (False) ; four, domestic violence is directly affected by male-versusmale violence (True.) By this yardstick it is plain that domestic violence has a much broader meaning than intimate partner violence. And Dr. Gayle has posited and found that domestic vi-
olence affects boys, girls, elderly, disabled, women and men in that order in Jamaica, Belize and this region. He also has found that in Jamaica and Belize boys are the primary victims of physical abuse and neglect in the home setting. These boys, who have often endured extreme physical abuse in childhood have as they have grown older “unleashed hell on us and on our women.” Very sadly, Dr. Gayle has also found that boys are more likely to be psychologically scarred by verbal abuse. However, many girls are traded like cattle and quietly enslaved in the homes of relatives, and of course are more likely than boys to be sexually abused and trafficked. Our challenge in the Caribbean, he says, is that children are often considered property. And just as welcome changes are coming in seeing the battering of women as not a private problem, there is the need to publicly protect and defend children in the same way. Finally, Dr. Gayle feels that Jamaica suffers from adopting any agenda from the North due partly to funding, with “Gender” issues now attracting money. Yet the abuse of children is a root cause of continuing intimate partner violence. He has found that more than half of the men who beat women were abused as children, and that more than half of the women who carry on the abuse of children were also abused during their childhood. We may of course question the empirical data or findings that Dr. Gayle and others have used in arriving at these conclusions, but it is critical for us in Belize to seriously pause and to consider carefully these matters before addressing how we are going to begin fixing the myriad social problems which plague us. I do agree with what I believe would be Dr. Gayle's and Ms. Mortis' positions, that is, our solutions to combatting domestic and intimate-partner violence must be based on our own definitions and data and not on the meanings placed on us by international organizations and governments who assist with the funding for social programs.

Taking the High Road By: Kevin Bernard It is unfortunate that the Orange Walk Town Council has been dragged into a seedy back and forth with the UDP Area Representative for Orange Walk East, Elodio Aragon Jr. Now that Aragon has woken up from his long slumber and is making untrue allegations against me as Mayor and against the good people at the OWTC, I thought it important to share a few words which I hope will remind him of his negligence, and his obligations. Without the assistance of Central Government, the Orange Walk Town Council has carried out an intensive works program. That is a fact. With the assistance of individuals and corporate entities in the community, we have paved 35 streets, cemented 8 intersections and completed 5 major drainage projects and 13 vehicle entrances on Santa Familia Street. We have also seen the complete renovation of the Central Park, turning it into a secure, safe zone for families. We are proud of our record, which includes restoring transparency and accountability to Town Hall so that residents know exactly how their tax dollars and contributions are being used. I can also assure Mr. Aragon that here at the Council, where two members of our team are UDP-affiliated…we do not play politics when it comes to serving all residents. We are elected to serve all residents of this town to the best of our abilities and I believe that we have been able to do just that. Mr. Aragon chose to take it personally when the OWTC moved its scope of works into the Orange Walk East constituency. I find that ridiculous because a significant portion of that constituency lies within our jurisdiction. It was not our intention to shame him or to point out his inadequacies, because at the end of the day the people of that constituency will judge his performance, or lack thereof. I believe that he reacted out of a sense of shame, since he has
been missing in the area since after the elections. The only bit of work he did just before elections to woo the people of that area, the paving of a section of Liberty Avenue, has long since broken up. It did not even last 4 months. Mr. Aragon’s hurried move to get the Ministry of Works to do some substandard, very temporary work in the area backfired on him. That is not the fault of Ministry of Works’ personnel. It is Mr. Aragon’s fault. Faced with the reality that the OWTC was coming into the area to pave streets, he decided to make a show to fool the people into thinking that he was actually working in the area. I find that despicable. Let me be quite clear. With very little resources, we have managed to do much and WE DO IT PROPERLY. We do not pave streets only to have them break up weeks after. Works of that type require planning and preparation, something Mr. Aragon apparently never considered. Here at the OWTC we are not into games. Tricks are for kids. If Mr. Aragon genuinely wanted to help the people of his constituency, I speak for myself and the Council when I say we have absolutely no problem with that. We would welcome it. What we absolutely do not welcome, and will not entertain, is the use of the people’s money to do work which will last weeks or months, work not done properly. Apart from the wastage of that money (not Mr. Aragon’s money but the people’s money), the OWTC will have to come right behind and pump more resources into fixing the mess left behind, as is the case with Mr. Aragon’s legacy from November 2015, Liberty Avenue. My advice to Mr. Aragon, and I deliver it with all sincerity and due respect, is that if he does not intend to do quality work in the area, he would do well to just step aside and allow us to deliver good service to the people of Orange Walk East. This isn’t the time for games and political antics. We are here to serve.

THREE LETTERS THAT POLITICIANS HATE
By: Norris Hall THE Belize government has been spending borrowed money as if it was going out of style. Suddenly one day, the Barrow Administration discovered that it has. The government is bankrupt. There is no national economy. If there is, it is being terribly mismanaged or it is a failed economy. Whatever is left of it is being propped up by Taiwanese money. That country spends billions on a foreign policy aimed at buying friends and influencing people. It would appear, in some instances that they may even be unintended surrogates to corruption. This has been so in recent cases in Guatemala and El Salvador. Notwithstanding, the Taiwanese have contributed greatly in assisting developing countries like Belize. Without them, and with the Belize government’s abuse of power, mismanagement and corruption, Belize, would have been a failed State - it is on the edge. International experts would assert that it is! A good example of the misuse and misappropriation of development funding from Taiwan is the Marion Jones Sports Stadium. It has taken as long as the Tower of Babel to be completed. There is no accountability. It is alleged that $ millions have been syphoned off, much of it stolen from funding by Mexico and Taiwan to enrich a few including a former Minister and a former junior Minister of Sports. Another glaring example of how this government has misused other people’s development assistance has been the reckless spending of money from Venezuela with total disregard for the terms of the Petro Caribe agreement with that country. It is now that time of the year for the government’s annual budget exercise. Come March, the Prime Minister, as Minister of Finance, will don his cloak and hat as a magician, and take the people of Belize into a realm of magic that is far removed from the reality of the economic mess he has created. As he delivers his government’s budget speech, he will again attempt to hoodwink the people of this country as he outlines his government’s proposed expenditure for the next fiscal year that begins in April. We had a taste of it in his New Year’s message. This was the sound of sweet nothings. The annual budget exercise should encapsulate the State of the Nation and the state of the national economy. It will, or should, present the government’s projected rev-

enues and expenditure that will be funded from local taxes and the anticipated contributions for projects to be funded from foreign sources, most of which will come from dwindling foreign assistance. When the government needs additional revenues to meet its budget shortfall, as in recent instances of irresponsible spending, it raises taxes. The prelude, the foreword, to this year’s budget speech has already been written by the International Monetary Fund - the three letter word that politicians hate, especially when they display, as the Barrow Administration has, a lack of fiscal discipline. The IMF usually moves in to ensure a return to financial stability and makes recommendations to foster economic growth. That is the nice way of putting it after a government has screwed up. A review of the recent IMF’s annual reports on the state of Belize’s economy reflects a laissez-faire attitude towards fiscal discipline, the fast and loose, even irresponsible, spending and the absence of a substantial policy for guided development. The Barrow Administration behaves more like a political adhocracy with bad governance. It is all spin, based on the premise that “the people do not understand”. The reality is far removed from the Prime Minister’s unparalleled universe. This gloomy and depressing reality has been composed based on facts, by international economists, financial analysts and statisticians including the Statistical Institute of Belize. Every economic indicator provides a minus GDP growth factor, the negative performance of industries, the collapse of some except for tourism. However, the growth in this industry, this sector, is hardly reflected in the national purse. In this industry there is an inequitable imbalance in the quid pro quo, with Belizeans, in most instances, getting the shitty end of the deal. This is a far cry from the original blueprint for the development of this “national” industry. And, then there are other undeniables: the escalating levels of poverty where one in every two Belizean is either very poor or unemployed. There is also the negative impact of crime that continues to rise as punishment falls. There is also a virtually incompetent judicial system with high rates of acquittals, the injustice of a system in which hundreds of accused persons languish in prison for up to five years before they are brought to justice. Worse is that the budgeted allocation for the judiciary will be cut. There is a flagrant disregard for the rule of law, the manipulation of the judicial system and disrespect and disregard for the separation of powers - the Executive, the Legislative, the Administrative and
the Judiciary. The Prime Minister’s Budget speech will be out of context with the reality that he and his government have created. To preempt his distortions, we need to look at what the most recent IMF report, in summary, (October, 2016) said, about the Belize Economy: “Growth is expected to average less than 2 percent in the medium term. The envisaged fiscal adjustment would remain insufficient to significantly reduce the very high public debt. Large external imbalances, driven by large current account deficits, repayment of the super bond and remaining payments for the nationalized telecommunication company (BTL), would reduce international reserves to uncomfortable levels. The further withdrawal by global banks of correspondent relationships with Belizean banks and low capital buffers in some banks are key threats to financial stability. Insufficient fiscal adjustment and weaknesses in the banking system are significant risk.”
The full report by the IMF is even more devastating as the country continues to spiral downwards. The Prime Minister will most likely present a government budget created from a prism, distorted mirrors and rose-coloured lenses. It will be written in prose, delivered like poetry and scripted with platitudes with omissions of austerity, retrenchment, tax increases across the board along with some pie-in-the sky offerings for the gullible. He will continue to expect the “masses” to live on lime juice and ramen noodles, while he and his crowd maintain a lifestyle of excessive international travel, an unconscionable fleet of luxury vehicles, a continuing display of arrogance and indifference, and more champagne and caviar or fish roe. The lifestyles of the rich and famous! If the “King” continues to ignore the seriousness of his damage to the national economy, if the “King” continues to ignore the diagnosis and remedies recommended in the reports of the International Monetary Fund, then his (Budget) speech will be a disservice to the people of Belize and a denial of the economic reality that is biting them in their asses. He must either bite the bullet or bite the dust. But then again - who cares?

Panama 6 de Febrero 2017 Durante la entrega de cuatro nuevos botes que se utilizarán en el Servicio Nacional Aeronaval en la lucha contra el narcotráfico, el presidente de Panamá, Juan Carlos Varela, le pidió de a su homólogo Juan Manuel Santos, que Colombia redoble sus esfuerzos para erradicar el narcotráfico. Varela ha manifestado su respaldo al proceso de paz que se vive en Colombia, pero se manifestó preocupado porque, Panamá sufre los efectos del narcotráfico colombiano. A pesar del avance del proceso de paz “sentimos un aumento de la amenaza del narcotráfico”, declaró el presidente. Panamá fortalece capacidades del Servicio Nacional Aeronaval. Cuatro nuevas lanchas de interdicción marítima Tipo DAMEN 1102 entregó el presidente Juan Carlos Varela al Servicio Nacional Aeronaval (Senan) para labores de patrullaje y lucha contra el narcotráfico en aguas panameñas. “Estamos dando este paso que tiene como finalidad lograr un mayor fortalecimiento de las acciones de control jurisdiccional en el Mar Territorial y aguas interiores de la República de Panamá para seguir llevando este conflicto con las fuerzas del crimen al final deseado: su derrota en nuestro territorio”, destacó el Jefe de Estado. El año pasado, el Senan decomisó 27 toneladas de drogas, por lo que la adquisición del nuevo equipo fortalecerá la ofensiva contra el narcotráfico.

UU., Donald Trump, la decisión de un juez de bloquear temporalmente el decreto concerniente a la cancelación de visas para siete países. Después de una gran polémica sobre el decreto migratorio de Trump que restringe el ingreso a EE. UU. de siete países, mayormente musulmanes, el Departamento de Estado revierte cancelaciones de visas luego de que un juez suspendió la orden de Trump. El Departamento de Estado de EE.UU. informó este sábado que ha restaurado miles de visados cancelados a ciudadanos de siete países de mayoría musulmana debido al veto migratorio impuesto por el presidente Donald Trump, ahora que este ha quedado bloqueado por orden de un juez federal. “Hemos revertido la revocación provisional de los visados bajo la orden ejecutiva (de Trump). Las personas con visados que no han sido físicamente cancelados pueden viajar ahora, si su visado sigue siendo válido”, dijo un funcionario del Departamento de Estado, que pidió el anonimato. El Departamento de Estado aseguró este viernes que había revocado provisionalmente casi 60 mil visas de extranjeros provenientes de los siete países afectados por la entrada en vigor del veto migratorio. No está claro a cuántos de ellos se les canceló físicamente el visado y no podrán, por tanto, recuperarlo para viajar a Estados Unidos, pero al resto sí se les permitirá embarcar en las aerolíneas que han comenzado a llevar pasajeros de Irak, Yemen, Irán, Somalia, Sudán, Siria y Libia. Sin embargo, el Departamento de Justicia “planea
presentar lo antes posible una petición de urgencia para que se suspenda la orden” del juez federal que paralizó el veto migratorio de Trump, según aseguró una portavoz del Gobierno estadounidense, Gillian Christensen. El Salvador desbarata red de narcotráfico Internacional San Salvador: 10 de Febrero 2017 La Policía salvadoreña informó este lunes que desbarató una red de narcotráfico internacional al capturar a 26 personas, entre ellas una afamada presentadora de televisión, que presuntamente actuaban en labores de abastecimiento y logística para los carteles mexicanos de Sinaloa y El Golfo. La presentadora de televisión y locutora de radio Pamela Martínez Posada es acusada por la Policía de ser parte de los colaboradores del cartel de Sinaloa, que dirige el criminal Joaquín el "Chapo" Guzmán, que está siendo procesado por tribunales de Estados Unidos. Además de Martínez Posada, fue detenido el ex jugador de la selección nacional de fútbol playa José Cipriano Rivera Meléndez, capturado en isla Pirraya, en el departamento de Usulután. Estas capturas las confirmó el fiscal general Douglas Meléndez. La Policía local aseguró que "las investigaciones del caso se han desarrollado desde hace dos años y la estructura criminal está conformada por pescadores artesanales que mantenían conexiones con guatemaltecos y colombianos", que actuaban indistinatamente para los cárteles mexicanos mencionados.
