SUPER SUNDAY!
Pg. 2 MARCH 7 MATTERS - VOTE PUP - ALWAYS BOUT DI PEOPLE
02 2
SUPER SUNDAY!
Thursday, 15 February 2018 At one point via internet, there were 15,000 Belizeans watching the PUP sea of blue winding its way through the streets of Belize City. At another point, the live stream had 30,000 views. Special Branch reports put the crowd of Party soldiers and supporters at 16,500, the biggest mass gathering of support for any political party in memory. As those thousands and thousands of Belizeans from every community in this nation joined what was dubbed the March to Victory, the UDP officials watched from their holes in shock. They could not believe that the PUP could galvanize such massive support. They did not believe that the UDP, the Party of corruption and nepotism and greed and mismanagement and abuse and victimization and arrogance has become so hated. They watched in fear because they could not help but understand now that their stranglehold over the country will soon be lifted. It was a tremendous show of muscle from the Party which is preparing for battle in municipal elections just weeks away. There was representation from all 31 constituencies and all branches of the PUP, a show of unity and strength which can never be matched by the UDP which has lost the trust of the people. All 67 candidates who will contest the elections took the stage to demonstrate that they are ready to lead and ready to win. There was time for the ceremony of the occasion, including the presentation of resolutions and the swearing in of the National Executive of the Party, but this was about much more than that. Sunday was about sending a message to the UDP that we are coming for them, and it was about sending a message to our tens of thousands of supporters that we are ready to lead them to victory. Deputy Leader Cordel Hyde was on fire as he chronicled the abuses heaped on the people by the greedy UDP. In the Southside of Belize City, Hyde explained, there are six powerful UDP Ministers, including the Prime Minister and Deputy Prime Minister, yet the people have gotten poor while only the privileged have become millionaires - “This election will be about the people. This one is for the people. Because when the PUP win, the people win.” Speaking to the thousands who gathered at the grounds of the ITVET compound for the Convention, PUP leader John Briceño galvanized the proud PUP warriors - “We meet on this blessed Sunday afternoon as a family and as an army on the march to victory. The task of every PUP is now to spread the word to all our towns and cities, to the villages, cayes and to the four corners of our Beautiful Belize that we have the best ideas and the best plans to build this nation and that we are back in fighting form.” The UDP has still not recovered from the shock of the massive wave of blue in Belize City. There are credible reports that the Prime Minister could not get out of his bed on Sunday, and the Deputy Prime Minister sought solace in his favourite beverage. But nothing will save them. March 7th, 2018 will be the beginning of the end for this bunch of corrupt despots. Nuff Said!

OW Team Ready to Win Thursday, 15 February 2018 This morning, in front of a packed auditorium, the Orange Walk PUP 7 Team presented its political manifesto entitled, THE WORK CONTINUES. This team led by Mayor Kevin Bernard has been hailed as the best in the country despite the fact that Central Government has refused to assist them. Even without that assistance, Bernard and his team have managed to pave over 60 streets in Orange Walk Town, and we note that unlike ALL other municipalities, those paved streets are not breaking up. Just this week, the PUP Council spearheaded the upgrading of a Police Substation on Cemetery Street in Orange Walk Town, totally funded by the Council with the assistance of Community partners for outfitting. The Council also provided one cycle, while business partner RB’s MultiService provided another cycle for the officers that will be stationed there. In its action plan presented today, Bernard and his team have committed to the paving of 75 more streets, easily achievable with the record this Council has racked up in office. In addition, the team has committed to maintaining its culture of absolute financial accountability and transparency. There will be an enhanced focus on Tourism, Culture, Economic Activities and a more efficient and equitable tax

structure, as well as on parks, playgrounds, child-friendly initiatives, women’s affairs and social issues. It is a well-rounded, doable action plan by a Council which has already talked the talk and walked the walk in Orange Walk Town. Bar one, Kevin Bernard is the best Mayor in the country, and with a sterling track record behind them, this is the team which will continue the work in Orange Walk Town.

WHO OWNS STREET IN BRADLEY’S BANK?

Thursday, February 15, 2018 Cayo Central Area Representative Rene Montero - the people are demanding to know who now owns this street in Bradley’s Bank area, Santa Elena Town. The residents and neighbours have been using the street to access their homes and businesses since the area was developed. On Monday evening at around 5:00, residents became concerned
when they saw trucks unloading ‘broken cement’ at the entrance and end of the road. The residents started to gather on the road questioning the blockade. Many vehicles were seen trying to divert because of the blockade. It seems that since the UDP administration have amassed most of the lands in the villages and towns of Belize, they are now resorting to issuing out roads as house lots to their cronies. The residents suspect that Montero has issued the road as a house lot to a well-known UDP crony who is an employee at the Ministry of Works. An irate neighbour explained to us that she had visited the Lands Department previously since they had heard rumours that the road was being given out as house lots. According to
the resident, the Lands Department dispelled the rumours. Then, she saw the road blockade and once again questioned the rumours: “I heard about it as a rumour that Montero already gave this road as land. So, I went to lands and ask about it and there they told me that it is a road and can’t be issued out. I said ok I am satisfied with that answer. Montero even came around here by my house and I asked him about it too. Now today, two trucks came and dumped a load there and another load at the entrance there. We can’t pass here now. I use it to go to my house. That neighbour uses it to access his business. I believe this is a complete injustice and it is unfair for us the neighbours. Vehicles have been trying to pass and passing over the side and they got stuck this morning there because of the mud. This is an inconvenience. How can a public road be given out as a lot?” Residents and business owners around the neighbourhood are being affected by the road blockade. However, UDP Minister Rene Montero and Mayor Earl Trapp apparently couldn’t care less, since they have both chosen to IGNORE the calls from residents and the media as to the purpose of closing the public road. The residents are calling on Montero to leave their street alone!
Thursday, 15 February 2018 According to reliable reports, outgoing Mayor of Belize City Darrell Bradley and mayoral wannabe Dion Leslie are currently not on speaking terms. We have been told that Leslie has refused to mend fences with Bradley whom he feels has disrespected him. The latest such disrespect, of course, was Bradley’s 10th farewell interview, granted this week, in which he presented the Council with his own autographed, personal guide to Council management entitled, City Hall Management for Dummies. It is no secret that Leslie has been instructed by UDP higher-ups to stay in the shadows while Darrell was brought back in from private law practice. When Dion was given his chance to shine a few months ago when he beat out Philloughby in what the defeated Councillor still maintains was a rigged convention, the first thing Leslie did was to not pay 200 sanitation workers. That was plenty bad enough, but Leslie compounded his gaffe by lying on national television and blaming the bank. When the bank was compelled to point out his lie publicly, Leslie was yanked and Bradley retook the spotlight.
Then just recently, Leslie was again in the negative spotlight when cyclists blamed him publicly for running the Cycling Federation of Belize into the ground and called for his removal as President of the CFB. Not a very auspicious political jumpstart for the Mayoral wannabe. Still, he reportedly tried to step out into the spotlight again, but by that time Darrell was comfortably taking charge, deciding on his own to extend contracts to politically appointed officers well past the life of this Council. And then, as insult to injury, Darrell did a personal ad bashing the past UDP Council under Zenaida Moya, accusing them of gross mismanagement. Dion Leslie was Deputy Mayor in charge of that mismanaged Council, and Phillip Willoughby and Dean Samuels were right there as well. We note that Leslie is considered a dud as a Mayoral candidate even by those in the UDP, and when he was introduced at a so-called free concert paid for by taxpayers recently, the only clapping came from the crickets on the grounds. When March 8, 2018 rolls around, the UDP will be just a bad memory in City Hall. It is time for them to go.

Stupidity on Stilts
Eamon Courtenay Thursday, 15 February 2018 The Government of Belize has applied for the Supreme Court to freeze some $10 million (plus interest) in BTL compensation moneys so that the government owned Sunshine Holdings Limited (formerly an Ashcroft Alliance company) can use the recovered moneys to pay back two loans - one loan in the sum of $10 million was from the Social Security Board and the other equal sum from the then Government of Belize. Both were used to purchase shares in BTL. However, with the change of administration in 2008 and the subsequent Barrow nationalization of BTL in 2009, Sunshine Holdings became government owned and took
Nestor Vasquez over the liabilities of the company. The Government is now claiming it made a mistake when it paid compensation money to the BTL Employees Trust which they say should have rightfully gone to Sunshine. However, attorney for BTL Employees Trust, Eamon Courtenay, S.C. has pointed to the September 2015 BTL compensation agreement reached by Prime Minister Dean Barrow and Lord Michael Ashcroft during a meeting in Miami. The resulting settlement deed which was signed by Barrow himself and witnessed by his law partner Rodwell Williams clearly states that government accepts responsibility for the debt and further,
that “all the compensation paid to the Trust should not be reduced by these 2 loans.” This matter was later litigated at the CCJ which confirmed that it is Government which must repay the loans with the dividends from the acquired 11 million shares. Courtenay this week after Court told the media that the saddest aspect of Government’s attempt to disregard its own agreement is that “there is a trust for the benefit of the employees of Belize Telemedia. Mr. Net Vasquez is a director of Belize Telemedia and he is seeking to take the money that is for the benefit of the employees and take it and pay it to the Government of Belize. Something must be radically wrong with that. How can he be a director of a
Message from Hon. John Briceño, Leader of the Opposition
Thank You for Believing in Us Last Sunday’s massive PUP March and Convention was a huge success. Spirits were high and the energy and enthusiasm of our friends and supporters was awesome. I want to thank everyone who came out and participated as well as the thousands who watched live on television and those streaming on the Internet. Our own PUP Super Sunday was a success because of our Beautiful people who came out in the thousands from north, south, east and west. On behalf of the Party I would like to thank those soldiers of the Party, as well as the organizers of Sunday’s events and our hosts, the residents of Belize City. I also wish to thank the Belize Police Department, the Traffic Officers, BERT Ambulance Services and of course, our sponsors and generous donors. Our Convention was a coming together of our Party and the occasion gave us the opportunity to introduce to you our 67 dynamic candidates for the upcoming municipal elections. We also presented some of our ideas and plans for the better management of the 9 municipalities countrywide and through our resolutions shared our Party’s position on issues like reducing crime, fixing our economy and pledging our support for greater gender equality. We talked about our commitment to the youth of the nation and we spoke out strongly against corruption. The convention is over. Now we get on with our campaign in high gear. It is now time to get ready for Nomination Day, Wednesday 21st. I invite all our friends and supporters in the nine cities and towns to put on your PUP shirt, or put on a blue shirt or a white shirt and join us in our parade as we show support for our PUP councilor candidates. Nomination Day is always a day of energy and unity and we hope to have our true blue flag flying proudly next Wednesday morning from Corozal to Toledo, from Dangriga to Benque, San Ignacio and Belmopan, from San Pedro to Belize City and in my own hometown, Orange Walk. Let us keep that positive energy from our massive convention alive through Nomination Day and into our manifesto lunch in all municipalities. Yes, we are fired up and yes the PUP is Ready to Lead and Ready to Win for Belize. Once more we say Thank You for your support and come March 7th, we ask you to vote blue, vote PUP God Bless and have a safe week.

Its stupidity on stilts.” Representing Sunshine Holdings is Rodwell Williams, S.C. who notably on February 8th denied that he signed as witness to the settlement deed which has been widely criticized as poorly drafted. This is notwithstanding that his signature appears on the document. Well, senior counsel Eamon Courtenay who was interviewed right after his colleague confirmed that Rodwell Williams did sign. The complex case on whether Sunshine will be granted the money has been set for early trial for the end of April 2018.

THE POLITICS OF FEAR
T
he massive outpouring of support for the People’s United Party on Sunday – not only the numbers which flooded the city but the passion and unity of PUP soldiers young and old, from every sector of society, has left the United Democratic Party shell-shocked. By Sunday night officials of the UDP had taken to social media to disparage the crowd. Even the former Senator, the perpetually salty and sour Juliet Thimbriel felt pressed to speak about the Convention and Rally. It is the middle of the week, and the UDPs are still talking about it. It has been the subject of conversation on WAVE Radio since Monday morning. It is an incredible thing. Any junior political observer will tell you that when there is a muscular political movement by the opposing Party, the rule of thumb is that you do not call attention to it. You pretend it did not happen, and you go about your business. Quite frankly, the response by the UDP has been amazing. More than that, it has been revealing. The UDPs are afraid. Perhaps for the first time in a decade, the leadership of that corrupt administration has gotten the sense that the end is very near, and they are afraid. We see it every single day on social media – the distrust of the Barrow/Faber administration expressed through countless posts – Belizeans from every corner of this nation expressing their anger and frustration and discontent at the corruption and mismanagement, abuse and neglect which have become the modus operandi of the UDP. We hear the many complaints on the airwaves every morning, in the daily newscasts. On every pothole-riddled street in every municipality of this country, the talk is of change, because our people realize that they have allowed themselves to be used and victimized for way too long. The rot in the leadership of the Party has created a stench which follows the Party at every level, and it is a stench which offends our people. It has been allowed to go on too long. But it is coming to an end, and the UDP are scared. Imagine that the fear has reached such proportions that the perpetually immature Deputy Prime Minister, Patrick Faber, is willing to go on national television to beg Belizeans to vote for the UDP municipal slates. Recognizing the mood of the people, Faber even resorted to threatening Belizeans, claiming that if they do not vote red then they will get nothing from Central Government. Imagine a public servant, because even the most powerful of politicians are only servants of the public, telling voters that they will get nothing from Central Government if they do not choose the U.D.P. Perhaps Faber, still high on pibil and rum from that Petrocaribe junket, does not understand that every cent they spend as if it is their own, is given to them by the people of this country. In Belmopan, the UDP have now resorted to promising residents that if they vote RED then the school fees for all their children will be paid. That is the level of desperation being displayed in that central municipality. After years of ignoring residents and doing nothing to ensure that the quality of their lives would improve, now suddenly the UDP cares so much for their children that they will pay school fees. Take the money – it is not a gift. It is not their money. Take the money and pay the school fees of the children because that is YOUR money, and it should be used to serve YOU. For too long the people’s money has been used only for the personal and private gains of our politicians. As we get closer to elections, the UDP’s fear will cause them to act out. In every municipality of this country they will make even more outlandish promises which will never be kept. They will use the financial institutions under their control – like the DFC and the National Bank, to provide financial incentives to voters. They will use the resources of the government, taxpayer’s monies, to launch the nastiest of ad campaigns against the PUP. They will beg and intimidate and threaten and attack. They will offer contracts, and threaten to withhold contracts. They will offer employment, or threaten termination. The UDP will use every means at their disposal, fair and foul, to incentivize Belizeans to vote for them. On that fateful day, March 7, 2018 – voters must ask themselves if they are satisfied with the governance provided by the UDP over so many years. Are you okay with the fact that life in Belize has gotten much harder for all except a chosen few? Are you okay with the fact that certain UDPs have become millionaires while half of our population lives in real poverty? Are you okay with the corruption? Are you okay with the uncontrolled crime and violence? Are you okay with the neglect of our cities and towns? Are you okay with Belize City flooding after every rain because the Mayor forgot to put in drainage? Are you happy with the quality of and access to health care? Are you happy with the quality of and access to education? If the answer to any of those questions is NO…then you CANNOT support the United Democratic Party. It is time to stop complaining, and time to be a part of the change you want to see in your life and in your country.

LA POLÍTICA DEL MIEDO
L

Remembering ANTONIO SOBERANIS
NICH’s Institute of Social and Cultural Research (ISCR) has attempted to revitalize its efforts to recognize Antonio Soberanis Gomez, one of Belize’s patriots of the early 20th century. On Thursday, February 15, NICH and the ISCR invited the press, the family and friends of the labour leader to join the students of King’s College for a memorial ceremony and a rededication of Antonio Soberanis’ burial site in Santana Village. They chose this day to commemorate the anniversary of his passing, on February 15, 1975. He is buried beside his wife, Violet Garbutt Soberanis. The ISCR collaborated with the Soberanis family and the Institute of Archaeology to restore his resting place. It is located right on the Santana Village farm where he lived with his wife and raised his family. It’s part of their effort to identify and designate spaces in the country that are of cultural importance. To note that this is an important location, NICH erected a sign with a small biography of his accomplishments. Soberanis, who was born on January 17, 1897, emerged as one

PUP NATIONAL CONVENTION AND RALLY It is our duty to fight for what is right, to fight for justice and for those among us who cannot fight alone. Fight for single mothers and for jobless fathers who want to work and can’t find a job. Fight to rid Belize of ignorance and intolerance by building an education system that provides a space for every child to learn in a safe environment and to allow for their parents who were denied the right to learn a chance to do so now. We must work to create a healthier nation where every Belizean can expect adequate health care. So too must we give families every opportunity to own their own little slice of the jewel so they can enhance it and protect it for their children and grandchildren.

GOB KEEPS BREAKING THE LAW Monday, 12 February 2018 The Unions, the Chamber of Commerce, Teachers and so many Belizeans have stood up and demanded change in the way the government spends taxpayers’ monies. They took to the streets and they were clear and adamant about the changes that needed to occur. The Finance and Audit Reform Act was a result of these actions. Then in 2010, this UDP government enacted the regulations in Statutory Instrument (SI) 95 to ensure there were clear guidelines on reporting of the monies to be spent. None of it has been followed in the 9 years of the UDP government. The UDP Barrow/Faber government has become the very thing they said they were fighting against. The Barrow/Faber administration have taken Belize’s debt to the highest levels recorded in history mostly due to their legal fights with Ashcroft despite being advised that they did not have a strong case; despite the fact that Barrow’s law firm continues to do business for the same man. The hypocrisy and shameful penchant to lie to the people of Belize has been exposed time and time again. It is time for the Barrow/Faber administration to go. Regulation 13 of SI 95 of 2010 for the Finance and Audit Reform Act states that the Minister of Finance [who is the Prime Minister] is to provide the Fiscal Outlook and Mid-Year Review Report each fiscal year to the National Assembly on or before November 15th. This Report shall also be made publicly available no later than December 31st of that fiscal year. The regulations also detail the contents that should make up that report. Regulation 27 of SI 95 of 2010 for the Finance and Audit Reform Act states that the Minister shall present the Final Budget Outcome Report on the budget for the previous fiscal year to the National Assembly on or before July 31st of each fiscal year and it shall be published no later than 30 days thereafter. This Report is to account for the activities of the Government against the Fiscal Outlook and Mid-year Review Report. Section 5 of the Finance and Reform Act says that the Minister of Finance must authorize such unforeseen expenditures through a special warrant. Those authorizations through special warrants should be reported to the House of Representatives and confirmed within 3 months of the date of the warrant. Those special warrants cannot exceed 10% of the amount that was originally approved. None of this has been done yet the Barrow/Faber administration continues to spend millions upon millions without approval beforehand. There are no annual reports and no audited reports for several of the
government institutions and for the infamous Belize Infrastructure Limited. When Senator/Minister Godwin Hulse said that he admits they have not met deadlines in the recent senate meeting, he is admitting they have not complied with these regulations. He who was the champion crusader against the wrongdoing of government when he wasn’t in government is now the chief salesperson for their shameful acts. What hypocrisy! Section 24 (2) of the Finance and Audit Reform Act says that every person who contravenes any provisions of this Act or any regulations made thereunder is guilty of an offence and shall be liable on summary conviction to a fine not exceeding ten thousand dollars or imprisonment not exceeding two years or to
both fine and term of imprisonment. This is more than the government not meeting deadlines or senators not “fetching” the information, explanations and details they want. This is about not complying with the law. It is breaking the law. The lies and blatant attempts to distract the Belizean public by saying Senators are not doing their work is shameless especially for an Attorney General; but this bullish behaviour is not surprising coming from a man who is known for his “Ram It”
remarks and referring to persons who call out the wrongs of Government as “obstructionists”. It’s because Senators are doing their work that this criminal offense is coming to light. The people of Belize are not fools. No amount of cement streets and buildings that Belizeans still cannot access will erase the fact that this Barrow/Faber administration is the worst and has betrayed the people of Belize. The only lives they have improved are their own. It is time to go.

Well Hell I was driving to work today trying to figure out what I would write in this week’s column when I fell into this huge frigging pothole while trying to dodge a pothole by avoiding another pothole surrounded by a million frigging potholes. Where was I when this happened? Well, just pick a frigging location. It could be anywhere in the country. Could be the Phillip Goldson Highway. Could be the George Price Highway where, just today, I also saw champion cyclist Kaya Cattouse dodging potholes on her bike early. Hell, it could be Belize City or Benque, which former UDP Minister Santino Castillo just posted on Facebook is ‘hell on a bike.’ According to Santi, “it was like a field of land mines with pot holes substituting for the land mines.” His words, not mine. I would have used a more expletive-filled description. Listen, it could be Belmopan, where so many streets including the Ring Road are full of potholes. I guess I can’t blame the Belmopan City Council for those potholes on the Ring Road or at the entrance to Belmopan because although they claim those works while campaigning, that wasn’t them. But yes, I can blame them for all those potholes on George Price Boulevard, and on a lot of other major streets and not so major streets. You guys at the Council really aren’t doing a very good job. But I guess the voters will judge when its time. So back to those frigging potholes. Just pick a municipality anywhere in this country and I’ll show you potholes. Pick a street anywhere in this country and more likely than not I’ll show you potholes. That’s being real. Thing is that some of the areas breaking up are areas which were recently ‘fixed’ by the UDPs and their contractor cronies. I see my friend Imer is fixing up his stretch of road for the second time since it was completed six months ago. Now if that isn’t the most extreme bullshit I don’t know what is. I also had the misfor-
tune to drive on Lake Independence Boulevard this morning. My lerd. That’s not even a road again, much less a boulevard. So…when is that going to be fixed? Let’s be very real here. When I hear those jackasses braying about the wonderful infrastructural achievements the UDP has done, I want to do something very bad to them. Is this a situation where they don’t drive on the same streets we do? Do they just magically miss all the potholes in all the streets? When they look around, do they see something different from what we see. Like when Philloughby got up on that podium last week and boasted about flood mitigation accomplishments in Belize City, I wondered if he knows the definition of mitigation. About a day after that manifesto launch, the streets in front of City Hall were under about 6-8 inches of water. Listen, it’s no joke. When our streets flood after a little rain, sewers overflow and our residents and their children have to walk in that filth to get to school or work or home. That’s as real as it gets. When Dean Samuels, who looked like he’d taken advantage of the decriminalization, stood up at that podium and boasted about the paving of so many streets, I wanted to go smoke some weed. Cause if weed makes him not see the frigging potholes, I want some of that shit – 10 grams right away please. Are these people stupid or just high? And it’s every-frigging-where. But nobody in power seems to give a shit. They just continue to boast about infrastructure as if they believe that if they say we are walking on beautifully paved streets, then it just is what it is. I would say that the incompetence of these fools in office will be their downfall, but it’s such a close race between their incompetence and corruption and greed and just plain unadulterated arrogance that either one or a combination could lead to their downfall. It is my sincere hope that people will wake up out of this long fugue. I don’t know exactly what it is – perhaps apathy or acceptance of mediocrity or just fatigue. But what I saw on Sunday was a good sign. And what we hear on the ground is a good sign. The feeling is that the people have had enough of the U.D.P. The writing is on the wall in big, bold colours.

MY PERSPECTIVE By Dolores Balderamos Garcia
COMMUNAL OR INDIVIDUAL?? In early September last year, the monster Hurricane Irma struck the island of Barbuda, one of the twin islands of the Commonwealth Caribbean nation of Antigua (pronounced Antiga) and Barbuda, our sister Caricom country. There was almost total devastation. Barbuda, as its residents knew it, was literally wiped off the map, and all residents of the 62 square mile island had to be evacuated to Antigua. Even the thought of it is heart-rending. Just one act or force of nature, a force majeure as it were, changed the lives of Barbudans forever. How will they rebuild?? And now another act, this time an act of the Antiguan and Barbudan government, is making it worse for Barbudans. It is as if the government is hitting them while they are least able to defend themselves, having lost everything to Hurricane Irma. The government has passed legislation that will fundamentally change the system of land tenure on the island. You see, in Barbuda there has been for centuries a system of communal ownership of land, which is quite unique, and which the islanders have enjoyed as what they consider their cultural identity. The recently passed law seeks to introduce freehold and individual title and sale of land, even though communal ownership of land was just placed into law in Barbuda in 2007, honouring close to 300 years of custom on the island. Since the hurricane only about 400 of Barbuda's 1,800-person population have returned to try desperately to re-build. There is still no running water and electricity and schools are closed. Before the storm Barbudans were able to identify parcels of land for their residential, commercial or agricultural use, and then the Barbuda Council would approve such use and islanders could pass their parcels on to their children. Now the government seeks to allow private ownership that will certainly allow foreigners to gobble up the majority of the land for tourism. To make matters worse, an application to the High Court for an injunction to stop the government was refused. And many returning Barbudans are crying foul, saying that they were not consulted before the law was passed. The law will allow Barbudans to apply for only 0.23 acres for individual titles. One Barbudan, a teacher by profession, said “our traditional
lifestyles of farming and hunting which require a large amount of land and have been our economy for hundreds of years will be completely disenfranchised. Our resources will be removed with the stroke of a pen.” He pointed out that if every Barbudan bought the allotted 0.23 acre that would only amount to less than a square mile! There would remain 61 square miles that could easily be bought out from government by wealthy foreign investors, and the land would be forever lost to native Barbudans. On the other side of the coin, some Barbudans have welcomed a few of the proposed changes, for example allowing persons with one Barbudan parent, as opposed to two, to become landowners. However, just about everyone is unhappy with the lack of consultation. Even the MP (area representative) has admitted there was not enough consultation by him. And there are grave concerns that development of the island will come at the price of Barbudans losing their lands. But the MP argues that “Barbudans have long been tenants of the Crown, with a right to occupy. This will empower them to become landowners.” I am not sure that I buy that argument. Barbudans should have the greatest say in what happens, not political leaders. I think of our own situation at home with our Maya population down South. Some want communal land rights, while others want their individual titles. There are proponents on both sides of this tricky and complicated issue. But I would say that in the sad case of Barbuda the people are catching a “double whammy,” first the devastation of the hurricane, and secondly, and without consultation, government stepping in and dictating to those brave souls who have returned to their island home. Whatever side of the communal or individual ownership issue one comes down on, I feel that the approach of those in power is not correct. Surely there needs to be much more consultation with the real stakeholders – the people of Barbuda.

It is Time for Them to Go The legacy of this Barrow/Faber UDP administration is one of corruption, cronyism, greed, incompetence and waste. They squandered your money, turned their friends and family into new millionaires and left normal Belizeans to die in the streets, at our hospitals and in their homes. The UDP presided over a decade where more than 1000 Belizeans have been slaughtered in our streets; they squandered billions and added over a billion dollars to our national debt. Yet every day we wake up to more poverty, more crime, more unemployment and more hopelessness and despair. Under the UDP Belizeans are tired of having nothing. We are tired of the UDP corruption and tired of the UDP incompetence. We are tired of the crime and violence that is overtaking our neighbourhoods. We are tired of being taxed to death. We are tired of paying $11 for a gallon of gas. We are tired of seeing our brothers and sisters living in abject poverty. We are tired of the despair and we are tired of the UDP. Still, the most shameful record of the Barrow/Faber UDP is this: They have wrecked our economy, corrupted our democratic institutions, compromised our justice system, destroyed our reputation as a caring and peaceful nation and they continue to sit idly by while Guatemala bullies our fishermen, harasses innocent Belizeans on the Sarstoon and disrespects our territorial integrity. Belizeans have worked harder and harder to make ends meet, you have cried over the bodies of your sons and daughters and cried for your friends and relatives who have been gunned down in the streets. You trusted them with the development of this nation and in return they betrayed you, the UDP let you down. The PUP must and will hold Dean Barrow, Patrick Faber and the UDP fully accountable for the wrongs that they have brought upon this nation - from their lack of vision to the creation of a criminal culture that sees the Castros, the Vegas, the Monteros and those other boldface, modern day despots walk our streets with impunity. We will bring them all to account and those who deserve to go to jail WILL go to jail. The national interest of this nation and of our people can no longer be entrusted to this corrupt United Democratic Party. It is time for them to leave, to get out of the way so that we in the People’s United Party can get back to the task of fixing what they have broken. So that we can restructure our crippled economy, modernize our infrastructure, renew our partnership with the private sector, rebuild trust with the productive sector, reinvigorate our public institutions and restore our reputation in our region and in the world at large. We have to get on with the work of rebuilding confidence in every Belizean woman, man and institution. We will do this by welcoming a new era in our national development. Yes, the time has come for a changing of the guard, and as well the time has come for a changing of the colours. Let me be clear - this culture of corruption and bad governance that is destroying our nation cannot be allowed to continue. As long as I am granted the privilege to lead this great Party and country, we will stand for our principles and there will be no place at the table for corruption, criminal behaviour or incompetence. We will make a sincere commitment to good governance with transparent and accountable management of the people’s money. My friends with change comes hope and it is that change and this new hope that resides in each and every PUP. So…get up now, get out there and fight for Belize.

THANK YOU. IT’S TIME FOR CHANGE Belizeans from all corners of the country and from all walks of life descended unto the streets of Belize City this past Sunday. Young and old, women, men, and youths came in the many thousands to march through the old capital to take a stand and show their support of the People’s United Party. The women of the PUP’s United Women’s Group were front and center in supporting the leadership of the party and the commitment of the party to bring transparency, accountability and good governance to Belize. The president of the UWG, Tanya Santos, who is the party’s mayoral candidate for the City of Belmopan, read the resolution from the UWG. She stated that women “condemn in the strongest terms all corrupt acts of this government.” No government should be allowed to operate with impunity, lack of accountability and lack of transparency in the manner in which this Barrow/Faber administration has. Women and children are the most impacted when a government goes rogue. Ms. Santos also repeated the party’s call for greater priority on reducing the gender pay gap and to fight all forms of discrimination against women and girls. Under the Barrow/Faber administration there have been no significant strategies or plans to address the increased rate of domestic violence and crimes against our women and girls in Belize. The UWG reiterates the resolve of the PUP to promote gender equality and equal opportunity for women and girls across the country and across all sectors of the society. As the Leader of the Oppostion stated in his remarks at the recent Women’s Forum, “when women flourish, the country flourishes and develops.” Therefore, it was fitting for the President of the UWG to announce that the women’s arm of the PUP commits to working with the leadership of the People’s United Party to have greater participation of women in its leadership and in the next PUP government. The journey to greater women involvement begins with the March 7th Municipal elections. There are 18 phenomenal, hard-working women who are contesting the elections. The change to better decision making at the municipal level can begin with electing each of them. In the words of Angeles Itzab, member of the Executive of the UWG, “the ultimate aim is to have more women in the National Assembly.” The journey to empowering more women to get involved starts with the municipal elections. It is time. Women leadership and women involvement in leadership matters. It
matters because “out of sight is out of mind.” Issues impacting women, who comprise half of Belize’s population, will never be given priority if more women are not seated around the tables of decision making to create the difference in policy, regulation, legislation and budgetary priorities. Women do bring a broader outlook on services needed in the administration of muncipalities and their delivery of services to residents. Public administration can benefit greatly from having a wider range of perspectives in decision-making and in so doing demonstrate that men and women are equal in the development of the country. At the Women’s Forum, Ms. Carolyn Trench Sandiford echoed her call for women to support that the country recognizes that women have co-authored the building of this nation and that it is time that such recognition be visibly demonstrated with awarding Madam Gwendolyn Lizarraga as a national heroine of Belize. There should be no doubt that Madam Gwen has earned her place in history for the movement she started in Belize in recognzing the rights of women and in crafting major policies that have shaped Belize today. The UWG supports this call. It is time. Change is coming. This is evident from the thousands who poured into the streets on Sunday and the thousands who attended the national convention. The United Women’s Group thanks all women who came out to show their support for the change and who proudly wore their shirts in representation of the women’s movement in the party. It is time. The UDP government and the UDP town and city councils have been grossly mismanaged and have significantly betrayed the trust of the people. They have raised the debts of this country to unprecedented levels and have burdened families, men, women and youths for generations to come. Governance is not about improving the lives of a few or the selected party supporters. Good governance is about improving the lives of all Belizeans, no matter which political party they support, and ensuring that a Belize is developed that works for everyone regardless of political affiliation. MOVE WE MARCH TO VICTORY
We meet on this blessed Sunday afternoon as a family and as an army on the march to victory. The task of every PUP is now to spread the word to all our towns and cities, to the villages, cayes and to the four corners of our Beautiful Belize that we have the best ideas and the best plans to build this nation and that we are back in fighting form. On this occasion we reaffirm our commitment to our Party and to our nation. Our task is to serve the people, so let the word go forth that the People’s United Party has never given up and will never give up on the work of building Belize.

THINKING OUT LOUD BY: KEVIN BERNARD
This week has been an amazing one for me as Mayor, proud resident of Orange Walk and proud member of the People’s United Party. I am exceptionally pleased to report, first of all, that this week four major streets received their second coat of pavement – Pasadita Street, Rio Bravo Street, Price Avenue and San Francisco Street and Boulevard are nearing completion, and immediately we have seen the appreciation not only of residents in those areas but drivers, cyclists and pedestrians. When our streets are properly paved, our entire community is uplifted, so in that aspect it has been a great week for us. This week we also put into use a new garbage compactor truck which we were able to obtain. Our hard-working sanitation staff has tried their very best to keep our town clean, and it is only right that we give them the resources to make their jobs much easier. Residents will immediately see an improvement in the efficiency of our garbage collection service, so this is one of the highlights of my week. And then, what certainly was a great achievement by the Council was the reopening of the Police Substation on Cemetery Street. Crime has been completely out of control all across the country, and our small community has not been spared. As Mayor, I’ve always known that the work of a Council does not stop at collecting garbage and maintaining streets, drains, parks and playgrounds. If our citizens do not feel safe and secure in their homes and businesses or on our streets, as a responsible Council we must do all that we can to ensure that they do. For years the substation has been unused, just an eyesore in the community, and so we approached the Police Department here in Orange Walk and decided to do something about
it. What came out of that meeting is a completely renovated and fully operational Police Substation, complete with two motorcycles for the officers who will be stationed there. I have to, without reservation, give thanks to our partners in the business community who assisted to make this a reality. I give thanks also to the officers of the Orange Walk Police Formation who allowed us to assist them
in this way. Earlier this week we formally opened the building and the ceremony was attended by Elodio Aragon, junior Minister of Police and Commissioner of Police Allen Whylie. I note that neither of them seemed willing to acknowledge the role the Town Council played in the substation, and I put on the record here that it hardly matters. What matters is that the Police Department has more of the resources it needs to fight crime, and even more importantly, the community will be better served in the fight against crime. What I would like to do is to ask the junior Minister to pay more attention to the needs of the Police Department, in Orange Walk especially, because when the Department is lacking on critical resources like proper vehicles or fuel to operate those vehicles, it negatively impacts the community and allows criminals
2018 greater freedom to do as they will. I would also ask the junior Minister to explore the possibility of putting up additional substations in other critical areas of the town which would not only act as deterrents to crime but would improve the Police’s reaction time. I cannot end my column this week without acknowledging the massive Convention and Rally held by the People’s United Party this past weekend. I believe the last time such a sea of blue gathered in one place was back before the 1998 elections, and I remember well that it meant the end of the UDP for a time. I give thanks to all who came from across the country to show support, and to show that they believe in the PUP, and also thank the many supporters from Orange Walk who came out to walk with us. Change is Coming. I can feel it.
Vamos a Ganar Compatriotas Beliceños.

OUT DOES BENQUE VIEJO NEED A NEW CREDIT UNION? “It is well enough that people do not understand our banking and monetary system, for if they did, I believe there would be a revolution before tomorrow morning” — Henry Ford —
!
The Mount Carmel Credit Union in Benque Viejo Town has been in financial trouble for more than 18 years. Recently, members were told that their Credit Union will be closing down. Why? Well, Mount Carmel is bankrupt, and the credit union is about to lose its headquarters to the DFC, to which it owes
more than 500 thousand dollars and cannot pay. What will happen to the elderly, the pensioners, and all the other people who had savings there? When the people from the Belize Credit Union League (BCUL) came last year their message was very grim. The people in attendance were told that there was no money. They were also told that the BCUL tried to bring the case of the theft of the monies to Court, but the Court did not attend to their request. The BCUL official coldly told the people that they were on their own, and they had to fight for themselves. When the news media asked the Prime Minister what he was planning to do for the people who had lost their money, he simply said that he did not even want to think about it. Once again, the man holding the highest office in Belize simply
dropped all Benqueños and others who had sacrificed to put their savings in the Mount Carmel Credit Union. We demand accountability on behalf of all those poor people whose money was shamefully stolen by people from outside and from others within the institution. There was collusion with the Board at that time not to bring the case in the open and seek reparation. They hid it and in so doing they protected the person who was supposed to be the leader in this area. There are elements that want the credit union to die, so that the evidence dies with it. Because if there is a forensic auditing, many people would have to account and respond: what happened to that money? Mount Carmel began running in trouble from at least 2001 when two employees, Marta Duarte and Julio Santos were accused of embezzling more than five hundred thousand dollars from the institution. They were charged but the prosecution fell through and nothing was repaid. Later reports said the sum lost may have been closer to a million dollars. It is also alleged that the current UDP Cayo West Representative used the money for his political campaign and never returned it. Now the St. Martin’s Credit Union is building a new branch in Benque. This
19 is really nothing to rejoice in, but something that will forever stay etched in the minds of all who will walk past both Mount Carmel Credit Union and the new St. Martin’s Credit Union that there were traitors among us. As a matter of fact they are all laughing with the people’s hard earned savings that has gone forever without this UDP government not even lifting a finger to help the poor people. It is a very sad situation that the savings just vanished into the pockets of unscrupulous people who either hold high office or their supporters who continue to look at the people and smile with them. For this and many other bad acts we have to stand and kick them out for they know nothing about having a conscience and love of community. The UDP is heartless and there is evil in them! We have to start sending the clear message that they have to get out before they continue to pillage our community and our country. This will happen this March 7, 2018 when the UDP will be sent packing. You can reach your own conclusions. God bless you all our beloved Belizeans. Cd.
