Wednesday, February 15, 2017 Former Finance Officer in the Ministry of Immigration, Teresita Castellanos, is perhaps the first person called by the Senate Special Select Committee who has not spent hours diverting blame and dodging allegations made in the Auditor-General’s report. Her testimony this morning was shocking and passionate, as she revealed that “the Immigration Department has an entrenched culture of corruption and hustling, milking the cow, we say, from the very top, to the very bottom of the ladder.”

According to Castellanos, there were a few honest Immigration Officers, but the rest of them acted like a fraternity of corruption carrying out all manner of wrongdoing in the Department. “I was in the belly of the Beast. I was at the Immigration Department for 3 years, and I'm among those named in

Castellanos blamed a lack of political will and a lack of support from the highest levels of the Ministry. She claims that she and a few others tried to get support to right the wrongs, but it never came. And the corruption never stopped, according to Castellanos. “It still is, but there are persons who are trying to pretend they don't know what culture exists at the Department,” she told the Senators assembled today.

While Minister of Immigration Godwin Hulse parades himself as the saviour of all and a bastion of integrity, the fact is that all who have spoken so far make clear that wrongdoing was rampant under Hulse’s watch, and also make clear that there was very little attempt to change that culture of corruption, despite Hulse’s many proclamations to the media. “The corruption behind closed doors…the intricacies, the lies and the attempts to cover up the wrongdoings, a department - as far as I can call it - of ill repute. It is all sad. I will be hated for this, but I am under oath today, and the truth must be told.”

That truth includes an interesting insinuation against former CEO Candelaria Saldivar, also the sister of Minister John Saldivar. Saldivar went to great lengths last week to extricate herself from all wrongdoing, and even tried to suggest that she was a force for good and right in the Department. But Castellanos suggests otherwise. “The restructuring that was mentioned by the CEO last week could already have been implemented. I don’t know what the keep-back is! The same CEO that was here had me moved from the department in 2014. It was not a regular transfer,” revealed the public officer.

Castellanos said she wanted to remain at the Department and was actually part of the restructuring in place. She claimed that she requested that she remain at the Department to assist in the Audit process which was ongoing at the time, but Candelaria Saldivar pushed her out without a valid reason, a move that no doubt hindered the audit and any restructuring in place to slow down corruption.

Wednesday, February 15, 2017 Joseph Waight, the Financial Secretary, has confirmed what Belizeans were expecting but hoping would not materialize. In the next fiscal year, there will be an increase in already burdensome taxes. Responding to questions from the press recently, Waight said, “I think that at this point in time it is inevitable that there will be an increase in some taxes.” Waight would not say which taxes, but it is expected that GST will be increased to 15%. Dean Barrow, the new VATMAN, is preparing to punish Belizeans for his own arrogance, mismanagement and skewed decision-making.

That revelation came at the budget consultations between the Business Sector and the Unions held last week at the Biltmore Plaza Hotel. These two social partners were attempting to provide the Government with suggestions and a plan of action, which would likely allow for the Barrow Administration to put off the tax increase. According to the Financial Secretary, both the Unions and the Business community have made similar suggestions, asking the Government to ensure that whatever measure is taken would be equitable, easy to implement and it would not retard growth, since the economy is contracting. The two social partners want the Government to improve on its administration, and efficiency in the public service, and in the collection of current tax receipts before going to an increase in taxes.

The Government wants to implement austerity measures, cutting public spending, and improve efficiency so that the country can save about $105 million dollars. Financial Secretary Joe Waight notes that part of the plan for this projection will be “through some adjustment in taxes.” Belize’s economic outturn is -0.6% of the Gross Domestic Product. There needs to be a turn-around of about 2.4%.

The Government officials had been dodgy about the tax increase, especially since the third restructuring of what is now Barrow’s bond began in November. Through pointed questions on the topic, the Financial Secretary revealed, "We can't rule out, it is very likely to be a tax increase. What the components are? We don't know just yet, that's still in the process we are going through but I think that at this point in time it is inevitable that there will be an increase in some taxes. We are trying to see what items can least impact the economy, but at the same time generate the resources

WHY NO ARREST FOR ERIC CHANG?

Wednesday, 15 February 2017 Former Deputy Mayor of Belize City, Eric Chang never felt it important to take responsibility for his actions in the 2013 Penner passport scandal and when the special audit report on the Immigration and Nationality Department was publicized in 2016, he also featured prominently in a case of 8 missing visa foils. But the former elected Councillor refused to face the music and apparently enjoyed immunity from investigation, arrest and prosecution. And now, it appears that he wants to give the Senate Special Select Committee the slip too.

Chang was expected to testify on Wednesday February 15th in the Senate probe but our understanding is that he had his attorney, Glenn Godfrey write the committee to indicate his unwillingness to face the music.

When the Prime Minister disclosed, in September 2013, that former Minister of State for Immigration, Elvin Penner had facilitated Belizean nationality for then imprisoned South Korean national, Kim Won Hong, Chang was still in Taiwan. He did not return to Belize until many weeks after and served out his term as Councillor.

His involvement in the Citizen Kim case is well documented. The then Chargé d’ affaires of Belize to Taiwan noted in writing to authorities in Belize that Chang had attempted to visit “Citizen Kim” who was in a Taiwan detention center at the time. In an apparent case of peddling his influence, he asked the Embassy staff to

In the case of the missing visa foils from the Western Border Station, those were discovered missing on December 26, 2012 and ended up being purchased by no other than the former Deputy Belize City Mayor, Eric Chang and the council’s Financial Controller, Patrick Tillett. The report states “Both men doubted the validity of the visa foils, so they took them to Belmopan Immigration Office where Officer George Reynolds confirmed that the visa foils were legitimate but were illegally issued.” While two people (Mark Tench and Vernon Leslie) were held to account for their actions to cover up the disappearance of the visa foils, the audit team noted with concern that the matter was never reported to the police for investigation and prosecution of Chang and Tillett, and Port Commander Edgar Cano was not penalized for his decision to issue the corresponding visas without the stickers. “It is our belief that this action could have aided in the fraudulent issue of visas V00035517 to V00035524,” notes the report.

Separately, Eric Chang is also cited in the passport section of the special audit for having picked up, without authorization, passports for various applicants. Some of those applicants were recommended by none other than the then Honourable Elvin Penner.

It will be left to be seen if the Senate Special Select Committee can compel Chang by other means to appear before them.

DESPERATE GOB LOOKS TO BOND PAYMENT DUE FEBRUARY 20TH… HOCK UTILITY SHARES

Tuesday, February 14, 2017 While the dismal state of the nation’s economy is no secret, GOB has been careful to shy away from revealing just how much they have screwed the country, driving us to the brink of disaster. Recently it was revealed that just to meet the monthly public service wage, Mr. Barrow was forced to go, hat in hand, to Taiwan to procure some bailout funds from that very generous, very freehanded donor.

And it gets much worse. At a press conference this Monday, PUP Leader John Briceño revealed that GOB, in the depths of its desperation, is now seeking to sell off significant shares in the very utilities which they boast of having given back to Belizeans.

According to Briceño, the Opposition learned of this plan through a proposal presented to the Prime Minister, “where they are talking about combining the three utilities,

the shares that they own, and putting it under one company, one trust, and then they want to sell these shares. I am told that they are trying to get – right now, as we speak, Social Security Board to buy – I am not sure if it is eleven million shares or eleven million dollars’ worth of shares, and I am told – I’ve been reliably informed, that the professionals that work for Social Security are not recommending that Social Security buy any more shares in B.T.L.” Briceño explained that the SSB’s Board is resisting the sale because the shares they have already purchased in BTL have plummeted in value. “In 2009 they bought an amount of shares – at that time those shares were valued at over five dollars per share; at the end of their financial year they had to revalue those shares and now those shares are valued at under four dollars per year.”

It is reported that the government is attempting to bring in close to $200M from the sales of shares in these utilities. Briceño also pointed out that it would be very interesting indeed if Lord Ashcroft, a Belizean, is offered shares in the utilities as the cash-strapped government struggles to stay afloat.

February 15, 2017 In just a matter of a few days, GOB needs to make a $26M payment to bondholders, even as Prime Minister Barrow travelled to New York earlier this week to join his negotiating team engaged in frantic negotiations with bondholder representatives. There is every indication that the government will not be able to meet that payment because it is, for all intents and purposes, broke. There is also every indication that bondholders are not prepared to accept a plan they say does not do what is necessary to ensure that in the future, GOB would be able to meet payment requirements on a restructured bond.

Late last week Financial Secretary Joseph Waight confirmed that GOB has once again extended the deadline for bondholders to accept the terms, though the terms have not changed since the first presentation which was roundly refused. "The discussions continued, and we are hopeful that it would be fruitful and we need to give the process more time. So the government today has extended it for a further 2 weeks," Waight explained.

According to Waight, there is some sort of progress in his view, since the bondholders are at least asking for more information which is being given to them. He would not comment on the status of the negotiations or any contin-

gency plan in the event of failed negotiations, though, expect to confirm that a large payment is due very soon - "Yes the payment is due on the 20th and the only person who can really answer that, I wouldn't be able to call on that, it would be the Prime Minister in due course."

At his press conference this week, Leader of the Opposition John Briceño reiterated that where we are today is because of the mismanagement of Prime Minister Dean Barrow - "After boasting that he has solved the super bond issue and that the nation was on to good times, the Prime Minister has been forced to eat crow and admit that everything he said is not so. The default on the UDP superbond is now more likely than ever before. Make no mistake about it.

Government is broke. This UDP government is broke."

Would the Member for Queen Square and Minister of Finance please say exactly what taxes will be increased, and what if any will be the new taxes implemented for this coming financial year?

Would the Member for Queen Square and Prime Minister please confirm or deny reliable reports that his finance ambassador has been meeting with Lord Ashcroft and his representatives to beg them to buy shares in the utility companies?

Would the Member for Queen Square and Prime Minister please confirm or deny reports that he has promised his unelected Senator and current Attorney-General that he can run in Queen Square whenever he decides to leave office, reportedly very soon?

Would the unelected Senator and current Attorney-General please say whether there is any update in the so-called attempt to get monies back from Andre Vega, the son of the former Deputy Prime Minister? Could he confirm or deny reports that recently he was in the US and was seen partying with Andre Vega?

The last time Dean Oliver disappeared for a few days, we got a pointed $557M bukut in the rear, sans Vaseline.

Now we hear he’s gone again to New York to meet with bondholders. I wonder what the hell he’s giving away now. I wonder where Barrow’s lord and master is right now…New York maybe? Word is that Barrow is desperate to unload BTL, BEL and BWS shares to the same man they refer to as the white devil and predator. Wait…you thought Barrow and Ashcroft weren’t cosily in bed together? Listen…you’ll find out soon enough that the Prime Minister’s law firm, apart from representing the Lord legally, also has money in one of the Lord’s companies. That’s the truth. Conflict of interest, maybe? Well that depends on whose interests…certainly not Barrow’s interests. He keeps raking in the millions from his friend, lord and master while we all get one step closer to the poor house.

Just because the Deputy Prime Minister is known to get drunk and beat up on women is no reason to be unkind to him. It’s interesting how these fat-cats in the UDP have been able to live large at our expense. We’ve been hearing that the very portly Peyrefitte has been promised a choice plum by his Prime Minister in return for hurriedly accepting the post of AG when Retreage was threatened by the very same sour former Senator. WTF! Talk about tangled web. Anyway it seems that the PM has indicated to the fellow who can’t seem to win a damn election on his own that Queen Square will be his for the taking when the time comes.

Hell, with his record I figure Peyrefitte is gonna lose that one if that ever happens. Wait for the announcement… coming soon.

CENTRAL BANK LOSES ANOTHER $2.8M IN LITIGATION JUDGMENT Monday, February 13, 2017 As if it didn’t have enough financial problems, the Government of Belize through its Central Bank will now have to fork over $2.8M, US$1.4M to Bahamians Rohn Knowles and Kelvin Leach. The judgment was handed down by Supreme Court Justice Courtney Abel late last week, and the monetary award is actually money which was held by the Central Bank after GOB illegally

geting securities fraud which never materialized.

GOB most certainly rues the day it got tangled up with Titan Securities. Last year the two men, principals of Titan, won a huge award in damages, $8.8M, after the SuRohn Knowles and Kelvin Leach preme Court found that the raid on their office, located in raided Titan Securities in 2014, supthe Matalon Building, and the seizure posedly in a US instigated sting tarof all their assets by the FIU and Po-

lice was not within the parameters allowed by law. Local law enforcement on that fateful evening seized all documents, equipment, computers and even personal electronics on the property.

Also during that time when Titan was in the spotlight, the Belize Bank handed over US$1.4M to the Central Bank, which strangely refused to give it back to the principals even after the case fell apart and no evidence was found to indicate securities fraud. The men sued to recover their monies, and won, meaning that the Central Bank will now be forced to find US$1.4M to pay back to the Belize Bank, after which the Belize Bank will deliver those monies to Leach and Knowles.

In his judgment, Justice Abel found that although the Central Bank claims that the monies were “tainted funds” and thus should be held, there was no proof provided to substantiate that claim. The claimants were represented by attorney Leslie Mendez.

Wednesday, February 15, 2017 Prime Minister Dean Barrow has refused to comment on damning allegations of electoral fraud made by his former Director of Immigration Ruth Meighan. When the media pressed him on the involvement of his Ministers in that fraud, he retreated to his usual stance of optics and appearance but refused to admit corruption.

But in a press conference held at PUP headquarters this week, Party Leader John Briceño revealed the proof that indeed, the UDP orchestrated nationality scheme in the four months prior to 2012 elections caused the UDP to win when otherwise they would have lost. According to Briceño, his legal team is carefully scrutinizing the documents to deter-

mine a course of action, but what they have found so far is proof enough.

The PUP leader told the media, “We have only managed to go through 1,371 names so far. But there are 2 divisions that we want to bring to your attention: in Cayo Northeast, we lost by 17 votes. Of the 1,371 people that were naturalized during that short period - that 4 month period, we have found out 71 names already that voted in that election in Cayo Northeast. When Cayo Northeast we lost by 17 votes."

In Cayo Central, another closely contested division, the nationality scheme changed the results of the election. According to Briceño, “When you look also at Cayo Central, we lost Cayo Central by 44 votes. Of the 1,371 names that we've gone through so far, we have found out that they had 66 of those questionable nationalities registered and voted in that election. So if those 66 persons did not vote, the People's United Party would have been in government right now."

The PUP has confirmed that they will vehemently resist all attempts to delay the re-registration which it views as an overt move by the UDP to once again steal elections with a skewed voters list, containing many voters registered illegally.

"This is an illegitimate government and that is why we are saying along with the Teachers Union that there must be re-registration before," asserted Briceño.

Still NO Charges for Godwin’s Son

Wednesday, February 15, 2017 While there are known political gangsters in government today, it appears that their sons have learnt from their examples. Shyne Barrow has served time in a US prison, Andre Vega is yet to return the $400,000 of tax payers' dollars he received through his father and a twenty-six year old man, allegedly the son of Senator Godwin Hulse, remains free while Belmopan Police appear unable or unwilling to conduct even a rudimentary investigation before laying charges.

The man, accused of Aggravated Assault, allegedly badly beat up Alberto Santos Lopez, 53, on January 22, almost one month ago. Lopez told Police that he had purchased items at a gas station in Belmopan purportedly owned by the Minister's son.

The Minister's son reportedly accused him of not paying for the butane.

An upset Lopez claimed he had already made the payment but went again to make another payment for the butane.

However, after Lopez told attendants he would never make another purchase at the gas station, that was when the Minister's son allegedly got out of his pickup truck and a physical altercation ensued between the two.

The Minister's son is said to have pointed a gun into his face, choked him and then pistol-whipped him causing blood to run down his face. The injured Lopez managed to escape and make a police report and underwent a medical examination which classified his injuries as harm.

His case file has allegedly been handed over to senior investigators at the Belmopan CIB. According to sources, the victim’s statement to Police right after the incident was ‘mishandled’ and so he has been asked to come in and give a further statement. Those sources also say that the victim will be asked to point out his assailant in an identification parade, though we could not get confirmation today that any of that has happened, or will happen.

WIFE OF JOHN SALDIVAR’S BUSINESS PARTNER ACQUITTED Tuesday, February 14, 2017 Melissa Ferguson, wife of accused murderer William Danny Mason, has been acquitted of the charge of Conspiracy to Kidnap Pastor Llewelyn Lucas, the man whom her husband is accused of beheading. Mason, a close friend and business partner of then Minister of Police John Saldivar, and other UDP Ministers, is currently on remand for that gruesome murder.

On August 10, 2016, she was charged with Conspiracy to Commit Kidnapping because Police asserted that she was somehow involved in the kidnapping of Pastor Lucas and another man, David Dodd. Ferguson declared innocence of all accusations against her, and in August, she was granted Supreme Court Bail.

Her case was called up for an adjournment on Friday, February 10, before the Chief Magistrate. The prosecution was supposed to indicate to the court how far along their case file is against her, and when would be an appropriate time for a start of trial. Instead of doing that, however, Assistant Police Commissioner Chester Williams, who has been prosecuting this case on behalf of police, informed the Chief Magistrate that the Director of Public Prosecutions has instructed them to withdraw the charge against Ferguson.

Because she had no more pending cases before the court, she was informed that she is a free woman.

Errol Elrington Tuesday, February 14, 2017 It has now been 4 years that international fugitive, Errol Elrington, has been on the run. If the name sounds familiar, that is because he is the brother of Foreign Affairs Minister and Minister of Police, Wilfred ‘Sedi’ Elrington.

The all-knowing, long winded Minister has not deigned to reveal, as it is believed he knows, the whereabouts of his brother. Certainly, if Elrington does know, then his silence must constitute a glaring conflict of interest since he was also recently appointed the substantive Minister of Police. At least up

to July 2014, Errol Elrington was confirmed to be in Belize.

According to the United States Office of the Inspector General, on October 7, 2013, an arrest warrant was issued for Errol Elrington for racketeering, Medicaid fraud and health care fraud. He allegedly collected $US 400,000 from Medicare and Medicaid work he never did. According to reports, Elrington was the owner of a private medical center known as Elrington Medical Center in Michigan where he employed an unlicensed doctor then billed Medicare and Medicaid as if he performed the services.

That unlicensed physician has since been charged for criminal sexual offences.

In 2014, when word of the warrant reached Belize, Prime Minister Dean Barrow was glowing in his praise of the fugitive, telling the media that, “Dr. Elrington I know, I have found to be an extremely patriotic Belizean, an extremely likeable fellow always struck me as wanting to do good for people and is honest. Now what sort of evidence us authorities might have I don't know and I am not interested in finding out.”

The ‘Not Normal’ Man Strikes Again

Monday, February 6, 2017 Former Deputy Prime Minister and Minister of Natural Resources Gaspar Vega remains the UDP Area Representative of Orange Walk North despite overwhelming evidence of blatant corruption during his consecutive terms as the head of that department. The evidence shows that millions of dollars were paid out to Vega’s family members and UDP cronies and operatives as part of a nefarious compensation scam.

From all indications in black and white, Vega approved the transfer of land to those privileged persons for a pittance, and then those parcels were flipped for exorbitant sums of many times what was invested. Despite public outcry, the Prime Minister has refused to move criminally against Vega.

Shortly after that startling revelation, more evidence of corruption surfaced, including over fifty land documents which show clearly that Vega acted improperly and illegally to seize 1600 acres of prime land in Carmelita which became his farm. Documents show that Vega transferred that land to close supporters and operatives, who then almost immediately transferred the parcels to Vega’s

wife, Marilene and his brother German. Ultimately, all those parcels ended back in the possession of then Minister of Lands Gaspar Vega.

One of those documents, recently scrutinized, shows Vega transferring 17.84 acres of crown land, Block 4 in Carmelita, to German Vega and Sons Ltd in September 2015, for the sum of $800.

That works out to a little over $44 per acre. Ten days after, German Vega received his title to the 17.84 acres. That large parcel is part of the large block of land misappropriated by Vega as his farm in Carmelita. Not only that, but the 17.84 acres is allegedly road reserve which should not be sold privately.

Readers will remember the protracted Court battle when Belizean residents in Harmonyville in Cotton Tree wanted to use the buffer zone on the George Price Highway to plant corn. But then again they were only normal Belizeans.

SPOTLIGHT ON SENATE INQUIRY Senior Immigration Officer Edgar Cano

Monday, February 13, 2017 Senior Immigration Officer Edgar Cano appeared before the Select Committee last week, to speak on the act which formally triggered the Audit.

It is connected to 8 visa foils which went missing in December 2012 at the Belize Western Border Station of the Immigration Department. Senior Immigration Officers discovered that the foils had been taken without permission - basically a theft of government property - and only an immigration officer could have done it. The Immigration Department was tasked to looking to these missing visa foils, and the Auditor General’s Office was alerted of the situation. They found in their report that Immigration Officer Vernon Leslie wrote, “On 26th December, 2012, at the Belizean Western Border Station, I.O. M. Tench discovered that eight (8) Belize visa foils were missing. Officer M. Tench reported the matter to OIC E. Cano. We initiated an investigation and discovered that I. O. L Wade had removed the eight visa foils from the officer and given them...for sale.”

The person who allegedly got them is purported to be a relative of an Immigration Officer.

This person then allegedly, “...took the visas to Belize City Deputy Mayor Eric Chang and Council Financial Controller Patrick Tillett who purchased the visas.

Both Mr Chang and Mr. Tillett wrote statements confirming the transaction. Both men doubted the validity of the visa foils, so they took them to the Belmopan Immigration Office where Officer George Reynolds confirmed that the visa foils were legitimate but were illegally issued. All statements by both men along with the reports from three (3) Immigration investigators were then forwarded to the former Director Ms. Ruth Meighan.

“The decision to issue the Belize visas without the stickers was approved by the OIC E Cano. This was done for two (2) reasons: Primarily to give our investigation team sufficient time to find the perpetrators, Secondly to avoid excessive revenue loss. OIC E Cano was reluctant to issue the visas without stickers, but eventually he gave the approval. In doing this we were given ample time to find out what occurred and we avoided revenue loss. All visas were sold to genu-

ine applicants who completed the entire process. Eight genuine Revenue Collectors Receipts were issued in the sum of $100.00 each.”

The Auditor General, in her report, criticized the way the Department handled the case. In her view, the Police should have been called in to investigate then Deputy Mayor Eric Chang, City Council employee Patrick Tillett, and the officer who allegedly removed the visa foils and sold them in the first place. She could not figure out why the officer who was in charge of the Belize Western Border, Edgar Cano, would agree to grant people visas without the stickers in their passports. The Department procedure is that legitimate persons, who had been granted a visa, are given a sticker inside their passports, which corresponds to an ID number. In this instance, Vernon Leslie says that Cano agreed to give these people visas with the same numbers of the 8 stolen visas, and these persons did not get the foils in their passport. If this happened, it certainly could have contributed to fraud and forgery for that because those 8 missing visa stickers could have ended up in fraudulently passports.

Edgar Cano was questioned by the senate extensively on the 8 missing visas, and he has flat out denied ever giving permission to any officer. From his perspective, Vernon Leslie told lies on him in that declaration report. After intense back and forth questioning, Aldo Salazar, the Senate Select Committee Chairman asked him, “so, what you’re saying is that if Vernon Leslie said this, he’s being untruthful?”

To that Cano responded, "Sir, I gave no approval Vernon Leslie. I gave nothing in writing to him. I was on vacation leave. And, that is his statement - or his whatever - declaration, but I gave none Vernon Leslie. I was out of the office."

Business Senator Mark Lizarraga questioned Cano about the procedures for handing over whenever there is a shift change between the different supervisors at the border stations. He said that Mark Tench would have had to check the amount of visa foils before accepting responsibility for their safe keeping. It couldn’t be determined who was the shift supervisor he relieved, and why it was that Immigration Officer L. Wade was allegedly able to get into the station and remove those visa foils without permission.

Of note, the Auditor General in her report says, “We saw at paragraph 4 of the memo mentioned above that the Ministry supported the recommendation for the demotion and surcharge of Mr. Mark Tench and the demotion of Mr. Vernon Leslie for his action to cover up the disappearance of the visa foils. We however did not see any mention made of Immigration Officer L Wade and OIC E Cano.”

Candelaria Saldivar Former CEO, Ministry of Immigration In her testimony, Candelaria Saldivar-Morter clarified for the Senate that, as the former CEO in charge of the Immigration Department, she was personally involved in pressing cases for disciplinary charges before the Public Service Commission. She said that she was only able to do that because of the information provided to her by the Immigration Department. Since the Director of Immigration was responsible for supervising her subordinates, it was her responsibility to compile the information against them, so that the Ministry can then ensure that officers answer for their misconduct. Mark Tench was the focus of this investigation, and so only he faced a surcharge for each of the missing visa foils. During the time of this internal investigation, the Immigration Department was in a transition period between Ruth Meighan and Maria Marin and so it is not clear who was responsible for the slip up to investigate all officers who should have been have had to answer for this embarrassment.

In last week’s issue, this newspaper reported on one of her bold declarations to the Senate: “We need a complete reform and structuring. Otherwise, 10 years from now, we'll be having another Senate Hearing.” In the report, The Auditor General found instances where applicants were able to get nationality before they even got visas to travel to Belize. She has found instances where these visitors got visas and in a matter of days, weeks or months, they got nationality, long before they qualified under the law to get it.

Amazingly, from her perspective as then CEO, Saldivar-Morter explained, “How do you force officers to comply? It has to be through discipline. Because it's not that it's not there what you're supposed to do.”

As with the 8 missing visa foils, the Immigration Officers who were involved in the production of the Wonhong Kim Nationality and Passport got away with no personal consequences. There were 3 officers who were brought up before the Commission for the passport, and according to Saldivar-Morter, they got off on a technicality raised by their attorney. The Department didn’t even produce an investigation file for the Nationality certificate which this South Korean fugitive shouldn’t have gotten.

When Saldivar was questioned as to who made the call not to pursue the Wonhong Kim investigation and others into irregularities, she responded, "The director would

have to make a submission to the Police Department or to the ministry whether they wanted any. As she did in terms of the missing files that Arthur Saldivar had in his possession, she was the one that wrote to the Commissioner of Police asking them to do an investigation into how it is that Arthur Saldivar ended up with the files."

So, while then Director didn’t ask for police intervention in those glaring instances, she did ask asked for Police to follow up when Arthur Saldivar revealed that he had come into possession of nationality files back in October of 2013. That’s around the time when the Wonhong Kim/Elvin Penner Immigration scandal was gaining momentum.

Saldivar-Morter herself had to defend her reputation because the Auditor General’s report singles her out as one of the persons who intervened in a questionable manner.

At the Senate hearing, the Labour and Civil Society Senator, Elena Smith, pointed out to her, "Miss Morter, on page 9 at paragraph 8, it identifies you as one of the persons who made request for applicants to be facilitated with Belize Visa. That's on page 9. Could you say whether that is so?"

She responded, “…as the CEO I am the supervisor for the Director of Immigration. And so as the CEO, if any document, if any application whether it is for visa, for passport, for nationality by some way ends up on my desk, it is my responsibility to forward it, because I am not the person that deals with it.

So it is my responsibility to send the document over to Miss Marin and say 'these are for your necessary action.’"

She asserted that her responsibility as the then CEO was to simply route documents that landed on her desk from other Ministries. She also added, “At no time have I ever recommended anybody for a visa… I never ask for them to facilitate any visa… I was kind of concerned that I was grouped with (others), because I am the supervisor of the Director, and so documents that come to me, I sent to the Director for her to action. That is under the only condition that I have ever sent any request to the Director.”

Although the 23-year-old did not make it to the 13 finalists as had been anticipated given ALL the attention she was receiving pre-pageant, everyone watching, whether at home or at designated public spaces screamed with excitement every time her image was reproduced in the video clippings aired on the actual night of the competition.

As was rightly said, she united Belizeans at home and abroad and her humility and charm captured the hearts of all those who sought to learn about her, whether through her social media video posts or her stunning pictures in countless unique outfits. At the Bliss Centre for the Performing Arts, after introductions and an Ode to Rebecca performed by Justin Castillo, she shared her experience in a one-onone with the audience. While she

admitted to being somewhat nervous about the challenge, she put on her game face as soon as she stepped off the plane in Manila and treaded confidently forward.

The sentiment of the majority of Belizeans of course, is that she rocked the stage and did an awesome job in highlighting Belize internationally. David Matus who along with Roberto Pasos helped design Rebecca’s national costume gushed, “she gave light to the costume; she gave back Belize something we’ve never seen for years which is putting us back on the map…She gave hope back to pageantry in Belize.

Rebecca gracefully accepted all the praise. She declared, “the fact that Belize did unite and come together and supported me was an unbelievable feeling.

If we can get that support behind anything that happens in Belize— whether it is sports, whether it is music, whatever it is—if we get that support, Belize is going to be unstoppable.”

THAT WORKS FOR EVERYONE 14th February 2017 Dear friends and Supporters: Greetings. As you have already seen, 2017 will be a year of increased activity in our Party. Also, in 2017 we will be actively taking on the UDP, calling them out for their gross incompetence, corruption and hypocrisy.

By now it is clear to everyone that the UDP is completely out of touch with the Belizean people. In an effort to try and cover up the many problems they face, they have engaged in a great deal of orchestrated distractions, none more obvious than their efforts concerning Michael Ashcroft and the foreign arbitration awards.

I first wish to make it absolutely clear that we will always stand with the people of Belize, as we always have and always will. The PUP is Belize. This year, when Mr. Barrow and his incompetent government introduced the Crown Proceeding (Amendment) Act and the Central Bank of Belize International Immunities (Amendment) Act two UDP poorly drafted new laws in the National Assembly, he said this was done to protect Belize’s foreign reserves. In a show of our solidarity with the Belizean people, although we had no prior notice of these proposed laws and no opportunity to consult or receive proper advice on their merits, we did what we felt was in the best interest and in the service of the people of Belize and all PUP members of the House and the Senate voted in favour of these laws.

Based on advice I have received from the PUP legal adviser, it is now clear that the foreign reserves of Belize held in the USA are completely secure and at no risk of being attached by Michael Ashcroft or anyone else. Mr. Barrow blatantly lied to the House of Representatives. Also, attached to this letter is an explanatory note, which helps to clarify the position of Senator Courtenay’s law firm.

With the UDP’s popularity and approval rating at an all time low, they now seek to attack and fight at every turn in their efforts to distract from any real issues. In particular, they have attacked Senator Eamon Courtenay. However, this UDP attack is not about Eamon Courtenay or these laws. The UDP is afraid of Eamon Courtenay. They are afraid of the man who had the former Director of Immigration confess to the mass illegal nationalities and registrations. This is UDP fraud. Now the UDP want him out of the Senate because they fear he will soon begin to question these corrupt ministers. No doubt, the UDP fears what will be uncovered when Senator Courtenay

skillfully exposes their heedless corruption.

Of course this sideshow will not distract the people from the real issues: • the theft of the 2012 and 2015 general elections through massive voter fraud; • the illegitimacy of this UDP government; • the absolute need for reregistration to stop the UDP fraud in national elections; • the Sarstoon debacle and the destruction of our territorial integrity at the hands of Guatemala and this inept UDP government; • the rank and rampant corruption in every corner of this UDP government; • the refusal of Andre Vega to return the $400,000.00 from a questionable land compensation done by his father the former Minister of Lands; • the increasing likelihood of default on the UDP superbond; • the complete mismanagement of government finances and our country’s economy teetering on the brink of bankruptcy; • the impendent increase of taxes on an already overtaxed people to raise another $100 million in new taxes; • the retrenchment of specific public officers to cut $200 million in government expenditures; • the secret agreements between Barrow and Ashcroft that led to a payout in excess of over a half billion dollars to Ashcroft, almost entirely in US currency and now leaves us faced with the real prospect of devaluation; • the over $600,000.00 so called compensation paid to the Prime Minster’s son after three years as the executive chairman of BTL; • the peddling of the shares of BEL, BWSL and BTL to different wealthy Belizeans and financial institutions including using the people’s money from Social Security to try to cover their wasteful spending and corruption. We, as a Party, need to focus on and hammer home these issues. This illegitimate, corrupt and incompetent UDP government has run our country into the ground. It is time that we all stand up across Belize. It is time that we save our country from this bogus Barrow and the UDP. This is the only way we can take our country out of the crisis it faces and end the suffering of our people. This must be our work, our singular focus in service of the people.

We must get on with the business of building a Belize that works for everyone.

Last week Saturday was an important day for the United Women's Group, the Women's movement of the People's United Party. President of the group Tanya Santos convened what she styled a Strategic Planning Meeting at Independence Hall, home of the PUP. About twenty-six women participants and a few men in supportive roles brought to fruition a serious morning and afternoon session of brainstorming and commitments for the way forward.

Tanya was elected only a few months ago as UWG leader, and already she is giving off great vibes and demonstrating her eagerness to shake things up and get the group moving.

Party Leader Johnny Briceño stopped by to share his ideas with us, and he stayed on for a good deal of the time as we discussed and planned our future.

I viewed my participation not as a keynote speaker. I didn't only want to get up and pontificate. Instead I helped to lead some of our discussions on the history of the United Women's Group, women owning our critical role in national governance, and identifying our goals and objectives as a vital arm of our political party.

There are two major planks of our deliberations in my view.

First, I believe that it is so important for us to sensitize ourselves to gender issues. I do not believe that women are automatically more aware of social issues than men are.

We all need to focus keenly on the social fabric of our country and train ourselves and others to appreciate this gender perspective. Similarly, as I have said before, women leaders do not always bring gender awareness to their work. My feeling is that Tanya and our UWG sisters who are now leading the charge need to adopt and incorporate this gender perspective into our role and our work.

Secondly, I feel very strongly that the United Women's Group must not merely be an

auxiliary to the party itself. Yes, we must do our part in promoting the work of the party, but we are not just helpmates to our male colleagues. The United Women's Group must be a strong, independent party arm and we must have a strong and independent voice.

To this end I was very pleased that the session included working groups which discussed and formulated goals and objectives from this independent and gender sensitized point of view. Yes, we have to raise money in order to carry on activities and mobilize groups in all districts. And yes, there have to be events and activities. Women are very good at cooperating and jumping into the tasks at hand. PUP women must Stay Engaged, Agitate, Campaign and Contest!!!

Also, we need to be able to speak quickly and cogently to the issues of the day. Public relations and visibility will be extremely beneficial. And the SWOT Analysis identified crucial factors to be addressed. Some of our Strengths include a very proud history of women's involvement and women leaders and major accomplishments for women and children.

Weaknesses admittedly would be at times a lack of continuity in the group's work and the perception of the party as a whole as needing more urgent reform. Opportunities, however, are many. We can use the social media in spreading the message and Belizeans are fed up of the corrupt business-asusual of the UDP administration.

Threats would have to include the difficulty of sustaining a message of hope to a jaded electorate.

However, I feel that the Opportunities far outweigh the difficulties faced.

The UWG is receiving a shot in the arm from the new participation of young and dynamic women who are ready to roll up their sleeves and to begin taking on the tasks.

The women of the party are more than ready to show that we are different and better than the other gals and guys. The future does look positive. I say emphatically: “GO UNITED WOMEN'S GROUP!!!

DERELICTION OF DUTY: GOB FAILS TO MEET UNESCO DEADLINE AGAIN! The Belize Barrier Reef was placed on the List of World Heritage Sites in Danger in 2009 because of concerns on the sale, lease and development of mangrove islands, and the absence of a solid regulatory framework aimed at ensuring its exceptional and unique values remain. Furthermore in 2010, the World Heritage Committee expressed its serious concerns about the potential for oil developments within and immediately adjacent to the iconic World Heritage site.

Belize’s Prime Minister agreed with UNESCO to a road map called the Desired State of Conservation in January 2015, to remove the Belize Barrier Reef off the black list. The removal would signal that government regulations and policies are providing a conducive and supportive environment for the integrity of the reef. This is especially as the tourism and fishing industries depend on the optimal functioning of Belize’s marine ecosystems.

It a clear act of omission and dereliction of duty to this important national resource, as the Government of Belize has once again failed to submit a report to UNESCO which was due on February 1st, 2017. This report is called the State Party Report in which the

government is required to explicitly state all the measures it is taking to have our only World Heritage Site removed from the blacklist. It is not clear whether the Government is working of a report or have completely forgotten about this important international obligation.

Instead of focusing on ensuring the protection of the reef, the Government has been continuing to pursue offshore oil permitting damaging development on the islands near the reef. Multibeam surveys planned for last month in January were cancelled only after outcry from conservation organizations and tourism stakeholders.

THINKING OUT LOUD BY: KEVIN BERNARD

I like to think that I’m a straight-up, plain talking person and politician. It’s a pity that some of our leaders today have made ‘politics’ a dirty word, and have made it hard for our residents to trust us anymore.

Those who have followed my time as Mayor of Orange Walk Town know that I am a different brand of politician. I believe in service. I believe in transparency. I believe in integrity in the management of the Council’s affairs and I believe in hard work and service. I am proud to say that I have had the opportunity to see the visionary servant of the people, George Price at work, and have also been privileged to work hand in hand with our current Party Leader, John Briceño. So I have learned from the very best the importance of REAL service.

In just the past week, as promised, the Council has concluded two important projects within town limits. One was the placement of a pedestrian ramp on the busy road near Solomon’s SDA School, and the other was a pedestrian ramp near the Louisiana School. They weren’t multi-million dollar projects by any stretch of the imagination, but they are significant because they will protect our children. It is a real pity that the multiple requests to the Central Government and the Area Representative to assist with these projects were ignored. But I don’t have time to waste on pointing out the inadequacy of those that should represent us in government. It makes no sense to engage in a useless back and forth.

The work needed to be done, and without any assistance from Central Government, we got it done.

I want to take the opportunity to assure the people of Orange Walk Town, those who also fall within the Orange Walk East constituency - the work will continue. I notice that Mr. Aragon is still whining on Facebook.

That is his problem, not ours.

He is a very junior politician, and hasn’t yet realized that the era of promises without delivery

of those promises is over. He has become distracted with his photo opportunities as the junior Minister of Police. He likes when the cameras are flashing. But he forgot that cameras didn’t elect him. The people of Orange Walk East elected him. He has to serve you, and convince you that he is a good representative who takes your demands seriously.

He has to convince you that he cares – and he has to work. He needs to stop talking and start working.

I’m actually pleased that he woke up when he realized that the Orange Walk Town Council is preparing to embark on an intensive works program in the east.

Mr. Aragon has been sleeping for a long time now. I see him boasting because he managed to get the equipment from the Ministry of Works to assist him.

He should have been doing that since November 2015 when he was elected to serve. He’s on Facebook naming streets which are in deplorable condition in the lower area. The people know the conditions of the streets. What he should have been doing is fixing them.

The Orange Walk Town Council will be embarking on a massive paving project within weeks, and the first phase should see at least 8 major streets completely rehabilitated. To date, we have completed 35 streets in Orange Walk Town and the works will continue.

I give my commitment to the people of the east that they will see an almost immediate improvement in their infrastructure. I also invite you to bring your queries and concerns into the Council and we will see how we can get them addressed efficiently and effectively.

I am tired, and I’m sure you all are too, of politicians who just talk and profile. I am tired of politicians who make empty promises week after week, moth after month, term after term – and every election the people still have the same issues affecting them. Join us as we work to serve ALL residents of Orange Walk Town.

BLITZKRIEG

By: Eduardo Santos Over the past week we have been bombarded by the government’s propaganda machinery on the alleged ‘conflict of interest’ of Senator Eamon Courtenay. The much touted reason for the accusation is that as a lawyer, Senator Courtenay is one of the attorneys for parties that are engaged in legal litigations against the government of Belize. In the eyes of the deformed mentality of our present government, it is unacceptable to hold an opinion that is contrary to that of the UDP. On Friday, January 29, 2017, without consulting the Leader of the Opposition, the Honourable Johnny Briceño, the present government passed the Central Bank of Belize (International Immunities) Bill, 2017 which outlined that it would be strengthening the government position to shield itself from foreign judgments against asset held in foreign institutions. Because the PUP was ill prepared for this bill, it unanimously supported the motion and here is where the problem began.

If the government had done a little research in regards to legal precedent concerning foreign reserves held in US banks, it would have come across a ruling in 2011 of the case of NML Capital v. Banco Central de la Republica Argentina et al, 2nd U.S. Circuit Court of Appeals, No. 10-1487. Judge Jose Cambranes of the federal appeals court in New York ruled that U.S. law shields property of a foreign central bank used for traditional central banking activities, regardless of whether the bank is "independent" from its parent state. This extraordinary ruling in essence made the Central Bank of Belize (International Immunities) Bill, 2017 quite unnecessary when it comes to our foreign reserves held in the US. While the government is now going on an all-out blitzkrieg to tarnish Senator Courtenay’s reputation, little is being said about the conflict of interest that exists within the present administration. Prior to being removed as the minister in charge of our natural resources, there existed some blatant conflicts of interest where the family members of the minister held high posi-

tions. The ministry was in such a disarray that even the Prime Minister had to acknowledge it and the subsequent Minister of Natural Resources referred to the ministry as being run as a private business. Will the government ever do an investigation into the ministry and bring criminal action against those involved? No it will not! By turning a blind eye to the issues, our government is neglecting its mandate as the defender of the constitution.

Another form of a real conflict of interest that is being practiced by the government is the selection of law firms to represent Belize in the endless litigation both international and domestic. Without any transparency or accountability, we can see that the law firms that represent the government have family ties with the Prime Minster. Was there any consultation in regard to the selection process or was it just the whim of the Prime Minster?

After the Government of Belize nationalized Belize Telemedia Limited, he installed one of his sons in the post of Chief Executive Officer. Upon his taking over the prestigious position, there were attempts by the members of the opposition in the House of Representative to clarify his remuneration and expenses but this was always thwarted by the Prime Minister. Not to be left behind, another son of the Prime Minister was elevated to the post of Musical Ambassador. After being dormant for a very long time, that son is now attempting to showcase himself as he had already made it known that he wants to seek nominations as standard bearer for the Mesopotamia division (Michael Finnegan is his maternal uncle).

With all these examples of conflict of interest, including the fact that the Prime Minister’s law firm continues to represent Lord Ashcroft’s interests in Belize, our government has the audacity to label Senator Courtenay when in their own government there exists instances that are criminal in nature. After investigating the laws of the United States, we can see that it would not be advisable to try to crowfoot the foreign reserves of Belize. Instead of listening to the idle chatter of the government hacks, it is advisable to do your due diligence and formulate an opinion based on facts instead of fiction and false logic.

ELECTIONS CHAIRMAN SEES NO EVIL

By: Norris Hall BEING “facey” is a good and concise colloquialism to describe the audacity and the arrogance of the new politically appointed Chairman of the Elections and Boundaries Commission. But it may be deeper than that - perhaps even illegal. It is certainly unconstitutional. He wants to further delay correcting what must be fixed to ensure a fair electoral process.

In the face of mounting evidence that the recent general elections of 2012 and 2015 may have been fraudulent, he declared recently that a long overdue re-registration of voters and re-districting will not be held until after the City Council and Municipal elections slated for March of 2018. This is obvious manipulation to continue to gain political advantage.

The government also wants to expand the Legislature by eight or ten more seats. The House of Representatives now has 31 representatives. This would be more costly and unnecessary. It will create political redundancy. It would be unwarranted.

A POLITICAL TOOL THAT LACKS INTEGRITY The election law calls for a redivision of the electorate every ten years and for a more equitable distribution of voters in the country’s electoral divisions. This is to ensure proportional representation. The last time this was done was in 1996.

There should be no further delay in fixing this fraudulent system that has served this government well.

The Elections and Boundaries Commission has an obligation to get this right now. But it has rather become an election fixer that functions as one of the government’s political tools. It has legitimized a contaminated voters’ roll. This is evident. It has condoned electoral fraud and turned a blind eye to tampering with the voters list. It continues to ignore the recommendations of international “Election Observers.”

There is no mathematical justification for the expansion of the Legislature. But re-districting is urgent if we are to safeguard our democracy. The Commission, over the past twenty years, has failed to fulfill its constitutional responsibility to fix the system to ensure the equitable redistribution of the electorate in a functional democracy.

A flagrant example of this unacceptable situation is in Belize City.

This is where the political power base is entrenched with a disproportionate amount of seats in the Legislature in relation to the combined size of constituencies and number of voters. The Queen Square Division in Belize City is one of these. This is one of the smallest constituencies in the

country. It is also the stronghold of the current Prime Minister. Another such example is the Fort George Division.

This is also the stronghold of a former Prime Minister. These are examples of disproportional representation.

THE DEROGATORY “OUT DISTRICTS” The Elections and Boundaries Commission must no longer delay in its work to streamline the electoral process which appears to be dysfunctional and fraudulent. There has to be re-districting, redrawing the electoral map and sanitizing the voters’ register to ensure fair elections that will preserve our democracy. The revamping of the system will decentralize the political power base of the two major political parties - the People’s United Party and the United Democratic Party - out of Belize City which was the center of colonial rule. There are also other socio-political dynamics in such a move that would empower the majority of the electorate who live outside of Belize City in rural and urban areas.

They are the lifeblood of the national economy. Yet they continue to be regarded by some, in a colonial derogatory, as “the people from the out districts”.Their contribution to the national economy is not reflected in our politics that is dominated by the Belize City electorate and politicians.

The spread of the government’s national budget is unequal and ensures more spending to sustain their political power in Belize City. This is in spite of the stark contrast to the rising level of poverty and dependency that exist in Belize City in comparison to the rest of the country. This is not to say that poverty is not on the rise nationally. It is and significantly!

The new Chairman of the Elections and Boundaries Commission cannot be allowed to maintain the corrupt status quo. Demands must now be made for the Commission to fix the system before the elections in twelve months. The Opposition must demand this and must get out in the trenches to educate the electorate.

The appointment of this Chairman has been received with much chagrin.

He may choose to continue the perpetuation of fraudulent elections machinery. His feet must be held to the fire.

REVELATIONS AT SENATE HEARING With the current Senate Select Committee hearing taking place to investigate the massive passport and immigration scandal, the integrity and legitimacy of the Barrow Administration is being called into question. There is a crescendo of allegations of voter fraud and the padding of the voters list coming out of this Senate inquiry. Five or more ministers in the government along with senior immigration officials have been implicated in a scandalous expose by the Auditor-General (AG).

Every effort was made by the government for a cover-up. When it failed, the Prime Minister began to vilify and to castigate the AG. A former Director of Immigration provided overwhelming evidence of massive fraud where thousands of immigrants who did not qualify were granted nationality with fraudulent Belizean passports and Belizean resident status. This was in order to pad the voters list for the two recent national elections. Notwithstanding national security, these immigrants came mainly from Guatemala with some coming from El Salvador.

Also testifying was a former Chief Executive Officer in the Ministry of immigration who told the Senate Select Committee that the current de facto Minister of Immigration knew of this multi-million dollar passports and visas scandal.

The Chairman, who has been a member of the Barrow Cabinet as a Senator, a Police Minister and also held key positions cannot pretend that he was not aware of the scam.

Nor can he deny knowledge that one of the main architects in the racket, a Junior Minister for Immigration, was appointed, unconstitutionally, by the Prime Minister.

VOTERS REGISTER RIDDLED WITH ILLEGAL IMMIGRANTS The decision of the Chairman of the Elections and Boundaries Commission to postpone the housecleaning of the electoral machinery has created a

firestorm of protest from the Opposition People’s United Party, a fledging young political group - the Belize Progressive Party and the powerful Belize National Teachers’ Union (BNTU) that brought the Prime Minister to his knees last year with their demands for an end to corruption and good governance.

LOOKING BEYOND The Senate inquiry must look outside its Chambers. It will find what corrupt money can buy. There is evidence that apart from real estate investments, at home and abroad, certain ministers of government, certain immigration officials, have been investing and living way beyond and above their pay scale.

A Forensic Auditor should easily be able to determine the extent of the corruption and personal enrichment by those fingered in the AG’s report. The Integrity Commission, as it exists, is simply a toothless body-it chooses to be! It is simply a showpiece of government flunkies, to appease the demands of the populace.

It is also important for the Senate Select Committee to question a current Senior Immigration Officer who was deep in the mix and who was a very dear friend of the Minister of Immigration. She is now using her maternal condition to wiggle out of testifying to the Senate. She must. She is a key witness!!

This fat lady must be made to sing!!

By Gilroy Usher Sr. A mother, her common-law husband who is a construction worker and their six children have been experiencing severe hard times in Belize City for the past three months because the husband cannot find a job in his field of work to care for his family. At numerous construction sites the husband is repeatedly told that there is no vacancy but he observes that most of the employed persons are immigrants. This lack of jobs for our people is a major problem that needs immediate attention. Only with jobs can our people care for their families and escape the cycle of grinding poverty To help achieve that just objective jobs for the Belizean people, one of the things that the government must do is carefully control the issuance of work permits. Such permits should not be issued to any number of immigrants who apply for them. The wanton issuance of work permits is counterproductive to the national interest. Excess work permits cause immigrants to saturate the job market for manual labor. This drives the price for such work far below the minimum wage which is already at starvation level. The situation also makes it harder for Belizeans to find employment because most employers hire the cheapest labor to maximize their profit.

To help safeguard jobs for Belizeans, government should also conduct a survey to determine the average number of immigrant laborers that are needed in the country yearly. Once the figure is determined, only that number of work permits should then be issued to safeguard needed jobs for our people.

Secondly in pursuit of the just objective, labor officers need to leave their air-conditioned offices and conduct regular spot checks at the various construction sites to ensure that illegal immigrants aren’t depriving Belizeans of jobs that they are able and ready to do.

In preserving jobs for our people, the government should also insist that businesses hire as many roots Belizeans as possible. This hiring policy is necessary because a number of business owners in the country are only hiring persons of their ethnicity to access

an endless supply of very cheap labor.

One of the businesses guilty of that unfair hiring practice is Li Chee Fry Chicken in front of ITVET on Freetown Rd. in Belize City. Roots Belizeans have made the owner of that establishment wealthy by purchasing thousands of dollars worth of chicken from it every day. Nevertheless, of more than 30 employees the establishment doesn’t hire a single roots Belizean to clean, cut up, fry or serve its chicken. Li Chee doesn’t hire roots Belizeans to even wash the dishes or clean the floor. Such disrespect for Belizean workers must come to an end.

Our people can also do their part to get employment at such businesses by using the media to denounce their hiring practices and stop patronizing them with their hard earned dollars until they begin to treat Belizean workers fairly.

The government should further assist in safeguarding jobs for Belizeans by increasing the fines for illegal workers in the country as well as the fine for businesses that hire such persons.

This disgraceful situation in which immigrant workers are allowed to have the market for manual laborers almost exclusively for themselves in our own country must be stopped. We can’t pay bills with roundabouts.

We can’t cook concrete streets.

We can’t pay for our children’s education with nepotism. We can’t uplift ourselves with massive ministerial corruption and we can’t better our lives with $20.00 from a UDP Area Representative once per month.

That is why the government needs to help safeguard jobs for Belizeans by ending the indiscriminate, bucket full issuance of work permits for any number of immigrants who want to be hired as manual laborers in this country.

EL VERDADERO TRAIDOR

l Partido Democrático Unido ha lanzado una campaña feroz y muy costosa contra el Senador Eamon Courtenay. Están utilizando dólares de los contribuyentes para financiar anuncios incesantes en los medios de comunicación y han dado rienda suelta a sus gamberros para emprender el esfuerzo muy concertado a los medios de comunicación social. Aquí en este periódico no gastaremos tiempo excesivo en la defensa del Senador Courtenay. Él es muy capaz de defenderse por sí mismo. La propaganda UDP afirma que Courtenay tomaría parte por su cliente en contra de su país.

Afirman que en la capacidad profesional de Courtenay como abogado y su representación de empresas pertenecientes al Señor Ashcroft, existe un conflicto de intereses.

Afirmamos y mantenemos, que dicha afirmación es falsa y sin fundamento. Courtenay ha demostrado su lealtad al país, hasta el punto en que ha hecho que aquellos en el lado opuesto se pongan muy nerviosos.

Esta afirmación del UDP es derrotada de antemano por el hombre que es su líder. El bufete de Dean Oliver Barrow también representa al Señor Ashcroft. El Primer Ministro de este país ha hecho importantes sumas de dinero de esa representación antes y durante el litigio sobre BTL e incluso ahora. De hecho, cuando Dean Barrow viajó a Miami en septiembre de 2015 para firmar el acuerdo secreto del cheque en blanco, con su amigo Lord Michael Ashcroft, llevo a su socio de bufete para firmar como testigo de dicho acuerdo. Él, nuestro Primer Ministro, ha negado divulgar cuánto dinero hizo su despacho procedente de ese acuerdo secreto de M $557.

Lo hemos dicho antes y lo diremos otra vez. Hay algo muy insólito en la relación del Primer Ministro con el Señor Michael Ashcroft. Hay algo muy fuera de lugar en la secuencia de eventos post-2008 en cuanto al Señor Ashcroft se refiere. Toda la relación, el aparentemente interminable litigio seguido por un acuerdo secreto y ahora más litigios, ha beneficiado a muy pocas personas en este país. En todos los sentidos y a cada paso, le ha beneficiado a Lord Ashcroft. No ha perdido un solo centavo. Se podría decir que ha hecho muy buenas ganancias sobre su inversión, gracias a su amigo Dean Barrow. ¿Además de Ashcroft, quien más se ha beneficiado? Es una pista fácil a seguir. Dean Oliver se ha beneficiado sin duda tanto profesionalmente como personalmente. La ex esposa de Dean Oliver y su despacho se han beneficiado.

El socio del bufete de Dean Oliver y su firma de abogados se han beneficiado. Se ha beneficiado el hermano de Dean Oliver. El hijo de Dean Oliver se ha beneficiado. Y luego hay la selección de compinches UDP como Net Vásquez que se han beneficiado de la nacionalización de BTL de una manera u otra. Este es un círculo muy pequeño y muy rico, el de los Barrow, amigos y familiares de Dean Oliver!

Y luego, la revelación por el Líder del PUP John Briceño en una conferencia de prensa el lunes pasado... que el gobierno está tratando activamente de vender acciones de las mismas BTL, BEL y BWSL nacionalizadas. Verás, el gobierno está en quiebra y necesita dinero desesperadamente. Hubo confirmación esta semana por el secretario de finanzas Joe Waight que aumentarán los "impuestos".

El Sr. Barrow está teniendo dificultades para cumplir con su nómina de salarios mensual y si no fuera por algún dinero de Taiwán que llego justo a tiempo, la situación habría alcanzado niveles de crisis.

Se dice que el gobierno necesita recaudar $200 M de la venta de sus acciones de BTL, BWSL y BEL. Pero quién tendrá esa cantidad de dinero para pagar por esas acciones.

Se dice que el Seguro Social se ha negado a considerar esta propuesta. ¿Le suena el nombre Michael Ashcroft? ¿Podría ser que el Primer Ministro realmente está contemplando venderle las mismas acciones de nuestras utilidades a este mismo individuo que él ha llamado Paria y depredador?

Hay quienes afirman que sí y que mientras contemplamos ese escenario extraño, ya ratos se llegó a un acuerdo.

Si de hecho hay un traidor en algún tipo de relación con el Señor Ashcroft, Dean Oliver Barrow es el candidato mucho más probable. ¿Si hay cualquier conflicto de intereses en cuanto a una relación con Lord Ashcroft, no sería esta la alianza a largo plazo muy lucrativa, muy interesante del Primer Ministro con el Lord? Esa alianza le ha costado cientos de millones a los Beliceños... dinero que generaciones venideras seguirán luchando por pagar mucho después de que el Primer Ministro salga del poder, quizás para disfrutar de cócteles en el yate de su amigo.

La campaña para calumniar al Senador Eamon Courtenay se ha lanzado sólo como una distracción. El Señor Ashcroft y la cuenca en la que hemos caído como resultado de la mala gestión del Primer Ministro y la relación incestuosa con su amigo multimillonario es una conveniente maniobra de distracción. Pronto llegara el día para que a los ministros sean llamados ante el Comité Selecto Especial del Senado para responder por sus fechorías. Hay alegatos de que Elvin Penner está preparado para decirlo todo y dar a conocer nombres. El Senador Courtenay es un bulldog en el Senado. Él ha sido capaz de exprimirle el jugo rancio a los que han aparecido, pero está claro que lo que se ha revelado es sólo la punta del iceberg. El UDP no puede permitirse tener ministros cuestionados por el Senador Courtenay. Ya se habla de Senadores UDP boicoteando los procedimientos en una farsa de protesta, a Courtenay, o bien de algún retraso prolongado que pudiera ser orquestado.

No hay nadie tan ciego como quien no quiere ver. Pero los ojos de los Beliceños están abiertos. Ellos saben quién es el verdadero traidor. Él se sienta en la cabecera de la mesa en el gabinete de Gobierno.

Estados Unidos han deportado 5 mil hondureños este año

Washington envía cerca de 3 vuelos semanales con hondureños ilegales.

Tegucigalpa: 14 de Febrero 2017 Las autoridades migratorias de Estados Unidos y México han deportado entre enero y las primeras dos semanas de febrero a 5.043 hondureños, según un informe divulgado hoy por el Observatorio Consular y Migratorio de Honduras.

En el caso de Estados Unidos, los hondureños deportados por vía aérea suman 2.068, entre ellos siete menores, señala el documento del Observatorio de Exteriores hondureño, al que tuvo acceso Efe. México ha deportado en el período de referencia, por vía terrestre, a 2.855 hondureños indocumentados,

995 de ellos menores de edad, añade la información oficial.

Otros 120 hondureños fueron deportados por las autoridades mexicanas vía aérea, mientras que cinco más desde Belice, El Salvador y Guatemala, según el informe.

Según cifras del Observatorio Consular y Migratorio de Honduras, en 2016 Estados Unidos deportó a 21.587 hondureños, mientras que 47.678 retornaron de México por vía terrestre.

Precisa además que en el período de referencia fueron repatriados 22 hondureños indocumentados que fallecieron por diversas causas.

Del total de hondureños fallecidos, 15 fueron repatriados de Estados Unidos; 6 de México y uno más de España, según un informe del Observatorio de Exteriores hondureño.

Las autoridades de Honduras calculan que en Estados Unidos viven alrededor de un millón de hondureños, entre residentes legales e indocumentados, que han escapado de situaciones que afectan al país centroamericano, como la violencia.

Los que viven en el exterior, principalmente en EUA, envían remesas familiares, las que el año pasado superaron los 3.700 millones de dólares.

El presidente venezolano Nicolás Maduro retiró en diciembre el billete de 100 bolívares, al denunciar que mafias que operan en las fronteras con Colombia y Brasil sacaban del país ese papel moneda para dejar sin efectivo al país y desestabilizar la economía venezolana.

Los billetes de menores denominaciones, entre ellos los de 50, también tenían que ser canjeados y después de la fecha establecida perderían su valor.

El fiscal paraguayo dijo el martes suponer que los billetes ingresaron por vía terrestre desde Brasil y conforme con detalles de la policía el cargamento provino de Caracas, presumiblemente para ser cambiado a dólares en Bolivia antes de retornarlo a Venezuela.

"Es muy difícil contabilizar tan pronto por la cantidad impresionante de billetes que hay", expresó el responsable de la pesquisa.
