Continued from page 1 On Wednesday, it was announced that the UDP would be having another emergency session to decide what to do and where to go after the Party totally lost its direction. There were reports that a leader would be announced, and sources in UDP headquarters say that Tracy Taegar-Panton had already picked out a victory frock to celebrate what she thought would be her ascension to leader. Other UDP pundits speculated that it would be Hugo Patt, but that didn’t happen either. By midday the announcement came that the UDP was leaderless, unless you count Mr. Barrow who has little power within the Party and has been ailing physically for some time. Tracy was in tears, along with Patrick Faber and John Saldivar and Hugo Patt, none of whom were able to get majority support. The Belize Times understands that those who supported Faber refused to support Saldivar’s bid, and those who supported Saldivar (a dwindling number) refused to support Faber. Nobody wanted to support Patt, we are told, and nobody could even believe that Tracy seriously believed she had a chance to be leader after she was trounced at the Convention recently. Sources also say that the son of the Prime Minister, Jamal Barrow, suggested that perhaps he should take up the mantle, but was roundly rejected. What is happening in the UDP is a mess of the Prime Minister’s own making. He entered office 12 years ago under the guise of being ruthless on corruption. And since then he has presided over the most corrupt government in this nation’s history. He lost his mythical two-sided machete the day after elections in 2008, and never did find it. Despite proclaiming time and time again that that he has always acted against corruption in his party, the evidence shows otherwise. Elvin Penner was as guilty as hell, and he was protected by government so that he would never be the subject of a criminal investigation. When Edmond Castro hustled land, he never faced criminal wrongdoing. When Gaspar Vega was embroiled in scandal after scandal, he never faced criminal action. When John Saldivar and other Ministers have acted unethically, they have never faced criminal action – not one of them. But that should come as no surprise. Mr. Barrow himself has acted illegally by spending the people’s money without permission. He was found to have violated the Constitution not once but many times, by no less than the Supreme Court. So in the end, he is no better than his worthless, corrupt Cabinet cartel. We join Belizeans in calling on Mr. Barrow to leave. His legacy will be one of shame and disgrace, rancid corruption which has hurt our people and caused them to suffer. A government of the People’s United Party will right the wrongs. The PUP will put systems in place to ensure that never again will Ministers be able to rape public coffers. And we will strengthen oversight bodies to ensure that if there is wrongdoing in any government, those committing wrong will be prosecuted to the fullest extent of the law. We have listened. And we will deliver.

PM Recycles Cabinet And the comedy continues. When listening to our MP3 music there is the option to shuffle the songs. You can press shuffle as many times as you wish but the same songs will be played just in a different order. One of the positives is that you can randomly notice undesirable beats and you can delete. Today, our music player has gotten corrupted and despite our insistent and repeated requests for dire deletions, the most abhorrent of old beats keep playing. Sometimes one feels like smashing the hardware to fix the corrupted software. But we the people are intelligent. Breaking up Belize because the UDP is corrupt is not the answer in 2020. We are civil enough to optimize civil disobedience. In one of his countless instances of disdain to the Belizean people, Dean Oliver Barrow has sneered and shuffled the Cabinet—same music player but so corrupt that the items cannot be deleted. Instead of calling for early elections as his failed three-recession administration is a accustomed to doing, he moves the undesirables around. Unelectable Hon. Micheal Peyrefitte is Attorney General but now he is in charge of the Police and Military as well. Imagine the possibilities, a usually unhinged man in charge of the courts, the police and the soldiers. Even as Speaker of the House he was extra volatile. This unhealthy, at the very least, for Belize. During the infamous UDP February 9 convention Hon. Aragon was scolded for insisting loudly to MC Peyrefitte to allow Faber to speak to the crowd of Saldivar purchased aficionados. Now, that same person, Senator/AG/Chair/Minister, is his day-to-day boss. The man that made Brian Lord macebearer is still making horrible decisions for Belize.

Oh, the man that oversaw the New River fiasco and whose solution was to wait for the rains is now the Minister of Environment even as he qualifies for a withdrawal of his doctoral degree. Failed UDPs are routinely rewarded. That is the MO of this mandateless UDP. Omar Figueroa gallantly used Petro Caribe monies as he entered into political office. Any UDP Minister who feigns to wear a halo is tainted by the mere collaboration in the unconstitutional spending of PetroCaribe dollars by the UDP. Be a part of Team Saldivar and that is your double whammy. You can still run for Cayo North but you won’t be able to hide you destructive ways. Lighthouse Hulse is no longer a concerned citizen of Belize. His fake persona fails to fool anyone now. In this reshuffle he lost ministries that on being informed he probably did a double take and thought, “I didn’t even realize I was the Minister for that.” The UDP is so incompetent that Hulse’s loud mouth was misjudged as expertise. Did Hulse get a pay cut as he lost Ministries? Apologies for the easy attempt at a joke. The people of Belize are not asking for a bandaid shuffle. Even we, the PUP, have to convince the people and show our plans. We DO NOT take the people for granted. We want people to have higher standards for our new incoming administration. That is the only way Belize can work for everyone—when all of us Government alongside the people expect better from each other. We are asking for a total overhaul with new software and beats that will stand the test of time. We are looking to the People’s United Party and the 31 strong to deliver Belize from a hot desert to an unending oasis. Stop shuffling Barrow; dancing to this Belizean music isn’t made for you.

Patt is second to Dean Barrow, the worse PM ever maybe in the Commonwealth of Nations. Patt seemingly coat tailed in Team Saldivar, and tainted junior Minister Beverly William’s, infamous for colluding to naturalize unqualified immigrants along with Finnegan. Patt seems to have had his own ploy, and didn’t play with his team as he usually does. Lastly, Patt was Gapi Vega’s

junior Minister. Why do you think Patt asserted that there will always be corruption in the Land’s Department? Yes, Patt said those words. Maybe he meant that Vega is actually still at the helm of the Department of Lands. Gapi has been sighted visiting the hotbed ever so often. Patt has also ‘worked’ along the Minister of Pharmaceuticals. Some 7 years ago, Patt cancelled a land lease for a Garbutt and passed said land to a Romero, sister of Pablo Marin. So Patt has been around. But now as DPM he can no longer fly under the radar, not in these days. So Patt is a UDP with all the nicks of incompetence and corruption intact. Corozal North knows that Belize does not need his kind. As the country is prepared to move into prosperity and a change to the PUP, Corozal North will definitely opt for David Jesus Castillo.

Belmopan Made Me Do It!

I

t was a feat to keep properly abreast of the news this week. A wink and one could have been left bereft and completely out of the loop. In particular, we point out that with the tirade unleashed by PM Barrow on the Opposition, came the gargantuan task to read through the highfalutin muddle of words to arrive at the simple conclusion that PM Barrow did not in fact say much. His rant, was the result of having been caught with his pants down. After countless years of sitting on his pedestal in judgment of lesser mortals, it must irk him to realize he has been backed into a tight corner. Either he feigns innocence and tells Belize he has been played the ultimate fool by Saldivar et al or he admits he was part and parcel of the grand scale corruption schemes to profit at the expense of Belizeans. Neither is a palpable option for the PM who really thought he could have it all and his sparkly white reputation too. The Hon. John Briceño reminded the PM that he has “violated the Audit and Finance Reform Act.” No doubt the PM is salty that this is the legacy for which he will truly be remembered. The Unions have also been firing off letters and it is a relief to see that the PSU in particular has joined the fray. Belizeans had qualms that they only found their voice in order to further protect entitled clowns. After what seemed like a long hibernation the unions have finally come together to fight against corruption, to reinstate transparency and accountability and clamor for reforms in campaign financing. The Students at UB not having been given the day off from class to attend, simply walked out of class in a show of solidarity and people power. The king of shade though has got to be Hon. Patrick Faber who after having been clearly passed over for the UDP leadership, decided to give a non-school day to the teachers in order that they might freely attend the demonstration. Even as the teachers and the other nine unions demonstrated in the old capital, the Prime Minister, and his Cabinet and other standard bearers converged in Belmopan. Once again the clamor and cries of the people will fall on deaf ears. This is a clear indication that their interest and priority lies first and foremost in their self-preservation and in their ability to continue pillaging and mismanaging resources. It is clear that there is no confidence in this government and so they must call elections soon and seek a new mandate from Belize. Saldivar claims he has been vindicated, but clearly subscribes to PM Barrows ideals in regards to the distinct separation of legal and moral culpability. In his latest attempt to justify his vile actions, Saldivar tries unashamed to deflect the blame on the good people of Belmopan. In essence what he is saying is that to cope with the avaricious appetites of his constituency he was forced to beg for donations in order to meet their growing demands. He claims that as Minister of National Security he only had a basic search engine to research the background of potential generous philanthropists who wanted to throw stacks of cash at him for no good reason. The truth is that you are a self-confessed liar Hon. John Saldivar, and Belize no longer trusts you to say the truth or do the honourable thing. If you and your accomplices in Cabinet had done your job, we would not be reduced to begging. Parents who have jobs, and access to proper health care and free education could not be held ransom by shady, sketchy politicians such as yourself. The fact that you blame the good people of Belmopan is to date your most cynical declaration. You make a mistake if you believe that anyone doubts that the monies you collected with the excuse of uplifting Belmopan were instead used for your personal and political gain. Still the UDP place their interest above those of country, colluding to retain power instead of listening to the clamor of her people. The law must reflect the changing times and the changing values of the people, and its leaders have no option but to obey. Belize clamors (hear her) for transparency, accountability, campaign financing reforms and an end to corruption and come what may…she will have it! #ONLYDPEOPLECANSAVEDPEOPLE

!Belmopán me obligó a hacerlo!

ue una hazaña mantenerse al tanto de las noticias esta semana. En un pestañeo se podía quedar uno desamparado y completamente fuera de la jugada. En particular, señalamos que con la diatriba proferida por el Primer Ministro (PM) Barrow sobre la oposición, vino la tarea gigantesca de leer a través de lo presuntuoso de las palabras para llegar a la simple conclusión de que el Primer ministro Barrow de hecho, no dijo mucho. Su desvarió fue el resultado de haber sido atrapado con los pantalones bajos. Después de innumerables años de sentarse en su pedestal juzgando a los mortales menores, lo ha de fastidiar darse cuenta de que ha sido acorralado en una situación difícil. O finge inocencia y le dice a Belice que ha sido engañado como al mayor de los bobos por Saldívar et al o admite que fue parte integral de los esquemas de corrupción a gran escala para obtener beneficios a expensas de los beliceños. Ninguna es una opción patente para el Primer Ministro que realmente pensaba que podría tenerlo todo y a la vez su brillante reputación blanca también. El Honorable John Briceño le recordó al PM que ha “violado la Ley de Reforma de Auditoría y Finanzas”. Sin duda el PM está sumamente enfadado de que este es el legado por el cual será verdaderamente recordado. Los Sindicatos también han estado disparando cartas y es un alivio ver que el Sindicato de los Trabajadores del Estado (PSU por sus siglas en ingles) en particular se ha unido a la lucha. Los beliceños tenían dudas sobre que sólo encontraban voz para proteger a los payasos con prerrogativas. Después de lo que parecía una larga hibernación, los sindicatos finalmente se han unido para luchar contra la corrupción, para restablecer la transparencia y la rendición de cuentas, y clamar por reformas en el financiamiento de campañas. Los estudiantes de la UB al no recibir el día libre de clases para asistir simplemente salieron de clase en una muestra de solidaridad y poder popular. El rey de sombra, sin embargo, tiene que ser el Honorable Patrick Faber que después de haber sido claramente pasado por alto para el liderazgo del UDP, decidió dar un día no-escolar a los maestros con el fin de que pudieran asistir libremente a la manifestación. Mientras los maestros y los otros nueve sindicatos se manifestaban en la antigua capital, el Primer Ministro, y su Gabinete y otros abanderados convergieron en Belmopán. Una vez más el clamor y los gritos del pueblo caerán en oídos sordos. Esta es una clara indicación de que su interés y prioridad reside ante todo en su autopreservación y en su capacidad para seguir saqueando y malversando los recursos. Está claro que no hay confianza en este gobierno, por lo que deben convocar elecciones pronto y buscar un nuevo mandato del pueblo beliceño. Saldívar afirma que ha sido reivindicado, pero claramente se suscribe a los ideales del PM Barrow en lo que respecta a la separación distinta de la culpabilidad legal y moral. En su último intento de justificar sus acciones viles, Saldívar de manera desvergonzada trata de desviar la culpa a la buena gente de Belmopán. En esencia, lo que está diciendo es que para hacer frente a los apetitos avaros de su circunscripción política se vio obligado a pedir donaciones para satisfacer sus crecientes demandas. Afirma que como Ministro de Seguridad Nacional sólo tenía un buscador de internet básico para investigar los antecedentes de los posibles filántropos generosos que querían lanzarle pilas de dinero en efectivo por ninguna buena razón. La verdad es que es usted un mentiroso confeso, honorable John Saldívar, y Belice ya no confía en usted para decir la verdad ni hacer lo honorable. Si usted y sus cómplices del Gabinete hubieran hecho su trabajo, no nos rebajaríamos a la mendicidad. Los padres que tienen trabajo, y el acceso gratuito a la atención médica y la educación adecuadas no pueden ser manipulados por políticos turbios y poco de fiar como usted. El hecho de que culpe a la buena gente de Belmopán es a la fecha su declaración más cínica. Comete un error si cree que alguien duda de que el dinero que recaudo con la excusa de realzar Belmopán se utilizó para su beneficio personal y político. Los UDP siguen poniendo sus intereses por encima de los del país, conspirando para retener el poder en lugar de escuchar el clamor de su pueblo. La ley debe reflejar los tiempos y los valores cambiantes del pueblo, y sus líderes no tienen otra opción que obedecer. Belice clama (escúchenla) por la transparencia, la rendición de cuentas, las reformas del financiamiento de campañas y el fin de la corrupción y venga lo que venga... ella lo tendrá! #ONLYDPEOPLECANSAVEDPEOPLE

Mad props We in the PUP have a lot of love for our teachers, because the BNTU is always leading the charge. At the demonstration this week, it was a sea of green. Maybe it was an NTUCB protest, but the teachers were the stars. It’s strange though – we remember something exactly like this a few years back. The same calls for accountability, the same calls for transparency, the same outcry against corruption. Old man Barrow did not listen then, and he won’t listen now. Belizeans have to do more. Join us at the PUP demonstration on Sunday and let’s get ready to really shake things up in Belmopan. It’s time to end corruption in government once and for all. The people have spoken. The PUP will listen and the PUP will deliver. Strange Things You know…it’s strange. I had a dream last night that John Saldivar was on the Love FM talk-show telling the nation that he took the money from Dermen, but he only did it to help his people in Belmopan, so it’s okay. What a dream! Crazy stuff, right? Except that it was no dream. This man has got to be on crack, and we don’t mean the crack he used to see a lot at Mason’s house when they had those infamous boxer parties. It was funny to watch the expression on the faces of the hosts of the show. I think maybe they wanted some of what he was on. John Saldivar has planned a demonstration rally in Belmopan this week, we hear, and you know the sad part? He’ll have his usual followers behind him, and they’ll be all hugging him up and stuff, and he’ll be saying things like God is on his side and other really stupid, ridiculous stuff. When will this fat fowl realize that it’s his Sunday? It’s kinda sick and sad all at the same time. Does this foolish, arrogant, corrupt man even realize how much he is hated in this country? Fly on the Wall We would have loved to be flies on the wall at Thursday’s emergency Cabinet meeting. Seems like it was a lot of fun. We hear at one point Saldivar had to be restrained, and at another point Patrick started crying – which was a real embarrassment for all involved. At another point, we hear that Gaspar Vega even offered himself as leader. It’s that bad. Poor Mr. Barrow is in a real pickle. There is absolutely nobody in the UDP with any credibility left to lead. Nobody with enough integrity or honesty. I mean, if corruption and greed and hustling were qualifications for leadership in the UDP, there’d be a whole bunch of leaders. Now they’re calling on Omar Figueroa, we hear, the dud from Cayo North, to lead. Imagine that. We really, really think Barrow should just call elections and get it over with. Hugo 2.0 Poor Hugo. We hear that he really, really wanted to be leader, but some one of his own colleagues started circulating his transcripts from the University of Belize. Those grades though. We like Hugo so much that we won’t even repeat them. But jeez. See now, if Hugo had supported our friend Patsy, maybe some arrangements could have been made for some remedial classes. We’re sure somebody somewhere could have tutored the poor fellow to ensure he passed. Cause he’s not that bright, see. His hope for leadership was short-lived after the transcripts circulated – maybe as short as his colleague’s…em – let’s just leave that there. Barrow Telemedia Have you heard anything more about that $25M debt which BTL owes in GST? Here’s the thing. That matter was handed over to Mike Peyrefitte to deal with, and apparently that was the end of that. Not another word said. It has to be some mad conflict of interest when the Chairman of the UDP is the Minister of National Security and the Attorney General. Anyway back to BTL. We hear they’ve been having some bad cash flow problems. No big surprise there. Remember that we paid $600M for BTL. Wonder what it’s worth now. We need a forensic audit ASAP. Soon though, and when the cards fall where they may, some people will be contemplating time spent in orange jumpsuits. Without a doubt.

Will the Minister of Works Rene Montero please inform the Belizean people if any government contract was granted to his son for the construction of any building in Belize? 5. Dean Barrow Prime Minister Sir Edney Cain Building City of Belmopan Belize 18th February 2020 Dear Prime Minister: I refer to your letter dated the 17th February 2020. Most of your letter was, as usual, full of personal attacks and big words which by now I would have thought you would have realized impresses no one but the person you see in the mirror. Your response for a man who holds the office of Prime Minister is a disservice to the people of Belize. In your letter, you deliberately sought to paint a picture that is divorced from reality. Let me remind you of historical facts rather than fantasy. First, the People’s United Party did not support your 21 Supplementary Appropriation Bills. They were passed with the votes of the Government side only. The truth is that the PUP decried the fact that you provided no disclosure of the underlying expenditures, and we strongly criticized you for bringing the Bills after you had unlawfully spent the monies. The fact is, even if you do not wish to accept it, that social partners also complained bitterly, and continue to demand full transparency. Second, the fact is that you have not complied with the Petrocaribe Loans Act. You have not provided the reports to the National Assembly as is required by the law. You can delude yourself until thy kingdom comes, but the records are there. The truth is that you are in flagrant contravention of the law. Third, there has never been any accounting for your Government’s unlawful and reckless spending of hundreds of millions of dollars in monies borrowed under the Petrocaribe loan programme. Of course, you would know well why you have so far made no public disclosure of the details of these expenditures and have so far refused to have a forensic audit of your management of these funds. Sometimes, Mr. Prime Minister, the truth hurts. Rest assured, the Belizean people will, sooner rather than later, have a forensic audit and all those who have broken the law, including you, will have their day in court. Fortunately, the end of the UDP reign of impunity is near. It was not lost on me that in your very long letter, you did not deny that you violated the Finance and Audit (Reform) Act. The Contractor General Act is clear and mandatory that government contracts must be reviewed by the Contractor General before they are entered into by the Government. By law, the Contractor General performs an independent oversight role with responsibility to the National Assembly. The Solicitor General, performs no such function and indeed is personally selected by you to support your Government. The idea that you believe that the Solicitor General performed in place of the Contractor General reflects your complete lack of respect for transparency in government procurement and accountability for public expenditure. The fact is that once again you repeatedly broke the law by failing to comply with the Finance and Audit Reform Act. History records, Mr. Barrow, that you have the stain and stench of being the only Prime Minister of Belize that has been found by the Chief Justice of the Supreme Court to have contravened the Constitution. Dear Editor, Why is Barrow competing with Trump? Lie after lie. Please let me seh why I think soh. I was in the courthouse so I know what I heard. Barrow lied about not being able to take Petro Caribe funds to the House of Representatives. During the Supreme Court case hearings and in front of the UDP Government’s costly Queen Council, it was laid out how the government could have went to the House before spending PetroCaribe funds. It was possible. But is he arrogant and seems to feel that he is above the law. Barrow was absent from these hearing. How can he write a 4 page insult to our PUP Party Leader without being there? He didn’t feel the legal session was to his level. He even said that he had not seen a written judgement. For someone who had not read a ruling, Barrow sure had a lot of fabrication in a clear attempt to bully as is his usual self. Barrow is not Prime Ministerial tissue. He didn’t cut it as a lawyer so tried at something else but his shortcomings followed. Barrow should be governing not opposing. Why is Barrow afraid for the World Bank? As to his letter, we Belizeans are intelligent and know when someone is attempting to silly us. So he calls the PUP frauds just so to slip by as the biggest of the frauds in the UDP. Barrow is chanting from his political grave. Saldivar’s and Patrick’s delegates are not listening. Your letter reminds of Saldivar’s own who in the face of being exposed blurts out nonsense. On February 6, 2020 badly needed road repairs began on the road that leads from San Felipe to Indian Church and San Carlos. This project was financed exclusively by a partnership of farmers and private sector businesses who travel the road frequently. The works include widening the road with bulldozer, dumping and light to heavy grading. The Ministry of Works has not invested a single penny in many years on this road.... it has been 15 miles of totally degraded, deplorable, neglected farmer’s road. Repairs were desperately needed as farmers are now harvesting approximately 500,000 pounds of potatoes and expect to harvest close to 0.9 Million

The People’s United Party determines that before any constitutional amendment can be considered, there must be a systemic review to ensure that the unlawful and unconstitutional spending of taxpayers’ money can never happen again. The PUP demands the following: 1. The appointment of an Independent Commission of Inquiry chaired by an international Commonwealth jurist to inquire into how this unconstitutional spending could have taken place. 2. A forensic audit of the illegal spending of more than $1.5 billion dollars, with special emphasis on the Petrocaribe spending to be carried out by a reputable international firm of forensic accountants. 3. At the conclusion of the forensic audit into the illegal spending of more than $1.5 billion, follow up action including criminal investigation and prosecution as deemed necessary. We also believe that those who broke the law must be made to face the courts and as such will present the Commissioner of Police and the Director of Public Prosecutions with the evidence as well as the Chief Justice’s judgment so that criminal prosecutions can be instituted. 4. Copies of all contracts issued for over five million dollars that were not brought to the National Assembly for approval. We want to see how much has been spent and what is outstanding. All such contracts and all spending under such contracts are in violation of law. 5. Since there was no Contractor General for approximately two years, we demand copies of all contracts that were issued without the approval of the Contractor General. These contracts must be made null and void. If we are to carry out the business of the nation honestly and effectively, we need a national effort against this corrupt culture of handouts, political favours, nepotism and dishonesty.

Timeline for John Saldivar’s Political Death Sunday 9th February: John Saldivar is Sworn in as Leader of the UDP. Monday 10th February: John Saldivar is named in the UTAH Courts. Tuesday 11th February: Patt sworn in as DPM. John Saldivar is asked to resign as Party Leader Elect; Prime Minister Announces via video the firing of Saldivar from Cabinet while Saldivar claims that he is happy to remain as Minister of National Security. Wednesday 12th February: John Saldivar says he will resign as Leader-elect. Thursday 13th February: The court presented Text Messages are made public by the judge sitting the case in UTAH. Saldivar resigns as Minister of National Security. Friday 14th February: Saldivar confesses to getting money from Dermen and implicated other UDPs without calling their names as receiving money from Dermen. Tuesday 18th February: Saldivar in on LoveFMs Morning Show.

“I Made a Mistake”

So says John Saldivar in a LoveFm morning talkshow interview on Tuesday February 18. Saldivar basically begged for his political life on the premise that he made a “mistake.” In the abnormal world of the UDP they are entitled to participating in high crimes while Belizeans should continue suffering the poverty-level substandard low-quality of living. Belizeans should tolerate this 3-recession failed UDP administration. Saldivar did not reveal the actual names of the other cabinet members who sanctimoniously did receive stacks of cash from Dermen. Is Saldivar holding Cabinet and the entire United Democratic Party hostage? Is this why he repeated ad nauseam during the interview that he has to wait for his Party’s decision on their way forward? Saldivar should take a deep breath as he and the UDP are drowning inside of one murky cesspool. Somehow Saldivar’s lens focused only on the blurred perception of his personal record that is being misread. In one of his attempts to self-interview he alluded to his “record.” Sadly he recollected that he used Dermen’s money to pay off light, water and hospital bills for his constituents. The hard working people of Belmopan are demeaned with his mere presence and arrogance at this interview. He, unbeknownst to himself, castigated the UDP administration for not having any social programs for the poor. It isn’t only Pablo who does dumb UDP interviews...Barrow and Saldivar do them too. Barrow cannot even write a letter.

Saldivar denied, denied, denied. As he did last week, when one wrong is discovered he confesses that one; of course, the UDP still keep him around since he epitomizes them. His Team Saldivar are still awestruck at to the swiftness and folktale-like demise of Saldivar. Everyone who thinks clearly told them that Saldivar should withdraw but delegates had to drink the red Koolaid. They had to or else the 1000 dollar Cabinet-endorsed Caye land would suffer QUITAR. During the interview, Saldivar repeated that he wasn’t forthcoming before the UDP Convention because he would have left the colleagues demoralized and exposed. That was a dumb choice from the onset; and now, it is clear that at Barrow’s January conference he, the PM, knew how deep John Saldivar was implicated. In effect, the entire Cabinet went on to the lie to the people of Belize. Post-interview Saldivar posted that he was firm and unwavering; the UDP is blind with power, he could not see himself as arrogant and unapologetic. The only reason Saldivar is still relevant is for the awful example he has become as he now vies for the top of the halls of UDP infamy. Saldivar still has no answers for the only question we wish answered: When will he get the hell out of Belmopan? We will tell him here first: When Oscar Mira is elected by the people, it would hurt you, Saldivar, way less if you are not the opponent. Save yourself. You Saldivar, have been admonished. Do the Honourable move.

THE AMAZING SAID A former radical who returned from University and helped spark a generation of Belizeans into activism and confrontation with the powers that ruled Belize. A former President of the Public Service Union, Senator, elected umpteen times member of the House of Representatives. Minister of Government, Leader of the People’s United Party and two times Prime Minister of Belize. He is the man who brought many structural changes to our country: No fault insurance for victims of vehicle accidents; Dozens of progressive amendments to the Constitution such as decreasing the period Police can detain innocent citizens from four days to forty eight hours; strengthening all the fundamental rights listed in the constitution; introducing common-law relationships into our legal system so that women who are abandoned can benefit from the years they lived in such union; Introducing the National Health Insurance for poor people; Building ten thousand quality houses for middle class and struggling families; Removing all Heads of Government from being politically appointed to the constitutional protection of the Public Services Commission; Even changing the oath of allegiance in the Constitution from swearing loyalty to the Queen to swearing loyalty to Belize and to the laws and people. The list is too long to continue. But add this, he loved athletes and artists, he passed the laws for the National Sports Council and the National Institute of Culture and History. His improvements in the field of education remains unsurpassed. When Hugo Chavez was overthrown by rogue military officers taking instructions from Washington, it was Said who called up the Prime Ministers of CariCom and alerted progressive leaders in Central and South America that the overthrow of a popularly and democratically elected leader should never be countenanced. Hugo had to be released. A grateful and appreciated Hugo Chavez never passed up an opportunity to thank Said. Said stood up to Guatemala and all their attempts to plant Guatemalan villages inside Belize, and to take land, sea and river, were strongly rebuffed. It was only under Dean Barrow that Guatemala succeeded in taking away the Sarstoon River from Belize in 2015. Said is a man who fears the Lord and is a regular congregant at St. Mary’s Church. He is blessed with a wonderful family and progressive, successful children. And most of all, Said is a genuine human being with heart and conscience. He has humble beginnings, selling panades in the streets to a dynamic political leader of countless accomplishments. Like Shadrack, Meshach and Abednego, he was thrown in the fire but Jah brought him through. On Wednesday night, 19th February, 2020 the voters of Fort George overflowed Independence Hall, calling on Said not to retire, but to fight the good fight one more time. May the good Lord continue to bless thee and keep thee and shine his face upon thee and to be ever gracious unto thee. One more time, one more time amazing son of our soil. GOD NOH LIKE UGLY The corrupt government of Dean Barrow is staggering from scandal after scandal and now to crisis. Their elected leader was forced to resign in shame and disgrace. He has now admitted in writing to taking money from convicted crooks and criminals in the U.S.A. He has done so in a manner which clearly violates Section 121 of the Constitution of Belize. The Workers Unions, teachers and public officers are calling for a criminal investigation into the Minister’s behavior. It won’t happen. Not until this corrupt government is forced out of office. Today Thursday 20th February, teachers and members of all the other workers unions are pouring into Belize City from as far South

as Toledo and as far North as Corozal. They have had enough of corruption under Prime Minister Barrow. Enough is enough. Bastante! God bless our union leaders and their brave members. On Wednesday night in front of Prime Minister’s residence on Seashore Drive, were many vehicles and heated arguments in his house. They are afraid of the unions. GSU is usually given instructions to beat up citizens if any civil disobedience should break out. Interestingly the National Students Union overwhelmingly voted to join and support the protesting Unions. People are genuinely fed up with this corrupt government. Check this out. For the past twelve years this government could not find time to pass a Campaign Finance law which would take about twelve to fifteen pages. But out of nowhere comes a 127 Sections of ‘Equal Opportunities’ Bill. a weird and unusual kind of law which has now been roundly condemned by the Council of Churches, theTeachers Union, the Chamber of Commerce and several senior and experienced attorneys. Why is the government not fighting against corruption? Truth of the matter is the government has been fighting for corruption. That is what they have been doing all this while. The Integrity Commission has been undermined. The Contractor General office has been sabotaged. The Public Accounts Committee has been handcuffed, the Public Services Commission has been politicized. The Auditor General has been personally singled out for disgraceful attacks. Every Committee, Commission and institution of importance has been under the control of UDP hacks and sycophants. ‘Everyday bucket go da well. One day di bottom must drop out”.

STATUTORY NOTICE TO CREDITORS

A Great Leap Forward By Gilroy Usher, Sr. “Good governance cannot remain merely a philosophy. Concrete steps have to be taken for realizing its goals.” – Narendra Modi During a press conference at the Princess Hotel in Belize City last week, Opposition Leader John Briceno outlined six concrete steps that the next PUP government with implement to end the massive corruption that has been taking place under the Barrow administration for over a decade. Both Minister and former D.P.M. Patrick Faber and disgraced former Minister of National Security and UDP leader-elect, for only 72 hours, John Saldivar are accused of involvement in two of the most recent scandals to hit the country. Those incidents involve missing funds from the National Sports Council which is under Faber and the payment of $25,000 U.S. monthly for over a year to Saldivar by convicted fraudster Lev Dermen to curry favor in the country including a strong recommendation for posting as a Belizean diplomat. Since 2008 the Public Accounts Committee (PAC), one of the watchdogs for public spending, has existed in name only. It has been unable to tackle the massive corruption in government, because whenever there is as call for an investigation into serious instances of alleged hustling in public office, the government always uses its majority control of the committee to kill the request dead in its tracks. In ending this disservice to the Belizean people the next PUP government will enable the Public Accounts Committee (PAC) to do its job free from government’s manipulation by giving up majority appointment of its members. The Integrity Commission was established to discourage self-enrichment in public office. Again due to government majority control of the watchdog body, most members of the ruling party in the National Assembly and the municipal bodies submit very little or no information about their assets and liabilities to the commission due to protection from their party. In addressing this problem of non-compliance the next PUP administration will also give up government control of the Integrity Commission. Once that is done, public officials

won’t be able to use their political connection with the ruling party to avoid compliance with the laws of the commission. The PUP administration will also ensure that the Commission can do its work by providing it with an appropriate parliamentary budget for a competent staff and other necessary things. Fully Committed to good governance the next PUP government will ensure that the office of the Auditor General is fully equipped to carry out its work in a truly independent way. In achieving that objective the office will be granted full access to information in all government departments and full and complete powers of investigation. Such authority will include powers to ensure request for documents and other information are provided with urgency. And as with the Integrity Commission, the office of the Auditor General will be allowed to submit its budget directly to parliament for approval. The Auditor General will also be required to prepare two copies of her/ his report annually. One copy will be sent to the P.M. and the other directly to the National Assembly. The latter is very important for accountability with the people’s money. The P.M. has always withheld the release of the Auditor General’s reports with damning information about Ministers and their henchmen sometimes for years. That protection for corrupt officials in public office will now end. Finally, in its fight against corruption the next PUP government will ensure the full implementing of the United Nations Commission Against Corruption (UNCAC). Those, who are found guilty of theft of public assets intended to provide a better life for all Belizeans, will be sent to prison where they rightly belong. While the Barrow government talk a lot about fighting corruption, the record shows it has undermined every effort to hold Ministers and their cronies accountable for their misappropriation of public funds. The four of six practical proposals of the Opposition to tackle corruption in government and highlighted in this essay are without a doubt a great leap forward with transparency and accountability in future administrations.

by Damian Carrington We are definitely running late. We have delayed appallingly for decades. But science tells us we are still in the nick of time. You say this decade is the most consequential in human history… This is the decade in which, contrary to everything humanity has experienced before, we have everything in our power. We have the capital, the technology, the policies. And we have the scientific knowledge to understand that we have to half our emissions by 2030. So we are facing the most consequential fork in the road. If we continue as now, we are going to be irreparably going down a course of constant destruction, with much human pain and biodiversity loss. Or we can choose to go in the other direction, a path of reconstruction and regeneration, and at least diminish the negative impacts of climate change to something that is manageable. But we can only choose it this decade. Our parents did not have this choice, because they didn’t have the capital, technologies and understanding. And for our children, it will be too late. So this is the decade and we are the generation. “We also have to understand that we can no longer live in a world based on limitless extraction and waste. Rather, we have to change our consciousness to one of regeneration.” How can people’s consciousness change in that way? The first thing we have to understand is the consequence of not changing our attitudes. There are very serious existential consequences. Then hopefully we can make a serious, mature decision whether we want to choose something different. Be a citizen not a consumer. We have to be able at some

point, particularly in developed countries, to get to the point where we say “enough is enough”. Before you make a purchase, or an investment, or any kind of decision that impacts on the planet and on other people, the question should be: “Do I really need this and is this actually conducive to furthering the quality of life on this planet?” Another of the actions you chose is building gender equality. Why? Educating young women and empowering women to come to decision-making tables is the strongest thing that we can do for the climate. When there are more women in boardrooms and in high-level positions in institutions, you get decisions that are wiser and longer term. Of course there are many men that also do this. But there is a tendency for women to be more collaborative, which is the basis of what we need to do, and they tend to think much more long term. [Women] have the first duty of care of our newborn children and hence, biologically, we’re geared towards that stewardship. But it is just plain stupid, frankly, not to use 50% of human potential. Dear Editor, Some member of the Unions marched today but I felt a sense of emptiness. I am a teacher that was suddenly called out by someone called Mora who I did not know. I am in my early thirties and did vote once in 2015. At that time I was of the impression that the UDP in power was the only option. In my middle teens, there was some rioting which at the time I felt was time off from school. I lived just out of the City so we still got tv news until a day later; radio did not show what really happened. My point is that that time was another time. Social media-less days cannot or shouldn’t be used as an equal to today. So when I hear the UDP still blaming another party for happenings of 15 to 12 years ago I know they are visionless. Back to the NTUCB which I had to Google to understand, why do I not know about them? The last real time that Google points to them in action was more than 12 years ago. Other than letters, the NTUCB has no moral authority. And, if they acted prompted by their members who are leaders of other Unions, when did my Union come to me to ask? The BNTU which is more powerful than the very NTUCB, mind you, was for most intents silent at the table of their press conference. Our fire brand(dunno what that means) Senator Presi-

dent has been docile on this topic but this morning at the rally she sort of restored herself. My fellow teachers want to be led by persons who will reflect their views accurately, that’s all. My fellow teachers are diverse in their views. When did she poll our views? With today’s technology, there are certain issues that we can take care of by using technology. This last point is one reason why I often feel the word UNION is a misnomer. The Union is a collective of all of us and the leader should lead in collecting our views not blurt out hers. The latter is how it was done in the past. The reason we are being asked to demonstrate our displeasure and disgust with the UDP is because they have lost touch with the Belizean people. In hindsight, this UDP was in touch just before the Feb2008 Elections, then said touch disappeared—not even illusive, just non-existent. Fellow teachers, protest loudly, I suggest that EVEN after marching on Thursday to come out Sunday the 23rd as well. Only stay home Sunday if Dean Barrow crawls out and calls Elections on the 21st or the 22nd. As students say, “Lol.” Thanks Concerned Teacher

Six Steps to Make Government More Accountable

First, we will ensure an Independent Public Accounts Committee. One that is strengthened so that substantive ministers cannot be members of the PAC. As well, all House Committee meetings, including PAC meetings will be open to the public and streamed live. Second, the Integrity Commission must do its job effectively. To do so it should no longer be controlled by the Party in Government. Likewise, we will put in place a mechanism to ensure the financial independence of the Integrity Commission with a budget to be approved by the National Assembly. They need the tools and personnel to get the job done! Third, the recent cases of misappropriation of government funds is a clear indication that we need a strong and independent office of the Auditor General. The next PUP Government will ensure that the Auditor General’s Office has unrestricted access to information and with full powers of investigation, including subpoena powers to ensure that requests for information and documentation are complied with expeditiously. The Auditor General’s office will be permitted to submit their budget directly to the National Assembly for approval. Most important, we will ensure that the Auditor General is allowed to present reports directly to the National Assembly and not only to the Prime Minister. Fourth, the PUP will not only implement UNCAC, but we will also enact Campaign Finance Legislation. In the first 100 days, the new PUP government will direct the Office of the Attorney General to draft Campaign Finance legislation which will be subject to national consultations and review before a final bill is tabled and passed into law. Fifth we must make the National Assembly function as the centerpiece of our government, complete with all requisite checks and balances. That means that the next PUP Government will ensure a minimum of one House Sitting per month. And Sixth we demand Senator Aldo Salazar to immediately release the findings of the Senate Select Committee on the hustle at the Department of Immigration. We demand follow up action including criminal investigation and prosecution as deemed necessary. Our immediate actions will start today as I instruct our legal team to write to the Financial Secretary to request copies of all warrants signed by the Minister of Finance during the current fiscal year.

La oficina del Auditor General le será permitida presentar su presupuesto directamente a la Asamblea Nacional para su aprobación. Lo que es más importante, nos aseguraremos de que el Auditor General presente informes directamente a la Asamblea Nacional y no sólo al Primer Ministro. En cuarto lugar, el PUP no sólo aplicará la UNCAC, sino que también promulgará la legislación sobre la financiación de las campañas. En los primeros 100 días, el nuevo gobierno PUP pedirá a la Oficina del Fiscal General que elabore legislación sobre el financiamiento de campañas que será sujeta a consultas y revisión nacional antes de que se presente un proyecto de ley final que se apruebe. En quinto lugar, debemos hacer que la Asamblea Nacional funcione como la pieza central de nuestro gobierno, con todos los controles y equilibrios necesarios. Eso significa que el próximo Gobierno PUP garantizará un mínimo de una sesión de la cámara de representantes al mes. Y sexto exigimos al senador Aldo Salazar que publique inmediatamente los resultados del Comité Selecto del Senado sobre el chanchullo en el Departamento de Inmigración. Exigimos dar seguimiento a las acciones, incluida la investigación penal y el enjuiciamiento, según se considere necesario. Nuestras acciones inmediatas comenzarán hoy al instruir a nuestro equipo legal para que escriban al Secretario de Finanzas solicitando copias de todas las órdenes firmadas por el Ministro de Finanzas durante el año fiscal en curso.

One Vision…One People BILL OF RIGHTS The People’s United Party wants to share its vision with the Belizean people. It is rooted in a philosophy that goes back to the Father of our Nation the Right Hon. George Price. Mr. Price always believed ours was a work in progress; he led a revolution that is at its core peaceful, always constructive, progressive and uniquely Belizean. These values remain true today and form a part of our PUP Creed. We are committed to the protection of our territorial sovereignty. We cannot, and will not risk even an inch of our beloved country, from the Rio Hondo to the Sarstoon. And we are committed to an accessible, fair and independent justice system and the rule of law in Belize. The PUP will always seek to achieve social, economic and environmental justice. It is a commitment to the socio-economic improvement of all Belizeans. Our plan is to rid Belize of poverty. To the PUP, poverty is an ugly scar on our nation’s collective conscience, and no amount of cosmetic surgery can paste over the suffering of close to half of our people, most of them women and children, who live on less than ten dollars per day. This is not only a task for governments. We all have a stake in this enterprise, but government must LEAD and bold leaders must show that they truly care. For us the task ahead is clear - to build a Belize that works for everyone, so that every Belizean should come to expect five things. This vision, this determination, has created what we call our BELIZEAN BILL OF RIGHTS. FIRST - Every Belizean should have access to a piece of land. With land we immediately create opportunities for upliftment and personal growth. SECOND - Every Belizean should be able to own a decent home. The 17th Century Jurist and politician Edward Coke in speaking on human rights said: “A man’s home is his castle.” Every Belizean in 2017 should expect such an entitlement whether they live on Bocotora Street or on Seashore Drive. THIRD - Every Belizean should be given the chance to go to school from pre-school to junior college. We have to make education free from pre-kinder to Junior College. If we will give our young people a chance at success, it must start with a good education. FOURTH – Accessibility to quality basic health care is critical, which means every Belizean should be enrolled in the National Health Insurance Program. If we can invest 42 million dollars in a basketball stadium, then we should be able to provide basic health services to all. FIFTH and most important, the driving force behind it all is JOBS - good jobs that can lead to meaningful careers; jobs that will give Belizeans a chance for personal growth and prosperity and provide a hand up for those at the very bottom of the economic ladder. If we do these things, if we create a fair and just society, if we build on these principles we will then be able to change people’s lives and together we will rid our shores of the scourge that is poverty.

Tia Ana Perera nee Briceño Delivered by John Briceño

Good afternoon everyone and on behalf of Zaire, Tia Nellie, Tio Errol and Yoli and the rest of our family, thank you for being here. For some reason it has become a custom in our family for me to deliver remembrances for our departed relatives. Since my father died more than three years ago, these sad occasions have been occurring more frequently than we would wish. Thankfully, we draw comfort from each other and yes from all of you who stopped by, called, said prayers and especially those of you here with us in church today. As people of faith, we are also comforted by that Scripture passage in Second Corinthians, where St. Paul wrote in Chapter 5 verse 7 that “We walk by faith, not by sight.” And those more familiar with the Scriptures will know that what follow verse 7 is that beautiful verse 8 which says: “We are confident, I say, and willing rather to be absent from the body and to be present with the Lord.” I begin with these uplifting quotes from the Bible because I feel that in spite of all the suffering that Tia Ana endured in her life, she managed to restore her faith in God, even after losing her daughter Ed to cancer, her precious son Boxie who died tragically during the Christmas holidays in 2011 and her beloved husband Tio Rudy also to cancer. As hard as each of these losses hit Tia Ana, she found the will to carry on. Even as she buried her brothers and sisters one by one, she found the fortitude to fight on. We believe that she was able to do this because of her beloved granddaughter Zaire and her other daughter Yoli. All who knew Tia Ana well knows that she was a woman who was not afraid to work hard. She was formidable, a businesswomen with a strong backbone. I remember once passing by late one evening and I told Tia Ana why are you still at work? Tio Rudy looked at me and said sometimes I think your Tia love this shop more than me! But trust me, back in the day whenever we would pass by her vegetable shop and find her there, Tia was always dressed to a T. For sure Tia Ana loved the finer things in life and there was no place where her exquisite taste was more on display than in her home. Tia Ana’s home was always fitted to

her unique style and none of us would dare as much as suggest even the slightest change or adjustment. Tia Nellie always shared their adventures when Tia Ana used to go shopping for house in Chicago. They would go out from early in the morning and wouldn’t get back to the house until very late at night- poor Tia Nellie dogbone tired and Tia Ana excited about what she bought for her house! In a sense this showed the strength of her character and personality. But Tia Ana was more than just the formidable businesswoman who loved her beautiful home and was always looking for the next possible investment. There was a softer side of her which showed up whenever it came to her affection for this town. She admired those in this community who sacrificed, struggled and succeed. When I think about my own life and how much I love this town, I want to think that Tia Ana may have had some influence over that. When I think of Jaime, Renan, Cito, Mayela, Vanessa and all my other cousins who run businesses in this community, I want to believe Tia Ana being the lone businesswoman in the family may have has an indirect influence on us in some way. When I think of our commitment to family, I would want to believe that Tia Ana may have had some influence over how important we view the role of family. Anyone who would doubt her influence, need only look at the love that existed between Tia Ana and Zairi. When her illness confined her to bed, there was no hesitation from Zairi about what to do. She left her studies aboard and stayed here at home to be close to her grandmother. Zairi confided in me that this was one of the best decisions she could have ever made. Indeed, we are a collection of all our parents, Dally, Polo, Joe, Dina, Clody, Mattie Charro, Lalo, Anna and of course our last remaining Tia Nellie. They are that great generation of Briceno’s who made us who we are and because of what they taught us, we are now able to pass on our love for family and for this community to our children. I know Tia Ana would have wanted to stay with us long enough to see her nephew reach the highest office in this land because she was a true blue PUP and I know she would have wanted to stay around to spend more time with Tia Nelly, with granddaughter and her last remaining daughter, but I also know that after suffering not just the physical pain of her illness, but also of having buried a daughter, a son and husband, she was ready for what we believe will be a well-deserved rest. Just after midnight Saturday Tia Ana drew her last breath. I believe our journey on this earth is but temporary. We do work and try to live the best life we know, always hoping that when we leave, this place is a little better than we found it. I believe Tia Ana weathered all the storms in her life with strength, character and strong will and for that she has left us all the better for it. Rest now Dear Tia Ana, you will remain in our hearts and mind for generations to come.
