Tuesday February 18, 2019 “What do you want?” “My Birth Certificate” was the chant by the cadre of People’s UNITED Party Representatives and Standard Bearers who are looking out DIRECTLY for the Belizean people. The Southern Caucus, in full force, especially feels the hurt since their people come the furthest and probably spend the most of their hardearned dollars traversing the country in the wee hours of the morning to Belize City. Every worker that spends long hours at the Vital Statistics Office loses a work day and spends extra money. Also, they might either be paid for doing nothing or, worse, NOT paid. Both situations collectively harms the economy. Calculate that vital statistic for a year. Belize loses.

PUP LEADERS MAKE A STAND

Continued from page 1 So on this afternoon, within their rights, the Party Leader, John Briceño, constituency Representatives and Standard Bearers walked to the Vital Statistics Office down the street from Independence Hall on Queen Street in Belize City. They went to serve as direct witnesses to the failed system which is a small-scale version of the UDP failed administration. The people want to be attended to with the dignity they deserve. Yet, they are simply lambasted by the Attorney General who says it is all legal, now. He prefers the Vital Statistics office to come to a grinding halt than listen to pleas. He prefers the stifling of the right to vote and, thus, legal civic abuse. Every Belizean of age most likely has a Vital Statistics story. This can be one based at Hudson Street or Hyde’s Lane or, now, Queen Street. Our lives as a citizen of Belize begins with our documents registered at a Vital Statistics booth. This process is primally innocent when the hospital receipt is presented so that the birth is logged into a log book at the district branches. This so important book is periodically sent to the main office or so is the plan. After that, the dreaded visit to the Vital Statistics office is like pulling teeth for thousands and thousands of Belizeans. The virtue of patience is lost as our people converge to Belize City and see the long lines and obvious distress. We are grappling with this stone-age process in the age of technology; surely we can tap into the program-based minds of many savvy young Belizeans to find a solution once and for all. The cost of not doing anything is monumental. Looming just around the corner is the 10th day of April which can one day rival the 21st of September in existential importance of our Belizean soul. This was the crux of the matter protested so fervently by PUP leader John Briceño and members of the Southern Caucus on a day when the sun could not blaze any hotter than their collective determination. Belizeans are being taken advantage of by a system and government that is NOT performing efficiently and thus not effective for them. This ICJ referendum is compromised. The UDP cannot seamlessly printout and sign one document to prove the citizenry of one person. Yet, they are trying to convince us to trust them with the gargantuan legality of the International Court of Justice. Please!

Another Drug Plane in Northwest Belize By Aaron Humes Freelance Reporter Tuesday Feb. 19, 2019 At least ten different aircraft suspected to be used as cargo planes moving drugs from south to north touched down in Belize’s airspace during 2018, the majority leaving little evidence behind and few arrests made. Of these at least eight were found in in the northern districts or mostly Orange Walk. Today when we see a wide four lane size road being scraped up we suspect it for illicit airplane landings. This year, 2019, has started much the same away with another burnt remnant of a single-engine aircraft shell was found in the Mennonite community of Blue Creek

HARSH REACTION TO SPECIAL ENVOY MESSAGE ON PRIVACY Sunday February 17, 2019 Kim Simplis Barrow, Special Envoy for Women and Children took, no less, a Sunday morning to issue a command of “Press and Delete.” She was alluding to the issue of the privacy of women who make the mistake of trusting other with videos and pictures of them with much of clothes and doing actions that would receive MA ratings in a movie theatre. Simplis Barrow was concerned of the lasting hurt this leaves on the subject in the picture and their family. In her words “We have witnessed more and more people become victims to serious breaches of trust by those who are closest to them.” Many on social media and other outlets were quick to point at the swiftness that the Special Envoy came out when a person known to many was involved yet there has been other occasions when others are wronged and that there has been only public silence from the Special Envoy’s office. This was especially seen when a young lady from a City Secondary School had her pictures also spread and her privacy infringed upon. There was no equal reaction from the Special Envoy’s office. A loud protest to this disparity was from Audrey B. Matura on her

area in the northwest of the Orange Walk District on Tuesday morning. Officially, police report that there was no one in the area and no drugs found at the scene. However, there was quite an amount of aviation fuel found. Reportedly, 3 full Fifty Liter containers and 12 Twenty Liter container full of suspected Aviation Fuel as present at the scene. This of course will lead you to understand that maybe the landing did not go as planned. Questions abound. In one of two high profile cases reported in 2018, two senior officers including the then-commander of Orange Walk Formation, Senior Superintendent David Chi, were arrested after being found in the area. They were present in court a few day social media page. She posted the following: “The silence of the special envoy is deafening. At least a statement of solidarity & promise to help us change the law.... that’s not hard work! That can’t be done behind the scenes #treatherequally” Now the Friday February 22, she, Matura, is organizing a licensed peaceful demonstration. This here will be in support of the student whose life has been stuck by this cyberbullying incident of her picture being sent around the public. In her case, she is a minor and thus a greater problem. Audrey Matura feels that more than a letter for one incident should be done. She feels that the voice of protest against this social ill should be louder than what the Special Envoy has released to the public. Deleting the picture may not do much even if it is done. Even the Attorney General has weighed in. When asked he punted a bit saying that they are working on it and that they want to make sure that they are able to tie in the particular individual

It can only be speculated as to what really transpired here. Every plane that files overhead at a weird hour of the night is in our lingo, a drug plane. The Leader of the Opposition is on record as questioning when any real action will be taken to stop this invasion of our airspace and much more. When Guatemala comes in to farm it is incursion. What do we call the drug plane flying under our non-existent radar? Belizeans are tired of hearing us in International news for the wrong reasons. spreading the pictures. The writing is on the proverbial wall, we need an about turn and progress to a People’s United Party whose new vision can be seen everywhere. Dean Barrow does know how to fix this. Elections!

THE ELEPHANT IN THE ROOM

T

his week there was the reoccurring concern with potato farmers in the North and South. This years’ crop will yield close to 3.5M pounds of red potatoes which is the variety grown in Belize. The estimated weekly consumption is just about 60,000 pounds weekly. At this rate, it would take approximately 59 weeks for the local market to absorb the local produce. It would take in excess of 1 year to consume this year’s harvest. The shelf life of potatoes stored in commercial warehouses and in optimal conditions is 6 months according to experts. Potatoes have a normal shelf life of only about 5 weeks at home. The conclusion then is that only close to 300,000 pounds of potatoes will be absorbed by the local market with most of it rotting in the fields or in the backyards of farmers. At an average estimated production cost of seventy-five cents per pound the loss to farmers again this year is in the millions. Clearly, supply will exceed local demand to drive down the prices for potatoes even further, as farmers scramble to minimize their loss for this year. Belizean farmers on a whole must bear restrictive and exorbitant production costs brought on primarily from ever rising fuel costs. While in other countries farmers enjoy government subsidies in order to establish thriving industries, in Belize farmers are seemingly punished for daring to compete with the government-run import business of the Belize Marketing Development Corporation (BMDC). The last permit for the importation of potatoes was given on 11th January 2019. Yet there are still some imported potatoes in the local market. The quantities the permits allow to come into our country must then be in excess of the 60,000 lbs. needed to satisfy local consumption. While farmers here in Belize struggle, Mr Silverio Marin seems content to frolic with endangered and abused wildlife in Asia. Mr Marin comes from a well-connected and politically affiliated family. His brother, a former Deputy CEO at the Commercial Free Zone in Corozal, was once an aspiring candidate in Corozal Southwest. Mr Silverio Marin has been the Interim administrator for the BMDC since August of 2012. For some unspecified reason he has not been able to secure the post and neither has anyone been permanently appointed to the position even after six and a half years. He holds a BSc. Degree in Natural Resource Management from UB and was a Biology Teacher at CEMJR, a position he obtained while his brother was chairman of the Board of Governors at Escuela Secundaria Técnica México. His performance has been less than stellar at the BMDC unless one counts the selfies and photo ops, he as a member of the Belize Audubon Society, takes with endangered species. The Ministry of Agriculture states that one of their strategic purposes is “to stimulate and facilitate agricultural and fisheries sector growth and reduce rural poverty.” The Ministry has failed year after year in this respect. Potato and onion farmers have had to face million-dollar losses alone. Rural poverty has been exacerbated by the incompetence and inaction of the Ministry of Agriculture. Storage of both potatoes and onions has been a problem and Hon. Jose Abelardo Mai has been the champion of the farmers. In interviews during the potato crisis of 2017 he outlined the storage problem and made several recommendations. We are no closer to food security in Belize. In fact, every year we drift further from it, becoming increasingly dependent on foreign imports for even the essentials in our food basket. Our trade balance deficit balloons every year and our farmers grow poorer with each crop. Hon. Godwin Hulse says he is not “God” so we must not expect miracles. Yet with a snap of his finger and a stroke of his pen, with the absence of his political will to sincerely better conditions for farmers, institute subsidies and proper storage facilities, he dooms our farmers and their families to a life of poverty. The real elephant in the room looms over us year after year, crop after crop. We need Cabinet ministers who are qualified in their field and we need professionals who are up to the task of Building a Belize that Works for Everyone!

sta semana hubo la preocupación recurrente con los agricultores de patata en el norte y el sur. Esta cosecha de años producirá cerca de 3,5 millones de libras de patatas rojas que es la variedad cultivada en Belice. El consumo semanal estimado es de aproximadamente 60.000 libras semanales. A este ritmo, tomaría aproximadamente 59 semanas para que el mercado local absorba los productos locales. Se tomaría más de 1 año para consumir la cosecha de este año. La durabilidad de las patatas almacenadas en almacenes comerciales y en condiciones óptimas es de 6 meses según los expertos. Las patatas tienen una duración de sólo unas 5 semanas en casa. La conclusión es entonces que sólo cerca de 300.000 libras de patatas serán absorbidas por el mercado local con la mayor parte de ella pudriéndose en los campos o en los traspatios de los granjeros. A un costo promedio de producción estimado de 75 centavos por libra la pérdida a los agricultores otra vez este año se encuentra en los millones. Claramente, la oferta excederá la demanda y reducirá aún más los precios de las patatas, mientras que los agricultores luchan por minimizar su pérdida de este año. Los agricultores beliceños en su conjunto deben soportar costos de producción restrictiva y exorbitante que se han provocado principalmente por los crecientes costos de combustible. Mientras que en otros países los agricultores disfrutan de subsidios gubernamentales con el fin de establecer industrias prósperas, en Belice los agricultores son aparentemente castigados al atreverse a competir con el negocio de importación del gobierno a través de la Corporación de desarrollo de marketing de Belice (BMDC por sus siglas en ingles). El último permiso para la importación de patatas se dio el 11 de enero de 2019. Sin embargo, todavía hay algunas patatas importadas en el mercado local. Las cantidades que los permisos permiten entrar en nuestro país deben ser entonces superiores a las 60.000 libras necesarias para satisfacer el consumo local. Mientras que los agricultores aquí en Belice luchan para sobrevivir, el Sr. Silverio Marin parece contento de andar de jolgorio con la fauna en peligro y abusada en Asia. El Sr. Marin proviene de una familia altamente conectada y políticamente afiliada. Su hermano, un ex Director General Adjunto en la zona franca comercial en Corozal fue una vez aspirante a candidato en Corozal Suroeste. El Sr. Silverio Marin ha sido el administrador interino del BMDC desde agosto de 2012. Por alguna razón no especificada no ha sido capaz de obtener el puesto y nadie ha sido designado permanentemente a la posición, incluso después de seis años y medio. Es Licenciado en gestión de recursos naturales por la UB y profesor de biología en CEMJR, cargo que obtuvo mientras que su hermano fue presidente de la Junta de Gobernadores de la escuela secundaria técnica México. Su actuación ha sido menos que estelar en el BMDC a menos que usted cuente los selfis y las foto-oportunidades que él como miembro de la sociedad de Audubon de Belice, se toma con especies en peligro de extinción. El Ministerio de Agricultura declara que uno de sus propósitos estratégicos es “estimular y facilitar el crecimiento del sector agrícola y pesquero y reducir la pobreza rural”. El Ministerio ha fracasado año tras año en este sentido. Los agricultores de patatas y cebolla han tenido que enfrentar por si solos, millones de pérdidas de dólares. La pobreza rural se ha visto exacerbada por la incompetencia y la inacción del Ministerio de agricultura. El almacenaje de patatas y cebollas ha sido un problema y el Honorable José Abelardo Mai ha sido el campeón de los granjeros. En entrevistas durante la crisis de la patata de 2017, describió el problema de almacenamiento e hizo varias recomendaciones. No nos encontramos más cerca de la seguridad alimentaria en Belice. De hecho, cada año nos alejamos más de él, volviéndonos cada vez más dependientes de las importaciones extranjeras, incluso para lo esencial en nuestra cesta de alimentos. Nuestro déficit de la balanza comercial se incrementa cada año y nuestros agricultores se empobrecen más con cada cosecha. El Hon Godwin Hulse dice que no es “Dios”, así que no debemos esperar milagros. Sin embargo, con un chasquido de su dedo y un golpe de su pluma, y con la ausencia de su voluntad política sincera para mejorar las condiciones para los agricultores, los subsidios de Instituto y las instalaciones de almacenamiento adecuados, condena a nuestros agricultores y sus familias a una vida de pobreza. QUESTIONS TO THE MINISTERS 1. Will the Attorney General please inform the nation whatever happened to his promised legislation on cyberbullying? We recall that many forums and symposiums were held in 2017 where thousands of taxpayer dollars were spent on meetings and there was even the promise of a cyberbullying manual. Where is the manual and where is the legislation? 2. Can anybody explain how the same contractor who did the horrible road works in Orange Walk Town including the already broken up roundabout at Trial Farm Village got a $19 million contract for road works in the West? 3. Will Minister of Tourism with responsibility for the Municipal Airstrip and the Caye Caulker Airstrip please say who was contracted to do the rehabilitation works at these airstrips? And will the Minister also say if these reportedly horribly done works were giving to the same contractor who just received yet another $19 million contract? 4. Will the Prime Minister please inform the nation how much was spent on the re-registration exercise, how much was budgeted and how much was drawn down by Election and Boundaries Department? 5. Will the Minister of National Security please say if he requested that Chester take a polygraph (lie detector) test?

STAKE BANK CRUISE PORT DOCKING STATION: FINAL STAGE On Wednesday February 21, 2019, a ground breaking ceremony was held for the final phase of the development of the deep water Stake Bank cruise port development located approximately 4 miles off the coast of Belize City. It has not been an easy boat ride and that is because, since 2006 the development, which is the brain child of businessman, Mike Feinstein has seen its fair share of struggles to reach to this point. Feinstein is one of the pioneers of tourism development in the country. He who is the founding member of the Feinstein Group of Compa-

THE BELIZE TIMES nies established in 1999, owns and operates BlackBird Caye Resort, and was the developer of the first tourist village in Belize – Belize Tourism Village (BTV) which has been renamed Fort Street Tourism Village (FSTV), after it was sold to a joint venture along with Royal Caribbean. Some of the other companies owned by the Feinstein Group is Benchaela Imports, Fein Catch, M&M Citrus Grove and Fort Point Security. Stake Bank cruise port development has eliminated the need for tendering because it will be capable of hosting four large technologically modern cruise ships at any given time. The development also promises to offer a family and teen beach, water sports zone, seaside cabanas, grand arrival plaza, terminals, craft markets, marina and cruise facilities, among other world class amenities. Feinstein says just like when BTV was first developed, before it was sold, it was 95 percent owned and operated by Belizeans. This will also afford

jobs to thousands of Belizeans. Planner for the project John Allen, Vice President EDSA Inc. which has its headquarters in Florida says he wants to create an experience that’s unique in the area. Feinstein said the investors for the project is being led by the Atlantic Bank Group. The total cost of the cruise port project will be US$82 Million and so far a total of US$15 million of that amount has been invested. The Stake Bank Cruise Port is estimated to be completed in

approximately 24 months. Another development that the Feinstein group is working on is Ocean View Grand that will be located on North Drowned Caye, located 2.5 miles off the coast of Belize City. It promises exclusive single family beachfront estates and homes, lakefront multi-family units and marina condos, luxury hotels, casinos, among other amenities. Feinstein said for now they are working on some “technicalities” for this development.

More Millions for Imer One has to wonder what kind of crazy connections or strings Imer holds to be getting another contract for $19M after the crappy work he’s done on every project he’s gotten? Is it because of his family ties to that worthless Gaspar Vega, who has family ties to that worthless Minister of Works Rene Montero? Is it a matter of a large portion of the contract monies ending up in certain privileged pockets? This is no joke. Imer got a contract a couple years back to fix the roads by the Northern border. Those roads are totally broken up already. I remember there was one small stretch of road on the Western Highway that he had to do over and over again because he couldn’t get it right. He just finished screwing up the Faber’s Road project for $8M, and now he’s getting $19M to screw up another portion of road. This is madness. Jail them Now this is the kind of talking people want to hear. This week JB made it crystal clear. When the PUP comes into power, they are going to investigate every single contract given out to Imer Hernandez by the Ministry of Works, and who needs to go to jail will go to jail. Even if it’s that fat sow Rene Montero, who was bankrupt before he became a Minister and now he’s a multi-millionaire with land and assets all over the country. Maybe he’ll share a cell with his CEO, who we hear has been amassing wealth like never before, along with his Minister. I figure it’ll work out okay, because Kolbe can ask Imer to build a new cellblock free of cost – exactly what his work is worth – NOTHING! Maskall Madness Shame. The school in Maskall is asking parents to keep their children home if water is not restored to the community. Imagine, in this day and age where Ministers are driving $200,000 SUVs, living in fancy mansions and jet-setting all over the world, children can’t go to school because there is no water to flush their toilets. The big-talking waste of time Minister Edmond Castro should be particularly ashamed, since he lives in Maskall. But get this part. Somebody in the village called the Belize Times to report that water was only turned on during a wake held for a member of the Minister’s family, and then it was turned right off again. That’s how much Castro cares for the people. Just wait though. This newspaper is busy getting information on Castro’s shenanigans, offering women jobs if they go hang out at his farm with him. But just wait for that story to break. Wait for it. Vital Crap Big props to the PUP for coming together to speak out against the total nonsense happening at the Vital Crap Department. Imagine that people who were born in Belize and live all their lives in Belize can’t re-register because suddenly nobody can find their birth certificates. And get this. The only birth certificates that are ‘missing’ are for the people being taken in by the PUP. What a coincidence, right? The UDP is going to get a nasty surprise soon. No matter what games they play, no matter what tricks they pull, the people are going to vote NO to the ICJ, and no to…

The Pink Quetzal Cabal On January 21st we remembered the 57th anniversary of the notorious invasion of Belize by Luis Francisco Sagastume Ortiz an ex-candidate of the Guatemalan Congress and his posse of sixteen armed with his cache of four rifles, three pistols, and one sixteen gauge shotgun. The invaders walked four kilometers from Poptun, Peten in Guatemalan territory to Pueblo Viejo, Toledo British Honduras. In Pueblo Viejo is where they burned the British flag and hoisted the Guatemalan flag. They continued on their way to San Antonio. Sagastume Ortiz would later recount that his accomplices went in search of food and supplies and that the natives took this opportunity to warn the police at San Antonio of the events unfolding. Determined to take the town of Punta Gorda the invaders kept marching on and were met there by the British forces who were waiting on them with machine guns. After a short shoot out the invaders surrendered to the superior forces and the uprising was quelled. It is an interesting enough story, at the time it caught the interest of both the Des Moines Register in Iowa as well as the Standard Speaker from Hazelton Pennsylvania. Even more fascinating however is that among those who accompanied Sagastume was a young Belizean born and bred in Benque Viejo Del Carmen, Gustavo Rosado. Both Sagastume and Rosado were caught, found guilty and sentenced to ten years of hard labor in prison. They eventually served only eight months of that prison sentence after sending letters of apology and begging leniency from the courts. Sagastume was expelled from the country and declared persona non grata. Belizean born Rosado was simply released. The last that was heard from Rosado was that he relocated to Guatemala City on 10th February 1972 about ten years after the failed invasion as re-

Even a high ranking member of the Judiciary is married into the Rosado family. Are these mere coincidences? Are these machinations a part of a wider plot? Already there are vast tracts of land that have come under the control of this one family. They have garnered tremendous influence in several important government ministries and are even deeply and widely involved even in our diplomatic affairs as several of the minister’s children are posted as foreign officers in the Ministry of Foreign Affairs. Could it be that the Pink Quetzal Cabal formed under the very nose of the Red Puppet Master without him being the wiser? Certainly, as a block, those votes would be the deciding factor for the election of the next Red party leader.

8 08 8 Scam Artist who used investors’ monies to fund luxurious lifestyle pleads guilty in U.S. court

According to an article from Reuters.com dated February 13, 2019, Brent Borland, 48 years old, a onetime Chief Executive Officer of Borland Capital Groups pleaded guilty to running a U.S. $21.9 million dollar fraud in Belize. According to the article Borland, “pleaded to one count each of securities fraud, wire fraud and conspiracy before U.S. District Judge Katherine Polk Failla in Manhattan, the Justice Department said.” These charges are in relation to U.S. $6 million of more than US $20 million he stole from investors to maintain a luxurious lifestyle for he and his family. He told investors their money would be used to finance the construction of an international airport in Placencia, Stann Creek, Belize, supposedly to be named “North Placencia International Airport.” The Securities and Exchange Commission made allegations that from 2014 through 2017, Borland, sold more than US $21 million of promissory notes to at least 44 investors in eight different US states. He guaranteed investors that their money would be safeguarded by pledges of real estate as collateral. He then offered the same collateral to multiple investors. The Belize Times understands that some of these real estate properties he used as collateral did not even exist. It is alleged that Borland used the US $6 million for expenses such as the clearance of a US $2.7 million dollar credit card debt, mortgage payments and property tax payments on his family’s Florida mansion, a beach club membership for almost US $36,000.00, luxury automobiles and private school tuition for his children. Each fraud counts carry a maximum 20-year prison term. Borland is expected to be sentenced on June 21st, 2019.

FORMER GONZALO HERRERA CASTILLA OFFICIAL DETAINED IN BELIZE

February 19, 2019 A person purportedly wanted by Interpol has been arrested in Belize. He is the former secretary of the Public Service in Quintana Roo, Mexico. Gonzalo Abelardo Herrera Castilla. Along with this former official of the administration of former governor Felix Gonzalez Canto and also arrested was, Emilio Villanueva Chan, the former private secretary of the former president of the Great Commission of the State Congress, Pedro Flota. The arrests were carried out by customs officers. According to press reports, both former officers were manning a boat without registration and had in their possession 14,288 US dollars, one thousand 28 Belizean dollars and 86 quetzales. In July 2017, Herrera Castilla and Víctor Hugo Loyola Corona, a former Attorney General of the State, obtained separate appeals against charges for irregular performance of the public administration, in relation to the VIP Saesa case. Jason and Gabby had to go to three sets to prevail 21-17, 13-21, 15-11 over Anselmo Riverol and Rogi Chi in the final. Gustavo Morataya and Jonathan Padilla won the consolation match for third place: 21-10, 21-19 over Joseph Carnegie and Aldair Peña. LYDIA AND JIM I believe that the Belize Audubon Society (BAS) has reached the age and status as a non-governmental organization that we can now refer to it as venerable. They are all of fifty years old! The Society had its inception at the Premier’s Lodge on Southern Foreshore in Belize City, when a group of conservation-minded individuals formed the NGO as a subsidiary, as it were, of the Florida Audubon Society. Later on it became a fully-fledged national organization. At its start back in 1969 were James A. Waight, Dora Weyer, Ford Young, Lydia Waight and others, who saw the need to promote and ensure the preservation of our natural heritage, and our beautiful Belizean environment and its flora and fauna for generations to come. Jim Waight, if he had done nothing else in his life, is famous for his role in the delineation of our border with Guatemala from Garbutt’s Falls in Cayo to Gracias a Dios at our Southern border. He was then a young surveyor, and as part of the Belize team of surveyors in then British Honduras in the 1930’s, he accomplished with them the mighty feat of surveying over eighty miles and placing the border markers. But Jim, along with the other founders of the Belize Audubon Society had the vision and foresight to know that we must save our natural heritage. BAS was instrumental in the creation of the first protected area in our country. Today they have a large staff, and they manage various protected areas along with the government and other agencies. Jim was the first President of BAS, whose motto is to create a balance between people and our environment. He served in this capacity for over sixteen years. His wife, Lydia Waight, was the first Secretary of BAS, and she served diligently and unwaveringly for some twenty-seven years. She also mentored a great many young Audubon members. Lydia and Jim as a two-some had awesome knowledge of Belize. I recall her once telling us sagely that “to love and cherish your country, you must first know your country.” Two signature events took place last week, on February 15 and 16. On Friday, February 15, the Belize Audubon Society in collaboration with the Museum of Belize and the National Institute of Culture and History launched at the Museum the display of the Lydia Waight Gallery of Birds. The naming of the Gallery and display in her honour is surely a

fitting tribute to a lady who dedicated so much of her life to promoting our knowledge of and our love for country. At the launching ceremony the Welcome was delivered by Carla Rosado of the Museum, after which Canon Leroy Flowers did the invocation. NICH President Sapna Budrani then spoke of the pride of NICH/the Museum in partnering with BAS for the exhibit, which is quite impressive. Taxidermist Dr. Mark Strickland did a fantastic job with the “bird stuffing.” Some thirty species are showcased, including our national bird, the keel-billed toucan. My own favorite in the display is the laughing falcon, a truly magnificent bird. In attendance for the launch were members of the Waight family Ellen, John, Irene and Joseph and their families, as well as the Taiwanese and Guatemalan ambassadors, friends and extended family, and students of Nazarene High School. John Waight delivered the brief tribute to his late mother Lydia, who left us last year at the age of one hundred and three! Ms. Amanda Burgos Acosta, executive director of BAS, in her remarks also reiterated the pride and pleasure BAS has had in partnering with the Museum for the Lydia Waight Bird Gallery. UDP BAD POLITY, BAD POLITICS Democracy is considered to be the legitimate political regime today. Its legitimacy is derived from and is bestowed by the people. Hence, a government of the people, for the people. Formal democracy with its constitutional government that wields, controls and restrains the exercise of power was non-existent preceding the eighteenth century. Democracy was plagued by the ‘badness of politics’ when human beings were terrorized, brutalized, slain, tortured, imprisoned and exploited like slaves. Rousseau wrote ‘men are born free but are everywhere in chains’. Democracy as existing in Belize today emerged from the transformative experiences of the 1919 Ex-Servicemen riots, the 1930’s labour movement, the political radicalism of the ‘60’s and ‘70’s and the achievement of independence in 1981. Belize’s system of government mimics the Westminster model. Belizean democracy has been considered superficially strong with the tradition of free and fair elections. Having said that and as the 2020 general election approaches, the fabric of democracy is being undermined by an inept, incorrigible United Democratic Party government system of bad politics. Since 2008 the now three-term UDP has been faced with the exposure of rampant corruption. The hot bed of corruption, Penner passport scandal, the Airport Authority misfeasance of public authority and unabated political patronage. The recent public outcry regarding Paulette Elrington’s receipt of salary, allowances and other benefits whilst on study leave in Jamaica is the latest case in point. Evidently, UDP’s incompetence, irresponsibility, short-sightedness and demagogic mismanagement encapsulate Giovani Satori proffering of ‘bad politics’. He explained that bad politics stands for concrete ensembles of bad policies inclusive of bad economics. During the eighteenth century, constitutional mechanisms were instituted to overcome the badness of politics submitted herein. This was achieved by dividing state power to the processing of checks and balances, whereby parliament held the power of the purse. Subsequent the 2008 general election the United Democratic Party government became controllers of the peoples’ purse. There has been the lack of strategic investment and strategic planning which is considered ‘bad politics’ by Giovanni Satori. Interestingly, Satori warned in ‘Rethinking Democracy’: bad Polity, bad politics, “that it is bad

politics that will endanger us in years to come”. These prophetic words ring loudly with the realities being experienced by the Belizean populace today. The Barrow administration continues to engage in wanton borrowing and refuses to apply the brakes on the reckless spending. There has been no sound fiscal management and the constitutional safeguard mechanism is totally disregarded. The Prime Minister and his minions are responsible for growing the debt by one billion one hundred forty nine point zero three five dollars. Figures for fiscal year 2017/2018 show Belize public debt standing at three point five billion dollars equivalent to ninety three point eight percent of GDP. Considering that the below-theline accounts—Contingent liabilities, contested legacy claims-are unaccounted for in the debt percentile it is obvious that Belize can ill afford more debt. Unfortunately, the PM cares not and signed in January 2019 an additional US $20 million loan agreement with Kuwait Fund for Arab Economic Development. Originally $40 million US was signed unto April 2018 with the OPEC Fund for the Caracol Road Project. Woefully, Belizeans will be saddled with another US $19 million in debt. Government through the Minister of Works, Rene Montero contracted to Imer Hernandez the building of the climate resilient 10 miles stretch of road from Blackman Eddy to Cayo. The very Imer Hernandez responsible for the shoddy job in building the Orange Walk roundabout and others. Cronyism at the highest. Under the guise of infrastructural development, the people of Belize continue to suffer. Cost of living on the rise, poverty continues to increase, unemployment is a festering situation. The social programme—Boost , food pantry—is controlled by the political godfathers. De-investing in the people, the marginalized, the single mothers, the sick and elderly and the at risk youths is UDP modus operandi. Experts have declared that there can be no true development without the development of the people. It is imperative for Belizeans to redirect their concerns and rethink democracy in terms of countering UDP bad politics. The solution is a change in government. THE BELIZE TIMES UPPING NEEDED STREET NAMES IN PORT

By Gilroy Usher, Sr. “Service to others is the rent you pay for your room here on earth.” -Muhammad Ali With the support of the residents of the Port Loyola Division and the business community, starting in the last week of March next month, I will head a group of concerned individuals from the area in affixing 80 street names on houses in the division. Forty of those street names will be in the Jane Usher and Curl Thompson areas of the constituency. The remaining 40 street names will be placed in the Faber’s Road and Arlington Drive areas of the constituency. When the initiative is completed, it will end over a decade of challenges that pedestrians, taxi operators, delivery vehicles, postmen, and election officials, among other persons, have experienced daily in locating addresses in areas of the division where dozens of streets with the same house numbers are referred to with the common names such as Jane Usher Blvd. This has happened because the assigned names for the individual streets are almost totally unknown. This unfortunate situation causes the affected persons to spend anywhere from ten minutes, half hour or more trying to locate addresses. This long delay in locating an address also causes affected persons to miss meeting relatives, to receive mail weeks late, to lose business, or to pay more for using a taxi service locating a particular address. It is also difficult to reach an address in these particular areas of Port Loyola by inquiring about it with area residents, because in these communities with close to 800 persons, many residents do not know each other by name. The street names for the specific areas will be 18” x 4” from long lasting galvanized backing and vinyl print as pictured here. La sentencia fue dictada por el juez Edgard Altamirano, quien en su resolución también condenó a Mena a 210 años de cárcel por terrorismo y otros delitos en el marco de las protestas cuya represión dejó 325 muertos y cientos de detenidos, agregó Montenegro. Son penas “demasiado exageradas” que “nunca antes se habían contemplado” en Nicaragua, dijo. No obstante, los acusados sólo cumplirán la pena máxima de 30 años que establece la ley nicaragüense. Prensa Libre: Guatemala 18 de Febrero 2019 Un anuncio en Facebook puso en evidencia que el medicamento Yumbina, de uso veterinario, se comercializa libremente en el país para ser utilizado en humanos. La publicación, que ya fue dada de baja, hacía referencia que cuando las mujeres lo ingieren aumenta el libido, y es aprovechado por agresores para abusar sexualmente de ellas. En países como Argentina y España se ha denunciado su uso en discotecas y centros nocturnos. Mujeres han señalado que, sin su consentimiento, hombres han colocado en sus bebidas el fármaco con la intención de agredirlas sexualmente. En veterinaria, la Yumbina tiene dos funciones. De acuerdo con el veterinario Gerardo Marroquín, de la Fundación Equinos Sanos para el Pueblo (Esap), la aplicación del producto en equinos es para bloquear los efectos de la anestesia después de un procedimiento quirúrgico, mientras que en el ganado su aplicación es para estimular a las hembras al apareamiento. Sin embargo, su uso en humanos puede provocar alteraciones del sistema nervioso central, así como problemas gástricos y hasta insuficiencia renal, según José Roberto Molina

La Secretaría contra la Violencia Sexual, Explotación y Trata de Personas (Svet) menciona que por parte del Ministerio Público (MP) no hay reportes en relación con el uso de este medicamento en mujeres. Si una persona es víctima de agresión sexual, Sandoval recomienda acudir a cualquier sede de la red hospitalaria donde hay 42 clínicas especializadas en atención a víctimas sobrevivientes de violencia sexual, donde se notifica al MP para tomar la denuncia de la persona agredida, y este se encarga de solicitar al Instituto Nacional de Ciencias Forenses (Inacif) el reconocimiento médico para verificar si se utilizó en la comisión del delito alguna sustancia que haya vulnerado la voluntad de la víctima.

The Orange Walk Town Council is in the process of paving the first portion of Cristock Street from its junction with Pasadita Street to its junction with Burns Street. Last week, we finished paving the first portion of Yo Creek Street, and applied a first coat of paving to Cactus Street. In keeping with our Master Plan, implemented in 2012, we are in the process of preparing (for paving) Santa Familia Street, Fonseca Street, Baker’s Street from Casa Económica to the Riverside, Main Street from Avilez Lane to the highway, San Pedro Street, San Victor Street, Punta Gorda Street, Palmar Boundary Road, Sarstoon Street and Audinette Alley. Your Council has cemented eight intersections, and has completed the paving of 65 streets. This is not idle boasting, but accountability and transparency. This is how we in the Council do things, because we depend on the support of the residents of Orange Walk. We are proud of what has been achieved, and by now the people know that when a job is completed we don’t sit down and relax. We find more work to do. This is a working Council, and I can say without any hesitation that we have accomplished more work for our residents than any other Council in the country–even those which enjoy the full support of Central Government. We in Orange Walk do not enjoy the support of Central Government. What we have been able to achieve, we have done through prudent management, responsible allocation of the people’s money and hard work. Believe me, there are many times we struggle to meet payroll, but there is no shame in that. The people can see where the money is being spend. There are some Councils that have done no work in the community and can’t meet payroll. Even now, there is a scandal about to break over the amount of contracts awarded to Imer Hernandez. We are hearing that under the UDP in just the past years Hernandez has been awarded 207 contracts. If that is true, then there needs to be an immediate investigation. Apart from his obvious political connections, there is nothing that qualifies Hernandez to receive any contract, much less 207. Listen, I don’t play politics. If you do good work as a contractor, and

provide value for money, I don’t care which party you support. That is not and should not be my concern. When we do work in this community, whether it is work we supervise, or work we do ourselves, it is good work. Because we know we have a duty to the people, we pride ourselves on making sure that we get value for money. If you are not aware of the terrible quality of the works done by Imer Hernandez, then it means you have your head stuck in a hole somewhere – more than likely a hole in one of the streets he has paved. This man got a contract for works at the Northern border. Go take a look at the condition of it now. He got the contract to do the road which passes through Orange Walk Town. He hadn’t even finished the first phase before it started sinking. This man did like a half-mile stretch of road on the George Price Highway, and he had to redo it twice because three weeks after it was finished it had holes. He did Faber’s Road, and that road which cost Belizeans $8M is a joke. It hadn’t even finished completely before the cement cracked. Hernandez got the job to do the Municipal Airstrip, and it has already had to be fixed. He got the contract to do the Caye Caulker runway, and there are reports that is sinking. This man is a joke as a contractor, and yet he keeps getting the people’s money. That is one of the reasons we are where we are as a country right now. I commit to the people of Orange Walk now, as I always have, that under my watch that has never happened and will never happen at the Council. And with the people’s support, when I become the representative in OW East that is the same commitment and integrity I will bring to that job. As politicians, we can never forget that we are not dealing with our personal money – we are using the people’s money. They entrust us to use it wisely and well. That is a lesson a lot of our leaders now in government need to learn.

One Vision…One People BILL OF RIGHTS The People’s United Party wants to share its vision with the Belizean people. It is rooted in a philosophy that goes back to the Father of our Nation the Right Hon. George Price. Mr. Price always believed ours was a work in progress; he led a revolution that is at its core peaceful, always constructive, progressive and uniquely Belizean. These values remain true today and form a part of our PUP Creed. We are committed to the protection of our territorial sovereignty. We cannot, and will not risk even an inch of our beloved country, from the Rio Hondo to the Sarstoon. And we are committed to an accessible, fair and independent justice system and the rule of law in Belize. The PUP will always seek to achieve social, economic and environmental justice. It is a commitment to the socio-economic improvement of all Belizeans. Our plan is to rid Belize of poverty. To the PUP, poverty is an ugly scar on our nation’s collective conscience, and no amount of cosmetic surgery can paste over the suffering of close to half of our people, most of them women and children, who live on less than ten dollars per day. This is not only a task for governments. We all have a stake in this enterprise, but government must LEAD and bold leaders must show that they truly care. For us the task ahead is clear - to build a Belize that works for everyone, so that every Belizean should come to expect five things. This vision, this determination, has created what we call our BELIZEAN BILL OF RIGHTS. FIRST - Every Belizean should have access to a piece of land. With land we immediately create opportunities for upliftment and personal growth. SECOND - Every Belizean should be able to own a decent home. The 17th Century Jurist and politician Edward Coke in speaking on human rights said: “A man’s home is his castle.” Every Belizean in 2017 should expect such an entitlement whether they live on Bocotora Street or on Seashore Drive. THIRD - Every Belizean should be given the chance to go to school from pre-school to junior college. We have to make education free from pre-kinder to Junior College. If we will give our young people a chance at success, it must start with a good education. FOURTH – Accessibility to quality basic health care is critical, which means every Belizean should be enrolled in the National Health Insurance Program. If we can invest 42 million dollars in a basketball stadium, then we should be able to provide basic health services to all. FIFTH and most important, the driving force behind it all is JOBS - good jobs that can lead to meaningful careers; jobs that will give Belizeans a chance for personal growth and prosperity and provide a hand up for those at the very bottom of the economic ladder. If we do these things, if we create a fair and just society, if we build on these principles we will then be able to change people’s lives and together we will rid our shores of the scourge that is poverty.

REAL Good Governance Reform! Changing the Status Quo For the People’s United Party to restore the people’s confidence in any government after three terms of an abusive, corrupt and incompetent UDP, it must be serious about good governance reform. The Barrow administration has been the worst in history, allowing no REAL oversight and giving UDP Ministers powers which led to gross irregularities and abuses of process and people. The new People’s United Party government will do things differently. We will give power back to the people of the country who will elect us to represent them. We WILL: PUT POLITICS AND MINISTERIAL POWER IN THEIR PROPER PLACES: We will immediately strengthen the Integrity Commission, providing the necessary funds for its Secretariat to fulfil its important legal, auditing and investigative roles free from any undue political influence. Monitor the conduct and performance of Government Ministers and all elected officials in public life to ensure their “honourable” exercise of duties and responsibilities, and to prevent any behavior that can bring disrepute and shame to our nation, to our government and/or to our Party. Such embarrassing behavior will lead to their immediate expulsion from the Cabinet. If a Minister is found breaking the law he/she will be subjected to the legal process and will face the consequences like any other person, including jail time. The rule of law means nothing if the laws do not apply equally to all. We will limit the subjective authority of Ministers by removing the discretionary powers and reducing the need for letters from Ministers for everything. Presently, letters from Ministers are needed for recruitment to the Police and the Belize Defense Force, a hitherto unheard of thing. Public officers will be made to do their job, without fear or favour, and punishment will be swift for incompetence and/or corruption. WE WILL: STRENGTHEN CHECKS AND BALANCES: We will reconstitute the Public Accounts Committee for the effective participation of the Social Partners in the Senate so as to ensure its proper role in overseeing the sound and prudent management of public revenues and expenditures approved in the Budget. We will strengthen the capacities, allocate the appropriate resources and ensure the autonomy of the offices of the Auditor General, the Contractor General, the Ombudsman, and the Integrity Commission to better fulfil their technical mandates and provide the appropriate support to the oversight responsibilities of the Public Accounts Committee and other oversight committees. WE WILL ENABLE: An EMPOWERED LEGISLATURE: The PUP will improve legislative governance by providing greater oversight by the National Assembly with respect to the work of the House Committees. We WILL establish Standing Senate Committees that will have the authority to conduct inquiries into any and all matters with a view to advancing the cause of nation-building. WE WILL RESTORE: EFFECTIVE AND EFFICIENT PUBLIC SERVICE: We will take immediate steps to restore the autonomy of the Public Service (establish clear boundaries between the political directorate and the public service) and Public Service Commission to re-establish integrity and impartiality in the recruiting, training, evaluating and disciplining processes, and

We will introduce the necessary legislation with appropriate measures to protect whistle blowers and witnesses involved in corruption cases and to increase the penalties for acts of corruption and public authority abuses. The PUP will revert to having Permanent Secretaries (Senior Career Public Officers) as the accounting officers of the specific Ministry/ Ministries. WE WILL CREATE A: SEPARATION OF POWERS: All Judges and Magistrates of the Court will be employed with security of tenure. The PUP will establish sound systems and good practices for recruitment of all officers of the Court and will hold them responsible for the efficient administration of justice and to ensure the separation of powers of the state as clearly stipulated in the Constitution: Cease and desist from the public badgering and coercing of the judiciary by the Prime Minister and the Cabinet The Director of Public Prosecution will also be given security of tenure and the Department of Public Prosecution will be given the necessary resources to ensure that it complements the work of the Police to increase the rate of successful prosecution, particularly in murder cases WE WILL DELIVER: ELECTION REFORM: Within the first year of office we will present legislation to regulate campaign spending. We will also propose and enact legislation to limit campaigning up to the day before elections. On Election Day all campaigning, paraphernalia, advertising etc. will not be allowed as it is done in other Caribbean countries. We will insist, by any means necessary, that the UDP Government comply with the rule of law and conduct nationwide re-registration in 2017. The recent findings of 700 pages of unadulterated corruption in the Immigration Department lay bare for all to see the untold numbers of foreigners who received Belizean nationality by fraudulent means with the consequence being that these new fraudsters can and do vote in municipal and general elections, deciding for Belizeans who should be their government. Implement a fixed date for general elections similar to that of municipal elections Implement a transparent redistricting exercise, free from any appearance of political manipulation, with the goal being a fair representation of the public Introduce campaign financing legislation Introduce an independent Elections & Boundaries Commission that shall be free from political interference with a Chairman who is appointed in a similar fashion as the DPP and Auditor-General, so he or she can be autonomous and free from the perception of governmental control. I, John Briceño, as head of the next Government along with my Cabinet and together with the National Legislature, pledge to lead this transformation, motivated by the will of the people. In this noble path, we are guided by the philosophy of our Founding Father, the Right Hon. George Price, whose dynamic concept of a Peaceful, Constructive Revolution empowers us to confidently chart this way forward to a better future for all Belizeans.
