Barrow Broke the Law The Belize Times news archive shows that in 2019, a man was imprisoned for four months after he was caught shoplifting one can of corned beef, with a cost of approximately $4.75. That man was the sole provider for his child, but he broke the law and was sent to the Belize Central Prison because when you are a normal person in Belize, you are punished for breaking the law. Like his best friend Gaspar Vega, the Prime Minister of this country does not feel that he is a normal person in Belize. He believes that he is above the law. He believes that he can
break the law with impunity. But he was caught, and now the whole country knows that Barrow is no better than Vega caught with his fingers in the cookie jar. In fact, Barrow is much worse, because he spent money that was not his – hundreds of millions of taxpayer dollars – without getting permission from Parliament to spend it. He broke the law.

Continued from page 1 On Friday, Chief Justice Kenneth Benjamin pronounced judgment on Barrow, the first time ever that a Prime Minister of this country has been taken before the highest court in the land, and has been found to have violated the Constitution, the sacred laws of Belize. The UDP fools can spin it any way they like, but the fact is that the Chief Justice ruled that Mr. Barrow, who believes himself to be the ‘brilliantest and brightest,’ was wrong when he spent $1.5 BILLION, with a B, without the permission of the people who elected him into office. It is only in Mr. Barrow’s world that any leader can spend hundreds of millions of taxpayer dollars, and then after spending it all, come to the House to ask permission to spend it. Because he believes that he is king, the Prime Minister no doubt thought that would fly. But it didn’t, and now that the Court has found that he failed his oath to the constitution, it is only fair and just that he faces punishment, like the man who stole one can of corned beef. Mr. Barrow has always proudly proclaimed that he never indulges
in any hanky-panky. But since the ruling, he has been silent. In fact, he has been M.I.A. The people are demanding answers, and the Prime Minister is nowhere to be found. But the people now know why it is that a reward has been offered if anybody can locate the Prime Minister’s famous two-sided machete with which he would cut off the head of corruption, left and right. The people now know, because the Supreme Court has said it, that Mr. Barrow is akin to law-breaker, just like the rest of the crooked bunch in Cabinet. And the people demand justice. It is time for the proper authorities to do what they are mandated to do. We call on the office of the DPP to prosecute Mr. Barrow, and his Financial Secretary, for breach the Finance & Audit act and violating the Constitution. There is no need for an investigation. The matter has gone to Court, and the Chief Justice has ruled. It is now only a matter for those in charge of prosecution. The Constitution is clear. If you breach the Finance and Audit Reform Act, you are subject to criminal action. It is time for Mr. Barrow to face the music. We just hope that he knows how to dance
FEBRUARY 3 The National Trade Union Congress(NTUCB) convened a press conference essentially to tell the Barrow Administration to show progress with the provisions of the UNCAC or else there will be an escalation in the actions that could be taken. President Marvin Mora was flanked at the head table by the Belize National Teachers Union (BNTU) President, Elena Smith. NTUCB President Marvin Mora: “If we don’t see anything being done by the government of consequence that would signify to us their willingness to continue with the implementation of the UNCAC, then obviously the NTUCB will be left with absolutely no other recourse than to escalate this process. The NTUCB is within its own right to determine how and when there will escalate this process.”) The Attorney General then went on record to say that they were told by the UN agency to wait on the report from the country visit by their representatives who hail from Tuvalu and Haiti. Why are we not surprised? Inaction. This is the modus operandi of the incompetent Barrow Administration. They know the hurricane is coming but instead of preparing, they will wait to see what
damage is done and then decide if they will act. All this is costing the Belizean people. BNTU Met with DPM Feb 4 The Faber-concoted impasse continued unto this week. At the head table at the NTUCB press conference President Elena Smith had announced a guarded comment and hope for progress on this meeting. After the Faber-BNTU meeting there were two interviews, one with Minister Faber and the other with President Smith. That was the first indicator that any progress that was made was too insignificant to be called a solution. The second indicator was the Faber interview. There was an aura around him similar to when he was asked if he received 5000 dollars from Patrick Henry. There was a disconnect between him and his answers and therefore was not genuine. Faber actually announced progress in a bemused manner. Senator Smith, was clear that there was some progress but that they were far from common ground on a whole. As opposed to Faber, Smith has to go back to her people. Faber has TOTALLY forgot that the BNTU is probably the most powerful of the people who give him power. The United Democratic Party in its entirety is erring magnanimously in fathoming the notion that they should NOT be making agreements, drafting bills, signing contracts nor hiring Contractor Generals nor Judges. The UDP mandate has even burnt out the last of its fumes. This UDP is dead and its remaining UDP zombie is horrifying. The people yearn to blast off its head.

I
Two the Hard Way!
n the most graphic display of political cannibalism to date, the UDP ranks have sunk to a new low. The PM has tried to keep it all under firm control, but the ravenous horde has long lost respect and even fear of reprisal from this toothless tiger on his last leg and certainly on his way out. As the grappling for the leadership continues the melee intensifies and we get an unambiguous picture of the inner workings under the Red Tent. From deep within the bowels of the Red Beast, Mark King a former UDP Government Minister has made many salacious accusations against the Ethics Committee of his party after they again rejected his application for candidacy. King has said that women beaters, persons implicated in murder scandals and even convicted criminals who have served time in US prisons are allowed to seek office. He has rightly pointed out, and we are in complete agreement, that the so-called “ethics committee” of the UDP has lost it. The bickering has become particularly personal in its attacks and has been working up to a deafening crescendo over the last week. The prodigal son has led the charge on behalf of Hon. Saldivar and has made claims that Minister Faber beat and choked two women one of which was an employee in his Ministry of Education. He has further claimed that there are allegations that Faber received 150K from Danny Mason. Shyne further purported that Hon. Patrick Faber was in receipt of 5K from tax payer’s monies and in fact knew Lev Derman and received financial support from him. He further accused the Deputy Prime Minister of using his diplomatic privileges to avoid charges of custody violations in the US. Shyne also mentioned the shenanigans at the Julian Cho High School and that it was a close political ally of Faber’s who was involved. He alludes also to a school bag and housing situation, but leaves instead a stern warning. Hon Patrick Faber has defended himself saying that he has never been convicted of a crime, neither has he accepted 50k weekly from Dermen. He has never recommended Dermen to be an ambassador or honorary consul. In fact the only run-in with the law he claims to have was back in 2005 after his “infamous police chase.” Hon. Faber rightly states that he has had to work and earn his positions with the ranks of the UDP as none were handed to him. Clearly he is throwing some hard jabs at the political newbie who had the Mesop constituency gifted to him on a silver platter by his uncle. Faber asserts to have the support of the base of his party and brags that he has already defeated his opponent twice. The tribal warfare continues with interesting sub plots as Juliet Thimbrel who is humming the tune “love don’t live here anymore” all the way to convention day. While Hon. Beverly Castillo is on the opposing slate with Saldivar, longtime friend and associate Juliet has openly declared her support for Faber and has suggested that threats and attacks to her person and people she loves have been made as reprisals. Juliet says that Patrick is “worth any risk!” Saldivar prefers to have his minions duke it out on social media, meanwhile he keeps racking up endorsements countrywide. We have to wonder however if in the excitement of trying to finally win one over Patrick, he is being careless again with whom he chooses to associate with. The endorsement from one Gapi Vega in particular has raised several alarms. While the member from Orange Walk North has been unfit to grace the HOR in the last couple of years, he has made it out of his self-imposed exile to endorse Saldivar and start the campaign in his own constituency. Considered political kryptonite until recently, that is, no one would dare come close to Gapi, for fear they would be contaminated with all the land scandals and allegations of corruption that swirl around him. It is clear Saldivar has no such compunctions, clearly Gapi’s financial support and backing are more important and worth the risk. Denton Belisle declares that “neither of them is a saint.” We think that is the understatement of the year. Some questions come to mind, for instance how is it possible that Two Cents Tracy or Dr. Carla Barnett would ever consider that either of these two clowns could lead them? Saldivar has taken a cue from Faber and is hosting his own beach bash in the North trying desperately to buy the vote a day before the convention. He will give away five thousand dollars cash in a raffle and will be giving away appliances and air tickets. Sounds like the UDP are up to their old tricks but this time against each other. We at The Belize Times do wonder as to the source of these funds and if in fact they have been declared to the relevant authorities such as the Central Bank and FIU. As a matter of fact the raffles must be cleared through the Tax department and must pay a fee. These are the usual dirty tricks from the same old tired contenders. Taking control of the Red Tent from the washed out leader being set out to pasture is the only goal and will come at any cost. The only good that has come out of the convention is that the gloves and masks fell off and we can witness the hot mess bubbling and spilling over. They care not about the welfare of the people, they are power hungry and will justify any and all means by which they gain power. Indeed Two the Hard Way!

El Primer Ministro ha tratado de mantenerlo todo bajo control firme, pero la horda voraz ha perdido mucho respeto e incluso el miedo a represalias de este tigre sin dientes en este su último tramo y ciertamente en su camino a la salida. A medida que la lucha por el liderazgo continúa, la refriega se intensifica y obtenemos una imagen inequívoca del funcionamiento interno bajo la tienda de campaña roja. Desde lo más profundo de las entrañas de la Bestia Roja, Mark King, ex Ministro del Gobierno de la UDP, ha hecho muchas acusaciones salaces contra el Comité de ética de su partido después de que rechazaran de nuevo su solicitud de candidatura. King ha dicho que a los golpeadores de mujeres, las personas implicadas en escándalos de asesinato e incluso criminales convictos que han cumplido condena en prisiones estadounidenses se les permite buscar cargos. Ha señalado con mucha razón, y estamos totalmente de acuerdo que el llamado “comité de ética” del UDP se han vuelto locos. La disputa se ha vuelto particularmente personal en sus ataques y ha estado aumentando en un crescendo ensordecedor durante la semana pasada. El hijo pródigo ha dirigido el ataque en nombre del Honorable Saldivar y ha hecho afirmaciones de que el Ministro Faber golpeó y estranguló a dos mujeres una de las cuales era empleada en su Ministerio de Educación. Nunca ha recomendado a Dermen para embajador o cónsul general honorario. De hecho, el único problema con la ley que dice haber tenido fue en 2005 después de su “infame persecución policial”. El Honorable Faber afirma con razón que ha tenido que trabajar y ganar sus posiciones en las filas de la UDP, ya que ninguno se le regalo. Claramente está lanzándole algunos golpes duros al novato político que obtuvo el distrito electoral de Mesop regalada en plato de plata por su tío. Faber afirma tener el apoyo de la base de su partido y alardea que ya ha derrotado a su oponente dos veces. La guerra tribal continúa con interesantes sub tramas como la de Juliet Thimbrel que anda tarareando la melodía “el amor ya no vive aquí” hasta el día de la convención. Mientras la honorable Beverly Castillo está en la plantilla opuesta con Saldivar, su amiga y asociada Juliet ha declarado abiertamente su apoyo a Faber y ha sugerido hay amenazas y ataques a su persona y personas a las que ama como represalias. Juliet dice que por Patrick “vale la pena cualquier riesgo!” Saldivar prefiere que sus secuaces persigan la lucha en las redes sociales, mientras tanto él sigue acumulando endosos en todo el país. Sin embargo, tenemos que preguntarnos si en la emoción de tratar de finalmente ganarle una a Patrick, está descuidándose de nuevo con quien decide asociarse. El respaldo de un Gapi Vega en particular ha levantado varias alarmas. Mientras que el representante de Orange Walk North no ha sido incapaz de agraciar la cámara de representantes con su presencia en los últimos dos años, ha salido de su exilio autoimpuesto para respaldar a Saldivar y comenzar la campaña en su propia circunscripción. Saldivar ha tomado el ejemplo de Faber y ha organizado su propia fiesta de playa en el norte tratando desesperadamente de comprar el voto un día antes de la convención. Regalará cinco mil dólares en efectivo en una rifa y regalará electrodomésticos y boletos aéreos. Parece que los UDP traman sus viejos trucos, pero esta vez uno contra el otro. En el Belize Times nos preguntamos sobre la fuente de estos fondos y si de hecho han sido declarados a las autoridades pertinentes como el Banco Central y la FIU. De hecho, las rifas deben ser aprobadas por el departamento de impuestos y deben pagar una cuota. Estos son los viejos trucos sucios y habituales de los mismos viejos contendientes cansados. Tomar el control de la Carpa Roja del líder acabado y listo para poner al pasto es el único objetivo y se lograra a cualquier costo. El único bien que ha salido de esta convención es que los guantes y las máscaras se cayeron y podemos presenciar el desastre caliente burbujeando y derramándose. No se preocupan por el bienestar de la gente, tienen hambre de poder y justificarán todos y cada uno de los medios por los cuales han de ganar poder. En efecto, ¡tal para cual!

Jail him… On Friday, the Chief Justice ruled that just as the PUP has been saying all along, Dean Barrow had broken the law. Dean violated the Constitution when he spent $1.5 BILLION of the people’s money without permission. The Chief Justice said it. We have to tell you – we’re really excited by the image of Dean in an orange jumpsuit. We think he’d look spectacular. It’s not rocket science. You break the law, and you are caught breaking the law, and the Judge says you broke the law, then you must face justice. The Constitution is very clear on that too. Dean Barrow committed a crime. And seriously, if we can jail a man for four months for stealing a can of corned beef to feed his hungry child, we can sure as hell jail this baldhead, bad back dictator for spending $1.5 BILLION dollars of our money, without our permission. Let’s get this thing started and send a clear message. The people have had enough of corrupt leaders. No more politics as usual. Jail him. UDP Circus On Sunday the UDP circus comes to town, and since we’re in the business of telling the truth, let’s just say we’re almost sorry to see it happen. We’ve had so much fun in the past weeks watching all the animals on the UDP farm fight among themselves. The Prime Minister’s son, Jamal, was throwing some blows for real, from the safety of his home of course, on Facebook, because we figure he hasn’t forgotten the last bitch-slap he got when he tried to play big. Anyway, fun aside, we’ve also got to say this. What the hell is wrong with people? If we on this side had to choose between John Saldivar and Patrick Faber for leader…WOW. Seriously – the name of one of those men has been called in a murder trial. He was best friends, and some say more than that, with the man convicted of cutting off the head of Pastor Lucas. There’s something not right about John. For real. And that other guy, our friend Patsy…well we won’t go so far as to call him evil, like his opponent, but that sucker gets drunk and gets violent. He has real issues. He’s petty and arrogant and immature and even though we love him dearly, he’s just plain stupid. Having to choose one of those guys is just a scary, nasty thought. Seriously. Uncle Sam Does anybody else find it really, really strange that this Dermen bribe thing with porky pig from Belmopan is coming up just days before the UDP’s convention for leader? Don’t get us wrong. We remember those wonderful days with Dermen too, when he and porky and Dougie and Jason were all sitting in the pool at the Beverly Hills Hotel in speedos splashing each other and giggling. Ahhhh, the glory days. We think Uncle Sam has been pulling strings to let this thing happen the way it is, because we know that they’ve been after the good, good Mr. Saldivar for a very long time now. The US has no love for Saldivar, because they know all too well what he’s been up to all these years. This one will be very interesting to watch as it plays out. Foh God’s Sake We had this crazy dream last night, really spooky. Mr. Not Normal Gaspar Vega was in it – no, no, it was nothing sexual. Jeez. In this dream, Gapi was endorsing John Saldivar for leader of the UDP, saying that John has his full support. We just know that had to be a dream, because who in their right mind would really, really try to get an endorsement from a man who was forced to resign from Cabinet. Keep in mind that those suckers in Cabinet are bad. Really bad. But Gapi was so bad that he was actually forced to resign. We still haven’t been able to get back the $400,000 this big land thief gave to his son Andre Vega. And that’s not even the tip of the iceberg. Gapi is scum, plain and simple. But we guess if Saldivar can be in bed with people like William Danny Mason, Gapi may well be a step up. There is something very, very wrong with the UDP. Big Mike The staff of the Belize Times is planning a protest soon. We are planning to ask management for working conditions just like those at the Attorney-General’s office. We hear staff there has been to Playa del Carmen, all expenses paid, Costa Rica, all expenses paid and now there’s a big trip planned for Mahahual in March – again, all expenses paid. When we say all expenses paid, we mean by taxpayers of course, in case you’re wondering. But who cares about that right? We just want to go to Mahahual too. Come on Big Mike…take us along. If old Dean can spend $1.5 Billion in taxpayer dollars without permission, what’s another $20K, or $30K…or even $50K? Let the good times roll.

QUESTIONS TO THE MINISTERS
1. Will the Attorney General please confirm or deny if he used taxpayer funds to give Christmas Bonuses to his staff? And will the Attorney General also confirm or deny if he intends to spend another $20,000 in taxpayer dollars for a special staff trip to Mahahual? 2. Considering that Belize has what is considered among the world’s best in tourist attractions, will the Prime Minister please say if he would support any member of Cabinet spending taxpayer dollars for an Easter trip for Government employees? 3. Will the Prime Minister please say what he plans to do to fix the fact that he violated the Constitution in over one billion in appropriations wrongly spent? 4. Will the Minister of Education please say if the President of UB posing in an endorsement photo with Minister of State Tracy Taegar is not a clear conflict of interest? And will Minister Faber also not say if it is not a slight on him that the UB President, while endorsing Tracy did not endorse him? 5. Will the Minister of Works please provide Belizeans with an update on the state of construction on the George Price Highway that was contracted to Imer Hernandez?

Tests for various eye diseases caused by systematic diseases such as diabetes and high blood pressure, and refer patients to an Ophthalmologist if necessary.

Prime Minister Extraconstitutional Spending Friday January 31, 2019 This past Friday at the end of a crime-infested January, Supreme Court Justice Benjamin ruled that Belize’s Prime Minister had broken the law of the land after spending 1,500,000,000 illegally, unconstitutionally, or unauthorized...pick your poison. All in all this makes Dean Barrow liable for legal guilt and thus imprisonment using the statutes that he himself drafted in 2011—the Finance and Audit Reform Act 2011 (Amendments). In sworn testimony, his Financial Secretary Joseph Waight said the Prime Minister and Minister of Finance, his boss, knew all along of the egregious rolling of PetroCaribe monies that were misspent by ALL his Cabinet especially for the 2015 Elections. In my book, that makes all of the UDP guilty of some level of misappropriation of the PetroCaribe funds: • Faber and his drunken stupor pibil. • Tracy’s Albert Campaign • Montero and Imer broken roads which need to be rebuilt at Imer’s expense. • Figueroa’s bye-Election • Unaccountable Cheers for some moms and some families at Christmas • Utilities expropriation settlements and lawyers involved, • And of course, all UDP November 2015 campaigns. In a historic ruling for Belize and Commonwealth case law, the
Chief Justice ruled an injunction on similar unauthorized spending BUT allowed of grace period of six months for the constitution to be amended. Begging a pardon from the learned Chief Justice, it seems ludicrous to have someone/an entity break the law and yet order that our constitution be amended by that someone/entity. But, such is the ruling and now the Prime Minister finds himself between the Government-in-Waiting and the carcass of his failed three incomplete term administration. The PUP is asking for a gargantuan autopsy of said administration in the form of an independent forensic audit of the 1.5Billion spent illegally, including the infamous $100,000 that slipped through their calculating fingers into proverbial or real pockets. Barring any audit, the PUP will NOT entertain any amendment to the constitution which needs 23 parliamentarians. The UDP have only 18 so they need five PUP votes at least. San Roman Bye-Election Postponed by the UDP In Mid-December 2019 Poinciano Vargas resigned as Chairman of San Roman in the Orange Walk District. He was later followed by one of the councillors. Consistent with the Village Council Act, the deputy chairman and the San Roman VC scheduled a bye-election for Sunday February 9, 2020 to fill in the vacancies and advised the Ministry of Rural Development and Elections and Boundaries Department and thus the Chief Election Officer. In a back and forth that ended with SC Eamon Courtney representing the council and informing both the Ministry of Rural Development the Elections and Boundaries Department that the Village Council is well within its jurisdiction to choose a date as it so pleases given the minimum 20 days after the resigna-
tions and being well under the maximum 60 days after. Elections and boundaries had even posted on their page that the date of February 9 had been accepted so campaigning continued in the village. Elections and Boundaries will in fact not carry out the bye-election this coming Sunday February 9. It is obvious that they are more concerned with their UDP leadership convention being held that same day.

Climate change and the 75% problem By Bill Gates The five areas where we need innovation. Where do greenhouse gas emissions come from? I like to break it down into five main categories—what I call the grand challenges in stopping climate change: • Electricity (25%). Although there’s been progress in the renewable energy market, we still need more breakthroughs. For example, wind and solar need zero-carbon backup sources for windless days, long periods of cloudy weather, and nighttime. We also need to make the electric grid a lot more efficient so clean energy can be delivered where it’s needed, when it’s needed. • Agriculture (24%). Cattle are a huge source of methane; in fact, if they were a country, they would be the third-largest emitter of greenhouse gases! In addition, deforestation—clearing land for crops, for instance—removes trees that pull CO2 out of the air, and when the trees are burned, they release all their carbon back into the atmosphere. • Manufacturing (21%). Look at the plastic, steel, and cement around you. All of it contributed to climate change. Making cement and steel requires lots of energy from fossil fuels, and it involves chemical reactions that release carbon as a by-product. So even if we could make all the stuff we need with zero-carbon energy, we’d still need to deal with the by-products. • Transportation (14%). Low-emission cars are great, but cars account for a little less than half of transportation-related emissions today—and that share will shrink in the future. More emissions come from airplanes, cargo ships, and trucks. Right now we don’t have practical zero-carbon options for any of these. • Buildings (6%). Do you live or work in a place with air conditioning? The refrigerant inside your AC unit is a greenhouse gas. In addition, it takes a lot of energy to run air conditioners, heaters, lights, and other appliances. Things like more-efficient windows and insulation would help. This area will be more important over the next few decades as the global population moves to cities. The world’s building stock will double in area by 2060. That’s like adding another New York City every month for 40 years. The final 10% is a sixth, miscellaneous category that includes things like the energy it takes to extract oil and gas.) I think these grand challenges are a helpful way to think about climate change. They show how energy isn’t just what runs your house and your car. Its core to nearly every part of your life: the food you eat, the clothes you wear, the home you live in, the products you use. To stop the planet from getting substantially warmer, we need breakthroughs in how we make things, grow food, and move people and goods—not just how we power our homes and cars. All of that new consumption translates into tangible improvements in

people’s lives. It is good for the world overall—but it will be very bad for the climate, unless we find ways to do it without adding more greenhouse gases to the atmosphere. This is undoubtedly a tough problem. It is not obvious what the big breakthroughs will look like. Most likely we will need several solutions to each challenge. That is why we need to invest in lots of research and development, across all five areas, now. “The amount of funding available has gone up by more than $3 billion a year.” Fortunately, governments and the private sector are stepping up. Since the 2015 launch of Mission Innovation—two dozen governments that committed to doubling their spending on clean-energy R&D—the amount of
funding available has gone up by more than $3 billion a year. Personally, I’m part of a group of investors in a private fund called Breakthrough Energy Ventures (BEV), which is putting more than $1 billion into helping promising companies take great ideas from the lab to market at scale. We’re using the five grand challenges I mentioned above as the framework for our investments. Every idea we’re supporting is designed to solve one of them—and our mission is about to get a big boost from a new partnership in Europe. But this isn’t only about funding. We’re creating a new way of putting that money to work. Because energy research can take years—even decades—to come to
2020 fruition, companies need patient investors who are willing to work with them over the long term. Governments could in theory provide that kind of investing, but in reality, they aren’t great at identifying promising companies and staying nimble to help those companies grow. That’s where this partnership can shine. It allows the European Commission, which is funding cutting-edge research and development, to partner with investors who know how to build companies well. Because the fund will be privately managed, it can avoid some of the bureaucracy that slows things down and makes it hard to support new companies. We’ll have the resources to make a meaningful difference, and the flexibility to move quickly. That’s a rare combination. I hope this partnership is just the beginning. We need many more like this one around the world.

The Speakers were dynamic and motivating, and we all had a special unifying time as we prepare for the big win on Election Day. We noted that our people who have not registered are now getting registered. We continue to encourage everyone to get registered as soon as possible. Above all, we thank God for His continued guidance and protection as we serve Him and our people. The ways of the past have failed us miserably and we need to feel, think, and act differently. Politics as usual has been the main contributing factor to increased
poverty, suffering and high crime. I am determined to do things differently, despite those few who are trying to block my efforts. We must serve our people honestly and humbly. We must think independently and critically. We must adopt a sustainable human development approach to building our country. From my discussions with the wonderful people of the Dangriga Constituency, it is clear to me that the majority have decided that they are ready for change and that they would like to give me an opportunity to serve. I do not take this lightly, and pledge to do my very best to serve the entire community. We are completing our plans for creating meaningful employment, providing home lots on high ground, investing in infrastructure, and providing high quality health and education services. It does not require rocket science or hundreds of millions of dollars to make these a reality. What it requires is authentic, transformational leadership and for residents to work together to bring real change, and a commitment from central government to provide the fair share of resources to the Dangriga Constituency. “WRONG . . . NOT CORRUPTION”
By Hilly Bennett Andre Moravesik in a Newsweek contribution The Politics of Fantasy, April 30, 2007 stated: “Politics stops at the water edge. Or so voters in the western democracies like to believe. When our security is at stake, we expect elected leaders to think coolly and strategically, advancing the national interest.” Although this is sound advice, it is at variance with Dean Barrow and the UDP’s notion of party before country. Upon revelation of another international scandal involving another minister of his administration, Barrow has flung himself in defense mode. Whilst the country, the jewel, Belize is being dragged into the international quagmire of corruption, king Dean is parading his defensive rhetoric regarding the minister named in federal evidentiary documents. Similarly, in early 2014 representative of Belize Rural North, Edmond Castro became embroiled in one of the most reprehensible acts in government at the Belize Airport Authority. Over 60 checks were drawn upon the authority’s Belize Bank Account in Minister Castro’s Name. The purpose was either personal or for “assisting minister Castro with activities related to his constituency.” An estimated total of $116,115.19 was fleeced from the public coffers. Coincidentally, this was on the heels of the Penner passport scandal and the raping of the patrimony at the lands department. Barrow’s response in Castro’s defense illustrates a compromise leadership in the interest of party. Barrow ranted “this is not corruption. The Airport Authority, in full exercise of their jurisdiction, obviously assisted the minister on several occasions. I will tell you right off that I find it utterly and completely distasteful and I think the Airport Authority and the minister are both wrong . . . but call it what it is man it is not corruption.” When the airport scandal broke the PM indicated no corrupt acts should go unchecked, he would be forced to seek a new mandate from the people. The dictates of his “duty and conscience” would render the decision even if it meant a consequential loss of general election. Clearly, the acts of UDP’s corruption has gone unchecked. Presently, a flurry of scandals hover over the united Democratic Party. This includes the PM wily supplementary spending without the mandated approval. The incorrigible acts includes, the malfeasance at the National Sports Council, the disbursement of contracts in violation of the finance and Audit Reform Act and the involvement of a minister and another government official from Belize in regards to fraudster Lev. Dermen and the receipt of bio-credits in Utah. Herman Longworth’s Go En-

terprise Limited received $75,000 for contractual works at the Marion Jones Sporting Complex. $35,000 was funneled into the UDP Albert Division/Committee and $5,000 was deposited to Longsworth’s personal bank account. Longsworth was sacked from his ambassadorial position and remains in limbo pending an investigation if criminal liability exists. Investigation is also ongoing regarding the disbursement of $2,230,084.80 in contracts, issued in violation of the Finance and Audit reform act (FARA), at Julian Cho Technical High School. Simeon Choc, UDP standard bearer for Toledo West constituency, has been fingered for the violation. Never the less, the “camel’s straw” that could topple the United Democratic Party is the unfolding of the fraudulent receipt of bio-credits which occurred in Utah, transcending the US jurisdiction. High officials in countries such as Russia and Turkey, as well as in the backyard of Belize were named in federal court documents. Text messages between Minister of National Security John Saldivar and Jacob Kingston is being used to lay foundation evidence showing Saldivar association with Levon Termendzhyan. John Saldivar categorically denies any wrong doing, but circumstantial evidence suggest otherwise. Evidence exist that a minister in Belize was receiving $25,000 USC monthly. Saldivar was wining and dining with Lev Dermen at the Gold Cup in Portland. Furthermore, Belize’s Foreign Minister Wilfred Sedi Elrington evidenced that subsequent to Lev Der-
men being flagged by US authorities for diplomatic status to represent Belize in Nevada, John Saldivar insisted on currying favor for Dermen from the FM for at least honorary counsel. Clearly, not solely damaging to John Saldivar’s character, but indicates a sense of compromise. Interestingly, Dean Barrow, the Prime Minister of Belize finds even himself now in a compromising position. The leader of the Opposition, People’s United Party, Honorable John Briceño, Orange Walk Central constituency Representative and Honorable Julius Espat, Cayo South constituency Representative and chairman of the Public Accounts Committee (PAC) brought suit against Prime Minister Dean Barrow and Financial Secretary Joseph Waight for violating the FARA. The SC Chief Justice Kenneth Benjamin rendered his ruling mostly in favor of the claimants. The CJ opined that the Prime Minister spent $1.5 Billion unconstitutionally and without the approval of parliament, a violation of
both the constitution and the financial audit reform act. “The history of besieged presidencies is, in the end, a history of hubris – of blindness to one’s faults, of deafness to the warnings, of seclusion from uncomfortable realities “. (Evan Osnos in ‘Endgames’). Similarly, the demise of King Dean – HUBRIS! In 2014 when the onslaught of corrupt acts “reared its ugly head” the PM indicated he would seek a new mandate from the electorate. In 2008, the UDP won the general elections on an anti- corruption platform. Barrow promised to go to lengths to take down corruption. This included “partnering with the international community to investigate money laundering or illegal acts by politicians, and bringing those involved in any unlawful acts to justice.” Words are like the wind. Barrow continues to “play the artful dodger” pissing on the Constitution, the rule of law and the national interest. This is Barrow’s fantasy of politics.

He broke the highest law as it applies to protecting the taxpayer’s monies. He did so in the whopping amount of ONE BILLION, FIVE HUNDRED MILLION dollars. He did so over a period of several years in his capacity as Prime Minister and Minister of Finance. The Constitutional protections in force to protect taxpayer’s dollars and to ensure accountability were trampled upon and thrown away by the Right Honourable one. There is a law called the Finance and Audit Reform Act which supports the Constitutional protection of public monies. That law, makes it a criminal offence for any official in government to do what Dean Oliver Barrow, the Right Honourable, did. He did it over and over again. The time has come to arrest Dean Barrow, put him in handcuffs, march him to court and charge him for every occasion he abused his position and broke the law. The Chamber of Commerce, a timid and docile organization, has issued a public release following the historical Supreme Court judgment handed down last week. In that judgment the Chief Justice found that the Right Honourable had committed a grave democratic sin, spending millions upon millions of tax dollars without the approval of the National Assembly. How did the Right Honourable allow his arrogance and hubris to stain his reputation and “good name”. What a legacy. What a travesty. We applaud the Chamber of Commerce for going on the public record with their dissatisfaction over the Right Honourable’s unacceptable and dastardly deeds. We applaud the Opposition Leader for his decision to take the Right Honourable and the Financial Secretary (poor wretched creature) to the Supreme Court. This is historic and the Chief Justice’s decision is a blow to the Right Honourable, he is condemned forever on this issue. In any functioning democracy a Prime Minister or Minister of Finance who violates the Constitution multiple time to the tune of millions of dollars would have to resign. But resignation is not enough. In fact resignation will not happen. The Right Honourable is neither right nor honourable. He will call no press conference and offer any explanation or apologies to the decent hard working citizens of this country who placed trust in him; he betrayed them. Let there be no doubt in any one’s mind. The Right Honourable does not only cuddle corruption but is presiding over the most corrupt and no good government this country has ever had. He is a damn disgrace. Damn you to hell Dean Barrow for what you have done to this country and for damning the young generation of Belizeans to years and decades of misery and poverty. SHINE AT MILE 8 There is serious allegation against Shine. He is being accused of going to the Mile 8 Community either by himself or through a lady. They are seeking persons wishing to register at Amara Avenue. Say it aint so Jo! MISS BEV Beverly Williams will lose to Dolores in the upcoming election. Miss Bev visited Mile 8 for a meeting (sure sign elections are not far away as she has neglected the residents for years). At the meeting, in answer to concerns that the drains are clogged up and non-functioning, Miss Bev told the residents they will have to pay one hundred dollars each so the drains can be dug. Girl, did she take a cursing from those present. They even threw her ham in her face, complaining that only a chosen few received half a ham for Christmas and it was their own tax monies Dean Barrow probably robbed from the treasury under his Christmas Cheer project which can be construed as bribery.

Vital Stats: Another Hot Bed of Corruption By Gilroy Usher, Sr. There is massive hustling at the Vital Stats Unit in Belize City with late registration of births and correction of names with deep polls. This is an outrageous and unconscionable burden on Belizeans, especially those who have to travel to the city from distant towns and villages to access such services. There is no issue with the regular employees of the unit. They are only following orders from higher up. There is also no issue with over a dozen individuals, who serve as agents for obtaining documents from the registry office. Those persons are only trying to make a living. Secondly they have to pay most of what they charge a customer to key persons at Vital Stats to receive the documents they’ve applied for in a reasonable time. In the hustling some key individuals at Vital Stats provide any document for a hefty fee. That’s how convicted fraudster and murderer Danny Mason secured a Belizean birth paper with totally bogus information including faked parents in Crooked Tree village. To ensure continued great hustling with documents at the unit, some key persons in the office use their positons to create a huge bottleneck for the delivery of services. This is done by ensuring that many persons, who seek to access the services of the department on their own are pushed around until they get frustrated with the bureaucracy and hire agents to obtain the same documents. Ninety percent of the times, whenever someone requests a form for late registration on his own, the typical response is “Those forms aren’t available because they are out of print.” However whenever someone, who has had enough of the endless turn around in obtaining a necessary form, threatens to take his concern to the media, he is quickly provided with the requested item. Over 4,000 born Belizeans need to request late registration for them to obtain birth papers to register to vote. That is a necessity, because the Vital Stats Unit has lost all the records of their birth. Due to that negligence and numerous typing errors with birth papers and other documents, a minimum of 200 persons would like to apply for late registrations and deed poll weekly. Nevertheless the department only allows 60 persons to apply for such service each week. That leaves approximately 140 persons in dire need of the same service with no alternative but to hire agents at the department to obtain the necessary documents. Getting to see the person who
deals with late registration or similar services is like mission impossible. One needs to visit the Vital Stats office from at least 5 o’clock in the morning to be one of the 20 persons, who will be allowed to see the particular individual. Really, only about five of those slots are available to the public. That’s because every Monday, Wednesday, and Friday of the week about 15 agents, who know how the system works, secure their spots long before innocent John Public arrives with the same intention. That is done by the agents to ensure that they can accept new requests for the particular service from interested persons.
A late registration or deed poll should cost someone no more than $10.00; however depending on the social standing of the individual, who needs such item, some employees, who are on the take at Vital Stats Unit on Queen Street, charge from $75.00 to $500.00 simply to provide an agent with a requested document. Members of the public, who refuse to apply grease to get things done at the unit often get a rude awaking. Upon their return to the office to collect their documents, they are courteously informed that their files with all the contents have

been lost and indirectly told to disappear. When the Prime Minister said that the Lands Department is a hot bed of corruption, he should have said that both the Lands Department and the Vital Stats Units are hot beds of corruption.

Stevedores Concerned Over Their Immediate Futures In the midst of a UDP embroiled in patriotic talks of Belizeans owning the utility companies, Dean Barrow was unimpeded by that same rhetoric in selling off majority shares to the American Sugar Refineries (ASR). His decision here was guided by the idea that he dislikes agriculture, dislikes the peasant farmers, dislikes for the North of Belize and the idea that there were no lawsuits in this one where that ‘excellent law firm’ of B&W could earn Miami-like fees. The UDP has always tried to shut down progress in the North of Belize. We all know that nature was the driving force behind the 2019 drought but the UDP was charged on managing and mitigating its effects. These after-effects have now flowed into city and the stevedores who are members of the Christian Workers Union are crying foul. In an interview after the CWU met with the Minister of State in Economic Development, Tracy Panton, Evan ‘Mose’ Hyde, President of the CWU had this to say: “They are very, very concerned about the sugar; two aspects about the sugar. Of course, we understand that the sugar industry has been impacted by the drought. But before that, there had been rumours about ASR relocating its transhipment point from Port of Belize to Big Creek which would be a significant withdrawal of revenue from stevedores. It would be like annually two million dollars comes from sugar. That‘s not chum change and so they have been asking and have been asking the union to find out what‘s the situation with sugar. And so we have been doing that from about July of last year, reaching out to ASR to say, “Listen, our members want to know what‘s taking place. They have been absolutely silent on giving us details as to exactly what their plan is. So we are waiting from the dark here, we hear rumors, that‘s the most we get. And so there‘s a level of frustration, there‘s a level of tension that exists with stevedores because of what the implications are. Add to that now the difficulties in sugar where you have a delayed commencement, uncertainty as to well, if it is going to come through Port of Belize, when exactly does it begin and so absolutely appreciate the fact that Minister Panton, with whom we met and sat down with the Prime Minister last year to engage them on this issue, was available today to speak directly to the members, to say what is happening. And so, we are talking here in a nutshell, it’s money, it’s livelihood, it’s job, it’s the ability to pay your bills. And that is what the stevedores have been asking for and that is the bottom line behind the level of angst, the level of frustration that they feel and I think the fact that ASR has been so inadequate and so terrible at communicating clearly and consistently, I think that that has added a level of emotional edge to it because now you feel that you are being disrespected.” The government need to ensure that any major move on the part of the ASR/ BSI is met with a proper avenue for revenue for the stevedores.
