Dirty Dee does it Penner Style Today, hundreds of immigrants lined up and assembled outside the Lake Independence office of the UDP’s aspirant for office, Dianne Finnegan. They were there, one of them told a reporter for the Belize Times, because they had been promised by persons working for Finnegan that she could assist with the processing of their nationality documents, and also assist with the monies needed to be paid into the nationality department for the processing. Finnegan is showing her desperation at the UDP’s time in office runs out, but political observers in the area today told the Belize Times that even if she manages to push through nationalities for a million immigrants, she will never win in Lake Independence, which is the stronghold of PUP general Cordel Hyde. Still, Dianne’s desperation mirrors the desperation of UDP Ministers and aspirants all over the country.

Continued from page 1 Mrs. Finny, or Dirty Dee as she has now become known, is following in the footsteps of disgraced UDPs like Elvin Penner, who was caught on camera and admitted without shame that he was expediting nationality documents for immigrants just before elections in 2012, and even paying for them. Belizeans know that whenever elections are close, the UDP goes into desperation mode, and pulls out all the stops to try to secure a victory. Belizeans also know that if the UDP had not infiltrated the Elections and Boundaries Department and the Immigration Department, they would have been a one term government. In 2012, and again in 2015, the corruption and manipulation which facilitated the UDP victories were clear to see. And again, since 2019, we have seen the same chess pieces being moved into play. Like Dirty Dee, many UDPs are paying for nationality documents for immigrants and are pushing their documents through the nationality process. Many of these immigrants become Belizeans without the necessary documents, and only because the procedure is ‘shortcut.’ They are told that if they do not vote for the UDP during the general election, their nationalities will be revoked. The bullying and intimidation and lies is very real, and the UDP under Dean Oliver has become the master at victimizing and abusing the people. Recently, Minister of Lands Hugo Patt has gone on tour, making promises of land giveaways to Belizeans, expedited leases, farmland and promises of titles. Belizeans know by now that the UDP is
good at making promises, but when it comes to delivering on those promises that is another story. Whenever general elections are called, the Belizean people will send a message to the UDP. We are tired of imagining the possibilities, tired of waiting for the best to come, of suffering while the UDPs and their cronies get rich. Enough is enough. Dean Barrow can call the election tomorrow or in a week or in a month. The people are waiting. Dirty Dee and the UDP will face the wrath of the people. So it is written. So shall it be done.

PEYREFITTE NOT ELECTED Peyrefitte, the worst speaker of the House of Representatives needs to show that he can replace Alberto August so he starts punching randomly in the dark. Peyrefitte adlibs and attempts to axe at the strongest tree in Belize. The Attorney General feigns at being upset with the Party Leader and Leader of the Opposition being concerned for the Belizean people and our sovereignty. Peyrefitte wants to know what is the highest level of government and what evidence there is that the UDP is in charge of making sure that drug planes do not fly unfettered into Belizean airspace. John Briceño: “He would know if it is him or not. I think what is important is that obviously we hit a raw nerve and that is why they are so concerned. I think what they are supposed to be doing is telling us this is the plane and how we are going to stop drug planes from landing in Belize. That is what we want to hear from him.” Peyrefitte’s 24 hour deadline was tantamount to a childish 1-2-3 count without any real legal desire. It is so sad that anything can be written in the Belize Times and the Attorney General will never get to read it since, as he said, our Belize Times “is the perfect place to hide something.” No wonder he does not get sane advice that is often given to him for just a dollar. The party leader is looking out for the truth and the Belizean people. Peyrefitte wants to fit into being the new chairman. He must be happy now that it was NOT contested. We all know what happens when he is in a contest. He has lost in Freetown more than once and Port Loyola. For Peyrefitte to be in government he had to be pushed in via the Senate. We suggest the Attorney General stays away from the mike and relegate himself to regulating his departments and please get that report from Aldo. The people will love to read it before the general elections.
BNTU GOES GREEN IN PROTEST Monday January 6, 2020 The Belize National Teachers Union led by President Elena Smith asked all their members and all teachers to be in solidarity with the cause of making sure that the government does not unilaterally amend the Education Act. Failed Minister Faber as usual is not in concert with the teachers. Teachers were asked to all wear their GREEN, teachaz got yu back T-shirts today, first day of the new year in school. This might not seem like much but in a profession that is used to teacher’s uniform, this will be noticeable and significantly symbolic of their dissatisfaction with government. In 2012, this is the same UDP government that went ahead to sign the now failed Teacher’s Education Act of 2012. Infamously, Faber simple signed in the statutory instrument showing that he needed no one else
but his pen to ram his desire down the teachers’ throat. This is the same Faber that now begs to be leader of the wreck called the United Democratic Party. This time around he want to place, amend, three things in the law. One: He wants to give one person the authority to state when the teachers are to be on Christmas Break, Easter Break, and Summer Vacation. Faber thinks that the teachers have three vacations. The teaching profession spills into what most of us take as private time. Teachers are not 8 to 5 workers with a normal lunch hour. They work practically 24/7. There is a lot of inefficiency in the writing of lesson plans for instance and we can go on and on. If a teacher does not work, this shows up in the next class. No need for a law.
Two: He wants to force the idea of contracts—contracts onto a profession. This may make sense for him but this is a lot of nonsense. I will call this the Miller Syndrome. If you know that you are on you way out then you should not be signing anything. You had 12 years. You failed. DONE. Three: The filling in/substitution of teachers in emergency situations. The Union feels that there is too much room here for cronyism in the hiring even during an emergency. We wonder if this emergency has to do when these same teacher are on strike. The UDP at their best are horrible and vindictive. The PUP is on record that the whole Faber nonsense will end as soon as possible. The teachers know what to advice Faber to do with his proposals.

EDITORIAL No More Water under the Bridge
A
ccess to a reliable potable water source and electricity are no longer luxuries. These are fundamental necessities needed to secure even the most rudimentary acceptable living conditions. The fact that both publicly owned and government controlled utilities failed in Caye Caulker at the peak of the tourist season was the cause of great consternation to residents, hotel owners, investors and visitors. This was also the cause for the depression and disappointment of the Minister of Tourism and local Area Representative Hon. Manuel Heredia. The residents of Caye Caulker are both heavily invested and reliant on the tourism industry for incomes. The financial hit has been two-fold, as losses in revenue from cancellations and in material losses of perishables that could not be stored properly. While BWSL admitted that for the last five years the population growth on the island has been the highest of all the areas it serves, it did not revise its plans and make any preparations to adequately keep up. Another of the concerns that was raised is the lack of sewage collection and treatment facilities on the island that can no longer be ignored. Left unchecked this could lead to serious health issues for residents and visitors. Likewise, BEL failed to maintain its equipment and make allowances for the exponential growth of the island which has been recently named a premiere tourist destination in Belize. In fact, it was not until three months ago that BEL even recognized the need in maintaining permanent technical staff in Caye Caulker to deal with recurring blackouts. Both companies have plans for the short, medium and long term. However, proper planning includes contingency plans which were not in place in the event of emergencies such as the most recently experienced. There is gross neglect where assessment and monitoring of real time conditions are concerned and failure to act on information that the supply of these two utilities was no longer adequate for the increasing demand. The Minister of Tourism Hon. Manuel Heredia seemed to be caught off guard with the situation in Caye Caulker. Clearly, he has again dropped the ball as no doubt the entire Tourism Industry in Belize will suffer the fallout from this debacle. It is abundantly clear that he is incompetent. Just late last year he was filling up “Sacachispas� on the eve of his endorsement convention. Yet in his own constituency, the heart of the tourism industry, the supply of basic utilities are insufficient. How is it then that he can promise to bring an international airport to San Pedro, yet he has trouble with the supply of water and electricity for Caye Caulker? His promises of schools and hospitals which are essential have not materialized for twelve years. The current Minister of Tourism has demonstrated many times that he is not up to the task of representing such an important portfolio. He has not been a good steward of his people, when they lack even the most indispensable of utilities, ambulances, schools and even firefighting equipment. The PUP recognizes the enormous contribution of the Cayes to the economy of Belize. The residents of Belize Rural South have tremendous impact on the Tourism Industry through the taxes they pay, the income they generate, and foreign exchange they bring to this country. They move the economy and impact other industries all across the country by buying from local producers and farmers and through directly employing thousands of Belizeans to work in the tourist and service industry. The construction industry here also directly employs many Belizeans who send money back home to their families in other districts. Tourism moves and shapes our economy in many ways both directly and indirectly. The PUP will prioritize the most urgent needs of its citizens. They will ensure that the right technical personnel are in place to monitor, assess, and act so that the events that occurred in Caye Caulker are not repeated there or elsewhere. The PUP will treat the Tourism Industry with the respect and importance it deserves and will endeavor to work with all the stakeholders to ensure its sustainability and success. #PUPWORKS

l acceso a una fuente de agua potable confiable y la electricidad ya no son lujos. Estas son necesidades fundamentales necesarias para asegurar las condiciones de vida aceptables más rudimentarias. El hecho que tanto los servicios públicos como aquellos bajo el control del gobierno fracasaron en Caye Caulker en el pico de la temporada turística fue la causa de una gran consternación para los residentes, propietarios de hoteles, inversores y visitantes. Esta fue también la causa de la depresión y decepción del Ministro de Turismo y representante de área local, El honorable Manuel Heredia. Los residentes de Caye Caulker están fuertemente invertidos en y dependen de la industria turística para obtener ingresos. El golpe financiero ha sido doble, en pérdidas en los ingresos por cancelaciones y en pérdidas materiales de mercancías perecederas que no se pudieron almacenar correctamente. Si bien BWSL admitió que durante los últimos cinco años el crecimiento de la población en la isla ha sido el más alto de todas las áreas a las que sirve, no revisó sus planes ni hizo ningún preparativo para hacerle frente adecuadamente. Otra de las preocupaciones que se plantearon es la falta de instalaciones de recolección y tratamiento de aguas residuales en la isla que ya no pueden ser ignoradas. Si esto no se controla podría provocar graves problemas de salud para los residentes y visitantes. Asimismo, BEL no le dio mantenimiento a su equipo y no pudo hacer concesiones para el crecimiento exponencial de la isla que ha sido nombrada recientemente un destino turístico de primer nivel en Belice. De hecho, no fue hasta hace tres meses que BEL reconoció la necesidad de mantener personal técnico permanente en Caye Caulker para hacer frente a los apagones recurrentes. Ambas compañías tienen planes para el corto, mediano y largo plazo. Existe una grave negligencia en lo que respecta a la evaluación y monitoreo de las condiciones en tiempo real y falta de seguimiento en la base de la información del que la oferta de estas dos empresas de servicios públicos ya no era adecuada para la creciente demanda. El ministro de Turismo, el honorable Manuel Heredia, aparentemente fue cogido por sorpresa con la situación en Caye Caulker. Claramente, ha vuelto a meter la pata, ya que sin duda toda la industria turística en Belice sufrirá las consecuencias de esta debacle. Está muy claro que es incompetente. A finales del año pasado estaba llenando “Sacachispas” en la víspera de su convención de ratificación. Sin embargo, en su circunscripción electoral, el corazón de la industria del turismo, el suministro de servicios públicos básicos es insuficiente. ¿Cómo es entonces que puede prometer traer un aeropuerto internacional a San Pedro cuándo tiene problemas con el suministro de agua y electricidad para Caye Caulker? Sus promesas de escuelas y hospitales que son esenciales no se han materializado durante doce años. El actual Ministro de Turismo ha demostrado muchas veces no estar a la altura de la tarea de representar una cartera tan importante. No ha sido un buen administrador para su gente, ya que estos carecen de los servicios públicos, ambulancias, escuelas e incluso equipos de extinción de incendios más indispensables. El PUP reconoce la enorme contribución de los cayos a la economía de Belice. Los residentes de Belize Rural South tienen un enorme impacto en la Industria Turística a través de los impuestos que pagan, los ingresos que generan y las divisas que traen a este país. Mueven la economía e impactan a otras industrias en todo el país comprando a productores y agricultores locales y empleando directamente a miles de beliceños para trabajar en la industria turística y de servicios. La industria de la construcción ahí también emplea directamente a muchos beliceños que envían dinero de vuelta a casa a sus familias en otros distritos. El turismo mueve y da forma a nuestra economía de muchas maneras, tan directa como indirectamente. El PUP priorizará las necesidades más urgentes de sus ciudadanos. Se asegurarán de que el personal técnico adecuado esté en su lugar para monitorear, evaluar y actuar de manera que los eventos ocurridos en Caye Caulker no se repitan allí ni en otro lugar. El PUP tratará a la industria del turismo con el respeto y la importancia que merece y se esforzará en trabajar con todas las partes interesadas para garantizar su sostenibilidad y éxito. #PUPWORKS

Funny Business The Belize Times has been following the exploits of electrician Minister Pablo Marin and his wife Danini, the daughter of Pablo’s Cabinet colleague Erwin, for a long time now. We have heard the rumours that Pablo, Danini and Erwin are neck deep in the pharmaceutical supply business, using their political power and position to bring in cheap generic drugs for the unsuspecting public. Check this out, though. Danini is head of the Drug Inspectorate, which means she has all say over the pharmaceuticals entering the country. She has the power to push certain shipments and delay others, for months even. But it gets much worse. The Belize Times understands that Pablo, along with his good old friend Peter Allen, who is CEO in the Public Service, is in the process of merging the Drug Inspectorate and Pharmacy Units, with Danini as the overall head. That means, then, that Danini would also have the power to source and procure pharmaceuticals, and not only inspect and monitor. This is a win-win situation for Minister Pablo, Minister Erwin and their wife/daughter – one hell of a triangle there. Don’t take your eyes off this one. We hear that the Public Service is already in the process of approving the deal. SSB Shenanigans According to former CEO of the SSB, UDP campaign guru Colin Young, the SSB was running broke, so they had no choice but to tax Belizeans heavily – a 10% increase in contributions over a period of 18 months. Young looked very apologetic when he made that announcement, and stated that the SSB would also look to cut its own expenses just to be on board with the cause, you know. But last week, as he departed the SSB, Young didn’t look quite as apologetic as he drove off in the SSB’s fancy Prado, part of his exit package, apparently. That Prado was bought with the people’s money. That is the people’s Prado – except it is now Colin Young’s Prado. It simply means that even as they tax us, the SSB will have to fork out another $200,000 plus of the people’s money to buy another Prado for whoever becomes CEO next. If the SSB can explain that one, maybe it can also explain almost $3M in a computer contract allegedly given out to a member of the SSB Board. The UDP has a lot to answer for. Medical Nastiness Just this week, our good friend the dynamo from the Deep South, Oscar Requeña, was in the news protesting the burning of medical waste from the San Antonio Polyclinic at the San Antonio dump – a real environmental hazard. But it gets much worse. Sources from the Southern Regional Hospital have told the Belize Times that the SRH also dumps all its medical waste at the Dangriga dump, and we mean all its waste – so much that it has to be hauled to the dump by truck and trailer every Tuesday and Thursday. We are told that included in that medical waste which the SRH sends to the dump are the remains of unclaimed babies and also limbs and human tissue. This is a matter of extreme concern, and we demand an immediate investigation. Remember that this is the same UDP that can find $180 MILLION for a road to a Maya ruin that has 5,000 visitors a year, but can’t invest in an incinerator to burn hazardous medical waste. This is a shame and disgrace, but that’s nothing new for the UDP. Dirty Dianne At first we thought it was a Church revival, and then we said maybe Dianne was offering free doughnuts and coffee. But we were wrong. This morning there were nearly 200 people packed up in front of Dianne Finnegan’s Lake I UDP office, and they weren’t there because she’s cute. Apparently, Dianne has offered to ‘expedite’ the nationality process for immigrants in Lake I, promising them that they can become Beliceños en minutos if they vote for her when general elections are called soon. We’ve all seen this before so many different times – UDP Ministers and wannabes scurrying to push immigrants through the nationality process in a day so that they can secure their votes. We know too that the Immigration and Nationality Department has people who are only too happy to facilitate this process, after hours even, without the proper vetting of documents. We remember how Penner used to do it, except he got overly ambitious and decided that if he could get nationality for immigrants in minutes, why not get nationality for Wonhong Kim for a few dollars, or few hundred thousand, whatever the case was. Dianne can expedite nationality and give out coffee, doughnuts and even carrot cake. She is a dead duck in Lake I, and the UDP will be dead in the water whenever elections are called.

QUESTIONS TO THE MINISTERS
1. Will the Prime Minister and Leader of Government please say if he is in support of the statements made by his PUC Chairman Mr. John Avery that the PUC is a powerless institution with no ability to regulate or sanction any government-owned utility company? And will the Prime Minster also say if Mr. Avery is correct in questioning the competence of John Mencias government-appointed CEO of BEL? 2. Will the Prime Minister finally admit that OJ Elrington is a political embarrassment and liability to his Government and Party and will the Prime Minister also say if he holds OJ responsible for the trouble with the land in Belama phase 4? 3. Will Pablo Marin, the Minister of Health, apologize for misleading the nation and the residents of Toledo when he dismissed the complaint by Hon. Oscar Requena, the elected representative of Toledo West, and denied that the Ministry of Health was burning hazardous medical waste in the village of San Antonio, Toledo? And will the Minister of Health please say if he is aware that members of the San Antonio (Toledo) community were protesting over the burning of hazardous, medical waste in their community? 4. Pablo, Montero, Figueroa, Aragon, Boots, Elrington, Heredia etcetera keep blurting nonsensical quips that make our millennials wonder how in the world did Belize end up with this gang of nincompoops. The latest UDP headline crisis is the Caye Caulker New Year’s Eve 2019 Utilities Crash. The odds of current and water collapsing at the same day albeit on a New Year’s festivities is HIGH due to the incompetence variable called the UDP. Don’t worry Pablo this scandal might not be your fault. This one is owned and chalked up to ex-fisher, dredger extraordinaire, failed representative, and Tourism industry slayer Jose Manuel Heredia. Walking practically barefooted is well and cultured for a Caye dweller but it gives this Junior Minister a semblance of nonchalance. But that is the raw truth; he cares not for the people of Belize Rural South. Caye Caulker and San Pedro have been waiting for a promised hospital, choice land, tourism jobs, working utilities and a world-class product to fill the tourists’ expectations. Instead they get a mudhole of a football field instead of a hospital. Instead they get a substandard Caye Caulker runway of the Imer brand. Yes folks, he appeared in the
islands as well. Some folks can remember getting lots that were actually in the lagoon with no Heredia apology. Heredia dredged and filled up the lagoon additionally with garbage and called it a lot. Heredia said is September 2019: “There is nothing that you can call high land today. Most of it is land that you would have to reclaim. So this area I will visit. Saturday I will be going personally over there and look at the area.” Apparently, he had not even bothered to visit the land he was defending. Would Manuel Heredia build a house on that wet lots? Of course, Heredia is another of those waiting for the Senate Select Committee Investigating the Auditor General’s suggestions of wrong doings by Heredia and others. He is praying that Aldo Salazar keep on jumping from exigencies to another and missing the report. Heredia testified that he did nothing wrong when he visited immigration offices many times and ignoring the islanders. One good thing that can be said about Heredia came directly from his mouth. It is best said in spanish since it drew a burst of fire sparkles or chispas. At Heredia’s convention on the 25th November, Heredia saco chispas en la cancha appropriado al dar grito con las palabras, “Que viva el Partido Unido del Pueblo.” The people of Caulker wish that Manuel goes to a beach and stay there imagining all the possibilities of being a real representative and the opportunity he lost as he wasted the times of San Pedro and Caye Caulker. Tourism is waiting for a real steady hand.

Aldo Salazar it’s 2020 Still No SSC Report The Immigration hearings that ended in December of 2018 have Belizeans still waiting in January 2020 for a report that has not left the sanctuary of the Chair of the Committee, Aldo Salazar’s desk. He tried to spill tears as he claimed to be incompetent at completing the report since he had better things to do than do the people’s work. Early in 2020, our party leader was asked to share his thoughts on this: “It is two years now that we are waiting on Senator Aldo Salazar to come up with that report. He even had an assistant, I think it was attorney McSweeney that was helping him to put this thing together but they have no interest. I expect a sanitized version before the elections…” The National Trade Union Congress of Belize (NTUCB)—the umbrella organization of ALL UNIONS in BELIZE—had formally written the Government of Belize to express disappointment that the 1st draft of the Senate Special Select Committee report on the Immigration scandal has still not been released. The Special committee was put together in September of 2016 with the hearing commencing the following December. That October the BNTU lead a historic 11-day strike to ensure that the hearing does occur along with a laundry list of governance issues the UDP government was forced to deal with. The long-drawn out Senate hearing that had the UDP on their collective toes was done to investigate the findings of Auditor General Dorothy Bradley’s Special Audit into the Passport, Visa and Nationality Department for 2011-2013. Without a doubt, TWO damning revelations were these: 1. A list of minister recommendations from United Democratic Party (UDP) officials, including Minister Elvin Penner, Minister Manuel Heredia Jr., Minister Edmond Castro, Minister John Saldivar, Minister Erwin Contreras, were brought up in the Senate hearing. 2. Another stinging allegation points to a government elected fraudulently at the 2012 Double Elections. At the root of this was the super expedited nationalization of persons who were then shovelled into the voters list. Viola! UDP squeaked an electoral win. In October 2016, the BNTU were out to get their pound of flesh. They demanded Hulse’s head, that Saldivar be investigate by international investigators, UNCAC signing, salary adjustments, and that the Senate does carry out the Immigration hearings among other national concerns. The UDP seemed to flinch and a timeline was agreed upon for the demands to be met. If we fast forward to today
on these concerns, it is easy to say that the UDP was dishonest at the bargaining table. They signed to get the unions off their back but have not shown indications that they meant to follow through. Today, John Saldivar have been returned as Minister of National Security and has reigned over a period of the worst of criminal activity going unpunished. UNCAC is still an unknown acronym to the Belizean people. And, there is still no sign of any immigration report documenting the hearings. The Senate Special Select Committee was formed under much duress as the UDP didn’t want anything to do with an impartial committee. They circumvented anything to make sure that Aldo Salazar was chair for the sake of being UDP and not for impartiality. For 12 months the hearings went on and the Belizean public was privy to the arrogance of the United Democratic Party ministers and ex-ministers who refused to give the hearings any urgency nor respect. Under oath meant very little. Castro, Heredia et al scoffed at the questions. How dare the Special Select Committee question them? But Also Salazar, the chair of the committee, was compromised. How? Unbeknownst to Belizean public was that Belize was the sanctuary for the LARGEST INTERNATIONAL REAL ESTATE SCAM in UNITED STATES history. During the time of the Senate Select Hearings in question, Aldo Salazar was full of “exigencies” that most likely dealt with Sanctuary Bay Enterprises as he had to be shuffling and dealing out property foreclosures. His personal and business affairs have been touted by him as the main reason the Immigration report has not been submitted. This one is easy. If his personal and other business affairs are in conflict with the time he ought to provide to Senate duties then he should resign. Give it up to somebody who has the people at heart. The UDP has no time for Belize; they have countless more important exigencies. The PUP will complete the Immigration scandal report. Its importance is such that the precedent must be set just like with the illegal spending of money not yet appropriated by the National Assembly. Today, January 9, Finnegan, of Lake Independence dreams, is attempting to railroad Nationalities in an attempt to have a 2012 Déjà vu all over again. This time NO is the answer. Even if this is done to the chagrin of law abiding citizens, the new Belizeans will take their nationality and vote them out. UDP is shameless and Belize cannot tolerate them anymore.

UDP Balks at Opening of Contracts and UNCAC Just at the end of 2019, the Chamber of Commerce and Industry wrote a letter to the Prime Minister requesting to get a copy of the contracts signed with Imer Hernandez Development Company. In comes 2020 and after a week there is still contract to peruse. The UDP government seems afraid to show the contract. Party Leader John Briceño: “Let’s say it is a given that they quoted the wrong section of the Act; the Attorney General and the Prime Minister know what it is that they are requesting. Why do they have to wait until they send another letter to cite the correct section of the Act? Just give it to them. They are asking it from you. If you have nothing to hide give it to them. As we say in Spanish, ‘el que no debe no teme.’ But it seems that they have something to hide. Give the report. Not just give the sanitized portion that they signed. Give the bids and the whole process that they went through for us to see what really happened because I spoke to some of the people that were involved that they were saying that it was very clear that no company was going to be given both contracts that they can only get one. And here we have a company that has a contract on the George Price Highway that is way behind, that after eight months of work has only twenty-four point six percent of the work according to the Ministry of Works and now they only have ten months to finish the balance. And the first culvert that they built caved in because it was baldy built and now that very same company was given
not only one contracts but both contracts. It is a lot of questions and maybe that is why the Prime Minister and the AG are afraid of giving all the documents. We don’t only want the contracts. We want everything for us to see what really happened when the two contracts were awarded to one incompetent company.” Similarly, they seem afraid to move ahead with the UNCAC which they have symbolically signed on to but nothing else. The United Nations Convention against Corruption (UNCAC) is the only legally binding international anti-corruption multilateral treaty. Negotiated by member states of the United Nations it has been adopted by the UN General Assembly in October 2003 and entered into force in December 2005. The United Democratic Party signed onto this on December 9 2016 as the world observed “International Anti-Corruption Day”, the Government of Belize (GOB) in the absence of Prime Minister Right Honorable Dean Barrow. This made Belize the 184th country to sign this convention--almost the last one, again the UDP shaming us in the International Forum. UNCAC’s goal is to reduce various types of corruption that can occur across country borders, such as trading in influence and abuse of power, as well as corruption in the private sector, such as embezzlement and money laundering. Another goal of the UNCAC is to strengthen international law enforcement and judicial cooperation between countries by providing effective legal mechanisms for international asset recovery. Is the UDP afraid of any of this? Show us the contracts.
Jumoke Placed on Administrative Leave The well documented Jumoke Castro post that probably made his name household for all the wrong reasons is finally making inroads into consequences. Many have called for the Belize Tax Service to get rid of Mr. Castro as he is being paid taxpayer dollars. He will get due process. He has been placed on administrative leave. PUP Highlights of 2019 Part II July Party Leader Hon John Briceño has toured villages across the length and breadth of this jewel of ours, meeting with villagers as far south as Oxtacha and Dolores, Pueblo Viejo and Santa Elena and as far north as Consejo Shores, San Estevan and Xaibe. Everywhere he goes the cry is the same, “We are tired of being ignored and disrespected by this UDP Administration. PUP wins week TWO of the Village Councils, 22 to 18—that’s two in a row and the larger villages were voting blue. UDP was winning where the PUP didn’t not field candidates due to financial constraints. The UDP used their power to ram candidates through in those small villages. The same happened in Week 3 and 4 when the PUP called the VICTORY in the 2019 VCE’s, 95 to 76. Many independent slates later voiced to support the PUP; this would easily give the PUP 100plus villages. The people margin is huge since the UDP won 76 small villages. Sanctuary Bay Press Conference: “In the biggest scandal in FTC history, a scandal that has brought shame and disgrace to our country, Prime Minister Barrow cannot expect that his press conference is the be all and end all of this matter. The Villagers of La Gracia Cayo defended their use of agricultural land by passively wielding machetes that the PM has refused to use against the corruption forming hotbeds throughout his government. The Belize City Council got the Municipal Paper through the House of Representatives. PUP administrations like those in Belize City, Orange Walk and Corozal have proved to be financially sound; the financial stability was such that even the Prime Minister found it impossible to refuse the City proposal for a bond. A post by Honourable José Abelardo Mai on the Orange Walk South constituency Representative’s Facebook page sounded the alarm bells that the corn producers were being affected by a serious drought. Farmers in Blue Creek, Spanish Lookout and Little Belize suffered fifty percent of loss, whilst Indian Creek realized loss was twenty percent. The UDP shook at the stench that enveloped Orange Walk Town and Belize. They eventually called this a partial emergency. Our prayers were answered as the Party Leader quickly recovered as he rested after an automobile accident that had threatened his life and that of his driver. Many thanks to our God. The PUP was seen everywhere spreading the Christmas Cheer in their constituencies. The PUP representatives stretched the 20G that was allocated to PUP constituencies via their Representatives. The illegal caretakers also got 20G in campaign funds which cheered their own Christmas. The PUP ended 2019 in grand style showing the nation that they are ready to lead with a Party Leader who has instilled the HOPE that we CAN build a Belize that will work for every Belizean. UDP Infamy/Incompetence/Corruption/Recession of 2019 July Will the Prime Minister and Minister of Finance please inform the Belizean people if he was aware of the Sanctuary Bay Scam from as early as 2014 and if so what measures did he take to ensure that the matter did not hurt Belize’s reputation internationally?(QTTM) Will the Prime Minster please say if he was aware that the former Governor of the Central Bank (CB) Mr. Glen Yasguirre had made the then head of the FIU and now Central Bank Governor Joy Grant aware that the matter of Sanctuary Bay was one that could turn out to be a fraud? And will the Prime Minister say if this matter was brought to his attention by either the former CB Governor or the Current one? (QTTM) And just like that, the man who has been at the helm of BTL for the past months, the man who said he would lead BTL through the next telecommunications revolution (whatever that means) decided that he just can’t deal with BTL anymore. CEO Rochus has left the building, folks. He wants nothing more to do with 50 Million GST. The man who is firmly in the sights of the very powerful Federal Trade Commission (FTC), did the only thing he could possibly do at a press conference. He denied everything that was alleged by the FTC in a scathing 50-page Court document. He denied, and blustered, and at various points was careful to appear violated by the dastardly FTC – yet, at no point was it said that the FTC lied. Who was this? August Social Security was about to be raided for another $1.67M, a contract which the Ministry of Finance verified and would get a GRANT from NHI funds managed by the SSB. In a memo from the Ministry of Finance, the Prime Minister’s Ministry, and dated July 29, 2019, “has no objection to the award of contract for the construction of the Central Medical Stores building in Belmopan to Joehann Construction and Engineering Limited.” Pablo babbled again in this one. The Sanctuary Bay Saga continued unfurling in US courts making sure that the black eye Belize was receiving in the financial sector was as hurtful as a banking sector could absorb. This all occurred not because Americans were defrauding Americans. This FTC case was borne due to the fertile ground that was discovered in Belize’s financial system for the fraud to occur in the first place. And, Pukke and co. were willing to use the most excellent law firm to reindeer this Saga. The incoming PUP Village Councils met a list of improprieties including: unpaid bills, missing machinery, land processing irregularities, fees not accounted for, Bank accounts emptied without accountability, neglected village services, spending sprees, water boards non-existent or non-functional and a reluctance to handover keys seamlessly. Dean Barrow took to the House and Representatives and saddled Belize with approximately 150M in loans. On that fateful day, he also wrote off 90million in taxes from wealthy landowners. Since he was on a roll, he also wrote off(or attempted to) the student loan for Joshua Perdomo, the Cabinet Secretary’s son. This was a 40,000 dollars that seared deep into the UDP’s side and split open the UDP box in a way that the UDP cringed on the exposure. Minister of Education Faber went public against it saying it was “unfortunate.” Deaths attributed to dengue were rumoured. The UDP was either in denial or on cover up mode. They could not allow the truth of their incompetence to be revealed. Dengue is natural but it can be managed with a sound plan which they UDP did not even they were allowed to prepare. They remained dumb. Zaldivar, Patt, Castro and Aragon all voted in committee to keep the Joshua write-off bill on the table. September This one can be chalked up to the incompetent label. Faber announced himself as repeat candidate for Collet and also as aspirant to be leader of the dying United Democratic Party. His convention was one to laugh at. It is sad to see an entire party devoid of leadership. Those attempting to attain leadership are NOT leaders; there are no leaders in the entire UDP. Orange Walk Town has basically had to shut down its doors to tourists as the New River stench is even a health risk(ignored by Pablo). Even a Primary School had to call off classes for a couple days and reschedule school hours. All due to a UDP with NO vision. On the same day the PUP was remembering Belizean Hero, George Cadle Price, the UDP, in a mad rush, called an ‘environment’ press conference. Some panellists didn’t even know the venue of this presser done to announce a partial emergency on a drought that was at FULL emergency level. The PM’s announcement involved the laying out of plans to take care of the drought-stricken farmers and to take care of the New River’s eutrophication. The ONLY problem with the plans is that
it would remain as plans as there was NO money for implementation. The Prime Minister promised electric cars has the highlight of his dreary Independence Day Speech; only rivalled by Faber’s sleeper hold at his leadership convention. The voters list shows number how multiple number of voters register at buildings used by Chang and Panton. Many UDP areas including Belize Rural North, Cayo Central, and Belize Rural South are exposed as having multiple voters much more than there can feasible be beds for them to actually live in them. The courts rule and these voters remain in these buildings. October “This is how far things go, life is real. People who are determined to register at an address at which they don’t live, they get their ducks in a row. When the registering officer goes to try and authenticate or verify that applicant A lives at a particular address, applicant A has already arranged things with the homeowner, or with the neighbours to say yes, applicant a does live here. I’m not quite sure what you can do about that.” – Dean Barrow on October 2, 2019 On October 9 the UDP lost a division vote in the Senate on the very controversial, very corrupt Joshua Perdomo debt write-off. Someone in Belmopan, in the name of their CC was selling boulevards that were surveyed and turned into lots. These went for 1000 dollars each and it is speculated that these went to people who could open purse strings and contribute to the leadership campaigns. Law were probably broken in this openly corrupt act that had to include even the de facto Minister of Lands Patt. De facto? Yes, since it is highly probable that Gapi never did leave the back channels into his hotbed of corruption. Hon. John Saldivar attempted to frame William ‘Danny’ Mason or Rajesh Ouelett for the beheading of Pastor Llewelyn Lucas. This allegation was sworn testimony in the murder trial of William “Danny” Mason, et al. At his leadership convention, this was the highlight news. November Aldo Salazar goes on record to say that he has not finished the Immigration report because he has other things to do. The PG Mayor goes on record to say that he does not get help from Central Government so he cannot fix the streets. He thinks it is not his responsibility. At the court case on UDP possibly spending unappropriated money illegally, 100Million was not accounted for in parliamentary permission to spend. This was called “SLIPPAGE” by the UDP administration. The Ministry of Health runs out of Anti-retroviral drugs and put the health and lives of those who use it daily in grave peril. Pablo Marin as is usual rant about how confused he is and seems to say that since it is a FREE drug then there is no urgency for it. UB publicly shames students who had not paid their fees. Times are hard and this comes at the heels of the written off Joshua Perdomo loan. So it hurts. December The illegal caretakers got campaign funds which cheered their own Christmas while the UDP got double that amount for we are not sure what. Constituents who are thought to be PUP and are in UDP representative areas are ignored this and every Christmas by that same representative. Our BDF find themselves in urgency deep down south and there is NO airlift out. We had to rent. PM’s CEO get a contract from BTB that reeks of cronyism. What, no one else can get that type of contract. She is to publicity as what Imer is to roads. Hulse and Castro become riddled in controversy where their sons seem to get an unfair shake since they are UDP. Barrow and Taegar-Panton engineer a law to refuse the LOW prices of Butane for consumers. Danny Mason is found guilty of the beheading of Pastor Lucas. There is no mention of John Saldivar in the ruling. Imer is awarded the contract for the coastal road and on the verge of getting the nod for the replacement to the historic Haulover bridge. Wealthy land owners are given more time to save on their land taxes. BELIZE is announced as being in RECESSION due to 6 months of negative growth. The country is going backwards with the UDP. Caye Caulker goes dark and waterless as we go into the new year. The UDP is definitely the worst of administrations ever. The people are growing impatient as they hail for a general election to usher in hope with the PUP.

My Take on The Caye Caulker Crisis 6 January 2020 To The Reader, Firstly, I would like to establish that the observations and opinions presented in this letter are strictly personal and do not in any way represent any position or conclusions by the Caye Caulker Business Association (CCBA), an organization for which I am the interim [president. I am moved to write this letter after witnessing the incredible ironies that unfolded at the press conference last Friday the 3rd. of January, with a panel of representatives from Belize Electricity Lt. (BEL), Belize Water Services Ltd. (BWSL), the Public Utilities Commission (PUC) and Hon. Minister Manuel Heredia: The press conference was largely a public relations pacification session chocked full of promises and fancy sidesteps to try and explain away why the people of Caye Caulker has been suffering from a grossly unacceptable level of performance by both utility companies for some time now. The situation reached critical mass when both companies managed to reach a zero production capacity at the same time, unfortunately during the busiest season for the Caye Caulker stakeholders. To listen to the company representatives, you can almost get the feeling that these outages are the fault of the Caye Caulker residents for being over achieving entrepreneurs; growing the island’s economic activities beyond their ability to accurately analyze data and develop accurate forecasts. I will share with you a couple enlightening comments from the BWSL representative with respects to the capacity of the current plant on Caye Caulker. And I paraphrase here…. WATER SERVCE (a) The plant on Caye Caulker, when installed eight years ago, had a 20 year projected demand capacity. I don’t know what algorithm they (BWSL) were using to determine the growth rate for Caye Caulker but they certainly got it VERY wrong. One only had to look at what was happening on Ambergris Caye, and the economic recovery in the United States post the 2008 crash, to arrive at an answer significantly more accurate that theirs. The reality is that at less than half way through their 20 year projected period, the plant is just barely keeping up with the current demands. Caye Caulker in Crisis 6 January 2020 Page 2 (b) We have an on-site storage capacity of 150,000 gallons and a production capacity of 150,000 gallons per day. Accepting BWSL’s numbers as factual, Caye Caulker’s current average daily use is 120,000 gallons per day. It doesn’t take a mathematical genius to interpret those numbers to arrive at the conclusion that the facility on Caye Caulker has no more than a day and a quarter reserve in the event of a total breakdown such as the one recently experienced. That presupposes that the on-site tank is full at the time of the catastrophic failure. Is that sufficient? In my opinion it is NOT. Certainly BWSL must consider and plan for the realities of the island location with the challenges of getting both personnel and equipment on site. The residents on Caye Caulker have no choice but to tough it out when the frequent low pressure or NO water situations occur. However, the visitors to the island, on which the local economy depends, have the option of leaving; and that is exactly what they have been doing. To the executives and planners at BWSL, I suggest the addition of a simple, relatable factor to add into the decision matrix when planning for the expansion of the current plant and the next plant (as promised) on North Caye Caulker. That being…. How many day would you tolerate sewage in YOUR toilet before you can flush it???? (c) We have plans to build another water plant on North Caye Caulker but we’re looking for the land. This particular statement struck me as being particularly ironic since seated immediately to the left of the BWSL rep who made the statement was Hon. Manuel Heredia, the area rep for Caye Caulker. It is no secret that over the years and changing administrations, many acres of land have systematically been “granted” to residents and many times, non-residents of Caye Caulker. These land give-aways mostly seem to coincide with an upcoming election. Most recently on Caye Caulker, land has even been created through extensive dredging and extending lot lines into the sea to accommodate special interests. Land that was set aside for a sports complex on the island was later quietly subdivided and granted to some (connected?) individuals over the objection of the Caye Caulker Village Council. Caye Caulker in Crisis 6 January 2020 Page 3 Designating land for a water plant on North Caye Caulker should have been a “given” when phase one of the subdivision was taking place. And if it was overlooked at that time, there was the second chance when the phase two subdivision was taking place. In my opinion, the fact that land was not reserved for a water plant on North Caye Caulker constitutes a gross level of incompetence on the part of the planners, Local Government, Natural Resources Dept. and anyone else that was involved in the subdivision process. This makes me ask the question….Is Caye Caulker’s long term needs and interests being properly served? Is there a vision for the island 20 years out and a comprehensive plan in place towards those objectives? When I say “vision” I mean one that is supported by the consensus opinion of the Caye Caulker community and not one that is developed remotely and forced onto the seemingly powerless residents. (d) The PUC is relatively powerless in penalizing the utility companies
when issues like the one on Caye Caulker occur. This one is particularly troubling because in effect it says that there is NO enforceable oversight mechanism in place to ensure compliance with the regulations that are put in place in the front end. Because the Government of Belize (GOB) is the majority shareholder in the utility companies and the PUC is a part of GOB, using a football analogy, the line gets blurred between team owner and the referee. So what that means to the frustrated Caye Caulker residents is that all the promises made in the press conferences of the past several days are just, as I stated in the beginning of this letter, “public relations pacification sessions chocked full of promises and fancy sidesteps”. As long as GOB maintains control of the utility companies the game is rigged against the individual consumer and even a collection of consumers such as the Caye Caulker community. There are no consequences for poor performance! We CAN NOT hold the utility companies accountable in any substantive way for their past performance nor can we enforce any of the promises that were made. So what will change in the future? Caye Caulker in Crisis 6 January 2020 Page 4 (e) Our system is designed for 20 psi line pressure in the horizontal water line(s) from the plant. I have been monitoring the service meter at my property for some time now and, giving the devil its due, on very rare occasions I have seen as much as 25 psi. But that is very, very rare and in fact the “normal” pressure is closer to 20 psi. Using the most basic calculation for pressure lost due to head, the distance the water rises, a shower head located in a first floor bathroom 20 feet above the horizontal run of BWSL’s line would see a reduction in the pressure of about 8.5 psi of that already marginal 20 psi pressure entering the property. Now you know why you need to have your own pressurized system and incur the additional costs of installing and running a pump if you live above ground level. In my opinion, the pressure entering the individual properties should be at a minimum 30 psi. In so doing, BWSL could work cooperatively with BEL to reduce the stress to their generation system caused by the possibly hundreds of ½ HP pumps across the island, each drawing about 700 watts when running. I am surprised that not anywhere in the discussion about water pressure, or the lack there of, that mention was made about the construction of water towers. Gravity is free, why not let it work for us? This is another opportunity to reduce our dependency on electricity. The operational philosophy of BWSL seem bent on embracing complicated and costly solutions while overlooking practical and cost effective alternatives. Options that in actuality more closely aligned with the image of Belize as a “green destination”. As a parenthetical but related thought on the issue of water pressure and water service in general, the Belize Tourist Board (BTB) mandated a few years ago that all tourist accommodation must be serviced by potable water from BWSL. However, as well intended as that mandate was, it failed to address the reality that Caye Caulker specifically was being under serviced. And, because as mentioned earlier, there really isn’t in fact, an effective governing body to enforce the performance standards for the delivery of water service, the Caye Caulker stakeholders are stuck between a rock and a hard place: Having to comply with the BTB regulation while being under serviced and bearing the additional costs of running pumps. Caye Caulker in Crisis 6 January 2020 Page 5 Conclusion WRT Water Service for Caye Caulker: I am of the opinion that the residents of Caye Caulker should chart a course for their residences and businesses that is as self-reliant as possible and less dependent on the services of BWSL. I know it’s not feasible to be totally independent of BWSL but there are steps that can be taken to insure both your residences and businesses against continued interruptions. For instance, wherever possible and affordable, install water collection tanks in your yard for rain water. Integrate a water tank on your roof or other high locations that will allow gravity feed of your stored water in the event of either or both water shortage and an electrical disruption. If you are in the planning stages of construction, integrate a water storage tank into your structure. These steps can give you some breathing room when the next crisis comes…. and sadly, it will. As long as the utility companies are allowed to operate without any enforceable oversight and without penalties for poor performance, there is no guarantee that all the promises made recently will come to fruition. On the positive side, the recent crisis on the island has united the residents around a common cause. They have found their voices and have spoken up via social media, the local streaming news media appropriately called The Voice, and the professional associations such as the local chapter of the Belize Tourism Industry Association (BTIA) and the Caye Caulker Business Association (CCBA). Working in conjunction with the Caye Caulker Village Council, the people and the organizations have presented a unified front that cannot be ignored and/or pacified with empty promises. I close this letter with hopeful expectation that this newly crystalized energy will continue and grow stronger and develop into a dynamic force to be reckoned with in pursuit of all matters pivotal to the long term relevance and sustainability of a vibrant Caye Caulker for its residents and visitors well into the future. RAPE VICTIM GETS JUSTICE (The following story might not be suitable for everyone. The content is mildly graphic.) Judge Shona Griffith is leaving the Supreme Court of Belize. She leaves to serve in a higher position in our sister country of Barbados. We wish her all the best. Judge Griffith delivered a historic decision on Tuesday 7th January, 2020. She had heard oral arguments, read written submissions and researched the many legal cases urged in support of both sides of the matter. That matter goes back to November 2017. There was a young prisoner 19 or 20 years of age. He was denied bail by a District Court for an allegation which is bailable under the law. Coming from a poor family, he could not afford a lawyer to obtain bail from the Supreme Court. So, like so many of our poor young men he languished in prison to await a trial. He eventually got into a confrontation with a prisoner and was arbitrarily punished. Off to Ad Seg for him. Ad Seg is Administrative Segregation, a euphemism for harsh, inhumane treatment in a dungeon building. No privilege, no coming outside, no visits from loved ones. The victim, while he was on remand, who was subjected to this cruel and unconstitutional treatment for months, has sued the prison and the government. We wish him success. We wish the Supreme Court punish the prison authorities with huge fines and aggravated compensations. The 19 year old was placed in a punishment cell with a former convicted prisoner. One night a horrible nightmare descended on him. While he slept on the cement floor he was rudely awakened. The other prisoner had sneaked from behind (no pun intended) and had the young man’s neck in a choke-hold. He lost consciousness for a few moments and regained consciousness only to find an animal savagely raping him. He felt a wave of weakness wash over him. He said he could barely move. It had to be a bad, bad dream. But the pain was real and in the darkness he could smell and feel the blood pouring down his legs. Oh God! this wasn’t really be happening. After what seemed like an eternity, morning arrived. He had used all the toilet paper trying to stop the bleeding. He watched Cooke across the cell. No words ever exchanged. Eventually Warden Monzon came on his rounds. Immediately the young man begged him to take him to the prison doctor as Cooke had ‘chanced’ him and ‘his batty di bun like fire’[sic]. In Court he repeated those words to Judge Shona Griffith. Warden Monzon found that situation funny and was giggling and discussing with the rapist. The young man was not taken out of the cell or taken to the doctor. In Court Monzon told a lie that the young did not report the attack to him. He admitted that in the evening he took ibuprofen pain pills to the young man because the young man had a toothache. The second night he decided he was not going to sleep. Although in terrible pain he tried his best to stay awake. It was the longest night he ever lived. But alas! towards morning he dozed off. Cooke was quick and professional. He had the young man in his chokehold, as the young man passed out, his pants was off and he was sodomized again. This time the young man decided to kill the sodomite. He grabbed the broom and started to whap like crazy. Cooke who was 43 years and a bit muscular was able to grab the young who was a ‘mauga’ person and they began to fight. This is how the wardens had to resort to pepper-spray and forced to part the fight. This is how the young man was moved to another cell. Some days after, a lawyer had been to the prison to visit a client. Leaving after 5:30 p.m., a family was waiting for him. They told him to help them as they were being prevented from visiting their son. He gave them a lift back to Belize City and the next day arranged for a visit. They saw their son under supervision of three prison officers. He was told to mention that he was only in a fight. But he told his Mom and Dad what happened. The Dad went back to the lawyer and this is how God works in a mysterious way. Quickly the young man got bail. Then the Police got involved. Corporal Pascasio investigated, the doctor confirmed, and Cooke was charged. He is before Judge Colin Williams and Riis Cattouse is the Prosecutor. In the history of Belize no prisoner or former prisoner has ever come public to say he was raped in prison. It is hoped that this act of bravery will go a long to save other young men from the horrors of being a rape victim. The prison authorities told the Supreme Court an untruth. They said that for the past 16 years there has never been a rape in the prison. There is some truth to this. In all prisons there are prison rapes and ‘battyism.’ Prison rapes are rarely reported. That does not mean that they do not happen. Also, there is hardly any need to rape as there are enough consenting gays available. There is a distinction between consenting males and predators who attack other prisoners. Following an Amandala news report on this same ongoing trial, two families have approached the lawyers concerning their sons who have been raped in prison. Secondly, there are prison officers who are claiming that the said rapist has attacked other young men in prison. It is a pity this information

was not before the Supreme Court. Judge Griffith in handing down her decision said she did not believe Warden Monzon and she gave reasons. She stated she believed the young man, and she gave cogent reasons. No appeal Court could fault these. The judge ruled that the prison could not be faulted for the first rape as Cooke was not known as a predator. But for the second rape the failure to protect the young man was negligence and the prison and government are liable and must pay the young man. That amount may be finalized next month as it is unlikely this worthless government will settle. In the interest of justice that amount should be no less than four to five hundred thousand dollars. As for the young man, his life is ruined. He is not sleeping well. He is imagining things and need psychiatric help. He has tried to kill himself. He wants someone to kill his attacker. He has lost his girlfriend when she found out and the streets are alleging the attacker has AIDS. Attorney Anthony Sylvester who did the research and presented the successful arguments has shown once again he is the man. The champion of the downtrodden. Judge Griffith paid him a special respect by acknowledging his research was particularly helpful and especially a case law from South Africa which was almost on all fours with the one she was deciding. Which is a rarity as prison rapes are different in their circumstances. Big respect Anthony. Demonstrations for Land Reform and Proper Housing Set By Gilroy Usher, Sr. “True patriotism hates injustice in its own land more than anywhere else.”- Clarence Darrow All Belizeans including PUPs, UDPs, and persons of no political persuasion, who are in need of a piece of land or proper housing, are invited to participate in a peaceful demonstration for land reform and proper housing on Monday February 24, 2020 from 10:00 a.m. to 12:00 noon in front of the Lands Department near the gas stations on Central American Blvd. That will be followed by a similar demonstration the last Monday of every month throughout the year until the government takes concrete steps to address those two basic needs for a better life for the people. Lack of access to those two necessities are among the main reasons, why the country is faced with worsening social problems. It is the responsibility of the government to use the resources of the country to address the basic needs of the people including their right to land and proper shelter. That is why they were elected to office. The benefits of people accessing land and proper housing have been enumerated in this column numerous times. The demonstration has become necessary, because year after year from 2008 to January 2020 this uncaring and most corrupt administration in our history has done absolutely nothing to address the dire need of ordinary Belizeans for those necessities. People are tired of paying high rent for houses they can never own; they are tired of living in overcrowded homes like sardines in tins, and they are tired of living with inadequate roofs over their heads. Our fight to make 1,000 house lots available for the residents of Port Loyola from Belize City to mile 23 on the George Price Highway is therefore a just cause. That’s only 200 lots per year when the demand is far greater. Similarly our fight to make low income two and three bedroom concrete houses with plumbing, electrical wiring, and ceiling available for deserving families is also a just cause. Under this administration ministers have secured fancy homes and hundreds of acres of prime land for themselves, their families, and their cronies while the people have been left landless and without proper homes. The P.M. rightly describe the Lands Department as, “A Hot Bed of Corruption.” This ruling party truly believes they can manipulate the people easier to win election, if they are kept poor by denying them the basic things for a meaningful life. In pursuit of that selfish objective, despite a fast growing population and a yearly budget of over $1 Billion, for ten long years this UDP administration has done absolutely nothing to ensure ordinary Belizeans have access to land and a proper housing. For ten years they have not extended a housing site or a suburb anywhere in the country and neither have they built a new housing site or suburb anywhere for the people. What a neglect! Our leaders in Belmopan however are experts in demolishing homes with all the contents of marginalized Belizeans in
Belize City, Belama Phase IV, and Belmopan with bulldozers and other equipment for squatting to escape very high and unmanageable house rent, due to the administration’s total failure to implement land reform. What a shame! Today the Prime Ministers, his Ministers, Phillip Willoughby, and thousands of other Belizeans in our cities, towns, and suburbs such as Mile 8 Community, Hattieville Extension. Belama Phase 1, 11, 11, and IV, Los Lagos, and Maxborough can live happily where they are because successive PUP governments took the necessary steps to make land and proper housing available for the people. The talking point of UDP apologists that there are no funds to finance land
reform and proper housing for the people is total “hogwash.” With over ten years of massive corruption with bloated contracts in practically every government department, dozens of well-connected UDPs have become overnight multimillionaires. Those are some of the millions of dollars that should have been used to address land reform, proper homes and other basic needs of the Belizean people for a better life. With the support of the people and the blessing of the Heavenly Father, when PUP wins the general election later this year, I would really like to be appointed as Minister of Lands and Housing by
Prime Minister Briceño. With those responsibilities, I would prove to the nation that the resources of the country are sufficient to make land and proper housing accessible to ordinary Belizeans. The Belize National Teachers Union (BNTU) has shown that to get justice with practically any grievance in this country, speaking in the streets is a necessity. That’s the only way the big Boys in Belmopan address public concerns. For the benefit of yourselves families and future generations of Belizeans, come out and join the demonstration for land and proper housing in Belize City on February 24th.

The United Democratic Party in several fora have pronounced that they had Belize’s source of life, water, under control. BWSL spent millions in ads placed with key media houses announcing the Improvement of Lives and Delivering Quality. In the past days, Caye Caulker blared: “Outrageous Lie.” The island of Caye Caulker was rendered dark and waterless on the eve of New Year 2020 which even the Jackpot gremlins did not ignore. The hurricane making landfall in La Isla Cariñosa is but a microcosm of a broken UDP that is spent and clueless on how to administer a country; it is a confederacy of dunces (thanks John Kennedy Toole). On the Anniversary, September 19, 2019, of the Right Honorable George Cadle Price passing into Belizean immortality Dean Barrow and the UDP reared by dollars rushed into a press conference announcing a partial state of emergency. Tons of mistakes were hurled at a suffering Belize on this UDP confluence of incompetent dunce characters, for example: 1. Some panel member did not even know the venue. 2 The PM, an Ignatius, confessed that they were late in noticing the drought. No thanks was given to Hon. Mai for sounding the alarm. 3. Hulse misrepresented the farmer’s census which was an exercise of futility and UDP incompetence. 4. Announced help to the farmers which at the start of the New Year was not even a promissory note(at least Faber gave a $300 note to hundreds of students who are still waiting). 5. Marin, Heredia, Panton, respectively ignored the health, tourist, and economic implications brought on by the drought and the New River gasping for life. 6. Barrow, Hulse, Figueroa miscalculated the national implication as the crisis was definitely NOT partial but a full-fledged emergency. 7. Confessed that they had all the answers but no money (thus no answers PM). The press conference was more like a rain dance. So when on Boxing Day 2019, two crocodiles were shown belly up again in the New River close to the environmental free zone and sugar cane refinery by the OW toll bridge, it is difficult to believe that the UDP had water under control. In this case, the huge UDP mistake of hailing in a US-based refinery is being felt by OW town directly as is Belize. They are still miscalculating that Belize is unwilling to kill our Golden Goose for this foreign entity or any. Belize is unwilling to destroy
our environment for the sake of UDP accommodated profits signed on to a foreign entity during a time when BTL, BWS and BEL were supposedly being enshrined into our constitution. Cane farmers are just going to eat after January 15 if the banks allow them. The farmers do not matter to the UDP—not the sugar farmers, not the citrus farmers, not the carrot farmers and you can add any other adjective. The UDP cares for a few UDP and no one else. The UDP’s Belize works for the UDP. The UDP incoming leadership only cares for a few delegates; they do not care even for other UDPs and that’s the truth. The concept that is flying over the UDP heads is that repairing, reparation and apologies are nonsensical to suffering Belizeans. What is dearly yearned is a new generator of vision and mandate— no more getting shafted for some mandatory water. The People’s United Party and John Briceño hovers at the doors of history patiently waiting for that General Election that will finally reinstate the people as a pilot of their own destiny. The emergency that Belize suffers ROARS at the UDP, “Take your shaft and GET THE HELL OUT.” New Year and we get the worst of the same Confederacy of Ole Dumb UDP.
