Thursday, 11 January 2018 On every single occasion that arises, Prime Minister Dean Barrow has lavished extravagant praise on BTL, aptly referred to at times as Barrow Telemedia Limited. Particularly when he tried to convince Belizeans that the company then managed by his son Anwar was worth $557 MILLION and more, he has also heaped effusive praise on the company he appropriated shortly after taking office. But is that company broke? There are reliable reports that it is in very dire financial straits and haemorrhaging by the day. And now there is very credible suggesting that those reports are true. Long before Friday’s sitting of the House, Prime Minister Dean Barrow had been courting Taiwan, eager for a suck at the generally very accessible bubby. As far back as Taiwan’s Independence Day ceremony, Barrow was heard praising Ambassador Charles Liu as the best Ambassador ever from Taiwan, at the same time putting in a plug for assistance for BTL’s new fibre network. And Taiwan has come through, not surprisingly, through its International Cooperation and Development Fund. But what is very, very surprising is that Taiwan will not lend that money to BTL unless GOB provides a Sovereign Guarantee. That is practically unheard of from the nation which has even gifted the Barrow administration with a multi-million-dollar mansion by the sea, without blinking an eye. There is absolutely no doubt that for Taiwan to demand a sovereign guarantee, they must have gotten real indication of BTL’s dire financial position. The truth is that every-time BTL needs to do any type of technological development, Finance.” It is interesting he should say this because clearly, the Prime Minister would have already done research on the matter having been put on his toes a couple months ago about the shenanigans that were happening at the PUC. It tells you that the Prime Minister is trying to avert any possible blame that he knew what was going on or is trying to, likewise, clear the PUC of the responsibility of having to inform him of a lot of the spending that required the PM’s approval. But the PM can’t dodge this bullet. The Public Utilities Commission Act (Chapter 223 of the

from the Barrow administration. In the House of Representatives on Friday, PUP representative for Caribbean Shores Kareem Musa said it best – “Five hundred and sixty million we have paid for this company already. And this isn’t the first time we are coming to this House for loans on top of loans on top of loans: first it was 3G, then 4G, then LTE, now broadband fiber-optic. It begs the question - what did we pay five hundred and fifty-seven million for? For a dinosaur, for a useless, obsolete, ‘puss inna bag.’ That is what we all paid for, if every time you have to come to this House to borrow more money.”

the government has had to go begging, hat in hand, for assistance. So, it is quite clear that BTL is not as solvent and golden as the Prime Minister would have us believe. And there is more evidence. The Belize Times has learned that BTL has sold all its towers to a European company to raise capital, and has turned around and is leasing space on those towers from that company. That is not the action of a company which Mr. Barrow has said will bring in more than a billion for the country and people of Belize in a few years. The company can’t even find enough money to fund its structural projects, despite multi-million-dollar write-offs

Substantive Laws of Belize – revised edition 2000) states “The Commissioners shall be paid out of the Consolidated Revenue Fund such remuneration, including gratuities, pensions and other benefits and allowances as may be determined by the Minister, with the approval of the Minister of Finance.” How clearer can that be? It does not say the PM “may approve” and it does not say he has to approve salaries alone. But the Prime Minister is simply employing his usual tactic of trying to muddy the waters with his silver tongue. This time he will not succeed in twisting the truth. For now, he is saying he has to await the final audit for him to determine a course of action. Let’s see if the audit will be taken to the National Assembly once completed as the law prescribes.

Is Barrow’s BTL Broke?

Thursday, 11 January 2018 Belizeans are still trying to get their mind around the incredibly fleecing of the Public Utilities Commission, an entity which has pretty much operated under the radar for years. Leaked documents have revealed obscene spending of monies to ensure that select Commissioners of the body made out like bandits, or more accurately like hogs feeding out of the P.U.C. trough. According to the leaked documents, in the audit period selected, the P.U.C. literally spent millions on stipends/gratuities for Commissioners to attend meetings. The records show that Commissioners were paid at times for three meetings in a week - $1250 per meeting. Those meetings would last anywhere from an hour to three hours. In the audit period, Commissioners like Kimano Barrow and Michael Peyrefitte at the time and Chairman John Avery could travel all over the world on ‘P.U.C. business,’ – more than a million dollars-worth of company business, we are told, which consisted of first class flights to exotic locales and stays at luxury hotels. But far from any explanation or remorse at the messy details of the obscene, reckless and unrestrained spending at the Public Utilities Commission being disclosed by the media, the organization has resorted to issuing a threat of legal action. The PUC in its letter says the auditor did not prepare a document titled “Report for the Prime Minister” but it is clear that the said document was put together by one of the directors of the PUC “spilling the beans” on the outrageous fleecing of the PUC piñata by the UDP boys. And while the PUC is now stating there is no existing audit report, the PUC chairman, John Avery told the media - when the documents were first reported on - that an audit report (still in its draft stages) was worked on with information provided by unauthorized sources. During an interview after the January 5th House Meeting, the Prime Minister was asked about his knowledge of the spending based on the stipulations of the law. He first explained that the system was switched from the PUC revenue going into the Consolidated Revenue Fund to the PUC collecting all the fees for themselves. He added though, “I think that with respect to regular salary, it is quite clear that that ought to be approved. My point is though, that if they control the revenues that they get from fees, they can clearly - as an autonomous body - find ways to spend those moneys, that it would appear, do not have to be approved by their Minister and perhaps, ultimately by the Minister of

Belize is 3rd Most Dangerous Caribbean Country Thursday, 11 January 2018 Belize’s murder count for 2017 is tabulated unofficially at 145; the Police count puts it at 142, with the discrepancy being some of the homicides over the year being classified differently because Police disagree, with no basis, that foul play is involved. It’s also in the Police interest that the final number is less, since 2017 would be tied with 2012 as the most dangerous year in Belize’s recent history. Police Commissioner Allen Whylie is expected to produce full reports of all the crimes for the entire year, including murder. And if the count is recognized to be 145 - which one expects will continue to be disputed by the department - Belize is the third most dangerous country in the Caribbean. The country with the highest murder count for the Caribbean is Jamaica, which recorded 1,616, and has a rate of 56 murders per 100 thousand residents. St. Kitts and Nevis came in second with 23 murders, or 42 per 100 thousand residents. Next is Belize with 145, or 40 murders per 100 thousand residents. Fourth place goes to Trinidad and To-

bago, which had 494 murders, or 36 per 100,000 residents. After that, the order is St. Lucia, with 34 murders per 100 thousand residents, then the Bahamas with 31 per 100 thousand Bahamians. Antigua takes 7th place with 25 murders per 100 thousand residents. Guyana take 8th place with 15 murders for every 100 thousand residents and next comes Barbados with 11 per 100 thousand residents. Finally, Suriname takes 10th with 6 murders per every 100,000 residents in that country. When confronted with the rising crime rate, Police Minister Elodio

Aragon was quick to come to the department’s defence in last week Friday’s House Meeting. He said that their count is only 142, a difference of only 3 that the press insists should be added to their count. He said, “The reality is that we have to continue to work to deal with this situation and I want to assure you all that within the next week or so, we'll be highlighting the introduction of a special task force which will entail senior investigators to go after the persons who are involved in these crimes that are taking place in the city. Especially the

city, so we can address this situation." We note, of course, that every time Aragon Jr. faces hard questions in regards to crime statistics, he always promises the launch of some new initiative or crime-fighting operation very shortly. That story has gotten old, and nothing that has been done has worked. It has been proven that these special Police units do nothing to alleviate the problems of urban street wars which result in casualties and a bigger body count – there is evidence that some of them, like the SAT, the SPU and the GSU, have even ramped up the tension and hostilities in communities.

‘Bullet’ Charged for Sexual Assault of a Minor young man won the bet, and that this young man started following him around. He says that he tried to tell the boy to go home, but he wouldn’t listen. So, he drove around with him, carried on some business and went to the hotel. He claims he locked the young man out and went to make arrangements for the room, and when it was ready, the boy ran up the steps after him. He suggested Roy ‘Bullet’ Craig Thursday, 11 January 2018 Roy ‘Bullet’ Craig, 76, taxi driver and social commentator who is often heard calling into the UDP morning talk-show, has been charged with sexual assault. A boy, 16, has accused him of trying to engage in sexual activity with him. Remarkably, ‘Bullet’ has been attempting to explain away the allegation by suggesting that the PUP is trying to make bad for him. The facts are that on Thursday night, January 5th, at around 8:45, Police found Bullet inside a hotel room at Honey’s Hotel, located on Dolphin Drive. They were called by someone who was concerned that Craig was in the company of a very young boy. The Police have not disclosed what they observed in the room, and whether or not they had reason to suspect that sexual relations had occurred, were occurring, or were just about to occur. The young man reported to Police that Craig grabbed him by the shirt collar and asked him if he wanted to go to a hotel. He further alleges that Craig pulled him into the passenger seat and that they drove around. In that time, Craig allegedly stopped at an ATM, then he went to buy beers, and after that, they went to the hotel, for which he paid. In rather vivid details, the minor alleged that Craig tried to have sexual intercourse with him. While he was allegedly making the attempts, he was interrupted by a knock on the door. That’s when the Police arrived on scene. Craig was arrested and charged with sexual assault, and on Monday, January 8, he was arraigned before Magistrate Michelle Trapp. He pleaded not guilty and was released on bail of $5,000 on the condition that he must not contact or attempt to interfere with the complainant or any member of his family. “Bullet” Craig has since made the media rounds to deny the charge against him, and he is alleging this farfetched story of political victimization. He claims that because he is such a strong supporter of the UDP Government, operators in the Opposition are trying to discredit him. Immediately, this conspiracy theory from Craig calls his own credibility into question. He claims that on the evening in question, he went to the ‘Yabra’ area where he usually challenges young basketball players to a money game as a sort of motivation for them to get better. Craig claims that this

that the boy was ‘a lee bit psychopathic,’ He said that the young man went into his room and refused to leave. According to Craig, about 10 to 15 minutes later, the Police came knocking and that they found him on the toilet when he opened the door. He says that he suspects that the hotel manager saw the boy’s behaviour when he ran up the stairs to the room and that this hotel manager may have called the Po-

lice. Craig said the cops found the boy fully clothed, and that this story that the young man told Police of sexual assault is a “fabrication”. The biggest gap in Craig’s claim of political victimization by the PUP is that it is not the party that has accused him. It is the 16-year-old who claimed that he “Bullet” tried to force him into what Police called “an unnatural act”.

EDITORIAL TSUNAMI

A

t 8:51Tuesday night, there was an earthquake 218km off the coast of Honduras. It was strong, registering 7.6 magnitude, and slight tremors were felt across Belize. Between that time and 10:57pm, there was general panic in many areas of Belize after a tsunami warning was announced, with sirens blaring and Police and other law enforcement and disaster-related agencies mobilized. The move to evacuate persons from the coastline began in earnest, with all shelters in the city opened. There was a mass exodus from the city, gas stations besieged by panicked coast-dwellers fleeing for safe-ground. We give thanks to God that once again, in the face of potential natural threat, our nation was spared. We give thanks, too, to the agencies who mobilized on extremely short notice, particularly the men and women of the Belize Police Department. But what happened on Tuesday night underscores the need for a comprehensive education campaign to inform our residents of how they must react to varying threats. Many Belizeans did not know what the blaring sirens signified. The word tsunami is a scary one for anyone who has watched movies depicting widespread destruction from hundred-foot waves which can topple skyscrapers. But early on the advisories spoke of the possibility of 3-foot waves. The situation was not helped by Ministers catching their couple minutes of fame on television, opening ALL shelters in the city, including the Marion Jones Stadium. Today teachers and students will have to deal with the mess left behind in those classrooms used as shelters. The matter was not handled properly by NEMO, and other government officials. Instead of advising calm they fostered the panic, perhaps to prove how ‘amazing’ they are in the face of potential disaster. Belizeans were spared that tsunami, but there is another potentially more destructive one looming – that is the $90M debt to the Belize Bank created and nurtured by Dean Oliver Barrow. It was curious to note the Prime Minister, in an interview following Friday’s House meeting, describing how many questions he has about the entire UHS debacle. His brows knit in carefully rehearsed concern, Barrow committed to a Commission of Inquiry to have those questions answered. According to Dean Oliver, in that interview, enquiring minds want to know “how it is that the Taiwan money was paid? How is it that the Venezuela money, which was eventually clawed back, was paid? How come that when that happened – there appears to be a point when the debt was cleared off; I’m not certain whether thereafter the government put itself back on the hook, because it wished to provide working capital? That’s the sort of thing that I think Belizeans want to know. And then ultimately, how in the name of creation can it be, that at the end of the day, the government has nothing to show, did not have any legal interest in the asset? Was not the hospital some kind of collateral to the government when it was entering into these arrangements? These are the kinds of things that the Belizean people want to know and that I certainly want to know.” What the Belizean people should really want to know, though, is how, after 10 years, Mr. Barrow could not or did not get the answers to those questions. What an absolute sham. What a farce! There are many things the Barrow administration could have done since 2008, if there was all this concern. There could have been a public inquiry back then. The ownership of the hospital could have been claimed for the people of Belize. The laws could have been amended to ensure that never again could a sovereign guarantee be given to benefit a private company, or that no Prime Minister or Minister of Finance would have the solitary power vested in them to do so. Mr. Barrow could have challenged the settlement deed in Court while leaving the debt settled, as it was. But he did none of these things. Instead, he chose the most incredibly costly and lucrative of routes – he seized the money used to settle the debt without any such authorization or backative from any Court of Law. He guaranteed through that course of action that there would be a protracted legal battle. And then, he ensured that only very select attorneys, his brother included, would fight this battle and collect millions in legal fees. In the end, Mr. Barrow’s course of action, not only in this Belize Bank/UHS scenario but in every Ashcroft-related litigation, ensured that the country and people would be in hock hundreds of millions of dollars, and ensured that the very select group of attorneys (including Mr. Barrow’s law-firm, incidentally) would make millions from the litigation. The country and people gained nothing. Mr. Ashcroft’s interests have come up big, and the Barrows have come up big. The Prime Minister, this twisted man, now wants to prolong the $90M debt debate in Parliament until just before elections, because he believes that he can spin it so that there are negative repercussions for the People’s United Party. But the rhetoric has long since begun to change. Belizeans realize who is getting filthy rich off all these moral and righteous battles being fought by Dean Oliver – and who is left holding the proverbially shitty end of the stick. There is a tsunami of another sort building. It will hit on March 7, 2018. Power to the People.

n la noche del martes a las 8:51, hubo un terremoto a 218 km de la costa de Honduras. Fue un sismo fuerte que registró una magnitud de 7,6, y temblores leves se sintieron en todo Belice. Entre aquel momento y las 10:57, hubo pánico general en muchas zonas de Belice después de que fuera anunciada una advertencia de tsunami, con las sirenas a todo volumen y la movilización de la policía y otras agencias relacionadas con desastres y el cumplimiento de la ley. La situación no fue ayudada por ministros que usaron la oportunidad para tomarse su par de minutos de fama por la televisión, abriendo los refugios de la ciudad, incluyendo el estadio Marion Jones. Hoy los profesores y alumnos tendrán que lidiar con el desastre que quedo en los salones de clase utilizados como refugios. La situación no fue manejada adecuadamente por NEMO y otros funcionarios del gobierno. En lugar de aconsejar calma fomentaron el pánico, tal vez demostrando lo 'increíble' que son ante desastres potenciales. Los beliceños se libraron de ese tsunami, pero hay otro inminente potencialmente más destructivo –y ésa es la deuda de $90 M del Belize Bank que fue creado y fomentado por Dean Oliver Barrow. Fue interesante observar al Primer Ministro en una entrevista después de la reunión de la Cámara de Representantes del viernes, describiendo cuántas preguntas tiene sobre toda la debacle UHS. Hay muchas cosas que la administración de Barrow pudo haber hecho desde el 2008, de haber tenido esta preocupación. Pudo haberse hecho una investigación pública en ese entonces. Pudieron haber modificado las leyes para asegurar de que nunca más se podría dar una garantía soberana en beneficio de una empresa privada, o que ningún Primer Ministro o Ministro de finanzas tuvieran el poder absoluto para hacerlo. El Sr. Barrow pudo haber disputado el acta de finiquito en el Tribunal mientras dejaba la deuda pagada, cómo estaba. Pero no hizo ninguna de estas cosas. En cambio, escogió la ruta más increíblemente costosa y lucrativa de todas, él incautó el dinero utilizado para solventar la deuda sin autorización o apoyo de cualquier Tribunal de Justicia. Garantizo a través de ese curso de acción que habría una batalla legal y prolongada. Y entonces, se aseguró de que solamente abogados selectos, incluyendo a su hermano, pelearía esta batalla y cobrarían millones de dólares en honorarios legales. Al final, el curso de acción del Sr. Barrow, no sólo en este caso del Belize Bank/ UHS pero en cada litigio relacionado con Ashcroft, causo que el país y el pueblo se endeudaran por cientos de millones de dólares y aseguró de que el muy selecto grupo de abogados (incluyendo el bufete del Sr. Barrow, por cierto) ganen millones de dólares de los litigios. El país y el pueblo no ganaron nada. Los intereses del Sr. Ashcroft han ganado mucho, y los Barrows han ganado mucho. El Primer Ministro, este hombre tan desequilibrado, ahora quiere prolongar el debate de la deuda de $90 M en el Parlamento hasta justo antes de las elecciones, porque cree que él puede darle vueltas al asunto para que haya repercusiones negativas para el Partido Unido del Pueblo. Pero la retórica hace ya un rato que ha empezado a cambiar. Los beliceños ya se dieron cuenta quienes se enriquecieron asquerosamente gracias a todas esas batallas morales y justas que han sido luchadas por Dean Oliver – y quien se queda agarrando el proverbial extremo de la vara que tiene mierda. Hay un tsunami de otro tipo que se está formando. Este llegara el 07 de marzo de 2018. ¡Poder al pueblo!

The Rank Incompetence of the UDP Government

Thursday, 11 January 2018 It is incredible how the UDP Government has responded to the awful tragedy that struck the Santa Cruz area of Cayo which resulted in 1 death and significantly impacted 20 families. The news stations have all reported that government departments have stated a mining permit was required for the blast to be done in that area. To move any material requires a license and to blast an area to test if the material is adequate for use is wholly irresponsible and reckless. It doesn’t appear that Minister Rene Montero, Minister of Works, will be held to account or go before an inquiry which should definitely be done to get to the bottom of this disastrous accident. This type of tragedy is a first for Belize. Given the handling of the Penner, Castro, Vega and Saldivar actions, Belizeans are not surprised at Prime Minister Barrow’s reaction with the typical “I admit the optics don’t look good” approach and move on. Noteworthy here is that the Prime Minister himself is the substantive Minister in charge of mining. What a tangled web. Earlier this week, Belize had its 2nd threat of a possible tsunami. The incompetence and irresponsibility of this government continue to rear their ugly heads each time a disaster strikes. Minister Edmund Castro, the Minister who is banned from travelling to the United States, was an utter disgrace in his remarks Tuesday night on radio. A time of disaster is not a time for grandstanding. But Minister Castro never fails to disappoint. And in so doing, for him to say he had no idea there was a Pacific Tsunami Warning Center is another clear example of the utter disregard PM Barrow gives to ensuring competent, responsible people are at the helm of leadership positions. It is a disrespect to the people of Belize that the UDP government doesn’t

exhibit more thought and care in its leadership roles. Minister Edmund Castro inspired no confidence or competence in managing the situation. PM Barrow once again was silent. Recent, also, is the matter of the Police Officers in San Pedro. These officers discharged their weapons in public, injuring Belizeans and their case was dropped as reported on the news since the prosecution (the government side) failed to show up to present the case against the officers. Another glaring example of the government and the Police Department showing utter disrespect to the very citizens it should be protecting. For over 9 years the people of Belize have had to endure mismanagement of public funds, lack of accountability, land transactions scandals, public utility commission board scandals, the Prime Minister giving lucrative legal business to his brother, health care scandals, infrastructure road and bridge contracts with no accountability or transparency in selection of the contracts, the Puerto Azul scam now followed by the North Ambergris international airport scam, and the list continues. The inconvenient truth for PM Barrow and his UDP government is that they have given only lip service to the people of Belize on good governance, accountability, transparency and holding their ministers and leaders to account. They have become the very thing they campaigned against. They used the goodwill of the Belizean people and played them. They are the classic examples of not practicing what they preach. Belize and Belizeans demonstrated many years ago that they will not stand by idly and have prime minister and minister of government operate above the law. Belizeans are not asleep. Absolute power corrupts absolutely. Prime Minister Barrow and his UDP government - time is up. Enough is enough.

$35 MILLION FOR BTL Barrow to Provide

Sovereign Guarantee Thursday, 11 January 2018 Prime Minister Dean Barrow resurrected the UHS loan note in 2008 after it had already been settled by PM Right Hon. Said Musa. Mr. Barrow’s arrogance in this matter has cost the Belizean people more than $60 million in interest alone. Mr. Barrow in seeking to propagandize the matter has insisted to the Belizean people that what PM Musa did ought not to have been done. The offering of a sovereign guarantee to a private company is an aberration, he said. Fast forward to January of 2018 and lo and behold, the selfsame Dean Barrow tables a motion in the House for the granting of a sovereign guarantee to a private company. But this is different, he says! BTL, though a private company, belongs to the Belizean people, therefore we should take the risks associated with the loan of $35 million that BTL intends to obtain. When it is convenient for Barrow, BTL is so private that ordinary Belizeans are not allowed to peer into its financial affairs. In fact, so private is BTL Mr. Barrow still has not been able to tell the people of Belize how much his unqualified son was being paid there. You will recall that immediately upon the expropriation of BTL, Mr. Barrow installed his son, Anwar, to head the company: a post for which his son was not qualified. It did not take long for the once profitable company to start convulsing under the leadership (if you can call it that) of the young Barrow. Words like mismanagement, incompetence and nepotism became a part of the everyday language at BTL. Under the young Barrow’s leadership BTL’s upward trajectory stalled and BTL soon began hemorrhaging cash. The UDP stooges at BTL then decided that they would distract the Belizean people by launching fancy project after fancy project which required lots of cash. The fact is that Barrow’s hubris made him seize a company that was antiquated, a company that had a huge inventory of fixed infrastructure. BTL was easily being out maneuvered by the smaller, more-nimble Smart with its advanced mobile network infrastructure. In effect, BTL was and is a huge white elephant! Now, having paid Ashcroft more than $557 million for BTL,

Mr. Barrow wants to invest $35 million more in it? When it is convenient for Barrow, BTL is a public asset that must be propped up by the Belizean people as in the case of the sovereign guarantee brought to the House last week. However, Mr. Barrow’s own games have caught up with him as now the Belizean people are asking how comes you want to guarantee a loan for BTL which you say is a private company but you railed against a guarantee to UHS which was also a private company? It is important to point out to the Belizean people that since nationalization Mr. Barrow has used BTL as a special purpose vehicle to skirt the rigorous checks and balances demanded by the Finance and Audit Reform Act. Unlike the public sector where monies must be publicly accounted for, the handpicked Board and management of BTL do not have to account to anyone except Dean Barrow. This is extremely dangerous when it comes to Belize’s finances, especially after Barrow’s secret arrangements with Ashcroft. Sovereign guarantees are not in and of themselves bad things. Whereas sovereign guarantees do not directly add to the public debt, they are what are called contingent liabilities. It is only if BTL fails to pay the loan that the Belizean people will incur the $35 million debt. So, let us consider what will happen if BTL defaults. In the event that BTL defaults the people of Belize will be required to pay the loan from the Consolidated Revenue Fund which by way of the motion tabled at the House would be no trouble, as the House has already approved the guarantee and thus accepts that if there is a default they must pay. The trick here is what assets GOB will seize from BTL, when GOB already owns BTL. The BTL sovereign guarantee has all the hallmarks of being a retirement package for the boys. It is nothing more than an attempt to freely spend $35 million without having to be subjected to the same level of scrutiny that would be required if the monies were to be drawn directly from the consolidated revenue fund. BTL will get the $35 million and BTL will spend that money without having to account to the Belizean people and then, when “the time is right” BTL will default and the Belizean people will be left holding the bag. The Belizean people must keep their eyes on this one. Something just does not smell right!

TSUNAMI WARNING CAUSES WIDESPREAD PANIC Thursday, 11 January 2018 Residents living all along the coast of Belize, from Punta Gorda to Corozal Town, went fleeing further inland to higher ground on Tuesday night, January 11. That’s after the National Emergency Management Organization and the National Meteorology Office advised evacuation because Belize was being threatened by a tsunami. It all started at around 8:51 p.m. on Tuesday when an earthquake of magnitude 7.6 shook the waters off the northern coast of Honduras, some 25 miles east of Honduras’ Great Swan Island. Local experts estimate that the epicenter of this quake took place about 303 miles east of Belize. All over Belize, along with sev-

eral of the nations close by, residents felt the tremors when their houses shook from the aftershocks that radiated outward for several hundred miles. Chief Meteorologist Catherine Cumberbatch told the press that about 6 minutes after the earthquake shook, the Pacific Tsunami Warning Center sent out messages to her that the quake had just happened, and that the coasts of Mexico, Belize and Honduras were all under threat of a tsunami which could hit the shores of these countries. Taking no chances with Belizean lives, Cumberbatch said that she immediately contacted the NEMO coordinator and NEMO Minister Edmond Castro to get word out to the Belizean population that coastal

Bizarre Brawl Results in Charges for UDP Chairman Monday, 08 January 2018 According to reports reaching the Belize Times, Bella Vista Village Council Chairman, Juan Carlos Martinez, was engaged in a brawl last Sunday which resulted in him being arrested and charged. Details are sketchy and up to news time we were unable to get more information from Police, but pictures clearly show Martinez (grey shirt) engaged in a fight which left at least one other villager injured. Unconfirmed reports are the event was the football finals in Bella Vista, and the alleged owner of Bella Vista FC, Chairman Martinez, was upset by the calls of the referee. As the pictures also show, the referee and other villagers came under attack. We were unable to confirm the charges brought against UDP Village Council Chairman Juan Carlos Martinez, but we are told that he was granted and was able to meet bail.

The radio stations and television stations all activated to allow the NEMO personnel and Cumberbatch to share all the information they knew about the earthquake and the threat of the tsunami that could possibly hit us. They advised that if it does hit, the swell of the surges and wave activity from the tsunami could be as high as 3 feet above the normal tide. Since, it was late in the night, the National Fire Service sounded the sirens on all their equipment in the coastal communities such Belize City to warn residents to evacuate and find higher ground. Since Belizeans are not used to the threat of a tsunami, like they are hurricanes, the warning caused panic, where vehicle owners in such communities began lining up at all the available gas stations. On the two major roadways, the George Price and the

07 7 Philip Goldson Highways, long lines of traffic were seen leaving Belize City. The majority of Belizeans were taking no chances with the treat of a natural disaster like this. The evacuations happened for almost 2 hours, until the all clear was declared for Belize. Chief Meteorologist Catherine Cumberbatch said, “At 10:52 p.m., the Pacific Tsunami Center issued its final bulletin stating that all threats were lifted from the two remaining countries…Belize and Honduras, and that …a tsunami …for those 2 countries, Belize and Honduras, was not possible again.” Though that forecast tsunami did not hit Belize, citizens were not the least bit complacent about the dangers of such a destructive but foreign force of nature. They could have simply ignored the authorities, but the majority of the citizens on the coast took some sort of measure, such as evacuating, or going into hurricane shelters that were opened up. The Chief Meteorologist has underscored that tsunamis are not like hurricanes which can be tracked and properly planned for over the course of days. In this instance, Belizeans had only hours, and they put that little time to the best use.

What the UDP is not telling you is that other cashiers employed at the time were also let go. In my view there was no full investigation and we were simply used as scapegoats. I must point out that I never faced any allegations of stealing. The fact that I was not permanent staff and branded a PUP made it much easier for me to be fired. I also want to point out that the letter provided to me at that time, stated clearly that after I was terminated I was paid my benefits due for my period of work. In a case of wrongdoing, as per the Labour Law, benefits are not paid to employees. I have sought legal advice on this nasty attack launched on me and WILL be seeking immediate legal recourse against those who have recklessly smeared my character and caused defamation. My campaign for Mayor of Corozal Town has been about CHANGE & PROGRESS – NOT to repeat the same kind of circus show the UDP has been running at Town Hall for the past 12 years! Unlike them – I want to see Corozal Town become a better, safer and progressive town than what we have today. In the article, reference is made to September 2008 when Vellos was a cashier at the Social Security Board, and it goes so far as to accuse Vellos of stealing money, just over $600, and being let go because of it. While the inference is typical UDP modus operandi, the article is without any factual basis, and does not mention that there was no investigation into any missing money, just three cashiers let go because monies were allegedly missing. RENE MONTERO’S EPIC FAIL! Wednesday, 10 January 2018 Since July of 2014, the branch mouth hammock bridge has been non-operational. There have been numerous requests by residents and Cayo Northeast area representative, Orlando Habet, pleading to the Ministry of Works to repair the bridge. However, Minister of Works Rene Montero has neglected the bridge over and over because according to him, the residents that traverse on the bridge on motorcycles and horses are the ones that destroyed the bridge. In 2016, Habet made requests consistently at the House of Representatives to repair the damaged bridge that had been almost destroyed due to Hurricane Earl. The Ministry of Works obtained funding from the Caribbean Development Bank to repair the Calla Creek and Branch Mouth cable bridges. The repairs commenced a year ago and at Friday’s sitting of the House of Representatives, Montero boasted that the bridges have been completed. However, there is a significant engineering design problem and contractor problem with the bridge. The construction of the cable bridges is an epic fail! Montero boasted of the construction and completion of the bridges stating that they were operational. Residents, however, reported that the bridge collapsed ONLY one day after completion. Information to the Belize Times is that well known UDP crony Luis Avella is the contractor. Habet explained to us about Montero’s epic fail: “Rene Montero was his usual self at the House of Representatives meeting and attacked me when I requested that the Government consider budgeting for the paving of the road between Bullet Tree Falls and Spanish Lookout. I requested that the Ministry of Works submit a budget line item for this much needed road. Note the budget presentation is three months from now. Montero then

As if the brazen incompetence is not enough, UDP Chairman Alberto August stated on social media “That’s in the Cayo Northeast constituency, right? Oh, how we wish you had someone in Cabinet when rural road works are discussed. Maybe next time.” His derogatory remarks to the people in Cayo Northeast explain the overall philosophy of the UDP. The UDP administration continues to demonstrate

their arrogance and they have mastered the art of forsaking the people who elected them to serve.

My team’s Campaign for CHANGE & PROGRESS in Corozal Town has been STRONG and we have opened EVERYONE’S EYES about the DISASTER and TOTAL FAILURE the UDP has been in our town. Desplome en Ventas Causa Cierre de Negocios y de Empleos dentro la Zona Libre de Belice Ciudad Belice: 11 de Enero 2018 Por: Omar Silva El alza del precio del dólar empieza a provocar un desplome en las ventas de los comercios establecidos en la Zona Libre de Belice, debido a que el poder adquisitivo de las familias, mientras que compradores potenciales han buscado otras opciones. En las últimas semanas el precio del dólar ha venido en aumento, que alcanzó los 19.01 pesos a la venta y, de continuar su tendencia a la alza, este se cotizará igual que el euro, es decir, por encima de los 20 pesos. El dólar se vendía ayer a 18.77 pesos. El incremento en la paridad con la moneda estadounidense, empieza afectar a algunos comerciantes que dependen del tipo de cambio para vender sus mercancías, como es el caso de los empresarios de la Zona Libre de Belice. La Zonas Libre Comercial de Corozal se estableció en 1994 para atraer inversiones extranjeras. La Ley de zonas francas es una de las leyes más avanzadas y modernas pero la falta de administración ha hecho de la zona un área regida por el crimen organizado y del contrabando. Las Autoridades de México y Guatemala ha señalado a la Zona Libre de Belice por el contrabando de Cigarrillos, vinos y otras mercaderías y se cree que

las autoridades dentro de la Zona no tienen control sobre lo que sale de la zona. Esta nueva tendencia copulado con la alza del dólar ha causado que los negocios dentro la zona vayan cerrando y que los empleos vayan disminuyendo. La semana de fin de año el empleo de más de 100 trabajadores de la zona libre incluyendo algunos de los Casinos Princess y Las Vegas fue terminada y ahora están sin trabajo. Desde el primer sexenio del 2016 la zona libre atraviesa dificultad por las complicaciones en sus transacciones bancarias, pues el Banco Central de Belice, perdió las corresponsalías de al menos tres bancos importantes en Estados Unidos de Norteamérica, entre ellos City Bank y Manhattan Chase, que manejaban las transacciones de los comerciantes con sus proveedores. Se

tuvo que recurrir a pequeños bancos establecidos en las islas del Caribe, para realizar transacciones menores. Las grandes cantidades de dinero en efectivo que se manejan en la zona libre motivaron a que el Departamento del Tesoro en Estados Unidos limite las operaciones, ya que desde 2013 Belice forma parte de la lista roja del Grupo de Acción financiera (GIFE) en América Central y el Caribe, por sospechas de lavado de dinero o evasión fiscal. Empresarios como Carlos Parra Jiménez, un empresario del lugar, indicó que están perdiendo ventas debido quelos precios en la “free zone” han sido inestables, ya que los comerciantes deben adaptarse a la fluctuación del peso. No hay de otra más que seguir hasta ver dónde va a parar esto y hay que

modificar los precios, porque con base a ello debemos surtir nuestras tiendas. Lo único que les queda es esperar que pare el deslizamiento del peso. Los Comerciantes dentro de la Zona dicen que el aumento del dólar solo genera un perjuicio para los empresarios del lugar, ya que las familias al ver los precios elevados se limitan a comprar, a pesar de la necesidad de los productos, ya que en su mayoría los visitantes acuden en busca de ropa para la familia y algunos artículos para el hogar. Los empresarios creen que este año será difícil, porque no esperan tener las ganancias como lo que obtuvieron en el 2015 por el precio del dólar americano, pues tanto la compra de las mercancías como su venta al público implican mayor costo. Asimismo, recordó que las fechas de mayor auge en la Zona Libre de Corozal, Belice ha sido de periodos vacacional, que es cuando los visitantes de otras entidades aprovechan a salir de compras. “Como todo los años hay ofertas para los visitantes, pero como te repito ante la situación que tenemos del dólar se modifican los precios y ya no podemos cotizar como antes, pero bueno, como siempre, nos tenemos que ir adaptando y ver cuando llega la estabilidad económica”, puntualizó.

Both squads posted big 4-0 wins against Tut Bay FC and Stars Academy in the semi-finals at MCC Garden on Saturday. In Game 1, FC Elite qualified as the No.1 seed with a 5-0 aggregate score as they added a 4-0 win to their 1-0 win over Stars Academy from the week before. In Game 1 Friday night, Valencia Y.W.A.M. Boyz salvaged a 2-2 draw out of a 0-2 deficit against the group leaders, Coast Guard. The tournament’s top striker Steven Martinez increased his tally to 14, when he scored the Coast Guard’s 1st goal in the 7th to lead 1-0 at the half. Arthur Garbutt had it 2-0 in the 55th minute. These Are the Things...

This week I could have written about Bullet. Everybody’s gotten in on the Bullet craze. Wouldn’t doubt some crazy entrepreneur could make money selling action figures of the guy with a purple condom on his head. The thing is, though, it’s not funny at all, particularly if the boy is…what’s the politically correct term these days? Mentally challenged? Even if that’s not it exactly, it has to be better than Bullet saying the youth was a ‘lee bit psychopathic.’ Anyway, if that thing went down the way it seems it did, Bullet is a sick freak. His story is ridiculous, with many more holes than could probably be found on his decrepit old body. That part about it being a PUP conspiracy against him – well, what can I say about that? All I will say is that I am happy, and proud, that Bullet decided a long time ago that he did not fit into the PUP family. I am so, so glad that he went to where he fits right in – the U.D.P. And as my idol, that famous philosopher Forrest Gump would say, that’s all I’m gonna say about that. Right now, Bullet is bigger than the Fareed Ahmad execution. Right now, Bullet is bigger than the $90M debt owed to the Belize Bank. Major elections are in less than two months, but nobody’s really talking about that. The fleecing of the P.U.C. coffers…will blow over like wah lee breeze. Barrow paying millions and millions to his brother’s law firm…so what? Who cares if Barrow is borrowing another $35M from Taiwan to throw into what seems like the bottomless pit of that old dinosaur, BTL. When I heard Patrick Faber say, in the House, that BTL’s internet service is comparable to any in the region or even the world, I wanted to spit in his face. What a stupid, ridiculous guy he is. I just received a release from the nation’s largest referral hospital, the KHMH, informing the public that only emergency surgeries will be done at that facility, effective immediately until the end of March 2018. Almost three months in which Belizeans will not be able to do elective surgeries there. And then somebody walked into my office and told me about a situation at the Northern Regional Hospital where the

doctor was performing a surgery the other day and the nurse had to stand over him and the patient with an umbrella because the roof in the operating theatre leaks terribly. I mean, these things are big. These are the stories that should be occupying the public conscious. Stories of people dying in our hospitals because the doctor operated on them drunk and he can’t be touched because he has political connections. Stories about health centers being inaugurated in places like San Narciso, but months and months after, the doors are still closed because there is no equipment inside. Stories about Belizeans unable to access even basic medication because there is none. And I’m not even touching the terrible condition of our public health facilities, from the largest to the smallest. This has nothing to do with politics. Under a UDP government or under a PUP government, these things should not happen. These things cannot be tolerated. But we are too divided to see. And we are too distracted by the inane and frivolous. Every single time there is a House meeting, we as Belizeans are subjected to the same useless shit. Serves absolutely no purpose. Between the heckling and the taunts and the insults and the ludicrous, there is almost zero constructive debate. I have seen members of the Opposition side of the gallery stand and respectfully make a case on behalf of their constituents, and it is met with jeers. It is never taken seriously. The most consequential matters are raised in that House of mis-representation, and once it is raised by the Opposition it will be ignored. That is a fact. We are governed, unfortunately, by stupid, politically blinded people. And that has to stop, no matter who wins the next election or the next or the next. On Friday, I listened in disbelief as Dean Barrow, in response to a comment by the representative for Caribbean Shores, made a derogatory statement about that representative’s mother. I lost all shred of respect I had for the baldhead a long time ago, but even for him, that was way past the mark. He is a disrespectful, hateful, arrogant fool. And in the UDP, it is a matter of Follow the Leader. The behaviour of Dean Barrow is the reason his Ministers feel like they can do what they want when they want. It is why political cronies and hangers-on feel like they can do what they want when they want. That day of reckoning. Oh, that day of reckoning. I await it with great glee, because I believe in karma. I believe, I believe.

By: Gilroy Usher Sr. Last week 7 News highlighted the terrible housing situation of Donna Arnold, a hardworking single mother with six children ages 4 months to 14 years near Cor. Central American Blvd. and Freedom St. in the Port Loyola Division of Belize City. The totally unacceptable housing situation of Miss Arnold underscores the urgent need for proper housing for marginalized Belizeans. Every politician in Port Loyola knows about Donna’s challenges with proper housing. We have all visited her home a number of times on the campaign trail, and for years she has campaigned for the Area Represent ative “Boots” Martinez and has pleaded with him in vain for a government house to replace her present structure. That is why Miss Arnold cried on Monday when the Area Rep “Boots” Martinez told 7 News that he was unaware of her housing problem. This single parent deserves credit for exposing the neglect of the Area Representative to the press instead of suffering quietly with her family any longer. Following the report of Miss Arnold’s unfortunate housing situation on the news, I visited the family and assisted them with some construction supplies, among other things. That is nothing new for me. I always reach out to the particular family and other deserving families in the area whenever I can. I cannot assist area residents as I would like to. As an unelected member of the Opposition I receive absolutely no funds from the government to assist the people of Port Loyola, not even a penny. The Area Representative has access to over $1 million yearly for that purpose. Over a week after the story on 7 News about Donna’s housing situation aired, neither the Area Rep “Boots” Martinez, Phillip Willoughby, who controls housing assistance in Belize City from NEMO, a representative from the Ministry of Human Development nor any of the UDP aspirants to represent the Area has visited the Arnold family to offer them the least assistance with proper housing. That is a new low in the country. Now not even a damming report of neglect of duty on the news spurs those highly paid government personnel to do their jobs. Like scores of other Belizeans in need of proper housing, instead of help all Donna has received from this administration year after year is an endless ‘push-round.’ The family home became ten times more unsuitable for living with the battering from the last hurricane; nevertheless, NEMO’s Belize City Branch concluded that Miss Arnold’s structure

did not suffer enough damage to qualify for a government house under its program. Imagine that? When the hardworking single mother with several small children sought housing relief directly from the Ministry of Housing, she was told that she would get such relief through the Southside Poverty Alleviation Project which is controlled by Minister Martinez. After waiting over a year, Donna’s assistance from that project is nil… nada. Most of the few homes built with that program have gone to political cronies who don’t need the structures and rent them to continue their hustling. Today as a result of my relentless effort, an NGO which deals with housing for families in really desperate need of such assistance is in the process of replacing the terrible structure of a marginalized family on Sanker St with one of their homes. Truth be told, this NGO is putting the government to shame when it comes to building proper homes for needy families, especially those headed by hardworking single mothers. This administration spent almost $40 million to build a basketball stadium on Central American Blvd in Belize City. It gave away $70 million in bogus land compensation and in the blink of an eye it paid Ashcroft more than $550 million for BTL which is more than $450 million more than the company was worth when it was taken away from the British billionaire in Barrow’s first term as PM. Nevertheless, this same administration refuses to spend even a quarter of the millions it has spent on one basketball stadium to replace the terrible structures marginalized Belizeans are living in with proper homes. How can these supposedly loving men and women in Cabinet justify no housing for the poor?

TWENTY SEVENTEEN REFLECTION… My, how time flies! We are already in Twenty Eighteen. I am happy to continue my jottings under the by-line “My Perspective,” and of course I seize the opportunity to wish readers all the very best for this new year. One of the most difficult times for me last year professionally was the disappearance of my client, Pamela Lino. I last saw her at around midday on April 29, 2017. She had only just hired me the week before, and I was hopeful that I could have worked for her successfully in the personal matters that she was dealing with at the time. It was of course a shock when a few days later she had gone missing, never to be found. I can only imagine the shock and grief of her family and close friends, not to mention her many students at Belmopan Baptist High School where she was obviously loved and respected very much. We learned on the morning of May 2, 2017 that her vehicle had been found burnt at around Mile 22 on the George Price Highway, and that suspected human remains were found therein. Ms. Lino was a diminutive lady, but she struck me as a person of much strength of character. Upon her disappearance I immediately did all that was within my power to assist the Police in their investigations. With the help of some friends and with what I shared with the lead investigator we were able to discover quite a bit of information. Two persons were detained, but with no one wanting to speak on record, those persons had to be released. I have no doubt at all in my mind that Ms. Lino was murdered. And the Police had a fairly good idea of who were possibly involved. I was greatly saddened and disappointed that the Police were not able to charge anyone. I believe that there could have been a conspiracy in Ms. Lino's killing, but the Police have few resources, and they are completely overwhelmed when it comes to cracking cases and solving the many murders that took place last year. I did give an interview to journalist Isani Cayetano about the Lino

matter, but I was naturally not at liberty to say much to the media. I did appeal to persons to come forward to the Police so that they could make an arrest, but our people are so scared that they clam up. They will not make recorded statements due to fear of the criminals, who are getting bolder and bolder. There are murderers running around because persons who heard or saw something will not speak. And it took until December, a full eight months, for results of DNA testing to show that the remains were indeed those of Ms. Lino. Last year we tied the record for murders in one year at one hundred and forty-five. How many of these will be solved? Lawlessness and impunity seem to be ruling the day, so that this crime scourge is extremely serious, and the authorities must do more. I do not even hear government officials and ministers talking about it, let alone coming up with new strategies to fighting crime and violence. I was reading news from Jamaica, and five persons per day are killed there. With a population of 2.7 million people there were 1360 murders up to October 2017. And like Belize, the conviction rate is extremely poor. We, like Jamaica, need very strong leadership if we are to properly address crime and violence. Government needs to lead new initiatives and to mobilize the public and private sectors. There could be a forum of strong public and private leaders to suggest to Government how to help the Police and strengthen their capacity, since the Crimes Investigation Branch does not presently have the human and financial resources to respond adequately to all the killings. And that is only on the side of responding after the crimes have been committed. We need to look at prevention as well. Thus my 2017 reflection is to not only lament the killing of Ms. Lino, but also to say that we just have to do more about the murder rate and the entire violence and crime situation. There have already been two murders for 2018. We have to get serious.

It was an amazing feeling of accomplishment recently, being able to work with the Student Government of Muffles High School to pave the road within the school compound. They provided the materials, and we provided the labour free of cost. That is what I call real partnership with the community, and it is something that has been a big part of the work of the Council for some time now. This particular project was especially pleasing to me, because Muffles High School is regarded as one of the premier educational institutions in the north, and perhaps in the country. But more than only academically, the administration, Student Government and student body have demonstrated a civic pride which is admirable. In Orange Walk, we are blessed with individuals, businesses and institutions which are fully invested in our community, and because they have confidence in us, they are willing to get involved and lend support at all times. I am pleased to say, too, that the Council continues with its work program which I can say confidently has been the most successful in the country, and that is due to the same partnership with our community and a common desire to make Orange Walk the best municipality in the country. Three more streets are in the process of being paved, bringing the total number of streets paved to sixty. A few days ago, South Main Street was being prepared for paving, followed by Bliss Drive, then the final portion of San Francisco Street which links Progress Street and Otro Benque Road. These are major streets which when paved will benefit our residents, as well as businesses in the area. Additionally, it will help the flow of traffic and enhance the safety of all who use those streets. We are in an election season, and it is no surprise when we hear the attacks from the United Democratic Party. Those attacks started even from last year, and they have not relented. But early on I made the decision that I would not sink to the level

of the UDP because the people in this community are not blind or stupid. On one level, the people can see the work that has been done in the community, from the very basic sanitation services and garbage collection to major road works. Nobody can dispute the work – except those who are deliberately blinded by petty politics. And the people know that we have been able to do all this because we have the support of this community. All this, we have done without any assistance from Central Government. They turned their backs on us because they wanted to punish the people for voting PUP. But they underestimated the power and resolve of the people of Orange Walk. They didn’t take into account the commitment and determination of your PUP Team at the Council. On another level, the people of Orange Walk appreciate knowing that their monies are being spent responsibly, and with transparency. Years ago, when I became Mayor of this town I resolved that the people would have all access to our financial records and would know how their monies are being used. Before that, we had gone for too long not knowing what the Council was doing with money paid in. That is no longer the case. I am proud to say that this Council has been one of the most transparent and accessible on record. And that will not change while I am here. And finally, the people know what happened before we took office. Our streets and drains were in terrible condition. Garbage collection was a mess. Monies were coming into the Council but nobody – except those spending it – knew what it was being spent on. The people know what was happening. And they also know that they are now being told by the UDP that they should ignore the work that has been done, ignore the responsible manner in which the OWTC has been run, ignore the integrity which has been brought back to that office and vote for the UDP. I have full confidence in my people. On March 7th, I ask you to vote for our team once again so that the work continues.

As Belizeans across the jewel prepare to go to the polls for the upcoming Municipal Elections in March, it is important to note that we are heading to the polls with a tainted list. Our voters list is comprised of illegal voters and many unexplainable cases of voter fraud. The UDP led government has chosen to put off re-registration year after year and as a result the integrity of elections are questionable at best. The real question is - if we could find millions of dollars to squander on projects that don’t benefit the Belizean population, why can’t we find the necessary funds to solidify our democratic integrity and preserve our right to vote? As the last day to register in

order to vote for the municipal elections passed us by, much evidence of the rigging of the list has surfaced. Most recently here in Cayo North, many voters who just reached the legal age to vote and as a result sought to register were amazed at the fact that their names already pop up as registered voters. What this highlights is the fact that the UDP has been using false identities and registered voters across the country in order to gain votes in elections of all sorts. Perhaps the most alarming part of this entire trend is that these illegal voters will have a say if we are to go to the ICJ in regards to the Belize/Guatemala dispute. We cannot allow ourselves to go into another election with a dirty list, led by a dirty and corrupt government. It is evident why they have chosen to forgo the re registration process year after year. While Dean Barrow has pledged that 2018 is the year of re-registration, is his word truly honourable? Can we trust him and any of his minions? If this man blatantly disregards an order of the highest Court in the land, will he keep his word to the Belizean people? The obvious answer is no, and let us remember this tainted list benefits King Dean and the UDP, while the country suffers.

THE POWER OF 18 2018 is a year of renewed hope to get things done better. As it ought to be, it is one that should cause each and every individual across the length and breadth of this beautiful country to pause and reflect on how the last year was for them individually and for the country. It is a time for honest reflection. The last year was not a good year for Belize. It was a year of one of the highest number of violent crimes recorded, a year of increasing scandals of corruption and mismanagement in public office, a year of continued violence against women, a year of political leaders acting with impunity, a year of bloated infrastructural projects and rank incompetence by government officials. It was a year in which the government celebrated cement streets while its citizenry remained impoverished. It was a year in which the Police Department could not be trusted and a year in which their actions have been critically challenged on multiple occasions. It was a year in which the highest Court of the land scolded the government for not honoring its debt and has instructed them to pay the debt it created. It was the year that the UDP government publicly stated it does not care about the ruling of the CCJ and the debt could continue to rise - it doesn’t bother them. It was a year that true colours of government nepotism, arrogance, deceit, blatant hypocrisy and in your face betrayal were on full display by Prime Minister Barrow and his UDP government. It was a year that the UDP government continued to disrespect all Belizeans in the way they have sloppily handled the Guatemala unfounded claim over Belize. Despite it all, however, it was also a year of some hope from the actions of individual Belizeans and the conviction of Belizeans on a whole that we can do better and be better. The year showed many more Belizeans asking questions and demanding answers. It was the year that the people of Belize caused the government to commit to no offshore oil drilling in Belize. It was the year that so many individual Belizeans committed to conservation, to human rights, to social justice, to taking care of the poor, the sick, the young, and the needy raised funds, awareness and a sense of community without glitter and without applause but got it done. In so doing, many lives were positively impacted by ordinary Belizeans who took to their feet and made a difference. It was a year where the media has been unrelenting in uncovering the truth and in bringing the facts to light no matter where it leads. This was done in spite of the power of men who hold the most powerful ministries of government and

who have done very little to positively impact health care, housing, poverty alleviation, education, or jobs in a fair, transparent and meaningful way. With these sparks of hope, 2018 can be the year where change to do things differently can start. It can be the year that leadership by men can be seriously challenged. At a recent award ceremony held in the United States, the well-known celebrity Oprah Winfrey stated “for too long, women have not been heard or believed if they dare speak the truth to the power of those men. But their time is up.” In Belize, we have an opportunity to say “we too think their time should be up.” It is a journey and always a much more difficult one for women to take but that glimmer of hope has also started and it’s across political lines. Both major political parties have women candidates on their municipal slates. Their time is now. The Minister of Works said that the Hammock Bridge in Calla Creek, Cayo West Constituency, had been completed and is operational. Well, here you have a failed construction of a bridge. Unknown/undeclared thousands of dollars were paid for this bridge that was poorly constructed. Once again, the people get robbed of their hard-earned taxes by this inept and corrupt UDP government. The Cayo West Constituency has been neglected for a long time by its current Area Representative. Cayo West is not getting the transformation it deserves and progress is slow if not stalled. We need to change this Area Representative and put a team of real people who are ready to work and lead us into a future full of opportunity and real progress. OUT ADULT DAYCARE IN BENQUE FOR RENT “Change will not come if we wait for some other person or some other time. We are the ones we’ve been waiting for. We are the change that we seek” — Barack Obama —

The Adult Daycare in Benque Viejo Town was inaugurated on March 1st, 2012 in the neighborhood of Hills of Promise. Since its inauguration it remains closed to the public. Currently government offices like the Department of Youth Services, Elections & Boundaries and SEBI, rent privates houses, and this new government building is abandoned. It is the duty and obligation of the Town Council and Area Representative to clarify why this facility remains closed since its inauguration. Where is the budget assigned to this project? The current Area Representative likes to boast about his accomplishments. And he succeeds in blinding the eyes of his followers, not because he is a real leader willing to deal with the great problems of the people in the West, but because he has mastered the system of dependency. He forgot that his duty is to be the political and economic manager who cares about the interests of his constituents. He forgot his roots. He left his town. Unfortunately, in Belize,

our current UDP leaders don’t seem to have any willingness to be ethical. They are not intellectually prepared and seem to lack knowledge of economics, politics and our Constitution. They either don’t know or don’t care. UDP leaders have demonstrated that they are only seeking their personal benefits. They use politics for their own interests and for the greater glory of their cronies. They put their own wellbeing before the wellbeing of the people. Our UDP leaders’ abundance of corruption has generated in many people an attitude of coldness and apathy about politics. Some have even given up! They have relegated themselves to be observers instead of joining in the fight for a better Belize. The majority of our people are tired of corruption. We can’t just sit by and do nothing. We can’t continue to allow ourselves to be victims of oppression. Our people have the right to know if our tax money is being properly spent. The UDP has lost our trust. If we continue to vote for those who have had access to resources and done nothing to improve our country, we will never see progress. Temporary jobs or handouts from someone who holds office and runs millions of taxpayers’ dollars is not assistance. It is simply a culture of dependency and we will never move forward that way. On March 7th, 2018, this is one of the first things we must consider. Let’s remember that if we don’t try something different, we cannot expect different results. Enough is enough! If they can't do what is required of them, then step aside. The PUP led by John Briceño has an action plan that will put in place a Belize that works for ALL of us! Mr. Price always believed ours was a work in progress; he led a revolution that is at its core peaceful, always constructive, progressive and uniquely Belizean. These values remain true today and form a part of our PUP Creed. We are committed to the protection of our territorial sovereignty. We cannot, and will not risk even an inch of our beloved country, from the Rio Hondo to the Sarstoon. And we are committed to an accessible, fair and independent justice system and the rule of law in Belize. The PUP will always seek to achieve social, economic and environmental justice. It is a commitment to the socio-economic improvement of all Belizeans. Our plan is to rid Belize of poverty. To the PUP, poverty is an ugly scar on our nation’s collective conscience, and no amount of cosmetic surgery can paste over the suffering of close to half of our people, most of them women and children, who live on less than ten dollars per day. This is not only a task for governments. We all have a stake in this enterprise, but government must LEAD and bold leaders must show that they truly care. For us the task ahead is clear - to build a Belize that works for everyone, so that every Belizean should come to expect five things. This vision, this determination, has created what we call our BELIZEAN BILL OF RIGHTS. FIRST - Every Belizean should have access to a piece of land. With land we immediately create opportunities for upliftment and personal growth. SECOND - Every Belizean should be able to own a decent home. The 17th Century Jurist and politician Edward Coke in speaking on human rights said: “A man’s home is his castle.” Every Belizean in 2017 should expect such an entitlement whether they live on Bocotora Street or on Seashore Drive. THIRD - Every Belizean should be given the chance to go to school from pre-school to junior college. We have to make education free from pre-kinder to Junior College. If we will give our young people a chance at success, it must start with a good education. FOURTH – Accessibility to quality basic health care is critical, which means every Belizean should be enrolled in the National Health Insurance Program. If we can invest 42 million dollars in a basketball stadium, then we should be able to provide basic health services to all. FIFTH and most important, the driving force behind it all is JOBS - good jobs that can lead to meaningful careers; jobs that will give Belizeans a chance for personal growth and prosperity and provide a hand up for those at the very bottom of the economic ladder. If we do these things, if we create a fair and just society, if we build on these principles we will then be able to change people’s lives and together we will rid our shores of the scourge that is poverty.

REAL Good Governance Reform! Changing the Status Quo For the People’s United Party to restore the people’s confidence in any government after three terms of an abusive, corrupt and incompetent UDP, it must be serious about good governance reform. The Barrow administration has been the worst in history, allowing no REAL oversight and giving UDP Ministers powers which led to gross irregularities and abuses of process and people. The new People’s United Party government will do things differently. We will give power back to the people of the country who will elect us to represent them. We WILL: PUT POLITICS AND MINISTERIAL POWER IN THEIR PROPER PLACES: We will immediately strengthen the Integrity Commission, providing the necessary funds for its Secretariat to fulfil its important legal, auditing and investigative roles free from any undue political influence. Monitor the conduct and performance of Government Ministers and all elected officials in public life to ensure their “honourable” exercise of duties and responsibilities, and to prevent any behavior that can bring disrepute and shame to our nation, to our government and/or to our Party. Such embarrassing behavior will lead to their immediate expulsion from the Cabinet. If a Minister is found breaking the law he/she will be subjected to the legal process and will face the consequences like any other person, including jail time. The rule of law means nothing if the laws do not apply equally to all. We will limit the subjective authority of Ministers by removing the discretionary powers and reducing the need for letters from Ministers for everything. Presently, letters from Ministers are needed for recruitment to the Police and the Belize Defense Force, a hitherto unheard of thing. Public officers will be made to do their job, without fear or favour, and punishment will be swift for incompetence and/or corruption. WE WILL: STRENGTHEN CHECKS AND BALANCES: We will reconstitute the Public Accounts Committee for the effective participation of the Social Partners in the Senate so as to ensure its proper role in overseeing the sound and prudent management of public revenues and expenditures approved in the Budget. We will strengthen the capacities, allocate the appropriate resources and ensure the autonomy of the offices of the Auditor General, the Contractor General, the Ombudsman, and the Integrity Commission to better fulfil their technical mandates and provide the appropriate support to the oversight responsibilities of the Public Accounts Committee and other oversight committees. WE WILL ENABLE: An EMPOWERED LEGISLATURE: The PUP will improve legislative governance by providing greater oversight by the National Assembly with respect to the work of the House Committees. We WILL establish Standing Senate Committees that will have the authority to conduct inquiries into any and all matters with a view to advancing the cause of nation-building. WE WILL RESTORE: EFFECTIVE AND EFFICIENT PUBLIC SERVICE: We will take immediate steps to restore the autonomy of the Public Service (establish clear boundaries between the political directorate and the public service) and Public Service Commission to re-establish integrity and impartiality in the recruiting, training, evaluating and disciplining processes, and

We will introduce the necessary legislation with appropriate measures to protect whistle blowers and witnesses involved in corruption cases and to increase the penalties for acts of corruption and public authority abuses. The PUP will revert to having Permanent Secretaries (Senior Career Public Officers) as the accounting officers of the specific Ministry/ Ministries. WE WILL CREATE A: SEPARATION OF POWERS: All Judges and Magistrates of the Court will be employed with security of tenure. The PUP will establish sound systems and good practices for recruitment of all officers of the Court and will hold them responsible for the efficient administration of justice and to ensure the separation of powers of the state as clearly stipulated in the Constitution: Cease and desist from the public badgering and coercing of the judiciary by the Prime Minister and the Cabinet The Director of Public Prosecution will also be given security of tenure and the Department of Public Prosecution will be given the necessary resources to ensure that it complements the work of the Police to increase the rate of successful prosecution, particularly in murder cases WE WILL DELIVER: ELECTION REFORM: Within the first year of office we will present legislation to regulate campaign spending. We will also propose and enact legislation to limit campaigning up to the day before elections. On Election Day all campaigning, paraphernalia, advertising etc. will not be allowed as it is done in other Caribbean countries. We will insist, by any means necessary, that the UDP Government comply with the rule of law and conduct nationwide re-registration in 2017. The recent findings of 700 pages of unadulterated corruption in the Immigration Department lay bare for all to see the untold numbers of foreigners who received Belizean nationality by fraudulent means with the consequence being that these new fraudsters can and do vote in municipal and general elections, deciding for Belizeans who should be their government. Implement a fixed date for general elections similar to that of municipal elections Implement a transparent redistricting exercise, free from any appearance of political manipulation, with the goal being a fair representation of the public Introduce campaign financing legislation Introduce an independent Elections & Boundaries Commission that shall be free from political interference with a Chairman who is appointed in a similar fashion as the DPP and Auditor-General, so he or she can be autonomous and free from the perception of governmental control. I, John Briceño, as head of the next Government along with my Cabinet and together with the National Legislature, pledge to lead this transformation, motivated by the will of the people. In this noble path, we are guided by the philosophy of our Founding Father, the Right Hon. BACKGROUND The Government of Belize (GoB) with funding from the Inter-American Development Bank (IDB), proposes to implement a five year project to improve solid waste management practices in the Northern and Southern Corridors (Corozal, Orange Walk, Belmopan, Dangriga, Placencia and Punta Gorda) that will support the goals of environmental protection, natural resource conservation, and protection of public health, safety and welfare. The projectA.) will also contribute to enhancing the image of Belize in the eco-tourism market and strengthen the Belize Solid Waste Management Authority (BSWaMA) as the entity responsible for BACKGROUND improving solid waste management in the country.

Good command of the English Language and the ability to speak Creole is a must. Knowledge of the Spanish language will be an asset. E.) TERMS OF ENGAGEMENT The successful candidate will be employed on a part time [3 days per week] contractual basis. The initial contract period shall be one (1) year, and can be extended by mutual agreement in accordance with prevailing Belize legislation as well as results of her/his performance appraisal. The Consultant shall be paid a monthly salary for the duration of the contract .In respect of visits to the transfer station sites, mileage will be paid based on prevailing GoB rates of BZ$1.30 per mile. But at CES 2018, the company showed off a concept that has little to do with selling cars, and more to do with selling sneakers, delivering Italian food, or setting you up in a mobile hotel room. No, the folks at Toyota haven’t collectively lost their minds, instead the move is part of the company’s all-new e-Palette concept vehicle and Global Mobility Services Platform. Essentially, Toyota and a handful of partners are working on self-driving vehicles that can deliver retail experiences directly to your location. So instead of leaving your house to go to the store, or waiting a whole two agonizing days for Amazon to deliver your package, an e-Palette vehicle can show up at your front door, or wherever you summon it using an app, and provide you with a mobile shopping store, restaurant or even a hotel. Toyota isn’t going it alone, though. The company has created an e-Palette Alliance and some big names, including Amazon (AMZN), DiDi, Mazda (MZDAY), Pizza Hut and Uber, have already signed on to help with the development of the software and hardware needed to get such an audacious plan up and running. The e-Palette vehicle will measure between 13 feet and 23 feet long, depending on the model being used, and will have a completely customizable interior. Toyota says that partner companies will be able to use their own self-driving vehicle software rather than use Toyota’s if they prefer. Giant bat: Remains of extinct burrowing bat found in New Zealand

The fossilised remains of a giant burrowing bat that lived in New Zealand millions of years ago have been found on the country's South Island. The teeth and bones of the extinct bat were found to be three times the size of an average modern bat. The bat, which weighed

around 40g (1.41oz), not only flew but also scurried about on all fours looking for food. The remains were recovered from ancient sediments near the town of St Bathans. A team of international scientists made the discover y over the course of 15 years. Their findings were published in the Scientific
