Minister of

National Disgrace Thursday, 23 January 2020 PUP leader John BriceĂąo was on point today when he stated that Minister of National Security John Saldivar could more properly be named the Minister of National Disgrace. Everybody and their granny knows that when US prosecutors made reference to UDP Ministers who allegedly received monies from Lev Dermen on a regular basis, it was likely that Saldivar was one of them. We all remember those days when accused fraudster Lev Dermen used to shuttle John and Dougie and Jason Neal around on his private jet. We remember pictures of the trio in speedos (God save our eyes) in the Beverly Hills Hotel pool, courtesy of Dermen. And now the evidence is mounting, and there is nothing that can save Saldivar.

THE BELIZE TIMES

Minister of National Disgrace Continued from page 1 According to the court documents, the US government wants to introduce text messages between Jacob Kingston, acting on Lev Dermen’s behalf, and John Saldivar. The government plans to use those texts to assist their case that Dermen was a major fraudster and belongs in jail. It doesn’t take a rocket scientist to understand that if the texts between Kingston and Saldivar were innocent, they would hardly be introduced as evidence to prove Dermen’s guilt. Prime Minister Dean Barrow, who only days ago promised to go find his rusty old, long lost two-sided machete if any names were called, has backed down from that position, to no one’s surprise. In a release issued today, he says he can’t act until there is proven evidence that Saldivar received that money. The entire country knows Barrow well by now. If he saw a picture of Saldivar and Dermen with a bag of cash between them, he would find some way to explain it, in his own convoluted Barrow-speak. Saldivar will never be able to explain his way out of the mess of his own making. He has certainly not been able to explain his close ties to William Danny Mason, the man who was convicted of the slaughter of Pastor Llewellyn Lucas. Saldivar was Mason’s best friend, business partner and confidante, and while his position protected him during the investigation into Lucas’ death, there are

many who still believe that there is much more to that case than what has been revealed so far. If it were not even his questionable dealings with conmen and accused fraudsters, and his questionable activities with those persons, the fact is that he has failed miserably as Minister of National Security. Under his watch, more drug planes have landed than ever before in this country. Just this week, another plane landed, and once again, the drugs are nowhere to be found. There is credible evidence that the Police knew exactly where the plane would land, based on information given to them, and yet they dropped the ball. Under Saldivar’s watch, murders reached a record high in this country and have been high every single year. The country is gripped by fear, people murdered on the streets, in their businesses, in their homes, and Saldivar can do or say nothing. These days he is travelling all over the country trying to convince people that he has the plan and the vision to be leader of the UDP – but in the past twelve years he has done absolutely nothing. The people have seen, and the people have judged. If John Saldivar does make it to convention, by some sleight of hand, he will fall shortly after. The PUP will win the next general election, whenever it is called, and Saldivar will finally understand the meaning of real justice. His days are numbered.

BELIZE BORDERS BREACHED Five days after Belize reportedly secured a plan to get a RADAR which will finally place Belize on the aeronautics map in Central America, another plane has breached our border. It was spotted by most of Northern Belize late Tuesday into early Wednesday. In the wee hours of a cold Wednesday morning Belizean authorities repeated their performance of the past few years—the plane becomes a suspect since they find nothing except a plane, as in this case, or its pieces or the ashes. The commissioner remarked to the media the following day that information was that a plane was coming from Venezuela. He continued that the plane was heading into Mexico but had to turn back since Mexico was on the alert. Did the commissioner mean that Belize was not alert and thus the plane came here? The plane then conveniently picked a newly prepared landing spot which was accessible to their people on the ground waiting to empty the plane swiftly. This terrain close to the border of the Orange Walk and Belize District was though difficult for his police officers. So, if the plane was headed to Mexico, they surely had a plan B which this time was not close to Blue Creek but to Shipyard. As to the Belize RADAR, we should be on the Central America RADAR map when we get the RADAR installed later this year. Hopefully before 2022 as first said. Belizeans need the RADAR today; the narcoplanes are not waiting. Planes breaching our borders into our skies do not make us safer. The planes and the UDP must go.

PUP Congratulates New NAVCO President & Executive The National Association of Village Councils (NAVCO) held its Annual General Meeting (AGM) on Saturday, January 18, 2020 at the George Price Center in Belmopan. The purpose of this meeting was to elect a new President and National Executive to conduct its affairs for the next three years. After elections by way of secret ballots, Mr. Javier Sabido defeated Mr. Francis Arzu by a margin of 37 votes to 30. There were 2 spoilt ballots. The Members of the newly elected NAVCO Executive are as follows: President Javier Sabido Vice President Orlando Augustine Secretary Esperanza Arriaza Assistant Secretary Luis Tun Treasurer Jervis Banner Vice Treasurer Victor Juarez Party Leader John Briceño, Party Chairman Henry Usher and the entire National Executive of the People’s United Party extend its congratulations to President Sabido and his newly elected NAVCO Executive. The Party is confident that with the election of this new Executive, the work of restoring respect and greater autonomy to our rural communities will commence.

UDP FLEECING OUR YOUTH

The Belize Youth Movement (BYM), an organization representing the interest of young persons in Belize, is outraged at the latest scandal involving the fleecing of public funds at the National Sports Council by ex-Ministers and cronies of this corrupt UDP government. In a single year, close to one million dollars was fraudulently siphoned from our young athletes by a few select individuals. As youths, sports is used as an opportunity to propel us as individuals and as a country. Historically, we have seen our country perform poorly in international sporting events because our athletes are grossly under-funded and little to no importance is placed on the development of our young athletes. The recent strides in sports are thanks to the efforts of key individuals as well as our local sporting organizations. The recent Auditor General’s report revealed that when athletes were supposed to be given approximately $50 stipend per week when they travelled abroad, individuals such as Ivan Ayuso stole over $400k from them. The BYM is calling for those involved in these scandalous and corrupt acts of enriching themselves at the expense of the peo-

ple’s taxes, to be dealt with swiftly and with the fullest extent of the law. The time for chatter has ended; if we are serious about change, we must demand it from those we elect. Finally, we demand that criminal charges be brought upon those whose names have been called in the Auditor General’s report. They must be held accountable.

Pandora’s Box

olitically Exposed Persons (PEPs) are classified as those people who are current or former government officials and may include heads of state, individuals working in the executive, administrative, legislative, military or judicial branches in elected or appointed positions. It also includes senior officials of political parties and their immediate families including their spouses, parents, siblings, children, and spouses’ parents and spouses’ siblings. It includes individuals serving in senior executive roles such as chairpersons, directors, board members and senior executives in government-owned commercial enterprises or international organizations. This classification is based on the guidance issued from the Financial Task Force (FATF) who defines a PEP as an “individual with a high profile political role, or who has been entrusted with a prominent public function. PEPs represent a higher risk for financial institutions because they are more likely to become involved in financial crimes like money laundering or the financing of terrorism than other clients. Institutions conduct on-going monitoring on the accounts and business dealings with PEPs to ensure that there is nothing to indicate criminal behavior. Currently all commercial banks require the full disclosure of the origins of the monies deposited in accounts over ten thousand dollars and in the case of PEPs, deposits in any amount may randomly be questioned and sources of funds must be declared to the Central Bank. Insurance companies have recently begun to require disclosure of sources of funds in order to insure homes and vehicles from PEPs. Recent allegations of financial wrongdoing revealed in the Auditor General’s report cite that close to half a million dollars have been misappropriated and syphoned from the National Sports Council. The backlash has caused the recall of Herman Longsworth from his post of Counsel General in New York. Longsworth was previously Minister of State in the Ministry of Sports. Other more serious allegations are that Ministers of this Government of Belize (GOB) were guilty of receiving twenty five thousand US dollars monthly paid as bribes. The big question, is how bank transfers were and deposits made for these substantial quantities without triggering investigations from the Central Bank of Belize or the Financial Intelligence Unit (FIU). These Politically Exposed Persons were allowed to amass fortunes in cash and properties without hindrance or encumbrances. The Normal Belizean, the peasants, heck…even the tacos lady on the corner must pay their fair share of General Sales Tax (GST), business tax and income tax. The abovementioned $25,000 US monthly income was clearly not disclosed, its provenance unknown. There are clearly two violations which must be investigated, the first has to do with the sources of the income. If the source is illegal then there must be charges of money laundering. A second investigation has to do with taxes and tax evasion. There are urban legends that tell of a simple pool table repairman who uses his socks to store money and of the poor humble fisherman who can now afford to jet set around the world. These horror tales tell of the policeman who now owns a gas station, and radio station or how about that shady agriculture extension officer who once stole piglets to make ends meet but can now declare over $3M in assets before the Integrity Commission. There are stories of an ex minister and his family who own an entire village. There needs to be an urgent investigation by the Tax Office on the sources of the income used to purchase these assets, and efforts must be made that all outstanding taxes be paid to Belize. Last week we were offered a box of chocolates, and sure there were bound to be one or two full of nuts. This week, it seems we had another box, Pandora’s Box flew open and the evil contents are laid bare. It might be that FIU and Central Bank are again remiss in their duties of oversight in these matters. The Tax authorities are newly organized and equipped following another loan worth millions on the backs of tax payers. Therefore, they must tackle in earnest the task of ensuring that every Belizean regardless of socio-economic standing or high political profile must pay their due taxes. We must demand no less. It is said that the only thing left in Pandora’s Box is hope. We must cling in these dark times, to the hope that things will change for the better soon. #VOTEPUP

No debemos exigir menos. Se dice que lo único que queda en la Caja de Pandora es la esperanza. Debemos aferrarnos a estos tiempos oscuros a la esperanza del que las cosas cambiaran para bien pronto. #VOTEPUP

THE BELIZE TIMES

BELLY of the

BEAST

Tick Tock For a second there this afternoon, there was a distinct smell of roasting Belmopan hog, but in a move reminiscent of his younger days, bad back Barrow jumped to the rescue. Saldivar has now been named in court documents referring to texts between Jacob Kingston and him. Yeah we know the PM said that once there are names he would go look for his rusty old two-sided machete, but who believes that old shyster anyway? See, the thing is that any and everybody with any sense knows that the prosecution in the Lev Dermen case wouldn’t be introducing texts which are innocent as evidence. Say, for example, Lev was trying a Mason move and trying to get into Saldivar’s boxers, that wouldn’t exactly constitute damning evidence, right? So Barrow can bob and weave for as long as his failing health and stamina allow, and Saldivar can sweat himself into a greasy mess. The fact is that the evidence will come to light, and the UDP is done, done, done. Big Pimping The guys at the Belize Times decided to take it easy on porky pig this week. We know the fellow has been under a lot of stress, and it’s not exactly like he’s fit as a fiddle. We’re happy to note that he is managing to fit in some recreational breaks though. This week he was spotted way at the back of a Chinese establishment in Belize City, enjoying some quality time with a friend. And we don’t mean Yellow Man, standing guard at the door. We won’t post any pics, because we support this type of recreation, much more than we do those late night boxers’ sessions at Mason’s mansion. In fact, we almost joined him but it seemed right at that moment that three would be a crowd. We got your back buddy. Bogus Barrow At this point, we find it amazing that Dean Barrow can still, in this stage of his administration, claim that he has been strong on corruption, and has punished Ministers whenever there has been evidence of corruption. That fool must be loopy in the head. Look at the latest thing with former UDP Minister of State Herman Longsworth. Barrow had the Auditor-General’s report on his desk since October, and did nothing. He knew that the audit had revealed that Longsworth had diverted public monies into his private account, and into the Albert Constituency account. He knew. And when it finally came to light, just this past week, he acted all prissy and prim and proper and pretended to fire Herman Longsworth. Total bullshit. We’d love to have been in that meeting between Longsworth and the PM. We’re totally sure that Longsworth got a great exit package. That’s how it’s done in the UDP. When Penner sold Belizean citizenship to Wonhong Kim for some dirty money, Barrow postured and pontificated and fired Penner, who somehow ended up with prime property in Turneffe and Mountain Pine Ridge – like a lot of prime property. So when it comes to Barrow, just don’t listen to the words that are coming out his mouth. Just don’t. $5000 Faber Our friend Patsy has also been accused in the Auditor-General’s report of getting his sticky little fingers on some money which should have gone into a Collet school program. Patrick Henry says he handed patsy cash. Patsy says hell no bro. Ain’t me. We’ll wait to see how this one turns out. Did we mention that the UDP is done done done?

QUESTIONS TO THE MINISTERS

1. Now that the Prime Minister is aware that John Saldivar is the name that appears in the matter with Lev Dermen where Dermen is claiming to have made payments of US$25,000 monthly to a Government Minister, will the Prime Minister now act swiftly and ask Saldivar to leave the Cabinet? 2. Will the Prime Minister say if he will take Kareem Musa’s advice and call the US to get all the information on the Lev Dermen case so he can have all the information about the members of his government who were involved in dealings with Lev Dermen? 3. Will the Attorney General say if, like the Prime Minister, he will keep telling the Belizean people that there is a difference between legal guilt and factual guilt? 4. Will the Prime Minister please tell the Belizean people when he will call for a full audit of the Belize Consulate in New York? 5. Will the Prime Minister recall the statement by former Prime Minister Said Musa who once told him: “no watch me, watch yu self.”

PUP Sound Bites

2020 11

Meeting of the House of Representatives on January 17, 2020 Orange Walk Central, Party Leader Hon. John Briceño:

“No one is being held accountable for anything. So now the chickens are coming home to roost. The Belizean people are now demanding more than just words, they want more than just promises, and they want action.” Lev Dermen and Ministers “What Belizeans want to know is the massive corruption that was and could possibly still be happening in the Department of Immigration. Belizeans want to know about the kinds of associations that U.D.P. ministers have been or are having with characters who are being locked up or are being accused of criminal activities; characters like the famous Wong Hong Kim, remember him? And Pukke from the infamous Sanctuary Bay scandal, now we yet have another scandal where the issue of bribes and kickbacks appear in court documents.” Immigration and the Six Billion Dollar Man “Maxim Poon Wong, a Canadian citizen, was granted nationality on May 30, 2013. He received his Belizean passport on June 26, 2013. Wong is alleged to be connected to the Yellow Triangle Boys criminal gang out of Canada. Wong has been accused of drug trafficking and money laundering. Wong…in a simple Google search. You have John Joseph Hurry, is an American who was granted his nationality certificate on June 10, 2013. John Hurry was arrested and charged for fraud. Phillip Thomas Kirby, a Canadian national, was granted Belizean nationality on June 10, 2013. He got his Belizean passport on August 17, 2013. Kirby is noted to be involved, now listen to this one, Lev da play play you know. He (Kirby) is noted to be involved in a six billion dollar securities fraud. Six billion….” PAC and the Auditor General report 2012-13 “The Chairman of the Public Accounts Committee(PAC) has reported to me on the last account, 2012-2013 Auditor General’s report, he submitted a report two years ago to the PAC but the members from the government side refuse to act on it. …It is ironic that two of the members(in the PAC) are individuals who want to lead the UDP after the Prime Minister retires. …I was hoping the Prime Minister would say something on Dr. Simeon Coc who is running for the UDP in Toledo West.” (In an Auditor General report, Coc is the principal in an extremely questionable use of some 2 million dollars at the Julian Cho school most during the time previous to the Toledo West UDP convention for Standard Bearer. Yes, the UDP attempts and does anything that will be tantamount to corruption The UDP cannot help themselves.) Gapi Still Dishonoring the House “Once again, the Honorable Member from Orange Walk North has refused to come to a House Meeting.”

Cayo South, Hon. Julius Espat:

Reply to Hon. Faber’s misrepresentation on the Auditor General Report 2012-2013 PAC report “It is a sad situation when the deputy Prime Minister(Faber) will get up and lie to this nation. (On the 2012-13 Auditor General’s report PAC issue) It was agreed by all members of the Public Accounts Committee that the Chairman of the PAC would present a report to the committee. That report was presented to the committee in September of 2018. (rings of a Salazar-type exigencies) Since then they have done everything possible to not respond back to the queries that we have or the proposals given. The fact is that the 2012-13 report is still on the committee’s desk of the members of the government. They refuse to give a report since it is damning on the same Ministries that they represent.” Saldivar and Friends “Mr. Speaker, my grandmother used to say “Dime con quien andas y te dire quien eres.” And that comes to mind when I reflect on the honorable member from Belmopan who is the Minister of National Security. It roughly translates, “Tell me who your friends are and I will tell you who you are.” … “Birds of a feather flock together.” Mr. Speaker, each time somebody that is corrupt comes

into the Belizean national TV scene, it is always a person that is friendly to the Minister of National Security. They eat together, they play together, and they fly together… They do everything together and then all of a sudden and every single time the response is, “I don’t know.” I see you’re smiling Deputy Prime Minister… Mr. Speaker, there are definitely more drug planes landing under his watch. Statistics show that.” On the Prime Minister “The prime minister tries to sell himself off as this glorious saintly innocent correct golden altar boy of a leader. That’s what he tries to come across as, but the truth is that his cheap gold-plated mascara that he uses is now melting away in front of everybody, and we are all witness to this whenever he opens his mouth, nobody believes him anymore, it’s just a bunch of hot air coming out from his mouth.” On Planes Landing in Belize “One they are totally clueless and ignorant as to the responsibilities given to them. Two they have the information but they do not know what to do with it or do nothing with it and three they are fully knowledgeable that they are complicit with it and they agree with it. Fourth option: All of the above. That is my point of view. The Belizean people needs to make sure which one of the options allies to them. Any one of those options presented to a Prime Minister he would have to deal with it and investigate it.”

Stann Creek West, Hon. Rodwell Ferguson:

Placencia Airstrip “This involves the upgrading of the Placencia Airstrip. I understand that the airstrip is approximately 2000ft already paved. The expansion will be another 700ft. which will give a total of 2700ft. runway. The swamp is being filled with clay. A local contractor gave an estimate of 813t thousand to fill with sand and gravel because it is more durable when it comes with water. They found another local contractor and he agreed to do the filling for 500 thousand but he would fill with clay which can be easily washed away. This would be a savings of 300 thousand. They got a loan from the Social Security Board for 4 million dollars. So after the local contractor was paid there would remain 3.5 million dollars. This comes at a time when the SSB is in need of cash to meet its retirement plans. It just raised the fees last year and again on January here and next January. The loan is for a period of three years at 6 percent interest. But lo and behold if the filling of the swamp which was supposed to been the most expensive part of the project only 500 thousand Belize dollars. So 3.5 million dollars is left after the 500 thousand is paid. The minister talks about he was going to pave the entire runway with hotmix. It is just about half mile of runway. You are telling me now that the runway will cost 4 million dollars. I checked with two other contractors that the most it should cost is 1.2 million dollars. Where will the rest of the money go? Already we are seeing that monies are being put aside for their election campaigns. Today we are winding down and now it is time to appoint a Contractor General at a time when all the contracts have already closed down signed off.”

Orange Walk South, Hon. Jose Mai:

Fisheries Bill “This bill is older than some of us here in this House. You are late. This act allows us (inland) for inland reserves and conservation. What happened at the New River is a wakeup call. We all contributed to the pollution of a very important waterway. I want to propose that an area to look at is the New River Lagoon. We lose between 3 and 4 million dollars to illegal fishing. Recently, pirating on the waters has been noticed but now the Vessel Monitoring system where each vessel can be track. Fishermen seeking fish then this is a go instrument. Fishing cooperatives that are non-functional should be removed from the books. It is of no use to pass this beautiful bill today, but our rangers have no fuel to go out and do the patrolling. If there living conditions on those islands are Continued on page 14

16 THINK ABOUT IT

26 JAN

THE BELIZE TIMES

DOWN THE RABBIT HOLE Sandra Coye, an extraordinary intellectual whose insights into multiple topics and issues has been enlightening Belizeans, called Troy Gabb and Darrell Carter Show Monday night. She raised concerns over a proposed law which caused us to rush to read it. That new law, Equal Opportunities Bill is a weird and frightening George Orwellian piece of legislature. Here are some of what is being proposed to impose on Belizeans. The law seeks to help disabled people to be treated more fairly. Eighteen other persons or as the law calls them “protected characteristics” have been sneaked into the law – gender identity, intersex status, maternity, pregnancy, religious belief, sex, domestic violence victims, sexual orientation, intersectional discrimination. What the heck! There is a new kind of discrimination called intersectional discrimination. Marital status is not just married or single but means any relationship where persons are cohabiting and is having sex. All educational authorities, all public authorities, all church administrations, sports bodies, landlords, insurance and several others shall, meaning they must do what this new law tells them so they do not discriminate against types of persons. Public authorities covers all departments, ministries, public officials, city council, town boards, village councils, semi-government bodies like BTL, DFC and on and on, including school managers, so long as they are involved in administrating any form of public agency. They must follow All the many things in this new law. Even persons who are not public authorities must do what they are told in the law (see Section 32(2). Religious persons and religion are not protected. Section 35 limits itself only to ordination of priests and their training and any acts or practices. Several new crimes are created with fines of not less than five thousand dollars and imprisonment of 12 months, ten thousand dollars or two years in jail, five thousand dollars or 12 months in jail or both. There is a crime called harassment, by discrimination, another victimization by discrimination. It is a crime to promote any of the acts in Part V. It is a crime to advertise by radio, TV, newspaper, notices, social media, pictures, etc. anything that indicates a person doing anything not allowed in the new law. Yep, it’s right at Section 44, penalty five thousand dollars or 12 months in jail. Straight out of Orwell 1984 dystopian communist concept is a committee called the Equal Opportunities Commission which takes up from Section 55 to Section 106 of the new law. No one from the educational sector, or unions, or religious bodies, or youth organization or artistic community have any involvement. It has two government appointees, one from the Bar Association which has never stood up for the rights of Belizeans, one from AIDS Commission and Chamber of Commerce. The Commission has Donald Trumpian authority to tell educators, public officials and anyone how not to discriminate and indirect discriminate in all and everything they do and don’t do concerning the 19 protected characteristics which include “lawful sexual activities”, ”family responsibilities”, “breastfeeding” “religious beliefs or activity or lack thereof”, “intersex” and “sexual orientation”. There is chapter on HIV which belongs in the health law of the country but it is now the jurisdiction of this weird law and includes at Section 54 regardless of any other law, using any strategy, toll or paraphernalia to reduce HIV Shall Not be prohibited, restricted or impeded AND No Crime or civil liability can be brought once the AIDS Commission approves. The master minds behind the proposed law will create their own Supreme Court made up of a single judge, who will appoint this Judge? Will he be intersectional? The new law tells the Judge what he is to do. Lawyers tell us this can’t happen, as Judges must be independent. Yea! This is the new Belize, Jack and Jill. Check this out. The Constitution forbids discrimination against anyone on the basis of race, creed and political opinion. Section 38 of this new law which is to fight against discrimination

2020

and provide Equal Opportunities is actually legalizing discrimination. We quote in full:“Notwithstanding anything to the contrary in this Act, discrimination on the basis of political opinion Shall Not Be Unlawful, where political opinion is the basis on which a person may be employed in, or appointed to a particular office”. Listen to this Section 79. “Every investigation shall be conducted in private AND LEGAL PRACTIONERS SHALL NOT HAVE ANY RIGHT of audience before the Commission…” The supreme Law of Belize, the Constitution, has 140 sections. This new law has 127 sections and takes up 75 pages. Very few citizens have seen or have a copy. Even fewer would be able to read. But this is the law that Mr. and Mrs. Barrow are pushing down our throats. And think about it, the Speaker of the National Assembly has been travelling all over the country promoting this law, when she is obliged to be a neutral person whose important job is to preside over debates in the House as an impartial official of the country. Is she being paid as a lobbyist to promote this law? Belizeans have a right to know. Whom else is breastfeeding? The PUP supports any and all actions to end all forms of discrimination but not where the actions violates the rights of citizens or the Constitution of Belize. SCAPEGOAT Herman Longsworth, a former UDP Minister and present “Ambassador” to New York have been accused of monies’ crimes by the Auditor General. The Audit Report has been with the Prime Minister since October last year, under severe pressure for cuddling corruption the prime Minister cracked and sacrificed Longsworth. He took away Longsworth’s cushy job. Big Deal. Longsworth will not face criminal charges for stealing taxpayer monies or will he have to pay back the thousands of dollars. Herman Longsworth Spree is Over: Should Tracy follow suit? Tracy Panton infamous for allowing fifty plus and twenty plus voters into bedless Albert division buildings succeeded the NOW fired Herman Longsworth, the still Counsel General for Belize based in New York until February 21, 2020. A quid pro quo agreement in early 2015 was for him demitting from his repeat candidacy in the Albert Division. Dear Editor As I was listening to the radio at school, I couldn’t help but hear MY profession of a teacher being “the one in Belize that works the least.” I would dare say that the teachers in the lives of that radio host and caller probably had some bad teachers in their lives. Just like bad policemen making the good one look bad so is the fact in teaching. These bad teachers did the hot mouth radio host a disservice. Most teachers in Belize are doing well in their under resourced classrooms. To add to the insults, the host waived all the responsibility from the underqualified Minister and placed it squarely on the parents. If Minister Faber would be doing at least half his job Belize’s education system would be much better. I keep hearing of schools going on without a principal for months. It has not happened at my school but it is a fact. That teaching services commission is doing a disservice to our educational system. I know the Union is represented there but that is one vote. They themselves have to wear their GREEN SHIRTS every Friday to see if Faber listens to them. He is vying for leadership so he might listen. Blaming parents and John Briceño on playing politics is nonsensical. The parents do their utmost best in this recession-prone government to still pay school bills. John Briceño is in opposition and is the hope for many of us in Belize. The UDP is in charge now and the past... well my child was just being born just 11 years ago and I need to know that his high school days will be under a Minister and Belize that will make his life and mine much better. Before my child I did not even vote. Now I will vote for a change. I cannot wait. Thanks New Voter

sent Belize...abnormal. Remember that the Auditor General Report on the Sport’s Council was on the Prime Minister’s Desk pre-Christmas and Pre-Lev since October 24, 2019. He sat on it for THREE MONTHS. More importantly for Belize, why is Herman being ‘castigated’ while the leader of the Albert Division today seems to be going scott-free? WAS Hon. Taeger-Panton not privy to the Albert Division’s account? The public would like to know if Herman Longworth was defrauding the banks as well by keeping the Albert bank account after Tracy was the candidate since early May 2015.

Tracy is culpable at some level...being lackadaisical with her funds it definitely an option. By exchanging with Herman Longsworth, there was involvement. Total integrity would not allow your seat to be bought out for you. The people of Belize want clarity. We will wait to see what the Commissioner and the DPP finally make of all this. The PM said at the last House Meeting that he never interferes with the police and the DPP. That is what all Belizeans expect. But he mentioned it because he knows what are at least in the optics.

19 FLEECING OUR YOUTH

The Belize Youth Movement headed by Karim Adle is upset at the revelations that oversight was sent out the window by the UDP leading up to the November 2015 elections. They went public with the Press release where they are “calling for those involved in these scandalous and corrupt acts of enriching themselves at the expense of the people’s taxes, to be dealt with swiftly and with the fullest extent of the law.” Ahead is the rest of the release on these revelations in the Auditor General report on an Audit of the National Sport’s Council for the period April 2016 to March 31, 2016. In summary, some $416,228.25 was tagged to “suspected fraudulent activities.”

THINGS THAT MAKE YOU GO HMMMM!

Six months ago, Deputy Governor of the Central Bank, Kareem Michael, resigned from his post to become liquidator for Choice Bank. He was reportedly paid $50,000 monthly as liquidator. But now, Michael, after making about $300,000 (not including perks and other financial arrangements not disclosed) is no longer liquidator. He is back at the Central Bank where the post of Deputy Governor was apparently held for him. Now, that’s a hell of a sweet deal, if we do say so ourselves. This Barrow administration is smack dab

front and center in some very questionable financial transactions for sure. Julian Murillo, the liquidator handling the Atlantic Bank International Limited liquidation, now also becomes the liquidator of Choice Bank. Murillo is the 4th person appointed liquidator of Choice Bank. On June 29th of 2018 Henry Hazel was appointed followed by Cedric Flowers who was appointed on July 4th, on the 22nd of July 2018 Kareem Michael was appointed and on the 15th of January 2020, Julian Murillo was appointed. Murillo is allegedly

reported to be making millions off the AIBL liquidation, and will presumably do the same from Choice Bank. True Blue would be VERY interested in finding out why the Barrow administration is being so very good to these two gentlemen. We are told that in the course of the liquidation, both men had access to information that would not be in the best interests of the UDP if released. Of course that comes as no surprise. If it’s any consolation – all that is in the dark will come to light when the new PUP government takes office very soon.

Fuel Prices Rise Again January 22, 2020 This is the third fuel adjustment up this year. Except for Barbados, Belize consumes the HIGHEST PRICED fuel in the region. Once a month the chart is published here in the BT(It was placed last week, look out for it again soon) that shows those numbers. Dean Barrow has found it convenient to TAX the only thing that we need the most to rev up the economy, fuel. He believes that is novel. It is not. It has run us into the current recession. It is called stubborn…add this to incompetence and arrogance.

Toledo East, Hon. Mike Espat:

Education in Otaxha “I was surprised that with all this money that is circulating around, as we are speaking today, in the village of Otaxha, Toledo District, the people are building their own school without the help of the government and the church (Catholic). As I understand it, whenever there is a school building to be built, the church should make their own estimates and their budget and they submit it just before the budget is passed maybe around this time. The government would then contribute back fifty percent to that school. The villagers are getting not help from the government and that surprised me. This is especially since the DPM(Faber) had been running around bragging about all the good work that he has been doing. I will help with some 500 blocks since they came to me for some assistance. It is important. I do not know if any delegates will come out from that village for the upcoming elections for the UDP Party Leader, so maybe that is why they are being ignored.” Education in Bella Vista “This week, they started the construction of a new high school in Bella Vista Village. We met with the education department, the villagers, and the village council, to explain to them that the area where they wanted to put this school was not adequate. Time is important and it will cost a lot of money. It seems that whenever the UDPs get together to they decide on something whether it is right or wrong it goes in the direction that they demand. That is unfair. They picked an area that is swampy. Where there is swamp there are mosquitoes and where there is mosquitoes there is malaria and dengue. There is that problem in that area. We found an area that have 30 acres of land on the south side of that village. If this will be a vocational school they will need space. So here we are recommending, the Village Council recommending 30 acres of land versus 10 acres in a swampy area. They will have to construct maybe a half mile of road just to get into that school when the 30 acres is just beside the highway. What makes sense? The UDP decided on the swamp so build it in the swamp. That is the situation.”

Cayo NorthEast, Hon. Landy Habet:

Land Issues in Belize “It seems that people in this government have not learned their lesson in regards to this issue about this issue and have heard land corruption time and time again. Even the PM had to comment that the Ministry of Lands was a hotbed of corruption. We know in December 2016 the then Minister Vanessa Retreage had to say one of the things, and I will address the compensation issue because it is a live issue and it has to do when people get title over and over again for the same piece of land and the Ministry has the burden to pay who originally owns that land. And in 2017, the BBN characterized and said over the last year a slew of documents have emerged proving widespread and systemic corruption at the lands department. In 2017, we cannot forget the raucous involving Ms. Forte’s charge of fraud. And even the PM had to conclude that the charge of fraud was credible and must be taken very seriously and acted upon. As late as the 29th of November Mr. Hipolito Novelo from News 5 had spoken to Minister Hugo Patt and he asked “Sir, the Prime Minister has described your department as a hotbed of corruption, do your believe that that level of corruption has reduced or still exists. The minister responded “look I don’t think that any government can reduce the level of corruption.” He is talking about his own government. The Hon, Ferguson has talked about his (present) opponent is giving away land in Stann Creek West where not even the village council chairmen have been approached…” Duck Run(s) “In Cayo Northeast we have two current situations. Purportedly supported by the UDP standard bearer John August and one of them have to do with the village of Duck Run Three. This village as well as six other villages have to share one common cemetery which are located miles away in Duck Run One. Some other villages even from Cayo Central have to bury their dead in Duck Run One. Duck Run Three apparently located some land in the village and identified land for a cemetery and one for a park. One supporter of John August and John Saldivar, she is building on this land. The VC wrote to the Ministry of Health for inspection and approval for permission to use the land as cemetery. There is even a letter from Ministry of Rural Development approving the use for a cemetery. She has built a house and has parceled it off for sale .The lady says she will not move because she has the support of her candidate.” Los Tambos “In Los Tambos village, the same problem continues there with cancellation of land. The problem in Los Tambos is that land has been taken away from villagers who have established farms. Farms that have been cleared, where grass has been planted, corrals have been built, fences have been built, and people are raising cattle and living off this. Two weeks ago and people sent by Mr. John August are there cancelling these lands and giving them to their UDP cronies. Even UDPs from Los Tambos are annoyed because lands are given to people coming from other villages.”

Hon. John Briceño, Leader of the Opposition

Vision for Belize

Excerpts taken from his Independence Day Address

• With the dawn of the third decade, of this still new millennium, should come a new awakening in our beautiful Belize and we in the People’s United Party are ready to meet and deliver for our people in this new age. • I commit to lead the effort in working towards a gradual increase so that in the near future every Belizean worker can expect NO less than five dollars an hour minimum wage. • Government and business must once again re-engage in a constructive partnership where laws are respected and applied equally to all. Where rules are fair; and an enabling environment is created so that business can thrive again. Where a renewed spirit of entrepreneurship will not only be encouraged but vigorously pursued and supported. • If there is one issue that Belizeans are very angry about it is the issue of corruption. It is clear that we politicians are incapable of policing ourselves. This current culture of corruption is endemic, and it must stop. If we can halt corruption, we can bring an end to poverty. So, we must, and we will, finance a fully-functional anti-corruption agency. • After a decade of rising crime and violence, where more than 1,200 young men and women have died, we must do something. We hear and feel the frustration of our people. It is safe to say that government has failed to keep our communities safe. • We must and my Party will declare an all-out war on crime and violence, and we will win this war and once again make our country safe. • Today we are committing to reducing the cost of diesel to $9.00 a gallon or less. This will allow the productive sector to grow but more importantly it will put more money in the pockets of Belizeans. • We are optimistic about our plan to build affordable housing for the middle class, for new families and to partner with community organizations to provide affordable housing for the poor. • We believe we can create an education system that awards merit and provides a space for all our children to learn and develop their God-given talents where they are afforded the best possible start in life. • We know we can provide adequate healthcare for our people, from San Pedro, Ambergris Caye to San Pedro Colombia and from Bomba to Benque. And that is why the next PUP Government will roll out National Health Insurance to every Belizean man, woman, and child. • I have set before you today our vision for the kind of nation our people deserve. Everything that has been laid out is achievable • So, join us, and with the guidance of our Creator, let us together make our generation’s chapter in the history of our nation one that fulfilled the promise of prosperity by building a Belize that works for everyone.

One Vision…One People BILL OF RIGHTS The People’s United Party wants to share its vision with the Belizean people. It is rooted in a philosophy that goes back to the Father of our Nation the Right Hon. George Price. Mr. Price always believed ours was a work in progress; he led a revolution that is at its core peaceful, always constructive, progressive and uniquely Belizean. These values remain true today and form a part of our PUP Creed. We are committed to the protection of our territorial sovereignty. We cannot, and will not risk even an inch of our beloved country, from the Rio Hondo to the Sarstoon. And we are committed to an accessible, fair and independent justice system and the rule of law in Belize. The PUP will always seek to achieve social, economic and environmental justice. It is a commitment to the socio-economic improvement of all Belizeans. Our plan is to rid Belize of poverty. To the PUP, poverty is an ugly scar on our nation’s collective conscience, and no amount of cosmetic surgery can paste over the suffering of close to half of our people, most of them women and children, who live on less than ten dollars per day. This is not only a task for governments. We all have a stake in this enterprise, but government must LEAD and bold leaders must show that they truly care. For us the task ahead is clear - to build a Belize that works for everyone, so that every Belizean should come to expect five things. This vision, this determination, has created what we call our BELIZEAN BILL OF RIGHTS. FIRST - Every Belizean should have access to a piece of land. With land we immediately create opportunities for upliftment and personal growth. SECOND - Every Belizean should be able to own a decent home. The 17th Century Jurist and politician Edward Coke in speaking on human rights said: “A man’s home is his castle.” Every Belizean in 2017 should expect such an entitlement whether they live on Bocotora Street or on Seashore Drive. THIRD - Every Belizean should be given the chance to go to school from pre-school to junior college. We have to make education free from pre-kinder to Junior College. If we will give our young people a chance at success, it must start with a good education. FOURTH – Accessibility to quality basic health care is critical, which means every Belizean should be enrolled in the National Health Insurance Program. If we can invest 42 million dollars in a basketball stadium, then we should be able to provide basic health services to all. FIFTH and most important, the driving force behind it all is JOBS - good jobs that can lead to meaningful careers; jobs that will give Belizeans a chance for personal growth and prosperity and provide a hand up for those at the very bottom of the economic ladder. If we do these things, if we create a fair and just society, if we build on these principles we will then be able to change people’s lives and together we will rid our shores of the scourge that is poverty.
