EDITORIAL LISTEN, LEARN, PREPARE, AND SERVE…LEAD!

T

he People’s Declaration is the definitive historic document that emerged from the many months of consultations across the thirty one constituencies of Belize. The Party Leader and Leader of the Opposition Hon John Briceño held a listening tour, the first of its kind, in order to get a clear picture of the wishes of the Belizean people in regards to taking the unfounded Guatemalan claim on Belize to the ICJ. The concept of the Listening Tour 2018 continues to baffle many. That a leader would venture out to meet people outside of the election time campaign season is almost unheard of in Belize. That any leader would do so with the sole expressed purpose of listening and learning the concerns of Belizeans had happened only under the stewardship of Rt. Hon George Cadle Price. The declaration makes several demands such as a more balanced education campaign as opposed to the clearly and unapologetically biased Yes campaign the funds are being used for at this time. It proposes amendments of the Referendum Act, Maritime areas Act and the Representation of the People Act. The document makes mention of the gross political interference and mismanagement at the Vital Statistics office. The back log there causes severe impediments in the registration process and can result in the disenfranchisement of a Continued on page 4

El Líder del Partido y Líder de la Oposición el Honorable John Briceño celebró una gira de escucha, la primera de su clase, con el fin de obtener una imagen clara de los deseos de los beliceños en lo que respecta a someter la reclamación infundada guatemalteca en Belice a la ICJ. El concepto de la gira de escucha 2018 sigue siendo un gran desconcierto. Que un líder aventurara a encontrarse con la gente fuera de la temporada de campaña del tiempo de elecciones es casi inaudito en Belice. The People’s United Party was founded on the maxim “Serve the People” this is precisely what Hon John Briceño seeks to do. Arthur Ward said “We must be silent before we can listen, we must listen before we learn. We must learn before we can prepare. We must prepare before we can serve. We must serve before we can lead.” Some people favour a more old fashioned autocratic leadership style where decisions are taken at the top and there is no consultation. That style of leadership works best where there is no confidence in the ability and competence of team players. In the PUP however, we have every confidence in our #PUPTEAM31. Our Leader values and craves the input of candidates and constituency executives and the Belizean people. Woodrow Wilson said that “The ear of the leader must ring with the voices of the people.” The voices of the people are clear. It must be Vote #NOICJ. There is zero confidence in this government and the Foreign Minister. The empty posturing and rhetoric continue by those who wish to instruct rather than educate. Those very same experts who wish to dictate never consult. Those experts have had their say…but on April 10th the Belizean people will have their way, vote NO

Nuestro líder valora y busca el aporte de candidatos y ejecutivos de los distritos electorales y del pueblo beliceño. Woodrow Wilson dijo que “el oído del líder deberá resonar con las voces del pueblo”. Las voces del pueblo son claras. Debe ser vote #NOICJ. Hay cero confianzas en este gobierno y en el Ministro de Relaciones Exteriores. La retórica y posturas vacías continúan por aquellos que desean instruir más que educar. 1. Will the Minister of Health please inform the Belizean people of the results of the investigation announced by Dr. Manzanero, the Director of Health Services, into the death of a baby in Corozal? It is important to note that we have not had a baby die from diarrhea in over 25 years. Will the Minister of Health also agree that this is another example of UDP incompetence? 2. Will the Minister of Housing please provide to the Belizean people a report of how many houses have been built by his ministry since the start of the year? 3. Will the Minister of Works please inform the people of the Toledo district what assets are being put in place to upgrade the conditions of the roads in the Toledo district so that they can be properly maintained and upgraded in time for the start of the rainy season? 4. 06 6 Alleged ATM Swindlers Remanded to Prison

Belize City: Tuesday, 22nd January 2019 Three South American nationals charged with “Preparation to commit a crime” were arraigned before Magistrate Patricia Arana on Monday, January 21st, 2019. They were remanded to the Hattieville prison until 27th March, 2019 after bail was denied due to suspicion of possible “flight risk.” They are Edgar Jovani Vargas Vaca, 36-year-old Colombian,

Juan Alfonso Espinoza Saavedra, 35-year-old Chilean and Luis Miguel Marroquin, 24-year-old Peruvian, were allegedly caught installing an illegal equipment on two ATM machines belonging to Scotiabank. Police revealed that the men were under surveillance for about a year before they were intercepted last week whilst they were installing an equipment at the Belama branch of Scotiabank.

Joseph Myvette, who heads NCIB, said that police has video evidence of the men installing the equipment. Quick police work managed to confiscate the equipment that they were installing to the ATM machine .Myvette also alleged that the men also tampered with Scotia’s Dangriga Branch ATM but gave no details because the bank has not exposed any evidence or made any formal statement. The illegal equipment is described as a mechanism designed to obtain customers personal information from

their ATM card. Meanwhile, Defence Attorney, Hurl Hamilton requested that the charges be heard summarily but Magistrate Arana concurred with the DPP’s view that the matter be heard as an indictable offence. Hamilton stated that the defendants had the authority to choose which forum they wanted their case to be heard but was ignored. He stated that in his opinion there is no evidence that outlines that the charge of “Preparation to commit a crime” is an offence and declared that for it to be an attempt it had to be more than just preparation.

Armed Robbery at ZitroWestern Union

Belize City: Wednesday, 23rd January 2019 Just before midday on Tuesday police were called out to a robbery in progress at the Zitro-Western Union branch located at 9 1/2 miles on the Philip Goldson highway in Ladyville. Upon arrival was appraised of the situation by the security guard on duty, 25-year-old Evan Cain, who told the officers that whilst on duty, two men entered the establishment armed with a firearm. He said that upon entering, one of the assailants pulled out a firearm and pointed it at him whilst the other wielded a knife demanding money from the cashier. A total of $1,800 was handed over by the cashier in different denominations. Police investigations continue.

A Taste of the Ballot

Students Vote in Mock I.C.J. referendum Belize City: Friday 18th January 2019 Students of Saint Catherine’s Academy last week took an initiative to feel the pulse and decision of the younger, school-aged generation with respect to the upcoming referendum that questions if Belizeans think the unfounded Guatemalan claim should be taken to the International Court of Justice. The response was cr ystal clear. On Friday, January 18th 2019, held at SCA, high schools from across the country participated in a mock referendum which turned out to be a huge success. Over a thousand high school students converged at SCA in Belize City to witness a debate between SCA students on the pros and cons of the I.C.J. referendum. The mission was to inform the youths about the territorial claim by Guatemala. So that even though they are not yet illegible to vote they can take an informed position on this national issue. Salome Tillett, Principal SCA, said that it was so engaging to see people of opposing sides share their views and give the audience and the listening public the opportunity to hear the pros and cons of the Belize/ Guatemala claim. Tillett said

lasted about one hour. In the true sense of an election, there were rejected ballots, as well as those persons who did not exercise their right to vote. In the end only fifty-five percent of the students voted. The “NO” to the I.C.J. won with a margin of fifty-five percent of the votes. The “YES” to the I.C.J. garnered the other forty-five percent.

A SETBACK FOR THE U.N. IN CENTRAL AMERICA By Dr. Pedro Villegas Recently, Guatemala’s Minister of Foreign Affairs announced their withdrawal from the International Commission against Impunity in Guatemala (CICIG) after escalating tensions between the government and CICIG. The United Nations-backed CICIG was created in 2006 in response to a request by the government to combat the high incidences of impunity from crime. During the past three years, CICIG has been investigating high level government officials. The expulsion of the CICIG have weakened Guatemala’s efforts to improve the rule of law in a country with very high levels of corruption. Morales decides to end the mandate of CICIG arguing that it has violated human rights in Guatemala through selective and partial justice. After more than ten years, the Morales administration announced in that it would not allow CICIG to continue with its mandate to pursue criminal investigations which ends in September 2019. During a Press conference, President Morales explained that the CICIG has infringed Guatemalan Laws, International Laws, the United Nations Charter of Human Rights and all International Human Rights Treaties. The United Nations Secretary-General, Antonio Guterres, said that The United Nations has been exchanging constructively with the Government of Guatemala at several levels over the past sixteen months, in accordance with Article 12 of the Agreement establishing CICIG. In the statement issued by Guterres, he calls for respect for international commitments to ensure the protection of both international and national staff of CICIG. Concerning the issue, the Coordinating Committee of Agricultural, Commercial, Industrial and Financial Associations (CACIF) stated that the decision of the Government of Guatemala is within the framework of its competencies, but that the term must be followed by effective measures to ensure the fight against corruption and impunity. Morales said that he always acted in good faith but that he has exhausted all diplomatic processes because he has not seen any good faith on the part of CICIG. The controversial decision by the Guatemalan Government is based on the idea that after 12 years of work by CICIG, the time has come to transfer its capabilities over to the State, according to Morales. Morales said that had notified the UN last year of concerns that Guatemala had regarding the irresponsible actions of many members of the commission. Morales’ position comes a year after the Public Ministry and (CICIG) presented a request for a preliminary hearing against the President for alleged illicit electoral financing even though this is not the first time that he has attempted to remove the CICIG and its representatives from the country. In 2017, the president ordered the removal of Iván Velásquez, from the country, but the Constitutional Court immediately suspended the president’s order. David Casasola, a consultant with the Center for National Economic Research (CIEN), said that the country risk rating has been based mainly on macroeconomic stability, and the warnings are for social conflict and political instability. This will depend on what level the political instability arises will urge Moody’s to decide and modify the rating for Guatemala. Although the CICIG has made significant progress in uncovering entrenched criminal networks within the state, corruption remains widespread in the country and institutions are not strong. The latest Transparency International Corruption Perceptions Index (2018) ranks Guatemala at 143 out of 180 countries and Worldwide Governance Indicators for Guatemala are among the lowest of all countries worldwide. The Withdrawal of CICIG represents a significant setback for the country, weakening efforts to strengthen institutions and improve the rule of law. This week US Congressman Marco Rubio commended Guatemalan President por such decisions. This joined to the support that US and Israel governments have been bringing to Guatemala must be carefully analyzed since, in my opinion, they may be biased in their support for Guatemala during the expected ICJ ruling. These decisions shall be analyzed by Belizeans when we go to ICJ Referendum on April 10, as example of disrespect of Guatemalan Government for a United Nations institutions. This is a setback for Guatemala because corruption is still widespread and government institutions are still fragile in that country. If Guatemala cannot respect CICIG and the United Nations, how could we expect them to respect Belize or the ICJ? They have already demonstrated that they do not respect the process of a juridical solution by strong-arming the Sarstoon from Belize. The Wave of Cold-fronts and its Health implications By: Dr. Gerald Zuniga Holistic Clinician We, in Belize, are not accustomed to low atmospheric temperatures and dense air. The intense cold with blizzards in the Northern Temperate Zone has brought us a wave of cold fronts from October of last year and intensified in frequency and intensity, sorry for the redundancy, this January with the probability for its continuation in February. The low for today, January 22th, is around 64°F which will be felt also on Friday (Courtesy of AccuWeather). Cold fronts can carry with it viruses and allergens that affect our respiratory system, but the mere cold temperature from a biophysical point of view causes inflammation of our respiratory tract with all its consequences. Cold air must be warmth before it is diffused in our body. This process of warmth starts in the nasal passage. Hence, the inflammation of the mucous of the nose and sinuses called rhinitis and sinusitis respectively. The amount of patients suffering from respiratory tracts diseases increase at clinics, health centers, and hospitals in this weather condition. We need to take the necessary precautions to remain healthy and avoid respiratory disease. Our respiratory tract is divided into two portions, the upper respiratory tract and the lower respiratory tract. Disease of both tracts can be dangerous. More so diseases of the lower respiratory tract where oxygen (O2) is diffuse into the blood stream. If the quantity decreases, as seen in asthma, there are serious metabolic consequences that affect homeostasis. Homeostasis is the equilibrium in the body metabolism of which oxygen plays an important role. However, not only oxygen is important for homeostasis, also our body temperature and our body temperature are influenced by atmospheric temperature. Cold-weather exert stress on our cell metabolism to keep our body temperature in check, so as a result, you will observe that you can have the tendency to urine more in quantity and frequency. One of the end productions of cell metabolism is the excretion of urine. This also demands more calories. Where do we get our cal-

ories from? From food. High caloric foods are carbohydrates and fats. Should you increase the intake of these food groups? It depends on your staple diet and the presence of diabetes, hypertriglyceridemia (high triglycerides in the blood stream) and hypercholesterolemia (high-cholesterol cholesterol level in your blood stream). In the absence of food, the body enters into catabolism where it uses its stored material. You should always know yourself and how your body functions with the assessment of your doctor. What to do? Keep ourselves warm. Especially our babies, children, and the elderlies. We lose body heat from our head and feet, and these age groups are more propense to the loss of body heat. Hence, they should wear warm caps and socks. You should avoid consuming cold foods. A cold weather is not propitious for cold drinks, for example, soft drinks, beers, ice creams, paletas, cold cups, etc. They should be avoided. Drink warm stuffs, like ginger tea, cinnamon tea, mint tea, spearmint tea, chamomile tea, warm milk, etc., By the way, children should drink whole milk not semi or skimmed unless indicated. Children are in the process of development both physically and mentally not excluding the other elements of development, and they need rich foods. Furthermore, a cup of wine, 1 1/2Oz of rum, whiskey, vodka, gin, Giffiti, etc. Adults only. The objective here is to warm up only, not to get drunk. I don’t recommend that coffee be drunk by those below the age of 20years. We have problems with our housing where we see broken walls and shattered windows, etc. These should be covered especially for night time. Cold air currents are dangerous when you sleep. Hence, even the usage of a fan should be considered. When you sleep, your metabolism decreases and your immune system also not optimum. So this situation is additional stress on the body. As I always say, prevention is better and cheaper than cure. Why exert additional strain on your budget and our fragile health system? Hope this has and will be of use to you. Thanks for reading. BITTER VALEDICTION

What a great pity that ex-Police Commissioner Whylie saw it fit to issue such a bitter valediction upon his departure from the Department last week. I believe that regret and disapproval of his surprising move are universal. I heard Pastor Louis Wade on Plus Television, like George Price, say that it is so necessary for us to have a sense of occasion. Certainly Mr. Whylie did not, and he chose the swearing in of his successor as the time to unleash his diatribe. Perhaps he had pent up feelings which he wanted to let out. But why choose a celebratory time to do so?? It must be that if his tenure was unremarkable at best, he himself ensured that he will not be remembered in any kind of positive light. I did not know that he has had one of the longest if not the longest run as Commissioner, but history is apparently confirming this. What was he thinking?? A commission according to the dictionary is “an instruction or command,” and a commissioner is the person who has received that command to carry out an important function. It is difficult for me to think of a more important role in the public realm than that of Police Commissioner. The commissioner is the face of law enforcement but also of security that needs to be provided for citizens, and it is greatly important that there should be confidence in the person who assumes that remit. I remember that in Trinidad and Tobago and Jamaica recently there has been much ado in the selection of just the right person for the Top Cop job. Many editorials were written in both countries as to who would be fit and proper, and meticulous deliberation went into finding the correct individual. Jamaica is our sister Caricom country of nearly ten times our own population, and they face huge challenges with security, as well as with crime and violence. Similarly, Trinidad and Tobago confronts these issues and perhaps more, with a massive murder rate and security difficulties of every stripe. I think that during Mr. Whylie’s tenure not only did we see a spiralling murder rate, but we also saw the significant erosion of confidence in the Police. Police ineptitude was largely responsible for the acquittal of the man who was accused of brutally killing my own uncle, so the work or lack thereof of the Police has for me come close to home. There have also been far too many accusations and incidents

of Police brutality. If the papers for just two weeks are to be noted, there seems to be foot-dragging in the charges of murder against about eight police officers in the horrendous beating and killing of an Orange Walk man. There has also been the incident captured on various cameras of the most shameful conduct of two police officers in the brutalizing of a man who was already on the ground. We have also had accusations of police involvement in the landing of suspected illegal drug planes. And the beat goes on. I am most concerned, however, about two police-related issues which continued to bedevil us under Mr. Whylie’s watch. One of them is the liberty of citizens. I am very much against the trampling upon the freedom of individuals in the name of slowing down crime and gang activity. I think that the state of public emergency declared last September in parts of Belize City went too far in the taking away of persons’ freedom. In only a few instances it may have been warranted, but I believe the net was dragged far too wide, and I do hope that Commissioner Williams will think very carefully before another such constitutional tool is used again. The liberty of people is of extreme importance, and police must not run rough shod over citizens’ rights. The second issue of grave concern for me is the seeming lack of competence of the Police to properly investigate and prosecute serious crimes. I remember painfully the murder of teacher Pamela Lino. Will her killing just go like that with no one charged and no closure for her daughter, family members, and students?? The police have got to do better in the area of crime investigation and charging suspects. I therefore sorely regret that Mr. Whylie chose to selfishly whine upon his departure. Instead he should have given account of his dispensation and pointed to areas that he wishes to see improvement in. If I can look in this brief piece at only a few, surely there must be plenty to go around. Commissioner Chester Williams has much on his plate. We have to be hopeful that he will rise to the challenges, and that when it is his turn to move beyond his present remit that he will not take the occasion to issue a bitter and self-serving valediction which will only leave right-thinking members of our society shaking their heads.

I am happy to see that the debate and discussion on the referendum, and on the ICJ has ramped up significantly. You hear it on the streets, in homes and offices, on social media, on the airwaves and in the news. I notice that some schools have done debates and mock referendum polls. I love that. That is how it should be. This is the biggest thing of our time, and the biggest decision that our voting generations may ever be asked to make. Without any apology, I express my disappointment in the so-called education campaign being presented by this government. Belizeans were promised that they would be given both sides of the ICJ scenario, and that they would be allowed to make up their own minds. That’s not what’s happening. I feel that the government has used the money it has been given for an ‘education and information campaign’ to push a YES vote down our throats. All the propaganda and presentations and ads and billboards are pushing a YES. This is not a matter of allowing Belizeans to come to their own conclusions – this is a fullfledged YES campaign. That is wrong. And that is not what we were told would happen. But then again, why would we be surprised when this administration doesn’t keep its promises or commitments. I want to make clear, right now, that as a proud Belizean and a patriot long before I became a politician, my position on going to the ICJ is a firm NO. I believe that Guatemala has acted in extremely bad faith recently, and I believe that the diplomatic leadership of Minister Sedi Elrington leaves very much to be desired. Belize is our land, our home, and I am not willing to take the risk of losing even one square inch of what has been a sovereign, Independent nation since 1981. That doesn’t mean that I cannot respect the opinions of those who believe we should go to the ICJ. We are all Belizeans. I am sure we all love our country. And we are allowed to have differing opinions on small or big things. There is nothing wrong with that. I am proud of my Party Leader, Hon. John Briceño, for listening to the people from every corner of this nation and for responding like a true leader – letting the voice of the people guide the position of the Party. This week, the National Executive of the PUP issued a statement in which all members voted to follow the will of the people, which appears to be a resounding NO to the ICJ. This is an unprecedented vote of unity in the party, and to me it is proof that the Executive, and Hon. Briceño, are really listening to the people.

This thing must be done right. As the declaration states, clearly, we must find a way to allow Belizeans living abroad to vote in any referendum which will decide the future of our country. We must amend our Maritime Areas Act to protect our waters from any claim. We MUST have a real and comprehensive education campaign, not this bogus joke of a campaign which the UDP is spearheading. And Sedi must go. This one man has done so much harm to Belize’s position that we cannot, with all confidence, go to the ICJ at this time. This is the will of the people. Months ago, our Party Leader announced, openly, that his personal opinion was that the ICJ was the only way to resolve the unfounded claim. Still, even at that point, he made clear also that there were things that should be put in place before we go to the ICJ, like a protocol for the Sarstoon, where the Guatemalans have taken control. My leader also stated that it was his intention to visit all 31 constituencies and to talk to the people to get their input. Now that is what a leader does. And following that consultation, my leader and the entire executive, has listened to what the people are saying, and have spoken with one voice. I know that there are persons within the PUP who believe that we should go to the ICJ. That is their opinion and I respect that. But a Party cannot be about the will of one person, or one small group of people. A good, effective, responsible Party speaks for the people, and is the people’s voice when they cannot be heard. And the people, a majority of the people, are saying NO. As a Party, we have in the past been accused of forgetting our roots, the ties with the many thousands of Belizeans across the country which were forged by the Father of the nation and other leaders of the PUP. As a politician, and a man who wants to represent my people in the House very soon, I have stated time and time again that I believe in the politics of George Price – where the voice of the people was the voice of the Party. And that is exactly what we are seeing today with the PUP. I end by asking my people, and all Belizeans, to continue to become informed on the referendum and on the ICJ and any repercussions that may arise from whichever decision we make. We owe it to ourselves, and we owe it to Belize.

Public Safety and Security, a baffling Concern By: Collet Montejo During the past ten years, the Barrow Administration has either collected in taxes or borrowed in excess of 13 billion dollars. If these resources were prudently administered it would have provided adequately to the much-needed social infrastructure, job creation, including the necessary goods and services to the Belizean people as well as to those visitors who choose our jewel for relaxation or business. Topping the list of the necessary services expected of this Barrow Administration is SECURITY and public safety. The quality of life for the growing of the economy of our country demands the public safety of our people and tourist alike. This is of paramount importance given especially because Belize is perceived as the fifth most murderous country in the world with 144 murders reported in 2018. The U.S. State Department classifies Belize as tier three in human trafficking, and just a few weeks ago issued a travel warning to visitors because it is considered a dangerous country. Add to this not so prestigious classification is the fact of other violent crimes like burglaries, armed robberies, domestic violence, rape, missing persons, drug trafficking and corruption with official facilitation, one can understand the growing concern about PUBLIC SAFETY and SECURITY. Private Citizens and businesses alike spend millions of dollars annually on security and still violent crime is rampant. Security in Belize has deteriorated to the point where Police Officers are hired by businesses to assist in securing their businesses. Private Citizens in their desperation for safety and security utilizes security cameras, high fences, dogs, burglar bars and even security guards. This is a long shot from what our seniors call the good old days when they could walk the streets of Belize feeling safe with that sense of security even leaving their homes or vehicles open without many concerns. The stakeholders in the tourist industry are concerned about this situation and do take extra measures to ensure that their tourists/ guests are safe from the time of arrival until they depart. This task, however, is proving to be a real challenge given the ineptitude and failures of government and

the present Minister of National Security. In the recent months, the issue of tourist safety and security has consistently reared its ugly head time and time again. We have had to deal with multiple reports of tourists being raped, assaulted, robbed and even killed. Some of these attacks have taken place in the privacy of their hotel rooms, for others while they walk leisurely around town but more alarmingly those who have been attacked and robbed and even raped at our Archeological Sites while on tours. This week, some tourists were held up at gun point and robbed at the El Pilar Archeological Site in the Cayo District allegedly by Hispanics believed to be Guatemalans. For some time now, we have been having major problems with criminals in Belize and those who come across the border from Guatemala to rob and assault both our tourists and local Belizeans. These criminals have forced the GOB to post both Police and BDF soldiers at Xunantunich, Caracol and at times even at El Pilar, but obviously this strategy is not adequate enough to keep our environment safe. One will recall that even a Police Officer was killed at Caracol Ruins. Now, if anyone wishes to visit the Caracol ruins, the road which is going to be the recipient of some $120 million dollars, they have to be escorted by BDF soldiers. This is not only crazy; it is costly. Belizeans and tourist alike should be able to traverse the length and breadth of this country safe and secure without the military escort. The cry for better security is not far-fetched or exaggerated. Tourism is our number-one income earner yet we see that the industry is slowly crumbling because of crime and violence.
