Continued from page 1 “The fact that people are found dead, as a result of violent activity, does not necessarily mean that they were murdered.” The Commissioner of Police, a lame duck himself whose only claim to fame is sucking up to politicians, has offered no solution except to ask the community’s help. The junior Minister of Police, Elodio Aragon Jr. has been silent, as has been the Prime Minister and the entire Cabinet on the issue of crime which has become the primary fixation of a frightened population. While the government has shown absolutely no intention to craft a comprehensive strategy, relying solely on lip service, the PUP has consistently called for a crime fighting plan to ensure citizen security. Just last week PUP leader John Briceño stated that, “As a Party we remain willing to rise above politics to look for common solutions to the problems of crime and violence in our society and in fixing the economic crisis that have resulted in an economy where there are no jobs and steadily increasing crime. The government must immediately set up a Commission to review the Citizen Security plans of the Police Department. This Commission should include representatives from the Bar Association, the Chamber of Commerce, the Council of Churches, the media and civil society.” The Belize Times notes that our official record of 13 murders so far includes Mario Vernon, the resident of Punta Gorda who was murdered by a Police Officer, shot in the back of the head.

Thursday, January 25, 2018 This morning PUP Senators Eamon Courtenay and Valerie Woods called a press briefing to inform the media that based on confirmation provided by Financial Secretary Joseph Waight, the PUP would certainly be inclined to pursue a criminal complaint against Minister of Finance Dean Barrow. According to Courtenay, “what is clear is that there has been non-compliance with the Finance and Audit Reform Act which is a criminal offence and certainly at this stage a complaint can be made to the Police for an investigation to be done and for a prosecution to be launched for Criminal violation of the Finance and Audit Reform Act.” The violation became evidence at Wednesday’s Senate Meeting when that body was asked by Government to appropriate further sums of taxpayers’ money for the fiscal year 2016/2017. It was not for this current budget year but for the year before it. The total amount that was overspent was $13.9million.

UDP Senators, led by the bullish Michael Peyrefitte, fought mightily to avoid the Financial Secretary being brought before the Senate. At one point. Peyrefitte told the Opposition and Civil Society Senators that they needed to do their homework, or perhaps make use of the Freedom of Information Act to get the details of Government spending they had requested. But despite all that, Financial Secretary Joseph Waight was brought in, and confirmed before a Committee of the whole Senate that there has been no Fiscal Outlook and Mid-Year Review Report and no Final Budget Outcome Report. The government is not in compliance with these laws and regulations - regulations that Prime Minister Barrow signed into law on September 16th 2010 and which became enforceable as of October 1st 2010. This should concern every Belizean because a crime has been committed. The Finance and Audit Reform Act under Section 24 (2) says that every person who contravenes any provisions of this Act or any regulations made thereunder is guilty of an offence and shall be liable on summary conviction to a fine not exceeding ten thousand dollars or imprisonment not exceeding two years or to both fine and term of imprisonment. The Finance Audit and Reform Act was passed in 2005 after people of Belize demanded better governance and fiscal responsibility for the handling of taxpayers’ monies. In 2010, the Act was further strengthened with SI 95 of 2010 on Fiscal Transparency and Responsibility Regulations. Section 5 of the Finance and Reform Act says that the Minister of Finance must authorize such unforeseen expenditures through a special warrant. Those authorizations through special warrants should be reported to the House of Representatives and confirmed within 3 months of the date of the warrant. Those special warrants cannot exceed 10% of the amount that was originally approved. No special warrants were reported to the House of Representatives for these over expenditures and in several instances, they greatly exceeded 10% of the monies originally approved and budgeted for their respective budgeted line items. This is in total

contravention of the law. There are 43 regulations to the Finance and Audit Reform Act. Regulation 13 states that the Minister of Finance [who is the Prime Minister] has a duty to provide the Fiscal Outlook and Mid Year Review Report each fiscal year to the National Assembly on or before November 15th. This Report shall also be made publicly available no later than December 31st of that fiscal year. The regulations also detail the contents that should make up that report. Under regulation 27, it states that the Minister shall present the Final Budget Outcome Report on the budget for the previous fiscal year to the National Assembly on or before July 31st of each fiscal year and it shall be published no later than 30 days thereafter. This Report is tot account for the activities of the Government against the Fiscal Outlook and Mid-Year Review Report. It is a criminal offence to contravene this law. It is about authorized spending of taxpayers’ monies and reporting on the use of taxpayers’ monies. While Belizeans everyday are taken to court or investigated by the Police for crimes much lesser than this the Minister of Finance has been breaking its own law without any repercussions or disciplinary actions. This evening Senator Woods confirmed to the Belize Times that a letter to Financial Secretary Joseph Waight is currently being drafted, and in that letter a demand will be made for him to provide detailed information on the spending done by Government, and a timeline will be set for delivery of that information.

UDP Mayors Squabble Over Taxi Runs

Wednesday, 24 January 2018 Election season is in full gear and both UDP Mayors, Earl Trapp and Marconi Sosa are desperate for votes. On Tuesday, January 23, 2018, Mayor of Benque Viejo del Carmen Marconi Sosa, who is contesting again for the Municipal elections, visited San Ignacio Town to find a designated area for taxi operators from Benque Viejo del Carmen. Taxi operators from Benque Viejo del Carmen have been experiencing difficulties operating in San Ignacio Town. Taxi operators in San Ignacio Town previously took their concerns to Mayor of San Ignacio and Santa Elena Earl Trapp and Trapp set restrictions on taxi operators that are from Benque Viejo. However, since election season is drawing nearer, Sosa believed that he would enter San Ignacio and ‘acquire’ a piece of land in middle San Ignacio and design it for Benque Viejo taxi operators. Sosa did it on Tuesday afternoon, in an effort to persuade Trapp to give him the land and also to garner some votes from taxi operators. But Trapp called the police on his UDP colleague Sosa and trying to secure votes for himself, asked Sosa to move his machine out of the lot because Benque Viejo taxis are restricted from doing runs in San Ignacio and Santa Elena. given to the taxi operators from San Ignacio and Santa Elena Town. Officer commanding San Ignacio Police and well known UDP political puppet Richard Rosado was out on the scene personally. Several passers-by and taxi operators stood by as the two UDP Mayors challenged each other in a cockfight. Finally, Sosa gave up and ordered the driver of his back-hoe to remove the machine from the land. In 2017, PUP Mayoral Candidate, Cristian Danny Castellanos met with taxi operators and the Benque Taxi

Association delivered a letter calling out Trapp on his ‘discrimination’ for not allowing Benque taxi operators to operate in San Ignacio and Santa Elena Towns. The letter was hand delivered by Castellanos. Castellanos had urged the Mayor to settle the issue forthwith. Three months later and there is still a concern among Benque and San Ignacio Taxi operators. Meanwhile, Trapp is trying to gain back the support of the taxi operators since when he entered office he installed a new $200 trade license registration on them. That decision did not sit well with the taxi oper-

ators and many of them have publicly stated that Trapp would not be voted in again because of the changes made to their registrations. The squabble didn’t end there, though, as both UDP Mayors took their cockfight to Facebook. Marconi Sosa posted about his encounter with Trapp. Trapp replied telling the Benque people to not be fooled by Marconi Sosa and his false propaganda. The UDP infighting continues as their track records of blatant corruption, incompetence and lack of accountability prove them to be traitors of the Belizean populace.

MILLION$ Overspent by Barrow’s BIL – Still No Audit

Thursday, January 25, 2018 On January 24th 2018, the Barrow administration asked the senate to approve $13.9million that the government had already spent for the 2016/2017 year but that was not approved in any other supplementary presented for that fiscal year. The senate was provided with a tally of the amounts per areas of expenditure. No details were provided, which has become the trademark of this administration – money spent but NO DETAILS. In the year 2016/2017, Belize Infrastructure Limited (BIL) was approved $500,000 in the budget. In that fiscal year, BIL had a total supplementary (Act # 16 of 2016) approved of $5million for the period April to September 2016, this was $4.5million more than what the budget was approved for with no explanations. In 2017, BIL had another total supplementary (Act #14/2017) approved of $7million for the period September 2016 to March 2017. Therefore, for the Fiscal year 2016/2017, the overall allocation for BIL that was approved was $12.5million, which was $12million over the original amount of $500,000 with no explanations. In each of those supplementary presentations there were no explanations as to what caused the massive over expenditures. Even more alarming is that the actual expenditures for BIL for April 2016 to March 2017 was $19.8million; therefore, this new supplementary bill presented at the Senate meeting was to approve a further additional over expenditure of $7.3million since that is the amount it went over after already receiving approval of its previous over expenditures for that same year. This was also done with no explanations. Of the total amount of almost $14million over spending that was done in 2016/2017 that the Senate was asked to approve at its meeting this week, 52.5% was due to BIL spending many millions more than it was approved to spend. This follows a standard pattern of BIL since its inception. In 2015/2016 it had an approved budget of $4.5milllion and at the end of that year it spent $26.7milllion with no explanations. There has been no audit done of BIL since its inception. The Leader of the Opposition has asked for an accounting of BIL’s expenditures. Minister Patrick Faber said in November 2017 that “the BIL website is in the process of being updated and much of the information being sought will be there.” As of yesterday, the website has not been updated. Yet it has overspent its budget in successive fiscal years by tens of millions of dollars. Under the Finance and Reform Act, a Special Warrant by the Minister of Finance must be issued under section 5 of the Act for expenditures that have arisen and were unforeseen. All authorizations by Special Warrant should be reported to

the House of Representatives. No special warrants were reported to the House of Representatives for these over expenditures and they all exceeded 10% of the monies originally approved and budgeted. This is a flagrant contravention of the law. The Financial Secretary who sits on the Board of BIL has confirmed that he is not aware of any completed audit for BIL. BIL is a private company for the Government of Belize using taxpayers’ monies and overspending its budget by

many millions without any proper or public accounting. The government senators will point to the fact that the Belize Chamber of Commerce and the Unions are represented on the BIL board. This is a fact. So, the question has to be asked if under the principles of United Nations Convention on Anti-Corruption that calls for transparency and accountability, if it is that the Chamber of Commerce and the Unions find this gross lack of compliance with the Finance and Audit Reform Act acceptable? Should this level of

reporting without any details on what caused the over expenditures be continued? After several years in operation why is there no audit of BIL? When will there be an audit of BIL? Will that audited report be presented to the National Assembly? Transparency and accountability has meaning but as long as the government continues to break its own laws and regulations that govern the fiscal management of the people’s money, then indeed they are just words without any real value or meaning.

EDITORIAL KNOCKING ON HEAVEN’S DOOR

“The fact that people are found dead, as a result of violent activity, does not necessarily mean that they were murdered.” – Sedi Elrington, Minister of Home Affairs As this editorial is being written on Wednesday, news crews are travelling to different parts of the country to cover four new murders – one in Roaring Creek, one in San Pedro and a double homicide in Ladyville. These all happened in the space of a few hours, and there are also four persons being treated for related gunshot injuries. It is the second murder in San Pedro in a week. On Monday we learned that two sisters from San Antonio in the deep South had been savagely chopped to death as they returned from Church, and as a collective community we had not even grasped fully the unspeakable violence behind those deaths before the morgue has received four new guests. The government functionaries who make the policy-decisions where crime is concerned, Minister of Home Affairs Sedi Elrington and his junior Minister, Elodio Aragon Jr. have had absolutely nothing constructive to say about the pattern of ever-escalating crime – escalating not only in numbers, but in boldness and coldness. Some of the things men and women have done to other men and women in this country of late is the stuff of nightmares. In 2017, there were 145 murders – tying the record for murders in the country. Those records were set under a UDP administration. There is no comprehensive crime plan. NONE. There is no cohesive strategy to deter crime. There is no focus on equipping our law enforcement and prosecution agencies to investigate crimes and secure convictions. Incredibly, last year the budget for the Police Department was cut, and the policy-makers in Cabinet decided that they did not have money to spend on training new recruits and putting more boots on the streets. Whenever junior Minister Elodio Aragon, once a Police Officer himself, is asked about crime, he explains that the Police are about to launch a comprehensive anti-crime plan. That has been his assertion over a year now and we have yet to see this wide-ranging, far-reaching and effective plan. His boss, the perpetually confused and clueless Minister of Home Affairs Sedi Elrington, seems to be on another planet, or at least another continent. When asked about crime in Belize, he often launches into prolonged monologues on Singapore. Not too many weeks ago, he explained that he did not find crime to be a problem since, to paraphrase him just a little, it was mostly young black men killing young black men. And he seemed quite fine with that. When asked again just a week ago, Sedi went to great lengths to explain that 2017 only had 142 murders as opposed to the 145 which has been reported by all local media and even internationally renowned and credible sources. According to Elrington during that same interview, not everyone who dies violently was murdered, and he had a real problem with people thinking that. He had a real problem with that, but not with rising crime. Certainly, there will be no comprehensive plan from this man. In 2017, there was a very noticeable lull in crime on the Southside of Belize City. It was the result of community policing headed by Assistant Commissioner of Police Chester Williams. There was, for a time, what seemed to be a chance for some sort of peace in a usually bloody Southside. So, the politicians and their political puppet ComPol made the decision to take Williams from that position and put him behind a desk in Belmopan. At the time the move made no sense. In hindsight, it still makes no sense. There are those who believe that some UDP politicians run things on the street and control the gangs. There are some who believe that those politicians do not benefit from times of peace on the southside. But that’s all we’re going to say about that. As far back as 2008, and probably on a score of other occasions, in addresses and speeches, Prime Minister Dean Barrow has promised a fully equipped, state of the art DNA testing forensic facility. That facility has not made it past the paper his speeches were written on. And it can be argued that there is no political will to get it done. A couple years ago, while working with mainstream media, I brought up the matter to the CEO in National Security at the time, retired Col. George Lovell. That had to have been about three years ago, and we were still begging the US to consider giving us one. So that is not going to happen with this administration. What we have is an administration that is clueless on fighting crime. But what is even worse is that we seem to have an administration which has no will or intent to do anything credible or effective to fight crime. Our Police department is in shambles, ripped apart by political interference and manipulation, corruption and a real lack of proper training and resources. We have gotten to the point where Police recruits are selected and pass out based not on merit or capacity, but on a recommendation from their UDP Minister or ‘caretaker.’ We know that in the past years when this has been put into play, senior officers report a serious lack of discipline in recruits. And then we wonder why an officer will shoot a man who has surrendered already in the back of the head, killing him, and then say he was aiming for the man’s foot. We are in a crisis. But there is nothing that will be done about it – not under this administration. Until crime is addressed, we are all just knocking on heaven’s door.

Todo esto sucedió en el espacio de unas horas y también hay cuatro personas siendo tratadas por heridas de bala. Es el segundo asesinato en San Pedro en una semana. El lunes nos enteramos que dos hermanas de San Antonio al sur del país habían sido picoteadas salvajemente hasta la muerte cuando regresaban de la iglesia, y como comunidad colectiva no habíamos comprendido plenamente la violencia indecible detrás de esas muertes cuando la morgue ya recibía cuatro huéspedes nuevos . Los funcionarios de gobierno que deciden la política en cuanto a la delincuencia se refieren, el Ministro del Interior Sedi Elrington y su Vice Ministro, Elodio Aragón Jr. no han tenido absolutamente nada constructivo que decir sobre el patrón de crimen siempre en aumento – no aumentando sólo en números, pero también en audacia y frialdad. Algunas de las cosas que hombres y mujeres le han hecho a otros hombres y mujeres en este país últimamente es materia de pesadillas. Increíblemente, el año pasado se corto el presupuesto para el Departamento de Policía, y los políticos responsables en el Gabinete decidieron que no tenían dinero para gastar en nuevos reclutas de entrenamiento y poner más agentes policiales en las calles. Cada vez que al Vice Ministro Elodio Aragón, quien una vez fue un oficial de policía, se le pregunta sobre el crimen, explica que la policía está a punto de lanzar un plan integral de lucha contra la delincuencia. Esa ha sido su afirmación desde hace más que un año y todavía tenemos para ver este plan de alcance amplio, trayectoria larga y eficacia. Su jefe, el perpetuamente confundido y despistado Ministro del Interior Sedi Elrington, parece estar en otro planeta, o por lo menos otro continente. Cuando se le pregunta sobre el crimen en Belice, a menudo se lanza en prolongados monólogos sobre Singapur. Hace unas semanas él explicó que no encuentra que el delito es un problema ya que, parafraseándolo sólo un poco, todo es sobre unos jóvenes negros matando a jóvenes negros. Y parecía bastante conforme con eso. Cuando se le preguntó otra vez hace una semana, Sedi hizo grandiosos esfuerzos para explicar que en 2017 sólo hubieron 142 asesinatos en comparación con los 145 que se ha divulgado por todos los medios locales e incluso por fuentes internacionalmente reconocidas y creíbles. Según Elrington, durante esa misma entrevista dijo, no todo el que muere violentamente es asesinado, y dijo tener un gran problema con el hecho que la gente piense eso. Él tiene un problema con eso, pero no con el aumento del crimen. Con seguridad, no habrá ningún plan integral proviniendo de este hombre. En 2017, hubo una tregua muy notable en crimen en la zona sur de la ciudad de Belice. Fue el resultado de la iniciativa policial comunitaria encabezada por el Comisionado Adjunto de policía Chester Williams. Hubo por un tiempo, lo que parecía ser una oportunidad para algún tipo de paz en el Southside generalmente sangriento. Ya en el 2008 y probablemente en una veintena de otras ocasiones, en oraciones y discursos, el Primer Ministro Dean Barrow prometió instalaciones forenses con equipamiento completo y de vanguardia para pruebas ADN. Esa facilidad no ha ido más allá del papel en el cual sus discursos fueron escritos. Y puede afirmarse que no existe ninguna voluntad política para hacerlo. Un par de años atrás, mientras trabajaba con los medios, le plantee el asunto al que en ese entonces era el CEO en el Ministerio de Seguridad Nacional, el coronel retirado George Lovell. Esto tuvo que haber sido hace unos tres años, y todavía seguíamos mendigándole a los Estados Unidos considerar darnos una. Así que esto no va a pasar con esta administración. Lo que tenemos es una administración que está perdida en cuanto a la lucha contra la delincuencia. Pero lo que es peor es que parecemos tener una administración que no tiene voluntad ni intención de hacer nada creíble y efectivo para combatir la delincuencia. Nuestro Departamento de Policía está en ruinas, desgarrado por la injerencia y manipulación política, la corrupción y una verdadera falta de formación adecuada y recursos. Hemos llegado al punto donde reclutas de la policía son seleccionados y se gradúan basado en recomendación de su Ministro o su “cuidador” UDP y no por mérito ni capacidad. Sabemos que en los últimos años cuando esto se ha puesto en juego, los oficiales de policía superiores informan una falta grave de disciplina de los reclutas. Y luego nos preguntamos porque un oficial le dispara a un hombre en la parte posterior de la cabeza cuando ya se ha entregado, matándolo para luego decir que le apuntaba a los pies. Estamos en crisis. Pero no se hará nada sobre esto – no debajo esta administración. Hasta que la delincuencia no se confronte, todos estamos tocando la puerta del cielo.

Cops Investigate Double Murder in Ladyville Thursday, 25 January 2018 During the Tuesday evening spike in violence on January 23, there was a double murder in Ladyville that has the residents of the Marage Road and the “Milpa” and “Japan” areas of Ladyville on edge. Casey Lozano, 24, and Marlon Spain, 25, were shot and killed in a yard when a group friends in that neighbourhood came under fire from two gunmen. Two other persons were injured in that attack. Sometime around 6:45 p.m., Police were called to the home of Anna Chi, a resident of Marage Road. When they arrived, they found Marlon Spain lying on the ground in the yard. He suffered a gunshot wound to the head. The officers searched around some more, and about 200 yards away, they found Casey Lozano on the ground suffering from a gunshot wound to the upper left side of his back and another to the buttocks area. Officers also visited the KHMH and they found 2 other victims suffering from gunshots they received in the very same shooting. They were Jonah Gray, 22, who was injured to the groin area, and Sidney Humes, 47, who was injured to the left knee and the left leg. Police have since learned that Lozano, Spain, and Gray were hanging out in Anna Chi’s yard with several other companions when two masked gunmen crept out of the bushes behind the house. They immediately opened fire on the group, and let loose a barrage of gunshots. Police report that they recovered 17 expended shells belonging to 2 separate types of 9mm handguns. The cops believe that Spain and Gray were the first to be injured, and that Lozano attempted to flee from the shooters. He was injured shortly after that and he collapsed a short distance away from Spain. The shooters chased down the rest of the fleeing companions who ran into Compassion Road, which intersects with Mirage Road, right in front of the house where everyone was socializing. It is believed that Sidney Humes, who was sitting in front his house on Compassion Road, was injured when the gunmen went after their fleeing targets.

After that, the gunmen ran back to the area in the bush where they had emerged and escaped the scene. In the aftermath, there was a rush to get the injured persons to the KHMH, and Casey Lozano was pronounced dead at 8:00 p.m. Marlon Spain was pronounced dead about an hour and a half later. It is unclear at this time why the attack happened, but many residents in the neighbourhood suspect that it is a retaliation for the March 2016 murder of Rene “Fat Cat” Chavarria. Community members tell the press that there has long since a bitter rivalry between these group of friends from Marage Road and Compassion Road and those who live in the Milpa area, which is separated by less than half a mile. Cynthia Lozano, Casey’s mother, has told the press that she also suspects that this is why her son is dead today, and she stressed that those who believe that they are somehow avenging Chavarria’s death are mistaken. She said that Chavarria had a friendship with her family, and that she considered him like one of her sons. COPS INVESTIGATE VICIOUS DOUBLE HOMICIDE IN TOLEDO

Crecencia Oh Thursday, 25 January 2018 The quiet and peace of the Western Toledo villages of San Antonio and San Jose were disturbed by the very savage killing of 2 sisters, identified to the press as Crecencia Oh, 19 and Josephina Oh, 17. These 2 young ladies, who reside in San Antonio, went to attend church and visit a family member in the neighbouring village of San Jose. Unfortunately, they did not make it back home because someone chopped them to death. The Oh family told the press that they left San Antonio sometime between 2:00 p.m. and 3:00 p.m. on Sunday, January 21. The sisters left with other family members, and they got a ride with a Mennonite resident who owns a truck. They arrived about 10 miles later in the village of San Jose where they attended the church service as was the plan. When that finished, they reportedly went to visit their brother who lives in San Jose. The sisters reportedly told their other family members who attended the church service that they were not going to catch the ride back home to San Jose. Instead, they were going to find their own way home. So, those family members left in the truck and went ahead. Residents of San Jose told the press that they saw both young ladies walking out of the village late in the evening. They were most likely the last people to see the sisters alive. Their father, Teodoro Oh, told the press that he questioned his other daughters about Crecencia’s and Josephina’s whereabouts, and they informed him that the intention was that they would walk home from San Jose, and that they would take a short cut through Santa Cruz Village,

which is the community that separates San Jose and San Antonio. Teodoro Oh told the press that he went to Santa Cruz to wait for his daughters, since they were supposed to pass that way, but they never arrived. Hours later, at about 11:00 p.m. on Sunday, PG Police were called to respond to the discovery of their mutilated bodies. Both young women were viciously chopped to death. Assistant Police Superintendent Alejandro Cowo told the press in a briefing, “It is very, very huge chop wounds that both victims had." Since Monday night investigators have been following up in the case very closely, but they may face difficulties in trying to solve it because San Jose is about 20+ miles away from PG Town, which is where the nearest police station is. The area where they were killed is on the outskirts of San Jose Village, which is an area not populated. So, it makes it more unlikely that there could be witnesses to this heinous crime. That’s where the Toledo Alcalde’s Association come in. They are willingly offering Police any support so that the perpetrator or perpetrators can be brought to justice. They say that their members have knowledge and experience of the area and of the residents, and that they could be a valuable resource to help police solve the case. They have released a statement which says, “The Toledo Alcaldes Association of the thirty-nine Maya communities in southern Belize condemns the heinous crime that was committed against the young sisters, Josephina Oh and Crecencia Oh… Furthermore, the Alcaldes call on the Police Department to ensure that a thorough investigation is done and that the person or persons who committed this crime are brought before the law. The TAA stands ready to support and has been in touch with the Alcaldes of San Jose who are and will continue to collaborate with the Punta Gorda Police to resolve this latest incident.”

GOB Pays for Pakeman’s Protection Thursday, January 25, 2018 It is a sad world we live in when a man gets high and kills another man, and then government resources (which are in reality our resources) are used to protect him. This is essentially what happened with Dorian Pakeman, the Chief Information Officer for the Government of Belize. In March 2016, Dorian Pakeman was driving his government issued vehicle when he knocked down Mr. Dean Dawson. As reported in the media, Mr. Pakeman tested positive for cocaine on the night of this tragic accident. Senior Magistrate Sharon Frazer commented as reported on Channel 7 news “the positive cocaine test did not say that the substance in Pakeman’s system impaired his driving ability.” This is shocking. No drug test will tell you that the drugs impair driving ability. Had the matter gone to Court an expert witness such as a doctor would be able to confirm whether driving under the influence of drugs does impair one’s ability to drive. Another stunning fact was that he was never charged with manslaughter by negligence and driving without due care and attention, which are the usual charges for such accidents. Four months following the accident, he

thought he only had to inform the Senior Magistrate. Imagine all other Belizeans with no connection to government and no travelling partners like the Attorney General who wish they could say that too. The widow of Mr. Dawson, Ms. Sherla Adolphus, had filed a civil suit against Mr. Pakeman claiming further damages. She lost this civil suit before the Supreme Court, as the court did not believe there was sufficient evidence of

was charged only with causing death by careless conduct. On May 26th 2017, he was freed of that one charge because the Magistrate Court determined there wasn’t enough evidence. The senior magistrate inquired - why did Mr. Pakeman leave the country without getting permission from the court. This was asked because in February 2017 pictures emerged with him and the Attorney General, Michael Peyrefitte, enjoying an NBA game in the United States of America. Mr. Pakeman, who was at that game with the Attorney General of Belize, the most senior legal position in the government, stated he didn’t know he had to get permission from the Court as he

negligence. Mr. Pakeman’s attorneys, as reported by Channel 5 news, included Agassi Finnegan, a Crown Counsel in the Solicitor General’s office and the daughter of Minister Michael Finnegan. How is it that a government legal counsel paid by taxpayer monies is used to defend Dorian Pakeman on a personal matter he had before the Supreme Court that had nothing to do with government? This is sad and shameful.

Did you know that to get a job as a Police Officer, you now need to get a recommendation from a UDP Minister or a UDP caretaker? Did you know that to get a job in the Public Service, you need a recommendation from a UDP Minister or UDP caretaker? Did you know that to get housing assistance, or education assistance, you need a recommendation from a UDP Minister or UDP caretaker? As usual, I write this column fifteen different ways in my head before it actually makes it onto the computer screen. By the time it makes it on there I’ve edited out the expletives – at least mostly. There is always so much I want to say, and most of it is not suitable for public consumption. Like I’d be browsing Facebook instead of working, and I’d come across something written by Chairman of the UDP Alberto August, who if you ask me is a wholly dispensable drain on the world’s oxygen supply. And I’d want to write an entire article on him. Then two seconds after, I realize that he is what he is – and if I waste an article on him, then I’m giving him the attention he seems to crave in these waning years of his life. I was watching highlights of the Senate meeting on the news last night, and I just don’t get it. Like on one level I’m disappointed in Michael Peyrefitte because I hate to see an intelligent man deliberately being stupid. I know, absolutely beyond a shadow of a doubt, that even he doesn’t believe the words that are coming out his mouth. And on another level, I understand that he was put in the Senate with a purpose. The rest of the UDP Senators aren’t very bright at all. Neither are they articulate. And

they are the farthest thing from intimidating. Mike is the resident UDP asshole, the hippopotamus in the china shop (bull didn’t do it justice). But with that said, my lerd. I watched this bunch of people, the UDP Senators, defending breaking the law, for no other reason than it was the Barrow administration doing it. I watched the head of a banking institution say pretty much that it is okay to break the law because sometimes it is more practical to do so. WTF! I can’t deal. I just can’t deal. The Barrow administration spends millions and millions and millions of dollars which it is not authorized to spend, then it comes to the House to get approval for the spending of those millions after the money is long gone, then it tries to get the Senate to approve the money bill but there is no accounting for the money. It’s like your wife takes $500 from your wallet without asking to pay some stuff. Then a month after, she comes back to ask you if she can borrow that money (which she already spent). Then when you ask her what she spent it on, she says oh a bunch of things – but she can’t give you any receipts. And she can’t give you any details. But wait…when you press her for more details, she tells you – remember now this is your money – that she knows what she spent it on but she won’t tell you. You need to do your homework and go find out. I mean, what the hell is wrong with these people? Mike looked like a sissy in the Senate, flouncing and all, when he stated saucily that he knows what the Government spent the money on, but he’s not telling. Hell, if his little short arms could have gotten past his belly to his waist, he’d probably have thrown off a little kimbo at that point. But really, this is not funny people. This is some serious shit. Listen…I know elections are right around the corner. And I’m no fool, I know that a whole lot of factors will affect the outcome. Maybe once upon a time, the results of elections reflected the will of the people, but not anymore. The UDP has padded the list, corrupted and manipulated every entity and organization involved in the voting exercise, and they will do whatever is necessary to win. They control the money. But I’ve got a feeling. I’ve got a feeling. It’s been a long time coming. But change is gonna come.

On the early morning of January 17th, 2018, yet another building went up in flames in Belize City. And yet again, there were complaints of insufficient water on the scene. This deficiency, says residents, led to the loss of two homes that did not otherwise need to burn. Last year we warned that Barrow’s bogus budget provided no bounce for the Fire Department and sadly, in the early morning of January 17th twenty-eight person understood firsthand what we meant. It is totally unacceptable that in 2018, with a billion-dollar budget, the Fire Department would not have proper water trucks to ensure that fire scenes have sufficient water. Patrick Faber spent $50,000+ on tacos and pibil, Barrow gave Ashcroft $225 million+ in interest alone for BTL and Montero gave Gapi Vega’s nephew $8 million for a measly mile of road. Imagine the possibilities? Imagine how much better the Fire Department would be if we had a government that truly cared about people instead of projects! One year ago, the Belize Times carried an article which referred specifically to this issue of neglect of the Fire Department. For context we quote – “There are currently only 17 fire stations countrywide which are staffed by 162 officers; that’s an average strength of less than 10 fire fighters per station. Since fire-fighting is a twentyfour-hour job, at times there are only two officers on duty, as was the case of the great inferno in San Pedro which gutted 17 buildings and left 88 persons homeless last June. Edmond Castro has been the Minister responsible for the Fire Department since 2008 and he has not done anything to improve the Department in any meaningful way. Castro and the UDP remain in gross dereliction of their duty to the Belizean people and their duty to the brave men and women of

the Fire Department. It was just last Thursday that the Hon. Cordel Hyde alerted the House that the Bogus Barrow Budget was providing no bouncing back for the Fire Department. Under the leadership of the Rascal from Maskall, the Government was proposing to slash the budget of the Fire Department by an incredible one million dollars. Dean Barrow and the UDP’s mismanagement, corruption and incompetence have so ruined the Belizean economy that the essential services are left severely underfunded. The very next day, whilst Castro, apparently high as a kite, was spewing nonsense about his Ministry and the great work of the UDP, fire broke out in Majestic Alley. When the smoke cleared, 26 persons would be left homeless. Good governance is to Dean Barrow and Castro, nothing more than a buzz word, but it is we the people who must live with the consequences of their incompetence.” A year ago, it was 26 persons, and today it is 28 left homeless because of fire. But as they always do, fires and other disasters give the worthless UDPs an opportunity to ‘shine.’ It did not take long after the fire for the media hogs Castro and Willoughby to show up and to try and claim glory. Castro was quick to talk about the support being dished out by NEMO; we would much rather he talk about conducting an audit of NEMO so we can fully understand how much of our money they have misappropriated. Of course, Philip Willoughby was not going to be outdone by Castro, he had to show up to beat his CEMO chest. Barrow bogus, Castro bogus and Willoughby bogus. The Fire Department needs reserved water capabilities. Unnu stop play lost!

PUP WOMEN LEAD THE WAY Once again PUP Women are leading the way. I am happy to learn that there is a Women's Forum planned for Belmopan for Sunday February 4, 2018. I expect to see many of our PUP sisters as we come together to discuss the way forward in contributing to a new version of the Women's Agenda. The PUP and our women have a proud history. From the days of Madam Liz, the Honourable Gwendolyn Lizarraga, we have held the torch of fighting for our women's progress very high. Madam Liz was the first woman to be elected in pre-Independence Belize, and we all follow in her footsteps in doing the necessary social and political work and struggling for the development of our women, men, families, and children. In recent times the PUP women have always promoted these “Women's Agendas,” whether we have been in government or opposition. This is to be commended because the men tend to forget that for social and economic progress women must be included and the concerns of women have to be taken into full account. We will be considering the areas of Education, the Law, Health and Leadership once more and we will be submitting recommendations for the next PUP administration. Also, at the Party meeting this coming weekend the United Women's Group and PUP women on a whole will be focusing on equality and equal opportunity for women with a draft resolution for our vision of a Belize that respects and cares for its women. PUP women are very concerned about the mis-management and blatant abuse of the country's resources by the current UDP government. The UDPs in power have turned a blind eye to rampant corruption. Every week, almost every day, we hear of more and more instances of terrible corruption by those in power. There has been wholesale gorging at the public trough by many well-connected functionaries of this administration. It is obscene and repugnant!! We PUP women know only

too well the hugely negative effects of corruption on our country. Corruption takes bread out of the mouths of our Belizean women and children in particular. More women are poor. More women are jobless. More women work doubly hard for less pay than men. More women own less property than men. There is therefore a huge gap in terms of real equality for Belizean women, even though women and girls are said to make up approximately 50.2 percent of the total population. We therefore condemn in the strongest terms ALL the corrupt acts committed during the UDP administration of Rt. Hon. Dean Barrow. We believe firmly that all the corruption has a greater negative impact on women. When things are bad women suffer more, and presently too many people are suffering due to the mis-management and corruption that we are calling out today. It is incumbent on us PUP women to call for an immediate reduction in the corruption that is ongoing. It is also vital for us to demand that the present government give greater priority to reducing the gender gap, as it is called. More women need to be trained in non-traditional areas so as to fairly compete with men for more pay. We also need to see more attention to combatting all the forms of discrimination against women and girls. Finally, PUP women call on government and all social partners to join the PUP, especially our women, and to work to eliminate gender discrimination and promote gender equality and equal opportunity for our women and girls across all sectors of Belizean society. Don't under-estimate the power of women, especially the force and strength of PUP women. Who feels it knows it, and our resolution puts its finger on the real issues being experienced in Belize today. I commend PUP women and the UWG for continuing to point the way and lead the way in what needs to be done to achieve a better Belize for us all. Power to PUP women!!

Large Overpriced Fancy Projects vs. the Basic Needs of the People By Gilroy Usher, Sr. Over the last ten years the UDP government has spent millions of dollars on large fancy projects in Belize City. Numerous bloated contracts and sweetheart deals have been associated with that big spending. Consequently, a number of the party’s councilors, ministers, and contractors among others have become wealthy. Some of those persons have even become millionaires. Despite all the spending, the records show that more Belizeans are living in poverty today than prior to 2008. That is evident as one looks at the terrible conditions of communities across the country. This administration has spent millions from Petrocaribe on highpriced roundabouts, but it has not used any of those millions for investments such as a block factory that would provide scores of youths with steady jobs as they make concrete blocks which could then be used to build proper 2 and 3-bedroom low-income concrete houses for deserving Belizeans. People can’t put food on their tables, educate their children or build their homes with roundabouts. They need steady jobs to provide for their families. Today we have to live with deplorable streets in our neighbourhoods and have to pay a $30 million bill for concrete streets that are crumbling after only a year. That is the result of shabby work by mostly unqualified contractors who were selected for those contracts by their Party bosses with certain ‘understandings.’ This administration has spent almost $40M on an overpriced basketball stadium at the Civic. The facility was inaugurated over a month ago nevertheless it has remained closed for basketball, volleyball, table-tennis or any other sport, even though we the people have to pay for it. The Semi-Pro Basketball League has been forced to rent a private facility for its present season because it cannot afford the exorbitant price to access the new stadium that was

supposedly built to promote sports in the municipality. While millions of dollars have been spent in the City on that single basketball stadium that we can only observe, not a penny has been spent to provide a park in Lake I, Collet, Port Loyola or other southside constituencies. Where is the love for the people, Mr. UDP? Almost $3 million was awarded to a RED contractor to pave Lake-I Blvd. The same boulevard now needs to be redone less than three months after the work was completed. In one of the most shameful bloated contracts, UDP contractor Imer Hernandez was awarded $8 million to fix a mile of Faber’s Rd., even though experts in road-building say the project should cost no more than $4 million. Nevertheless, this same administration refuses to invest the necessary funds to provide our children with the best possible education at the primary school level. Today the number of children who are not attending primary school because their parents cannot afford the high cost of their education is at its highest level. On its third consecutive term in Belmopan, the administration is still far from completing the Marion Jones Stadium. The facility is totally unsuitable for cycling, football or any other sporting event, although the same ministers have spent millions of dollars on it yearly over the past nine years. Considering the millions that have been spent on that sporting venue, it is shocking that the administration cannot find the funds to combat the worsening crime situation with the establishment of a forensic lab which is vital to end the country’s dismal record of conviction for crime, especially violent murders. On March 7, Belizeans will have the opportunity to vote red for leaders who will give priority to more large overpriced fancy projects or leaders who will address the basic needs of the people to improve their standard of living.

This week, we are proud to announce that the Council is paving South Main Street, which borders the constituencies of OW Central and Orange Walk East here in town. It has been no easy feat, but we have kept to our commitments to the people and the work continues. A long time ago we realized that people have almost become immune to most politicians going into their homes. My colleagues all around the country tell me the same. The United Party has been in office a long time in Central Government, and they control all the municipalities except this one – and nobody wants to hear what they are promising this time around. It is easy for politicians to go into homes and make the most ridiculous promises. And it is easier for those politicians to forget the people once elections are done. I made a commitment a long time ago that I would never be that type of politician. And no team that I lead will ever make idle commitments for the sake of votes. In Orange Walk as we go into homes and businesses and talk to residents wherever we meet them, we have a clean record to stand on. We have been a responsible Council. We have worked with integrity and honesty. There has been and will be no corruption at the Town Hall under our watch. And we are a team of workers. All these things we can say because it is the truth. And the people have confidence in us because they know us. The bond we have formed with this community will remain with me, I know, long after I have left politics. I have said this to everybody I meet, and I stand by it. This country has been driven to the point of destruction by corruption and abuse. Our people have suffered because for the UDP, good governance is not something they practice. We have all seen select UDP cronies become millionaires, yet we know that we are a poor country and we know how our people have to work hard and struggle hard to get by. That kind of corruption will not be a part of what I am or what I do. And I know that when the PUP comes back into power, because they will, things will be very different and finally ALL our people will have access to equal opportunities. Unfortunately, the UDP does

not know how to govern with integrity. Even as we prepare for a municipal election just over a month away, I have been reliably informed that UDP operatives are crowded up in the Ministry of Lands, promising land to people in exchange for votes. They are telling the people that all they need is a stamp and a Social Security Card and it is a done deal. But even worse than that, I am told that they are also taking away land from known PUP supporters to promise to persons who they think will vote for them. Honestly, this type of behaviour does not surprise me. We know the UDP is desperate. But I am still confident in my people. I am confident that my people are tired of this type of corruption and will condemn it. I would hope that Phillip de la Fuente, who himself used to talk against UDP corruption before he was seduced back into the Party, would remember that it is this type of corruption which has us where we are. It wasn’t so long ago that de la Fuente held up a huge banner proclaiming that the Country is Messed Up under the UDP – in even stronger words than that. In Orange Walk we will not go back to the UDP. I am confident of that. And I am confident that all over the country, the people will send a message to the UDP. It is time for good governance. It is time for integrity. It is time for a leadership which cares about the people. It is time for the PUP.

Watching the news on Tuesday, January 23rd was surreal for many Belizeans. At the start of January 23rd, the murder count stood at 8 persons. Within 10 minutes of the start of news, there were reports of a murder in the tourism capital of Belize, San Pedro Ambergris Caye. Before the end of the news, there was breaking news of gunshots in the Ladyville area of the Belize District where 2 persons were confirmed dead. Just like that in the space of 45 minutes the murder count increased from 8 persons to 11. Of these 11 persons, three of them were women who were violently murdered. The United Women’s Group condemns in the strongest possible terms violence against women and is outraged at these heinous homicides that are impacting women. The murders of sisters Crecencia and Josephine Oh are the 2nd and 3rd gruesome crimes against women for the New Year in its first month. The 1st was the matricide of Braulia Pech. The UWG extends its

deepest condolences to the families. These murders are increasing at an alarming and dangerous rate. Belizeans are not feeling safe. To make matters worse, there is a tremendous loss of confidence in the Police Department to investigate these properly so that these crimes can be prosecuted and convictions can be upheld. Belize has one of the lowest conviction rates at a reported 3%. Once again there have been no words of comfort or reassurances by the Prime Minister, the Minister of Police, the Deputy Prime Minister nor any other Minister of Government. Although, Minister Sedi Elrington did remark that “not all violent deaths are murders.” Belize is losing its way. Crime is out of control. Reckless spending with Ministers operating contrary to the law has become the norm. At the start of 2018, Belize is revealing how much of a rogue nation it has become. It’s time for change. We each can be the change we want to see. Connect.

As silly season takes its full effect and the date for the municipal elections approaches rapidly, voters throughout the country will be swarmed from those in the political spectrum. However, I would like to appeal to voters before voting to do intense reflection and to weigh their options carefully and not vote based on color solely but on the level of candidates, their vision. character and that of the party they represent. With that being said, there is no doubt in my mind that the candidates fielded by the People’s United Party are far and above in capacity to those fielded by the corrupt and incompetent UDP. While the UDP will undoubtedly focus their political rhetoric on those overpriced infrastructural projects they so proudly boast, it is time to uncover the truth behind those projects. For starters, readers can dig up all archives from GOB and realize that all these projects were given out to UDP cronies i.e. Imer Hernandez (the famous nephew of the disgraced former Deputy Prime Minister, infamous for bloated, bad contracts), Belize Infrastructural Limited (the blue eyed company of the disgraced Prime Minister), RJB construction, the Arguelles Brothers and the new found company that miraculously got the contract to build the new San Ignacio/Santa Elena Town Board building owned by Rolando Montero, brother of the disgraced Minister of Works Rene Montero. These shady, not tendered projects have been given

to selected cronies that rake in millions and millions of dollars with zero accountability. That is strike 1. The bloated contracts are given to cronies who then fill the UDP coffers and enable these corrupt Ministers to bribe voters on election day. This is where strike 2 comes into effect - a corrupt Rene Montero or even the foul-mouthed Alberto August will be front and center on election day bribing persons to the tune of $50, $100 or even more. Top shelf cronies like Imer Hernandez are valued at million-dollar rates while BIL has raked in millions and so has Roly Montero, but the average voter, the tax paying voter is only deemed to be worth a measly sum of money that would not last them past a week in our highly inflated economy. Furthermore, I would like readers and the voting population to realize, what else is the UDP offering outside of infrastructure? Our human resources, namely our people are perishing. Isn’t it a shame to have a shiny, $33 million-dollar CIVIC Center in Belize City but the most abject poverty can be found less than a block away. This highlights the priorities of the UDP government. You see, these Ministers can’t hustle on improving the lives of the citizens. They can only hustle on million-dollar roads, bridges, buildings, and let us not forget on visas and Belizean citizenships. They can’t make themselves millionaires by sending the masses to school, by empowering people or by building a thriving Belizean economy that puts everyone to work. Deep down in their rotted cores, do you believe Dean Barrow, Gaspar Vega and company want to make others around them better? They want to be known as the Belizean millionaires of high society that only empower their own. It is quite astounding that a Barrow hasn’t gotten in on the infrastructure hustle - or at least they haven’t publicly.

On the other side of the political spectrum we have a party led by the Hon. John Briceño that has placed a people-centered focus on rebuilding Belize. Every Belizean, no matter his/ her race, will be afforded the right to own their own piece of land (a stark contrast to the UDP way where only Andre Vega and company can obtain prime land). Every Belizean will have access to affordable healthcare and education as well as the right to work. The PUP and its candidates want to see a thriving Belize, one that works for

everyone, one where people are educated and not dependent on handouts. We are rich in resources but only the selected few enjoy it at the moment. Therefore, my fellow readers, I urge you to look beyond the rhetoric and truly think if your lives have been improved throughout the past 10 years. What sense does it make to have a million-dollar road but have no money to fuel your vehicle? Vote for a party that will put people first, vote for candidates who are superior both intellectually and in their vision for the town/municipality they want to represent. Vote for a party that is ready to lead, and ready to win. When the PUP wins, Belize wins!

OUT UNEMPLOYMENT REMAINS VERY HIGH IN 2017

2017 is a year that we will never forget. The Father of our nation George C. Price used to tell us: -Never allow yourself to be a boot licker or a psychopath - speak the truth, even if it hurts, Jesus died for the truth-. The Belizean economy is on a very steep fall. We had to pay compensations, accommodations and legal fees, almost a billion dollars. There is also an undisclosed amount of loans - from the IDB, the Caribbean Bank, and other sources. Our national debt skyrocketed from 1.2 billion to near 3.4 billion dollars. It means that every single Belizean owes about 10 thousand dollars each. Let’s take a look to the unemployment rates for the last two years: According to the Statistical Institute of Belize (SIB), the Cayo District recorded the highest unemployment rate of 13% in September 2017, while Toledo had the lowest at 6.5%. Compared to September 2016, the Orange Walk, Cayo and Toledo districts

all recorded a rise in the level of unemployment. Noteworthy is that the unemployment rate in the Toledo district, which has consistently seen the lowest rates of joblessness in the country, has almost doubled since September 2016 due to a net loss of about 700 jobs across several industries. On the other hand, Corozal, Belize and Stann Creek each saw a decrease in the rate of unemployment. The Stann Creek district recorded the largest decline in its unemployment rate, from 17.7% in 2016 to 8.7% in 2017. Taking into account that Belize population is 387,879, it means that we have about 38,000 people without jobs in Belize. The situation is very concerning since there is not a clear strategy to address this very high unemployment rate. Let us all pray that 2018 will be better for all “Normal” Belizeans. Your vote is sacred. We vote for people who we trust will have our best interests at heart. We cannot keep voting for the same and expect a change for the better. Let’s be part of the solution, not a part of the problem. Enough is enough! If they can't do what is required of them, then step aside. The PUP has an action plan that will put in place a Belize that works for EVERYONE! You can reach your own conclusions. God bless you all our beloved Belizeans. ABANDONED!

Caye Caulker has been abandoned by U.D.P. Minister Manuel Heredia Jr. and the U.D.P. The Caye Caulker airstrip was shut down in October 2017. Since then no progress has been made to fix the Airstrip. According to Heredia, U.D.P. contractor Imer Hernandez has already been paid. So where is the work? Has that money gone into the airstrip or into the U.D.P. coffers just before municipal elections? Caye Caulker is losing business and losing much needed income. When will the airstrip be finished? Manuel Heredia has said he does not need the people of Caye Caulker to win elections! Lets see how long it will take to complete and how long he and the U.D.P. will leave Caye Caulker in limbo.

Nasralla asegura que el ganador de los comicios fue él y acusa al TSE de haber fraguado un "fraude electoral" para que Hernández ganara las elecciones. El presidencialismo no ha generado crisis sistémicas que hayan acabado con el parlamentarismo MANUEL ALCÁNTARA SÁEZ 19 ENE 2018 Hace tres décadas, en plena discusión sobre las posibilidades de que las transiciones a la democracia desde Gobiernos autoritarios alcanzaran el nivel de la consolidación democrática, Juan J. Linz abrió un debate académico sobre las virtudes del parlamentarismo confrontadas con los vicios del presidencialismo. Frente a argumentos basados en la teoría de la dependencia mediante los que la inestabilidad política era causada por la desigual relación entre los países industrializados del centro y los de la periferia, se esgrimían otros que la vinculaban al papel del imperialismo estadounidense. Asimismo, había explicaciones que enfatizaban el lento proceso modernizador de América Latina, o la desigualdad rampante, e incluso otras que ponían el acento en los efectos de la colonización ibérica y la presencia todopoderosa de la Iglesia católica a la hora de desarrollar valores democráticos. Pero nada se argüía del papel que podían jugar las instituciones. En 2018 se cumplen 40 años del inicio de las transiciones a la democracia latinoamericanas y hay evidencia empírica suficiente para saber que la satanización del presidencialismo en la región demanda notables matizaciones. Aventuro cuatro consideraciones que requieren evaluarse con detenimiento. La primera es que el presidencialismo per se no ha generado crisis sistémicas que pusieran fin a la democracia significativamente (Fujimori —en estos días muy de moda por su más que discutible indulto— tuvo la actuación más relevante). Contrariamente, la política latinoamericana ha sabido encauzar las crisis derivadas de la veintena de interrupciones presidenciales acaeci-

das, que representan el 12% del total de periodos presidenciales registrados. Hoy se puede afirmar que la democracia solamente se ha deteriorado dramáticamente en Nicaragua y Venezuela, pero no es atribuible al esquema institucional vigente. La segunda, derivada de la idea de la legitimidad dual en un régimen de separación de poderes que en teoría llevaba irremediablemente a choques entre el presidente y el Congreso, configurado por una mayoría contraria al partido de aquel, apenas si se ha producido. Los presidentes en minoría es algo habitual en la política latinoamericana, pudiéndose evidenciar tomando cualquier año al azar. En el panorama actual solo 7 de los 18 presidentes tienen una mayoría parlamentaria cómoda. Gobernar en minoría ha supuesto la introducción de mecanismos parlamentarios para generar mociones de censura que terminaran inhabilitando al presidente. Cuando se ha llevado a cabo esta práctica, se ha hecho violentando la Constitución (Honduras 2009), o articulando juicios políticos poco claros (Paraguay 2012, Brasil 2016). Lo que ha sucedido sin éxito recientemente en Perú al aplicar el término constitucional de “incapacidad moral” recuerda lo que sí fue factible en Ecuador en 1997 al declarar el Congreso la incapacidad mental del presidente Abdalá Bucaram. La tercera se relaciona con el sistema de partidos. El presidente no suele ser el líder del partido y ello conduce

Estados Americanos. "En dicho diálogo deberíamos participar, en forma directa o a través de representantes idóneos, los dos candidatos presidenciales que fuimos en conjunto distinguidos mayoritariamente a pesar de los cuestionados datos del TSE por más del 56 % del voto popular", subraya la carta de Nasralla a Hernández. Señaló que "el diálogo político" que le propone a Hernández "es un paso indispensable para acordar las acciones que permitan superar esta crisis y devolver al país, con el cumplimiento oportuno de sus acuerdos, la estabilidad necesaria para poder enfocarnos, en diferente

momento, en otros temas de interés nacional". Nasralla también ha llamado a los hondureños a evitar que Hernández tome posesión el 27 de enero, cuando además, según él, ninguna ley tendrá vigencia porque su mandato estará siendo impuesto por el fraude en las elecciones de 2017. Además, Nasralla ha dicho que hay que evitar mañana la instalación de la junta directiva provisional del Parlamento hondureño, la que convocará para el día 23 para elegir a los directivos en propiedad e inicie el nuevo período legislativo 2018-2022. Según Nasralla, el diálogo con Hernández debe darse antes del 27 de enero.

El presidente de Bolivia, Evo Morales, junto al viceministro de Energías, Alberto Echazú a una compleja relación con su grupo parlamentario. Llevada al límite puede suponer que este termine volviéndole la espalda como le sucedió al venezolano Carlos Andrés Pérez cuando su partido votó en su contra en un juicio político en 1993, o a Zelaya, a quien su partido también le abandonó en 2009. La consecuencia es la proliferación de candidatos que han configurado su capital político original fuera de los partidos. Finalmente, cabe argumentar que el presidencialismo es un juego en el que el ganador se lo lleva todo. No hay posibilidad de articular soluciones consociacionales. Además, los presidentes latinoamericanos tienen históricamente rasgos preponderantes con respecto a los otros

poderes del Estado. Cierto es que, como analiza Mercedes García Montero, tienen poderes institucionales diferentes y actúan en contextos también muy distintos, pero esto no les aleja de ser las figuras más relevantes de sus sistemas políticos. Ello ha comportado en la historia de la región, pero muy claramente desde el inicio del presente siglo, una actuación estratégica de componedores de hegemonía por excelencia. Amparados por su fortaleza electoral personal, Hugo Chávez, Evo Morales y Rafael Correa pudieron desarticular el orden constitucional vigente y sustituirlo por uno a su guisa. Algo que habría sido mucho más difícil bajo el parlamentarismo.

Los dos hombres que pretendían contraer matrimonio dijeron que elevarán un recurso ante la Sala Constitucional en contra de la resolución del Consejo de Notariado. Iglesias se oponen Las iglesias Católica y Evangélica firmaron hoy un manifiesto en donde exponen su oposición al matrimonio entre parejas del mismo sexo, el aborto y la ideología de género. En el texto fue firmado por el presidente de la Conferencia Episcopal, el arzobispo José Rafael Quirós y el presidente de la Federación Alianza Evangélica Costarricense, Jorge Gómez, el pasado 18 de enero, pero hecho público hoy. En el documento ambos grupos religiosos reafirman "el valor absoluto de la vida humana desde su concepción" y que "la familia que se basa en el matrimonio debe encontrar el apoyo y protección del Estado. Más allá de las imposiciones internacionales". Esto luego de la opinión consultiva de la Corte Interamericana de Derechos Humanos (CorteIDH) favorable al matrimonio gay.

"Hacemos un llamado a todos los cristianos y a todos los ciudadanos a participar de las elecciones de 4 de febrero meditando delante de Dios y de sus consciencias su voto (...) a los candidatos les pedimos ser consecuentes con sus promesas de campaña, ser intolerantes con cualquier acto de corrupción y que nunca se olviden de los valores y convicciones cristianas", cita el texto. Además, exponen su rechazo a la propuesta del Ministerio de Educación Pública de brindar una clase de educación sexual a los adolescentes llamada "Educación para la afectividad y la sexualidad". "Los padres son los primeros llamados a educar a sus hijos y el Estado debe apoyar a los padres en esta tarea, por lo que es inaceptable la propuesta, así como otras propuestas gubernamentales contaminadas por la ideología de género que contravienen los principios cristianos", dice el documento. Ambos grupos religiosos también mostraron su "preocupación" por el persistente nivel de pobreza, la creciente desigualdad social, así como los niveles de violencia, especialmente el aumento del crimen organizado y del narcotráfico.
