Thursday, 02 January 2020 Caye Caulker residents, businesses and tourism stakeholders have roundly condemned the Government of Belize, BEL and BWSL after the island was left without water or electricity for almost a week, from just after Christmas and through the New Year. Both major utilities, about which the Prime Minister regularly boasts, experienced simple mechanical malfunctions which rendered them totally useless, and left the island high, dry and hot, for almost a week. While power was restored today, accompanied by a sheepish release from BEL, all residents are keenly aware that with just another glitch, the same

could happen again. Notably, Prime Minister Dean Barrow was nowhere to be seen. A release from the Government Press Office explained that he left the country on one of his very frequent jaunts to some other exotic locale just after Christmas. As islanders raged and fumed, UDP Area Representative Manuel ‘Barefoot Minister’ Heredia was also conspicuously absent, which may have been a good thing considering the mood of the islanders.

Tourism related businesses have reported a drastic drop in revenue, and tourists cancelled reservations, packed up, demanded full refunds and headed home. The BTIA has also indicated that there were many tours which were cancelled when tourists learned that the island was without electricity and water, with no exact timeline for its return. In a protest by the Caye Caulker branch of the BTIA today, residents held up signs condemning the government and its utilities. Those tourism stakeholders claim that this is

not the first or the only time they have experienced such shoddy service from the utilities. They say that both utilities are famous for providing sporadic and unreliable service to the island which depends largely on tourism for its survival. One Belize Tourism Industry Association (BTIA) rep complained that when they do have water, it is dirty. This complete breakdown which has cost the island so dearly is par for the course where the UDP is concerned. It is not the first time that the utilities, propped up by

2020 what seems to be archaic and outdated equipment, have failed. But instead of dealing with the priorities of basic service to the people – reliable electricity and water – the UDP prefers to pump huge sums of money into roads and roundabouts, because that is where the hustling is. We predict, judging by the mood of the islanders, that this, in a long series of UDP failures, will come back to haunt the Barefoot Minister and whatever remains of the UDP after Dean Barrow throws in the towel. The people of Belize deserve better. Service to the people must be the priority of the government. And it will be the priority of the People’s United Party government which will take office whenever elections are called.

PUP DEMANDS ACTION TO ADDRESS THE CAYE CAULKER CRISIS SITUATION The People’s United Party (PUP) registers its grave concern over the complete breakdown of electrical and water services in Caye Caulker. The PUP joins the Caye Caulker Business Association and the Belize Tourism Industry Association in calling on the Government of Belize (GOB) to urgently find a solution to this disaster.

It is unacceptable that Caye Caulker is without water and electricity for 5 days with electricity being fully restored only this morning at 2 a.m. - the most basic needs for a decent quality of life for the thousands living on the island. In addition to this being unsafe and unhealthy, businesses and tourism establishments are suffering significant losses as visitors are cancelling their vacation plans to the island due to lack of those essential services. This is the high season for the tourism industry and this has become a chronic situation for the livelihood of Caye Caulker residents. It is also a disastrous image for the tourism destination which in November was awarded the Destination of the Year by the BTB. The Minister of Tourism and Area Representative for Caye Caulker Manuel Heredia was at a loss for words, as usual, as he has no clue and clearly was not focused on solving this serious problem. When a government traffics in scandalous road contracts with their cronies instead of putting priority on the quality of life and health of Belizeans, this is the end result. The most essential services are neglected.

It is 2020 and the people of Caye Caulker deserve better. The Government of Belize, the Public Utilities Commission and the Ministers responsible for Tourism and Public Utilities must address the residents of Caye Caulker with definitive and concrete answers. The island of Caye Caulker contributes significantly to the Belizean economy: creating jobs, paying GST, property taxes, social security, hotel taxes and other fees.

The Peoples United Party urges the GOB to find a solution at the earliest for the residents of Caye Caulker. The PUP also urges that an inquiry by the PUC be done in earnest to determine the root cause of this crisis and what mitigating plans the utility companies will put in place to ensure there is no reoccurrence in the future. Rearview Ruminations

A

t the beginning of the Year, Belizeans everywhere take the time to contemplate. The accomplishments and the failures of the past are carefully recounted and new plans and resolutions made for the New Year ahead. This year in particular is special because it also marks the beginning of a new decade and specifically for Belize, as it is an election year, a chance for the electorate to usher in much needed change. The UDP who have been at the helm of Belize for more than a decade, can no longer deflect the responsibility for their ill-conceived policies nor the woeful results stemming from the clumsy execution of their duties. The last decade will be remembered for the intensification in the viciousness and frequency of violent crimes. In particular that women and children have become the primary targets of these attacks both cruel and vicious. The Prime Minister boasts his administration’s free market and open economic policies. The establishment of an LPG monopoly, and a floor on the price of that most basic commodity must not to him seem in complete contradiction of these lofty ideals. Claims of investment in human capital go unnoticed in a country with yearly imports in excess of $5M in ramen because the current minimum wage no longer represents a living wage. These claims are a mockery because Belizean workers have not had an increase in minimum wage in the last decade and neither are they protected by OSH legislature because this UDP Government does not care about the human capital of this country. The UDP is not big on human capital, they are all into infrastructure, because that is where they have truly invested. They have spent 1.5 billion on projects, and these were to be the motor to drive the economy forward. Contrary to what the Prime Minister claims the last quarter saw unemployment increase from seven to twelve percent; furthermore, because we have registered a contraction in GDP over the last two quarters, we are firmly in the throes of a recession. This UDP government is an enigma, strapped for cash that they have resorted to taxing the poor man’s tacos while in the same breath they have provided 90M in tax breaks for the rich and then turned around and borrowed 90M, which the poor working class, tacos-eating Belizeans, will pay back with interest. Our public health system is in shambles, the last decade was witness to some of the most unacceptable debacles. We must never forget the death of the thirteen babies at the KHMH or how rodents infested the Western Regional Hospital’s incubators biting at the toes of a premature newborn. There are still major problems for Belizeans to access dialysis, and cancer treatment and screening. Recently, there were shortages of medication in the public health system that caused serious concern for Belizeans suffering from chronic illnesses. The Minister of Health, in the meantime, seems to have completely overcome the shame of it all and tries instead to combat all the shortfalls of his ministry by ringing in the New Year with lots of vigorous dancing and fancy fireworks. According to Salvador’s President Bukele “There is enough money when no one steals.” Is it then a wonder why there never seems to be enough money in Belize? Well, at least not for the things that really matter or would be of benefit to the normal, average Belizean. The infrastructure that the PM is so fond of boasting about is sub-par and the contracts bloated. Any semblance of objectivity, propriety or democracy for that matter, in the tendering process has long been lost. It has been years since we last had a contractor general and the UDP’s favourite contractor, also Gapi’s favoured nephew, has been made a millionaire many times over. Still the PM speaks loudly about his democratic government, seemingly very selective in his memories and refusing to recall the very undemocratic laws he enacted specifically in reference to monies he spent without the authority and knowledge of the House of Representatives. The “slippage” in his accounting of the people’s monies, and the failures to submit documentation in relation to monies spent. The last decade has been good… but by and large only for a very select few. It has been excellent for the Vegas who have made off with thousands of acres of land, hundreds of thousands of dollars paid from the taxes of peasants and not normal Belizeans. The Hon. Gapi even seems to be making an unexpected come back into electoral politics. Given the fact that Senator Salazar’s schedule was cluttered with the Sanctuary Bay Scandal, which led to the closing of Atlantic International, we have been made to wait years for the report from the Senate Select Committee on the Immigration Scandal. Mr. Penner is now himself contemplating a comeback because he is sure that the report will suffer the same fate as the Writ of Mandamus. The Castros and the Hulses have also lived large and in charge leading a charmed life replete with impunity and entitlement. The “first family” have taken the lion’s share to be sure. Millions have been squandered on legal fees paid to members of the Barrow family. Preferred placement as Chairs of boards, committees and placement in top executive positions have been the norm. In his dotage, and with the smoothing of his grey matter, the Prime Minister can no longer discern where one ends and the other begins, and so Governance of Belize has become a well-rounded family business. The New Year brings with it fresh opportunity for change and the promise that, present conditions notwithstanding, through hard work, perseverance and the indomitable Belizean spirit we will not only prevail, but prosper!

principios del año, los beliceños de todas partes se toman el tiempo para reflexionar. Los logros y los fracasos del pasado se recuentan cuidadosamente y se hacen nuevos planes y resoluciones para el Año Nuevo. Este año en particular es especial porque también marca el comienzo de una nueva década y específicamente para Belice, ya que es un año electoral, una oportunidad para que el electorado marque el inicio de un cambio muy necesario. El UDP que ha estado al frente de Belice durante más de una década, ya no puede desviar la responsabilidad de sus políticas mal concebidas ni los resultados lamentables derivados de la ejecución torpe de sus deberes. La última década será recordada por la intensificación de la crueldad y la frecuencia de los crímenes violentos. En particular, que las mujeres y los niños se han convertido en los principales objetivos de estos ataques crueles y despiadados. El Primer Ministro alardea con las políticas económicas abiertas y mercado libre de su administración. El establecimiento de un monopolio de GLP y un piso sobre el precio de la mercancía más básica no debe a él, parecerle en completa contradicción con estos elevados ideales. Las reclamaciones de inversión en capital humano pasan desapercibidas en un país con importaciones anuales superiores a 5 millones de ramen porque el salario mínimo actual ya no representa un salario digno. Estas afirmaciones son una burla porque los trabajadores beliceños no han tenido un aumento en el salario mínimo en la última década y tampoco están protegidos por la legislatura de la SST porque este Gobierno UDP no se preocupa por el capital humano de este país. El UDP no tiene interés en el capital humano, están centrados en la infraestructura, porque es donde realmente han invertido. Han gastado 1.500 billones en proyectos, y estos iban a ser el motor para impulsar la economía. Contrariamente a lo que afirma el Primer Ministro, el último trimestre experimentó un aumento del desempleo del siete al doce por ciento; además, debido a que hemos registrado una contracción del PIB en los dos últimos trimestres, estamos firmemente en medio de una recesión. Este gobierno UDP es un enigma, estando cortos de dinero en efectivo han recurrido a gravar los tacos del ciudadano pobre mientras que en el mismo aliento han proporcionado $90M en exenciones fiscales para los ricos y luego se dio la vuelta y pidió prestado 90M, que la clase trabajadora pobre beliceña que comen los tacos pagarán con intereses. Nuestro sistema de salud pública está en ruinas, la última década fue testigo de algunas de las debacles más inaceptables. Nunca debemos olvidar la muerte de los trece bebés en el KHMH ni cómo los roedores infestaron las incubadoras del Hospital Regional del Oeste mordiendo los dedos de un recién nacido prematuro. Todavía hay problemas importantes para que los beliceños accedan a la diálisis, la detección y el tratamiento del cáncer. Recientemente, hubo escasez de medicamentos en el sistema de salud pública que causaron seria preocupación a los beliceños que padecen enfermedades crónicas. El Ministro de Salud, mientras tanto, parece haber superado por completo la vergüenza de todo y trata a cambio de combatir todas las carencias de su ministerio festejando en el Año Nuevo con mucho baile vigoroso y fuegos artificiales extravagantes. SEGÚN el presidente Bukele de El Salvador, “hay suficiente dinero cuando nadie roba”. ¿Es entonces de extrañar por qué nunca parece haber suficiente dinero en Belice? Bueno, al menos no para las cosas que realmente importan ni serían de beneficio para el beliceño normal y promedio. La infraestructura de la cual el PM es tan aficionado a jactarse es deficiente y los contratos hinchados. Cualquier semblanza de objetividad, propiedad o democracia en el proceso de licitación, de hecho, fue perdida hace mucho tiempo. Ya hace años desde la última vez que tuvimos un contratista general y el contratista favorito de la UDP, también el sobrino favorito de Gapi, se ha hecho multimillonario y con creces. Sin embargo, el Primer Ministro habla en voz alta de su gobierno democrático, aparentemente muy selectivo en sus recuerdos y negándose a recordar las leyes muy antidemocráticas que promulgó específicamente en referencia a los fondos que gastó sin la autoridad y el conocimiento de la Cámara de Representantes. El “desajuste” en su contabilidad del dinero del pueblo, y la falta de documentación en relación con el dinero gastado. La última década ha sido buena... pero en general sólo para unos pocos muy selectos. Ha sido excelente para las Vegas que se han hecho con miles de acres de tierra, cientos de miles de dólares pagados de los impuestos de los campesinos y no beliceños normales. El Honorable Gapi incluso parece estar haciendo un regreso inesperado a la política electoral. Dado el hecho que la agenda del senador Salazar está repleta con el Escándalo de la Sanctuary Bay, que llevó al cierre de Atlantic International, nos han hecho esperar años para el informe del Comité Selecto del Senado sobre el Escándalo de Inmigración. El Sr. Penner está ahora considerando el retorno porque está seguro de que el informe sufrirá el mismo destino que el Escrito de Mandamus. Los Castros y los Hulses también han vivido en grandeza y a la vez llevando una vida encantadora repleta de impunidad y prerrogativas. En su senectud, y con el allanamiento de su materia gris, el primer ministro ya no puede discernir donde uno termina y el otro comienza, y por tanto el Gobierno de Belice se ha hecho un negocio de familia bien redondeado. El Año Nuevo trae consigo nuevas oportunidades de cambio y la promesa que, a pesar de las condiciones actuales, a través del trabajo duro, la perseverancia y el espíritu indomable de Belice no sólo prevaleceremos, ¡sino que prosperaremos!

CASTRO’S SILENCE

Just before Christmas 2019, the son of Minister Edmond Castro released the vilest and, probably, most criminal social media post in Belizean memory. For reference, this post came just at the heels of Minister Hulse lambasting the media for fully covering his son’s court hearing. Both incidents were thoroughly disavowed and castigated by all sectors of society. Only the former was “allowed” to be mentioned in the House of Representatives. The PUP

led the now long list of individuals and organizations who chimed in their denunciation and more is expected in the first days of the new year. Misogyny and any violence against women have NO place in Belize. Violence, and in particular violence against our mothers, wives, sisters, aunts, girlfriends and, in general, womanhood, should be decried and reviled whenever it rears its ugly head.

Silence in this social ill perpetuates the ill and renders it dangerously close to normal. Many public figures indirectly but deeply involved in this specific matter are guilty since they remain conspicuously shushed when they should be condemning and denouncing. But NO, it is not normal and even the silence is sickening. This quiet status must end and there must be a total revocation of this matter. This means that the courts should have a final say as well. On December 20, Minister Castro removed himself from the National Assembly chambers as the

Leader of the Opposition pointed out his son and the aggravating verbal assault on the Wade’s and virtually on all lawful freedom in Belize. The public cameras panned away from him giving him time to exit the chambers but it was still obvious. The people are watching and in this case imagining. Minister Castro’s next public appearance was no less beside Saldivar and Faber at a BRN Christmas shindig. All are silent about this assault of Belizean freedom. We hope that the courts will castigate the Jumoke post with all the forcefulness that Belize demands.

New Year’s Message

Party Leader Hon. John Briceño My Belizean friends, We ring in the New Year giving thanks and filled with hope. Indeed, there is much to hope for in 2020, after all 2019 was not a very good year for our young nation. There was too much crime and violence, way too many road traffic accidents, too little prosperity because of a struggling economy, and far too much corruption. One responsibility of the Government is to keep us safe from threats at home and abroad. 2019, like the rest of the decade has seen a serious failure by this UDP Administration to keep us safe at home from increasing crime and violence. There were over twelve hundred murders in the last 12 years under the UDP. In 2019 alone, there were more than 125 murders; we still have too many missing persons, over a thousand serious crimes including home invasions, hold-ups and vicious acts of violence against women, children and worse, the elderly. There was also a complete failure to seriously address drug-related crimes with an unprecedented number of drug planes landing. We have credible information which confirms that these illegal landings were being facilitated by corruption in the highest level of the UDP Government. We will never forget those corporate crimes like the scandal that was Sanctuary Bay resulting in the closing down of Atlantic International Bank and the declaration by the US Federal Trade Commission that this was the biggest real estate scandal in the Commission’s history. Sanctuary Bay is but one of the many legacy scandals of this UDP decade. It joins that decade long list of scandals like the criminal activities at Immigration led by Penner and so many UDP cabinet ministers. The Belizean people are still awaiting the report from Senator Aldo Salazar the chairman of the Senate Select Committee which investigated this scandal. There was the scandal at the civil aviation department involving Minister Castro; the yet to be investigated 70 million dollars pay out for land acquisition during the tenure of Gaspar Vega; the Andre Vega $400,000 land buy back hustle and, of course, the connection between members of the UDP Cabinet and those found guilty of beheading Pastor Lucas. We cannot forget the mother of all scandals - the obscene $557 million which Mr. Barrow secretly agreed to pay for BTL. Under the UDP, nearly half a billion dollars of Petrocaribe monies was squandered, with no audit. And, a few weeks ago we learnt of the so-called $100 million ‘slippage’, funds spent by the government in one year that they cannot account for. These are but a few of the crimes and scandals that rocked our nation this past decade under the UDP. None of these things happened overnight; they are the direct result of a decade of arrogance, corruption, poor management, incompetence and the lack of any plan by this Barrow Administration. After more than a decade of UDP governance our nation is poorer, our economy is more fragile, and our development is stagnant. Today our economy is once again in recession and our once strong agriculture sector is in trouble. After a decade of the UDP, the citrus industry is in crisis, the sugar industry is struggling, the aquaculture industry is all but lost and now tourism is coming off one of its worse years in recent history. Already the papaya industry is gone, the Corozal free zone is a shadow of itself and too many of our young people have had to travel many miles each day just to find work. Tourism has seen the new phenomenon of sargassum, a new challenge brought on in part by climate change. This along with increasing drought has caused massive loss with no planned solutions by the government. And the financial services sector has been under constant attack by the bigger players in Europe and North America and is so fragile that it can collapse at any moment. Add to this the ongoing problem of de-risking of our banking system and the entire financial services in our nation remains precarious. This is the record of Dean Barrow and the UDP! Belizeans were forced to pay billions in taxes; billions more were borrowed, but too much went into the pockets of political cronies in corrupt deals and where spent on bloated contracts for badly paved roads and overpriced infrastructure. To name a few: the 42 million dollars civic center, the eight million dollars Faber’s Road rehabilitation project, the waste of millions in the still crumbling Lake Independence Blvd. And still to come, is the completion of the unnecessary airport link road, the overpriced 183 million dollars Caracol Road to nowhere, and the highly questionable Coastal Road contract, yet another contract given to a Vega family member, Imer Hernandez. This is their legacy, one of lost opportunity, obscene corruption, incompetence and a lack of vision. But 2020 represents a new and exciting opportunity for all of us. This year will present a special opportunity to enter this new decade charting a new course. We in the PUP have been working hard on our plans to create the enabling climate for new and good jobs for our people, especially our young people. We sincerely believe that if more of us are working there will be more shared prosperity which means less crime. We are working on plans to make government more productive and less wasteful and we will make education more relevant while doing better to keep us healthy by rolling out NHI countrywide. Because we believe that citizen security is more than just fighting crime, our plan for public safety will be comprehensive, involving not only the police, but entire communities working together to keep all our children in school and working together to help families better account for their children’s whereabouts. We also want smart policing that is less brutal and more focused on preventing crime and we will strengthen our prosecution branch to ensure that those who commit crimes are convicted. Everyone will be called to join in this great national effort to make our communities safer and we will win the day and make Belize safe again. If we are to enter this second decade of this millennium with a serious commitment to make our country better; then, we must work together. This is why we continue to consult regularly with civic, religious and social partners to share our ideas and to hear suggestions on how we can make government more efficient and effective, to help our poor people by ensuring that we start with a five dollars minimum wage. To relieve the overburdened productive sector not only by getting out of their way but helping them to modernize and to create financing for agriculture which would especially help our small farmers produce for our nation. I am convinced that together we can do all these things. Yes, we can grow the Belizean economy to a point where it can reach 5 percent annual growth. We can provide adequate health care for all; we can give our children a proper education and we can make affordable housing available. For us in the PUP our national priorities continue to be about the people not roundabouts. We see a nation where families can prosper, where everyone has a proper roof over their heads. Where all our children can go to good schools and receive relevant, quality education and where our people can live healthy lifestyles, which will see them content in their golden age. Where our young people can turn an idea into reality and where our social and economic programs ensure that each year, we lift thousands of Belizeans out of poverty and into prosperity. I started out by saying we ring in the new year with thanks and hope. For me it means thank you Belize, for listening to our message and for voting for us in the Village Council Elections. We will not let you down and we are hopeful that this election year, 2020 will be the year you chose the People’s United Party to lead this nation into a decade of peace and progress. As we look to 2020, I paraphrase Eric Thomas “This cannot be the year of talking. Of wishing. Of wanting. Hon. John Briceño Mis amigos y amigas beliceños, Recibimos el Año Nuevo dando gracias y llenos de esperanza. De hecho, hay muchas esperanzas para el 2020, en definitiva, el 2019 no fue un año muy bueno para nuestra joven nación. Hubo demasiada delincuencia y violencia, demasiados accidentes de tráfico, muy poca prosperidad debido a una economía en dificultades y demasiada corrupción. Una de las responsabilidades del Gobierno es mantenernos a salvo de amenazas dentro y fuera del país. En el 2019, al igual que el resto de la década, se ha visto un grave fracaso por parte de esta Administración UDP para mantenernos seguros en casa con el aumento de la delincuencia y la violencia. Hubo más de mil doscientos asesinatos en los últimos 12 años bajo el UDP. Sólo en el 2019 hubo más de 125 asesinatos -- todavía tenemos demasiadas personas desaparecidas, más de mil crímenes graves, incluyendo invasiones en el hogar, asaltos y actos viciosos de violencia contra las mujeres, niños y, peor aún, los ancianos. Hubo también un completo fracaso para abordar seriamente los delitos relacionados con las drogas con un número sin precedentes de aterrizajes de aviones de narcotraficantes. Tenemos información creíble que confirma que estos aterrizajes ilegales están siendo facilitados por la corrupción en el más alto nivel del Gobierno de la UDP. Nunca olvidaremos esos crímenes corporativos como el escándalo que fue Sanctuary Bay que resultó en el cierre de Atlantic International Bank y la declaración de la Comisión Federal de Comercio de Los Estados Unidos de que este fue el mayor escándalo de bienes raíces en la historia de la Comisión. Sanctuary Bay es sólo uno de los muchos escándalos del legado de esta década UDP. Se suma a esa larga lista de escándalos como las actividades criminales en Inmigración dirigidas por Penner y tantos ministros del gabinete UDP. El pueblo beliceño todavía está a la espera del informe del senador Aldo Salazar, el presidente del Comité Selecto del Senado que investigó este escándalo. Hubo un escándalo en el departamento de aviación civil que involucró al ministro Castro; todavía están pendientes por investigar 70 millones de dólares en pagos por la adquisición de tierras durante el mandato de Gaspar Vega; el chanchullo de $400,000 de la recompra de tierra de Andre Vega y, por supuesto, la conexión entre los miembros del Gabinete UDP y aquellos encontrados culpables de decapitar al pastor Lucas. No podemos olvidar a la madre de todos los escándalos, los 557 millones de dólares obscenos que el Sr. Barrow aceptó pagar por BTL en secreto. Ninguna de estas cosas sucedió de la noche a la mañana; son el resultado directo de una década de arrogancia, corrupción, mala gestión, incompetencia y la carencia de cualquier plan por parte de esta Administración Barrow. Después de más de una década de gobierno UDP nuestra nación es más pobre, nuestra economía es más frágil y nuestro desarrollo está estancado. Hoy nuestra economía está una vez más en recesión y nuestro otrora fuerte sector agrícola está en problemas. Después de una década de la UDP, la industria de los cítricos está en crisis, la industria azucarera está luchando, la industria acuícola está prácticamente perdida y ahora el turismo está saliendo de uno de sus peores años en la historia reciente. Ya la industria de la papaya se ha ido, la zona franca de Corozal es una sombra de sí misma y demasiados de nuestros jóvenes han tenido que recorrer muchos kilómetros cada día sólo para encontrar trabajo. El turismo ha visto el nuevo fenómeno del sargazo, un nuevo desafío provocado en parte por el cambio climático. Esto, junto con la creciente sequía, ha causado pérdidas masivas sin soluciones planificadas por parte del gobierno. Y el sector de servicios financieros ha estado bajo ataque constante por parte de las grandes potencias en Europa y América del Norte y es tan frágil que puede derrumbarse en cualquier momento. Si a esto le añadimos el problema actual de la reducción de riesgos de nuestro sistema bancario, todos los servicios financieros de nuestra nación siguen siendo precarios. Este es el historial de Dean Barrow y el UDP. Los beliceños se vieron obligados a pagar miles de millones en impuestos; miles de millones más fueron prestados, pero demasiado pasó a los bolsillos de los compinches políticos en acuerdos corruptos y se gastaron en contratos inflados para carreteras mal pavimentadas e infraestructuras sobrevaloradas. Para nombrar algunos: el centro cívico de 42 millones de dólares, el proyecto de rehabilitación de Faber’s Road de ocho millones de dólares, el desperdicio de millones en el todavía desmoronado Lake Independence Boulevard. Y aún por venir está la finalización de la carretera de enlace innecesaria del aeropuerto, la sobrevalorada carretera de 183 millones de dólares Caracol Road que va a ninguna parte, y el contrato altamente cuestionable de la Coastal Road, otro contrato dado a un miembro de la familia Vega, Imer Hernández. Este es su legado, uno de oportunidades perdidas, corrupción obscena, incompetencia y carencia de visión. Pero 2020 representa una nueva y emocionante oportunidad para todos nosotros. Este año se presentará una oportunidad especial para entrar en esta nueva década trazando un nuevo curso. Nosotros en el PUP hemos estado trabajando duro en nuestros planes para crear el clima propicio para nuevos y buenos empleos para nuestra gente, especialmente nuestros jóvenes. Creemos sinceramente que si más de nosotros estamos trabajando habrá una prosperidad más compartida que significa menos crimen. Estamos trabajando en planes para hacer que el gobierno sea más productivo y menos derrochador y haremos que la educación sea más relevante y, al mismo tiempo, haremos mejor para mantenernos saludables mediante el despliegue de NHI en todo el país. Todos serán llamados a unirse a este gran esfuerzo nacional para hacer nuestras comunidades más seguras y ganaremos el día y haremos que Belice vuelva a estar a salvo. Para mí significa darle las gracias a Belice, por escuchar nuestro mensaje y por votar por nosotros en las Elecciones del Consejo de La Aldea. No los defraudaremos y esperamos que este año electoral de 2020 sea el año en que usted haya elegido al Partido Unido del Pueblo para llevar a esta nación a una década de paz y prosperidad. Happy New Year The Belize Times management and staff, on behalf of the entire PUP family, would like to wish all Belizeans the very best New Year, with good things to come. We mean real good things, not the ‘best is yet to come’ stuff that was promised by the UDP and never reached the rest of us. Old man Barrow spent his New Year in some exotic location, and we figure he got confused about where he was while writing his New Year address – cause that fabulous place he described, with a wonderful, compassionate, amazing government that works hard for the people – sure as hell wasn’t Belize. Somewhere else, but not Belize. As our friend Cordel would say, we got shafted again. But you better believe change is coming. Whenever elections are called this year, the UDP will be kicked out of office and finally, FINALLY, the people will get a real chance at good representation. Knockoff Is there anybody who knows where we can get in touch with Kim? Kim Barrow, that is? We got a call from Michelle Obama asking if we knew how to get in touch with her. Apparently Kim stole something that was hers, but we didn’t get all the details. Actually, we did, and even Kim has to forgive us for using the word ‘retarded’ when it comes to that plagiarizing stunt. What the hell happened there? Is it that Kim wants so hard to be Michelle that she felt she had to steal Michelle’s New Year greeting, almost word for word? It was shameful. Disgraceful. We noticed a few of the UDPs suggesting that maybe it was Michelle Obama who plagiarized Kim’s New Year greeting. LOL. Imagine that. We hear it’s not the first time Kim has done that, but maybe since she’s been caught this time she’ll take some shame and try to write her own stuff. Can you believe we’ve all been here laughing at Melania Trump trying to imitate Michelle Obama, and here we have our own Melania Barrow. Even we’re embarrassed for her. The Judas Kiss Our dearly beloved Patrick, Deputy Prime Minister, felt the kiss of Judas over the weekend when he attended a function in Maskall. He was all smiles and tears as he hugged John and held onto him so tight, and both pledged to work together in harmony and peace before the UDP convention set for February. We saw the pictures, and if he had only asked us, we could have told Patrick that John smiled the exact same way with William Danny Mason, and look where that got Mason. The Maskall event wasn’t even a memory when John posted that he had sniped all the UDP’s Belize Rural South delegates from Patrick. In fact, we are told that Patrick was still celebrating his unity and love for John when he got the news that John had shafted him just like he shafted Mason – well maybe not the exact same way. We’ll be anxiously following this one for sheer comic relief, but the truth is that it doesn’t matter who takes over when Dean puts himself out to pasture. You can stick a fork in the UDP because they are done. Gangbang Excuse us, but are you all still waiting for Dean Oliver to fire Jumoke Castro from the GST Department? You do realize that DOB is the Minister of Finance, and the Belize Tax Services comes under him, right? We watched him in the House, all pious outrage and determination, claiming that he hopes something is done because somebody like Jumoke has no place in government service. It’s YOU, Dean. You are the something that needs to be done. You can actually pick up the phone and with one instruction, Jumoke will get the gangbang of his young, stupid life. Don’t you all understand that the Prime Minister was being his usual, duplicitous self? Spouting his usual crap? Same old rubbish? That’s all it was. If the Prime Minister was really outraged, Jumoke would have been gone already. And he’s not. We can only hope that Karma steps in where Dean has failed, because this youth is out of control. He’s like a rabid poodle, and you know what needs to be done with rabid dogs, right? Jackasses So the UDP can give Imer a contract for $134 MILLION to fix the Coastal Road, and find another $180 MILLION to fix a road to Caracol, but can’t deal with the simplest frigging basic infrastructure to ensure that the people of Belize have access to reliable water and electricity. Imagine that the people of Caye Caulker had no electricity or water for a whole week – what a Christmas and New Year gift from Dean Barrow and his corrupt bunch. Can you all see the sickness in the minds of the UDP? The other day the west was without water because of a simple mechanical breakdown. The other day the Southern Regional Hospital morgue was down for six months – a unit that cost $5000. And now an entire community which depends on tourism for its survival with no electricity and water for a week. The thing is that the UDP can’t hustle off the provision of basic services, but they can hustle big time off infrastructure contracts. It’s as simple as that. But you wait, Mr. UDP – all of you will get the sense for treating the people like this. Just wait.

Relax Minister of National Security, it is fair for you to own the ‘new’ checkpoints currently being mismanaged by your commissioner because the buck should stops right at you, right? You are the proposed UDP leader and Minister of National Security? Or is the commissioner running roughshod? Maybe you should control the commish by bringing him closer to you where he can so nothing and thus cause no harm. Maybe CEO? Hon. Saldivar, your commissioner sounded a lot like Pablo in his last attempt during a Q/A with the media to blow away the WhatsApp group fiasco—the clear allegation that the Police would take pictures of vehicles with multiple passengers and place these pics on their Police Chat. In one fateful instance, Commissioner Williams says that these checkpoints will not impede the free movement of law-abiding citizens but just a couple minutes later he warns the same law-abiding citizens that they should not be

surprised if their movement is impeded. But, the fact is that these checkpoints ARE slowing down commuters. In another fateful moment, the commissioner says that this can be done because people in the vehicle have no privacy. What? Since the Commissioner likes legality, let’s take the very end of 2019 landmark Court of Appeals on gender ruling that hailed privacy. Everyone cherishes privacy yet you are saying that no one has privacy and not even in their vehicles. This has an “artificial border” taste. You need to go deep to understand. Nevertheless the commissioner of police’s pronouncement is scary. Minister Saldivar should use his hacking skills to venture into William’s frame of mind and ask him to go back on those words. Potable water is a basic necessity for Belizeans and for the productivity of the economy. Belizeans and their livelihood deserve this basic resource and a reliable electrical supply. Dear Editor, Allow me some space to share my point of view: Jumoke’s Castro’s despicable threat on Facebook to the wife of Pastor Louis Wade Jr. should not be overlooked under no circumstances and it goes beyond party lines. First we are all Belizeans. It was a blatant disrespect, disregard, and dishonour to the decency of manhood. In a civilized society, we can’t be and should never be tolerant to the weaponization of a woman and call it sexual violence. That goes beyond sexual violence and is rather a directed sociopsychopathic behaviour of the humiliation of womanhood which is used in wars as part of a psychological warfare. It should be rejected out rightly and the first to do so should be Castro’s own family as a sign of solidarity with motherhood and womanhood. Ms. Barrow’s pronouncement is too simple and weak. This action demands more and,

This is of design and is TERRORISM OF STATE and might be a preamble of the 2020 election year. Are people afraid to manifest this in Belize? We have been tolerant to this and this is part of the harvest. Minister Castro must come out publicly and pronounce against this. He and his son should publicly apologize to Mr. Wade and his wife. Minister Castro’s wife should come out publicly and apologize to Mrs. Wade. I am sure those are not the values she thought her son neither the values he learnt at school. We grow up in a Belize with Christian Judaic values even in

our Constitution. Such behaviour should be highly condemned by all sectors of our society even the Non-Christians. We grew up respecting our priests and pastors. We have been tolerant to religious and political expressions. Hence, we have had peaceful elections and should continue that way. It is about time that our churches show solidarism. Our ancestors thought us solidarism which our political and economic system wants to destroy. We should expect to hear from Catholic and Anglican Bishops and other spiritual leaders pronouncing against this. Too much is happening in Belize to remain silent and eating the pie of tranquility. All Representatives and Standard Bearers should drastically condemn this act. So too the press nationally and internationally. Those also in the diaspora. This cannot be tak-

Not doing so, we would be condoning a behaviour destined to silence a nonaligned press—A voice which speaks for the voiceless. However, freedom of speech carries decency and decor which again is not seen in our House of Representatives by the ruling party, hence, the empowerment. Belize must retake its course. PUP Highlights of 2019 January All our Leaders have a New Year’s Message of Hope and knowledge that the Peoples’ United Party is ready to Lead and Ready to Win. The people understand that with John Briceño their dreams cannot become goals to plan and work towards in a foreseeable future without the UDP—the party that disbands all democracy. Hon. John Briceño called out for bi-partisan cooperation on a number of issues like crime, violence, and poverty. The gates to this call remains unheeded. Belize celebrated what would be the 100 Birthday of the Father of the Nation George Cadle Price. City Council host forum in how to combat domestic violence, The PUP unveiled the historic People’s Declaration, a document that proposes a methodological and analytical approach to the process that would lead Belize into a referendum vote where the people will decide with a majority vote if Belize ought to take the matter of Guatemala’s unfounded claim to the International Court of Justice. February PUP leaders marched on to the Vital Statistics Office to be in solidarity with all those that have braved the necessity of processing a Birth Paper and other documents at this office. This protest occurred at a time when the ICJ referendum was looming just two months and a proper list could not be mustered by the UDP. Many people saw themselves on the side-lines of history because the VSO could not vet them properly. The government needed a reminder that they work for all Belizeans and not only for those that they wished to rush and register at will. A birth paper is a Belizean right. The PUP called on the Chief Justice to defend the independence of the judiciary from this hostile attack by the Prime Minister. March The Party Leader went on record to call the 2019-2020 proposed budget by the PM as a kickback budget. Madam speaker, the state of our nation is unhealthy, it is sick. We are afflicted with a severe case of the UDP. The symptoms are corruption, greed, incompetence, cronyism and nepotism. So terrible is this affliction that the UDP’s economic policy is simply to spend millions for concrete, so they can hustle millions in kickbacks. This budget then is designed solely to mislead and mask the common corrupt intent of this UDP government and the harsh realities that the people of this country face every day. April CJ ruled in favour of certainty and justice and ordered an injunction on the ICJ referendum process. Appellate Judges ruled that they do NOT have the jurisdiction to overturn the Chief Justice’s Interim Injunction. “Today was a victory for Belize because we were to make three

points: Legality, certainty and respect. The Government was made to understand that they must uphold the Constitution and the rules of law. The Appeals court send back the case of Espat v the Speaker of the House Peyrefitte to the Supreme Court. The Matter of the UDP spending funds in contravention of the law was formally placed in court. June The Party Leader begin his Nationwide tour. This was a precursor to the Village Council elections and again, like his visits pre-ICJ referendum, shows his deep leadership qualities that we have no problem calling Price-like. Being among the people makes John Briceño flourish and as he flourishes so will Belize. Week One/Round One of the Village Council Elections commenced yesterday, Sunday, June 23rd, 2019. The PUP won decisively 18 to 10 Village Councils. The UDP were trounced. Historically UDP villages voted for PUP slates. The UDP Dominoes had been leaned and they fell. They claimed to not be ready…and they are still claiming the same unreadiness today with every instance of a UDP calamity—and there are many still ongoing. This week will historically be seen as the beginning of the end of the UDP and Dean Barrow.

UDP Infamy/Incompetence/Corruption/Recession of 2019 January Dean Barrow returned to Belize where he is regrettably the Prime Minister. He was unaware that on New Year’s Day there were Five Murders which of course the UDP are experts at denying any blame since they are not governing. Edward Vincent Martinez, whistle-blower extraordinaire, brother to a UDP government minister calls his own press conference and names at least One sitting UDP representative. He claimed to have in his possession damning information on illicit plane landings in Belize. People trembled as he placed his life on the line for Belize. A memo is exposed showing that Paulette Elrington, daughter of Sedi Elrington, is getting paid a cumulative $200,000 a year is requesting a study leave to go study law. She would like to continue collecting her salary during her studies. We now know that Sedi doesn’t see anything wrong with this preview to the Joshua Perdomo loan. February Jackie Willoughby of NTUCB past and Sharon Fraser of APSSM past had both been gifted with 40,000 dollars from Ministry of Education coffers to pursue Masters Degrees in Italy. OJ Elrington deceives people by promising that he can get their land issues resolved. Imer Hernandez is awarded the 19M dollar contract for some 10 miles of road on the George Price Highway. This was the start to the 2019 onslaught of contracts given to the sub-standard out-of-the-blue road contractor. March Dean Barrow rejects the vote of the Belizeans living abroad as I pertains to them having their voices heard in the upcoming ICJ referendum. The PM chalked it up to an abuse of process. News of the official closure of the Atlantic Bank International Limited was coming. It was expected due to the immense exposure by the Federal Trade Commission of the United States claim that said Bank had allowed fraud. This was dubbed as the largest international real estate fraud in FTC history. The PM infamously threw all his clout into personally commencing the talks into a settlement. April Even before Belize could take a sigh of relief that the Court of Appeals was confirming the righteousness of the Chief Justice’s Interim Injunction to the

flawed April 10 writs of referendum, PM Barrow sloppily engineered another of his infamous ‘fixes.’ All this while Guatemala had upped their manhandling of Belizeans who wished to traverse freely on the Sarstoon. Belize’s mother of all referenda is reset to just before Mother’s Day on Wednesday May 8, 2019. Eight days after the under-injunction April 10, 2019 referendum date, the UDP had the Queen of England’s representative hastily signed another set of writs for a referendum. This was done with a new law, the Belize Territorial Dispute Referendum Act, passed as a ‘fix’ in just five days, by the House and Senate. The UDP is seen acting in indecent haste. Why? The morgues of Belize suddenly became a microcosm of the UDP—only fit to be replaced since they are old and breaking down all over the country. This might be seen very consistently in these lowlights as it popped up all over the country during this year 2019. The lameness of the UDP made it impossible for them to get their ducks in a row as much as they PM called on them. UDP ministers were seen posing besides these morgues in an effort to resuscitate them—the morgues. May Belizeans spoke. Loudly and clearly…Yes!! The people of Belize, in an exercise of their Democratic rights, by an undeniable considerable margin of 9316 votes have decided that the question on the validity of the Guatemalan claim to Belize shall be taken to the International Court of Justice based in The Hague, Netherlands. The timeline for such a process is to be measured in years and the results of that will be measured by generations to come. Why is this on the UDP lowlights? We all wish the best for Belize and the UDP does not. The PUP is on record now to support this. In 2020, this will be owned by the winner of the General Elections—the People’s United Party. As Belize is entering into a historic referendum, Dean Barrow is attempting to compartmentalize and dabble into other exigencies vis-à-vis the Sanctuary Bay Saga that unfolded in synchronicity with the ICJ Referendum. As he returned to Belize he stated to the press in relation to Senator Aldo Salazar having been detained by US authorities and a follow up conference call he had with these same authorities: We were having the meeting and they wanted to participate and so we are talking a settlement. This was the crux of the involvement of Belizeans into this more than a decennial OLD back and forth about Sanctuary Bay. Belizeans DID NOT WANT TO PAY a cent into this fraud laden scheme. The Sanctuary Bay now bred interest. The Castro’s were fined by the Belize Cycling Federation for ‘holding on’ during the Holy Saturday Cycling Classic. A row at a popular night spot got Shyne into a spin of incidents that exposed his past and his reality. June Pablo Marin and DPM Faber give out sporting equipment while leaving the Mayors especially the PUP Mayors out of the picture. Marin and Faber were not honouring an agreement signed with the Mayors on Independence Hill. UDP and dishonour are so synonymous. UDP council in Belmopan are exposed as not paying their SSB contributions. The UDP CEO jumped all kinds of hurdles to explain it for Belisle…definitely they are not normal. The UDP confesses to playing politics with SSB contributions. They RAISED the contributions in 3 tranches without regard to the idea that Belizeans have less money to pay since we were in RECESSION and UDP were in DENIAL. This has since been exposed of course. In ab effort to fix the SSB, the UDP brought in Philip Willoughby and Ramon Witz into the SSB Board, what brilliance of incompetence. The UDP’s stance as usual is ‘if it is broke, crush it.’ Document surfaced showing the UDP BTL owing GST to the tune of 50 million when interest charges are added. This was denied just as the UDP usually denies their incompetence and corrupt ways. Well, there were a few confessions on the latter—corrupt ways. Pick up next week’s issue for the 2nd part of UDP Infamy/Incompetence/Corruption/Recession of 2019. This includes the THIRD QUARTER of the year that takes us into the 3rd UDP recession. Barrow needed ONE more recession to match each of his failed incomplete terms in office.

Year for Social Justice By Gilroy Usher, Standard Bearer for Port Loyola “Every man must decide whether he will walk in the light of creative altruism or in the darkness of destructive selfishness.”- Martin Luther King, Jr. A building contractor did a hardworking lady a huge wrong, when he pocketed the money for her house without building it. In a similar way by pocketing millions of dollars for the improvement of the country from Corozal to Toledo and from Benque to the Cayes, this UDP administration has done a huge wrong to the Belizean people for over eleven long years from 2008. Despite improvement in the standard of living in most countries in the region, more Belizeans are living in poverty today than ever before. The evidence is there for all to see: inadequate housing, landlessness, double digit unemployment, lack of access to better education, terrible roads, rampant crime, starvation, minimum wage of only $3.30 per hour, and a very deplorable health service among other things. This is not the caring and developing Belize that Father of Independence George Cadle Price handed over to us. What has happened to social justice in the Jewel? Belize is rich with people, who are talented, hardworking, and filled with the desire for a better life, and the country is rich with fertile land, beautiful cayes, bountiful waters, Maya ruins, oil, gold, and other natural resources. For a small population of 350,000 persons and a budget of over a billion dollars yearly for the past eleven years, we could have resulted in major improvements in the lives of Belizeans countrywide. Instead of that worthy development, over 25 new UDP millionaires have been created in that same period including a number of ministers and their cronies. The double priced $8 million Faber’s Rd; overpayment of over $500 million to British billionaire Michael Ashcroft for B.T.L. that was seized from him and turned into a milking cow for scores of overpaid political cronies; the immigration scandal in which scores of persons including a numbers of ministers raked in millions of dollars from the fraudulent bucket sales of Belizeans passport to questionable persons around the world including Kim Won Hong, who was serving time in a prison in Taiwan, when he received his Belizean passport; over $70 million paid out in bogus land compensation including $400.000.00 each to Sharon Pitts and Andre Vega, son of then Deputy P.M. Gaspar Vega; over $450 million spent from Petrocaribe without any prior approval from parliament and absolutely nothing to show for those funds except a few roundabouts; the entanglement of several ministers in the $100 million U.S. Sanctuary Bay scandal in the south, which is the largest international real estate scam ever busted by the United States Federal Agency, and the close

ties of several ministers with con artists and convicted murder Danny Mason are examples of the massive corruption that is hindering national development under this administration. Today a man who accepted big money to suddenly end his candidacy for UDP standard bearer in the Albert Division, a man, who backed stabbed the Deputy P.M. by supporting his opponent for leadership of the UDP after the Deputy P.M. gave him a needed job, a campaign office, and hefty finance for his political work in his time of need, and a man who admires self-development only “Boots” as an excellent Area Reprehensive for Port Loyola, in essence a selfish and worthless individual is the ruling party’s candidate for Port for the general election next year. The candidacy of that individual along with a number of his fellow standard bearers with notorious reputations for self-enrichment, shady deals, and shooting in public places is a clear indication that this UDP administration is up to no good for Belizeans. They simply want to hold unto power for another five years to enrich themselves even more at the expense of development for the people. For those long years of neglect, in 2020 Belizeans will not abandon their rights to a better life for sudden cash, other gifts, overnight jobs, and other election gimmicks from those who, are responsible for all their pain, suffering from 2008 to the present time. People deserve better. 2020 will be the year for social justice.

THE TOAD IN OUR GARDEN God gave us a Garden of Eden. A small portion of the Earth with everything we could wish for, clean rivers and lakes, hills and valleys, fertile soil, bountiful sea, hundreds of islands. And a peaceful people. He gave us a leader whose life was dedicated to making us free and for us to enjoy prosperity. That leader taught us that with our ethnic diversity we were all one people. He changed our name from British Honduras to Belize. A mere 38 years after Independence we now find ourselves as economic slaves, ruled by a neo-colonial government led by a man who has no heart and has no soul; who doesn’t go to church and behaves as if there is no God. He promised the people that he had a machete, sharpened on both sides with which he would cut out corruption and give us a government of transparency and accountability. He now presides over the most corrupt government Belize has ever had. He now tells us there will always be corruption. It is what is, and sure enough scandal ‘pon top’ of scandal, corruption can’t done. What went wrong? Since he did not use the machete against corruption, couldn’t he have encouraged a little reform? A Whistleblower law, Campaign Financing Regulations, Living Minimum Wage, Funds for Free Education for College and Sixth Form, National Health Insurance for all poor people. Review of the Public Services for Greater Efficiency and Service Delivery. A Modern Constitution. A thousand new farmers with Agriculture as Priority. Affordable housing. Primary Health Nurses and Doctors for all villages. Community Co-operatives for Economic Property in Rural Areas. Special Development Zones for Toledo, Stann Creek and Southside Belize City. But he was never about the people, never. It was always about personal power and self-aggrandizement. Was it about enriching family members and cronies too? When we thought we were getting good leadership, we got just another egotistic politician. A narcissist captivated by purple prose, media optics and speeches pregnant with sound and no fury signifying nothing much—All glitter and minimum substance. Belize is in a land state of affairs. Our debt has skyrocketed to 3½ three and a half billion dollars. A bearable burden so heavy we won’t be able to lift it off our shoulders in 75 years. It condemns this generation even unto the third and fourth generation to a life of misery, poverty and epidemic crime. The so-called National Bank cannot account for twelve million dollars. The giveaways, the political robbery and grab-tub mentality has mocked the very name of the bank. Nothing has been added to the nation’s development. And so it is with the other important institutions of the country. Integrity Commission an object failure. No one will ever see the Prime Minister million dollars deposits lodged at home and abroad. Or how Boots rose from ground zero to a multi-millionaire. The Supreme Court has remained stagnant; No funds, no improvements, foreign judges coming and going. And getting cursed up if they rule against the government. There are UDP Magistrates. The Public Accounts Committee has been sabotaged, imagine that. The Public Service Commission is headed by a former Minister. Few dictators could get away with that. Did someone who knows say the Ministry of Lands is a “hot-bed of corruption”? or is it a “cess-pool of corruption”. Ah! That adjective turned noun-corruption. Yet nothing was ever done. Criminals have taken over. We are in a mess. In a very, very bad situation. Dawg will be eating our noodles. For the younger generation, their dreams and aspirations made contact with political abortion. They have no future. The man in the mirror is borrowing more millions to buy poor people’s vote. This cannot go on. This just cannot continue. JOHNNY IS THE SOLUTION What Belizeans are crying out for are solutions to the many problems facing us. They want leadership that will make our country safe again. They want opportunities to better their lives and open up a future for their children. They cannot get it from the present government. They didn’t get it from Barrow and certainly won’t get it from Saldivar or Faber. If you re-read the above comments you will see a list of some proposals in one of the paragraphs. Those are the suggestions and ideas that Leader of the Opposition Johnny Briceno is giving consideration to include in his policy initiatives. It is clear from those ideas that Johnny Briceno has the vision to stake Belize out of the morass in which it has been placed. Belize badly needs a change of direction. This requires a change of leadership and a change of government. WIL MAHEIA DISS The government has disrespected Wil Maheia, the leader of the Belize Territorial Volunteers. It was Mr. Maheia who exposed what the Barrow government was doing down south in allowing Guatemalans to build Belize forward military base at Hunting Caye. And it was Wil who risked his life time and again to prove that Guatemalan had taken over Belize’s portion of the Sarstoon River with government connivance. Barrow recommended a number of persons for the annual colonial Queen’s list. Mostly UDP cronies. Wil Maheia is the most deserving Belizean who should have been honored. Eulogy

Domingo Perez (Nohoch Mak)

Delivered by Senator Osmany Salas We are here to celebrate the life of Domingo Perez. I knew him pretty much all of my life, from when mi hermano, Andre, and I were young boys. But who really was this man who I called my honorary uncle? Each one of us in this House of Worship knows something about Domingo. There is so much to say about the life of this Renaissance man – a rich and wholesome life that spanned almost exactly 70 years. There is no way that I’ll be able to relate it all today – mostly because of time limitations but also because there are certain things best left unsaid. Assad Shoman, one of Domingo’s comrades and a man who knows his way with words, described him like this: “A great and good man he was and he never abandoned his principles and beliefs.” Indeed, Domingo was a Nohoch Mak – a great man, a Mayero Elder, as Clinton Canul Luna described him. But what made Domingo great and good? Above all, Domingo was a family man. He cherished his wife, the lovely Ms. Osy who is now the matriarch of the family. Domingo met Ms. Osy for the first time not long after he moved to Orange Walk Town from Trinidad Village, where he was born. Ms. Osy would usually visit her friend Isabel on weekends to play. Isabel had a brother and Domingo went there to play as well. They were like 13 years old at the time and would play “catch”. By the age of 14, Domingo and Osy were hanging out a lot together. Domingo was hypnotized by Osy’s dimples – that’s how she caught him. As soon as they were 18 years old, Domingo went to ask Osy’s mom, Doña Domitila Alvarez, for permission so he could visit Ms Osy at her house. Ms. Osy remembers the exact time — 10 am one Saturday morning. Osy was washing when Domingo went to ask permission, and remembers that her mom asked her gruffly — “You want him to visit you?” Doña Domitila didn’t like Domingo at first – ese trigueño de la aldea. Te va a cundir de hijos! But Osy nodded “yes”, and Domingo smiled with relief because he was worried that Osy would say no because she was scared of her mom. Permission was reluctantly granted – but he could visit only from 7:30 pm to 9:00 pm and not one minute longer. Although Doña Domitila didn’t like Domingo at first, she could not resist his charm and she soon took a great liking to him. They got married in July 27, 1969, when they were both 20 years old. By that time, they had already known each other for 7 years! And then the children started to arrive! First came Andre and then Yadira. Ms. Osy saw how her Viejo was so happy with his pair of children, and how he was so taken by Andre, that she decided she would give him another boy… and she tried and tried and tried and tried and tried and tried. Xunan Andrea was supposed to be the last child, but Daryani and Sahsil were still to come. And that is how Andre is now blessed among women! Ms. Osy once told Domingo – ahora mira cuantos hijos tenemos. To which Domingo responded: “Pero tu no parabas!” His children, Domingo’s legacy, describe him the best: Andre remembers his dad as decisive and a go-getter. When faced with a challenge, whether formidable or small, he immediately offered a way forward,

never wavering in his principles. Along the same vein, Domingo was Sahsil’s Problem Solver, her go-to person – he was a master at exercising his mind in an effort to find a solution. To Yadira, Domingo was a sweet man – always there for her especially when she needed him the most. Domingo was also Xunan’s rock – always there for her when she needed his attention and supportive words. Tanya described her dad as hard working, a loving father, and a good orator. She says that her dad gave her the greatest gift anyone could give another person – he always believed in her. To Nadia, Domingo was a visionary, as well as her strength and inspiration. To Zhenia, Domingo was a wise man who had a very good grasp of almost any topic of conversation. To Daryani, Domingo was always loving -- he had limitless love for his wife, his children, grandchildren and great grandchildren. He was the patriarch, around whom everything revolved. Domingo was clearly everything to his children, and he will forever have a cherished place in their individual and collective memories. But he was much more than that. Thank you, Ms. Osy, for sharing him with the rest of us. To the rest of us, Domingo was a Nohoch Mak – a great man in so many ways. At different times over his very accomplished life, Domingo was a Union leader, a businessman, and a farmer. As a businessman, at different times over the years, he and Ms. Osy owned La Nueva Tortilleria in Orange Walk Town, Popular Tortilleria in San Pedro, as well as grocery stores and comedores, including Comedor Nohoch Mak at Market Plaza, Orange Walk Town. Probably his most famous business endeavour was Siempre en Domingo, which I can best describe as a music (specifically, Super Furia) and beer festival which he sponsored at Independence Plaza every Sunday evening after church. Siempre en Domingo became the rage in town that people couldn’t wait for Sunday evening to come so they could go out and have a good time. There was an occasion at church when the priest said: “I see a lot of you looking at your watches because you can’t wait for church to end so you could all go to Siempre en Domingo, isn’t that so?” Siempre en Domingo -- such a hit it was. Andre remembers the time when this man became so excited when he saw Domingo in San Pedro. As he embraced Domingo, he said: “I will forever be grateful to you, Mr. P, because I met the love of my life at Siempre en Domingo and she became my wife! Thanks to you!” There was another occasion after the

UDP won the Town Board elections that Domingo couldn’t get a permit to sell beer at Siempre en Domingo. They refused to give him his liquor licence, but that did not stop him. He came up with a package deal – buy a sandwich for $5 and get 2 free beers! That worked for a little while until the municipal authorities caught up, and that unfortunately was the end of Siempre en Domingo. I don’t think that the public ever forgave the UDP Town Board for their transgression. Domingo was also a farmer. Bound to Shine farm, where he will be laid to rest later today, was his passion. He and Ms. Osy would find peace at their farm. Domingo loved his farm, even though it soon became somewhat of a drain on his finances. Domingo was also a Union leader during the late 1960s and 1970s. He headed the United General Workers Union during some very turbulent times in our history. He started as assistant general secretary and secretary of the Orange Walk Branch, and some years later took over the reins of the Union. He always fought for the rights of the BSI workers, and on several occasions led them on strike action. As a Union leader, he had the opportunity to visit Moscow in the former USSR (now Russia), as well as Prague in then Czechoslovakia, the former East Germany, and Nicaragua. A highlight for him was when he visited Cuba for the May Day Celebrations. (Domingo visited many other countries, but he never set foot in Guatemala. He said that he would never do so as long as Guatemala had a claim over Belize.) It is around this time that he became known in some circles as a “Communist”, as if that was such a bad word. Actually, most people who derogatorily branded him a Communist did not know, and still do not know, the meaning of the word. Domingo would say – “Pobrecitos, no saben lo que dicen. No entienden.” Which reminds me when Domingo and my dad Eddie Salas invited Andre and I to go to drink together for the first time at what was the newest restaurant in Orange Walk at the time – the late Ismael Gonzalez’s Los Arcos Restaurant. Andre was 18 and I was 19 at the time, I think. We had a great time together – of course talking politics (what else?). On our way out, a patron called Domingo and Eddie “comunistas!” and knocked off Domingo’s cap. Then all hell broke loose. Andre and I were already outside when we heard all the commotion. We ran back inside and saw Domingo and Eddie throwing fists and feet defending themselves against a small group of drunken men. Andre and I managed to break up the fight and drag our dads to safety and home! That was the first and last time we went out to drink together – well at least for a long time. Domingo’s Union activism, his fight for the oppressed workers and their families, and his exposure to the leftist movement in different parts of the world transformed Domingo from very early on into a radical thinker – my dad described him as a patriot and a freedom fighter. Domingo was an integral part of Belize’s 1970s political movement. Former Prime Minister, Said Musa, writes in his memoir “With Malice Toward None” that in 1970 he, Assad Shoman, Domingo, my dad Eddie Salas, and others, “decided to direct some of our energies through an NGO we formed called the Society for the Promotion of Education and Research (SPEAR)” which, in those early days, sponsored “a series of radio programmes on development economics, colonialism, racism, US imperialism, and Vietnam” on Radio Belize. Said Musa writes that they “also opened a bookshop in Orange Walk Town and sold a lot of progressive books including the works of Frantz Fanon, Malcolm X, … Regis Debray on Che and the Cuban Revolution” and others. These early experiences and involvement in Belize’s Independence struggle had

2020 a profound impact on Domingo and helped to shape him into the man that he became until he took his last breath. As Assad said, Domingo never abandoned his principles and beliefs… he stuck to his convictions that we must always fight for the rights of the oppressed, of the dispossessed. As such, he did not mince words, no matter who was on the receiving end. Even former Prime Minister Musa got his share. In private and among close friends, whenever he felt it necessary, Domingo would criticize his own party, the PUP. In September 2009, after the PUP had lost the elections and Mr. Musa launched his book “With Malice Toward None: Notes on a Political Life”, Domingo leaned over to him after looking around the room, and told Mr. Musa: “If we ever want to win again, you have to get rid of all those fat cats.” When Domingo shared that story with me, I asked him what gave him the confidence to speak his mind like that. He told me: “Simple. I gave a lot to the PUP, expected nothing from them, and received nothing from them, unlike the fat cats. They who gave me nothing have exactly that to take away from me – nothing.” That reminds me of another little bit of history. Always the non-conformist — siempre por la lucha — there was a time when his own party didn’t like people like him and Eddie Salas. Many years ago, around 19761977, the PUP Town Board decided not to include Eddie Salas on their slate for the municipal elections, even though Eddie was an incumbent PUP councillor. Eddie’s problem was that he asked too many questions, and had the gall to question the authority of the Mayor. Ever the Problem Solver, Domingo told Eddie to run as an independent and he would be his campaign manager. And so it went down – Salas + 6 happened and the rest is history. While Eddie failed to win a seat, he received enough votes to get back his deposit and a split council was the result – 4 PUPs and 3 UDPs. For that and other transgressions, Domingo and Eddie were promptly expelled from the PUP. Even so, Domingo was a life-long PUP supporter, although he was never a hardcore follower. I could safely say that he could never bring himself to support the UDP. He had choice words for the UDP leader that are best left unsaid here and now. That, though, did not make him a fanatic PUP supporter, even though he fought a lot for the PUP. People like him fought in the trenches for the PUP’s 1989 victory but were quickly cast aside and ignored. “They who gave me nothing have exactly that to take away from me – nothing.” Domingo left his mark here in Orange Walk Town in many ways. He was creative in politics as he was in business. Domingo coined the campaign slogan for the late Polo Briceño’s 1989 electoral campaign for Orange Walk Central – Los Pobres Somos Mas. That slogan was not only very catchy and relevant, it also helped to win the elections for Don Polo, with 52.7% of the vote. A few years later, when the PUP lost the elections, one of Domingo’s friends trying to console him said: “No se preocupe, Don P, los pobres siempre somos mas.” To which Domingo responded: “Si somos mas, pero mas pendejos!” He was a man who said it like he saw it. He did not mince words at all. Domingo also pushed major landmarks in Orange Walk Town to be named in honour of hardworking Belizeans and local historical figures. For example, he lobbied for a residential area to be called Union Town in honour of the workers. At the time mostly BSI workers lived there and so he demanded that the area be called Union Town. He also fought for the park in that area to be called Philip Alvarez Park – in honour of an active and hardworking Union member. Similarly, he fought for his neighbourhood to be called the Marcus Canul Housing Site, in honour of our fallen Maya hero. Domingo would remind anyone who cared

to learn that Marcus Canul was not an invader. He was a freedom fighter – who fought against the British who were the true invaders on Maya land. Every year, Domingo would lay a wreath at the Marcus Canul Monument next to the Barracks in honour of that Maya hero. The inscription on the wreath stated: “Marcus Canul Vive”. Domingo did not celebrate Marcus Canul’s death, but his life. Just like Clinton Canul Luna, he would say that “Marcus Canul is not dead. He lives in each and every one of us”. He once told me that Orange Walk Town should be renamed in honour of Marcus Canul. Ever the radical thinker and supporter of freedom struggles, Domingo celebrated October 12th – which was once celebrated as Columbus Day – by hanging an effigy of Christopher Columbus – whom Domingo called a mass murderer, ethnic cleanser, responsible for the mass extermination of millions of indigenous people in the Americas. One of Domingo’s heroes was the late Hugo Chavez, former President of the Bolivarian Republic of Venezuela. In Chavez, Domingo saw a champion for the poor and dispossessed. He named the entrance pathway in his farm as Hugo Chavez Pass, which will now lead to where he will be laid to rest. Domingo died peacefully – an accomplished man with little or no regrets. He may have had just one regret: Domingo was Andre’s #1 fan. He supported Andre’s decision to run for the Belize Rural South seat under the PUP banner. He would have really wanted to see Andre win – that was the one major event that he most certainly regretted that he would not be able to see before he died. But Andre is sure that his dad will now be able to see his victory from a high angle. Domingo died on the same date as his father-in-law, Gregorio Madera – on December 24th, just 4 days after his 70th birthday. Even though only Ms. Osy and Nadia were with him at the hospital in Chetumal on December 20th, all the children were able to join in via Facetime to sing him Happy Birthday. Ever the good-humoured man, he told them: “Se oyen todos como sapos!” He was happy. His family was his happiness. Domingo is survived by his soulmate, Ms. Osy; his eight amazing children – Abner Andre, Mildred Yadira, Tanya Patricia, Nadia Camila, Zhenia Tamara, Xunan Andrea, Daryani Lisette, and Sahsil America; 17 grandchildren; 5 great grandchildren; his daughter-in-law Delia (Domingo always jokingly told Delia – mi nuera favorita, otra como tú no hay), and sons-in-law Ediberto, Noe, Sandy, Javier, Ian and Lucien; as well as his siblings, Margarita, Liborio, Jose, Isidro, Octavia, Felipa, Valeria, and Juliana. He is pre-deceased by his parents, Joaquin and Eluteria Perez from Trinidad Village, and by his grandson Zaeem Torres (who died when he was 6 years old about two years ago). Domingo took Zaeem’s death really hard – that changed him in so many ways. Domingo told Yadira that Zaeem is now her guardian angel. When he saw a butterfly, he would say that that was Zaeem as an angel. He would read stories to Zaeem at his burial site, and now he will be laid to rest next to him. Eight years ago, Domingo read my mom’s Eulogy. He told Andre that he felt honoured when we asked him to do so. Now it is my turn to feel very honoured to share some of Domingo’s life story with all of you. And just like he did in March 2011 for my mom, I will now ask you to please give a very warm round of applause in honour of a great man, Nochoch Mak, Domingo Perez. May he rest in peace and rise in eternal glory. Hasta la victoria siempre! Venceremos!
