FROM BARROW TO BARROW WITH LOVE! Thursday, 04 January 2018 Documents leaked to the Belize Times have revealed that Prime Minister Dean Barrow paid his brother’s law firm $5.3 MILLION dollars in 2017, a majority of those payments directly from his own Ministry of Finance, and some clearly marked as arising out of the arbitration. The revelation is disturbing, to say the least, since Mr. Barrow loves to play pious and righteous, as if he is a bastion of integrity and honour. And all this time his Ministry has been paying huge sums to his own brother’s law firm. In just one payment, dated May 8th, 2017, Barrow and company were paid $1,544,171.24 from the Ministry of Finance. Three days after, on May 11th, the company was paid another $400,000. Just four days before Christmas, 2016, the company had received a payment of $595,500. Three weeks after that, on January 16, 2017, a payment of $400,000. In July, Barrow and Company was paid $452,384 and one week after, another $400,000. In August there was another payment of $400,000 and in November and December of 2017, payments totalling around $900,000. In all, the payments to Barrow and Company total in excess of $5.3 MILLION dollars, a most remarkable year for the company thanks to Prime Minister Dean Barrow. What is remarkable, also, is that even as you read this in hard copy Mr. Barrow will be in the House using words like malignant tumours, opaque, odious, murky and monstrous to describe the circumstances surrounding a debt of $91 MILLION – a debt which was settled and which he resurrected single-handedly. He will blame a PUP administration of more than a decade ago for this debt. And he will likely advocate for non-payment of that debt because, as he has said before in public, the interest can keep running until it is a billion dollars and they don’t have to pay. But Mr. Barrow, this white knight on his white charger, has never come clean about how much money he personally, through his law firm or otherwise, has made from the protracted litigation with his friend and client Michael Ashcroft. He has hand-picked all the attorneys who handled all aspects of all litigation with Ashcroft, in the process funnelling millions in legal fees to family members and relations like his ex-wife Lois Young Barrow. He has yet to say exactly how much his law firm raked in from the 2015 Miami agreement with Ashcroft which resulted in Belizeans having to pay more than HALF A BILLION DOLLARS for BTL. With just that $5.3 MILLION paid to his brother’s law firm, imagine how many houses could have been built. Imagine how many patients could have accessed dialysis services. Imagine how many classrooms cold have been built, or how many health centres upgraded. Mr. Barrow is a hypocrite. He is a scourge on Belize. He has racked up the highest debt in the nation’s history and if there is indeed any malignant tumour to be seen, Mr. Barrow need only look in the mirror.

THEY FED LIKE HOGS FROM THE P.U.C. TROUGH Thursday, 04 January 2018 A leaked audit and draft financial statements of the Public Utilities Commission (PUC) for the year ended March 31, 2017 has officials there sweating, and Belizeans howling in outrage at what can only be described as the obscene fleecing of what is certainly nothing but another UDP piñata. The audit, prepared by certified public accountant Cedric Flowers, reveals that Commissioners of the PUC (of which there are 7 and who are separate from employees) have been getting exorbitant payments for simply attending meetings. We are talking about millions – specifically up to $4.5 million for the audit period. Despite raking in those obscene amounts, the commissioners neglected to make income tax payments for bonuses and gratuity received. And the picture painted by the auditor gets much, much worse. Where the PUC credit card is

concerned, there were payments to Macy’s, Ka’ana Boutique, Royal Caribbean Cruise Line, Perry Ellis, Riverside Tavern, etc. In explaining things away, the PUC’s Chief Financial Officer, Carlos Perera counters in a letter to Flowers on August 15, 2017 that expenditures with the Commission’s credit card were, in fact, authorized and confined to expenditures of the Commission. The caveat was however, that if expenditures were made for purchases – get this - other than those approved for Commission activities, “those amounts have been properly reimbursed to the Commission” or arrangements made to repay them. He promised to provide the full accounting of those to the auditor. And then there are the outrageous travel expenses. Of note are the travel expenses for now Attorney-General and Senator Michael Peyrefitte. In one instance, a whopping $19,691 was paid in hotel expenses alone for a trip taken by Peyrefitte and Kimano Barrow, the Prime Minister’s nephew,

ANOTHER SENSELESS MURDER Thursday, 04 January 2018 Belizean American Jermaine Vellos, who came to Belize on a holiday trip home, was killed at his family’s house in Belama in front of his wife, with his baby inside. It appears that an innocent man was killed because the gunmen who shot him was looking for his brother-in-law. At around 7:40 p.m., on Tuesday, January 2, Belize City police arrived at a home on Maurice Bishop Street, Belama Phase 2. On the stairs of the 2-storey house, they found the body of 37-year-old Jermaine Vellos, a resident of Queens, New York. He had suffered multiple gunshot injuries to the body. Their investigation has so far revealed that Jermaine Vellos and his wife Stephanie Foreman Vellos, 29, were arriving home. Reports are that they had gone to a shop, and while they were walking up the stairs to their front door two armed gunmen, wearing masks, emerged from the darkness and fire a barrage of shots at the couple. Jermaine Vellos was fatally injured while wife suffered a gunshot to the right leg and a graze to the left hand. Jermaine’s family told the press

that his wife, Stephanie Vellos, was the person first injured, and to protect her he used his body to shield her. She survived, and was rushed to the KHMH. It is unclear why the gunmen came into this quiet residential area, but multiple reports say that the shooters called out for Vellos’ brother-in-law before they opened fire. That suggests that he was not the intended target. Either the gunmen mistook him for the man they were looking for, or they opened fire anyway in a reckless attempt to hurt this family. It is believed that they arrived via the nearby river, and they may have fled the scene of the crime in the same way. Kareem Myvette, the cousin of Jermaine Vellos said, “We are just asking for justice…. You know what you did; it is the wrong man. Just turn yourself in. We don't want any more bloodshed. We don't want any more violence. 2018 is a new year." Jermaine Vellos was scheduled to fly back to New York the following day. He works as a warehouse machine operator. He married his wife, Stephanie, 2 years ago, and they have a 6-month-old baby which he now leaves behind. He was also caring for his ailing mother back in New York.

to Hong Kong. Peyrefitte, like many of the commissioners and Chairman have been living it up not only in the region but, literally, all over the world. In the audit period, Peyrefitte received more than $188,000 for just attending Commission meetings, and was paid an additional $227,000 for ‘travel expenses.’ The figures are outrageous. In addition to being paid $150,000 a year as the salaried Chairman of the PUC, John Avery also received more than $412,000 just for attending meetings. He was paid ‘travel expenses’ of more than $227,000 and got salary advances totally $127,000. Kimano Barrow, nephew of the Prime Minister, received $413,000 just for attending meetings. In addition, he was paid more than $340,000 in ‘travel expenses’ and more than $89,000 in private payments. Additionally, PUC vehicles were sold to Commissioners after approval was granted by Commissioners (some getting up to three vehicles) and staff for pittances like $1,500 to $2,000 when some vehicles were only 3 or 4 years old. There are many other examples of outrageous extravagance at the PUC, and the Prime Minister must have known. The Commissioner is appointed by the Prime Minister and interestingly, the PUC Act (Chapter 223 of the Substantive Laws of Belize) states that “Commissioners shall be paid out of the Consolidated Revenue Fund such remuneration, including gratuities, pensions and other benefits and allowances, as may be determined by the Minister, with the approval of the Minister of Finance.” This means the PM had to have known what was happening.

Castro Promises to Fix the Causeway - AGAIN! Thursday, January 4, 2018 The beautiful village of Crooked Tree is accessible only by a causeway built by the PUP under then Area Representative Hon. Fred Hunter. The causeway provided a much-needed road access to the village improving its economic performance tremendously. Villages no longer had to take dories across the lagoon and they could access Belize City and Orange Walk at their own leisure. With the onset of the impacts of climate change over the last decade it is now clear that the causeway must be upgraded and made climate resilient if it is to continue to provide all weather access. In 2008, Edmond Clear the Land Castro was elected with strong support from the people of Crooked Tree on the promise that he would pave the causeway. Ten years and three terms later Castro has not done a thing to honor his promise. In October 2013 the Causeway was flooded for more than four months; a situation that did not have to exist if Castro had honored his promise. The Coast Guard had to be called in to help ferry residents across the lagoon and on a faithful morning in January of 2014, young Ben Gentle Jr. lost his life in a boating accident and several other children were seriously injured. In his true form, it did not take Castro long to be on TV pontificating and making his usual empty promise. He promised the people of Crooked Tree that he had spoken to his PM and that monies would be forthcoming to fix the causeway to prevent further flooding. The Causeway would be raised four feet to prevent flooding he said. Four years later not a thing has changed.

CARTOON

In fact, Castro got his preferred contractor to put some materials on the Causeway which promptly fell into the lagoon because they did not widen the base of the Causeway. Despite the more than $250,000 spent on that project the Ministry of Works had to come in to repair the works. Since 2014 Castro has promised on at least four occasions that the Causeway will be “elevated and paved”. His PM has also joined the choir spewing nonsense about paving the Crooked Tree Causeway. Almost every September and New Year’s address mentions the Causeway. But alas, the people of Crooked Tree have not seen any improvement. The record shows that despite more than $2 million dollars supposedly allocated to road works on the Causeway it remains unsealed and prone to flooding on an annual basis. The good people of Crooked Tree have figured out what Castro is about now: empty promises. It won’t be long before they show him what they think of his promises.

EXPLOSIVE TEXTS SUGGEST POLICE HIT ON AHMAD

Thursday, 04 January 2018 Police sources have confirmed to the Belize Times that a high-level member of the Special Assignment Team is under some scrutiny, and could find himself the subject of an investigation into murder in the near future. After the discovery of texts which clearly state that the murder of Fareed Ahmad was a hit by members of the SAT, and that other members of the Ahmad family are on a ‘hit list,’ Police investigators are in the process of getting access to BTL phone records which would prove the legitimacy of the texts. The text messages, allegedly handed over to the Professional Standards Branch by the Ahmad family, originate from the phone number 633-8021. That number, once searched on Facebook, leads straight to the page of the SAT member whose Facebook name is Johnny TopNotch, but whom we have been told is Elmer Vidal, nephew of SAT head Marco Vidal. If determined real, the texts would be extremely incriminating as they refer to a death squad responding to the commands of a ‘boss’ and the existence of a hit list. First, the sender tells the recipient to calm his nerves and stick to his end of the bargain. “Mek sure you keep

03 3 your #$%& mouth shut and stop di act jumpy…The boss done handle you already suh stick to your part and stop di call up anybody from di crew. You done set suh chill out caz if you do r$% you wah end up di same way as fareed. Just relax breds and wait until di boss contact you,” writes the individual. He then adds, “Nuff cash deh fu mek ya if you play this out right.” As well, he tasks the recipient with keeping a close eye on one of Fareed’s brothers and sister. He also reminds, “And stop di trip bout Chester because his investigation report not play no role. We are untouchable, nuh forget who da di boss.” Likewise, he points out that there is no need for worry about WPC Michelle Brown because if she says the wrong thing, she “wah come up dead and people wah think dat Fareed family kill she.” Sources tell the Belize Times that the screenshots have been forwarded to the Prime Minister. Whether or not he will direct an independent investigation as the Ahmad family is requesting is yet to be seen. As we go to press, investigators are awaiting the phone records from BTL which we are told have to be sourced through the Court upon directive of the Director of Public Prosecutions. The family on Wednesday evening held a vigil at the Real Barbershop on Euphrates Avenue. Some 100 persons turned out to listen to them share, among other things, that there has been increased surveillance on some members of the family. At the vigil, there were at least 15 cops present. We have also confirmed that SAT officer Elmer Vidal remains on active duty at this time.

Questions to Woman Cop Murders Community Icon Ministers

Would the Member for Queen Square and Prime Minister please say why he paid his brother’s law firm $5.3 MILLION in 2017? Could he say if this was his brother’s special Christmas Cheer? Would the Member for Queen Square and Prime Minister please say how much his own law firm, Barrow & Williams, was paid in 2016 and 2017, since he and his law partner handled the BTL settlement with Michael Ashcroft? Could he also say how much his law firm receives yearly for representing Michael Ashcroft’s interests in Belize?

Would the Member for Cayo Central and Minister of Works please say categorically if he was the one who granted permission for Tiger Aggregates to blast in a residential area? Could he confirm or deny reports that he is part owner of Tiger Aggregates? Would the unelected Senator and Attorney-General please say why he was paid hundreds of thousands of dollars by the Public Utilities Commission in just travelling expenses to fly all over the globe? Could he also say if the P.U.C. continues to fund his trips, like his South Beach weekend the other day? Would the Member for Orange Walk East and junior Minister of Police please say if he had any prior knowledge of evidence that one of his Police squads, the Special Assignments Team, may have been carrying out a hit on prominent community member Fareed Ahmad? Would the Member for Belmopan and bloated Minister of Defence, or his sidekick Mayor Khalid Belisle, please provide an accounting of how the money from the recently floated Municipal Bond was spend in Belmopan? Would the Member further provide names of the contractor used and say whether he or the mayor received any kickbacks? Would the Member for Collet and Minister of Sports please say why the Civic Center basketball court cost $33 MILLION when a stadium in Managua twice the size with twice the seating capacity, facilities for 11 disciplines and a swimming pool cost $30 MILLION?

Thursday, 04 January 2018 On Tuesday, January 2, 2018, Police Constable Michelle Brown, 24, member of the Eastern Division South’s Special Assignment Team, was formally arraigned at the Magistrate’s Court for the murder of well-known barber and community icon Fareed Ahmad. Brown, who made her Court appearance assisted by a WPC, was later also charged administratively for ‘Neglect of Duty in that she failed to hand over her issued firearm before reporting off duty, as well as for an Act of Prejudice to Good Order and Discipline in that by Unlawful Harm she caused the death of Fareed Ahmad,’ according to trained attorney and head of the Police Professional Standards Branch ACP Chester Williams. Just after the 12 a.m., on Thursday, December 28, residents of Hattieville were alerted to the sounds of a loud car crash outside their homes between miles 16 and 17 on the George Price Highway. When they responded, they found Ahmad’s BMW SUV slammed into a parked vehicle on the side of the road. Inside, they found Ahmad slumped over the steering wheel, and in the passenger seat Constable Michelle Brown had also been injured. The wreckage led everyone to believe that this was a very serious traffic accident. It was not until both Ahmad and Brown were rushed to the KHMH for medical treatment that doctors discovered that Ahmad was also suffering from gunshot injuries to the face. He died while undergoing treatment. According to reliable sources, Ahmad was shot twice in the right cheek at very close range, the entry wounds only about a half inch apart. Both bullets exited the left side of his face. In the wrecked vehicle Police discovered a 9mm gun issued to Brown by the Police and two expended shells. Adding to the mystery of the bizarre murder is the fact that Ahmad made a formal complaint against the same Special Assignment Team of which Brown is a part. Hours after he made that complaint of police excess against this unit, he died. Assistant Police Commissioner Chester Williams had to ask members of that

team to leave the scene of the murder because they showed up early on the following morning. One of the first responders told the media that after Brown was rescued from the vehicle, she claimed that Ahmad went for her weapon, and they struggled over it. Also, at this time, Ahmad’s licensed handgun, which he was known to keep on him at all times, is still missing. Brown, for her own part, is maintaining her right to remain silent, and so, there is no recorded statement of her account of the accident and the shooting. She has since been arraigned before Chief Magistrate Sharon Frazer, and she is on remand at the Belize Central Prison until March 9, 2018, when she will be brought back for an adjournment.

THE BELIZE TIMES

s he does every year, Prime Minister Dean Barrow issued a long-winded New Year Message – long on hot air and rhetoric, that is. As it is every year, the message in no way reflects the reality of life in the jewel. It did not reflect the reality of a people struggling to get through the Christmas holidays with food on the table. It did not reflect the reality of a country overwhelmed by corruption. It did not reflect the reality of crime and violence which reached record numbers in 2017. It did not reflect the realities of inadequate health care, no access to critical medication, an education system which has become too expensive for many, abject poverty, lack of meaningful employment and unprecedented debt. As we go to press, the Prime Minister is engaged in the most remarkable spin where the debt to the Belize Bank is concerned. He has spun himself completely out of that horrendous debacle. As you read this on a Friday, Mr. Barrow is no doubt on center stage at the House of Representatives, performing for the nation. In his soliloquy, he will not mention that the debt was repaid in full before he took office, and it was he who put it back on the table and is in fact the architect of what must now be over $91M in debt. He will not mention that the highest courts in the land have declared that the settlement deed undertaken by then Prime Minister Said Musa was in fact legal, if malodorous. He will not take any blame for creating this monster which lies before us. He will spin and dodge and dance. But fact is fact, and the bottom line is this – Belizeans will have to pay this monstrous debt created by Dean Barrow now or later when it doubles. No matter what Mr. Barrow says in the House, that won’t change. Mr. Barrow’s message for the New Year also focused on infrastructure, because he cannot seem to comprehend the fact that Belizeans cannot eat cement…so he borrows and begs, raising our debt to unprecedented levels so that he can boast about streets and roads and roundabouts. But in the meantime, more and more Belizeans fall under the poverty line. Can you imagine the character of a man who will boast about a $33 MILLION DOLLAR basketball court while entire communities around that Court live in abject poverty? The nation can boast multi-million-dollar roundabouts, but it cannot boast even an adequate health care system. Imagine that this man can boast of a $200M international airport on Ambergris Caye, but has been unable to provide a hospital or a morgue on the island. When persons die or are killed, they are placed under the steps of the Police Station until a boat can be secured to transport them to Belize City. Recently San Pedro Town was able to secure a small mobile freezing unit to store bodies only through appeals to the US for assistance. The Prime Minister, for what must be the fifth time on record, has committed to the paving of the road to Caracol. And he practically glowed with self-love as he boasted about current infrastructural projects. But not a word on crime and violence, or the mockery of law enforcement which is the politically manipulated Police Department. The old year ended with murder, and the New Year began just the same. Never before has the Police Department been viewed with such distrust and anger, fear and even hate. As this is being written, a Police Officer from a so-called elite unit, otherwise called the Special Assassination Team, has been charged for murder. Our conviction rate for murder is reportedly at a much less than stellar 3%, and stone-cold killers walk more often than not. Our justice system is a joke, but the Prime Minister isn’t concerned about this, because he is busy boasting about the $8M Faber’s Road – a gift to a politically connected contractor. 2017 was a bad year for far too many Belizeans, while it was an exceptional year for a small group of privileged, well-connected UDPs. It was a year characterized by rampant corruption and scandal, mismanagement and abuses. It was a year characterized by neglect of the masses. And nothing that the Prime Minister can say now will change that. In a little over two months, Belizeans in all nine municipalities will have the ability to bring politicians to their knees. It is an awesome power, and one afforded the people very rarely. It is time for all of you, all of us to send a message to our leaders. The bad governance which has resulted in the enrichment of a select few cannot be ignored. The mismanagement of our money cannot be ignored. The blatant larceny by those in power cannot be ignored any longer. The misappropriation of our monies and our land and our assets can no longer be ignored. It is time for a message to be sent – not only to the Barrow administration but to any administration which would come after. The people have been taken for fools for far too long. No More.

CIVIC CENTRE: PRIDE OR SCANDAL? Thursday, November 4, 2018 On December 13th 2017, Minister of Sports Patrick Faber and Belize Infrastructure Limited (BIL) opened the new CIVIC on Central American Boulevard in Belize City. While it is not yet open for any basketball games, the government stated that the facility was developed by I.E. without having gone to tender. I.E. has apparently become the UDP government’s choice of contractor for many of its projects. At a cost of BZ$32.9million (USD$16. 45million) it has a seating capacity of 4000 and has a FIBA certified basketball court along with parking space for 200 cars. In other words, it is a very expensive basketball court facility housed in one of the most impoverished areas of Belize City. To appreciate the importance of why BIL projects like these must be audited, a look at the recently installed sport center in Managua, Nicaragua is helpful. La Prensa newspaper in Nicaragua in November 2017 highlighted the launch of their multi-sport facility, the Alexis Arguello Sports Facility. This facility was completed at a cost of USD$15million. The facility is 2x the size of the CIVIC, provides 2x the amount of seating capacity with ample parking spaces to meet demand, provides practice areas for

11 sports disciplines and can be used for fairs and cultural events in addition to its FIBA certified court. At that project cost, the sports center not only serves the Central American games that it hosted in December of 2017 in which Belize participated but also serves as a serious platform for the development of sports in Nicaragua with all the attendant contemporary amenities inside the facility. BIL’s plush office sits atop the Matalon building in Belize City on its 6th floor, a building constructed and supposedly owned by I.E. or its affili-

ates. There is no reporting on the quantum of the monthly rent that the government pays or of any of the administrative expenses of BIL. What is known is that BIL is a private company for the government that has been spending millions of taxpayer dollars on sport facilities and non-sport facilities such as the Lake I Boulevard but without being held to account for both the tendering process as well as the expenses. The Lake I Boulevard disaster was exposed in the Prime Minister’s press conference on

145 MURDERS IN 2017 2018 Opens with Bloodshed

Thursday, 04 January 2018 The unofficial murder count for 2017 is tied at 145 murders, the highest number recorded back in 2012, and the new year has begun much the same way. The last murder for 2017 happened at around 10:30 p.m. on Antelope Street Extension, in Belize City. The cops responded to reports of a shooting in that area, and that’s where they found Frederick Smith, 22, a resident of the same street. His body was found in a drain; someone had shot him to the upper back. Reports are that he had recently left his mother’s house on Iguana Street Extension, and while riding someone shot him in the back, killing him. He is described as a family man who worked part-time for BEL to support his child. His relatives told the media that he did not, to their knowledge, have any conflicts with anyone in his neighbourhood, and neither was he the type of youth who went around causing trouble. He did have several run-ins with the law, however. In May of 2015, he was charged for a

robbery at M&M’s Engineering in which the thieves got away with $10,000 in cash and $10,000 in cheques. He also pleaded guilty to drug trafficking in June of last year after the Gang Suppression Unit busted him and 2 other men for 2 ounces of marijuana. The first murder for 2018 happened during the very same New Year’s Holiday weekend. At around 3:30 a.m. on January 1, New Year’s Day, Leon Garcia, 30, a Belize City resident was stabbed to death in a street brawl. Police say that Garcia was walk-

Garcia’s companions ran toward a nearby checkpoint, but Raheem Reed reportedly turned back when he realized that they had cornered Garcia. He tried to come to his friend’s aid but it was too late. Garcia suffered multiple stab wounds to the chest and abdomen and because he tried to render aid Reed suffered a stab wound to the left side of his upper rib cage. Both men were rushed to

To no one’s surprise, the Minister used the classic red herring of saying his office has not received the request to distract from the relevant fact that BIL has been notoriously and blatantly unaccountable. Speaking with the press, his mother quickly and candidly accepted that her son had many conflicts with the law, and he had enemies who tried to take his life before Monday. He started making the news as far back as 2006, either as a defendant charged with some offense or as the target of some attempt on his life. His mother told the press, “Definitely…it's his past.” She will remember him, however, not for his faults and failings. She will remember him as a loving son who took care of her in a time of need.

ARCHIE NOT OFF THE HOOK

Chief Justice Ivor Archie Reprinted from Trinidad And Tobago Newsday 30 December 2017 Former Belize attorney general Eamon Harrison Courtenay and president of the Grenada Bar Association Francis Alexis are the two senior counsels who will advise the Law Association on a report of alleged misconduct by Chief Justice Ivor Archie, Sunday Newsday has learned. The association retained the two senior counsels to consider if there are grounds to refer a question of misconduct by Archie to the Prime Minister for his consideration under section 137 of the Constitution. Courtenay is also a former president of the Belize Bar Association while Alexis, who has been active in Grenadian politics since 1983, is also a former attorney general. The senior counsels are to give their opinions on an interim report on the misconduct allegations which a five-member committee appointed by the association handed in to its council on Friday. The committee’s report is to be sent to Courtenay and Alexis. In an e-mail sent to members earlier this month, the association’s secretary Elena Araujo said after the advice was received, the council would convene a meeting of the general membership to consider it and obtain directions on what steps to take. The report and the retainer for advice were commissioned by the association after it’s president Douglas Mendes SC and senior member Elton Prescott SC met with Archie to express their concerns of the growing condemnation of his actions in office and to inform him of an intent to probe the allegations which included him seeking to expedite state housing for certain individuals to discussing judges’ security. Archie has denied the allegations although admitting he has from time to time recommended people for housing. According to the notice, Mendes and Prescott met with Archie on November 30 when he was told of the association’s role to protect the Judiciary from unfounded allegations and hold it accountable for its actions. Court Administrator Master Christie-Anne Morris-Alleyne was also present at the meeting. Archie was informed of the allegations which concerned the association. These were that he discussed the mat-

ter of personal security for judges with someone outside of the Judiciary and that he recommended people to the Housing Development Corporation for accelerated housing grants. The Chief Justice was also told by Mendes and Prescott that the allegations against him were considered by the association and civil society to be serious and that his silence up to that point had “most likely” led the public to conclude that there was some truth to them. He was also told that there have been calls for his resignation since he has failed to respond to the allegations and that the gravity of the allegations and his failure to respond have brought the office of Chief Justice into disrepute and by extension the entire Judiciary. “At the conclusion of the meeting, the Chief Justice said that he would think about the representations made to him,” Araujo told members. Archie has been out of the country on personal business, although there are reports he returned this week which Sunday Newsday could not confirm. Mendes previously indicated that Archie would be given an opportunity to respond to the findings before a final report is done. “For security and confidentiality reasons, it will be put in the hands of the secretary for viewing by council members only,” he told Sunday Newsday. The association’s council holds its regular meeting on January 9. Mendes said it would not be possible to indicate the contents of the interim report at this time. On Friday, he dismissed claims from Israel Khan SC that there was a plan to not investigate the claims against Archie and let him off the hook. “The committee is proceeding deliberately, carefully and fairly, as the circumstances and the importance of the task requires,” he had said. Archie and the Judicial and Legal Services Commission have also been criticised for the circumstances surrounding the appointment of former chief magistrate Marcia Ayers-Caesar as a High Court judge and her subsequent resignation from that post. Attorney General Faris Al-Rawi has said the threshold to trigger an investigation of the allegations against Archie, as outlined in Section 137 of the Constitution has not been reached. The Prime Minister has publicly said this matter resides in the jurisdiction of the Judiciary and Government is maintaining the “Great Wall of China” between the Executive and the Judiciary.

PARTY LEADER’S NEW YEAR’S MESSAGE

Welcome to 2018. I greet you this New Year’s Day in the positive spirit that the occasion brings. With a New Year comes the promise of new beginnings in all aspects of our lives. My wish for everyone is a year filled with new possibilities where we can all advance as individuals so that through our efforts the year will result in prosperity for our families, communities and our nation. It is a great privilege to serve as the Leader of the People’s United Party and Opposition Leader for it allows me the opportunity to meet so many amazing Belizeans who want to work with their leaders to build a Belize that works for everyone. I renew my commitment to work hard every day for the betterment of every Belizean and a better Belize. I think it would be fair to say that 2017 was not a good year for Belize. We saw so much go wrong. Our economy grew by only half a percent. That means that the better year for our productive sector that we wished for did not happen. Overall, our economy suffered major shocks as government had to pay out hundreds of millions in compensation because of bad decisions in a number of legal cases. What this means is that we start the New Year with the understanding that the Government led by Prime Minister Barrow has put the Belizean economy on the brink of crisis. As a result of their mismanagement, too many Belizeans who want to work still can’t find a good job. Crime and violence continues to be rampant. The housing situation in our country is deplorable for too many Belizean families. Our National Health Insurance program, which was designed to provide adequate health care for all, is a failure and today too many of our children are not getting a proper education. We can’t let this continue. Belize deserves a brighter and better future. For us in the PUP, the work continues. In a few weeks we will be having our massive National Convention in Belize City, which will signal the official launch of our Municipal Campaign. I invite everyone to join as we start the march to Belmopan. By now you should have met our candidates for the 9 municipalities. Our 67 PUP candidates are among the most talented Belizeans who live and work in our communities. They are committed and ready to work hard for you and to represent the best interests of our cities and towns. They are prepared for the task ahead and are ready to lead and ready to win. All of us in the PUP want to win for Belize and for those Belizeans who feel they have lost too much under the UDP. We are ready to win for the jobless Belizean men and women who want to work and can’t find a job. We are ready to work for the single mothers who go to bed at night weary and worried about how they will take care of their children. We are ready to win and ready to work for the 180,000 Belizeans who are poor and can find nothing to smile about. My friends - the upcoming election is more than just about

09 9

streets and drains. It is about people. It’s about you. It is about which of our Parties shares your values or cares more about the issues that are of importance to you, like good jobs, safer communities, more transparency and better accountability. These are core values for the PUP. That is why our agenda is people driven and our message is about service. We want the opportunity to go to work for you and for the betterment of our cities and towns countrywide. I have been in politics long enough to know when people are dissatisfied with their government. Today Belizeans are very dissatisfied with their government and you have every reason to be. The UDP came with Puerto Azul – a corrupt Ponzi scheme. Now they come with an international airport in North Ambergris Caye promoted by conmen who are hoping to ‘dead raise’ one hundred million US. The Vegas are still living large, and Penner and the Castros are laughing at us. The UDP continues to give away land to their cronies. They continue with their immigration hustle and they continue funneling millions to UDP attorneys who continue to lose cases in the CCJ. This is not our Belize; the UDP has failed. We in the PUP believe we can offer better leadership. We have the experience and talent to perform better. Unlike the UDP who prefer to spend almost 40 million dollars on a City Centre in Belize City, we believe in spending millions on education, health and housing. We believe in putting people first. My fellow Belizeans, this New Year gives us all an opportunity to start anew. Let us start with the municipal elections by voting for candidates who care for you and your families. Vote PUP; vote blue and together let us make a change from the scandalous corruption and incompetence that has become the legacy of the UDP. The PUP has a proud history of service to our nation. It is the PUP who built Belize and brought us independence, who pursued an economic path that is equitable and based on social justice. It is the PUP that established a justice system that is fair and independent. We stood with the Unions in their stand up for Belize Campaign. We supported the people’s call for a moratorium on offshore drilling and we forced the government to initiate the Senate Select Committee into the corruption at the Immigration Department. We will keep fighting because too many of those institutions, which form the bedrock of our Belizean democracy, have been corrupted by this UDP Administration. Therefore, the task before us is clear, we must get back to work to restore our national dignity, put people first and build a Belize that works for everyone. Let’s do it together. May the blessings of our Creator be upon our nation and people and may the New Year 2018 be the year of prosperity for everyone. Happy New Year!

A Prayer for Life

I know the news may come as some surprise to those of you who think you know me better than you actually do, but in 2017 I resolved to be closer to God. I learned to believe in the power of prayer and I determined to be a better person and to keep close to those who would guide me on the right path. All my life I’ve been a drinker, and many of the friends who have come and gone through my life have been either as lost as I am or just willing to tolerate a fool. But in 2017 I learned that there are those who are willing to help without judging. I wanted to start the first column of this year by giving thanks to those persons. I am reminded very often, by the hardest lessons, that nobody respects somebody they perceive as being a drunk. People will smile with you. They will work with you. They will collaborate with you on a daily basis if necessary, but they will not respect you. No matter what your talent. No matter what your contributions. No matter your passion. Once you have a weakness for alcohol, that is the end of that. And in truth, you can’t blame people for how they feel. It just is what it is, in the words of old Dean. With that said, from the bottom of my heart I send out this advice – if you cannot handle alcohol stay far away from it. If it makes you less than you are, stay far away from it. It is a frigging insidious evil. It is the devil. Hell, I used to think that there is nothing sexier than an ice-cold Caribbean & coke…sometimes I still do think so. Imagine that. My friend Louis Wade told me something early on which resonates with me. I am to be in control of my own life. I am to be able to make my decisions. Many, many, many of my decisions have been made under the influence, and while I am ashamed to admit even that, I’ve never run from my faults. Over the Christmas holidays I listened to report after report of traffic

accidents, fatalities and terrible injury. I’m willing to bet my left testicle that most of those accidents were caused by alcohol. It is only by the grace of God that in my quarter century behind the wheel I never became a statistic, or never ended up behind bars for causing someone to die while drunk and driving. It’s a miracle. Has to be. As I write this I remember one of the most gruesome murder scenes I ever witnessed. It was probably in 2015 in San Pedro, where a group of men just got drunk, started fighting and chopped up each other. Like into pieces. And there are many stories like this. Men socializing, or so the Police call it – socializing. Then the fight. And then all hell breaks loose. Blame it on the alcohol, I believe, in 99.9% of these cases. This morning somebody told me something and I realized that it’s true. Every year we have these resolutions. We want to lose weight. We want to party less, or maybe more. We want to study harder. We’ll be nice to others, or as one person put it on Facebook – he resolves to be an asshole in the next year. Lots of resolutions. But Belize has become a very dangerous place to live. I figure Fareed Ahmad would have had some resolutions too. But in the blink of an eye it was all taken away. Last night a man and his wife were shot in front of their young child, I hear. He died instantly. She is in the hospital. I went on her Facebook and she had recently posted a picture for the New Year captioned ‘family is everything.’ But that is gone now. My friend told me that now when we pray to God, we need to pray for life. We need to pray that we are not killed like so many before us. I’ve never seen my country like this. I’ve never felt this sense of hopelessness and despair…and fear. Let me leave you with this thought. There was a time when the Police Department was seen as the buffer between us law-abiding citizens and the criminals. But what we have seen in 2017 has shown that there is no buffer, and that many in the Police Department are no better, and maybe even worse than the criminals. These are sad times, bad times. All we can do is just pray for life, for us and for our loved ones.

THE BELIZE TIMES

2018

THINKING OUT LOUD BY: KEVIN BERNARD

We have entered the New Year, and I must say that I am disturbed already by what we are seeing as a continuing trend. According to stats in the media, there were 145 murders in 2017, the last one just hours before the fireworks which signalled our entry into 2018. And just hours into the New Year there was another murder. And within twenty-four hours another. In between there have been multiple shootings and stabbings and acts of violence. This has to stop. In 2017 we tied the record for most murders in any year in the country ever. And that is one of those records that you never want to break, or even get close to. In Orange Walk, like in all municipalities across the country, we have seen our share of violence and crime. It is too much. Even one murder is too much because our community is so small and tightly knit. I call on the junior Minister of Police, Elodio Aragon Jr. to take his duties very seriously. Crime is something which affects each and every one of us regardless of political affiliation. We cannot afford another year of the same senseless killings and bloodshed. I also take this opportunity to call on Aragon Jr. to fix what is wrong in the Police Department, and so much is very wrong. I remember a time when the Police were respected and we looked up to them, these men and women who wore the uniform proudly and took their responsibilities seriously. I remember growing up to stories about a policeman called Tablada, who instilled fear in anybody who dared be unruly. But it was a healthy fair based on respect, and back then the Department was an entity with integrity and honour. It is far different today. Today our people fear the Police, but it is a fear based on hatred, in large part. I have personally seen videos where Police officers beat down innocent individuals for no reason. We have all heard the horror stories of Police breaking down doors, brutalizing our citizens. Even now, there is shocking news that the murder of a young man, Fareed Ahmad, may have been an execution carried out by elements in the Police. Even more shocking is the fact that a large sector of our population has no difficulties believing that the

Police would do such a thing. The other day a young man disappeared for a few days and there was widespread belief, on both sides of the political divide and even from UDP Ministers that the GSU had something to do with his disappearance. I have never before seen our country the way it is today. Even as our team walks in the community, talking to our people, that is one of the concerns which many of them bring up. There is an active gang culture in our town, and there are persons who would not hesitate to kill for a few dollars. Like in Belize City and other municipalities, I am sure, many of our people live in fear. We cannot walk the streets the way we used to. We cannot leave our homes unattended for any length of time. The thing is even when we are at home criminals have become so brazen that we have to worry about home invasions. Shopkeepers are on high alert because robberies seem to have increased until they are out of control. Not too long ago we lost one of our community members – a quiet, productive shopkeeper to an armed robbery. Enough is Enough. Like all citizens, I have heard our leaders say that they cannot be blamed for crime. I heard Mr. Aragon say in some interview or the other that it is a problem we all must address, together. Fair enough, but the reality is that our policy-makers are all in Cabinet. Those who make decisions where the Police are concerned are all in Cabinet. Those who make decisions on crime-fighting initiatives are all in Cabinet. Those who make decisions on programs for our youths and poverty alleviation initiatives are all in Cabinet. Those few people in Cabinet wield so much power, so they must take the responsibility. Yes, we in the community stand ready to assist in any strategy to combat crime because it is literally killing us. But where is the strategy? Nobody seems to know. As I have done before on many occasions, I commit any and all available resources at the Council to assisting in the war against crime. I know that when we talk about corruption in the Police Department we cannot generalize. There are many good men and women in uniform who struggle to uphold the integrity of a failing Department. But there is too much corruption, at the highest levels. We need to take our leaders to task. For our sake and for the sake of our country.

! Feliz año Nuevo!

Ending 2017 with a Bang

To send off 2017 in grand style, the People's United Party paid their respects to those unsung heroes who are too often ignored - our golden citizens. These Belizeans are the backbone of every facet of development in the country. We are here today because of their strength and courage and determination, and so PUP leader John BriceĂąo, Deputy Leader Cordel Hyde, other reps and the Belize City PUP Team celebrated them in style. Change is Coming. That is for sure.

Forging Partnerships. Impacting Lives

NEW YEAR. SAME OLD WOES Belize entered 2018 in the same bloody, corrupt, scandalous way it exited 2017: 2 murders, lack of accountability, lack of transparency, no increase in economic activity, depressed housing, no jobs, a Public Utility Commission financial scandal and a Prime Minister and UDP government that continue to rack up the debt. It is a New Year but not a happy one for thousands of Belizeans. It’s a new year but with nothing new. The Prime Minister in his New Year message announced, for the 4th or 5th year in a row, the paving of the Caracol Road to the tune of USD$40million. Belizeans should be reminded that in March 2017, the government signed an economic and feasibility study at a cost of over USD$700,000 for the Caracol Road. It should have been completed by November 2017. To date, there is no feedback or update on this study. The best one can hope for is that the paving of Caracol Road won’t be like the paving of the road to Lamanai. In his 2015 New Year’s message the Prime Minister said “construction proceeds apace on the Lamanai Road” which turned out to be the paving of the road to the village of Lemonal (not the Lamanai Road) but provided the right impetus for the contractor to develop a private tourism venture nearby for private access to Lamanai that did not undertake any public EIA. Feasibility studies are important because they allow decision-makers to determine the most viable option given the costs and the potential to earn revenue to recover that cost. The new CIVIC Center in Belize could have benefitted from such a study since it came at an expense of BZ$33million and to maintain it annually will cost $800,000 to $1million as cited by the government’s Belize Infrastructure Limited. While the Prime Minister in his 2016 Independence Day speech says the CIVIC is communing with the heavens, perhaps it was communicating that it will undoubtedly be recorded as the most expensive basketball court in the nation’s history and possibly in the region for a country whose poverty rate is close to 50%. Of course, the Prime Minister’s message would not be complete without blaming the PUP for the CCJ decision ordering the government to pay the Belize Bank. And of course, the Prime Minister neglected

to state the fact that 10 years ago the Musa Administration settled the matter at no cost to public funds. While there are many (across political lines) who disagree with the way the Musa Administration settled the debt back then, the fact is that it has been proven it was not illegal and it did not burden taxpayers. The Musa Administration paid dearly both at the polls and in the court of public opinion for that decision. The demands of the Belizean people in 2008 for change should never be forgotten and should not have been in vain. The UDP government has become the thing it decried by being the most hypocritical, untruthful, corrupt, scandalous government responsible for the highest debt in the nation’s history. Another stubborn fact that the Prime Minister neglected to mention is that instead of indebting Belize unnecessarily further, he decided to engage in a legal battle that eventually their lawyer conceded was weak. The Prime Minister chose his brother to be the government’s lawyer who has been paid handsomely for all these cases against Ashcroft that the government has lost. And still, the Prime Minister’s law firm is the law firm on record for the Belize Bank. The Prime Minister started the New Year irresponsibly and malevolently purporting to defy the decision of the highest court for Belize. In doing this, he once again puts his party’s political interests ahead of country. The Prime Minister prefers to increase the public debt more and not respect the rule of law. It is easy to do that when it’s taxpayers’ money and not yours that you are playing with. Something he does often when it comes to Ashcroft. It’s time for Belizeans to renew its belief that Belize can be better and can do better. The time for change is now. It starts with the Municipal Elections where the PUP has fresh new faces, strong mayoral candidates, several responsible and qualified women candidates and practical ideas for accountability and good governance. The people of Belize have had enough. Belizeans will no longer tolerate any government betraying them again - not PUP, not UDP. It’s time for the UDP to go. Let’s be the change we want to see. OUT CALLA CREEK HAMMOCK BRIDGE FIXED AFTER MORE THAN SIX MONTHS DOWN “If you want to get unstuck and expand your life, you have to try something new” — Al Pagett —

!

The Cayo West constituency is composed of about 10,000 people from distant villages going from Rumours-Maya Walk, Calla Creek and Corozalito to Arenal. San Jose Succotz and Benque Viejo del Carmen are the most populated areas. About 50 families and 200 residents live in the extreme western village of Calla Creek. Calla Creek Village is a prime example of how funds are mismanaged, and as a result some

little villages continue to suffer. Calla Creek Village has a Village Chairman. This Chairman must rely on the development of the community’s tourism industry to be allocated funds for the improvement of that community. The main source of revenue in the area is Clarissa Falls that is near to that village. This location near Calla Creek does not profit Calla Creek in any way since the taxes collected from that resort go to the public funds of San Jose Succotz. Hence, the chairman of Calla Creek receives little or no funds to invest in the village. Today, 36 years after independence, Calla Creek still remains stagnant and underdeveloped. There is only one school bus and electricity for only a few community members. The roads remain a muck when it is the rainy season. Besides, there is no school, no public library and no post office in the village. Why not use some of the monies allocated to the bloated contracts just approved by the Ministry of Works to improve this forgotten community? In Calla Creek the ferocious flood waters have had the bridge out of service since June, 2017. After six long months waiting for Government’s intervention the bridge finally was fixed a couple of days before the New Year. It is a shame that our stu-

dents in Calla Creek Village had to put their lives at risk due to the incompetence and lack of vision of the current Cayo West representative. After 20 long years of UDP rule it is time for the real builders of Cayo West to show that there is a more efficient way of administering our constituency. Also, it is time to send a clear message to the UDP Central Government that enough is enough, that people are “fed up” with corruption and exploitation. It is time that we do things

different in Belize. It is time that we remember that we are here only to serve the people and not to serve ourselves and forget the people. We are confident that a new government of the People’s United Party will get it right. We desperately need a change in Belize! You can reach your own conclusions. God bless you all our beloved Belizeans.
