Belize City: Monday 9th. July 2018 An explosion shook an entire neighbourhood but rocked a home situated at the Corner of Mopan and Mahogany Street just after 4:00 pm today. Investigations reveal that the powerful earth-moving blast originated from within the lower flat of the structure and it violently quaked and blew away everything that was inside and around the structure. It was so powerful that it flung a man that was inside the bedroom of his house, the exit door and the gate of the fence some fifteen feet across the street. Fire quickly engulfed the house, but a quick response from the Fire department manage to contain the blaze and prevent it from spreading. It could have been worst and resulted in a

Continued from page 1 lamentable disaster especially because it occurred some twenty feet across the street where Brow’s Butane Depot is presently located. Investigators from the Fire department says the tank that exploded was secured in a confined space which intensified the power of the blast. It is understood that one of the walls of the house was blown down – and another also partially collapsed. It also shattered the crystals of vehicles that were parked in the immediate vicinity. According to the police investigation, one of the three persons injured the blast is critical. Grayson Cadle, 21 years who lived at the house received with third-degree burns to the lower part of his body and is listed in critical but stable condition. Nurse Assistant, Lisa Santos, 35 years of 14 Saint Jude Street who was also at the location received burns to her body and Jude Tench also of the same Saint Jude address escaped with minor burns to her body. According to Police, Cadle was inside his bedroom of the house, when the explosion followed by the fire occurred whereas June Tench and Lisa Santos were sitting in their yard nearby when they sustained the injuries to their body due to the debris flying from the explosion.

Dialysis Patient Calls for a full Public Inquiry Belize City, July 12th, 2018 The Belize Times has learned that the government of Belize through the Ministry of health has allocated $2M dollars to an effort that is only serving 30 dialysis patients when in fact there are about 300 patients suffering from renal failure and need to have at least three sessions of dialysis on a weekly basis. There is a public perception that the Minister of Health, Pablo Marin, has been toying with this issue for over two years even though more than a 100 patients suffering from renal failure have died due to the incompetent approach to provide this life-saving service to more patients. There are about 51 Dialysis Machines in the country and we were told that 16 such machines belong to the Government of Belize. It is understood that Health Minister Marin along with other health officials travelled to Honduras more than two years ago in search of a solution to care for more patients however, it appears that little effort or concern has been shown to provide more than the for the 30 patients. We have since learned that he and his officials met with the Principals of a Dialysis Clinic there and negotiated some means to get that group interested in forming an alliance to establish a Dialysis Clinic here. The Clinic was established under the name of Dialysis de Honduras but

HAS BARROW LOST CONTROL OF HIS UDP? Belize City, Thursday July 12th, 2018 Ever since Barrow announced that he will be retiring from electoral politics. He is facing opposition by some of his Cabinet colleagues. Recently, he offered a bonanza to two rejected politicians in the recent municipal elections and they have refused. So, they were allegedly threatened with their cushy jobs in order for them to step down to pave the soon after, bad publicity by Honduran press to Dialysis de Honduras cause Principals including our very own minister to be silent on the venture. Now, it is believed that the same principals have established another Dialysis Clinic going by the name Dialysis del Caribe It is believed that if Government with the help of the Health Minister outsourced the Dialysis patient care to this Clinic with Honduran ties, they will net an estimated profit exceeding 650,000 dollars per annum The $2M being allocated by government is not being maximised to its fullest extent, an expert told the Times that if those same $2M were adequately administrated, it could have served an approximate 177 patients who are in desperate need for dialysis. That is serving far more patients than what we have. We were made to understand that there are children here in Belize who were born with a defective kidneys and two that we know of are in the area of Los Tambos and in Santa Elena. It is believed that if Government wanted to put more effort into this life-saving treatment, instead of purchasing a limited amount of dialysis machine from the US Midwest where it cost around $10 thousand dollars in shipping alone, they could have contacted some of the Dialysis machines manufactures or buy them from countries like Mexico who imports in huge quantities that would be more cost-effective and reduce the cost to patients. He said that even getting into either program, even for information purposes is beyond difficult, they are both operated like top-secret operations though they have been spending tens of millions of public monies, taxpayer dollars. He said that there should be a full public inquiry into the program to ascertain what is being spent on whom. The fact is that while Marin and his Cabinet colleagues dither and stall, Belizeans are dying for lack of access to dialysis. Tillett calls on Ministers of Cabinet to question what is happening with the provision of dialysis, why Belizeans are dying for lack of dialysis when the Government of Belize is spending $2,000,000 every year, or almost $40,000 per week.

I always believe one a we fi always represent we. Sad that I have to come to people under the guise of a politician. Don’t regard me as one. Thank God every day to keep me with humility, understanding, and ability to relate and feel people struggle, the heart to help sincerely. There is no if or but that, I would love to represent port. I believe though, the people have a right to sincerely make dat choice, anything else you are setting up for a lost!! Why doesn’t port deserve good representation? No long talk. Message from Hon. John Briceño, Leader of the Opposition

“Stop Increasing Taxes on Fuel” Hi Everybody. When the President of the Chamber of Commerce wrote the Prime Minister in May asking to lower the taxes on fuel he was making a serious request. Regrettably the response from the Prime Minister was both dismissive and disrespectful. His response also further confirms that this UDP Administration is bankrupt of ideas. The Chamber made the valid point that the high taxes on fuel was having a negative impact on the overall economy. This means that it was causing employers to have to find ways to cut expenses so they would be able to hire new people. It would also cause consumers to have to pay more at the grocery store, since the cost of fuel has an impact on everything. The overall effect of the fuel tax is being felt everywhere and it is making life for all of us harder. The Chamber also made the point that this year government was collecting more tax on a gallon of fuel than the landed cost. Unbelievable! The Chamber pointed out that in May the landed cost for a gallon of fuel was $5.07 while the tax on that gallon of fuel was $5.09. That was more than 100 percent of the landed cost. Yes it sounds crazy -- for sure the Chamber was making that point, but what was even crazier was the PM’s response. He told the Chamber that if he reduced the taxes on fuel he would have to retrench 1500 Belizeans. He also said he would have to send judges home, cut pensions in half and raise GST. When the PUP was in Government fuel was at a much higher cost than it is currently, still we never charged the high level of tax on fuel as this UDP government is charging today. We never threatened to lay off public officers or raise GST, in fact we lowered the GST and the economy grew. Presently the economy is barely moving and there is no real economic growth. The truth is that this UDP Government has completely lost its way, they have given up on their responsibility to govern this country and as a result we have a collapsing economy, rampant crime, lack of investor confidence and too much corruption. So, I am calling on the Prime Minister to make the tough decisions now before its too late. He must cut government waste – stop the hustling in the ministries Lands, Immigration and works and work with the productive sector to grow the economy. It is time for the UDP to govern or get out, because we in PUP are ready to lead and ready to win, so we can build a Belize that works for everyone. Thanks, God bless and have a safe week.

WASTEFUL SPENDING OR CORRUPTION

Belize’s external debt from the time we obtained Independence in 1981 up to February 2008, was only an approximate 1.2 billion dollars. We must recall that it was in February 2008 that the People’s United Party (PUP) left office and the United Democratic Party (UDP) became the government and has been in government since. Our External debt now stands at a little over 3.7 billion. In their last visit the International Monetary Fund (IMF), reported in a preliminary report in May of 2016 that Belize’s debt stood at more than 100% of GDP (Gross Domestic Product). The recommendation is that it should not exceed 60% of GDP. The report included the estimate of GDP to be 3.7 billion dollars. The IMF estimates that Belize’s total debt stock is 3.7 billion dollars also. In their ten (10) short years in government, the UDP Government has managed to increase the external debt stock by $2.5 billion. This includes the Petro Caribe ($450 plus millions) and the debt for BTL and BEL ($1.0 billion). Belize’s domestic debt has also increased by another 1 billion dollars with a variety of multi-national and domestic loans. These are massive increases in the debt stock with insufficient tangible assets to show. In addition there have been no significant investments from these loans in any large scale revenue generating projects. The IMF has declared that as a result of the debt stock and the squandering of these loans, the country’s economic position is poor. These are the findings that are echoed in the IMF report which uses valid data from the Government of Belize to make their assessments. The implications of this enormous increase in debt which was incurred in the ten (10) short years of the Barrow government are far reaching. Note that the BTL settlement is now included in the IMF calculation as that award was paid. The BTL settlement of little more than $557 million is but one of the principal reasons Belizeans are now experiencing economic hardship. Taking into consideration that BTL is actually valued at a measly $200 million. Telecommunications is a capital intensive industry and the investment it takes to remain competitive and current is enormous and technology becomes old and obsolete in a matter of a few years. BTL replaced its Ericsson switch, which was less than 10 years old, with a new 40 million dollar switch from a Chinese company (Huawei). The general sentiment among experts in the field is that the new switch comes over priced. However, this has been the practice of the current UDP government, as many of their projects have been overpriced. Adding insult to injury, BTL has contracted the services of a foreigner as CEO. His services come with a hefty price tag of more than US$350,000.00 per annum. His first order of business was for BTL to borrow US$17.5 million for fibre optic expansion. A loan which the government and people of Belize had to guarantee! BTL needed a Government Guarantee because the lender was not satisfied that they possessed the ability to pay back nor the assets to guarantee the loan. Considering all the corruption and overspending that occurs under the UDP, it is certainly a good time for the representatives of the United Nation Convention Against Corruption (UNCAC) to be present in the country. They need to finalize preparations and the legal structure to ensure that at some point, the Belizean people will be able to recover all that has been stolen over the last ten (10) years. There is need to properly investigate all scandals we witness including the alleged land hustle, yellow and white buildings, BTL overpricing, the immigration hustle, the alleged electoral fraud. All those things will be investigated once the UNCAC IS IN PLACE with legislation for an asset recovery law. So Belizeans get ready to get back what is rightfully yours. Since 2008, all that the UDP government has accomplished is the re-surfacing of approximately 150 streets and a few roundabouts, Kendall Bridge, Placencia Road, an unfinished Marion Jones Stadium, John Saldivar Astroturf in Belmopan and that seems to be it. The debt stock of Belize has skyrocketed with so little to show. So where has all the money gone? Let’s not forget that in addition to all the debt that the UDP has saddled the Belizeans with, they collected over 600 million dollars in revenue from the Belize oil industry with nothing to show how Belizeans benefitted from out of that UDP bonanza. In contrast, the previous PUP government in its ten (10) years in office from 1998 to 2008, invested in many housing communities that were built from scratch such as: Los Lagos, Mahogany Heights, Fresh Pond, Mile 8, San Lorenzo, San Pedro Housing Project, Independence Housing, Lord’s Bank, Trapiche, Bouganvilla in addition to life-changing roadways such as the Orange Walk By-Pass, Boom-Hattieville Road, Marine Parade, Hummingbird Highway. The PUP government built thousands of classrooms whereas the UDP government has closed down entire schools. The PUP government refurbished the Bliss Institute which the UDP neglected for most of their time in office, and they left the building without air condition for almost two (2) years. In must be noted that the construction boom under the PUP provided for thousands of jobs that boosted the private sector that allowed them to weather the storm that came in 2008.

La deuda externa de Belice desde el momento en que obtuvo la independencia en 1981 hasta febrero de 2008, era sólo aproximadamente 1.2 billones de dólares. Debemos recordar que fue en febrero de 2008 que el Partido Unido del Pueblo (PUP) salió y el Partido Unido Democrático (UDP por sus siglas en inglés) se convirtió en el gobierno y ha sido el gobierno desde entonces. Nuestra deuda externa asciende ahora a poco más 3, 7 billones. En su última visita el Fondo Monetario Internacional (FMI), informó en un reporte preliminar en mayo de 2016 que la deuda de Belice estaba en más del 100% del Producto Interno Bruto (PIB). La recomendación es que este no debe superar el 60% del PIB. El informe incluyó el valor del PIB de 3,7 billones de dólares. El FMI estima que la deuda total de Belice también es de 3,7 billones de dólares. En sus diez 10 años en el gobierno, el gobierno UDP ha logrado aumentar la deuda externa por $ 2,5 billones. Esto incluye la del Petro Caribe ($450 más millones) y la deuda para BTL y BEL ($ 1 billón). También ha aumentado la deuda interna de Belice por otro billón de dólares con una variedad de préstamos nacionales y multinacionales. Se requirió que BTL obtuviera una garantía del gobierno porque la entidad bancaria no estaba satisfecha que este tenía la capacidad de pagar o que los activos fueran suficientes para garantizar el préstamo. Teniendo en cuenta la corrupción y el derroche que se produce en el UDP, sin duda es un buen momento que estén en el país los representantes de la Convención Contra la Corrupción de las Naciones Unidas (UNCAC por sus siglas en inglés). Necesitan terminar con los preparativos y la estructura legal para asegurar que en algún momento, el pueblo beliceño pueda recuperar todo lo que se le ha robado en los últimos diez 10 años. Es necesario investigar propiamente todos los escándalos a los que somos testigos como la supuesta estafa de tierras, el ajetreo de los edificios blancos y amarillos, el sobreprecio de BTL, el chanchullo de inmigración, y el presunto fraude electoral. Todas esas cosas serán investigadas una vez la UNCAC se establezca con la legislación de una ley de recuperación de activos. Así el pueblo beliceño debe prepararse para recuperar lo que es legítimamente de ellos. Desde 2008, todo lo que ha logrado el gobierno UDP es la re-pavimentación de aproximadamente 150 calles y unas rotondas, el puente de Kendall, el camino hacia Placencia, un estadio inacabado Marion Jones, el Astroturf de John Saldivar en Belmopán y eso parece ser todo. La deuda de Belice se ha disparado con tan poco para mostrar. ¿Dónde se ha ido el dinero? No olvidemos que además de toda la deuda con que el UDP ha enganchado a los beliceños, también cobraron más de 600 millones de dólares en ingresos de la industria petrolera de Belice con nada para mostrar cómo se beneficiaron los beliceños de esa bonanza UDP. En contraste, el anterior gobierno PUP en sus diez 10 años en el cargo desde 1998 a 2008, invirtió en muchas comunidades de viviendas que se construyeron como: Los Lagos, Mahagony Hieghts, Fresh Pond, 8th Mile, San Lorenzo, el proyecto de vivienda en San Pedro, Viviendas Independence, Lords Bank, Trapiche, Bouganvilla además caminos importantísimos como el desvió de Orange Walk, el camino Boom -Hattieville, Marine Parade, la Carretera del Hummingbird. El gobierno del PUP también construyó miles de aulas de escuelas. Esto considerando que el gobierno UDP lo que ha hecho es cerrar escuelas completas. El gobierno PUP transformo el Instituto Bliss que el UDP ha descuidado por la mayor parte de su tiempo como gobierno y abandonaron el edificio dejándolo sin aire acondicionado durante casi 2 dos años. Debe tenerse en cuenta que el auge de la construcción durante el gobierno PUP genero miles de empleos que impulso al sector privado y les permitió capear el temporal que llegó en 2008.

Cayo’s Justin Neal, Dead

Widely believed his death was triggered by a failing inadequate Health system! Santa Elena, Cayo: 11th July 2018 Belizeans continue to suffer the consequences of incompetent and careless Health Care System. It is appalling to know that we are losing our loved ones due to the negligence of an inefficient system. While UDP Ministers have the financial capability to fly out of the country to receive first class top of the line health care abroad. It seems that for locals, once you fall sick here at home and we don’t have the money to pay for proper lifesaving attention; we are doomed. There is no consideration by the government of Prime Minister and the electrician turned health minister Pablo Marin to enable a proper access to health care and make the health issue a top priority in our country. The family of, Justin Neal, Cable technician, is angry and disheartened at the loss of their loved one. Neal, twenty-seven-year-old, fell victim to a neglected health system when just one week ago when he fell ill. On Wednesday, July 4, 2018, Neal visited a private clinic in San Ignacio town, after some tests, he was diagnosed with appendicitis. Neal was then transported to the Western Regional Hospital to undergo surgery. Neal’s surgery lasted five hours and surgeons had to make two large incisions. Immediately after the surgery, Neal was placed in a medical ward in between two patients suffering with respiratory infections. On Friday, July 6, 2018, Neal began to feel ill with fever and chills. The doctor at the Western Regional rec-

ommended that Neal self-discharge and move over to Garden City Medical Centre for private medical care. On Saturday and Sunday, the family noticed that Neal’s condition deteriorated. By this time, the doctor recommended that he be taken to the Belize Health Care Partners and he was placed at the Intensive Care Unit. Upon arrival at the Belize Health Care Partners, he underwent a battery of tests and was diagnostic with Chronic Pneumonia and passed away shortly after 3 am on Monday morning. On Tuesday, July 10, 2018, a post-mortem examination was done on the body and determined that he died due

to bronchial issues due to acute pulmonary edeama which the family believe was caused when he was placed near of the other two sick patients with respiratory condition. The Central tv and Internet, Paddling group and Santa Elena Community mourns the death of a young sports enthusiast. It is believed that Neal had such a bright future ahead. The family is demanding justice and have sought the legal advice of an attorney to seek legal action. This is a consistent atrocity, and we cannot wait to lose another loved one at the hands of this inept system. The current UDP administration continues on their spree of reckless spending ignoring the needs and rights of the lives of all Belizeans.

“Only a strong economy can create higher asset values and sustainably good returns for savers”. –Ben Bernanke– I. Background Belize’s economy and welfare is affected by structural problems such as low economic growth, deteriorated infrastructure, growing fiscal deficit, trade deficit, increased external debt, low labor productivity, low purchasing power of wages and incomes, and the deficit of homes, among others. These are serious pending challenges to ensure sustainable and more inclusive growth. Our economy grows at lowest rates in the Gross Domestic Product (GDP) in the entire Central America and the Caribbean, far from a feasible goal to achieve even if all existing productive forces are strengthened. The decisions made by the government in the current economic situation cannot be maintained for a long time, because they end up being inoperative. The government should try to achieve greater coherence between its discourse and reality regarding the role that the private sector should play. II. Discussion In the short and medium term, the basic objective is to increase net income. But how? Belize must pay its commercial debts and profits, which could mean that it would be in a better position to obtain credits. Shortcomings also exist in some well-being indicators such as work-life balance, safety and income. Just take a look of fuel prices compared with other Central America Countries to realize how far we are from our neighbors which prices are almost have than Belizean ones! In spite of the economic progress that has been achieved in Belize, employment growth has stagnated, results in education are deficient, and anti-competitive regulations continue to hinder business development. China, for example has achieved great successes thanks to the transformation of a centralized, planned and subsidized economy into a market economy, acceleration of industrialization. Belize must establish a world renowned green trademark and eco-tourism industry by protecting its abundant biodiversity and developing renewable energy sources. Cost reductions for renewables, on their own, will not be enough to secure an efficient decarbonization of electricity supply. Structural changes to the design and operation of the power system to be more integrated approach to help incentivize investment, also a circular infrastructure topology will enable flexibility to add new renewable technology in the future and also harness the renewable energies. Flexibility for new energy sources and energy capacity projections taking into consideration are key due to the projected growth in the population, urbanization trends and also preparing for the power intensive digital services. However, anti-competitive regulations and high labor market segmentation hinder the full realization of opportunities to make growth more inclusive. Employment growth is also stagnant and unemployment remains above pre-crisis levels, hitting predominantly youth and the low skilled. As a result, and against the general trend in Latin America, informality and inequality are increasing. Productivity growth has gained some momentum over the past decade, but many institutional obstacles are hampering stronger growth and spreading of its gains more widely. Obstacles include labor market marginalization, restrictions to competition and low outcomes and inequities in education. The current results reveal that one third of students lack core competencies and outcomes are strongly influenced by socio-economic background. Grade repetition and drop-out rates are high. Resources need to be channeled and even reallocated to secondary education and early childhood education and care. More focused, targeted support should be given to students at risk early on. Resources should also focus on providing initial and on-the-job training to teachers as well as education materials, which are currently in shortage. Developing good quality dual vocational

Overall, the government should move from the current focus on resources and funding to outcomes and should establish clear and verifiable performance-based targeting against which to measure the success of its education policies. Product market regulations are stringent; there are large barriers to entrepreneurship, extensive antitrust exemptions and high state control in many sectors. The potential productivity gains from reducing anti-competitive regulations are large. Improving state-owned enterprises’ governance, establishing one-stop shops for business registration and licensing, streamlining insolvency procedures, removing antitrust exemptions and enhancing trade facilitation would bring large growth benefits. Higher electricity and water rates, more expensive fuel, cooking gas soaring high, telephone, cable and internet rates

increased, and the list goes on, are not the ways to achieve progress. There is a lot more we can do together to make a small contribution and when we all do this then we will make a big difference for our Country. Creating better conditions of competitiveness and innovation, promote the use of technology and simplify procedures for creating new companies, these conditions are needed to ensure that the industry continues to grow and generate employment, because in recent years Belizean economy is not performing according to its potential. The hardest and most regrettable thing about this is that the generation of employment is progressively lowering. In terms of business losses, we still do not have statistics, but there are already businesses that have closed down, there are already small and medium businesses that are not operating. III. Conclusions The challenges facing Belize to accelerate GDP growth are related to guaranteeing legal certainty, building a true Rule of Law, facilitating trade and reducing logistics

costs. At the business level, they will seek to support Belizean industry to improve its productive and competitive capacities, promoting development and strengthening value chains, and integrating concepts such as energy efficiency, quality, domestic added value, cleaner production and Corporate Social Responsibility. If Belize does not address these challenges, it risks becoming stuck in a “vicious cycle” whereby individuals with low skills and poor access to opportunities are confined to low productivity and low-wage jobs. MY PERSPECTIVE By Dolores Balderamos Garcia

REMEMBERING LINDSAY

At the funeral of a good friend and colleague’s mother a month or two ago at Saint Martin de Porres Church, Father Matt Ruhl said in his brief and cogent homily that we are like the beautiful floral tributes that were on display that afternoon. We are all lovely, but we don’t last very long, he told us. Of course there are notable exceptions to this rule. Some people have the good fortune to live very long lives. My eldest aunt passed away in March this year at age one hundred and three. Last year I was extremely privileged to have been part of the one hundred year celebration of another of my aunt’s. My own mother approaches age ninety-three, and there are still four other sisters, all of ages over eighty-seven. What a blessing to have them still with us. My husband and I were in Canada when we received the very heartbreaking news of the passing of our friend and colleague Lindsay Garbutt. I realize now from looking through his funeral program that Lindsay was only five days older than my husband, and only three and a half months my senior in age. Surely sixty-one is early to go, and I would have to agree that his death is untimely. Lindsay’s brother-in-law Edd Usher delivered a stirring remembrance at the start of his funeral service last Saturday at Our Lady of the Way RC Church. I am so pleased that Edd lightened the moment of the solemn morning service, as there was much grief and sadness among the throng of family and friends who were in attendance. Edd repeated some of the tall tales that Lindsay was accustomed to tell in their many hours around their mother-in-law’s kitchen table at Mile 13 on the Philip Goldson Highway. Lindsay was from Monkey River Village in southern Belize, and he used to boast that Monkey River is the best place on earth. The humourous anecdotes had the congregation chuckling in remembering and paying respects and tribute to Lindsay. And after the Mass, the Imperial Band were on hand to play in tribute and respect at the burial. Earlier, the impressive blue and silver casket arrived at church, and almost immediately family and friends gathered around to get a last glimpse of his body. On paying my respects, I am not ashamed to admit that I was in tears along

with his wife and her mother and sisters and many family members and attendees. It is still difficult to believe that he is no longer with us. When I saw him over a month ago he was upbeat and optimistic about his ailment, and he told me he was feeling good about getting treatment down South. I was so certain that he would rally and be around us for much more time. His strong yet gentle disposition, slight stammer, and sage advice at all times endeared him to all our committee members and street captains. I met Lindsay when I ventured into elected politics in Ladyville and the Belize Rural Central constituency some years ago. In his eulogy Edd only alluded to Lindsay’s political views, saying simply that Lindsay was serious about his faith and his politics. For my part, I can attest that he was indeed passionate about his support for the People’s United Party and our vision for the development of Belize. He was indeed one of my most stalwart and staunch supporters, and I will continue to feel his loss deeply going forward. Lindsay was always there for me and for our committee in offering advice, walking the walk of politics and campaigning, and demonstrating his total commitment to improving Ladyville and Belize Rural Central through his involvement as a vital part of our campaign and political team. It is one of the most humbling experiences of my life to have enjoyed his full trust and unwavering support. Even when I decided to take a step back and lend my own support to a new candidate, Lindsay was vocal in his displeasure and his insistence that I should continue in elected politics. We differed on choice of PUP leader in 2016, but never did we have any harsh words or any discord in our views and vision for a better life for our people. His is a huge loss for me personally and as well for his family, friends and colleagues, and for our party. Somehow it just won’t feel the same in our campaigning and efforts. Though I have offered condolences to his wife and family personally, I must also do so here for them and for everyone who knew and loved him so well. We all poignantly feel his passing. Gone too soon, but Rest in Peace Brother Lindsay Adolphus Garbutt, our dear friend and steadfast warrior.

BELIZE ANTI-CORRUPTION CHESS GAME Contributed Chess is a game that has many similarities with everyday life, it takes intelligence and cunning to win, but above all one have to have vision. A successful strategy is to consider the alternative to attack and defend, evaluating the possible responses of the opponent and how it will affect the final result. A bad shot can ruin a whole series of proper movements and many times the one who attacks without thinking is so distracted by corralling the other, that when he feels he has a checkmate, he did not see coming. In chess, you cannot sing victory until the game ends. Making an analogy between chess and the way the anti-corruption struggle has taken place in Belize, it is clear that here two sides are contending and in the last few decades, both have been making risky checks on each other. We are going to say that those PUP’s who use the white pieces are those who support the anti-corruption fight, - obviously incarnated in following the UN’s anticorruption UNCAC act - here are also the citizens who support it, ordinary people who honestly live within the means of their work or business and all they want is a country where there is justice, good governance, and opportunities for all. On the other hand, there are those UDP’s who use the black pieces in this chess, that is, “the bad guys.” These are well known, and there are from peons to kings, “some” sleazy politicians and crooked businessmen - shameless - but most are people who have occupied or are in high-level public life positions. It was generalized and pointed to all levels of this government, and sadly, corruption is so active in this country that there is not a single sector of government that has not been infected with this terrible cancer called UDP. This battle has been very hard, so much so that this group of the corrupt bloodsuckers has had to ally themselves with other crooked people in the business of the underworld to fortify themselves to discredit the work

of the few who are in favor of the anti-corruption fight along with the PUP. The Opposition is facing a gigantic and colossal challenge; It is not for less to use these adjectives, since it is public knowledge that Belize is seized by criminal element networks that have allied with each other, to make a reaction front and to block the fight against corruption. They are not willing to let our country advance, and the “bad guys” are ready to win this game at whatever price even if they have to manipulate and twist our laws. There is no doubt that those who are moving the black pieces of this chess game have analyzed the form of how they could put the anti-corrupt movement in check, and they assume that moving the “key pieces” - the queen and the bishop - would make the few staggers. These people know well, that this anti-corruption movement, UNCAC, soon to function as it should be, will require working as a team with the few public officers that are working for the people and a trustworthy Attorney General and a straight and forward Minister of the Police that could provide and deliver public safety and security. The shot was strategic but too obvious. Because the general perception is that until today these shady characters are not very willing to work as a team against corruption, to create an environment as was decades ago. However, beware, because this UNCAC move is the only thing that is achieving is to consolidate and strengthen the anti-corruption institution, which has citizen support base, obviously excluding those cronies hired by the “bad guys” to make a little noise. Naturally, the time for the benefit of the doubt has already expired and now we will have to wait for the reaction of the international community, specifically the United States, if these UDP’s attempt to block the work of the UNCAC, because corruption generates misery and poverty, poverty promotes illegal migration and that is precisely what that the PUP and country wants to stop.

Belize City: 9th July 2018 By Katie Numi Usher This year’s “Bridget Jones Award” for Caribbean Studies was granted to Belizean arts practitioner, Katie Numi Usher, who attended the Society for Caribbean Studies 42 annual conference. This event took place last week from July 4 to 6, 2018 at the prestigious University of London, England. Annually, the Society pay tribute to the late Bridget Jones, scholar and long-time supporter of the Society, who died on April 4th 2000. In Jones’s memory, The Society for Caribbean Studies offer a travel bursary plus full conference fees to enable arts practitioners

from any region of the Caribbean to present their work at the Society’s annual conference. The event brings together scholars from all over to present their latest research on the Caribbean and its Diasporas which includes a range of disciplines and linguistic areas of the region. Usher shares her experience on her personal Facebook page stating: “What an absolute treat to listen to doctoral papers and hear all different perspectives on and about the Caribbean. I got so very nervous just before I did my presentation. I thought about all your kind words and support and just decided to go with the flow and let the ancestors guide. I did not even recognize my voice at one point and was surprised how the nerves melted like a snow cone in the Belizean sunshine. It rested at my feet like a dormant puddle and let me read.” Usher thanked the Society of Caribbean Studies for granting this unique opportunity and also encourages the public to support the Society so that they can continue to invite more Caribbean artist scholars.

THINKING Forging Partnerships. Impacting Lives

MS. SYLVIA - PUP STALWART

The United Women’s Group has had a long and rich history in the People’s United Party. We often boast as well that it is the women who are the engine of our party. Times have changed since the heydays of the UWG and for the women’s arm of the PUP to remain relevant it must morph and adapt to serve and represent the needs of the women in the party and the country today. It is with this vision that we in the UWG decided to devote our weekly article in The Belize Times to profile the many hardworking, devoted, talented women of the party, from all walks of life and all corners of our tiny nation. We have women who have walked the trails with the Father of the Nation in the farthest reaches of Belize; we also have young and upstart newcomers on the frontline of the political battle today and many in between. Our aim is for the readers of the article to become familiar with the many women warriors fighting in the fields, the classrooms, the offices; to recognize their effort and sacrifice and to highlight the many skills, talents, and contributions they have and continue to make for our party and our people. Ms. Sylvia Gillett of Orange Walk Town has the honor of being the first woman to be featured. She agreed at the first call, with very short notice. A current resident of the Orange Walk East Constituency, Sylvia is originally from the Belize River Valley, specifically Burrell Boom. She was born on December 25th, 1960. She is one of 12 children of the late Selwyn Gillett Sr. and Lilia Iglesias, including two pairs of twins, of which she is one. She attended Pallotti High School for three years and graduated from Xavier College after her mother moved to Corozal. Sylvia is proud of the values her single-mother instilled, which carry her through life’s trials and triumphs today: that one must always decipher between wrong and right and be conscious that every decision has a consequence. She attributes the strong Catholic values growing up as something helped make them productive citizens, even though they were raised by a single mother. As a single mother herself, Sylvia continues to impart strong values and guidance to her three now adult children. She readily admits that raising children on her own was a daunting, challenging task, but relying on sound values and the support of other family and friends, especially with her sons, contributed to the success of her two sons and daughter. She is now tasked with raising her three youngest siblings being 16, 11, & 9 years respectively all girls since her father passed away.

Professionally, Sylvia has worked in the Public Service and was one of the people retrenched under the UDP in 1995. Her last position with the Government of Belize was at the Attorney General’s Ministry where she served with Hon. Godfrey Smith and later on Hon. Francis Fonseca. With an academic background in Business Administration, Social Work and Community Development, she enjoys working with people and communities. As a Para Legal, she currently serves as Legal Officer at the Orange Walk Town Council. Apart from political community activities, Sylvia has worked with Women Against Violence, People’s & Police Coalition and is a standing member of the Belize Territorial Volunteers. She was among the group which was confronted by the Guatemalan Military in August 2015 when they attempted to circle the Sarstoon Island. Hon. George Price was a good friend of Sylvia’s father. She fondly remembers when as a young child in Burrell Boom being chased by a horse, Hon. George Price told her “The horse isn’t chasing you, darling, he just wants the apple.” He stopped her, had her reach out her hand to the horse, giving it the apple. During his visits, he told her she must learn Spanish, and she made sure she took his advice. She credits George Price for her ability to speak Spanish. As a child, Sylvia sometimes accompanied her father during house to house campaigning with Hon. George Price, Hon. Louis Sylvester and Hon. Fred Hunter, beaming with pride to be a long-standing PUP member. Wherever she has lived, Sylvia has been an active PUP. She worked in the campaigns of Hon. Valdemar Castillo in Corozal North, Hon. Vildo Marin in Corozal Bay, Hon. Dave Burgos, Dr. Marco Tulio Mendez, Josue Carballo and most recently Kevin Bernard in Orange Walk East. She also served on the Executive of the United Women’s Group during the Presidency of Ms. Marilyn Young, Gina Tillett, Yolanda Shakron and Wendy Castillo and is still an active member of the UWG today. In addition, she is a PUP representative on the Advisory Board of the Honors and Awards for Tribute to Belizean Patriots. Sylvia Gillett loves her party. She confesses she now wishes she had run for office in her youthful years and firmly believes that the party needs more women representation. Sylvia is of the opinion that women bring the skill to build unity and manage tempers and egos at the decision-making table. She believes in a strong, united party which will foster strong candidates and bring us back to our winning ways. Looking into the future, Sylvia suggests there be greater youth participation and intervention. At the age of 58, Sylvia continues to toil wholeheartedly for her party and community. She is a seasoned warrior, having done her fair share on the battlefield. She continues to fight not only for a PUP victory but for Belize’s sovereignty and the well being of the men, women, and children of her beautiful home. We thank you for all you have done and continue to do Sylvia. May God’s blessings continue to be upon you and your family.

Our community has been shocked this week by the murder of a young man which occurred in a heavily trafficked area on one of the main streets of our town. Any loss of life due to violence is senseless, and it hurts every one of us. I call on the Police Department to do everything it can to bring closure to this case and provide justice to the victim and to the family members and friends who are grieving his loss. Here in Orange Walk we are a very close-knit community and crime affects each and every one of us. Violent crimes affect us even more, because they impact our comfort and sense of security. Many of us are uncomfortable when we walk the streets. We do not feel safe anymore. Many of us are fearful when we are in our business places trying to earn a living. And sadly, many of us are not even comfortable in our own homes. It appears that progressively, criminals have become more brazen and bold. Even though none of us, I think, are strangers to violence because we watch TV, still we are shocked by some of the outrageous crimes in our communities. It almost seems that criminals have become more structured and better organized, more advanced in what they do, more calculating. Unfortunately, we do not always get that sense from the Police Department, and that means that crime always seems to be spiraling out of control. Each year law abiding citizens feel more hopeless and helpless and afraid. That is the reality. I know that every single day, crime is on people’s minds. We see it on Facebook, where persons are crying out for an end to the violence and asking for somebody, anybody to come up with a solution. We hear it on the streets. I talk to people from every walk of life and there is one consistent message – they want to be able to live in a community where they are not afraid. I know exactly how they feel because I feel the same way. Even when I campaigned in Orange Walk East most recently and spent hours each day in people’s homes, the conversation would always turn to crime. That is what is on the

minds of our people. Do you remember those days when we could walk where we wanted at any hour of the day or night without fear? Those days are long gone. Do you remember those days when we didn’t have to have metal gates on our businesses 24/7, or surveillance cameras? Those days are long gone. Do you remember those days when we could leave our homes with our doors open and not have to worry about coming home to empty houses? Long gone. Now we hear about home invasions where even in our homes there is no safety. It is sad. Really sad. We have to do better than this for our people. Our leaders can no longer get away by claiming that this is the community’s problem. We understand that we must do our part as parents to raise good children. We recognize that we must do our part as responsible members of the community to cooperate with the Police. We know all that. But we also know that policies regarding crime-fighting are formulated in Cabinet. We also know that some of the factors which cause crime are the result of policies made in Cabinet. We know that the Police take instructions from the Cabinet. They shouldn’t, but they do. So when things get out of control, the politicians need to take a large share of the responsibility. It’s as simple as that. I believe that because crime, particularly violent crime has not yet come knocking on the doors of our leaders, they don’t understand how it affects us and maybe they don’t take the problem seriously enough. That needs to change. We responsible, law-abiding citizens are becoming prisoners in our homes. And that needs to change in a hurry. We need a comprehensive crime-fighting strategy which attacks every facet of crime, and we need as political leaders to start dealing with some of the factors which cause crime – one of which is poverty. We need to start providing our youth with constructive options to steer them away from crime. We need to end corruption at the very highest levels. There is a lot we need to do, but all of it will take political will. And there is no time to waste.
