Thursday, 13 July 2017 As we go to press, the People’s United Party is announcing that it will hold a press conference early next week to reveal yet another shocking scandal out of the Ministry of Natural Resources involving former Deputy Prime Minister Gaspar Vega and members of his immediate family.

But even as that land scandal exposing the corruption and greed of the Vega family and the former Deputy Prime Minister Gaspar Vega threatens to explode, Prime Minister Dean Barrow has said nothing and it is a certainty based on precedence that he will say nothing. As it has done in every instance, the evidence speaks for itself – but while the evidence speaks, the Prime Minister has refused to listen.

The Belize Times has obtained files from the Ministry of Natural Resources leaked to us by high-level sources. Those files contain documents which chronicle a repulsive land-grabbing scheme facilitated by Gaspar Vega as Minister to place hundreds of acres into the hands of close family members. As we go to press, we have barely started to skim the black and white evidence and already what is occurring – AGAIN – is very clear.

As he did to appropriate 1600 acres of prime land in Carmelita for himself, Gaspar Vega is at the center of the scandal. It is simple and easy to follow, and there was no attempt to hide it. In a nutshell – this is how it works. A prime parcel of national land is identified. It is parcelled out and certain select persons are instructed to apply for the parcels. These persons apply to lease the land, and that is approved by Gaspar Vega almost instantly. They then apply to purchase the land – another instant approval

by Vega – for a pittance. And then with title in hand they then turn around and transfer that land to one of the Vegas.

In the 1600-acre debacle, the land was granted in 25-acre parcels

by Gapi Vega to well-known UDP affiliates in his camp. They were then immediately transferred to Gaspar’s brother German and to his wife Marlene, and then it clearly made its way back to Gaspar because that 1600 acres is now his private ranch in Carmelita. It is an outright land-grab and blatant corruption, but the Prime Minister has never acknowledged it, as if it does not exist if he does not acknowledge it.

In this new scandal, the prize is 400 acres of prime riverside property but the hustle is the same. A small group of persons including Ramon Banos, Roni Banos, Miguel Padia, Miriam Merida and Miriam Banos (all from the same address) applied for 40 acre parcels of land in the Spanish Creek area. They applied for permission to lease and received it almost instantly. They then turned around and applied for permission to purchase – again instantly approved by Gaspar Vega. And then, they all immediately transferred their 40 acre parcels to the brother of Gaspar Vega – Eduardo Vega and his wife Alma. And all these transactions, from application to lease to deed of conveyance to Eduardo Vega and his wife, happened in a matter of days with the facilitation of then Minister of Natural Resources Gaspar Vega.

Again, we point out that this is only the tip of the iceberg and over the next weeks we will chronicle this corruption in detail. Just from skimming the documents we have in hand, we also see where Gaspar Vega’s brother managed to get title for a large Caye using the same hustle with ministerial facilitation.

Hustling and corruption in the Vega family is nothing new. But the question has to be why Prime Minister Dean Barrow has been unable or unwilling to sanction his former Deputy and good friend. Readers will recall in October 2016 when another land scam – this time a compensation hustle – broke. Dressed all in black, Prime Minister Barrow appeared close to tears as he announced the resignation of Vega from Cabinet. He was apologetic when speaking about the effect on Vega and on his family. It was nauseating.

But the Prime Minister has NEVER apologized to the Belizean people for the money which has gone missing from public coffers as a result of the corruption in the Ministry of Natural Resources. The question Belizeans are now asking is why Barrow has been so quiet and toothless where Vega is concerned. IN this instance, that is the multi-million dollar question.

Thursday, 13 July 2017 UDP Minister Rene Montero went before the Senate Select Committee on Wednesday to tell them that he wasn’t trying to order the Immigration Officers to do anything unethical or illegal.

His letters of recommendation are very different from those of his colleagues who insist that they are only making “good suggestions”. His letter of recommendation for nationality resembles an order from a Minister of Government to a subordinate in the public service, but when that was put to him he completely disagreed with the Senators, not surprisingly.

Readers are very much aware of the UDP party line that all these ministers of government have regurgitated when confronted with tough questions from the press. Their letters of recommendation for applicants seeking visas, passports and nationality are simply requests for consideration on that person’s behalf. They have insisted that letters usually ended with words to the effect of “if all is in order”, or “if the applicant qualifies.” The UDP Ministers would have you believe that with the inclusion of these simple clauses, immigration officers are being offered the choice to completely disregard their letters of recommendation if an applicant does not qualify.

In these Senate hearings, it has been clearly established, by immigration officers who have testified, that in many instances, it doesn’t matter whether an applicant qualifies. A recommendation letter from a Minister meant complete disregard for procedures and protocol.

On January 9, 2012, a few weeks before the 2012 General Elections, Montero sent a letter to the former Immigration Director, Ruth Meighan, directing her to “please facilitate me with the following nationality for the ceremonies to be held on the 13th January 2012: 26536, 26537, 26543, 27020, 23414, 22999 and 30743.” Obviously, Montero is completely exposed here, since there is no “if the applicant qualifies”. It lends credibility to the suspicion that UDP Ministers were throwing their weight around as part of the political directorate to get Belizean documents for people who did not qualify.

So, when he was asked about it by the Senators, he launched into an almost unbelievable explanation by defining the words “please facilitate”. Listen to how he explained it. In the view of the entire nation, he said, “Please means basically to ask someone to consider my request and it is essentially asking a question, it is not a command and it is not stated that they must consider my request and to facilitate means just asking for an assistance for these nationality documents.”

From his perspective, he was well within his rights to request that the Former Immigration Director “facilitate” the nationality for the 7 applicants. He sees nothing wrong with that letter he sent.

When he was asked why he even got involved on behalf of these 7 applicants, he claims that the Immigration Department called his of-

2017 fice to inform him that the nationalities for several of his constituents was ready.

He said that he was told, “If I write a letter requesting for these nationalities, that it would have been processed.”

The next big problem that Montero had when sending this letter is that he was recommending 2 of Manuel Heredia’s favourite people from San Pedro, the Harmouches. When he was confronted with that fact, he quickly asserted, “I maintain that I do not know the Harmouche, I never met them, never dealt with them, I have never done any dealing with them directly or indirectly, I have never received any considerations from them, I don't know them period.”

Still, he recommended these people, and his explanation is that the Immigration officer who called was the one who gave him only nationality application numbers. There were no names attached, and that he trusted that the application files being referenced were for his constituents. He was asked why he didn’t check, and how comes he ended up recommending people he didn’t know. His explanation was that he trusted that the Immigration Officer was providing reliable information. He also added, “Maybe it was a mistake from immigration that they sent the 2 BNA numbers from the Harmouche, who can tell? I don’t know it was only BNA numbers we were dealing with, not dealing with names so it could have been a mistake from immigration.”

All in all, Montero was just doing a good deed, if you believe that. When asked about his many interventions in Immigration, he said, “The people requested assistance from my office and at that time I thought that it was very important for the family unit to keep together because once the family is together, there is less crime, there is more productivity; as simple as that."

BELIZE CITCO UNRAVELS – CITY SUFFERS Thursday, 13 July 2017 As we go to press, Mayor Darrell Bradley continues to come under fire for his inability to publicly declare his intentions where the Mayoral seat is concerned. As the Belize Times told you two weeks ago, Bradley has informed insiders that he will not run for Mayor again, but has stopped short of making that decision official. We are told that Bradley has confided in friends that he is afraid to give up the bone for the shadow – meaning that if he gives up the Mayoral seat to go into Caribbean Shores where he will definitely be beaten by the PUP’s Kareem Musa, he would be a two-time loser with no Council to run back to and his political career would be for all intents and purposes over.

While the temperamental and fussy Mayor makes up his mind, his relationship with Councillors has worsened to the point where there is almost

no communication between them. Both Dion Leslie and Phillip Willoughby have made no secret of their intentions to run for Mayor and the tension between them hasn’t made things at the Council any easier. It has actually spilled over to the airwaves where earlier this week a relative of Leslie accused Willoughby of spreading false rumours to discredit him, rumours that he is a Guatemalan.

Willoughby has informed the nation that he has to consult with his teams of doctors to see if he is up to the job of running for Mayor because he recently underwent three major surgeries. It was an obvious attempt by the well-known drama queen to drum up sympathy, since credible sources in the Leslie camp told us that those ‘major surgeries’ were for tonsillitis, haemorrhoids and an ingrown toenail.

But while the Mayor and Councillors quarrel like hormonal adolescents, the city contin-

Darrell Bradley has failed that test. And his Councillors have done nothing but improve their own living conditions. But the people are watching, and elections are approaching.

THE HEREDIA/HARMOUCHE CONNECTION REVEALED Thursday, 13 July 2017 After months of insisting that he was ready to face the Senate Select Committee, UDP’s Manuel Heredia Jr. finally had to answer questions about his rather “chummy” relationship with the Harmouche clan from San Pedro.

In the Audit Report on Immigration irregularities, Heredia is called out for his role in nationality applications which were approved for Lebanese nationals from Ambergris Caye. All of them had the surname, “Harmouche” or “Harmouch”.

In the section on Nationality, the Auditor General spends about 40 or so pages on the Lebanese nationals with that surname, and she determined that 11 of them got Belizean nationality just before the March 2012 General Elections.

38 of them got their first issue Belizean passports, or their first renewals between 2011 and 2013.

A number of them got their nationalities, in a process helped along

by Heredia’s intervention on their behalf.

The Audit team also had specific concerns about what they called a “special connection between Khodr Harmouch, the Honorary Consul of Lebanon in Belize, and Hon. Manuel Heredia.” They saw letters in which the Lebanese diplomat asked for Heredia’s help for several members of the Harmouch/Harmouche family to get nationality.

cember 9, 2011, where Khodr Harmouch asked for Heredia’s help for Samir Harmouch’s citizenship application. Immigration Clerk Gertrude Armstrong wrote on the document that “Heredia requested Samir Harmouch’s nationality file sometime after December 9, 2011.” By January 2012, Samir Harmouch was granted Belize Nationality The audit team found another letter from Khodr Harmouch to Minister Heredia, in which he was requesting help for Ahmad Harmouche. That letter was dated December 8, 2011, and the audit team’s check says that by January 11, 2012, Heredia “requested the nationality file.”

The audit team then looked into the nationality application of Ali Harmouch, his father Abdul Harmouch, and there were elements of it with which the Audit team was not satisfied. They noted their concerns about what they viewed as irregularities, and the fact that from their perspective, both men did not qualify. Yet, Abdul Harmouch’s application was another file that “was requested for processing by Manuel Heredia”.

In her report Auditor General says, “We found in the Visa files for Lebanon that Khodr Harmouch’s Office issued Visas to many other persons with the name Harmouch. That situation appeared to be conflict of interest for the Honorary Consul of Belize in Tripoli, to ask a minister of government to intervene in the nationality process for persons who were apparently his family members, whether they had qualified for Beliz-

ean nationality or not.”

Then, there was Ammar Harmouch, who - from the Auditor General’s perspective - did not meet the 5-year requirements for nationality, yet he was given Belizean Citizenship anyway. The minute sheet says that “his file was requested for processing by Minister Manuel Heredia”.

The Nationality report then goes on to mention Hani Harmouch, whose application had irregularities from the audit team’s perspective, but again, “Minister Heredia requested Hani Harmouch’s nationality file”.

There is also Ahmad Harmouche’s nationality application, and from the Audit team’s perspective, it was riddled with irregularities. Their checks say that “his nationality file was requested for processing by Minister Manuel Heredia”. There was also a second Ahmad Harmouch, whose application also had irregularities, and once again Heredia allegedly intervened on his behalf.

Oussama Harmouch applied for nationality and he didn’t meet the 5-year requirement. There were other irregularities, but once again, he was granted nationality, with the assistance of Manuel Heredia, who intervened on his behalf.

When the Senators asked him about all these Harmouche/Harmouch applicants he helped, Heredia bristled at the suggestion that he was giving them special attention. Interestingly, it doesn’t seem as though Heredia is able to differentiate among the many Harmouche family members on San

Pedro. When he was confronted with the exact names of the persons he assisted, he said, “For the first names, even the ones I meet regularly, the first names, it's difficult to remember those ones but the last name, (Harmouch) yes.”

He was very insistent that he never - ever - “requested any file for processing”, as the Auditor General claims. Readers will remember that the Auditor General is only quoting from the minute sheets for all these applications, the official documents that the Immigration Officers use to report on the status of each nationality file. Her team quoted the exact words that the immigration officers themselves used in the descriptions in the minute sheet. He claims that he would only “request information” about these applications to find out what the reasons were for any undue delays.

Heredia said, “If there are irregularities in the application, that is not my job to check. It is the job of the officers in charge to check. If something was wrong, then they should have not qualified this person. I have never instructed and will not ever instruct anyone to say, look he does not qualify, we’ll go ahead and grant; I will never do with that.”

He was also insistent on making the case that the Lebanese family Harmouches were not the only “constituents” that he helped. He claimed that he helped many others, and that it is an unfair characterization to suggest that he was partial to these Lebanese Belizeans.

Would the Member for Orange Walk North and former Minister of Natural Resources please say if he is not ashamed to be known as the biggest thief in the UDP Cabinet and in the history of politics in Belize? And while he’s doing that, could he also say when his son Andre will give back the $400,000 which was stolen from public coffers?

Would the unelected Senator and current Minister of Natural Resources say how it feels to be a political puppet, forced to shut up even when the evidence of all the corruption in Lands is right before her eyes?

Would the Member for Collet and Minister of Sports please confirm or deny reports that an audit of the National Sports Council has revealed serious financial discrepancies? Could he also confirm or deny reports that because of that missing money the winners of the Cross Country have not been able to collect their cash prizes?

Would the Member for Belmopan and Minister of Defence please say why it appears that his Ministry is trying to cover up the case of the BDF uniforms and other military items which turned up in the hands of a Mexican?

Not that she is all that important in the scheme of things, but would the Member for Albert and Minister of (sorry I don’t remember what she is Minister of) please provide a detailed accounting of the monies which went into those allegedly $30,000 plycem house frames which she recently handed out?

Faye Lin… I’m not gonna say too much about this, except to say that I hope whoever hurt that little girl and finally killed her will die in agonizing pain. I’m also a little pissed because the hands of investigators are tied somewhat by a lack of forensic capabilities. We need to do better than that. Because our Prime Minister is a waste of space…what is it that Trevor Noah called President Trump’s son? A two-legged brain foreclosure…we’re just frigging screwed.

Keystone Kop… Interviews are currently being done to fill the post of Commissioner of Police because it is now absolutely clear that position is vacant. I understand that one of the candidates is Babi the relationship specialist from Orange Walk. Then there’s this guy who’s always walking on Queen Street in a dress messing with people.

Believe it or not, both men are considered vastly more suitable for the job than their predecessor. I mean, you couldn’t do much worse could you? Fun and joke aside, this man makes Keystone Kops look like Scotland Yard. The biggest case in the country happening right now, the top cop in a major press conference and he didn’t even know that the suspects in the murder were in custody. He didn’t know. Really. You know what…that’s all I’m gonna say about that.

Really!

So check this out. The Police and the BDF find this Mexican dude in a BDF uniform. They pick him up and he leads them to a house where there are about a hundred uniforms and boat engine parts. They detain him and then inexplicably release him. Five days after, the Commissioner of Police tells the media that they are still trying to determine if anything criminal happened because they don’t know shit. But he says the Ministry of Defence is doing their own investigation. The Ministry of Defence says they aren’t doing shit because they have to wait on a report from the Police. Remember the Commissioner (five days after) still can’t even figure out if something criminal happened – check back in 2018 maybe? In the meantime, BDF Major Jermaine Burns is implicated in this whole mess, along with Berisford Codd from the Ministry of Finance.

They were sending texts to this Mexican while he was in Police custody. But the Police haven’t questioned Burns, and a source in the BDF says that they haven’t questioned Burns either. So explain to me what’s happening here again? Me personally…I think this is bigger than we suspect. If it was a simple matter of uniforms which were supposed to be destroyed but slipped through a crack, the BDF would have had no problem saying that. So why the coverup?

Shenanigans…

In Corozal it doesn’t get much better than that. Remember that young weird looking guy Blanco who was made CEO of the Corozal Free Zone for a second? Minister of State Campos’ concuño? Well he screwed up so bad in the second that he was CEO that he was sent packing by the CFZ Board – escorted out the building we hear.

But hey, it’s not such a bad thing cause now the government is going to buy out this guy’s contract – we’re hearing for a couple hundred thousand – then they’re gonna replace him with Hilberto Campos who will resign as Mayor to take up that post. Campos will be replaced by Raul Rosado. We know that name is familiar. Rosado was the CEO of the Free Zone who was chased out because of corruption just the other day, right before Blanco. Let’s just say that he was caught using his connections in the Zone to further a certain enterprise of his own. And we’ll leave it at that. You see what’s happening here? What pisses me off most of all is that WE pay for all this. We pay!

Tying the knot…

I am so pleased and proud to take this opportunity to congratulate the soon to be Mr. & Mrs. Dr. Minister Pablo & Danini Marin. Just got word that the couple will be tying the knot this weekend in Placencia. I feel kinda like a proud parent cause I’ve taken a particular liking to Pablo since he bought a luxury SUV and insisted that it have heated seats. I mean, it takes a “special” guy to do that in Belize right? I’m thinking my invitation got misplaced in the mail because I can’t imagine them tying the knot without me there to give my blessing. Awww…love. I wonder how Erwin feels when Pablo calls him suegro. That has to be a lil weird. But with that said, I raise a toast to the happy couple. May the bulb of your love always burn brightly – and if it doesn’t, well at least there’ll be an electrician nearby to change it.

My personally bally JB was on a tour of Port Loyola this weekend with Gilroy Usher, going into all those areas Boots hasn’t seen in years, and some of those areas he’s afraid to go into. But that’s not the thing. Somebody who actually takes time to watch WAVE in the morning (one of the 7 persons) told me that they were showing this picture of JB walking on a sort of London Bridge in the division.

According to these really retarded sorry specimens on the show, Gilroy built that London Bridge and put it there early the morning so that JB could take a picture on it to make the area look poor and neglected. My lerd. I honestly don’t even know what to say about that. I’ll pray for those guys.

Critical Systems Failure

A

13-year-old is dead. She didn’t die in an accident. She wasn’t suffering from a terminal illness. She wasn’t a casualty of any natural disaster. It wasn’t her time. Faye Lin Cannon, a beautiful, intelligent child, died a terrible death at the hands of monsters. A post mortem examination has shown that she was beaten to death. Multiple ribs were broken and she had bruises on her body and a cut wound on her head. Somebody pressed so hard on her chest that the bone penetrated her heart. Faye Lin is dead because of the evil inside some of us.

Residents of San Pedro claim that they reported the situation of Faye Lin and her three siblings to the pertinent authorities many times, and their concerns fell on deaf ears. They went to the Police. They went to the Human Development officer on the island. And nobody listened. Faye Lin Cannon is dead because the systems put in place to protect her did not. Those systems failed…and failed her. And frustration, grief and outrage aside, there is nothing which will bring her back.

So very many of our systems are failing right now – systems put in place to protect us, to uplift us and to preserve our rights. Systems to ensure that each of us is guaranteed the protection of the law but none of us is above the law. Systems put in place to protect our money and national assets. Systems put in place to ensure that we Belizeans have equal access to opportunities and services. Systems put in place to ensure fair access to education and health. Systems put in place to ensure that we are not targeted, abused or victimized because of our political affiliation, or any affiliation. Systems put in place to ensure that we are taxed fairly, and our taxpayer dollars are spent responsibly and wisely. Systems put in place to provide us with transparency and accountability. Systems to provide swift and fair justice to all. Systems to guide a true democracy.

ALL FAILED or FAILING. And the blame must be laid squarely on the shoulders of our chief policy and decision makers, the Cabinet. We have gotten to a point where there is absolutely no confidence in any of our systems – NONE – and with very good reason.

The justice system is one of the most critical in any functional democracy. And in recent years we have seen that system neglected, manipulated, influenced or discarded by politicians at their convenience. We have seen some of our top-ranking Police officers give up their integrity without qualm at the behest of Ministers. Our Commissioner of Police is thought to be nothing more than a political puppet. That incestuous relationship between the Police and politicians has resulted in an entirely new set of laws for persons with political connections. There are many instances of persons breaking the law with impunity because the Police received instructions from their political masters. Just weeks ago the sons of Minister Edmond Castro assaulted two Police officers while they were being detained. Official Police documents show that both officers requested Court action yet the Castro brothers were allowed to walk out of the Police Station without charges. And the Commissioner of Police refuses to answer any questions about it. That is how broken our systems are.

And then, too, we have seen outrageous abuse of the system to benefit politicians. Just recently the Police in San Ignacio were used to arrest vocal talk-show host Louis Wade who was all set to release an exposé chronicling corruption by the UDP Minister of Works. Wade was assaulted while shooting footage by the son of Minister Rene Montero, but Robert Montero was not arrested by Police. Instead, incredibly, Louis Wade was arrested and charged for assault even though he was the victim. The entire ‘investigative process’ was a farce and a travesty and the Magistrate wasted no time dispensing of it. But it should not have gotten to that point. It only did because the Officer Commanding San Ignacio is known to be a very close affiliate of UDP Minister Rene Montero. The system was used and manipulated to benefit a politician, when instead it should have guaranteed Louis Wade justice and it should have protected his rights.

There is a frustration building which has been palpable for some time now.

There is an anger building because it has become apparent that our systems only work for certain persons on certain occasions. It is now clear that when the poorest and most disadvantaged Belizeans need those systems to work, they do not. And as we saw in the case of Faye Lin Cannon, when our systems should protect those most at risk, they do not. We look around us and we see that poverty has not gone away. In fact, it is getting even more pervasive. We look around and realize that it is impossible for a normal Belizean to get a piece of the jewel. We look around and we see our children forced to drop out of school because dire poverty is real.

We look around and we see our justice system failing us every single day. BUT we also look around and see the wealth and privilege of UDP Ministers growing. We see that they get what we do not. We see that they have what we do not. And we get angrier and angrier.

We are at the point of critical systems failure. And at that point, something’s going to give. And it’s not going to be pretty or pleasant.

Sistemas para asegurar de que todo Beliceño tenga igual acceso a oportunidades y servicios. Sistemas para garantizar un acceso equitativo a la educación y salud. Sistemas ya constituidos para asegurar de que no estemos marcados, abusados ni seamos víctimas a causa de nuestra afiliación política, ni de cualquier afiliación. Sistemas ya instaurados para garantizar una fiscalidad justa, y que los impuestos de los contribuyentes se gasten con responsabilidad y prudencia. Sistemas ya establecidos que nos proporcionan transparencia y rendición de cuentas. Sistemas para proporcionar la justicia rápida y justa a todos. Sistemas para guiar una verdadera democracia.

TODOS fallaron o están fallando. Y la culpa debe colocarse directamente sobre los hombros de las personas principales encargadas de formular políticas y adoptar decisiones, el Gabinete. Hemos llegado a un punto donde no hay absolutamente ninguna confianza en cualquiera de nuestros sistemas – ninguna – y con muy buena razón.

El sistema judicial es uno de los más críticos en cualquier democracia funcional. Y en los últimos años hemos visto que este sistema se ha descuidado, manipulado, influenciado o desechado por los políticos a su conveniencia. Hemos visto como algunos de nuestros oficiales de policía de alto rango abandonan su integridad sin reparo a instancias de los ministros. El Comisionado de Policía se le considera nada más que un títere político.

Esa relación incestuosa entre la policía y los políticos ha resultado en un conjunto de leyes totalmente nuevas para las personas con conexiones políticas. Hay muchos casos de personas violando la ley impunemente porque la policía recibió instrucciones de sus amos políticos. Hace unas semanas que los hijos del Ministro Edmond Castro agredieron a dos policías mientras que fueron detenidos. Documentos oficiales de la policía muestran que ambos oficiales solicitaron acción judicial, sin embargo a los hermanos Castro se les permitió salir de la comisaría sin cargos. Y el Comisario de la Policía se niega a responder preguntas sobre esto. Así es cuan roto están estos sistemas.

Y luego, también hemos visto abuso indignante del sistema en beneficio de los políticos. Recientemente la policía de San Ignacio fue utilizada para detener a un anfitrión de un show matutino por radio muy vocal, Louis Wade, quien estaba listo para lanzar el reportaje de una crónica escandalosa de corrupción por el Ministro UDP de Obras Públicas. Wade fue agredido durante la grabación de imágenes por el hijo del Ministro René Montero, pero Roberto Montero no fue detenido por la policía. Al contrario, increíblemente, Louis Wade fue detenido y acusado por agresión a pesar de que él fue víctima. Todo el 'proceso de investigación' fue una farsa y una burla y el magistrado lo absolvió sin pérdida de tiempo. Pero no debió haber llegado a ese punto. Sólo fue así porque el oficial al mando de San Ignacio lo conocen de ser una filial muy cercana del Ministro UDP René Montero. El sistema fue utilizado y manipulado para beneficio de un político, cuando en su lugar debió garantizar justicia a Louis Wade y debería haber protegido sus derechos.

Hay una frustración creciente que ha sido evidente desde hace algún tiempo. Hay una ira creciente porque se ha hecho evidente que nuestros sistemas sólo funcionan para ciertas personas en ciertas ocasiones. Ahora está claro que cuando los Beliceños que son más pobres y más desfavorecidos necesitan que los sistemas funcionen, no lo hacen. Y como vimos en el caso de Faye Lin Cannon, cuando nuestros sistemas deben proteger a los que más riesgo corren, no lo hacen. Miramos nuestro alrededor y vemos que la pobreza no ha desaparecido. De hecho, se está haciendo aún más generalizada.

Miramos nuestro alrededor y nos damos cuenta de que es imposible para un Beliceño normal el conseguir un pedazo de la joya. Miramos nuestro alrededor y vemos a nuestros hijos obligados a abandonar la escuela debido a que la pobreza extrema es una realidad.

Miramos y vemos que nuestro sistema de Justicia nos está fallando día tras día. PERO también miramos y vemos la riqueza y el privilegio de los ministros UDP creciendo.

Vemos que consiguen lo que no conseguimos. Vemos que tienen lo que no tenemos. Y nos enojamos cada vez más.

Estamos en el punto de la falla de sistemas críticos. Y en ese momento, algo se va a dar. Y no va a ser bonito ni agradable.

Thursday, 13 July 2017 At 3:00 this afternoon, after a full week in Police custody Anke Doehm and her fourth husband David were finally charged in relation to the sexual abuse and brutal murder of Faye Lin Cannon, 13. Both appeared today before Chief Magistrate Ann Marie Smith and were arraigned on one count of the rarely used Cruelty to a Child, an indictable offence which carries a maximum sentence of ten years. They were refused bail and remanded to the Belize Central Prison until their next Court appearance scheduled for August 24th.

Director of Public Prosecutions, Senior Counsel Cheryl Lyn Vidal appeared personally to object strenuously to bail on the grounds that the crime for which the couple is accused is a heinous one and a charge for murder is still a distinct possibility when the investigation is concluded. She also pointed out that both Anke and David Doehm must be considered flight risks because their adopted children are in protective custody and any chance of reopening their business in San Pedro has likely been lost to them.

Attorney for Anke Doehm Senior Counsel Ellis Arnold and attorney for David Doehm Dickie Bradley argued that there is no evidence linking the two to the murder, stating that if there were even one iota, the charge of murder would have been laid already. They also insisted that the couple has invested everything they own here in Belize and are un-

likely to leave this jurisdiction. After hearing the arguments, Chief Magistrate Smith upheld the objection

by DPP Vidal and bail was denied.

On Monday, July 3rd, Faye Lin Cannon, 13, was found dead in an apartment just outside San Pedro Town in which she lived with Anke and David Doehm and three siblings. When Police were called to the scene and enquired about bruises to the child’s body and a cut wound to her head, Anke Doehm told them she was mentally ill and would hit herself and bang herself against the wall during her ‘attacks.’ But a post-mortem examination showed that the child had been sexually and physically abused. She died when somebody pushed so hard on her chest that three of her ribs were broken and one of them pierced her heart.

On Thursday David and Anke Doehm were detained and the three other children were placed in protective custody.

The Belize Times has been reliably informed that investigators are certain that Faye Lin Cannon was killed in the apartment where her body was found, and certain that one of the persons in that apartment caused her death. But they have been unable to lay blame on any one person, as they would have to do to lay a charge of murder, because none of the other persons in the apartment are accepting blame or providing evidence to place blame on another.

GUATEMALAN KILLED IN POLICE SHOOTOUT

Wednesday, 12 July 2017 The Belize Police Department is conducting parallel investigations into an incident which resulted in Guatemalans Ervin Huex and Marlon Portillo being shot by Police. Huex received a wound to the chest and died on the spot, while Portillo was shot in the buttocks and groin area and taken into custody. Because it is an officer-related shooting, the Professional Standards Branch is conducting an internal investigation, while the Benque Police are dealing with the fact that the incident was the result of a robbery by the Guatemalans.

The robbery happened on the Chaa Creek Road off the George Price Highway on Saturday afternoon. Edwin Jimenez, 20, was held up by two armed Guatemalan bandits who came out of the bushes while he was driving his father’s black Hilux. The men forced Jimenez out of the vehicle, took the Hilux and tried to escape driving on the Bullet Tree road. Jimenez called his father who alerted other relatives and the Police of the incident.

A checkpoint was set up on the Arenal Road and shortly after the vehicle was seen approaching. It allegedly ran the checkpoint and Police set chase. According to Omar Jimenez, on the road to Calla Creek the Police fired at the tire of the vehicle and the

men then lost control, crashing it into a fence. Huex and Portillo ran off towards the river and Police set chase.

The men fired at Police and they fired back, killing Huex and injuring Portillo.

In a briefing on Monday, head of the Professional Standards Branch ACP Chester Williams told the media, “The matter is being investigated by us looking at the internal aspect of it to see whether or not the force used by the Police was justified by law. The San Ignacio police are investigating the criminal aspect of it, dealing with the robbery of the vehicle. More than likely Mr. Portillo will be charged for keeping an unlicensed firearm and ammunition in respect to the firearm found in the vehicle as well as for robbery in respect to the Toyota Hilux. So the matter remains under investigation.”

Huex’s body is at the San Ignacio morgue and will be taken to Guatemala. Marlon Portillo is at the San Ignacio Hospital receiving treatment under Police guard. According to reports, Portillo now has a Belizean Attorney who has advised him not to answer questions from the Police.

Police found inside the vehicle a .32 revolver with five live rounds of .32 ammunition. It is believed that the firearm used by Huex to shoot at Police was dropped in the river when he was shot.

Sexual Predator Convicted Thursday, 13 July 2017 Bert Vasquez, 33, was convicted late Monday evening on charges of Forcible Abduction and Aggravated Assault of an indecent nature, will be sentenced on Friday, July 21st. A jury of seven men and two women deliberated for two hours before returning the verdict just before 6:30pm.

The more serious charge of Forcible Abduction carries a maximum sentence of thirteen years, but the Judge will make that decision following mitigation pleas by Vasquez’s attorney Oscar Selgado.

This particular indecent occurred in May 2011. The victim, then 16, claimed that while waiting for a bus at the Pound Yard Bridge Vasquez abducted her at gunpoint and drove her to a deserted location near Vista del Mar where he forced her to perform oral sex on him.

She says that Vasquez also beat her

brutally with his fist and the gun before giving her back her clothes and telling her to run. That was when she ran away and after being picked up by a good Samaritan, made her report to the Ladyville Police.

Prosecutor Sherigne Rodriguez told that media that testimony by the victim was critical to the case, as was her credibility – “since the complainant was the only witness that we had who could say what happened, the evidence presented mainly came from her. She took pictures immediately after the ordeal and those were telling as well as she provided some consistency to her evidence.

Shortly after she also reported what had occurred to a friend that was in the neighborhood that she emerged from and that proved that her story is consistent. That neighbor gave a statement that outlined what she saw when the complainant presented herself to her. She saw her very shaken up, trembling, crying, her clothes were torn. She was battered and bruised.

So that statement assisted in showing that the virtual complainant is being consistent when she said that she was abducted and beaten and it showed."

Vasquez was arrested for an eerily similar offence on a 24-year-old women in January of that year, 2011, but we could not confirm whether that matter is still before the Courts. He is also currently awaiting trial for the murder of Jasmine Lowe, 13, in 2012. At the time of the Lowe murder, at least eleven allegations of common assault were made against Vasquez by females who say he attempted to pick them up in the Cayo Area.

Why the MoD & BDF Coverup?

Thursday, 13 July 2017 The Financial Secretary Joseph Waight has frowned upon it as a serious breach of procedure but the public’s suspicion that the seriousness of the case is being downplayed has been justified. On Thursday July 6th, sometime around 5p.m., a Mexican national and two Belizeans were busted on a vessel near Indian Church, Orange Walk with questionable items. They were in possession of outboard motors, boat parts, plane parts, and outboard engine parts from the BDF as well as a BDF uniforms.

While in detention, the men led Police to a house behind the old Mi Amor hotel in Orange Walk Town where they found more equipment and a stash of the current and older military fatigues used. Among the items was also one of the newest uniforms.

Brigadier General David Jones claimed that the worn uniforms and written off equipment had undergone the proper procedure of disposal through the Ministry of Finance some three weeks before. However, the single new uniform invalidates that argument and there is the question as to how the items came to be in possession of the trio. Jones says the BDF is collaborating in the investigation apart from the fact that the bust was made by the military’s Belize Special Assignment Group working in tandem with Police.

The men were not to be kept in police custody for long.

They were released after the Police determined that there was no evidence that the items were stolen. Waight confirmed that Torres was part of a working group hired to dispose of

the items and he believes that he might have “scavenged” some for himself. He asserted that the matter is being duly investigated. The Police Commissioner, Allen Whylie did say that the investigation has not been concluded and the men can still be charged if it is believed they committed an offense.

But there is a fascinating twist in this story which seems to be making some people very uncomfortable. All those in authority who have spoken about the matter so far claim to know nothing about the revealing and incriminatory text messages from BDF Major Jermaine Burns to the Mexican while his phone was in the hands of the Police (it is believed Police themselves leaked videos of the incoming texts and multiple calls to the Mexican). The Major was informing the detainee that the military did not have any operation ongoing in a specific area and when it became clear that something had gone wrong, he was prompting the Mexican to call the Vehicle Care Unit of the Ministry of Finance to have ‘Berisford Codd’ clear up the matter with General Jones.

The Defense Minister, Hon. John Saldivar has redirected questions to his CEO, Felix Enriquez who has informed that they are awaiting a report from the Commissioner of Police before taking any action in the case. He confirmed too that the items were indeed forwarded to the Ministry of Finance for disposal.

The Mexican allegedly told Police that the items were sold to them by the high command of the BDF and the suspicion is that the men were headed to Mexico.

Apart from the Commissioner’s comments on Wednesday

July 11th, the Police has not issued any finer details of the case and the General has not returned requests for additional information since the video of the text messages was released.

The Commissioner did express concern that the items might end up in the hands of a Mexican cartel.

FFB Fires Michael Blease

Marlon Kuylen Thursday, 13 July 2017 The turmoil within the Football Federation of Belize (FFB) is not over. Eighteen days after the embarrassment of an aborted ordinary congress due to a boycott, the Football Federation of Belize dismissed General Secretary Michael Blease.

He has been replaced with former magistrate and prison CEO, Earl Jones, although temporarily. On Wednesday July 12th, Acting President Marlon Kuylen said “the things that we thought were wrong, it was actually worse…We see now that we have to make significant changes, and we started Monday by releasing the General Secretary.”

Blease carried over from the Ruperto Vicente term and had up until 2020 on his contract. Along the way he has made many enemies but what specifically led to his immediate firing? Kuylen simply indicated that Blease’s time at the FFB had ended. “It’s not only what he did, a lot of it is what he did not do…It is alleged that he did manipulate the Electoral Committee and the Electoral Appeals Committee but the other items that were used in his dismissal far outnumber those allegations,” said Kuylen. As to whether Blease might have engaged in illegalities or irregularities, Kuylen only said, “to be honest with you, I am not pursuing it; as an Executive we are not pursuing it. We had known for a long time this day would come.”

The man now in the hot seat told the media that indeed, there is a lot of negative energy surrounding

Michael Blease the FFB currently but he will evaluate what is wrong then look for a way forward. He intends to operate transparently with an open door policy to all.

There has been talk of a general purge to come in the FFB. In that regard, Kuylen has expressed concern about the FFB’s exorbitant wage bill while noting the need to streamline.

He said, “we may have to dismiss others; we will see as the weeks go by.”

The dismissal comes on the heels of a request from the Cayo, Corozal and Orange Walk football associations and the Premiere League of Belize for there to be an extraordinary congress on August 12th to deal with general matters like the approval of the budget. Notably though, they are calling for the dismissal of seven people including Blease, Ruperto Vicente (who is not currently an executive FFB member) and Shane Orio. According to Kuylen, based on the request, an Extraordinary Congress must be held within sixty days of the letter. They do have their work cut out for them to begin the process of identifying possible candidates to form a part of a new Electoral Committee, the Electoral Appeals Committee and to put in place an Ethics Committee.

Although the election for president or vice president cannot happen at an extraordinary congress, Kuylen did clarify that indeed, since the process is starting anew, Sergio Chuc who had been previously disqualified from running for president (which is what led to the boycott of the 10th ordinary congress) is cleared to run in the future.

Fixing our Criminal Justice System At the last House meeting our Deputy Party Leader Julius Espat made a passionate plea for the Barrow administration to do something about crime in his constituency and in our nation.

Julius read the names of some of those from his constituency who recently died violent deaths.

He spoke of the pain and grief their loved ones are experiencing and he spoke of their desperate cry for JUSTICE. This is already a violent year - so far 73 murders have been committed.

We in the PUP have always said we will not play politics with the issue of crime for we know that to fix the problem we must work together. Many of our Parliamentarians have raised this issue in the National Assembly, offering our help. We have given constructive recommendations, looking at crime from various perspectives.

Today there are 1,300 persons behind bars in Belize. Every year $6 million is budgeted for Kolbe. We spend $12.08 a day or about $5,000 yearly on each inmate. This means that it is cheaper to send a Belizean to school for a year than it is to keep a Belizean incarcerated.

Many inmates are non-violent offenders serving long sentences for a stick of weed or for petty theft. At the same time, major crimes like murders, rape, carnal knowledge and other heinous crimes committed by people who can afford expensive lawyers go unpunished. Our conviction rate when it comes to serious crimes is less than 4 percent. No wonder everyone is saying justice in Belize is a fallacy and the system is rigged. Presently there is no confidence in our criminal justice system and this is yet another reflection of an incompetent UDP Administration.

I believe that for us to address this problem of crime and violence we have to begin with reforming the criminal justice system.

We have to make some progress, from arrest rates to conviction and from sentencing to incarceration. Along with that we have to find ways to help those who have served their time get a second chance.

We have to give them the support they need to become productive Belizeans again.

This week I will sit down with our Deputy Party Leaders to discuss a plan for our deputies to move around the four regions of our country to talk with Belizeans about reforming our criminal justice system. The big question: how do we make it more effective and fair.

We will speak with police officers and young people in high crime areas. I want us to learn more about effectively using community policing, community outreach and better intelligence to drive down crime.

I will visit Kolbe to talk with inmates and corrections officers about rehabilitating prisoners, and preventing them from becoming repeat offenders. And I want to know what they are doing to help our inmates increase their ability to find a job after their release.

We in the PUP can no longer wait on the government we have to move. We have to fix our broken criminal justice system for us to build a Belize that works for everyone and in so doing we remain true to our commitment to social justice.

Dear Editor: It is amazing that a politician ended up being an Officer Commanding in the police department. Richard Anthony Rosado is the former campaign manager of disgraced Immigration minister Elvin Penner.

Rosado is now the Officer in Charge in San Ignacio and it is his first time serving as OC. Under his watch, the formation is an absolute mess. From sexual assault allegations including those officers that are supposed to work with students to politically motivated directives.

The Crime Investigation Branch office in San Ignacio is more like a bar. It no longer seems as if the officers are at least trying to solve a case. The office is filled with contraband beers. I ask myself what is Commissioner of Police Allen Whylie thinking? There are 4 unsolved murders in San Ignacio in less than two months.

The community is concerned because of the escalation of crime. Police are not doing their jobs. A new blue vehicle donated by the US Embassy crashed into another police vehicle on the night of Akeem Guzman’s murder. The drivers were allegedly drunk and racing.

The deputy in charge, Daniel Iche is always drunk and has to be restrained and taken home by his junior police officers. The main department was working with and supporting community oriented policing. The neighborhood watches were the link between the community and the Police till that gap was closed.

These officers go on national television and ask for the public’s support yet they have not solved nor one case.

The People’s Coalition of Cayo has but 1 member. The Cayo Neighborhood Watch Asso-

ciation is on the verge of dying a natural death and the Special Constables Committee is no longer functional.

Apart from receiving directives from Ministers directly, we have been told that OC Rosado has ordered his junior officers to release criminals because of their political affiliation.

Look at the case against Louis Wade. Judge Hamilton ruled that it was an abuse of executive power.

The directives were given by OC Rosado. Rosado is also a proud UDP and a proud puppet at that since he publicly attends UDP executive meetings.

Wasn’t it a rule that public servants were not allowed to engage in politics? Rosado brags among his colleagues that the Minister has his back.

There is also a lot of inside fighting going on and no trust or teamwork in there either. Everybody is just doing what they're politically ordered to do and the leadership does not and cannot care about the safety of our community.

The police that are there are fighting against each other and refuse to take information from that that have information to assist them in solving crimes and murders.

We, the community cannot keep trying to work with Rosado.

We demand that the department and the minister replace him with an officer that cares about the whole community and chooses to work with the community and will make and keep order in the department for all officers to happily give their all for the community they're serving.

Word on the street is that there will soon be a massive demonstration just like the one that was done in 2012.

PUP Love in Port Loyola

On Friday and Saturday PUP Party Leader Hon. John Briceño conducted a tour of the Port Loyola Division in Belize City with Gilroy Usher Sr., the party’s political officer for the area and members of Executive Committee.

The tour began Friday evening with visits to as many homes as possible in Area 20, which is the Penn Road section of the division. On Saturday morning the Executive Committee hosted the Party Leader at a working breakfast at Wendy’s Restaurant at Faber’s Road junction near the Chetumal Bridge. The team then visited homes in Area 22, which is the Yabra Area and Area 22A which is the Jane Usher Area. In the afternoon everyone participated in a rally at the Jane Usher Basketball court.

The tour allowed the Party Leader to see for himself the massive neglect of the division for the last nine years as a result of UDP neglect, incompetence, and corruption. On the flip side, it also allowed him to meet with the residents who despite the neglect by the UDP have managed to persevere through hard work and determination – the vendors, mechanics, shopkeepers, taxi operators, domestic workers and so many others with diverse skills.

The tour also highlighted the tremendous support the Party has been gaining in the Port Loyola Division as a result of the continued hard work of Gilroy Usher Sr. and the division’s Executive Committee.

MY PERSPECTIVE

FOCUS ON FRENCH CREOLE

I have traveled to some fifteen Caribbean islands and countries, mostly in my work for the government over the past twenty or more years. Included in these have been Cuba, the Dominican Republic, Saint Maarten, and Surinam, along with the islands/countries of the English speaking Caribbean. I have not been to any French Caribbean territory, something that I regret and would like to 'correct,' as it were. I believe that one of my sisters has been to either Martinique or Guadeloupe. The Caribbean experience of culture and language is naturally extremely rich and exciting, and I was able to experience just a bit of it on the French Creole side by reading a novel gifted to me by my English professor sister, Dr. Lydia Baldermos Loskot of Galen University some years ago.

The story is called “Mamzelle Dragonfly.” It was written by Martinican author Raphael Confiant. It was first written in French Creole, and then translated by the author into French. It was later translated into English by Linda Coverdale. It must have been most interesting to read in the original Creole or even in French. Alas, I only speak Belize Kriol, English and Spanish. The original title of the novel is “Mamzelle Libellule.” Dragonfly in Spanish is 'libelula,' and one can thus see the similarity of language from the Spanish to the French.

The colonial experience in all corners of the Caribbean was very similar – oppression, slavery and indentured labour, sugar plantations and other exploitative endeavours which benefitted only the masters, expatriates, and ruling classes, as well as a widespread, sometimes dense, intermingling of cultures.

These realities are on full display in “Mamzelle Dragonfly,” and the French Caribbean and Creole culture is deftly interwoven within the tale, complete with many Creole terms and figures of speech from the black Martinican community.

The novel boasts an excellent Glossary of French and Creole folkloric terms like soukougnan (the folkloric old woman who sheds her skin at night to become a flying ball of fire and suck the blood of others to prolong her own life), krik-krak (the Francophone call and response for

storytelling in the French West Indies), bec-de-mer (a long swordfish beak which is used as a weapon), and doudou (the creole term of endearment for darling). These and many others are generously used in the story, and there was the Creole re-telling of the famous Anansi story of tiger as Anansi's riding horse.

The biographical information on Raphael Confiant tells us that he became a strong proponent of the use of French Creole, and, together with other Martinican writers, created the Creolite movement as a reaction to the Negritude movement, which emphasized the African origins of Caribbean people. Creolite, on the other hand, emphasizes the diversity of Caribbean ancestry and cultural heritage, including Chinese, Indian, European and other influences, according to his biography.

“The [Creolite] movement seeks to understand the diverse identities and histories of the people of the Antilles through the lens of literature and language and eschews the universal in favour of a diverse view of language and identity.” One can see and feel Confiant's world view emerge incisively in “Mamzelle Dragonfly.” And I believe that throughout the Caribbean we can see this view of diversity portrayed in the writings and literature of our various peoples.

I wish I could discuss the novel “Mamzelle Dragonfly” here at more length. I think that in this short entry the most I can do by way of brief discussion is to try to whet readers' and students' appetite to delve more into the many writings of Mr. Confiant. I marvelled at his storytelling talent in this book, (it was thoroughly enjoyable), along with what has got to be an excellent translation by Ms. Coverdale. Even the bad words and bawdy terms get strong and crystal clear treatment from the translator, who no doubt must have much experience of the many Caribbean cultures from our islands and countries of the wider Caribbean. I greatly recommend “Mamzelle Dragonfly,” and I will try to get my hands on other novels by Raphael Confiant that have been highly praised by literary critics and authors who appreciate and portray all the rich cultures of our region.

I have been watching with interest the moves by the UDP to select a slate to contest here in Orange Walk for Municipal Elections. It seems they have been having some difficulty getting persons to commit, despite the best efforts of Elodio Aragon Jr. and Patrick Faber who may – and I stress may – become the new leader of the UDP, but certainly not the next Prime Minister of Belize. I have heard stories from inside the UDP camp of how Aragon and Faber have promised to fund the entire campaigns of certain persons including my friend Phillip de la Fuente, once a Mayor under the UDP and now a candidate for one of the alternative parties, I think. But nobody so far has been willing to put their names down for the UDP, and I think that there are very good reasons for that.

One of those is that Elodio Aragon Jr. has not been able to inspire persons in Orange Walk.

It is common knowledge in political circles that he has long been bad-mouthing Gaspar Vega and rejoiced in the demise of that individual. Some say Aragon and Faber may even have been in on the leaking of all those land documents to sink Vega. I don’t doubt that for a second because everybody knows that although he is a newcomer to politics, and although he has not proven himself in any significant way, El Odio considers himself the new UDP powerhouse in the north, replacing Vega. Unfortunately for the UDP, nobody else sees him that way. So nobody wants to sign up. Nobody even believes that he will be around for too much longer, since he has done absolutely nothing for the people of Orange Walk East. It appears that Mr. Aragon has fallen in love with the power of his position, and has forgotten the people who put him there. But it is really not for me to judge him. The people will do that when elections are called.

Another reason why it has been so difficult for the UDP to field a slate in Orange Walk is because the people know that they are on the way out. Trust me, people may not jump up and protest every time there is an

abuse, or every time there is corruption or victimization or we are wronged, but we do not forget.

Some of us may smile and wave at Gaspar Vega as he drives past us in his fancy vehicle, but we will not forget the millions gone from the Ministry of Natural Resources when he was Minister.

We will not forget all the many parcels of land which found their way into his hands and the hands of his family members. We will not forget the $400,000 which his son was given, and which the people will never be able to get back. That one gift of $400,000 from father to son, in taxpayer dollars, is just about what the Orange Walk Town Council gets from Central Government in an entire year. So we have not forgotten, and nobody really wants to jump on the UDP bandwagon right now.

And one very big reason for the difficulty in the UDP finding a slate is that the people of Orange Walk are satisfied with the performance of the current Council.

I am proud to say that we have been transparent and accountable throughout our terms in office. We have not played politics with the residents of our community. We have been responsible with the people’s money. We have included residents in all our decision-making processes. We have put the interests of ALL our residents before anything else and we have worked hard in our jurisdiction – all the time. This is not about boasting and not about patting ourselves on the back because this is what we were elected to do. We were elected to work for all regardless of political affiliation. We don’t care if you voted UDP or PUP. You are a resident of Orange Walk Town and we are here to serve you. End of story.

What has happened in Orange Walk is what should have happened in every municipality across this country. We have proven that we don’t need Central Government to function.

With the constant support of the community, and by showing the community that we are worthy of their confidence, we are getting the work done. And it will continue, God and people willing.

19 Fix Helen Middleton Street

Only a Matter of Time

A good friend of mine, incidentally firmly entrenched in the UDP camp, sent me a clipping of a story – a Trinidadian man arrested and charged for a Facebook post in which he stated that somebody should rape the wife and daughter of the Prime Minister, Dr. Keith Rowley. I suspect this friend may have sent me this clipping in particular because of my political Facebook posts. I cannot understand why because when posting about my Prime Minister and his administration I am invariably saccharine sweet and complimentary.

Maybe he doesn’t understand that when I refer to Ministers as corrupt, incompetent jackasses I mean it in the nicest possible way.

But seriously, though, I posted that clipping on my page and the comments in response were interesting. Of course, there are those who condemn the Trinidadian’s Facebook post calling down violence on the Prime Minister’s wife and daughter as vile, unacceptable and intolerable no matter what. Then there are those who feel that while that man’s post may seem outrageous, it is born not from a sincere wish to see the wife and daughter of the Prime Minister raped, but from frustration and anger that the Prime Minister seems unaware of the plight of the people and needs to be woken up.

My feeling is this, and I have no apology for it. I understand exactly where that Trinidadian man was coming from. I understand his Facebook message. I understand his frustration and I understand what he was trying to do. See, in the normal course of things when people have valid concerns there are options available to them. In Trinidad or in Belize, when persons have valid concerns there must be somewhere they can turn to get those concerns addressed. In Trinidad or Belize, some body, some entity, some individual should always be in place to listen, and to provide succour in cases where the concerns require it.

So what do you do when nobody is listening? Where do you go when there is nowhere to go? How can to send a message to people who don’t know or care that you exist except on Election Day? What are your options when the systems put in place fail you and the people put in place ignore you?

I get so angry sometimes that words fail me, and words generally don’t fail me. I have wanted to post things similar to what this dude in Trinidad posted – not the content but certainly the sentiment which is that you people in government need to frigging wake up. Just the other day I was furious when the Prime Minister stood up in the House to say that we are living in a violent country, because he was just saying that. He isn’t concerned. He doesn’t care. He doesn’t feel for those who have lost loved ones. He doesn’t lose sleep when children are killed innocently. I don’t think he even notices. And it makes me angry. It makes me want to wish bad on him. It makes me think that maybe something has to happen to a member of his family to make him understand what we as a people are going through.

The situation with Gaspar Vega makes me angry – to the point that sometimes I don’t even know what to say about it anymore. This man is a thief. He stole from us. He is a corrupt, despicable individual who used his position in office to enrich himself and his family members. That $400,000 that he gave his son Andre is only one example of his abuse of office. It all makes me want to vomit. And it’s okay because he is one of the untouchables. Despite all the evidence of his wrongdoing nothing will happen to him.

Then I see him smiling and wealthy, driving around in his fancy SUV and I know for a fact that he fills up at the pumps for free – well free for him but we taxpayers will foot the bill. And it genuinely pisses me off. It makes me want to wish bad on Gaspar Vega. And on his family members who participated knowingly in the corruption and benefitted from it while there are those of us out here who can barely get by.

Sometimes I honestly have to pause, take a moment and ask God to cool me down. And I’m being dead serious. These jackasses take us all for fools. They rob from us. They abuse us.

They lie to us. They victimize us. And then they laugh at us because they believe there is absolutely nothing we can do about it. They think that they can do whatever they will with us and we just have to accept it. I think that they are wrong. Dead wrong.

I understand that Facebook post from that Trinidadian guy. The travesty is that he will be punished by the full weight of the law – the same law that ignores the stinking corruption of our politicians. That is the real crime here.

That is the real tragedy. Only a matter of time.

By Gilroy Usher Sr. Helen Middleton Street (HMS) is the last street to the west of Central American Blvd. in Belize City. This street is home to many residents including well-known Pastor Melvin Davis. It’s also home to a number of small businesses such as August Auto-electrical shop and Pastor Davis’ transport service. Helen Middleton Street is also used daily by scores of pedestrians or persons on bicycles or in vehicles, who need to reach work or conduct business at the Customs Department or Port of Belize. The street is also used to take numerous containers and heavy equipment to and from the port. Residents and small businesses on this street pay thousands of dollars in taxes to the Belize City Council every year. Additionally, use of this street greatly enhances Central Government’s collection of millions of dollars in revenue from the Customs Department and Port of Belize every month.

Despite such importance Helen Middleton Street is one of the many abandoned streets on Southside Belize City. This street is in a really deplorable state. It has at least four very large dirty waterholes. With absolutely no drain on either side, the least rain causes it to become a lagoon which floods the auto-electrical shop and several homes and yards for days.

The Belize City Council is responsible for the proper maintenance of the streets of this municipality including those on southside. How can Mayor Bradley and his councillors force people to use such a deplorable street? Would the Mayor and his councillors feel happy if they had to bail water out of their homes or businesses with the least rain? Children and adults often have to walk barefeet or with rubber boots to avoid soiling their regular footwear in the filthy water on Helen Middleton Street. The situation is that bad. Due to its terrible condition HMS is also a wrecker for vehicles, but people can’t do better.

They have to move around in the area.

Out of all the taxes the Belize City Council collects, its huge monthly subvention from government, the $20 million bond that all city residents have to pay back and $10 million from PetroCaribe for streets for the last six years Mayor Bradley and his councillors have not used even a dollar of all that money to fill the huge water holes on Helen Middleton Street or build a drain to channel the water out of the area.

The council is responsible for the constant flooding on Helen Middleton Street; nevertheless, it hounds the residents and businesses of the area to collect all the taxes owed to the Council in full. People on the street can’t owe the council a penny for trade license, property tax or any kind of fee.

They either pay up in full or the council chops off its service.

City residents also need to remember that despite the terrible neglect of Helen Middleton Street and most of the other streets on Southside Belize City, the current Mayor and his councilors who all have other jobs have raised their salaries so much that they are among the highest paid persons in the city.

No money to fix streets on Southside – nobody’s buying that. These people, who were once humble ordinary persons before they got to City Hall six years ago, now live large. They now have fancy rides with heavily tinted glass to prevent people from seeing them; stylish mansions on paved streets, private schools for children, and holidays abroad among other things like the rich and famous.

About two months before the City Council election in March next year, the Council will suddenly remember Helen Middleton Street. They will then throw some stones in the huge water holes in the area, make a little drain and tell the people they care about the Southside.

The people should not fall for that empty talk. They should use their Xs to vote the entire set out of office for only remembering the needs of Southside residents at election time.

11 de Julio de 2017 El choqe de un avión militar que dejó 16 muertos la noche de este lunes es el peor accidente de una aeronave estadounidense de ese tipo desde 2001.

El avión de transporte de tipo Hércules perteneciente al Cuerpo de Infantería de Marina estadounidense (Marines) se estrelló en el sureño estado de Mississippi, provocando la muerte de 16 militares, informó este martes esa institución.

“Un avión de transporte KC-130 del Cuerpo de Marines se estrelló en el Condado de Leflore, Mississippi, el 10 de julio a aproximadamente las 4 PM hora del centro (2200 GMT), cobrando la vida de 16 miembros del servicio”, informó un vocero de los Marines.

La misma fuente añadió en su

nota oficial que las causas del accidente aún son desconocidas y que el episodio está bajo investigación.

De acuerdo con la institución, la aeronave había despegado de la base aérea de Cherry Point, en Carolina del Norte, pero desapareció de los radares de control aéreo después de ingresar al espacio aéreo de Mississippi.

En la red Twitter, el presidente Donald Trump definió la noticia como “dolorosa”. “Melania y yo les enviamos nuestras profundas condolencias a todos”, dijo en Twitter.

Por EFE y AFP / Washington 11 de Julio de 2017 La Oficina del alto comisionado de la ONU para derechos humanos dijo este martes que el paso de prisión a arresto domiciliario del opositor venezolano Leopoldo Lópezes “un paso inicial en la buena dirección”, pero recordó que más de un millar de personas siguen detenidas en relación con las manifestaciones.

En concreto, sostuvo que

tres mil 600 personas sufrieron detención en los tres meses que llevan las protestas en Venezuela y que -según informaciones que ha recibido de organizaciones civiles- más de mil cien siguen detenidas.

Sobre el caso de López, el alto comisionado agregó que éste sigue privado de su libertad y ello pese a que el Grupo de Trabajo de Naciones Unidas sobre Detenciones Arbitrarias estudió su caso y determinó que el arresto del líder opositor es

arbitrario y, por lo tanto, ilegal.

Ese órgano recibe y analiza denuncias sobre detenciones arbitrarias que ocurren en todo el mundo.

“Pedimos la liberación inmediata de todos aquellos detenidos de forma arbitraria, incluidos aquellos que han sido juzgados por tribunales militares”, señaló el alto comisionado mediante una declaración por escrito.

Anuncian muerte de Al Bagdadi, líder del EI, por enésima vez Abú Bakr al Bagdadi, cuya muerte fue anunciada el martes por una ONG siria, era el hombre más buscado del mundo.

Por AFP 11 de Julio de 2017 Discreto, fue progresivamente ganando galones hasta convertirse en el indiscutible jefe del grupo yihadista Estado Islámico (EI), cuyo califato pierde cada día más terreno.

La muerte del líder yihadista de 46 años fue “confirmada por altos responsables del EI” presentes en Siria, indicó el Observatorio Sirio de Derechos Humanos (OSDH), que no está en medida de decir cuándo, cómo y donde murió.

En los últimos años circularon frecuentes rumores e informaciones sobre la muerte de Al Bagdadi, pero jamás fueron confirmados. En junio, Rusia afirmó que probablemente habría matado al jefe del EI en un bombardeo aéreo, realizado a fines de mayo cerca de Raqa, en Siria.

El “fantasma” o “califa Ibrahim”, como era llamado, hizo su única aparición pública en un video, grabado en una mezquita de Mosul y difundido en julio de 2014, cuando proclamó su “califato”. Llevaba barba gris, turbante y ropa oscura.

Mosul, que permaneció tres años bajo el yugo del EI, fue reconquistado este lunes por las fuerzas iraquíes.

El pasado mes de noviembre, Al Furqan, un medio de comu-

nicación afiliado al EI, difundió un mensaje sonoro en el que un hombre al que identificaba como Al Bagdadi llamaba a sus tropas a resistir frente al avance del ejército iraquí en Mosul. e dice que Al Bagdadi habría abandonado Mosul -segunda ciudad de Irak- a principios de 2017, y que fue visto en varios lugares cercanos a la frontera entre Siria e Irak.

“No tengo ni idea” sobre su estado, declaró en una videoconferencia desde Bagdad.

“Espero que esté más que muerto. Y si no lo está, lo estará en cuanto lo encontremos”.

El Observatorio Sirio de Derechos Humanos (OSDH), una organización que monitorea el conflicto en Siria desde que estalló en 2011, dijo este martes que responsables del EI le confirmaron el fallecimiento de su líder.

“Nos hemos enterado hoy [por martes], pero ignoramos cuándo y cómo ha muerto”, precisó Rami Abdel Rahman, director de la ONG. Al Bagdadi ha sido dado por muerto varias veces. De confirmarse, supondría un duro golpe para el grupo yihadista, que acaba de perder el control de Mosul, la ciudad iraquí donde el líder islamista declaró hace tres años su “califato”.

Continúa violencia Fuerzas de seguridad y manifestantes se enfrentaron este lunes en varias ciudades de Venezuela, con saldo de un muerto y decenas de heridos, durante bloqueos de calles realizados por la oposición contra la Asamblea Constituyente convocada por el presidente Nicolás Maduro.

JUSTICE FOR LITTLE GIRLS IN BELIZE The death of 13year old Faye Lin Cannon, a young American girl living on Ambergris Caye with her American adoptive parents, has shocked the nation. As relayed on various news outlets, the post mortem examination has revealed the young girl was physically and sexually abused and to such extent that she had a chest compression that broke her ribs whereby one punctured her heart.

This is an extremely distressing, tragic situation with very troubling details emerging. A community is outraged.

A nation is stunned. The country is demanding Justice for Faye. The community of Ambergris Caye, particularly San Pedro town, has been vocal in their condemnation and their frustration with what they have observed as neglect and a questionable living environment for this young girl and for other young girls on the island.

They took to the island streets on Friday and Saturday of last week to protest and have their voices heard.

The Department of Human Services in its official statement on this young girl’s death voiced “It is unfortunate that the abuse of our children continues to be an everyday occurrence. In 2016, the Ministry received and investigated 1,485 reports of child abuse and neglect and is aware that many more cases go unreported”.This number is staggering.

There was no statement made to how it compared to previous years or how it is trending for the current year.

The Mayor of San Pedro Town on Ambergris Caye, Daniel Guerrero stated, “Well it’s definitely a very sad incident

and it's an isolated incident also and yes the entire town got shocked. Everybody kind of hurt - it touches your heart and I am of the opinion that as the population grows we will be seeing things like this. It's not something we would want to see, but people need to be real”. This statement too is staggering.

Gender violence and child abuse, no matter the size of the population or the increase in growth, can never be accepted and efforts have to be put in place to prevent it from occurring and to aggressively arrest the situation when it does occur.

Justice demands that a thorough investigation be had including from the time of arrival into the country to ensure that no process or procedure was circumvented at the immigration department with these adoptive parents ‘entry and residence’ in Belize. Justice demands that a thorough assessment of the Human Services department be done to see where the system may have failed or has shortcomings. Justice demands, not only for Faye Lin Cannon, but for all young girls who have been abused and murdered and left unsolved, that the authorities professionally and properly investigate this case.

Justice demands that citizens report cases of suspected abuse and neglect of our children.

This was a horrific tragedy. The weight of the silence of various organizations and groups across the country has not gone unnoticed and has to be broken today and moving forward. Be the change you want to see. Connect.
