& HIS THUGS Thursday, July 6, 2017 Following the behaviour of two of the Prime Minister’s senior Cabinet members on Wednesday in the Senate, the public has reacted with scorn, anger and disappointment. Both Minister of NEMO and Transport Edmond Castro and Minister of Human Development Anthony ‘Boots’ Martinez were totally out of order when they were questioned about their roles in the corruption in Immigration. Someone looking in from the outside would have
UNDAH PRESSURE
Continued from page 1 Thursday, July 6, 2017 Under intense questioning from Senators on Wednesday, UDP Minister Anthony ‘Boots’ Martinez sat in his chair shaking and twitching like an addict denied his fix. As one social media blogger put it after, it was clear from the onset that Martinez, so used to being an untouchable in the Barrow administration, could not understand how these lowly Senators would dare to question him. Sulking and petulant, he refused to answer questions about damning allegations made against him by Alvarine Burgess, under oath. He refused to answer to accusations made in the Senate that he was paid money to facilitate recommendations for Chinese nationals. He was asked if his silence could be construed as a YES, which sent him into a new bout of twitches and nervous tics. He denied meeting with Burgess in a parking lot to make the transaction, and denied that his US Visa had been revoked, stating that right now the US wants to give him a green card. Incredibly, Martinez claims that he knows nothing about any culture of corruption in government, stating that he first heard about it when the Auditor-General’s report was released. When reminded of his colleague Elvin Penner, Boots responded, “I don’t know about no Visa hustle. I know about the passport for some Chinese man but I don’t know bout no Visa hustle.” The Prime Minister is on record saying that at almost every Cabinet meeting he cautioned his Ministers to desist from hustling in immigration. When Martinez was asked how come he didn’t know what was happening in Immigration if that was the case and he is a Minister of Cabinet… Martinez got antsy and dodged the question, trying to direct the Senator elsewhere and away from that question. Under direct questioning from Senator Michel Chebat, Martinez then stated that he does not remember the Prime Minister saying that. Martinez also admitted, under questioning, that he signed recommendations for Visas for persons on the basis of helping out constituents who requested he do so. Ono the stand he said that while as Minister of Human Development he is familiar with the terms human traffick-

shortly after the hearing was halted, condemning what the Party calls the “contemptuous and disrespectful behaviour displayed by two sitting UDP Ministers.” The release goes further to say that the men showed no respect for the Senate or for their high office, expressing that they were “deliberately dishonest, repeatedly claiming that they were not aware of any culture of corruption in the Immigration Department. Neither Minister seemed to remember the Prime Minister’s comment about Ministerial involvement in the Visa hustle when he exclaimed: “Fuh God’s Sake Stop It!” “Quite apart from our outrage at the disrespectful and brutish behaviour of these men, as Belizeans we are ashamed
been hard-pressed to understand how these two men could actually be government leaders and representatives. That is how bad it was. In an interview after the spectacle, Acting Chair of the Senate Special Select Committee Elena Smith explained – “I understand that some Ministers are unable to keep their cool as best as some others would do and so we would expect that some Ministers would become aggravated easier than others. That does not mean though that it gives them the right to act the way these Ministers behaved today." The PUP issued a release

2017 at the knowledge that what occurred in the Senate today will surely be broadcast regionally. Our regional and foreign partners will observe this shameful display from those who are, regrettably, in leadership roles in this country,” continues the release. Then the PUP zeroes in on the man who has created the monsters we are now faced with, stating that Wednesday circus “shows a troubling pattern by the Barrow Administration to display wanton disregard for truth and the rule of law. We would, in this instance, call on Prime Minister Dean Barrow to sanction them, but they are monsters of his own making, and he has demonstrated that he condones and defends such behaviour from his Ministers.”
DESTRA DIH
BLADDAH BUSTAH! Wednesday, July 5, 2017 Destra Garcia, the Trinidadian Soca Superstar, has been making news all over the Caribbean recently, and not for her Soca hits or concert appearances. The Supreme Court of Belize has ordered her to pay Belizean Fernando Oliva $16,577. He sued her for jumping on top of him and rupturing his bladder. It happened on September 9, 2015, as part of a mega September Celebrations concert named “Carnival Overload.” That night, Destra, Ricardo Dru and Kes the Band were 3 international Soca icons flown in to entertain Belizeans. During her performance, she called for a volunteer to join her on stage, as she is well-known to do in her live performances. Fans of Destra will know that she features that crowd-pleaser as part of her show just when the concertgoers are at the peak of excitement. The premise is that some lucky male fan gets to “whine up” and dance with one of the most well-known faces of the modern Soca scene. That night, she chose Fernando Oliva as her dance partner, and cellphone video footage captured of this encounter shows him clearly enjoying himself. She asked him to lie down the stage, close his eyes and put his hand behind his back. During her Soca hit “Just a little bit”,she jumps on top of his midsection. It appears that he may have felt some of the pain, but he got up, and probably in good fun, danced a little bit more until Destra called him over and pointed out that he was leaking “water”. It turns out that it was urine from his ruptured bladder, and he had to be rushed to the hospital shortly after leaving the stage. After his surgery, and his recovery, Oliva sued the Soca artist, and the case ended up in front of Justice Courtney Abel. His attorney, Estevan Perera, told the media, “Our claim is a situation of negligence. We are saying that the musician was negligent in her actions and her actions thereby caused injury to the individual (Fernando Oliva).” Destra didn’t offer any defense in the lawsuit, but Perera was able to prove to the Court that she was served with the claim in her home country through the Government of Trindad and Tobago’s Ministry of Foreign Affairs. That happened in May, but still, no attorney appeared on her behalf.

Fernando Oliva On Friday, June 30, Justice Able ruled in default that she must pay $16,577.06 for the personal injury Oliva suffered. The next step now is to enforce the judgment against her in Trinidad, which Oliva’s attorney, Estevan Perera, asserts he will be able to do. She still has the right to appeal the decision, but there is no indication what option she and her legal team may take. She has promised Trinidadian news outlets that she will issue a statement through her attorney.

CASTRO GETS UGLY IN THE SENATE
Thursday, 06 July 2017 By mid-afternoon, the Senate Inquiry into corruption in Immigration had to be brought to a stop after UDP Minister Edmond Castro became uncontrollably hostile and personal with various senators questioning him about the Visa hustle. Remember that his name came up many times as the facilitator of Visas for Chinese nationals – in fact, in the UDP Cabinet he is known as one of the major facilitators, with documents to back up that claim. Edmond Castro’s contempt for anyone who criticizes his actions as a Minister of Government was on full display in what can be described as a circus with all the bells and whistles, with him as clown. When he was pressured to explain if he acted corruptly and took bribes to guarantee visas for Chinese applicants, Castro decided to get nasty and personal, insulting the Senators asking legitimate questions Belizeans would like answered.
One would think that anybody who has been accused publicly in these hearings of wrongdoing and criminal behavior, would like an opportunity to respond. There is the risk that if the Senate Select Committee recommends prosecution in their final report, Castro and others could face charges. But, he was so sure that he is untouchable, and not answerable to the Belizean public that he insisted that the Senate Committee “wasted” his time. Alvarine Burgess has directly accused him of accepting bribes to write recommendation letters for Chinese nationals applying for Belize visas. His recommendation letter, Burgess said, ensured that each applicant would be approved for the visa. His fee, Burgess said, was $2,000 for each Chinese national recommended, and she got letters from him to recommend about 200 applicants, and she allegedly paid him for each and every one. Castro’s only response - “I know that she's a liar and she's been telling lies for a very long time now yes.”
From there he refused to answer any of the questions put to him by the Senators regarding his Visa facilitation for Burgess. When Castro was shown copies of letters in which he recommended Chinese nationals for Visas, he refused to look at them and insisted that it was possible to forge signatures on letters. And then there’s another letter in which Castro appears to be giving a directive to immigration officers, as though he is a sort of Immigration Minister. It is headed, “Hon Edmond Castro, “Clear the Land” Castro, Minister of State in the Ministry of Works”, and it says, “I hereby recommend for the file of Oteha Mocajtwik (BNA#28077/12) to be send (sic) to the Director of Immigration desk to be expedited. Thank you for your assistants (sic).” Just like the very poor grammar in the letter, it is clear that this is an order, but Castro insisted that this was “fake” and it didn’t come from him. The Auditor General systematically showed that the Ukranian woman,
Environmental Activists Monitor Sarstoon Oil Spill Thursday, 06 July 2017 During the weekend, on Saturday July 1st, there was an oil spill in the Gracias a Dios river inland of Guatemala at kilometre 325 of the Chahal Road in Alta Verapaz. It was estimated that half of over 8 thousand gallons of crude leaked into the river when an oil tanker ran off the road. Belize environmental organizations and environmental activists were concerned that some of the petroleum could end up in Belize’s waters given that the contamination was said to have placed the Chocón river at risk and that river empties into the Sarstoon, partly owned by Belize. After losing control of the tanker around a curve the driver absconded. The crude then traveled along some 70 meters of terrain before falling to the Gracias a Dios River. According to Guatemalan media, authorities worked to contain the spill and extracted the tanker from the area but estimate that the clean-up would take some fifteen days. On Wednesday July 5th, the Belize Coalition to Save Our Natural Heritage and Toledo’s Wil Maheia spearheaded a reconnaissance mission to the area of the BDF’s Cadenas outpost where the Chocón river meets the Sarstoon. The team which was joined by the media did not observe any visible contamination along the Sarstoon river during the 2-hour trip under sometimes heavy rainfall. However, according to Leonor Sagastume, a fisherman from Puerto Modesto Mendez located just across from the Cadenas
outpost, the oil had already passed through to Belize’s waters two days after the spill. He informed that at the start the oil was spread evenly in large quantities along the waterway but they suspected that by the time of the Belize trip, it would have already dispersed along the lengthy Sarstoon. He confirmed that residents had been approached by private oil company Perenco about possible compensation as a result of the con-
tamination. Aurelia Caal who lives at Modesto Mendez said “it is worrying because it is damaging to the water and the fishes. What they need to have is more precaution while driving so the oil does not end up in the river.” According to Caal, some 7 communities depend on the waterway in the area where the spill occurred. Sagastume pointed out that on the day of the spill, fishes were already visibly struggling to survive and residents who pump water out of the
Olena Moskalyk, which was misspelt in the “fake” Castro recommendation letter as “Oteha Mocajtwik”, did not qualify for nationality. When he was asked about it, Castro insisted, “That's not correct, this document, this paraphrased letter is not something I would write or sign. This is a paraphrase of somebody's version and moreover when I read the documents I would never put Edmond Castro and then clear the land Castro, I would never do that. So this is somebody's botching something here, I would never say that." Readers will remember that Former Immigration Director Maria Marin started keeping a list of Ministers who were recommending persons for visas with alarming frequency, all of whom were approved. When Senator Lizarraga confronted Castro with that list, pointing out that he was making a lot of recommendations, Castro dodged and decided to get nasty and persons, which caused the proceedings to be called to a halt. river had to wait a few days to continue that practice. He added, that if you were to put your hand in the river when the tanker fell, you’d bring up oil. The BTV’s Wil Maheia found it important to ensure that the oil had not spilled over to Belize’s side. He believes “this is a wakeup call for us to know that there are thousands of gallons of crude going back and forth within a few hundred feet of the Sarstoon river. The fact is that this river flows into the Gulf of Honduras; it’s amazing birdlife down there, amazing fisheries down there and if oil should spill into those areas it would affect thousands of people, not only on the Belize side but also on the Guatemala and Honduras side.” Froyla Tzalam, Executive Director of the Sarstoon Temash Institute for Indigenous Development (SATIIM) who was also along for the trip spoke about mitigation plans not only for possible spills in Belize but also in Guatemala. She questioned, “when it enters the Sarstoon who is going to be there to clean-up? Regardless of whether the accident happens in Belize, offshore or in the neighbouring area like Guatemala, the impact is clearly going to be felt across the border.” Alyssa Carnegie, Communications Director of OCEANA Belize representing the Coalition said they had been in touch with Guatemalan NGOs who are monitoring the situation. She noted that the Government has been reviewing - for some time - a draft oil response plan. Last year, OCEANA Belize submitted a draft language upon the request of the Prime Minister but stated, “we’re kind of back and forth in terms of what that looks like.” Water samples were taken for testing.

IF DAH NOH SOH!
Gapi… So Gaspar Vega was in the House Friday, in the front row in a bright pink guayabera, full of grins and giggles. But all that ish doesn’t matter. Why is he back? Did any of you see the looks Patrick Faber kept giving him? Cut eye fuh days. Listen, we told you this would happen. We told you there had been meetings between Dean Oliver and el primer ladron. You shouldn’t be surprised by any of this. I don’t lie in this column, honest. But here’s the thing. What we didn’t know until recently is that Gapi supposedly has some recording he took of Dean Barrow in some incriminating kinda position. No… no…get your minds out the gutter I don’t mean that kind of position. Dean can’t do that anymore, poor guy. But anyway moving on – I hear the deal is that Dean is to back off Andre and leave that $400,000 alone, forget about any kind of investigation in the Lands Department, forget about the compensation scam and treat Gapi like a long lost brother. In return, Gapi doesn’t release the video. Sweet, right? Threats… Ain’t one person in this world who actually believes that Gapi Vega was threatened because of politics. Don’t get me wrong. I’m not saying the man and his family didn’t get threatened, but if he did its more likely because of certain connections he maintains with certain persons who deal in certain activities, to put it nicely so I don’t get threatened. Let’s be real. Gapi ain’t no saint. And he’s been known to issue threats of his own. Just ask former Attorney-General Vanessa Retreage. And isn’t he the man who was also implicated in a bizarre kidnapping and brutal murder? You see where I’m going with this? Mr. PM…let’s save taxpayers some money and call off the 24-hour security on Gapi and his family. Hell, just let the chips fall where they may. And that’s all I’m gonna say about that. Hear dis R… Dah cause dey black yer…dat’s why the imperialist, racist white Senators chance po Boots and Castro todeh. Dat dah weh Dean Samuels seh. Lawd dah bally dah noh wah bright bulve. Soh ih noh gat nothing fuh duh with Visa hustle. Ih noh gat nothing fuh duh with corruption. Ih noh gat nothing fuh duh with Boots and Castro general scurviness. Dah cause dey black. Dis one yah chrow mih right off. Mek ah explain something and I dah Bob Marley fuss cousin pon mih ma side soh listen good. Boots and Castro mek black man look bad. I hear dih black man association deh meet fuh excommunicate dem. Castro with fuh he three lee dread deh covah ih bald spot mek dread man look bad. He shame dih whole Rastafarian community. I hear dat dey deh meet right now fuh kick he out. Soh try fuh mih. Shame… I caught myself just now feeling kinda sorry for this guy, then I remembered what an unprincipled, greedy, unethical pig (thief?) he is. Rene Montero had sent a letter to Cabinet a couple weeks back begging them to name the bridge between Santa Elena and San Ignacio the Rene Montero Bridge. I guess he thought it was a done deal cause he and his family were already bragging all over Cayo about this bridge named for him. I hear he’d already gotten somebody to write his ‘thank you’ speech for the opening of the bridge. And then bam, Cabinet sends back a rejection letter in an envelope with a big LOL written on it. Well no that’s not exactly how it happened but it could have. Long story short, Cabinet decided that no, the bridge would not be named the Rene Montero Bridge because why name the bridge after a pretty useless, worthless individual who has done nothing for the community and everything for himself. Don’t know if that’s the reason but it’s the truth so it could be. The brilliantest… On Friday our wonderful Prime Minister had an epiphany and realized that Belize is a violent country and the Police needs to address that immediately. So what he does, right, cause he’s a brilliant one – he cuts the budget to the Police, cuts the budget to the Judiciary, allocates nothing extra to the DPP or prosecution arms of the Police and sends Chester to an office in Belmopan. See, Chester has been the only Policeman in recent times to actually get positive results in the Southside of Belize City. So because the PM understands now that Belize is violent, he moves Chester from the Southside. How amazing is that? This man’s brainpower is awesome. This is sheer genius. And here’s the thing where Chester is concerned, sitting in his brand new post as head of the Professional Standards Branch…the Commissioner is the one who has to direct the head of the Professional Standards Branch to investigate allegations made. If Whylie doesn’t so direct, Chester will stay at his desk shining his shoes 24/7. And Whylie cannot so direct because he’s very busy brown-nosing politicians, in between hunting hamadilly at his Lemonal farm where he doesn’t have cable, internet or cell service. And that’s the end of that.

EDITORIAL INEQUALITY & CONSEQUENCES
I
t almost seemed surreal when the Prime Minister explained last Friday that our very under-resourced Police Department must provide 24-hour protection to former Deputy Prime Minister Gaspar Vega and his family. Apparently even his children attending school have a Special Branch detail, Secret Service style. According to Mr. Barrow, Vega has received threats which make him feel unsafe. Also according to Mr. Barrow, very conveniently uttered in the House where he has parliamentary protection and privilege, he has ascertained that those threats are coming from the PUP candidate in Orange Walk North. That is quite an incredible thing. It is the first anyone has heard of any threats being issued to Vega or any member of his family. Of course, the Prime Minister only made mention of those magical threats, pulled out of his political hat. No details were offered, likely because there are no details to offer and no threats at all. This is beyond incredible. It’s bizarre. To be truthful, Gaspar Vega is probably one of the most hated UDP politicians in recent memory. But that is for very good cause. While he was Minister of Natural Resources, this man stole from the public purse, blatantly and brazenly in a compensation scam which has now been buried by the UDP with the removal of Vanessa Retreage. Millions and millions of dollars were paid out to cronies and family members of Vega in what can only be described as institutionalized corruption – providing titles to persons for land already privately held, then paying those privileged persons ‘compensation’ at market value. In one case, a million dollars of compensation was paid when the person compensated had only invested a little over $6000. In another case, Vega gave his son Andre $400,000 in compensation when Andre had paid only $15,000 for a parcel which then Minister Vega knew was privately owned. There are many such cases – tens of millions of public monies gone, never to be seen again. But besides all that startling evidence of outrageous larceny, there is much, much more. Vega did not only run amok with public monies. Thousands and thousands of acres made their way into the hands of Minister Vega’s family members, who we were flippantly advised are ‘not normal’ so apparently were entitled to that land. Thousands and thousands of acres made their way into the hands of Minister Vega himself. And there wasn’t even much of an attempt to disguise the illegal and unethical land grab. In only one instance – 1600 acres seized by Vega in Carmelita – the Minister himself signed over land to pre-selected cronies for a pittance, and then those cronies turned around immediately and put it in the names of Vega’s brother, his brother’s wife and his own wife. Shameless! The evidence was presented to Dean Barrow, but he didn’t want to see it. Rather stupidly, he said then – 7 months ago – that if there was evidence there didn’t need to be an investigation and Vega would have to face the consequences. And that was the end of that, to nobody’s real surprise. The Prime Minister put a political puppet at the Lands Department to make sure nothing more about Vega would come out. That is the role of Carla Barnett currently. Gaspar Vega abused his position to enrich himself and his family. This is not perception. This is not political propaganda. There is real evidence in black and white – literally hundreds of land documents chronicling years of corruption. There is this sense of real inequality in Belize, and it has been feeding the fire of outrage among the people. Here is this millionaire who drives around in luxury SUVs and lives in a mansion in Orange Walk. He enjoys every privilege of wealth, and also gets free fuel at the pumps. His immediate family members are enjoying the riches. They will never want, never go hungry, never have to worry about bills or school fees or uniforms or medical expenses. Former Minister Vega’s son Andre, recipient of $400,000 in taxpayer money which we will never again see, travels the world in style. And this disgraceful man, the former Deputy Prime Minister, has been allowed to do all that he has done without any criminal repercussions. A man has gone to jail for years just for taking pint bottles from a yard to sell so he could buy food. Another man has gone to jail for years because he broke into the Mercy Kitchen and took some food because he was hungry. There are youth who go to jail for years over a stick of weed. These are normal Belizeans who lose their freedom and are taken away from their families, placed behind bars because they broke the law. But Gaspar Vega, this millionaire UDP politician, committed the most atrocious wrongs while in office and he is still living the life of the rich and famous. There are Belizeans who cannot access a piece of land in Vega’s jewel. There are Belizeans who struggle to put food on the table. There are Belizeans whose kids must drop out of school because there is no money for fees, books, shoes or uniforms. There is poverty in this nation which sickens the soul. And there is entitlement which sickens the soul. Gaspar Vega was at the House meeting on Friday, smiling, not a care in the world. He was welcomed by his colleagues, and by his Prime Minister who had the audacity to tell us that we must pay for 24-hour security for the Vega family because they feel threatened. We have reached a point in this nation where none of us would have wanted to reach. None of us would welcome violence or bloodshed. But the abuses have become too much. And the people have suffered too much while the privileged few laugh in their faces.

en Español DESIGUALDAD Y CONSECUENCIAS
C

Bogus Case Struck Out Because of ‘Executive’ Manipulation Wednesday, July 5, 2017 On Tuesday, July 4, 2017, Plus TV’s owner and host of the popular Rise and Shine Morning Show Pastor Louis Wade appeared at the San Ignacio Magistrate’s Court before Magistrate Hurl Hamilton to answer to charges of “common assault” and “indecent words.” Within a matter of minutes, the case was permanently stayed and struck after the Magistrate explained that the directives to levy the charges after a delay of five months and three weeks were carried out in bad faith, and if the matter was continued it could cause the public to question and doubt the justice system. The matter was then thrown out on the basis of what amounts to ‘executive manipulation.’ For those who may not understand the term, Mr. Barrow’s directorate in Cabinet are the Executive, and it was clear from the onset that the case against Wade was being manipulated at much higher levels than the Police. Wade is well known for his vocal and public reproach of illegal

activities involving government officials. The incident occurred in November of last year when Wade was covering a story in which a private contractor was awarded the contract for the Santa Elena Sports Complex but machinery and work personnel from the Ministry of Works were working on the Complex and completing the contract. Wade told the Belize Times that while he was filming the equipment from Ministry of Works on the site, someone called the son of Rene Montero, Area representative for Cayo Central and Minister of Works who showed up shortly after. He says that Robert ‘Bobby’ Montero then drove his red pickup truck into him and he had to jump out of the way to avoid being hit. At this point, Wade says that Montero parked his vehicle block-

ing him from coming out of the stadium and from filming. The following day, on his popular morning show Rise and Shine, Wade made the images public and stated that he intended to file an official police report. But Montero beat him to it and made a report at the San Ignacio police station. According to Wade, when he made his complaint, OC Richard Rosado from San Ignacio told him that it was now a joint complaint and would need to be investigated properly. Wade proceeded to give the names of the witnesses so that the Police could investigate. But that’s when OC Rosado went politically rogue, it seems. “This case was on investigation from November to December last year when the first investigator said that it was fraudulent and not true. The OC of the Cayo police station removed that investigator from the case and put a second investigator on the case who did not contact us until the last week for the statute for this incident,” Wade told us. After the case was thrown out on Tuesday, Wade told the Belize Times that he will stand by the truth until he dies. “The Magistrate ruled that it is an abuse of executive power…my understanding of his decision is that if he had allowed this case to proceed, it would cause the public to question the justice system because of the length of time that the Police took to bring simple charges of assault and indecent words to the Court.” Wade told the Belize Times that he continues to say that the allegations are false and he has a responsibility to continue this process. “They started it, we will finish it,” he told us as he left the Court on Tuesday.

DID YOU BRING BACK THE MONEY? Thursday, 06 July 2017 As former Deputy Prime Minister Gaspar Vega grinned and hugged and patted the backs of his colleagues on the government side of the House on Friday, the pressing question on the minds of Belizeans had to be – DID YOU BRING BACK THE MONEY YOU STOLE FROM US? Vega has been absent from politics for almost ten months, since the revelation of outrageous corruption in the Ministry of Natural Resources forced his resignation. That was when it was revealed that he orchestrated a hustle which resulted in his son Andre Vega being given $400,000, and another UDP insider Sharon Pitts another $400,000 $800,000 of taxpayer monies gone just like that on one deal. Of course, this is believed to be just the tip of the rotten iceberg. It is known that tens of millions of dollars were paid out as part of the compensation scam in the Ministry under Gaspar Vega. There are well chronicled examples of persons who benefitted, persons who are closely affiliated with Vega. In just one example, one million dollars of taxpayer monies was paid out to one man in compensation after he paid only $6,000 for his piece of land. In October, 2016, then Minister
of Natural Resources Vanessa Retreage revealed that there was an investigation into the compensation corruption at the Lands Department which had been unearthed. Two months later she was gone, forced out of office by a threat to her life allegedly sent by the brother of Gaspar Vega. Since then there has been no investigation into Vega, and now he feels that he can come back, smiling. But Belizeans are demanding that Vega return the money that was stolen from public coffers. While Vega is a millionaire with thousands of acres of prime land which he appropriated while he was Minister, poor, normal Belizeans are forced to struggle under more burdensome taxes. Imagine that Vega emptied our coffers, and now Belizeans are being burdened to fill them back while he continues to smile all the way to the bank. The people of Belize demand that Vega and his family members who benefitted from his larceny pay the price. Those who committed criminal actions must be jailed. The monies of the people must be returned to them. The land and assets of the people must be returned to them. Until that time, Gaspar Vega must not be allowed to sleep in peace.
CHILD BEATEN AND KILLED... PARENTS IN CUSTODY
Thursday, 06 July 2017 As we go to press, there are reports of a horrific crime in San Pedro Town. Student Faye Lin Cannon, 13, is dead and her adoptive parents, American nationals, are in the custody of Police after the post-mortem examination revealed that she had been physically and sexually assaulted. According to the report, Police were called to the apartment of the family located about a mile and a half north of San Pedro Town. There they found the lifeless body of Faye Lin, 13. According to her mother, who we cannot identify here be-
cause she has not been charged, she last saw Faye Lin at 7:00am when she asked for water and then went back to bed. She told Police that 15 minutes after, her husband checked on the child and found her unresponsive, and that is when they called in the Police. When Police observed the child they saw bruises to the arm and the leg and a swelling to the right side of the head which appeared to have a cut wound, but the mother told them that the child is mentally ill and would hit herself and bang herself against the wall she has her attacked. The mother further claimed that Faye Lin had been in her room for three weeks and had refused to come out or to eat anything. Sources in the Police Department told us that the death seemed off from the very beginning and the couple’s story had holes in it. That was confirmed by the post-mortem examination which confirmed that she had been physically and sexually abused. While the Police did not release more details than that, sources tell us she had been badly beaten, with three ribs broken and a fractured chest bone which punctured her heart. Up to press time tonight the parents, who own a boutique in San Pedro had not been charged.

Barrow Wakes Up After Nine Years Thursday, 06 July 2017 On Friday, in the House of Representatives, Prime Minister Dean Barrow realized after more than nine years in office that we are living in a violent country. He realized on Friday also that the violence is a crisis. And like the true leader that he is (not), he proclaimed that the Police must act to address the problem. For Belizeans, this has to be a WTF moment. For years now our communities across the country have been strangled by fear of violence. More than 1000 Belizeans have died violently since Prime Min-
ister Dean Barrow took office. For years now we have been categorized as one of the most violent countries in the world. We have been scourged
A TRANQUIL HAVEN UNDER THREAT Contributed During the 1970s and 1980s there were many Central Americans who fled their homes in El Salvador, Honduras, Nicaragua and Guatemala because of civil wars and social unrest. These people were refugees who feared for their lives or of being persecuted for reasons of race, religion, nationality or for being in a particular social or political group. They came to Belize for safe haven. Several new farming communities were settled: Valley of Peace, Armenia and around Belmopan, Las Flores and Salvapan. In stark contrast to the violence they left behind these refugees found life in Belize to be peaceful, allowing them to plant, produce, raise a family and send their children to school. For over a decade the refugee program was discontinued. When the UDP came into office in 2008 the Refugee Department was closed down and no refugee Eligibility Committee was ever appointed. But illegal migrants continue to come to Belize. Guatemalans have been encroaching in the Chiquibul Forest Reserve cutting xaté and timber and panning for gold. Squatters settle in the border areas of the Toledo and Cayo districts. To add to the complexity of the immigration situation, hundreds of migrant workers from Central America have been granted permission to enter Belize to work in the citrus and banana industries and more recently in shrimp farming. Invariably many, if not most, have remained in the country and settled in such villages like San Juan (formerly Cow Pen) and Bella Vista. Over the last three years many new refugees have arrived in Belize mainly from El Salvador. They have been fleeing from the criminal violence and gang related atrocities plaguing that country. In 2015 the then Minister in charge of Immigration Godwin Hulse
07 7
THE BELIZE TIMES
Beverly Castillo reactivated the Refugee Eligibility Committee. It is estimated that there are over 2,000 persons claiming refugee status. But according to reliable reports, none have been approved so far. In an interview with a British newspaper ‘The Guardian’, the Minister of State for Immigration Beverly Williams is quoted as saying: “why should I approve any cases if I don’t have the confidence that we are prepared to deal with the problem…We don’t have the structure in place to ensure they are not gang members”. What an appalling state of affairs Belize finds itself in when a Government Minister of State admits that her department in unable to determine who are genuine refugees from criminals. So what is the Eligibility Committee for? Don’t we have active cooperation with Interpol and the Police in the various Central American countries, members of SICA? At last Friday’s meeting of the House of Representatives, the Prime Minister of Belize Dean Barrow apparently had an epiphany; he finally admitted that he has been sleeping at the wheel while the ship of state was floundering. He finally realized what Belizeans have known and have been experiencing for many years since the year 2010. The Prime Minister said to the nation: Belize is a violent country!! Yes, Mr. Prime Minister, a murder is committed in Belize almost every day.
by regional and international media because of it. Recently we have seen the murders take on a macabre bent as killers have become more brazen and colder and more bloodthirsty and savage. We who have to live it have known for years, but Mr. Barrow is only just realizing, or so he says. But much of the responsibility for what Mr. Barrow calls a phenomenon of violence must lie on his shoulders. Our Prime Minister has been impotent on crime, just as he has been impotent on corruption. He has allowed the Police to be fractured by political manipulation and frustration to the point where in 2017 the Department is the most demoralized it has ever been. If it were not for the largesse of the US and other donors, our Police would have NO vehicles and no equipment to fight crime. That is the truth. Gruesome murders – decapitations, limbs chopped off, throat slit, burning to death of victims in their vehicles. Belize has indeed become a very violent country. Our once tranquil haven of democracy is under threat. Our economy is in shambles. The Government is broke. PetroCaribe money in the millions wasted while the poor get poorer and the well connected, bumsuckers and kick-back contractors share their ill gotten wealth with corrupt Ministers and their toadies. The good name of Belize as a tranquil haven of democracy will only be restored when there is justice in the land; social justice to fight poverty and unemployment; criminal justice, to stamp out violent crime, the illegal sale of visas and passports and the disgraceful human trafficking that has been plaguing a corrupt Immigration Department. The good name of Belize will only be restored when we put in place a proper functioning system of refugees, a proper functioning Lands Department and Immigration department, a truly impartial and independent Judiciary at all levels, and a truly transparent and accountable government.
Mr. Barrow has yet to make good on his promise to construct a state of the art forensics lab and DNA-testing facility. That has been a promise since 2008, and in 2011 he announced that funding had been secured. Six years after and samples must be sent abroad for routine testing in crimes. So clueless was Mr. Barrow to this phenomenon of violence that a few months ago he actually cut the allocation to the Police in his Budget. So the Police have less resources to work with. It has been announced by the Commissioner that as a result of the Budget cuts there will be no passing out of new recruits in the foreseeable future. That means no more boots on the ground to fight this phenomenon of violence. Mr. Barrow has done nothing to assist the prosecution arms of government or the Police. Instead, he has pumped millions of dollars into the coffers of his family members in litigation costs. Mr. Barrow has failed the country, and the violence we see in practically every corner of this nation is a result of that failure. For Mr. Barrow to only now, last Friday, realize that we are living in a violent country is nothing but a sick, cruel joke.

Dean Barrow
Ramon Cervantes Jr.
Thursday, 06 July 2017 The Prime Minister is not generally known as a coward. In fact, he has been called many things, but never that. Perhaps things are different now that he has been rendered toothless by his imminent departure, though, because the stunt he pulled in the House on Friday can definitely be classed as a real ‘sissy move.’ Contrary to the standing orders of the House which are very clear, the Prime Minister attacked a private citizen who was not there to defend himself. Incredibly, in defence of his crooked UDP colleague Gaspar Vega, Barrow accused Ramon Cervantes Jr. of making threats against Vega. "There were all sorts of threats made against him and his family, as far as we can determine, promulgated in particular by his defeated PUP opponent from the last election." Anywhere outside the House, Barrow would never have made such a ridiculous assertion. But he is afforded Parliamentary protection inside the House and used the opportunity to make a very serious allegation which was aired by all media houses. He had no evidence to provide and indeed nobody before this has every heard about any threats against Vega by Cervantes, or by anybody. The Prime Minister was explaining why the Police Department is forced to provide 24/7 security for Vega and his family, even his children, and has been doing so for months even though Vega resigned his Cabinet post after revelations of scandalous corruption in October, 2016. Justifiably outraged, Cervantes spoke to the media on Monday and accused the Prime Minister of being a liar. “I assert unequivocally that the Prime Minister cannot point to any genuine and official record of any complaint made against me. He cannot point to any event in which the Police interrogated or interviewed me in relation to his accusation, to support what he said in the House of Representatives," Cervantes asserted. What makes it even worse is that the Prime Minister’s cowardly attack came on the anniversary of the cruel murders of Cervantes’ father in Orange Walk. Readers will recall that Vega’s name was called in connection with the kidnapping and murder of the respected Orange Walk businessman and cane-farmer. At the Belize Times we would say the prime Minister acted like a real woman on Friday, hiding behind his frock, but that would be an insult to women.

CREATING OPPORTUNITIES FOR EVERY BELIZEAN Today I want to talk to you about a promise every politician makes and few ever live up to: creating opportunities for everyone. While a lot of us talk about creating opportunity, few actually do. When we are successful at creating opportunity, you see the private sector boom, new jobs being created, the public sector performing and the economy growing. We saw that between 1998 and 2008 when the Belizean economy doubled and we created thousands of new jobs. Growth was steady. Unfortunately, that is gone and what we have is a Belizean economy that is in deep recession. And while some of us can get by during the tough times of a recession, there are those families and communities that can’t cope. See, for struggling families where people live from pay cheque to pay cheque, the slightest change can drive you into poverty. A sudden sickness, a hurricane or flood and before you know it, you have fallen even deeper into debt and can’t pay your bills. Of course this is also true for small farmers and small business people. In our billion-dollar economy it seems unfair that so many Belizeans are living like this and others even worse. But when we find ourselves in this situation we cannot give up, we have to do everything we can to open the doors of opportunity. This is why I have been asking the government to do more for the productive sector, because they create jobs. This is why I get so upset when they boast about spending PetroCaribe money to buy tacos and rum. Think of how many training sessions in catering or in learning to be a tour guide or a translator we could have had with all that borrowed money that was wasted. These days I am spending my time trying to have a conversation with you all about the future. I want us to work together to figure out how to create opportunity. Because when we get to government it’s not our words, but our deeds, that will make a difference. So we have to develop real plans that will be adaptable to tomorrow’s challenges. We need to create a climate of confidence so that the private sector can start hiring again and we need to help out the productive sector so they can get back on their feet again. Our trade people need to get our products into markets all over Central America and the Caribbean and we need the tourists to be filling up our hotels all year round. We need to discover new opportunities in industries like never before and we need to expand our thinking when it comes to educating the new Belizean. We need to work hard every day to make Belize a place where everyone believes that hard work and dedication pays off. We want a Belize where you can make it if you try. That is the confidence I speak of. That’s the promise we in the PUP are making to those thousands of young people who are graduating from high school and college every year. That’s the promise we are making to those stay at home moms who are learning a new skill through classes on the Internet. And it’s the promise I’ll fight to keep so that together we can achieve our goal to build a Belize that works for everyone.

THE WONDERER AND CAYO ROSARIO
Happy mid-year Belizeans! THE WONDERER was on holidays so was wandering around the country and googling on the internet. Learning new things, visiting new developments mostly all good and some bad or is it few good and most bad? Especially where the government projects are concerned, it seems good engineering supervision on their behalf is totally lacking. Its people’s monies being spent so we should demand better designs and construction supervision. The government claims they have a balanced budget, but what good is it for the people of Belize if you are borrowing more money than we can collect from taxes and now you have to burden us with higher gas bills and taxes. The bread basket is going up but not the salaries. With people losing their jobs and having lots of additional responsibilities, why do you think the crime rate, especially murders, is so high these days? The people of Belize need jobs - good paying jobs - not cane cutting or orange picking jobs, but jobs such as the tourism industry can create. Have you ever wondered that the tourism industry is growing but is still not healthy? We still have several months in the year that we experience dead season so staff is cut and we have more problems socially. Belize must wander into a new era of tourism. Perhaps we need to invite some mega-company to install a high rise tourism destination (50 stories) where several plane loads of tourist can come to one destination all year round for an all-inclusive service like Cancun where our Belizeans love to go and take our Belizean dollar outside the country. This would help to alleviate our situation of “dead seasons.” Other new developments which are attractive and expensive are over the water bungalows. Bungalows over the water can be sustainable, authentic and unique and are a very competitive product called “accommodations.” UNIQUE ACCOMODATIONS are what enhance the other activities such as diving, fishing, snorkeling, caving, tours, etc. You want rich tourists to come to these over the water structures and by extension the other services/activities will also be busy all year around. Let us stop wandering and wonder how to develop our nation. We need to stop thinking with our hearts. We need to think technically and make the right decisions nationally. Let us dump “emotions” in the dirt bin! I was recently wandering on the Department of Environment (DOE) webpage and found a unique project being proposed at Cayo Rosario west of Ambergris Caye. Rosario is an island of some 10 acres where some erosion has occurred reducing its original dimensions. I downloaded the EIA and went through it in detail and came to the conclusion that this was a great project. This is
what we need in Belize. Other countries are going in this direction and we should not be left behind. We in Belize have more to offer in terms of other services and activities than any other destination. I studied the project in depth and could not find a problem from a technical or engineering point of view. It is sound. Energy and water will be produced on mainland Ambergris Caye and transported via cables and pipes to the island, thus reducing the carbon footprint. No noisy generator or Reverse Osmosis system. Also they are going to place their fuel pumps for boats on mainland Ambergris so no fuel has to be transported via barges to the island. A great idea! Originally they were thinking of collecting their sewage on the island and pumping it to the mainland for treatment, which engineering-wise was a great idea. Technology exists for this type of situation. Nevertheless it was decided that because of the possibility of a leakage it was best to treat the wastewater on the island. No problem. I wondered who came up with such great ideas! While wondering I also downloaded the Over the Water Structures Guidelines from the DOE webpage and went through them thoroughly. Nice and very technical guidelines did not know they exist. Very futuristic views. DOE was living ahead of their times when they concocted such guidelines. These structures being proposed will not be located near the reef or on top of seagrass
or mangroves. They are not located near any navigational channel or route. I concluded that the bungalows are very much following the guidelines, except for some possible conflict with the fly-fishermen. Additionally we have had in Belize a few bungalows over the water but not so much in numbers as being requested by this development. I also found out that the bungalows will be located inside a conservation zone falling under the Hol Chan Reserve. I also found out through the guidelines that these structures in a protected area are not prohibited but a special license or permission must be granted by the agency in charge, the Fisheries Department. As such I give the following recommendations to NEAC especially the Fisheries Department, Coastal Zone, DOE, and the others: 1- The project is sound technically and engineering wise. 2- 90 cabañas are too much being requested. It is a first in our nation so let’s reduce it to about 40 – 50 maximum. 3- Let them relocate the cabañas to an area that is shallower such as the rocky area to the north and perhaps the very shallow sandy area to the south east. This would avoid the zones used by the important service/activity of the fly fishing industry. 4- The ECP signed by the developers has to be stiffer than usual as they are the guinea pig project. 5- Monitoring by all NEAC mem-
bers have to be constant and highly professional as we don’t want this important socio-economic project for our nation to fail. Monitoring has to be especially strong during the construction phase. 6- Personally I believe that a higher lease fee for each cabana should be implemented. The nation needs to collect more taxes and this would be a new source of income for the GOB. A portion of these taxes should be allocated to Hol Chan as managers of the reserve. 7- Perhaps the developers can guarantee a yearly fund for assisting Hol Chan to purchase equipment for monitoring of the reserve. The reserve is for all stakeholders and the developers can be the largest losers if something fails. Belize is being recognized internationally as a world renowned country for tourism. We have everything to offer in a small land mass area and many islands, including the barrier reef and 3 atolls. Internationally the tourism industry is developing new trends everyday by leaps and bounds. New concepts that are site-specific and people specific activities are being developed and if we do not accede, Belize will lose niche markets that will take a lot more effort and resources to redevelop and try to catch up. Let us stop Wandering and Wondering and do the right thing. THE WONDERER! thewondererbz@gmail.com

Forging Partnerships. Impacting Lives
CONNECTED RESIST AND INSIST Laws and government regulatory procedures intended to assure a citizenry of transparency, accountability and fairness are constantly being weakened with each passing week under this UDP government. The senate select committee hearings have evidenced this each Wednesday, exposing the gross erosion of good governance under the reign of Prime Minister Dean Barrow. His government has been one of shameless self-interest, obscene arrogance and increasing impunity of members of his cabinet. One would be right to ask if it is kleptocracy at work and not a democracy where consequences for actions and the call of the people are carried out. From the scandals of Castro, Vega, Saldivar, Heredia, Penner, Marin and so many others, one has to wonder if Prime Minister Barrow has adopted the American style of the presidential pardon when often Barrow admits the “optics” of the situation are not good yet he does nothing meaningful about it. The most recent pardon was on full display at last week’s House of Representatives meeting with the Barrow embrace of the disgraced Gapi Vega and his front row seating. Corruption under Prime Minister Barrow’s government is brazen, blatant and in your face. It is a far cry from his infamous remarks on the steps of the National Assembly that his would be a government that would rid Belize of corruption and bad government. The people are still waiting for him to wield his 2-sided machete. Consequently, the cynicism of Belize politics has become widespread with corruption now apparently endemic within government. It is difficult to not be frustrated when those who came to power did so on the backs of so many who went to the streets, who were promised a better way of doing things and who have been betrayed unabashedly and unapologetically. A Prime Minister whose government continues to corrode public integrity and public trust is a Prime Minister and government that must go. The national anthem states that Belize is a land of wealth untold but the damage to Belize this government has caused is yet to be known and will be one for the annals of history. It will also be one that cannot easi-
ly be undone. The examples of gross neglect of responsibility and duty are numerous: ignoring the people’s call for a referendum on offshore oil exploration, allowing a Foreign Minister to refer to Belizeans as squatters and Belize as a land without borders, defending the indefensible actions of “Yellowman”, spewing vitriol instead of meaningful debates in the people’s House, allowing crime to escalate to such levels that Prime Minister Barrow in the House meeting had to concede and admit that “we are living in a violent country”, no consequence to the government’s key press officer who, despite the evidence of cocaine found in his system during his traffic accident which resulted in the death of a Belizean, is welcomed back UDP style and increasing the cost of fuel, the cost of living and the level of unemployment to unprecedented levels. A Prime Minister and a government that justifies the egregious behavior and actions of their colleagues must go. It is time to teach the UDP a lesson, from the Municipal Elections right through to the General Elections. The people of a country should never be taken for granted. Belize can do better than this and must. For the women of this country, it is even more critical now to demand a change because after three terms of a UDP government, there has been no legislative change or policy direction that improves the working and living environment for young girls and women of this country. The women in this country can play a critical role in bringing the much needed change to the country. Women have always been a driving force behind political campaigns - women who have helped to shape in a very significant way the landscape of this beautiful country. It is women involved in leadership positions as members of the PUP that created the meaningful change and greater access for women and girls in Belize. It is time again, once again, for women to rally the troops across the country to insist that decorum, dignity, professionalism and integrity of regulatory institutions be brought back. It is time to ask yourself, if you are sick, tired and fed up of your living conditions and of the obscene actions of this government, what will you do? Be the change you want to see. Connect.

THE BELIZE TIMES
MY PERSPECTIVE By Dolores Balderamos Garcia
ANOTHER WOMAN OF SUBSTANCE Like several colleagues and friends, I like to follow as closely as I can news out of Jamaica, our Caribbean big sister and also fellow CARICOM country. Jamaica's population is roughly ten times that of Belize. They also, sadly, have an astronomical murder rate. We are not far behind, as our murder rate is almost as high per capita. Jamaica is also known to be a place that has many people who display egregious homophobia, something that we in Belize must do well to avoid by all means. This doesn't mean, though, that strides have not been made in Jamaica where advocacy for human rights is concerned. There are many rights and advocacy groups, and Jamaicans are known as leaders in various spheres. Jamaica is a country of astounding natural beauty. Blue Mountain Peak rises to over 7,400 feet, and it is a joy to visit Ocho Rios and Montego Bay. I would like to get to know the interior of the country better. I used to laugh and tell friends that Jamaica is the most beautiful country in the world, after Belize. I spent three years there pursuing my studies, and I still have several good friends and colleagues there. Most are of course attorneys, and they have done well for themselves in many pursuits – business, private practice, local government, judgeship, education, etc. Naturally, too, I have to mention that Jamaica is home country for two outstanding jazz musicians, Monty Alexander and Ernest Ranglin. Not to mention that Jamaica continues to shine at the pinnacle of the Track and Field sports world, a feat that very few countries can equal or surpass. The country has recently marked the retirement of their first woman Prime Minister, Portia Simpson Miller, and her successor seems likely to be a woman whom she mentored and supported. Today's Jamaica Gleaner has an interesting story about her lasting legacy and greatest contribution being the educational opportunities she provided for many over the years. Numerous professionals from extremely poor backgrounds are quick to acknowledge that they owe their achievements to their long serving member of Parliament “Mama P,” as she is
affectionately known. She directly paid school fees for some, provided employment opportunities for the parents of others, and for still others she was a role model and mentor, and she helped them move out of the generational poverty that bedevilled their families. For many, she is their superstar, and they recall that Simpson Miller took care of the children and the elderly, never caring if they were of her political party. But the main focus of this piece is another Jamaican woman of substance, who has just been given the prestigious Twelfth CARICOM Woman of the Year Award. She is Shirley Pryce, a former domestic worker who rose through the ranks to become President of the Jamaica Household Workers' Union. On receiving this award, Shirley Pryce has said that she didn't think the award was for a person of humble beginnings like her. She thought that it was for the elite, hence her surprise and pleasure. A beaming Pryce said: “I don't think this award is for me. This award is for all domestic workers and civil society groups and NGOs and other trade unionists that worked along with us. We did this together.” She is currently a social worker with Jamaica's National Housing Trust, and hers is an outstanding contribution to trade unionism and women and development in the Caribbean. She is also an executive member of the International Domestic Workers Federation. She has been very committed to the cause of workers' rights, and she has advocated for equal rights and better pay for domestic workers nationally and internationally. “I am a leader, and I am not afraid to speak,” she says. “If you love what you do, you go out there and do it to the best of your ability.” Shirley Pryce is to be congratulated highly, and she will receive her award at the next CARICOM Heads of Government conference in Grenada. At this time of focus on the inadequacy of the minimum wage here at home, let us take a page from the Shirley Pryce book and become advocates in our own way for those workers who must receive better remuneration for their labours.

THINKING OUT LOUD BY: KEVIN BERNARD
I’ve been thinking for a while now that politics in Belize is really a very strange creature. Or I should maybe say that politics – as a concept – has been transformed into a very strange creature. And I wander why we accept it. Yes, I am a politician, and I like to think that I have held strong to my principles and moral values, my integrity and honesty and kindness towards others. But much more than being a politician, I am a Belizean. I am a politician – politics is my passion, perhaps even my calling – but I am a Belizean first, foremost and always. My country and my people will always come first. And isn’t that what politics should be? I remember when the Prime Minister came to Orange Walk in 2015 with his fancy SUV and bodyguards all around. He stood on a stage on Liberty Avenue and told the people of Orange Walk that if they didn’t vote for the UDP, they would get nothing from Central Government and there would be no development in the town. Do you all remember that? He said it. Now this is the leader of the country telling our residents that if they don’t vote red they get nothing. And the crowd cheered and the flags waved and we accepted that. How do we accept things like that? Why do we allow politicians to divide our people like that? Orange Walk is a small community. Belize is a small country. But our people have become so deeply divided along political lines that I feel it has hampered our development. How it should work is like this. Every Belizean of voting age has the right to support the political party of their choice. That right can never be taken away from any of us. If you choose to support the PUP because you believe in their message, then do so by all means. If you choose to support the UDP for whatever reason, then do so by all means. But when those ballots are counted and the results are in – we are still ALL BELIZEANS. When those who are given the opportunity to serve stand in the Governor-General’s office and put their hands on the Bible, they swear to serve all of us – every one of us. That is the sacred oath. The oath is not a commitment to serve all those who voted RED or voted BLUE, or maybe did not vote. My friends…I say it again. It is time to bring integrity back to political office. When I took office
as Mayor my mandate, my job was and is to serve ALL residents of Orange Walk Town. I work for all of you, regardless of your political affiliation. We have paved and upgraded probably around fifty major streets at last count during the recent infrastructure push, and that infrastructure will benefit all residents of this town. We have to be able to put aside our political differences after campaigns and after elections and realize that we are all Belizeans who should be united for the betterment of our country. We should all want that. I was disgusted by the comments of the Prime Minister on that day, to the point that I have never forgotten his remarks. I feel that he disrespected our community and I feel that he disrespected his office because as the Prime Minister he is the leader of the nation and his job is to serve all of us, not just those waving the red flags. I also take this opportunity to make note of one thing which has disturbed and concerned me. My political colleague, Gaspar Vega, returned to the House on Friday after a long absence. He was welcomed back by those on the government side, treated somewhat like a hero returning from war. But Vega is not a hero returning from war. This is the man who was forced to resign because of a scandal and because of corruption and even alleged misappropriation of public funds which ended up in the hands of his son. I have nothing personal against Gaspar Vega or any member of his family. But I do not feel that this is right. In fact, this is one of the reasons why politics has become so distasteful in Belize. When that scandal broke, Mr. Vega disappeared from the public political scene. He never gave an explanation, never denied the allegations although that would have been difficult because of the overwhelming evidence of corruption. And now he is back, ten months after. So what happens now? Are we to just let bygones be bygones? All is forgotten, all is forgiven? How can we expect integrity and honesty from our politicians if we don’t demand it? Didn’t we, the people of Belize, deserve an explanation from Mr. Vega? I believe we did. It is time for us to change the term politics as usual. It is time for a second, peaceful constructive revolution.

THE BELIZE TIMES For Sale By Order of the Mortgagee
Un-FRIGGINGbelievable...
On Friday at a House Sitting Dean Oliver Barrow said these words – “We clearly live in a violent country, and it’s true to say that this phenomenon of violence is a crisis.” This is a remarkable admission by this very, very “special” man. I wonder what tipped him off? What happened? Did he get a memo from someone? Did he really just awake from a long frigging slumber to the realization that we are living in a violent country? Didn’t he know? Didn’t somebody advise him before this? Which country has he been living in again? This is incredible. This is a frigging joke. Somebody should slap that fool and tell him dude, I cannot believe the words that just came out your mouth. DOB has been leader of this country, in charge of all decision-making and policies, since 2008. We are currently in 2017. That’s nine years for people who may be mathematically challenged. Nine years. Roughly one hundred and eight months, give or take a couple. Three separate terms of office. He is on his final term, probably in his last few months as leader and NOW, at this point in time, he realizes that we are living in a violent country, and this phenomenon of violence is a crisis. Slap that fool again, please! Belize has been a bloody, violent country for the longest time, Mr. Barrow. In fact, it has been getting consistently worse. If I could put this in perspective a little, well over a thousand Belizeans have been murdered since you took office in 2008. Didn’t you know? Where were you while mothers have been wailing on the streets over the bodies of youth butchered like cattle? There have been so many that I can’t bring their names to mind. I know you can’t either, because they didn’t and don’t matter to you. Does the name Tyler Savery ring a bell, Mr. PM? He’s the seven-year old who was shot down and killed as he went with his cousin down the street to buy a milkshake. His cousin died too. And Tyler’s father had been mur-
dered just two years before. Talk about a family being impacted by violence. But you wouldn’t know about that because it isn’t your family. Tyler isn’t the only child whose light was snuffed out by the senseless violence on the streets. There are others. But you wouldn’t recognize their names. But let’s take a walk down memory lane, if you will Sir. Do you remember the names Edilberto Madrid? Steven Hyde? I’m sure you don’t. In 2015, Edilberto was found floating in the river behind Roaring Creek. His head had been cut off, along with his limbs. For good measure, he had also been disembowelled. Steven Hyde suffered the same fate – except that his limbs and head were cut off so he could fit inside a shallow grave dug for him. See, the ground was rocky and his killers couldn’t dig a large enough grave to accommodate him with all body parts intact. You didn’t recognize violence then? Do you know the name Keona Ara? She was only 18 years old when her murderers killed her in a bathtub, stabbed her multiple times and slit her throat. They then took her body to the dump in Belmopan and burned her. She was identified only by a tattoo. There are so many cases, Mr. Prime Minister. Like Pamela Lino. Her body was found totally burned in her own vehicle just recently, in May. But wait, we don’t even know for sure if the charred remains are those of Pamela Lino because we don’t have that forensic capacity in Belize. So many Belizeans killed, families brutally torn apart by violence and bloodshed, communities living in fear – and this man, this “special” man has only just – this past Friday – recognized that we are living in a violent country. My God. Mr. Barrow - I remember one case that mattered to you. It was when your law partner and best friend was shot, years ago. Back then you wanted to take on the criminal underworld and singlehandedly rid the country of crime. But Rodwell got better and you forgot that he was only but one victim of a terrible disease. Nine years in office and you have done nothing to find a cure, nothing to help. You, dear Sir, are a cold and uncaring man, except when it comes to your family and inner circle. Then you are a champion. I pray that the violence which you finally now know exists will not touch you and yours, as it has touched ours.

PUP Corozal Town Council team
Nothing but Love‌ The PUP Town Council team led by Mayoral Candidate Rigo Vellos has been showing tremendous love and concern for their Corozal Town community. On Sunday July 2, they held a community event in the Chula Vista neighborhood in which they hosted almost 100 children to a FUN DAY which featured exciting games and sporting activities. The event was supported by members of the Corozal Town business community and parents in the neighborhood who were grateful that the PUP team showed interest in the community. A number of parents commented that for many years their neighborhood has been abandoned by the current UDP Town Council (who has been in office for 12 Years); therefore, they were inspired by the genuine interest shown by Vellos and his team. The PUP Team led by 5-Time Mr. Belize winner Rigo Vellos and Councillor Candidates Dr. Toni Paharsingh Jimenez, Shamir Alpuche, Hilberto Clarke, Otoniel Riverol, Rodolfo Narvaez and Dilan Cassanova have pledged that community involvement and participation will be a priority for them, and even though they are not yet in the Town Council, they have already begun to prove it with their actions.

One Vision…One People BILL OF RIGHTS The People’s United Party wants to share its vision with the Belizean people. It is rooted in a philosophy that goes back to the Father of our Nation the Right Hon. George Price. Mr. Price always believed ours was a work in progress; he led a revolution that is at its core peaceful, always constructive, progressive and uniquely Belizean. These values remain true today and form a part of our PUP Creed. We are committed to the protection of our territorial sovereignty. We cannot, and will not risk even an inch of our beloved country, from the Rio Hondo to the Sarstoon. And we are committed to an accessible, fair and independent justice system and the rule of law in Belize. The PUP will always seek to achieve social, economic and environmental justice. It is a commitment to the socio-economic improvement of all Belizeans. Our plan is to rid Belize of poverty. To the PUP, poverty is an ugly scar on our nation’s collective conscience, and no amount of cosmetic surgery can paste over the suffering of close to half of our people, most of them women and children, who live on less than ten dollars per day. This is not only a task for governments. We all have a stake in this enterprise, but government must LEAD and bold leaders must show that they truly care. For us the task ahead is clear - to build a Belize that works for everyone, so that every Belizean should come to expect five things. This vision, this determination, has created what we call our BELIZEAN BILL OF RIGHTS. FIRST - Every Belizean should have access to a piece of land. With land we immediately create opportunities for upliftment and personal growth. SECOND - Every Belizean should be able to own a decent home. The 17th Century Jurist and politician Edward Coke in speaking on human rights said: “A man’s home is his castle.” Every Belizean in 2017 should expect such an entitlement whether they live on Bocotora Street or on Seashore Drive. THIRD - Every Belizean should be given the chance to go to school from pre-school to junior college. We have to make education free from pre-kinder to Junior College. If we will give our young people a chance at success, it must start with a good education. FOURTH – Accessibility to quality basic health care is critical, which means every Belizean should be enrolled in the National Health Insurance Program. If we can invest 42 million dollars in a basketball stadium, then we should be able to provide basic health services to all. FIFTH and most important, the driving force behind it all is JOBS - good jobs that can lead to meaningful careers; jobs that will give Belizeans a chance for personal growth and prosperity and provide a hand up for those at the very bottom of the economic ladder. If we do these things, if we create a fair and just society, if we build on these principles we will then be able to change people’s lives and together we will rid our shores of the scourge that is poverty.

In Memoriam In loving memory of
Kareem Clarke
Who passed away two sad years ago on July 6th, 2015 We hold our tears when we speak your name; But the aches in our hearts remain the same. No one knows the sorrow we share when the family meets And you are not there. You fell asleep without saying good-bye but memories of you will never die. We know for sure that your spirit is with us all the time and we communicate in silence. So continue to rest with our Lord until that special day when we are together again. Sadly missed by: Family & friends.

Kidney Failure Ravaging Belize Contributed It is now consensus among the professionals in Belize's healthcare industry that the incidence of hypertension and diabetes, pegged at over 35% or 1 in 3 persons, is an epidemic. One of the expected consequences is that the diagnoses for renal failure will continue to increase to epidemic proportions. This conclusion is further butressed by the contemplation of a 60% national obesity rate among children and young adults. Presently healthcare services for renal problems are provided generally through the public and private providers but there is no comprehensive program to address the issue and the likely onset of an epidemic of chronic renal failure. Last year the Government of Belize and the Government of Taiwan launched a US$2.2m "Capacity Building Project for the Prevention and Control of Chronic Renal Failure in Belize" which aims primarily to train public sector health care providers and establish a tracking and management mechanism for chronic disease cases. The provision of dialysis services for persons suffering from kidney failure was initiated almost 12 years ago through the implementation of a center at the former Universal Medical Arts Center. It is still operational today at the now renamed Belize Healthcare Partners. Dialysis services are also provided through Dialysis de Belice which operates a facility in Orange Walk Town. The Government of Belize subsidizes a program for 32 persons at facilities in Karl Heusner Memorial Hospital and La Loma Luz Medical Center in Santa Elena-San Ignacio. An undetermined number of Belizeans access dialysis in Chetumal, Quintana Roo, Mexico. Reportedly 4 persons also self-administer peritoneal dialysis at home. There is also an undetermined number of Belizeans who have emigrated to the United States in order to access dialysis and kidney transplants. It is believed that over 100 Belizeans resident in-country access multiple dialysis sessions on a weekly basis. That number is expected to increase within the next few years. Most healthcare professionals are of the opinion that as much as three times that number already need kidney care services, particularly dialysis, but do not know it. The number of deaths from chronic renal failure has consistently risen annually and is expected to continue to do so. Whilst the public sector subsidized programs in Belize City and Cayo provide low cost, reputedly as low as $25.00 per session, to 32 patients, the vast majority struggle to pay upwards of $200 per session at the private providers. It is again consensus among Belize healthcare professionals that more than one in three renal failure patients die within 5 years of being diagnosed primarily due to lack of proper care, particularly due to lack of access to dialysis services which is unaffordable.
