DEBT UNCONTROLLABLE Thursday, June 15, 2017 The Hon John Briceño along with Hon Cordel Hyde, Hon Jose Mai, Senator Paul Thompson, Narda Garcia and Sydney Campbell met with the IMF team on Wednesday, June 14, 2017 to discuss the economic situation in Belize as part of the Article IV Executive Board Consultation for 2017. The IMF team was led by Chief of Mission Mr. Bert Van Selm. The discussion centered around the economic challenges that continue to bear on the Belizean people. Among these are the extremely high public debt which continues to be an albatross around the necks of the Belizean people. In 2016 Belize’s public debt was 1.740 M dollars with an increase of 301 million over the debt in

ANOTHER YOUTH GUNNED DOWN Wednesday, 14 June 2017 Belmopan Police have detained one suspect for the Saturday night murder 21 yearold Omar Barahona Jr., a Cotton Tree resident who shot and killed at his going-away party. That suspect will be placed in line-up for and identification parade, and if he is identified by witnesses as the gunman, police will then take steps to charge him. If he is not pointed out, he will then be released from police custody. The shooting that he is suspected of being involve with happened at around 11 p.m. on Saturday, June 10. His entire family had put together a small barbeque and a social in his honour, because he was about to travel
to the US for a new job he had gotten in Iowa. That trip was delayed, and that’s why his loved-ones decided to hold the event for him. They had no idea that the celebration would turn into mourning when a gunman attacked Barahona and his friend. Those closest to Barahona came by to share in the festivities, including Devon Brooks, who is believed to have been the target in the attack on the party. Brooks reportedly arrived that night, and Barahona went outside of the yard to greet him. That’s when a shooter walked up the street, and when he was close
DEBT UNCONTROLLABLE Continued from page 1 2015. This amount means that in 2016 the debt reached 98.56% of Belize’s GDP, a 15.99% rise from 2015 when it was 82.57% of GDP. According to the last data published, Belize per capita debt in 2016 was $4,741 per inhabitant. In 2015 it was $4,006. The position of Belize, as compared with the rest of the world, has worsened in 2016 in terms of the GDP percentage. Currently it is country number 168 in the list of debt to GDP and 121 in debt per capita, out of the 185 published. The lack of prudent fiscal management was another challenge discussed. It was felt by the Opposition that the fiscal adjustments presented by the Prime Minister during the Budget Debate are insufficient to reduce the steep public debt and large fiscal and external deficits. Noted also were the declining international reserves, an issue of very critical importance to the business sector. The diminishing Offshore Sector and corresponding challenges that are now spilling over and affecting the local banking business was another topic that was thoroughly deliberated. The Opposition echoed the grave concern of the business sector of the rising cost of doing business due to the loss of correspondent banks. Hon John Briceño brought up the under performance of the agro-productive sector who has been left alone to fend for themselves. There has been no visible effort by the Government to assist this export earning sector to withstand the external shocks brought upon them. It was discussed that the over $400M of Petro-Caribe funds that were squandered should have been invested in this sector. This would have greatly assisted these industries, who are not only export earners but that play a significant role in employment, to recover from the The meeting ended on a note that Belize’s economic situation remains a very difficult one and that there is a great need for an Economic Plan for Belize that will have the input and consensus of all the stakeholders. This plan will have as the main objective to restore macro-economic stability to the country and should have a strategy on how to improve the growth performance of the economy in the medium to long term.

It is suspected that Brooks gained enemies in connection to a recent robbery in which the proceeds were not equally shared among all participants. He is still facing

Thursday June 15, 2017 Denise “Sista B” Barrow, the Prime Minister’s right hand and caretaker in the Queen Square Division is at the center of another land controversy. She is being accused of strong-arming a piece of property that has been in the hands of the Eric Thompson family for decades. But three new structures have popped up on parcel #444 at number 5 Neal’s Penn Road and Sista B’s attorney is now claiming that they obtained a lease for the land to distribute among Queen Square constituents. On Tuesday, Irene Usher, speaking on behalf of her daughter (a public servant) complained that a significant portion of the lot has been taken away and more is being swiped. On Monday, a new con-
struction began in the middle of the large parcel. Usher says the title is in the late Eric Thompson’s name and his only daughter, Jennifer who is living abroad has given her cousin (Usher’s daughter) the property. Usher says her daughter has been paying land tax which is up to date (at least the records we saw show she has paid up until April 2017) so all that remains is for Jennifer to transfer the title into her daughter’s name. Usher’s daughter moved onto the property in June last year but by August 2016 the political authorities in the constituency had stopped her from proceeding with construction. Her own development has therefore stopped. Prior to that, Usher herself and her family were living on the same land.

As for the family of Omar Barahona Jr., they are dealing with the pain of his loss, and they are trying to remember the best parts of his personality. His cousin, Kenya Guy told the press, “I will remember my cousin as the nice individual he is, very humble, loving, love to run jokes. I have so many videos of him dancing and enjoying life.” His dad, Omar Sr., said, “All I want to tell the person who kill my son, from the bottom of my heart, I forgive him for what he has done to my son."
Irene Usher says they are taking advantage of her daughter who has lupus. She questions how is it that another person can be building on her property when the Lands Department is still accepting her daughter’s payments. Usher notes that even if the Government is acquiring the land, her daughter has not received any letter indicating as much or any compensation for the acquisition. The Land Commissioner has not spoken on the matter and Usher’s daughter says she is seeking legal advice. The Sista B camp is claiming that no one has been able to produce title for the land whether at home or abroad. When the media showed up at #5 Neal’s Penn Road, the contractor hired by Sista B jumped in his vehicle and left.

A SLAP ON THE WRIST FOR YELLOWMAN Thursday, 15 June 2017 UDP House Macebearer, Brian “Yellowman” Audinett will get away with his unforgivable behaviour during a suspension of the Senate Special Select Committee’s May 17th meeting. On that day, he assaulted three members of the media by stoning a cameraman with a pen, threatening to throw another over a railing and grabbing away the phone of a female reporter while threatening to destroy it because she was videoing him and his UDP crowd led by Party Chairman, Alberto August. On Friday June 9th, the National Assembly Staff Committee met to discuss the matter and decided that Yellowman should only be given a warning letter and asked to call the three media persons he aggressed and apologize in the presence of the Clerk of the National Assembly, which he did. He was also warned that if there is a repeat, the Committee will vote against him. The Committee looked at the House Assembly rules, his employment status, etc. Some of the options on the table included his dismissal, suspension or simply a reprimand. The Speaker, Madame Laura Tucker-Longsworth and Hon. Florencio Marin, Jr. were outvoted since the committee is comprised of a majority UDP members who did not find Yellowman’s actions to be as egregious as they actually were. Therefore, they voted for him to stay on with a mere reprimand, not even a suspension. The other members who sided to save Yellowman actually include the current Deputy Prime Minister, Hon. Patrick Faber, the former house speaker, Michael Peyrefitte, Senate President Lee Mark Chang, Hon. John Saldivar and National Assembly staff member Eudice Gibson. The majority appear to believe that because the media did not press charges, Yellowman should be given a pass and face the lightest consequences for behavior that is unprecedented, in the sacred chambers of the National Assembly no less, and by the House Mace Bearer/Sergeant of Arms who, according to the House Standing Orders, should “maintain order under the direction of the Speaker or Chairman.” That’s not all, according to the same Standing Orders, “the Police Orderlies on duty in the House shall be under the direction of the Sergeant of Arms.” No less could have been expected

though when Prime Minister Dean Barrow, as he is wont to do (even with court cases), clearly set out how the members should vote. Notably, there was no Government press release condemning Yellowman’s behaviour. As a matter of fact, while Barrow claimed not to have known of his party chairman’s intentions, he condoned their disruption of the Senate Hearing via the heckling of Lead Opposition Senator Eamon Courtenay which is what led to the suspension in the first place. As you may recall, the men refused to leave and so
the media turned their cameras on them. PM Barrow, when asked if he advised August to target Senator Courtenay at the Senate Hearings stated, “that was an initiative of the chairman, but an initiative as I said, I certainly in fact appreciated when it came to my knowledge that this was taking place. It was just spoilt by the behavior of Yellowman.” Barrow added that he advised Yellowman not to return to the Senate Hearings and regretted his behavior which “in terms of the media cannot be countenanced and so I certainly deplore it, out of hand.” Asked specifically about a possible dismissal of Yellowman
Barrow replied, “if I were a member of that staff committee, while I would insist that some kind of punishment be administered, I certainly would not send him home.” Of note is that the National Assembly Staff Committee nor the Senate Special Select Committee even contemplated any actions against the

This is contrary to the precedent set with COLA members who have been banned from entering the National Assembly based on their actions in September 2016 when they shouted at Church Senator, Ashley Rocke from the galleries.

A Betrayal of Trust

n the news Monday night, the Officer Commanding Corozal reported that his officers and Scenes of Crime personnel were chased from a crime scene by irate villagers of Chunox, a community in the Corozal District. According to Sr. Supt. Dennis Arnold, they were stoned with bottles, mangoes and bricks until they were forced to run, leaving a dead body and scene processing equipment behind. That is an amazing thing, to imagine Police officers running away like that. But it is a sign of the times. There is no trust in the Police Department anymore. There is no confidence in the Police Department anymore. There is no respect for the Police Department anymore. It is a sad thing to contemplate, but it just is what it is. Hours before that hostile encounter between irate villagers and Police, a man was shot dead by officers who claim that he attacked them with a machete. Apparently these three or four trained officers, heavily armed, were unable to subdue this man, and unable to shoot him in the legs to incapacitate him. So he was shot three times - one to the face, one to the neck and one to the upper body. The anger of the villagers is easily understood. The victim was one of them, a friend to them, and now he is dead. And nothing will come of it. The officers will have their version down pat. And dead men tell no tales. So that will be the end of that. We have seen it too many times before. The Police Department is faced with many challenges, and several grave threats. Nobody – absolutely nobody – uses the words integrity or honesty anymore when referring to our Police Department. Those days are long gone. Now the department is riddled through and through with corruption, incompetence and political interference. The Commissioner of Police, the man who should be a role model for the men and women in uniform, is a sad joke, a puppet who dances when his political strings are pulled. This is the man who played games with the evidence which would have incriminated Elvin Penner, protecting the UDP at a time when the Penner scandal threatened to blow them out of the water. Imagine that he disobeyed an order by the Chief Justice rather than hurt the UDP. He destroyed himself to save the UDP so Commissioner Whylie, as defunct as he is, will remain at his job for however long the UDP stays in office. And it has cost the Police Department dearly. Those in the top ranks who remember what effective and good policing really means have no use for the Commissioner. Those who are less concerned with policing than with self-promotion or party affiliation have fallen in line behind Whylie. And the Department has suffered. But the politicization and corruption goes way beyond the lame duck Commissioner. Belizeans have witnessed many instances where political connection has provided immunity from investigation or prosecution. There was a man who fired a gun in Belmopan on election day, in front of many witnesses. Also in front of many witnesses, John Saldivar ordered Police to free this man who had just committed a crime. And that man was never charged. The same can be said for Douglas Grant, John Saldivar’s best friend. He threatened a man with a firearm in front of witnesses and fired his weapon. He was caught on multiple cameras, multiple angles. But because of his connection to John Saldivar, he was given a free pass. The Police handling of that entire situation could best be described as inept, on a good day. And it gets much more sinister. In 2016 Pastor Llewellyn Lucas was murdered in brutal fashion. His head was found in a vehicle belonging to William Danny Mason, a conman, extortionist and alleged kidnapper/killer. Mason was also a very close friend of then Minister of Police John Saldivar, and they shared many private moments together at Mason’s hilltop home. Mason enjoyed the confidence of many Cabinet Ministers, he serenaded many top-ranking Police officers and even was privy to protection by the Gang Suppression Unit, his personal bodyguard detail. Perhaps not many people know that when Mason was arrested in that bar, the head of a man in a bucket in his pickup outside, he was in the company of a close friend of John Saldivar who was allowed by the Police to leave the bar. What happened in that bar, that night, shows the depths of corruption in which the Department is mired. One unit of the Police did not want to arrest Mason. And they stood there against a unit of local Police officers who were doing their jobs. Incredible, isn’t it. There was a standoff between Police officers over Mason. And there are many other stories which demonstrate why the Police Department no longer enjoys the confidence of the Belizean public, too many stories for one editorial. Politicking aside, the decline of the Department is linked directly to this UDP administration which by its actions - and inaction where the fight against crime is concerned – has damaged the once proud and strong Department of men and women sworn to protect and serve. What happened in Chunox this weekend – both the killing of a man by Police and the reaction of the outraged villagers – tells the story of a Police Department in trouble and a country on the brink. That’s as real as it gets.

Una Traición a la Confianza

n las noticias del lunes por la noche, el oficial al mando de Corozal informó que sus oficiales y el personal de escenas de crimen fueron ahuyentados de una escena de crimen por campesinos encolerizados de Chunox, una comunidad en el distrito de Corozal. Según el Superintendente Superior Dennis Arnold, les fueron lanzados botellas, mangos y ladrillos al punto que se vieron obligados a correr, dejando atrás un cadáver y equipo de procesamiento de escena. Eso es una cosa increíble, imaginarse a policías corriendo. Pero es un signo de los tiempos. Ya no existe confianza en el Departamento de Policía. Ya no hay una seguridad con el Departamento de Policía. Ya no hay respeto para el Departamento de Policía. Es algo triste de contemplar, pero solo es lo que es. Horas antes de ese encuentro hostil entre aldeanos furiosos y la policía, un hombre fue muerto a tiros por los oficiales que afirman que él les atacó con un machete. Al parecer estos tres o cuatro oficiales entrenados, fuertemente armados, fueron incapaces de someter a este hombre e incapaz de dispararle en las piernas para incapacitarlo. Así que le dispararon tres veces – una vez a la cara, una en el cuello y otra en la parte superior del cuerpo. La cólera de los habitantes del pueblo se entiende fácilmente. La víctima era uno de ellos, un amigo, y ahora está muerto. Y nada saldrá de esto. Los funcionarios tendrán su versión. Y los hombres muertos no hablan. Así que eso será el final de eso. Lo hemos visto muchas veces antes. El Departamento de Policía se enfrenta con muchos desafíos y varias amenazas graves. Ya nadie – absolutamente nadie – utiliza las palabras integridad u honestidad al referirse a nuestro Departamento de Policía. Esos días son cosa del pasado. Ahora el Departamento está plagado totalmente con la corrupción, la incompetencia y la interferencia política. El Comisionado de Policía, el hombre que debe ser un modelo de conducta para los hombres y mujeres en uniforme, es una triste broma, una marioneta que baila cuando se le mueve la cuerda política. Este es el hombre que manipulo las pruebas que habrían incriminado a Elvin Penner, protegiendo al UDP en un momento cuando el escándalo de Penner amenazó con acabar con ellos. Imagínese que él desobedeció una orden del Presidente de la Corte Suprema para no lastimar al UDP. Se destruyó a sí mismo para salvar al UDP así que el Comisario Whylie, tan caduco como es, permanecerá en su trabajo por el tiempo que el UDP permanezca en el gobierno. Y esto le ha costado muy caro al Departamento de Policía. Los que están en la cúpula y que aún se recuerdan lo qué es y lo que realmente significa una policía eficaz y buena no tienen uso para el Comisario. Aquellos menos preocupados por la labor policial y más así con su autopromoción o afiliación partidaria han cerrado filas detrás de Whylie. Y el Departamento ha sufrido. Pero la politización y la corrupción van mucho más allá del inútil Comisario “pato cojo”. Los Beliceños han sido testigos de muchos casos donde la conexión política ha proporcionado inmunidad a la investigación o el enjuiciamiento. Hubo un hombre que disparó un arma en Belmopan el día de las elecciones, delante de muchos testigos. También delante de muchos testigos, John Saldívar le ordenó a la Policía liberar a este hombre que acababa de cometer un delito. Y el hombre nunca fue acusado por el delito. Lo mismo puede decirse de Douglas Grant, el gran amigo de John Saldivar. Este amenazó a un hombre con un arma de fuego delante de testigos y luego disparó su arma. Esto fue captado por varias cámaras, en ángulos múltiples. Pero debido a su conexión con John Saldívar, le dieron pase gratis. El manejo por la policía de este hecho puede mejor describirse como inepto, en el mejor de los casos. Y se pone mucho más siniestro. En el año 2016 el Pastor Llewellyn Lucas fue asesinado de manera brutal. Su cabeza fue encontrada en un vehículo perteneciente a William Danny Mason, un estafador, extorsionista y presunto secuestrador/asesino. Mason era también un amigo muy cercano del entonces Ministro de Policía John Saldívar, y juntos compartieron muchos momentos privados en casa de la colina de Mason. Mason gozaba de la confianza de muchos ministros del gabinete, amenizaba a muchos oficiales de policía de alto rango y hasta gozaba de la protección de la unidad de supresión de pandillas, La GSU era su equipo de guardaespaldas personal. Tal vez no mucha gente sabe que cuando Mason fue detenido en esa barra, con la cabeza de un hombre en una cubeta en su camioneta afuera, estaba en compañía de un amigo cercano de John Saldívar a quien le fue permitido por la policía abandonar el bar. Lo que pasó en ese bar, esa noche, muestra las profundidades de la corrupción en la que está sumido el Departamento. Una unidad de la policía no rehusaba detener a Mason. Y allí estaban parados en contra de una unidad de policías locales que estaban haciendo su trabajo. Increíble, ¿verdad? hubo un enfrentamiento entre agentes de la policía sobre Mason. Y hay muchas otras historias que demuestran por qué la policía ya no goza de la confianza del público en Belice, demasiadas para una editorial. Pongamos la politiquería a un lado, el deterioro del Departamento está ligado directamente a esta administración UDP que por sus acciones - e inacción en materia de lucha contra la delincuencia – ha dañado al una vez orgulloso y fuerte Departamento de hombres y mujeres que juraron proteger y servir. Lo que sucedió en Chunox este fin de semana – tanto el asesinato de un hombre por la policía y la reacción de los pobladores indignados– cuenta la historia de una policía en problemas y un país en el borde. Esto es tan real como parece.

SEE NO EVIL HEAR NO EVIL Thursday, 15 June 2017 Cabinet Secretary Carlos Perdomo went back before the Senate Select Committee to tell them that he knew nothing about the corruption happening all around him when he was the Minister in charge of Immigration. Business Senator Mark Lizarraga challenged him for about an hour or so on the witness stand about where he thought his ministerial responsibility for the wrong doings started, and where it ended. From Perdomo’s perspective, he is absolved everything that went wrong when he was in charge of the Department. The Auditor General’s report has shown proof that the Government of Belize knew as far back as 2005, there was corruption at the Immigration Department. In the report, the auditors noted that they found a confidential memo which former Immigration Director Jose Zetina wrote to the minister who was in charge of Immigration at the time. It is dated, September 12, 2005, and it says, “In the Nationality and Residence Section, corruption stems from facilitating and speeding up the process of applications once payment is made to certain individual civilians who run this section. These applications are then given priority by ensuring that they meet all the requirements with documentations in order and submitted for vetting ahead of others. In some cases, delay tactics are used to pressure individual applicants to pay for the services… On selected applicants, approvals are intentionally delayed or applicants are told further checks or documentations are needed in order to influence payment for the services.” But, Perdomo was asked if he knew anything about corruption at the
immigration department, he said last week that didn’t know except when people made jokes about it. From his perspective, the only time he ever knew that wrongdoing happened there was when he heard his “friends” joke about which public officer had “big house”. As a lame duck Minister in charge of Immigration, he and the other officials only reacted to clear cases of human trafficking. He never actually went into the Department trying to fix the systems that he met there. He was simply a placeholder, the new Immigration Minister in charge, and the status quo of corruption continued, business as usual. Like other politicians being forced to confront their incompetence, and failures, Perdomo got defensive, and evasive. At the height of the back and forth between Lizarraga and Perdomo, Senator Lizarraga asked him, “Do you agree that you implicitly and it can be said implicitly tolerated wrong doing under your watch?” Perdomo responded, “I don’t agree.” Under Lizarraga’s intense cross examination, Perdomo finally relented and admitted under oath that he and other in charge of immigration had no foresight. One speculates that maybe they were indifferent, they just didn’t consider the seriousness of the wrongs committed at that department. Lizarraga put it to him, “I’m trying to find out what it is that you and your colleagues did to fix this system that you knew was flawed and that everybody knew was flawed except you maybe but you knew that things were happening.” Perdomo, apart from attempting to deflect and downplay the seriousness of the question, finally answered, “The question is I don't know. We didn't talk about solutions.”

POLICE KILL CHUNOX RESIDENT Wednesday, May 15, 2017 Corozal Police have garnered the ire of Chunox villagers who feel that excessive force was used the evening of Friday June 9th. The police had been called out to diffuse a situation involving a belligerent tenant who was being evicted but refused to leave. Instead, he threatened the female landowner with a machete just as he had done back in March when the proprietor told 44-year-old Richard Allen Garcia that their rent free arrangement which lasted years had come to an end because she was ready to develop her land. The allegation is that Garcia came out swinging with a machete at the cops who knocked at his door and they in turn opened fire hitting him to the face and upper body at least three times. Feeling that officers should have gotten things under control without causing Garcia’s death, an angry mob of around 150 people attacked the cops and scenes of crime technicians at nightfall when they attempted to process the scene. The cops were hit with all that the crowd could find including rocks, mangoes, bottles and sticks. Several officers sustained injuries and mobiles were also damaged. In the end and despite warning shots, they were forced to retreat leaving behind Garcia’s body, an unprocessed scene and their equipment.

The police’s version is that one of the four responding officers knocked at the door only to have Garcia emerge swinging his machete. That caused the officers to back up and one fell to the ground. When Garcia advanced toward that officer, another fired warning shots then aimed at Garcia when he did not stop. Marleni Teck, Garcia’s relative disagrees, “If he attacked the police according to what the police report says that he attacked the police with a machete, the other police could have shot his foot or his arm, but not on his head,” she said. The cops had apparently gone out armed with M16s because according to the officer commanding Corozal Police, Senior Superintendent Dennis Arnold, “it’s best you go over armed than under armed.” The following morning when police returned to process the scene, they did so in a caravan of a dozen mobiles with cops armed with heavy artillery and riot gear. The body was not moved until just before midday. For such a quiet village, claims Teck, it was an excessive deployment. The police are claiming that the residents tampered with the scene and that instead of a machete, it was a stick they found near the body the next day. The scenes of crime kit was missing and
LISA SHOMAN BECOMES FIRST BELIZEAN JUDGE ON IDB ADMINISTRATIVE TRIBUNAL Wednesday, June 15, 2017 Former People’s United Party senator, Lisa Shoman, S.C., has gained the distinction of becoming the first Belizean national to be appointed to serve on the 7-judge panel of the Inter-American Development Bank’s Administrative Tribunal. She applied for the six-year position last year with one of her recommenders being the Chief Justice, Hon. Kenneth Benajamin. Shoman was shortlisted from a number of applicants then sat through an interview process followed by a second short list. Eventually, two adjudicators were chosen, among them, Shoman. It is the first time any Belizean has applied for and won a position on the Tribunal. The judges are selected based on their competence and integrity and should be qualified to sit as judges on the highest judicial courts in their respective countries. The Tribunal settles disputes having to do with the employment relationship with the bank or the corporation with staff members. The seat of the Tribunal is Washington, D.C. but because the Tribunal operates by sessions, Belize will remain her permanent home and she will travel during the sessions. The decisions of the Tribunal, according to Shoman are made not in accordance with any one country’s laws, but rather based on a network of jurisprudence. She considers this an exciting second step in her legal career as she has always had an interest to sit on the bench. Of the accomplishment she stated, “this shows we can spread our wings and have an impact not only in our own country but also in the wider Caribbe-

Monday, June 12, 2017 Tracy MacKinnon, 27, was two months away from giving birth to her only child who would have been named Alicia. However, one visit to the Karl Heusner Memorial Hospital (KHMH) left MacKinnon childless. According to her, on May 3 she visited the KHMH after enduring massive contractions. There she was given three injections, one to stop the contractions and two to develop the child’s lungs. MacKinnon alleges that within hours after receiving those injections her baby’s heartbeat had stopped. Sources close to the MacKinnon family have indicated that upon receiving those injections she had been begun trembling uncontrollably and was near unconscious. However, officials at the KHMH did not provide any assistance and simply looked on as the expectant mother was having a frightening reaction to the medication. According to sources close to the family, it is believed that MacKinnon was overdosed or was given the wrong medication. Her family’s suspicion only increased when they learnt that MacKinnon’s patient file had gone missing, making it impossible to track what drug was in her injections. Strangely, according to KHMH officials, the file was never seen on the hospital’s surveillance system. Sources close to the family have gone on the record to indicate that there was no file for Mackinnon even on the day when she had gone into surgery to remove the child from her uterus. On that same day when she got up to go into surgery, a huge hole was observed beneath the sheet in the mattress where she was laying. A closer look at it revealed that a nasty black gooey substance was coming up and out of the hole. However, it could not have been from the expectant mother because she had been wearing diapers. That mattress was later destroyed by the hospital. Two weeks after this ordeal,

authorities at the KHMH had promised to investigate the matter and convene a meeting with the MacKinnons. The scheduled time has passed and the MacKinnons had not received any calls to attend the meeting and so took it upon themselves to visit the hospital last week. Before authorities could provide them with an update they were asked if they would file a lawsuit against the hospital. In that meeting authorities indicated that the file was not recovered. They also indicated that the child had died because her placenta had been disconnected. Sources close to the MacKinnons have indicated that the family does not believe
the hospital’s version of what led to the child’s death and are calling for the recovery of the file which contains critical information. When we spoke to officials at the KHMH, they were unable to provide the information

on the missing file or the other claims made by the MacKinnons. They would only tell our newspaper that an investigation would be conducted into the matter to determine what exactly went wrong. The family has indicated that they will be seeking legal redress.

MY PERSPECTIVE By Dolores Balderamos Garcia
WHITHER THE POLICE? I would begin this entry by saying that what I am about to discuss is deeply troubling to all Belizeans, if we are upright citizens who care a great deal about our country and its development. And as if to confirm my thoughts, I stumbled upon an article about South Africa titled “A Graft Scandal Enveloping South African President Jacob Zuma's Government Has Laid Bare the Chaos Swirling Around the Nation's Law Enforcement Agencies and Their Vulnerability to Political Manipulation.” I said to myself, this is exactly what I want to talk about in our local context – the reality of political manipulation and control of the Police Department and the inability of the Police Department to operate as an independent, competent and skilled law enforcement agency. What has happened in South Africa is that several independent inquiries have uncovered credible evidence that wealthy families influenced government appointments and contracts, this coinciding with changes in the heads of the Police Force and its special investigative unit. There was the looting of billions of rands of State funds, the investigations show, but no one has been charged or arrested due to the blatant politicization of law enforcement agencies. I believe that last week's Amandala editorial got it right in calling the state of affairs in Belize concerning the Police a socio-political crisis. I don't think there is any exaggeration there, as we must all be extremely troubled. First of all, the head of the Police Department, the Commissioner, is not seen as an independent professional who has integrity and can command respect. I think immediately of the Order of Mandamus issued by the Chief Justice a few years ago telling the Commissioner that the Police must investigate then Minister Elvin Penner and the sordid scandal in which Belizean nationality and a Belizean passport were issued to a criminal who was in jail in Taiwan and had never set foot in Belize. I was in Court for the ruling. Naturally, we know that the Commissioner never did what the Court ordered him to do. The Police Department is now
being seen as a boys club, hostile to and not supportive of its women. Witness the revelations this week that several women police officers have complained about sexual misconduct of some officers, sexual harassment and possible assault, I am sure, except that we have no details because the department wants to hush up the incidents and pretend that nothing has happened. I sincerely hope that media personnel keep up the pressure to learn what has transpired and that perpetrators are dealt with not only internally but to the full legal extent. Clear signs of corruption in the department and evidence tampering at the forensic laboratory must not be overlooked either. This Dorian Pakeman thing stinks to high heaven, and has to lead thinking observers to the conclusion of political interference in investigations. However, it is the political manipulation of the department that is most disturbing. Look at the partisan and politically induced kangaroo prosecution of Pastor Louis Wade. And pictures do indeed paint a thousand words. The image of one puny police officer in the National Assembly trying unsuccessfully to stand up to UDP thugs during the Senate Inquiry hearings because of no political will to have the Inquiry proceed without hindrance, spells a national disgrace. Brute force and ignorance were brought to bear in removing Hon. Julius Espat from the House, so where were the Police when journalists were being assaulted and the people's business being disrupted by thugs? Worst of all, why is it that the Police seem not to have any competence in solving the myriad murders that occur regularly. My impression is that the department is hugely incompetent and completely overwhelmed, with no ability to use forensic science in solving all these homicides. We have to ask - where is the Police Department going? Is there any political will to have properly functioning law enforcement, or is it so very convenient for our political bosses to continue to manipulate the leaders of the department to their whims and fancies? We are deeply in crisis when we cannot depend on the Police. Whither the Police Department? and let's answer this very quickly.

This week my thoughts and prayers are with Pablo Reyes and his family. Mr. Reyes was stabbed three times as he stood outside his shop on Saturday, not bothering anyone. I am told he is currently in a stable condition, and while we hope for a full recovery the sobering reality is that the attack on him could have been a fatal one, and in the blink of an eye, for no good reason at all, we could have lost a good, productive member of our community to violence. It seems now that every time we turn on the news, it is to hear about another shooting, or chopping, or brutal murder. Last weekend a resident of Orange Walk, Brandon Lee Tesecum, was murdered in Corozal. Police say his killer shot him five times in the face with a large calibre pistol. And even as Police try to find his killer, they also have to find out who murdered Zeidy Orozco and Balthazar Lopez. Their bodies were found off the Consejo Road after being missing for a week. And of course, there has been no update on the gruesome murders of Drew Devoursney and Francesca Matus, strangled to death and placed in a remote canefield in Corozal. Then we hear, just this weekend, of a man shot to death by Police in Chunox, and a youth killed in Belmopan. Everywhere we turn, we hear about death and blood and mayhem in our streets, sometimes even in our homes because the criminals have gotten much more cold and bold. I am told that there was an armed robbery Sunday night at the Radisson Hotel in Belize City, and a teacher’s union down south was robbed of over $100,000. There is no shortage of bad news and sometimes I am left to wonder how we got to this point. As Mayor of Orange Walk Town, I feel that it is our responsibility to work closely with the Police Department to keep our community as safe as possible, and to be able to offer our residents a feeling of security and stability. I know that in some parts of the country, it is not a good idea to walk after hours. In Belize City, there are actual zones which are termed unsafe areas. Little by little, we are being held prisoner by
the lawless who are taking control. Step by step, we law-abiding citizens are being held hostage by those who break the law without care or concern. What can we do to stop this trend? We have to, because already for this year we have surpassed the record for murders for the same period last year. If we don’t find a way to curb criminality, we will never be safe, our businesses will continue to suffer, our homes will become our prisons and tourism will die off. That is the reality. Crime is a game-changer. As a leader in this community of Orange Walk that we all love, I call on our policy-makers in Government to first of all recognize that crime is out of control. Somehow, it seems to me that those in power appear to be completely unaware that there is a crisis which needs to be addressed now. Like many Belizeans, I was shocked to find out that the Budget for the Police Department was actually cut this year – to the point where there will be no new Police Officers passing out for the foreseeable future. Likewise, the Budget for the Judiciary was cut at a time when there has been a continuous call for more attention to that arm of government. There are cases where an accused murderer can sit on remand for four, five or even six years before that matter goes before a Judge. Is it any wonder that justice seems so hard to find these days? These are things which the government needs to address – the resources of the Police Department, more training, more officers, a more efficient justice system – but it seems that the will to fix these deficiencies has been lacking. The government can also do what it promised more than six years ago – build a fully-equipped Forensic/DNA-testing facility to assist in the processing of scenes and the solving of crimes. Imagine that we must send away for DNA-testing and it can take six months to a year for the results to come back. It is my sincere hope that the government will put some attention on addressing the crime issue. Our people are demanding it. We need the help NOW.

The Ice Inside His Soul
I wonder what Dean Barrow thinks about when he is all alone, when there are no cameras and no Cabinet Ministers and no bodyguards and no sycophants. Sometimes I wake up long before dawn and can’t get back to sleep, and can’t shut down my brain no matter how I try. I wonder if like me he has those moments when he is trapped in the prison of his mind. And if he does, does he reflect on himself as a national leader, on his accomplishments and his failures? Does he accept that there have been failures, or does he in solitude, like in public, consider himself the greatest of all time? Does he think about the wealth he has accumulated, and spend it carelessly in the fantasy of his mind? I know sometimes I imagine winning Fantasy 5 and I spend that shit down to the last cent even before I actually get up to start my day, broke as ever. Does Dean Oliver think about what he will leave behind when he hobbles away into that imminent goodnight? Does he feel a twinge of guilt when he considers his dealings with Michael Ashcroft which have been so good for he and his family but so bad for the country? Does he feel any remorse for the spending of all those hundreds of million in Petrocaribe money when there is not an iota of poverty alleviation to show for it? Does he shake his head in regret when he realizes that to secure victories for the UDP he has taken the country and people to the brink of insolvency? Does he even realize that he has done that, or does he in the recesses of his mind continue to blame the PUP for all the woes of the world? Does Dean Oliver, in his alone moments, wonder if he shouldn’t have allowed Elvin Penner to be arrested, rather than circle the wagons around him to protect the UDP? Does he wonder if he shouldn’t have cracked down on the corruption in Immigration rather than allow it to continue so that Ministers could reap outrageous financial rewards? Does he think about the cost
to the country when other nations do not trust the validity and integrity of our national documents and our birthright? Does he frown when he realizes that he, as Prime Minister, allowed his Ministers to run wild in Immigration and did nothing because to act would have damaged his Party and consequently his leadership? Does he wrinkle his brow in distaste when he spares a thought for Ministers like Edmond Castro who have given this nation a black eye from which we may never recover? Does he wish that he had cut all ties with Castro from the first moment he learned of the land hustle involving that notoriously shady Minister, way back in 2010? Does Dean Oliver, lying awake in his fancy mansion by the sea, think about his good friend Gaspar Vega? Does he feel any guilt at allowing his friend to stay at the Ministry of Natural Resources to rape the country’s land to enrich himself and his family members? Does he even care that while normal Belizeans are not able to access one little piece of the jewel without jumping through an endless series of hoops, his friend was able to secure thousands and thousands of acres of prime property for himself and for his family members? Does he shudder at the unbridled, unchecked and stinking corruption which he has ignored and which he refuses to investigate, so that he can continue to protect the UDP and himself? Wrapped in his sheets of Egyptian Cotton, does Dean Oliver think about all those persons who are sleeping on the cold, hard plywood floors of shacks in the forgotten southside – in swamps connected by London Bridges, no electricity, no running water, pigtail buckets for toilets? Does he think about all the children who will go to bed hungry, and wake up hungry, or does he in those moments relish the filet mignon he and his family enjoyed for dinner? Does he shed a tear for the abject poverty which imprisons so many Belizean families? Does he even understand how it feels to be so poor and frustrated, without hope? Does he even care. There is a song I like, and one line of it always reminds me of Dean Oliver. It’s called Jar of Hearts, and the line goes like this – “You’re gonna catch a cold from the ice inside your soul…” Who do you think you are, Mr. Barrow?
By Gilroy Usher Sr. Last week Prime Minister Barrow cried foul and told the media he would not pay Lord Ashcroft scores of millions of dollars for his expenses to get compensation for BTL which his administration nationalized in 2009 and will take the matter to court. Almost a decade ago the administration said the seizure was necessary to free Belize from a burdensome accommodation agreement that the previous administration had made with the British billionaire to get him to repurchase the telecommunications company. In their own secret accommodation agreement in 2015 the administration agreed to pay Ashcroft $557 for BTL. That is over half a billion dollars although the company is worth less than $150 million. This agreement stated that Ashcroft should receive an initial payment of 40% of the award. It also stated that Ashcroft is allowed to deduct his expense to get compensation for the company out of the remaining 60% of the award and whatever is left after that deduction should be put in a trust controlled by Ashcroft for community projects in the country. The PM and his UDP administration are now screaming murder with Ashcroft’s claim of over $300 million for expenses with the nationalization as that would leave a pittance of far less than half million dollars for community projects in country. In 2015 the UDP said the award was good for the country because 60% of it would be used for community projects for the Belizean people. At that time neither the PM nor any of his Ministers told the nation that they had agreed for Ashcroft’s expense to be deducted out of that amount first to determine what is left for projects in the country. Why did they hide that information from the Belizean people? With all his knowledge of con-
tracts and what is good for the people and country of Belize why did Prime Minister Barrow and his Ministers give Ashcroft a blank check for his expenses to get compensation for B.T.L.? Why didn’t they insist on a ceiling or a maximum percentage of the remaining 60% of the award for Ashcroft expense with the entire nationalization? People are tired of these political games. The biggest winners in the latest legal battle with the Lord will be all those well connected UDP attorneys including some relatives of the PM. They will rake in millions of dollars more in the ongoing court battles with the British billionaire and the government. The biggest losers in this latest court fight with Ashcroft will be the Belizean people. While millions of dollars will be spent to pay UDP attorneys to battle with Ashcroft, over two dozen families squatting in swamps at Penn Road extension in Belize City will be told there is no money for the government to purchase the land from the private owner to make lots available for them in their own country, and dozens of our loved ones will continue dying every week because the KHMH and other government hospitals don’t have many of the most basic medicine and equipment to provide us with proper health care. Millions of dollars more will be found to pay UDP attorneys for the latest fight with Ashcroft but there will be no money to conduct meetings with employers and employees to raise the minimum wage from $3.30 per hour which is starvation wage to at least $5.00 per hour for manual labourers to afford the most basic things in life. From the Rio Hondo to the Sarstoon and from Benque to the cayes this country is blessed with untold wealthy. Nevertheless due to the political games being played by this administration statistics show that more Belizeans are living in poverty in this nation today than when this set was elected to office almost a decade ago in 2008.

The runners ran 2 laps over the course from Scotiabank parking lot on Regent Street to the first turning point at Mule Park in front of Belize Bank, then down Albert Street to Isaiah Morter monument and around the Yarborough Cemetery, returning to the St. John’s Cathedral, and on to Regent Street to the finish line.

Belize City FC won by the FIFA away-goal tie-breaker rule, in which the away goal counted as 2, giving them the win when they drew 1-1 with Belmopan’s Jewel Fury in Game 2 of the finals. Kimberly Perez headed in the first goal for Jewel Fury in the 71st minute, putting the finish on a free kick executed by Saira Lopez at the edge of the box. Playoffs MVP Kursha Pollard equalized with a long shot from centerfield that sailed over Jewel Fury’s goalie Idania Ramirez in the 86th minute. One Vision…One People BILL OF RIGHTS The People’s United Party wants to share its vision with the Belizean people. It is rooted in a philosophy that goes back to the Father of our Nation the Right Hon. George Price. Mr. Price always believed ours was a work in progress; he led a revolution that is at its core peaceful, always constructive, progressive and uniquely Belizean. These values remain true today and form a part of our PUP Creed. We are committed to the protection of our territorial sovereignty. We cannot, and will not risk even an inch of our beloved country, from the Rio Hondo to the Sarstoon. And we are committed to an accessible, fair and independent justice system and the rule of law in Belize. The PUP will always seek to achieve social, economic and environmental justice. It is a commitment to the socio-economic improvement of all Belizeans. Our plan is to rid Belize of poverty. To the PUP, poverty is an ugly scar on our nation’s collective conscience, and no amount of cosmetic surgery can paste over the suffering of close to half of our people, most of them women and children, who live on less than ten dollars per day. This is not only a task for governments. We all have a stake in this enterprise, but government must LEAD and bold leaders must show that they truly care. For us the task ahead is clear - to build a Belize that works for everyone, so that every Belizean should come to expect five things. This vision, this determination, has created what we call our BELIZEAN BILL OF RIGHTS. FIRST - Every Belizean should have access to a piece of land. With land we immediately create opportunities for upliftment and personal growth. SECOND - Every Belizean should be able to own a decent home. The 17th Century Jurist and politician Edward Coke in speaking on human rights said: “A man’s home is his castle.” Every Belizean in 2017 should expect such an entitlement whether they live on Bocotora Street or on Seashore Drive. THIRD - Every Belizean should be given the chance to go to school from pre-school to junior college. We have to make education free from pre-kinder to Junior College. If we will give our young people a chance at success, it must start with a good education. FOURTH – Accessibility to quality basic health care is critical, which means every Belizean should be enrolled in the National Health Insurance Program. If we can invest 42 million dollars in a basketball stadium, then we should be able to provide basic health services to all. FIFTH and most important, the driving force behind it all is JOBS - good jobs that can lead to meaningful careers; jobs that will give Belizeans a chance for personal growth and prosperity and provide a hand up for those at the very bottom of the economic ladder. If we do these things, if we create a fair and just society, if we build on these principles we will then be able to change people’s lives and together we will rid our shores of the scourge that is poverty.
