SOCIAL SECURITY BOARD INOFFICE PROTEST Monday, March 4, 2019 The Social Security Board (SSB) Employees staged a protest at all the branch offices country wide by banging on their desks for several minutes. This was done as a threat to further industrial action by the majority of the staff who are unionized under the Christian Worker Union (CWU). Several reasons are cited in the media, including social media, for the protest by the staff at the SSB. Salient among the many complaints is the proposal by the Board to “privatize” the employees’ complementary pension fund that holds approximately $9.5M dollars. The apprehension of the employees stems from the fact that this contributory pension fund is financed by both the employees and the SSB and has been managed and administrated by a Board of Trustees for several decades and has never faced any issue. However, now the SSB Board of Directors is proposing to give the management of this fund to a private firm. The Social Security employees do not see a need to start paying “management” fees for what does not have a high cost or any cost to the fund. The majority of employees, and the Union in particular, are very skeptical about the motive behind this proposal. Why fix what is not broken? Who wants to get their hand into the cookie jar? Another reason the Union is up in arms is that some Union Representatives/Shop Stewards are being suddenly transferred out of their home station. This is not only been done in a sudden manner but done spitefully and in a way that puts these employees out of pocket. It is widely believed by staff that this is due to the fact that the Union has been in not-so-friendly negotiations with the Board regarding the Collective Bargaining Agreement (CBA). The Board has tabled the removal of several benefits that the staff has enjoyed for many years and the Union is not taking this latest move lightly. Discussions with SSB employees, throw out the dissatisfaction and low morale among the employees of this institution. Employees feel that they are being asked to bear the brunt in the reduction of expenses in the name of efficiency but the Board and higher management are not participating in the belt tightening. From what we are hearing here at the Belize Times, last Monday’s employee’s action is only a preview to coming attractions. We will wait and see!

SOCIAL IMPLICATIONS AT THE UB-GALEN GAME Thursday, March 7, 2019 Victory is in the quality of the competition, not just the final score. But, that is not what happened on Monday night after a brawl broke out at a game between two tertiary level institutions, namely Galen University and the University of Belize. The ATLIB football match was played at the Isidoro Beaton Stadium, Belmopan. Information on what started the brawl is not forth coming but, a release sent out by University of Belize (U.B.) indicated “internally, we are investigating the incident and will collaborate with each other and with the ATLIB Sport authority in its investigation and disciplinary process. Both Universities will work together with ATLIB and with our students to ensure such violence does not escalate and reoccur. At this time, we can state irrevocably that the persons firing the guns are neither Galen or UB student nor employees of our institutions.” It has been confirmed that the male person who fired several shot in the air was an off-duty police officer who was at the game. On Wednesday March 5, 2019 COMPOL Chester Williams told the media “I am disturbed by what I saw, not only from the officers who discharged the firearm, but also from the students who were apart of the game.”
The president of the PUP Youth Movement has written an article on the sad realization that violence has become infringed within our Belizean society but more importantly within our Belizean youth. He started off by referring to the football game “showed how our government has failed us as citizens and more importantly the youth of our country. …A football game between universities should never lead to gun violence and should rather be a gateway out of violence and an escape to greener pastures” End Quote.

By President I write this article with a heavy heart as it is a sad realization that violence has become infringed within our Belizean society but more importantly within our Belizean youth. Mar. 7, 2019 Pregnant student murdered in Valley of Peace The nude, decomposing body of eighteen year old Joan Gabourel, a high school student of Valley of Peace, Cayo District, was found on Saturday afternoon off the Valley of Peace Road. She had last been seen alive on Wednesday, February 27th, when she left home on bicycle for a friend’s residence. But the friend told family members the next day that she never made it, and searches within the community proved fruitless. Gabourel, mother of a one-year old daughter and four months along with her second, was found with multiple stab and chop wounds and injuries consistent with being hit with a blunt object. of the ones involved as the gunshots rang out. That single inaction denotes how guns and gun violence has been entrenched within our Belizean core. A football game between universities should never lead to gun violence and should rather be a gateway out of violence and an escape to greener pastures. However, the actions demonstrated by these two schools are unacceptable, and inexcusable. I have all trust and faith that both institutions will deal accordingly with the culprits after their due diligence is done. However, that is not enough, our government has failed our youth from a very young age. When you see a government willing to only invest on infrastructure and bloated contracts and not on the human resources component of our society we are in for a rough ride. When you see nepotism rotting the halls of Belmopan and Minister’s children obtaining scholarships to study cosmetology and the youth in Lake I cannot get a high school scholarship, we know we have failed. That is the dire situation our youth of today face. Violence became a way of survival for many and even those that manage to get out of the situations, still resort to it whenever they feel the need arises. As President of the BYM, and on behalf of the entire BYM executive we urge all youths of today to put down the guns, to love one and other and to help us grow and build a Belize that works for everyone. I also call on the government, to realize the problems of crime and violence and lack of opportunities for young people and to adhere to this. Get your priorities straight Mr. and Mrs. UDP and realize that the lives of the youth matter, we are the future but you must help mold us and give us the necessary tools to create a bright future and not one riddled in violence and senseless acts.

STRENGTH IN NUMBERS

e are just about a month away from the April 10th referendum date. While at first, most Belizeans viewed the issue with some apathy, as the day fast approaches it all seems to be catching ablaze and getting very heated very fast. The two major parties have declared opposing positions on the issue. The People’s United Party (PUP) filed a claim in the Supreme Court this week. In it, the PUP is asking the Court to establish if in fact the Minister of Foreign Affairs had the authority to “legally bind Belize to the Special Agreement and the Protocol without prior legislative approval.” Furthermore, as Article 7 of the Special Agreement requires a binding Referendum, it is not clear whether the Referendum Act provides for one as it now stands. The opposition has for some time now emphasized that there has been unjustifiable frenzied haste by the Government of Belize (GOB) to have the referendum. They undoubtedly do not want to afford Belizeans enough time to consider unbiased information or even to contemplate the wider repercussions the Referendum may bring. What should have been an unprejudiced presentation of information to the voters has quickly decayed into an all-out Vote Yes Campaign. The emphasis has shifted from getting the entire process precisely right to just getting the desired YES result no matter the unethical means. There are many Belizeans that are still confused about the unfounded Guatemalan Claim. This United Democratic Party (UDP) Government; Dean, Sedi et al want you to trust in them, that even though you may not understand the complexities and legal jargon of the information meagerly presented to you, they the experts guarantee a favourable outcome for Belize at the International Court of Justice (ICJ). We have heard that before from this GOB, especially right before they lost every case on their dismal track record for litigation. In the event you understand and speak legalese and are still persuaded to vote NO they will try to convince you that you are being emotional and unpatriotic and, in some cases, even uneducated. Let’s be real and let’s be raw. Belize is far from ready for a referendum of any kind, least of all one that could decide if we go to the ICJ. Thousands are left unable to register because of the chaos that is the Vital Statistics Unit. We have witnessed through video accounts how persons not employed by the Vital Statistics Office are allowed access to sensitive information and we have seen the shambles of records piled high in complete disarray. Article 7 of the Special Agreement requires us to have a binding agreement which we cannot guarantee is contemplated under our present laws. We are uncertain that the Minister of Foreign Affairs had the authority to sign on behalf of Belize for the Special Agreement without first receiving approval from the House of Representatives and Senate. There are too many uncertainties which must be dispelled. There are issues which must be resolved to ensure that each and every citizen of Belize that qualifies and desires to become a registered voter can do so. We can all agree that living in this democratic country, Belize, is idyllic. In Belize one person means one voice, one vote. We are all equal at the ballot box, none more important than the next. The vote of the expert, of the elitist, of the learned, of the pseudo-intellectual, the massive landowner, the not normal people are no better and count for no more than the vote of the cañero, the farmer, the fisherman, the garbage collector, the student, the teacher, the mechanic, the unemployed, the poor, the uneducated. It comes down to this simple question…how many more of us are there than there are of you? #NO2DICJ.

stamos a un mes de la fecha del referéndum del 10 de abril. Mientras que, al principio, la mayoría de los beliceños veían el tema con cierta apatía, pero al acercarse el día rápidamente, todo parece estar en llamas y calentándose muy rápido. Los dos partidos principales han declarado posiciones opuestas sobre la cuestión. El Partido Unido del Pueblo (PUP) presentó una demanda en la Corte Suprema esta semana. En ella, el PUP está pidiendo a la corte que establezca si, de hecho, el Ministro de Asuntos Exteriores tenía la autoridad para “obligar legalmente a Belice al acuerdo especial y el protocolo sin la aprobación legislativa previa”. Además, como el artículo 7 del acuerdo especial exige un referéndum vinculante, no está claro si la ley del referéndum prevé para uno tal y como está ahora. La oposición ha subrayado desde hace algún tiempo que el gobierno de Belice (GOB por sus siglas en inglés) ha tenido una prisa frenética e injustificable para tener el referéndum. Sin duda, no quieren permitirle a los beliceños tiempo suficiente para considerar información imparcial ni incluso para contemplar las repercusiones más amplias que el referéndum puede traer. Lo que debería haber sido una presentación de la información sin prejuicios a los votantes ha decaído rápidamente en una campaña de votación hacia al Sí. El énfasis de lograr un proceso totalmente justo y adecuado ha pasado a centrase a nomas conseguir el resultado deseado de Si sin importar utilizar medios no éticos. Hay muchos beliceños que todavía están confundidos acerca de la infundada reclamación guatemalteca. Este gobierno del Partido Democrático Unido (UDP por sus siglas en inglés); Dean, SEDI et al quieren que confíen en ellos ya que a pesar de que usted no entienda las complejidades ni la jerga legal de la información que se le presenta de forma escasa, los expertos garantizan un resultado favorable para Belice en la Corte Internacional de Justicia (CIJ). Hemos escuchado eso antes de este GOB, especialmente justo antes de que perdieran cada caso en su pésimo historial de litigación. En el caso de que usted entienda y hable jerga legal y todavía este persuadido para votar NO, tratarán de convencerle de que usted está siendo emocional y antipatriótico y, en algunos casos, incluso sin educación. Seamos reales y seamos crudos. Belice está lejos de estar listo para un referéndum de cualquier tipo, menos de uno que podría decidir si vamos a la CIJ. Miles están sin poder registrarse debido al caos en la Unidad de Estadísticas Vitales. Hemos presenciado a través de testimonios de vídeo cómo a personas no empleadas por la oficina de estadísticas vitales se le permite el acceso a información confidencial y hemos visto el desastre de los registros amontonados en completo desorden. El artículo 7 del acuerdo especial nos obliga a tener un acuerdo vinculante que no podemos garantizar este contemplado en nuestras leyes vigentes. No estamos seguros de que el Ministro de Asuntos Exteriores tenga la autoridad de firmar en nombre de Belice para el acuerdo especial sin haber recibido primero la aprobación de la Cámara de Representantes y el Senado. Hay demasiadas incertidumbres que hay que disipar. Hay cuestiones que deben resolverse para asegurar que todo y cada ciudadano de Belice que califique y desea convertirse en un votante registrado pueda hacerlo. Todos podemos estar de acuerdo en que vivir en este país democrático, Belice, es idílico. En Belice una persona significa una voz, un voto. Todos somos iguales en la urna, ninguno más importante que el siguiente. El voto del experto, del elitista, del instruido, del pseudointelectual, del terrateniente masivo, de la gente no normal, no es mejor y no cuenta más que el voto del cañero, el agricultor, el pescador, el recolector de basura, el estudiante, el maestro, el mecánico, los desempleados, los pobres, los sin educación. Se trata de esta simple pregunta... ¿Cuántos de nosotros somos más de que lo son ustedes? #NO2DICJ

Celebrating our Belizean Women
Hi everybody. March 8th is International Women’s Day -- a day to celebrate remarkable women and girls everywhere, and to do all we can to defend the rights and dignity of everyone. The United Nations has declared the theme for International Women’s Day 2019 as a time to “Think equal, build smart, and innovate for change.� It is calling on the international community to focus on “innovative ways in which we can advance gender equality and the empowerment of women.� While International Women’s Day should be a time to celebrate what progress we have made, look at those areas we must change and recognize those courageous Belizean women who have played a crucial role in the development of our nation. This year we acknowledge this day with heavy hearts as we morn the loss of yet another of our young women 18 year old Joan Gabourel. We join with all her friends and family in extending our heartfelt condolence to her family and the families of all our young women who died violent deaths this past year. In the People’s United Party we have been working hard with our United Women’s Group to come up with policies and plans to help our women play an equal part in the decision making processes in our Party. To achieve greater inclusion in leadership, more of our women and young girls need to get the best education possible because we believe education is the best way out of poverty. Those barriers that prevent our girls from going to school and from graduating must come down so that they can get good jobs that will help them to climb the ladder to top positions in government and in the private sector. In the PUP we are looking at education differently. Our education plan will ensure that all families are able to meet school fees for their daughters. Those barriers that prevent women and girls from not only achieving equality, but also feeling that they are equal must come down. We will do what we must to put a stop to all forms of gender bias. Madam Liz and Jane Usher are PUP women we honour and celebrate. But we also honour women like the late Signa York, the first woman Dean of St. John’s College Sixth Form. Justice Michelle Arana one of the first female Supreme Court Judge. We want a new generation of doctors like Lisa Johnson, the first woman surgeon to graduate from UWI medical school and we want successful businesswomen like Ninnette Martinez Kelly, Kay Menzies, Dahlia Castillo and others who are women entrepreneurs. As the leader of the PUP I am working hard to ensure that Belizean women and girls are successful. Our Party will make sure that our Belizean girls are not denied the chance to learn for we want women to contribute to our work in building a Belize that works for everyone. Barrow to Court Kudos to Hon. John and Hon. Julius for taking Mr. Barrow to Court. For his entire three terms, the lame duck Prime Minister has spent the people’s money like it is his own, without any transparency or accountability, and now, finally, he will have to answer for it. It’s a clear cut case. The Finance and Audit Act states that the government needs to go to Parliament to get approval for spending. Barrow spent, then came to the House for approval. This man really believed that he was a god ruling from on high. Lock him up and throw away the keys. Here at the Belize Times, we’ve been lighting candles since we got the news, praying that when Barrow does stand before a Judge, it is the same Judge he criticized and attacked just the other day. Talk about poetic justice. Cellblock At least in the people’s Court, and on a level playing field, there’s no doubt that the Prime Minister is guilty. And guilty people should be behind bars right? Hmmm. We notice Chester has been fixing up the cellblock at Queen Street, making it all plush and comfortable with new paintjob, private baths and showers. Could this be in preparation for the arrival of the Prime Minister? You never know. Stranger things have happened. This week Chester invited the media to spend a night in the cellblock just to try it out. It’s a really nice gesture, but here at the Belize Times we can’t accept. Because we are so nice, we’ve decided to give our spot to any number of Ministers in Barrow’s Cabinet, top dog included. It would be good for them to get an idea of what faces some of them in the not so distant future when the PUP gets into office. Shameful What happened during that football game in Belmopan was shameful. We expect much more of our youth, especially those who are attending our universities. We are glad that both UB and Galen stepped up and took responsibility. Kudos to them. Unfortunately, the Minister of Police doesn’t have the same level of integrity or maturity. According to Mr. Saldivar, he sees no problem with a couple off-duty Policemen jumping out of the stands onto the field and waving their guns around like lunatics. He also sees no problem with one of those off-duty cops firing his weapon. But no surprise there. We hear the off-duty cops were assigned to the SPU, aka Saldivar’s Police Unit. Also, we know that Saldivar is quite fond of his affiliates shooting weapons in crowded areas. It’s happened quite a few times before. What is it they say about men using guns to compensate for some inadequacy? Big Bandit It’s funny. John Saldivar wants to be the leader of the UDP, but he surrounds himself with these strange people who are always in the centre of some controversy or the other. It’s like he needs them to stroke his ego, or something else. We know that at least two of them have lost their US Visas for roles played in the Immigration scandal. And now, Saldivar has apparently confirmed that his run man, Big Doug, is the owner of the new Bandits Sports Lounge at the Isidoro Beaton Stadium. That’s an LOL moment, because everybody knows that Big Doug is only the front for Big John. But the interesting question is – who pays the utilities at the Sports Lounge? Who pays for security at the Sports Lounge? No wonder the Belmopan Town Council is always broke. It’s a real pity Khalid is such a wuss and allows Big John to walk all over him. He’s a pretty decent guy. Not altogether smart. Or altogether talented. Or altogether capable. But decent. Are YOU Listening? When Mr. Barrow lost the use of his back and other appendages, he seems to have lost his hearing as well. But he will get the sense sooner rather than later. Big up brothers Kareem, Anthony and Dickie who had the brains and the b…s to do the research and take this Referendum issue to Court. We the people are not ready to go to the ICJ until certain things are put in place, until certain things to strengthen Belize’s case are done, and we will not back down. These UDPs in power think that they are the best and the brightest, but we the people have felt the pain of loss after loss in the Courts. We couldn’t afford to lose all the millions we have lost, and we are not prepared to risk any part of our country until the UDP gets its act together and gets it right. Mr. Artificial Borders, you need to listen. Mr. Lame Duck PM, you need to listen. We won’t get another chance to get this right.
CRIME REVIEW Continued from page 2 Fifty-five year old Clement Mangar, a marshal of the People’s United Party and resident of the Maya Mopan area of Belmopan was shot three times Monday night while on his way home. Mangar told reporters he recognized his shooter, a neighbor who called him by name before firing. He was hit in the chest and abdomen. He says the shooting is linked to the case of Nicolasa Cus, whose house was dismantled by officers of RECONDEV after multiple notices for eviction. Mangar was supporting Cus and believes he may be targeted again./// Ladyville family suffers home invasion Jeffrey Elijio remains in hospital after being shot inside his Ladyville residence on Monday. The thirty-five year old was at home with family when he answered a knock on the door and was shot once in the abdomen. One of the invaders threatened his common-law wife and an accomplice was also present. The family is clueless as to who ordered the attack and what it was
about./// Cops fire shots to stop football brawl The football rivalry between the University of Belize Black Jaguars and Galen University Eagles took a nasty turn during a match Monday night at the Isidoro Beaton Stadium in Belmopan. A scuffle broke out between players and fans, prompting two off-duty officers to run onto the pitch and fire their weapons in the air in an attempt to break up the fight. Commissioner of Police Chester Williams, as well as University of Belize president Dr. Clement Sankat, expressed their dismay at what happened. The Commissioner stated that they have spoken to the policemen. The matter of the cops’ actions is before the Professional Standards Branch, however both the Minister and Commissioner admit they may have done things the same. Both universities are conducting their own internal investigations and one player who was a member of Saldivar’s Belmopan Bandits PLB team has been suspended for three matches. The match finished 4-2 to the Jaguars.///

A Not so Happy Women’s Month Angeles Itzab Thursday, March 7, 2019 On the eve of Women’s month, the family of 18 year old Joan Gabourel released an official missing person’s report and only three days later her body was found brutalized. A family left to mourn the passing of a young, bright, cheerful woman; on the month in which we should be celebrating the successes and strengths of all our Belizean women. Let us also not forget that on the very first day of Women’s Month, Belmopan officials decided to leave a hard working woman without a roof over her head, with her children sleeping out on a mattress exposed to the open environment. On this day, as women of the People’s United Party along with Oscar Mira and other concerned residents of Belmopan stood up to prevent such an injustice, the police officers who were tasked with keeping the peace and whose job entails to protect the people, did just the opposite. In a video that has since then been circulated around social media, it can be seen that from early on the police officers were not there on friendly terms. They can be seen pushing around the protesters including Oscar Mira. But the most despicable thing
that happened was the arrest of Rocio Quiroz, who according to by standers did nothing that would justify the force in which she was dragged across the yard and into a police patrol. Tanya Santos who is president of the United Women’s Group (UWG), and who was out there in support of Nicolasa Cus got a gun pointed at her when all she was doing was trying to figure out why four police officers were needed to arrest a defenseless young mother. This year’s theme for women’s month is “Think equal, build smart, and innovate for change.” Is it possible to believe that the police officers thought that the meaning for “equal” meant that it was okay to perpetuate the same amount of violence and force that they are used to on lawless males, on defenseless females? Women’s month has been off to a disastrous beginning, with senseless murders, acts of violence and injustices towards women. The most disheartening aspect of all of this is that the Special Envoy for Women and Children has remained silent. The same Special Envoy who was able to put out a press release on a Sunday on a cyberbullying matter, cannot speak out on the grotesque killing of a young
mother, on the excessive manhandling of a woman by police forces, or on the injustice that Ms. Cus who is a mother of two girls, now without home. This in no
099 way is trying to belittle the severity of the matter on cyberbullying but an attempt to highlight the disparity in recognizing issues that affect women. Ms. Cus, Ms. Tanya and Ms. Quiroz, who are everyday women.///

The Unit hopes to have the issue resolved no later than the close of business today. Kindly note that registration continues at public hospitals. The Management of the Vital Statistics Unit sincerely apologizes for any inconvenience this may cause. The note above was the closest that the Vital Statistics Unit and the UDP Government has come to apologizing for being basically incompetent at the registering our births and deaths seamlessly. This colossal problem has been slow-brewing for some time now; its foul stench floods the entire country and harms the re-registration process. The vicious circle continues, we can all see how the Referendum on the existence of our country is severely compromised. ANY ONE person whose vote is suppressed and any voter who is disenfranchised drives a stake into our democracy and the heart of our country. Truly hurts. On February 18, 2019, The PUP went literally to the doors of the Vital Statistics Unit to signal this to them. Ladies and Gentlemen, take a look at how your VITAL STATISTICS are handled.

VICTIM BLAMING
Belizeans seem to have this tendency to blame the victim of an incident or occurrence without thinking through the whole situation or having some circumspection when terrible things happen to good or unsuspecting people. Immediately what comes to mind is the matter of the teacher at a high school in Orange Walk. Reportedly, she took or had some photo or photos of herself taken in a private setting, which, because they have been released, have placed her in a most compromising situation. Actually her privacy has been violated in a dastardly way. But, you know, you will have those “upstanding” persons who will be quick to blame her and who will say, without thinking carefully and compassionately, that she ought not to have allowed such “naked” photos of herself to have been taken in the first place. “Holier than thou,” they have rushed to judgement. She is immoral. She is indiscrete. She is tainted and sinful. But she is really the victim here. Some persons or person with totally malicious and hurtful intent has spilled these pictures, and now the teacher is fighting to keep her job and to be treated with some fairness. Likewise we have seen the horrendous extortion of a minor, a schoolgirl, who found herself in a sexually explicit video, which was released to the public apparently by the person who was exploiting her in the most shameful of circumstances. Yet we still have those who will blame the victim. She should not have been doing what she was doing. It serves her right, they say. In this day and age of high powered mobile telephones with cameras and other capabilities, it is of the utmost importance to counsel our young people and exhort persons in general, especially women and girls, to be ever so careful with the use of these technologies. I have to say, however, that more and more we are seeing the public beginning to be understanding and circumspect. Any progress along this line is quite welcome. And since the attention of authorities is focussed, we may start to have the introduction of further legislation to deal with perpetrators of the terrible cyber bullying that is so easy carry out. I go now to the matter of the “freeway” nearing completion between roughly miles two and five in the Philip Goldson Highway area of Belize City. I cannot for the life of me understand why it has been done in this way. The contractor is saying
‘don’t look at me; I am only doing the dictates of the Ministry of Works.’ The Ministry of Works, also like Pontius Pilate, is saying it is wrong for people to try to cross the freeway. They bleat self-righteously, but the hypocrisy of their utterances comes right through. I think of the definition of a foreign consultant – someone who will take your own watch and then tell you the time. Whichever foreign consultant designed that stretch of road had no regard for ordinary persons, like the teacher who was knocked to her death while crossing the road to try to go to the shop, perhaps for some milk for her baby. She was wrong to have taken that risk, they say. Again, I see this as victim blaming. What foreign consultants and the ministry have done is really to create a death trap. I think that even the person whose car knocked that poor teacher to glory can be seen as a victim. He perhaps thought he was on a freeway because of the way the roadway is constructed. Surely there was no expectation on his part that someone would have tried to cross at that point. I can see the sense of the crosswalk near the Sol building and on the other side the Sea Shore supermarket. I have seen persons using this crosswalk. Then too, the crosswalk near Brodies. Many people use these walkways on a daily basis. I cannot however, see the sense of a crosswalk by the Reimer roundabout as I call it, since the Reimer Feedmill store is close. I have never seen anyone crossing the roadway there, yet there are not one but two pedestrian crosswalks there ! This is nonsense. The crosswalk should have been placed between Divine Mercy church and DK supermarket. The more populated areas of Buttonwood Bay and Belama are there, not at the fancy roundabout by Reimers. What were they thinking ? I call these few examples which I share here instances of victim blaming. Authorities who lack basic compassion hasten to pontificate, and what they are doing is, as I see it, victim blaming. In the cyberbullying instances as well as in the instance of the roadway experience for our people there must be less victim blaming and more understanding and empathy from the public and from those in positions of authority and responsibility. Come on Belize, we can do better than this. Down with victim blaming.

We cannot say we love the land and then take steps to destroy it for use by future generations”. —John Paul II— In 2013, during its sixty-eighth session, the General Assembly of the United Nations decided to proclaim March 3, the day of the adoption of the Convention on International Trade in Endangered Species of Wild Fauna and Flora, World Day of Nature, to celebrate the fauna and flora and to make everyone aware of its importance. In this resolution, the General Assembly reaffirmed the intrinsic value of wild flora and fauna and its various contributions, including ecological, genetic, social, economic, scientific, educational, cultural, recreational and aesthetic contributions to the sustainable development and well-being of humanity and recognizes their important role to ensure that international trade does not threaten the survival of these species. Many of the most emblematic and threatened wildlife species live in biosphere reserves. The Program on Man and the Biosphere and its World Network of Biosphere Reserves play a key role on the conservation of wildlife through various projects and initiatives, with the Alliances being the best way of dealing with such situations. It seems that we all agree on the beauty and variety of wild flora and fauna that exists in nature and the multitude of benefits that the conservation of these life forms have for humanity. However, not all human beings contribute to such conservation. From its origins, the human being has always tried to know the nature, since
on that depended its survival, but it has not always been able to measure the consequences of its acts, reason why the survival of many animals is more and more worrying. The human being, directly or indirectly, is causing the balance between species to be seriously threatened. Therefore, we must all reflect to change our daily habits, taking care of our natural resources. In this way, we will be reducing our environmental impact and protecting the life of other species. Children are the future of our planet! So, help your children, grandchildren, nephews, to awaken their curiosity and respect for nature and conscience of the need to preserve them. What can we do? 1. Let’s go hiking to some natural park, protected area, zoo, gardens. Identify trees, animals, birds’ trills, etc. 2. Care for a plant or a seed, let them be the “gardeners”! 3. Encourage them to discover an unusual animal they do not know. 4. Films with environmental values. If we join forces, we can mitigate the serious threats to wildlife! The World Day of Nature was proclaimed by the United Nations with the aim of publicizing the beauty and variety of wild flora and fauna, as well as raising awareness about the multitude of benefits that the conservation of these life forms has for the humanity. URBAN AND RURAL POVERTY FUNDING NEEDS TO BE AUDITED!!!! By Hilly Bennett Thursday, March 7, 2019 The People’s United Party standard bearer for Belize Rural North Marconi Leal, provided Vibes Morning Show, The Whip, a couple weeks ago, with graphic details of abandonment and neglect for the Belize Rural North constituency. Similar sentiments were expressed by Dolores Balderamos Garcia on Tuesday March 5, 2019 regarding the Belize Rural Central constituency. The images provided by Leal revealed the atrocious conditions of centres across the span of BRN. Community centres are strategic environs utilized by villagers to voice concerns affecting their way of life. It is [the] place to conduct meetings, social events necessary for the upkeep and enhancement of those villages. These structures at varying times have been transformed into hurricane shelters. One of the greatest concerns of many of the village people is the unfair treatment in water distribution. Clearly, Edmond Castro, sitting representative for Belize Rural North cares NOT for the well-being of the majority of the residents living in that constituency. In October 2014, an agreement was signed by Prime Minister Dean Barrow with the European Union (EU) amounting to US $67.5 million in Washington DC for rural poverty alleviation. US $33 million was funded as part of the European Development Fund in the quest to eradicate poverty. Curiously, $400 million plus was funded under the late Commandante Chavez’s Alba Petro arrangement to alleviate the conditions of the poor, inclusive of rural areas across the Jewel. The central purpose of the aid packages (excluding Petro Caribe monies) was to improve the conditions facing the people of rural Belize through economic and social development. Evidently, the intended purpose has not been realized. A World Bank publication “Attacking Rural Poverty-How NON-Formal Education can help”, Phillip H. Coombs with Manzoor Ahmed, 1974 stated in the introduction: “No problem is of greater worldwide concern today than poverty that shackles one-third of the world’s people. The well-publicized economic gap between nations- the haves and the haves notis one dimension to this problem. The gap between cities and rural areas are yet another. It is clearer now than perhaps it was a decade or so ago that only through concerted efforts to develop rural as well as urban areas can the people

of the world’s poorest nations take the first step beyond sheer subsistence.” It is the absence of a concerted effort by government and its representatives which continue to fester rural poverty. The three-term Barrow government continue to receive funding on the backs of the poverty stricken Belizeans. Those monies are being siphoned into the UDP political spigot and redirected to projects benefitting UDPs. Rural poverty among human beings relates to unsatisfactory conditions to individuals living in settlements outside of urban areas (town and cities). In Belize, it is clear that most rural centres of population are lacking in satisfactory human living – light, water, proper health-care and proper roads. However, some settlements are far better off than others because of UDP political connectedness. In 1975, an initiative was launched under the People’s United Party government in an attempt to alleviate the conditions of rural Belize. The Rural Education and Agricultural Project (REAP) was initiated by the Ministry of Education, the portfolio of Honourable Said Musa. The project had the cooperation of the Agriculture Department of the Ministry of Natural Resources, the 4-H Agency of the Social Department and cooperation of American Relief everywhere (CARE), the US Peace Corp and Heifer Project International. The project created a paradigm shift from the British model of academic training, substituting it with some non-formal educational models. The educational authorities found that “in a system which has structured the primary and secondary school curriculum along academic goals intended to lead to a college or university education, only a very small percentage of rural children could realistically be expected to overcome the academic monetary and social hurdles which blocks their path.” REAP was geared to aptly preparing the individuals/participants in the role of developing rural Belize and in furtherance “developing the agricultural basis of the national economy, to benefit Belize as well.” Unfortunately, funding dried up, UDP took over as government and this promising venture came to a screeching halt. The writer’s opinion for the continuing depressed conditions in rural Belize today is a result of the United Democratic Party and its leadership lack of regard for the people and lack of vision for a long range solution. “The long range solution to the problem of making rural development programs service the needs of
the disadvantaged majority, rather than a relatively privileged few will, will lie in a deliberate policy of organizing the political voice of the poor, encouraging them to take their rightful place in the local power structure, and ensuring their participation and involvement in the decisions which affect their welfare….but this can happen only with painstaking efforts on the part of planners and promoters of rural development programs, supported by the appropriate national policies to prevent those bodies from being captured by the articulate and privileged minority.” (Attacking Rural Poverty) ibid.
Funding for poverty alleviation and areas relating to the development of the Land of the Free continue to become available to Belize through international partners. However, the political pandering must stop and the allocation of money assistance must be distributed to areas it is assigned. This will require firm management of finances secured for the welfare of the poor. It is urgently necessary for both urban and rural poverty funding to be audited. Poverty must be tackled as a priority as development of people is the greatest undertaking a government can pursue.

By José Jiménez Thursday, March 7, 2019 Belizean readers, local and in the diaspora, have been and are being bombarded with International Court of Justice stories and the Belize-Guatemala issue and rationale. If you have not been reading and unaware on the upcoming referendum on the ‘differendum’, then maybe you are not really Belizean. In this case, one does NOT have the leeway to say, “I noh like politics.” Everyone that lives within boundaries is a political entity. Atlases have many different projections and types of maps. The one that shows countries in different colors and HIGHLIGHTS their boundaries are called POLITICAL MAPS. We all learned this early in primary school. It is a ‘fave’ of many since it is one of the easy fundamentals in a primary school education. It is often a fun lesson with coloring pencils and crayons. Alas! The fun end when you are actually at a border. Around the world, this is often a vicious location. You can see soldiers, high-powered rifles, concertina wire and sometimes high fences. There is often tension even when a river provides the divide. Today, for our country Belize, political mapping is living reality as we have the government of our neighbours alleging that they only want to go to the ICJ to confirm the boundaries. Guatemala’s leadership, cynically, allege that they only want to confirm what millions of atlases and Google Maps, for years, show as borders for our country. They are even allowed motorcades into OUR
Belize for the ‘optics’ of being good neighbours. Who can they fool? If they want to be good neighbours, then they should move out of our protected areas, and legislate a constitutional motion to get Belize out of their constitution. Our confidence in them has deteriorated quite rapidly lately; it definitely did not build. Guatemala’s referendum question should have been(in Spanish): “Do you believe that Belize is a part of Guatemala?” A threshold to that suggestion should be 60percent of their voters to say ‘Yes’ with a ‘60’ percent turnout of a UN-verified voter’s list. Then, if they fall short of that, they should leave Belize alone and really be good neighbourly with trade, agriculture, commerce and tourism. If they need two-thirds of their legislature to change the constitution, then they should also require that threshold in their referendum. Did they FAIL that test on Sunday April 15, 2018? 23.7% sounds like failure. Guatemala’s population doesn’t care for Belize. But here we are in Belize spending millions to backup that minority. But their intentions are not so sneaky. They want us to gamble ALL of Belize making us believe at the same time they want the ICJ to formalize the known border for us. FUNNY!! We should all say NO to gamble the country; especially when, we gamble our country and Guatemala gambles nothing. Trust is not there. Give more effort in building our confidence. There is none now. No... Again, No to the ICJ and Guatemalan leadership’s hidden intentions///

As a community, we are still reeling after the murder of Dwayne Cummings, a star in our community, a young man with his entire life ahead of him, with so much potential. There has been no justice for his murder. In fact, many of us are losing hope that anybody will pay for this senseless crime. We’ve seen it happen before. Dwayne’s friends and family are still struggling to cope with the loss. In fact, I’m told that they have organized another event on for the 23rd of March in the hope that they will keep attention on this case, and it won’t just go away like so many others. I stand with them in solidarity. We cannot allow this to just go away. I will continue to stand with them, because Dwayne meant something to all of us. Last week, we also received
the shocking news of six men who orchestrated a bold robbery at the northern border. In the end, they were caught by officers who responded very quickly. But it could have easily gone the other way. The hard-working ‘Peseros’ could have been shot and killed. Innocent people could have been hurt or killed. The brave officers who responded could have been shot and killed. Belize has turned into a crazy place. I saw video footage of a game between two of Belize’s universities this week which degenerated into a fight. And in the middle of that fight are two men running around with guns waving wildly. One of them is shooting off his weapon. Yes, I am told that they were Police
officers, but to me that makes it even worse. Police Officers should be disciplined and trained to know how to handle a situation like that. Those men certainly weren’t. Anybody who saw that video had to be left with an image of crazy lawlessness. And there are so many other stories, like the teenager who was killed in Valley of Peace, other murders, shootings, robberies. Every time we blink a plane lands somewhere, and the Police never seem to be able to recover the drugs. It’s gotten to the point that almost every time we turn on the news, or go on Facebook, we see footage of stores being robbed, and store owners being beaten up. Its way past out of control. Those who are organizing the vigil for Dwayne Cummings are intending it to be more than that. In addition to demanding justice for Dwayne, they are asking that all Belizeans take a stance against crime in general, against corruption, against injustice, against politics as usual and against all those things which are keeping us down and affecting all our communities today. Again, I am proud to stand with them, because we cannot continue the way we have been. I have stated it before, and I
21 will again. We are a small, tightly knit community in a small country. Whenever something goes wrong—whether it is a brutal murder or funds misappropriated from public coffers by those entrusted to guard it—it affects all of us. Poverty affects all of us. So many social ills affect all of us, and we have to stand against them together. It is the only way we can fix our country. In a matter of a few months, when General Elections are called, I will be asking for the support of the people from Orange Walk East, so I can be your voice in the new government and your voice in the House of Representatives. Real change will take real will at the highest levels of government. For a long time we have been forced to tolerate a government which has no real will to help the people, no real will to deal with the social issues, no real will to tackle crime. This government has been about ensuring that all Ministers, their family members, their cronies and their friends get rich. It’s as simple as that. That needs to change NOW, or we will be here next week, and next month, and next year crying out for justice, just as we are today.
