Baby Alyssa’s Death...

The step-grandmother had to run errands in Belize City, and so Baby Alyssa was left in the care of her son, Everal Martinez, who is Alyssa’s stepfather. Later when the grandmother returned, she was informed of the toddler’s medical distress and the infant was rushed to the Maskall Health Center. She was later transferred to the KHMH. Family members of Alyssa’s biological father say the doctor told them that signs of sexual violence were present on the baby. It is believed that the infant’s undeveloped sex organ was penetrated by a finger. Two days after she was hospitalized, Police arrested and charged Martinez with dangerous harm of a child. After she passed away at the KHMH, those charges were changed to two counts of attempted rape of a child, and 2 counts of attempted assault of a child.

The abuse against Baby Alyssa has received widespread condemnation from the general public, including, NGOs, religious organizations, and other factions of civil society. There is disappointment and rage in the aftermath of her passing, which forced Belizeans to confront the reality that children are at high risk of being physically and sexually abused. On Monday, March 5, one day after Alyssa passed away, Martinez was arraigned before Senior Magistrate Aretha Ford. He was not granted any bail, and he was remanded to the Belize Central Prison until March 18, when he will be brought back to court for his next adjournment. He was represented by attorney Oscar Selgado, while Cheryl-Lynn Vidal, the Director of Public Prosecutions, represented the crown. Outside the court, officers from several police special units acted as security for the court so as to maintain law and order. The Department was cognizant of the public outrage and extreme dislike for the man they have charged. In many forums where baby Alyssa’s death and

We must be angry enough to demand that the necessary actions be taken…”

Montero Family Comes Up Big – Gapi Style

Thursday, 08 March 2018 It appears that the family of UDP’s Rene Montero were taking notes of the Vega family’s get-richquick scheme from the Lands Department. For just a few thousand dollars, they triggered the Ministry of Natural Resources to pay them $1.698 million dollars of taxpayers’ money through land compensations. All compensations date back to land that the UDP Government sold to members of the Montero Family nearing the end of the Esquivel Administration in 1998. According to Grant #573 of 1998, on May 26, 1998, Yvette Montero was allowed to purchase Block #10, a total of 7 acres of land located 6 miles on Northern Ambergris Caye. She paid $3,080. According to Grant #980 of 1998, Miguel Montero was allowed to purchase 20.13 acres at Privassion Enclave Area in Mountain Pine Ridge. On August 26, 1998, he paid $4,486.80. According to Grant #982 of 1998, Ismael Montero was allowed to purchase Block #4, which is 10.2 acres of land, located which is again located at Prevassion Enclave Area in Mountain Pine Ridge. On August 26, 1998, he paid $2,203.52. According to Grant #986 of 1998, Yvette Montero was again allowed to purchase Block 50, which is 10 acres of land located at Prevassion Enclave, Mountain Pine Ridge. She paid $2,204.18 on August 26, 1998. Jaime Montero, was allowed to purchase 5 acres of land 6 miles Northwest of San Pedro. Alejandro Montero was allowed to purchase 10 acres of land located at the Prevassion Enclave in the Mountain Pine Ridge Area. In Grant#975 of 1998, Alejandro Montero was again allowed to purchase another 4 acres of land, located approximately 6 miles northwest of San Pedro. When the Musa Government was elected to office, Opposition Leader John Briceño was appointed as the Minister of Natural Resources, and the Cabinet at that time decided collectively, that the lands sold to the Monteros had to be taken away. In a press conference on the topic on last Thursday, Briceño told the media, “These lands were given 2 months before the general elections… Remember, there was this fleecing, …them giving away land before the general elections and then these lands were acquired back by the government… It was a cabinet decision that these lands needed to be taken back into the hands of government for two reasons. One is that the Prevassion Enclave was an important watershed and the Forestry Department was against it from day one… It should have never been given out, and they were asking that it be taken back and closed off for

watershed protection. And the other one was [that] this land on northern Ambergris Caye was not settled yet and you could have never worked out a compensation but they waited their time, they wanted to wait until their government got in. Then, who do we have there? Gaspar Vega and Montero.” Those compensation agreements happened between August 2009 and 2011, and those few thousand dollars became hundreds of thousands of taxpayer dollars. For her 2 pieces of land that the Musa Government took away, the Barrow Government paid Yvette Montero $245,000, and $80,000 respectively. Miguel Montero got the sweetest of sweetheart deals in this instance.

His 20 acres in the Prevassion Enclave area, for which he paid just under $5,000, earned him $721,000 in compensation from the public purse. For his 10 acres at Prevassion Enclave, for which Ishmael Montero paid just over $2,200 dollars, he got paid $82,352 dollars in compensation. Jaime Montero was paid $175,000 in compensation for his 5 acres of land northwest of San Pedro. For his 10 acres of land at Prevassion Enclave, Alejandro Montero was paid $80,000 in compensation. For the 4 acres of land Northwest of San Pedro, he got a far better deal. He was paid $395,000 from taxpayer money. Of course, the biggest losers in

these types of compensations are taxpayers. Poor people remained poor, and some instances, they got poorer. The Montero clan became almost $1.7 million dollars richer, off the public purse. Opposition Leader John Briceño summed it up best when he said, “To add salt to injury as you would say they were given 7 percent interest from the date of acquisition. So, when you combine everything the interest is approximately $1 million 369 thousand 331 dollars. The Montero family have been compensated by we, the taxpayers of this country a grand total of $3,147,383. This is a direct indictment of Cabinet and the Prime Minister and the Minister of Finance.”

EDITORIAL MESSAGE SENT

A

s this editorial is being written on Thursday, in the wake of Municipal Elections 2018, Prime Minister Dean Oliver Barrow has reportedly called an emergency meeting this morning at UDP Headquarters in Belize City. It is not known what will be discussed at that meeting, but we can assume that it will not be pleasant. There will be criticism and condemnation, accusations and recriminations. It will be a strange time in the UDP headquarters, because they have been winning elections for so long that they may not know how to handle defeat. While there will no doubt still be some arrogant grandstanding, it will be hollow and empty, lacking substance. The UDP has been shaken to its core, not by the People’s United Party. We were just the messengers. What happened yesterday was a message being sent to the United Democratic Party. It was no gentle reminder to do things differently. It was no diplomatic entreaty to govern differently. It was a massive hit, a boulder thrown, a baseball bat swung at the UDP with passion, focus and savagery. It wasn’t pretty. It is not pretty. Belize City, controlled by six powerful UDP Ministers including the Prime Minister and his Deputy, fell to a team which promised nothing but good representation and governance which will put PEOPLE FIRST. That is big. It is huge. In Belize City, for the first time, the UDP understands that the people are getting the sense. They have gotten enough of the arrogance, the greed, the corruption. But maybe more than all that, they have gotten tired of being treated like they matter only at election times and can be discarded in between. The people are tired of being treated like dirt, and of living in dirt while the UDP Ministers and their cronies become millionaires. Who feels it knows it. The people have been feeling it for a very long time. And now the UDP knows that their stranglehold on the city has come to an abrupt end. In the Prime Minister’s Queen Square, the people sent a message. The man who has boasted publicly that he has never had to visit a voter’s home a day in his life should understand that message. In Mesopotamia, another UDP stronghold, the people let Finnegan and Shyne Barrow know that enough is enough. In Collet, where the Deputy Prime Minister has boasted total control, Patrick Faber must now understand that the end for him is very near. The people are not happy. They sent a message. Mad props must be given to Bernard Wagner and his dynamic team, men and women who were able to make the people understand that they deserve better, that they are worth more than a $50 and $100 on election day. But while Belize City was the slap in the face to the United Democratic Party which never, in its most bizarre nightmares believed that power would be ripped from them, the message has been sent across the country. In Orange Walk Town, Mayor Kevin Bernard and his team sent UDP Minister Elodio Aragon Jr. home early. When the votes were counted, the PUP team had won every single box in the north, east and center of Orange Walk Town, including boxes in the north it had never won before. In Corozal Town, after many years of UDP Municipal domination, the PUP team were swept into office on a mandate of good governance and real representation. The UDP were confident that they would maintain that seat, but the people sent a message. In San Pedro, incredibly, the UDP escaped being sent home by only a few votes after a recount. They shed tears because they thought they had lost it all, something they could never have believed would happen. In every area of this country, the PUP gained ground. Kudos must be given to every man and woman who put themselves on a PUP slate because they believe that the time has come to give power back to the people. To our candidates in San Pedro, in the south and in the west of the country… this is not the time to lose heart. You all gave your hearts and souls to this battle for our people and for our country. This has been a great victory for the PUP, but this is only the first of what will be many. We must continue to walk the streets and talk to our people, keep connected to them, let them know that change is coming, and they need to be a part of it and need to make their voices heart. The once mighty UDP is falling. The message has been sent. Together, as one Party and one people, we head to Belmopan. When the PUP wins, the people win. Power to the People.

La Ciudad de Belice, controlada por seis poderosos ministros UDP incluyendo al primer ministro y a su vice primer ministro, cayó a un equipo que prometía nada más que una buena representación y gobernanza que pondrá a la gente primero. Eso es grande. Es enorme. En la ciudad de Belice, por primera vez, el UDP entiende que la gente se está percatando de la realidad de las cosas. Han recibido suficiente de la arrogancia, la codicia, la corrupción. Pero tal vez más que todo eso, se han cansado de ser tratados como que importan sólo en los tiempos de las elecciones y se pueden desechar en entre. La gente está cansada de ser tratada como basura, y de vivir en la miseria mientras que los ministros del UDP y sus compinches se convierten en millonarios. Que lo siente que lo sabe. La gente lo ha estado sintiendo por mucho tiempo. Y ahora el UDP sabe que su dominio en la ciudad ha llegado a un final abrupto. En el área Queen Square del Primer Ministro, la gente envió un mensaje. El hombre que ha alardeado públicamente que nunca ha tenido que visitar la casa de un votante un día en su vida debe entender ese mensaje. En Mesopotamia, otro bastión del UDP, la gente dejó a Finnegan y a Shyne Barrow saber que suficiente es suficiente. En Collet, donde el Vice Primer Ministro ha ostentado el control total, Patrick Faber ahora debe entender que el fin para él está muy cerca. La gente no está contenta. Enviaron un mensaje. Grandes respetos deben ser dados a Bernard Wagner y a su equipo dinámico, hombres y mujeres que fueron capaces de hacer entender a la gente que merecen algo mejor, que valen más de $50 y $100 el día de las elecciones. Pero mientras que la ciudad de Belice es la bofetada en la cara al Partido Unido Democrático que nunca, en sus pesadillas más extrañas, creía que el poder sería serles arrancado, el mensaje ha sido enviado a través del país. En la ciudad de Orange Walk, el alcalde Kevin Bernard y su equipo enviaron al Ministro UDP Elodio Aragon Jr. a casa temprano. Cuando los votos fueron contados, el equipo PUP había ganado cada caja en el norte, este y centro de Orange Walk Town, incluyendo cajas en el norte que nunca había ganado antes. En la ciudad de Corozal, después de muchos años de dominación municipal UDP, el equipo PUP gano con un mandato de buen gobierno y representación real. El UDP confiaba en que mantendría ese escaño, pero la gente envió un mensaje. En San Pedro, increíblemente, el UDP escapó de ser enviado a casa por sólo unos pocos votos después de un recuento. Derramaron lágrimas porque pensaban que lo habían perdido todo, algo que nunca ellos podrían haber creído que ocurriría. En todas las áreas de este país, el PUP ganó terreno. Felicitaciones se debe dar a todo hombre y mujer que se unieron a las planillas políticas del PUP porque creen que ha llegado el momento de devolver el poder a la gente. NO MORE KILLING BY POLICE/BDF!! There are so many horrendous incidents unfolding in today’s Belize. The stealing and misappropriation of taxpayers’ money seem to be continuing unabated, and increasingly the Police and security forces are seen to be abusing their power, going rogue and beating and even killing defenceless citizens. The recent outrage of the murder of Ariel Audinett Salazar of Orange Walk must not happen again. What occurred, it is reported, is that in the early hours of February 23, 2018 seven BDF soldiers and a police officer descended on the home of Mr. Salazar. Apparently, a mobile phone had been reported to them as missing, and the men, eight of them in all, appeared in camouflage outfits and some with masks. They are reported to have put such a vicious and savage beating on Mr. Salazar that he succumbed to his horrific injuries shortly afterwards. It is heart-rending to read what the doctor found on examining Mr. Salazar. His bones were crushed inside him, and these bones punctured his lung and kidney. On his death certificate it was indicated that he suffered internal haemorrhage, massive blood loss and also severe blunt force trauma. The doctor told Ms. Manuelita Salazar, Ariel’s sister, that “everything was broken up in him; he couldn’t live.” Seven of the men who beat him were from a special unit of the Belize Defence Force called the Belize Special Assignment Group (BSAG), and there was also one police officer from the Special Patrol Unit. In the attack two other persons were also beaten and tortured. As the story unfolded, head of the Professional Standards Branch of the Police Department ACP Chester Williams was quick to declaim that the men had no directive from the Officer in Charge at Orange Walk, nor the Regional Commander for the North, nor the Police Commissioner. He said clearly that they acted criminally and that they would be dealt with criminally if held responsible. Indeed, just days later the men were charged with murder, and they have been arraigned and remanded. As an aside I must wonder how the charges will play out. Were all the men part of a joint enterprise

so that all can been seen as equally culpable?? What about the issue of how the men are to be properly identified in Court?? There are troubling aspects here. On listening carefully to the news reports I encouraged the leadership of our party to call for the immediate disbandment of the BSAG. I feel strongly that it just cannot be enough to merely condemn the actions of the rogue officers and thus to let government authorities off the hook. I feel that the Police Commissioner and BDF Commander must take this situation in hand right away. More so, the government needs to signal pellucidly and vigorously that this murderous behaviour will NOT be tolerated. I feel that the disbandment of this particular special unit is the very least that the authorities MUST do to signal their seriousness of zero tolerance for police and security forces brutality and their absolute condemnation of extra-judicial killing of citizens. They have to as well signal that citizens can expect security and protection, not fear and violence from those sworn to serve in the BDF and Police. Belizeans do not need another special unit of BDF or Police officers. What has happened with these officers is that many of them quickly come to think that they can do anything to citizens. Sure, there are many police and BDF soldiers who stay within the law and who obey their orders and carry out their work diligently and with respect for all Belizeans’ constitutional rights. But far too often these “special” forces beat and brutalize innocent persons and conduct themselves in a most reprehensible manner. We need justice for Ms. Manuelita Salazar. She cried out: “All I want dah justice, please. If he did wrong lock him down, but noh kill me lee bredda.” I am surely in full solidarity with her. Let the authorities act quickly and decisively. This cannot be just another outrage, and then we forget until yet another occurs. It has to stop. Do something Prime Minister, Police Minister, Commissioner, and Commander. No more killing by the Police and/or BDF!!

St Ignatius High Girls Win NSSSA Football Championship Punta Gorda Town, March 3, 2018 The St Ignatius High School football girls from Santa Elena, Cayo won the National Secondary Schools Sports Association (NSSSA) football championships hosted by Toledo Community College at the Victor Sanchez Union field on Friday and Saturday, March 2-3. In Game 1 last Friday afternoon, the St. Ignatius girls won 1-0 vs. the Northern zone champs, the San Pedro High School girls with a goal by Jesselle Conorquie. In Game 2 Friday night, the Ladyville girls won 1-0 vs. TCC girls, with a goal scored by Mary Davis in the 17th minute of the 1st half. I thought today that I would be writing about the elections. I am one who tried to never publicly make predictions on FB, as so many did. I never do. I have seen too many sure victories die savage death, and too many upsets. I was amused by the political pundits in the UDP who forecast a massive sweep. That guy who knows all about penitentiary life but obviously knows jack-shit about politics, Shyne Barrow, boasted last week that even Orange Walk would go full red this time. Hell, he couldn’t even bring in his people from Mesopotamia. He’s a stupid fellow for real – good company for Oj whom I am told had to be medicated last night. I am sure quite a few of them had to be – not because of the loss, but because of their arrogance. It gets to me. It really does. I guess it gets to the people as well. We saw that yesterday. So yeah…apart from sending out congratulations to my personal friend Kevin Bernard and his team in Orange Walk, Rigo Vellos and his team in Corozal and Bernard Wagner and his team in Belize City, I’d also like to publicly announce my mad respect for the other slates, particularly the Belmopan team headed by Tanya Santos and the San Pedro team headed by Andre Perez. Both those losses were my personal heartbreaks, but I am heartened by what I see in all municipalities – a determination by those people to stay together and to continue to work for the people. I love it. With all that said, I was talking to a family member probably Tuesday, and I was angry as hell. Keep in mind this was before elections, but I was ranting about nobody seeming to care that this man, Boots, was obviously using fake contractors to milk the public purse – as in stealing from us. A guy, Kirk Lamb, documents in hand, is showing where money was transferred into his account from the Ministry of Works. He explains, quite clearly, that he would then take out the money and give it to Boots. The money was provided to these ‘contractors’ to build houses for poor people in Port Loyola. Except that none of

the poor got any houses. The money would just go to Boots, says Mr. Lamb. Boots claims that Mr. Lamb was one of the top contractors for the Ministry of Works. Mr. Lamb, again quite succinctly, explains that he is not and has never been a contractor. He has never built a house, has no tools, has no contractor’s license and was actually a security guard for Boots. Why I was so angry is because nothing will come of this. These are real allegations, and there is a paper and money trail that can be followed very easily, if anybody cared to look. These are allegations against a sitting Minister in Government, a very senior Minister. You would think that the Prime Minister would be at least inclined to check this out. Mr. Lamb is there. Question the man. Make him give a sworn statement. Let him tell you who the other fake contractors were because he knows. Subpoena the bank records of Housing for the Poor. Subpoena Boots’ bank records. Follow the money. Do something. But nothing will happen. The Police, led by a lame duck Commissioner of Police who seems to be talented only at dancing to the politicians’ tunes. He would never dare to investigate a Minister of Government. The Director of Public Prosecution has no powers of investigation. The Prime Minister will not, nor will any member of his government request or order any investigation. And the matter is done right there. You can take that to the bank, just like the fake contractor did. I am enraged by this. When did we get to this point that Ministers can steal from us so openly and there is no recourse? Nobody will penalize them. Nothing will be done. I remember a man breaking into the Mercy Kitchen one night because he was hungry. When Police came on the scene they found him eating a plate of food and drinking some Koolaid. They arrested him and I believe he was sentenced to five years in prison. For a plate of food and a glass of Koolaid. But these Ministers can take millions. And millions more. And a million or two for a friend. Maybe a million for a crony. Another few million in the pocket. And nothing is done. I am beyond frigging pissed. As I said. This rant was before elections. I am pleased, if nothing else, that the people kicked Boots in the nuts, so to speak. Job well done, Belizeans. Now let’s put his ass in jail.

THINKING OUT LOUD BY: KEVIN BERNARD

Today, on behalf of my team, I express our sincere appreciation for the support all of our residents showed us at the polls yesterday. We are proud and humbled to be given the opportunity to serve you in office again. We are excited and ready to continue the unprecedented works done during our last term. We believe that with the addition of Haresh Vaswani and Big Sanch to our team, we are prepared to serve you even better and to do even more. That is our commitment. I believe that what happened yesterday was the result of hard work – plain and simple – and I don’t mean the hard work which goes into campaigning and election day machinery. That all plays a major role, of course, but I mean the hard work day after day while in office. I mean the hard work of ensuring that the demands of our people are satisfied, that the Council performs efficiently and effectively. Through the years our residents have recognized that we are workers, that we operate with integrity and accountability and that we are very responsible with their money. And that is why we received such overwhelming support. Last night, as ballots were being counted, our team realized that we had won every box, including the Otro Benque boxes which we had never won before. That is recognition of the work that we have done, and it fills me with pride, but also motivates me to do more. And that is just what we will do. Today I also want to thank those many supporters who worked tirelessly to return us to office. I believe that the campaign machinery here in Orange Walk is second to none – not only in its structural efficiency, but because of the passion and power of those campaigners who walked the streets and manned the battle stations. This is not only a victory for us. This is your victory

and a victory for the people of Orange Walk Town. I want to express my congratulations to the UDP team led by Phillip de la Fuente. In every battle there will be winners and there will be losers. That is the nature not only of politics, but of any race. I encourage you to hold your heads up high and to work along with us to bring betterment to the people and to the community. The thing is, we all love Orange Walk Town – while we may be divided along Party colours and along Party philosophies, we are all Orangewalkeños and we want to see our community grow and develop. At the end of the day, we are one people. Finally, I extend my congratulations to my brothers Rigo Vellos and Bernard Wagner and their respective teams. Big things are happening in the PUP these days. I feel, if I could borrow the Belize City slogan, that this is a rebirth of the Party and that we will take back Belmopan whenever general elections are called. I also wish to big up my other PUP brothers and sisters who maybe fell just a little bit short. Do not give up. There is a movement in the making. The people are tired of the United Democratic Party and are ready to return the PUP to office. I encourage you to continue to strengthen ties that you have forged as you have walked in your communities these many days campaigning. Never lose touch with your people. Let them know that there is hope. Lend a helping hand whenever you can. Listen to their concerns and be there for them. This is not the end for you. Far from it. This is just the beginning of your journey to serve your people. My friends, today the work begins anew, and I commit to you as I have always done that the work we do will benefit all residents of this town we love. That is how we have always operated and that is how we will continue to operate – with your support and God’s grace.

CHANGE IS COMING Today marks International Women’s Day under the theme of Press for Progress. Now more than ever we must stand strong, stand tall and not be complacent in our call for gender parity. Yesterday we had Municipal Elections in Belize and several women were elected to serve. Women in leadership do matter. The United Women’s Group (UWG) congratulates all the women who participated in the 2018 Municipal Elections and recognizes the six PUP women candidates who were victorious. The sounds of change were evident at the Women’s Forum held last month. Yesterday’s victories for the People’s United Party have evidenced that the people of Belize are tired of the same old style of politics and want change. Change is coming. To get more women involved in leadership, more women mentors and role models in leadership are needed; therefore, having these women who have won seats in this Municipal Election is significant. All 18 women who contested for the PUP were strong, dynamic and came with diverse skill sets. The United Women’s Group salutes all of you. In the coming weeks, when an analysis of all numbers per polling area are in, it will give a better story of what occurred yesterday. More importantly, it will provide much needed information to encourage more women to get involved. Women in governance brings a focused approach on issues that impact women and various perspectives from women on crime, legislation, health, education, employment and the economy and their impact on our women and children. The President of the UWG, Tanya Santos, may not have won this battle but she is determined and resolved more than ever to keep moving forward and to lead the UWG in ensuring more women are represented on the ballot and in the House of Representatives. The UWG is grateful to Tanya Santos for her leadership and based on the results, she like so many others across the country has narrowed the margins of what was

previously considered “strongholds.” Change is coming. While we celebrate the gains of the People’s United Party, we cannot forget that the country is still in a serious economic crisis where the Financial Secretary himself has conceded the financial woes of a system that is grossly mismanaged. The government is heavily indebted and cannot meet its expenditures given the way it currently operates. Crime is out of control and Belizeans’ sense of personal security is under attack. Gender violence is a pressing issue and legislative reform is in dire need. We must not forget that we have a government that is operating above the law, with impunity, with the most recent demonstration of this being that of Port Loyola’s Area Representative and Minister of Housing “Boots” Martinez. His seriously questionable financial wrongdoings cannot be ignored. We must remain vigilant in insisting that a thorough investigation be done. When less than 60% of the electorate come out to vote, it is cause for concern when all these issues of corruption, bad governance, crime and gender violence abound. When the PUP have victories in Belize City, Orange Walk, Corozal and a woman candidate in Dangriga, it signals a turn in direction and that the people of Belize want better. Change is coming. The UWG calls on all women to press for progress and to get involved. Belize needs more women representation in leadership. Our young girls and boys need to see more women in leadership roles in the governance of our country. Our country needs the change that is coming. Congratulations to Toni Paharsingh, Rozel Arana, Erica Jang, Dr. Candice Pitts, Delthrude Hylton and Aisha Gentle. We stand with you. We thank all the 18 phenomenal women who took up the challenge. The UWG will continue to work with you and for more women to remain engaged and involved. The change is coming. Let’s be the change we want to see. Connect.

Monday, March 5, 2018 The Court of Appeal has asked the Government of Belize to reconsider whether it truly wants to bring an appeal against the biggest gay rights victory that activist Caleb Orozco has had. That’s after the Roman Catholic Church pulled out of the appeal of the Section 53 judgment of the Supreme Court, which makes it legal for consenting adults to engage in anal sex in the privacy of their own homes. Readers will remember that in August of 2016, Chief Justice Kenneth Benjamin delivered a landmark ruling in Orozco’s favour. Orozco challenged Section 53 of the Criminal Code which made “carnal intercourse against the order of nature” an offense. The activist strongly asserted that this law violated his constitutional rights, and after 3 years of deliberation, the Chief Justice agreed. That judgment became a lightning rod of controversy because all of the church organizations in Belize asserted that the ruling signalled moral decay. The Barrow Government initially refused to bring any appeal of the case, but the churches maintained sustained public pressure on the Prime Minister to reconsider. Weeks later, Prime Minister Barrow agreed that the Government would bring a very limited appeal of the Chief Justice’s ruling in which he expanded the word “sex” in Section 16 of the constitution to include “sexual orientation”. That small dispute with the ruling allowed the Catholic Church or the Anglican Church to appeal the entire decision, since they were interested parties in the Supreme Court case. Early after that announcement was made, the Anglican Church stated clearly that they would not participate any further in the litigation. So, that responsibility fell to the Catholic Church; all the other religious organizations that was dissatisfied with the ruling, threw their support behind the Catholics. Last month it was revealed that the Catholic Church did not file their legal arguments in time for the Court of Appeal’s deadline. Their attorney also asked the Court to be removed as their legal representation in this case. Reports are that the court asked them to state their intention in this case. Their response came on Friday,

March 2, when their new attorney, Phillip Zuniga, wrote to the court and the other litigants saying, “Take notice that the Roman Catholic Church, the Appellant in Civil Appeal Number 31… hereby wholly withdraws its appeal against the Respondent.” The Court then sought the position of the Government, represented by Solicitor General Nigel Hawke. He told the court that the Government still intended to have their small dispute with the Supreme Court judgment heard, and that it be decided whether or not the Chief Justice was right to expand “sex” in Section 16 to include “sexual orientation”. Having heard the position of both the Catholic Church and the Government, Justice Manuel Sosa stated clearly that the court would not wish to expend resources on this limited appeal, since there would be no substantive appeal in the case. The court invited the Government to reconsider whether or not they wanted to push this appeal since the Church had withdrawn. After the case, Lisa Shoman, attorney for UNIBAM, told the press, “What the President of the Court of Appeal was communicating to the Solicitor General is that the State should considered very carefully its options as to whether it wishes to proceed, because in the words of the President, one of the principal participants had now left the stage, and that it was virtually the view of the Court that the State stands alone… Courts do not deal with academic matters. There must be a real live issue…The Court has a full docket. The Court has an obligation to manage its scarce resources, as best it can.” So, at this time, Chief Justice Benjamin’s decision stands; anal sex between consenting adults stays legal. As to the appeal of “sex” to also include “sexual orientation”, that is a separate issue, which does not affect the final victory that Caleb Orozco has gotten. The Sol. Gen. will report back to the court on the final position. If the Barrow Administration decides to stay the course, then that small appeal will be heard in June. If the Government drops the case, then the Section 53 saga ends completely.

Terms of Reference UNICEF Belize Consultant on Adolescent Health and Nutrition Nature of Assignment: UNICEF Consultant on Adolescent Health and Nutrition Location: Belize City, Belize Duration: 11 months Start Date: April 2018 End Date: March 2019 Reporting to: Representative Introduction About UNICEF: UNICEF is mandated by the United Nations General Assembly to advocate for the protection of children’s rights, to help meet their basic needs and to expand their opportunities to reach their full potential. It is guided by the Convention on the Rights of the Child and strives to establish children’s rights as enduring ethical principles and international standards of behaviour towards children. UNICEF believes that the survival, protection and development of children are universal development imperatives that are integral to human progress. We work in 190 countries and territories to translate that commitment into practical action. Background of Assignment In Belize, the adolescent population (aged 10-19) account for 20% of the total population (84,000). UNICEF advocates for and supports programme efforts that address the needs and best interests of children from birth through to adolescence. Adolescents are particularly underserved by health programs in Belize. UNICEF has released a new organizational strategy 2018 – 2022, that identifies the 10 to 19 year old age group, or “second decade of life”, as a priority and calls for redoubled effort to improve the health, protection and development of this important demographic. Critical adolescent health issues in Belize include adolescent pregnancy, mental health support, preventing violence and injury including sexual and gun violence and road traffic accidents, preventing cervical cancer through human papillomavirus (HPV) vaccination, preventing iron deficiency anemia, HIV, obesity and other non-communicable diseases. Investing in adolescent health has a significant immediate and long-lasting impact on their health, and that of future generations. UNICEF Belize is therefore committed to advocating for adolescents’ right to health; enhancing government policies to improve adolescent health; strengthening local implementation evidence and delivery of adolescent services and programs; and empowering adolescents through opportunities for meaningful participation and innovation. Justification: An estimated 11% of adolescent girls aged 15 – 19 years have had a live birth. Teenage mothers are more likely to drop out of school, live in poor housing conditions, and be unemployed or in low-paid employment. Children of teenage mothers are more likely to live in poverty, become involved in crime, and abuse drugs and alcohol. The recent MICS showed that teenage boys are more likely to be out of school than teenage girls in Belize (include data here). Adolescent boys in Belize are also more lilkely to be involved in gang violence or violent activity resulting in conflict with the law. UNICEF therefore promotes programmes for better parenting, quality of education, literacy and retention in schools, education on sexual and reproductive health care, violence prevention and improved access to services for all adolescents in Belize. In conjunction with WHO and partners, UNICEF globally has supported the development of the global Accelerated Action for Health of Adolescents (AAHA) framework. This framework encourages countries to adopt holistic health policies for adolescents to achieve good sexual and reproductive health outcomes, prevent injuries and violence, non-communicable diseases (NCDs), drug and substance abuse and promote physical activities and healthy lifestyles. Through its current country programme, UNICEF Belize is supporting the Government of Belize to develop and implement a national strategy for adolescent health. A consultant is being sought to work with the UNICEF Belize team to support this multi-sectoral process and related programme priorities. Purpose of Assignment: UNICEF Country Programme Document (CPD) for Belize, which covers the period 2017-2021, includes the office’s contribution to promoting gender-responsive adolescent health, as well as the support to adolescents through programmes for education, lifelong learning, governance and social inclusion, maternal and child health interventions. A major priority of the CPD is the prevention of violence among adolescents, particularly armed violence, violent discipline and gender-based violence. The consultant sought for this assignment will lead technical support on behalf of UNICEF towards the development of the national adolescent health strategy, the national norms and standards for adolescent health services, evidence generation to guide implementation of adolescent health programme in Belize, and innovative communication and engagement with adolescents to support this broad work on adolescent health to address the major threats to adolescent health in Belize (adolescent pregnancy, mental health, violence and injury including sexual and gun violence and road traffic accidents, cervical cancer, iron deficiency anemia, HIV, obesity and other non-communicable diseases). Scope of work (Work assignment) 1.

Strategy Development: a. Work in close collaboration with the Adolescent Health Technical Steering Committee to develop the National Adolescent Health Strategy for Belize. b. Work with MOH and PAHO to coordinate and complete a costing exercise for a minimum package of services for adolescent health based on the One Health tool. 2. Development and testing of norms and standards for adolescent health: a. Work with the Ministry of Health to complete the development of national norms and standards on adolescent health. b. Provide technical support to and document local lessons from the online field test for Global Adolescents Care Standards 3. Operational Research: a. Work with the Ministry of Health and M&E Specialist to develop proposal and support implementation and analysis of study findings to determine the content and evaluate the effectiveness of routine adolescent health check-ups in Belize. b. Develop a proposal for and oversee implementation of an implementation study with the Ministry of Health and M&E Specialist to explore the effectiveness of telemedicine to ensure access for vulnerable adolescents to specialized mental health support services. Findings from this study will inform development of national guidelines for delivery of specialized care in resource-limited settings. 4. Service scale-up: a. Work with the Ministry of Health, UNICEF ECD and Education Officer and PAHO/WHO to implement the recommendation of the MORES assessment on nutrition. b. Work with the Ministry of Health, the UNICEF Social Policy Specialist and the Probitas Foundation to oversee implementation of the lab and diagnostics strengthening project in Stann Creek, Toledo and Corozal districts. 5. Communication and engagement with adolescents: a. Work with the UNICEF Communication Officer to develop creative communication materials on adolescent health to strengthen country office program advocacy for public awareness and establishing partnerships/alliances. b. Work with the national U-Report Consultant on interactive data gathering from adolescents as well as the dissemination of communication assets on adolescent health. 6. Other potential assignments in relation to health and nutrition priorities jointly defined with the supervisor (including heath aspects in relation to the prevention of violence). Desired background and experience Education: An Advanced University Degree in public health/nutrition, family health, health research, global/international health, health policy and/or management, environmental health sciences, biostatistics, socio-medical, health education, epidemiology or other health related science is required. Work Experience: A minimum of 5 years of professional experience in public health/nutrition planning and management and/or in relevant areas of maternal and neonatal health care, adolescent health and development, health emergency/humanitarian preparedness, Relevant experience in health/nutrition program/project development and management in any UN system agency or organization is an asset. Language Proficiency: Fluency in English is required.
