BARROWBOND 3.0 Wednesday, March 8, 2017 It was like déjà vu all over again as Prime Minister Dean Barrow, the porcine Michael Peyrefitte and a taciturn Mark Espat played national heroes to be adored because they restructured BARROWBOND 2.0 to create BARROWBOND 3.0. Not surprisingly, they were cheered by the usual host of UDP jesters assembled for the joyous event.

What Mr. Barrow has in fact done is what he does so well – malign the PUP while casting the bondholders as villains. He has done the same thing with Lord Ashcroft, his friend of so many years. Barrow continues to blame the PUP for the bond, even though the UDP has been in office for nine years now and has in fact also restructured the bond, besides adding over $1B in debt on the backs of the Belizean people.

Hocus-pocus economics aside, the truth is that all the UDP has done is push back payment – nothing else. The principal debt is still the same as it was before the restructuring. The insignificant savings in interest, $14M over the life of the bond, will evaporate after GOB makes payment of the consent fee, the bondholders representatives and our country’s foreign and local advisors. Mr. Barrow boasts of savings of $600M. does this mean that Belizeans will not have to pay $600M? Absolutely not. THE DEBT REMAINS THE SAME. Only now another Prime Minister and government will have to deal with it, and it is our children who will have to pay. No wonder Mr. Barrow was grinning from ear to ear like a well fed Cheshire cat.

There is no reason to celebrate. What Belizeans need to understand is that the Barrow administration wasted hundreds of millions of dollars in oil money with nothing to show for it. Ask anybody on the street if they benefitted from Belize having oil. None of us normal Belizeans did. The Barrow administration also wasted hundreds of millions in Petrocaribe money, with nothing to show for it. With all that money, Mr. Barrow’s administration has become known as a MALPAGO administration, and they are proud. At the press conference, both Barrow and Peyrefitte boasted that the bondholders were forced to fold because they threatened that if the proposal wasn’t accepted, the government simply would not pay. Try that at your local bank.

Mr. Barrow has been unable to grow the economy. When the PUP left office in 2008 there was a surplus of $90M in the coffers, in addition to $40M of Petrocaribe monies. The UDP will never tell you that.

In nine years since 2008, Mr. Barrow has lorded over six years of primary deficits, with the IMF predicting another year of deficit. The country is in recession, industries are in chaos and devaluation is looming.

Thanks to Mr. Barrow’s secret agreement with his friend Lord Ashcroft, there is another $200M payment due in the months ahead and the government is completely broke! That is the reality.

So those Belizeans firmly attached to the government bubby can cheer for BARROWBOND 3.0 and the fact that the Barrow administration has indebted another generation to come because of its mismanagement and corruption and arrogance.

We who feel it know it. There are dark days ahead.

suffer from a rare form of selective amnesia which we will call Changnesia, in his honour. He couldn’t remember a number of important details.

His name was called in 2 huge immigration scandals which he says he is completely innocent of and to hear him tell it from his perspective, he was simply too trusting, which landed him in bad situations.

So, how does he explain his close proximity to the South Korean Fugitive Won Hong Kim, and what appears to be his attempts to get this man out of a Taiwanese detention center? First of all, he could not deny that he tried to visit Citizen Kim back in September 2013. Cherie Nisbet, Belize’s Ambassador to Taiwan sent an official email to the Government of Belize confirming that, and it was included in the Auditor-General’s report.

Chang testified that while in Taiwan he was informed by Alejandro Young, a friend and charge d’ affaires of the Honduras embassy, that a Belizean was detained by Taiwan. That’s when he told the Senate committee an incredible story; he said that he didn’t know that this person was a South Korean fugitive. He said he thought that he was going to visit a Belizean who got caught up with immigration issues, and that he was just trying to help like he always does when he is at home. From his perspective, he was trying to do a good thing…

He told the Senate Select Committee that he had a lengthy conversation with a Taiwanese Immigration Officer, and when he was given all the details about this man, he backed off and left. So, he said that he was no mastermind trying to get Won Hong Kim freed. In his own words, “I was misled by Mr. Young…I think I was being - I don’t want to use the word set up, but I think I was being used.”

The Senate immediately challenged the many holes in his story, that no veteran diplomat would attempt to seek him out to help a Belizean in a sensitive case like this one because he had no official diplomatic credentials to be able to offer any real assistance. He insisted Mr. Young, who he claims misled him, called on him first, asking for him to intervene. He was challenged again with his reasons for not getting Ambassador Nisbet to handle the case, he said, “Maybe it was my neglect, I think that was

While Dean Barrow and the UDP will never admit it, they were forced to backtrack from their intent to steal another election through refusing to clean up the voters list. It was only after the PUP met with and rallied other organizations including the Belize Chamber of Commerce and the Belize Council f Churches that Barrow acknowledged that his shady intent would not fly.

The PUP has maintained from the very start that the voters list is corrupted, outdated and full of ghost voters. The recent acknowledgement, at the Senate Special Select Committee hearings, by the disgraced visa-less former Director of Immigration that the wide-spread granting of nationality before the 2012 general election led to voter registration fraud, has created great unease in the PUP and among right thinking members of civil society. During the Penner and Castro and August nationality orgy in 2012, countless Guatemalans were granted Belizean nationality. So desperate were the UDP to win, they completely ignored our national security concerns and proceeded to grant nationality to Guatemalans in clear contravention of the Belize Constitution.

something small, that [it] was something small that I don’t have to tell the ambassador right away, maybe I go and visit the person first and find out what is the matter then I call.”

Senator Eamon Courtenay, a veteran diplomat, challenged him that he was being untruthful, and Chang insisted that the Honduran diplomat did call him asking that he go help Won Hong Kim, who he swears he didn’t know was a fugitive.

When he was asked if he participated in any way to get Won Hong Kim that fraudulent passport and nationality, he asserted in the strongest terms that he had no involvement, and that he was innocent.

Under oath, Chang also confirmed that he was friendly with Elvin Penner, the disgraced Minister who worked to circumvent all the checks and balances at the Department to get Won Hong Kim his passport. Senator Hon. Mark Lizarraga asked, “Did you have a relationship with Minister Elvin Penner?” Eric Chang, answered, “Yes, [we] were friends.”

But Chang is also in hot water for 8 stolen visa foils which he allegedly purchased. Of course, he denied any connection to them. He said that everybody who has pointed fingers at him is lying - another instance where he is a victim.

He said that he didn’t buy any visas for $5,000 and he only went with Patrick Tillett to meet with 3 Immigration Officers at the Calypso Restaurant because Tillett was his friend, and Tillett asked him to be there. He said that the conversation they were having did not concern him, and so he doesn’t really remember what they were discussing.

It is clear to all Belizeans, and patently clear to all senators who heard Chang’s testimony, that his testimony was completely bogus. There is little doubt that he will continue to be protected from prosecution by the UDP, but in the Court of public opinion, Chang is guilty as hell and should be arrested and prosecuted to the fullest extent of the law for a variety of criminal offences.

Penner Coming Back DEAN BOWS TO in Cayo Northeast? PUP PRESSURE Wednesday, 08 March 2017 Since the fateful September 19, 2013 GOB announcement that then Minister of State for Immigration, Elvin Penner “did not discharge his responsibilities with either the due judgment and balance, or the scrupulous regard for appearances, which the Prime Minister demands of all his Ministers” and his subsequent ejection from the UDP Cabinet, Penner has maintained a low profile.

Aside from his Court appearances during COLA’s private prosecution of him in relation to the Citizen Kim passport scandal (pleading the fifth every single time to the media), he remained low key.

That is, until almost three years and a half later. Perhaps he feels enough time has elapsed for people to have forgotten his reckless and wanton sale of our sacred Belizean patrimony to a South Korean national who was then imprisoned in a Taiwanese jail.

During the Baron Bliss Holiday weekend, Penner, as part owner of Koop Sheet Metal which sponsors the La Ruta Maya River Challenge appeared on National Radio and Television touching on sports matters. However, it seems there was a gag order on media personnel linked to the race so no one asked him about the very matter that has had him running from the limelight. It appears though that he had rehearsed for his return just in case he was pressed for an interview. And that he was but he prefaced the permission by warning the reporter that he would not answer any questions relating to passports.

Fair enough, so is he working toward a comeback? His response: “If you want to know how active I’ve been, if you want to know how much sympathy and support I have in the Cayo Northeast Division, just go and ask the people.They will tell you. They will speak for themselves. I don’t have to say anything…ask who has been involved with the United Democratic Party in those areas, who they are supporting and you will find out for yourself.”

Apart from his constituency though, Penner had a responsibility to the people of Belize in general. Told that many Belizeans may harbour hard feelings for his nefarious actions, he answered, “I’m responsible to the people of Belize as a Minister; I was responsible for them as a caretaker, as a standard bearer. I will tell you officially, I have never done anything to hurt anybody purposely. Anything that I have done as a politician was to help the people of Belize. As the Minister responsible when this whole thing broke out, I had to take the responsibility. Whatever happened to me, I still love the party, the United Democratic Party is still my par-

ty; the Honourable Prime Minister is still my Prime Minister and I would never do anything to jeopardize or hurt the United Democratic Party. As long as I believe that they are the best party to run this country, if I do anything to disregard them, undermine them or hurt them, I am hurting the country and I am hurting myself and my family and my future grandchildren to come.”

Asked if he regrets what he did or if he would change anything if he could, he stated, “I have always done what I could do in the best of my ability to serve my people and I will never regret that.”

Penner is no doubt one of the hotly awaited witnesses to be called before the Senate Special Select Committee reviewing the findings of the special audit on the Immigration and Nationality Department. Our reports are that he has already been invited to attend and while he refused to speak about the probe, we have received word that he does intend to appear and appear unrepresented, most likely wanting to lay the blame for what happened at the feet of the public officers.

next municipal elections. This of course is an outright lie. If it was the intent of the UDP to comply with the law, they had more than ample time. The real question is, if not now when? If the UDP had commenced the re-registration exercise in January 2016, by January 2018 (2 years) the majority of municipal voters could have been re-registered in time for the next municipal elections due in March 2018. If we buy Dean Barrow’s BS about conducting the re-registration after the next municipal elections, they would have about the same amount of time after the next municipal as they did since the last general elections: about two years. So if they say that they were unable to conduct the exercise between the last general elections and the upcoming municipal elections, how are we to believe that it can be done after when the time frame is pretty much the same: about 2 years?

In the last general elections, there were 196,587 registered voters; of which 112,219 (57.08%) were in urban areas whilst the remaining 84,368 (42.92%) were rural voters. The largest municipality by far is Belize City with 44,018 voters. To re-register all the voters in the largest division in Belize City, Lake Independence (a total of 6,305 voters), it would mean that the divisional office of the Elections and Boundaries Department would only need to process an average of 28 voters per day, if the re-registration process was to start on 1st July 2017and conclude on 17th of February 2018: a total of 230 days. Surely such an exercise can hardly be considered an overwhelming undertaking in modern times particularly when it represents a registration intensity akin to that which occurs during the transfer period (July and August) before an election.

The fact of the matter is that Dean Barrow and the UDP want to go to the next elections with the voters list padded with Guatemalans and with persons who do not reside in Belize. They also wish to call an early general election along with the municipal elections due next March. This is all gamesmanship for Dean Barrow and the UDP. To hear Michael Finnegan spew such filth about the cost of re-registration is absurd and outright foolish. Where was his concern for cost when his government squandered $375 million of the PetroCaribe money? Where was his concern for cost when his government paid out more than $70 million in a prolonged land compensation scam?

Where was his concern about the people’s money when Dean Barrow paid his brother almost $30 million in “legal fees”?

Every democracy is built on the sanctity of the voters list and for Dean Barrow and the UDP to behave as though a twenty year old voters list is not a threat to our democracy is emblematic of their twisted desire to win by any means necessary. But perhaps the biggest threat to our beloved country is that Dean Barrow and the UDP wants to take us to the ICJ referendum with this same voters list that is littered with thousands of Guatemalans. The PUP has spoken. The Teachers have spoken. Now it’s time for the NTUCB, the BCCI and the rest of civil society to speak up. Barrow has given the Teachers the finger but if we all stand in solidarity he will yield.

We all know that for Dean Barrow to do anything related to good governance, he must be compelled!

Questions to Ministers

Would the Member for Queen Square, Minister of Finance and Prime Minister please say how much will be paid to his Finance Ambassador Mark Espat and the Attorney-General Michael Peyrefitte for their roles in BarrowBond 3.0?

Would the Member for Queen Square and Prime Minister please say how much is paid to his wife, the so-called Special Envoy for Women and Children, and his son, the so-called Music Ambassador, out of public coffers? Could he also say how much the government pays in perks and allowances including offices, travelling allowances, driver, bodyguard, etc. for his wife and prodigal son?

Would the unelected Senator and blow-hard Minister of Immigration please say when he will resign that post, based on the revelations coming out in the Senate hearings which show that he did nothing to stop the widespread corruption happening under his nose? Could the waste of time pseudo-intellectual also say when he will allow Police to arrest his son?

Would the Member for Belize Rural North and Minister of Visa Facilitation, BAA Checks, NEMO and Transport please say how much he was paid to recommend David Nanes/Banes for nationality? Could he also say if he is now willing to reveal that the whistle-blower was right and he did facilitate many Visas for foreign nationals for a fee?

Would the Member for Belize Rural South and Minister of Tourism confirm or deny reports that his son-in-law who he put at the Border Management Agency in San Pedro is stealing from the public coffers by handing out bogus receipts for departure tax to tourists?

Would the Member for Orange Walk East and junior Minister of Police please say if he has any plan to address the crime which is spiralling out of control? Could he also confirm or deny reports that he has asked Cabinet to approve the removal of current lame-duck Police Commissioner Allen Whylie?

Would the Member for Dangriga and junior Minister of the Public Service please say if he ever did return that money which was donated to his campaign by accused murderer William Danny Mason? Could he say how he did so, since Mason was in jail at the time?

National Hero My ASS… Just heard that bonehead Alberto August is recommending that Dean Oliver be awarded as a National Hero of Belize. Well, what a splendid suggestion that is. I have the best idea ever. Let’s have one big ceremony with lots of sparkly lights and glitter and even Ozzy the Clown. And there’ll be two awards, not one. Seconds after Alberto August hangs that National Hero tassel around DOB’s neck, we’ll surprise him with his own ‘special’ award – National Jackass of Belize. How’s that? I swear schupid people more common than common sense nowadays.

Lock Dem Up… If we were living in any normal country in any part of the world operating under the rule of law, so many people in this damned scurvy UDP Immigration affair would have been under lock and key by now, guests of the Hattieville Ramada. Check out Eric Chang.

BarrowBond 3.0…

I felt sick to my stomach yesterday watching all these schupid people who suck on the government bubby to stay alive masturbating each other over BarrowBond 3.0. Man try fuh mih. All DOB has done is push back payment so that instead of him having to find the money now and screwing up his legacy further, some other administration down the line will have to find the money and our children will now have to pay. And we’re cheering for that. WHY? Listen and listen good. DOB will be going to Placencia to relax on the beach in his luxury condo this year. He couldn’t give a shit what happens when he’s gone. Sure he can promise a 2% surplus. He knows that after six consecutive years of a deficit that won’t happen. But he doesn’t care. He won’t be here. He knows the IMF will be coming in and there will be retrenchment. He doesn’t care. He has no plans to pay the principal of the BarrowBond. He doesn’t care. People, when you find time to get your heads out your asses, try to understand something. We’re screwed. End of Story.

So many stories circulating about my friend the CEO from the Ministry of Works…say it ain’t so buddy. We’ve been hearing all about the land you’re stockpiling with your bosom buddy the Minister. But now we’re also hearing that a Mennonite company was given a contract from the Ministry of Works to fix a road in La Gracia, but somehow that company instead ended up doing some work on your property and farmland in that community. I’d want to jump to your defence but lerd man, you’ve been living the life since you went to the Ministry of Works, and we know how money circulates and percolates in that Ministry, right Boots? My advice… slow your roll buddy. People are watching and this hogfest won’t last forever.

RGM… Did you know that the brother of Rene Montero, millionaire politician from Cayo Central, got the contract to build the new Town Hall in San Ignacio? That’s what we’ve been hearing. Rolie Montero has seen his fortunes change in a hurry since his brother became Minister and he’s been rolling with his buddies Pablito and Erwin. He even became an instant car-dealer, supplying high-end vehicles to Ministers and Ministries. And now he’s a contractor.

Wouldn’t we love to get a look at that contract! But people are watching, and more and more we’re hearing the words ‘money laundering.’ Noh seh me seh. Just repeating what we’ve been hearing from the West.

Bev… A week or so ago the haggard looking junior Minister of Immigration revealed that the Chon Saan Immigration one stop shop had fallen through. Seems that Lee Mark got tired of all the games being played and decided to walk away. But that’s not the story here. The story is that Bev revealed that there are other options that GOB is looking at. Aha…now this intrepid and bloated scribe has started doing some digging into who the new option is, and who GOB has been talking to. Interesting stuff…but we’ll leave that for another time. Just as an aside…Bev, yuh mih look cuter when the sour-Senator used to mind yuh. Just saying.

Kudos…

Kudos to the People’s United Party who got DOB to back the hell up off his plan to try to steal another election victory for the UDP through re-divisioning and no re-registration. The PUP met with the Chamber and the churches and other organizations and the message was sent quick, fast and hurry to Dean. Nothing moves until the government cleans up its dirty voters list, piled high with illegal voters who were given their papers without meeting the requirements, thanks to corrupt UDP Ministers. Big up the PUP. This is a victory for the people of Belize.

The Truth Shall Set You Free

I

f the PUP is not united and determined and hungry going into the next general elections, the United Democratic Party will likely be returned to a fourth term in office. It’s as simple as that. If the PUP cannot get its act together, with major players restraining themselves from behaving like kindergarten children, the UDP will make history, AGAIN. That will likely signal the destruction of the PUP, and certainly signal another term of unchecked corruption, greed, victimization, poverty, rising costs and economic disaster.

What must be understood, quite clearly, is that this would be a disservice to the tens of thousands of supporters who believe in the PUP. It is not about those who would be Ministers. This is about the Belizeans who are currently going through a terrible time in this country under the inexplicably inept management of Dean Oliver Barrow and his goons. When the PUP loses an election, it is really our supporters who suffer. That is the truth.

Actually, under this administration, all normal Belizeans are in the same boat, even the normal Belizeans who support the UDP. It is only the very privileged cronies who have enjoyed and continue to enjoy the spoils of electoral war – persons like Juliet Thimbriel who just a few years ago had nothing, and is now a millionaire in her own right with properties and assets all over the country.

It hurts all of us, supporters, when there is disunity within the Party. We expect more from those who would serve us. We expect them to put us first. We expect them to understand that for the PUP to right this floundering ship of state, they must first take control of the ship. We expect maturity from those who would be our leaders. We expect that the interests of the country and the people will come first. We do not expect petty, childish bickering or grandstanding. We do not expect hidden or overt personal and political agendas. We do not expect any of those who would lead us to think that the Party, through some magical transfer, belongs to them. We do not expect attacks against our own by our own.

We demand an end to corruption and personal enrichment at the expense of us taxpayers. We demand that the systems which would govern us well be put in place and enforced. We demand a return to integrity and honesty, accountability and transparency.

We demand that the discretion of Ministers be limited and we demand that our rights be respected. We demand a good government of leaders who understand that they are put there to do good and do right, and not to gorge themselves on the public coffers. We demand inclusion in the decisions which affect us. The decisions made by this current administration have indebted all of us, and generations to come, and it was done without our sanction.

The people are crying out for a good government, a strong government, an able government. At this point nobody is expecting perfection. That is a fallacy. But please, we need leaders we can trust to do the right thing and to govern responsibly. That is all. The PUP will need to convince Belizeans that it is all that and can do all that. But it becomes difficult when the Party has to fight attacks from within and without.

The UDP has never quite mastered the art of being a good, responsible government.

But the Party has learned how to win elections by fair means or foul, using any and all means necessary to achieve that objective. In 2012 the UDP stole the election by using operatives in the Immigration Department and Elections and Boundaries Department.

In 2015, the UDP bought the election by utilizing many millions in Petrocaribe dollars.

Whenever the next elections are called – in 2018 or 2019 or 2020, the UDP will pull out all the stops. The redivisioning exercise will be geared in every way at helping the UDP to win because all entities involved will be controlled and directed by the UDP. The UDP is greedy and hungry to hold on to power because those in leadership have tapped into untold wealth and power. It has become the ultimate aphrodisiac for the wicked in their midst.

The PUP could and would do better for the country and people. The current leadership has committed to a process of governance reform which would see real systems put in place. There is a common resolve within the Party to never betray the trust of the Belizean people again, and a determination to return decency to politics. This party, which has never won an election since 2003, has the collective intellect, savvy and experience to get the job done right. Now it needs the collective will to unite and fight the enemy of the people and country, the UDP. We, the supporters and warriors of the People’s United Party, call on our leaders to remember us, and to hold us, all Belizeans and country at heart. We call on our leaders to remember that we who stand behind the party through thick and thin bear the burden of that unselfish support when the UDP is in power. It is we who cannot access a piece of land or indeed any assistance from a government which only services the few in its inner circle. We need you, our leaders, to stand strong and keep the faith and band together as brothers to save our country and people.

i el PUP no está Unido y determinado y hambriento en las próximas elecciones generales, el Partido Unido Democrático probablemente ganara un cuarto periodo de gobierno. Es tan simple como eso. Si el PUP no puede organizarse, con los actores principales conteniéndose de comportarse como niños, el UDP hará historia, otra vez. Esto probablemente señalara la destrucción del PUP y definitivamente señalara sin duda alguna otro periodo de corrupción, avaricia, victimización, pobreza, aumento de los costos y desastre económico.

Lo que debe entenderse y claramente, es que esto es un perjuicio a las decenas de miles de seguidores que creen en el PUP. No se trata de los que quieren ser ministros. Esto es sobre los Beliceños que actualmente están pasando por un momento terrible en este país bajo la dirección inexplicablemente inepta de Dean Oliver Barrow y sus matones. Cuando el PUP pierde una elección, son realmente nuestros seguidores los que sufren. Esa es la verdad.

En realidad, bajo esta administración, todos los Beliceños normales están en el mismo barco, incluso los Beliceños normales que apoyan al UDP. Exigimos el fin a la corrupción y el enriquecimiento personal a costa de nosotros los contribuyentes. Exigimos que los sistemas que han de gobernarnos bien sean instalados y cumplidos. Exigimos un retorno a la integridad y honestidad, rendición de cuentas y transparencia. Exigimos que la discreción de Ministros sea limitada y exigimos que nuestros derechos sean respetados. Exigimos un buen gobierno de líderes que entienden que son electos para hacer el bien y hacer lo correcto y no hartarse ellos mismos de las arcas públicas.

Exigimos la inclusión en las decisiones que nos afectan. Las decisiones tomadas por este gobierno actual nos tienen endeudados a todos nosotros y las generaciones por venir, y se ha hecho sin nuestra autorización.

La gente está clamando por un buen gobierno, un gobierno fuerte, un gobierno capaz.

En este momento nadie está esperando perfección. Eso es una falacia. Pero por favor, necesitamos líderes en quienes podemos confiar para hacer lo correcto y para gobernar con responsabilidad. Eso es todo. El PUP tendrá que convencer a los Beliceños que es todo eso y que puede hacer todo eso. Pero es difícil cuando el partido tiene que luchar contra ataques desde adentro y por fuera.

El UDP nunca ha dominado el arte de ser un gobierno bueno y responsable. Pero ese partido ha aprendido a ganar las elecciones por medios justos o asquerosos, usando toda medida necesaria para lograr este objetivo. En 2012 el UDP se robó la elección mediante el uso de agentes en el Departamento de Inmigración y Departamento de Límites y Elecciones.

En el año 2015, el UDP compró la elección mediante la utilización de muchos millones de dólares del Petrocaribe. Cuando llamen las próximas elecciones – sea en 2018 o 2019 o 2020, el UDP hará cualquier y toda cosa. El ejercicio de re-división se orienta en todos los sentidos a ayudar al UDP para ganar porque todas las entidades involucradas serán controladas y dirigidas por el UDP. El UDP es codicioso y está hambriento para mantenerse en el poder porque los líderes han explotado poder y riqueza incalculable. Esto se ha convertido en el afrodisíaco definitivo para los malvados en medio de ellos.

El PUP podría y haría mejor para el país y el pueblo. El actual liderazgo se ha comprometido a un proceso de reforma de Gobierno que vería sistemas reales puestas en marcha.

Hay una resolución común dentro del partido para no traicionar la confianza de la gente Beliceña otra vez y la determinación de devolverle la decencia a la política. Este partido, que no ha ganado una elección desde el año 2003, tiene el intelecto colectivo, conocimientos y experiencia para hacer el trabajo bien hecho. Ahora necesita la voluntad colectiva para unir y luchar contra al enemigo de la gente y el país, el UDP. Nosotros, los partidarios y los guerreros del Partido Unido del Pueblo, les hacemos un llamado a nuestros líderes que nos tengan, a todos los Beliceños y al país en el corazón. Barrow Administration Sanctions Corruption

Tuesday, 07 March 2017 The revelation that a UDP insider and former UDP Deputy Mayor of Belize, Eric Chang, bought stolen Visas through a conduit from a crooked Immigration official would have caused great alarm in any normal country. It is a crime. The fact that Eric Chang then tried to coerce Immigration officials to fix those stolen Visas to make them usable would have resulted in prosecution in any normal country. It is, in fact, also a crime. But in Belize, there will be no prosecution or arrest of Chang or his sidekick, UDP insider Patrick Tillett, because this Barrow administration appears to condone corruption at every level.

What did Chang want with those Visas? Who would have been brought into Belize using those Visas? Where would they have gone after their stay in Belize? Doesn’t this reek of human trafficking, which is another crime? Valid questions, but nobody in the Barrow administration will provide any answers.

It is the same with the Prime Minister’s good friend Gaspar Vega. So much evidence has been compiled against Vega, evidence which points to blatant, brazen, widespread corruption in the Ministry of Natural Resources. Vega manipulated and misappropriated the assets of Belizeans to enrich himself and members of his family. He used public monies to enrich his son. The evidence is all there. But there will be no investigation. There will be no arrest and no prosecution. Instead, the Prime Minister moved one of his more malleable lackeys to the Ministry where he is sure things will be kept quiet.

Currently Vega and every member of his family still enjoy all the spoils of his corruption at the Ministry of Natural Resources, and taxpayers are still paying for the fuel he uses in his luxury Lexus SUV which he was allowed to bring in duty-free. Apparently, if you are corrupt under the Dean Barrow administration it is a good thing. You are rewarded instead of punished.

It has been the same thing with Penner, who not only escaped any prosecution for his obviously criminal actions, but still got perks from the Barrow administration to assure his silence. Edmond Castro, a small time hustler but arguably one of the most corrupt UDP politicians of this current era, was rewarded with his own portfolio where he can continue to enrich himself to his heart’s content.

It is difficult to remember that the Barrow administration came to power on an anti-corruption platform, since corruption has now characterized all that administration’s terms in office. Prime Minister Dean Barrow continues to turn a blind eye to the corruption at every level of his government, even as the country continues to get a black eye from the region and the rest of the world. Mr. Barrow is an abject failure. So shall it be written in history.

DAH FOOL DIH TALK…!

Thursday, 09 March 2017 UDP insider Patrick Tillett has gone before the Senate Select Committee to admit under oath that he took money to try to get Visas approved for Chinese Nationals. More incredible than that is that he told the Senate Committee that 6 of the 8 stolen visas from the Immigration Department ended up in passports for his “clients”.

Rather than report that he was jilted out of money by an immigration agent, he says he decided to take a $30,000 financial hit to sweep it under the rug.

Tillett claims that he performed these Visa services only twice, and the second time he was jilted by a “Mr. Middleton.” He testified that he was approached by persons acting on behalf of 6 Chinese nationals who wanted to come to Belize. He charged those persons $6,000 each, and in those fees, $2,000 was to go towards the fees for the Government of Belize, $3,000 was paid to immigration agent “Mr. Middleton,” and $1,000 was his fee. He said that he checked to make sure that the applications had all the required documentation before handing over the application package to the “Mr. Middleton.”

From the start of his testimony, the Senate had great difficulty believing him because they could not understand why Tillett chose to pay the immigration agent such a high fee. Senate Chairman Aldo Salazar, after hearing him describe the transaction, said, “There was no need for Mr. Middleton. You were giving away $3,000 because you only paid him to take the documents to Belmopan, which is where you live. You could have taken 15 minutes to take it to Immigration yourself.”

That’s when Tillett admitted

that he did not want to be the face of the operation.

When he was asked why, he said, “If you look at the history of Immigration for the past 20 year, I don’t think anybody wants to be seen running in and out of immigration every day.

And so, I didn’t want to be involved. I paid somebody to do that part.”

Both Senator Courtenay and Senator Salazar kept pressing him to explain the role of immigration agent “Mr. Middleton,” and in the course of the conversation, Salazar told him, “I’m not saying I’ve drawn this, but the most attractive inference is that that sum of money was paid because the intention was well, you do what you have to do to get these visas, and that’s why it costs $3,000.”

Tillett claimed that when he realized that there was a problem with the Visas he took them to Immigration Officer George Reynolds who told him that they were authentic, but they needed the stamp and signature of the officer who issued the visas. Tillett says that he gave them back to “Mr. Middleton” to get the stamp and signature, but realized that it wasn’t an embossed seal. What “Mr. Middleton” returned with a second time were visas with a cashier’s stamp. He said that’s when he realized that fraud had been committed, and scrapped the deal.

According to Tillett, he had already paid “Mr. Middleton” the $30,000, which included the immigration agent’s cut, and the fees for all 6 visas that was to be paid to the Immigration Department. He never made any report to the police or to the Immigration Department, or any authority that such a crime had been committed against him and against the Government.

Senator Courtenay explained to him that his willingness to take the financial hit, plus the $3,000 fee that “Mr. Middleton” got lends credibility to the suspicion that he knew that he was running shady immigration business.

Tillett said that he didn’t agree and that it was not his intention that visas be stolen or illegally issued. As regards the entire testimony of the UDP insider, Senator Elena Smith put it succinctly, stating that she was reminded of that Belizean saying, “Dah fool dih talk, but dah no fool dih listen.”

Wednesday, 08 March 2017 1. This is once again kicking the can down the road, taking the burden off our shoulders and putting it squarely on the backs of our children. Forget about any claim of net present value savings, that is all hocus pocus economics. Let us look at the real actual cash savings on cash outflow over the life of the bonds.

For the period from now until Feb 2034, under SB 2.0, the total interest payments made add up to US$410mn. Under SB3.0, the total interest payments for the same period add up to US$403mn, a total savings in actual cash outflow of the grand sum of US$7mn over 17 years.

That amounts to a savings of roughly US$400K per year. Was there any savings in principal?

Was there any principal haircut?

No. So all this renegotiation and hiring of local and foreign legal and financial advisors was for a savings of US$7mn.

2. And what did it cost us to get this savings of US$7mn?

Well according to the revised terms, Government has agreed to pay a consent fee of 0.25% to the bondholders. That amounts to over US$1.3mn. Second, government is also obliged and will pay the creditors committee legal and advisory fees that add up to no less than US$2.875mn already. Those two together already add up to US$4.175mn.

Government has not told us how much the foreign and local advisory fees add up to but it certainly won’t be a pittance. So not counting government’s foreign and local legal and financial advisory fees, there is a total cash savings of not even US$3mn.

So it turns out then that we only have actually saved any money if the local and foreign legal and financial advisory fees is less than US$2.825mn. This begs the question - how much are those local and foreign advisory fees and who has received those fees?

The fees questions apart, one may ask why are the cash savings so small if the interest rate was reduced from 6.767% starting in August 2017 to 4.9375%? The answer is because rather than start paying down principal from 2019, we don’t start paying down principal until 2030. The effect is that while the interest rate is lower, we are paying interest on a much larger sum for a much longer period of time, kicking the can down the road.

4. While the cash flow savings is actually negligible, inconsequential, the average cash flow requirement over the life of the revised bond is not. Under 2.0, the average cash flow requirement over the remaining life of the bond would have been approximately US$22mn per year.

Under the original revised terms proposal, the average cash flow requirement would have also been roughly US$22mn per year.

Under these revised terms, the average cash flow requirement actually increases to US$26mn per year. That is because we have to pay the full amount of the principal sooner. If the government is to run this country in a prudent fiscal manner, then it can’t just think about what is due next year and that it only has to worry about that interest payment for next year. It must also plan for the five annual principal bullet payments of as much as US$106mn per year starting 13 years from now. That means it may have to start creating a sinking fund or devise some other means from now to accumulate the funds necessary to pay the principal when due. What is the plan to accumulate those funds?

The government has said nothing about that whatsoever. So as much as GOB may want to talk about the net present value savings, the real effect is that we will have to come up with more

money now and more money on average per annum for the life of this bonds with its revised terms.

5. The bondholders once again can smile all the way to the bank while the GOB can fool the people into thinking that they made a good deal. First, it must be understood that many of these bondholders did not buy the bonds when it was issued or near the original issue value.

No, many of them bought these bonds for cents on the dollars.

The public may recall that the bonds had been trading for prolonged periods of time below 50 cents on the dollar, at times around 41 cents on the dollar as recent as January of this year.

Since falling to those lows, the bonds have been trading at increasingly higher prices. These price increases are as a result of trading of these bonds and the expectation of a good deal coming for the bondholders not for the government. As of Friday, the bonds were trading at 51 cents on the dollar, an increase in value of nearly 25% in just a few months. Clearly some bondholders are already smiling. With these revised terms, the gain to the bondholders will be even greater as the price of the bonds increase further. One investment advisor considers a range of near 65 cents on the dollar plus or minus. Not surprisingly, he re-

07 7 fers to this Superbond 3.0 as “Restructuring Light” and is not surprised in the least that the bondholders would accept same. Some bondholders are making super profits in excess of twenty percent just by simply holding the bonds and accepting the revised terms.

6. The people of Belize of course gain nothing in this and in fact as expected are the losers in this renegotiation. The government commits to a primary surplus of 2% of GDP for each of fiscal years 2018/19, 2019/2020 and 2020/2021. The primary surplus/deficit is the government’s revenues less expenditure excluding government interest payments. The Government according to the IMF numbers in its last consultation report has not achieved a primary surplus for at least the last five years, with the last two years being a primary deficit of -5.6% of GDP in 2015 and -2% of GDP for 2016.

The IMF in fact predicts a further primary deficit in 2017 of -2.2%. We note that the Financial Secretary has mentioned that there is rigidity in government expenditures and that an increase in taxes is inevitable.

Well, if the government is to successfully achieve a primary surplus of 2% when it will have been unable to do that for no less than six years in a row, it can only do that with major tax increases and major cuts in expenditures - none of which bodes well for Belizeans or the economy.

8. Besides the inevitable increase in taxes, it seems also inevitable that the government will not achieve the required primary surpluses. That most certainly means the IMF. This is the future we have to look forward to.

9. In the end, for all that this superbond has consumed our media and the public, there is hardly a positive to be said for this super bond 3.0. It is at best a wash but more so a political disguise of the true problems we are facing. While the media has been talking about the super bond, they and the public have not been talking about the disastrous state of the economy, the risk of devaluation, the high rate of unemployment, the inevitable increase in taxes and yes, retrenchment. Saving three million dollars does nothing to address these problems much less alleviate them.

Tuesday, 07 March 2017 In one year, the UDP Belize City Council will go to the polls. It is likely that Darrell Bradley, shamed in Caribbean Shores, will again run for Mayor. The other names will probably remain the same. When they come to you asking for your vote, you should ask them to point out their achievements in this last term, since the drying up of the Petrocaribe monies and Central Government largesse. You should ask them to name one project the Council accomplished well for the benefit of the people in the city – one project which was done well and has held up, one project that has not deteriorated rapidly or somehow become screwed up by mismanagement, one project of which the Belize City Council can be proud.

The picture contained in this article is a fitting symbol of the Council’s inadequacy and inability to get anything right. Practically every street fixed with the proceeds of a $20M municipal bond is breaking up. Sidewalks are breaking up. The streets flood with the slightest downpour.

Downtown Belize City is filthy, with the homeless, mentally challenged and panhandlers roaming wild and free, mingling with the tourists to give them an idea of what Belize City is all about.

Did you know that every member of the Belize City Council is paid close to $4000 a month?

What exactly do they do with that money? Can they show the works they have done to better Belize City? The truth is that there are metal grates over gaping holes in the street which have been missing for months, and the Council can’t even replace them. There are streets in Belize City where mounds of rotting garbage have piled up like mountains, and the Council can’t even deal with those. So what exactly has the Council done for the people of Belize City? It’s a valid question.

Did you know that Mayor Darrell Bradley is a full time attorney and spends all his time in Court instead of representing the city? Did you know that he receives a very large salary to be the full-time Mayor? Did you know that the Mayor uses his taxpayer funded vehicle to be driven all over this country representing clients? Did you know that daughter of Sedi Elrington Alifah Elrington is a full time attorney, but also received her monthly salary from the Belize City Council?

And interestingly, residents of the city, take a look at the Mayor and Councillors before being in-

stalled at City Hall and after being installed at City Hall. They have done exceedingly well for themselves. Look at how they are living. Are you living that well?

What has Dean Samuels done for you, the residents of Belize City lately?

Look around you. Has the quality of your life in the city been improved?

Double Murder Baffles Police

Albert Wade Wednesday, March 8, 2017 Albert Wade, 27, better known as “Ras Taka,” had been trending on Facebook for almost three weeks after someone posted that he had been living with HIV. On February 15th a woman

Godwin Panting even threatened to kill him if she too tested positive for the virus.

However, Taka posted to his Facebook page the results of a test which revealed that he was not infected with HIV. But amidst all that drama,

he was found lying in mud dead on a feeder road between miles eleven and twelve of the George Price Highway. He was not alone. Beside him was Godwin Panting, 24, better known as “Paps,” who was also shot dead. A couple in the area had spotted the two men and immediately contacted the Police Department at about 2 o’clock on Saturday.

It is widely speculated that the men were killed in a drug transaction. However, their families believe otherwise. Instead they believe that the men were randomly targeted in a hit.

According to the family of Wade, he was a hardworking man who saved the proceeds from his delivery job at Chon Saan Palace and from his job at Bowen and Bowen. They claimed that he had been a worldly man but he never killed or robbed anyone. He saved his money and, ‘flipped it.” His mother posted to Facebook that he had spent the last two weeks of his life drawing near to God. On Monday his aunt posted to Facebook, “You’ve grown into this handsome sweet young man, why did they had to hurt us and break our

hearts by taking your life at such a young tender age my nephew.

This is so unreal to me and hurts like hell, how could another human being be so cruel and heartless. As much as someone hates another person taking another person’s life is not the way, but I guess it’s the easiest way out considering they will get away with it anyways…”

On Saturday morning, hours before he was killed, Taka was to have met one of his sisters. However, he had apparently already been killed as he never responded to her call.

His car was found on Albert Street.

He was found without his jewellery, without his footwear and without his cell phone. He leaves behind 9 children.

Panting was found about 10 feet away from his motorcycle. He was to report to work on Saturday but he was already dead. His family last saw him on Monday at a family gathering. His death, as with the death of his friend, “Taka,” has caused an outpouring of grief from friends and relatives on Facebook.

Panting leaves behind one son. Police have not yet made any arrests.

GSG Responsible for Caye Minor Chopped to Death in Teakettle Caulker Shooting?

Tuesday, March 7, 2017 A mother of two small children has been placed in an induced coma at the Intensive Care Unit (ICU) of the Karl Heusner Memorial Hospital (KHMH) after she was shot early Monday morning.

According to police reports Camille Munnings, 29, was socializing with her boyfriend Akeem Garcia, 29, and his friend Raul McFarlane, 34, at around 12:23 a.m. near Island Oasis located on Xocol Street in Caye Caulker when a gunman attacked them.

Munnings was shot into the left upper shoulder and the back of the head while Garcia was shot to his left leg and lower back and McFarlane was shot to his left upper back and left leg. Garcia and McFarlane are currently in a stable condition receiving treatment for their injuries at the KHMH. Munnings on the other hand is in a critical condition. She was placed on life support but since Tuesday she began to breathe on her own. She has opened her eyes and is currently able to move her fingers. The swelling on her brain has also gone down. Doctors, however, are still struggling to locate the bullet lodged in her head.

If Belizean doctors are unable to find the bullet, the family is seeking to transport her to a facility in Chetumal.

According to our sources, police had detained two men from the George Street Gang in connection with this early morning shooting. The men were taken from Caye Caulker to San Pedro by police for interrogation. However, they have been released without charges. Sources say a misunderstanding had developed

We are told, unofficially, that a person close to one of the injured men had fired shots at the George Street associates sometime around 3 a.m. on Sunday. Ernest Wiltshire Wednesday, March 8, 2017 A seventeen year old boy is dead and police believe he was lured and killed by one of his teenage friends. The deceased has been identified as Teakettle resident Ernest Wiltshire who was reported missing last Tuesday.

He was last seen alive by his mother at around 8:30 a.m. on Tuesday, February 28 when he went to a nearby river with his friends. Shortly after midday on Friday he was found about a mile behind Teakettle Village through the Arizona Road dead with a large chop wound to his head. He was already in a state of advanced decomposition.

According to police reports a post-mortem examination conducted on his body certified the cause of his death was “Craneoucednalic traumatic injuries” due to the multiple chop wounds to the head.

Wiltshire’s family told the media that they don’t know why anyone

Shemar Santos would want Wiltshire dead as he was not a troublesome person. His family believes that he was killed because of jealousy. They recalled that the deceased had previously told some friends that there was a young man that told him he, Wiltshire, should die. However, Wiltshire never took that threat seriously or even made a police report.

Police have charged his friend from Teakettle, Shemar Santos, 18, in connection with his murder.

RECOGNIZING OUR WOMEN ON INTERNATIONAL WOMEN’S DAY 2017

Wednesday, 8 March 2017 This special day is set aside to celebrate the women of the world, for us, more so the women of Belize. It is a day to examine and recommit our efforts at achieving equality while at the same time honoring women’s contributions to Belize.

While we have made advances and can speak to progress towards equality for our Belizean women, we know that more must be done. Far too many women and girls continue to face discrimination and injustices, from the home to the workplace, and women’s struggle for equality will remain incomplete until all of us embrace them as fully equal.

It is unacceptable that in 2017, women in Belize are still experiencing higher levels of poverty and unemployment then men. While there have been strides in the area of education, there are still places in Belize where our women are denied important social and economic rights. Today in Belize still too many of our women face gender-based violence, cannot access adequate health care, and are denied real opportunities for work and empowerment.

As the Party that supports and has tirelessly enhanced social justice, we reaffirm our commitment to upholding women’s rights and fully support the PUP women’s agenda, incorporating it as a priority for our party and nation.

We in Belize can only benefit when women and girls have the opportunities and the resources needed to succeed.

We embrace the principles of gender equality because Belize can only achieve real development when all our women and girls can reach their full potential.

On this International Women’s Day let us celebrate what we have achieved, but also let us work harder to bring about real positive change for greater equality and equal opportunity so that together we can build a Belize that works for everyone.

Es inaceptable que en 2017, las mujeres en Belice siguen sufriendo mayores niveles de pobreza y más desempleo que los hombres. Si bien ha habido avances en el área de la educación, todavía existen lugares en Belice donde nuestras mujeres se les niegan los derechos sociales y económicos importantes. Hoy en Belice todavía hay muchas de nuestras mujeres que enfrentan la violencia de género, acceso inadecuado a la atención de salud y carecen de oportunidades reales de trabajo y la capacitación.

Siendo el Partido que apoya y ha mejorado vigorosamente la justicia social, reafirmamos nuestro compromiso de defender los derechos de las mujeres y apoyar plenamente la Agenda de las Mujeres PUP, incorporándola como una prioridad para nuestro partido y la nación.

Welcome to CSI Belize!” ~Dean Barrow, Independence Day Speech, September 21, 2011 The Barrow Administration’s crime fighting strategy has been a total and complete failure. Since taking office Dean Barrow’s UDP has seen crime spike to unprecedented levels: violence that has been fuelled by Barrow’s love affair with street gangs.

The civil war murder rate has been further underpinned by the failure of the Crown to secure convictions. The Barrow Administration has reverted therefore to punishing accused criminals with extraordinarily long remand periods after which, with almost certainty, the cases fall apart in the Courts. Such is Barrow’s abject failure, that the legal term “Nolle Prosequi” has become a common phrase on the blood soaked streets of Belize.

The inability of the Crown to secure convictions has only emboldened the criminals and forced many law abiding citizens to seek street justice, further perpetuating the cycle of vio-

lence. On September 21, 2011, Dean Barrow boasted proudly “Welcome to CSI Belize.” We would later come to realize that this was just another one of his empty promises. The much bragged about DNA lab has yet to produce a single conviction; the scenes of crime vehicle has not deterred crime and “CSI Belize” is yet to arrive. Empty rhetoric is all that the Belizean people have gotten from Dean Barrow.

Crazy Glue said it best: “all glitter and no substance.”

Dean Barrow and his unholy Cabinet have squandered more than $375 million in PetroCaribe loans and have nothing in terms of crime fighting success to show for it. In fact under his watch murders have remained consistently above the 100/year mark sustaining a bloody record well above UN defined civil war levels. When we look at those who have been victims of vio-

lent crimes it is clear that a disproportionate amount of those persons come from poor families. All this under the watch of a man who claims to be propoor. Six powerful Cabinet members from south-side Belize City yet the streets run red with the blood of the ghetto youth.

In 2012 the global average homicide rate stood at 6.2 persons per 100,000 population and by 2014 it had fallen to 5.3 persons per 100,000 population. Meanwhile in 2012 Belize showed an incredible homicide rate of 39 per 100,000 population: almost six and a half times the global average.

Although by 2014 Belize’s average homicide rate had dropped a little to 33 persons per 100,000 population, our homicide rate was still well over six times the global average of 5.3 persons per 100,000 population. Over the period 2008 – 2012 a total of 622 murders were committed (145 - 2012; 99 - 2013; 121 - 2014; 119 – 2015 and 138 in 2016). Unfortunately 2017 promises more of the same as over the long weekend alone, Belize recorded four more murders. If we are to judge by the dismal conviction rate of about 5% for previous murders, we can say, with regret, that those responsible for these murders will escape justice.

Where does this cycle of violence leave our society? Violent death, as tragic as it is for the victim, is equally devastating to family and loved ones.

Grieving families are often left with wounds that are unable to heal, especially when the perpetrators of the crime go unpunished. But the loss of our young people is also harmful to Belize’s development. A look at the homicide profile shows that victims are often males between the ages of 15 – 45: the productive segment of the population but also men of war fighting age. The long term damage to Belize’s ability to defend itself must therefore be of serious concern.

Mr. Barrow once famously said “Legacy dah fi when yo dead and I noh know how it can matter to you if yo dead.” Never mind his nonsense, he has tried his darnedest to be recognized as the greatest Prime Minister of this country. It was his concern about “legacy” that saw him call two elections well before the end of his 5-year mandate so that he could secure his “legacy” as the first PM to win three consecutive elections post-independence. Mr Barrow has his “legacy” alright. History will remember him as the PM who lost the Sarstoon; as the PM who acquired the BTL white elephant (a $100 million company he paid $557 million for); as the PM who for the first time since 1950 threatened the Belize dollar; and as the PM under whose watch more than 1,000 Belizeans lost their life without an iota of justice.

Optimist Junior sailors preserve Belize harbor regatta tradition Belize City, March 5, 2017 The Optimist Under-15 junior sailors are keeping Belize’s annual Baron Bliss Regatta tradition alive, with 8 races held in the 89th Regatta organized by the Belize Harbour Regatta Committee under the patronage of the Governor General H.E. Sir Colville Young, over the Baron Bliss weekend.

The 13 Optimist young sailors from sailing clubs of Corozal Bay, Placencia, Gales Point and the Belize Sea Scouts faced a brisk south east wind, blue skies and “popcorn clouds” and completed 4 races on Saturday, and 4 more on Sunday, on an inshore course in front of the BTL Park.

Two Sea Scouts’ “Bosun” class sloops also completed the course and a “Dart 16” won the multihull unchallenged.

The annual Sandlighters race did not happen as “United” withdrew when she suffered a rigging failure while moving up to the start line. “Radio” did a sail past the BTL Park, but both boat owners agreed to race their sandlighters to contest the traditional cash prize on Sunday, March 19.

The Optimist sailors were rewarded for their efforts with additional prizes donated by Sir Hakimi Karim of Belize Dive Haven. These included Race Certified (IODA) sails for 1st and 2nd places, the top 10 sailors also each received Optimist paddles, and 25 Universal joints for the Optimist tiller extension were distributed to all participants, and the remainder were distributed to the participating clubs.

Belize City, March 5, 2017 The SMART bi-annual junior ranking table tennis tournament hosted by the Belize Table Tennis Association at the Belize Elementary auditorium on Sunday, saw 11-yearold Taye Parkinson of St Joseph’s RC School continue his reign in both the Under-12 and Under-18 Divisions.

The tournament saw a high level of play as junior players competed in three categories: Under 12, 15 and 18 for 1st, 2nd and 3rd place titles.

In the under 12 category Taye Parkinson defeated Gabrielle Gabourel in the finals to take the title while Daniel Turton and Sarai Paguaga shared third place.

The under 15 title saw a dramatic duel between Rohit Pagarani and Devesh Hukmani, with Pagarani holding firm with strong defense and counter attack shots to

gain the title. Third place finishers in this category were Amiri Hoare and Terry Su. The under 18 stage was set in the finals between Taye Parkinson and Latrell Solis. Both players have the honour of being players of the year in 2015 and 2014 respectively. Latrell used this tournament to make a comeback from a brief layoff, but Parkinson’s game was too much and Taye won

convincingly in four straight sets. Devesh Hukmani and Kevin Chen both came in third for this prestigious category.

BTTA Committee member Yasser Musa presented the trophies and medals to the winners in an award ceremony after the finals.

THINKING OUT LOUD BY: KEVIN BERNARD

As I write this, my heart is heavy as I come to grips with the fact that a man I was extremely proud to call friend and advisor has gone to meet his maker, no doubt to regale him with endless anecdotes and jokes. It is hard to express the disbelief, shock and grief which gripped me when I got the news. Carl Meggs was larger than life yet one of the most down to earth persons you could ever be privileged to meet. He was a thinker. He was a political animal, always dissecting and analysing. But more than all that, he was a family man and a great friend to those he kept close to him.

I will miss him more than I can say.

Doc Meggs was also a boon to this community and to this country. I can’t begin to tell you the amount of people he helped – those who needed urgent dental care but could not afford it. He was a patriot and loved Belize, and I believe he showed that love in part by always helping those who needed him. His contributions to quality health care in this country will never be forgotten by those who worked with him. Deficiencies in healthcare today concerned him immensely and he was always critiquing, always willing to offer input to make it better and willing to not only talk, but to get involved.

I take this opportunity to send my heartfelt condolences to those whose lives he touched for way too short a time. My prayers are with his family abroad and his family here at home. I hope there is some comfort in knowing that he will always be remembered with love and respect.

Not many people may know this, but Doc Meggs was for some time one of my closest political advisors. He understood my need to serve the people of Orange Walk and he believed in my abilities. In fact, many times when I would have stayed out of the limelight, it is the Doc who would push me to get out and to be more visible. He stood by me throughout my successive campaigns for Mayor, always giving valuable input and advice which I believe contributed greatly to my success. He believed, as I do, in the example set by the Rt. Hon. George Price – that we must lead by example and lead through service. He be-

lieved, as I do, that too many of our politicians had strayed way off the path of right and were leading this country down the road to a steep cliff. He was vocal and never afraid to say what was on his mind. He spoke from the informed mind and heart, and I hope I learned some of that from him as well.

The Doc also knew that I had bigger aspirations in politics, and he was one of my biggest supporters in that regard. He thought that I had what it takes to serve my people well as an area representative and hopefully in Central Government.

His unfailing confidence in me was one of the factors in my decision to announce my intention to serve in higher office if the opportunity becomes available.

I will not let down this man who meant so much to me and to the community of Orange Walk, a man who walked softly but carried a big stick. Even beyond his support for the PUP, he was loyal to his country and passionate about the PUP getting it right and fixing what has been so messed up by this administration.

He was a man of integrity and honour and demanded that the government serve with that same integrity and honour. He was no fool and no rabid follower. He was a man who had firm ideas of right or wrong and he was principled to a fault. I will do all in my power to justify his faith in me as a politician and as a person.

Doc Meggs. You will be missed.

I know you’re looking down on your family and friends left behind, and while I know you’re in a better place, I wish you could have stayed with us just a while longer. Goodbye my friend.

By: Eduardo Santos Effective leadership is not about making speeches or being liked; leadership is defined by results, not attributes. The task of the leader is to get his people from where they are to where they have not been. If the problems you have this year are the same problems you had last year, then you are not a leader. You are rather a problem on your own that must be solved. Leadership is built on true character! You lose your leadership when you fake your character.

The degree of leadership potential a person can expose will depend on how effectively he can maintain his true character!

A wise leader understands that when a person feels valued and cared for by their leader, they will be far more willing to take the feedback and implement the needed changes. They understand that no value comes from the use of sarcasm, beating around the bush, or sugar coating things that need to be communicated. They understand that using those things breaks people’s trust and leaves them feeling uncertain or belittled, which ultimately lead to harbouring bad feelings toward their leader, rather than a desire to change or improve their own behaviour.

We are at a period when we need to reshape our party into the mould that our venerable leader George Price created, a party that transcended ethnicity whose main function was to unite all under one cause which was a united and independent Belize. 34 years after independence we now encounter a divided party, one without a clear and defined agenda to save Belize from financial destruction.

George Price did not father a family of his own. To him the entire party was his extended family. He was so beloved that he could enter any home in Belize and still be welcomed even if the members were from the opposite party.

Johnny’s popularity within his constituency and the country at large stems largely from the fact that he is an ardent disciple of our leader, George C. Price. His actions speak louder than his words. His office is basically the community where he can meet with one and all on a one on one basis. By reaching out to the masses in their own surroundings, his cult following has become second only to Mr Price.

On the 28th of February, the Honourable Julius Espat, while being interviewed on the Rise and Shine Morning Show, was very critical of certain aspects of the present PUP leadership. We always welcome when people will give their opinion on what

is happening in our community. Although the message has been widely condemned by the rank and file of the party’s followers, there exists an eerie silence within the hierarchy of the party.

In order to secure the majority needed to form the next government, the party needs to stick together and follow the protocols being mandated by the leadership which was duly elected during the last leadership convention. We know that in any conventions there will exist a certain sector that will forever harbour a grudge. But these actions will only serve to undermine the credibility of the Party and the leadership that was democratically elected to serve.

Immediately after Hon. Julius Espat’s scathing criticism, there was no rebuttal from the other Deputy Party Leaders in no quick and convincing manner. By not dealing with the matter at hand, it can come back to haunt the party in the future. One just needs to look back in our history when Hon. Jorge Espat fell out with the past leadership, his terminology he used to describe the situation we were in is ‘we are living in a deformed democracy.’

His words were prophetic and caused the unravelling of a past administration.

The present situation differs a lot from the one Jorge Espat was in.

Instead of calling out the detractors within the party with a simple question - ‘Are you with us?’ we are not strengthening the party for the major battle that will be coming up in the not so distance future. In any campaign, in order to be successful, it is normally 90% preparation and 10% execution.

If we continue to be distracted by our own members then it will always be an uphill battle and the chances for success will decrease as the time goes by.

The reason for Johnny Briceno’s success is because of the strong family values Johnny has, as a husband and father. The virtue he lives by allows him to be a better leader for his community. Let us unite behind Johnny and return to the legacy of Mr Price, embracing one and all and healing the wounds that divide us! Belize, with the help of God and the support of our people, will stand upright and will do its duty and help bring peace, stability and prosperity to our country.

Local Farmers First

By Gilroy Usher Sr. Today our farmers in the Orange Walk and Cayo Districts are suffering huge financial losses after a bumper crop of potatoes because there is virtually no market for their product. This has occurred because the government put short term profit for a few over the long term interest of the country. The disgraceful act was perpetuated with the indiscriminate issuance of import permits for vegetables which has allowed government’s political cronies to flood the local market with cheaper Mexican potatoes. While we mourn the current huge financial loss to our potato farmers at the hands of the government, we must not forget that our farmers who dare to produce acres of cabbage, tomatoes, onions, sweet peppers and other vegetables suffer the same back-stabbing at harvest time as a result of dozens of import permits for vegetables that are issued wantonly by Belmopan.

With vast tracts of fertile lands in all six districts and a hardworking population, Belize has the potential to supply both the Caribbean and Central America with a huge percentage of its vegetables and other crops. That of course would result in thousands of needed jobs, huge foreign exchange for the country and a better life for our people.

Instead of working against the farmers with the indiscriminate issuance of import permits for vegetables, the Government through the Ministry of Agriculture should therefore assist our farmers in producing bigger and better products at competitive prices in a timely manner by undertaking the following: 1) Work with farmers to determine the best type of soil and time for planting a crop to harvest bigger and better quality products.

2) Hire agronomists and other experts in the field of agriculture to advise our farmers about the proper use of fertilizer, irrigation, pesticides and other materials to make their farms more efficient.

3) Assist the farmers with the formation of cooperatives which can be of financial and technical benefit to them in countless ways.

4) Invest in storage facilities in key areas of the country. That will enable the farmers to guarantee a profitable price for a crop by gradually easing it into the market to avoid its saturation which drives prices down to unprofitable levels.

5) Have a Buy Belize Campaign throughout the year to increase sales for local products including those of our farmers.

6) Work closely with the farmers to know the time of harvest for a specific crop and ban the issuance of import permit for such product ahead of time to ensure that when the crop is harvested our famers can rely on the local market to sell their products at a profitable price.

7) Triple the fine for the illegal importation of vegetables and other crops produced locally, con-

fiscate the illegal items and include prison time for anyone caught illegally importing such items into the country three or more times.

8) Double the fine for vendors caught knowingly selling illegally imported vegetables and other crops and confiscate the illegal items.

9) Work closely with neighboring countries in both

Central America and the Caribbean to identify suitable markets for the export of our agriculture products.

10) Establish a cadre of senior officers in the Ministry of Agriculture who have in-depth knowledge of agriculture and can therefore be of greater assistance to our farmers.

Only when we have a

government that implements those and other basic policies which put the interest of our local farmers before the interest of political cronies will we be able to look forward to the day when the development of agriculture in Belize will truly make us the breadbasket of the region and help to guarantee our people a better life that they so rightly deserve.

WHO WILL NOW MIND THE FAMILY BUSINESS?

By: Norris Hall Congratulations to the “First Brother” for his high elevation into that rarefied air in the stratosphere of the Caribbean’s highest Court - the Caribbean Court of Justice. It is a distinguished appointment for a man who is affable and of legal and intellectual prowess.

He has also been the legal advisor and de facto Attorney and Solicitor General in his brother’s - the Prime Minister - royal court of persistent legal battles, and the chief prosecutor and defendant of the government. For his role he has been rewarded with bushels of money. Were he not moving on to higher heights, it would have been easy, during the current budget exercise in which the government is strapped for money and will have to cut to the bone, to declare the official posts of Attorney and Solicitor Generals to be redundant.

They virtually were and perhaps continue to be.

It was, maybe, unfortunate that in making public his new appointment to the Caribbean High Court, in an interview on a local television, he made it sound, no doubt unwittingly (or not), that he was the best thing that ever happened to Belize since sliced bread.

ACCOLADES It is without doubt that this man has earned his accolades, having served on the Appeals Court of Belize and in another high court in the Caribbean. When he chose the job on the Appeals Court, some years ago, he issued a statement saying, at the time, that he could have afforded to leave private practice and become a judge with expected pension benefits as part of his financial resources.

We must now assume that with all the government court battles against one single nemesis, a British billionaire, any pronouncement on his elevation to the Caribbean‘s Highest Court, with regards to his financial security and stability, would be regarded as understatements.

They would certainly not be short of being lofty and arrogant, traits that are inherent in the family tree and by others who are well known in the legal profession.

The big question is: Who will replace him in the cleverly contrived family business of litigation that continues to guarantee handsome returns from on-going, never-ending and very costly legal battles, both internationally and locally on behalf of the government. It is a classic model of a business plan designed, no doubt, with the appearance of legitimacy but intended to keep the government tied up in the Courts with family attorneys always and forever appearing on its behalf either in legitimate or conjured up legal battles. The principal Director guarantees that constant flow of business from his high pedestal.

ENRICHED Now that the “First Brother” has again left this lucrative practice, well enriched and with accumulating pensions, including from his future on the Carib-

bean Court of Justice, who will now fill this slot in this very lucrative family business?

It could possibly be the actual ‘first Wife,’ who, despite the level of luxury and perks she enjoys as an Ambassador, makes chump change in a dull civil service job, notwithstanding the fact that there was an inexplicable sudden increase in the budget for that Mission on her appointment to that post.

This so-called ‘Queen of Concerned Belizeans’ who once declared: “I choose my clients…they don’t choose me,” would be a perfect replacement to fill the slot left by the “First Brother.” And the tradition of keeping the business in the family would be honoured.

“FIRST LAW PARTNER” The alternative choice to the “First Wife” is the “First Law Partner,” who is the only one who may know the level of investment he and his Senior Partner, the Prime Minister, have in the Ashcroft Group of Companies.

The calculus in this saga and the flow of big money (relatively) is really not that complicated when following, where possible, the deliberate maze of paper trail that appears to separate the facts from fiction, sweetheart deals and private meetings in Miami.

For instance: Was the private settlement reached between the British billionaire and the Prime Minister over the exorbitant $ half-a-billion, the people of Belize now have to pay for the nationalization of the telephone company, an Attorney/Client meeting? Was it a meeting of business partners given the Prime Minister’s law firm investment in the Ashcroft Group of Companies? Or was it an officially negotiated settlement between Mr. Ashcroft and the Government of Belize with Ashcroft having the advantage and turning the screws? If it was the latter there should have been other government officials there, even if they were sworn to secrecy. The Prime Minister should not be singularly negotiating on behalf of the people’s interest. What was the quid pro quo? Details are scarce. Who is representing the British billionaire in some of his pursuits?

HONEST EXPLANATION Do the people of Belize not deserve some clear and transparent explanation from the Prime Minister of this very large expenditure by the government in all these expensive litigations? Should we not know when the Prime Minister is representing we the people or when he is doing business on behalf of his law firm in a disguised official trip? Especially so in this expensive and compounded legal battle? Especially when he is the chief prosecutor of his client.

One thing is for sure: A lot of money is flowing from big pockets to bigger pockets. While the British billionaire, in a strange twist and almost apologetically, said that, the investment by the Prime Minister’s law firm in his group of Companies is “miniscule” that is all

relative when placed in the context of rising poverty in this country and the costly power-broking by the Barrow Administration.

It was a stellar performance staged in Washington, DC, in an exclusive interview with Mr. Ashcroft on the television station that he owns in Belize (Great Belize Productions/Channel 5), and which the Prime Minister also tried to grab from this British billionaire.

THE SMELL TEST However, a gut instinct, a sixth sense, along with a certain level of built-in skepticism, created a strange aura, a nuance, that did not pass the smell test. The inter-

view was too staged, too controlled, too nice, for a man who has been at war with his foe/partner over his investments. But it was revealing. It offered some new perspective, a new set of “facts” that does not dovetail with some of the Prime Minister’s assertions. He continues to swim around deep in Ashcroft’s pockets while pretending to want to grab his balls.

The costly legal battles and battles of egos will continue in the high courts.

The result is that our Courts have become bogged down while many languish behind bars, waiting to have their day in Court and for the administration of justice for them.

The people of this country are being fleeced with some who are dyed in the wool, losing perspective as they get caught up in the mob sentiments of party politics and the slogans of the ruling Party.

UWG Moving Forward

Thursday, 09 March 2017 After two planning sessions, the UWG has finalized its strategic plan and has commenced its implementation. True Blue Women from across the country and different walks of life participated in this process. A strategic plan is a necessary guide to chart the direction and the destination the Party Arm aims to take.

The Vision of the United Women’s Group is “Women are actively involved in governance and politics at all level of the People’s United Party in service to the women, children and the people of Belize.” This is the

dream of the women of the UWG, the destination where we are walking and working towards. The Mission is “to ensure that the women of the PUP play an active role at all levels of the party, and that gender related issues are competently addressed by the PUP and at the national level.” As our great woman leader Dolores Balderamos Garcia shared, it is not sufficient for women to simply be seat warmers; we must bring our gender issues to the forefront and make sure these issues are addressed in the public and in the House of Representatives.

Among the goals and objectives is to strengthen this Arm of the UWG to

be more than an auxiliary of the Party.

Women are the movers and shakers of this party and when organized and united will move the PUP to form the next government of Belize. Steps are already being taken to reach out to the women of all caucuses and constituencies of the party in order to encourage the establishment of UWGs where they do not yet exist.

Due to the influence of the PUP women leaders in the recent past, the constitution of the Party now includes the provision that women must make up at least 30% of all Party structures, at all levels. Perhaps the women have not taken advantage of this, or perhaps the enabling environment has not been created for this to be achieved. Whatever the reason, another goal of the UWG is that women are equitably represented at all levels of the Party, from the National Party Council, to the National Executive and the Constituency Executives, among others. Taking it further, the UWG will encourage women’s participation in the upcoming municipal elections, with an aim of at least 30% female candidates in each municipality;

of course we will aim for more, including encouraging female mayoral candidates.

As recent as 2014 the women of the PUP presented their 5th Manifesto/Women’s Agenda. It covered areas of Education and Skills Training; Health and Wellness; Socio-Cultural/Political; Economic Empowerment; Land, Housing and Property Rights and Legal.

The UWG will review this most recent Women’s Agenda, and socialize and update as necessary through a consultative process with the women of the party throughout the country. Therefore at the end of the process there will be consensus and ownership of the Women’s Agenda which will form part of the PUP’s Manifesto.

There are many other vibrant goals, objectives and activities of the UWG. This women’s movement is growing, largely due to the drive and energy of our PUP women which are now coming to light. We can only look forward and upward to the meaningful progress and impacts the United Women’s Group will make for all women, for the PUP and for Belize.

“En el caso de Brasil, por ejemplo, ahora hay autoridades valiosas que están haciendo su trabajo y dando la cara”, afirmó Salas en una conferencia en la Casa de América en Madrid, donde se debatió sobre la respuesta ciudadana a la corrupción.

El escándalo por los sobornos de la constructora brasileña Odebrecht se destapó en 2015 y afecta a varios presidentes y expresidentes latinoamericanos, entre ellos, al peruano Alejandro Toledo, ahora prófugo de la justicia, que habría aceptado cerca US$20 millones de la constructora.

El politólogo mexicano argumentó que esa macrotrama hizo que se generara “una competencia entre países”, un hecho que llevó también a la detención de otras autoridades supuestamente corruptas.

La desaparición forzada en 2014 de los estudiantes de Ayotzinapa, México, los papeles de Panamá o la red de corrupción aduanera en “La línea”, en

Guatemala, son algunos de los casos de corrupción que ha sufrido la región en los últimos años.

Sin embargo, según destacó Salas, no existe ninguna forma científica de saber si la corrupción ha descendido o aumentado en Latinoamérica en los últimos cinco o diez años.

“El hecho de que ahora surjan tantos escándalos significa que se está investigando más y que ahora el tema es más visible e importante”, señaló el responsable de la oenege.

El fortalecimiento de las instituciones públicas, el combate de la pequeña corrupción, que “termina desgastando a las instituciones” y el fomento del pluralismo en la prensa son algunas de las claves para poder acabar con la corrupción, explicaron los ponentes durante la conferencia.

“La democracia no termina con el voto: uno tiene que cuestionar a las autoridades y alzar la voz cuando es necesario”, concluyó Salas.

La corrupción aumentó en América Latina durante 2016, según el Índice de Percepción de Corrupción, indicó el informe anual de Transparencia, que también señaló que sólo dos países latinoamericanos aprueban en este ámbito, -Uruguay y Chile-, mientras que otros once empeoraron sus datos con respecto al año 2015.

“Esta es la misma prohibición, con el mismo propósito, impulsada por la misma discriminación

peligrosa que debilita nuestra capacidad de combatir el terror”, aseveró la líder demócrata.

Por su parte, Pelosi, líder de la minoría demócrata en la Cámara de Representantes, aseguró que “el cambio de envoltorio” que ha hecho el Gobierno de Trump sobre la polémica orden ejecutiva “no ha hecho nada para cambiar los objetivos inmorales, inconstitucionales y peligrosos de su prohibición a los musulmanes y los refugiados”.

“Una prohibición diluida sigue siendo una prohibición.

A pesar de los cambios de la Administración, esta peligrosa orden ejecutiva socava nuestra seguridad. Es más, resulta mezquina y antiestadounidense.

El decreto que Trump había firmado en enero cerraba temporariamente las fronteras y a todos los refugiados y ciudadanos de esos siete países.

“El Ministerio del Interior a través del Departamento de Inmigración ha emitido una directiva inmediata para que a ningún funcionario o empleado de la embajada de Corea del Norte se les permita salir del país”, señaló Hamidi, quien también alberga la cartera de Interior, recoge la agencia malasia Bernama.

El Gobierno de Malasia (que tenía un acuerdo recíproco de exención de visados con Corea del Norte) ha confirmado que once de sus ciudadanos se encuentran actualmente en el hermético estado estalinista, de los cuales tres son personal de la embajada, seis familiares y dos trabajadores de la ONU. El anuncio de Corea del Norte y la réplica de Malasia llegan después de que la policía malasia informara hoy de que tres norcoreanos solicitados para la investigación de la muerte del hermano del líder de Corea del Norte se refugian dentro de su embajada en Kuala Lumpur y que la legación diplomática de Pyongyang no está colaborando con las pesquisas.

De la transfobia al asesinato La comunidad LGBTQI vive aterrorizada tras la última ola de violencia mortal en El Salvador

San Salvador: 7 de Marzo 2017 Tres mujeres de la misma localidad salvadoreña, San Luis Talpa, fueron asesinadas en el transcurso de tres días. La tercera de ellas, Elizabeth, fue atacada cuando salía del entierro de las dos primeras, Yasuri y Daniela.

Hay un nexo entre ellas que las ha convertido en objetivo del odio de los fanáticos, intolerables y repugnantes criminales. Daniela, Yasuri y Elizabeth eran transgénero.

La persecución por transfobia no es algo nuevo en El Salvador ni tampoco en la región centroamericana, pero la concentración de ataques en el pasado mes de febrero ha aterrorizado incluso a las líderes de los movimientos activistas LGBTQI (Lesbianas, Gais, Bisexuales, Trans, Queer e Intersex).

“Ninguna de nosotras quiere salir de nuestro país natal, pero nos vemos obligadas a huir y buscar asilo en Estados Unidos y otros países para proteger nuestras vidas”, dijo durante una rueda de prensa Karla

Toda esa región es un agujero negro para el derecho a la integridad física de las mujeres activistas y de la comunidad LGBTQI al completo. Se señala a los miembros de la Mara Salvatrucha como presuntos

legisladores, a quines señalan de corruptos.

Los inconformes afirmaron que algunos parlamentarios de la actual legislatura recibieron sobornos por el contrato millonario de Odebrecht, cuando aprobaron el préstamo para la ampliación de la carretera al Pacífico.

El último punto de convergencia fue frente al Palacio Nacional de la Cultura. En ese lugar solicitaron la renuncia del presidente Jimmy Morales, pues lo acusan de no atender las demandas que han hecho.

Entre las peticiones que remarcaron está el resolver los conflictos relacionados a proyectos hidroeléctricos y mineros en el país. Además remarcaron la falta de apoyo a los migrantes.

A consecuencia de la manifestación que salió del Trébol en la zona 11, zona 6 en la calle José Martí, Anillo Periférico a la altura de la Roosevelt y Plaza Obelisco en la zona 10, el congestionamiento en la capital se mantuvo por más de seis horas.

Hace casi dos años, Karla Avelar escribió para Planeta Futuro que cada día despierta sin saber si será el último, si alguien va a matarla por no aceptar su identidad. En abril de 2015 Karla caminaba por el centro de San Salvador cuando cinco hombres la metieron a la fuerza en un coche.

En él, revisaron y sacaron fotos a sus papeles, sus carnés y los contactos de su móvil. La soltaron pero unos días más tarde, en su casa, por la noche, alguien golpeó la puerta de su casa con ella dentro. No abrió. No durmió en toda la noche. “Me preguntaba constantemente si al día siguiente despertaría”, escribió. “Tengo miedo todo el tiempo. Mis mejores amigas han muerto a balazos, asesinadas en sus casas”.

Hay una petición de firmas para visibilizar estos asesinatos, la actitud reacia del defensor de los derechos humanos en El Salvador a hacer su trabajo, la falta de aplicación de la reforma penal, la intervención del Defensor del Pueblo, la intervención de las organizaciones internacionales y la responsabilidad del Estado salvadoreño, que debe proteger a sus ciudadanas y ciudadanos.
