This message converged a couple hours later at the foot of Justice and the Supreme Court reminding Dean Barrow that he spent a billion and a half of Belizean money unconstitutionally and that punishment is due. The march to demonstrate despise for Dean Barrow and corruption and any and everyone associated with them effervesced in directed shouts, messaged beats, pointed placards, unfurled Belizean Flags, personalized t-shirts, LIVE FB videos, a myriad of memes, and overflowing passions of being in love with Belize. This intense PUP Love will never be understood by anyone calling themselves a Barrow/Saldivar/Faber UDP. The UDP is filled with hate. On Feb 13, John Briceño, at a press conference which will historically be in the thesis of the Sunday demonstration, laid out his demands to the government in a direct challenge to them to either call Elections now or/ and place reform now to curb corruption. One specific term was the implementation of an independent forensic audit on the 1.5 billion dollars spent extraconstitutionally, in other words illegally. This audit should be managed by an independent group from the commonwealth as there is NO trust for a Dean Barrow appointed committee which would be stifled a la Aldo Salazar’s pending immigration report. February 23 will always be remembered as a day when Belizeans displayed riveting grit and peaceful resilience. John Briceño and the People’s United Party took a confident leap into the hearts and minds of thousands of hopeful citizens. Fifty four days into 2020 now marks the fateful limit to Belizean innate tolerance and, now, a dispelled fear of a UDP government whose follies and criminalities have thrown them over the precipice where mandateless administrations belong. UDP you Got to Go, chanted the people. “Call Elections now!”
PM Sneers at NTUCB Demands The National Trade Union Congress of Belize sanctioned a demonstration in Belize City three days before the People’s United Party made history on Sunday February 23, 2020 demonstrating that the cry against corruption and the UDP government is multidimensional and multilateral. The NTUCB had suddenly approached the same issue ideas of the PUP but against the grain of the public cry for general elections and as swift as possible a departing of the incumbent United Democratic Party. The UDP has had 12 years of two incomplete terms and the public is direly requesting a third incomplete one as well. The public is also looking at a new mandate for the reversal of the third UDP-led recession of three consecutive quarters. But, in our Democracy, the Prime Minister has to be interested in all the uproar in order for General Elections to be called. As Hon. Cordel Hyde at Sunday’s demonstration rally, the Prime Minister will not call elections soon especially after seeing the super massive crowd chanting in unison, “UDP, Got to Go.” There has been not even a smidgen of a peep coming from the Prime Minister in commentary about his government being in urgent crosshairs. The NTUCB was luckier as the PM met with them on Friday, one day after their demonstration which

highlighted the students of the University of Belize playing hooky for a good cause since officially our national university and thus center of intelligentsia found it wise to NOT give the students permission to attend the NTUCB rally. The Student Union decided to disobey that decree and march with the NTUCB and follow their conscience. The results of the unannounced PM meeting with the executive of the NTUCB was leaked. Up to print time Belizeans had not been informed officially of the following in response to the NTUCB press conference/demonstration demands: UNCAC: Barrow has a deadline that he is adhering to. There is some report that he will wait from Haiti and Tuvalo. Of course, Barrow would give an extension to that deadline anytime. Well we will wait for March 7, maybe at a House meeting. On the matter of the Senate Select Committee and the Immigration scandal, the PM said that Senator Salazar could not complete the report as the committee deserted him. That is new and the last excuse was Aldo’s exigencies. Salazar is supposed to do this report since he is the chair. The UDP is buying as much time as they can regardless of how politically expensive it is for Belize. The UDP is in a hard place and a rock. We mistrust them so they say that we should listen to the Interity Commission that they appointed. What a thing. The John Saldivar investigation has

IMER’S PARTNER INVESTIGATED FOR FRAUD? A day after Belize opened its heart and shouted to the UDP government, ‘we are tired of all the corruption’ in words, and songs to the effect, the UDP decided to break ground for the paving of the Coastal Road. The paving of the 34-year old dirt road will definitely cut into the time it takes to travel between the villages of Democracia and Hope Creek with the rest of Dangriga benefiting from the time cut. With Gales Point Manatee in the middle there is little direct economic impact to masses of people. A debate can rage as to the affordability by Belize at this time. Something that quickly jumps out from the government’s official release is the design speed planned into the planned paving of the coastal highway. With a design speed of only 37 to 62 miles per hour, this newly paved highway will need massive highway patrolling or ‘sleeping policemen’. Belize as per usual regulation has posted speed limits of 55 miles per hour on the highways BUT it is way more economical to travel at 60, when all is clear. Those that travel at greater speeds will immediately be in real folly as this highway is not even being designed for speeds greater than 60. Of course, the contractors or the UDP will say that it is being misunderstood but the number is clear and the concern is real. Explain it, Hon. Montero, please. There might be liability concerns when you start posting speeds on the signage. COST of it all to our future: Lot 1 - BZ$62,971,611.45 and Lot 2 - Bz$70,220,413.69 TOTAL: $133,192,025.14 Each mile of the coastal road project will initially cost $3,679,337.71. When interest is considered it makes me wonder when our children will pay this and what is the opportunity cost considerations—how long before it pays back itself with economic opportunity?

The PUP and Party leader have written to the Caribbean Development Bank and the United Kingdom to relay its concerns. In the government release the following was stated: “With the ‘no objection’ from the CDB, on December 2, 2019, the Government of Belize through the Ministry of Works executed the award and signing of two construction contracts to the lowest evaluated bidder, the joint venture firm of Imer Hernandez Development Co. Ltd./Construcciones y Carreteras S.A. de C.V.,” The release says that the “Government(UDP at last check) through the Ministry of Works” (redundancy at its worst) executed the award. Didn’t Prime Minister Barrow holler at the top of his lungs that it was the Caribbean Development Bank that chose the contractors, in this case the joint venture? The CDB obviously was given the suggestion and they had ‘no objection’. The GoB executed the award or is simpler terms GoB gave the award. Is Imer Hernandez and Development Co. Ltd. in peril of keeping the award given that Construcciones y Carreteras S.A. de C.V. has been placed on a list of 15 investigated by the SFP or la Secretaría de Función Pública in Mexico? Was this contract submitted to the Contractor General and the House of Representatives? Summary of Concerning Facts: the government of Belize awarded the MOST expensive highway project, mile for mile, for a LOW DESIGN SPEED at the CHEAPEST BID to the most AWARDED and publicly REPUDIATED contractor, Imer Hernandez Development. CONCERN: The low design speed could mean Belizean lives.

Save Belize Now!!!
onservative estimates reveal that some twelve thousand Belizeans came out for the “Save Belize Now” Demonstration last Sunday. Our own estimates put that number closer to fifteen thousand, and while the naysayers will undoubtedly try to downplay the numbers, it cannot be denied that “Corozal to Toledo, from Belize to Cayo, Stann Creek to Orange Walk, we no wah no talk, by the hundreds and the thousands my fellow Belizeans my people…are Ready!” Why, we even spied a certain editor taking notes and witnessing a real demonstration. If we can remember back in October 2016, he had scanty success with his demonstrating against the Belize National Teachers Union (BNTU). In fact, his stroll to the BNTU headquarters had exactly four members, and featured far more police officers protecting his comical quartet. For months, Belizeans have been demanding action. There has scarcely been a moment’s respite as each scandal seems worse than the last. We are now faced with a Constitutional Crisis because the Prime Minister was found to have breached the Belizean Constitution when he spent 1.5 Billion dollars without presenting those proposed expenditures to Parliament. The PM and his UDP government continue to deride the rule of law by awarding contracts without the approval of Parliament. Every expenditure or contract awarded in excess of five million dollars must go to the House and Senate. The ground breaking on the new Coastal Highway upgrade is well in excess of this and has not gone to Parliament and is in clear violation of Belizean Law. Belizeans have no confidence that they can find Justice in a country whose government violates their own constitution and completely contravenes the Law for their own unscrupulous purposes. These are just some of the reasons that Belizeans took to the streets en masse to protest. The people of Belize have had enough of illicit enrichment by cronies and politicians, of outright corruption in the Ministries of Land, Immigration and Health. Belizeans are sick of nepotism and cronyism, and the fleecing of the public purse through corrupt infrastructure deals and superfluous litigation brought on by this UDP Government. Belizeans realize that there is no justice for the poor and only impunity for the rich and well connected. Lack of employment opportunities, education and security are the ills that plaque our nation. The PUP and its leaders understand this and are ready to take action now to halt the injustice and inequality that is bringing our beloved Belize to its knees. These are the calls for the Save Belize Demonstration, it is a call to action! Belizeans have shown that they are ready for action, ready for change, and the PUP has answered the call of the poor, the disenfranchised, of those who have no voice. ¡Salvemos a Belice ahora!

as estimaciones conservadoras revelan que unos doce mil beliceños salieron para la manifestación “Salvemos a Belice ahora” del domingo pasado. Nuestras estimaciones sitúan ese número cerca de los quince mil, y aunque los detractores intentarán sin duda restar importancia a los números, no se puede negar que de Corozal a Toledo, de Belice a Cayo, Stann Creek a Orange Walk, ya no queremos habladas, por los cientos y los miles mis compañeros beliceños, mi pueblo… ¡estamos listos! Bueno, incluso divisamos a cierto editor tomando notas y presenciando una demostración real. Podemos recordar que en octubre de 2016 tuvo poco éxito con su manifestación contra el Sindicato de Maestros (BNTU por sus siglas en ingles). De hecho, su paseo a la sede de la BNTU tenía exactamente cuatro miembros, y contó con muchos más agentes de policía protegiendo a su cuarteto cómico. Durante meses los beliceños han estado exigiendo acción. Escasamente ha habido un respiro, ya que cada escándalo parece peor que el anterior. Ahora nos enfrentamos a una crisis constitucional porque se descubrió que el Primer Ministro había violado la Constitución de Belice cuando gastó 1,5 millones de dólares sin presentar al Parlamento los gastos propuestos. El Primer Ministro y su gobierno UDP continúan burlándose del Estado de Derecho al adjudicar contratos sin la aprobación del Parlamento. Todo gasto o contrato adjudicado en exceso de cinco millones de dólares debe ir a la Cámara de Representantes y el Senado. La inauguración de la nueva mejora de la autopista Costal está muy por encima de esto y no ha ido al Parlamento y está en clara violación de las leyes de Belice. Los beliceños no confían en que puedan encontrar justicia en un país, cuyo gobierno viola su propia constitución y contraviene completamente la ley para sus propios propósitos sin escrúpulos. Estas son algunas de las razones por las que los beliceños tomaron las calles en masa para protestar. El pueblo beliceño ha tenido suficiente del enriquecimiento ilícito de los políticos y sus compinches, de corrupción manifiesta en los ministerios de tierras, Inmigración y Salud. Los beliceños están hartos del nepotismo y el amiguismo y del desplumar de las arcas públicas a través de acuerdos de infraestructura corruptos y litigios superfluos provocados por este Gobierno del UDP. Los beliceños están conscientes de que no hay justicia para los pobres e impunidad sólo para los ricos y los que están bien conectados. La falta de oportunidades de empleo, educación y seguridad son los males que afectan a nuestra nación. El PUP y sus líderes lo entienden y están listos para tomar medidas ahora para detener la injusticia y la desigualdad que está poniendo de rodillas a nuestro amado Belice. Estos son los llamados para la manifestación Salvemos a Belice, ¡es un llamado a la acción! Los beliceños han demostrado que están listos para la acción, listos para el cambio y el PUP ha respondido al llamado de los pobres, los marginados, de los que no tienen voz. UNITED & STRONG Those fools in the UDP trembled when the PUP machinery roared past on Sunday. It was a massive showing of people power from every corner of this great nation. The red roaches took to Facebook to attack and vilify, because that is how they in the UDP do it, but they can have their fun for now. The writing is on the wall, and whenever that lame duck, dead duck Dean calls elections, the people will do the rest. The blue wave will wash away the corrupt UDP, the scum that has raped public coffers and abused our people. Enough is Enough! It is time for a change. It is time for the P.U.P. As John gawn… Does anybody else think it’s kinda interesting that when big bad John was Minister of National Security, the Police couldn’t catch a plane even if it landed on their heads? John goes away into political obscurity and BAM, Police and B.D.F. manage to make a big drug bust. We remember well when our friend Julius said it in the House. Something has to be very, very wrong when so many drug planes are landing, sometimes two a week, and the Police always show up late, never arrest anybody, and never find any drugs anywhere around. Lately, the Mexicans have been stepping up their game and helping with information and surveillance, but even that wasn’t helping. Then Mason’s best friend, the boxers’ party man is fired from Cabinet and things start happening. We just couldn’t figure out why old man Barrow kept making this guy Minister of National Security. Judging from that picture we saw, he couldn’t even secure his own dignity, much less secure the nation. We know he’s been making the rounds pretending that all is good with him, but we also know that he smells the stench of his own making. That fat fool is done. But it ain’t done there. A Government of the People’s United Party will do what needs to be done to get him behind bars. What a sweet, sweet reunion that will be for John and Mason. Dirty, rotten scum… We at the Belize Times have seen how this one plays out. Out of sheer desperation the UDP has turned to the only man who isn’t covered with a cloud of corruption. They had no choice. Patrick is done, even if that little sucker simply refuses to give up. He’ll never be leader of the UDP. John John is done. If there was a roasting bag big enough you could stick that fat fowl in there and call it a day. The only thing he can do is pray that he doesn’t end up in jail. And there’s literally nobody left. We hear the UDP got so desperate they tried to bring back Boots and make him leader. In fact, and this one is no joke, we even hear they tried again with Mark Espat. Just like the first time, that didn’t work. And Mike Peyrefitte – well, let’s just say there are those in the UDP who doubt his stamina so they’re afraid to give him a chance. So it’s going to be Omar Figueroa for UDP leader. Word is that Omar has already been taken into a private room by Gaspar Vega, that UDP who considers himself the Godfather. All we’ll say is Adelante. Let’s do this. Cause if Omar wasn’t even considered corrupt before this, he will be now. And any way this shakes out, the UDP is done anyway. Khalid Again You know, that saying really is true. You show me your friends and I’ll show you who you are. We remember those days long ago when we considered Mayor Khalid a harmless dude. We knew he wasn’t bright but he smiled a lot and to his credit, he does look a little bit like Kobe. But it appears that John Saldivar done corrupted this guy. All of a sudden now we’re hearing about land in Belmopan being sold, but nobody knows about the sales until long after, and nobody knows how much exactly is being paid. This latest one is outrageous. Khalid has approved the sale of a prime piece of Belmopan’s buffer zone for the construction of a gas-station, right in front of Our Lady of Guadalupe Primary School. Can you believe that? What is wrong with that guy? The people want to know about this one buddy. This one isn’t going to fly. We just had one student from that same school die because of a careless driver, and now you want to put a gas station there. That’s just insane. We’d suggest that if you did make any money on this deal, save it because there is no way the people of Belmopan are going to take this one sitting down.

Will the Prime Minister and Minister of Finance please inform Belizeans if the $130 Million contract for the Coastal Road that was awarded to Imer Hernandez Development Company Limited was sent to the National Assembly for approval as is required by the Finance and Reform Act? 2. Will the Minister of Lands, Hon. Hugo Patt, please inform Belizeans if he approved the granting of land titles in Caye Caulker to any person or persons who were delegates at the recent UDP Convention in which he was running for office, and if so, at what value was each parcel of land sold? 3. Will the Minister of Works, Rene Montero please inform Belizeans whether or not he is aware that the Mexican Company, Construcciones y Carreteras, the company currently in partnership with Imer Hernandez Development Company Limited to build the $130 million Coastal Road, is under investigation for fraud in Mexico? 4. Will Minister of State Beverly Castillo please inform Belizeans how many new homes or schools have been built in Belize Rural Central since she became a minister? 5. Will the Minister of Health please inform Belizeans whether he has presented Cabinet with a draft supplementary budget to deal with a plan to prepare for the possibility of the corona virus hitting Belize?

Party Leader’s Weekly Message
“THANK YOU” Hi Everybody Thank you. Thank you for coming out by the thousands on Sunday to let Dean Barrow and the UDP know that we have had enough, enough of the UDP corruption, incompetence and bad governance. As I said on Sunday this is just the beginning. Over the past twelve years, we have watched thousands of our young men die in the streets due to the out of control crime and violence. We have watched our major industries collapse because instead of investing in our productive sector the UDP chose to spend millions in poorly built roads and roundabouts and highways to nowhere. They have all but crippled our health care system. Weakened our education system and abandoned our rural communities. Today Belizeans are working harder and earning less than they need to live comfortable lives. Talk to anyone at the corner shop and you will hear one message. And that is, “We are tired.” We are tired of being broke. We are tired of being afraid to walk the streets. Tired of struggling to make ends meet. And, Yes, Belizeans are tired of the UDP. But as we saw on Sunday our spirits can never be broken. The time for change is now and we are ready. Ready to bring back jobs and to get on to a five dollars an hour minimum wage. Ready to make our streets and communities safe again. We are ready to get the Belizean economy growing and ready for a new era in Government where corruption and incompetence is replaced by greater accountability and transparency. There are many things that we can do together. I am ready. We in the PUP are ready. So join us, so that together we can build a Belize that works for everyone. RECESSION: 3rd Consecutive QUARTER in the RED Late in 2019, the United Democratic Party embodied in the Prime Minister Dean Barrow muttered in the House of Representatives that Belize is not in a recession. The Prime Minister is tired and his expertise does not lie in being an economist. He is a lawyer and even his best legal spin could not save him from the truth. Belize was already in a recession and his numbers presented to the IMF were incomplete, at best. Flash to February post-massive demonstration of utter dissatisfaction with the UDP and, bam, we are in a 3rd direct quarter in recession. This is crisis and the UDP are nowhere to be found and are leading Belize without a leader. Even the dodos followed each other off the cliff. Belize is now aware, our Gross Domestic Product has contracted in three consecutive quarters. Quick, our year is divided and measured economically in four quarters of three months each. In a press conference today, Wednesday February 26, the latest updated report of, the Statistical Institute of Belize(SIB) rolled out showed that for the last three quarters Belize’s Gross Domestic Product has been negative, in the red. Belize has produced less, statistically speaking. Ms. Sabal of SIB: “If we look at what each sector contributed to the total GDP in the 4th quarter of 2019, the sector with the largest contribution was the tertiary sector, which accounted for over 60% of production. The secondary sector accounted for roughly 10.2%, while the primary sector, 8.3%, and the remaining, 14.8 % are in taxes. For the 4th quarter of October to December 2019, Belize produced goods and services totalling 669.9 million dollars. This represents a decrease of 19 million dollars or 2.8 percent when compared to the 4th quarter of 2018.” “It is the only 4th quarter decrease recorded since 2011. Within the primary sector, agriculture, hunting and forestry contracted by 11.4% or $5.5 million, totaling 43 million dollars, while the fishing industry experienced growth of 14.7%, or 1.6 million dollars, bringing the total for the fishing industry to 12.7 million dollars.” One year ago, in the budget speech, the Prime Minister attempted to pre-empt the recession by blaming the industrialized nations for dragging small nations into recessions. Are you sticking to that one PM? Or, are you blaming the drought and New River you failed to address in time? Maybe you can blame the agriculture sector that you have abused and disrespected by placing Ministers in them that do not think of the Belizean farmers and are quick to issue licenses for the importation of agricultural products that can be grown in Belize or we have alternatives for. It is basic economics. If you primary sector suffers so shall the secondary and down goes your Belize. The people in your rural areas are downtrodden and their poverty is more and more abject. The true barometer of our economy begins right there with the poor. This past Sunday, the poor screamed for help. There has not been a squeak out of their flailing leader. Maybe their PM he is deaf as well. The Caribbean Development Bank (CDB) has been partnering with the Government of Belize on a number of projects including providing loan financing along with the United Kingdom (grant) for the $130 million upgrade of the thirty-six-mile-long Coastal Road. The CDB has agreed to lend Belize some US$36.6 million dollars for this Project. You are aware that the Finance and Audit Reform Act requires that the Contract for this Project be brought to the National Assembly within thirty days of its execution. The contract was signed on the 2 December 2019 and it has still not been tabled in the National Assembly. The purpose of tabling the contract, and related documents in the National Assembly, is for the Legislature to exercise its important oversight function. The Finance and Audit Reform Act required that this Contract be carefully perused by the Contractor General before it was signed. On the 2nd December 2019 there was no Contractor General in office. Again, the Contractor General provides critical oversight in relation to government procurement. Neither of these oversight function can be waived by the Government or the CDB. Consequently, the Opposition takes strong objection to the manner in which this Contract has been granted in flagrant violation of law. We further reject the assertion by CDB project director Daniel Best that the award of this Contract meets international best practice. You should be in no doubt whatsoever, that the Opposition does not regard this Contract as awarded in accordance with law. No doubt you are aware that on the 31 January 2020, the Hon. Chief Justice delivered a landmark decision in which he found that in excess of $1.5 billion dollars had been spent unlawfully and unconstitutionally by the Government. The current Government has, for years, flouted the laws that apply to accountability and transparency in government procurement and expenditures. I regard the CDB now as a willing and knowing participant in the continued flouting of applicable Belizean laws. The record should also reflect that Imer Hernandez Development Company Limited has an unenviable record of incompetence when it comes to delivery of roadworks. In addition, for this Project it has reportedly partnered with Construcciones y Carreteras which is apparently under investigation in Mexico for fraud. In the circumstances, we fail to see how this supposed joint venture qualified for both Lot 1 and Lot 2 of this Project. Especially as we have seen correspondence to bidders that stated that no company would qualify to win both Lots. I call on you to provide to me, as a matter of urgency, written evidence to show that the CDB has ensured that all applicable laws in Belize have been complied with in respect of this Project. Why was Darrell Bradley, the usually impartial President of the Senate just like the Speaker of the House should be, granted an interview on Open Your Eyes this week? Did he pay for the spot? Darrell feigned at serving the city during 2012 to 2018. If you blinked, he would hurriedly remove the halo which was merely a façade. Darrell only won when he grabs on to coattails of fellow candidates and when faking the people. When he heard of the vacuum he immediately was interested but not really. He knows he cannot win anything for himself. Darrell, to be UDP leader you need to be a winner. You introduced the Miller effect into Belizean politics. So you feel that now as the UDP continues to slow cook and agonize that now is the time to ala Columbus discover the land of campaign reform. Wow, you are a legend in a couple Bradley cerebra. Keep in mind that Lee gifted you a Senate president chair that he himself has proven did not have the moral authority to usurp. So Darrell, you are as horrible was voter-hoarder Tracy and the flightless Superman. You are devious at best when you unilaterally go and download a campaign reform policy from the republic of the United States and do a reshuffle of words and voila. Darrell has no need to consult anyone to craft our much needed post-Dermen and post-UDP legislation. Somehow that is supposed to be a reluctant leader in denial. Darrell that is called dictatorship. Stick to your gavel and to feigning to control the Ayes. Leading people is definitely not you forte. Proof: you ran from the cemented city as fast as you could; left a despicable landmine for you to imaginarily administer vicariously; and, lastly, ask Kareem and Caribbean Shores. As we speak, number one Kelly Street, basically a restaurant, is the home of many Caribbean Shores voters who hardly even eat fry chicken. Now, the court said it’s ok. BUT, the people of Belize see through and through that blatant corruption of the law by the UDP. So when Bradley condones such behavior he is akin to Hugo Patt and Beverly Williams defending John Saldivar tooth and nail to their political grave. You are defending Lee Mark. Angry UDP birds corrupt absolutely together.

“THEY GOT TO GO....”
By HILLY BENNETT Sunday’s demonstration organized under the leadership of the opposition, Honourable John Briceno and the People’s United party against the corrupt United Democratic Party government was not only a tremendous success but of historic proportion in contemporary Belizean politics. The chosen site, Battlefield Park was called the people’s university. The Park represents the site where many of the country’s revolutionary battles were fought with the Father of the Nation, George Price and the PUP leading the charge. The Supreme Court is also symbolic as a recent legal battle was fought and won in the continuing revolution for meaningful change in how the proletariats are governed. As the demonstration converged on the park the song, ‘They Got To Go ‘, pelted the fiery atmosphere. The message was clear. The people have become tired of the UDP. 15,000 strong echoed the sentiments of the melodious, catchy war tune. People from North to South, East to west vented their frustration of the Barrow administration. Although, the Unions refused to forge an alliance with the PUP, in strengthening the chain for change, the massive representation in the parade has sent a strong message to the UDP - THEY GOT TO GO! It is immeasurably clear that the citizenry has grown tired of not only the BARROWGANCE, but the fool’s comfort, of the empty broken promises dished out by Dean Barrow. The country’s economy is at its worst post - Independence. Under the ruthless red regime the public debt has ballooned to 4 billion dollars since Barrow took office in 2008. Security of the nation, the first purpose of government, has been held in total disregard. Encroachment within Belizean airspace has become open season for narco traffickers. Citizens continue to be displaced by the vicious cycle of poverty and inequality. The paltry Food Pantry, BOOST, and CCTs remains UDP panacea for social development. The productive sector is

buckling whilst the Barrow government throttle in stand-by mode. The various unions demonstrated on Thursday against the ‘red hydra’, expressing discontent with how the present administration has handled the affairs of the Jewel. Sentiments - why now was deafening. The NTUCB issued some six points (similar to the ones submitted by the PUP prior to their move) to the Prime Minister, demanding they are address prior to elections being called. However, the reaction by the PM to the unions demand was a veil of hubris. Obviously, King Dean has once again played the unions as a joke. Seemingly, the unions have fallen victims to Barrow control
of the spur and the bit. In one of Aesop’s fable, in a simplistic narrative, it is illustrated how autocrats like King Dean usurp control of societies. It is the writer’s opinion what befell the unions. There was a horse, a stag and a hunter. The horse was having problems with the stag and went to the hunter to garner help. The hunter told the horse he would only help if he could put an iron between horse’s jaw. This would help the hunter to guide the horse. Also, the hunter wanted to put a saddle on the horse back to keep the horse steady. The horse agreed and the problem was solved. Thereafter, the horse demanded that the hunter relieved the horse of the bit, bridle and saddle. The hunter refused as he wouldn’t be able to control the horse anymore. Going into the 2008 General Elections the unions sought the UDP assistance in bringing down the Peoples United Party. Agree-
15 ments were made, and since, Barrow has wavered in delivering the wants of the unions. Subsequent to the “or else” meeting between the PM and the unions it is clear that Dean Oliver is BOSS! Evidently, the majority of the Belizean populace recognizes that the PM is not only deceitful but ‘chancey and liad ‘. The promised mandate of Transparency, Accountability and Good Governance has not yet been delivered. Dean Barrow’s defiance of conventional standards of probity is dangerous to Belize’s democracy. As leader Barrow has “succeeded not only in changing reality, but in deceiving much of the country and perhaps himself “. Nevertheless, when elections are called King Dean will understand that the entire nation will have a hand in deciding his fate. Like the song ‘ THEY GOT TO GO ‘ says “ we di people done mek up wi mind... we don’t want BARROWGANCE no more!”

G20 SOUNDS ALARM OVER CLIMATE EMERGENCY DESPITE US OBJECTIONS By Richard Partington, Economics correspondent Group’s first ever reference to global heating signals growing economic concerns over climate chang The G20 group of the world’s wealthiest nations have agreed for the first time to collectively sound the alarm over the threat to the financial system posed by the climate emergency. Overcoming objections from Donald Trump’s US administration, G20 finance ministers and central bank governors meeting in Saudi Arabia over the weekend agreed to issue their first ever communique with references to climate change, according to reports from Reuters. Sources told the news agency that the statement of priorities included the importance of examining the implications of global heating for financial stability, as part of the work of the G20’s Financial Stability Board, the steering group for international banking industry rules. The language represented a compromise to overcome opposition from US officials at the first major meeting of Saudi Arabia’s year-long presidency of the G20, according to the sources. An attempt to include references to the downside risks for global growth posed by the climate crisis was dropped.

It’s been much longer than 72 hours since narco planes made news here in Belize. The joke is that since Saldivar is out now as Minister of National Security maybe our skies will be a little less trafficked since anyone should be able to do a better job. On the cold morning of February 27 a Gulfstream G2 Jet narco plane with approximately 69 tight bales of cocaine was intercepted just off the Coastal Highway in the Belize District. No one was caught contrary to earlier reports. As Belize awaits the Fall for our radar, we would like to hear a drastic improvement in the prevention of these planes just breaking into our sovereign airspace. We feel insecure. New Minister of National Security, hopefully you get this message.

I listen to my news now and again especially 5 and read news online. Recently, I liked Belize Times because I felt it was time to get interested. Belize need me. OLD AND TIRED GODWIN MUST GO! --Contributed-Climate changes are real, as a matter of fact scientists have been warning about it effects for years. Severe drought is one of the more immediate effects of climate change, as predicted the last three or four years have been marked by decreased rainfall which severely affects crop yields. Agriculture is important because it is the way in which a country achieves food security for its citizens, and also because managed well the excess in production can be sold. It can; therefore, provide much needed foreign revenue, help to balance the trade deficit and provide much needed employment for our growing unskilled labour sector. In Belize, although we have access to the most recent developments in news and research via the internet and other strong resources, we seem to be lost in a Labyrinth of bureaucratic red tape that makes responding to changes impossible even when the warnings and the recommendations to avoid impending disaster come years ahead. Or perhaps, it has to do more with the lack of political will to do better for our farmers, than mere Red Tape. The Statistical In-
stitute of Belize released its fourth quarter GDP report which painted a dismal picture of the Agriculture Industry. Citrus, Sugar Cane and Bananas once the cash crops we depended on have been seriously affected by drought and the failure of the government to prepare for the drought they knew was coming. There was a decrease of 6.6% in the primary sector. The secondary sector which heavily relies on the first for raw materials also saw a decrease of 19.1% in production. Sugar, citrus concentrate output were so low that even increases in livestock, cattle and poultry could not make up for it. These increases were also due to farmers choos-
ing to slaughter the animals earlier than usual instead of losing them to the extreme heat and limited water and food supply. In the last quarter of 2019 even construction slowed down by 25% which lowered the import of cement. It will come as no surprise then to learn that the Balance of Trade has also been adversely affected because our exports are down and our imports have increased and now stands around 154M. Preliminary figures for January 2020 look even more dismal with a decrease of exports of 59.7% as compared to last year. This is the second consecutive quarter that Belize has registered
a decrease in GDP. The 2.8% decrease is also the first time in almost ten years since a decrease was registered in the fourth quarter. This confirms that we are in the deathly grip of a recession amid the political turmoil we currently experience. It is also official confirmation of what Belizeans already knew, that it was a hard Christmas. Crime and poverty are rampant in The Jewel and it shows no signs of improvement. The Minister of Agriculture looks old, tired and is as sluggish as our economy. He wastes precious time at the police station embroiled in the scandals and shame of his violent son. Godwin should heed that old adage… He who fails to prepare, prepares to fail. He has failed the people of Belize! Godwin must Go!

The People’s United Party determines that before any constitutional amendment can be considered, there must be a systemic review to ensure that the unlawful and unconstitutional spending of taxpayers’ money can never happen again. The PUP demands the following: 1. The appointment of an Independent Commission of Inquiry chaired by an international Commonwealth jurist to inquire into how this unconstitutional spending could have taken place. 2. A forensic audit of the illegal spending of more than $1.5 billion dollars, with special emphasis on the Petrocaribe spending to be carried out by a reputable international firm of forensic accountants. 3. At the conclusion of the forensic audit into the illegal spending of more than $1.5 billion, follow up action including criminal investigation and prosecution as deemed necessary. We also believe that those who broke the law must be made to face the courts and as such will present the Commissioner of Police and the Director of Public Prosecutions with the evidence as well as the Chief Justice’s judgment so that criminal prosecutions can be instituted. 4. Copies of all contracts issued for over five million dollars that were not brought to the National Assembly for approval. We want to see how much has been spent and what is outstanding. All such contracts and all spending under such contracts are in violation of law. 5. Since there was no Contractor General for approximately two years, we demand copies of all contracts that were issued without the approval of the Contractor General. These contracts must be made null and void. If we are to carry out the business of the nation honestly and effectively, we need a national effort against this corrupt culture of handouts, political favours, nepotism and dishonesty.

Six Steps to Make Government More Accountable

First, we will ensure an Independent Public Accounts Committee. One that is strengthened so that substantive ministers cannot be members of the PAC. As well, all House Committee meetings, including PAC meetings will be open to the public and streamed live. Second, the Integrity Commission must do its job effectively. To do so it should no longer be controlled by the Party in Government. Likewise, we will put in place a mechanism to ensure the financial independence of the Integrity Commission with a budget to be approved by the National Assembly. They need the tools and personnel to get the job done! Third, the recent cases of misappropriation of government funds is a clear indication that we need a strong and independent office of the Auditor General. The next PUP Government will ensure that the Auditor General’s Office has unrestricted access to information and with full powers of investigation, including subpoena powers to ensure that requests for information and documentation are complied with expeditiously. The Auditor General’s office will be permitted to submit their budget directly to the National Assembly for approval. Most important, we will ensure that the Auditor General is allowed to present reports directly to the National Assembly and not only to the Prime Minister. Fourth, the PUP will not only implement UNCAC, but we will also enact Campaign Finance Legislation. In the first 100 days, the new PUP government will direct the Office of the Attorney General to draft Campaign Finance legislation which will be subject to national consultations and review before a final bill is tabled and passed into law. Fifth we must make the National Assembly function as the centerpiece of our government, complete with all requisite checks and balances. That means that the next PUP Government will ensure a minimum of one House Sitting per month. And Sixth we demand Senator Aldo Salazar to immediately release the findings of the Senate Select Committee on the hustle at the Department of Immigration. We demand follow up action including criminal investigation and prosecution as deemed necessary. Our immediate actions will start today as I instruct our legal team to write to the Financial Secretary to request copies of all warrants signed by the Minister of Finance during the current fiscal year.

El próximo Gobierno PUP asegurara acceso sin restricciones a la información a la oficina del Auditor General y le dará plenos poderes de investigación, incluidas las facultades de citación para garantizar que las solicitudes de información y documentación se cumplan con toda prontitud. La oficina del Auditor General le será permitida presentar su presupuesto directamente a la Asamblea Nacional para su aprobación. Lo que es más importante, nos aseguraremos de que el Auditor General presente informes directamente a la Asamblea Nacional y no sólo al Primer Ministro. En cuarto lugar, el PUP no sólo aplicará la UNCAC, sino que también promulgará la legislación sobre la financiación de las campañas. En los primeros 100 días, el nuevo gobierno PUP pedirá a la Oficina del Fiscal General que elabore legislación sobre el financiamiento de campañas que será sujeta a consultas y revisión nacional antes de que se presente un proyecto de ley final que se apruebe. En quinto lugar, debemos hacer que la Asamblea Nacional funcione como la pieza central de nuestro gobierno, con todos los controles y equilibrios necesarios. Eso significa que el próximo Gobierno PUP garantizará un mínimo de una sesión de la cámara de representantes al mes. Y sexto exigimos al senador Aldo Salazar que publique inmediatamente los resultados del Comité Selecto del Senado sobre el chanchullo en el Departamento de Inmigración. Exigimos dar seguimiento a las acciones, incluida la investigación penal y el enjuiciamiento, según se considere necesario. Nuestras acciones inmediatas comenzarán hoy al instruir a nuestro equipo legal para que escriban al Secretario de Finanzas solicitando copias de todas las órdenes firmadas por el Ministro de Finanzas durante el año fiscal en curso.
