IN CONTEMPT OF COURT?

Monday, February 25, 2019 Prime Minister Dean Barrow took the “bully pulpit” of last week’s Business Forum to launch a scandalous and contemptible attack against a sitting Justice of the Supreme Court. The People’s United Party regards the Prime Minister’s assault on Justice Abel as deliberately designed to interfere with cases actually before the Judge, to intimidate the wider Judiciary, to scandalize the Court and ultimately undermine the rule of law. Not only did PM Barrow severely criticize Justice Abel, but also referred to tax cases that are before another Justice of the Supreme Court threatening that he would do all that was possible to ensure that the Government wins the cases. The PUP deplores this outrageous contempt of court by Barrow and calls on the Chief Justice to report this matter to the Director of Public Prosecutions for appropriate action. The PUP recalls Barrow’s attack on the CCJ when it ordered the enforcement of the arbitral award against the Government. The Party recalls Barrow’s attacks on Justices of Appeal, which led to the resignation of Justice Mottley, his attempt to stack the Court of Appeal with friends which led to action against

Continued from page 1 the appointment of the unqualified Franz Parke. In short, PM Barrow has a record of utter contempt for the judiciary. The PUP calls on the Chief Justice to defend the independence of the judiciary from this hostile attack by the Prime Minister. Any moving of Government cases from Justice Abel to other judges will undermine confidence in the independence of the judiciary and reward the Prime Minister for his contempt. The abuse of the Judiciary cannot be tolerated for it attacks the very foundation of our democracy and sets a dangerous precedent when the Executive in any way seeks to interfere with the business of the Courts. The PUP calls on the Prime Minister and the Chief Justice to make public all correspondences between them on this matter and calls on the Chief Justice to assure the public that he will not engage in any negotiation or discussion with the Prime Minister regarding the selection of judges for Government cases. The PUP calls on PM Barrow to apologize to Justice Abel for this unprecedented act of bullying and shaming. PUNTA GORDA & TOLEDO DISTRICT ROCKED BY SUDDEN CRIME WAVE By Aaron Humes February 28, 2019 For the past month, one of the quietest corners of the country has been on edge, seeing the murders of three young men, injuries to others, and a general crime wave that would be considered unprecedented compared to past records. Residents of the Toledo District, and in particular its capital Punta Gorda, believe that the culprits are refugees from the big, bad Belize City who are taking their lawless ways down South to avoid the re-energized Police Department. This week, chief lawman Commissioner of Police Chester Williams and his crime squad vowed to pursue and capture these elements. But the news arrives too late for childhood friends Kevin Moro and Oscar Humes, shot dead

around 7 p.m. Monday, February 25th, at a residence on Main Street in the center of town. Members of Moro’s family said he was with them in town not long before that and had spoken of getting out of town the next day, but he would not make it out alive. Earlier in the day there was shots fired near Central Park from two men riding separate bicycles. They missed their target and were quickly apprehended by Police. Albert Valentine, who had recently gotten off a murder charge, appeared in court this week charged with one count of aggravated assault, kept firearm without a gun license, kept ammunition without a gun license and discharging a firearm in public. Also accused is one Aduan Usher. On Sunday in an unrelated incident, San Pedro Columbia residents Eulalio Chiac and Seferino Cho was fired upon while walking home from a social gathering by Chiac’s nephew, Robert Chen, with

that its system was down and no service was being offered. Credible information is that the system was down from Monday afternoon and the reason is that one of the servers had burnt. Hundreds of Belizeans travel from remote villages from every crevice of the country to Belize City. No one at the Vital Stats saw it necessary to inform the public as the incident happened because they simply don’t care about the people they serve and those who have travel hundreds of miles just to access the basic services. To date there is in excess of three thousand people who are unable to register because their information is not in the system or their physical records cannot be found. Some of the pathetic reasons given is that the page was torn out or eaten by rodents, or the book simply vanished and cannot be found. One of these unfortunate individuals is well known educator and historian, Joseph A. Bennett who was born in Belize City in 1929. Mr. Bennett along with multiplied thousands will not be able to vote in this historic referendum due to the inefficiencies and incompetence of the system at Vital Statistics Office. What has been going on at the Vital Statistical Unit headed by Attorney General Senator Michael Peyrefitte is nothing less than a National Travesty and a serious and in some instances a deliberate attack on our fragile democracy. With hundreds even thousands of born Belizeans unable to secure their birth certificates before, during and after the Re-registration campaign, this lack of competence has created great consternation all across the country. With the writ for the Re-registration issued by the Governor General in June of 2018, and even prior to this

writ being issued those responsible for Vital Statistics knew well in advance that there would be a rush on the office and an increased need for documents from those wishing to re-register. With all this advance notice it became quickly evident that something was amiss and that thousands would be disenfranchised due to lack of proper documentation through no fault of their own. Despite the thousands of instances of proof of corruption inside that Vital Stats Office, this present administration keeps on behaving as if though there is nothing wrong with the ineffective and broken system in place. In a late evening press release yesterday Wednesday, the Attorney General’s Ministry tried to shift blame away from itself claiming that the issues at Vital Statistics have been resolved and the perpetrators of a corrupt scheme where monies were received from applicants, no official GOB receipts were issued and no documents prepared have all been fired. Previous to that he had gone record claiming that it was the PUP who were in fact creating havoc and corrupting the records at Vital Stats. When an amateur video surfaced with known UDP operative one Michael Flowers and employee of the Guardian Newspaper in the Vault at Vital Statistics (only employees are allowed in the vault) the AG again tried to dismiss the video saying it was an old footage and that issue too has been addressed. Anyone who even now has to go through that painful experience at Vital Statistics know that nothing has changed. It is still a laborious process producing very little results. Names on certificates are still misspelt, records are still missing and even though you get an official GOB issued receipt, you still end up getting far less certificates than you pay for. The System is heavily flawed, the records and the process is flawed. The end result of a National Referendum will be BOGUS.

VITAL STATS A NATIONAL TRAVESTY February 28, 2019 Every week day from as early as 4 a.m., if you pass by the Vital Statistics Office located on Queen Street, Belize City you will see people standing outside waiting to access the services from the only office within the country that provides official birth, death and marriage certificates. This needs to be done, and no one can afford to be late because only 40 numbers are issued daily. This past Tuesday February 26, 2019, the Vital Statistics Office sent out a release

whom they had previously had an argument. Chen is being sought. While Police continue to sort out the details, Southern Region Commander Senior Superintendent Sandra Bodden told reporters that, “the information is showing that there is some connection between this shooting and a shooting that occurred previously that resulted in the death of Jordy Flores… the information is that it may be gang related.” Flores was shot and killed on January 29. Speaking in Punta Gorda where he had been assigned to lead the investigation, Deputy Commissioner Edward Broaster added, “There are elements from outside of Punta Gorda who are creating the mayhem here and there are a couple of Punta Gordans who are associates with these individuals...” And his boss, Commissioner Williams, added that residents should not fear cooperating with police if it meant getting rid of the “outsiders” among them. And the Moro family has called on P.G. residents to attend a vigil in Central Park this coming Saturday, March 2nd, in memory of Kevin Moro and Oscar Humes. Start time is 6 p.m. The People’s United Party’s Belize Youth Movement issued its condemnation of the violence in the South, urging youth to put down the guns and avoid the loss of life that has consumed three young men in their primes.

BARROW UNHINGED

ll was not well at the Prime Minister’s Business Forum last week. Media reported three hundred participants registered but clearly not in attendance. Still it was not without its moments. As usual the Prime Minister (PM) tried one of his favourite strategies. He went on the offensive, this time attacking the Judiciary in the person of Justice Abel. In the petty tirade, he seemed to take offence that Justice Abel was doing his job, and instead of playing nice with the Crown and its officers he instead “appeared heedless.” It hardly seems fair to blame judicial hostility as the reason for the miserable record of losses the Crown suffers under the less than stellar direction of the Attorney General. As usual PM uses diversion tactics to pull attention away from the real issues at hand. However this time he crossed another proverbial line. In a Trumplike fashion, the PM called the Financial Secretary a scrooge. PM certainly did not seem his usual calm and composed self. The tantrum and outburst not in his character, he seemed out of sorts, even desperate. Perhaps it is all becoming just a bit too much for PM. His rationale is clearly muddled. Hopefully the reason is not a supply of subpar pain medication imported from a cabinet colleague. The reality for the majority of Belizeans is that cost of living is up even as the SIB claims it decreased in January. The PM claims that the economy is taking an upward turn. However, citrus, a major foreign exchange earner is not faring well. The number of boxes of oranges produced has been steadily decreasing from 5,866,000 in 2008 to 3,201,000 in 2017. Grapefruit production has diminished from 1,441,000 boxes in 2008 to 186,000 boxes in 2017 this is according to statistics gleamed from the Central Bank of Belize. In the Third Quarter Report published in November 2018 by the SIB, citrus exports are said to have fallen by 10.5% from 75.2M to 67.3M this is due to the diminished sales of orange oil and orange concentrate. It is not only the agriculture sector and cost of living being adversely affected by this current barren fiscal policy. The banking and finance sector that helps the private sector move our economy is also taking a hit. In the independent auditors’ report for Scotiabank (Belize) Ltd. profits have been steadily decreasing over the last few years. It was reported that profits in 2016 were 19.219M that fell to 15.449M in 2017. However in 2018 profits fell by 47.38% and registered at only 8.130M. This same bank recently closed two of its branches in Placencia (the tourism Mecca of Belize) and Spanish Lookout (one of the biggest productive communities in the country). If this isn’t indicative of an anemic business environment and economy…what is? PM boastfully commits the remainder of his administration’s term to improvement of the current “business climate.” Surely the private sector, and all Belizeans, would welcome an improvement of the existing arid, infertile and even hostile conditions. The inimical changing of tax laws and making them retroactive does not make for a welcoming environment for local or foreign investors. He claims he will “propel inclusive economic growth; realize Government of Belize (GOB) efficiencies to improve the ease of doing business; improve citizen security; and actively reduce corruption.” While we go about our business in the current socio-economic wasteland, he and his bunch have fashioned for Belizeans, we take the liberty of sharing a few suggestions. It might help to “propel inclusive economic growth” if infrastructure contracts were awarded more impartially and not just to a select few well connected, not normal family members and special friends. Might we also suggest that one of the first places that benefits from the new and improved GOB efficiencies is the Vital Statistics Office? This would surely improve the ease of doing business for thousands of Belizeans are waiting on their documents so they can become registered voters and can access identification documents, including passports and social security cards, used to conduct everyday business transactions. On the improvement of citizen security, it would help tremendously if obsolete repressive policies were thrown out. Belizeans need to once again trust that the Belize Police Department (BPD) is there to uphold the law and rights of all citizens. To feel safe Belizeans need to believe that the BPD does not operate with impunity. On actively reducing corruption, we suggest that BPD starts using the material gathered at the Senate Special Select Committee in order to launch a full investigation into the matter and this time charge all individuals who were part and parcel of wrong doing at the Immigration Offices. The Attorney General might want to demand that monies gained through shady land dealings be returned. The PM is losing his composure because it is now enormously obvious that there is no way to hide or dodge the enormity of the mess they have created. Finally, after 11 years there can be no doubt that the responsibility lies with this UDP Government. The chickens are finally home to roost!

odo no estuvo bien en el foro de negocios del primer ministro la semana pasada. Los medios informaron 300 participantes registrados, pero claramente no todos asistieron. Aun así, tuvo sus momentos. Como de costumbre, el primer ministro (PM) utilizo una de sus estrategias favoritas. Se fue a la ofensiva, esta vez atacando el poder judicial en la persona del Juez Abel. En su ruin alegato parecía estar ofendido que el juez Abel estaba haciendo su trabajo, y que, en lugar de ser amable con la corona y sus oficiales, más bien “parecía imprudente.” No parece justo acusar hostilidad judicial como la razón del miserable récord de pérdidas que la corona sufre bajo la dirección poco estelar del Procurador General. Como de costumbre, el PM utiliza tácticas de distracción para desviar la atención de los problemas reales a la mano. Sin embargo, esta vez cruzó otra línea proverbial. Al estilo Trump, el primer ministro llamó al secretario financiero un avaro miserable. El PM ciertamente no aparentaba su acostumbrada calma y postura. El berrinche y el estallido no siendo su carácter, parecía de mal humor, incluso desesperado. Tal vez todo se este tornando un poco demasiado para el PM. Su racionalidad está claramente confundida. Esperemos que la razón no sea un suministro de analgésicos mediocres importados por un colega del gabinete. La realidad es que para la mayoría de los beliceños el costo de la vida ha aumentado a pesar de que el SIB afirma que disminuyó en enero. El primer ministro afirma que la economía está tomando un giro ascendente. Sin embargo, los cítricos, una importante fuente de divisas no está haciendo bien. El número de cajas de naranjas producidas ha estado disminuyendo constantemente de 5.866.000 en 2008 a 3.201.000 en 2017. La producción de toronja ha disminuido de 1.441.000 cajas en 2008 a 186.000 cajas en 2017 esto es según las estadísticas publicadas del Banco Central de Belice. En el informe del tercer trimestre publicado en noviembre 2018 por el SIB, se dice que las exportaciones de cítricos han caído en un 10,5% de los 1910 M a los 1710 M, esto se debe a la disminución de las ventas de aceite de naranja y concentrado de naranja. No sólo el sector agropecuario y el costo de la vida se ven perjudicados por esta actual política fiscal estéril. El sector bancario y financiero que ayuda al sector privado a mover nuestra economía también está recibiendo golpes. En el informe de auditores independientes de Scotiabank (Belice) Ltd. los ingresos han disminuido de forma constante en los últimos años. Se informó que los ingresos en 2016 fueron 19.219 M y que cayeron a 15.449 M en 2017. Sin embargo, en 2018 las ganancias cayeron en 47,38% y se registraron en solamente 8.130 M. El PM compromete con jactancia el resto del término de su administración para mejorar el actual “clima de negocios”. Seguramente el sector privado, y todos los beliceños, acogerían con beneplácito una mejora de las condiciones áridas, estériles e incluso hostiles existentes. El cambio hostil de las leyes tributarias y su retroactividad no producen un ambiente acogedor para los inversionistas locales ni extranjeros. Afirma que “impulsará el crecimiento económico inclusivo; efectuar las eficiencias del gobierno de Belice (GOB) para mejorar la facilidad de hacer negocios; mejorar la seguridad ciudadana; y reducir activamente la corrupción”. Mientras hacemos nuestro negocio en el páramo socioeconómico actual que él y su pandilla han creado para los beliceños, nos tomamos la libertad de compartir algunas sugerencias. Podría ayudar a “impulsar el crecimiento económico inclusivo” si los contratos de infraestructura se otorgaron más imparcialmente y no sólo a unos pocos miembros bien conectados, no normales de la familia y amigos especiales. ¿Podríamos sugerir también que uno de los primeros lugares que se beneficie de las nuevas y mejoradas eficiencias del GOB es la oficina de estadísticas vitales? Esto seguramente mejorará la facilidad de hacer negocios para miles de beliceños que están esperando sus documentos para que puedan convertirse en votantes registrados y puedan acceder a documentos de identificación, incluyendo pasaportes y tarjetas de seguridad social, utilizados para llevar a cabo transacciones comerciales todos los días. En cuanto a la mejora de la seguridad ciudadana, ayudaría enormemente que se desechen políticas represivas obsoletas. Los beliceños necesitan una vez más confiar en que el Departamento de policía de Belice (BPD) está allí para defender la ley y los derechos de todos los ciudadanos. Para sentirse seguros, los beliceños necesitan creer que la BPD no funciona impunemente. Sobre la reducción activa de la corrupción, sugerimos que la BPD empiece a utilizar el material reunido en el Comité especial selecto del Senado para iniciar una investigación completa sobre el asunto y esta vez ponerle cargos a todas las personas que fueron parte de conducta ilegal en las Oficinas de inmigración. El Procurador General podría querer exigir que se devuelvan los fondos obtenidos a través de las transacciones turbias de terrenos. El PM está perdiendo su compostura porque ahora es enormemente obvio que no hay manera de esconder ni esquivar la enormidad del desastre que han creado. Finalmente, después de 11 años no puede haber duda de que la responsabilidad recae en este gobierno de UDP! Se empiezan a manifestar las consecuencias!

They say that hindsight is 20-20. In 41days, Belizeans are being sent to the polls in an exercise of anti-patriotism. Do you like Belize as you know it or not? Composers of songs might be salivating at new words for parts of a new National Anthem. We need to look back crystal clearly at what we have and how we got here. The UDP government has spent a gorgeous dollar to educate us on why we should vote to gamble our country. The educating process hides under the veil of objectivity. Government presenters of the ‘NO’ side succeed only at oozing reasons why people should vote yes. They are happy to collect their stipends. It is downright insulting when at the end of their presenting ‘both sides,’ they really presented only the affirmative. Poll after poll, phone polls and media site quick polls, the spirit of the rejection of this governmental proposal is consistently negative. The reaction 10 months ago was overwhelming and it is now resolute. Government arrogantly felt they could change the minds of enough people by April 2019. It was their New Year’s resolution and now their Easter wish. Analogy: When visiting fair show grounds, we often see the Ferris wheels that make it into Belize to

provide much needed entertainment. This nevertheless instills fear. They are rusty and old. The ticket price seems steep especially as lives will to be hoisted and swung into then. “Are the Ferris wheel workers Guatemalan?” is a knew-jerk outof-context rhetorical question. Memory tells that one did topple over in Orange Walk many years back. Some proponents of the ‘Yes to the ICJ’ say that you shouldn’t fear. Therein lies a problem. You cannot ask people to put aside their humanity. When presenters misquote and show bias, they themselves show deep fear. When FDR asked people to not be fearful, he was speaking from a position of strength. In Belize and Guatemala, we have governments that will be up for grabs due in 2020 and June 16, 2019, respectively. Both will have new leaders. Both have major issues with the United Nations Convention against Corruption. Guatemala already had their people reject their referendum--only 27percent even bothered to cast their ballot. Our PM is on record as rejecting a Referendum result based on not enough electors voted for and against it as a total. So why accept Guatemala’s result? Beholden? In the 2000 and 2010 decennial censuses, the Belizeans who may be tagged as Millennials were seen to be in a vast majority. Like an avalanche, they will now rush to the polls to be heard around the world. They have been raised into the electorate and by social media and the Government fears this new bracket. Their hindsight is extremely present. It is difficult to lie to them. Belizeans are savvy and we will see on April 10 that their foresight is also 2020.

ROBBERY AT THE NORTHERN BORDER: TARGET, PESEROS By Aaron Humes February 28, 2019 Corozal police have apprehended as many as five individuals who swarmed the northern border with Mexico at Santa Elena this morning, intent on robbing the humble ‘peseros’ or moneychangers who work the area. They most likely had surveyed the area before recklessly planning the heist. At about 8 a.m. according to our sources and surveillance video that has gone viral, four men exited an SUV to conduct the robbery with the fifth man being the driver. A civilian in the area intervened with his licensed weapon and as many as thirty shots were fired. Amazingly, no bystander was hurt, at least initially. Border security then police quickly responded and snared all five men, injuring two who were treated at the site for their injuries. Peseros, named for the Mexican currency the Mexican Peso, are moneychangers who approach visitors to both Mexico to change their currency as they visit the neigbouring country to “stretch

d dalla.” They have existed for some time in the area, though it is not clear if they are under official license. Belizeans find that going to Chetumal or sometimes to areas without a legal crossing makes it easier to make end meet. Of, course many go for the entertainment. What can be seen with this incident is that the harshness of society is reaching an area that we have usually thought of as being violent crimefree. In any event, moneychangers both at the border and in the greater Corozal area have been frequently targeted. Officially, the only legal money dealers are the banks, Belize Global Travel Services, and the Government of Belize. But the money changing business still flourishes – albeit with concerns much like what took place today. This border crossing is generally a super safe zone. People want it to stay that way.

BELIZEANS PAYING $1 MORE FOR DIESEL AND KEROSENE

Vibes News February 28, 2019 Price at the pump, gone up AGAIN!! For the 5th time since the start of 2019 the fuel prices are up. Belizeans can barely find money to make ends meet and now they need to dig even deeper into their pockets to find extra money to purchase fuel. Since January the price of regular gasoline has gone up by $0.30 per gallon, premium gasoline up by $0.31 per gallon, kerosene up $0.92 and diesel $0.99. Since the start of 2019 there have been five major increases in fuel prices. • January 25, 2019 the price of regular gasoline rose by 20 cents taking the price from $9.31 to $9.51 per gallon. • January 29, 2019 the price of premium gasoline rose by 19 cents taking the price above $10.00. From $9.95 to $10.19 per gallon. • February 6, 2019 the price of diesel went up by a whopping 66 cents taking the price from $9.31 to $9.97 per gallon. Kerosene which is used mostly by the poorer Belizeans

will have to find 63 cents more. The price went from $6.82 per gallon to $7.45 per gallon. • February 16, 2019 the price of premium fuel went up by 12 cents from $10.19 to $10.31 and the price of regular went up by 10 cents from $9.51 to $9.61. • February 27, 2019 for the second time in the month of February, the price of diesel went up 33 cents from $9.97 to $10.30 and kerosene up by 29 cents from $7.45 to $7.74 It is no secret that this corrupt government is broke and to maintain a steady cash flow until the end of the fiscal year they are passing down the burden on the poor people. Every time this lame duck government increases the fuel price they lie about the reason. This week they are saying “The seeming increase in the frequency of fuel price changes is due largely to high seasonal demand, particularly in the aviation, construction, and tourism sectors, combined with limited bulk storage capacities which together result in the need for more frequent shipments of fuel to the country in recent months.” Not only does the price increase in fuel put a strain on Belizeans but the productive sector on a whole. Agronomist and Area Representative for Orange Walk South, Honorable Jose Mai explained: “The increasing cost of fuel continues to place additional burden on the productive sector. The costs continue to rise while farmers face great difficulty in marketing their products at profitable prices. The price of sugar is depressed; while, potato farmers are selling for $0.75/lb when the cost of production for potatoes is $0.75/ lb. The increase fuel cost leaves farmers in the RED... Hemorrhaging!! Bleeding to Death! The same faith is shared with rice, corn and beans producers!! Collapsing the entire Agriculture Sector!! How far will the government go?.”

Contempt It is hard to imagine what was in the minds of the people who sat at a recent business forum and listened to Mr. Barrow whine and weep and wail and moan because the government has lost, in his own words, 95% of the cases they have taken before a certain judge. I’m sure a few of their hearts were stirred to pity since at one point the Prime Minister seemed on the point of tears. But for God’s sake stop it. The fact of the matter is that Government’s cases are bogus, and the Prime Minister is an arrogant, inept buffoon. And this is not the first time Mr. Barrow has threatened a Judge. He expressed great displeasure with former Chief Justice Abdulai Conteh for the very same reason – that Conteh was ruling against Government – and in two blinks Conteh was gone. Mr. Barrow’s message to sitting Justice Courtney Abel is clear, and cannot be countenanced. Make no mistake, the Prime Minister is also sending a message to other Judges before whom there are Government cases. This bold-faced, bald-headed dictator has lost his marbles. It is past time for him to go. Pick Sense You know what I don’t get? When Usain Bolt says he’s the fastest man in the world, you can understand that. He’s won every race he’s run, pretty much, and has set records which have never been beaten. But when Mr. Barrow says he’s the ‘brilliantest’ attorney in Belize, I don’t get that. Barrow has lost just about every case Government has taken to Court. That’s a fact. Just the other day his law firm drafted a simple agreement with Ashcroft which was so badly written the CCJ laughed at it. Of course, it was no laughing matter for us because his incompetence cost us millions and millions. But you see my point? If we could borrow a slogan from GOB’s ICJ propaganda team, it’s time to pick sense from nonsense. Barrow can talk the talk, no doubt. But from the very beginning, his mouth has been writing checks that he can’t cash, and Belizeans

have been paying dearly for it. I said NO At that very same business forum, the Prime Minister behaved like a petulant child when asked why he would not consider delaying the Referendum, as Guatemala has on different occasions. Those who questioned him pointed out the mess at Vital Stats, and the fact that there are many, many Belizeans who are being disenfranchised, and various other good reasons for delaying the Referendum. But the Prime Minister insisted that nothing short of a natural disaster would delay it. There’s something very fishy about the UDP’s insistence on going to the Referendum at this time. We wonder how much money they have collected from our ‘international friends’ to do this referendum. I wonder if they can account for how this money has been spent. Is that why they need this thing to go to Referendum now? Inquiring minds want to know. Problem Solved When Clear the Check Castro said the problem was solved, people may have thought he was talking about the water shortage in his own villages in Belize Rural North, but we at the Belize Times hear that he was really talking about his money problem, since Cabinet had just met, we understand, to talk about how much money each UDP Minister would get to bring people out to vote in the Referendum on April 10. Castro himself said that he would treat this like a General Election – so in UDP-speak that means that the people’s money will be diverted into the pockets of UDP politicians to buy votes and spend on bringing people out. It’s as simple as that. We think the ‘international friends’ who are bankrolling this Referendum thing should call for an immediate accounting for the monies. Mr. Barrow says that they have spent over $2M. We’re not seeing it. But it looks like Castro is certainly seeing it. Bam sih deh Big Mike must feel like a prize idiot after he was on TV recently blubbering and blabbering about the PUP taking over Vital Stats and participating in the corruption there. Anybody with any sense knows he was talking a pile of crap, but then BAM, the evidence surfaces showing UDP operatives way, way, way inside of Vital Stats messing with documents. We all know, for example, that Sista B, the sister of the Prime Minister, was such a fixture at Vital Stats just after re-registration started that people thought she worked there. And yet, the UDP is trying to push us to go to a Referendum? They must be crazy. Mike Peyrefitte should get down on his knees and apologize to the people of Belize for the mess at Vital Stats, and for talking a bunch of garbage. But we’ll accept a standing apology, because we’re not sure how the knees thing would work out.

WELCOME ADDRESS FOR CONFERENCE ON DOMESTIC VIOLENCE 2019

By Councilor Dr. Candice Pitts January 30, 2019 I am delighted for this opportunity to give the opening remarks on a subject that has always weighed heavily on my mind and heart for as far back as I can remember. Perhaps, this is the same for many others convened in this room today. Unfortunately, we continue to live in a world that bears witness consistently to and experience various manifestations of violence: gang violence, violence against children, violence against our elderly and those with diverse abilities, violence against those with differing sexual orientations, violence against women and children, spouse on spouse violence; more commonly known to us as domestic violence. The types of violence we encounter should not be viewed in isolation: men beating women, women killing men, parents beating children, to the extent of brutality, all have their contexts. Indeed, a context we can trace back to our colonial history and our experiences with slavery, whether it was the encomienda system for the Amerindians, chattel slavery for the Africans, or indentured servitude for the Asians. Societies on this side of the Atlantic, inclusive of Belize, had been significantly altered by these systems of oppression. The European contact interrupted and disrupted our civilizations. What remained, or what materialized, our present society, was engendered from this brutality, disruptiveness, and rape. The destruction of the Amerindians, the assault on Africa, including the forced uprooting and enslavement of the African, and the imposition of colonial authority through the gun and the whip. It was within these systems of oppression that the colonized man, through sheer violence at the hands of the colonizer, was thrust on the opposite side of power relations; hitherto, he was a member of societies that nurtured male dominance; that expected him to rule and lead, and to be protector and provider. During European slavery, He and the colonized woman were ranked not only equally to each other, in a manner that the colonized man felt de-

valued his manhood, but they were both ranked on the level of animals and things that devalued their collective humanity. This equation and conflation would give rise to subsequent social problems, that we still witness in our present society, because post emancipation, when the colonized man attempted to reassert his manhood and power, he would do so against all those that threatened it: in the first instance, the European man who felt that to secure his own manhood he had to relegate the colonized man to the status of a nonman; and in the second instance, the colonized woman, whom in the colonial setting, became the yardstick against which his manhood was measured. This meant that post emancipation, the colonized man had to create a distinction between him and the colonized woman. He had to put her back in her place and ensured she stayed there. He had to show her that in their own relations to power, he was now the one in power, even if he had to inflict on her the same level of violence that once subjugated them both. In “the Shadow of the Whip: A Comment on Male-Female Relations in the Caribbean,” Merle Hodge argues that, “the [former colonized man] in the role of Dispenser of Violence is very likely a descendant of the white slave overseer asserting an almost bottomless authority over the whipped. But there is one fundamental difference, for whereas the overseer beat and tortured his victim because he had power over him, the [former colonized man] ill-treating his woman is expressing his desire of power, is betraying a dire insecurity vis-à-vis the female.” This underscores the extent to which violence is the result or symptomatic of power relations; the extent to which these power relations inform family units; and the extent to which our society is still reeling from pathological violence. Indeed, the violence of our history has not evaporated. It is still here present. Violence as a result of power relations is still here in the relations between our ethnic groups, our class stratified society, our political system, between the boys on the turf, between adult and child, between man and woman. Instead of evaporating, the violence has been personalized. It has seeped down into our personal lives. I have outlined this history of violence to show that Domestic violence that has been erupting in present day Belize has its context; it descends from that genealogy of violence that birthed our society and influenced our perspectives and attitudes towards violence. We need to have knowledge of our past, so we can know what we need to fix

now, and so we can divine a better future. We certainly cannot refer to ourselves as free and independent, when we continue to manifest behaviors that were expected of us during colonialism and slavery. Why must we brutalize our women; why must we brutalize our children. The slave owners once claimed: “battre un negre, c’est le nourrir”; which translates to English as “a beating is food for a nigger.” Is this the food that we will continue to serve? Is violence the food that we will continue to serve? All of us gathered here today need to start asking ourselves some tough and significant questions about the collective responsibility we share in breaking this cycle of violence. All of us gathered here are from different generations of people, and all of us, to varying extents, have or have had our encounters with domestic violence. We may experience it directly or indirectly in its various manifestations, physically, emotionally, psychologically, sexually, financially, environmentally. What part will we play to put an end to this lingering national disease? While we cannot move the

whole mountain in one day or one conference, we can keep this issue of domestic violence at the forefront of our social and political consciousness. We can remain involved. We can continue to inform and educate. Importantly, we must improve measures to protect victims of violence and prosecute and rehabilitate the perpetrators. We must assure those affected by violence that they are not alone. We must establish frameworks that will enable the victims and survivors to speak up, know their self power, and save their lives. We must work on improving our selves, strengthening our family units, the moral frameworks of our society, and the care we express for our collective humanity. This conference is a part of the working out of the way forward for our community and administrative bodies. On behalf of Mayor Wagner and the Belize City Council, we welcome you to this conference. We hope you listen keenly, participate in the discussion, and leave here feeling empowered to make the changes we need to have a safer and healthier society for all.

By Hilly Bennett February 28, 2019 One of the greatest achievement in the political history of Belize is the institution of Universal Adult Suffrage in 1954. The right to vote accomplished under the People’s United Party. The continuing shenanigans being conducted at the Vital Statistics Unit and the Election and Boundaries Commission is by no sheer coincidence. It is a desperate act and the behest of the Barrow administration to hold onto power. Re-registration was held for the first time, since the milestone accomplishment of Adult suffrage in 1954, in 1978. The process was twofold. First was the inclusion of the 18-year old vote. The other was the requirement of Belizean voters to have a photographed identification card. In December of 1977, Belize City Council (BCC) election was held with the Peoples United Party “Dynamic Nine” considered a sure win. However, the weakness in the existing registration process became the seizing opportunity for the UDP in manipulating a victory at the polls. Prior to the 1978 re-registration and the existence of photo ID, UDP was registering fictitious voters. When the 1977 Belize City Council(BCC) election was held, people from across the Jewel were trucked in by the UDP to vote under the fictitious names on the registration list. Thus the reason UDP won the 1977 BCC election and the PUP lost. Thereafter, the Peoples United Party, upon realizing the weakness in the electoral process, launched the re-registration to fix the problem with the inclusion of the photo ID. General Election were called in 1979 and an over confident UDP slate was trashed at the polls. The bitter taste of the ’79 loss still linger on the political tongues of the UDP’s. Re-registration has become the nemesis of the United Democratic Party. Although, re-registration should be held every ten years, the second re-registration occurred in 1997 leading into 1998 General Election. A frenzied Manuel Esquivel led govern-

ment, after being trounced in the 1996 Belize City Council election and subsequent PUP Town Board election victory in 1997 decided to engage a re-registration coinciding with the ’98 General Election. Nevertheless, the PUP garnered a titanic victory in the General Election of ’98. Subsequent the Penner scandal and the illegal naturalization of immigrant, the Voters List became contaminated under Barrow’s watch. The PUP and the general public realized the illegality of the voter’s List and demanded re-registration. The Barrow government in 2017 decided to postpone re-registration until after the national municipal elections held in March of 2018. The People’s United Party won a landslide victory on March 2018. Apparently, the UDP’s have become ‘gun shy’ regarding re-registration and their losses therefrom. Barrow cohorts have orchestrated every trick in the book in the attempt to manipulate the re-registration process. Presently 2,500 voters are being denied entry to the Voters List. Both Doug Singh and the Election and Boundaries CEO admit to the flaws at Vital Statistic. Nevertheless, a solution was not forthcoming. The PUP leadership with John Briceño at the helm and the stewards of the thirty one constituencies is in full throttle to counter the government’s attempt to disenfranchise the voting populace. The outcome of the upcoming referendum will be testament to the confidence held by Belizeans for the Prime Minister and the rest of the party. With time ticking and power slowly slipping from their grips, Dean has become a desperate and dangerous man for Belizean democracy. The 10th of April is the Dean Barrow appointment with history. Honourable Michael Finnegan on national television proffered the reason for the ’79 loss—the candidates did not concentrate on the Voters List due to the distraction of vying for cushy positions envisioning a cocksure win. The Peoples United Party has always been cognizant of the importance of the re-registration process and stands Ready to Lead and Ready to Win whenever General Elections are called.

El presidente nicaragüense anuncia que se sentará con la oposición a partir de la semana que viene tras la fuerte presión patronal y de los representantes del Vaticano y de EE UU EL PAIS: Lunes 25th Febrero 2019 Tras las peticiones formuladas por las grandes fortunas nicaragüenses el pasado fin de semana, el presidente del país centroamericano, Daniel Ortega, ha accedido este jueves por la noche a sentarse a negociar con la oposición para encontrar una salida a la crisis que sufre Nicaragua desde hace 10 meses, cuando estallaron las manifestaciones que exigen poner punto final a 12 años de Gobierno del exguerrillero. Todavía se enfrenta a las denuncias por violación sexual y abusos El Pais: Lunes 25 de Febrero 2019 El expresidente de Costa Rica y Nobel de la Paz Óscar Arias ha recibido una buena noticia en medio de la tormenta por la serie de acusaciones en su contra por abuso sexual. El exmandatario fue sobreseído de los delitos de prevaricacióny cohecho que se le imputaban por supuestamente favorecer un proyecto de extracción de oro que una minera canadiense intentó desarrollar en la zona norte del país centroamericano. El político de 78 años aún debe enfrentar dos causas penales por violación sexual y abuso sexual, pero al menos se ha librado de acudir a los tribunales como el primer Nobel acusado por corrupción. El Juzgado Penal de Hacienda hizo pública este jueves una resolución en la que declara prescritos los delitos que el Ministerio Público le imputaba a Arias por un decreto que firmó como presidente en 2008 a favor de la mina de oro de Crucitas. La orden se frustró en 2010 por una sentencia del Tribunal Contencioso que admitió objeciones ambientales. La decisión de sobreseimiento significó un alivio parcial para el exmandatario, sus seguidores y parte del Partido Liberación Nacional (PLN), aunque la fiscal general Emilia Navas se apresuró a advertir de que apelará la decisión del tribunal, pues considera que aún es posible someter a juicio al exmandatario por prevaricación

La noticia cayó bien en el círculo de Arias, aunque él ha evitado manifestarse, consciente de la compleja situación jurídica a la que se enfrenta por las acusaciones de violación y abusos presentadas en febrero. La resolución del Juzgado de Hacienda evita, sin embargo, que el expresidente —que gobernó de 1986 a 1990 y de 2006 a 2010— sea juzgado por sus conductas como político. Arias ha rechazado en todo momento haber cometido actos impropios. “La acusación es totalmente infundada. Han utilizado la teoría de la conspiración para decir que soy el arquitecto de un plan delictivo. Francamente, siento que la Fiscalía tiene más imaginación que García Márquez o Julio Verne”, ironizó el expresidente el

pasado 28 de enero. El abogado de Arias, Rodolfo Brenes, dijo que tenía otros argumentos jurídicos para demostrar la inocencia del expresidente en el caso Crucitas, pero consideró que hubo “vicios procesales” y optó por solicitar la prescripción, dado que la ley en Costa Rica establece un máximo de seis años para que concluya el proceso judicial de este delito. La discusión legal se centraba en torno al momento en que empezó a correr ese plazo, aunque el defensor del expresidente ve inviable que se reabra el caso. El nuevo blanco de las críticas es Jorge Chavarría, que estuvo al frente de la Fiscalía entre 2010 y 2017, por dejar que la causa contra Arias “feneciera fatalCont’do pagina 18

están llegando” a América Latina. También mencionó que el continente “será libre por primera vez” al caer, como las denominó, las “tiranías” de Venezuela, Nicaragua y Cuba. Las fuentes consultadas por este diario en la capital nicaragüense subrayan que los próximos días ambas partes se reunirán para “finiquitar” las condiciones de este diálogo y cursar una invitación a organismos internacionales como la Organización de Estados Americanos (OEA) o la Unión Europea -cuyos representantes han criticado con dureza la deriva autoritaria de Ortega y la brutal represión del régimen contra los manifestantes, que ha dejado 325 muertos- en calidad de observadores. Una de las principales recomendaciones de la CIDH -un órgano “principal y autónomo” de la OEA- para reanudar las negociaciones es la liberación, por parte del régimen de Ortega, de los detenidos en el marco de las manifestaciones. Son, en total, más de 600 personas consideradas “presos políticos”. Las fuentes consultadas aseguran que ese será uno de los primeros puntos a negociar con el Gobierno: “Siempre podemos levantarnos si este tipo de cosas no se resuelven”. Ortega había expresado su interés de reanudar el diálogo lo antes posible, atento a la crisis venezolana y a lo que pudiera ocurrir este fin de semana en el país sudamericano -aliado del régimen de Managua-, cuando se espera que la oposición presione para que se permita el ingreso al país de la ayuda humanitaria ofrecida por Estados Unidos y rechazada por Nicolás Maduro. “Han sido días tensos”, afirman las fuentes consultadas. El presidente nicaragüense, cada vez más presionado por la esfera internacional y con su principal socio -Caracas- en una situación muy débil, necesita sentarse a negociar una salida a la crisis que dura ya 10 largos meses y que amenaza con hundir su ya de por sí frágil economía. En las negociaciones, además de los presidentes de las dos principales cámaras empresariales, del lado opositor participarán el académico Carlos Tünnermann, el experto en derecho constitucional José Pallais y Juan Sebastián Chamorro, director ejecutivo de la Fundación Nicaragüense para el Desarrollo Económico y Social (Funides), un centro de pensamiento ligado al sector privado que ha advertido de las graves consecuencias que tendría para el país una prolongación de crisis política. La Iglesia católica será “garante” de las negociaciones, un papel que ya ocupó en mayo, cuando comenzó el denominado “diálogo nacional”, que fracasó un mes después por la intransigencia del régimen al no aceptar ni reformas políticas ni un adelanto electoral. Ambas partes discutirán en los próximos días los puntos a negociar en este nuevo intento de diálogo. Ortega, por lo pronto, ya ha impuesto una condición: que no sea televisada, como sí lo fue el diálogo de mayo, cuando un estudiante de 21 años -Lesther Alemán- le exigió su renuncia ante los ojos del mundo.

UU., acordaron emprender varias acciones para reducir las migraciones indocumentadas hacia el norte, que son vistas por la administración de Trump como un peligro y por lo cual insiste en la construcción de un muro fronterizo.

UU -c-. se reunió la semana pasada con los ministros de seguridad de los países del Triángulo Norte.; Migrantes hondureños cruzan el Río Suchiate, en Ciudad Hidalgo, México, en su trayecto hacia Estados Unidos Prensa Libre: Guatemala Lunes: 25 de Febrero de 2019 El 20 de febrero pasado, los funcionarios centroamericanos y Nielsen firmaron una declaración como antesala a la creación de un plan de acción para resolver la crisis humanitaria y de seguridad que provoca la migración. La ruta se plantea sobre cuatro áreas específicas de cooperación: Combatir la trata de personas y el contrabando humano, contrarrestar el crimen organizado y las pandillas, compartir información e inteligencia y reforzar la seguridad fronteriza. La declaración conjunta considera un compromiso de los países para lograr una Centroamérica estable y mejorar la seguridad y la protección de los países. Combatir la trata de personas y el tráfico ilícito de migrantes Los países buscan crear capacidades en la región para detectar, desalentar y desmantelar las organizaciones de trata y tráfico ilícito de personas. Para ello buscarán afectar sus finanzas, logística, plataformas de comunicación y actividades delictivas conexas. Entre las acciones a seguir se encuentran: Ampliar las operaciones para identificar las redes de tráfico ilícito y de trata de personas en el Triángulo del Norte y en los Estados Unidos. Incrementar la recolección de datos biométricos de personas que cruzan las fronteras en los países del Triángulo del Norte sin documentos válidos. Desarrollar criterios para el intercambio de información estratégica sobre flujos migratorios de alto riesgo, como las caravanas, dentro de los marcos jurídicos de cada país. Desarrollar un programa para analizar e identificar documentos de identidad fraudulentos que los migrantes utilizan para ingresar y transitar por El Salvador, Guatemala y Honduras. Ampliar las campañas de mensajes a corto y largo plazo para rebatir directamente los mensajes que las organizaciones de trata y tráfico utilizan para reclutar migrantes. Contrarrestar el crimen organizado y las pandillas Se espera desarrollar capacidades para aplicar la ley en los países que conforman el Triángulo Norte, para combatir a las organizaciones criminales transnacionales. Los puntos son: Desarrollar y presentar una propuesta integral para armonizar la legislación de la región relacionada con la lucha contra las

pandillas, el crimen organizado y la trata y el tráfico ilícito de personas. Incrementar el intercambio de información relacionada con el crimen organizado transnacional y con las personas que participan o se benefician del tráfico ilícito de personas. Aumentar el enfoque de la investigación en rutas aéreas y vías marítimas y terrestres utilizadas por las organizaciones criminales transnacionales y las pandillas. Ampliar el intercambio de información y de asuntos de inteligencia Con esto se busca ampliar el uso de plataformas de comunicación compartidas, utilizando sistemas para rastrear a los delincuentes, así como sus redes y finanzas. Además, se busca producir y focalizar información avanzada para evitar el tránsito por la región de quienes pudieran representar una amenaza. Se busca: Considerar establecer y desarrollar un protocolo de actuación para el intercambio de información a través del Grupo Conjunto de Inteligencia Fronteriza (GCIF). Alinear plataformas tecnológicas para cumplir con el intercambio de información y las necesidades operativas. Mejorar la utilización del GCIF como modelo regional para el intercambio de información. Implementar el Sistema de Información Anticipada sobre Pasajeros (APIS) con conectividad a las bases de datos de los Estados Unidos, El Salvador, Guatemala y Honduras. Ampliar las operaciones del Programa de Seguridad Conjunta (JSP) en El Salvador, Guatemala y Honduras. Continuar con los acuerdos del Programa de Intercambio Electrónico de Datos de Carga entre El Salvador, Guatemala, Honduras y los Estados Unidos para mejorar el análisis de los datos relativos a la carga e identificar los envíos con alto riesgo de contrabando de narcóticos y otras amenazas. Fortalecer la seguridad fronteriza Se busca mejorar la capacidad de los servicios de las agencias regionales de seguridad terrestre y de aviación para patrullar y monitorear las fronteras, detectar y responder a las amenazas a lo largo de las fronteras y proteger los puertos, las regiones fronterizas entre puertos y los espacios marítimos en toda la región. Se espera: Incrementar, en la medida de lo posible, el número de unidades policiales o de seguridad fronteriza en El Salvador, Guatemala y Honduras, así como su capacitación, supervisión e integración. Mejorar la capacidad de las unidades de seguridad fronteriza. Completar y actualizar las evaluaciones de riesgo fronterizo. Desarrollar mecanismos para mejorar las

comunicaciones transfronterizas. Durante esa reunión, celebrada en San Salvador, la secretaria Nielsen pidió a los tres países detener nuevas caravanas de migrantes que en forma irregular pretenden llegar a su país. En la búsqueda de soluciones a la migración, Nielsen demandó “liderazgo para detener la formación de las caravanas” que a su juicio “han traído crimen, violencia e inestabilidad a la región”. “Debemos trabajar juntos para luchar en contra de estos grupos que están siendo predadores (traficantes de personas) de toda la población”, destacó la funcionaria estadounidense. En ese sentido, confió en que “declaramos nuestra intención compartida de acabar con los traficantes que sacan provecho de la miseria humana”. El ministro de Justicia y Seguridad de El Salvador, Mauricio Ramírez, dijo que hay acuerdos para avanzar en un “plan de acción” que busca fortalecer el combate de estructuras del crimen transnacional. Los países signatarios del acuerdo, tienen previsto “homologar y armonizar” la legislación para mejorar el combate a las organizaciones criminales de tráfico de personas, y a las pandillas. La funcionaria estadounidense explicó que a finales de marzo sostendrá en Tegucigalpa un nuevo encuentro con ministros de Justicia y Seguridad de Guatemala, Honduras y El Salvador. Cifras alarmantes Desde octubre pasado y principios de este año, miles de hondureños, salvadoreños y guatemaltecos indocumentados marcharon en caravanas hacia Estados Unidos. Muchos huyen de las pandillas o por la falta de empleo. No obstante, la dura postura del presidente de Estados Unidos, Donald Trump, contra la migración ha complicado el objetivo de los migrantes de pedir asilo en territorio estadounidense. Cifras del Observatorio Consular y Migratorio de Honduras, reveladas el 7 de febrero, indican que un total de 12.576 guatemaltecos, hondureños y salvadoreños fueron deportados en enero desde Estados Unidos y México, a donde habían viajado en busca de mejores oportunidades. El Observatorio precisó que hubo seis mil 168 deportados guatemaltecos, 4 mil 610 hondureños y 1 mil 798 salvadoreños. Ese mismo Observatorio indicó además que entre los tres países del Triángulo Norte, la cifra de deportados en 2018 estuvo cerca de 200 mil. Contenido relacionado

2019 2019 Un juzgado de Costa Rica libra a Óscar Arias de un juicio por corrupción Cont’do de pagina 17 mente”, según escribió en la resolución la jueza a cargo, Carla Bonilla Ballestero. “Llama poderosamente la atención que Óscar Arias figuró desde hace varios años como persona de interés para la investigación y se contó con diversas pruebas que lo vinculaban con los hechos denunciados, pero no se le indagó dentro de los plazos de vigencia del delito que se le imputaba”, señaló Bonilla. Al llegar la fiscal Navas, una mujer que algunos califican como férrea y otros como histriónica, la causa contra Arias cobró vida y puso al exmandatario contra las cuerdas, hasta este jueves. La situación es distinta para el exministro de Ambiente Roberto Dobles y otros funcionarios que apoyaron el decreto firmado por Arias en 2008 y que sí deberán someterse a juicio, debido a que los plazos de prescripción son distintos para ellos. El antiguo proyecto Crucitas se propuso hace 25 años y ahora se ha convertido en una finca de 800 hectáreas abandonada junto a la frontera con Nicaragua. La Policía tuvo que intervenir en enero para intentar ahuyentar a cientos de mineros informales, nicaragüenses y costarricenses, que invadieron la propiedad para extraer oro envenenando el terreno con mercurio. El material extraído de forma ilegal tiene un valor cercano a 90 millones de dólares, reconoció el ministro de Ambiente, Carlos Manuel Rodríguez. La actividad convirtió a Crucitas, una pequeña comunidad en el municipio de San Carlos, en un mercado de dinero gris, químicos, comercio irregular y migración descontrolada. El daño ambiental ha sido grave, lo que ha servido a defensores del proyecto original para señalar que lo mejor habría sido mantener la concesión a la empresa canadiense, que de momento espera el avance de un arbitraje internacional para recobrar una inversión improductiva de 93 millones de dólares, según la compañía. La minería a cielo abierto con cianuro, como la de este proyecto, se ha prohibido en Costa Rica a partir de este litigio. Pese al anuncio de la Fiscal de apelar el fallo, la defensa del expresidente dijo a EL PAÍS que los embrollos legales relacionados con la mina de Crucitas han sido superados. El panorama legal de Arias aún es complejo, tras las acusaciones de haber violado a una activista antiarmas y de abusar sexualmente de una ex reina de belleza, además de los señalamientos de al menos otras ocho mujeres que aseguran haber sufrido de acoso y hostigamiento. El exmandatario se ha separado temporalmente de su partido, evitó declarar en una primera audiencia y podría quedar inhabilitado para salir del país si prospera una petición de medidas cautelares presentada por la Fiscalía.

VOTER LIST BLUES

It was an eventful past week, the third week of February 2019. We heard of Catholic Priest Father Smalls being stripped of his ministry, we saw and heard the Prime Minister become more bold and reckless, since he is lame duck, in calling out a particular judge because things aren’t going his way (like Trump maybe?), and we witnessed members of our political party, myself included, take to Queen Street in front of the Vital Statistics office to demonstrate our displeasure. Let me say first that I offer big kudos to my brothers of the Southern PUP Caucus. Mike, Rodwell, Oscar and Louis didn’t wait to be invited, nor did they suffer stoically. They walked the walk and marched the march. With only an hour’s notice I hustled down the street to join in and to voice, along with the party leader and others, my own concerns and disgust with what is happening. There may be those who hardly care, but when we see so many Belizeans not getting on the voters rolls through no fault of their own we have to speak up and to act. During the summer re- registration exercise, which really went up until the end of September last year, over four thousand eight hundred persons from Belize Rural Central applied to become registered electors. Appallingly, only about four thousand one hundred persons appeared on the first list that was issued at the end of October. By the Elections and Boundaries office’s own estimation there were five hundred persons whose applications were “pending.” Yet, when we sat down and did a detailed count there were over two hundred and odd more who did not even make it unto the official “pending list.” What happened to all these persons’ applications ? Elections and Boundaries allowed citizens to go in to re-register from July to September with only their social security cards. They held out to people that they would “verify” their information at the Vital Statistics office in Belize City. In BRC Elections and Boundaries had over two dozen persons hired, some of them incompetent and having gotten the work because they were related to or friendly with a minister. Why didn’t Election and Boundaries hire a similar amount of persons (competent ones) at the Vital Statistics office to check so that there weren’t at October a whopping amount of five hundred not verified and another two hundred “missing” ? I cannot believe that this was accidental. They well knew and could predict what would occur. Furthermore, what happened to the audit they said they would conduct ? If close to five thousand people apply and only four and a half thousand have been processed, what about the rest ? Checking the number of receipts

you have issued and comparing that to how many persons have been processed is not rocket science. But it gets worse. Some persons’ information has actually been lost, and they have to go back in to apply again ! And then there is the nightmare at Vital Stats. If persons have already had their birth certificates in the past, why is it that you cannot now find them in the system ? This is very frustrating for numerous persons, who as a result are being disenfranchised. This is our beef, and we are not taking it lying down. And it seems we got their attention. The worthy and rotund AG can holler all he wants with his usual bombast and belligerence that it’s all politics, but I bet that he and his family all have sailed right unto the lists with ease. I don’t practise dishonesty, and when I say that there are major problems at the Vital Stats office and Elections and Boundaries, I know what I’m talking about. Mistakes abound. It is also grossly unfair to require senior citizens and so many other persons to jump through hoops in order to re-register. Mr. John Diaz 77 yrs., happened to be born in Mexico. He came here as a child and acquired his Belizean nationality legitimately and long ago. He has since lost his nationality certificate in one of the hurricanes, but the Immigration Department MUST have his records. He also has his expired passport. Now it appears he needs to go in and file a police report that his nationality certificate is lost, and he must also make a written declaration to this effect at the Immigration office. Only then, it seems, can he even begin to apply for a new passport. I don’t quarrel with the request for a declaration from him if this will assist the Immigration Department, but why can’t the Department have a policy of facilitating especially our senior citizens instead of forcing them to go through such onerous measures ? Mr. Diaz is just out of hospital. He had a bad bout of pneumonia and is not able to go to file all kinds of reports and papers. Yet the con man who was found with a man’s head in a bucket in his vehicle was able to get a Belizean birth certificate in short order. Something is wrong with this picture. It is clear that the Vital Stats office is being controlled by UDP operatives. They say: “Let them eat cake while they wait for birth papers that may never come out.” And I do not believe that at this late stage Election and Boundaries can clean up the mess in time for April 10th. There are still over two hundred persons, perhaps more, in BRC unable to make the list. This balloons to thousands of persons nationwide. It is just not right that any person who qualifies should be disenfranchised in this way. We need to fix what is wrong quickly!!

POLITICS AND A POLITICAL IMAGE By OSil@np February 28, 2019 What is a political image? A political image is not necessarily related to the question of aesthetics, but to a process that facilitates a candidate to project himself as a trustworthy public servant. That matrix itself is ever-changing and versatile. An image in the realm of politics is a crucial element that is used as a key to access power. The individual must have the wherewithal to seduce, persuade and most importantly captivate the ideals of the voting population. Therefore, the results and sinews of that great political image is of such a great impact that it should be used strategically to build the right following. A candidate should be expected to at least meet a series of base attributes and qualities; aspects such as a charming personality, being able to discourse and having nonverbal features such as great body language. Those qualities would greatly add points to the political image, however, more is sometimes expected than just the obvious. More would be referring to such as the ideals that the society expects to see in the political image of a politician here in Belize. Ideals relating to values such as trust, credibility and accountability. In Belize, the attention of some media is focused on selling their craftiness to get their share of the millions of dollars government spends to finance its propaganda no matter how negative it may be instead of focusing on high prestige and good reputation. It is viewed that some media serve as a mechanism at the service of the government and not in the best interest of the potential voter, the Belizean. Why? Because if government has the $millions to spend the media will give of their time and attention to bombard voters with the ads the government creates to indoctrinate voters. Aspects such as truth, honesty and integrity in a politician should cause us to change in our decision making as we prepare to vote. However, due to the decline in our social structure due to misery, poverty coupled with the deterioration in political institutions brought about by corruption, many within the masses are tempted to take hands out which allows politicians like those in government to win elections while the other half of the voters are sceptical. There is a perceived lack of credibility and confidence in the political party that is in government. The UDP at this point cannot generate the calibre of politicians who could sell a good image because of

the brazen acts of corruption being the mechanism that have energized this government since 2008. Most of the names and faces emerging as candidates within the UDP are recycled misfits that lost in the municipal election, rehashed to run in the upcoming general election of 2020. The sweet taste of power and arrogance during the last eleven years and their barefaced corrupt acts give them the shameless belief that they could participate in another general election. Many of these rehashed UDP aspirants do not even fulfil the basic minimum requirements in terms of preparation, values and trajectory to represent the people. Yes, there are many who believe that anybody could become a politician especially after observing the pack in government. Many aspirants actually feel entitled to be a candidate or a people’s representative. If you listen to them, they don’t need an image of their own. Using the UDP as their spring board is enough to govern a country. They believe it is enough to have money or the ‘back-a-tive’ of the shady group in government; they spew more deceitful lies and false promises and they feel they will get a seat in government. A perfect example comes to mind when you look at a convicted felon in the US who was deported but because of his bloodline connection to a leader of government, he was appointed as an ambassador but if that was not good enough, he is running as a candidate to represent the people of an already depressed area where the people live in misery. His arrogance makes him willing to withstand all the criticism, insults and attacks on social networks during the campaign but he really believes that his surname and being a son, he will be hurled to power regardless. But Belizeans are awake, voters are no longer powerless in their decision-making ability, they want a change and they want it now. The electoral expectation in Belize is no longer deprived, it’s no longer conformist, ignorance no longer reigns in the voters. The general feeling by the wider population towards politicians like those in the UDP is that they are a dying breed of shameless gangsters who have no attributes or capacity to serve the Belizean people and move this country forward Belizeans want a change and they are taking into consideration the quality and capacity of politicians, no more buying of votes for a ‘blue-buay’ or two. Life haad out yah.

It was a tremendous success. A total of eight teams competed for the prizes. First prize of $600.00 was taken by Heats of Caesar Ridge area in Port. The second prize of $400.00 was captured by Majestic Alley from the Fort George constituency. The other six teams that participated in the Sunday’s marathon were Brotherhood, Westmorland, Rivero St., Kraal Road, Southside , and Westside. The children also had great fun with face painting and bouncing tarpaulin among other activities. Special thanks to all persons who assisted in any way to make our 2019 basketball marathon a success. This includes the many Port Loyola fans and teams from Fort George, Queen Square and Port Loyola, constituencies. Special thanks is also extended to the members of the PUP Port Loyola Committee for organizing the event and the police for ensuring that all the activities were very peaceful. Special thanks is also extended to PUP Asst. Secretary General Mr. Collect Montejo, who took time out to enjoy the day’s events. Our next major activity in the Port Loyola Division will be the installation of needed street names in four areas of the constituency starting in the last week of March next month.

CRYING SHAME

February 28, 2019 Fifty- nine year old Gregorio Thomas August better known as ‘Masho’ worked for many years at WASA (Water and Sewerage Authority) now BWS. Gregorio worked hard to provide for his family. On Saturday last Gregorio indicated that he was relaxing looking at a television program when he heard a popping sound followed by smoke and the next thing he knew his home built was up on fire. His neighbors, many of whom grew up in that very neighborhood, Brian Young, Bernadette August and others came to his aid but to no avail. The fire service was called but could not access the alley way because of an illegal structure owned by Clifford Sabala, an agent of Hon Rene Montero, Cayo Central Area Representative. This structure which was spitefully constructed has for years blocked free access to the alley way leading to the home of Mr. Gregorio August. It is a crying shame that it took the total loss of Masho’s years of work for this problem to be solved. Let us give a back drop to this issue. Some twenty years ago, Clifford Sabala was just a regular man working to take care of his family in Santa Elena. He sold vegetables, meat and other products in a little wooden shack at the foothill of the Hawksworth Bridge. This wooden shack was later demolished and with some political fire power supporting him and in utter defiance and appeals from the alley residents, Sabala spitefully built an illegal cement structure completely blocking any form of vehicular traffic from entering the alley

way. Residents in this area for years have been forced to carry in large appliances manually instead of having it transported to their homes. So just who is Clifford Sabala and why did he feel he could do as he pleases to the mostly PUP families who reside in the alley way blocked by this illegal building. Sabala is the father in law of Rene Montero’s son Robert Montero. He is the contractor-in-chief when it comes to employing the young men in Santa Elena to do drain cleaning and road side clearing. Following the common practice of his Minister, Sabala fells he could do as he pleases in and around the town. It took a fire and the arrest of Brian Young for a fifth time before a deal could be struck with Sabala to have this illegal structure demolished giving much needed access to the residents to their alley way and bringing an end to a painful and shameful episode of political victimization and abuse. Channel 7 reported and I quote: “All August and his neighbors could have done was watch as the fire torched $125,000 worth of assets including the house. Fire personnel could have only done so much more but the truck could not get into the yard.” Brion Young, Resident “ My mother had felt ill several times and its very challenging getting her out from through this little alley. Just recently my cousin’s mom died and it was also another challenge getting our loved one out from here. So today we feel victorious.” And that victory came after Al-

They have had many run-ins and Trapp is certainly no fan of Montero. Sabala is a Montero man and due to his ties with Montero was able to continue to frustrate the residents of this area. Typical Montero modus operandi. In recent years he has blocked the residents from freely using the horse track, football field and basketball court. In UDP style dictatorship Montero continues to behave recklessly and his supporters follow suit. Clifford Sabala could be sued not rewarded with $4,000 for his reckless, shameful and spiteful attitude. --Contributed--
