NO REFERENDUM WITHOUT RE-REGISTRATION!

Wednesday, 01 March 2017 At an Executive Meeting held on Tuesday, the leadership of the People’s United Party from across the country unanimously supported a resolution withholding support for an ICJ Referendum until the Barrow administration listens to Belizeans and conducts an urgently needed and lawfully mandated re-registration exercise. That means that the Party will not participate in any move towards a referendum on going to the ICJ, and in fact will work with other social partners and institutions to demand that when we do go to a referendum, it is with a clean and properly vetted voters list. Prime Minister Dean Barrow has refused to listen to reason and has instructed his peons at the Elections & Boundaries Commission, led by UDP insider Doug Singh, to proceed with a redistricting exercise, even though according to law a re-registration exercise is long overdue. Additionally, the Prime Minister has refused to accept compelling evidence that UDP Ministers, in collusion with persons at the Immigration Department, worked to get nationalities for over 2,000 persons just before 2012 elections, even though many of them did not meet the requirements. That assertion has been borne out by the direct testimony of then Director of Immigration Ruth Meighan. She admitted under oath at a Senate Inquiry hearing that UDP Ministers worked the system to get persons nationalized even though they did not meet very strict criteria. The aim, Meighan stated, was to then have those persons registered to vote in the 2012 elections. She further asserted that it was clear than many of them did not qualify for Belizean nationality, and thus were ineligible to vote. Last week the People’s United Party met with the Vision Inspired by the People (VIP) and issued a joint release expressing that in light of the fraud exposed in the Immigration Department, a proper re-registration exercise would be the only way to ensure that future elections would be free and fair. Both Parties further expressed that with the very real possibility of a referendum on the ICJ very soon, “the leaders are insisting that re-registration occur before the planned re-divisioning announced by the Elections and Boundaries Commission. They maintain that re-divisioning before re-registration is a nonsensical proposition, which appears to have gerrymandering of electoral divisions as its sole purpose to create a more favourable advantage for the incumbent UDP.” In 2012, the United Democratic Party was only able to win elections because of

STOLEN VISAS LINKED TO CHANG AND TILLETT Thursday, March 1, 2017 While a highly placed Police source told the Belize Times that there is already more than enough evidence to warrant them being called into the Immigration Department, he also confirmed that at no time has the Police Department been asked to investigate any corruption directly linked to UDP officials, like former UDP Deputy Mayor Eric Chang and UDP insider Patrick Tillett. According to the source, the Department has never been asked – not by any Supervisor or Director or CEO or Minister – to dig deep into the corruption at the Department, so they have never gone in. Based on past experience with the UDP, it is also unlikely that there will be any criminal prosecution of UDP affiliates Eric Chang and Patrick Tillett, despite damning evidence against them. Chang, particularly, has also been directly linked to the Wonhong Kim scandal, but has enjoyed the political protection of his bosses and has managed to stay above the law. In his appearance before Senate Investigators on Wednesday, former Supervisor at the Belize Western Border Station Mark Tench, provided testimony which directly links both Chang and Tillett to various crimes. Tench was the officer who discovered 8 missing Visas at the BWBS, and he was the Officer tasked to approach Patrick Tillett, said to be in possession of the stolen Visas. the illegal nationalities granted just before the election. In 2015, the United Democratic Party was able to win solely because of the many millions in Petrocaribe monies squandered for political mileage. Whenever elections are called next, it is clear that the UDP intends to seek a victory based on the re-divisioning exercise and gerrymandering. The PUP this week met with representatives of the Belize Chamber of Commerce and the Belize Council of Churches. Both organizations have agreed that the voters list is not ‘clean’ and both have agreed to support the demand for a re-registration exercise, pending meetings which they plan to hold with the Government of Belize.

Under oath, Tench revealed that he met Tillett at the Calypso restaurant in Belize City. Tillett was accompanied by then Deputy Mayor Eric Chang. According to Tench, “Mr. Chang informed us that he was the one who was getting the Visas for some people, and they had bought it through a person, and they had realized that the visas were not good, not valid, and that is why they had taken it to Belmopan Office. What they wanted, they wanted us to help them get back their money. That was why they chose to meet with us. They wanted to see if we could help them get back their money that they had lost through that deal that they had made.” According to Tench, Chang revealed that they had paid $5000 each for the Visa foils, a total of $40,000. “They admitted that they had bought the visas. They paid $5,000 per visa, and that the visas were not done properly. They also told me that they had looked at a person who had gotten another legitimately issued Visa, and they could have seen some of the discrepancies. So, once they saw that, they decided to see if they can get the visas

But those sources are also indicating that Police have reason to suspect that the apparent RTA was more than that, and the couple may have been murdered. While we could not ascertain what may have led Police down that path, we can confirm at this time that the case, on directive from Belmopan HQ, has been handed over to the Major Crimes Unit for investigation. That would not be the case if the fatalities were believed to be the result of an RTA. According to the official Police report on the incident which as released a full day after, “the pickup truck collided into an electrical wooden lamp post. Inside the vehicle were suspected charred human remains yet to be identified. Between the hours of 3:00 p.m. and 5:00p.m a post mortem examination was conducted on the two charred human remains that verified that they were those of a male in the back and female in front and cause of death were certified to be due to ‘thermal injuries.’”

In what seems to be incredibly bizarre circumstances which speak volumes about the culture of corruption in Immigration, Chang and Tillett allegedly committed the crime of purchasing stolen Visas from a crooked Immigration Officer. When they discovered those Visas might not be valid, they then brazenly returned to the Immigration Office to try to get the stolen Visas fixed. When Tillett and Chang met with Tench, they were in effect trying to induce him to fix the stolen Visas for them, another crime. Imagine that. Yet Chang and Tillett continue to roam freely in the country, enjoying the privileges afforded to them by being UDP insiders. While normal Belizeans are held to the letter of the law, the UDP Belizeans can break the law with impunity. Both Eric Chang and Patrick Tillett have refused to present themselves before the Senate to answer to all those questions. We are told that if they continue to make themselves unavailable, the Senate may have to issue police warrants for them. In his testimony, Tench also claimed that instead of using the hard work of all the investigators, his superiors at the Immigration Department sought to pin the entire embarrassing and scandalous episode on him. They ignored all the investigative work that he and the other immigration officers had done, and they sought to discipline him before the Public Services Commission. Their grounds for going after him was that he was negligent in the handing over procedures of all of the government property, but try as they might, he was acquitted. Meanwhile, the real culprits continue to walk around free.

Tuesday, 28 February 2017 Ady Pacheco and Gordon Wade continue to work with the Immigration Department in senior posts, Ruth Meighan is the Chief Executive Officer in the Ministry of NEMO/Transportation and Edmond Castro was recently rewarded with the substantive post of Minister of NEMO and Transport. Yet all four were named in a very damning Immigration Report compiled on the David Nanes scandal. Disciplinary action was recommended for Pacheco and Wade for a series of infractions. Any action against Meighan and Castro were

left to the discretion of the Ministry of Immigration. The report was conducted by then Acting Director of Immigration Marin, and carried out following the very hasty departure from our shores of the fugitive David Nanes, wanted by the Mexico and US. The scrutiny on that bail-skipping scenario drew attention to the fact that Nanes, through an extremely adroit Immigration sleight of hand, miraculously became David Banes. The person who received and presided over the transformation of the fugitive was none other than the infamous

Another Youth Gunned Down Continued from page 1 to Police reports, the teenaged Augustine was riding his bicycle on Aloe Vera Street with a friend who allegedly opened fire on him. When officers arrived on the scene, Augustine was found riddled with gunshots and stretched out dead on the concrete of Aloe Vera Street with his bicycle next to him. He had been shot three times in the chest and three times in the back. According to neighbors they heard as many as 10 gunshots and thereafter saw the assailant ride off on a bicycle. Police have not yet made any arrests and the victim’s mother, Ruth Castillo, is crying out for justice. According to her, she does not want any revenge and will leave everything up to God. She told us that this is the first of her eight children that she will now have to bury. One of her other sons is reportedly in prison for the murder of another man years ago. However, according to the family, they do not believe that the murder of Augustine is connected to the imprisonment of his older brother. Instead, the family believes that although Augustine preferred wearing red clothing, he was innocently killed as two opposing groups in the area continue to fight for territorial control. They believe that tensions in the area quickly ramped up after Alrick August was near fatally shot on Western Avenue on February 8th. But they maintain that Augustine was never involved and made an honest living by running errands in the community. As the country continues to experience a recession, his family told us that they do not know how they will bury him as they do not have any finances to do so. Ruth Meighan Ady Pacheco, whose name has been called in so many reports of illegality in Immigration including the Wonhong Kim scandal. The report points out from the onset that while Pacheco accepted the application for nationality, it was not her duty to do so as other clerks had that responsibility. By now absolutely nobody believes that Pacheco’s role in the nationality facility was incidental or innocent, of course. The file for the newly

minted David Banes, christened by Pacheco who changed the N to a B, as then taken to Senior Immigration Officer Gordon Wade and then onto then Director of Immigration Ruth Meighan for vetting. Again, very few persons believe that these two persons innocently approved the nationality without noticing that Mr. Nanes had miraculously become Mr. Banes, without any supporting documentation or explanation. It just happened. The report also pointed out that the US passport presented by Nanes/Banes and verified as a ‘certified true copy’ by Ady Pacheco was very obviously bogus. On the data page, the applicant’s name was listed as Banes, while on the bottom of the same page it was listed as Nanes. Nobody picked that up, not Pacheco, not Wade and not then Director of Immigration Ruth Meighan. Even the notoriously shady now Minister of NEMO and Transportation, Edmond Castro, had a hand in the matter. The report notes that Gordon Wade recommended the approval of the Banes/Nanes application noting, “File has a recommendation from Min. Castro and is now forwarded for your consideration.” There is much more in the report, all pointing to the glaring corruption in the Immigration Department and laying blame at specific feet. But we end this brief article the way we started – there has been no disciplinary action taken against Ady Pacheco, Gordon Wade, Ruth Meighan or Edmond Castro. The Prime Minister continues to act the fool while Minister of Immigration Godwin Hulse continues to be the fool. End of Story!

GODWIN IS THE NEW DPP? Tuesday, 28 February 2017 As we go to press, five weeks after an allegation of an extremely violent aggravated assault was made against the son of Minister Godwin Hulse, Kenzle Hulse, Belmopan businessman, has not been charged. For weeks after the incident, CIB in Belmopan would say only that they are waiting on the victim to give another statement, since the first given immediately after the incident was ‘botched.’ Now, though, CIB has stopped answering our calls and requests for information completely. We were told, officially by Godwin Hulse in an interview to the media, that his son was acting in self-defence and there is no need to charge him. According to Hulse, “Now please explain to me if you should stand there to make some foreigner or some Guatemalan or whoever he is kill you backside and then run across the border and the case done. I say hell no.” We were unaware that Hulse has now been appointed the new Director of Public Prosecutions, with the power to say who should or should not be charged. The incident happened on January 22, 2017. Guatemalan vendor Alberto Santos Lopez told Police that he went to fill up at a station operated by Kenzle Hulse, but the attendant only opened his tank and charged him, but did not fill it. Lopez immediately went to the Police and they returned with him to the station, where he says the attendant, in front of Police, admitted that he did not put in the fuel.

The matter would have ended there, but Lopez says he was approached days later by an employee of the station and told he would have to pay, since the boss had found the receipt but no payment. Lopez alleges that he returned to the station and paid under duress, but complained bitterly, and that is when he was attacked by Kenzle Hulse and hit in his face with Hulse’s licensed firearm before being stoned down on the cement. Lopez managed to leave the scene and went straight back to Police who issued him with a medico-legal form. He went to a doctor who certified his injuries, and he returned to the Police and gave a statement. Lopez actually did everything he was supposed to do in the event of such an incident, but unfortunately he was not dealing with normal people. Since then, Police have been unable to arrest Kenzle Hulse and charge him with aggravated assault, as they would any other person in such circumstances. Sources inside the Police Department say that they are willing to make the arrest, but have been ordered to stand down by higher-ups. When asked about the incident, Godwin Hulse threw a hissy-fit and told an obviously fabricated version of events which he says proves that his son was acting in self-defence. It is a disappointment when our Police Officers allow themselves to be influenced by politicians to the point of refusing to do what they know is the right thing. We fully expect Godwin Hulse to act the fool. He has shown time and again that it is his absolutely best skill. But we expect more of our Police Officers.

Would the Member for Queen Square and Prime Minister please say exactly how much his law firm was paid for drafting the odious Miami Secret Accommodation Agreement with Lord Ashcroft? Could he further say how much his law firm has received yearly for serving as attorneys for Lord Ashcroft’s interests in Belize?

Would the Member for Queen Square and Prime Minister say exactly how much is paid to his son Shyne Jamal Moses Bin Ahmed Al Kahlil Barrow every month, including salary, perks, travelling allowances, entertainment and office expenses? Would the unelected Senator, apparently bipolar bembe and current Minister of Immigration please say if he will now allow Police to arrest and charge his son Kenzle, since it is clear from reports that his son attacked another man with his weapon and assaulted him? Would the Member for Orange Walk East and clueless junior Minister of Police please say why the son of Godwin Hulse has not been arrested almost six weeks after a report was made against him and there was a request for Court action? Would the Member for Belize Rural North, Minister of NEMO, Transport, canefields and Visa facilitation please say if he is one of the owners of Rasta Rentals Limited, a new golf cart company which just opened on San Pedro? Would the Member for Corozal Bay and Minister of Health please confirm or deny reports that his sweetheart and live in love, the daughter of his colleague from the far west, is being paid out of monies allocated for training to do her Master’s Degree course? Would the Member for Corozal Bay and Minister of Health please confirm or deny reports that his cousin, Guadalupe Longsworth, has now been put in charge of NHI in the north of the country? Could he further confirm or deny reports that the wife of Audibaldo Monima is now the Deputy Regional Health Manager, bypassing several more qualified persons? Would the Member for Belize Rural South and Minister of Tourism please confirm or deny reports that his security person on the island is involved in the facilitation of work permits for the ‘ladies of the night’ on the island for a fee and allegedly holds their passports?

Special Envoy… Hellloooo? Can you help? I’m not sure where you are right now. Dubai, maybe…? Monaco? Cannes? Sweden? The UK…? Somewhere gallivanting in the US? Maybe you’re doing a fashion shoot for some magazine that printed just about 1000 glossy copies that nobody ever saw. Maybe you’re rehearsing your dance moves for the next flash mob on Albert Street. See…the other day a lil innocent child was killed. I’m not sure you heard about Ashanti. The circumstances of her death are tragic enough, but they have been compounded by the fact that the family can’t afford to bury her. There are really poor people in Belize. Can you help this poor, grieving family to bury their loved one? You are the Special Envoy for Women and Children aren’t you? Or is that just a fancy, meaningless title like Music Ambassador to Belize, bestowed upon that fellow who doesn’t give a shit about Belize but wants to go back to the US so bad he can taste it? Ashcroft & Barrow… Has a nice ring, doesn’t it? The villainous Lord last week revealed that Barrow & Williams are investors in his company, and also revealed that Barrow & Williams continues to represent his interests in Belize. Boy, our PM sure has done well through his association with the villain. When they’re not fighting, Barrow makes millions. When they’re fighting, Barrow makes millions. What’s not to love about that scenario? You see these two mansions being built side by side on the Placencia waterfront? One is for Dean Barrow and one is for Rodwell Williams, his law partner. I wonder how much of the Lord’s money is invested in these buildings. Also, have you noticed that most of GOB’s accounts are still held at the Belize Bank which is owned by Lord Ashcroft? I wonder why that is? ICJ Blues… Clueless Sedi won’t tell you, since he feels that Belizeans are all a bunch of idiots and don’t need to know the truth. But sometime next week the Secretary-General of the Organization of American States will be visiting Belize. He will be here to get an assurance from the Government of Belize, formally, that Belize is fully prepared and ready and determined to take Guatemala’s claim before the International Court of Justice. Sedi doesn’t like to use the word referendum, but he surely does love that acronym I.C.J. It makes him shiver. Listen…the UDP has screwed up all diplomatic negotiations with Guatemala. Over the past two years, as a country we have lost more than in the past decades, thanks to the bumbling Sedi. Five years ago we had the Sarstoon and Sarstoon Island. Ten years ago we had the Sarstoon and Sarstoon Island. Today what we have is a little piece of mainland at the Sarstoon where Guatemala says it has given us permission to put a little base. That’s it. Go to the ICJ? Hell, no. Not under this bunch of bumbling clowns. Any fool knows that when you go to Court, no matter how good your case, it can be lost if your attorney is an idiot. Horse’s Ass… The Minister of Visas, BAA Checks, Land Hustling, Canefields, Golf-Carts, NEMO and Transportation ran into a horse this weekend and totalled his government vehicle. Don’t panic, he’s already gotten a new vehicle. Can’t have his royal ass deprived of the luxury to which it has become accustomed. Word is the womanizing, sticky-fingered Minister wasn’t alone, if you know what I mean, when he ran into the horse near Boston. Word also is that he made a hasty deal with the horse’s owner to pay him $4000 so no report would be made and the matter would just go away. Alvarene…how much did you say he was paid to facilitate those Visas for those Chinese nationals? Guess the money is showing itself now. I hear the Minister also owns a Golf-Cart rental in San Pedro called Rasta Rentals Limited, though he has two of his Indian financiers listed as directors on the company. What is in the dark will come to light. This fellow is allegedly already sunk waist deep in corruption at NEMO. It’s only a matter of time. Trust me on this. Mental Illness… Mental illness is very real and very sad. With that said, I’d like to advise the Minister of Immigration to seek help, fast. I’m no psychologist or psychiatrist, but one look at his rant the other day had me convinced that this fellow is bipolar, perhaps even tri-polar. At one point I thought he was going to have himself a conniption fit when the media reminded him that he is actually the Minister of Immigration so all the shit which happens in there is his responsibility. Seems the fellow had a brief disconnect from reality and forgot he was the Minister of Immigration. Then the damned media, those vultures, asked about his son. Oh lerd, the man’s eyes were bugging out of his head and the vein at the side of his neck was throbbing, his voice got shrill and he seemed to be having palpitations. You guys be nice to Godwin, okay. He’s an old man and he’s obviously not well. Just the other day, I heard he was diagnosed with delusions of grandeur, a chronic disease in his case, and people have been saying he’s been off his meds lately. I believe it. I do believe.

The Manchurian Effect

M

y grandfather used to say that if you tell people that any particular political party is responsible for the rain which is flooding the streets and causing such misery – tell them with conviction and tell them often enough – there will be some persons in any given audience that will believe. Upon getting into office in 2008 after a long drought, the United Democratic Party began what can only be terms an unceasing propaganda campaign, fuelled no doubt by taxpayer dollars. One prong of the campaign focused on the vilification of the People’s United Party, particularly its leaders at the time. The other focused on the praise and glory of the UDP. If a UDP Minister farted at any particular time, the Belizean people were told to expect the scent of roses forthwith. The propaganda was incessant – on the airwaves, on the UDP’s own station, through daily television and radio ads on all media houses. It has been a very expensive campaign which surely must have cost us taxpayers many millions of dollars by now. But for the UDP it has been worth every cent of our money. Its effect has been obvious and continues to be obvious. Half of us normal Belizeans live in poverty – in conditions which have certainly gotten no better since 2008, and in many cases have worsened. Our debt has tripled, the cost of living has gone up and we are facing devaluation. All our statistics reflect a worsening economic out-turn. We have been assured by the Financial Secretary that higher taxes are inevitable. Unemployment is on the rise and our graduating masses have nowhere to go to get meaningful jobs. We have been besieged by blatant, brazen, unprecedented corruption at the highest levels of government. There is evidence, not perception, that UDP Ministers have been involved, for years, in lucrative Immigration hustling. There is evidence, not perception, that the former Deputy Prime Minister mercilessly raped our public coffers and natural wealth to enrich himself and his family members. At every turn there is evidence, not perception, of abuse of power and gluttony and mismanagement and personal enrichment. But the UDP continues to churn out its propaganda, paid by taxpayers, and the leadership of the UDP continues to believe that the propaganda push, rather than the real betterment of our people, has been worth every cent of our money. It always amuses me to ask people about the so-called Superbond. Nine out of ten faithful UDP supporters will grimace when that evil word is mentioned and will go into a spiel on the evil Said Musa and the evil Ralph Fonseca and the evil PUP. But nine out of ten don’t even know what the Superbond is. They don’t understand that it was a consoli-

dation of both UDP and PUP debts. They don’t understand that it was actually considered a necessary and good move by financial pundits now firmly entrenched in the UDP, including Dr. Carla Barnett and Mark Espat. They don’t know the monetary value of the evil Superbond, and they don’t know the terms of repayment. They just know, because they’ve been told 5,432,678 times since 2008 that it was a very bad thing. What they’ve been told has rented space in their heads and refused to be evicted. And then there’s the infamous Accommodation Agreement. In a nutshell, it guaranteed the owners of BTL a return on their investment. It was a very lucrative contract for the owners of BTL. Maybe it wasn’t the best decision at the time, but there was a certain level of desperation. Who was Lord Ashcroft’s attorney at the time that Accommodation Agreement was signed? Could it be that it was the very same Dean Barrow? What of the Accommodation Agreement signed with NCL…the one which guarantees them 25 years exclusivity and also allows for no Belizeans to go on Harvest Caye? What about the secret Accommodation Agreement signed by Lord Ashcroft and Dean Barrow in September 2015? The vilified AA of old promised a set rate of return over the years. Mr. Barrow’s AA included the signing of a frigging BLANK CHECK. Who does that? How many Accommodation Agreements have been signed by the Barrow Administration since 2008, very quietly? Has one been signed, without our knowledge, between Mr. Barrow and those who would want to drill for oil offshore? It is sad that our people have been so indoctrinated by propaganda which has supported a rabid and even hostile political divisiveness. There are many of us who have lost the ability to think freely and independently. Many of those whom support the government have not allowed themselves to ask why it is that Lord Ashcroft and the Barrows continue to get richer while we normal people continue to get poorer. Many of those whom support the government will attack the first Superbond mindlessly, but refuse to question how it was that Gaspar Vega could steal from us – many, many millions – and get away with it. Many of those who support the government will skin up their noses at an Accommodation Agreement of more than a decade past, but would not dare to ask how much Mr. Barrow’s law firm made from the most recent Accommodation Agreement with Lord Ashcroft in Miami. Many of our people are trapped in a propaganda time warp, able to rage on about a political party which has not been in power for 9 years, while unable to see how we are right here, right now being abused and raped and battered and robbed by this current administration. It is perhaps an insult to injury that we Belizeans, we normal Belizeans, have paid and continue to pay many millions for the political propaganda which keeps us mindless.

Andre Vega Wednesday, 01 March 2017 Andre Vega, the son of former Deputy Prime Minister and Minister of Natural Resources, Hon. Gaspar Vega eluded Government authorities for over 8 weeks! Process servers had been trying to locate the younger Vega since the week of the 12th of December, 2016 to formally serve him notice of prosecution. The scandal continues to unravel after it was first disclosed in the first half of October 2016 that Vega and UDP aligned attorney Sharon Pitts obtained $400,000 each in compensation from the questionable receipt of land title for properties which were knowingly already privately owned. None of the two had responded to the Ministry of Natural Resources’ letter of October 31, 2016 requesting that the money be returned within one month. Pitts, through her attor-

ney Hubert Elrington informed the Ministry that she would respond by December 1st but no such communication was received. That’s when instructions were given to the Solicitor General to prepare claims against the two. Pitts has been duly served and has already filed her defense to counter Government’s claim of she and Vega having made “certain representations and warranties which were breached.” The position of Government officials is that based on the terms of the agreements, the two agreed to indemnify the government against all liabilities that may arise from the breach of those warranties and representations. It was not until February 24th that the Attorney General, Michael Peyrefitte learned from attorney Estevan Perrera that he had been hired to represent Vega. Perrera called the Attorney General following his appearance on a morning show where he disclosed the inability of process servers to personally locate the young Vega. On Tuesday February 28th, Perrera confirmed that they received service the day before and would acknowledge receipt after which they expect to file a defense within the prescribed 28 days. Peyrefitte has affirmed, “It is a matter that went into the system before I became Attorney General. I have no intentions of discontinuing it. The court will decide what the court will decide…there are no political considerations or favours here. The decision was made that we should go after the monies and we will go after the monies; what the court decides, they decide.”

What Belizeans heard in those testimonies makes it clear that these high-ranking, highly paid public officers were not doing their jobs, were asleep at the wheel, were sitting at a desk (one was sitting at home) collecting big money and perks for doing absolutely nothing. Despite what is shocking and frightening corruption in the Department, the Police were never called in – not by any Director, not by the CEO and not by the Minister who says he knows everything and is the best thing since sliced bread, Godwin Hulse. Godwin Hulse never made any move to stop the corruption in his department. Belizeans can remember him saying time and time again that even if a member of his family committed wrongdoing he would move against them. What a sick, stupid joke that was. Godwin couldn’t move against anybody. He couldn’t do anything. He couldn’t, or wouldn’t stop his colleagues from infiltrating the Department for their own gain and he couldn’t stop the junior officers in the Depart-

ment from colluding with those Ministers. Godwin could have stayed home and nothing would have been any different in the Department. He could have been invisible and nothing would have been any different, because he was just as good as invisible anyway. Godwin is like this sagging, decrepit bag of hot air which splutters when squeezed. At any point, considering the culture of corruption, the Immigration Department could have been locked down and cleaned out. Officers who needed to move could have been moved. New staff could have been brought in, new systems put in place. There could have been greater scrutiny on every single document moving through that Department to ensure that our birthright remained sacrosanct. A memo could have been sent to UDP Ministers informing them that they could no longer interfere in immigration processes. The Police could have been brought in, arrests made to show that there was some level of seriousness in dealing with the corruption. None of that was done. Immigration Officers were allowed to break the law with impunity. Directors and CEO were either in it or totally asleep. UDP affiliates, officials and Ministers were allowed to break the law with impunity. The Immigration Department was and is a free for all. And Godwin did and is doing nothing but spluttering and wheezing. Who is the biggest loser of all? Godwin Hulse is.

ASHANTI, 6, VICTIM OF FATAL RTA Tuesday, February 28, 2017 The poorly lit area near the corner of Krooman Road and Faber’s Road in Belize City was the scene of a heart-wrenching tragedy shortly before 7 o’clock on Sunday night. An innocent six year old child, Ashanti Pollard, and her mother Dawn Swasey, were holding hands and walking home when they were both knocked down by a speeding unlicensed car driven by a man who has no valid driver’s license. Ashanti Pollard died on the scene after receiving severe head and body injuries. Her mother was momentarily unconscious and continues to suffer from pain to the thigh area. A bag of buns that they had baked at a relative’s house in Hattieville hours before was scattered across the scene. According to eyewitness accounts, the driver, Albert Martinez, 43, who was in a Toyota Corolla at the time, did not stop to assist the injured mother and her child. Instead he sped off and attempted to flee the scene but came face to face with a police mobile heading in the direction of the accident. A police corporal radioed for backup but Martinez exited his car with his hands on his head and surrendered himself to police peacefully. He was taken into custody and on Tuesday, the resident of mile 8 on the George Price highway was arraigned on charges of Manslaughter by Negligence, Causing Death by Careless Conduct, Driving a Motor Vehicle Without Due Care and Attention, Driving a Motor Vehicle While Not Being the Holder of a Valid Driver’s License and Displaying Unauthorized Plates. Martinez pleaded not guilty to the last three charges but no plea was taken for the first three charges as they fall under a list of indictable offences. Martinez returned to Court this afternoon to see if Chief Magistrate Ann Marie Smith would allow him bail since he owed the court and has a history of traffic offences. He was offered bail of $20,000

REQUEST FOR EXPRESSIONS OF INTEREST The Government of Belize (GOBZ) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to US$11,831,500 towards the cost of a Road Safety Project and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of GOBZ and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement. The objective of the consultancy is to develop and deliver road safety public awareness and education campaigns, execute a gender-sensitive and socially-inclusive Communications and Awareness Plan that will support the Belize Road Safety Project in communicating good road safety practices through road safety campaigns that increases knowledge and awareness about priority road safety issues as well as understanding of the risks and consequences associated with these behaviours, ultimately to change behaviour among road users in the country to improve road safety and to create knowledge and understanding as to how to be a good road user. In other words we want to create awareness to improve knowledge and in the long term to change road user behaviour. It is expected that the consultancy will be completed intermittently over a 10­month period. MEDP now invites interested eligible consulting firms to submit Expressions of Interest for the provision of these consultancy services. Mark Seawell Fights Extradition to the US Tuesday, February 28, 2017 Mark Seawell, the only Seawell brother still facing extradition to the US for narcotics importation, is attempting to beat that extradition by using the same legal argument which allowed for his brother, Gary Seawell, to be freed last year November. He was initially arrested in February of 2007, 10 years ago, and all that time he’s been languishing at the Belize Central Prison. The US authorities continue to allege that Mark and his brothers, Gary and Dwayne, allegedly imported cocaine into America through Mexico, and they were also allegedly selling marijuana in Texas. All this illegal activity is said to have occurred from December 1994 to August 1997, and the law enforcement agencies say the brothers are responsible for 1 million dollars in drug proceeds sent to Houston, Texas; Lakeland, Florida; and Belize. Duane Seawell was caught

by the Feds in February of 2007. He is currently serving a 17-year prison sentence after pleading guilty to all charges before a US High Court Judge. Gary Seawell managed to win his appeal at the Belize Court of Appeal, which allowed for extradition proceedings to be quashed. He’s been free

from jail after spending 6 years and 9 months on remand. The turning point in Gary Seawell’s appeal was that the Court, after examination, found that the Chief Magistrate’s warrant for his committal to prison was missing. Nobody could find it, and after the defense attorneys pointed it out, a mysterious warrant suddenly appeared after the fact, when the case had already been argued at the Supreme Court, and was then placed before the Court of Appeal. Mark Seawell’s attorneys, Anthony Sylvestre, who represented Gary at the Court of Appeal, and Bryan Neal made an application before Chief Justice Kenneth Benjamin to have new evidence be introduced before him. Mark Seawell’s attorneys have already argued a case of habeas corpus against the Belize Government, since August 2013. The judge has not handed down a decision in that case for 3 years and 6 months now, and so that allowed for the at-

Prepared for Brother’s Funeral Tuesday, February 28, 2017 On Sunday night at around 11:00, a father and three of his six children were watching television while three others were inside their bedroom. Their down time would soon be disrupted by a hail of bullets that hit their home off Antelope Street in Belize City. Kenroy Staine shared that he heard some 7 shots then saw household items falling. That sent him and the children scattering for safety but his 13-year-old son had been hit. A bullet penetrated his left foot and crossed over to the right foot, fracturing some bones. They called Police who transported the teen to the hospital. According to Staine, doctors say he needs at least two weeks to recover. So, what caused the Staine family to become a target? The single parent says he has no clue as they don’t “trouble anybody on a whole.” He expressed certainty that it had nothing to do with them and thinks it may have been rival gangs from the neighbourhood going after each other. He did say, though, that just hours before, a youth from the area had been passing up and down the street peering into their house. The incident could have resulted in more tragedy for the family just as Staine was preparing to bury his stepson, 21-year-old Chester Earl Theus who was gunned down on Sunday, February 19th by a single bullet to the

Staine said “I was totally devastated and shocked last night knowing that I was to plan a funeral today. I have to break it off.” Asked about being fearful now, he replied, visibly shaken, “It’s in my house…I always hear shots but right in your house door…I mean it was a loud bang.” Staine further noted that his older stepson who is a cop had just arrived home when the shooting happened, but Staine does not feel that he [the cop] was an intended target as he doesn’t give any trouble. Speaking about Theus, Staine explained, “I cannot speculate on my stepson, Chester because my late wife gave him away to a lady, Ms.

On Tuesday, February 28, the Chief Justice heard arguments from the defense attorneys and the Acting Solicitor General Nigel Hawke, on whether or not he will allow these new arguments to be made. He will give a decision on March 7. Those attorneys believe that the committal warrant, which has been used to hold him in jail for the last 10 years, is defective in a similar fashion as the one for Gary Seawell. Mark’s attorney, Anthony Sylvestre commented, “We after reviewing Mark’s warrant, we are of the view that there are similar deficiencies in it which we would wish to put before the court and show the court and in that regard have the matter be dispensed with and disposed of.” His other attorney, Bryan Neal, added, “The doctrine of judicial precedent will say that he [the Chief Justice] has to give some regard to what was said [by the Court of Appeal] and our position is that the same flaws that existed with Gary Seawell, also exist with Mark Seawell. So why go to the Court of Appeal, get this man in jail more years for something that inevitably he will walk home free.”

We remind you that even though the economy, crime, health, education and the like are important, nothing can be more important than the defence of the Jewel. Having said that, the vexing state of affairs at the Sarstoon remains. And the Guatemalans have gotten bolder even as Sedi and the UDP have gotten more delusional about their policy of appeasement. Belize’s position in relation to the unfounded Guatemalan claim was irrevocably damaged when our asinine Foreign Minister unbelievably referred to Belize’s borders as “artificial.” That position was further damaged when on 28th of May, 2015 no other than the Prime Minister of this country, in the face of Guatemalan aggression, cowardly ordered the Belize Coast Guard off the Sarstoon Island. That cowardly act effectively paved the way for the annexation of the Sarstoon: a national insult and a global sign of cowardice. A week later the Minister of National Security would make a mockery of our Coast Guard by holding an award ceremony celebrating their ordered withdrawal from sovereign Belizean territory. In fact, so disrespectful was John Saldivar to the Belizean people, he did not even invite the free press, opting instead to send out a sanitized version of the ceremonies through the government mouth piece, the Press Office. Later in 2015, we would learn that the new Coast Guard base at Hunting Caye was being built by a Guatemalan company. Can you imagine that? Can you imagine if a US military base was being built, in the US, by a Russian or North Korean company? We guarantee you that if that had happened; somebody in the US would be in jail. But not here! As we have come to expect, the entire dundut (Garifuna for foolish) Cabinet stood behind their maximum leader. Nobody claimed

to have had knowledge of this terrible debacle; not Dean, not John, not George! Amidst growing public pressure King Dean declared that the works would be discontinued. In May of this year we will mark the second anniversary of the “Surrender on the Sarstoon”. Apparently, giving up the Sarstoon did not do enough to appease the Guatemalans so now Dean Barrow and the UDP have gone ahead and amended our Referendum Act. They have effectively abandoned their constitutional duty to preserve our territorial integrity and they have refused to protect our precious marine resources. As recent as this month, none other than the Belize Consul to Chicago visited the Sarstoon along with Wil Maheia, and posted on Facebook about the brazen encroachment on the Island, and the wanton rape of our marine resources in full view of our security forces. We now hear that our security forces have been given clear instructions to look the other way; to pretend that they do not see what is happening before their eyes. But our sources tell us that the security forces are growing wary; tired of the disrespect, tired of being made to look like cowards and most of all, tired of not receiving the necessary resources to do the peoples’ work. Dean Barrow and the UDP had no qualms about paying the first brother $1,000/hour for “legal services” though: the entire monthly salary for a soldier of the BDF. Can you imagine that? It appears to us that there is great collusion between the Guatemalans and Dean Barrow’s cabinet. There is something here that the Belizean people are not yet aware of. Why else could the Guatemalans continue to punk us? Do you remember when their naval vessel ran aground off Glovers’ Reef whilst conducting patrols to protect Guatemalan fishers’ illegal raping of our natural resources? Do you remember that just last October they sent their gunboat all the way in front of Punta Gorda to protect their fishers in “Zona 1” of their declared fishing areas? And do you remember how cowardly our Government behaved in the face of such naked aggression? The Party of Phillip Goldson has been reduced to a bunch of cowards who are terrified of the bully Guatemala. The Guatemalans have made them appear as amateurs in the diplomatic arena and now they wish for us to tread to the ICJ? It’s the ICJ or war declared Sedi! Not so says the PUP. The Party of our Independence has made it absolutely clear that whereas we believe in taking all measures necessary to find a definitive solution to the unfounded claim, we cannot and do not support the ICJ route at this time especially considering the un-neighbourly behaviour of Guatemala. As long as the annexation of the Sarstoon remains the Belizean people should reject the ICJ and reject the UDP!

THE WONDERER AND THE NEW CHEATERS BUILDING About a month ago as I wandered around into Belize City I saw this new building going up. I wondered what was going up….1 story…2 stories….4 stories….7 stories and finally 9 stories. I wondered what was this all about and then I realized it’s the expansion for the cheaters hotel. Belizean men and women as the Reporter said it….last week….. New Laws for “Belizean Cheaters”. I guess the Golden Tree people are well aware of cheating so decided to expand the hotel for this group of Belizeans. I hope Mrs. Simplis Barrow includes in the new laws that these establishments should be relocated away from residential and business areas and preferably out of sight….out of mind. I decided to do some googling and wandered around and came up with some numbers. Apparently the hotel has some 32 existing rooms inside the existing ugly non-maintained building. I heard some new 40+ rooms will be built on the new 9 level building. I do know for a fact when we pass near that building we can get the stench of stinking septic waste flowing into the drains. Now the amount of rooms will be doubled and thus septic waste will be more than doubled. I hope the authorities are carefully looking at this issue. A room rented out to a tourist couple for a day produces far less liquid waste than a room rented out to 5 couples on one day. Of course at different times. Imagine the laundry goes up 5 times for that room…unless they do not place clean sheets after every couple uses. The wastewater treatment system and disposal system has to meet national standards. I wonder sometimes if CBA knows those standards. I say so because near the Haulover Bridge a 5 story building with 10 two bedroom apartments was approved with a very small septic system and hardly any space for vehicle parking inside the yard. The neighborhood was up in arms and even went to court but lost the case due to hanky-panky with the authorities. If you look at the photos below of the 9 story building it makes me wonder if the building has had some architect’s involvement or whether it will be the traditional oriental box. In fact the existing building is so ugly with hardly any architectural design that it will definitely underscore the new building….unless it’s a box. I’m wondering if the parking area will be enough because if you have some 75 rooms then you need 75 parking spaces…what if the cheaters go in separate vehicles? Are the authorities taking into consideration that these vehicles will now exit into the Highway and Coney Drive, thus proper inlets and outlets have to designed and also have proper signs…etc.…maybe the Reporter can place a camera and report the license plates that enter this establishment. When you look at the history of this place it was a decent hotel once. It even had a bakery and a nice restaurant. If you google some tourist remarks are still there complementing the establishment. But what happened….I hope Simplis investigates why the business switched to only cheaters as this would be good background information for the new laws. I wandered around the City and took some photos of beautiful buildings owned by other Belizeans and designed by good Belizean engineers and architects. A few have some problems like parking and perhaps sewerage and even location. Was the neighborhood informed

or was there a public consultation about the construction of these buildings, especially this new place? I would not like to be living around this place as I would be wandering all night/ day, wondering who visits the

place. Perhaps I can take pictures through the windows and sell them to the Reporter because they are good at violating people’s rights. People of Belize, the Cheaters Land…no won-

Following Diagram 1 – parcels 4078 is owned by German Vega, brother of Gapi. Gapi’s other brother Eduardo owns parcels 4083 and 4084. Gapi himself owns the large parcels along the highway, 4080 and 4081. His daughter Leslie Ann, rounds out the family affair – she owns parcels 4082 and 4202. Diagram 2 shows land in Belmopan which was allocated for the use of NEMO, the National Emergency Management Organization. Although lands in Belmopan are the property of Recondev and can only be transferred by that organization, Gapi as Minister of Natural Resources found a way to grab hold of three large adjoining parcels of NEMO land for his wife Marilene. She holds title for parcels 8724, 8725 and 8726, all given to her in the first part of 2012. The greed of the Vega family has been monumental and the methods used to procure all those thousands and thousands of acres of prime property less than above board. Yet Gaspar Vega and his family continue to enjoy the protection of his good friend Dean Barrow. The Belize Times will continue to dig into the rotting mess or corruption and we will continue to reveal every evidence of illegality and wrongdoing we find, committed not only by Gaspar Vega but by members of his family.

THINKING OUT LOUD BY: KEVIN BERNARD

Last week I watched with concern all the excitement generated by a Facebook page which did little but belittle people and shame them and put their business out there in the most public and personal and petty forum possible. I have heard that in a matter of hours, there were more than 10,000 persons who joined the group. For most of last week, all of FB was abuzz. Everybody was talking about this new blog, or whatever these things are called, and everybody had an opinion. Interestingly, even those who condemned it couldn’t stop posting about it. It was almost like we were caught up in this hysteria, wanting to see how we could view those being shamed. Do we even realize that by participating in any way we helped to shame them? Did we stop to think that they have families, children, those who love them? I saw Southside Police Commander Chester Williams post last week that following the launch of the site there was an immediate increase in reports of domestic abuse and fights and even reports of attempted suicide. Is this what we want? Does it give us pleasure as a people to tear each other down and to cause them pain? As Mayor of Orange Walk Town and as a family man, I take this opportunity to ask all our people to focus on what’s important around us, and what is good and what is right. Every week we hear about murders and shootings and stabbings and robberies and home invasions and fights. As a people we should be working together to see how we can address those situations. I am a big believer in family. I feel that when families break down then it has a negative effect on many things that follow, like a line of dominoes toppling. There is already so much negative happening in our community, so many things going wrong. It is up to us to try to fix them. Each and every one of us has a role. I believe that now, more than ever, it is for us to find

comfort and strength in each other, and in God. It is time for us to comfort and strengthen each other, and those of us in the community who need our help. There are many such persons, struggle with drug addictions and alcoholism. There are so many who don’t have enough to eat, or a safe, secure place to stay. There are many youths growing up who need us to provide a good example for them so that they will stand strong and become productive members of our community. I have aspired to be in politics for many years, and it is because I saw that persons like the Hon. George Price genuinely cared about people. He didn’t care about his personal comfort. He didn’t care about his bank account. He didn’t care about appearance or bling. He truly wanted to see his people rise, to see the nation rise. I have tried in all things to help people and to do right by the people of Orange Walk. We do not always have all the resources we need to help all the people, but we keep moving forward and we will keep moving forward. As I aspire to go even further as a politician, I ask you all to join me in restoring honour and integrity to politics. Politicians have become things that we dislike and even scorn, simply because for a few it became about them and their greed, and not about the betterment of the people. I want to be different, and do different. So when you see injustice, be it beside you on the street or on Facebook, resolve to stand against it. We should never reach to this point where we wilfully try to bring down our fellow Belizeans. Where have we gone so wrong? Let us work towards restoring family values and community values. This is important to me and I believe it is important to growing our people. We need to put the pettiness aside. I believe in all of us in this community in which I was born and in which I intend to spend whatever days God allows me. Together, we can do it.

THE TRIUMPH OF EVIL

By: Eduardo Santos The list of NGO’s and civic minded organizations the Barrow administration have affronted in just seven months - BNTU, NTUCB, Council of Churches, et al - should indicate how far this administration is willing to go in talking tough with the rest of the country while doing nothing to stop the rampant corruption within the system. In response, the country should now get tough with the Barrow Administration, and let it know that the majority will no longer be pushed around. The protests the BNTU instituted countrywide in October of 2016 against the government’s decision to renege on the implementation of the wage increases as was agreed upon had put the Barrow Administration “on notice” that people around the country are not going to stand by and allow this governments to dictate to the people its terms on how and when they will stand by their mandate. Every citizen within Belize should be emboldened and no longer fearful of standing up to Barrow - unlike the United Democratic Party, which has once again ignored the voice of the people. Despite the talk about the UDP administration being a government for the people, it has acted more like a bully in the instances when they are being questioned about their stance where corruption is concerned. Dean Barrow is simply the most recent and overt face of that. Do not forget that his immediate UDP predecessor, Manuel Esquivel, with great arrogance and ignorance, unleashed a catastrophe in 1996 in the form of retrenching 850 government employees in order to curb the wage bill. The 1996 administration had destabilized the Public Service Union and in some instances, it had eroded the efficiency of the government. This bullying is a natural byproduct of UDP politics. Barrow’s UDP colleagues acted little better during the last National Election campaign or during their term since being reelected to government. During the Senate Commission Inquiry, it has uncovered a systematic program of corruption that was and is a mainstay in the Ministry of Immigration and Nationality. Don’t get me wrong. Corruption does exist, but the persons who engage in these actions are more than likely being sanctioned ‘unofficially’ by the powers that be. Because of these rogue individuals, the entire department has been tarred and feathered by the court of public opinion. The outrage over Barrow’s actions in not properly addressing the corruption issue is an example of how UDP exceptionalism has distorted any reasonable conversation in our country. You can disagree with the political point he was trying to make, but the idea that the Immigration Department heads have influ-

enced elections should not be controversial. It’s a known fact and certainly a view that the rest of the citizens of Belize hold. The implication that the UDP Administration isn’t “corrupt” was perhaps the only reason to unite the people in their criticism of Barrow: a collective denial at the heart of its distortion of the facts of history. This behavior has been emboldened because the Barrow Administration has, for far too long, gotten a free pass from the citizens of Belize. It’s time the citizens of Belize revoked this free pass through tough talk, civil action and political campaigns in a coalition of the mindful. Given the myriad ways the UDP could use its power and privileges to upend politics, the people should be specific: campaigns will be imposed because of a specific policy and will only be revoked when the policy is repealed. For example, if the Barrow Administration really does not make a proactive attempt to rectify the travesties that occurred within the Immigration Department and Ministry of Natural Resources, then we need to voice our displeasure. An easy forum to achieve this is through the use of social media. A well-coordinated campaign that will highlight the corruption can be the catalyst to secure the removal of this corrupt political institution. These campaigns are provocative. However, pro-UDP media outlets, led by the The/El Guardian and UDP Belize Facebook page, have long believed that the present administration is in reality God’s gift to Belize. In reality, the present government has been one of the most hostile to the majority of our citizens. The policies of the administration are being implemented without any regard for the people of Belize even if they harm ordinary people. At the very least, it is a statement that the government’s actions are beyond the pale. The Belizean businesspersons and private citizens need to be sent a message that, as much as Belize needs and wants a strong and stable government playing its rightful role, we also needs the support of the entire country just as much, if not more. If push comes to shove, we can and must construct a new front that does not continue to allow the present administration to continue treating the country in such a shoddy manner. “The only thing necessary for the triumph of evil is for good men to do nothing.”

SERIOUS ABOUT CORRUPTION? Trevor St George Munroe is described as a Jamaican political scientist, labour activist and politician. I remember him as a lecturer in History at the University of the West Indies, Mona Campus in the 1980's. He was well known for espousing Marxist teachings, and for spearheading both a trade union and a political party, the Workers Party of Jamaica. Later, he was an independent Senator, and then a Senator for the People's National Party. Now, at age 72, he is the Executive Director of a group called National Integrity Action. An opinion piece by him in the Gleaner newspaper earlier this month caught my eye. Its title is “If Government Is Serious About Corruption.” Naturally I read the article avidly, and I would like to refer extensively to it as we look at whether the Belizean Government is serious about corruption – serious about stopping it, that is!! Wrote Dr. Munroe about a Sunday Gleaner Editorial which he had just seen: “I share your surprise and concern that so little was made of corruption in last week's Throne Speech, and I call on the Prime Minister to repair this serious deficiency in his Budget Presentation, as well as in amending the Government's 2017-2018 legislative agenda to prioritise anti-corruption measures.” Dr. Munroe went on to say that several things needed to be done quickly if Jamaicans are to take seriously the Prime Minister's repeatedly stated resolve to more effectively combat corruption. He called for the merging of several institutions into one Integrity Commission as a matter of urgency, saying that the bill was still before the Senate for passage. He also called for the actual commencement of Acts on registration of political parties and campaign finance already passed. Pending of course is the naming of a date for those laws to come into effect. (Does this sound familiar? How long did it take us to get the thirteenth senator?) And thirdly, he called for the Government to keep its promise from the last fiscal year and bring on impeachment legislation to provide for impeachment proceedings to be brought against corrupt officials and parliamentarians.

This was promised, he said, as far back as 2011 by then Prime Minister Bruce Golding. Dr. Munroe also reminded his readers that they should be mindful of an assessment in Jamaica's National Security Policy Paper that the country's economy could be three to ten times larger had successive administrations more effectively combatted crime and corruption. (!!!) I have to wonder how many times larger Belize's economy could be if we had been fighting corruption effectively. Further, Dr. Munroe stated incisively that the man and woman and youth on the street need to be more aware that the absence of decent jobs, bad streets and roads, and overcrowded schools are but some of the consequences of pervasive corruption. Citizens, he said, must demand that Government act consistently and with the recognition that less corruption means more investment and jobs. How very true, and how appropriate for Belize as we at home look at what will be stated in the upcoming Budget. Yes, it will be a Hard Times More Taxes Budget, but are we Belizeans focusing as we should on all that needs to be done? I say that although the most recent incarnation of an Integrity Commission has been sworn in, it is completely unacceptable for the Chairperson thereof to suggest that the Commission may waive certain aspects of its mandate in going far back to look at what legislators ought to have filed from so long ago. The law is the law. Dr. Munroe urged Jamaicans to maintain the advocacy for more action against corruption. No doubt Belizeans need to do the same. Look at all the mess and tawdry revelations now being revealed during the Senate Inquiry into the Auditor General's Report. This alone should spur us to take strong stands and to place demands squarely to our Government. We are sick of corruption, and we insist that there must be more than merely a few feeble actions but at the same time plenty more lip service. There is so much more that has to be done if Government is to be held accountable and if it is to be demonstrated that there is seriousness about combatting corruption. MAYOR’S FATHER Mayor Darrell Bradley is the Mayor of Belize City. His father, a person who long ago retired from the public service, is employed by his son at the City Council. The Mayor’s father retired more than fifteen years ago. He is an old pensioner who may have been

forced to retire because of a money scandal at a credit union when he was in charge of overseeing credit unions. The Mayor’s father is one of the attack dogs used by Dean Barrow to attack his political opponents on a daily and weekly basis on the UDP radio. The conduct of the Mayor is libelling and defaming the reputation of political opponents in one of the lowest and ugliest episodes in the country’s social life. It is a shocking example of how hatred and ignorance over party politics can make some people behave. Surely the man who is leader of the UDP and Prime Minister can do better than this. To exploit ignorant persons like the Mayor’s father and the other co-host says volumes about Mr. Barrow. There will always be hate-filled human beings like the Mayor’s father, always eager to tear down other people. It is those who exploit these pathetic individuals who are the sick, deformed minds in our midst. The media is a place for information, education and rational discussion of the issues facing our young nation. BNTU The Belize National Teachers Union Congress has taken on another major national issue. The issue is the cleaning up of the country’s voters list. We are so proud of the leadership of the teachers of Belize that we are lost for words to describe our feelings. It is the teachers

union which recently led the fight for better governance by the party in government. They made serious sacrifices in going on strike to help make Belize a better country. The cleaning of the voters list, or re-registration, may be a bigger fight than the teachers union realize. Re-registration has serious implications for politicians. It is how many of them win elections. Through bribery, dishonesty of the worst kind and manipulation of fanatic supporters the voters list is stocked with persons who belong in other constituencies. But at this juncture in the history of Belize, a bogus voters list has grave implications for the referendum on Guatemala which is coming sooner rather than later. A bogus voters list will help those who want to see Belizeans vote yes in the referendum. What Belize needs is a clean voters list so that the outcome of the referendum genuinely reflects the views of Belizeans. There are foreigners on our voters list who should not vote in a referendum. They should not be on our voters list. We are proud of the BNTU for taking up the issue of a clean voters list. This fight, however, is a fight that cries out for the involvement of all patriotic organizations and groups in Belize - the other unions, the Chamber, the churches, the NGOs. Like the good governance issues championed by the BNTU, re-registration is central to our nation’s democracy and decency. We find it so hard to believe that our Prime Minister has put himself in the way of obstructing good and decent governance. Why would any leader, in government, politics or elsewhere fight against having a clean voters list? For heaven’s sake…why has this become another political football when there is only one decent thing that needs to be done - clean up the voters list? There is more to this matter of the UDP fighting re-registration - much more. In the meantime we call on all patriotic Belizeans to support the BNTU.

A CULTURE OF WRONG

By; Kevin Bernard I read with disbelief last week the Attorney-General of Belize, Michael Peyrefitte, claiming that they have been unable to file a lawsuit against Andre Vega, the son of former Deputy Prime Minister Gaspar Vega. Peyrefitte said that they have been unable to serve Vega because they have been unable to find him. Imagine that. The nasty revelation that Gaspar Vega had facilitated $400,000 for his son Andre and $400,000 for Sharon Pitts came out in October 2016. The Ministry of Natural Resources claimed that it sent demand letters at the end of October, giving Vega and Pitts 30 days to respond. Neither did, and now it is practically March 2017 and the mighty government of Belize has been unable to track down Andre Vega to serve him with notice of a lawsuit. How amazing is that? Actually, it was back in October 2016 also that the Ministry of Natural Resources was supposed to commence an investigation into Gaspar Vega’s ‘compensation’ scam. March 2017 and we have heard nothing about any investigation. I am not so naïve as to believe that we will hear anything, or that any action will be taken against Gaspar Vega. Last year it was also revealed that Vega misappropriated more than 50 parcels of land in Carmelita so that he could gift himself with a 1600 acre farm. Again, his family members were involved. At a press conference the Prime Minister was presented with the evidence. He knows what happened. There is evidence. But he has not made a single move against Gaspar Vega. There has been no investigation. There will be no investigation. Belizeans here in the country, and Orangewalkeños here at home, are supposed to just forget this ever happened. We are supposed to smile with Gaspar Vega and his family members when we see them on the streets. We are not to think about all the land robbed from us. We are not supposed to think about the millions lost even though the Prime Minister says that taxes will go up because the government is broke. So we, struggling residents of this small community will have to dig deeper into our pockets to pay for the wrongs of Gaspar Vega, while he lives a life of wealth, while his family members celebrate their wealth, and while the government says they can’t find Andre Vega to collect. I have nothing personally against Gaspar Vega. I have nothing personal against his wife or children or brothers or nephews or cousins or whoever was privileged enough to benefit from the rape of our assets, bloated contracts, compensation deals, whatever! But as a taxpayer, as an Orangewalkeño,

as a Belizean, I am angry, just like I am sure many of you are. I am angry on many levels. One is that we at the Orange Walk Town Council try so hard to provide our residents with the services that they deserve and rightly demand. There are many times when our accounts are literally dry because we have responsibilities to all of you. We have made it a point of pride to manage our resources responsibly, with integrity and honesty and there is so much more that needs to be done but we can’t just yet, because there is no money. But the family Vega has been allowed to bleed off millions which could have made all the difference here in Orange Walk. With just some of what was taken from us by this family we could have paved every street in Orange Walk. But the money is apparently gone, all the land gone, and all that is there to show for it is a wealthy Vega family which is not normal. On another level, right is right and wrong is wrong. How are we ever to teach our people, our children growing up to do what is right when they are confronted with such gross criminal misconduct and see that people are allowed to get free passes just because of political connections. We live in a country where crime is on the rise, where our youths feel that they can pick up a gun and blast away. How can we teach them about the law and hold them by the law when there are those who exist outside the law? We exist in a culture of wrong. We need to make it right.

FARMERS SHAFTED - AGAIN! By: Norris Hall WHILE senior officials in the Belize Ministry of Agriculture continue to hopscotch, travelling frequently on high-flying, non-productive junkets to anywhere in the world where there are commercial airline flights, agricultural production continues to plummet. There are no apparent extension services for farm support and monitoring. At least, it doesn’t seem so. There appears to be a total disconnect between farmers and agriculture officials who should be monitoring the production and marketing of their crops. Farming in this country is not guided by any goals and objectives. It is self-propelling. Recently, farmers have been unable to sell tons of potatoes they produced for the local market because government officials gave local business-people import permits to saturate the local market with potatoes from Mexico. It is unbelievable that Ministry of Agriculture officials could be so incompetent as to not be aware that the local farmers were planting large acres of potatoes for the local market and the estimated time of harvesting. It is also hard not to believe that there is corruption involved for under-the-table pay-offs for import permits. This was a record year for the potato crop. CALLOUS INDIFFERENCE This is an inexcusable economic misgiving - a callous mal-administration by the Ministry of Agriculture, on the backs and pockets of local farmers. They have been unable to sell their crops and are now left indebted for $$ millions. How could this have been allowed to happen given the brainpower, expertise and marketing skills in the Ministry of Agriculture? It is not that it has not happened before! It is an indication that the Minister of Agriculture has failed in looking after the interest of farmers. We recall the debacle faced by onion farmers in the northern region of the country. In 2011, a million pounds of onions were left to rot in the fields while the government allowed the importation of a large amount of onions from Holland. Farmers again took a licking in 2015 when corn farmers lost millions of dollars as a result of a serious drought. They received not even an iota of relief from the Ministry of Agriculture. There was also the previous year when vegetable farmers in the Valley of Peace in the Western region of the country had their large acreage of vegetables for the local market, destroyed by un-monitored crop-dusting with herbicides by a large neighboring Guatemalan sugar cane producer

destroying forested land for cultivation. The Ministry of Agriculture paid only lip service to how these small farmers were affected. The farmers had little official support from the Ministry of Agriculture, except for an official sound bite when they sought settlement through the Courts. This was despite the fact that the cane company was in clear violation of agricultural practices and with irrefutable evidence that they were the culprit. IRRFUTABLE EVIDENCE There is also now irrefutable evidence that large grain farmers may be (illegally?) importing GMO seeds with the tacit and silent approval of government officials. The official position on the ban on GMO seeds importation has not changed - at least not officially on paper nor as far as the public knows. These GMOs will be detrimental to the small farmers of this country and their traditional ways of life. Despite arguments to the contrary by promoters of GMOs, they will create food insecurity in this small nation and threaten the culture and traditional livelihoods of small farmers in small rural communities. The long term effects will be devastating. In a recent statement made by the newly appointed Minister of Agriculture (the de-facto Minister of Immigration) and formerly Minster of Lands and then former Minister of Police - he announced that he will “Get Belize Growing Again”. This pronouncement is a subtle admission that the Ministry of Agriculture is dysfunctional in the absence of an agricultural policy. There are no clearly defined, if any, goals and objectives for achieving specific outcomes for domestic farms production and marketing. To “get Belize growing again” is not a policy. FALLING GDP AND FAILING FARM POLICIES - IF ANY! Meanwhile, data from the Central Statistical Institute of Belize indicates that the National Gross Domestic Product (GDP) had flat lined from 2.5 percent in 2013 to a negative 0.8 percent to date and falling. Agriculture, which was considered one of the mainstays of the economy, before it was overtaken by tourism, now contributes less than one percent to GDP, down from 13 percent in 2015. Contributing to these factors have been the government’s carefree approach in not complying with protocols relating to the banana industry, its political and impractical approach in dealing with the citrus industry as more farmers abandon large citrus orchards and an absence of any clear guidelines and policies to boost and diversify agricultural production. An original development plan

by previous governments was for agricultural production to complement the development of tourism in Belize. This has been ignored. Agricultural production, except for sugar, is now dismal. Food imports are up and rising. National food security for Belize is a concern of the Food and Agriculture Organization. Yet nothing is being done. AGRICULTURE AND THE LACK OF FOOD SECURITY A review of the government’s commitments show that there is very little consideration given to agriculture. The government’s allocation to the Ministry is for wasteful spending on a top heavy administration. But little consideration is reflected and hardly mentioned in this government’s political manifesto. It was once recognized as the second largest contributor to GDP. Under this government a number of farm and fisheries investments have been allowed to go belly-up because of misguided policies or a lack thereof. These include the papaya industry that made a tremendous recovery after hundreds of acres of papaya farms were leveled and destroyed during a major hurricane that affected the northern region of the

country in 2007. It recovered with support from the Musa Administration and a lucrative market in the USA. It folded under the current Administration. Also folding under the Barrow Administration was Marine Farms Ltd, an American company, fish farming off the coastline of Belize City, for giant Cobias. This fleshy and tasty fin fish that is indigenous to Belize and which the world gourmet market could not get enough of was exported in vast quantities to the United States. And then there was the large investment by a local businessman in a tilapia stateof-the-art fish farm in the village of Domocracia. That went out of business because, like all the others, there was no policy support or incentives from this government and its so-called development agencies. This means that hundreds of jobs have been lost and there is no new investment to replace them because of the loss of investor confidence. It has to be concluded that the Ministry of Agriculture is a high-flying, do nothing and wasteful Ministry far separated from any meaningful guidelines to boost agriculture production and far removed from the plight of farmers - especially small farmers. It is a waste of time and money - except for television soundbites. Show us that it isn’t so!

Condenan a alcalde de Honduras por lavado de dinero La sala II del Tribunal de Sentencia resolvió por unanimidad condenar a Arnaldo Urbina Soto por lavado de activos.

Tegucigalpa, Honduras El exalcalde de Yoro, Arnaldo Urbina Soto, fue declarado culpable en la medianoche de este lunes por el delito de lavado de activos. La sala II del Tribunal de Sentencia resolvió por unanimidad condenar a Arnaldo Urbina Soto por lavado de activos. La audiencia de determinación de pena concreta para el exjefe edilicio de Yoro se realizará el lunes 27 de marzo a la 1:30 de la tarde. El Ministerio Público presentó pruebas que supuestamente confirman que Urbina Soto cometió los delitos de lavado de activos. Urbina Soto ha permanecido preso por dos años y casi seis meses por lavado de activos, y al iniciar el juicio, a finales del año pasado, la Fiscalía amplió acusación por extorsión y almacenamiento de armas de uso prohibido. Arnaldo Urbina Soto fue acusado en julio de 2014 por los delitos de lavado de activos, posesión ilegal de armas prohibidas y comerciales, asociación ilícita y tráfico de drogas; pero una juez con jurisdicción nacional, por falta de pruebas, le dio un sobreseimiento definitivo por tres delitos y solo le decretó auto de formal procesamiento por lavado de activos. Aguirre agregó que esta es una banda bien conformada que venía metiendo zozobra en los negocios y pobladores del sector; pero gracias a la colaboración de los habitantes y víctimas de sus actuaciones criminales pudieron caer en manos de la ley. Los investigadores manifestaron que están tras la pista de otros malvivientes que en los últimos días han cometido asesinatos y asaltos. Este día, los apresados serán puestos a la orden de los tribunales progreseños para que respondan de lo que se les acusa, luego pasan al centro penal de la localidad por los seis días que dicta la ley.

Estados Unidos: 27 de Febrero de 2017 El dilema surge luego a propósito a propósito de una dura ley de Carolina del Norte, que prohíbe a los delincuentes sexuales el uso de cualquier sitio que permita las interacciones humanas. El origen del debate fue un hecho anecdótico: un lindo día de abril del 2010 le informan a Lester Packingham, residente de ese estado del este del país, que las autoridades de tráfico anularon un juicio verbal que él había apelado. Contento, Lester comparte su alivio en su cuenta de Facebook: "No hay multa, no hay tasas judiciales, ningún gasto. Gracias a Dios, wow! Gracias Jesús", escribió. Desafortunadamente para él, el mensaje fue leído por un policía de Durham encargado de hacer seguimiento en línea a delincuentes sexuales. Prohibición radical Ocho años antes, a la edad de 21 años, Packingham fue declarado culpable de tener relaciones sexuales con una niña de 13 años. Esto le valió una condena de 10 a 12 meses de prisión con suspensión y ser incluido en el registro de delincuentes sexuales. Y como corolario, de acuerdo con una controvertida ley de 2008 de Carolina del Norte, debía ser objeto de una prohibición de 30 años para

usar Facebook, Twitter, Instagram y cualquier otro sitio que favorezca los reencuentros o las redes de amigos. Lester Packingham fue condenado nuevamente, esta vez por el "delito" del uso de Facebook. Sin embargo, los policías que revisaron su casa no encontraron ninguna evidencia de que hubiera abusado recientemente o tratado de abusar de menores. El condenado apeló afirmando que la ley de Carolina del Norte viola su libertad de expresión, protegida en Estados Unidos por la sacrosanta Primera Enmienda de la Constitución. En su larga batalla legal desde hace seis años, Packingham consiguió apoyo tanto de asociaciones que luchan contra las restricciones al uso de internet como de conservadores libertarios. La violación de una niña por su padre agita el debate sobre el aborto en Costa Rica La interrupción del embarazo será de nuevo un tema de las campañas electorales

28 de Febrero 2017 La noticia ha caído como leña a una fogata. Una niña de 12 años embarazada tras una supuesta violación de su padre en Costa Rica mantendrá la gestación, según afirmó su madre a la prensa local. La historia de la menor, originaria de la zona bananera del caribe costarricense, ha agitado el debate entre activistas de los derechos de la mujer y los críticos del aborto, en una discusión que lleva al menos 10 años en el país centroamericano sin que se resuelvan jurídicamente los alcances de la interrupción del embarazoen situaciones como esta. Miles de voces indignadas afloraron en las redes sociales. Los jerarcas del Gobierno mantuvieron opiniones cautelosas, sin faltar las posiciones calculadas de los precandidatos presidenciales con la mira puesta en las elecciones generales del 2018. El aborto será de nuevo un tema de campaña electoral y una pregunta frecuente en las entrevistas de los periodistas o en los debates que ya han comenzado. Los aspirantes presidenciales saben que la palabra “aborto” es explosiva y que de su respuesta puede depender el apoyo o no de sectores considerables, sobre todo los relacionados

La protesta en la principal avenida de San José, Costa Rica con grupos religiosos que tienen poder y seguidores suficientes para provocar triunfos o derrotas. También los vinculados a una corriente defensora de los derechos humanos de las mujeres, que presionan a los partidos políticos por una agenda más progresista. Días antes de conocerse este nuevo caso de una niña embarazada en una zona rural y agrícola de Costa Rica (país donde hubo casi 1.000 nacimientos entre 2014 y 2015 de madres menores de 14 años),

varios precandidatos han expuesto sus posiciones sobre el aborto en casos de violación y solo uno de ellos, José María Figueres (Liberación Nacional, PLN) favorece una reforma para ampliar la ley y despenalizarlos. Su oponente directo en ese partido, el empresario y diputado Antonio Álvarez Desanti (apoyado por el expresidente Óscar Arias) prefiere dejar las cosas así: “Si una mujer ha sufrido un acto tan detestable como una violación y no quiere tener el hijo, debe dejarlo nacer y darlo en adopción”. Con él coincide el aspirante oficialista Carlos Alvarado de Acción Ciudadana. Violencia sexual La oficina local de las Naciones Unidas, a propósito del caso de la niña de Limón, llamó al Gobierno a actuar de forma decidida contra la violencia sexual. Lo hizo en un comunicado similar a uno del Comité de Derechos Humanos de la ONU, de marzo del 2016, en el cual instaba al país a legalizar el aborto en embarazos producto de violaciones. La reacción entonces fue de rechazo, incluso de parte del presidente Luis Guillermo Solís, más cercano a posiciones progresistas. La discusión en torno la legalización del aborto ocupa también amplios espacios en Centroamérica. En El Salvador (donde se prohíbe totalmente igual que en Honduras y Nicaragua) hay encendida una fuerte controversia por un proyecto para despenalizar la interrupción de embarazo. En Guatemala, donde la ley es casi igual de restrictiva que la de Costa Rica, las autoridades bloquearon a un barco de una ONG holandesa promotora del derecho al aborto, cuya tripulación planeaba quedarse en aguas internacionales y desde allí realizarlo a las mujeres que quisieran llegar hasta él en un yate. “El barco de la muerte”, dijo un parlamentario sobre la embarcación vigilada a distancia por la Armada guatemalteca.

permiten a sus ciudadanos "estructurar su vida en comunidad", estimó. La también progresista jueza Sonia Sotomayor criticó la ley por estar fundada sobre "capas acumuladas de especulación", que dan como resultado una "aplicación sin distinción". Es ilusorio prohibir las redes sociales, consideró la jueza, a sabiendas de que "internet puede ser utilizado para cualquier delito", como planear un atraco a un banco. Robert Montgomery, abogado del estado de Carolina del Norte, se empeñó por el contrario en defender la radical medida, insistiendo en la "alternativa" a las redes sociales. La ley no prohíbe el acceso a toda la web, aseguró, especificando que los sitios para adultos, los blogs, los podcasts, los sitios de noticias, el comercio en línea o el simple intercambio de fotos estaban excluidos de las restricciones. El máximo tribunal deberá pronunciarse sobre este asunto hacia finales de junio.

The Moneylenders (Amendment) Act No. 12 of 2017 (MLA), was passed in Parliament with an effective implementation date of 1 April 2017. The MLA transfers oversight responsibilities for moneylenders from the Ministry of Finance to the Central Bank of Belize (Central Bank). The MLA modernizes the regulatory regime for moneylenders and designates the Central Bank as Registrar, with regulatory, supervisory and enforcement powers consistent with international standards. The change in oversight body provides for additional focus on prudential regulation, consumer protection, monitoring and the implementation of measures to identify and mitigate Anti-Money Laundering/Combating Financing of Terrorism risks in the sector. The MLA governs that extended credit subject to interest or finance charges and includes pawnbroking, which is lending of money on the security of a pledge. Moneylending business does not includes registered building societies, insurance companies, banks and financial institutions, credit unions nor persons licensed by the International Financial Services Commission.

All new applications for approval to operate as a moneylender are to be submitted to the Central Bank on the requisite forms and will be processed in accordance with the mended legislative framework, when the Central Bank assumes its role as Registrar on 1April 2017. As the future Registrar, the Central Bank, in collaboration with the Ministry of Finance will host a sensitization session to discuss requirements of the MLA. Moneylenders will be informed of the date for this session in due course. In the interim, the Central Bank encourages moneylenders to familiarize themselves with the MLA and advises the general public that it is an offence to offer moneylending services without the approval of the Registrar.
