Thursday, 10 May 2018 Just before midnight of Mother’s Day, a mother and employee of the Belize City Council was treated to an unexpected gift, in the form of a Molotov cocktail thrown on her vehicle. Mayor Bernard Wagner and the Belize City Council has issued a strong statement condemning Wednesday night’s firebombing of the vehicle belonging to CitCo Human Resources Manager Sharlene Rudon. The vehicle was parked in front of Rudon’s home in the King’s Park area when Police say investigations reveal that two persons ran up and threw a flaming bottle with some type of accelerant, known as a Molotov cocktail, against it. The incident happened at around 11:00pm.

In its release, the Council asserts that “It was clearly a deliberate and dangerous act of arson, and there can be no doubt that it is directly related to the recent restructuring of the Council which has resulted in the termination of six persons.” The Council continues to “condemn this reprehensible act which we view as no less than domestic terrorism, carried out no doubt by an agent or agents acting on behalf of one or more of the persons terminated.” On Tuesday, six persons including City Administrator Candice Miller, who was on suspension, were terminated as a result of an ongoing restructuring of the Belize City Council. The Council’s release states that “We believe that there is a direct link between the attack on her via social media and Wednesday night’s destruction of her vehicle,” and calls on the Belize Police Department to leave no stone unturned in the investigation into the incident. There is little doubt that the

latest violence against Rudon, who has been at the Council for over two decades, was fuelled by the attacks against her. It has been the UDP modus operandi to attack anyone who they perceive is acting against the best interests of their Party. Readers will recall that ‘Yellowman’ was almost removed from his post as Mace Bearer after he attacked journalist Marisol Amaya during a sitting of the Senate in Belmopan. At that time he held on to his position because of the protection of the Prime Minister, who expressed publicly that the known thug has served his Party well.

No PUP Allowed in Free Zone, Says UDP CEO Thursday, 10 May 2018 On Wednesday, PUP Town Councillor Dilan Casanova was refused entry to the Corozal Free Zone by security officers who claim they were acting on instructions from former Mayor of Corozal and current Free Zone CEO Hilberto Campos. Mayor Rigo Vellos told the Belize Times that on Wednesday morning Casanova and the driver, carrying a letter of authorization from the Council, travelled to the Free Zone to pick up gifts for the Council’s Mother’s Day program planned for the weekend. Those gifts were provided by businessmen inside the Free Zone, as is the norm. But Vellos says that after paying the fee to enter the zone, they were approached by a pickup with security officers who told them that PUPs were not allowed inside the Corozal

Free Zone. Upon showing them the letter from the Council, Casanova was told that a letter from the PUP Council had no value inside the zone. Casanova took a picture of the security officer with his phone, and that officer then took away the phone and went through it to remove the photo, but not before Casanova had managed to send it via Whatsapp. The behaviour of Campos comes as no surprise, since the UDP has been suffering from a serious case of sour grape indigestion since Municipal Elections when they were kicked out of office. Their actions, however, did not hurt the Council but rather the residents of the Town who will be attending the Mother’s Day Program. This is typical of the UDP, and the people will not forget when General Elections are called.

KTV CHAMP REMANDED FOR ALLEGEDLY WASHING DRUG MONEY Tuesday, May 8, 2018 On September 5th, 2017, Belmopan resident Lilian Chacon Salazar won the heart of the nation as she was declared KTV champion after weeks of wowing the crowds with songs from a variety of genres. That was her moment in the spotlight, but today she is in the spotlight for another reason. This morning a Judge in El Salvador remanded Chacon Salazar and six others, including three Belizeans and one Chinese national with a Belizean passport. Authorities in El Salvador believe that the seven persons “work for criminal organizations dedicated to drug trafficking and that their work is ‘smurfing,’ which consists of trying to legally ‘introduce’ money from drug sales, extortion, kidnappings and other illicit activities,” according to El Salvador newspaper La Pagina. Last Thursday, all seven who had arrived on a flight from Belize destined for Bogota, Colombia were held by authorities at the Monsenor Oscar Arnulfo Romero International Airport. According to La Pagina, dated May 8th, “It was said that the foreigners presented suspicious behaviour when they got off the plane and said that they were travelling to Colombia as tourists and that the money was for personal expenses. However, none of them declared the amounts of money and could not justify the legal origin of the cash.” Detained along with Chacon Salazar were three other Belizeans, a Guatemalan, a Honduran and a Chinese national with Belizean passport. In La Pagina, the seven were identified as Deymy Vanessa Rodriguez (Belizean), Jessy Grabiel Ojeda (Belizean), Marlon Alberto Valle (Belizean), Lilian Raquel Salazar (Belizean), Abraham Felipe (Guatemalan), Claudia Patricia Orellana Bejarano (Honduran) and Rongcang Chen (Chinese/Belizean). According to reports, all seven were holding just under $10,000 which they did not declare, and Police believe this was being “transported to orga-

Faber Vague on Alleged Detention in Atlanta Thursday, May 7, 2018 Today, when asked about credible allegations of a serious ‘incident’ in Atlanta on April 20th, Deputy Prime Minister Patrick Faber would only state vaguely, “I am waiting for a clarification document to come out…I have heard those things and I have asked the US Embassy and the State Department to issue something on that matter. I will ask them to put out something that will clear all of that up.” The Belize Times has been trying all week to confirm reports that Deputy Prime Minister Patrick Faber was detained for some time by Police in Henry County, located in Atlanta, Georgia. There are multiple sources claiming that the very high-strung UDP Minister, who has been known for his erratic behaviour while under the influence of alcohol, was involved in a situation which may

have resulted in the lockdown of two schools. According to the Henry Herald, dated April 20, 2018, “Austin Road Elementary and Middle schools were placed on the hard lockdown at approximately 11:30 a.m. after Henry County 911 received a call indicating a possible threat at one or both of the schools, according to district spokesman JD Hardin…according to a Henry County Sheriff’s Office alert, they received a call ‘in regards to a domestic situation happening at or near’ the schools.” The status of ‘Hard Lockdown’ refers to when classroom doors are locked, lights are turned off and all movement within the building is restricted, in response to a potential threat. Schools across the US have been on high alert as a result of shootings which have resulted in multiple fatalities. In the case on

April 20, 2018, the Henry Herald stated that the potential threat was detained, and within a few hours the hard lockdown was lifted without any threat to the school or students. Multiple sources within the UDP have stated that it was Faber who was perceived as a threat as a result of a domestic situation, causing the resulting lockdown. They say the Deputy Prime Minister went to the school to pick up his children, who reside with Faber’s ex-wife in Atlanta, and a situation occurred when he was not allowed to do so because he was not on the list of persons approved to pick up the children. That situation allegedly escalated to the point where authorities had to be called in. The Belize Times has attempted to get official confirmation from the Sheriff’s Office in Henry County, and is awaiting that. We will continue to follow this story.

They will be held until their next Court date, which we are told could be as much as six months from now. .

Belize’s IDB Debt Almost Quarter BILLION Monday, 7 May 2018 The Government of Belize this week inked yet another loan agreement with the Inter-American Development Bank (IDB), increasing its borrowings from that multilateral agency to almost a quarter-billion dollars, with the justification for the increased debt being a BZ$20 million project that it said will reduce climate change vulnerability. Signing the new loan agreement for Belize was Prime Minister Dean Barrow, while IDB Country Representative, Dr. Cassandra T. Rogers, signed for the bank. The debt repayment will be stretched over a 25-year term, with a 5.5-year grace period and a LIBOR-based interest rate. Since the national debt is nearly maxed out at over $3.5 billion, Belize, as one of the most likely countries to suffer the dire effects of climate change, should be accelerating its bid to the Green Climate Fund (GCF), which provides grant funds to help countries like ours better cope with climate change. Within just the past couple of months, it has been reported that the Fund had awarded US$190M for climate change projects in Cambodia, Mongolia, and Tajikistan, and another $90 million for a climate change adaptation and mitigation project jointly developed by the United Nations Food and Agriculture Organization (FAO) and the Government of

Paraguay. Belize should step up its efforts to access these grant funds. According to information published by the IDB, the Government has in the past accessed US$100 million in transport loans and another $55 million for sustainable tourism projects. Another US$37 million in loans is listed for environment and natural disasters. In his latest budget speech, Prime Minister Barrow acknowledged that Belize’s debt was already at 93.8% of GDP: $2.5 billion in foreign debt and $1.03 billion in domestic debt. Belize’s domestic debt has nearly doubled since 2015, with the Government turning to the home front to raise money to meet

debt obligations, the most onerous of which was the compensation it had to pay for the acquisition of Belize Telemedia Limited. The superbond makes up less than a third of the debt. Belize also owes about $400 million to Venezuela for borrowing it has done under the PetroCaribe program. Although the Barrow administration has signaled a preference for concessionary borrowing in the form of bilateral and multilateral loans, it has acknowledged in its 2018/2019 Fiscal Strategy that Belize remains challenged, listed as “the third most indebted country in the Caribbean after Jamaica and Barbados.” That same strategy document indicates that, “public debt level exceeds thresholds considered

safe by international standards (60 percent of GDP),” so we are roughly 34 percentage points above that. Our debt is about $1.3 billion higher than is internationally acceptable; a healthy limit for the size of our economy is more like $2.2 billion. Notably, no reference was made to this latest IDB loan in the budget speech or in the fiscal strategy. The official news release says that the initiative to reduce climate change risk in the tourism sector will include studies and investments to reduce floods in the Orange Street area of Belize City. The project, according to the release, should also look at mitigating coastal erosion in Palapa Gardens beach on Caye Caulker, and specifically to counter the adverse effects of tourism on the surrounding coral reef and seagrasses of Goff’s Caye. A National Climate Risk Information System should also be put in place, as a part of the project. The official IDB announcement said, “The project is a continuation of the Bank’s support for flood mitigation in Belize City, which included the Flood Mitigation Infrastructure Project, completed in 2017.” It is on record that back in 2011, the Government also got a US$10 million loan from the IDB “to reduce flooding in Belize City.” The report on that signing said that the agreement was for a five-year program to rehabilitate and maintain 3,300 meters of canals, increasing their drainage capacity and reducing the frequency and duration of floods. It added that interventions would also include construction of side drains and resurfacing of streets affected by prior flooding, covering a total of 22,700 square meters of road surface. The challenges with flooding remain. We note that less than a year ago, Belize City experienced notable flooding at the start of the rainy season with some streets at the heart of the City having endured persistent flooding.

True, the gifts are great, but this Mother’s Day, let’s show our mothers the love, respect and support they deserve. Let’s honour them. In some cultures we celebrate Mothers Day on May 10th but for others the day to celebrate is Sunday. This Mother’s Day, say thank you. Say “I love you.” And let’s make sure we show that gratitude and appreciation by being respectful and by treating our women as equals throughout the year. I am sure we agree that no one deserves that more than our moms. Barranco Villagers Angry over GOB’s Denial of Logging Rights Wednesday, 9 May 2018 Barranco villagers are up in arms over what they deem to be a continuation of policies adverse to the rights of Garinagu and other indigenous peoples of southern Belize, as well as a decision by the Forestry Department to grant a logging concession to the brother of a ranking government official even while denying the applications of five villagers to obtain similar logging licenses. Indications are that since about 30 villagers protested in Belmopan on Tuesday, April 24, 2018, two of those five have been granted, while

three are still being denied. Adding to their frustration is the fact that the logging season, which runs from October to June, is about to close. Community leaders met last month with Chief Forest Officer Wilber Sabido but were reportedly not given an explanation as to why their applications had been denied. FIX IT JESUS!

“The last few days that we have had, we think we are able to get it under control.” – Minister of National Security John Saldivar – May 4, 2018 In 2016, there were 59 murders recorded at the end of May. In 2017, there were 57 murders recorded at the end of May. In 2018, up to Tuesday when this Editorial is being penned, there have been 66 murders (statistics confirmed by Deputy Commissioner of Police Chester Williams on May 7, 2018) – and we are only into the first week of May. At this rate, according to Channel 7 News on Monday night, the nation is heading toward a record of 200 murders by the end of the year. Currently the record is at 145 – set in 2012 and matched in 2017. It can be no real secret that the Police are unable to get a handle on crime. Over the past year, the nation has observed multiple Police operations with fancy names. There has been the deployment of the military on the streets. There has been the seemingly random shifting of top brass which saw Assistant Commissioner of Police Chester Williams removed as Southside Commander, sent to a desk job at the Professional Standards Branch and then almost immediately promoted to Deputy Commissioner of Police and Commander of Operations. There have been outbursts of community policing followed by the breaking down of doors and the roughing up of civilians. There has been a new operations structure for the Police, launched by the Commissioner of Police himself, which rehashed and regurgitated policing procedures probably decades old in ‘normal’ countries. And as the centrepiece of the crackdown on crime, the Southside of Belize City was renamed by the Police. To really take a bite out of crime, the top brass has now decided that the Southside from this point on will be known as Eastern Division Region One. It seems clear that not all criminals got the memo that they can no longer maim and kill since the Southside has a new name, because the murders and shootings have continued unabated. Last week five persons were injured by gunfire in the space of an hour, and hours after another hail of bullets left one man dead. Over the weekend two other murders were recorded in the city, one of the victims a man who seemed to have been targeted by a gunman at random, for no reason at all. The other was a taxi driver who did nothing but drop a client home. And his life was snuffed out just like that. There is no ease in the streets. There is no comfort, no sense of security. Imagine that a simple act like going to the neighbourhood grocer to buy a pack bread could end in death. In the shooting on Faber’s Road last week, one woman was sitting in her car outside the Chinese establishment when she was hit by a bullet. Nobody is safe – not on the streets and not in what should be the safety of their homes. One of the biggest moves to curb crime, at least in the head of the Prime Minister – was to return political pariah John Saldivar as Minister of National Security. Because of Saldivar’s questionable personal and business relationship with con man and accused killer William Danny Mason, control of the Police had been taken away from him. It is noteworthy that under Saldivar, the murder record of 145 was set in 2012, so his record in anti-crime policy and decision making is not exactly sterling. Back then, and in subsequent years, Saldivar believed that murders were the media’s fault. On multiple occasions he would take to the podium to castigate the media for their reporting of murders – as if reporting murders made them real. He wasn’t exactly a bright bulb then, and it seems no different now. In an interview late last week, when asked about violent crime, Saldivar stated, “We are trying to control it. Whenever we see the spikes we try to find out what’s the reason for it and see if we can adjust and try to reconfigure our operations and that’s what we are doing. The last few days that we have had, we think we are able to get it under control.” If 66 murders in 125 days is controlling crime, then no wonder the nation is where it is. Saldivar’s incompetence is matched only by his arrogance. In past weeks the Opposition People’s United Party reached out to the Police in the city to see how they could be of assistance in fighting crime, with a view to being more hands on. After weeks of trying to set up a meeting with never happened, the PUP learned that Minister John Saldivar had instructed his top brass in the city that they were not to meet, and if the PUP had any ideas on fighting crime they could email those ideas to him. Can’t get more baby-brained than that. Crime is an issue which affects or will affect every Belizean, even those very rich ones who believe that their wealth and privilege will insulate them as they travel from mansion to Cabinet and back. The government has shown neither the competence nor the will to get the job done. And while they play games, the streets run red with blood.

La semana pasada cinco personas resultaron heridas por disparos en un espacio de una hora, y horas después otra lluvia de balas dejó muerto a un hombre. Durante el fin de semana se registraron otros dos asesinatos en la ciudad, una de las víctimas un hombre que parecía haber sido blanco de un pistolero al azar, sin ninguna razón en absoluto. El otro era un taxista que no hizo más que dejar a un cliente en casa. Y su vida fue arrebatada así como así. No hay ninguna tranquilidad en las calles. No hay consuelo, no hay sensación de seguridad. Imagínese que un acto simple como ir a la tienda de comestibles del vecindario para comprar un paquete de pan podría terminar en la muerte. En el tiroteo en la carretera de Faber road la semana pasada, una mujer estaba sentada en su carro fuera del establecimiento chino cuando fue alcanzada por una bala. Nadie está a salvo - ni en las calles y ni en lo que debería ser la seguridad de sus hogares. Una de las más grandes iniciativas para disminuir la delincuencia, al menos en la cabeza del Primer Ministro, fue volver a nombrar al paria político John Saldívar como Ministro de Seguridad Nacional. Debido a la relación personal y de negocios cuestionables de Saldívar con el estafador y presunto asesino William Danny Mason, se le había quitado el control de la policía. Cada vez que vemos los brotes de violencia tratamos de averiguar cuál es la razón para ello y ver si podemos ajustar y tratar de reconfigurar nuestras operaciones y eso es lo que estamos haciendo. Los últimos días que hemos tenido, creemos que somos capaces de tenerlo bajo control”. Si 66 asesinatos en 125 días están controlando el crimen, entonces no es de extrañar que la nación esté donde está. La incompetencia de Saldívar sólo es igualada por su arrogancia. En las últimas semanas el Partido Unido del Pueblo de la oposición se acercó a la policía de la ciudad para ver cómo podían ser de ayuda en la lucha contra la delincuencia, con el fin de estar más involucrados. Después de semanas de tratar de establecer una reunión que nunca sucedió, el PUP se enteró de que el Ministro John Saldívar había instruido a la cúpula policial en la ciudad que no deberían reunirse, y que si el PUP tenía alguna idea sobre la lucha contra el crimen podrían enviarle por correo electrónico esas ideas. No puedes ser más inmaduro que eso. El crimen es un problema que afecta o afectará a todo beliceño, incluso a aquellos muy ricos que creen que su riqueza y privilegio los aislará mientras viajan de ida y vuelta de su mansión al gabinete. Barranco, with a recorded population of 157, is one of the oldest Garifuna communities in Belize, and it is the southernmost Garifuna settlement dating back to the 1800s. The former fishing camp grew into the established home of Garinagu families even prior to some of the Maya villages whose land tenure rights were affirmed by the Caribbean Court of Justice (CCJ) in 2015. At the time, Hon. Denys Barrow, who now sits on the bench at the CCJ, had given the court undertakings on behalf of the Government, then his client, that the Government would not proceed to issue any concessions or permits to exploit resources in the area without seeking the prior, informed consent of the Maya. The CCJ is still having great difficulty enforcing the consent order of 2015, and a judge recently expressed frustration with the slow implementation of the court’s decision. Barranco is one of six indigenous villages represented by the Sarstoon-Temash Institute for Indigenous Management (SATIIM). for the lands south of Barranco. Nonetheless, the village has very active leadership and the local branch of the National Garifuna Council has been engaged in helping villagers pursue their rights to access resources in the area. For the community, there are two core issues: the first is the unexplained denial of their logging licenses, and the second is the issuance of at least one major logging concession to someone not from the area, without the agreed consultation. We understand that the villagers intend to pursue those rights at the highest possible level, and they are hoping that dialogue with the authorities will be fruitful, averting any need for court action.

GOB Docks Teachers’ Pay… BNTU Strikes Back

Tuesday, 8 May 2018 Hundreds of teachers - even those who did not participate in the 22 March 2018 protest against spiraling homicides and violent crimes in Belize, but who were absent on casual sick leave - are facing a pay cut this month, following a controversial decision by the powers that be in education. School managements and the Ministry of Education, whose subvention to schools also goes towards paying teachers, have opted to use a provision in the Education Rules to enforce a one-day pay cut for those teachers who protested against spiraling violence and horrendous crimes against children, in the wake of the execution of a 5-yearold boy and the death of a 17-monthold baby following reports that the child had been raped and beaten. The BNTU takes the position that the rule and the pay cut really ought not to apply, since teachers were not taking industrial action but exercising their right to have a public protest against out-of-control crime. The protest was a legal one for which they were able to secure an official permit from the respective authority. The BNTU is not backing down from its stance, and they have voted this weekend to strike back by withdrawing donations and contributions to managements who proceed with cutting teachers’ pay. On March 18, 2018 even the Prime Minister, who is the head of the National Security Council, was forced to acknowledge the exigencies of the situation to which protesting teachers reacted when he called an emergency press conference to announce Government’s intervention, following what had proved to be a murderous weekend. The BNTU, four days later, mobilized on the occasion of the budget debate to express its grave concern. The peaceful protest outside the National Assembly in Belmopan was, therefore, not as a consequence of any industrial action or strike against the Government of Belize.

Claim No. 85 of 2005, Belize National Teachers Union vs. Maud Hyde (then Chief Education Officer), et al, set an important precedent and clarified provisions as they relate to teachers who go on strike. Then Chief Justice Abdulai Conteh took the view, on answering the question of whether the Government “MUST” pay teachers for the days they were on strike, that the salary was held pursuant to a valid law. However, Conteh disclosed its discretionary nature, meaning that Government can conversely decide not to support a pay cut. The rule states that, “If a trade dispute results in industrial action by teachers or other members of staff, salaries and wages of persons undertaking such action MAY not be paid for any day or portion of a day during which they are on strike.” The rule, which allows discretion on payment to teachers on strike, also holds the Managing Authority responsible for maintaining a record of those teachers not present at school during the period of the strike and to determine the reasons for their absence, Conteh noted. However, there have been cases reported where teachers did not participate in the protest and were absent due to illness, but their explanation for their absence is not being accepted as valid. A precedent was set back in 2016, when teachers who participated in the 11-day strike as a part of an anti-corruption campaign also faced the threat of salary loss. Chief Justice Kenneth Benjamin approved an injunction to stop the docking of teachers’ pay right before the Christmas holidays, and the matter was sent to mediation. During the course of that mediation, the Ministry of Education reversed its position on the cutting of salaries; however, it had also decided to allocate $1 million for the payment of “honorariums” to teachers who had not participated in the 11-day strike – a decision which was frowned upon by the union, the private sector, the Opposition and other groups who disagreed with the decision with it as a form of union busting.

Wednesday, May 9, 2018 On Tuesday, May 8, 2018, Madison Pearl Edwards, 12, received special mention at the prestigious WWF International President’s Youth Award ceremony held in Cartagena, Colombia. The distinction is well deserved by the San Pedro native who has been dubbed the superhero of Belize’s barrier reef by the office of the World Wildlife Fund in Belize. From the waters off San Pedro to the steps of the National Assembly where she delivered petitions against offshore drilling to the Prime Minister, Madison’s face and voice have become synonymous with protection and conservation in Belize. A release from the International WWF yesterday stated that, “Madison Pearl Edwards from Belize is another example of how youth around the world are stepping forward to help protect the planet. Recognized with a special mention at the awards ceremony, 12-year old Madison has been advocating for the protection of the Belize Barrier Reef, the second largest reef system in the world and home to Belize Barrier Reef Reserve System World Heritage site, for the past three years.” Through her blog and social media, Madison has helped mobilize public support against offshore oil exploration in Belize, which resulted in the adoption of the permanent moratorium on all extractive activities in Belize waters in December 2017. The move not only made Belize one of only three countries in the world with such legislation but is expected to help take the Belize Barrier Reef World Heritage site one step closer to being removed from the List of World Heritage in Danger. “I feel proud that Belize has taken such an important step forward and that we helped make it happen but there is so much more we all can – and need to – do. Destroying our natural resources with selfish and short-sighted interests is not OK. I’d like to encourage children around the world to stand up for our planet. Our parents and grandparents have enjoyed a beautiful home and we and our children deserve the same. Together we must send a message to our leaders that they are responsible for the planet we will live on in the future and they must make it one they would be proud to leave behind,” said Madison. The recipient of this year’s WWF International President’s Youth Award was Nina Gualinga, an indigenous woman leader of the Kichwa community of Sarayaku in the Ecuadorian Amazon. EDUCATION AND PUBLIC AWARENESS ARE KEY FOR CAPACITY BUILDING IN BELIZE “Education is the most powerful weapon which you can use to change the world”. –Nelson Mandela– Which Sustainable Development Goals (SDGs) hold the key to unlocking the potential of realizing the 2030 Agenda? What should we prioritize? These are some of the common arguments that we encounter in conversations on SDGs under the global Agenda 2030. Capacity building is intricately linked to the attainment of almost all SDGs such as employment, education, health, poverty reduction, gender equality, food security, poverty reduction, climate change to name a few. Capacity building is the cornerstone of Belize’s national implementation plan to achieving the Rio+20 Outcomes and United Nations Sustainable Development Goals by 2030. If we are committed to producing a meaningful shift in the way we address sustainability, and enhancing the efficiency of current approaches to it, capacity building is the key which offers all involved stakeholders the possibility of abandoning their role as passive spectators and becoming engaged actors of change. Capacity building also provides the basis for making the appropriate choices, whether by a Mayor redesigning the plans for a city or town, a farmer choosing which seeds to plant in a drought-affected region, or a commuter considering options on how to go to work. Wherever we live in the North or the South, capacity building is a universal tool for forging the path to sustainability, to a genuinely global way of life. How do we build the capacity to enhance the quality of life of future generations in Belize? Sustainability, from basic daily actions to complex development agendas, can be learned about and nurtured by means of knowledge sharing, including through education, training and awareness-raising programs and initiatives. National Reports submitted during the past years to the United Nations Secretariat provide evidence of an increase in the number of countries where climate change has been mainstreamed across various education channels and integrated in formal school curricula, in particular in primary and secondary schools. Once teachers have received training on climate science concepts, they can help younger generations to understand the impacts of climate change, and the importance of incorporating an environmentally friendly behavior and attitudes in their daily lives. With their

enhanced awareness of climate, children and young students are becoming engaged agents of change, including within their families and circles of friends. At higher education levels, countries are reporting efforts undertaken to build the capacity of new generations of climate scientists to deepen their knowledge of a rapidly evolving science and to master interdisciplinary approaches linked to climate change. At the same time, universities continue to be drivers of innovation, and academia, as a repository of authoritative scientific information, is increasingly supporting policymakers in shaping cross-sectorial implementation of mitigation and adaptation actions. The University of Belize recently announced the increase in the courses they offer but this is far from the expectations and needs to catalyze our economic development. Non-formal education initiatives and programs are also crucial to catalyze public interest in sustainability pathways. Websites, newspaper articles, TV programs, as well as the greening of schools and markets, contribute to raising awareness among citizens on climate change causes, impacts and solutions. In Belize there is a wide recognition

of the role of non-governmental organizations in increasing public sensitivity to environmental and development problems and fostering a sense of personal environmental responsibility and commitment towards sustainable development policies and actions, in particular at the local level. The recently concluded Agricultural Fair was an excellent scenario to share experiences and exchange ideas, best practices and lessons learned on enhancing capacities for the implementation of Nationally Determined Contributions in the context of the Paris Agreement on climate change. The information exchange, will be geared towards the identification of ways to address capacity-building gaps and needs, including through enhanced coordination and collaboration efforts at local and national levels. We live in extraordinary times, when the challenges we face may seem overwhelming, when a dark view of our common future can too easily grip our imaginations. A fraying of social cohesion tears at the political parties of our country, manifesting its worst in the form of extremism and protracted violence. These are the corrosive effects of a narrow, financially driven devel-

opment model that has dominated public policy from government to development institutions for decades. We should ask - indeed, we have an obligation to ask, what sort of future is possible in the face of a dysfunctional economic model that is set against, and driving escalating social and environmental risks, from growing inequalities and alienation to climate change and biodiversity loss? This is fertile ground for pessimism to take root, that is the easy path; but there is a place for optimism, too. That is the harder and bolder path laid out in the Agenda of Sustainable Development Goals at 2030. Its adoption by world leaders in the Paris Agreement is a watershed moment in development discourse, charting a trajectory to a shared future for people and planet that breaks markedly from the damaging norms and trends of the past. Capacity building is a long term, ongoing process. According to the report Effective Capacity Building in Non-Profit Organizations, as improvements are made in one area of the company, deficits appear in other sectors that require attention. Consequently, capacity building requires commitment and perseverance. Unfortunately, the Government of Belize spent millions of dollars every year in workshops and training for its personnel without a visible outcome, rather than invest in schools and university programs that prepare the adequate personnel to occupy officers’ posts rather than political appointment of people without the proper skills, expertise and knowledge. Together we must bridge the gap and foster a better future for Belize, without regard for geographical location or political affiliations. We may not always agree. The diversity of perspectives has its own intrinsic merit, but we cannot retreat into old silos and behind old walls. The boundaries between the institutions, sectors and disciplines we work-in should never blind us to the potential for joining forces, respecting one another’s different departure points, identities, and views and, above all, for helping Belize to take the remarkable consensus that Agenda 2030 and the Sustainable Development Goals represent from a statement of aspiration to a vehicle for success. While the UDPs continue to suffer from sour grapes syndrome, criticising everything that the PUP Belize City Council does, the residents of Belize City are finally enjoying some relief from the dilapidated road conditions. Basic infrastructure was neglected by the UDP in the past few years, and they were certainly better at talking than at getting the job done. But this isn’t the same old same old. Standard Bearer Conventions for the People’s United Party continued over the weekend with three endorsement conventions. On Saturday, May 5, 2018 Party supporters from Orange Walk North gathered at Trial Farm Village Park to witness the endorsement of Mr. Ramon ‘Monchi’ Cervantes as their new Standard Bearer. Then on Sunday, May 6 at 10 a.m., supporters of Cayo South converged at the office of the PUP Cayo South Area Representative in Belmopan to witness the endorsement of Hon. Julius Espat as their new Standard Bearer. The third convention took place at the Macal River Park in San Ignacio where PUP supporters of Cayo Northeast gathered to endorse Hon. By Cristian Castellanos Monday, May 7, 2018 For a good while now, our Benque Taxi operators have been struggling to operate in the Municipality of San Ignacio and Santa Elena. This is because the Mayor has passed regulations which allow the traffic department to prohibit Benque taxis from picking up passengers and are even ticketing them for ‘Obstruction of Traffic’ where there is evidently no obstruction. In September of 2017, attorney Kareem Musa met with some of the Benque Taxi operators and discussed the issue and possible solutions. He explained the legal standing and wrote a letter to the Mayor of San Ignacio informing him that the regulations and actions by the Traffic department in San Ignacio and Santa Elena are contrary to Section 10, 15 and 16 of the Belize Constitution which provide for our citizen’s freedom of movement, their right to be gainfully employed and protection against discrimination and that we would therefore proceed

with a constitutional motion if the acts of discrimination continued. This however, required the participation of the Benque Taxi operators to get evidence and set a precedence in Court by challenging one of the tickets. The issue was turned into something political and in an attempt to gain political credit, my then opponent, Marconi Sosa, met with the taxi operators promising to find a definitive solution to the matter once he was elected. We were not able to get the evidence needed to proceed with the motion and there was a clear division within our Benque Taxi operators. Today is May 7th, 2018 and our Taxi operators continue to face blatant discrimination by the Traffic Wardens in San Ignacio. Passengers continue to walk with heavy loads of groceries to the only assigned location where they can get a Benque taxi. Tickets continue to be issued where there is clearly no obstruction of traffic. For so long we have believed everything that politicians tell us. Hatred and division have prevailed among us. My friends, WE WILL NEVER succeed and move forward until we UNITE and stand firm for what we believe in. I committed my full support and I will continue to fight for our Benque Taxi operators because this is an issue that affects everyone. I call on all taxi operators, local leaders (of any political party) and every Benqueño to join in this battle against hate and discrimination against our Benque Taxi operators and people. Let’s stand strong!

The Continuous Slaughter of Belizeans by Gang Violence By Gilroy Usher Sr. This week unending gang violence in the country, particularly in Belize City, claimed the lives of four more strong and healthy persons: 43 year old mechanic Daniel Guardado, 36 year old taxi operator Sbeiro Habib Hajjara, 29 year old Jason Sutherland and 19 year old Roni Casasola. Except for Casasola, who is from St. Matthew’s Village, the other three victims are residents of Belize City. All of those persons died from gunshots. It is believed that two of those victims were simply at the wrong place at the wrong time. Sincere condolences to their families. Their deaths put the number of murders in the first 4 1/4 months of this year to a whopping 66. Most of the gun violence in Belize is perpetuated by black youths against black youths from the same impoverished communities, especially Southside Belize City. Their lot is a cycle of poverty due to lack of opportunities for a better life. Gainful employment, proper education, adequate housing, land for family homes and access to funds to start their own businesses to uplift themselves and their communities are distant dreams for marginalized youth. Those who are presently being slaughtered in the streets were innocent children 15 years ago with the dream of being law-abiding and productive citizens. The problem of gang violence in the country did not originate with poverty. Belize has always been struggling for betterment as a poor nation. Up to the middle 80s this country was a law-abiding society - families looked out for each other and violent crimes, especially murders, were rare. Thirty years ago people had confidence in the Police and the judiciary for justice in settling disputes and most people believed that the management of the country and its resources gave families a fair chance to escape poverty with education, hard work and ambition. The society began to take a turn for the worst about three decades ago with the advent of specific television programs which glamorized violence, disrespect for authority and the get rich at any cost mentality. In 1988 American director Dennis Hopper produced the film “Colors.” The movie depicted the life of the Crips and Blood gangs in the United States, particularly Los Angeles. Whether it was intentional or not, in the flick marginalized youth seemed to enjoy a sense of worth and belonging in the criminal organizations, although they were killing their own black brothers and sisters. Colors was a hit film worldwide, including Belize. In the early 90s, with encouragement from hardcore television series, the movie ‘Colors’ and Belizeans who were deported from the U. S. after serving time in the penitentiary for ruthless crimes in the underworld, gangs began to grow slowly before the eyes of the government. Unfortunately, nothing serious was done to nip the problem in the bud before it became the major catastrophe it is today. One of the first big mistakes the authorities made was to tolerate gang activity for profit. Decades ago, at a block party

Sbeiro Habib Hajjara on Freetown Road near Barrack Rd. a rapper/gang member on the stage who was recently deported to Belize from the United States suddenly pulled out a switchblade, approached another person on the stage and threatened to cut the person’s throat if he messed with him. Despite that criminal behavior in public view, the unruly person was still allowed to perform on the stage. Following that incident, each day more marginalized youths copied the dress style and violent behavior of the deportee. Thirty years later, we are suffering with deadly gang violence because of the failure of successive governments to deal with the social issues that are the root causes of the worsening problem.

El periodista y politólogo Carlos Alvarado recibió este martes la banda presidencial en Costa Rica durante la ceremonia de traspaso de mando y juró como el mandatario para el periodo 2018-2022 en un acto celebrado en la Plaza de la Democracia y de la Abolición del Ejercito, ubicada en el centro de la capital costarricense. Por EFE 8 de Mayo de 2018 Alvarado, el presidente 48 en la historia de ese país, fue juramentado por la presidenta de la Asamblea Legislativa, Carolina Hidalgo, quien es diputada del centro izquierdista Partido Acción Ciudadana (PAC), al que pertenece el nuevo mandatario. El nuevo presidente recibió la banda presidencial, tras ser juramentado por la presidenta de la Asamblea Legislativa, Carolina Hidalgo, ante unas 5 mil personas, incluidas delegaciones de unos 106 países y la presencia de siete gobernantes de la región, entre los ellos Evo Morales, de Bolivia, y Lenín Moreno, de Ecuador. Carlos Alvarado, un periodista, escritor, músico y politólogo de 38 años, sustituye de esta manera al historiador y profesor Luis Guillermo Solís (2014-2018), quien es de su mismo partido. La primera vicepresidenta, Epsy Campbell, y el segundo vicepresidente, Marvin Rodríguez, también fueron juramentados por Hidalgo. Déficit preocupante Antes de asumir, Alvarado reconoció que su gobierno inicia su mandato con el desafío de contener el déficit fiscal de 6,2% del producto interno bruto (PIB), e insistió en la necesidad de aprobar en la Asamblea Legislativa una reforma fiscal, como lo han intentado sin éxito los últimos cuatro gobiernos. “Necesitamos que la Asamblea Legislativa apruebe una reforma fiscal, lo requiere el país. Tenemos buenos indicadores económicos, pero es necesario que avancemos con esa reforma”, dijo recientemente a periodistas. “Seremos responsables de no expandir el gasto público”, cobrar bien los impuestos existentes y reformar el servicio civil para hacer más eficiente el trabajo del sector público, se comprometió a modo de compensación. Su mayor dificultad para impulsar la reforma fiscal es la debilidad del oficialista PAC en el Congreso, con apenas 10 legisladores de 57. En un legislativo repartido entre siete partidos, las fuerzas dominantes son los opositores PLN, con 17, y el evangélico Restauración Nacional, con 14. Así, con un legislativo tan fragmentado, Alvarado deberá hacerle frente a un desempleo que ronda 10% y un rezago histórico en infraestructura. También deberá lidiar con crecientes índices de homicidios, que en 2017 alcanzaron 603 casos, el más alto de la historia, equivalente a 12 muertes violentas por cada 100.000 habitantes, un nivel considerado como “epidemia” por la Organización Mundial de la Salud.

THE STRENGTH OF MOTHERHOOD The month of May, Mother’s Day is celebrated globally to recognize and give thanks to the important roles of mothers. Motherhood is a huge responsibility for any woman. The care, nurturing, love and support that a mother shows is critical to a strong family unit but also to a strong nation. Once in a year, all over the world the emphasis is given to mothers. It is seen on social media, lunch promotions, gift packages and in many other ways to demonstrate the critical role she plays in our lives. The important role of a mother is a universal fact. Mothers, in a very real sense, provide one of the most important support systems to leaders in our communities and in our governments as well. They provide advice and a listening ear. They have the wisdom of experience. Mothers of women leaders are particularly instrumental because in a male-dominated, patriarchal society women need the strength of other strong women. Women get inspired from the stories of the struggles and hurdles that other women had to overcome. Oftentimes, we hear stories from women of the inspiration they get from their mothers Women learn that mountains are meant to be climbed and listening to their mothers they appreciate the uphill journey that their own mothers navigated through. It is admirable and touching to hear of stories of young women who are the first to go to college from their families, or the first woman pilot, the first woman to be the head of a company or the first woman Speaker of the House, or the first Woman Minister and the many other firsts that Belizean women have claimed. It’s inspirational, motivational and gives hope to our young girls, future mothers and future generations.

Belize has many challenges politically, socially, economically and environmentally. So many of our women do not have life easy. So many of our women who are mothers are battered, violated, struggling as single parents and have limited access to health, education and financing to meet day to day living expenses. Cost of living is high. Crime is still out of control. How many more times do we have to listen to the cries of women who have lost their children to gang or gun violence? Yet, every day these women face the day and go in survival mode not just for themselves but for their families. Mothers are leaders in their household and families because they constantly have to balance the needs in the family ensuring the basic care that is needed is provided, fought for and is maintained. Life is a struggle for many. There are also many women, some who are mothers and some who are not, who show the strength, conviction and courage. Many are successful in various leadership positions and many are unsung heroes doing great things in small ways and making an impact. The love and encouragement by their mothers are critical to their success. It has been said that “A mother’s love is a fuel that enables the human being to do the impossible.” Mothers worry about the struggles and challenges of their children no matter how old they are. On this Mother’s Day, we congratulate all mothers of Belize. We thank you for your love, your support, your words of wisdom and for the strength you display each and every day. Happy Mother’s Day. Julia Barrera, vocera del Ministerio Público (MP), expresó: “Aún se desconoce el tipo de droga, ya que la embarcación está en manos de elementos del Ejército, quienes realizan la inspección respectiva”. Otros decomisos El 7 de abril último, la lancha “Blanca Alicia” fue interceptada en aguas del pacífico con 810 paquetes de cocaína. En esa oportunidad, cuatro personas se conducían en la lancha cuando fueron interceptados por elementos de las fuerzas navales del Ejército de Guatemala en conjunto con la Policía Nacional Civil. La lancha se conducía a 44 millas náuticas en aguas del Pacífico. comercial que también atracó en Puerto Quetzal. La Fuerza Especial Naval del Ejército de Guatemala a través de sus buzos militares inspeccionó la embarcación y localizó cinco maletas con paquetes que contenían la droga. Reporte Un informe de la Oficina Internacional de Asuntos Antinarcóticos y Procuración de Justicia del Departamento de Estado sobre narcotráfico estima que más de 1 mil 400 toneladas de cocaína pasaron por territorio guatemalteco en el 2017 antes de llegar a su destino final: Estados Unidos. El Reporte Internacional de Estrategia para el Control de Narcóticos arroja que Guatemala sigue siendo “un importante país de tránsito de drogas ilícitas destinadas a los Estados Unidos”. Señala que la mayor parte de la cocaína que ingresa a Guatemala proviene de Sudamérica en barcos y que los cárteles mexicanos dependen de las redes guatemaltecas de narcotráfico para recibir, almacenar y transportar la droga hacia Estados Unidos.

This week, formally on Thursday, May 10th but more traditionally on Sunday, the world pays tribute to mothers, and rightly so. Here in Orange Walk and across the country, there is already a buzz of excitement on the ground and in social media as the special women in our lives are honoured in every possible way. I can imagine that by the time this week is done florists will be sold out, and so will many of our stores which offer gifts particular for this occasion. I will use this forum to send special recognition to all the mothers in Orange Walk, and particularly those in Orange Walk Town and the East. I know sometimes it may seem that the contributions you make in the home and in the community go unrecognized. I know sometimes many of our mothers feel unappreciated and disrespected. But what would we be without mothers? I remember not too long ago, as women celebrated in some empowerment forum, the theme was something like – Imagine if there were no women! Imagine that. Our mothers brought us into this world and nurtured us, cared for us and bandaged us up when we got hurt, and we always would as children. I can tell you that even as a man, with a family of my own, my mother is still a critical part of my existence, and I try to show her every day that she is loved and appreciated. I encourage all of you to do the same. If you’re still at home and fortunate enough to have your mother with you, take a moment to hug her and tell her you love her. Let her relax today while you take care of the chores. Cook her a meal or take her out for some quality time. If you’re grown and have moved away from home, take time today to call and share the love. If, sadly, your mom is not with you anymore, take a moment to remember her with love, because no matter what, mothers matter and their mem-

ories should always be held close to our hearts. But while that is the sentimental side of mothers – the caregiver and nurturer - I take this opportunity also to recognize the other side of being a mother. It takes a special strength to bring a child into this world. And it takes a special strength to raise children and keep homes and families intact. Fathers are great. I am a proud father. But everyone knows that houses become homes because of the constant, tireless work of mothers. If you want to see a family break apart in a hurry, remove the mother from the equation. That’s the truth. I recognize also the many, many mothers who have become an active part of our workforce and are helping to build the nation. I know that many of the amazing women in our community not only keep their homes together but are out in the cane-fields working before dawn because that is what needs to be done. I know of many women who are out on the farm tending their crops while many of us are still in bed. Our women have now claimed their rightful place in every sector of the workplace – from the fields and farms to the highest positions in the business sector and in private practice. It has been an amazing thing to watch. And keep in mind that these inspiring women do all that and still take care of the home. How can we not salute and respect them? I use this opportunity too to pay tribute to my mom, first of all, who has molded me into the man I am today, a man of values and integrity and commitment. Without her constant guidance I would not be where I am. She knows how important she is to me. And of course, to my rock Wendy, the mother of my beautiful daughter, who has stood behind me every step of the way and has become an amazing mother herself.
