But, on Wednesday, November 1, 2017, the Caribbean Court of Justice ordered that the Government must pay the Ashcroft Alliance’s Dunkeld company, and the Employees Trust, just over 156 million dollars Belize, but in US currency. Delivering the judgment, Justice David Hayton of the CCJ said, “The larger the amount of Dunkeld liabilities and Trust liabilities, the greater will be the US dollar payment to the claimants, and less will be available in Belize Dollars for the people of Belize. Unfortunately, the settlement made no provision as to how these liabilities would be determined… So, the court orders the financial secretary on or before November the tenth, 2017, to pay Dunkeld the amount of US dollars 62 million 849 thousand, 799 [dollars] and 23 cents ($62,849,799.23) representing 78,299,947.26 in US dollars.” So, that’s the breakdown, Dunkeld gets US $62,849,799.23, and the Employees Trust will get US $15,450,148.03, bringing the total to just under 78.3 million US dollars. But the majority of that was supposed to have gone to the Belizean people, if you listened to the Prime Minister’s sales pitch back in 2016. He insisted to the press, “…60% fully of the award is in Belize Dollars and is to be spent on projects proposed by the government of Belize for the people of Belize.” Well, in September of 2016, three months after that sales pitch, the Ashcroft Alliance won a judgment at the CCJ, because what the Prime Minister said he agreed with Ashcroft in 2015, and what actually was written in the BTL Settlement Deed are two different things. The court obliged the Government to pay 50% of the judgment to the Alliance because the deed said that this was to be done. That’s 10% more than the Prime Minister promised they were supposed to get, and Belize’s portion was reduced. So the goal-post was moved. It wasn’t 60%, it became 50%, and then the Government encountered another problem. The wording of the settlement deed promised that this remaining amount would go to Belizeans after Lord Ashcroft’s legal fees were extracted. His companies produced statements saying that their legal fees were calculated to be $78 million US dollars, the very same amount that the Court said he was entitled to. The Prime Minister cried foul, asserting that this claim for legal bills was bloated and grossly exaggerated, The case ended up back before the CCJ, and the court agreed that they were entitled to exactly what they asked for. In his press conference, he complained that the CCJ “was prepared to swallow whole” what the Alliance asserted as their legal bills, and that the court “abdicated its function”. In a press conference, he boldly asserted that the

GOB FAILS THE MAYA PEOPLE Wednesday, November 1, 2017 It’s all déjà vu with the non-performing Toledo Maya Land Rights Commission which was set up in January 2016 to oversee the implementation of the Caribbean Court of Justice (CCJ) consent order of April 2015. The order recognized Maya land tenure within the Toledo District but the two sides were to work together to get the communal lands demarcated. Two and a half years later, none of that has happened with the exception of demarcation work taken up by the village of Crique Sarco and some collaborators. At a follow-up court session on July 19, 2016, the Maya Leaders Alliance and the Toledo Alcaldes Association (MLA/ TAA) complained that the Commission had not engaged with Maya leaders; that the $300,000 set aside for the implementation of the order had been depleted with nothing much to show except the Commission’s office; and that the Commission did not seem to have a roadmap or work plan. Furthermore, they expressed concerns that there was no effort of the Government of Belize to stop continuing violations of Maya people’s rights. Well, when the parties
went back to court on October 30, 2017, nothing much had changed. The Commission continues to waste the Court’s and the Maya people’s time. What’s worse is that the commission chair, Lisel Alamilla seems to care less. In fact, she appears clueless of the seriousness of the matter. Her guideline apparently, are countries that take eons to recognize the rights of indigenous peoples. When she acknowledged that it has been a very slow process, she said, “some countries are still at it a hundred years later, and they have not resolved their issues with their indigenous peoples, their lands, and their rights.” The chairlady needs to be reminded that the work in this case is primarily demarcation and Crique Sarco proved it can be done in weeks so why is the Government dragging its feet? Pablo Mis, program coordinator for the MLA has disputed Alamilla’s timeline reference stating, “we don’t accept any at all the justification to say that other countries have taken hundreds of years to resolve. Belize needs to take up its own responsibility. It needs to take a bold step towards addressing the issues of the Maya people.” Presently it is the Maya people who have taken up the mantle and have pro-

After the entire saga of unfortunate events for the Belizean people, he offered a simple “mea culpa”.

2017 vided the Commission with a work plan, an advisory consultation framework, and proposed a joint technical team to look at legislation, etc. Mis acknowledged, “this is a very sensitive matter to deal with, but we also recognize that there is a lot of willing hands, ready to help us navigate our way through.” But the Commission seems hell bent on sidestepping the very people who the case concerns. GOB has adamantly refused representation of the Maya people on the Commission. Alamilla averred this week, “I don’t know why the insistence that for the process to be inclusive and transparent, it requires them to sit on the commission. At this moment, that is not the opinion of the Government of Belize.” Finally, the Commission has identified a lack of funding as another delay tactic to get the work done. Alamilla stated, “I think everyone needs to be cognizant that this exercise is very, very expensive. And, I don’t think it’s fair to expect that the Government of Belize is going to have the millions of dollars necessary to carry out this exercise in a meaningful manner.” We do not know how much longer the Mayas will tolerate the government’s disrespect but we understand that the TAA wrote the Prime Minister last week about several concerns including the Commission, the Belize-Guatemala territorial dispute that concerns the Southern half of the country, and the condition of roads in Toledo.

CCJ Orders UDP Government to Pay US$78 Million in 10 days Wednesday, November 1, 2017 Since Rene Montero became king in Cayo Central, the public have no access to the Santa Elena basketball court and the Peter August Race Track in Santa Elena. Both locations are closed with chains and locks and the public have no access to use them. Community leaders and members that plan any sporting event, religious event or educational event are forced to request permission from Montero for use of the locations. San Ignacio and Santa Elena have their own Town Council that is tasked with the managing of public locations and the permission for use. However, it seems that Mayor Earl Trapp’s commitment or permission to use any facility is not valid. In the middle of the on-going catfight is the public which usually tries to get permission to use the basketball court or the race track and are turned down immediately by Montero despite having written permission from the Mayor. The two public places have become more like private property for Area Representative Rene Montero. Only his committee is allowed to carry out horse races at the Peter August Race track in Santa Elena. There are several jockey clubs in the Cayo District. However, he claims that the only legal jockey club is the one that he manages. The Belize Times spoke to several young jockeys in Santa Elena Town who explained to us the situation with the Peter August Race Track: “Sometimes in the evening, I want to come train. I have free time in the evening but the place is always locked up so we can’t go in. I remember first when we used to go in there to train but now, only when the Ministah have horse race I see this place open. It looks like only he has powers to use this and we the young people noh have no opportunity to use this place. Last time, they cancel our race because he locked it and call Police for us. All of us were out here with our horses and a lot of young jockeys, this is what we love but this noh right.” A high school student told us that using
BELIZE CITY, 1st. November 2017. --- Today, Belize suffered yet another blow as a result of the nationalization of Belize Telemedia Limited by the current UDP Government. The CCJ has ordered the Government to pay US$78 million on or before 10 November 2017 to the former shareholders of Telemedia. This order by the CCJ is a direct result of the poorly drafted Settlement Agreement negotiated and signed by the Prime Minister in September 2015, by which the Government gave a virtual blank check to the former shareholders of Telemedia. This Settlement Agreement was signed two months before the general elections of November 2015. The People’s United Party again strongly condemns the UDP Government for signing a one-sided Settlement Agreement that has had a serious impact on Belize. The nationalization of Telemedia has turned out to be an extremely expensive blunder by the Government and a get rich scheme for UDP families and cronies. The Prime Minister promised that he had negotiated a deal that would leave tens of millions for charitable purposes. Today we find out that this is not true and only a quarter of a million dollars will be available in the Hayward Charitable Belize Trust for charitable purposes and even so at all times subject to the objects and consent of the Trust not the Government of Belize. This is an absolute disaster for Belize and it is now clear that the Prime Minister misled Belizeans about the supposed advantages of this deal. Again, we remind Belizeans that the Prime Minister made this promise in the months just before the 2015 elections. An election gimmick. The CCJ’s order today that US$78mn has to be paid by the Government in 10 days is serious. This is approximately one-quarter of the current reserves. The need to pay is just before Christmas when demands on foreign reserves are at the highest. The PUP calls on the Government to ensure that however it solves this problem it ensures that the Belizean dollar is not threatened. Additionally, we insist that the Government must ensure that the Belizean business community should have access to foreign reserves in the ordinary course notwithstanding this Court Order. Finally, the PUP assures the Belizean people that it will take legal advice in order to find out who should be held responsible for this scandalous disaster that has caused the Belizean people to have to pay hundreds of millions of dollars for Telemedia. There has been clear misfeasance in public office and we will insist on accountability. ### ends ###

DANGRIGA TAXIMAN MURDERED Tuesday, October 31, 2017 Dangriga Police have not made any arrests for the murder of Jose Alfredo Majil, a taxi driver who was found dead on the Southern Highway. According to Police, he was last seen socializing in Dangriga Town at around 10 o’clock on Thursday night, October 26, 2017. The next morning, his body was found in an orange orchard between miles 1 and 2 on the Southern Highway. The grisly scene was discovered by workers on the farm. He was on the ground a short distance from his car, a Ford Escort, and his throat was slashed. Majil is originally from Orange Walk, and he leaves behind a common-law wife. Town residents say he was well-liked. Reports to the press are that he may have sold a car recently, and he was socializing with the money from that sale. Police say that they have conducted several searches, and they detained 2 persons for question. Their records say that he was charged with drug trafficking in May of 2015, in Arenal Village.
Vintage Barrow By: John Mill In vintage Dean Oliver Barrow style, the Prime Minister held court recently to enlighten us dimwits about the greatness of the $8 million for 1-mile contract. He made an attempt to justify the circumvention of the spirit of the Finance and Audit Act by categorizing the repair of Faber’s Road as an “extreme urgency.” Whose life depended on the mending of this “critical” situation, our Supreme Leader failed to mention. Never mind the fact that our public hospitals lack even the most essential and basic of supplies and medicines, or that thousands of our children go to school every day on empty stomachs. Never mind the fact that National Health Insurance is still a pipeline dream for most Belizeans or that thousands of students cannot afford the cost of formal education and are forced to drop out of school. All of the glittering citations of the law by the Prime Minister does nothing to alleviate hunger, improve health care and bring education to Belizeans. Apparently, for the GOB, these are not situations of “extreme urgencies” as is the fixing of a street. Talk about having jumbled priorities! The fact is that the only persons who would stand against open tendering would be the ones not wanting scrutiny and accountability. For the rest and majority of Belizeans, it would be beneficial as that procedure utilizes our hard earned dollars in the most appropriate, productive and efficient manner, obtaining value for money spent. The Prime Minister would want us to swallow his glib justifications without second thought but I would rather sing along with Bob Marley and ask that you “emancipate yourselves from mental slavery.” It has been said that the mind of a slave asks “is it illegal?” The mind of a free man asks “is it right?” And speaking of minds, did we see a disconnect between his brain and his mouth at the press conference? When addressing the issue of the murder of activist Albert Cattouse, the PM started by vehemently denying that it was a political hit. After building up anticipation with his theatrical gimmicks and pretending to ask for permission from the Police and the other ministers to divulge information about this case, he left us with an anticlimactic ending. He offered no new information and concluded by saying that it “was some sort of hit!” Was this a case of what linguists call apraxia of speech or a brain fart as others would refer to it? Or was it a case of subconscious acknowledgement? Or maybe he just didn’t see the sign that says “Danger, mouth operates faster than brain.” The next time he may want to ask his very good contractor friend to build a speed bump between his brain and his mouth. All I can say is that our beloved Belize has become a very dangerous place to live in if you dare to speak against corruption...a very dangerous place indeed.

Albert Cattouse… It’s a very, very interesting thing. Weeks ago Dean Oliver, superb sleuth that he is, solved the murder of activist Albert Cattouse. He was able to provide a motive, and even described how it happened, throwing in the conversations held by Cattouse and his killers for good measure. Hell, Sherlock held us in thrall as he recounted, very sombrely, that moment when Cattouse saw a weapon in the hand of one of his attackers and realized their intent. It was a gripping tale told by a master orator. There’s only this one little thing wrong with it. Police still have not been able to make any arrests for that murder, and while they had persons detained, those persons were released. So where exactly is Kojak getting his information from? Inquiring minds want to know. Perhaps the Police should call in Mr. Barrow so he could assist them in this investigation. Fun and joke aside, the Prime Minister knows a little too much about the death of Albert Cattouse…and that’s all I’m going to say about that. Weed… So the government decriminalizes the possession of marijuana, and then launches an operation to stifle the supply of marijuana. I think the Prime Minister must have been smoking some good kush when he came up with that brilliant plan. Even his southside cop Marco Vidal had to laugh when he was asked about it. I mean seriously. See, apparently all the murders in the Southside are as a result of this kush, and kush tensions. So DOB decriminalizes marijuana, which will drive up the demand. And then, he cuts off the supply and says that will diffuse the tension in the Southside. My lerd. The Imer Loan… So sources are telling me that the higher ups at Social Security are all frazzled because the report of the Investment Unit was leaked out last week. See, poor Imer was all set to get this big money through the BAA and because the report went public the Investment Committee was forced to abort. Now the BAA is in a jam because they already gave money to Imer since the loan was a done deal. And the UDP is in a jam because the money it would have siphoned off from the $7M loan is not happening again. So nobody’s happy. But there’s still hope. Word out of the SSB today is that the Board has decided to call another meeting to reconsider the loan. Trust me those suckers will find some way to get this thing done. That’s how the UDP rolls. Lisel & the Mayan Commission I can’t believe I just sat here and listened to Lisel Alamilla say that she doesn’t understand why, in the interest of inclusivity, the Maya people feel that they should have representation on the Maya Commission. I just can’t deal. I mean, I liked Lisel a little when she torched a whole bunch of rosewood so Gapi couldn’t get his fat little fingers on it. But seriously. A Maya Commission without Mayas? I figure Lisel must have got her hands on some of that kush the Prime Minister appears to be so fond of. Fonso… Following the leak of this picture, and allegations that Fonso was wearing an item from Victoria’s Secret new summer line, we regret to inform you that Victoria’s Secret has closed its doors for good. Apparently the company, after a meeting with shareholders, decided that it could not handle the fallout from the leaked pic of Fonso wearing what appears to be a lace-edged boy shorts. Actually, we almost didn’t publish the picture out of fear that we would lose readership, but we felt compelled to do so. Andre… This bloated scribe has been reliably informed that the Ministry of Finance has consulted its legal advisors to see how they can sever their newfound relationship with the very privileged Andre Vega, son of Margarito Gaspar Vega. See, even though Andre owes the people of Belize $400,000 that his sticky-fingered father gave him, the Ministry still ended up paying this young man almost $10,000 a month to rent space in his house for a judge. Imagine that. From what we’ve been told, Dean Oliver hit the roof when the Belize Times broke the story about this worthless deal, and has given instructions that it has to be dealt with sooner rather than later.

nofficially, there have been 123 murders up to the end of October, 2017, 124 if you add the burnt human remains found on the Coastal Road this past weekend. There have been 53 murders in Belize City – 51 in the Southside, 12 in the month of October. That is a new record for the Southside, and it is only the month of October. That is to provide some background on the murderous state of affairs in the country. In this instance, the policy-makers in Cabinet and the Police whom they instruct have appeared clueless and powerless. Perhaps that is because there are mixed signals coming from the highest levels of government. Very recently, Prime Minister Dean Barrow stood up in the House of Representatives and, with eyes downcast, proclaimed that we are living in a violent country. But one month ago, Minister of Home Affairs Wilfred Elrington offered his take on crime in Belize, stating – “When I compare the situation in Belize with what exists in El Salvador, Honduras, Nicaragua, places like Iraq and Syria and in other countries, Belize is a very safe country in terms of criminal activity. The numbers of criminals are few and people who are normally impacted by them are normally their own colleagues and friends who they prey upon and kill in a senseless way. I don't see that as a big problem." And then, the Minister of Home Affairs, in the House of Representatives, offered an explanation for the violent crime which doesn’t trouble him in the slightest. He claims that marijuana is to blame – “There's a new trend with respect to the marijuana trade. Marijuana is much more expensive. It is being imported into the country and people are given amounts to sell. And when they don't account for the proceeds, the record is suggesting, that that is then these people are being executed and they are being executed by their own associates, their own friends." In an interview with the media this week, Southside Commander Marco Vidal parroted the assertion by his political boss, stating that “It has been repeatedly said that these incidents are the result of the expansion of the sale of drugs, the quality of drugs that is on the streets. As you would know better than I do that the quality is what is called "Kush" and this is not grown locally, it is something imported. It is costly, so the loss of those products, someone would have to pay for those products and when they can't pay, then there will be deaths for these things." The bright idea then has been the launch of an aggressive Police operation entitled A.C.T. (Addressing Crime Together). A major tenet of that crime-fighting initiative in Belize City’s violent southside will be cutting off the supply of marijuana. According to head of the Professional Standards Branch and Southside mediator Chester Williams, "One of the purposes of the operation is to see how we can reduce the importation of marijuana into the city. That itself will create some scarcity where marijuana is concerned and that should, to some extent, diffuse certain aspect of the tension.” But that makes absolutely no sense. If anything, cutting off the supply of marijuana will make it more difficult to get, and thus will make it a more prized commodity, driving up prices. The Government of Belize decriminalizes marijuana, and then launches a major operation to shut off the supply of marijuana days after. When asked about that glaring anomaly just this week, even Southside Commander Vidal had to laugh before admitting that it makes the job of the Police much more complicated. Both Vidal and Commissioner Whylie, when asked, have been quick to point out that it is Cabinet who made the decision, and not the Police. At the last meeting of the House of Representatives, PUP Leader John Briceño, ever a concerned colleague, suggested that to assist with his chronic back pain the Prime Minister could perhaps smoke some marijuana in the House. But at least based on the decisions coming out of Cabinet recently, it seems that the Prime Minister and his Cabinet may have been way ahead of Briceño where the smoking of marijuana, in prodigious quantities, is concerned. There is a serious disconnect between our politicians and the reality on the street. The decriminalization of marijuana, for example, was a purely political and largely popular decision done so quickly solely because elections are near. But it was no clearly thought-out plan. Imagine that the Police Department has embarked on an awareness and education campaign on the decriminalization after it has already occurred. Imagine that the Government decriminalizes marijuana and then almost simultaneously the Police launch a campaign to cut off marijuana supply after it is suddenly determined that marijuana is the source of all the violent crime in the Southside. In the House not even two weeks ago, junior Minister of Police Elodio Aragon Jr. explained that the decriminalization of marijuana would provide an ease on the resources of the Police, allowing them to refocus on more serious crimes. Days after, the very same junior Minister announced that they had to find fifteen new vehicles in their budget to support the new operation, A.C.T. which will target the supply of marijuana, as well as placing many more boots on the ground. The simple reality is that our politicians are careless and clueless and our Police are the blind following the blind. It is difficult for those engrossed with deal-brokering and self-enrichment to focus on fighting crime. We hope that it does not take a Minister lying bleeding on the street, or God forbid one of their loved ones, for Cabinet to get the sense.

Afirma que la marihuana es culpable – "hay una nueva tendencia en relación con el comercio de marihuana. La marihuana es mucho más cara. Se importa al país y las personas reciben cantidades a vender. Y cuando no presentan los ingresos, sugiere el record, que es entonces cuando ejecutan a estas personas y que son ejecutados por sus propios socios, sus amigos". En una entrevista con los medios de comunicación esta semana, el comandante del área sur Marco Vidal repitió la afirmación de su jefe político, afirmando que "se ha dicho repetidamente que estos incidentes son los resultados de la expansión de la venta de drogas, la calidad de las drogas que están en las calles. Como mejor se conoce la calidad es lo que llaman "Kush" y esto no se produce localmente, es algo importado. Es costoso, por lo que la pérdida de los productos, alguien tendría que pagar por esos productos y cuando no pueden pagar, entonces habrá muertes por estas cosas". La brillante idea ha sido entonces el lanzamiento de una operación de policía agresiva titulada A.C.T. (Abordando los crímenes juntos por sus siglas en inglés). Un principio importante de esa iniciativa de lucha contra el crimen en la zona violenta del sur de la ciudad de Belice es cortar el suministro de la marihuana. Según el jefe de la ética profesional y mediador de la zona sur Chester Williams, "uno de los propósitos de la operación es para ver como reducimos la importación de marihuana a la ciudad. Esto por sí mismo creara cierta escasez donde se refiere a la marihuana y eso debe, hasta cierto punto, neutralizar cierto aspecto de la tensión". Pero eso no tiene absolutamente ningún sentido. En todo caso, cortar el suministro de la marihuana hará más difícil conseguirla y así se creará un bien más preciado, incrementando el precio. El gobierno de Belice despenaliza la marihuana y luego días después lanza una operación importante para cortar el suministro. Cuando se le preguntó acerca de esa evidente anomalía esta semana, incluso el comandante del área sur Vidal tuvo que reírse antes de admitir que esto hace mucho más complicado el trabajo de la policía. Tanto Vidal como el Comisario Whylie, cuando se les preguntó, fueron rápidos para señalar que fue el gabinete que tomó la decisión y no la policía. En la última reunión de la cámara de representantes, el líder PUP John Briceño, siempre preocupado por sus colegas, sugirió que para ayudarse con su dolor crónico de espalda el Primer Ministro podría fumarse un pitillo de marihuana en la casa de representantes. Pero por lo menos basado en las decisiones que salen del gabinete recientemente, parece que el Primer Ministro y su gabinete podrían estar muy por delante de Briceño en lo que se refiere a fumar marihuana y en cantidades prodigiosas. Hay una desconexión grave entre nuestros políticos y la realidad en la calle. La despenalización de la marihuana, por ejemplo, fue una decisión puramente política y popular en gran parte hecha de manera tan rápidamente sólo por las elecciones que se acercan. Pero no fue un plan claramente concebido. Imagínese que la policía ha emprendido una campaña de sensibilización y educación sobre la despenalización después de que ya ocurriera. Imagínese que el gobierno despenaliza la marihuana y luego casi al mismo tiempo la policía lanza una campaña para cortar el suministro de marihuana después de que repentinamente se determina que la marihuana es la fuente de todos los crímenes violentos en el área sur de ciudad. En la casa de representantes hace menos de dos semanas, el vice Ministro de Policía Elodio Aragón Jr. explicó que la despenalización de la marihuana proporcionaría un alivio en los recursos de la policía que les permitiría reorientarse en delitos más graves. It involved the forgery of immigration stamps, and forgeries of signatures of the then Director of Immigration running the Department at the time that these passport records are being backdated to. Once the forgery of fake history in Belize is put into the applicant’s passport, that person could then go to the Immigration Department and pretend as though they were in the country for the required time to qualify for nationality. After Courtenay described the scheme in detail, Hulse acknowledged that he has heard of similar types of operations. Hulse said, “I have heard that story before. I do not know who your informant is, but I have heard similar stories that all of this was done…” In the hearings, Hulse was also challenged by these recommendations that UDP Ministers and politicians were sending to the Director of Immigration for visas and other
immigration documents. Like all the other UDP’s who’ve testified, and who’ve spoken publicly, he tried to justify and downplay the amount of corrupting influence that these recommendation letters held on the public officers at the Immigration Department. In Hulse’s opinion, they are just like recommendations an applicant gets from someone endorsing him or her for a job. He sees the application for visas as black and white, and he still finds it unbelievable that people would pay big money for the illegal purchase of visas.

GOB Queasy About BDF Audit Wednesday, November 1, 2017 Government officials have been in overdrive to nudge the media not to report on the latest damning audit of the Auditor General. This one concerns the Belize Defense Force’s Welfare Fund. Sections leaked so far speak specifically about the BDF’s jungle training program. The assessment was requested by the Ministry of Defense but the extent of the findings is not known at this time since only 2 pages of the document have been circulated. The Government is using its usual excuse that because an investigation has not been completed, it cannot divulge information to the public. Therefore, the full findings of the report are not known. The fact remains however, that the audit is pointing to more hanky panky in the BDF. This case involves at least one high ranking member of Belize’s military and the suggestion is that the alleged siphoning was done with the knowledge of higher ups. According to the audit, Lt. Colonel Charlton Roches, the majority shareholder in Belize Jungle Experience Limited used that company to conduct business with German officials who were sending 35 soldiers for jungle training to Belize for three weeks in 2016. The company was not authorized by the Government of Belize to conduct business on behalf of the BDF and as such, remained with some $152,000 that should have gone to the BDF. It is being alleged that the total contract with the Germans was actually BZ$800,000. The company, set up in 2012, was contracted to provide logistical support for the training. In another case, Roches was questionably paid $5,000 for transportation in May 2016. Defense CEO Felix Enriquez has casually stated that they have spoken with the Auditor General and are implementing corrective measures; however, they refuse to disclose the other findings of the report citing that it is an internal

A press release promised for Wednesday November 1st was not sent on that day. Prime Minister Dean Barrow says he will speak with Defense Minister, Honorable John Saldivar to “insist that no stone is left unturned to get to the bottom of this. It sounds and looks bad, but I guess final judgment must be suspended until the investigation is concluded, but investigation there will be.”

Haitian Taximan Gunned Down
Tuesday, October 31, 2017 Odner Estiverne, a 40 year-old Haitian Belizean living on Nutmeg Street in Belize City, was shot and killed less than a mile away from his home. The friendly dollar van taxi driver was likely killed for his vehicle, which the culprits may have intended to use to commit a crime, Police say. The incident happened at around 5 p.m. on Friday, October 28, at the corner of Complex Avenue and Jones Street. This is a regular route travelled by the dollar van taxi men who ferry passengers from the Lake Independence area to downtown Belize City and vice versa. That’s unfortunately the time and place where gunmen approached him and shot him while he was inside his van. The bullets injured him to the right upper side of the back. Reports are that he ran out of his van, away from his
shooters and in an attempt to get help to get to a hospital. He collapsed a short distance away, and was rushed to the KHMH, where the doctors tried to save his life. Unfortunately, he passed away while undergoing treatment, about half an hour after he was shot. Meanwhile back at the scene, Police had set up a command post on Flamboyant Street, which was in close enough for a rapid response. The cops got into a shoot-out with the gunmen. Assistant Police Commissioner Dezerie Magdaleno, the Regional Commander of the Eastern Division, told the media in a press conference, “As a matter of fact, Police were able to engage the shooter. So police had fired shots at the shooter. Police actually saw persons. So as a result of the ongoing operation.” In that same press conference, Senior Superintendent Marco Vidal, the
Commander of Eastern Division South, said, “No motive has been determined as yet, but it is suspected that the vehicle would have been used to commit a robbery.” From all accounts, Estiverne himself had no ties to the criminal underworld which claimed his life. He is said to have been a hardworking taxi man who moved to Belize in 2003. He lived at his Nutmeg Street home along with his nephews and his niece. His family says that he often tried to council atrisk young men who he saw getting involved in the street life. His nephew told the press, “I cannot say that he did not hang out with bad people. He did but he did it under one condition, to help them get out of what they are in." Along with his nephews and niece, he leaves behind a wife and 2 children who are living in the United States. The cops say that they are seeking 3 suspects for his murder.

In Game 1, the Northern Zone champs, the Centro Escolar Mexico Junior College (CEMJC) won 2-1 against the Southern Zone champs, the Independence Junior College men. IJC’s Devanne Martinez kept finding the holes in the CEMJC defense to win points, and Damone Martinez, Sherrick Lucas, Gilroy Young, Vashon Casimiro and Kirwin Ramirez helped receive, to win the 1st set: 25-14. The SCA girls won the 2017 Central Secondary Schools Sports Association (CSSSA) volleyball championship by back to back 3-0 wins against the Belize High School girls at the SCA auditorium. On Thursday, SCA won 25-9, 25-9, 25-18. On Friday, SCA won again: 25-6, 25-20 and 25-11. The LTHS boys clinched the CSSSA championship by 18-25, 2518, 25-17, 16-25, 15-9 win in Game 3 on Monday evening, October 30. SYBARITES AND HUSTLERS Here's a good word to add to your arsenal if you are an old English major like me and if you love the richness of expression in the English language. I was reading something about the death of Hugh Hefner of “Playboy” fame when I came across “sybarite,” and a worthy palabra it is!! A sybarite is someone who is self-indulgently fond of sensuous luxury. And boy, do we have some of those running around the Barrow administration. It stares us in the face every day. I also perused an opinion piece about Donald Trump's leadership of the United States of America. The writer referred to what he called a “rancid mess of a Presidency,” what with that individual taking the US to new depths in the view of the entire world. But we must be concerned about our own country and its leadership, and dare I say that the Barrow administration is also a rancid mess? Every week we see more crime, more bloated contracts, more corruption, less transparency, less accountability and less confidence in those who bear the most responsibility. In my view what we are seeing in Belize today is government and damage control by Prime Ministerial press conference. Only a week ago we have seen the spectacle of the country's leader throwing Ms. Mastry of BIL under the bus in order to deflect blame for the massive waste and mistakes in the construction of the road linking the Chetumal Street Bridge with the George Price Highway. What was worse, and completely outrageous also, was the Prime Minister daring to give a version of the events surrounding the murder of Mr. Albert Cattouse, just as though he, the Prime Minister, was there!! We must ask ourselves how he could possibly be allowed to get away with this. The incorrectness screams at all right-thinking members of our broken society. The PM promises big fuel cost cuts, he quarrels with the BNTU, he trots out engineers and bureaucrats to defend the indefensible costs of obscenely bloated contracts, and it is all meant to obfuscate and to bewilder the general public so that he can get off the hook one more time. I say that it is
all wearing very thin, and the tricks in his bag are running out. Once when the PM was being asked about the massive Vega land grab, he said to the media - “I don't know what you are talking about.” I am reminded of the incident all the way back when George Price was in his last term as Prime Minister. Mr. Price was put on the spot by a reporter, and he famously (or infamously) answered “when the time comes to talk, then we will talk.” The era of members of the press sticking a microphone in the political leader's face had only just started, and Mr. Price was not accustomed to this. Now we have a leader who, although at times caught off guard, can parry and parley skilfully, at least in his own view. He finds himself having to answer everything because that is the way he wants it, and if given time to prepare, as is the case with these endless press conferences, he will try to take members of the press for fools. Before the serious evidence of the Vega corruption stared him in the face, we recall that he said “I am not going to comment on something I haven't seen.” However, when it became all too blatant, the now famous (or infamous) answer emanated: “What it is, is what it is !!” Sad to say, the PM is all too aware of the sybarites and hustlers who surround him and who he has been responsible for creating and enabling. They hover all around the corridors of power and influence, sweeping up every contract and every advantage. You therefore will not hear any word of objection or caution from the minions of the UDP. They are far too busy making hay while the sun shines and feathering their nests. As Hon. John Briceño and Hon. Cordel Hyde have said, the sybarites and hustlers are having their day, but the vast majority of Belizeans are poor, struggling and extremely challenged to sometimes even put food on the table, let alone educate their children, have a decent roof over their heads and save for the future. But never mind - one day soon the living high on the hog will come to an end for the SYBARITES AND HUSTLERS!!

ACTing The Fool “This operation will be targeted and focused driven by intelligence and is composed of personnel of various operation units of the Belize Police Department”. - Commissioner of Police, Allan Whylie, October 20th, 2017 “The only power any government has is the power to crack down on criminals. Well, when there aren't enough criminals, one makes them. One declares so many things to be a crime that it becomes impossible for men to live without breaking laws.” - Ayn Rand By Major (Ret'd) Lloyd Jones On 27th October the Barrow Administration launched its newest crime fighting initiative dubbed ACT: Addressing Crime Together. ACT comes four months after the same Barrow Administration transferred, arguably, the Department’s most efficient crime fighter, ACP Chester Williams, from Southside Belize City to a desk job in Belmopan. Four months and 29 lives later the Commissioner of Police and his political bosses show up on our television sets ACTing the fool. The fact of the matter is that the Police Department under Commissioner Whylie has been impotent in the face of the worst public security crisis this country has ever seen. In 2017, 36 years after our independence, ComPol Whylie superintends a Police Department that is demoralized, underequipped and overworked because of the insistence on using 19th century crime fighting tactics. But ComPol Whylie’s Police Department has also been undermined by his political bosses. If ComPol Whylie was a man of courage he would have resigned in protest, if not disgust. He has not yet done so and therefore he cannot avoid blame for the current state of public insecurity. The fact of the matter is that ACT offers us nothing new and one cannot therefore blame the Belizean people for their deep sense of skepticism. They have seen this dance before and they know that nothing will change on the ground never mind the grand pronouncements from Belmopan. I will argue that public skepticism has been deepened by the fact that in just five days after ACT was launched with great fanfare, five persons have been shot, one fatally. Two of those shootings took place within sight of the mobile command posts that have been proudly placed in “strategic locations” around the city. Another dimension of our public security dilemma which no one seems to want to talk about is the political connections with the underworld. Make no mistake about it; several of the street gangs in Belize City have deep political ties with the Barrow Administration. This relationship has provided the space for those gangs to operate with some degree of impunity and it has created resentment by those gangs on the other side who have no such “backative”.
Many on the streets tell tales about hits being carried out against outof-favor gang members by elements within the Police Department. These tales, though anecdotal, must not be ignored. Although I cringe at the mere thought that our security personnel could be involve in extrajudicial killings my professional training tells me that we must not ignore these tales from the streets. These tales gather traction when one looks at the fragmentation of the Department. It appears that each member of Mr. Barrow’s Cabinet who has held responsibility for the Police created their own unit, and such units seem to have a strictly political chain of command. Many times it appears that the ComPol was caught unaware of where these units were and what they were doing. ComPol Whylie is no pea brain! He has the brain power of about half of Mr. Barrow’s Cabinet. So what is it that has Mr. Whylie in the state of paralysis in which he finds himself? If Mr. Whylie was to sing Belize would never be the same! My humble opinion is that ACT will further demoralize our Police Department and that is the real shame here. There are hundreds upon hundreds of good, decent Police Officers who go to work day in and day out in service to this nation. Unfortunately, those fine officers bear the brunt of the public backlash despite all that they have sacrificed for us. Policing is tough business; officers undergo great hardships and lose valuable time with their family just to be railed against by the public because of the incompetence of the high command and their political bosses. The official response to the violence in the City offers a unique perspective into the mindset of those responsible for public safety in Belize. Just a week after the Barrow Administration de-criminalizes marijuana (10 ounces) they turn around and launch ACT with the central objective of squeezing off the supply of marijuana, which reportedly is imported. Any high school student, with even an introduction to business studies, will tell you that de-criminalization will spike demand. In an open market increased demand will lead to increase supply as the market rebalances itself. If demand increases and supply is unable to keep up (because of ACT) there will be pressure. The gangs involved in the marijuana trade will move to seize market share because those who are unable to maintain supply will lose their customers to those who can supply the market. This in my view will lead to an even more fierce turf war as the marijuana market adjusts to both de-criminalization and the shortfall created by ACT. In view of the above, it is safe to say that ACT lacks the tactical and operational substance to be successful. It does not target the proliferation of handguns in the City and it does not have sufficient intelligence inflows because of the inability of the Police to maintain confidentiality. ACT will therefore be nothing more than a show: reactive, brutal and skin deep! Whylie, Lovell and Aragon can ACT all they want, the Belizean people knows this is BS. Real!

Earlier this week, a great friend of mine, Carl Meggs, would have celebrated his 60th birthday. As we did very often, those privileged to be called his friends would have gathered in his man-cave at his home, eating amazing food prepared by his soul-mate Flor and talking about life and politics. I miss my friend very much. I know they say he has gone on to a better place, but I wish he could have stayed here just a bit longer. Carl believed in the same things I do. Many, many people not only from Orange Walk but across the country could tell you about the work he did for little or nothing. He could never refuse anybody who walked into his office asking for help. For him, it wasn’t about money, it was about helping people. And always with a smile or a funny story. As our team walks the streets meeting with residents of Orange Walk, Carl is always on my mind. He would have loved this time – the run-up to municipal elections. He was one of my constant advisors, always telling me that we can’t forget that we are here to serve the people, and we can never forget that the people put us here. He believed in transparent governance, accountable governance. He believed in hard work and he hated the fact that the UDP had betrayed the people who believed in them. He hated corruption, and hated that our politicians had gone so far off track, enriching themselves while so many Belizeans remained poor. I became Mayor of Orange Walk Town in 2012, and I have never forgotten that we are here to serve the people – all the people. I have been blessed by good people on my team who realize that this is not just a job – this is a vocation, and we are serious about what we do. I was disheartened to learn this week that we are to pay another $156M for BTL, the company which the Prime Minister
says is for all of us. Every chance he gets, Mr. Barrow claims that BTL is for the people of Belize. Yet, I haven’t seen any benefits from owning BTL, at least not for us. I know that the son of the Prime Minister has gotten millions from BTL, and we now hear that the imported CEO is getting close to $800,000 a year in salary. But what have we gotten? We walk the streets every day and we hear the stories of the people who are honestly struggling to make ends meet. Here in Orange Walk we have people who know about hard work. We have entrepreneurs who are not afraid to take chances. We have farmers who have sacrificed so much for this country. Yet they are barely able to put food on their tables and to send their children to school. But on the other hand we have politicians who are there to serve the people but have become millionaires in just a few years since they got into power. There are politicians who rented homes before they became Ministers, and now own five or six homes and land all over the country. There are politicians who used their office to give themselves thousands of acres of land all over this country. But yet so very many of our people are poor. This week I heard the Chairman of the PUP talk about a woman whose daughter is a fifth year medical student in Guatemala. This young Belizean may have to come home because her mother can’t afford her last year at school and the Ministries of Health and Education have told her that they have no money to assist. Yet there are Ministers who can travel first-class all over the world on taxpayers’ money and have no problem with that. My friends, it is time that we do things different in Belize. It is time that we remember that we are here only to serve the people, and not to serve ourselves and forget the people. I am confident that a new government of the People’s United Party will get it right. We desperately need a change in Belize.

BOGUS BARROW AND UDP GOVERNMENT On October 17th 2016 at a government press conference, former Minister of Natural Resources, Vanessa Retreage, stated – “my CEO has advised me that the issue of compensation payments was being examined by the Auditor General and that she concluded her examination of the same late last year, so that we would see a report from the auditor general in relation to these matters”. At the senate meeting of July 6th 2017, Minister of State for Natural Resources, Hon. Carla Barnett confirmed she has no idea when the land compensation report will be ready. That is the level of priority and commitment Barrow and his UDP gang has on condemning and correcting the corrupt actions that ran rampant over their past 9 years in government. This is a bogus government led by Prime Minister Dean Barrow who is not serious about getting to the bottom of the biggest land hustle under his watch. At the last Senate meeting, Minister of State Hon. Carla Barnett explained the recent round of amendments to the administration of the Ministry of Natural Resources. In a nutshell, it is calling for a separation of duties and responsibilities so as to provide a better check and balance and to mitigate collusion or fraud. Sounds real good but is it all glitter and no substance? The reason to effect changes in the structure and administration of the Ministry of Natural Resources was to improve efficiency and effectiveness. Not once did the government mouthpieces say that doing this will finally address the corrupt system that disgraced former Deputy Prime Minister and current Member of Parliament, Gaspar Vega, left behind. No attempt to change it was done by Ms. Vanessa Retreage when she held the post. And under Hon. Carla Barnett, no attempt is being made to address the corrupt acts of the past. To this date, there is no reporting by Hon. Carla Barnett on the land compensation exercise that her predecessor referred to in October of last year. In fact, Hon. Carla Barnett and the CEO in the Ministry of Natural Resources are concerned about moving forward and not about the corrupt recent past of their government. The accountability of the Vega land compensations doesn’t appear to matter much to them.
Instead, the new Minister of State in the Ministry of Natural Resources and her CEO are busying themselves with creating a position of Commissioner of Land Tax and taking away valuation duties from the Commissioner of Lands, creating a Director of a Department of Natural Resources and “strengthening” the Land Utilization Authority. But isn’t land compensation about valuation? How do these changes pass the Gaspar Vega test? How can these changes pass that test of corruption and collusion when the substantive Minister in the Ministry of Natural Resources still gets to decide what will be paid, what will be discounted and whose titles are approved? Would it not have been a much better sign of real commitment to get the vile stench of corruption out of Ministry of Natural Resources by ensuring the land tax valuations which drives the land tax revenue is handled through the Ministry of Finance. It appears similar is being done with the Commissioner of Stamps; so why not with the Commissioner of Land Tax? Isn’t this a real test of separation of duties? There are all these “administrative” changes in a Ministry which still cannot recover the $400,000 from Andre Vega, son of Gaspar Vega, and UDP supporter Sharon Pitts; yet as has been reported the government can still be providing rent payments to Andre Vega for a house for one of the government judges. Bogus Barrow and his bogus UDP government. Barrow has lost all sense of integrity, honor and respect. He has betrayed the people of Belize by facilitating, enabling and overseeing the one thing he said he would get a doubled edge machete to cut out. There is no accountability, transparency or good governance under Dean Barrow. Instead, there are a lot of long winded statements, colorful words and anecdotes piled on high with a whole heap of glitter but no substance. Belize needs a change. The change starts with Municipal Elections and will continue through General Elections. Enough of Barrow’s fake news and bogus governance. Let’s be the change we want to see. Connect.

Pressure... I swear I’m writing this and trying to get this image of the Grandmaster soaping himself down in the shower off my mind. How the hell, or maybe I should ask why the hell did BWS come up with that concept for an ad? This week I want to talk about another kind of pressure though – the pressure of alcohol addiction. People in the know always say that you should write about things you know, and trust me when it comes to alcohol addiction I know. I started drinking when I was seventeen and haven’t ever really stopped. I knew even then, as a young boy with his life ahead of him, that I couldn’t handle it. I knew. Liquor wasn’t for me. Some people can handle it. But it handles me. I should have stopped then, but I never did. I remember writing about my addiction years ago. People would pass me on the streets and watch me funny. I mean, this is a political newspaper right? I should be writing about the crooks in Cabinet. Hell, this week I should be writing about Dean Barrow and this new $156M he saddled us with. I watched him last night on the news and wanted to puke. He is not a stupid man. He is many things but not a stupid man. So when he gets into these deals with Michael Ashcroft which cost us hundreds of millions of dollars I have to believe that he knew exactly what he was doing, and that he benefitted from that deal. But enough about Dean. When this is all over he’ll be lying on the beach in Placencia in front of his condo, daiquiri in hand, while we’ll still be here trying to figure out how to cook Ramen when we don’t have running water or stoves. But ni modos, it is what it is. So back to me. I guess what I
want to say – and I can do this because I’m the Editor of this paper – is don’t do it. Don’t make the same mistakes I have. Alcohol is a destroyer. A friend of mine has been telling me these past days that the devil is hell bent (pun intended) on killing, stealing and destroying. He wants to kill, steal and destroy. If so, then he probably couldn’t have picked a better weapon than alcohol. It hasn’t killed me yet, and that, my friends, is only by the grace of God – believe it. But alcohol stole pretty much everything I am. Right now it is stealing away my sense of self, my confidence, my family. And it is destroying me sip by sip. Many of you might not see it so readily because really I’m an amazing guy – charming and quick to laughter. I’m intelligent, handsome, dark and dangerous – all that good stuff. So you may not realize you’re looking at a hollow shell. But it is what it is. If you cannot handle alcohol, leave it alone. Walk away. That is my advice to you. And it is good advice. I look at people around me who have lost everything because of what’s inside that bottle. I see people every day lying on the sidewalk or staring mindlessly into space. I know that alcohol did that to them. There was a time I used to tell myself that at least I am not sitting on the street with red-top in hand, but how stupid is that as a rationalization, if alcohol has destroyed everything that is good in you and good around you? Alcohol is insidious. It is the great deceiver. When I drink, I become a god. I become Adonis. I become an intellectual. I become everything I ever thought I wanted to be. But it is all a lie. I’m writing this, putting myself out there, because if one person reads it and puts down that glass, I’ll be satisfied. It is a struggle. But put it down. With that said…I still think the UDP is a crappy, crooked organization. I call them the Cabinet Cartel. They are bad for Belize. I think, like many Belizeans, I have become fatigued by what they are doing to us. I think, like many Belizeans, that it is not right that these few have gotten very rich while so many of us are very poor. In the words of somebody – I don’t remember who – change is gonna come. It has to.

Phantom Representation vs. Real Representation By: Karim Adle
It is no secret that in our beloved jewel we have a bi-partisan democratic system. Currently we have been suffering the brunt of Hurricane Dean and his UDP minions for just under 10 years. While previous articles have highlighted corruption, nepotism and blatant mismanagement of public funds, this week I would like to shift the paradigm and do a little comparison on the type of representation we have here in my home of Cayo North. In Cayo North we have an Area Representative/Minister who weaseled his way back in the last elections by utilizing the infamous dirty and corrupt voters list. While we are now stuck with Omar Figueroa as our Area Representative, he is missing in action and nowhere to be seen. It has been his second term in office and we have yet to experience the best that was promised to come. Time after time he has relegated his duties as Area Representative to his constituency chairman Adib Hegar who administers his constituency day. Correct me if I am wrong, but voters voted for Omar Figueroa not Adib Hegar. Where in the world is Omar? Important to note, this same Area Representative is collecting his community vote every month but his weekly clinics have started to turn bi-weekly then monthly and now the constituents needing assistance are left wondering every Thursday if there will be a clinic day for them that week. Another obvious fleecing of the country’s assets is the handsome salaries and perks collected by that same constituency chairman. Again, it is common sense that things are “dread undah the red” however, in an economy that is faltering shouldn’t it be warranted for the government to begin cost cutting measures? Shouldn’t we demand the government to cut those Minister aide perks? These same individuals without a doubt hold vast amounts of power and influ-
ence and gain handsomely by their position. Shouldn’t they show some heart and give back those salaries and perks they collect that further put a strain on the Belizean economy. In comparison to the outright unfit Area Representatives is the man who has taken the challenge and has championed the cause of Cayo North time after time. Since becoming the Standard Bearer for the People’s United Party on January 29, 2015 he along with the help of his committee have created a clear line in the sand that distinguishes the difference between the PUP and UDP. While Micho was unsuccessful in the 2015 elections he brought down the margin of victory by Omar from 1,316 votes to 159 votes. This great turnaround occurred in a span of under 6 months. Also, that turnaround highlights the hard-working, dedicated and likeable personality Micho possesses and the people of Cayo North have noticed. While Omar is nowhere to be seen, Micho on the other hand has a PUP constituency office open every day of the week that is serving the constituents of Cayo North. Moreover, not a single Christmas, Mother’s Day and back to school program has been missed by Micho and his executive. His hard work has not gone unnoticed as the recent village council elections showed how the voters of Bullet Tree feel towards Micho and the PUP and voted in for the first time in 20 years a full PUP slate. What is by far the most touching aspect is that unlike Omar who is a full time Minister, Micho is a full time attorney, yet he still finds time to be there for his people, hearing their cries and concerns and rendering assistance as best as he can. A clear difference can be seen between Micho and Omar and the proof is in the pudding. I would like readers to see the difference and remember all the hard work that Micho has done with the limited resources he has at his disposal unlike Omar who has had the privilege of the Petro Caribe Fund amongst other governmental resources and has done little or nothing for the good of the people. When judgment day comes, let us send Omar on a permanent vacation and relieve him for that title he possesses and give a chance to the man who has been there, continues to be there and will be there for the People of Cayo North. Let us put an end to the reign of Omar and Adib and build a Cayo North we can all be proud of under Micho and the People’s United Party.

Pass The Plastic, Please

Pollution is a major problem that not only affects individual nations but the entire world. Pollution refers to currently existing or newly introduced contaminated substances into the environment that can have damaging or toxic effects. While all types of pollution are harmful, solid waste pollution from illegal and thoughtless dumping of trash is one of the most damaging forms of pollution with plastic being the main contaminant. According to Plastic Oceans, “over the last ten years we have produced more plastic than during the whole last century.” Because of its durability, low cost, and rapid manufacturing; plastic is one of the most widely used product in the world. This is because plastic has allowed for proper packaging and storage of products and food, has contributed to construction of strong building materials, and has promoted the development of disposable utensils and materials. Regardless of these benefits plastics continue to pose serious environmental and health effects especially to the world’s oceans. This is because plastic makes up 80% of all the waste floating in the ocean according to UN News Center. Plastic has also accounted for “Over 100,000 marine mammals and 1 million seabirds dying every year from ingestion or entanglement in plastic litter” according to Australian Ethical Investment Ltd. Equally upsetting is a report from the World Economic Forum and the Ellen MacArthur Foundation, which stated that in less than 33 years “there will be more plastics than fishes in the sea”. This accumulation is certainly devastating because plastic products can take 20 – 1000 years to break down or disintegrate according to Ocean Crusaders. Therefore, nearly every plastic ever made still exist today. Once plastic reaches the ocean,
exposure to UV rays and ocean environment eventually reduces the plastic into tiny plastic particles. The UN News Center reported that “as much as 51 trillion microplastic particles litter the seas” which is 500 times more than the number of stars in the galaxy. These microplastics easily absorb poisonous chemicals from the ocean which is then mistakenly ingested by many of the marine animals we end up eating. University of California Davis researchers discovered that 25% or one in four fishes sold in markets in Indonesian and California had plastic in its gut. A report from Huff post also noted that “If you eat a lot of shellfish, for example, you might be consuming 11,000 pieces of plastic a year”. While the health effects of this is still unknown, Plastic Oceans Website advise that “exposures to these chemicals have been suggested to contribute to some cancers, and infertility, as well as immune, metabolic, cognitive and behavioral disorders”. Therefore, it is beneficial to not only the environment but also to our health to put an end to the introduction of plastic pieces into our food chain. It must be a part of everyone’s agenda including the Government to reduce, reuse, and recycle to decrease the impacts of plastic. By using glass cups and containers, reusable bottles and utensils, and cloth shopping bags we can significantly reduce the amount of plastic that pollutes our oceans. While Belize’s minimal land mass and population size makes it hard for us to contribute significantly to the plastic problem around the world, that does not mean we ought to add to the more than 8 million tons of plastic dumped in our oceans every year. As a result, make necessary changes wherever you can to diminish plastic usage and pollution by practicing proper garbage disposal. Let’s not be a part of the pollution but instead contribute to a solution. Whether you accept the scientific facts or not, pollution causes hostile changes to the environment and its inhabitants and is ultimately changing the course of our history. If we don’t stop pollution it will surely stop us, for the things we throw away ultimately finds its way back to our dinner plates. So, the next time you think about throwing that piece of trash in the sea or on the ground consider that one day you might be passing it around for dinner.

"Muchos fiscales y procuradores de países estamos siendo presionados y algunos hasta amenazados por estas investigaciones, hay que decirlo muy claramente", afirmó el Fiscal General de El Salvador, Douglas Meléndez. Según el ecuatoriano Baca, en este escándalo protagonizado por la constructora brasileña se cometieron delitos en distintos países "con la intención clara de evitar cualquier tipo de sanción y de buscar la impunidad". Odebrecht habría repartido en América Latina y África más de US$3 mil millones en sobornos para adjudicarse proyectos o financiar campañas políticas. El escándalo de Odebrecht ha sacudido los círculos del poder y la política en América Latina, llevando a la cárcel a expresidentes y altos funcionarios en países como Brasil, Perú y Colombia. La trama Odebrecht es "el caso más grande en el mundo en el tema de corrupción y lavado de activos", dijo el Fiscal de la Nación de Perú, Pablo Sánchez. OPOSICIÓN VENEZOLANA PROLONGA EL SUSPENSO FRENTE A NUEVO LLAMADO A LAS URNAS La oposición venezolana reunida en la Mesa de la Unidad Democrática (MUD) mantuvo hoy el suspenso sobre su decisión de participar o no en la elección de alcaldes que se celebrará en diciembre, luego del revés sufrido en las urnas el pasado día 15 en los comicios regionales.
Por EFE / Venezuela 29 de Octubre de 2017 La MUD, una alianza de partidos que se oponen al Gobierno de Nicolás Maduro, no ha comunicado una decisión conjunta frente a este nuevo escenario, por lo que se verá obligada a anunciar su decisión el lunes, el único día que estableció el Consejo Nacional Electoral (CNE) para postular candidatos. Estas votaciones, al igual que las últimas en las que el chavismo obtuvo 18 de las 23 gobernaciones en disputa, estarán regidas por la plenipotenciaria Asamblea Nacional Constituyente (ANC), un órgano integrado únicamente por oficialistas y considerado ilegítimo por la MUD y buena parte de la comunidad internacional. Esta junta chavista también obligó a cuatro gobernadores electos de la oposición a subordinársele para poder asumir sus cargos, y convocó una nueva elección de gobernador en el estado Zulia (oeste, limítrofe con Colombia) luego de que

Por otro lado, Alianza Bravo Pueblo (ABP), el movimiento fundado por el opositor bajo arresto domiciliario Antonio Ledezma, y Vente Venezuela, la organización de la exdiputada María Corina Machado, han asomado su rechazo a participar nuevamente en comicios "en dictadura". Estos dos últimos partidos se opusieron en primer momento a que la MUD postulase candidatos a la elección de gobernadores, lo que mostró la primera diferencia pública de la coalición respecto a la toma de decisiones, al menos en el ámbito electoral. Ahora la MUD atraviesa una profunda crisis interna que ha llevado a sus más altos dirigentes a señalarse entre ellos como culpables de los "errores" cometidos en los últimos años en el afán de poner fin a la llamada revolución bolivariana. Cualquiera que sea la decisión que anuncie el bloque opositor se producirá sin que hasta ahora reconozca el conjunto de los últimos resultados electorales y tras señalar al CNE y al Gobierno como "cómplices" en un "fraude".

The Politics and Business of Marijuana By: Valerie Woods With the amendments to the Misuse of Drugs Act, an adult will now be able to possess and smoke up to 10 grams of marijuana in the privacy of his/her home and in someone’s house or in a hotel room with the consent of the owner. Although a politically popular move, these persons still cannot grow, buy, import or sell marijuana. So where are persons to get their 10 grams of weed to smoke at home? Where will the tourist get it to smoke it in the hotel room? This is illogical. Cannabis is still an illegal drug in Belize and is still listed on the Schedule 1 and Schedule 4 list of drugs in the UN international conventions. Without a strict regulatory framework, we are being irresponsible and sloppy in how we are doing this. The 2015 final report of the Decriminalization of Marijuana Committee (DOCM) in its conclusion recommended the decriminalization of the possession of up to 10 grams of marijuana. If the amendments to the Misuse of Drugs Act had simply done just this, I would have supported it at last week’s Senate meeting. In addition to no longer having criminal records, decriminalizing possession of this amount would save precious Police and Court time that should be better spent on major offences. Frankly, decriminalization of such possession should have been done a long time ago. But this bill is doing much more than decriminalizing possession. Under the guise of decriminalization, the government has created a ganja and hemp industry. The DOCM did not in its recommendations suggest that amendments be made to legalize marijuana at this time for medical preparations, for industrial hemp or for limited recreational use. Enforcing these additional amendments as is, government is encouraging an illegal trade. How will this curb the killings that the Police Minister says occur on the Southside of Belize City because of the illegal sale/trade of marijuana? Without these additional amendments, decriminalization of possession up to 10 grams could still occur. So why is government now rushing these other amendments with no regulations? The end result is that the process is ill-conceived and illogical. Recreational Use If you can’t grow, buy or sell marijuana, then it makes no sense to have a law that says you can smoke up to 10 grams in the privacy of a house or hotel. Where will you get it from legally? Medical Marijuana The amendment now legalizes marijuana for medicinal preparations. However, if the patient can’t grow it or buy it how is she/he to use it for medicinal purposes? How can the doctor prescribe a drug that cannot
be sourced legally? What are the regulations for persons to use it medicinally and for medical practitioners to prescribe it? How will the state ensure that persons are indeed using it for medicinal purposes? Industrial Hemp The hemp variety of cannabis will now be fully legal. The law refers to a TCH content that is yet to be prescribed. The law is silent on the authority that would license the farming, processing or supply of hemp. Hemp and cannabis to the amateur eye are very similar. Without a licensing authority that monitors if it is really hemp that is being farmed, supplied, processed and sold, there will be great opportunity for misuse and exploitation of marijuana. Hemp is a multi-billion-dollar industry. It is big business. Hemp is used in the manufacture of industrial and consumer textiles, building materials, foods, paper, personal hygiene products, animal feed among others. Without a regulatory framework, who really benefits from commoditizing this strain of cannabis? Will it be that local farmers will be licensed to grow hemp? Will there be opportunities for everyday, regular Belizeans and small businesses to process or to sell it? Or will it be only for a few selected individuals and businesses with connections to government? Will the licensee for cultivation also be given a license to process or will this be restricted to avoid exploitation and misuse? On the one hand, the penalties have been lessened for possession of one strain of cannabis for the regular Belizean but on the other hand (without proper regulation) a business opportunity is being created to farm, manufacture, process, and sell another strain of cannabis for profit. Is this going to be a level and responsible playing field? A More Responsible Approach We could have proceeded with decriminalizing possession up to 10 grams first and monitored how this was working, providing periodic updates and improving on the amendment if needed. In the interim we could have worked, in a real bipartisan manner, on the legislation and regulations for the other three amendment areas for a responsible pathway to legalization. This could have been done before presenting a half-baked legislation on legalization for recreational use, hemp and medicinal purposes. This would still have met the objective of decriminalizing possession. Where Do We Go From Here? A decision to turn an illegal substance into a legal one, even if in a limited fashion, should not be a rushed decision for the politics of it. Despite this, the amendments to the Misuse of Drugs Act have passed. So what should be done now? If we are serious about doing things in the interest of good governance and not just popular politics, there should
be a bipartisan committee established posthaste to look at robust regulations. This should put some logic into these amendments and this should include the establishment of a Cannabis Licensing Authority to properly guide the
development of the hemp industry and of ganja for recreational and medicinal use. Doing this could provide for fair and equitable access to the new hemp business opportunities from these amendments and ensure oversight for permit applications for medical preparations and regulations for recreational use of marijuana. This would be a responsible way forward in an environment where transparency, accountability and compliance with the law is woefully lacking.
YOUTH & ENTREPRENEURSHIP By Vanessa Jones Not everyone has access to tertiary or even secondary education. Many who do get an education have difficulty finding jobs in Belize. So what are the options for the unemployed? Besides getting a minimum wage job, a successful and proven way of generating income is entrepreneurship. Why wait for a job when you can make a job? An entrepreneur is anyone who takes an idea and creates a business from it. This idea can be a hobby of yours, such as cooking and crafts, tutoring, entertaining or creating new things. You never know if you have a hidden talent. All it takes is a passion and a will power. Don’t expect your business to boom right away, as things take time and every business has highs and lows. Entrepreneurs can be seen
anywhere you go whether it be your neighborhood baker selling bread and bun or your tech genius fixing electronics. The fact is opportunity is there. You just have to want it. It is not as simple as it seems but there are ways to make the road a little easier. Basic entrepreneur training can be given to those who may be interested in starting a small business. In schools where business subjects are taught, enforce the teaching of entrepreneurship and ensure that these classes are practical based. This would allow students to be able to get a feel for what it is like to be your own boss and how to run a successful business. Whatever it is you decide to do be creative, be innovative, and be independent because no one can take away from you what is yours.
