Belize City: Thursday 15th November 2018 Belmopan Mayor, Khalid Belisle, is in hot, hot water after a document emerged that the Belmopan City Council has sold the Public Service Union (PSU) Hilltop headquarters in what is brewing as a shady transaction. The property which is valued at a $1M and home to the PSU for almost 20 years has been sold for only $400,000 to a fly by Night Company that was barely registered one day before the land giveaway of the 10th October. That company is registered as Simplex Design

Continued from page 1 Company Limited whose principal is Chinese businessman, Xin Ni of Corozal Town According to PSU president, Doreth Obermayer, the union had obtained the property in 1998 via Recondev at a time when the Belmopan City Council was not yet incorporated as a City. However, by 2001 former PSU president, Margaret Ventura, and former first Mayor of Belmopan, Anthony Chanona, entered a payment agreement for the property. She said, “There was a subdivision that was done shortly after and that subdivision then was renumbered. The properties were then given a different parcel number. The previous one was Parcel No. 1099. The current one is Parcel No. 6061. With that agreement came a valuation.” According to her, the purchase price after the valuation at the time was $187,000. It was agreed that the PSU would make monthly payments towards the purchase. “The monthly payment had been paid up to December 2009. When we made our payment in January of 2010 of one thousand dollars, that cheque was void by city council. So it was sent back to us without any explanation or reason as to why it is that they refuse to accept that payment of one thousand dollars,” she added. Obermayer informed that the PSU had paid almost $50,000 for the property up until 2009. However, the Belmopan City Council claims to have no record of it. According to the PSU’s General Secretary, Fayne Nicasio, it was only while checking the union’s payment history that it was learnt that the Hilltop headquarters had been sold. “We were supposed to have a meeting with the city administrator to get our payment history that we had requested and whatever other information that he could have provided for us. We sat at the city council for an hour and a half and nobody came to meet with us, nor were we invited in for a meeting,” she said. She added, “From there we decided to ask the cashier for our payment history, we went to valuation to ask for our payment history and that’s when we saw our file with only the lease agreement in there and no payment in their system, nor on our file that we have made any payment from 2001 up to present.” “So we decided to go to the Ministry of Lands to request for our lease agreement Parcel 6061 and

that’s when we found out that Parcel 6061 has been sold to Simplex Design Company Ltd.” Dean Flowers, 1st vice president of the PSU, said that the transaction raised some concerns. According to him, the Minister of Natural Resources, the Commissioner of Lands, and the Chinese businessman who bought the property are all from Corozal. “I am not saying they’re related in any way, I am just saying that it raises questionable eyebrows how an Asian national can buy property in the center of Belmopan,” he said. While president Obermayer asks that the Belmopan City Council reverse its action by the end of November, the People’s United Party and the National Trade Union Congress of Belize (NTUCB) have both expressed support to the PSU. According to a statement by the PUP, this matter is a clear case of misfeasance in public office and reeks of UDP corruption and as such the party is demanding a full investigation of this “illegal” and “repugnant” transaction. The statement strongly requests that the Mayor and his council explain why the property was sold quickly and almost secretly at an obscenely low price. The PUP questions the relationship between Xin Ni and the UDP as to why he was given special treatment to purchase prime property quickly and below market value. “The secretive clandestine manner in which this transaction was concluded behind closed doors with one businessman reeks of corruption. This is the ultimate UDP sweetheart deal,” said the statement. And so as has been requested by the PSU, the PUP demands that that the sale be cancelled and the property be returned to the union. Unfathomable, morally repugnant, counter-productive, ill-considered, unconscionable, scandalous,” those were the words with which the NTUCB described this incident in a statement issued. “NTUCB considers it bone-chilling that the Belmopan City Council chose to target a venerable institution such as the PSU.” According to the statement, not only did the Mayor and City Administrator entertain stripping PSU of their property but they signed on to consummate the deal. According to the NTUCB, despite whatever motivated the sale of the property it is demanding that it be corrected and that the property be restored to the PSU. And so the PSU will allow the Belmopan City Council until the end of November to return its Hilltop headquarter.

IS OMAR HUSTLING FROM HOL CHAN? Thursday, November 15, 2018 The Belize Times has been able to confirm what we have known for some time – that for all his talk about integrity and honesty and pretending to be so clean and aboveboard, the UDP’s Omar Figueroa is not above sticking his hand in the cookie jar to feed his political ambitions. And we have the proof. This newspaper has received a document from concerned persons at the Hol Chan Marine Reserve which prove beyond any doubt that Figueroa, the Minister under whom that statutory body lies, has been using Reserve monies to pay for his political campaigning. In just one instance, on August 28, 2018, $2500 from the Hol Chan Marine Reserve were paid to the North American International Company Limited. Under description, it reads – “Donation for a drive to raise funds for the purchase of school bags in the Cayo North and Corozal North Constituencies. Donation requested by Mr. Omar Figueroa, Area Representative for the Cayo North Constituency.” Not only is this the heights of hypocrisy by Figueroa who maintains that he has kept his hands clean, but it is outright corruption for a Minister to utilize monies from a government entity he controls for his own political gains. How many times have Belizeans heard complaints that resources are scarce, and not enough to adequately monitor and manage the Hol Chan Marine Reserve? And yet, the Minister feels that it is okay to use $2500 for politicking – not only for him, but for his friend from Corozal North, UDP Minister Hugo Patt. This is outrageous. Readers will remember that it was this exact same thing, revealed in 2014, that caused the entire Board of Directors of the Belize Airports Authority to be disbanded, and caused Minister Edmond Castro, then in charge of the BAA, to lose that portfolio. Castro, in typical fashion, ‘arranged’ for the BAA to write him checks to pay for all kinds of personal and political items – including his mother’s funeral, checks to his sons and political stipends to his campaigners. Back then Prime Minister Barrow lashed out at the Board of the BAA and his Minister for what he called a ‘distasteful’ act. In fact, Barrow himself stated that the use of Board monies to pay private and political expenses ‘stunk to high heavens.’ He immediately called for the Board to step down and sanctioned his Minister likewise. What Omar Figueroa has done, with the document to prove it, is the exact same thing. He has used his influence as the Minister in charge of the Hol Chan Marine Reserve to ‘extort’ $2500 from that body which is already strapped for cash. What is even worse, is that sources tell us that this is only one document, and there are many more. Those sources say that this has been going on for some time now, and they are concerned that as Christmas approaches the Minister will be raiding the

Hol Chan cookie jar to hand out political cheer. The Belize Times calls on the Prime Minister, who is said to know all about cookie jars, to immediately sanction Figueroa, just as he did Castro, and to put an end to the practice of using public monies for personal and political gain. We also call on Minister Omar Figueroa to publicly account for all the money which he has raided from the Hol Chan Marine Reserve and any other Boards and bodies under his control. It is time to come clean, Minister Figueroa. The people of Cayo North now see you for exactly what you are.

EDITORIAL “DON’T GIVE UP THE FIGHT!”

A

lready headed down the war path with the Belize National Teachers Union (BNTU), and now with this latest land fiasco in Belmopan, the current UDP government and its relationship with the Public Service Union (PSU) is going downhill from the Hill Top. Belizeans are left to wonder whether or not there has been an extra official war declared on all unions. While Mayor Kahlid wants us to believe that everything is above board, Belizeans have learnt the hard way to question everything coming out of the “hotbed of corruption.” Several details are indeed sketchy at this point. One of the most glaring is that there was no notice of cancellation of the lease agreement between the Belmopan City Council (BCC) and the PSU. If there was a breach of contract because payments have not been made as by mutual agreement then the BCC should have in writing advised the PSU of their non-compliance with the agreement and ask them to pay the arrears. It is very strange that for seventeen years the PSU have been allowed to stay on a property without payment. Mayor Kahlid has been in office since 2015 but his predecessor Simeon Lopez was there from 2006 to 2015. Is it possible that in all that time the prime Hill Top property was not lodged by the council as part of their assets? The UDP has been at the BCC for the last twelve years. It is a lax administration indeed that does not know what the assets of its city are. Rumors and speculation abound about the BCC being strapped for cash and struggling to meet payroll since April. In August the Christian Workers Union (CWU) wrote the BCC in regards to salaries and wages being consistently late and unpredictable. Ralston Frazer, City Administrator, responded that they were having challenges with the collections of money owed to the city and this was the reason that payroll was late. In early June we reported that BCC was deep in debt to the Social Security Board (SSB) to the tune of fifty thousand dollars. These are just some of the issues that Belisle, and Frazer his accomplice, have been unable to hide and which give more than enough indication of the magnitude of incompetence and mismanagement that the City of Belmopan has fallen victim to. Broke and desperate 400k must have been just the life line they needed to remain afloat. The deal was expedited in true UDP “Not Normal” fashion and became a fait accompli overnight. Those of us who have tried know that it is impossible to get even a copy of your birth certificate, let alone the purchase and title to a parcel of land, in that amount of time. Mayor Belisle would have us believe that this feat was possible sans Ministerial interference. We are still not clear how these monies were paid and if in fact normal Central Bank due diligence procedures were applied. Certainly, if in fact, as the Mayor pointed out that the land was sold vastly below market value then it is grossly irresponsible to approve such a sale as it deprives the city of the much needed cash injection. Los Beliceños se preguntan si hay o no una guerra extraoficial y declarada a todos los sindicatos. Mientras que el alcalde Khalid quiere que creamos que todo está en orden. Los Beliceños han aprendido de la manera difícil el cuestionar todo lo que sale del “semillero de corrupción”. En este punto, algunos detalles son escasos. Uno de los más evidentes es que no hubo notificación de cancelación del contrato de arrendamiento entre el Ayuntamiento de Belmopán (BCC por sus siglas en inglés) y el PSU. Si hubiera una infracción de contrato porque los pagos no se han hecho por mutuo acuerdo entonces el BCC debió, por escrito, notificar al PSU de su incumplimiento del acuerdo y pedirles que paguen los atrasos. Es muy extraño que durante diecisiete años se le ha permitido al PSU permanecer en una propiedad sin pagar. El alcalde Khalid ha estado en el cargo desde 2015, pero su predecesor Simeón López estuvo allí de 2006 a 2015. ¿Sera posible que en todo ese tiempo la excelente propiedad del Hill Top no fue registrada por el Consejo como parte de sus activos? El UDP ha estado en el BCC durante los últimos doce años. De hecho es una administración negligente la que no sabe cuáles son los activos de su ciudad. Los rumores y la especulación abundan sobre la falta de liquidez de la BCC y sus esfuerzos para pagar los salarios desde abril. En agosto, el Sindicato de Trabajadores Cristianos (CWU por sus siglas en inglés) escribió a la BCC en lo que respecta a los sueldos y salarios que son consistentemente tardíos e imprevisibles. Ralston Frazer, administrador de la ciudad, respondió que tienen desafíos con las colecciones de dinero adeudados a la ciudad y esta fue la razón por la que los salarios se retrasaron. A principios de junio reportamos que la BCC estaba profundamente endeudada con el Seguro Social (SSB por sus siglas en inglés) por un valor de 50,000 dólares. Estos son algunos de los temas que Belisle, y Frazer su cómplice, no han podido ocultar y que dan indicación más que suficiente de la magnitud de la incompetencia y la mala gestión que la ciudad de Belmopán viene sufriendo. Desesperados y sin dinero, estos 400k fueron la tabla de salvación que necesitaban para mantenerse a flote. El trámite del negocio fue acelerado al estilo “no normal” del UDP y se convirtió en un hecho consumado durante la noche. Aquellos de nosotros que hemos intentado sabemos que es imposible conseguir incluso una copia de certificado de nacimiento, y mucho menos la compra y el título de una parcela de tierra, en esa cantidad de tiempo. El alcalde Belisle nos quiere hacer creer que esta hazaña fue posible sin interferencias ministeriales. Todavía no tenemos claro cómo se pagaron estos fondos y si de hecho si se aplicaron los procedimientos normales de diligencias debidas del banco central. and accountability, if even only for the optics, the sale should have been advertised and the general public should have been asked to submit offers. The value of the land was estimated at 750K and the loss from the cheap sale will be borne only by the good people of the city of Belmopan. It is hard to imagine that the PSU could not find all receipts for monies paid into the BCC. Clearly they should not expect that the City Administrator or Mayor will help them by furnishing these. We all know the popular saying “sleep wit yu own eye.” With so many members clearly the PSU needs better accounting and records keeping procedures. For months now the BNTU alone has been bravely battling their own issues with the MOE. While the BNTU has championed their own causes they have also taken up national issues while other unions remained unmoved. Each union seems to think that they are fighting their own separate battles. How long before they realize that they wrestle with the same monster? How much longer till they realize that their strength lies in all the unions’ collective numbers? When will they finally decide to all come together for the greater good of Belize? In the words of Bob… “Wake up, Stand up…Stand up for your rights…Don’t give up the fight!”

What will cabinet colleagues say to lame duck King Boots, AG Mike Peyrefitte and Minista Carla when they try to speak in cabinet now that they are the three biggest losers? 2. Si bien el BNTU ha defendido sus propias causas, también ha asumido cuestiones nacionales, mientras que otros sindicatos permanecieron impasibles. Cada sindicato parece pensar que están luchando sus propias batallas por separado. ¿Cuánto tiempo pasara antes de que se den cuenta de que luchan contra el mismo monstruo? ¿Cuánto tiempo más hasta que se den cuenta de que su fuerza reside en todos los números colectivos de los sindicatos? ¿Cuándo decidirán finalmente reunirse para el bien mayor de Belice? Message from Hon. John Briceño, Leader of the Opposition

Embracing Garifuna Culture this November Hi everybody. Buiti binafi. For Belizeans, this is a special time. November 19th is Garifuna Culture time when all of us gather with our Garinagu brothers and sisters commemorating their historic arrival to our shores. We also use this occasion to celebrate their triumph over the oppression they endured when they were driven from their original homeland. This weekend and into next week we will celebrate it all when we join in the yurumei, dance punta and enjoy amazing foods like hudut, bundiga and darasa. All of us live busy and noisy lives, especially around this time so the celebration of Garifuna culture is special and gives us a chance to appreciate how much our Garinagu has done for our development as a nation. Garifuna food, art and traditions all help to form the tapestry that is our Belizean identity. As a Christian, I am uplifted when we pray and sing the Our Father in Garifuna. We all know that Garifuna spirituality is rooted in the Roman Catholic faith. The church services that are held all over Belize on Garifuna Day reminds us that we live in a Christian nation. As such we believe that we should treat others as we wish to be treated ourselves. This is the common humanity that binds us together so that even though we are Maya, Creole, Mestizo or Garifuna we are united in the belief that, Belize is something bigger than any individual culture. So we have a shared responsibility to look out for our fellow Belizeans, especially those among us who are poor. And as we celebrate Garifuna Settlement Day under the theme, Garifuna Progress: A task for all Garinagu! Let us appreciate the history and overall contribution of the Garinagu to the building of this nation. Let us all embrace each other in love. Let us give thanks for all our blessings and together let us build a Belize that works for everyone. From all of us in the People’s United Party to Belizeans everywhere, Happy Garifuna Settlement Day!

Message from Hon. John Briceño, Leader of the Opposition

“Our Union makes us Strong” Hi Everybody. Last week our teachers marched on Belmopan. The teachers were trying to get the attention of the government about 3 issues. The first has to do with hardship allowances, the second about commuting allowance and third and most important was about the retirement pensions of various high school teachers and ancillary workers of our grant aided secondary schools. I joined in solidarity with the teachers and attended their march on Wednesday and was glad I did because I got to hear some inspiring remarks from the many union members and from those associations who were there in support of our teachers. As I stood there in the hall listening to the speeches, I felt completely at home among our Belizean teachers. You see my mom was a teacher; she was also an active member of the BNTU and as a boy she used to drag my bother and I to BNTU meetings with her. So when the teachers started to sing their anthem: Solidarity Forever: “our union makes us strong,” I too joined in for it is a familiar song. But back to the speeches, I was especially impressed by the remarks of Pastor Luis Wade who reminded us of that brave generation of Belizeans who were not afraid to stand up and face the British. He spoke of our leaders in the fifties and sixties who did not cower in the face of threats of invasion by Guatemala but were determined to secure our right to selfdetermination. Pastor Wade challenged our generation to be brave like our parents were and stand up for what we believe is right and just. He also called on his fellow church leaders not to be afraid to challenge our Government. He said we know all too well that our churches were unable to pay their required thirty percent of their teachers’ pensions. He was sure however that church leaders believed that their teachers deserved it, so they should stand up with the teachers and convince government to pay the outstanding 30 percent. Pastor Wade is right; standing up for our teachers is a righteous cause. So that while as a political leader I am fully aware of the need to control Government’s wage bill, this should not come at the expense of some of our dedicated teachers. Yes $60 million yearly is too much for Government to be paying in pensions, but we cannot ignore the inequality that exists among our teachers, who are employed to do the same work under the terms. We have to find a way to correct this injustice. Perhaps the gratuity paid to political appointees who earn so much more than our hard working teachers is a place to start. So during this week when we honour our war heroes and celebrate Armistice Day, let us support our teachers who are asking Government to do what is right. For sure my mom’s values rubbed off on me, for I admirer our teachers, so much so that I married one. I am standing up with the BNTU and with our teachers because they are on the front lines in our work to build a Belize that works for everyone. Thanks, God bless and have a good week.

SMART SUPPORT BALONA FOR PUP BERT’S CPR INITIATIVE CAYO CENTRAL San Ignacio: Wednesday 14th November 2018 Members and supporters of the People’s United Party of the Cayo Central constituency went out in numbers last Sunday to the party’s convention to choose their standard bearer that will represent the area in the next general election whenever it is called. The two stalwarts that offer themselves as standard bearers are Alex Balona and Collet Montejo, who is well known advocates within the rank and file. Throughout the day, there was a notable increase of voters, especially from villages that make up Cayo Central, which favoured Balona. After casting their votes, constituents of the great blue machine showed that the underdog Alex Balona had emerged victorious over Collet Montejo where Balona garnered just over 600 votes while Montejo garnered over 300. After all was said and done at the political event, Balona spoke out thanking all members and supporters who participated in the democratic process and chose him to go after the failed representation of Rene Montero. He mentioned a few hot-button issues that have been ignored by Rene Montero but, which requires serious attention and political will. Balona said, “Firstly, I wish to thank God for this wonderful opportunity. I also would like to thank my family, campaigners, supporters and especially all of you, the voters, of Cayo Central, who entrusted your vote and faith in me as the Standard-Bearer for Cayo Central. I pledge to work tirelessly for Santa Elena and the 10 villages comprising Cayo Central. Together you and I will work to bring Real Change to Cayo Central.” He pledged to be a hardworking representative to achieve the necessary changes that will bring better opportunities and prosperity to all the residents of Cayo Central. Balona told the Belize Times that united with the ardent support from the residents of Cayo Central, they would be able to win and bring the best opportunities for everyone. Belize City: Thursday 15th November 2018. SMART this week made a donation of $6, 000.00 Bz to the Belize Emergency Response Team (BERT) in response and support of BERT’s “Hands Only CPR” initiative. BERT is currently carrying out a project in Primary Schools where selected students are involved in learning the technique of Cardiopulmonary resuscitation (CPR), and how to administer other advanced levels in emergency situations until professional assistance arrives. On Tuesday, Adelaide Sabido who is SMART’s Public Relation Executive presented BERT’s Executive Director, Andre Carillo with the monetary donation, Sabido told the Belize Times that the donation is consistent with the company’s policy of providing assistance and support in the areas of education and health initiatives. She noted that they felt the willingness to support such initiative concluding that this donation is significant because it marks the establishment of a partnership between SMART and BERT. Carillo made mention that BERT has provided training to almost 3,000 students in three districts during September which was Belize City: Thursday 15th November 2018 recognised as a CPR month. According to information reaching the Belize Times, Private Williams was on duty Tuesday afternoon around 1:00 pm walking on the dock on the river when one of the planks broke causing him to fall helplessly through. His fall caused a piece of steel, which was in the layout of the dock to penetrate the back of his head producing severe injuries to his face and eye. He was flown out shortly after and is now hospitalized. Senior officers in Belmopan and at Price Barracks are still awaiting an official report on the incident. Williams was into his ninth day on his tour of duty and was scheduled to leave the base next week.

PUP CONDEMNS SALE OF PSU’S LAND IN BELMOPAN The People’s United Party (PUP) condemns the actions of the Government of Belize in dispossessing the Public Service Union (PSU) of a property from right under their nose and in such a back-handed manner. The PUP demands that Government immediately returns this property to the PSU. The PUP also denounces the sale of the PSU property, located in the City of Belmopan by RECONDEV and the Belmopan City Council to a private citizen. A review of the chronicled events by the PSU shows a total disregard by Belmopan City Council and RECONDEV to honour commitments made from September 19, 2001 when a lease agreement between Belmopan City Council and PSU was signed. The facility, which is a lease with option to purchase, is for a period of 20 years, signed by Mayor Anthony Chanona and Margret Ventura and was witnessed by Hon. Said Musa, the then Prime Minister of Belize. On November 9, 2018, after the PSU made several unsuccessful attempts to meet and or contact the Mayor and his Council, the PSU decided to check the status of the property at the Ministry of Natural Resources when they were informed that on October 10, 2018, the property was sold to Simplex Design Company Ltd. owned by one Mr. Xin Ni of 38 Santa Rita Layout, Corozal Town, one day after the company was registered. The PSU, on November 9, 2018, then placed a caution on the property in an effort to prohibit any further transaction regarding this property. The property was re-evaluated by the Council at a value of $1 million and sold for $400,000. This action by the Belmopan City Council is not the first time that this UDP Council has taken land from a Belizean organization with intent to sell off to private interests. Last September, the Belmopan City Council attempted to take land from St. Michael Roman Catholic School to sell to Amy Chen in a land deal that was reversed only after public outcry from members of the community. The PUP stands in solidarity with the PSU and calls on all Unions and Social Partners to condemn the actions of this UDP Government who continuously breach legal contracts and agreements. The PUP is not surprised that the hot bed of corruption in the Department of Lands continues uninterrupted. We also remind the nation that all the transgressions done at the Lands Department and publicly denounced by so many, continue unabated and without anyone made to answer. UDP CORRUPTION AND MISFEASANCE The admission by Belmopan Mayor Khalid Belisle that the Belmopan City Council sold the Hilltop Property that was leased to and is the Headquarters of the Public Services Union (PSU) to a Simplex Design Co. Ltd., owned by one Xin Ni for a gross undervalue, is a clear case of misfeasance in public office. The sale of the property, valued at more than $750,000 for $400,000 reeks of UDP corruption.

The People’s United Party is demanding a full investigation into this clearly illegal and repugnant transaction.

The Mayor and Councilors of the Belmopan City Council must explain to the residents of Belmopan and the Belizean people, why public property was sold to a Corozal businessman so quickly, in secret and at such an obscenely low price. Who is Xin Ni of 38 Santa Rita Layout, Corozal Town and what is his connection to Mayor Belisle and the UDP? Why was he given such special treatment that he can acquire and purchase prime property in Belmopan so quickly? Since the property was valued at $750,000, why did the Council not put the property on the open market to fetch the fair market value, which the Mayor admitted was valued at more than $750,000? The secretive clandestine manner in which this transaction was concluded behind closed doors with one businessman reeks of corruption. This is the ultimate UDP sweetheart deal. The decision by Mayor Belisle to take away property from public officers to sell to a private entity at such a grossly undervalued price, can only be described as repugnant and is a clear indication of the incompetence and mismanagement of the Belmopan City Council. The People’s United Party demands the immediate cancellation of the sale and the return of the property to the PSU.

As usual, he had his ‘crazed-addict’ look going on as he tried to tell the media that the People’s United Party managed to sneak in more than 400 of their voters who supported that other stupid fellow, Mr. Willoughby. I have checked with the higher-ups in the PUP and I have been assured that they would never do such a terrible, underhanded thing, and certainly not to brother Boots, who is such a lovable fellow. What part of hit the road Jack doesn’t Boots understand? Like Johnny said recently in an interview on the news – Boots likes to call himself the ground commander – but commander of what? Pablo Caruso The Belize Times extends our congratulations to Minister of Health Pablo Marin who is celebrating the birth of a child. We understand that he went on paternity leave when the child was born, and after his appearance on the news talking about marijuana and investors, the Prime Minister called him and told him to extend his paternity leave indefinitely. What the Prime Minister needs to do is to investigate the ties between Pablo and Mr. Caruso, and explain why Mr. Caruso hosted Pablo’s wedding at his Placencia resort, allegedly for free. What did he get in return? A contract to grow marijuana maybe? There was once a fellow who used to say that Pablo is not the brightest bulb in the shed. I think he was far off. I don’t even think Pablo’s bulb is on at all. What an absolute idiot. Cuban Excursions Here at the Belize Times, we feel a little bad for the Prime Minister. I mean it could happen to anybody, but still. People need to be very careful when purchasing weed. These days, weed dealers are putting all kind of crap in marijuana. I figure something like that must have happened when the Prime Minister will get up and tell the Belizean people that his big, bright, wonderful plan to grow the Corozal Free Zone is to get Cubans to come to Belize on excursion and to shop in the Zone? Yes. He said that. So here I am in Cuba, right, chilling with the wife and kids, and I say hey honey, what are we doing this weekend? And she says Ayyyy Papi, let’s fly to Belize so we can go buy stuff in the Corozal Free Zone. Like NO. That is NOT going to happen. Incest And since we’re on the subject of the Corozal Free Zone, soon to be a Little Cuba, at least maybe in the Prime Minister’s mind, there the matter of former Mayor Hilberto Campos and his sister. Readers will remember that when Campos was Mayor, his sister was Town Administrator. Well Campos has gone over to the Corozal Free Zone, and guess who the accountant there is now? Yup, you guessed it – his sister. There has to be something very wrong with that picture there. Barrow’s Law Firm Named in Fraud Investigation Thursday, November 15, 2018 Prime Minister Dean Barrow is fond of his bully pulpit, where bad back and all he lashes out at what he perceives as corruption like a pious, sanctimonious saint. But Mr. Barrow never sees corruption in his own Party, and the truth is that he is certainly no saint or bastion of integrity – far from it. Pseudo-saint Barrow’s law firm, Barrow & Williams, has been named prominently in an application submitted to the United States District Court, District of Maryland, by attorneys representing the Federal Trade Commission. The wording is long and complicated, but the bottom line is that Barrow & Williams has been named as the law firm that acted for clients named as the plaintiffs in the lawsuit. This is a story of two men, Andris Pukke and Peter Baker, and a third, Belizean John Usher. It starts in 2005 with a Court judgment for $172M against Pukke and two companies he operated in the US. The Court ordered a Receiver to seize Pukke’s assets, which included a 12,000 parcel in Southern Belize, referred to as the Sanctuary Parcel. That led to what ended up as a decade of litigation, negotiations and dodging, as according to the Court document Pukke and co-owner Peter Baker, along with Belizean John Usher, deliberately hid that parcel from the Receiver. That, according to the Federal Trade Commission, is where Mr. Barrow’s law firm played a critical role. In one section of the application, the FTC states – “Baker instructed Belizean law firm Barrow & Williams (“B&W”) to form Starfish to take over for Dolphin as the development and sales arm for the Sanctuary Bay development and to create Sanctuary Bay Ltd. to take over Dolphin’s real estate holdings.” It is certainly not the first time that Mr. Barrow’s law firm has come up big. The Prime Minister has yet to say how much his firm was paid for what amounted to a more than half a BILLION settlement signed by he and his law partner in a closed-door meeting with Lord Michael Ashcroft. While Mr. Barrow as

Prime Minister ensured that his brother received the bulk of the monies paid for what seemed to be endless litigation – when it came to the final settlement, the real BIG DEAL, Mr. Barrow made sure that his law partner was there and his law firm benefitted. It is also no wonder that the Prime Minister had nothing to say when his Minister of Health, Pablo Marin, was found to be meeting with very questionable investors like Marco Caruso recently. Caruso, a personal friend of Minister Marin, is himself the subject of much scrutiny from international sources. Mr. Barrow had nothing to say. How could he? And there are other instances – like the $100M International Airport on Ambergris Caye where the big developer was found to be just a penny-ante real estate agent accused of fraud. And then there’s the Puerto Azul debacle where no less than the Ministers of Economic Development and Tourism, along with the wife of the Prime Minister posed proudly with the so-called developers of the mega-star resort destination which turned out to be nothing more than another HUGE scam. This government seems to collect scammers and con artists like flies to honey – could it be that birds of a feather flock together? Or is it that shady investors are more likely to grease palms and fill pockets than above-board investors? Mr. Barrow needs to explain exactly what role his law firm played in this entire Sanctuary Bay scenario, and he needs to tell Belizeans why his company is named in a lawsuit being brought by the Federal Trade Commission, in which the FTC is asking for clients of that firm to be incarcerated for repeatedly refusing to obey the orders of the Court, and for deliberately hiding assets. It is time for Mr. Barrow to step down from his pious pedestal and come clean. While the Belizean people have gotten poorer under his watch, he has ensured that he and his have benefitted tremendously. While the country is in unprecedented debt which future generation will struggle to pay, the Barrow Family has moved on up.

Just about everyone born in the 20th century remembers the map of Belize pasted on the back cover of our small exercise books. Our map usually featured the six districts and a sliver of Guatemala. As a child in the late 70’s, I would prepare my ‘exercises’ by writing my name, subject, class and date. Next, I would turn the ‘blank’, as this book would be called, and diligently scratched out, in any way possible, the bit of Guatemala— the, oh so despised, neighbour. ‘Guatemala di come’ was the usual reverberation. We, as children, enjoyed the Harriers and their formations. The good teachers always allowed us to leave class and watch them zoom by in the sky. These war planes were here to protect us. We were subjects of Queen Elizabeth and maybe also a qualifying Commonwealth citizen. Our governor Hennessey was the man and George Price god-like. Our Premier Price instilled in us ‘not a square centimeter’ to Guatemala. When he would visit us, I remember looking up in awe waiting to hear those revered lyrics. He is an integral part of the material in our Belizean fabric. Our love for George Price is trumped only by our love of God, Family and Belize. People voiced discontent to him with the Heads of Agreement and in the 1984 elections; Belize is first. On our Independence from the United Kingdom where the new flag was unfurled as a symbol, for every Belizean to rally behind, was the first time I stayed out for the first time the entire night from home; I was with family of course. It is a monumental day to be equalled only by personal milestone days. Even as the United Nations, Non-aligned Movement and, some nine years later, the Organization of American States recognized our right to be self-determinant, Guatemala remained entrenched in their ‘Belice es nuestro’ posture. This is even ingrained in their constitution to be removed only by a Guatemalan government wishing to inflict on itself fatal political pain. Every book, magazine, poster, map, pamphlet, website, or

app which shows Belize show us clearly separated from Guatemala. Yet their claim to entitlement to our Belizean land remains a thorn in our economic, political and cultural side, just to name a few sides. Local and international opinions keep telling us ‘go to the ICJ.’ The International Court of 15 justices serving nine-year terms and well-versed in international law is supposedly the solution to the claim. So we, Belize, and those who represent us, agreed on Confidence Building Measures, agreed on Facilitation on Proposals, and, finally, signed a Special Agreement. All this between 2000 and 2008. An October 6, 2013 date was originally set for simultaneous referenda in Belize and Guatemala. Guatemala balked. It was Guatemalan internal politics as usual; they had a government that couldn’t trust its political life with this Belize question. Later, on April 15, 2018 Guatemala conducted a referendum to answer the question: “¿Está de acuerdo que cualquier reclamo legal de Guatemala en contra de Belice sobre territorios continentales e insulares y cualesquiera áreas marítimas correspondientes a dichos territorios sea sometido a la Corte Internacional de Justicia para su resolución definitiva y que esta determine las fronteras de los respectivos territorios y áreas de las partes?” ONLY 1.5 million people voted ‘Sí’. This means that only 26% of their 7.5 million registered citizens voted in the referendum. What do you do when your child brings home a twenty-six percent on a test? Guatemala seems to not have the 50 percent threshold of voter turnout as we have. I feel this is another instance of disrespect by their politicians. I opine: they should change their constitution. This would be more expedient for everyone. I hear from this result that they don’t care for Belize nor the vaunted claim. I have personally heard from many Guatemalan friends that same view—that they have lost Belize many years ago. Of course, their referendum echoes that sentiment with a loudness rivalled maybe only by the Big Bang. Belizeans, though, are now obligated to have an April 10, 2019 referendum with our English version of the question. The children of Belize and Guatemala deserve to live in that peace that only God can give. The United Nations celebrates on September 21 the day of peace—this, nevertheless, cannot be given by the world itself. Belizeans deserve to live in that tranquillity which we can forge together. “Should I vote YES or No?”

THE HOLY HERB

In early June of 2016 I wrote a piece for this column called “Yvonne – Lady Fearless.” It was about the mother of my old classmate, Jamaican Yvonne McCalla Sobers. I praised her for her strong stances on various controversial issues, and I referred to her Opinion/ Commentary in the Jamaica Gleaner of May 29, 2016. She titled her opinion essay “Ganja Regulation: Wheel and Come Again,” and in it she wrote eloquently and “outside of the box” about the holy herb, as Rastafarians call it. I went back to this essay in light of Hon. Johnny Briceno’s call for exploring the legalization of marijuana, and the knee-jerk, confused reaction of the UDP government, not to mention the blatantly hypocritical utterances of the Prime Minister and his government press release. Marijuana Regulation has been discussed for a long time, and from 2014 the CARICOM Conference of Heads of Government mandated the establishment of a Regional Marijuana Commission. We must also keep in mind that just recently this UDP government, with the support of the Opposition passed legislation decriminalizing the possession and use of small quantities of weed. So why are they behaving like that, as if they never heard of marijuana/weed regulation before?? Well, I will leave you to answer that question for now, but it patently has to do with party politics and the distraction that PM Barrow believes he needs at this time when his government is all but falling apart. In her opinion piece Ms. Yvonne warned about over-regulating the marijuana industry, and she said that such action will have the same effect as prohibition. It will benefit big business and be bad for the small man and woman, and it will continue to “placate international drug control watchdogs while alienating those most familiar with local realities.” She also opined that the dangers of marijuana have long been overstated to justify prohibition, and that marijuana poses fewer risks than sugar, alcohol or nicotine. She also shared that research has shown that marijuana can have health benefits such as increasing appetite, promoting sleep, treating and preventing glaucoma, easing pain and nausea, controlling epileptic seizures, and stopping the spread of cancer. She did warn, however, that those under eighteen or with pre-existing mental health conditions must avoid marijuana use un-

less under medical supervision. I share this caveat in her view, as I believe that care needs to be taken, especially for young persons in school as well as for children who can be vulnerable to increasing drug use and experimentation with harmful narcotic substances. I think, though, that the discussion and conversation should be open and honest, as we explore the various pros and cons of decriminalization, regulation and legalization. Even in the United States State of Colorado, which has “legalized” marijuana, there are strict rules. Individuals there cannot be arrested or convicted for using marijuana as long as they follow laws related to age, place, and amount of consumption, and the sale of marijuana is subject to license and taxation. So there is not complete “free-ness.” Further, in Jamaica, government senator Kerensia Morrison just last week encouraged her country to “move hard and fast” in stepping up the pace to cash in on green gold. She was not recommending full legalization for recreational use, but she said that Jamaica should not lag in exploring the production and export of cannabis for medical research and pharmaceuticals. “We should exercise due care even as we look at the big dollars,” she said, echoing the sentiments of Yvonne McCalla Sobers. “The little man must not be left off the lucrative ganja ship.” However, she cautioned that vulnerable groups and the “small man” must be protected. All this is to say that there is nothing wrong with opening the conversation here at home. We do not have to re-invent the wheel. We can look to what Jamaica is doing for example, and we can look at the facts and not the myths surrounding weed/ganja/marijuana. I feel sure that Minister Pablo Marin was NOT on a frolic of his own when he wrote to potential investors about cannabis production for export, and I reject the self-righteous and hypocritical bleating of those who want only to denigrate the Opposition Leader. Instead we should be frank and mature as we look at this holy herb issue. Respect for the feelings of all is important, but we must not fall into the limbo of uncertainty and fear. If in Jamaica there can be open and sober discussion of this matter, then we in Belize can follow suit and not be cowered by what the mighty international powers might dictate.
