$100 MILLION MISSING

take a bunch of his supporters to Corozal where he boasted that they gorged themselves on flowing rum and pibil tacos. Mr. Barrow, in his greed for power and hubris, used Petrocaribe money, which taxpayers have to pay back, like it was the UDP’s cookie jar. That money was a gift from the Venezuelan government specifically for poverty alleviation, for education programs, for social assistance programs, for health programs and infrastructure. Five hundred million dollars gone, and not one classroom as built, not one health center was built, and poverty is higher than it has ever been. Mr. Barrow has operated, in office, as if he is king of the world, but now he will have to answer to the Court of the land for spending monies before going to the House for approval. As Prime Minister and Minister of Finance, Mr. Barrow presided over an egregious breach of the financial regulations. Under the UDP, Mr. Barrow spent hundreds of millions of taxpayer dollars, and then came to the House long after to seek approval for spending monies he had already spent. And it gets much worse. On the stand, in the Supreme Court on Wednesday, Financial Secretary Joseph Waight revealed the heights of incompetence which has characterized this UDP administration. Waight revealed that the government spent $100 MILLION taxpayer dollars, revealed in the 2012/2013 Auditor-General’s Report, and never went to the House for approval. That quite simply means that the UDP government spent $100 MILLION, and has never accounted for the spending of that money. Bizarrely, the FinSec referred to it as a simple ‘slippage’, stating - “Indeed, and I use the word slippage, we have not put the supplementary request to the House. $100M may sound like a lot of money, but it’s about 10% of the overall budget for that year.” According to Waight, when they did realize, years after, they put a team together to take a supplementary allocation bill to the House (again seeking approval after the money was long gone), but because the Ministry is small, they haven’t yet gotten a chance to deal with it. Mr. Barrow and his motley crew must answer for breaking the law. There are very clear financial regulations which govern the spending of the people’s money. This is not Mr. Barrow’s money. This is not the UDP’s money. This is taxpayers’ money which taxpayers will have to pay back, even though they have no idea how that money was spent. The PUP is to be commended for demanding that the government account for every cent of the people’s money that is spent. We applaud the Party Leader, Hon. John Briceño and the Chairman of the Public Accounts Committee, Hon. Julius Espat. This will not be swept under the rug. This will not be allowed to go away.

JOHN BRICEÑO SPEAKS ON GUNS There are some in Belize that hold the ownership to their guns seriously and responsibly but it has also been a scourge to our society. Our young men and criminals use them every day in our country which is a tremendous black eye at the world level due to the horrid statistics. In the week of November 11th, the Commissioner of Police Chester Williams met some twenty-five registered gun dealers in the city of Belmopan. The topic was the proposed measures that would effectively increase gun control. One is an amendment to the Firearms Act which would limit the amount of ammunition that a holder of a gun license would be able to purchase for the year. Currently, registered gun holders can purchase over three thousand rounds a day. The new measure would restrict that number to two hundred per year. The proposal is still under review but is this taking too long? PUP Party Leader and Opposition Leader Hon. John Briceño says that another amendment will not fix the problem of crime. Hon. John Briceño: “If it was left up to me I would have banned all guns in this country. I don’t own a gun. I don’t ever expect or want to own a gun. When you look at Australia, when you look at the UK where they’ve banned the guns murders went down dramatically. Now the problem with this government is that, first of all, the UDP ministers have been too liberal in issuing gun licenses so almost everybody has gun licenses. We know what happens but I will not say it but by giving up more guns out there then you see more crime, more murders because it is easier to get a hold of a gun. Even if you have a licensed gun and they steal it from you, I mean there are a lot of guns to go to steal. The problem is that there are too many amendments. ‘Whenever something goes wrong, let us do an amendment’. They amend it. Just amendments after
amendments. The fundamental issue, is that there are too many guns on the streets of Belize and we need to get them off the streets. With the amendments, what will stop them from going to buy the bullets in Chetumal? Just go across the border and buy the bullets and bring them back. That by itself is not going to solve the problem.” The issue as usual with the UDP is that legislation only does not fix the streets. Legislation does not bring food to the table of the people. Belize needs a paradigm shift. Belize needs a PUP government. The people will ask for them soon.

Christmas Lights
t’s beginning to feel a lot like Christmas…or is it? The fairly cool weather should have added to the approaching festive season. However, it is the deep freeze affecting the economy which is mostly of concern to Belizeans. Poverty already affects both Toledo and Corozal, who seem to heavily compete for first and second place as the most poverty stricken of the districts. No one seems to have noticed that the Sugar Industry and the Citrus Industry are in crisis. It is any surprise that these two districts are precisely those where the cold of Christmas will be most felt? In Corozal, the UDP failed to avert the closure of the Papaya Industry, the closure of a Casino and are responsible for the reduction of the employment rates at the Commercial Free Zone to under half of what they were in 2008 under the PUP. Their track record shows that under their mandate, the Libertad sugar factory closed not once but twice. The UDP are trying to convince Corozaleños that they are responsible for the Corozal-Sartenja project currently under way. The finance for this project had already been identified and secured under the PUP in 2008. It was under the UDP that the monies were redirected for use on Albert Street in the Old Capital. It has taken the UDP almost twelve years and a Taiwanese Government commissioned study realized by the OECC to grasp that investment and development in this area will yield the most significant socio-economic returns for the country. It was the Taiwanese Government then who had to tell Dean and his myopic Cabinet that Corozal needed this project, something the PUP had realized more than a decade ago. The lack of confidence in the integrity of this UDP administration, that the monies would not be siphoned off, meant that the Taiwanese had to bring in their own company to spear head the project. The Corozal-Sarteneja Road is currently the only major development in the entire North, but it comes too late to save Christmas. The severe drought this year affected agriculture in the sugar belt. Plagued by worms, falling prices, and increases in production costs, and transportation costs the Cañeros are taking a hit. Harvesting is planned to start in mid to late January or maybe even February, the North will punish for Christmas. There are over two thousand families that depend directly on the Sugar Industry and tens of thousands more whose livelihood depend indirectly on it. The South doesn’t fare any better, citrus greening, lack of capital, a decrease in production due to diversification have all taken their toll. The UDP Government has not heeded calls to intervene and inject capital in an effort to avert disaster. They have preferred to use Petro Caribe Funds to invest in Pibil Tacos and beach days. Once long ago Belize’s economy stood firm and tall on the strength of the Citrus and Sugar Industries. Agriculture was once our backbone, and its fall ushered in poverty, and misery. Over fifty million in losses are credited to the most recent drought and only a paltry two million in relief to be had. This UDP Government has failed us more both in the North and in the South. It has rendered both these regions with the highest rates of hunger and malnutrition to children, and poverty and unemployment. The Scrooges in Cabinet are much like Christmas lights, they all hang together, but half of them don’t work and the other half aren’t too bright. They will undoubtedly wine and dine in fine style this Christmas Season while “Normal Belizeans” will struggle to make meagre ends meet. Belizeans must not forget these struggles when another season rolls around! #VOTEDEMOUT

stá comenzando a sentirse mucho como Navidad… ¿o no? El clima bastante fresco debería haber añadido a la temporada festiva que se aproxima. Sin embargo, es la profunda congelación que afecta a la economía lo que más preocupa a los beliceños. La pobreza ya afecta tanto a Toledo como a Corozal, que parecen competir fuertemente por el primer y segundo lugar como el distrito más afectado por la pobreza. Nadie parece haber notado que la industria azucarera y la industria de los cítricos están en crisis. ¿Es sorpresa que estos dos distritos son precisamente aquellos dónde el frío de la Navidad será más sentido? En Corozal el UDP no logro evitar el cierre de la Industria de Papaya ni el cierre de un Casino y son responsables de la reducción de las tasas de empleo en la Zona Libre Comercial a menos de la mitad de lo que eran en 2008 bajo el PUP. Su trayectoria muestra que, bajo su mandato, la fábrica de azúcar de Libertad no cerró una, sino dos veces. Los UDP están tratando de convencer a los Corozaleños de que son responsables del proyecto Corozal-Sarteneja actualmente en marcha. Las finanzas para este proyecto habían sido identificadas ya y aseguradas bajo el PUP en 2008. Fue bajo el UDP que los fondos se reorientaron para su uso en Albert Street en la antigua capital. Ha tomado casi doce años de UDP y un estudio encargado por el gobierno taiwanés y llevado a cabo por la OECC para captar la idea de que la inversión y el desarrollo en esta área producirán importantes beneficios socioeconómicos para el país. Fue entonces el Gobierno taiwanés quien tuvo que decirle a Dean y a su gabinete miope que Corozal necesitaba este proyecto, algo de la cual el PUP se había percatado desde hace más que una década. La falta de confianza en la integridad de esta administración UDP, por la posibilidad de la desviación de los fondos, hizo necesario que los taiwaneses trajeran su propia compañía para encabezar el proyecto. La carretera Corozal-Sarteneja es actualmente el único desarrollo importante en todo el norte, pero llega demasiado tarde para salvar la Navidad. La grave sequía de este año afectó a la agricultura en la zona azucarera. Plagados por gusanos, caída de precios y aumentos en los costos de producción, y costos de transporte, los Cañeros están severamente perjudicados. La cosecha está planeada para comenzar a mediados o finales de enero o tal vez incluso febrero, el Norte sufrirá esta Navidad. Hay más de dos mil familias que dependen directamente de la Industria Azucarera y decenas de miles más cuyo sustento depende indirectamente de ella. El Sur no se va mejor, la presencia de Huanglonbing (HLB), la falta de capital y la disminución de la producción debido a la diversificación se han dejado sentir. El Gobierno del UDP no ha hecho caso a los llamamientos para intervenir e inyectar capital en un esfuerzo para evitar el desastre. Han preferido utilizar los fondos del Petro Caribe para invertir en Tacos Pibil y días de playa. Hace mucho tiempo, la economía de Belice se mantuvo firme y alta con la fuerza de las Industrias de Cítricos y Azúcar. La agricultura fue una vez nuestra columna vertebral, y su caída inició la pobreza y la miseria. Más de cincuenta millones en pérdidas se atribuyen a la sequía reciente y sólo se ofrecen dos millones en asistencia. Este Gobierno UDP nos ha fallado tanto en el norte como en el sur. Ha hecho de ambas las regiones con los índices más altos del hambre y la malnutrición de los niños, la pobreza y el desempleo. Los avaros en el Gabinete son muy parecidos a las luces de Navidad, todos cuelgan juntos, pero la mitad de ellos no funcionan, y la otra mitad no son demasiado brillantes. Sin duda tendrán sus vinos y cenas en gran estilo en esta temporada de Navidad, mientras que los beliceños normales lucharán para estirar sus escasos recursos. ¡Los beliceños no deben olvidar estas luchas cuando otra temporada comience! #VOTEDEMOUT

Will the Minister of Immigration please say if he or anyone in his Ministry is involved in negotiations to offer humanitarian assistance to migrants who want to voluntarily return to their home countries and that this project will be implemented in Guatemala and Belize? 2. Mark King Screens Mark King was not joking when he called out the UDP first as he adlibbed in an interview late last week. King went directly to the rotten core of the UDP super rascals. King might have been freshly bleeding from being taken lightly and over scanned and rejected for a top spot in the United Democratic Party come Toothache Day 2020—Sunday February 9 2020, the UDP battle royale with no holds barred for all the rights to lead the ongoing corruption. King stated that when he entered the UDP he was screened thoroughly to make sure he doesn’t have a scratch in this Police record. Who was Mark King referring to when he said persons named in a murder scandal? Could it be Saldivar? Who was the Mark King target when he referenced a woman-beater? And the person, deported from the USA, was that Shyne? Did he miss the one interfering with Immigration and Indian student passports? Did he miss the 57 persons living in one Albert shameless house?

Did he lose focus and not mention the irregularities at the lands department now a Patt led mobile hotbed of corruption? You know that Mark’s head, proverbially speaking, is gone from the UDP wonderland? So when Mark first became a candidate for the UDP in Lake I, he went through a screening process? Porous, huh? Or was the UDP gambling casino-like. All in all, this is definitely and indictment coming from someone who was in the UDP’s deepest. Take a deep breath Belize, the UDP is imploding and will take as many as they can down the UDP chasm, if you allow it.

CASTRO ASSAULTS POLICE OFFICER
November 16, 2019 Castro has been charged with assaulting Imar Anderson, yes, a female police officer on Cesar Ridge Road. Additionally, he resisted arrest and used obscene language. Wasani Castro is seemingly the mini-me to his father and Minister of NEMO, Edmond, Let Us Clear Whatever is In Our Way, Castro. The young Castro seems to have a temper that leads him astray ever so often. One would expect the son of a minister to be of exceptional comport. In this most recent run in with basic indecency and illegalities, Castro was arrested. He spoke of the officer in the most arrogant of ways. We can recall how his father barked at the Senators during the Senate Select Committee interrogation—How dare they ask a Minister those questions? Also, the world saw how Castro behaved at the village council elections 2019 in Sandhill. Why do the Castros move around Belize as if they own the jewel? The young Castro has been: caught with eighty-nine cases of contraband beer valued at six thousand dollars in June 2017,(he settled out of Court with Customs) seen on FB insulting women directly, videoed cheating in the Belize Cross Country Cycling Classic and sanctioned along with the dishonourable.
In this case, which is still devoid of details as to why he was pinpointed in the first place, he was charged 600 dollars with one surety and is to return to court on the 20th of January 2020. Defending him was attorney Orson Elrington. What an example to their children can the UDP set of rogue Ministers and Standard Bearers really be? Wasani is following closely. How deplorable of the UDP and the PM to now be running roughshod over Belize without a care in the world as to mandate, transparency, legalities, ethics and moralities. The Children’s Parliament should be an example for Wasani to follow. He can go and look at the video.

Celebrating International Children’s Week 20th November 2019 Hi Everybody, Last week, the world celebrated International Children’s Week. Last Wednesday, 20th November was International Children’s Day. Most people would not have known about this had it not been for the Special Sitting of Children’s Parliament, which received quite a bit of coverage. During this special sitting, our young people from across the country sat in the National Assembly to debate the Rights of the Child in areas like Education, health and safety as well as protection. The debate was quite good, it had substance and I must confess that these aspiring youth leaders conducted themselves with a lot more comity than we the elected representatives have amongst ourselves. They treated each other with more courtesy by far than we the elected adults have with each other. Although this was a symbolic event and a teaching moment for our young Belizeans, it was more than that. Our children were there to tell us about their fears and concerns, how they feel about where their country is going and, in their minds, things are not going well. They have seen a decade where close to a half of our children between the ages 13 to 16 are not in school. They know that without an education it is very difficult to get a good job. They are also tired of the funerals, tired of watching their friends and family die before they reach the age of 25. And they are tired of the hopelessness that is presently the condition in Belize. To those brave young people who were in Belmopan last Wednesday and to our children everywhere, I want you to know that I hear you. We in the PUP hear you when you say that our hospitals and polyclinics are not up to standards, and that medication is unavailable. We know how worried you are about your peers who are dying senselessly. We hear you when you say that proper access to education is needed countrywide. We hear you and we agree with you on all these things and I promise to go to work hard every day to turn things around so that when you grow up you can say, I live in a good country and I live in a Belize that works for everyone. $100M Missing You know, here at the Belize Times we always liked Joe Waight. He seemed like such a straight up guy. But you know that old saying – you hang out with dogs you’ll catch their fleas. This week, Joe Waight was forced to admit in Court that the Barrow Administration can’t account for $100 MILLION dollars which it spent years ago. According to Waight, it just slipped them. Can somebody please explain to us how $100 MILLION can just ‘slip’ you? What kind of sorcery is that? The PUP warned them, way back when they were spending money like Ali Baba and the 40 thieves. Back then Petrocaribe was rolling. We can remember the boy who wants to be Prime Minister, high as a kite, boasting about using Petrocaribe money to buy rum and pibil tacos. We can remember Dean Barrow, bad back and all, dancing at the National Assembly, grinning like a loon cause Petrocaribe was rolling, rolling. Where’s the money now? You know who will have to pay all that back? We will. That’s why we are being taxed on everything, to pay for the UDP’s excesses. Mr. Barrow better go find that $100 MILLION, quick, fast and hurry. Though we figure he’d look quite spiffy in attire provided by the Belize Central Prison boutique. That’s our story and we’re sticking to it. Believe them… Like the proverbial ‘dolly-house’ crumbling, the UDP house of cards is taking some hard hits lately, and from their own. First it was Deputy Prime Minister Patsy Faber who blasted his own colleagues for their rampant corruption. Faber has long been saying that all is not well in the UDP. He has been saying that the UDP needs a good purge. He has said there is no integrity and honesty in the UDP anymore. He said it, not us. But we believe him. He is the fish from ‘riva battam,’ and if he says the UDP is corrupt, then you can take that to the bank. And then Mark King weighed in. King is the good, good UDP who famously said – UDP first, Belizeans second and PUP last. Remember him? Well he is saying the UDP is messed up, fielding candidates who are women beaters, whose names have been called in a murder trial and who are convicted felons. Hmmm. What a hell of a thing. And it’s true. Here at the Belize Times, we have always maintained that the truth will always come to light, and the people shining the light on the UDP are the people who know exactly what they’re talking about. Best believe that. Crooked Castros You know that saying – that the apple doesn’t fall far from the tree? Well it’s true. And in the case of Edmond and his boys, the tree is rotten and the apples are as rotten as they get. You know we don’t advocate violence. It’s not our way. But some people sure need to be taught some hard lessons. This time around it’s Wasani, who reportedly informed the Police that they can’t touch him – not the first time they’ve told Police that. And more than that, the punk allegedly decided that it was okay to assault a senior female Police officer. This is one of those times when we wouldn’t have shed a tear if he slipped and hit his head on a Police baton. Know what we’re saying? The Castro boys are nothing but trouble, ever since daddy became a Minister and can offer them some protection. It’s not the first time they’ve tried to bully the Police, and somehow they always seem to be protected and the charges disappear. This time Wasani picked the wrong cop. Kudos to them for standing up. There’s another saying about a fat fowl. Sunday is soon coming for all the Castros. Wait for it. Repellant This dengue thing is no joke. For the first time in Belize, five persons have died. That is scary. We don’t play politics with people’s health, but the Ministry of Health really slipped up on this one. They weren’t prepared, and even after it was clear that this was a serious, unprecedented outbreak, the Minister and his CEO, probably more concerned with other lucrative stuff, were asleep at the wheel. Health facilities were overrun by patients from the very beginning, and could not handle it. Testing kits ran out a long, long time ago. After a while it was just a matter of looking at the symptoms and saying yeah, looks like you have dengue. This thing is deadly, and the Ministry is still silent. The truth is that Pablo and his CEO don’t have a clue about healthcare. Remember when 13 babies died at the KHMH and the Prime Minister was asked about Pablo? He said that Pablo was winning elections in Corozal Bay, and that was good enough for him. Remember? Good thing this crew is on the way out. Fuh real.

In another interview gone mad, Pablo blames, the Human Immuno Virus (HIV)victims, PAHO and no money no deh for the shortage of Anti-retroviral drugs in Belize. Better said, for some weeks now, these lifesaving drugs are not available in Belize to the poor who expect the government to have these available in a steady supply. Without these, the HIV will move from its dormant state and render the patient helpless into full blown Acquired Immune Deficiency Syndrome (AIDS.) Pablo Marin is playing with lives and he seems to be clueless on what to do— vintage incompetent UDP. In his usual off the cuff, Pablo seems to be tell the people to quit complaining since this drug is given out free. Sad and criminal if you ask me. But since it is Pablo, he could have been saying that the government gets it FREE and the PanAmerican Health
Organization(PAHO), who have all the contacts, has not gotten any for Belize. This essentially would throw the benefactor PAHO under the bus. Most revealing is that Pablo the pharmaceutical king was willing to chant maybe we can “sign...get a loan... Aye, ready to procure a loan but uncertain on where to purchase much less cost. After this week’s proceedings with the PetroCaribe unapproved
spending of monies it is easy to see where he gets that idea. If the drugs are somehow getting in Free into Belize there are no kickbacks. Pablo sees no benefits in that. Pablo and the UDP therefore do not see the urgency. “But we will still try.” He asserts at the end of that topic. Just to add nails to his coffin, Pablo finally asserted that the Dengue fever
is in crisis. No one even budged. Pablo Marin and his UDP usually announce crises after everyone knows it. Even Faber poked at Pablo stating that he sends his child with an OFF repellent to school. Too bad for all the normal children in Belize. Their parents are thinking on paying their fees and the thinking what the next lunch will be. Dengue, the normal Belizean prays not to fall prey to mosquitoes and the UDP.

JIOVANNI LENNAN AND JAVIS WAGNER MURDERED IN SEPARATE INCIDENTS
November 24, 2019 There was public outcry and anger last Thursday night following the shooting of a well-known fire-fighter and sports fanatic Jiovanni Lennan, 30, affectionately known as “Baney.” According to reports sometime after 7 p.m., “Baney” had just wrapped up the training of some recruits at the National Fire Service located on Cleghorn Street, Belize City and headed home to his family. Surveillance footage shows that just as he was arriving near his home on Welch alley that connects Iguana Street and Gibnut Street, a gunman walked up to him and fired a single shot to the head, killing him instantly. Corporal Brizeno Chub who was in the immediate area pursued a man seen running from the scene. The suspect turned and pointed a firearm at the cop who then opened fire. The suspect ran and was later detained in Roger’s
stadium. He was identified as Denver Bevans, 18, who has since been arrested and charged for the murder of “Baney” and assault of a Police Officer. Earlier this year Bevans was charged for a shooting near Youth for the Future Drive but those charges were later withdrawn. THINK ABOUT IT BARROW BROKE THE LAW $100 MILLION SPENT ILLEGALLY The Prime Minister of Belize, Dean Barrow, has done another terrible thing. What he has done would certainly cause President Donald Trump to urge Belizeans to “lock him up.” Trump called for Hillary Clinton to be locked up for erasing a large quantity of government emails. Dean Barrow, without any legal authority, has been spending millions upon millions of the people’s monies. This could never happen anywhere else. Thanks to the opposition People’s United Party, Belize will be hailed as a nation which is seriously taking the fight against corruption. A Supreme Court case has been brought by the Party Leader, Hon John Briceño and Hon. Julius Espat to let Belizeans and the world know that what Dean Barrow had been doing is wrong, illegal, immoral and worthless. Big kudos are deserving for the Auditor General, Mrs. Dorothy Bradley for her bravery in standing up to Barrow and refusing to be intimidated. She has been documenting his unlawful activities in writing, in her reports to the National Assembly, about what he has been doing to this country’s finances. Imagine the man who promised Belizeans accountability and transparency. How he took us for fools, but the truth is coming out. Malcolm X had said “the chickens are coming home to roost”. The Financial Secretary, that poor creature forced to swallow all the illegalities and abuse of public funds, testified in the Supreme Court case on Wednesday this week. Under a blistering cross examination by Eamon Courtney, the Financial Secretary had to admit that his boss, Dean Barrow, knew the monies were being spent illegally. There are so many illegal things that Dean Barrow is being accused of. His name is now stink out da road. Imagine, this is the man that promised the Unions, the churches, the business community, the police, army and nurses, the voters and young people that if they vote him into office, he will fight corruption, he will make sure his government practices accountability and transparency. Now he is being exposed in the Supreme Court. Now he will be like the Emperor in the story ‘The Emperor’s New Clothes’. Whenever the Emperor appeared in public he thought he was dressed in the finest of attire. Instead, all the people saw he was naked. All Belizeans are seeing Dean Barrow for what he is really is. At the next sitting of the House of Representatives let we the people hear a Motion condemning, in the strongest of language, this gross abuse of office and unforgivable violations of our laws. Let us hear what Faber and Saldivar have to tell the nation. Don’t be afraid Honourables, the time has come to get rid of Dean Barrow, the white wash sepulcher. Belizeans want to know if, when government changes, will the new Prime Minister John Briceño have Dean Barrow arrested and charged. BARROW DOESN’T CARE ABOUT GARINAGU If the Prime Minister cared about our Garifuna brothers and sisters, Dangriga wouldn’t be so poor and neglected. The important road link from Mile 30 on the Western Highway to Mile 7 on the Hummingbird Highway would have been built long ago. There would have been a sewing factory in Griga. The hemp business would be underway there, creating plenty jobs. Every child would be in school, every young person would have scholarship for College, Sixth Form and UB. Agriculture and fishing would be booming. Millions of dollars being wasted and stolen. But no money for Garinagu. CARLA, CARLA Karla, Karla, where did you go wrong? Last two weeks your name bubbled to the surface. Out of the cauldron it came, from whence your other colleagues are stuck, a few good, a few others rotten and crooked to the core, the rest sticky and slimy. How did you end up mixed up in this. The government is seen as a gang of criminals. Nothing good can come out of them. Imagine girl, your presence is of no comfort. The crookedness has spread like a cancer, like HIV. You let us down and you let down yourself. Even in a simple matter like the chairperson for the Water Boards in Stann Creek you behaved typical UDP; arrogant, lacking principle and full of yourself. As Honourable Rodwell Ferguson, the elected Area Representative publicly pointed out, not a single person from the dozens and dozens of elected PUP Village Councils were appointed by you. Shucks madam, you are just another cheap, no good politician. How easy you have become contaminated by the forces of wickedness which surrounds you. You are a collaborator. P.S. You looked silly and sounded stupid trying to answer the questions at the children’s Parliament on Wednesday. CRIME AND CORRUPTION The crime and corruption that is plaguing Belize continues unabated. Buiti binafi. Good morning. It is my esteemed pleasure to address you my people on such an important day. When I was first asked to be today’s guest speaker, I was apprehensive as I have never done such. At second thought, I reminded myself that the spirit of my ancestors will guide me. I then sat and reflected on my upbringing in a Garifuna household in the Orange Walk District where Garinagu were very few. I fondly recall how my parents were never ashamed for their neighbors and the community to know that they were Garinagu. The theme for the Garifuna Settlement day is LEREUN GARIFUNA LAGUCHABEI LABAGARIDUN GARIFUNADUA, Garifuna Language is the foundation of Garifuna Survival. This is an appropriate theme as we chronicle the history of the survival of the resilient Garinagu. The Garifuna history has been one of constant migration and intermarriage. History records that the Garifuna ancestors, the Arawak Indians, migrated from Guyana, Surinam and Venezuela around long before the arrival of the Europeans to the New World and settled in the Greater Antilles Islands in the Caribbean. A second ancestor, the Carib Indians, also migrated from their settlements in the Orinoco Delta in 1220 A.D. and seized the Lesser Antilles. The Carib and Arawak then intermarried and engendered the Island Carib, who settled predominantly on Saint Vincent Island. Then in 1635, when two Spanish ships shipwrecked in the area, carrying hundreds of indentured Africans, many of the surviving slaves were able to seek refuge on the island among the Carib-Arawak population. This event further added to the genetic emergence of St. Vincent’s ethnic population. The Garinagu lived successfully and peacefully on Yurumein, now known as St Vincent for hundreds

of years prior to the arrival of Europeans. In the early 1700s, French interests arrived at St Vincent, fighting skirmishes against the Garinagu before forging an alliance. The French alliance with the Garinagu continued for decades. In 1763, after the Treaty of Paris, the French conceded their interests in St Vincent to the British. The British were not interested in a cooperative relationship with the Garifuna and so began the first Carib War from 1769 to 1773. The British were beaten by the Garinagu and signed a Peace Treaty. The Garinagu, under the leadership of their Paramount Chief and General Joseph Chatoyer, reluctantly agreed. However, this treaty had negative consequences for the Garinagu, as the British broke the treaty in 1795, leading to the Second Carib War. With greater numbers, armaments, and money, the British overwhelmed the Garinagu. On March 14, 1795, Joseph Chatoyer was killed in battle on Dorsetshire Hill, overlooking present day Kingstown, St Vincent. Without Chatoyer and vastly outnumbered, the Garinagu’s French allies surrendered in June 1796. Despite the French surrender, the Garinagu themselves did not surrender to the British. From July 1796 until March 11, 1797, the Garinagu were divided on the basis of skin color. Over 5,000 of the Garinagu with darker skin were captured and exiled to the nearby island of Baliceaux. The British allowed their captives to perish due to malnutrition and disease. On March 11, 1797 the surviving Garinagu were sent by ship to Roatan, Honduras. Over 2,800 Garifuna had died under the British genocide on Baliceaux. Approximately 2,200 started the voyage, an additional 200 perished on the 31 day voyage to Roatan. UDP Infamy: PetroCaribe
In 2012, the Barrow-led Government signed into law to bring into Belize the Venezuelan program that was destined to rid participating Caribbean countries out of poverty. On paper, this was all perfect. But any government that was already in bed with Pukke definitely did not have anything good in mind. PetroCaribe took sanctuary in the UDP cabinet room and the mastermind was busy looking at how to corrupt it, to beat it—like a video game which is difficult at the beginning. The essence of this cunning scheme was to subvert and misuse parts of our laws in order to run roughshod over our hard earned taxpayer money. The UDP eventually went beyond the constitution. Let us go through what I will call the PetroCaribe process. Fuel was sent to Belize from the Bolivarian Republic of Venezuela during a time that was much more stable that today. Barges would get to Belize and the product would be bought and distributed from the Port Depot—PUMA and its owners presently control this. The Belizean consumer contributes by buying this fuel at the price asked for at the gas station, taxes and all. This money is then used to pay the Venezuelan barges. Here is where the sticky part comes in. Belize paid to each fuel barge only an average of FIFTY percent of the bill every time a barge empties at Port. And this payment was in US dollars acquired via exportation—hard earned money largely via Agriculture and others. The remaining 50 percent was KEPT by Belize in a fund that the government would make loans from. And of course, they loaned pretty much all. kids who give him/her money for subsistence. Every year Belize appropriates what will be spent and where it will be spent in the Annual Budget that the general populace hears about. Any money outside of this Annual Budget, a law, MUST be taken to the house for approval. The Barrow government did not do that for some 1.4 Billion dollars of which close to 500 million were gotten via the PetroCaribe Loan which the Prime Minister and the UDP went to parliament and retrospectively approved expenditure. Who does this in their daily lives? Spend all the money recklessly and years later approve the illegality in supplementary measures taken to the house. The PetroCaribe was the biggest. This occurred at the heels of the 2015 General Elections which was heavily influenced by this slush fund. Prior to those elections, money has thrown out from Pibil to Cheers and any and everything except in getting Belizeans out of poverty— the real reason for the PetroCaribe funds. This UDP Infamy of it all is that money is unaccounted for and it is in the millions of dollars. Where is the money? 1.4 Billion dollars are not in the projects that are being touted by the UDP? Where is the money?

The government of Belize at this moment is being run by the public service, the same Public service that is mistreated, given horrible work conditions and being kicked out of their Headquarters after their land was once sold to a company born overnight. The UDP has done nothing to govern Belize. The UDP came in with the intention of fleecing Belize and doing anything that would get their ‘sockfulls’ of kickbacks. The betterment of the livelihood of People was never in the UDP agenda. The UDP agenda on public time included a Savanah wedding designed to upstage Belizean democracy. It also included a Trumplike love of adulation by his pawns dressed as ministers. All this time there was NO plan for Barrow to leave with the best interest in mind. All the UDP is planning on is how to get Barrow out to pasture with the rest of the UDP still in government. The UDPs exit is all but Xed onto ballot papers. The UDP’s reign of terror has not moved Belize nowhere forward even with all the infrastructure. Faber or Saldivar, the choice is clear...Briceño. Belizeans have it easy this time around. In 2008 UDP won in spite of their weak team and leadership. The people were voting out lack of transparency. Now they will vote in Hope. This coming election will be about voting for a plan and a vision that obviously being laid out and to be executed by a Briceño-led Belize. A side-dish will be getting rid of a government in shambles and in a mess whose lame duck session seems to be lasting forever. Job Description and Activities: Efficiently assist and coordinate daily tasks of the Planning Department and Road Maintenance Management System (RMMS) Unit and provide necessary support in order to execute planning operations, including staff programs, budget, heavy equipment and activities. Direct Responsibility in the administration of the following work flows: 1.Create a road network inventory database of all elements that make up the public realm along with a maintenance budget as part of an Annual Operative Plan. 2. Coordinate with the technical staff for the collection of GIS field information. 3. Permanent update of information about the damage evolution on inventoried items. 4.Establish studies, surveys and tests required to obtain data needed. 5. Supply the tools, reports, analysis and other elements to be used by technical assistants for performance of their tasks, reports, analysis, assessments and plans. 6. Review reports and data collected by technical assistants. 7. Prepare monthly reports, financial and budgetary reports for the Unit. 8. Coordinate assigned activities with those of other departments and outside agencies and organizations; resolve sensitive and controversial issues. 9. Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of engineering. 10. Respond to and resolve citizen and staff inquires, concerns and complaints in a timely manner. 11. CAREER OPPORTUNITY The Belize City Council is seeking applications to fill the post of Assistant to the City Planner. QUALIFICATIONS • Bachelor’s Degree in Architecture, Engineering or Urban Planning • One year in land use planning experience with significant Geographic Information System (GIS) experience.
