EDITORIAL GREEDY CHOKE PUPPY…..
It has certainly been a very busy week, especially for Ministah Pablo Marin. Three letters have surfaced to date and we can only imagine how many more are out there. Ministah Marin tried to make light of the subject saying that in reality he had made no definitive commitments and that in effect he was waiting for proposals that never materialized from these investors. That may be true, but there are a few holes in his story. The Belizean public will first remember that the decriminalization of ten grammes of Cannabis came into effect on Thursday 2nd November, 2017. However Ministah seemed to have jumped the gun as early as February 10th, 2016 when he penned and signed a letter to Mr. Zev Ben Yosef assuring him that as the Minister of Health Pablo Marin is supportive of the concept of a “proposed establishment of Cannabis farm for the growing, extracting and developing cannabis seeds for medical applications.” At the time Ministah signed this letter cannabis was illegal in all its forms in Belize. On another note this particular letter is very interesting in that it is written in care of one Robert Peyrefitte who is well connected through his sister to top officials within the Prime Minister’s office. We are left only to “imagine the possibilities…” For some time now we have been of the opinion that the country has been on auto pilot and that the Prime Minister has been very lax in his duties and careless with the whereabouts of a certain machete he used to own, and has been lost for quite some time. Is it true that PM had no idea that this letter was written and these assurances made, and that his office is being used as the base for these illegal activities, or has he allowed it with full consent? Is it only that PM has lost total and complete control of his government and is clueless as to what these scoundrels are up to? The second letter is penned to one Mr. Marco Caruso. This letter is dated almost a month before the decriminalization of cannabis. In this letter Ministah Pablo expresses “support for the development of commercial production of hemp in Stann Creek district in accordance with Belizean Law which at the time allowed no such thing. Also interesting is that Ministah Pablo is on a first name basis with Mr. Caruso who he then claims not to know personally. However he was married, to his now wife Danini, on the premises of The Placencia a development and resort that Mr. Caruso owns on the peninsula. Mr. Caruso of Canyon Acquisitions fame has been involved in several questionable business dealings and has been found guilty and sanctioned by the Ontario Securities Commission for violating securities regulations in Canada in connection with his business in Belize. Recently his name has again surfaced in connection with the Placencia Airport hustle where it is alleged that as much as thirty percent of the 21.9M US raised was put to personal use by Brent Borland. Marco Caruso appeared to have signed pledge documents for two properties that were used multiple times as security for at least ten different investors. The securities Exchange Commission investigators found that the properties in Placencia do not exist. My dear granny never believed in coincidences. There are some interesting questions that remain to be answered. Is it true that the lavish destination wedding for the Ministah was in fact complimentary and free in exchange for considerations and support given toward the business dealings of a less than circumspect businessman? Is it true that Ministah may in fact be a silent partner in these new farms aimed at exporting Cannabis and Hemp “internationally to companies holding relevant permits?” The CARICOM Regional Commission on Marijuana found through their research that “it is clear that in the region, attitudes toward cannabis have changed in recent times.” The commission also believes that the time has come for “dismantling of prohibition in its totality, to be replaced by a strictly regulated framework akin to that for alcohol and tobacco.” This commission presented its findings to the CARICOM Heads of CARICOM in July of this year. The present decriminalization of Marijuana up to ten grammes and other Amendments recently adopted by our country is in keeping with the recommendations outlined at that meeting. Furthermore, multiple financial advantages were outlined for the full legalization and production of Marijuana and Hemp as cash crops. It is therefore quite absurd for this government to have us believe that they never had any intention of going all the way when it came to Mary Jane. We believe that that at the Heads of CARICOM Meeting in July where we were represented by none other than our Foreign Minister it was explained that the tendency was to go toward full legalization with the necessary legislature to accompany regulation, education, and fiscal control and rehabilitation services to decrease demand. Perhaps the Foreign Minister forgot to brief the Cabinet and the PM on the Heads of CARICOM meeting? Ministah Pablo has seen the financial benefits of getting into the action at the start of the game. He is using his privileged position to maneuver himself and his lackeys and friends into an unfair advantage, because he has insider information. The only reason that he is backtracking now is because he made all these commitments and pledges of support without the knowledge of Cabinet members and possibly without inviting them in for a piece of the pie. He has embarrassed the Prime Minister by openly supporting and encouraging business proposals even when doing so was illegal. He has gone against the position of his Party and of his Leader. en Español POR GANDIDO SE ATRAGANTA EL PERRITO Sin duda ha sido una semana muy ocupada, especialmente para el “Ministah“ Pablo Marin. Tres cartas han surgido hasta la fecha y sólo podemos imaginar cuántos más hay por ahí. El “Ministah” Marin trató de esclarecer el tema diciendo que en realidad no había hecho compromisos definitivos y que en efecto estuvo esperando propuestas que nunca se materializaron de estos inversionistas. Eso puede ser cierto, pero hay algunos agujeros en su historia. El público de Belice recordará primero que la despenalización de diez gramos de cannabis entró en vigencia el jueves 2 de noviembre de 2017. Sin embargo, el “Ministah” parecía haberse precipitado ya que desde el 10 de febrero de 2016 él escribió y firmó una carta al Sr. Zev Ben Yosef asegurándole que como el Ministro de salud Pablo Marin apoya el concepto de una “ propuesta para el establecimiento de una granja de cannabis para el cultivo, extracción y desarrollo de semillas de cannabis para aplicaciones médicas”. En el momento en el que el “Ministah” firmó esta carta, el cannabis era ilegal en todas sus formas en Belice. Por otra parte esta carta en particular es muy interesante ya que se escribe a través de un Roberto Peyrefitte quién está bien conectado a través de su hermana a altos funcionarios dentro de la oficina del primer ministro. Sólo nos queda “imaginar las posibilidades...” Desde hace algún tiempo hemos sido de la opinión que el país ha estado en piloto automático y que el primer ministro (PM) ha sido muy negligente en sus deberes y descuidado con el paradero de cierto machete que solía poseer, y se ha perdido desde hace bastante tiempo. ¿Será cierto que el primer ministro no tenía idea de que esta carta fue escrita y que estas garantías se hicieron, y que su oficina fue utilizada como base para estas actividades ilegales? ¿O lo ha permitido con pleno consentimiento? ¿O será que el PM ha perdido el control total y completo de su gobierno y no tiene ni idea de lo que estos bribones están haciendo? La segunda carta es escrita a un señor marco Caruso. Esta carta está fechada casi un mes antes de la despenalización del cannabis. En esta carta el “Ministah” Pablo expresa “apoyo al desarrollo de la producción comercial de cáñamo en Stann Creek District de acuerdo con la ley de Belice que en ese momento no permitía tal cosa. También interesante es que “Ministah” Pablo se tutea con el Sr. Caruso que él luego dice no conocer personalmente. Sin embargo él se casó, con su ahora esposa Danini, en los locales del “The Placencia” un centro turístico que el Sr. Caruso posee en la península. El Sr. Caruso de notoriedad por su “Canyon Adquisitions” ha estado involucrado en varias actividades comerciales dudosas y ha sido declarado culpable y sancionado por la Comisión de Valores de Ontario por violar el reglamento de valores en Canadá en relación con sus negocios en Belice. Recientemente su nombre ha surgido de nuevo en relación con el chanchullo del aeropuerto de Placencia, donde se alega que tanto como el treinta por ciento de los 21.9 M de fondos recaudados fue puesto a uso personal por Brent Borland. Marco Caruso parece haber firmado documentos de compromiso para dos propiedades que se utilizaron varias veces como seguridad para al menos diez inversores diferentes. Los investigadores de la Comisión de Bolsa de Valores encontraron que las propiedades en Placencia no existen. Mi querida abuelita nunca creyó en coincidencias. Hay algunas preguntas interesantes que quedan por responder. ¿Es cierto que la lujosa boda de destino para el “Ministah” era, de hecho, complementaria y gratuita a cambio de consideraciones y apoyo dado a las relaciones comerciales de un empresario totalmente imprudente? ¿Es cierto que “Ministah” puede ser en realidad un socio silencioso en estas nuevas granjas destinadas a exportar cannabis y cáñamo “internacionalmente a las empresas que tienen los permisos pertinentes?” La Comisión regional de la CARICOM sobre la marihuana encontró a través de su investigación que “es evidente que en la región, las actitudes hacia el cannabis han cambiado en los últimos tiempos”. La Comisión también cree que ha llegado el momento de “desmantelar la prohibición en su totalidad, para sustituirla por un marco estrictamente reglamentado similar al del alcohol y el tabaco”. Esta Comisión presentó sus conclusiones a los jefes de acuerdo de la CARICOM en julio de este año. La actual despenalización de la marihuana hasta los diez gramos y otras enmiendas adoptadas recientemente por nuestro país están en armonía con las recomendaciones esbozadas en esa reunión. Además, se esbozaron múltiples ventajas financieras para la total legalización y producción de marihuana y cáñamo como cultivos comerciales. Por lo tanto, es bastante absurdo que este gobierno nos haya hecho creer que nunca tuvieron la intención de ir hasta el final cuando se trataba de la María Juana. Creemos que en la reunión de los jefes de CARICOM en julio, donde estuvimos representados por nada menos que nuestro Ministro de Asuntos Exteriores, se explicó que la tendencia era ir hacia la legalización completa con la legislatura necesaria para acompañar la reglamentación, la educación y control fiscal y servicios de rehabilitación para disminuir la demanda. ¿Acaso el Ministro de Relaciones Exteriores se olvidó de informar al gabinete de Ministros y al PM sobre la reunión de los jefes de estado del CARICOM? El “Ministah” Pablo ha visto los beneficios financieros de entrar en acción al comienzo del juego. Él está usando su posición privilegiada para maniobrar para sí mismo y sus lacayos y amigos con una ventaja injusta, porque él tiene información privilegiada. La única razón por la que se hace para atrás ahora es porque hizo todos estos compromisos y promesas de apoyo sin el conocimiento de los miembros del gabinete y posiblemente sin invitarlos a un trozo del pastel. Ha avergonzado al primer ministro apoyando y alentando abiertamente propuestas de negocios, incluso cuando el hacerlo era ilegal. Ha ido en contra de la posición de su partido y de su líder. P.M’s Marijuana Misstep Belize City: Thursday 01st November 2018 During his press conference, Dean Barrow, in an effort to make himself relevant to the nation and his corrupt, embattled UDP Party went to great lengths to respond to a proposal by opposition Leader John Briceño on the issue of the legalization of marijuana, saying that his government “pours scorn on the notion. In his opening statement, Barrow said, “So we will be doing all sorts of things to advance the economy in Corozal, and all of Belize. However, the one thing we will not do, is legalize marijuana.” He said this in response to the PUP’s leader’s weekly address on marijuana where John Briceño said: “Regrettably, once again our incompetent government has missed another opportunity to become a part of the economic boom that can come from the production of legal marijuana and its related products.” The Prime Minister in trying to recover from the fact that the UDP had no plan or idea to help the struggling Belizean economy said that to look into the legalization of marijuana was “patently bizarre.” His comments surprised even those in his own party, who
are aware of several of the PM’s family members that have for years been researching legal marijuana for export. Which would lead Belizeans to question whether the PM’s response to a proposal by the opposition is because he was caught off guard. Perhaps the Prime Minister’s illness may have prevented him from reading the millions of articles and discussions on the growing marijuana industry. For sure, the marijuana debate is not “bizarre” in Jamaica, where just last week Audley Shaw, Jamaica’s Minister of Industry, announced that Jamaica made its first shipment of marijuana oil to Canada. In an article published in Caribbean News Now, the minister was paraphrased as saying that “the government of Jamaica is rapidly moving to take its place in the fast-growing medical marijuana industry globally.” Just last week while visiting Canada, Mexico’s Foreign Minster Marcelo Ebrard said, “Mexico is absolutely considering adopting cannabis legalization in lieu of the failing war on drugs.” However, Mr. Barrow thinks it is bizarre to
speak of the economic impact of legal marijuana exportation. Once again, the PM will have to respond to the revelation that his own appointed Health Minister Pablo Marin on 10th February 2016 issued a letter to Zev Ben Yosef of #9 North End Estate, Belize City where it stated that the Ministry of Health is supportive of “the establishment of cannabis farm for growing, extracting and developing cannabis seeds.” Pablo Marin even emphasized the advantages of such a farm being located so close to US Markets. The Prime Minister may want to keep such a letter from the US authorities whom he said would cause us to have to say, “good-bye correspondent banking, good-bye financial system, good-bye trade, good-bye lifeblood. “ It is rather tragic that this lame-duck Prime Minister had to come out because Patrick Faber and John Saldivar are stealing his UDP thunder, for indeed his press conference on Monday was in no way prime ministerial but only served to remind Belizeans of Mr. Elrington’s now-famous comment about Dean Barrow, that he is “all glitter, no substance!” Who is lying?
QUESTIONS TO THE MINISTERS 1. Will Health Minister Pablo Marin please confirm if his second wedding to the daughter of Minister Erwin Contreras was held down south at The Placencia Resort? And will the minister also say if the owner of the Placencia is the same Marco Caruso to whom he issued a letter of support for the production of hemp in the Stan Creek District? 2. Will the Prime Minister please say if his National Security briefed him before his press event on Monday since it was clear that the PM was unaware that the BDF was running a Sarstoon River Tour for fifty bucks a head? 3. Will the Prime Minister please inform Belizeans if he ever held discussions with his son or any of his nephews in relation to the legalization or production of marijuana and if so will the PM say truthfully if he told his son or nephew if he would ever agree to them investing in marijuana? 4. Will the NEMO Minister, who is a self-confessed Rasta man say if he is no support of the legalization of marijuana? 5. Will the Prime Minister please say if he and his government pours scorn on the members of the Caricom Commission on the legalization of marijuana who presented their report to him at the 39th CARICOM Heads of Government in Jamaica where the Commission recommend to CARICOM Heads that marijuana be legalized in the Caribbean and whose report revealed that worldwide over 123 million people frequently use marijuana?

MARIN AHEAD OF BARROW Belize City. Thursday 01st November 2018 Prime Minister Dean Barrow, attempted to trivialize the marijuana legalization campaign by Leader of the Opposition, Hon. John Briceño. In his weekly message two weeks ago, Hon. Briceno expressed support for the legalization, taxation and exportation of marijuana for medical and tourism purposes. In response, the arrogant Barrow said, “To propose legalizing marijuana in Belize, especially for an export market, is patently bizarre in the circumstances.” However, Barrow did not know that even before he decriminalized ten grams of marijuana last November, his Minister of Health, Pablo Marin, had been meeting with potential marijuana growers and exporters. A leaked letter to Belize Times signed by Marin and dated February 10th, 2016 confirmed that on February 5, 2016 Marin met with Dr. Peter Allen, Mr. Zev Ben Yosef, Mr. Robert Peyrefitte and Mr. Moises Zaldivar about the proposed establishment of a marijuana farm. At this farm marijuana would be grown, extracted and developed for medical uses the letter revealed. “The principle objective would be to develop and export [marijuana] products,” said the letter. The letter continued, “The Ministry of Health is
supportive of such a concept in principle.” In a subsequent letter dated October 14, 2017, again even before the November 2017 decriminalization of ten grams of marijuana, Marin similarly expressed support for the development of marijuana in the Stann Creek District. This time the letter was addressed to Marco Caruso, of Placencia. In the letter of support Marin insists that the byproducts could only be exported internationally and that the “entire proposed land must be secured and properly fenced.” We remind you that this is the same Caruso who was accused of ripping off 307 Canadian nationals of $17.1 million in 2013. Caruso is so chummy with the Minister of Health that the Minister recently got married at his resort in Placencia. When asked about the letters he signed, Marin held a very different view from his Prime Minister. He told 7News, “We in the Ministry of Health know that medicinal marijuana is out there, it’s very essential.” According to Marin, he did not see any harm in issuing those letters of support but when asked if he had shared the discussions of those meetings with his Cabinet colleagues, strangely he said he had not. It seem that P.M. Barrow contracted the Do-do Bird Syndrome

Message from Hon. John Briceño, Leader of the Opposition
Listening to the People Hi Everybody. Last week I started my listening tour in southern Belize where I met with the leaders of our party from the four constituencies in the South. I thank the members of the PUP Southern Caucus for their kind hospitality. During our visit Deputy Party Leader Cordel Hyde and I along with our Deputy Leader for the South Rodwell Ferguson attended a number of meetings where we heard from our local leaders. In addition I visited the park and market in Punta Gorda Town where I spoke to a number of persons about the 10th April 2019 referendum. One of the most important things I have learnt so far is, that at this point, not enough Belizeans have heard about the pros and risks of submitting Guatemala’s claim to the International Court of Justice (ICJ). As a result of this, there is great suspicion on the part of Belizeans that somehow enough has not been done to inform Belizeans about how we got to this point and why we should take the risk of voting yes to submitting the claim to the ICJ. For sure the PUP Executive committees in the South have come out clearly to say that they do not believe this is the time for us to go to the ICJ. Most of our leaders told me that they feel we should vote NO. While many in the South are saying no, at this time, I believe that many more are asking for more information before making up their minds whether or not to vote YES or NO. Yes my listening tour has just started and while I have listened to numerous persons over the past two days, I may very well return to the south to meet with the BYM, the youth arm of our Party, the United Women’s Group, our Marshalls and more of our supporters. In the next few weeks I hope to sit down with Deputy Leader of the South Rodwell Ferguson to arrange for these meeting with the Party Organs in the South. In the mean time, the listening tour will continue next week as I head west to begin the discussion with our standard bearers, members of their executives and community leaders in the Cayo district. April 10th 2019 is about six months away; I worry that time is fast running out on all of us to learn enough facts to make an informed decision. We in the PUP will do our part to hear from our supporters and as I said to our people in the South, I am privileged to lead our great Party. We are the Party that brought Independence to Belize. We are the Party that built Belize and as your leader I will always uphold our democratic principles. We will not allow this issue to divide us. When the time comes we will speak with one voice for together we will build a Belize that works for everyone. Thanks, God bless and have a safe week.

MINISTRY OF HEALTH & DIALYSIS CRISIS IN BELIZE Belize City, November 4th 2018 I write this article after years of following up on the issues with Dialysis in this country from my understanding since 2005 to date. I am not a patient but I know the disease and know a lot of Belizeans that suffer from this disease. My input today on this topic will not to just criticize but to inform and give constructive criticism and recommendations that this inept government and the real direction it needs to take if they are serious about this issue and not just beating their chest and self interest in some cases. To ensure the readers of this article understands where I am coming from, I must start with explaining what Dialysis is and I will quote: Dialysis is a treatment that filters and purifies the blood using a machine. This helps keep your fluids and electrolytes in balance when the kidneys can’t do their job. Dialysis has been used since the 1940s to treat people with kidney problems. Once we understand what this disease is, then can we understand that the actions of today’s government does not call for a “Hooray” and there is no real love and care for the people of Belize that currently suffers from this disease. First of all neither the Kidney Association nor the Ministry of Health has any clue of how many Belizeans are really suffering from this disease. Then there are five providers in this country, 4 private and 1 government that is Miguel Rosado Dialysis Center, Loma Luz Hospital, Dialysis De Caribe (related to Dialysis de Belice & Dialysis de Honduras that has the same major foreign owner) and last but not least the KHMH that seems to can’t get their act together since 2008 having 3 CEO’s over the last 10 years and can’t get a strong and healthy Dialysis Program in the Hospital. First of all let’s look at what the Electrician Health Minister did over 10 years since 2008 until today in 2018 in regards to Dialysis and how long it took to do anything for this service in Belize: 1) They wasted over $2 million every year since 2008 or $20 million for 10 years on 30 patients leaving hundreds of Belizean patients to die every year that could not acquire the service. You did not do a service for Belize, Minister of Health, those additional patients 40 plus patients that now acquire 2 sessions did not receive the service for years because of your negligence for 10 years. 2) The Ministry of Health has currently given 53 patients between three clinics (Miguel Rosado, KHMH and Loma Luz) these clinics already existed from 2008, why did the Minister of Health not increase the patients from 30 to 53 from 2008 at those locations and at that price? Why until now? Why until when there is a new personal foreign player in town that the Minister visited privately in Hon-
duras now he chose to outsource and increase the patients acquiring this service? 3) Why cut one session from 30 patients and use the excuse to accommodate 40 more patients, which is understandable, but at the same time out source majority to this one new clinic Dialysis de Caribe? Why not expand KHMH from 6 machines to 15 machines? Or open another clinic in Belize just for Dialysis operated and controlled by the Government? 4) The only none existent clinic was Dialysis de Caribe (Dialysis de Belice) as these companies were formed in 2016 and 2017 that now acquired 35 patients over night from the Minister of Health more than any of the other long existed 3 clinics in Belize since 2005. Don’t let them use the excuse that the 3 clinics cannot do more patients, these clinics can do more than what has been assigned to them. 5) The Ministry was involved in a program with an international organization that walked away after the organization (WORTH) felt that the two providers were not achieving the goals of dialysis in Belize and the MOU had come to an end, yet the Minister of Health did nothing. 6) The Minister of Health never one day for 10 years ever think of trying to expand the Dialysis Program in KHMH or any other Government Hospital across the country from the north to the south where these patients are coming from. This will not only generate revenues for KHMH and the government hospitals, but would eliminate the fact of outsourcing this service to the private sector and making the service affordable and accessible across the country eliminating travelling cost. 7) Instead the Health Minister had the brilliant idea of traveling to Honduras to meet a private company and bring this company to Belize. Are the Belizeans doctors and nurses not qualified enough that you had to bring a Foreign company to Belize, who has had issues with the Government of Honduras in the past on cutting service due to none payment from the Gov-
ernment of Honduras. Are we going to depend on Pablo Marin to do the due diligence on this foreign company and place our people in their hands knowing the rocky history of this company in Honduras with its Government? 8) The Minister then had the brilliant idea of reducing the amount of sessions for these 30 on going patients from three sessions to two sessions a week. Does he understand the medical impact that has on these patients? But again the patients are in desperate need of this service so they don’t say anything. The Minister saying sorry publicly on television to those 30 patients don’t cure them or help extend their life but indirectly telling them their life span will now be shorten. 9) All it would take from this Electrician Health Minister was to take 1 million more a year to ensure all 88 patients would acquire 3 sessions a year. All they need to do is cut all those Petrotacos ventures that was done by the Deputy Prime Minister. Money from the Petro Caribe could have been invested in this area and not a cent was spent on Dialysis in Belize. Less than $2,700 a day is only what need to be found to ensure all 88 patients acquire 3 sessions a week to complete their treatment. 10) Now let’s analyse the numbers or this annual $2 million the government have outsourced to these four institutions and you the reader be the judge: 16 patients Miguel Rosado Dialysis Clinic, 35 patients (Caribe) Dialysis de Caribe, 22 patients Loma Luz and 15 patients KHMH. But there is a clinic called Dialysis De Belice nowhere to have been mentioned so it begs the question why? Most important of the four clinics our National Referral Hospital is responsible for the entire nation even though it is catering to the least amount of patients. The question is why? The people of Belize still have been shafted 2 million for 88 patients for only 2 sessions a week is creating more of a crisis than a solution because the patients are not getting

2018 healthy with two sessions. These patients will not be able to find the third payments, many of these patients don’t have money to pay their bus fee, buy food after their sessions, many are older citizens that are unemployed. Imagine your grandmother or grandfather in their old age now needing to find $290 a week to pay for his third session to stay alive and healthy to see his/her grandchildren for the balance of their lives. Look at the age demographics and you will see that a lot of these patients are above the age of 50. The solution Mr. Electrician Health Minister if you are willing to take advice, is as follows: 1) Immediately allocate an additional $1 million for the program that will give the patients 3 sessions a week and Belizeans suffering from the disease will live longer. Take the savings that you say are being acquired from the Pharmaceutical Annual Tender and place those savings to this program immediately. 2) Ensure that the Ministry put higher standards on all these clinics in Belize, and try to have them move away from refurbished machines that are basically out of commission in the United States as our people deserve the best quality health care. 3) Invest and ensure the KHMH expands from 6 to 15 brand new machines to be able to do more patients and have them reduce their Dialysis Operating cost per session from the $140.00 per session cost by acquiring their supplies at a cheaper cost. 4) Request that Loma Luz expands their capacity as well from 7 machines to 15 brand new machines to be able to accommodate more patients as well. I would assume their cost is similar to KHMH as they acquire their supplies from the KHMH. 5) The above # 2 & # 3 will not take a lot of capital investment but will allow the government to save thousands on an annual basis, offer more dialysis to Belizeans, no more policing of private dialysis centers. You will not need to outsource to any private institutions and the Ministry can then manage and control the program by the Ministry of Health. 6) The government should find a way to include Social Security in this Dialysis program as it is important that they contribute to this health issue where Belizeans who contributed to SSB have been victims to this disease and should be entitled to SSB contributing to this service for patients. In other countries Social Security plays a major role in their Dialysis Programs. Belizeans, wake up this service, this increase in patients were long overdue and could have been done a long time ago as three of the four clinics existed from 2008 but nothing was done. It can be assumed and alleged that the Minister of Health only hurry expanded this service and reduced the sessions to include this new foreign company over night. This was long over due to the Belizeans who needed this service and the Minister was not doing his home work and submitted his home work 10 years after therefore his grade in regards to Dialysis since being Health Minister is a F.

VOTER SUPPRESSION The term voter suppression refers to a strategy or system by which a significant number of potential voters are intimidated or disenfranchised. Through suppressing the turnout of voters those in power can discourage or prevent specific groups of people from voting. When we read about this terrible tactic we learn that there are various ways in which voters can be discouraged, intimidated, or discriminated against. Polling stations can be changed with little or no notice, polling areas can be set which are too distant for voters who lack transportation, there can be unfair requirements to update a person’s address, or similarly there can be requirements for specific voter identification cards which some groups find difficult to obtain. In the United States, where in many parts of the South in particular there is racial discrimination, old laws disenfranchised black people through taxes, literacy tests, and grandfather clauses (which exempted white people from taxes and literacy tests). In 1965 the Voting Rights Act was passed, which made such voter suppression tactics illegal, but other methods have been used to disenfranchise mostly minority populations. Rules and restrictions have been placed which disproportionately affect African Americans. In Texas, for example, a voter ID law requiring a driver’s license, passport, military identification, or gun permit was later found by the courts to be intentionally discriminatory. And a very similar ID law in North Dakota, which disenfranchised large numbers of Native Americans, was also overturned. Yet many critics in the United States have continued to complain of voter suppression. Unfair rules in Wisconsin and Michigan which discriminated against black voters, most likely cost Hillary Clinton the presidency, and look who they ended up with. Further, Donald Trump has established a “presidential advisory commission on election integrity,” purportedly for the purpose of preventing voter fraud. But those who know better have called it out for what it really is – another tactic for voter suppression. Of course those in power want to hold unto it at all costs. They will do whatever it takes, legal or illegal, to maintain power and control, and they will keep making it difficult for those in opposition, or those who would wrest power from them. to succeed.
I think there are clear attempts at voter suppression happening right here at home. The present administration, which most unfortunately controls the whole elections and boundaries process, realizes that if they can employ tactics to frustrate potential electors who would vote against them, they can retain power. Let’s look at what has just happened last week. Thousands of applicants for voter registration have been placed on “pending” lists. Elections officials have said that they have been unable to verify the citizenship status of all these persons because there have been over 130,000 applicants up to the end of September and that the staff at the Vital Statistics office are currently overwhelmed. Five hundred persons’ applications are “pending” for Belize Rural Central. Almost nine hundred applicants have been put on the “pending” list for Cayo North, and about six hundred persons are on the “pending” list for Dangriga. What do these three constituencies have in common?? The answer is that they have UDP area representatives, and those in power feel that the PUP are coming on strong in these areas, so they have to try to frustrate applicants. This is a clear voter suppression tactic. The administration knew that the re registration exercise would begin in July this year. Why did they not ensure that the Vital Statistics office had sufficient staff to deal with the verification process? This is also an issue of lack of good governance. It makes no sense that applicants have to be returning to registration offices with passports and birth papers when Elections and Boundaries officials held out to all Belizeans that they would verify the status of applicants during the re registration process. Clearly this administration are fearful of losing the power they cherish so much, and so they are attempting to frustrate large groups of people and thus diminish the voters roll in as many divisions as they possibly can. There is no doubt that there is political control at the Vital Statistics Office and at the Elections and Boundaries Department. ILLEGAL INCURSIONS INTO PROTECTED RESERVES ARE SENSIBLY AFFECTING BELIZE BIODIVERSITY By Dr. Pedro Villegas

Background Belize has the greatest percentage of forest in the Region (62.7%), being 36% of it under government legal protection. The Chiquibul Forest is located within the Cayo District. It covers an area of 437,376 acres and is comprised of three main protected areas being: the Chiquibul Forest Reserve, Caracol Archeological Reserve and Chiquibul National Park, that is the largest Protected Area, encompassing over 16% of all protected areas in Belize. There are 17 different ecosystems identified within the area, all being variants of Tropical Broadleaf Forests. Within the Chiquibul Forest there are no Belizean human settlements, whereas an estimate of 70 Guatemalan Communities are found through the 54 km stretch along the Belize-Guatemala border. These groups are highly dependent on the natural resources found in this forest. These communities are the major agents causing threats to the native biodiversity and altering ecosystem functions having a myriad of direct and indirect impacts to the area’s ecological integrity. II. Discussion The Chiquibul Forest is the largest single block of protected forest in Belize and is part of the Chiquibul-Maya Mountains Key Biodiversity Area. Like many protected areas within Belize and with no exception into the Central America and the Caribbean Region it is faced with increasing anthropogenic threats. Along the Western Border, the major threat to the ecological integrity of the Chiquibul Forest Reserve is illegal deforestation as a cause of converting forested lands into milpa farms, through the process of slash and burn for agriculture and livestock pastures. This phenomenon not only has local impacts but also at a regional and international scale where it has been associated with Climate Change at the global scale. It is estimated that tropical deforestation is responsible for between 25-30% of the climate warming in the world, since forests are re-

I think like many Belizeans, I was shocked by an interview given by a very senior Minister, Anthony ‘Boots’ Martinez last week. In that interview, Martinez proclaimed himself the King of Port Loyola, and stated that he will be King until he decides to leave Port. I was amazed by that, this Minister saying that he is the King of Port Loyola. I wanted to laugh, but the thing is that this is no laughing matter. It isn’t even close to funny. A few things struck me right away. I thought, immediately, that the Rt. Honourable George Price, the man we call the Father of the Nation, must be rolling in his grave. How did we get to this point where the persons who are supposed to be the servants of the people, doing the will of the people, become Kings ruling over people? Mr. Price lived a life of service. He spent every day of his political life trying to uplift his people and uplift the nation. He was a humble man, a spiritual man. He came into politics with nothing and left with nothing. For him it wasn’t about fancy mansions and wealth. It was about service. I think about the life of a man like the Father of the Nation, and then I look at Minister Boots Martinez, and I am ashamed. I can’t say it any different. I am ashamed. And then I realized that as shameful as it was for Boots Martinez to say it, that is how the Ministers of today feel. And that is how they behave. That is what politics has become. Our Ministers these days get into politics as paupers and come out as multi-millionaires, with multiple homes, land all over the country, foreign bank accounts and assets that the normal Belizean can’t even comprehend. And this concept of service has been completely lost. The day before a Minister is elected, he will be your best friend. The day after he is elected, he doesn’t know who you are. We see that every day. They become Kings. That is how they feel. They are Kings and the people are their servants. I am ashamed. Honestly. That is why, to get a job in the
Police Department now Belizeans have to go beg a Minister for a recommendation. Because they are the Kings. To get educational assistance, you need to go beg a Minister for a recommendation. To get a piece of land, you need to go beg a Minister for a recommendation. To get a job in the Public Service, you need to beg a Minister for a recommendation. It wasn’t like that a few years ago, but that is what it is now. These few people whom we elected have become our Kings. They are our rulers. And we must obey, apparently. I am ashamed. I listened to Boots Martinez and I thought about Port Loyola, specifically. Port Loyola is one of the most impoverished constituencies on the Southside. Many of the people are living in REAL poverty. Many of them walk on London Bridges to reach home. The places they call home are often shacks. The living conditions of the people are terrible. The condition of the streets is terrible. But Boots Martinez is King. He doesn’t live in Port Loyola, by the way. But he is boasting that he is the King of Port Loyola. He is a shame and disgrace. I would say that he should be ashamed of himself, but I am not sure he knows that concept. As a Belizean, I am ashamed. As a politician, I am ashamed. As a country we have sunk very low when these people think they are our Kings and we accept that. That is not what politics should be all about, and that is certainly not the politics I grew up in. As the man who plans to represent the people of Orange Walk East whenever elections are called, that is not how I will operate. I urge my people – demand more of the people you elect. You are the ones who elect them. You hold the power. Do not allow them to become Kings. Belize has no room for that.

Successful Annual Clean up Campaign in Port By Gilroy Usher, Sr. On Monday October 29th, 2018 Gilroy Usher, Sr. and the PUP Port Loyola Committee held their annual clean up campaign in the division. More than two dozens residents of the area including councilor Aisha Gentle participated in the initiative. With the assistance of two cutters and heavy equipment from the Belize City Council the group cut, raked, and bagged the overgrown grass, cleared the drains, and removed derelict objects such as refrigerators from the entire length of the street.

Dean Barrow:
An Irrelevant Prime Minister With all the internal problems within his UDP government and Party, Dean Barrow appeared on Monday in an effort to settle things down. Jealous with John Saldivar and Patrick Faber, two UDP leadership hopefuls, he used every opportunity for media attention, the irrelevant UDP Prime Minister appeared before the nation in his first press conference since May to tell Belizeans absolutely nothing. Monday’s face time with the media was a feeble attempt to show the nation that he was somehow still in command and in control. After informing the nation that his surgery was successful, even while unable to stand at the podium for the duration of his opening statement, as is his usual practice, the PM went on to say, “Belize’s economic recovery is strengthening.” He used economic figures that will evaporate in the coming weeks as the economic figures always do in the last half of the financial year. His three and a half months of “import cover,” will evaporate with the importation of goods for the Holliday Season. In March, Dean Barrow boasted about a modest 2 percent expected growth rate for this financial year, a figure that was supported by the IMF report which he praised so much while neglecting to mention that in that very report, the IMF cautioned that the national debt is too high at almost 100 percent of GDP. Currently, the National debt is above $3.6 billion, $1 billion more than what he inherited when he got into office in 2008. The Prime Minister did not report to the nation that the current trade deficit stood at $133 million, compared to when he took office in 2008 when the trade deficit was $15 million, meaning that the PM has increased Belize’s trade deficit by more than $100 million during his time in office. Barrow later went on to reproduce statements from his budget presentation from March, speaking about the same Goldson highway project he introduced in his 2015 budget speech when he said, “Turning to new projects, several will begin this year. Numbered among them are the … rehabilitation of the Phillip Goldson Highway from Belize City to Sandhill.” He also repeated old announcements about the paving of the Caracol Road and the Coastal Highway Project, both projects he has mentioned before. A look back at budget speeches of the past will show that these projects were listed in consecutive budget presentations starting from 2015, all yet to be realized or completed. So why did Mr. Barrow hold a press conference? Sources inside
the UDP say it is because he wanted the nation to feel that he is still the man in charge, and that he is still relevant. Some of his CEO’s in the room were surprised when the Prime Minister in response to a question from the press said he was unaware of the decision by his National Security Minister to have the BDF soldiers escort Belizeans to the Sarstoon River for $50.00 per trip. Others found it puzzling that the PM would use this time to sing praises on Lands Minister Hugo Patt, when government is still unable to provide the public report on the brazen hustling that was taking place at the Ministry of Lands by previous UDP ministers and still unable to collect back the $400,000 from the son of the disgraced UDP Area Representative from Orange Walk North, Gaspar Vega, and the other $400,000 from Sedi Elrington’s niece Sharon Pitts. When he was asked by the press about reports on a number of issues the Prime Minister passed the buck inviting the press to check with the relevant ministers. Last month, parts of the south side of Belize City were under a state of emergency. Currently, Belize is under Jasmine Alert, meaning one or more of our children are missing. Sacred Heart Primary School in Dangriga had to send home 500 children due to unsanitary bathroom conditions. There are allegations of wrongful deaths involving two Belizeans at the Southern Regional Hospital, all issues of national importance that were not addressed by the Prime Minister during his media performance, but he took time to respond to the Leader of the Opposition’s idea about looking into legalized marijuana for exportation. Even his response on marijuana is now causing him new headaches since it is now being discovered that his Health Minister may have already gone ahead and cut deals with some allegedly shady characters. Belizeans have long concluded that Dean Barrow has become irrelevant and in the UDP Cabinet, it is every man for himself.

WHAT ABOUT THE MEN? By Angeles Itzab Many people believe that feminism translates to hating men, this is not so. Feminism is about equality. It’s about enabling women to be on the same playing field as men, but not only should feminism help women it should also actively play a role in helping men. Here’s the thing, men get sexually assaulted, men get abused; men have toxic gender stereotypes that they are expected to live up to. This is a problem, and as a society and community, we need to be willing to have discussions about this, and talk about what can/should be done to change these things. For example, did you know that the male suicide rate is four times as high as the female? Men suffer from anxiety, depression and other mental health issues just like women, but are never offered the help they need or are dismissed when they try to reach out for help. Why do we need to speak out so loudly about men’s issues? Because many feminists talk about how men’s issues are feminist issues too, but very few of them actually advocate for men. There may be some who do, but they could probably be counted on one hand. Even other men
don’t tend to speak about this stuff. It’s like so many of them are scared to “speak over” women. Feminism is as much for women as it is for men. Women rally behind women who ultimately kill their husbands after years of domestic abuse, really for the rights over their bodies and for equal pay. All of which are important, relevant and understood. However, men in society have to live up with a skewed mentality of what is expected of being a male also. Feminism is about retracting the ideology that all women belong in the kitchen. This does not mean that as women you aren’t allowed to love being in there. And similar to men’s issues we need to retract the ideology that men aren’t supposed to be sensitive, that they aren’t meant to stay at home and take care of the children that they aren’t allowed to talk about their feelings. Men and women if we are advocating that they are equal we must provide the same opportunities and support mechanisms to both of them We understand there is more work to do in order to combat other things like misogyny, but if we’re going to improve society for everyone, we can’t leave this subject out entirely. So if this is a subject to which we can bring more attention, we’re going to do it.

Tartuffe, Hypocrite, Dean! By Hilly Bennett The Prime Minister Rt. Hon. Dean Oliver Barrow held his first press conference since his medical hiatus in Cuba. The sordid details at his presentation was packed with the political pixie dust of hypocrisy and deceit. It resembled the 1664 play by the playwright Moliere entitled Tartuffe. Tartuffe is an old French which means imposter or hypocrite. Tartuffe the character is akin to the politician in Red October who said: I am a liar and a cheat, and when I’m not kissing babies, I’m stealing their lollipops… Dean Barrow became the Tartuffe character at the press conference invoking hypocrisy as the form of unctuous fraud to deceive the Belizean populace once again on October 29, 2018. Prior to unleashing his unusual tirade on the opposition party, the PUP, the PM painted an illusionary picture of a “Bull-Run” economy unfolding the web of deceit. Independent financial experts have been sounding the alarms that the Belizean economy is heading into the eye of an economic storm. The ex-governor of the Central Bank Sydney Campbell recently characterized the economy as a “misery economy”. The reason proffered was that the trade continues to lag, the population is growing and economic growth remains non-existent. However Dean Barrow has been known for setting up fake fronts regarding the economy amongst other things. AT the approach to the 1998 election Barrow pronounced the economy to be in good stead. Post ’98 election revelation was that the information was absolute bull crap. The Hon. Said Musa and then leader of the opposition called it a “Potemkin economy one of fartital proportion. The next stanza in the political comedy was the launching of a $10 million dollar micro-credit program. Undoubtedly, this project mimics the economic initiative being launched by the PUP City Council which encompasses the generation of revenue, economic development and job revenue. Monies would be provided and administered to the micro-financing of loans for small business and start-ups. Evidently, Dean Barrow is riding on the coattails of the economic vision of the PUP. This could very well be the “Breath of Fresh Air” that the PM hailed at the meeting with Mayor Bernard Wagner. The crescendo moment of the press conference came with unjust attack on Honorable John Briceno weekly message to the Belizean populace “Let’s Get Growing.” John Briceno proffered the idea

THE BELIZE TIMES whereby proper mechanism would be put in place to develop and manage marijuana production legally. Hon. Briceno highlighted that this $144 billion dollar industry could lend meaningful economic and social opportunities which the Land of the Free should position itself to reap.” Importantly, there will be research and discussion toward a development plan prior to engaging in the marijuana industry. Curiously, the government “pours scorn on the notion”. A notion not novel as is evidenced by surmountable proof that Dean Barrow is fully engaged with private investors in the marijuana trade which is still illegal in Belize. In a letter signed by Pablo Marin, Minister of Health to Zev Ben Yosef the details in considering the establishment of a cannabis farm. The principal objective is to develop and export marijuana products. “This latest googly” this wicked curve ball by the leader of the opposition has hit the UDP political wicket squarely in the center of the midsection taking the oomph out of the UDP 2020 election propaganda. Clearly, this is what the Prime Minister meant when he made the utterance that the leader of the PUP is trying for political advantage. In an article in Forbes written by Kris Kane it is clear that President Donald Trump could reap the political spoils of legalize marijuana ahead of the 2020 US elections. The writer further suggests that whether premeditated or not Trump is putting himself in a position to make history by becoming the US first president who reversed a nearly century long policy of marijuana prohibition. In so doing Trump could reap the spoils of taking on the mantle of “the legalization president.” Trump is also in support of the States Act eliminating fear of Federal prosecution, as well as banking and tax issues currently plaguing the industry. Therefore, Dean Barrow notion that the idea rendered by John Briceno is unwise and will result in “goodbye correspondent banking, goodbye financial system, goodbye trade, goodbye lifeblood” is nothing but a farce. “Hypocrisy is the compliment vice pays to virtue” (Oscar Wilde). Although the press conference was to allay the fears of the Belizean Populace from going into panic mode it is clear that all is not well. Obviously, the PM statement “ that there are implements in our toolkit sufficient to counter the danger” should be seriously considered by the citizens of this jewel. There is hope! The hope for each and every Belizean is that the train of a 20/20 vision is on track. The box cars are filled with the initiatives necessary for the growth and the development of the jewel and it’s citizens. Again it happened at his political comedy he referred to as a press conference this past Monday held at the Radisson Hotel whereby he bullied and insulted two female journalists. Some years ago during a press conference he referred to one of the same female journalist as Bete Noire. The feeling is mutual because what the PM does not realize is that he is a person who is strongly disliked by many people today and even people from within his own party. His bully style management of this country has left the people living in fear. Just like Donald Trump he and the men in his party appears to be insecure and have no respect for the female population. After all it was a UDP Minister who called a female Speaker of the House of Representative a “Bitch.” Could it be that he fears these women with strong personalities that makes him be disrespectful toward them? It appears that even his wife who is the representative for women and children is mum on his arrogant, rude behavior toward females. Thankfully there is a new leader in the horizon. A man who loves and cherishes all the females in his family and of the nation. He does not lead by dictatorship but instead leads by example. CARICOM commission recommends legalisation of Marijuana July 17, 2018 The CARICOM Regional Commission on Marijuana has recommended that marijuana be legalised and regulated, much like alcohol. “The analysis of the comprehensive information gathered indicates that the current legal regime for cannabis/marijuana, characterised as it is by prohibition and draconian criminal penalties, is ineffective, incongruous, obsolete and deeply unjust,” says the report, which was produced after four years of research across the region. “After considering the most up to date evidence and the views of Caribbean peoples, the Commission is unanimous in its view that the status quo with respect to the legal regime governing cannabis/ marijuana cannot be maintained and legal reform should be a priority for member states,” the commission, which was chaired by Professor Rose-Marie Belle Antoine said. The commission was unanimous in its view that children and young persons must be protected from possible adverse effects of cannabis. “Consequently, prohibition for children and young persons within an appropriate age limit should be maintained except for medical reasons. However, young people who use marijuana should be directed to treatment and diversion programmes rather than being prosecuted or criminalised.” The report, which was presented to CARICOM Heads of Government at their 39th annual conference in Jamaica, this month, was titled “Waiting to Exhale — Safeguarding Our Future through Responsible Socio-Legal Policy on Marijuana” The report said that marijuana is also widely used in the Commonwealth Caribbean across all borders and strata, despite the “draconian, prohibitionist legal regime that exists in every Member State” and further noted that marijuana is the most extensively used illicit drug in the world. Changed attitude The World Drug Report (2017) notes that an estimated 183 million people consume marijuana, said the report, which analysed the social, religious, legal, scientific and medical issues associated with marijuana use, gleaning information from literature reviews and views from the public. “… it is clear that in the region, attitudes toward cannabis have changed in recent times,” the commission said, adding that there is now “overwhelming support for law reform, moving away from the prohibition on cannabis and consequent criminalisation”.
The report said that this is true not only from the data, but the many prominent persons and groups that have lent their voice to this cause from all walks of life, including church leaders, magistrates, judges, social workers, educators, doctors, chief justices, directors of public prosecution, members of parliament and senior members of the Bar. It said that in Barbados, public opinion for those who want law reform grew to over 63 per cent, in 2017, from below 30 per cent three years previously, while in Grenada, it was 61 per cent in 2018 and 62 per cent in Antigua and Barbuda in 2016, adding that similar statistics obtain elsewhere in the region. “The majority of Caribbean peoples believe that the cannabis/marijuana laws are ineffective, discriminatory, deeply unjust, unfit for purpose, violate rights and lack legitimacy. “They also believe that prohibition is preventing the region from taking advantage of the economic opportunities in the cannabis industry and medical research and prohibiting access to medicine that can heal them more effectively and cheaply than traditional pharmaceuticals. “The groundswell of support and enthusiasm for change is a significant indicator to CARICOM governments on the question of law reform.” The commission said that it also interrogated and analysed the most up to date scientific, medical, legal and social data to substantiate these views. “It found that the evidence clearly supports this public opinion and demonstrates that the existing prohibitionist regime induces more harm than any possible adverse consequences of cannabis/marijuana itself. It seems that Caribbean peoples have their hand on the pulse. Indeed, in many respects the ‘horse has already bolted,’ since Caribbean nationals are already accessing marijuana as ‘medical refugees’ from the several countries, including allies that have already decriminalised, or legalised the plant,” the report said. Legitimate concerns It said the now “relatively few voices” against change to the law, premise their arguments, not on immorality, or wrongdoing, but chiefly on concern about perceived adverse impacts on mental health, the youth, increased use and the supposed incapacity of institutional resources. “These are legitimate concerns which the Commission carefully assessed. Some of these fears have been assuaged through the modern scientific research that was harnessed. Others remain, but the Commission is satisfied that they can be appropriately addressed through a responsible framework for law reform as is advocated in this Report,” the report said. In addressing the way forward, the commission said it believes that
the end goal for CARICOM should be “the dismantling of prohibition in its totality, to be replaced by a strictly regulated framework akin to that for alcohol and tobacco, which are harmful substances that are not criminalised. However, it said that law reform can take many forms and should conform to national realities. “This is particularly because the Commission is of the view that law reform should not adopt a laissez-faire, liberalised approach, but proceed within a responsible, controlled regime that will depend on focussed and adequate institutional resources to achieve the desirable objectives. The commission is unanimous in its view that the current classification for cannabis/marijuana as a “dangerous drug” with “no value” or narcotic, should be changed to a classification of cannabis as a “controlled substance”. The commission is also unanimous in its view that ultimately, legal policy toward marijuana should be informed, not by punitive approaches, but by public health rationales, within a human rights, social justice and developmental perspective, the report
said. Context Responding to the increasing calls from the public, NGOs and other stakeholders in the region and amidst the changing global environment, the CARICOM Conference of Heads of Government at its 25th Inter-Sessional Conference in St. Vincent and the Grenadines, in March 2014, mandated the establishment of a CARICOM Regional Marijuana Commission. The commission was mandated to interrogate the issue of possible reform to the legal regimes regulating marijuana in CARICOM countries. CARICOM leaders were concerned that thousands of young persons throughout the region had suffered incarceration for marijuana use and consumption and many, after their first experiences with the law, resolved to continue with crime as a way of life. Inconsistent applications of the law had led to deep resentment and non-cooperation with law enforcement agencies. Migrant Issue unaddressed by Central American Leaders By: osilbz@np Central American Presidents, especially Honduras have failed their country and have failed as Leaders. Imagine, they lost vision and could not find a solution to convince their people to stay at home. The caravan migrants bolted out of Honduras like they were fleeing from hell determined to reach the United States they believe is the land of milk and honey The SICA meeting of Council of Ministers of Foreign Affairs held last week in Belize and Chaired by Belize’s FM Sedi Elrington was useless and fruitless. They were unable draft up an MOU to contain the wrath of U.S. President Donald Trump and to arrange a meeting in Washington with all Stake Holders, especially now that a second group of Salvadorans have begun their travel through Guatemalan territory, with the intention of joining those who are already in Mexico on their way to the US. Until now, it is obvious that these Central American leaders, specifically those of the Northern Triangle have done no better than the US President, to redouble the threats against the Caravan Migrants. They have used their police and military contingents to contain these migrants who find absolutely no hope or reasons to continue sub existing in their native land. These migrants are determined to
die trying to reach that illusive American dream, although there is growing evidence that all this caravan is leading to a real nightmare. On the contrary to these Central American leaders, the out-going Mexican president, Enrique Peña Nieto, has shown some compassionate effort by announcing the implementation of a contingency dubbed the “You are in your house” plan, with which he seeks to stop the migratory wave. He anticipated that if his plan is viable, it could also benefit the inhabitants of Chiapas, one of the most disadvantaged regions of the neighbouring country and who could not be marginalized from any initiative that aims to reach out to the desperate

Central Americans. Whilst, on the other hand, on the borders of Honduras and El Salvador with Guatemala, the police contingents have doubled, without the leaders of these three countries even trying to propose, a minimum development plans to insert the desperate population of that northern-triangle area. President Trump has been able to maintain his confrontational tone ordering his Secretary of Defence, James Mattis to deploy military troops along the southern border, in support of the security that Immigration Authorities have implemented. This is just contrary to what the US
Secretary of Homeland Security, Kirstjen Nielsen, said earlier that same Friday. Nielsen said that upon the caravan of migrants touching U.S. territory, that the crossing would have been “orderly and humanitarian.” It is a sign that the weight of human rights has also permeated the assessments of the authorities of that country, to which the high sphere of power in Washington has been very reticent. A high number of migrants who believe that they are escaping from hell will fail in their attempt to realize their dream, and only a fraction will see the southern border of the United States and maybe one in every hundred will achieve the protection status as refugees, which has been a clear regression of the U.S. position on refugee. The journey they started out of misery seems to be at the cost of their own lives. Looking from my vantage point here in Belize, I believe that it is about time that Central American Presidents and SICA should unite and search for a solution to this growing drama of pain and distress and make proposals, because thousands of these caravan migrants will be repatriated to face greater frustration. It is truly shameful of Central American Leaders who allowed this drama to unfold and worst if they leave it unanswered. It is obvious that the abuse of power continues unabated, and that is where the president of the United States should speak up and prove that he has the wherewithal to ensure the development of the region and in the end, it will solve some of the American problems themselves.
