THE NO’S HAVE IT Thursday, October 10, 2019 On Wednesday, history was made in the Senate on October 9 as the UDP lost a vote division on the very controversial, very corrupt Joshua Perdomo debt write-off. Despite widespread public outcry, the write-off motion designed to benefit the son of Cabinet Secretary and former UDP Minister Carlos Perdomo was pushed through the House last Friday by the UDP majority. But on Wednesday, nobody could have been more shocked than the UDP Senators present when the motion was rejected. Every PUP Senator voted NO. The NGO Senator voted NO. The Business Senator voted NO. The Union Senator voted NO. And in a very rare, practically unheard of move from the Senator representing the churches, Ashley Rocke voted NO. With that, the Perdomo write-off of an unpaid student loan debt was sent back to the House. The Belize Times has been reliably informed that after the Senate session, UDP bulldog Senator and Attorney-General Michael Peyrefitte was so enraged

During the debate on the controversial write-off, Peyrefitte in typical style tried to convince all present, and the nation listening, that the opposition to the write-off was politically motivated only, and Joshua Perdomo should not be attacked or treated differently from any other person. Despite the fact that the entire Government of Belize, with all its power, was unable to find Perdomo to collect on the debt, Peyrefitte also tried, nonsensically, to argue that Perdomo can still be made to pay, even though the debt will be written off. By now, even Prime Minister Dean Barrow has realized that the UDP bit off more than they could chew when they tried to slyly push this write-off through the House at a previous Sitting. With all the millions and millions being bandied about, Barrow no doubt thought that $40,000 was too small and petty to be of any note. But he could not have been more wrong. The People’s United Party led the way, as organizations and entities furious condemned the act of nepotism. The Public Service Union was moved to call it a shameless act. And before he was chastised, even Deputy Prime Minister Patrick Faber condemned it on national television, saying that is it something he would never have done and something that he would not support. Of course, he was forced to lap his tail and support after he was taken to task for daring to speak out against a Cabinet decision. There are many Belizean students with great potential who are forced to drop out of school because they have no financial means to continue, and no access to the opportunities granted to ‘not-normal’ UDP Belizeans. Every single day the nation hears the most heart-wrenching stories of poverty, or children on the street begging, of children going to school without breakfast or lunch or shoes or books. Mr. Barrow and his UDP could not have believed that the Joshua Perdomo debt write-off would anger the people so much because none of the Millionaires’ Club understands poverty. The Belize Times is proud of all those Belizeans who spoke out against the write-off. We are proud of the Opposition members in the House who vigorously rejected the motion, and we are proud of all the Senators who did the right thing. If Barrow hasn’t gotten the message yet, he will whenever elections are called.

Whenever you place a band aid over a fatal gaping wound it won’t do much good. It is a pointless gamble with one’s life. The Hilltop sale by the Belmopan City Council was just that—a Band-Aid to the hapless Mayoral handling of Belmopan City Hall. If it is not that then what else could it be? When a city is devoid of a leader and manager then desperate measures are placed to cover the most necessary, the salaries. Mayor Belisle can probably get away with not paying Social Security contributions in time and with only a slap on the wrist and a dash of political capital but miss a salary and his head will roll even faster. The sale of Hilltop to some Simplex seemed simple yet complex. It wasn’t just 400,000 easy to spend dollars in a desperate attempt to remain solvent and not freeze. This transaction by the UDP Belmopan City Council ignored the known arrangements in the capital, disrespected the entire public service and exposed the UDP Mayor as just another incompetent UDP operative. He ought to get lessons from Mayor Bernard in managing prudently. The Public Service Union president in now claiming that he and the PSU will not abandon the property even as they were served notice to abandon or be evicted. He is claiming that he has proof that there were arrangements and agreements made with past Mayors that have not been legally presented. So, even as the Mayor would rather have it disappear, this matter is still not settled and is piercing his political sides into virtual sluices. These are emptying out all the little faith Belmopan had left for him. Will John come to the rescue or has he been in this ship all along?

He should NOT in the best of conscience sign any long-term contract and, especially not, for a city administrator position. The case exposes that Belize City was the last thing in the minds of these persons going after taxpayer money.

Tuesday, October 8, 2019 In light of these recent actions by the Prime Minister and his party the Belize Youth Movement (BYM) is making a call to all the Belizean Youth to rise up and demand that their student loans be also written off. Under the UDP, We live in a Belize that is biased, we live in a country that is not fair and in one where only those select cronies obtain the opportunities that should be present for all our young brothers and sisters. The Belize Youth Movement is outraged at the actions taken by Prime Minister Dean Barrow and members of his UDP party at last Friday’s House Meeting as they all voted to write off a $40,000.00 loan to Joshua Perdomo. As a youth centered organization, it is utterly despicable that all members of the government voted to forgive the loan but none of them have ever presented a single solution that would benefit all students. Let us all come together and demand better from those we elect! Let us demand that what is good for them is also good for everyone. Better must come from those we elect. Mayor Wagner will now be shorted 500,000 from dispensing of services to the people. Belize should remember that Bradley most likely thought the UDP was going to win in the city once more. So he was imposing on any new mayor and any new council. Bradley was once tagged as the chosen one. He may be the chosen one for the Senate presidency. You would think that there should be honor in that post. History now has it that SBE and Miller have both been measured by the same standard. Will there be an appeal? Ask Belizeans if the Belize City Council should go further…

business—like where a sidewalk or grassy area would buffer the business and the street. This can only be the brainchild of someone who is spent of ideas. The Mayor probably thinks this is a great idea but Saldivar could tell him that the perception is terrible. Imagine that in front of you home, there is a sprawling boulevard with trees and bustling sidewalk. Blink, and then you see that the front of your house or lot is now another lot and a house. That is what happened to Belmopan’s Philip Goldson Boulevard. This most likely is now Philip Goldson Street. A boulevard for the late Belizean hero was too much to maintain; the regressive council could make a payroll or two. Mayor Belisle what happens when only your soul is left to sell? Belmopan was one of George Price’s main achievement. The residents of the city have made sure that this remain so with upgrade after upgrade. But when the only green the city council sees is in the form of dollars, it has outlasted its Invitation to govern. Instead of maintaining a park or the public football fields or the sidewalk or the streets you sell it, this has become Khalid’s sordid version of killing the golden goose. Let’s venture to say that John Saldivar is ok with all this. If he is not, then this would not happen. Right? Who rules Belmopan? John or Khalid? News flash...the residents of Belmopan rule. Dear John, hurry, do your version of Quitar. Or add a zero to the Vega/ Pitts version of compensation and ask your very own GoB to be there for the PUBLIC Service Union. Your Belmopan has slipped away. Mira is watching. The People too. The PSU definitely.

MORE GADGETS, GIZMOS AND GIMMICKS

n early 2015 the Ministry of Education spent 1.8M of the Petro Caribe funds on 9,000 tablets. General elections were held in November that same year. This time the Red Trickster comes bearing laptops for high-school students, is this a convention day gift or is it part of a general election gimmick? All the hypocritical emphasis placed on the importance of education and the difference these toys will make, for which taxpayers always foot the steep bill, seems cynical and unkind. The truth is Back To School is still not done for some families as they continue to struggle to meet the financial burdens of school fees, books and supplies. Yet, the Ministry of Education pays thousands of dollars for privileged people to attend beauty workshops in the USA. The GOB gifts well connected government employees their salaries and scholarships so that they are able to emigrate to greener pastures with the acquired expertise paid for with the back-breaking toil of Belizean patriots. A government serious about the education of all its people, not just a select few, would do well to take the Republic of Cuba as an example of how to get it done right. Free education is a reality as is free health care in Cuba. They have not given free laptops nor tablets, and yet they boast one of the highest rates of literacy in the world. These freebies have done nothing to alleviate the burden of high school fees nor have they had any impact on lowering the dropout rates from university and sixth form. These dropout rates are direct consequences of poverty and the restrictive cost of education in Belize that this UDP government has failed to curtail or even address during their twelve-year mandate. Cuba has made education and health care their highest priorities and it is evident. Currently Belize is held under siege by mosquitos. Dengue runs rampant in the streets in rural and urban areas. There are no beds available in the North because the hospitals and polyclinics are filled to capacity with patients suffering with Dengue. The Ministry of Health whose first responsibility it is to prevent disease is silent on this issue. The vector control department instead of increasing the frequency of fumigation and adding routes are restrained by lack of available resources and are only fumigating schools and other high-priority areas. The only help the MOH can give for free is the advisory it has released to keep yards clean to avoid providing breeding grounds for the mosquitoes. The IMF has issued their report on their latest visit. The 2019 Article IV warns Belize that correspondent banking relationships could become strained once more due to “misuse of international financial services.” In other words, it’s the Sanctuary Bay Scam coming back to haunt us. Belize is again on the disreputable list as one of only nine countries named a non-cooperative tax jurisdiction by the European Union. This black eye tells the world Belize is bad for business. The IMF gave out its own advice, urging the government to reduce public debt by phasing out tax exemptions, streamlining tax incentives and reinforcing tax administration. It also councils the government to restrain current spending by reducing public sector employees. We recommend they start with the highly paid and politically appointed and unqualified cronies. The IMF suggests that an improved business environment may bolster the economy by attracting foreign investment and recommends facilitating access to credit, a credit bureau and expanding technical and vocational training. It also encourages fighting corruption and counsels that asset declaration through the integrity commission would be a great way to start. The IMF also points out that our last poverty assessment is over ten years old and if government was inclined to channel resources where they were most needed, an update of the assessment might prove useful. The problem with the entire scenario is that this UDP government has shown that their interest lies in infrastructure. Investment in human capital is seldom profitable for cronies, kick-backs from contracts for buildings and roads that lead to no-where are infinitely more rewarding for crooked politicians than the well-being of Belizean families. There is rarely any profit to be had when education is made free and quality healthcare available for all Belizeans. Gadgets, gizmos and gimmicks are just distractions for our youth from the very real problems of poverty, hunger and crime.

Esta vez el embaucador Rojo viene con computadoras portátiles para estudiantes de secundaria, ¿es un regalo del día de la convención o es parte de un truco de las elecciones generales? Todo el énfasis hipócrita puesto en la importancia de la educación y la diferencia que estos juguetes harán, para la cual los contribuyentes siempre pagan facturas carísimas, parece cínico y cruel. La verdad es que el costo de regreso a la escuela todavía no se ha cubierto para algunas familias que continúan luchando para cumplir con las cargas financieras de las cuotas escolares, libros y suministros. Por otro lado, el Ministerio de Educación paga miles de dólares por personas privilegiadas para asistir a talleres de belleza en los EE.UU. El Gobierno de Belice (GOB por sus siglas en inglés) regala a los empleados gubernamentales bien conectados sus salarios y becas para que puedan emigrar a pastos más verdes con la experiencia adquirida pagada con el sudor de la frente de los patriotas beliceños. Un gobierno serio sobre la educación de todos sus habitantes y no sólo unos pocos selectos haría bien en tomar a la República de Cuba como un ejemplo de cómo hacerlo bien. La educación gratuita es una realidad al igual que la atención médica gratuita en Cuba. No han dado computadoras portátiles ni tabletas gratuitas, y sin embargo cuentan con una de las tasas más altas de alfabetización en el mundo. Estos regalitos no han hecho nada para aliviar la carga de altas tasas escolares ni han tenido ningún impacto en la reducción de las tasas de deserción de la universidad y la sexta forma. Estas tasas de deserción son consecuencias directas de la pobreza y el costo restrictivo de la educación en Belice que este gobierno de UDP no ha logrado reducir ni siquiera abordar durante su mandato de doce años. Cuba ha hecho de la educación y la atención de la salud sus máximas prioridades y es evidente. Actualmente Belice se encuentra bajo el asedio de mosquitos. El dengue corre desenfrenado en las calles de las zonas rurales y urbanas. No hay camas disponibles en el norte porque los hospitales y policlínicas están llenos de pacientes que sufren de dengue. El Ministerio de Salud, cuya primera responsabilidad es prevenir enfermedades, guarda silencio sobre esta cuestión. El departamento de control de vectores en lugar de aumentar la frecuencia de fumigación y agregar rutas se ven limitados por la falta de recursos disponibles y sólo están fumigando las escuelas y otras áreas de alta prioridad. La única ayuda que el MOH (Ministerio de Salud, por sus siglas en inglés) puede dar de forma gratuita son los avisos que se han publicado para instar a mantener patios limpios para evitar proporcionar criaderos para los mosquitos. El Fondo Monetario Internacional (FMI) ha publicado el informe sobre su última visita. El Artículo IV de 2019 advierte a Belice que las relaciones bancarias corresponsales podrían verse tensadas una vez más debido al “uso indebido de los servicios financieros internacionales”. En otras palabras, es la estafa del Sanctuary Bay que regresa para atormentarnos. Belice se encuentra de nuevo en la lista deshonrosa como uno de los nueve países nombrados “jurisdicción fiscal no-cooperativa” por la Unión Europea. Este ojo morado le dice al mundo que Belice es mala para los negocios. El FMI dio su propio asesoramiento, instando al gobierno a reducir la deuda pública eliminando gradualmente las exenciones fiscales, racionalizando los incentivos fiscales y reforzando la administración tributaria. También aconseja al gobierno que restringa el gasto corriente mediante la reducción de los empleados del sector público. Recomendamos que comiencen con los compinches altamente pagados, políticamente designados y no calificados. El FMI también señala que nuestra última evaluación de la pobreza tiene más de diez años y que, si el gobierno se inclinaba a canalizar los recursos donde más se necesitaban, una actualización de la evaluación podría resultar útil. El problema con todo el escenario es que este gobierno UDP ha demostrado que su interés reside en la infraestructura. La inversión en capital humano es raramente rentable para los compinches, las mordidas de los contratos de edificios y carreteras que conducen a ningún lugar son infinitamente más gratificantes para los políticos corruptos que el bienestar de las familias beliceños. Rara vez se obtienen beneficios cuando la educación se hace gratuita y la atención médica de calidad está disponible para todos los beliceños. Artilugios, aparatitos y artimañas nada más son distracciones para nuestros jóvenes de los problemas reales de la pobreza, el hambre y el crimen.

QUESTIONS TO THE MINISTERS 1. Will the Prime Minister and Minister of Local Government please inform Belizeans if permission was given to the Belmopan City Council to sell land that was designated as a part of the Phillip Goldson Boulevard and if so will the Minister say for how much and to whom these parcels of land will be sold? 2. Will the Prime Minister please say how many of his Ministers are currently in Belize, considering the fact that Ministers Erwin Contreras and Rene Montero are in the Middle East and Ministers Patrick Faber, Edmond Castro and Manuel Heredia are in Taiwan? And will the Prime Minister also say how much it is costing the Belizean Tax payers to have these ministers flying all over the world? 3. Will the Prime Minister please inform the Belizean people why Mrs. Kim Simplis Barrow is attending a ministerial meeting in Armenia and also leading a delegation to Serbia and in what capacity is she attending these meetings as well as who is paying the expenses for her travels? 4. Considering that the Senate voted down the write-off motion for $40,000, for Joshua Perdomo, the son of the Cabinet Secretary and former Minister Carlos Perdomo, and also considering the obvious outrage that Belizeans feel over this write-off, including the Attorney General Michael Peyrefitte who expressed his dissatisfaction during the Senate debate over the fact that the $40,000 loan was not repaid, will the Prime Minister say if he will direct that Mr. Joshua Perdomo’s Guarantor be located and made to pay back the $40,000 as was agreed? 5. Will the Minister of Heath please respond to the report from the President of the Public Service Union who singled out the Ministry of Health for having the worst working conditions for workers including health and safety conditions as well as acts of malice? And will the Minister say what measures, if any, he will take to address this perception by the PSU that the Ministry of Health is the Ministry providing the worse environment within which public officers are demanded to work being subjected to unsanitary, if not inhumane working conditions?

Party Leader’s Weekly Message Let’s Work Together to Address Mental Health Illness 10th October 2019 All over the world October 10th is observed as World Mental Health Day. This day is set aside to raise awareness, create understanding and take action to end the stigma and discrimination against people living with mental health illness. You see there are many among us with mental health issues who suffer in silence and who feel alone and misunderstood. I am told that today in Belize City alone there are 282 persons registered with mental illness, most of whom are males, I am sure countrywide the numbers are significantly larger. It breaks my heart when I see many of these people living on the streets, often abused, mistreated and ridiculed. Let us never forget that the way we treat each other is a reflection of the kind of society we are and it should hurt us all when we see the way our people who are suffering from mental illness are not being properly taken care of by the system. You know when I am not feeling well, I do not hesitate to go see a doctor about a physical condition, but I wonder if I would just as easily go to a psychiatrist if I was suffering from some kind of mental condition. See there is such a stigma associated with mental illness that many who can be treated and who might be able to live normal lives aren’t being treated because of the stigma associated with mental illness. So what do we do tomorrow after World Mental Health Day is over? Well, as a people, we have to treat our mentally ill brothers and sisters better. We also have to do our part to end the discrimination against people living with mental illness. Next, we have to hold the government to task for not doing enough to bring more awareness to this matter and to get more professionals in the system to help our people suffering from mental illness. My promise is that the next PUP government will do something meaningful to help those suffering with mental illness. We will do our part to reach out to advocates, social and religious organizations and, yes, even families to develop programs to help address mental health issues like suicide, depression and other related issues. For sure we have to do something to change attitudes, so let’s work together to get it done for this too is a part of building a Belize that works for everyone. Write-off Rejected In a move that made history in the Senate, the UDP Senators who all have proven that they know how to take it for the team, were embarrassed and humiliated when they actually lost a call for a division on the Perdomo debt write-off. The UDP bit off much more than they could chew when they decided to write off a student debt for the son of a former UDP Minister and now Cabinet Secretary. They thought they could push that one through, but it has turned tiger on them. Every PUP Senator and every social partner Senator decided that enough was enough, and even though the petulant Senator Michael Peyrefitte was crying during the division, his tears were not enough to sway the right-minded Senator on the other side of the floor. Check this out Mr. Barrow. Since you say it’s okay to write-off a student loan for a rich kid with UDP connections, how about writing off ALL student loans for those ‘normal’ Belizeans who are struggling to pay them back? Now that’s a hell of an idea. Rocky road ahead There is word to the Belize Times today that following Church Senator Ashley Rocke’s vote on Wednesday, he has been classified as persona non grata by the Prime Minister, and his appointment as the Prime Minister’s spiritual advisor has been quashed. We are told that he may even be excommunicated and a new Church Senator named. That’s how the UDP rolls. Rocke shocked the nation and the world when he voted NO to the Perdomo write-off. He probably even shocked himself. Rocke, not so affectionately known as ‘that other UDP Senator,’ has been spotted at the Prime Minister’s mansion on Seashore Drive before Senate meetings, and since we would never, never believe that this man of God is taking instructions from the PM, we figured that he was only there to offer spiritual guidance to the poor PM who has seen his legacy destroyed. She says she has been vindicated since the Court ruled that she has to be paid because her feelings were unfairly hurt after she was dismissed from the Council, or something like that. This one is gonna blow up soon, and then maybe the truth about the Yoda looking Mayor and that Hilltop deal will come to light. Wait for it. Buddy Brads Now this one is going to be interesting. We all know that Brads and the boy who would be king (in his own mind) Patrick Faber are buddies. That’s where they hang out on weekends. Anyway Pats is persona non-grata, and the rest of the UDP rats have been deserting that sinking ship left, right and center, so much so that nobody wants to deal with the fallen child or anybody close to the fallen child. We are told that Brads now falls into that category of ‘persons associated with Pats’ and so when that Boledo/lotteries contract went in for automatic renewal, it wasn’t automatically renewed, so to speak. 2019 UDP Nibbling at Democracy in Midway, Toledo East Belizeans ought to remember the trumping the United Democratic Party got at the 2019 Village Council Elections(VCE). The score was a lopsided 97 to 75 which if dissected deeply you would see that a heavy number of those 75 are smaller communities that the PUP just couldn’t match the resources of the powerful and incompetent UDP. We will venture to say that a significant portion of the 75 isn’t even UDP. The 95 claimed by the PUP, we can line item each of our chairladies and chairmen. This is as opposed to the disrespectful blurred chart presented by the UDP destined to their blind followers with the devious intent to mislead. BUT What many do not know is that the VCE were not complete on July 21, 2019. Nope. One village was left. As the information goes, the UDP of the village could not recover after a wedding the previous day so the UDP postponed a sacred election. This is like postponing Labour Day or St. George’s Caye Day. Almost sacrilege... Well, this past weekend the election was finally held in Midway, Toledo East. Well, you guessed it...the PUP won decisively a no-contest. The UDP is practically in divorce court and are refusing to sign the request to part ways. They have nothing to contest. For God’s sake Go!!

Dear Prime Minister: This is to raise to your attention a matter of urgent and critical national importance. In 2009, your administration, after a tendering process, granted a contract for the management of lottery services to Brads Gaming Company Limited, owned by one Kim Jen Chee. Mr. Kim has automated most of the ticket sales and delivered millions of dollars in administrative fees and taxes to the Government, but there have been many glitches in service, such as a failure of the multipack machine during a Sunday Lottery Draw in 2013, and a hacking of the central system of the company in 2017. The Government through the Lotteries Committee retains overall administrative responsibility. Additionally, there has been much speculation, and even outcry, because many Belizeans feel that the system is rigged based on the numbers that play. There have been rampant complaints of corruption in the management of the lottery services. Whether that is so, is left to be seen. It has been brought to my attention that the matter of the ‘automatic renewal’ of the contract for Brads Gaming Company Limited has been tabled in Cabinet. I outrightly reject the process of ‘automatic renewal’ on principle, and on the face of the many complaints made against Brads Gaming Company Limited over the years, and the general dissatisfaction of the Belizean people with the services rendered. I therefore request that the following questions be considered, and answered: 1) When exactly does the contract end, and what are the plans if any to continue private management of lottery services? 2) Will the contract be put out to tender as before, and what will be the criteria for tender? 3) Will the Government disclose the names of principals of any company submitting a management contract, including any foreign principals? 4) Will the plans announced in the Amandala (“Alleged new regime for Boledo sellers,” 23 March 2019 by Courtney Menzies) be approved? 5) Will the Government test any equipment owned by these companies as part of considering any tender bid to ensure proper technology? 6) Will the Government disclose full and final details of any winning bid under the conditions set out above? Keep in mind that it is not clear how much profit Brads Gaming Company has brought in from its contract and whether the Government of Belize is getting its fair share, above the table and officially, of course. UDP STILL MISBEHAVING AT IMMIGRATION

It was reported that Minister of State, Beverly Williams and the Director, Diana Locke are at odds at the Immigration department due to some questionable choices at one of the medical universities in Belize—Columbus University in Ladyville. Apparently as far back as this September, immigration charges were brought against 21 Indian students at. Normal checks were done by the department officials at the schools to make sure that the students had all their requisite permits which allow study and residence in Belize. Result: fees had not been paid as required. A big No-no in Belize is for someone else to hold possession of a passport other than owner. Here the school had these passports held. When this got to court, Minister of State for Immigration got involved. She directed the department to withdraw the charges and allow the Indian students to pay their fines. The charges were not withdrawn forthwith. The case went back the following Monday. Reportedly, the Director Diana Locke wrote a letter to the Magistrate saying that she was withdrawing the charges at the minister of state’s directive. At the end House of Representatives sitting on October 4 in Belmopan the Minister was asked why she directed that the charges be withdrawn: When asked about the matter, the minister of state was at odds to explain that “There is no special friend at Columbus University, Jules. The matter was brought to my attention by the officer in charge at the airport. They found some irregularities in deed in terms of student’s permits, missing student permits. … What I was told is that as soon as they got to court the magistrate had indicated ‘well why is this before me, this is something you all could have settled.’ Subsequent to that I then said “well, I’m instructing you to kindly withdraw the case.” That was how the letter was written. I have not read the letter so I cannot comment.” It seemed that she was simply ignoring the fact that the passports were being held by the school and that the students might have the intention of moving north of Belize.

SPEAKER OF THE HOUSE ACTED IN CONTEMPT OF THE BELIZEAN PEOPLE October 4, 2019 Today, the Hon John Briceño was abruptly halted in a crass and orchestrated manner from debating the Perdomo Bond Loan Write-off bill. Here is the exchange that is one more to be added to the UDP Halls of Infamy. John Briceño, Leader of the Opposition: “We had to wait for it to come back from house committee.” Laura Longsworth, Speaker of the House of Representatives: “I think we have moved beyond that.” John Briceño: “Sorry?” Laura Longsworth: “Yes, those were presented for debate.” John Briceño: “Sorry?” Laura Longsworth: “I said no we will not be doing that today.” John Briceño: “But these have already gone to the house committee now it is coming back.” Laura Longsworth: “But there was no debate, no one pick it up the last (House) meeting.” John Briceño: “Because we were waiting for it to go house committee and for it to come back and be debated.” Laura Longsworth: “No that won’t be happening.” The speaker was well aware of the magnitude of this bill and she showed her super bias towards the UDP and in my opinion was thorough-

ly in contempt of the desires of the Belizean people—the entity she really serves. Ahead is the correspondence served by the Leader of the Opposition to the Speaker which is to the point and right on in defence of Democracy and the Belizean people.

Speaker Shenanigans Continued Against Kareem Friday October 4, 2019 At the adjournment, the speaker attempted to gag Hon. Kareem Musa on presenting anything else on the Perdomo Study Leave Loan Write-Off. The PUP was now ready to inform the nation. Let us set the stage. Some months ago, the PM went on record telling the Speaker that she ought to stop Kareem Musa in stating a given point—this was in relation to PM’s Achilles heel, Sanctuary Bay. Now at the October 4, 2019 House Meeting, he again jumped out beside himself to trigger that stoppage. Hon. Musa was unceremoniously ordered by the Speaker from representing the Belizean people and stating the truth on the Perdomo’s student Bond, now etched in the annals of UDP infamy. The truth is that when the public outcry on this UDP Perdomo Study Leave Loan Write-Off was unsustainable the PM, during a press impromptu Q/A, grasped at a ‘STATUTORY LIMIT’ straw and said the bond had to be written-off via an Act of Parliament since six years has passed. The UDP damning truth in Hon. Musa’s exact words: Then today, 16 or 17 (UDP) members voted in favour of writing off Joshua Perdomo’s bond. There is no mention on the motion paper that the Government feels that the matter is statute barred. Bond are specialty contracts so don’t let any Prime Minister or government come to this house and tell you that there is a six-year statute of limitation on a specialty contract like a bond. This is generally speaking in relation to ALL bonds, like Mr. Perdomo’s. Section six of the Limitation Act says that an

action upon a specialty shall not be brought after the expiration of 12 years from the date on which the cause of action accrued…Specialty includes a bond… so don’t let the Prime Minister try to fool the Belizean people once again. Cause he said so on September 19..that we only had 6 years and that that had lapsed. Complete lie once again, Madame Speaker.” Laura went silent. PM experienced a special back pain as he tried to sneer it off. The flock didn’t quack, much, as they swallowed spit. Where will Patrick Faber and UDP find a suitable face of brass to front the nation? This will be necessary especially on election night. Mark these words. Laura Longsworth, your time as Speaker of the House has been as valuable as Yellow Man’s at whatever he does. You are both thugs doing the bidding of a UDP whose time is spent and just like Perdomo and bond, are being over paid; the Belizean people are overpaying both of you. Or maybe, you really believe Barrow is paying you. So when you, Speaker, prevent our Leader and then Hon. Kareem from presenting the truth, you acted against the people of Belize and in therefor are in grave contempt. Such an act requires immediate removal if you are to keep a lil semblance of honourable. Try it!!

Contractor General with a Miller Twist October 4, 2019 Belize has not had a Contractor General since the endings of 2017. In a UDP regime, this is an eternity. This is enough time to make millionaires and break a country. The UDP of course does not want a one. In their infrastructure developments a contractor General would be an obstacle and an inefficiency. Kickbacks would be too difficult. At this House of Representatives Special Sitting, the PM moved to pass an amendment that will see the provision of preventing an ex-Contractor General be a part of the Public Service removed. The PM stated that the last good applicant to the job pulled his name due to that provision. On December 13 of 2017 the Senate blocked the reappointment of Godwin Arzu as Contractor General. Given PM’s record of rushing to the house to “fix” legislation. It is obvious that he has not wanted a CG. A Contractor General looking over their shoulder was not be too pleasurable to the UDP. Hon. Fonseca rebutted the idea by stating: “We certainly want to place on record that we feel that it is absolutely misguided and a mistake to amend the law to remove that condition for appointment. The office of Contractor General Madam Speaker is a special creature of law.

It is a special creature of governance with very specific and very critically important duties and responsibilities under the law. So the law as it stands now clearly states that it is not an office in the public service. The amendment does not change that today; it is not an office in the public service. It further states that the Contractor General should be appointed without regard of political affiliation and solely on the basis of integrity and demonstrated ability in accounting, auditing, public administration, law, management analysis, financial analyses, all of these areas.” In a Miller twist to this story the already failed and lame duck UDP is feigning at attempting to hire a contractor-general during the dusk of the UDP. Not at this point PM, not advisable!!

UDP FLIPS A BIRD AT THE ADJOURNMENT ISSUES At the adjournment of the House of Representatives Special Sitting, in line with the standing orders, the PUP representatives presented serious concerns as pertains to Belize and their constituencies. These normal procedures are of course in looking out for the needs of the Belizean people. The UDP ad nauseum heckled and jeered at the PUP presenters or ogled at their high-end Digi-tal friends. All Belizean concerns went unanswered and, definitely, will remain unanswered during the expiring days of this insensitive and incompetent United Democratic Party. These are excerpts, in synopsis, of PUP issues presented. Hon. Julius Espat, Cayo South: District Association of Village Councils - Making the point for having a new meeting of DAVCO for the West given the foul intentions of the UDP to call off the previous meeting on September 28. The Ministry of Rural Development wished to zone-off the district to the displeasure of most of the present chairs. The problem for the Ministry officials present was that the PUP made up most of the numbers present and would have to give up rule of that District’s DAVCO. Hon. Espat was asking that any voting must be done in a fair and transparent manner including the calling of a meeting 14 days before as per the regulations. Hon. Francis Fonseca, Freetown: Dilapidating infrastructure on the Philip Goldson Highway - “… The

Friday October 4, 2019 Seventeen UDP ministers voted in favour of a $40,000 write-off to a study leave unpaid loan made in 2009 to the PRESENT Cabinet Secretary’s Carlos Perdomo’s son. This abominable vote essentially tells the nation that there are special UDP’s who are MORE NEEDY than many of our families who struggle at even providing a primary education to our Belizean children. The flock of limping ducks even included the Minister of Education Faber who essentially has added official lying to his miserable dossier. He had voiced to the media that the bill is something “unfortunate.” Clearly it was something that he couldn’t go along with his colleagues. Well that was until he was sitting beside PM Barrow. Leadership seeking Faber displayed his inability to lead by grabbing on to the coattails of the man at his elbow. The leader of the opposition requested a division where

each present UDP belched out a ‘Yes’. Only Contreras saved face by being absent. And of course, Vega cannot save face since one cannot save what is lost. The House of Representatives thanks to 17 UDP had now passed with their sacred vote a corrupted and ill-conceived forgiving of a bond loan of 40K to their Cabinet Secretary son. He went to study Forensics which was a UDP promise. He is now listed as under a list of ‘Forensic Analyst and Forensic Technicians Licensed in the State of Texas’ as a Forensic Biology Screening Analyst. All paid by Belizean Taxpayers. The exact cost to Belizean Taxpayers is still not knows. He was still being paid his salary up to somewhere in 2012 or beyond. Most likely someone else was hired to fill his space at whatever he was doing. Joshua Perdomo could be found to have his salary paid but he was MIA on repaying. The guarantor is being ignored. Murky.

roundabouts are sinking, cracking up, particularly the roundabout at mile 3 1/2. There is a 500mile stretch at mile-4 on the highway which again is settling multiple structural cracks. The highway has shifted up to six inches according to the city engineer. Settlement which was expected to, I think, they had anticipated two or three inches now it’s at eight inches. So, the point of raising is not to criticize anybody. We understand that with this type of infrastructure you have settlement, but to get something done, to have somebody address it … before rainy season start because then it will be impossible to address and the problem will only get worse.” Hon. Rodwell Ferguson, Stann Creek West: Land in Villages – “Anyone who wants a lot in a particular village, must get the recommendation of the elected Village Councils. There are those acting as operatives in these communities recommending lots without the proper authority. While the Ministry of Natural Resources is the Ministry the Village Councils should be respected. I am urging that the Ministry of Natural Resources take this very serious. Respect the Village Councils…The Ministry should sit with these village councils because the guard has changed.” Hon. Kareem Musa, Caribbean Shores: High Cost of Poor Legal Advice to Government - “… One example is the legal battle with Michael Ashcroft that has cost us over 500 million dollars plus legal fees to private attorney in the tens of millions of dollars. Another example, is when the Prime Minister was in blatant violation of the Finance and Audit act when he was spending PetroCaribe money—tens of millions of dollars of PetroCaribe money that he was spending without the authority of this House. And today, the legislation that you were brought to the house in March. You did not want to listen to this side. The legislation was not sufficient when it came to the International Services. We told them it from them.” Hon. Mike Espat, Toledo East: Disregard and disrespect for House Members - “We should try to address changes here at the National Assembly. You as speaker should lead the charge.” Hon. Oscar Requena, Toledo East: Water Boards in Villages – “Handpicked chair resigns and pump operator goes on strike because he is not getting paid. It is a shame when political expediency takes precedence over the welfare of the community. It is a shame. Principal of a school was worried that they would have to cancel classes. Villages can say what is really happening in that village. People in San Antonio would lose water at times of the days. The water board is ready to collect whether they get water or not. It is unfair.” Hon. Landy Habet, Cayo North East: Electric Bills – “Electricity is a necessity for each home. It is needed as a light source for students and a sense of security. The rate of electricity at an average of 43 cents per kilowatt hr vs a world average of 28 cents is making this vital utility unreachable, unaffordable, prohibitive and on the medium to long term unbearable. Utility costs make new businesses and entrepreneurs bear the consequences of being short-lived. Citizens are crying out over the whole country because of the spikes in their electrical bills.” Hon. John Briceño, Leader of the Opposition and Orange Walk Central: UDP disrespect – “I find it disturbing and disrespectful that we have all the members of the opposition that have gotten up to speak on matters of national importance and not one member decided that it was important for them to get up and talk on the matter. We spoke of on issues like Rural Development, Lands Committees, to Water, to Electricity, to Lack of Services in a Village to the Highway. No one would get up and say that they would look into it or something Madame Speaker. It is a part of their work. (UDP’s work). I want to record our disappointment and disrespect of what is brought up to them. Some are not even here. During this time that the PUP Party Leader wass looking out for Belize, the Prime Minister has a smirk that the Joker would be envious of. Meanwhile, his cadre of hooligans masking as representatives were heard heckling in the background ready to leave instead of doing their jobs. The Belizean body politic has adjourned the UDP’s tenure already. The UDP have gotten the memo but will refuse to leave or are in the denial stage. They will squeeze Belize to the bitter end.

FOR MY FRIEND

EARL DEREK CODD BY: JOE LISBEY

Good afternoon everyone: Thank you all for coming to help us celebrate the life of Earl Derek Codd and to share our grief at his passing. My name is Joe Lisbey and I am here to deliver this eulogy on behalf of the family. How can we say good-bye to someone who has been an integral part of our life for over 56 years? How do we reconcile to the heartbreaking reality that Earl is no longer physically with us? For We are all creatures of this great earth- interconnected in ways beyond understanding. Take ELEPHANTS. So big. So strong. And yet, when a member of the herd passes, even elephants mourn. They gather around, extend their trunks, and gently touch the tusks of their fallen friend. It’s their ritual. It’s how they heal. And it’s sad. And it’s beautiful. So maybe what we’re trying to say is that the world doesn’t expect you to be fine with this. Be how you need to be, Mourn how you need to mourn. And know that you’re thought of with love. Often we are given an honor that surpasses what we deserve. Today I am task with the responsibility of presenting this eulogy on behalf of my good friend, Earl Derek Codd. Who was taken away by this terrible disease called cancer at the prime of his life. To the family and friends gathered here, this day is a hard one for us all. For it is so much easier to mourn in silence; it takes away the worry of not being able to get your words out, or even just simply getting the right words out. But as we gather here today I am sure we all appreciate being here together, sharing in each other’s silence, sharing in each other’s moments of thought for Earl, who we all loved, as a husband, a father, a son, a brother, friend, or just simply an acquaintance. We all have our own personal and special memories, of the mark he left in our hearts and in our lives. Even though it is difficult to focus on the happiest of times that Earl brought us, rather than the fact that he is no longer here with us today. I am certain that he would have wanted us all to be here today with our happiest thoughts of the times spent together. I know that we are all here today because somewhere somehow, we have all been touched by him. Earl Derek Codd was born on July 3, 1963 in Augustine Pine Ridge, Cayo District, to parents – Sydney and Glenda Codd. He was the second brother in a family of 11

siblings which included brothers: Sidney, Owen and Ashword. Sisters: Delita, Marlyn, Orva, Bernadeth, Elenor, Sharon and Claudia. Grandchildren: Saadia, Gian, Ashton, Gavin and Trishaun. On July 27, 1985 he married his lovely wife, Amalia Avella Codd and he went to work right away, didn’t waste no time because on May 10, 1986 his first son Derek Codd was burned. Six years later in June 1992 his second son, Gregory Codd was also brought into this world. So he made sure that he complied with his great leader, the late honorable George Cadle Price; in building the nation. In 1981 Earl graduated from Sacred Heart College in San Ignacio and a short time after he got a scholarship to go to Nicaragua where he attended the Centro de Investigacion y Estudio de la Reforma Agraria (C.I.E.R.A.). Obtaining a certificate in 1983 in the field of Desarrollo Agropecuaria y Reforma Agraria. In 1987, Earl again had the opportunity to go to Panama and attend - the Instituto Cooperativo Interamericano where he obtained a certificate in Cooperative Management. Earl also played his part in contributing to the building of our beloved Belize. He worked both in the public and private sector. First as a Cooperative Officer, and as an Environmental Officer, the Forestry Department. Later he worked at the Belize Federation of Agriculture Cooperative and at Help for Progress as a Community Development Officer. Some of you probably only knew Earl a short time. You see he did not serve at the front. Nor did he stand at the rear. But he served his community well. He also loved his family and was a good father. His children would always look forward to the road trips that he used very smartly to connect with his sons. Earl was an avid supporter of the People’s United Party and he made sure that he was there,

working hard on every election. He, like many of us celebrated the victories and suffered the losses. Earl and I were friends from our college days. And destiny made sure that we continued that friendship after college when we went to study in Nicaragua during the Sandinista Revolution. Later on in life we continued to consolidate that friendship as co-workers at the Belize Federation for Agriculture Cooperatives (BFAC). I was privileged to visit with him at his home after this disease struck him. I saw the love and support displayed for him by his mom, his wife, his children and his family. I also, observed the love and respect he had from his sister in laws and the rest of the family. He was well loved. This disease called cancer came upon him fast and furious. He was often in excruciating pain but he smiled through his great pain. He wanted to be there for his wife, his children, grandchildren, Mom, his brothers and sisters. He fought the disease, but he accepted death. He took the treatment: chemical therapy without complain. Even if it meant driving himself to Guatemala, hundreds of miles because he was determined to fight until the very end. The disease finally won the battle, but he won the victory. You see, he knew Jesus Christ as Savior. He knew that when this tabernacle is destroyed, he had a habitation eternal in the Heavens. He knew absence from the body meant presence with the Lord. He accepted death. He did not leave here kicking and screaming. He just slipped away. He died with dignity and respect. Cancer beat his body, but love redeemed his soul. Earl dictated to cancer that it would not tell him how to die. He chose his own term because when cancer took the final aim he found strength and determination to get off the bed, hugged his wife and son and told them that “he loved them very much”. He died in his wife’s arm. Because Earl was such a strong person in character, personality and presence. Earl was also a big exaggerator, he often blew things out of proportion, like the time he came with the story that he was a well train guerrilla fighter train by the Sandinistas

and that people should be afraid because he could start a revolution. Or when he got drunk and brag to his wife and children that he was the best driver in Belize. Just because he got his practice lessons with an old tractor Mr. Jalil Bedran had at his farm. I guess that it was due to these exaggerations that he got the nickname of “Pamphilo”. The character that went fighting windmills in “Don Quixote”. Only a few people could call him by his nickname. You know, Earl understood very well that Life isn’t about waiting for the storm to pass. It’s about learning to dance in the rain. For not only did he dance in the rain, he wanted to dance in the rain. Earl had an exorbitant number of storms during his short life so he knew from experience that another storm was coming on the heels of the one that just passed. If he hadn’t learned to dance; he may have remained dry, but unfulfilled. He lived his life and was fulfilled. For me, he will always be remembered as a fighter, as is certainly the case with all of you too. For I am sure that you all have your very own, special and private moments that you will cherish and keep close to your hearts. We were all very lucky to have had him in our lives and as much as he will be missed by us all, he will remain with us all, every day, as long as we can remember him. He is Gone For you can shed tears that he is gone or you can smile because he has lived. You can close your eyes and pray that he’ll come back or you can open your eyes and see all he’s left. Your heart can be empty because you can’t see him or you can be full of the love you shared. You can turn your back on tomorrow and live yesterday or you can be happy for tomorrow because of yesterday. You can remember him and only that he’s gone or you can cherish his memory and let it live on. You can cry and close your mind, be empty and turn your back or you can do what he’d want: smile, open your eyes, love and go on. A FAILED SYSTEM – “PADDING OF THE VOTERS LIST” in Belize By Edwardo Aguilar, Vice-Chairman of Belize Rural South Executive The Re-Registration, Registration and Transfer processes are designed to ensure that the names of eligible voters qualified to vote in any particular constituency are added to the list of voters for that constituency. The claims and objections process is intended to fulfil a deeper purpose. It not only seeks to prevent multiple registrations but should also allow for unqualified persons to be removed from the list. When this process operates effectively, it should minimize the opportunities for a ‘padding’ of the lists with the names of persons who are not eligible and qualified to vote in that constituency. Put simply the process should seek to protect the integrity of the list of voters. However, the Laws of Belize do not offer enough to fulfil this objective. The Revising Officers (Magistrates) in interpreting the law (Representation of People Act) have set the threshold so high for objectors that it seems that only in very exceptional cases an objection will be allowed. It becomes even more difficult as an objector as you are limited in the type of documentary evidence you can obtain to prove that a person does not reside at a particular address. This OPENS THE FLOOD GATES TO CORRUPTION. A simple example of a loophole in the system is that a person can arrive in a constituency in 1 day, register to vote, wait a couple days for Elections and Boundaries to verify their address and then leave. They will remain on the Register unless someone objects and since the burden of proof is set so high it is very likely even if they object under the current system making possibility of succeeding very slim. As an Objector, even if you have a sign and stamped declaration stating that you are 100% sure that a person does not reside in said location, your objection will simply not be allowed. To prove that what you are saying is true, the court asks that you submit a utility bill for the said person with a different address; something that is farfetched and outright ridiculous to obtain. Under this current system, persons that have multiple homes can basically choose wherever they want to register. So, if you work during the week in San Pedro Town and go to Belize City on weekends you basically can register wherever you choose and nobody will be able to object. The ability to choose is what al-

lows for CORRUPTION so a political party is able to convince you to register in a particular place. The Laws of Belize do not properly define the term ‘resident’. In order to prevent corruption, the Laws need to be revised to define the term “resident” and even shift the burden to voter to prove that they reside at a particular address in accordance with the law. The law should require that you are only allowed to be ‘resident’ in one place; therefore, you can only register in the constituency where you ‘ordinarily reside’. The Laws of Belize do not provide for an investigation process by Elections and Boundaries when an objection is received. It does not require that the objected person be questioned and there is also no requirement that they attend court. However, if an Objector does not appear to court to support his objection, the objection is overruled and the name of the person will remain on the register. It is clear the Laws of Belize are not enough to prevent the ‘padding’ of the voters list. The current system is unacceptable and goes against the purpose of doing a Re-registration exercise. The objection process on a whole fails whether it is to a new registrations or a person transferring from another constituency. We call on GOB to revise the Representation of People Act to prevent corruption and secure the integrity of the voters list. We deserve better. The people deserve integrity in the election process.

KRYON IS WALKING AGAIN October 10, 2019 11:00 am It has been a rough 4 ½ months but Kyron Green, 11 years old, along with family, friends and supporters are today rejoicing as he is once again walking on his own. On Thursday, his Mother Marsha Beslisle posted on social media “Kyron is up walking...It is a long process but we will continue to push. I am riding with my son to the very end he walks solely on his own ... thanks to all those marvelous staff at Shriners Hospital … God Bless you my son for being strong and determined like your mom.” On May 17th of this year, 11 year old Kyron went to a local shop located on Central American Boulevard to purchase some items for his mother. While he was there a gunman opened fire on an intended target(not Kyron). A stray bullet hit the young boy in the neck. Since that night it has been a constant battle as the young boy fought for his life. Kyron was treated and released from the KHMH. In August, through the World Pediatric Project, Green was transferred to the Shriners Hospitals for Children in Philadelphia where they were able to remove the bullet from his neck. FABER WILL GET DROP The Honorable Patrick Faber is cocksure he will win the UDP leadership convention on February 9 of next year. He has been boasting that he has beaten his sole rival, John Saldivar on a previous occasion and will not do it again in February. Faber was not counting on Gaspar Gapi Vega entering the race with millions for Saldivar to buy UDP delegates who will vote for John Saldivar. Not only that, Faber has run off his mouth on a crucial matter. When he wins he says, he will right away take over leadership of the party and he will not allow Barrow to be telling him what to do. Barrow intends to still run the party and the government until general elections are called. Now this is tricky business. Serious business. For the general elections, the voters list is in Barrow’s favour. General election can be called before the UDP convention in February. All that aside, Faber has been indicating that once he is the new UDP leader he is not going to sit around and take instructions from Barrow. He needs to revisit the interview Barrow gave last year. That whoever is elected party leader is merely a party leader designate. There has to be a vacancy before the designate can take up the position. Until Barrow leaves there is no vacancy so the convention in February is no indication that Barrow will leave at that time. Faber has completely missed this point. It is Barrow who will lead the UDP into the generals, which he feels can be won with his bogus voters list. John Saldivar has let it be known if he wins the convention that he is prepared to wait until whenever Barrow decides to leave. Barrow, his son Shyne who has been given the Mesopotamia constituency, and Barrow’s group of area representatives have all decided to support John Saldivar as the new UDP leader. The people of Belize have decided that whether it is Barrow, Saldivar or Faber, UDP is done, it is time for a change. A serious change that will benefit people and not a handful of hustlers. The massive scandal of how politicians have been padding the voters list have brought no comment or condemnation from these religious bodies who represent no other than the out spoken prophets of the Bible and fearless John the Baptist not to mention our Redeemer Jesus Christ. How can religious leaders stay quiet in this most immoral action by our leaders? How? At a highly suspect address in Belize City there are 13 bogus voters. At another at 56 Regent Street, a few houses from the Cathedral named after John the Baptist, there are 53 bogus voters. Shucks! How many rooms are there at Radisson Fort George? Can one board house where the down stairs is an office, have space for 53 persons and their families to live? There are hundreds of instances of padding the voters list. The Chamber of Commerce, which represents the business sector of Belize stand condemned by their deafening silence. Gentlemen, have you no shame? Have you lost your moral compass? Is not protecting our young democracy a matter of great importance. ANOTHER ILLEGAL CHOKEHOLD Five police were shown on the television news recently trying to restrain an unruly and disobedient 15 year old female. It was a shameful episode. Shameful for the police. How unprofessional and poorly trained they appeared. Manhandling a 15 year old female. She was elbowed and hit in the face. Another officer is dragging her hair. Out of frustration an officer gets behind her and places her in an illegal and unsafe chokehold. A choke hold is most unsafe. It cuts off the flow of blood to the brain. The police were publicly condemned for applying this technique to a gay man at a pier in Caye Caulker just a few months ago. And here they were again, right back to this unsafe practice. The Commissioner spoke in favor of the five, saying they showed restraint. He did not condemn the choke hold. Our complaint is not with the police, they are a lost cause. But we expected the Human Rights Commission to have taken strong issue with what the cameras revealed. Was there not one police with a little common sense training? Who could relax the situation? Speak to the minor. Calm her down. And calm down yourself. Why is everything a confrontation, force and brutality? Like they did in Bella Vista two months ago, in Independence Village, San Ignacio and in San Pedro last week where an officer is going around with a glove to do anal search for drugs in public. Boy! Oh Boy. NIGERIANS IN BELIZE Nigerians in Belize got together on Saturday night at the Belize Institute of Management to celebrate their country’s 59th anniversary of Independence from British rule. Nigeria is the most populous nation in Africa with 196 million people. The Eboes tribe is the third largest in Nigeria. Many Eboes was brought through Jamaica as slaves to Belize. There were so many of these industrious Eboes that from Berkeley Street to Racecourse Street was officially named Eboe Town were most Eboes slaves built “ long barracks” homes for themselves and their families.
