Belize City: Thursday 11th October 2018 For the last decade or so, the UDP has ruled this country with incomparable levels of corruption. This culture of corruption has become so common placed and engrained that this week a Chinese businesswoman entered the Belize City Council with what appeared to have been an enticing bribe. We suspect that she thought that UDP was still in control of the Belize City Council, and business was as per normal. However, she was sadly mistaken. She has since been identified as Tung Wang Huang, the owner of Office Station in Belmopan. Information to Belize Times is that on Tuesday, she visited the Belize City Council and met with the City Ad-

Pitts Jr., who had also applied to serve as the UDP’s candidate in Mesopotamia was discouraged from the race although he had done more for residents of Belize City than Shyne has ever imagined. This is not only a slap in the face for the young Pitts but for also the former and infamous “under-depositing” Mayor, Zenaida Moya, who had dedicated much of her time bonding with the people of the area. What a day it is when a common street thug from Brooklyn who commonly refers to himself as “a bastard child” can come and represent a city he only remembered because he was deported. We remind you that this is a man who upon his release from prison, did not appear to know who he was. As a matter of fact, he had taken on the persona of Jewish man named Moses Levi. We suspect that while Shyne was incarcerated, his soap fell too often causing him severe bodily injuries which perhaps shook his brain out of place. This is the same man who was handpicked by his father to serve as the country’s musical ambassador although there was a long list of authentic Belizean icons who were more than deserving of this post. Yet, the country’s musicians have not made any progress under his leadership. The only thing he was successful at was running Belize Society of Composers, Authors and Publishers (BSCAP) into the ground last year. A man that cannot successfully lead our young musicians cannot lead a constituency where struggle is a daily reality. It is not only about leading but also completing. In 2014 the said Shyne was a student in UWI’s A level program. However, he skipped so man classes that to this day he has not completed that course. Again years ago he was kicked out of Renaissance Towers and sued because he lapsed in payments. Dedication and commitment don’t appear to be in his tool box. Pablo Marin, a shameful display of Incompetence Belize City: Thursday 11th October 2018 It is with utter dismay and disbelief that we witnessed such a shameful and wicked display of pusillanimity and incompetency from Minister of Health Hon. Pablo Marin this week. While many have paid the price of his ignorance with their life and the lives of countless Belizeans that have perished due to lack of dialysis he continues to baffu. Hemodialysis is the process that removes waste and excess fluid from the body. The generally accepted international protocol is that patients with renal failure must receive three dialysis treatments per week. Some patients require more some patients require less but it is always their nephrologist or physician who must decide on a patient per patient basis what is right for each. There is nowhere on this planet where it is left up to an electrician to decide how many dialysis sessions a patient with renal failure must receive. This is total madness! Studies show that the right amount of dialysis can improve overall health, prolongs the life of patients as well as improves their quality of life and reduces hospital stays. Sometimes 2 sessions per week is just not going to cut it. Minister Pablo has designated in his budget 2.2M annually for two sessions each for the eighty

eight patients currently in the program. It would require just about 1.1M more to adequately provide the three sessions each for the 88 patients. We are led to believe by the Minister of Health and his CEO Dr. Figueroa and Director of Health Services Dr. Manzanero that they could not bring themselves to find an additional 1.1M from the total budget of the Ministry of Health. The 1.1M amounts to less than 1% of the entire annual budget for that Mega Ministry. In the spirit of helping out these gentlemen we put together a few ideas of where they can implement austerity measures in order to come up with the funds needed to cover the cost for Belizean brothers and sisters in need. Let us consider that in the Program for Strategic Management and Administration telephone expenses for 2016/2017 were a whopping $1,037,339 and for the fiscal year 2017/2018 $900,000. They are expected to spend the same $900,000 during the current fiscal year. Who are you calling MOH? In that same

Almost two weeks ago the council began to purchase garbage bags from Huang’s shop. Mayor Wagner’s refreshing display of personal integrity has renewed the hopes of the Belizean citizenry. In an interview with the Belize Times, he said, “I believed that both my city administrator as well as myself felt compelled morally to return the gift based on the fact that it contravened council’s policy on gift and secondly as stewards of public administration we wanted to demonstrate to the city that we are intent on ensuring that we operate with integrity transparency and accountability.” Wagner’s above-board modus operandi comes as no surprise. He has spent almost three decades of his life in the banking system and not once has he has been named in any questionable transactions. His actions are a greater reflection of the next Hon. John Briceno led People’s United Party (PUP) government that will have zero tolerance for corruption. program during 2014/2015 fiscal year unestablished staff collected $5,129 and during 2017/2018 that figure increased to a whopping $1,004,429. This year unestablished staff will get paid $1,029,633. Our advice is simple. Stop the telephone calls try WhatsApp, Viber, Messenger, Face Time, Telegram, Snap Chat or even email… it’s cheaper. Cut down on the hiring of non-essential staff and on the hiring of political cronies and friends then we can afford the health care we so desperately need!

SMOOTHING 101

T

he Belize Chamber of Commerce and Industry (BCCI) in its latest press release has said that fuel costs continue on “an upward unpredictable trend.” That might be the understatement of the year as far as our skyrocketing fuel prices are concerned. The BCCI recommends that the government uses “smoothing” measures that have been used successfully in other jurisdictions. Simply put, taxes are used to stop big fluctuations in the fuel prices. The measure would mean that when oil prices are high a reserve is built with taxes. When the world market prices are low, then the funds from the reserve are used to cushion the fall in taxes. This means a more stable fuel price in the long term. Crude Oil prices started to decrease from about $120 US dollars per barrel in 2013 to just about $40 US dollars per barrel in 2015. Currently the price per barrel stands at $84.75 US. It would surprise no one to discover that the price Belizeans paid for fuel in 2013 was $10.94 BZ for premium and $9.20 BZ for diesel. In 2015 when the prices for crude oil per barrel were the lowest since the Great Recession in the USA we were paying $9.30 BZ for premium and $7.00 BZ for diesel. Currently we pay $11.77 BZ for premium and $10.69 BZ for diesel. We pay more for premium fuel now than we did when the price for barrel was at an all-time high at $120US per barrel in 2013, five years ago. The taxes Belizeans pay are not being used to stabilize fuel prices. Instead they are used to bank roll the ever increasing public debt this Government has foisted upon citizens of the Jewel. The crippling taxes forced upon Belizeans are not used as in other countries that attempt to balance increased taxation with social good. In February 2005 Ghana increased fuel prices by 50%. This increase in price was brought about through taxation. School fees for elementary and Junior-secondary school were completely abolished. Primary Health Care in at risk neighborhoods was also improved through extra funds made available for just that purpose. There was expansion in the mass urban transport system and the rural electrification scheme was expanded According to the IMF Fiscal Affairs Department in a study done by Coady, Arze del Granado, Eyraud, Jin, Thakoor, Tuladhar, and Nemeth adoption of smoothing measures should be tied to public expenditure that directly benefit the population. These expenditures should be in health, education and infrastructure and should also benefit and protect those most at risk and vulnerable in society. . The government of Belize does tax fuel in the “smoothing” or “automatic fuel pricing mechanism.” The problem lies in where those tax dollars go and what they are used for. The common good has not been prioritized. The fire station in San Ignacio and Santa Elena is a testament to that. Health care is a shambles when we allow our brothers and sisters to die because they cannot afford proper health care. Our education system does not take care of the teachers who must travel and teach in extreme conditions. Our children must wade through mud and water to get to school in the South. We need no more smoothing over of the problems we are all too aware of. We require, no we demand, solutions and the political will and expediency to do what is right and just for our fellow Belizeans.

a Cámara de Comercio e Industria de Belice (BCCI por sus siglas en ingles) en su último comunicado de prensa ha dicho que los costos de combustible continúan en “una tendencia ascendente e impredecible”. Esa podría ser el eufemismo del año en lo que se refiere a los precios de los combustibles que están por las nubes. La BCCI recomienda que el gobierno utilice medidas de “amortiguación” que se hayan utilizado con éxito en otras jurisdicciones. En pocas palabras se utilizan impuestos para detener las grandes fluctuaciones en los precios del combustible. La medida significaría que cuando los precios del petróleo son altos se construye una reserva con impuestos. Cuando los precios del mercado mundial son bajos, entonces los fondos de la reserva se utilizan para amortiguar la caída de impuestos. Esto significa un precio de combustible más estable a largo plazo. Los precios del petróleo crudo empezaron a disminuir de unos $120 dólares estadounidenses por barril en 2013 a apenas unos $40 dólares estadounidenses por barril en 2015. Actualmente el precio por barril se sitúa en $84,75 US. No sorprendería a nadie descubrir que el precio pagado por beliceños por combustible en 2013 era $10,94 BZ para Premium y $9,20 BZ para Diésel. Las cuotas escolares para la escuela primaria y secundaria fueron completamente abolidas. La atención primaria de salud en los vecindarios de riesgo también fue mejorada a través de fondos adicionales disponibles para ese propósito. Hubo expansión en el sistema de transporte masivo urbano y se amplió el esquema de electrificación rural. Según el Departamento de Asuntos Fiscales del Fondo Monetario Internacional (FMI) en un estudio realizado por Coady, Arze del Granado, Eyraud, Jin, Thakoor, Tuladhar y Nemeth la adopción de medidas de amortiguación debe estar vinculada al gasto público que beneficie directamente a la población. Estos gastos deberían estar en la salud, la educación y la infraestructura y también deberían beneficiar y proteger a los más expuestos a riesgos y vulnerables en la sociedad. . El gobierno de Belice se hace de los impuestos del combustible en su “amortiguación” o “mecanismo automático de fijación de precios del combustible”. El problema radica dónde van esos dólares de impuestos y para qué se utilizan. El bien común no ha sido priorizado. La estación de bomberos de San Ignacio y Santa Elena es un testimonio de ello. El cuidado de la salud es un caos cuando permitimos que nuestros hermanos y hermanas mueran porque no pueden permitirse un cuidado médico adecuado. Nuestro sistema educativo no se encarga de los profesores que deben viajar y enseñar en condiciones extremas. Nuestros hijos deben vadear el lodo y el agua para llegar a la escuela en el sur. No necesitamos más amortiguación para suavizar los problemas de los que estamos tan conscientes. Requerimos, no, más bien exigimos soluciones y la conveniencia y voluntad política para hacer lo que es correcto y justo para nuestros compatriotas beliceños.

Renowned Belizean Pilot ... Belize City: Thursday 11th October 2018 Our newspaper mourns the passing of career pilot, businessman and the former chairman of the PUP Belize Rural South constituency, Jose Milo Paz, 49 years. Unconfirmed reports are that he died in a plane crash on Tuesday evening just after take-off in Panama. It has been reported in local media outlets that his charred remains were discovered along with the charred remains of another pilot who remains unidentified. Paz, had requested a week’s vacation from his job at Tropic Air to pilot the private charter in which his life was lost. His passing is monumental as was his life in the close knitted community of San Pedro. In his interview with Belize Times on Wednesday, John Grief, the President of Tropic Air, said he was moved to tears when he heard the tragic news. He recollected that he and Paz had shared a friendship dating back to their childhood days in San Pedro town. “Milo and I grew up together as little kids; playing in the sand streets of San Pedro,” he reminisced. He will remember Paz as an aviation pioneer who, “…owned his own airplane and was one of the pioneers in the San Pedro/Tikal Day Tour. So, in those days Tropic and Milo would take a load of passengers to Tikal, wait all day with them and then bring them

back. He was one of the pioneers in that.” He added that Paz, “…was a smart businessman. He was involved in money changing at one time before the rules changed.” A review of our archives revealed that almost 20 years ago Paz was in an accident but survived. He has spent almost thirty years of his life flying in the skies. Again, we express our condolences to his family, friends and colleagues.

KUDOS TO BELIZE CITCO Both accused minors were students of the Mopan Technical High school in Benque Viejo. They were arraigned on Wednesday and remanded to the Wagner Youth Facility in Hattieville until the 12th December 2018. same opportunities as that of most other teenagers focusing on school, not having to worry about where his next meal, school bag, school shoes, school fees will come from. This young man has faced many challenges in life, but he has never given up. He lost his mother at a very young age and is now living with his sister. Life is not easy for her as well because she has her own children to care for. Russ hustle by selling his raffles, bed sheets, perfumes and whatever items he can purchase from the money he acquires from small donations. He has fought very hard to stay in primary school and has somehow managed to work his way into a High School located on the south side of Belize City. He walks the streets every day to make his money to purchase his basic necessities. Last week as high school opened he said his sister cannot afford him lunch allowance so in order to find his meal, he would ask for a dollar here and there. There are so many children in this country who are faced with hardships but continue to tread down the path of positivity clinging to whatever little hope they can. So, when I see a youth engaged in robbing and stealing I see Russ, and I know that with hard work, there are other positive alternatives out there.

Dear Editor, Thank you for allowing me a space in your newspaper to big up Mayor Wagner. It is great to know that we have people with integrity and honor leading our city. Kudos to City Administrator for halting this practice which I and all other right thinking Belize City residents realize must have been the way business was handled by the past city council. This is the corruption that must be rooted out and exposed. These under the table arrangements serve only to increase the operating costs of the city by giving contracts and business not to those companies with the most competitive prices or better quality products but to those who are willing to give kickbacks. These decrease the efficiency and quality while at the same time elevates the costs of services the city council provides. All of this negatively impacts the residents of the city. Those people who say that this was just for show only reveal that they do not know Mayor Wagner. They are the ones used to cheering on their leaders as they speak of chopping corruption with the imaginary machete all the while stuffing their socks with kickbacks and gifts. Fareed Ahmad Belize City, Wednesday, 10th October 2018 Former Woman Police Constable, twenty-four years old Michelle Brown who is accused of the 2017 murder of businessman, Fareed Ahmad is to stand trial in the January 2019 session of the Supreme Court. According to Chief Magistrate, Sharon Fraser, after evaluating the statements from several witnesses, reports and other documents from the DPP’s office, she found compelling evidence to establish a prima-facie case against Brown . Ahmad was a well-known barber, who was shot and killed on December 28th, 2017 near miles 16 on the George Price Highway whilst driving his BMW, SUV. Ahmad had suffered a gun shot wound which caused him to lose control of the vehicle and crashed on the other side of the highway. Inside the vehicle with him at the time was WPC Michelle Brown who was assigned to the Special Assignment Team of the Police department. This particular incident resulted in growing public uproar as the Ahmad family is alleging that Fareed’s death was an Execution by SAT.

By: Erick Glenn The last weeks of September leading up to today there have been numerous cases of attacks on our young population. These attacks include kidnapping, sexual assault and in some cases murders. Why are the youth being targeted? Is this becoming the norm? What is being done to prevent these attacks? There has been a noticeable increase in the number of attempted kidnapping of our children, for example, the eight-year-old boy who allegedly was almost kidnapped by a man in a white van in Belmopan on his way home from school. Also there was another alleged attempt abduction of an eight-year-old girl and fifteen years old in the village of Trial Farm in Orange walk of which they narrowly escaped. And just like these cases there has been many other incidents, which have been publicized across the media. We have also more unsettling incidents such as the mysterious death of Christopher Meighan a twenty one-year-old resident of Caye Caulker, who was found lifeless in a San Pedro Hotel. The case of missing seventeen-year old Geraldo Vasquez from the Ontario Village in Cayo. Next was a fifteen years old who went missing and was with Magdiel Ceas who has been charged for having unlawful sexual intercourse with her. The recent murder of nineteen-year-old Bobby Garcia who was found lifeless inside the Cahal Pech temple. Lastly, the horrific death of Cindy and Jarinet Cowo who were traveling in the vehicle of the intoxicated fifty-three-year-old Belmopan contractor/ pastor Carlos Martinez. UWG MOVING FORWARD!! The United Women’s Group, the Women’s movement of the People’s United Party, held a very successful Fundraising Luncheon last weekend at the Lion’s Club Center in Belize City. I am proud of the group, which is led by President Tanya Santos. They are clearly putting much effort into their activities, and I believe they are making strides in involving more PUP women in the advocacy that is so necessary for all the many issues that face us as a party and as a country today. Ms. Melissa Cadle, Vice President of the UWG, was Mistress of Ceremonies for the Luncheon and program, and it kicked off around noon on Saturday last. The opening prayer was done by Ms. Julian Mortis, executive member, and the Welcome remarks were delivered by Ms. Angeles Itzab, UWG secretary. Some one hundred tickets were sold, and the event was very well attended and surely enjoyed tremendously by all the women. There were also lovely prizes and giveaways throughout the afternoon, and a sumptuous ham/turkey/rice and beans meal was served. Ms. Julian also spoke Words of Inspiration, with the theme “Woman – Be Better, Not Bitter !!” She encouraged everyone to rise above the daily challenges and negative occurrences, and to have the will and courage to make a positive difference in our families and communities. First guest speaker was Hon. Sylvia Flores, former Senate President and Minister. I always love Sylvia’s contributions to women’s discussions and fora. She has used her considerable ‘people’ and political skills for the public good. She did ask us to pause and to ask ourselves why it has been so difficult to have women around the decision-making tables in government, and also to think of ways in which more of our Belizean women can be able to step forward in this particular challenge. Her own experiences were not easy, she said, but she never gave up and made sure to carry on in the work of leadership and governance. She is also a former Mayor of Dangriga, so her expereince at the local government level assisted to make her the firm leader and strong voice that she became. Senator Valerie Woods was also dynamic in her remarks to those in attendance. Our political involvment as women, she said, must never be mere tokenism. We have to get around the mostly male table and shake things up. When only men run

the country the concerns of women are often by-passed or ignored. Women bring to the table the concern for children and families, the focus on how to stretch small money, and the realization that we have to do better in the areas of health and education. As women we know we have influence, so we must use that influence. Currently the UDP are not shaking up the table. They are seen but not heard, and it is empty words and pure lip service to talk of zero tolerance for violence against women when you the UDP are in power and control and have done nothing for improvement of the current situation. Senator Val also told us that it cannot be business as usual. We have to make sure that the PUP gets to Belmopan very soon because of the patently clear difference between us and those presently in power. And we PUP women can not only ensure that the PUP is in Belmopan, but we can also insist that the agenda includes our priorities for meaningful change. Our country WILL be better with the PUP, and we must make it happen, she said to us. In her address Mrs. Rosanna Briceno, in her unassuming yet powerful way, echoed the calls of Sylvia and Valerie to never give up in the struggle for more representation of women. We MUST be engaged because to be a progressive party the PUP must involve and include women. We have to be persistent, even ruthless if necessary, in this quest, she told the gathering. Mrs. Briceno also pledged that as the wife of our PUP Leader she will be tireless and unrelenting in her efforts to influence our leader and decision-makers and to embrace her role wholeheartedly. Finally, and perhaps most importantly, there were strong calls for the PUP’s own Madam Gwendolyn Lizarraga to be made a National Hero posthumously. Madam Liz, as a woman way ahead of her time, lifted our people, especially women, out of poverty through their ownership of land and a house, which she struggled successfully for, and she has left a formidable imprint on Belize as the first woman among the leaders at the highest level. We need a woman National Hero, as Carolyn Trench Sandiford has said, and the right person to be so named is Madam Liz. I highly commend the UWG for this hugely successful luncheon and forum. Many kudos to the organizers, and I look forward to another such event. The UWG is Moving Forward !!

Belize City 6th October The United Women’s Group held its first Fundraising Luncheon on Saturday October 6th at the Lion’s Club in Belize City. Under the Leadership of Ms. Tanya Santos, the UWG National Executive prepared a dynamic agenda that involved guest speakers such as Hon. Sylvia Flores, Senator Valerie Woods, self-defence instructor Renee Wentz and Mrs. Rossana Briceño who was the keynote speaker. The day offered the opportunities to ladies from across the nation to interact in a social setting as well as learning topics of culture, politics and self-empowerment. It featured the presence of Referee Ms. Yuri Daniels, who received a monetary contribution towards her surgery. The funds from the event will be used by the UWG to continue their membership drive across all constituencies.

CONFIDENCE IN THE ECONOMY CONTINUES TO DECLINE IN BELIZE By: Dr. Pedro Villegas “As much as we need a prosperous economy, we also need a prosperity of kindness and decency”. – Caroline Kennedy I. Background Adverse court decisions against government, social and political conflicts and fiscal issues are some of the factors that are impeding the development of productive projects in Belize. The deterioration of public finances and the inability of the current UDP administration to put an end to the increasing prices are again drawing the attention of rating agencies and the international market, who foresee a complicated economic future for Belize and also are increasingly complicating the path towards a much-needed reform of public finances. The current generalized social discontent is negative for Belize’s Government. In the view of the rating agencies, Belize’s fiscal profile has deteriorated substantially since 2008, since imbalances in the country have led the debt in a maximum of two decades close to 50% of GDP, in 2017, up from 24% in 2008. For the year 2019, we expect the debt to reach 57% of GDP. In relation to this same topic, the Barclays Bank of England reported that initial expectations that present government could get a fiscal reform approved in Belize, are fading. Furthermore, there are increasing risks that the government could conform to a watered-down proposal that could deliver up to 0.5% of GDP less than initially expected. Such efforts would be insufficient to resolve our urgent fiscal situation. II. Discussion Can you believe that the IMF recently affirmed that Belize economy is recovering? This comment is misleading as future projections of the Belize economy are projected to be less than 2% growth. The right point is that our increasing debt is a danger, foolish political decisions taking on debt that was not paid back and has now spiraled to many times the original loans. Is Belize preparing for the economic collapse, bigger than the great depression coming in the next months? Everything is in a giant bubble, our real estate, bonds, stocks, the interest rate is increasing. Belize May be doing a little bit better today compared to yesterday but big storm clouds are gathering! Economic analysts pointed out the main factors that are leading the Belizean economy from achieving better levels of growth. The lack of advances in trade facilitation and public insecurity continues to be the factor that most negatively affects the quality of life of Belizeans and the investment climate. In the business climate and public safety, the conclusion is that citizen insecurity, political and economic uncertainty and low levels of investment have been the main factors that have affected the quality of life of the population and the business climate in our Country. In transparency, a warning has been given that the operation of the anti-corruption institutional framework is still week. The ongoing investigations of cases of large-scale corruption at Land and Immigrations Departments show the need of more compliance. Besides, the mecha-

nisms to appoint public servants in general need to be strengthened. Strengthening the fight against corruption requires a more efficient legal framework, especially a new Law on Ethics and the Law on Access to Public Information. The cases of large-scale corruption that have been identified recently highlight the need to reformulate the control scheme of public funds, especially the PUC. There is at a clear disadvantage, compared to banks, as a source of financing for companies. Not only does it compromise access to investors’ savings, it also significantly limits companies and individual’s investment options. Projections of government revenues to meet their obligations depend on the performance of the economy, in a more deteriorated economic environment, revenues can decrease putting more pressure on public accounts to cope with the expenses generated by the debt. In relation to the options to reduce the costs of the debt, the strategy should be different. The alternative is to put the brakes on the debt. The government has to try to save money by eliminating unproductive activities. The fiscal deficit is already high in structural terms, and is increasing even more with a less favorable economic cycle. There is also evidence that the fiscal problem is negatively affecting the local economy due to a squeezing effect on the private sector. What the Central Bank said about the growth of the deficit and the public debt is very, very negative. It is a situation of a debt that is already close to 60% of GDP. It would be one of the historically highest levels. Contrary to that, tourism to Belize continues to ramp up in 2018, according to the latest numbers from the Belize Tourism Board that reported a total of 269,502 stayover tourist arrivals in the first six months of 2018, a 17% increase compared to the first half of 2017. That rate is among the fastest tourism growth rates in the Caribbean so far this year. Belize also saw an increase in cruise passenger arrivals in the same period, with a total of 629,684 in the first half, a 10% increase over the same period in 2017. These increases in tourism arrivals is not being significantly reflected in our countries’ economic that continues to be nose diving. As we look around we look for self-sufficiency and we see none. Our poor farmers are trying hard to produce but with no assistance from Government then they are doomed to fail. Contraband is wreaking havoc on them. In fact, licenses are granted left, right and center to the cronies so that they can import at cheaper prices what they produce. Handouts and freebies have made our people, especially the poor, dependent on a system that has been created for political expediency. We have been enslaved into thinking that what we see on TV ads are the best while we snub at our very own. Our system of education has not developed the inquiring minds with which we were endowed to us. Our education system should address the needs of a small developing nation such as ours. What has happened is that there has been a system that is devoid

of our real needs. Administration after administration have come and gone leaving us poorer and poorer. Who is to blame? Regarding the serious and risky situation in which the public finances of the country finds itself, if decisions continue to be delayed, the cost to the country will be much more than just economic. It’s well known that during the last 10 years, the public treasury multiplied the financial deficit. in 2017 the Central Government’s financial deficit stood at 62% of GDP, and for 2018 the Central Bank projects it at 75% of GDP, it means a deep deterioration. Summarizing, Belize has the lowest level of GDP growth, that combined with the lowest level of export growth create a real economic risk. The Country is seeking the highest level of institutional corruption ever seen; this is sensibly affecting the level of credibility and respect in the world and the foreign investment and consequently the growing of private sector capital. Belizeans are suffering the highest cost of living than ever in our history. To make facts worse we have the lowest level of security and safety within sovereign territory compare with the rest of Central America and Caribbean Countries. III. Conclusions The longer that is spent without making the adjustment, the greater and more expensive the consequences for our Country will be. Little by little the country has been adding elements that make it riskier and more vulnerable. The macroeconomic conditions are

changing and they are becoming less favorable. In addition, there is strong upward pressure on interest rates product of the Central Bank’s high liquidity requirements and observed increases in country reserve rates, as well as risks of depreciation and inflation in light of adjustments to external interest rates and risk of greater effect from imported inflation in the absence of a structural solution for public finances. Externally, the Central Bank has identified downside risks in relation to lower global growth (external demand) and the price of raw materials. Ciudadanos israelíes arribaron en las ultimas horas a la isla de Roatán con la intención de limpiar los famosos arrecifes coralinos hondureños que se han visto afectados por la contaminación de basura que proviene de Guatemala.

Let’s do it Together

Thank you for inviting me to be with you today at this special event and to make a few remarks. Let me first say how much I appreciate the work of the UWG and let me also assure you that my husband John does as well. The participation of women in the PUP is something that can never be overstated. I know we keep hearing of all the important men who were involved in the building of PUP and we agree, yes we need these heroes, but so too have our women who have also been at the forefront of this movement and likewise -- we need heroines. In his Independence Day address, John spoke of the contribution of women like Madam Liz, Miss Tutz Lahoodie, Mrs. Godfrey and Miss Jane, but there are many more who we must not forget. We as PUP women need to learn the history of our Party. We need to search the archives and find all the many brave women who have been a part of this movement and who were there with the men, shoulder to shoulder, as they love to proclaim. Perhaps I feel this way because I am aware that my husband fancies himself as a progressive, and I challenge him every time he talks about the PUP as progressive telling him that without the inclusion of the women of the Party there is no progressive PUP. In the days when the PUP got started, during the strikes in 1950, caused by devaluation, when the men were on the picket line it was the women who were preparing the food so they and their children could eat. The people from the villages brought the food from their farms and plantations into Belize City and the women organized and ensured that those men were fed and the children were taken care of. When the men in Belize City were ready to buckle and cross the picket line it was the women in the Stann Creek who were canning Trout Hall fruit juices who said “hell no”

we will not stop until you increase our minimum wage. Our women held the line and refused to buckle. We have to know about how Madam Liz and the women of the PUP who in the 70’s forced the men to build what is today E. P. York and Gwen Liz high school, the first two fully government managed secondary schools in Belize. I am not aware how many of you know about this, but this was not the only time that Madam Liz made some progressive moves, when the lands department was slow in getting land to women, especially single mothers in Belize City, she went in to South Side Belize City in areas in the then Collet Division and with her tape measure started to parcel land and hand out to Belizeans. This forced the Lands Minister to proceed with the surveying of lands so these people could get a proper title. But let’s be honest, how many of us really know this history? We cannot surrender the legacy of the women of the Party to the men; they feel no responsibility to honor what we have done. We have to go out and gather the facts and remind our men that every step of the way we were there, not behind them, but right beside them and sometimes even in front of them. Now I am fully aware that some of us here today are not satisfied with all that is happening in our Party. We are not happy that having gone though most of our conventions, we have only one, woman standard bearer. You should not be surprised when I tell you that John and I have had our fair share of fights over this. I continue to remind him of his commitment to having women represented across all sectors of the Party. I tell him, you promised 30 percent and you must keep that promise. A progressive Party must have women included across the board. He keeps telling me that he is trying, he keeps telling me that it is difficult for us because many of the men in the Party have worked for a long time to build themselves in those areas where the PUP are likely to win seats. You should know that the Party Leader and I don’t agree on everything and on this issue we have been at odds on more than one occasion. The one issue where he and I agree most however is that we women cannot wait for things to be handed to us. We have to fight to take it. Yes the men will say we will claw our way for it-- and if we have to claw our way around the table let’s do it! You know, we have to mention the tremendous effort by Thea , Val and Erica and before that Tanya. Yes they did not win, but none of these four women quit. I was away at school but from what I read Val was put through one of the

shortest and toughest campaigns any PUP had to go through, but look at her today, Val is still here, still fighting, still ready to work with our Party to build Belize. Like Erica, Thea, Tanya and Val we women of the PUP must be ready to fight like hell. We all have to support Tanya and this UWG executive. We have to be tough as hell and not allow anyone to intimidate us because we are women. If they refuse to treat us as their equal we will have to fight for our equality and take it, for we are just as deserving as anyone else to be around the table. These are different times ladies but the stakes today are no different than the stakes of a decade ago. One hundred and forty-two thousand Belizeans are poor. Most of whom are women and children. Today while we work as hard as the men do they make 20 cents more on the dollar than we do. Many of our sisters are abused at home and abused on the job. We have to work together to change these things and this work must start in all of the 31 PUP executives and in the National Executive. We have to ensure that issues of importance to women appear on every document that is produced by the PUP. We have to make sure that women are included in all aspects of decision making of the Party. Now I have known John since I was a teenager, one of the attractive qualities he has is his genuine concern for others. He doesn’t hug children for the cameras; he does not go to funerals because he is a PUP. He truly believes he has a responsibility to the people he represents. (At one point I thought that he only went to mass and funerals….well) Many mistake his calmness as weakness; but John is a fierce fighter. Once he is on your side you can find no better person to fight for you. I am convinced John wants to work for the issues you and I care about. Our Party Leader really wants to build a Belize that works for everyone. He is convinced that we can reduce poverty and reduce our trade deficit so that more women and young people can have good jobs. He is committed to doing something about our education system and he wants a health system that is affordable. He believes in the principle of a living wage. I know you have heard him say these things in his speeches and I can assure you, I hear him talk about them every day. He is committed to building a better Belize and he is trying to get everyone of us to work with him to make Belize better for everyone. We have work to do ladies and a part of that work is to ensure that we are equally represented around the table. We have to be a part of the conscience of this movement so that we are not only talking about serving the people but also actually doing it. Now I would like to suggest four ways for us to become more engaged in the process and to serve the people. First we have to change our attitude and

17 approach. We have to be strategic. Those among us, who want to run for office, need to decide early, put a strong support group in place and hit the streets. We have to work just as hard as or harder than the men on the ground if we are going to take over winnable seats. Second and equally important is focus – we have to be focused. Research has shown that both men and women are either left brained or right brained, or both. Men tend to use their left-brain more frequently than women who tend to be more right brained. Studies show that men tend to be more analytical and women, who frequently use the right brain, are more creative. The left-brain triggers those activities that result in persistence. If that is the case we can understand why when men make up their minds about something they do what they have to do to achieve their goal. We on the other hand tend to let our emotions govern how we act; we worry about the consequences of our actions far more than men do. In politics I believe persistence is very important so we must start thinking like men and be strategic so that we are not at a disadvantage. We must find the courage to let our voices be heard loud and clear to end being silenced politically. Third we have to be ready to have moments when the aggressiveness and assertiveness that comes from the left-brain will win out and suppress our emotional side. Again studies show that men tend to be greater risk takers than we do (maybe that explains why women tend to live longer than men!) It is time for some of us to stop asking, “What would Jesus do?” and just take the risk. It paid off for Dolores when she had to go to Port Loyola and Belize Rural Central and fight. It paid off for Erica in Dangriga for the municipal elections. And fourthly women must support women candidates. For too long we have been supporting male candidates to the detriment of women candidates. For too long we have been bringing down women instead of encouraging them. More women campaign than men. More women vote than men. WE have always been warriors for the men, now we need to be Generals for the women! Ladies, let’s start to actively support women and let’s start winning!! We can do this we have Tanya, Val and these other women who have all just started their journey. Let us work together and build upon what they have started. I hope that you will see my presence here with you today as my commitment to be a part of our work, not only to be inclusive but included. We are all True Blue PUP women and together with our BYM the National Executive and all who love this Party, we have to get up now and work to make Belize better for our children and for each and every Belizean. Empower the Youth By Gilroy Usher, Sr. “Life’s most persistent and urgent question is, ‘What are you doing for others?” -Martin Luther King, Jr. In the $8 million bloated contract for Faber’s Road, many youth, including males and females took advantage of the opportunity to earn a weekly paycheck despite low wages. This experience on Faber’s Road and many other job sites shows that the vast majority of young people in Belize are serious about having steady jobs to care for themselves and their families. Today with 9% unemployment thousands of Belizeans, who want to work to care for their love ones, can’t find jobs in either the government service or the private sector. To fill this need for employment more Belizeans must be taught to become entrepreneurs. The talent and energy of as many competent and reliable persons, especially the youth need to be channelled towards that objective, owning their own businesses. We need scores of persons to cut overgrown grass, clear drains, and builds concrete ones. There is a great need for street signs. In the Jane Usher area of Belize City and several other communities in urban parts of the country, it is chaotic to find an address, because dozens of streets use a single name. There is also a great need in the community for electricians, plumbers, carpenters, and masons to provide maintenance work in homes. Presently, there is also a great need for orange, watermelon, sour sap, and other natural juices in the country. Belize also needs mechanics, barbers, jewellers, tailors, and food vendors among other basic services to address the needs of its fast-growing population. Those numerous needs provide great business opportunities for the youth. More youth as successful entrepreneurs will result in more jobs and greater opportunities for other Belizeans especially other youth. To enable our people to take advantage of these numerous opportunities for successful business investment, all learning institutions in this country need to teach Belizeans the benefits of working together as a group instead of individually. Strength is in numbers. It’s always easier to access land, finance, credit, and greater discount for any business undertaking as a group instead of individually. Chinese, East Indian, Mennonite, and Arab businesspersons all work together in their particular ethnic group to enhance the success of their investments. It’s time that Creoles, Mestizo, Garifuna, Maya, and local East Indians teach their children the tremendous benefits of working together and supporting each other in

business by doing so themselves. Belizeans have gone from printers to owners of their own printing companies. Our people have gone from messengers in wholesale stores to proprietors of their own wholesale businesses. Some Belizeans have also gone from pawning items at a pawnshop to owners of pawnshops. Those and many other success stories of ordinary Belizeans in business were possible, because the young entrepreneurs were able to access startup capital of a group or association, or through individual loans from banks, credit unions, relatives, or

friends. Lending institutions such as Belize Enterprise for Sustained Technology (BEST), the National Bank of Belize, the Small Enterprise Development Unit, The Development Finance Co-operation, and the various banks and credit unions should therefore, all do their best to enable young Belizeans to access loans to become entrepreneurs. That’s very important for the future development of this country,

because small businesses provide the most jobs in an economy. Empowering the youth by providing them with the education, training, and tools to become successful business persons will not only result in the creation of hundreds of needed jobs for the people. It will also ensure that future generations of Belizeans are able to successfully continue the various businesses started by their parents and grandparents.
