TEACHERS PUNISHED FOR FIGHTING CORRUPTION

Wednesday, 19 October 2016 Even as the BNTU district branches met and teachers decided to end the strike and return to classes, the Government of Belize was acting to punish teachers by withholding the salaries of all who participated in the industrial action. In a memo dated yesterday, October 18, GOB informs all Boards of Governors, Deans, Principals and General Managers that it will be “withholding its

contribution towards the salaries for individual teachers for the days when those teachers were on strike.” The memo goes further to state that “in the case of Secondary Schools where the managing authority of a school took the decision to call off school in anticipation of strike ac-

02 PROMINENT ATTORNEY FOUND DEAD

23 OCT

THE BELIZE TIMES

Wednesday, 19 October 2016 Michael Young, well-known attorney and legal advisor to the United Democratic Party, was found dead inside his Belize City home on Tuesday, October 18. It is believed at this time that he may have taken his own life, but Police are not yet ready to rule out the possibility that there may have been foul-play. The Senior Counsel was found by his wife inside the master bathroom of their Bella Vista home. That was at around 1:00p.m., and also discovered near his body was a licensed firearm. He died from a single gunshot to the head, and though there is no suicide note, there is apparently a lack of evidence to contradict the possibility that he wielded the weapon against himself.

While the government has chosen to take a very hard line stance against the teachers, no doubt to discourage any thought of similar action in the future, there is no such hard line stance taken against former Minister of Natural Resources Gaspar Vega, his son Andre nor any of the other persons who participated in what the Prime Minister has termed a “mistake.” In fact, there has been no hard line stance taken against any of the UDP Ministers accused of wrongdoing. While there has been no official response from the BNTU, the Belize Times has confirmed that members of the diaspora in Los Angeles protested at the Embassy against the harsh decision by GOB to punish the teachers who stood up for good governance and against corruption.

Reports say that he showed up to his office as usual that morning, but he left work early at around 11:00 am after a meeting with staff which has been referred to as unusual by persons who spoke to us off the record. His family suspects that he went straight home and unfortunately, 2 hours later, the

Barrow Pulls Plug on “Hotbed” Minister

Continued from page 1 Minister Gaspar Vega was forced to resign his Cabinet position and give up his current portfolio of Agriculture and Fisheries. The news broke last week that in 2015 Andre Antonio Vega, son of the Minister, and well-connected UDP attorney Sharon Pitts were paid $400,000 each by the Government of Belize through the Ministry of Natural Resources for “compensation” after it was “revealed” that the land given to them was already privately owned. The problem is that in documents leaked from the Ministry of Natural Resources, it was revealed that persons involved in the processing of the transaction, including the Minister, found out during the routine investigation that the land was privately owned. That would mean then that Pitts and Vega benefitted from what was certainly a deliberate and calculated scheme to defraud the Belizean public and financially benefit these two UDP insiders. At a press conference called on Monday, Prime Minister Dean Barrow claimed that Vega had of his own volition resigned, stating “I must make clear that Gaspar said to me that he would never knowingly

tragedy of his death was discovered. Police and scenes of crime technicians quickly moved in after they were alerted, and they spent the entire afternoon canvassing for clues. Medical examiner Dr. Mario Estradabran was also called in to do his own inspection of the body. At this time, there is no explanation as to what would lead Michael Young to take his own life, and there are acquaintances and other friends in the legal fraternity who are still unable to accept that it was actually suicide. Young was very influential among those within his profession, and he is described as a teacher and a friend who was very patient in his instruction on what it takes to be a good lawyer. There has been an outpouring of sympathy, reflection, and sorrow from his peers all across the political spectrum. Michael Young was the pillar of his law office, Young’s Law Firm. He was also one

have signed titles to land that didn’t belong to government.” Barrow was sombre, and played good cop to current Minister of Natural Resources Vanessa Retreage’s bad cop. Retreage explained that, ““It is clear that the Government of Belize did not have the right to issue title to land which it did not own. I have given a deadline of the close of business on Wednesday of this week for the information to be provided to me and then thereafter a final decision will be made as to what action will be taken in relation to this matter.” Retreage went further to say that, “where it is found that monies have been paid out wrongfully, such monies must be recovered. Unjust enrichment at the expense of government cannot be countenance.” The Belize Times has been reliably informed that Vega has told the Prime Minister that if there is any move made on his son for the money given to him, he will immediately resign his Orange Walk North seat to force a by-election. We tried to reach Vega for comment but were told that he is out of the country. We have also been reliably informed that there are many other documents to be released. None of the parties have spoken of criminal action against Vega or those involved, but current Minister Vanessa Retreage has certainly not left that off the table.

of the go-to attorneys that the Barrow Administration would seek out whenever there was any legal dispute, and he also held an executive post on the UDP as Legal Advisor. He was re-elected to that post in the 2016 Party Convention, which was held in Dangriga. The Belize Times extends its condolences to the family of Michael Young.

RESHUFFLE AGAIN!

Continued from page 1 To replace the disgraced former Deputy Prime Minister Gaspar Vega, who leaves Cabinet in scandal, the Prime Minister has once again turned to the unelected Senator Godwin Hulse, who will take over Vega’s portfolios of Agriculture, Forestry, Fisheries, the Environment and Sustainable Development. Barrow himself will take over the Police Department from Hulse and become the Minister of Finance and Home Affairs. The man who has always wanted to fill Vega’s shoes, Elodio Aragon Jr. will be moved to Home Affairs as Minister of State with responsibility for the Police. The Prime Minister has given up the Ministry of the Public Service, Energy and Public Utilities, which will be taken over by the Hon. Hugo Patt who becomes the Minister of Labour, Local Government, Rural Development, Public Service, Energy and Public Utilities. The Hon. Frank Mena remains Minister of State for Public Service, Energy and Public Utilities.

mastermind William Mason. This week, documents from the Belize Companies Registry emerged verifying that both men were partners in John Saldivar’s Belmopan Bandits Football Club. The Companies Registry certificate shows that the parent company for Saldivar’s Belmopan Bandits had 10 shares. Saldivar had 7 of those shares, and the other 3 belonged to William Mason, which then made them 70-30 business partners. The document is signed by both men on August 18, 2015, and it is lodged at the registry which makes it official.

William Mason

Prior to this revelation, Saldivar did his best to downplay his connection to Mason, brushing him off as just someone who donated “in excess of $50,000”, a contribution “without conditions” to the football team. He claimed that he disassociated himself from Mason when repeatedly asked about the relationship. There were legitimate concerns from the Belizean public that because of Saldivar’s position as Minister of Police, he could have used his influence to frustrate the investigation of his business partner, who is implicated in one of the most gruesome murders in recent memory. Trying to make excuses after being busted, Saldivar sent out a press release on Monday, October 17 claiming that he had never denied the association in the Bandits. The release claimed that the minute he severed ties with Mason after learning of his alleged unsavoury past, he stopped the process of registering the new company name with FIFA. He instead used the old name until it was renamed “Bandits Sports.” Because he was confronted by the press directly with it, the Prime Minister was backed into a corner and he had to take action. He released a statement saying, “John Saldivar, Minister of Defence, has been put on one week’s leave of absence… The week’s leave is to enable the Prime Minister to take legal advice on whether the steps the Minister took were enough to effectively sever the business relationship established between the Minister and Mr. Mason by

the formation of the company.” This only 2 days after Gaspar Vega was forced to resign as a result of corruption revealed in the Ministry of Natural Resources.

IF DAH NOH SOH!

Respect Due… Nuff respect is due to Senior Counsel Michael Young who died this week. He was a genuine man who didn’t let politics get in the way of his dealing with people in the street. Condolences to his family and friends… No respect due… There’s no respect due to former Deputy Prime Minister, former Minister of Natural Resources and now former Minister of Agriculture Gaspar Vega. He did Belize and Belizeans wrong. He should be in jail, and the only thing protecting him at this point is that Mr. Barrow knows that once one Minister falls, that’s it. Of course, Mr. Barrow also knows that Mr. Vega knows a lot of things about a lot of things, if you know what I mean. See, the Prime Minister isn’t as clean as he wants people to believe he is. So he can only push Vega so much before Vega pushes back…believe that! Bogus Eulogy… Dressed all in black, the Prime Minister of Belize delivered his eulogy on the ministerial life of Margarito Gaspar Vega at a press conference on Monday. Barrow’s voice broke at times, tears glistened in his big brown eyes and hell…I almost stepped to the head table to give him a hug. I hear Margarito almost choked when he heard the PM refer to him as his BFF. See, the word is that what’s happening to Vega is a well-orchestrated political contract killing. Just connect the dots – current Minister and First Son are tight, suddenly the Ministry starts springing very specific leaks screwing Margarito and at the press conference current Minister does a very solemn hatchet job on said fellow. Don’t you fall for the PM’s puppy dog face and crocodile tears! I hear over the weekend the sour ex-Senator was sent to OW to tell Margarito he’s got to go and the irate fellow called Barrow to deliver an ultimatum - if my son has to pay one dollar back you’ll know where you can put my Orange Walk North seat…hmmm! Arsonist for hire… It’s the strangest thing. Ever since the guy who supposedly torched the BPM’s ride was caught, nobody in the UDP has had anything to say. By now you’d expect that they’d be blaming the PUP, saying that this guy was hired by the other Party. But crickets! You want to know why? Well, because I hear this arsonist is singing a tune the UDP doesn’t want to hear. Just check what’s happening this week. The dollyhouse is crumbling. I hear the hit on Faber’s vehicle came from a lot closer to home if you know what I mean. Serious crap coming loose in the UDP and it’s gonna get worse. Wait for it. The Big Flop… Imagine you’re a big deal, right. You get a damned song made for you because you’re a big deal, dance all over Belmopan like you’re a big deal. And then, suddenly, you’re nothing. You lose your big deal Police portfolio. And now, the Prime Minister puts you on time-out because he says you lied to him about being associated with Mason. Poor, poor you! I hear when the document came out linking John Saldivar and William Mason just this week the PM gave the former big deal the tongue-lashing of his life before putting him on timeout. How the mighty have fallen. My lerd! Now the man is on Facebook posting the Serenity Prayer lmao. I’m telling you now that this isn’t going to end pretty. I’m gonna leave it at that for now. Where’s Eddie… There’s a UDP Minister in the west who is desperately seeking a former right-hand called Eddie…something to do with a caye worth, say, something like $6M. What I hear is that this certain caye was put in this certain person’s name to deflect attention. Apparently this is the modus operandi of this Minister, but we’ll get to that. So anyway, a deal was made to sell the caye for $6M, so the Minister goes to Eddie to transfer title to get it done. I hear he promised to pay Eddie $5000 off the top. Eddie wasn’t happy and headed off to Houston, title in hand. Sounds like a sordid fairy tale but it’s true. So now the Minister is unhappy and Eddie is holding out. This one is going to play out very, very soon. Next to fall…. Gaspar is gone. Saldivar is going. My vote for who’s going to get his comeuppance next is the man they call the 10% Minister, Rene Montero. I hear this man got in a big fight with the secretary of his constituency office after she found out that there was land in her name, mysteriously. Noh seh I seh…but after that news came out a lot of employees at the Ministry of Works are wondering why they were being asked for their Social Security numbers. I hear a bunch of them are planning to go to the Lands Department to check if they’ve suddenly, magically acquired land. Seems like this is the new hustle! Interesting times…real interesting!

A

Bubby-Suckers

talk-show host recently used the term in the context of the discussion on and debate over the BNTU’s decision to commence industrial action – action which resulted in a strike which is now in its third week. He was imploring bubby-suckers, bubby-boys and bubby-girls as he called them, to stay out of what should be an objective discussion by rational stakeholders. See, the participation of these bubby-suckers would immediately destroy any semblance of objectivity. If it needs an explanation - the term refers to those who are dependent on UDP generousity for their survival, those who are fed well and regularly to ensure their blind and rabid allegiance to the UDP in any and every circumstance. A mother’s breast milk delivers critical nutrients after birth, while the political bubby delivers cash and treats and perks on the premise that the ‘sucker’ will be indoctrinated into the UDP principle of complete, total loyalty to PARTY – not God, not country, not family, not truth. Any deviation – perhaps a moment of rational thought or patriotism or God-forbid, doubt in the holiness and glory of the RED, is punishable by the abrupt removal of the bubby. It is something that, for these plentiful, pitiful creatures, cannot be contemplated. We have seen the merciless personal attacks on the teachers by these bubby-suckers – by the voracious suckers in/on the UDP’s pseudo-media rags, and by the relentless suckers on the ground and on social media. We have seen respectable, respected teachers belittled, humiliated, taunted, insulted – their personal lives put on blast in protection of the UDP. Teachers’ faces have been photoshopped onto nude pictures. Career teachers have been accused, on Facebook, of peddling drugs in schools. It is mind-boggling, this dependence on the bubby to the point where all humanity is lost and other individuals become fair game. Make no mistake - these incessant, vicious and petty attacks on the men and women who educate our children are sanctioned by the UDP leader, the much less than honourable Dean Barrow. He is married at this time to the woman who calls herself the Special Envoy of women and children. But you will not see any release asking the Prime Minister to desist from these personal attacks on women educators. It was revealed last week that the former Deputy Prime Minister and then Minister of Natural Resources Gaspar Vega is implicated in a scheme which robbed ‘normal’ Belizeans of millions of dollars. ‘Not-normal’ Belizeans, over the years, benefitted from millions of dollars paid to them from the public trough – my money, your money.

The evidence is crystal clear – one of the many to benefit with a gift of $400,000 was Andre Antonio Vega, the then Deputy Prime Minister’s son. There is a paper trail, signatures, documents to corroborate the corruption. It is criminal, this fleecing of the people’s money. In any civilized country the outcry would be immediate and absolute, across every divide. In any civilized country Gaspar Vega would resign from office on principle, or be driven out in shame. In any civilized country a criminal investigation would be launched and Vega would find himself in the position of former Guatemalan President Otto Perez Molina, looking out from behind bars. In any civilized country, and person who participated in this rank corruption in the Ministry of Lands, whose signatures authorized pay-outs to the tune of hundreds of thousands of dollars would be likewise investigated and incarcerated. But in Belize, the Prime Minister decides that it is enough for him to just remove Vega from his cabinet. Despite evidence of corruption, the Prime Minister does not feel that any further action is necessary. Imagine that. Not only the leader of the nation is this Prime Minister, but he is also the Minister of Finance. Didn’t he have to sign off on those huge payments? On Facebook, the local social media gauge for politics, the bubby-suckers have been deployed and are in desperation mode. They say damn the teachers, and they pretend the Vega corruption does not exist. They say no reason for a strike, because there is really no corruption. They say yeah Vega may have done just this little bitty thing maybe, kinda, possibly mischievous, but yeah the teachers need to go back to school because they are destroying this country. Some of the higher-class, pseudo-intellectual bubby-suckers say Vega may have erred slightly, but he was moved from Natural Resources to Agriculture so he has been punished and we should disregard the millions fleeced and move on to those real destroyers, the teachers. It is a sad time for Belize. We are as divided as we have ever been. Incredibly, we are not Belizeans anymore. We are UDP, or PUP – stated as if it is a nationality, a state of being…a way in which we are identified and which dictates how we act. Right and wrong is no longer clearly defined. If you do wrong, and you are this mystical UDP being, then it’s acceptable. If you do right, and you are ‘A PUP,’ then something is very wrong. My heart breaks for my country, where Party has become more important than Country to so many. It will be a massive undertaking to bring us back from that precipice. It will take a strong and good government to be able to bring us to a point where ‘politics’ is not a dirty word.

UDP Senator is BOGUS COMMITTEE Chair Wednesday, October 19, 2016 The process to get the UDP to investigate themselves for corruption at the Immigration Department is complete. Aldo Salazar, a senator appointed at the advice of the Prime Minister, will sit as Chairman of the Senate Select Committee. He will head the inquiry into the Special Audits of the Department which names a number of his UDP parliamentarian colleagues and friends. That was the outcome of the second Senate Committee hearing, which happened this week. Church Senator Ashley Rocke is still trying to steer clear of any controversy as to his role in this process, since he already knows that the public is suspicious of his motives. Labour and Civil Society Senator Elena Smith told her other committee members that her constit-

uents have given her a mandate to refuse the Chair of the Committee. They do not want her to serve because the terms of reference, which gives the Committee its powers to investigate wrongdoing, are too limited. Business Senator Mark Lizarraga did not show up for today’s meeting, and his constituents in the business community share the concerns of the unions and the civil society organizations that the Senate is too restricted in its ability to investigate those within the Barrow Administration. The Opposition Senators have already made it clear that they think

this inquiry will be bogus, and so they are not going to participate. So, at this week’s meeting, UDP Senator Carla Barnett nominated Aldo Salazar to serve as the Chair. That motion was seconded by Church Senator Ashley Rocke. He immediately took over from Senate President Lee Mark Chang as the head of the meeting. His first order of business was to take questions from the press assuring that he would not seek to frustrate the justice that the people deserve in trying to investigate his UDP colleagues. Readers will remember, however, that just a few weeks ago, he was part

and parcel of the UDP’s shield to block the Opposition from getting a Senate motion passed to have an inquiry such as this one from the Upper House. So his motives are questionable because if he was not acting on behalf of his political boss, in trying to secure UDP interest, he certainly may not personally believe in this inquiry and its relevance to investigate. If he voted his conscience when he said no to the inquiry then, what has changed now that readers should feel assured? The UDP Senators has maintained their Government’s position: the inquiries will be public for all to see if they try to swindle Belizeans out of the justice for wrongdoing committed by UDP politicians while in elected office. Aldo Salazar is a trained attorney, in the same way the Prime Minister is. Also this week, the Prime Minister went on national television to say that Gaspar Vega did not knowingly try to enrich his family when he sold the piece of land to his sideman, Hilmar Alamilla, which the Government had no place selling. Alamilla then sold it to Vega’s son, Andre, who then had to be compensated for a 385 thousand dollar profit at the expense of Belizean taxpayers. The PM publicly tried to justify Vega’s. If they can do that, they can certainly create a shield of legal uncertainty where the Senate Inquiry is concerned.

GOVERNMENT NOT BEING TRANSPARENT WITH OFFSHORE OIL EXPLORATION, SAYS CONSERVATIONISTS Belize City, 18th October, 2016. The conservation community in Belize is currently challenging the decision of the Barrow Administration to approve offshore oil exploration in Belizean waters without any sort of prior consultation of the Belizean public or an Environmental Impact Assessment. A press release issued by the Coalition to Save Our Natural Heritage on Monday, 17th October stated that there has been no official statement from the government position regarding the seismic survey. The Ministry of Economic Development finally and for the first time issued a press release on Tuesday, 18th of October. We understand that negotiations with the American company TGS was started over three years ago and this release was the first time that Belizeans are hearing of it. This lack of administrative diligence on the part of the government is being decried by conservationists who say that it lacks transparency in the affairs of public agencies. This unfortunate

lack of engagement by the government of important stakeholders in the marine sector means that neither tourism operators and businesses nor the fishing cooperatives have had the opportunity of providing an input into government’s plan and decision to proceed with offshore oil exploration. According to the conservation NGOs, this unwillingness to engage stakeholders is only overshadowed by the reckless exposure of the marine environment without environmental due diligence. The release from the Coalition to Save Our Natural Heritage says that the seismic survey is being allowed to “proceed without the benefit of an Environmental Impact Assessment.” The Coalition’s release goes on to state that it considers “the lack of public disclosure regarding an activity that will cause inevitable impact to our shared marine resources an irresponsible and a gross disrespect to the more than 190,000 Belizeans who economically depend on coastal and marine environ-

ments.” The seismic testing is expected to begin on October 20th and private sector organizations such as the Belize Tourism Industry Association, tour

POLICEMAN BRUTALLY BEATEN IN CAMALOTE Tuesday, October 18, 2016 Camalote Village residents Belhem Guzman and Sanjay Casey are on remand at the Belize Central Prison. They have been charged with the assault of Police Constable Mark Rodriguez, who is himself a Camalote Village resident. Rodriguez remains hospitalized at the KHMH, his face barely recognizable after he was beaten into a bloody mess. Guzman and Casey were arraigned in the Belmopan Magistrate’s Court today on charges of attempted murder, dangerous harm, use of deadly means of harm, aggravated assault, damage to property and common assault. Because of the nature of the first 4 offences, they couldn’t be granted bail, and so they were remanded into custody until December 16. They are accused of attacking the officer on Sunday night, October 16. They were all at La Sirenita Bar in Camalote when some sort of misunderstanding happened and both men attacked him with a wooden chair and a pint bottle. They struck him continuously with these two items, and when the attack was over, Constable Rodriguez was severely hurt. He may be in need of surgery for his injuries to his head and face, but the doctors must allow for the swelling of his brain to go down. The cause of the attack is being disputed at this time. Belmopan Police say that their evidence shows that the men attacked Constable Rodriguez because they believed that he had called the cops on them for smoking marijuana at the bar. He had just come off duty and he was in his Police uniform, and so it is believed that the men were simply retaliating against him as a police officer. His wife told the press that if this was their motive, they are very much mistaken because Rodriguez was texting her, not Police. Family members and friends of the accused say that the police are trying to mislead the public. They say that the

reason the fight started is because Rodriguez, who was already under the influence of alcohol, got into some hard talk with one of the men. One such friend claimed to be present at the time and he saw and heard when Rodriguez allegedly threatened their lives and he then struck the person in the face. That is what, they allege, escalated things. Superintendent Howell Gillett, Commander Belmopan Police and Constable Rodriguez’s immediate superior, told the media that he does not accept this version of the evidence because it does not fit in with the written evidence they have, and neither is Constable Rodriguez known to lose his composure. His peers see him as a very reasonable individual who works hard to be an honest cop.

Wednesday, October 19, 2016 The membership of the Belize National Teachers’ Union (BNTU) by almost majority vote decided to resume classes after staying out of school for 11 work days. During that time, the teachers countrywide brought pressure on the administration of Prime Minister Dean O. Barrow to make concessions on good governance demands and labour matters. Speaking at a press briefing on Tuesday October 18, after membership meetings of its 10 branches, the president of the BNTU, Luke Palacio informed that “having polled our membership, we have determined that we have made sufficient progress as it relates to our 8 demands to the Government of Belize.” Those were first forwarded to the Prime Minister via letter dated September 12th. To the naysayers Palacio countered, “if we did not stand up, we would be right back where we were when we wrote that letter.” Referring specifically to the 3 percent salary adjustment and the PM’s concession of a 5 percent interest on the deferral when it is finally paid in the next fiscal year, Palacio declared “our position had always been that we are not going to give up our 3%. The other two unions [Public Service Union and the Association of Public Service Senior Managers] had agreed to the deferral. Because we stood up and we stood our ground, they too will now benefit from what has been achieved.” Despite their return to school, the BNTU is promising continued vigilance “over the execution of the agreements reached. A BNTU release dated October 18th asserts that the BNTU “remains committed to our good governance and respect for the workers agenda and reserves its option to reengage industrial action if necessary,” hence the reason why the language used asserts they have “put the strike on hold.” The first promise that the Prime Minister must keep is the signing of a commencement order for a 13th Senator by Thursday October 20th. In the BNTU release the teachers have thanked “the Belizean public, especially our parents who supported our actions…” and social partners. Look-

ing ahead, Palacio affirmed, “if there are others who believe that they need to take up this charge to further our cause then let them start to do so; let them engage with us. But it is unfair…to believe that the teachers must carry the entire burden of trying to correct what is wrong in our country…We will continue to do our part but we call on others to do their part as well.” The BNTU says the teachers along with school managements and administrators must determine how time will be made up. On the matter of teachers’ salaries being docked, the Union accepts Rule 102 of the Education (Amendment) Rules, 2012 that striking may lead to salary loss however, president Palacio referred to a 2005

suit on the matter when the then Chief Justice ruled that the Government cannot instruct school managements to deduct pay for strike action. He hopes that managers will understand that “these teachers who were out on strike were striking for…Belize. They as General Managers will also benefit from whatever good governance agenda we were able to foster… They [teachers] were not doing anything illegal…We need to have our children learn, we need to have our parents understand that we must love this country and if we love this country, we must keep on fighting for what we believe will make our country a better country, not only for today but for generations to come.”

Prime Minister Dean Barrow (July 29, 2016) “We are always on the lookout for corruption. And again…one thing I am not is a hypocrite. Of course there is corruption in government. There has always been corruption in government; there will always be corruption in government. It is my job to try an ensure that I do all I can to keep corruption at a minimum, to try to eliminate it—which really is perhaps wishful thinking. But certainly, once there is evidence of corruption on the part of any member of my cabinet to make sure that I act as I have acted in the past.” Put on Your Glasses Mr. Barrow – Follow the evidence

THE BELIZE TIMES

MY PERSPECTIVE By Dolores Balderamos Garcia

NASTY MAN CONDUCT Besides trying to keep up with local and regional news and views, I also venture to be abreast of world affairs. At this time it is almost impossible not to be intrigued by the United States run-up to their Presidential elections next month. It is historic and horrific in every way. If Hillary Clinton gets in, she will be the first woman US President. Many countries have had a woman head of state or government, but the US has been slow to follow. I remember campaigning over at Western Paradise, the Mile 8 Community on the George Price Highway, a few years ago. At the time I was one of only a few women running for office for my political party, and in canvassing to a lady who had recently returned from the US and registered to vote in 2012, I mentioned this fact of my being one of only a few female candidates. She was not at all impressed, and I had to wheel and come again in trying to win her vote. She didn’t care at all that I am a woman; she wanted to hear from me what I would bring to the table. American voters seem to be in that mode. I still feel that the order of Obama then Clinton ought to have been reversed. Hillary Clinton should have been US President before Obama, who is still youthful and chock full of dynamism. For her it is difficult, and if she were running against a respected younger leader she would be in quite a pickle. It is not easy for her now. Every possible bit of dirt is being dug up and paraded for Americans and for all the world to see and hear. Which leads me to the main topic of this writing - the Republican candidate Donald Trump. I have a term I have used for years for men who are particularly ill-behaved, especially in matters of sex and gender relations. I call them Nasty Man, and Trump is really and truly the epitome of this notorious designation. What has come out in the course of the campaign is almost mind-boggling. It is crystal clear that he views women and treats us like we are just a

piece of meat. He paraded Alicia Machado in front of journalists, forcing her to ride an exercise bike and complaining that she was too fat. He and his hugely oversized ego allowed himself to be brilliantly baited by Hillary Clinton and her campaign team when she brought up about the former Miss Universe, and how he had called her Miss Piggy and Miss Housekeeping. How utterly insulting to all women, whether we are Latin, black, white, Muslim, Christian or whatever. Not being able to resist the point he felt compelled to make, he only made matters worse. He could have apologized and left the topic alone. Instead he took to Twitter to malign her once more and talk about her weight gain. Totally incredible !! He has not stopped there. Damning evidence of how he has treated and continues to treat women has emerged. He issued a meaningless apology, but insisted that his boasting of kissing women and groping them by the crotch was just locker room male talk. Yeh, right !! All men certainly do not talk and act like that. More evidence keeps coming to the surface, and a former beauty pageant contestant has revealed that he had a habit of barging into the changing room when the ladies were half dressed or naked. A woman who had been upgraded to first class on a flight hastily retreated to her seat in coach after Trump groped and pawed her. Sexual assault on a plane !! There are many issues of the day swirling all around us. But I have felt impelled to comment on the conduct of that individual. It is extremely frightening that someone like that and with that kind of history of misogynistic behavior could still be a candidate for US President. Let us make no mistake, he doesn’t just talk dirty; he acts dirty and he is dirty, filthy and nasty. Men and women not only in the US but also worldwide have to reject and roundly condemn that kind of behavior. I call him Nasty Man and the behavior Nasty Man Conduct. Down and out with that. It has no place in any community anywhere !!

THE WONDERER AND LAND OF BELIZE, LAND FOR FREE?

Belizean politicians for the past decade have been raping the little bit of land left in Belize. A major Orange Walk thug along with his CEOs have been responsible for issuing land like crazy to his personal family, UDP families and friends. They have been raping the little national land that remains and even went to the point of dereserving land for their own purpose. By the scratch of a pen they dereserve and by another scratch they own. They own thousand of acres all over the country…..and they bought it dirt cheap and are selling it dirt- super expensive or collecting mega bucks for compensation! Imagine…you see why these people are not “NORMAL” Belizeans. Only the tip of the iceberg is coming out and Mr. Barrow has had to fire him! Do you believe the hotbed man resigned? When summoned to Belize City his resignation letter was given to him to sign…period! Mr. Barrow did the right thing, then he pity the man! He sorry fuh the man family! He even was dressed up in black like he was in mourning! Dah he shoot the man! Look at photograph “A” just south of Ambergris Caye. This area is known as Siete canals and it is supposed to form part of the Hol Chan Reserve. I can recall when years ago a Mexican group wanted to put a dolphin park in this area and the San Pedranos went totally against the concept. Today the first two islands are totally divided into seven large parcels. I guess when these are recalled because you cannot issue reserve land then the owners will be handsomely compensated. How can you have development on these islands? Where will the dredging material come from…I guess from the spawning zones that we are protecting. Boating activities would increase and waste production will be rampant! The following 2 photos are of lots subdivided around and including vast areas of Laguna de San Pedro in Ambergris Caye. This lake or Laguna is im-

portant for various reasons such as fish spawning, birds and other creatures. Most of it is underwater because it forms part of the lagoon and the rest is so low that sometimes at very high tides it all disappears and will all disappear when sea level rise due to climate change increases to one foot in the next decade. This is madness. I guess this is how they obtain campaign funds and votes, by subdividing a lagoon. Why issue this type of land or “water” to rich but mostly poor people who have to obtain dredging licenses to dredge the lagoon for reclamation. Most of this land - even if you fill it up today one foot above sea level will disappear in the next decade. Ridiculous! It is all Hustling! Hustling! The photo to the right depicts what is water and what is mangrove. When will the hotbed of corruption be done? The last photograph shows properties issued out to special people for development. It’s all water, so large canals were built to obtain some material to reclaim the land. This land under very high tides is barely some 3 inches above sea level. Again, what do you think will happen in the next decade? You can notice the BWSL sewer to the left or west. All these properties were some 25 years ago left as reserves for future expansion and buffer zones for the sewer lagoons. All these waters and mangroves were de-reserved and issued out to special people. The previous Lady Mayor had to do with it. If Belizeans wander around the country a lot of these issues are abundant. Most of the mangrove islands around the reef and atolls are all gone. You even have the American show looking for islands in Belize, all mangrove islands. I simply plea to the Minister of Lands who looks like a straight person to please research all these issues and to take drastic decisions and revoke some of these titles. I’m wondering if instead of issuing titles to mangrove islands, we should issue permission to build a brand new island somewhere in

the sea or lagoons providing proper engineering is taken into account. Mr. Prime Minister thanks for firing the Hotbed Man. This is not enough! Have you ever

wondered how much corruption is within your government? Have you ever wondered how many New Millionaires are within your Party? Please stop Wondering

and call elections now and let’s see how the people are thinking! QUE VIVA GAPY firing! THE WONDERER……………thewondererbz@gmail.com

THE SENATE: NOW A HOUSE OF ILL REPUTE By: Norris Hall We want to make sure that we will not act unconstitutionally. Senator/Minister Carla Barnett at a sitting of the Senate on 12th October, 2016. At the first sitting of the sham Senate Special Select Committee (SSC), the Senator/Minister was blowing more smoke than a voodoo high priestess. This meeting was to deal with house-keeping matters before the start of the inquiry into the messy immigration, passport and visa scandal in which the Prime Minister has been fingered. It was a farce and a false start. The Opposition refused to participate in the charade. So did the two Senators representing the business sector and the trade unions. Their protests were over the rigged make-up of the SSC and its Terms of Reference. If the inquiry proceeds in its present form it will be a mockery and in bad faith. It will be a fake. It will be an exacerbation of a massive cover-up in what has become the biggest political scandal in the history of Belize. If it fails, as it most likely will be made to, there will be no need for the government to further worry about this nasty stink. There are serving Government appointed Senators who were mentioned in the Auditor General’s report and who refused to recuse themselves. Although the recent audit of the Immigration Department covered only a narrow period of the racket, it showed that more than 55,000 passports and visas were sold and thirteen government ministers implicated in wrongdoing. The Immigration racket was first exposed by the media which the Prime Minister persistently tried to deny. His gofer was ordered to spin and to engineer a cover-up. The revelation was made by the Auditor General’s report which caused the cover-up to blow up in the face of the Prime Minister and his Cabinet. Eventually, after his attempts to vilify the Auditor General, the PM was forced to bite the bullet. There was a call by the Opposition for a Senate inquiry. It resonated but the PM tried to rebuff it. After that and bending under public pressure, he sent a smoke signal telegraph to the government-appointed Senators to reject an Opposition Motion for a Senate Inquiry and to present a Motion for a bicameral (of both Houses - the Senate and the Legislature). His attempts in the legislature, to kill the messenger, had failed. There was mounting pressure from the Opposition, the Trade Unions and the churches for an inquiry to be spearheaded by the Senate - the body that had the Constitutional responsibility. Bending under pressure, the Prime Minister was forced to call for a Senate inquiry. But he tried to dictate the terms. THE SHORTLIVED MOTION The Leader of Government Business in the Senate, who is named in the Auditor General’s report, and who is the Prime Minister’s gofer, refused the Opposition’s demand to recuse himself. Instead, carrying out his boss’s bidding, he hastened to push a motion calling for a bicameral inquiry. That Motion was passed with objections from the Opposition, the Senators representing the Business Sector and the Trade Unions who argued that that motion was unconstitutional. But the “Church-mole” Senator, who has turned out to be a government plant in the Senate supported the government Motion. He earlier spoke against this Motion and then voted in favour of it. The six government senators, including Barnett and, ironically, the Attorney General, rubber-stamped the Motion for a bi-cameral inquiry. It was short lived. THE DEVIL’S MOTION

27

THE BELIZE TIMES

At a subsequent meeting of the Senate, a week later, they were called to consider a new Motion to facilitate the inquiry by the SSC of the Senate. This time the Opposition presented a strong motion for the Senate inquiry, but with Barnett in the Chair acting as President of the Senate (she is the Vice President and acts in the absence of the President). She moved to derail the Opposition’s detailed motion and instead entertained a Motion by the Church senator. It was a wishy-washy motion, allegedly written by government operatives with the help of another devious churchman. The church Senator was unable to defend his motion. He even stumbled in presenting it. This time the government Senators, who had already acted unconstitution-

ally in supporting the motion for a bi-cameral inquiry, were not only rubber stamping but acting more like liquid rubber, shamelessly going with the official flow from the Prime Minister’s office. Again it was rejected by the Opposition and the other non-rubber stamping Senators. AN UNCONSTITUTIONAL ACTING PRESIDENT? Barnett, in acting as the President of the Senate, may have acted unconstitutionally in steering the Church Senator’s motion through the Senate. It could be declared null and void. Under Chapter 3 and Section 66 of the Constitution of Belize she may have acted, in her zeal, to avoid acting unconstitutionally, by sitting in the Chair as acting President of the Senate. Chapter 3, Sec. 66 (4) of the Belize Constitution reads: “A person shall vacate the office of President or Vice President of the Senate (a) In the case of a President elected from among his colleagues or in the case of the Vice President - (1) if he ceases to be a Senator. Or (2) if he is appointed to be a Minister...” The question is: Did she? NO MORE MOTIONS, DECLARES

PRESIDENT The President of the Senate, at its sitting, also made a bold declaration that he will not be entertaining another Motion on the make-up and functions of the SSC. He, with the support of his government colleagues, may be able to block any new motion. However, the Belize Chamber of Commerce and Industry and other private sector leaders have signalled that they will be asking their representative in the Senate to introduce a new motion similar to the one introduced by the Opposition for a well constituted and balanced SSC with more robust terms of reference. The government would, at least, appear to support such a Motion as they continue to come under pressure from all quarters. The President of the Senate may have to eat his words and his government colleagues will again have to do the rubber dance while blowing smoke like witches. The current make-up and function of the SSC is a farce. But it is one that the government wants it to be, hoping that the sordid affair will fizzle out. The Senate is rapidly becoming a House of ill-repute.

THINKING OUT LOUD BY: KEVIN BERNARD

As I write this it is against the backdrop of the teachers agreeing to go back to class. I am pretty sure it is a bittersweet moment for all of you who stood strong against everything the government could throw your way – the official pressure, the attacks, the personal insults, the attempts at intimidation and division. I know you are happy to get back to your students but unsure that the brave stance you took will yield the promised dividends. What I will say at this point is that you ALL have gone above and beyond what any Belizean could expect from you. Any progress made where good governance and social justice is concerned is because of you. And if the Prime Minister does what many fear and reneges on his commitments and promises – well then that is on him. I only wish that other organizations would have joined in the fight for good governance, as so very few did. I regret that we have become so divided as a people that even when the PUP was fully on board, we were forced to do so silently and not in numbers so that our teachers would not be accused of having a political agenda. That is something I personally regret. Perhaps it is fitting that as the teachers bring their noble campaign to a close, the political career of a corrupt politician is also being brought to a close. I echo the sentiment of the PUP when it says it welcomes the resignation of Gaspar Vega, I also believe that it is absolutely not enough. Vega and all those who participated in raping our public coffers must be brought to justice. I don’t care who it is. I watched the Prime Minister, dressed in black, almost at the point of tears when he spoke about the removal of his best, friend, his buddy, the most kind-hearted and generous person he had ever had the good fortune to meet. Man…that is absolute rubbish. The Prime Minister should be ashamed of

himself. Gaspar Vega made sure that while he was in office every member of his family – granny, grampa, aunty, uncle, bredda, sistah, cousin, in-laws, daughter, son – his family benefitted from him being the Minister of Natural Resources. I remember one time the media showed the long, long list of land given to his family – that’s when Gaspar explained that he was not a normal person in Belize, and his family members were not normal. Remember that? I listened to the Prime Minister say that Gaspar Vega’s family is going through a tough time because Vega’s corruption in the Ministry is now coming to light. Listen, let me tell you something. When we sign on to serve the people it means that we hold ourselves to a higher standard and the people must hold us to a higher standard. It’s as simple as that. Not one of us normal Belizeans needs to shed any tears for any member of Gaspar Vega’s family, when many of them knew exactly what was going on. We don’t need to shed tears because now they will be embarrassed and humiliated by his actions. Let Gaspar Vega shed all the tears because it is he who has brought shame to his home and to his family. Do you think Gaspar Vega cried any tears for us when his son Andre got that $400,000, at a time when a normal Belizean can’t even access one solitary piece of land? I believe that the people of Belize must demand the removal of Vega completely, and demand that he face charges for what he has done to the Belizean people. No politician, no matter how high their office, is above the law. Vega must face justice. The people must demand the return of all the monies which have been paid out wrongly to Vega’s family members, friends and cronies over the time he was at the Ministry of Natural Resources. Vega cannot be allowed to get away from this one.

DOES THE END JUSTIFY THE MEANS?

By: Eduardo Santos One of the major political thinkers familiar to us is Niccolo Machiavelli. He is well known for the phrase “the end justifies the means” which is continually the subject of discussions and discourses today. With Machiavelli’s principles, we are now faced with the issue of whether the desired end is justified by the means used to achieve them. It cannot be denied that there are implications and difficulties when unworthy means are used to achieve worthy ends. However, one thing is sure: if an end or goal is worthy, any mean to achieve that end is justifiable provided that both ends and means are noble and good. The question of whether the end justifies the means depends on the type of goal or end a person wants to achieve and the means they use. If both the means and the end are equally noble and good, there is no question because the ends are justified by the means. This is the stand I have chosen to take. Although there are different views about the meaning of Machiavelli’s expression, I agree with the belief that both the ends and means should be good. Individuals are known at times to use Machiavelli’s phrase or expression as an excuse when they try to achieve their own goals no matter how immoral, illicit and wrong their means are. For many individuals, it does not matter what means are used long as they get what they want. To justify their ends by some types of means sometimes involves doing a wrong thing when trying to achieve a positive end. They justify the wrong act by pointing to the outcome that was good. There are a lot of justifications made by many people about the ends these events serve, but one thing is true - the ends are noble but the means are not. To compare the two in what is considered wrong and morally right, one example is an individual lying about their qualifications on their resume when trying to get a good job. This individual would later justify the lying by saying that it is a means to receive a larger income to provide

for his or her family more effectively. Another example would be justifying an abortion to save the mother’s life. These two examples create a dilemma between what is done and what ought to be done. Machiavelli states, ‘Because how one lives is so far distant from how one ought to live, he who neglects what is done for what ought to be done, sooner effects his ruin than his preservation; for a man who wishes to act entirely up to his professions of virtue soon meets with what destroys him among so much that is evil.’ No one can use bad means for any good end. In saying this, it can be compared to a person trying to build a good house from bad materials - it does not work. The phrase “the end justifies the means” can fool us all if we do not look closely to what it says. What we fail to see in this statement is the end itself. Is it really good? We all fail to see and carefully examine the means and how they affect the ends. There are a lot of difficulties and complications when unworthy means are used to achieve worthy ends. People who pursue their dreams and their goals are more likely to take a path that is filled with obstacles. It is known that goals are achieved through very hard work. The means to attain such goals are different from the goals itself. One thing should be remembered though both means and ends must be noble and good. What I have shown is that the ends or goals of any individual can always be justified by the means used to achieve it if only they are worthy enough. As Machiavelli points out, ‘But to exercise the intellect the prince should read histories, and study there the actions of illustrious men, to see how they have borne themselves in war, to examine the causes of their victories and defeat, so as to avoid the latter and imitate the former.’ In conclusion, we are all but humans who err most of the time. The values that we have as humans are what make us humans. Any means we use which violates our perception of morals and righteousness can never justify the end or the goals no matter how worthy they may seem to be.

U

Chupa-Tetas

THINK ABOUT IT MAGNIFICENT TEACHERS Belize’s teachers are magnificent. Everyone is so very proud of our teachers. Belizeans are bursting with pride over our teachers. Only fanatic UDPs hate our teachers. This sorrowful set gets their hatred from their political leaders and Ministers. Our teachers and their outstanding Union leaders from every district of Belize have given us a lesson in bravery and democracy. Suckered by Prime Minister Dean Barrow who signed a contract to pay the teachers and public officers their small balance of a salary increase of three percent, he then spent out the teachers’ money for his re-election. Our teachers have shown restraint, maturity and intelligence. They have not called Dean Barrow corrupt. They have not called for him to step down. Nor have they called for his corrupt government to hold new elections now. This is amazing behaviour by thousands of teachers. Amazing because never in the history of Belize has so much wrongdoing piled up high on top of one another. Our half of the Sarstoon River has been annexed by Guatemala since February 2015. Four hundred million dollars of Petro Caribe funds have been squandered and stolen. The Treasury is broke. Inflation squats on top of a moribund economy. The economy is grinding to a halt, bringing with it hard times and a bleak future. Thousands and thousands of young school age Belizeans are not getting their education. Of those completing primary school, more than half cannot afford to attend high school. This is the equivalent of a national crime. Poverty is now over fifty percent. Government ministers are openly corrupt. They are wallowing in filthy corruption up to their necks. And the list goes on and on. The magnificent teachers have not raised these issues. They are asking for elementary governance - sign the anti-corruption U.N. Convention which Barrow should have signed eight years ago - have an effective Integrity Commission, which Barrow sabotaged four years ago get back the Public Accounts Committee which Barrow broke-up three years ago - investigate influence peddling and illegal enrichment surrounding Ministers amid Pastor Lucas’ beheading. Teachers also asked for an effective inquiry by the Senate into the massive Immigration scandal unearthed by the Auditor General.

They asked that Godwin Hulse step down as Immigration Minister while his Ministry/Department is investigated. The High and Mighty Barrow spit in the teachers’ faces when they raised these issues. But now that he has seen how strong and resolute they are and how much parents and Belizeans support them he is scampering to meet the requests while doing everything to undermine the teachers. And let us not forget. At the Independence Day ceremonies in Belmopan on 21 September morning, Assistant Bishop of the Roman Catholic Diocese, Reverend Glancy offered to the God of the Universe, the most powerful prayers ever said in Belize. This was a direct, public call to God to change the cold heart of the Prime Minister. This too was awesome. But most awesome are our teachers. Watching their mostly young, bright faces, marching with pride and conviction is a most inspiring sight unfolding in an otherwise dismal landscape of despair. From whence cometh this new breed of Belizeans? On what anvil have they been forged? Are they not worthy of our praise and admiration? And are they not heroes and heroines? Yes they are! And yes they are these things and more. In the face of Belize’s most arrogant and victimising Prime Minister stood our teachers, they stood, like the rock of Gibraltar, like the little David facing Goliath. And they won. Victory is theirs. How did our country come to ruin so easily, so quickly? Oh Dean Oliver, how could you have done this to us? How did your ego and hubris drag our wonderful little country and its innocent citizens down to the ground? TEECHAZ GAT WI BACK Thanks teachers for all you have done for your country. Mahatma Gandhi and Martin Luther King would be proud of you. Now, we know that the Prime Minister has said that he will not pay you out of spite. If you have our back, we must have yours. We may need to organize a massive music fest for our teachers. Lord Rhaburn (who knows, this lyrical genius may even write a song for teachers) Supa G, Tanya Carter…. should be invited to headline a day of music and poetry for our teachers. We got to help our teachers in every way we can.
