I’m not quite sure what you can do about that.” – Dean Barrow on October 2, 2019 The United Democratic Party might have been ushered into office via ONE imaginary, yet fair, election and they could argue that they were Of the People and By the People BUT they are proving beyond all reasonable doubt that the UDP is DEFINITELY NOT For the Belizean people. By no stretch of any imagination or UDP policy is there any UDP attempt to govern in order to gain favour and thus roll into a general election with a triumphant dossier. Not even a feeble-backed attempt… The UDP has never rid themselves of the bitterness of being in Opposition. The UDP was born to oppose and has proved this while feigning to govern

in 1984, 1993, and 2008. Today we could call their incompetent attempts at governing, ‘Fake News’. Their attempts at glittering in Health, Tourism, Education, Infrastructure, Agriculture, Economy, Utilities, Immigration, Lands, Crime, Justice, Tax, Environment, Banking and Elections were each marred with some monumental scandal. If any was missed, please accept an apology. Elections were left for last since this one is at the very heart of our still-fledgling democracy. When Belizeans see a venom-tipped dagger raised against our electoral system it is time to more than flinch. When you read/hear that we wasted 8 million dollars to register electors here in Belize we must wake up and take notice. It sounds criminal. Today we hear of 23 electors in one rented office building in the Albert Division and 57 in mom’s abode in the same division—it seems that the Minister of State is doing more than Investment, Trade and Commerce. There seems to be a concerted effort to unapologetically electioneer. Winning Albert due to merits is not a strategy. I would venture to say that bar some Trumpian explanation for this that the leadership aspirations for this unproven Minister has been impeached by at least a Saldivarian perception. Luckily, the Deputy Prime Minister(who loves the excessive travelling of Sir) doesn’t mind. Faber went on record to say that he doesn’t see the big deal as long as people vote only once—since everyone has one vote. He was OK with the Laws of Belize being broken. But wait, the Prime Minister of Belize echoed that same sentiment just yesterday, October 2. He stated that as long as there isn’t any double registering that it is an “unchangeable fact.” That is an admission of incompetence. The PM keeps repeating “the ducks are in a row…”. Belizeans are seriously fed up with all the lame ducks in that row. His facetious assertion that he might stay to read the next budget ignited many an ire. But I digress… When the UDP talk about the Laws of Belize being broken without the bat of a red eye it is a problem. People that are under oath to uphold the Laws like Deputy Commissioner Edward Broaster and Chief Elections Officer Josephine Tamai are to be held accountable as much as their bosses Saldivar and Barrow. Does Broaster really live at No. 1 Kelly Street—the home of a restaurant with as many corners as a lowly Standard Bearer attempted to explain? How low can you get? Anyone that jumps from an unearned and undeserving Senate president seat and now attempts to win by moving people into a constituency does not deserve the seat they publicly yearn. Our national assembly is for real workers. Belize must know: the Caribbean Shores area suddenly got a boost of voters in their list just to try to get the UDP standard bearer an advantage over Area Representative Kareem who beat ex-Mayor Darrell Bradley. Oh, Bradley is now President of the Senate—almost as complicated as Sanctuary Bay. From all levels, from Prime Minister to UDP Cyclists, the attack on our Democracy is non-stop. The issue of phantom voters will not go away. The UDP is hell-bent to run roughshod through our electoral system as long as it gets them a win in 2020. The PUP and Belizeans say NO…No more incompetent and corrupt UDP. Enough.

PEOPLE’S UNITED PARTY COUNCIL 2019: ENERGIZED FOR BELIZE September 28, 2019 “NOW is our time to take our party and our nation through the next generation of progress.” –Party Leader John Briceño at the NPC Today the Memorial Park lived up to its name as the People’s United Party’s National Council convened there for a memorable tandem of reasons. Firstly, the Party celebrated in the highest of spirits its 69th anniversary as is marked in perpetuity by the 50 decussate leaves in the Belizean Flag. Secondly, the PUP was prepared to read and approve resolutions which are destined to be a part of the PUP’s manifesto at the next General Elections. (These can be found on other pages of this Newspaper publication) The topics included Corruption, Environment, Femicide, Healthcare System, Living Wage, and Village Councils) Hon. Julius Espat was accepted as the Deputy Party Leader of the West. The applause given to him by everyone including the new Village Council Chairmen and women was no doubt inspiring. On this front, the UDP tried to capitalize on our NPC by having a District Association of Village Councils(DAVCO) for the west but to their chagrin the PUP and Belize have enough Belizeans who want the UDP out—out of any group that is even remotely government. The Ministry of Local Government highhandedly postponed the election. The reason obviously was that since the UDP chairs present were outnumbered (17 to 5 or its whereabouts) by PUP chairs. Democracy is in a sad state when the “u-no-good” ex-Minister Campos can still chime into

CRASH LANDING -COCAINE DISCOVERY The issue of planes and now jets crash-landing in Belize is as mysterious as it is unnerving as it is frustrating that our leaders sit by in silence. At least crickets chirp. What do they say about being silent? Early Monday Morning, September 30, the news broke that a business type white Gulf Stream G2 Brand corporate jet with the letters PVO valued at $12M BZE crash landed in Blue Creek, Orange Walk. Apparently the aircraft collapsed when trying to descend in the middle of a fog bank, which caused it to end up crashing and split in half, and the occupants leaving it stranded on the side of a dirt road. Of course, there is no coincidence in the area where it has happened just one more time. Police say when they arrived at the site no cargo or individuals were found nearby. COMPOL Chester Williams said that from intelligence gathered, a team was deployed to a spot located about 20 minutes away. Mexican media “PorEsto” has reported that almost a ton of cocaine valued at 237 million 600 thousand pesos equivalent to $25 Million Belize Dollars was discovered just two days after in the Tomás Garrido community, in the municipality of Othón P. Blanco, Q. Roo. Mexican Police say they found 48 sacks containing 20 packages of suspected cocaine along with a trove of weapons and 2 vehicles. Are we saying the One plus One equals Two? It is a mystery.///

But knowledge of that didn’t dampen the PUP spirit which is resolute and filled with the vision inspired by John Briceño fresh off his Independence Day address which has been touted as full of hope for Belize. The UDP is in the public’s crosshairs and their political death is all but sealed. Their political history is already written and there will be no morgue for this UDP that will go directly to burial. Na na na na, na na na na, hey hey-ey Goodbye. The PUP resolutions were all well received. There was a special sense of euphoria when the Village Council resolution was read. The Villages Council Elections from this past June-July 2019 was clear and present. The crowd was cheerful yet emphatic with approval especially with the idea that ONLY registered voters should vote. The general idea that villages wished to take control of more than just the cleaning of their village. They wanted to be part and parcel of their water, lands, trade and other issues pertinent to their individual villages. The PUP of today, under John Briceño, has a vision for Belize that would excel under a George Price lens. That vision involves a well-developed Belize inclusive of all its citizens; a Belize that works for everyone.

INSTRUMENT OF TYRANNY

T

he preservation of Democracy is a highly complex balancing feat in Belize. Perched, as it is, precariously atop seven severely eroded pillars: elections, political tolerance, and rule of law, freedom of expression, transparency, decentralization, and civil society. Truth be told, and shame on the Red Devil! There has been for the past twelve years a constant and persistent wearing down of these safeguards, a veritable onslaught if you will, both malicious and deliberate in their intent to destroy our precious hold on Democracy. Our Elections and Boundaries Department and others such as the Vital Statistics Department and Immigration Department which are key to maintaining the integrity of the voters’ list are corrupt. They are the subject of deep frustration and intense ridicule on social media across the entire country. Ms. Tamay accepts without question the registration of Deputy Commissioner Broaster at an address the entire country knows that he does not reside at. She is the puppet who must now tell the very obvious lies and face the scorn and disdain of the Belizean public. Mr. Broaster, for his part lost what little credibility he still had, what he gained is anyone’s guess. However, this is serious because the reputation of the COMPOL and the entire Police Department hang in the balance. How can the Police Department continue to condone this farce, this blatant lie? How can they expect respect, and demand law and order from the citizenry when they are unable to uphold the law amongst their own ranks? They are complicit in tearing down our Democracy! It is no secret that to join the Police, Coast Guard or BDF the most important document you must provide is a recommendation of your Red area rep or caretaker. These departments charged with upholding law, order and national security are filled to capacity with political puppets, whose only task is to perform those duties convenient to the Red Puppet Master. In some circles you hear the questioning if the Judiciary has not been equally stacked. If so, it’s a move made to hedge their bets against losses for the numerous expensive litigation processes the GOB loves to engage in. The result has been zero confidence in our judicial system and now even the GOB and their minions are taken to court in other countries by parties seeking justice. The political climate in Belize is oppressive, the rule of law is breaking down from the inside out. It is often times the Police who are used to silence freedom of the press either by physically assaulting journalists or refusing to share information with them. The new standard for transparency is as murky and fetid as the New River. There is no accountability, the office of the Contractor General remains vacant and our prediction that it will remain so seems very likely. This Red Tide seems intent on swallowing everything in its direct path to anarchy. The manipulation and gerrymandering knows no bounds even the DAVCO elections are not safe and were postponed because a majority in favour of the ruling party could not be assured. Calvin Coolidge former president of the USA once said that “no matter how disguised, the moment the government engages in buying and selling by that act is fixing prices.” At the moment not even the private sector is safe as this government continues to legislate in order to form mega monopolies that it uses to fund election gimmicks. Even this week another increase in fuel prices has hit everyone hard, most of all the agriculture sector that has been struggling with drought. Coolidge also warned against “a government which lays taxes on the people not required by urgent public necessity and sound public policy.” This type of governance “is not a protector of liberty, but an instrument of tyranny.” With so many tyrants that continue to linger, and despots that refuse to flee, we have come far from the idyllic tranquil haven of democracy.

Durante los últimos doce años ha habido un desgaste constante y persistente de estas salvaguardias, un auténtico ataque por así decirlo, tan maliciosa como deliberada en su intención de destruir nuestro valioso control sobre la Democracia. Nuestro Departamento de Elecciones y Circunscripciones y otros como el Departamento de Estadísticas Vitales y el Departamento de Inmigración que son clave para mantener la integridad de la lista de electores son corruptos. Son objeto de profunda frustración y de intenso ridículo en las redes sociales en todo el país. La Sra. Tamay acepta sin preguntas el registro del Comisionado Adjunto Broaster en una dirección en la que todo el país sabe que no reside. Ella es el títere que ahora debe decir las mentiras más obvias y hacerle frente al desprecio y el desdén del público Beliceño. Broaster, por su parte perdió la poca credibilidad que todavía tenía, lo que ganó es una incógnita. Sin embargo, esto es grave porque la reputación del Comisionado de Policía (COMPOL, por sus siglas en inglés) y de todo el Departamento de Policía está en juego. ¿Cómo puede el Departamento de Policía seguir condonando esta farsa, esta mentira flagrante? ¿Cómo pueden esperar el respeto y exigir el orden público a la ciudadanía cuándo son incapaces de respetar la ley entre sus propias filas? ¡Son cómplices en el derribo de nuestra Democracia! No es ningún secreto que, para afiliarse a la policía, Guardacostas o Fuerzas de Defensa de Belice (BDF, por sus siglas en inglés) el documento más importante que se debe proporcionar es una recomendación del representante o encargado rojo de tu circunscripción electoral. Estos departamentos encargados de mantener la ley, el orden y la seguridad nacional están llenos de marionetas políticas, cuya única tarea es realizar aquellas funciones convenientes para el Maestro titiritero rojo. El Poder Judicial, se comenta en los corredores, podría haber sido igualmente apilado. Si así fuese sería una medida hecha para eludir riesgos contra las pérdidas por los numerosos procesos de litigio costosos en los que al Gobierno de Belice (GOB, por sus siglas en inglés) le encanta participar. El resultado ha sido una confianza cero en nuestro sistema judicial y ahora incluso el GOB y sus secuaces son llevados a los tribunales de otros países por partidos que buscan justicia. El clima político en Belice es opresivo, el estado de derecho se está rompiendo de adentro hacia afuera. A menudo es la policía que se utiliza para silenciar la libertad de prensa, agrediendo físicamente a los periodistas o negándose a compartir información con ellos. El nuevo estándar de transparencia es tan turbio y fétido como el Río Nuevo. No hay rendición de cuentas, la oficina del Contratista General permanece vacante y nuestra predicción de que permanecerá así parece muy probable. Esta Marea Roja parece empeñada en tragarse todo en su camino, directo a la anarquía. La manipulación y el “gerrymandering” no conocen límites, ni siquiera las elecciones de Asociación de Consejos Aldeanos de Distrito (DAVCO, por sus siglas en inglés) están seguras y se pospusieron porque no se podía garantizar una mayoría a favor del partido gobernante. Calvin Coolidge, ex presidente de los Estados Unidos, dijo una vez que “no importa cuán disfrazado sea, el momento en el que el gobierno se dedica a comprar y vender por ese acto está fijando los precios”. Por el momento ni siquiera el sector privado está a salvo, ya que este gobierno sigue legislando para formar mega monopolios que utiliza para financiar artimañas electorales. En esta semana otro aumento de los precios de los combustibles ha golpeado duramente a todos, sobre todo el sector agrícola que ha estado luchando contra la sequía. Coolidge también advirtió contra “un gobierno que le pone impuestos al pueblo que no son requeridas por necesidad pública urgente y política pública sólida”. Este tipo de gobierno “no es un protector de la libertad, sino un instrumento de tiranía”. Con tantos tiranos que permanecen, y los déspotas que se niegan a huir, nos hemos alejado del idílico remanso tranquilo de la democracia.

Considering the announcement by the Prime Minister that his government will finally build 100 new homes, will the Minister of Housing please say when will construction of the 100 new houses begin? 2. Party Leader’s Remarks National Party Council 28 September 2019 Today we celebrate together as one family fully aware that next year our Party turns 70. When the PUP was started most of us in this room were not yet born. So that before our time our previous leaders started a movement because they wanted to right the wrongs of their generations. Our Party was formed because people were suffering and so some brave men and women took up the cause of our oppressed workers. At the time, the first leaders of our Party may not have known that they were starting a movement that would become the catalyst for our greatest political achievement, but soon a dreamer would take over the leadership of the Party and start a revolution which remains alive to this day. Mr. Price and our early leaders first made sure that we could achieve for Belizeans the right to vote, and so in 1954 Universal Adult Suffrage was achieved because of the PUP. In 1964 it was Mr. Price and the PUP that convinced the British that we were, not only ready, but also capable of managing our affairs and so we achieved self-government. In 1970 Mr. Price and the PUP made the bold move to declare a new Capital, Belmopan, 50 miles from where we stand today and 50 miles from the coast. Thirty-one years later, in 1981, our nation’s crowning achievement came when we gained independence with full territorial integrity. No other political party can list any accomplishment close to these achievements. No political party has built Belize as we in the PUP have. We built schools in every district. We created a constitution that promotes respect for fundamental rights; respect for the rule of law and respect for all our territory from the proud Rio Hondo to ole Sarstoon. How did we do these things? We did these things because generations of PUP leaders had vision. We did all these things because as a Party, we are always focused on the task of nation building. We did all these things because we believed in our people and we believe in Belize. Our leaders not only believed in our people, they believed that this land was gifted to us by our Creator. And while in 69 years, we can claim victory for every great moment in the development of this nation, we know that our progressive revolution must continue. We know that new chapters must be written, and new achievements must occur if the next generation is to prosper. NOW is our time to take our party and our nation through the next generation of progress. Now is the time for us to galvanize the forces of our generation towards one purpose. After a decade of a corrupt, incompetent, and vindictive UDP administration, we must right the wrongs that have led to more poverty, more crime and too many lost opportunities. We have to move our poorest people from poverty to prosperity. We have to make our country safe again. We must and we will declare an all-out war on crime and violence, and we will win this war. We have to put our people back to work by creating jobs so that our women and our young people who want to work can find a job. Also, we have to make sure that we increase the minimum wage so that our shop workers, our cleaners and domestic workers can earn no less than $5 an hour. We need to protect the rights of all our people and we will begin by ensuring that every Belizean man, woman and child can enjoy the right to live a healthy life and that is why we will roll out NHI from Corozal to Toledo and from San Pedro to Benque Viejo. Our farmers will go back to work so we can grow what we eat and eat what we grow. Our young people will be encouraged to dream again so that we can create new businesses and we will build new homes and provide new land for Belizeans to own their own little piece of the jewel. We have to fix our laws to root out government corruption and yes, anyone who has stolen the people’s money, from the highest office in government to the lowest, they will go to jail! I know we can do all these things because we are the People’s United Party, and this is our True Blue vision. We are ready to get back to work to build this nation. With a team of dynamic candidates and an army of True Blue soldiers fired up, we are ready to win and ready to lead this nation into a new decade. NOW is the time to come together to rescue our nation NOW is the time to organize Now is the time to wake up and work So, get up now and fight for Belize so that we can win for the betterment of Belize. Our work begins now! Right NOW! And with the guidance of the Creator, NOW is our time to build a Belize that works for everyone. PUP! PUP! PUP!

Patrick’s Folly For somebody who wants to be the leader of the country, Patrick does seem to do the damnedest things sometimes. Almost like when he was allegedly beating those women he tripped and hit his head and never recovered. Latest news is that Faber had a lot to say about the socalled fleecing of the country by select persons with a last name starting with B. The fleecing part is no big secret, since everybody and their granny could tell who got rich off big schemes like BTL and other assorted plums. But we hear that Faber was recorded saying that when he becomes leader of the UDP (LOL) he will get rid of all those who have raided the public purse and have become multi-millionaires. We’re told the person who recorded him saying that then went straight to the PM, whose last name coincidentally begins with a B (go figure), and as far as the PM was concerned, it was the end of Patrick’s aspirations. In an interview this week the old bad back Barrow confirmed that he has picked a favourite, and he has been ‘making some calls,’ which is what we were told. Now you know why people who traditionally stood firm in the Faber camp have been jumping ship to side with porky from Belmopan. Interesting days ahead in the UDP. Firing Back Poor Patsy may be down, with the weight of the UDP world on his shoulders, but he’s not out. Reliable sources from the Faber camp told us this week that they are planning to lodge a formal complaint with the UDP Secretariat because they feel that the old Barrow has been using his power to secretly change out delegates and replace them with persons who are likely to vote porky’s way. It seems that according to the UDP’s constitution, any change of delegates is supposed to be done transparently and with due process, but it’s not like rules really matter to the UDP. So while Pats has been courting delegates and jumping through hoops, he’s finding out that all the people he’s courting are being replaced. Sheer genius. Patsy is crying foul and screaming bloody murder, but it’s not like anybody’s really listening. Did we mention interesting times in the UDP? Not so fast Still, it seems that while Saldivar is looking particularly scrumptious in the leadership race right now, Barrow doesn’t like him either. So the paper tiger is making a last stand and has made it clear in the UDP ranks that he ain’t going nowhere until general elections are called, because he can’t trust either Saldivar or Faber to steer the ship. He must mean specifically the UDP ship because he done crashed the ship of state onto the reef. In an interview this week, Barrow made it clear that he won’t leave until he’s good and ready to leave. He also made it clear that whoever wins the convention in 2020 won’t be leader of the party, but only leader-elect. Which reminds us of that lipstick on a pig thing. Whoever wins, be it Faber or Saldivar, will be all dressed up in lipstick and frock, with nowhere to go. Now that image is hilarious, and yet very unpleasant. The GST Canary Poor Mr. Verde, who was left on his own to sink or swim after the FBI released the evidence they had on him, has apparently decided to swim, like Nemo even. More than swim, it seems he may have decided to SING. The Belize Times understands that Verde has been afforded some protection by federal authorities which is given to persons who ‘cooperate’ with those authorities. By ‘cooperate,’ we mean that Verde who is really, in the scheme of things, a small fish, may have volunteered some information on much bigger fishes. As second in charge of the GST Department, we have absolutely no doubt that Verde knows a lot about a whole lot of powerful people. In fact, we hear that very powerful people have been cancelling all trips which would have to pass through the US. That’s a smart thing, we figure, because Uncle Sam ain’t playing. That’s for sure. Fraud You know, on hindsight it made no sense to spend millions on a re-registration exercise when all the UDP did was put their own people in place at the Elections and Boundaries Departments to do the same old corrupt bullshit they’ve always done. When Mr. Barrow was asked about it he dodged the question, and he knows why. Queen Square is one of those constituencies which have always had dozens of persons registered in a one room shack, and about a hundred more registered in empty lots. STEALING THE ELECTION If a gang of crooks and thieves were in charge of the country they couldn’t do a better job like what has been happening with the voters list. For years Belizeans have known that dishonesty and criminality has been taking place with the list of voters. Nothing on the scale of what is now going on has ever been attempted before. This is high crime and misdemeanor. The elections law, called the Representation of People Act, makes it a crime to do what has been going on. Those voters who do it and those who encourage or pay for it or allow it or aid and abet it are criminals. What are they doing? They, meaning voters and dishonest politicians, use supporters who agree to allow their address to be used as address of voters who do not live there. They go and re-register as living at that address although they live elsewhere. Voters commit these crimes because they are party supporters and/or because they get paid by crooked politicians. Fifty dollars and one hundred dollars to sin their very souls. For our democracy to work and have meaning, a voter is required to vote in the area where he or she lives. For dishonest politicians to encourage otherwise is to subvert our fragile democracy. Really! These politicians deserve to go to jail. For the past two weeks the media have exposed some of the most blatant examples of this most serious sabotage of the voters list. Number 1 Kelly Street and 56 Regent Street have been exposed. It is a shocking and shameful situation. Number 1 Kelly Street is owned by aspiring politician, Chinese/businessman Lee Mark Chang. Number 1 Kelly Street is Chow Saan restaurant. Francis Fonseca had beaten Lee Mark Chang in a previous general election. Prime Minister Barrow made Lee Mark President of the Senate. Lee Mark has resigned that position to challenge the formidable elected area representative Kareem Musa. And now this scandal. For Lee Mark to openly use his 1 Kelly Street means he has an explanation waiting to give the public. Number 56 Albert Street is definitely an address being used for illegal voter registration. It is the former wooden house of Tracy Taeger Panton. Her dad is turning over in his grave. Fifty three bogus voters are registered at the address. In other democracies these places would have burned down, so would the office of the elections department. No way, fifty three voters and their families could even fit in the board house at 56 Regent Street. My God! Tracy, you really let down yourself and your wonderful parents. It’s your voters list, don’t you see the long, long list of 56, 56, 56, 56, 56? As to the elections officers. Total disgrace. They belong in prison. All over the country the UDP politicians are engaging in this widespread criminality, and never once any of you challenge a single bogus voter. Not a single one. We are reliably informed that Mr. F. Z., long time election officer posted in Queen’s Square, has long since retired but has been rehired at a higher position in the office. As every adult Belizean knows the election office in Belize City is one hundred percent totally politicized. Only die-hard UDP’s get jobs there. This represents another case of the subversion of our democracy by politicians. The Constitution of Belize governs employments in the public service. The Prime Minister has made one of his former UDP Ministers the Chairman of the Public Services Commission. That political appointee is not a defender of constitutional responsibilities, to put it mildly. Because our weak and fragile democracy only allows for Belizeans to vote once every five years and thereafter have no say and no way in the governing of their country, the voting process should be sacred. To watch how low we have been dragged is to make our blood boil. The media has treated this sensational information as if it is like other sensational news. But it is more than that. Even the sycophantic love FM media reported that the deputy Commissioner of Police (they called his name) is named as one of the many alleged bogus voters living at Chon Saan restaurant building owned by Lee Mark Chang. Both persons will swear in court that he lives there and the Magistrate will not strike his name off the voters list. It is not easy to remove bogus voters from the voters list. If the matter goes to court, the owner of the house will tell the court the person lives there. The person will say he lives there. Even though it is a lie, who can prove otherwise? Marco Vidal, a zealous police officer, now the Assistant Commissioner of Police and Head of Special Branch, Head of Special Operations and Head other things in the Police Department can prove that bogus voters do not live where politicians put them to register. It would be a big operation, gathering water bills, light bill, cable bills, house rent, written testimonies from neighbours, stalking out the houses, even video recording. But! There is always a ‘but’. Assistant Commissioner Vidal is under the control of the Cabinet, the very humans who are point at for the most corrupt of corrupt practices. So there’s an end. We should say there are bogus voters all over the voters list. There are two, three and four at single houses. But nothing in the numbers like has now been exposed. Both do it. They need to repent of their sins and stop this nonsense. But, (always a ‘but’) the UDP’s have taken this to a whole new level. Kelly Street and Regent Street are just two of the naked theft, massive theft of the voting process that is underway. There is no way this would be done so blatantly if the UDP politicians did not get assurance they would get away with it. Johnny Briceno is very, very right. The elections officials and the Chief Elections Officer are equally as guilty as the crooked UDP politicians. Indeed, they are more so as they are paid taxpayers to protect the voters list. Show Us the Love By Gilroy Usher, Sr. “Destiny is not a matter of chance; it is a matter of choice. It is not a thing to be waited for; it is a thing to be achieved.” – William Jennings Bryan. In his Independence Day address Prime Minister Barrow enthusiastically stated that his UDP administration will soon introduce electric vehicles to the nation. In getting that initiative under way the PM said, “BEL will lead the way, embarking shortly on a plot project to introduce such vehicles to its own Belize City fleet. The company has already secured funds for a study on how best to roll out the charging stations that will be needed to service the electric vehicles.” The announcement shows that the PM and his Ministers are out of touch with the needs of the Belizean people for a better life. Electric vehicles for the top management of the government-owned utility company and no doubt for ministers and their cronies will cost taxpayers millions of dollars. Nevertheless, like the $90M write-off of land tax owed by large wealthy land owners, electric cars at taxpayers’ expense will only benefit a small group of persons who can afford to live the lifestyle of the rich while the poor get poorer. Instead of squandering millions of dollars to accommodate the lifestyle of a handful well-to-do persons, the people would like the administration to use those funds to reduce the high cost of electricity. High electricity cost is a tremendous burden on homes and businesses. Every three months the cost of electricity gets higher for hundreds of users, although the average use of the same number of appliances remain the same. Belizeans want the UDP administration to use some of the millions it has budged for electric cars, to extend electricity in Pen Rd Extension and other fast developing areas of Belize City. Such undertaking is a necessity. Presently the lives of scores of families in developing areas of our two cities and towns are in grave danger. That’s because such families can only access electricity with a network of extension cords and

Those acquired lands should then be filled where necessary and given to local residents as lots to build their homes. Our tax dollars are being used to enable the privilege few to enjoy electric vehicles, why can’t our tax dollars also be used to provide us, ordinary Belizeans, with house lots that are filled to build our homes? People are tired of paying high, house rent and living in overcrowded homes and yards. We need our own place, Master. The high cost of fuel is another huge burden on the people of this country. At almost twelve per gallon of gasoline, we are paying the highest cost for fuel in the region. Show us the love, G.o.B. Use some of the millions of dollars budget for electric vehicles to reduce the high cost of fuel and address our other concerns.

RECOGNIZING that corruption is an impediment to national development RECALLING the Party Leader’s Independence Day Address when he stated that it is clear that politicians are not able to police themselves FULLY AWARE that under the UDP corruption has infiltrated every Ministry, Department, and Office COGNIZANT of the fact that because of corruption at the highest levels, Belizeans have been forced to pay higher taxes to refill public coffers which have been plundered UNDERSTANDING that no credible investor will invest monies in a country lacking accountability and transparency and run by a corrupt administration REAFFIRMING that Belizeans deserve and demand a government which will serve the interests of the people and will not be corrupt

CONDEMNING the words and behaviour of UDP Chairman Alberto August, who callously tried to blame the victim, Adamir Choc, and her family for the violent ending of her life NOTING that the UDP has not condemned nor disassociated itself from August’s words RECOGNIZING that protecting females against gender based violence is a human rights issue often overlooked, and that femicide, which is the intentional killing of females because they are females, is a hate crime REALIZING that incidences of femicide is on the rise and Belizean girls and women often live in fear for their lives and the negative impacts are felt by families and communities FULLY AWARE that the UDP has lost control of the crime situation across the nation WHEREAS the next People’s United Party will make it a national priority to put in place short, medium and long term measures to effectively fight the scourge of femicide

EXPRESSES support for the people of Bahamas who suffered the wrath of catastrophic Hurricane Dorian AND ASKS the Government of Belize to consider an offer to open our country to some Bahamian families who have been left desolate. 2. CALLS on the Minister and Department of the Environment to do more than just appear on television with no solutions, appearing indifferent to the suffering of the communities along the waterways, and look into Effective Microorganism Technology to alleviate the issue 3. PLEDGES that the next PUP Government will: a) put in measures to make Belize carbon neutral within 10 years b) provide the Department of Environment with the proper resources to carry out its function better and encourage continued learning by its officers to develop the necessary expertise to deal with all environmental issues c) implement an effective and independent Environmental Compliance Unit to closely monitor all development projects for their impact on the environment with the power to shut down any project that does not adhere to the strictest environmental standards d) work closely with the Caribbean Community Climate Change Centre (CCCCC) and commission further studies on climate change to prepare all sectors of the economy for any and all anticipated impacts e) work closely with all stakeholders to address other critical environmental issues such as coastline erosion, Sargassum and the overuse of plastics

PLEDGES that the next PUP Government will: a) amend the Criminal Code to specifically define and codify femicide and impose harsh penalties for those found guilty of the crime b) provide proper training to the Police Department to ensure that officers at every level can recognize and properly investigate incidences of femicide c) impress upon the DPP and Judiciary the people’s demand that cases of femicide are dealt expeditiously and with delicacy and integrity d) implement programs in schools and through other organizations to sensitize and inform young girls and women of the need to be aware of the risks of femicide and how to prevent it

Resolution adopted on Rescuing Belize’s Healthcare System RECOGNIZING that due to the incompetence of the UDP government Belize’s healthcare system is failing and in need of rescue. ALARMED that health facilities countrywide are understaffed, under-resourced and not meeting the basic standards of care and attention REALIZING ALSO that this UDP government has neglected our rural communities with many Belizeans forced to travel many miles to seek basic medical attention for themselves and their children REMEMBERING that it was the PUP who introduced National Health Insurance REAFFIRMING that basic, quality and universal healthcare is a human right and that a nation cannot develop unless its people are physically and mentally healthy NOW BE IT RESOLVED The People’s United Party 1. PLEDGES that the next PUP Government will: a) upgrade the national hospital, Karl Heusner Memorial, to make it the flagship medical facility in the country b) ensure that all hospitals countrywide are able to provide quality primary and secondary healthcare to all citizens c) make the resources available to ensure that the required staff and equipment are available at all facilities d) work with our friendly nations to continue the programmes of medical training and seek out new opportunities for Belizeans to study medicine e) complete the full roll-out and implementation of the NHI programme f) equip a mental health ward in all regional hospitals with properly trained staff to treat patients who are in need of special care g) retro-fit and bring back all community health posts and pay a proper wage to community health workers h) ensure that our departed loved ones receive their due respect by making the morgues fully functional with stand-by units available to be dispersed as needed

RECOGNIZING the direct impact of higher taxes on the steep increase in the cost of living which continues to negatively affect Belizeans ALARMED by the recent international statistics showing that 50% of Belizeans live in poverty UNDERSTANDING that Belizeans must be able to work and earn a living wage to take care of their families and meet their financial obligations AWARE that there are persons and businesses not carrying their tax share and may be purposely evading the payment of tax CONDEMNING the persistent reports of extortion and fraud occurring in the UDP government

RECALLING the commitment of the People’s United Party in recent Village Council Elections to empower the elected councils and to provide them with the legal mechanisms they need to run the affairs of their villages RECOGNIZING that Village Councils play an integral part in the democracy of the country FURTHER RECOGNIZING the need to provide Village Councils with greater resources to be able to provide proper services to their communities REAFFIRMING the need for Village Councils to have greater autonomy

THE NEW RIVER

--Contributed-Recently the issue of pollution in the New River has seemingly resulted in a surge in environmental concern among people. It is commendable that people are showing such an interest in the state of the environment, and one hopes that such interest will be sustained and not sporadic. I would like to offer the following observations and suggestions. The New River issue has generated much commentary, much of it criticism, sometimes to the extreme, of the Department of the Environment (DoE). While I am all for the public being vigilant and holding all government agencies accountable, I would suggest to the Belizean public that it is not enough to be an earnest environmentalist. We must be intelligent, earnest environmentalists. What do I mean? In Belize, all political power resides at the ministerial, more so at the cabinet, and ultimately at the prime-ministerial levels. Let us not pretend that the different departments/agencies in Belize have actual power to set and change policies and practices. These agencies/ departments have technical experts who function as best they can within the constraints in Belize - financial, technical, infrastructural, and most importantly political. Lambasting, for example, the DoE by accusing them of “not doing their jobs” and comments of the sort, fails at understanding, or perhaps acknowledging, the power dynamics in Belize. The DoE has competent staff that can make recommendations on best environmental practices “till kingdom come” but it is the political bosses (area rep, minister, cabinet, PM) that have the ability/power to implement such recommendations. Does anyone really believe that DoE has not tried to have the different actors who influence the health of the New River change their practices? However, we all know that in Belize any attempts by the technical departments/agencies to have businesses, developers, towns, etc. change their practices, improve the way they do business, and so on, can be quashed by having the area rep, minister, or cabinet intervene. That is the nature of Belize. That is the way business is done. Let us not pretend otherwise. It should not be. It is a shame. But it is. If we as a society, as a country, want to change the way things are done in Belize; if we want to hold businesses and people accountable so they follow the recommended policies that are good for the country (for example, obey environmental regulations), then we must do so in a way that is actually effective. Simply demonizing departments means we are letting the real power brokers, our elected politicians, off the hook. It is interesting that often the loudest shouts condemning government departments come from people who themselves do

THE BELIZE TIMES not follow the regulation of those departments and simply grease the political wheel to enable them to infringe them. It is important that the average person understand that this is the underlying root of many of our problems. The recent New River issue, like many others, shows how quickly those with political agendas or for whom “environmentalism” is really a business can hijack the conversation down an unproductive path. All this means that we have to be

smart, accept our responsibilities, and understand the power we hold. If we continue electing people who simply perpetuate the corrupt system in Belize; if we participate in this system of patronage that ultimately is skewed to favour the wealthy and connected; then, we are failing to understand how we can make changes happen. Focusing on the technical workers who often toil under difficult conditions and are constrained by the political and moneyed class is ineffective and unproductive. Belizeans should demand actual, concrete plans from those seeking votes. What specific plans

do they have to address the myriad of problems we have (environmental, economic, infrastructural, etc)? We should hold them accountable if they do not follow through. Vote with your purse and feet if any business engages in bad practices (business, environmental, etc.). Elections should not be popularity contests. They should be contests of ideas, where the meritorious with the best plans should win. Never forget that “the fish rots from the head.” When we come to understand that we hold the power, then positive change shall come to Belize.
