Prime Minister Briceño at Latin America and Caribbean Countries Summit

The 40th anniversary Independence Day Ceremonies in Belmopan was nothing short of astounding and resounding re-endorsement of planBelize. Prime Minister John Briceño shook off most of the shards left on the country by the systematic destruction of its economy by a group who feigned at governing since 2008. The planBelize PM laid out to Belize one by one a litany of accomplishments that shattered the little left to oppose by an Opposition that itself is virtually non-existent. They went silent after the 21st. The PM informed the people that Belize is on a path that will see economic prosperity beyond and above any record seen here. In fact, we will be the banner country for economic turnarounds and heading to being the new Singapore— small and economically super-vibrant. All our Ministries are working for the people as Agriculture and Tourism lead the way in supporting them and the country economically. Since the administration of Hon. John Briceno took office ten months ago, the country’s fiscal performance has not only improved, but it has eclipsed even the best projections of all the International Financial Institutions, including the IMF. And during his first Independence Day speech as Belize’s Prime Minister, Hon. John Briceño highlighted the main accomplishments one by one. He revealed that the hemorrhaging economy that the PUP inherited from the Barrow administration, which left them with no option but to borrow $1 million every day just to cover salaries was discontinued six months ago. The Government has within these months been able to also reduce the Central Bank overdraft balance from $100 million to nil. In fact, the homegrown plan that the Government has charted out to arrest the freefall Belize found itself in has a great outlook no matter which economic indicator you use. Belize has outdone even its own projections laid out in the PlanBelize manifesto on how it would rescue the economy. “Our economy is now headed in the right direction experiencing an overall growth of over 22% in the second quarter and over 6% for the first six months of this year, more than triple what our IFI partners like the IMF expected,” the Prime Minister said. He attributed much of the growth that we have seen to the efforts of the Minister of Agriculture, Hon. Abelardo Mai, and his aggressive team that has resulted in almost 25% growth in the second quarter of this year alone! There were also other contributing Ministries, such as Tourism, which under Hon. Anthony Mahler has also experienced almost 20% growth in the second quarter as well. Infrastructure Development and Housing, under Hon. Julius Espat has been able to find the wherewithal to repair and upgrade 976 miles of road and 18 bridges countrywide whose structural integrity was compromised by floodwaters of the Eta and Iota late last year. Many of these streets and roads had already been in poor condition, abandoned by a UDP Government that proved it never cared. An additional 311 miles of village streets, roads, and farm roads have been resurfaced and 15 miles of road

have been newly paved. But the clincher among these is that the Ministry has been able to renegotiate the contracts for the construction of the Caracol road and the new Haulover Bridge that has saved some $57 million. The crown jewel of all the Government’s achievements has got to be the offer that PM Briceño had explained in the weeks preceding, formally launched on September 14th to bondholders, which when finally worked out, is expected to save taxpayers almost half a billion dollars and the issuance of Blue Bonds, which calls for the setting up of a Marine Conservation Endowment Fund that will grow to over $200 million over 20 years and to be used for continued funding for marine conservation projects. The Prime Minister highlighted that this should reduce Belize’s debt to GDP ratio by a whopping 12%! The Prime Minister also revealed that unemployment has fallen significantly - by 25,000 from over 64,000, or to only 11.2%, thanks to a safe, strategic reopening of the economy after the Covid-19 shutdown last year. As a part of its planBelize platform, the PUP had proposed to stimulate the economy to create more than 50,000 jobs and to provide incentives for employers to re-employ former employees, as well as to introduce new ideas to attract foreign currency. It wasted no time in doing this, introducing an Open for Business investment summit in August that will take place in early November on the Anniversary of his government being swept in. The event is aimed at reducing the bureaucracy for foreign investors wanting to conduct business in Belize as a part of that plan. Already it has sparked interest from local and international investors that could potentially attract investment projects worth around $539 million. To assist with cash flow, Taiwan has also agreed to reschedule all ten of our loans with them, worth over $286 million, through a three-year principal moratorium. But the good news kept coming. “Today we are also pleased to report that with the steady prudential collaboration of the Central Bank and as the economy turns around and we get our fiscal house in order, the foreign exchange reserves are now at their highest point since the famous August of 2015 when the UDP administration agreed to pay over half a billion dollars for the botched nationalization of BTL. This sweetheart settlement deal was agreed to be paid using our precious foreign exchange reserves. On 1st September 2021, under this PUP administration, the net foreign assets of the banking system reached $1.33 billion. For the first time, domestic banks’ net foreign assets have surpassed the half-billion-dollar mark. Fellow citizens, our currency peg is no longer at risk. There will be no devaluation under this PUP administration.” And, as is set out in PlanBelize, the Government’s Education Upliftment Pilot Project, free education will be rolled out shortly in four south side Government High Schools that are located in vulnerable, at-risk communities. Along with the targeted interventions that are expected to occur, the

Prime Minister opened his address by recognizing Mexico and our fellow Central American countries celebrating their Independence and his very own Belize preparing to celebrate the 40th anniversary of Independence. This also marks 40 years of bilateral relations with Mexico. Prime Minister Briceño pointed out that the Summit takes place as Mexico leads as President Protemporary of CELAC. The Summit takes place at a time when we face the challenges of the pandemic in our entire region - a region he believes has been impacted perhaps more so than most, considering the levels of poverty in our nations. The pandemic has challenged our development and our national responses to poverty. Across our countries, the education of thousands of our young people is challenged by the pandemic. The Prime Minister congratulated and recognized Mexico for leadership and vision in leading a regional responses to the pandemic. Prime Minister Briceño recognized the collaboration with Argentina and other regional nations. He recognized Cuba for both its collaboration in offering medical professional support to so many countries in the region, including Belize, and Cuphysical school infrastructure at these institutions will be expanded, they will offer feeding programs free of cost, and provide counseling services to the students while enhancing teacher training. In its manifesto pledge, the PUP had proposed to introduce a comprehensive plan to address the COVID-19 pandemic. It has also delivered on those. From very early on, it took measures that brought down the soaring number of infections late last year. It hired more assistants to be dispatched in mobile health clinics to some of Belize’s remotest areas to conduct contact tracing, enhanced its health education campaign on the safety protocols, and brought on the private health sector to also conduct testing to ease the burden on the country’s Central Health Lab. And within a month after vaccines were made available over the world, the Government secured funds to purchase vaccines for people. Technology, he remarked, are testaments of our regions capacity to respond to crises. But he noted, the testament can only be realized with political will and courage. Our region faces not only the crisis of the pandemic but also of climate change and natural disasters, to all to which we are particularly vulnerable. Prime Minister Briceño raised his support for the Declarations of the Summit presented on climate change. He highlighted the need for finances to aide our response to that crisis facing us and the other regional crises. He noted the need for a CELAC fund to assist our region in our responses to these crises. In ending, support was expressed from Belize for CELAC and the spirit of collaboration and integration as it is the only and best way to confront the challenges facing our region. Once more, Mexico was thanked for her courtesies and cordialities in hosting the Summit. Long live Central America... Long live Latin America and Long live the Caribbean

No More Pretty Words and Fancy Lies

Just over a year ago, we were borrowing from Peter to pay Paul to the tune of a million dollars a day. We had next to nothing in foreign reserves and were about to lose our currency peg and take a deep plunge into the abyss of devaluation. The last administration’s economic policy could be summed up in their then leader’s words, “borrow and borrow and borrow till I can’t borrow anymore.” The famous words of King Louis XV of France still hang thick in the air over the heads of the now Opposition who themselves subscribe to the delusion that they are untainted by the sins of their past. Lest we not forget those famous words echoed by the last Prime Minister “Après Moi, le deluge.” When the deluge of debt came it was swift and overwhelming and it took a minute to quantify the magnitude of decimation that the last administration had unleashed upon the Belizean economy. The now Opposition feign selective memory and choose to deny the part they each played collectively and individually in the collapse of our country’s socio-economic health. They are guilty in acts of commission and omission of the poverty, unemployment and crime that plague this nation. These ills were met by the current Briceño Administration upon taking office and contrary to the imaginings of current LOO Hon Faber these conditions are the direct result of thirteen years of mismanagement under the UDP. How convenient and easy it is to assume that false self-righteous stance and continue to claim that past PUP governments are still to blame for all the social and economic ills of a country that for thirteen years you mismanaged and ran into the ground. The truth is that the PUP under Hon John Briceño has done more for this country than the UDP in the last decade. For all the unprecedented gains that Belize has made in the last ten months under the PUP, there is admittedly much work left to be done. Contrary to other leaders, the Prime Minister and his Cabinet have rolled up their sleeves and set to work. There is not much time for fancy words, and vocabulary lessons when you are busy pulling back an economy from negative numbers, from the certain devaluation of our currency, the insurmountable 100-million-dollar overdraft at Central Bank and a total breakdown of the fabric of our society. For the first time in over a year, the country is not in the red. We need no longer borrow to survive and continue to damn future generations of Belizeans to economic slavery. For the first time, there is a deep discussion and push for food security in our nation as Agriculture again takes its place as one of the top GDP contributors. The Ministry of Infrastructure Development and Housing has done an incredible job both at upgrading abandoned roadways and also by bringing savings to this country by renegotiating those contracts that were already made. Their tireless work connects families, but it also connects farmers to markets and eases the flow of doing business in Belize. The construction industry is in full swing and that means that investor confidence is back. Unemployment is down as the jobs in various sectors keep coming back. With the negotiations in full swing and the promise of the Blue Bonds Belize will free itself of almost half a billion dollars of debt. There is the restructuring of all government debt that will bring much relief to Belize and will free up our cash flows. The stage is now set for Plan Belize. Already there are homes being built-in at-risk communities and special attention will be given to homes in the Southside that need assistance and repairs. The Ministry of Education has come out in full force to assist four Government Schools in vulnerable communities to pilot the Free Education promised in Plan Belize. These initiatives will be accompanied by feeding programs, counselling, and other assistance to mitigate the effects of a decade of abandonment in these areas. We continue to say that this Government is one of action, these speak for themselves and where long ago we were treated to the smoke and mirrors that painted pretty pictures for the optics that hid the putrefaction. We are now led by a Prime Minister that is not afraid to roll up his sleeves and get down to work. Pretty words and fancy lies did nothing for this country, except drive us deeper into debt. Hon. John Briceño works, and his actions and proven tangible results speak eloquently for him.

No Más Palabras Bonitas y Mentiras Extravagantes Hace poco más de un año pedíamos prestado a Pedro para pagar a Pablo un millón de dólares al día. No teníamos casi nada en reservas de divisas y estábamos a punto de perder la paridad de nuestra moneda y caer en el abismo de la devaluación. La política económica del último gobierno podría resumirse en las palabras de su entonces líder: “pedir prestado y pedir prestado y pedir prestado hasta que no pueda pedir más”. Las famosas palabras del rey Luis XV de Francia siguen colgando en el aire sobre las cabezas de la actual oposición que se aferra a la ilusión del que están libres de los pecados de su pasado. No olvidemos aquellas famosas palabras de las que repitió el pasado Primer Ministro “Après Moi, le deluge”. Cuando llegó el diluvio de la deuda fue rápido y abrumador y tomo un minuto cuantificar la magnitud de la devastación que la pasada administración había desatado sobre la economía beliceña. La actual oposición finge una memoria selectiva y opta por negar el papel que cada uno de ellos desempeñó colectiva e individualmente en el colapso de la salud socioeconómica de nuestro país. Son culpables en actos de comisión y omisión de la pobreza, el desempleo y la delincuencia que asolan esta nación. Estos males fueron enfrentados por la actual Administración Briceño al asumir el cargo y contrario a la imaginación del actual LOO Hon Faber estas condiciones son el resultado directo de trece años de mala administración bajo el UDP. Cuán conveniente y fácil es asumir esa falsa postura farisaica y seguir afirmando que los gobiernos pasados del PUP siguen siendo los culpables de todos los males sociales y económicos de un país que durante trece años ustedes mal administraron y hundieron. La verdad es que el PUP bajo el Honorable John Briceño ha hecho más por este país que el UDP en toda la última década. A pesar de todos los logros sin precedentes que Belice ha conseguido en los últimos diez meses bajo el PUP, hay que reconocer que queda mucho trabajo por hacer. A diferencia de otros líderes, el primer ministro y su Gabinete se han arremangado y han puesto manos a la obra. No hay mucho tiempo para palabras rebuscadas ni para lecciones de vocabulario cuando se está ocupado en sacar a la economía de números negativos, de una devaluación segura de nuestra moneda, del insuperable sobregiro de 100 millones de dólares en el Banco Central y de una ruptura total del tejido de nuestra sociedad. Por primera vez en más de un año el país no está en números rojos. Ya no necesitamos pedir préstamos para sobrevivir y seguir condenando a las futuras generaciones de beliceños a la esclavitud económica. Por primera vez hay un profundo debate y un impulso a la seguridad alimentaria en nuestra nación, ya que la agricultura vuelve a ocupar su lugar como uno de los principales contribuyentes al PIB. El Ministerio de Desarrollo de Infraestructuras y Vivienda ha realizado un trabajo increíble, tanto en la mejora de las carreteras abandonadas, así como en el ahorro que ha supuesto para este país la renegociación de los contratos ya realizados. Su incansable trabajo conecta a las familias, pero también conecta a los agricultores con los mercados y facilita el flujo de hacer negocios en Belice. La industria de la construcción está en pleno apogeo y eso significa que la confianza de los inversores ha vuelto. El desempleo ha bajado, ya que los puestos de trabajo en varios sectores siguen volviendo. Con las negociaciones en marcha y la promesa de los Bonos Azules, Belice se liberará de casi 500 millones de dólares de deuda. Hay una reestructuración de toda la deuda pública que supondrá un gran alivio para Belice y liberará nuestros flujos de efectivo. El escenario ya está preparado para el Plan Belice. Ya se están construyendo viviendas en comunidades de riesgo y se prestará especial atención a las viviendas de la zona sur de ciudad Belice que necesitan asistencia y reparaciones. El Ministerio de Educación ha salido con todas sus fuerzas para ayudar a cuatro escuelas públicas de comunidades vulnerables para poner a prueba la educación gratuita prometida en el Plan Belice. Estas iniciativas irán acompañadas de programas de alimentación, asesoramiento y otras ayudas para mitigar los efectos de una década de abandono en estas zonas. Seguimos diciendo que este Gobierno es uno de acción, estos hablan por sí mismos a diferencia de hace algún tiempo cuando nos obsequiaban con el humo y espejos que pintaban bonitas imágenes para la óptica que ocultaba la putrefacción. Ahora estamos dirigidos por un Primer Ministro que no teme arremangarse y ponerse a trabajar. Las palabras bonitas y las mentiras elegantes no hicieron nada por este país, salvo endeudarnos más. El Honorable John Briceño trabaja y sus acciones y resultados tangibles comprobados hablan elocuentemente por él.

September 19, 2021 There are days we seem like a wounded people, our spirit broken, our souls scarred and then there are days like these where we are reminded that we are the children of a special legacy, of special beings, of people who entered the earth as mere mortals but left it as celestial giants. Over a dozen men and women which started out this journey together called the Nationalist Movement, 71 years ago. Two would die as national heroes but the Father of the Nation was a man unlike any other. A humble soft spoken man, yet he took us from crown colony to self-government to Independence. His biggest annual budget was probably 100 million dollars, in other words, he never had a billion dollars budget in all the 32 years he led this country. For much of his tenure, he didn’t even have an army to speak of and, yet, even in the face of a belligerent neighbor, he never gave up a square centimeter nor a blade of grass of this beloved land. George Price died a poor man but he left us with all 8,867 square miles of our country intact. It is worth repeating. He could have amassed riches and awesome material wealth. He was the most powerful man that walked this land for the better part of four decades. But, that is not the legacy that he left us. He lived in the same house, on the same street in the same area, practically all his life. He wore the same clothes, ate the same food, woke the same time, and attended church the same time each morning. Before there was a Pope Francis there was a George Price. The humblest of Leaders the world has ever seen. They don’t knit them like that no more. That is not to say he was a perfect man, he was a flawed man as with all men. It is said that there is some good in the worst of us and some evil in the best of us, but he was perfectly imperfect. In honoring him, we honor the very best of us. But, in this time and on this day we cannot, we should

not limit our odes to him to beautiful speech and wonderful remembrances. We must be guided by him, we must consider what of his beautiful legacy should guide us this day. He lived the ideals of social justice in its truest form. We must never forget that. He strove to make us an independent hard-working people. We should never forget that. In his view, we were all born in the image of God. All ah wi da one – that we should never forget. And if all ah wi da one, there is no force that can stop us. And if all ah wi da one, there is no virus that can deter us. And, if all a wi da one, we should not be killing each other so. Living in the time of Covid requires that there be no “I” it has to be about us. Individually we are poor but collectively we are rich. George Price fought colonialism with every sinew in his body. We too must now fight the ugly legacy of colonialism with every tissue in our being. We cannot continue to be this deeply di-

of bitterness and hatred and worst violence. We are all Belizeans – All ah wi da one ! We must acknowledge that there are these deep disagreements among us and there will always be. There has always been, but we must lower the volume and talk to each other and not to each other. It cannot mandate each other to act, we must always seek to persuade of the goodness of our cause, that’s the democratic way. This issue to vax or not to vax is divisive and threatens to upend all of what George Price thought us at a time when we can least afford to let it. I understand the fear of the antivaxxers because for some it may be visceral, a phobia even and, the ever mutating variants and their ability to confound the vaccines does not help. And, the fact that some people have experienced some bad side effects does not help. And when you add to that the knowledge of the history of European malpractice at the expense of the people of color then it is sure to run deep. 389 of our Belizean people have died so far at the hands of this deadly disease, over 300 in the last 10 months alone and sadly more of us will die. Dying by COVID is the most arguably the loneliest, saddest, least

05 5 dignified way to die. You die alone, your family cannot be there to hold your hands or kiss your forehead or join you in one last prayer. You might get a last phone call. But we are living in the same city many times in the same house, how can our loved ones not be there to comfort their own in the flesh? Our health care system is stretched capacity, our health care workers, over worked, underpaid and beyond stressed. We may soon reach a time when we may need to practice the unthinkable – triage, having to decide who lives and who dies. It’s the worst nightmare imaginable and it may be with us for a while longer. There can be no “I” in the time of COVID, it has to be about what’s best for us. How can we best respond to this dreaded disease? We have to do it together, we cannot do this alone. That would not be the George Price way. And so on this blessed day, a day when we remember the gentle giant who left us, I’m asking our people to go get vaccinated and stay safe. Wash your hands constantly, practice social distancing and wear your mask properly and religiously. Not because I don’t treasure or understand the anti-vaxxers, but because I see no other way on choosing Belize. That’s the George Price way. Thank you

Today, at 40 we celebrate as a nation. We celebrate even amid this pandemic that has tested us and taken so much, and so many from us. Yet, our love for this land and everyone who lives here has never been stronger and never more determined. COVID -19 has tested us, changed how we live, how we work and how we pray. It has tested our mettle by forcing drastic changes to our daily lives, none more so than having to keep apart from each other. It has kept our children away from school and their friends. It has kept loved ones from celebrating weddings, young parents from bringing their family together for christenings and even burying our dead, things we hold near and dear. Ten months ago, our party got elected to government with a resounding mandate. We immediately got to work delivering on our ambitious agenda, Plan Belize. Plan Belize remains our north star. For this reason, from day one we have been working to make our communities and neighborhoods as safe and as healthy as we can. Our first task has been and must be defeating COVID. We do this by making vaccines available for everyone, and we are doing that. Today every Belizean from 12 and up can and should get vaccinated to protect ourselves but more so to protect each other. Once again, I urge everyone to please get vaccinated. We are doing this to save lives and because we must get on with the work to build our economic resilience, get people working and put our children back in the classrooms. Last November, we inherited an economy that was in decline, well before the onset of the Covid-19 pandemic. One that was near depression levels, levels not seen in almost 40 years, where the unemployment rate soared to almost 30 percent, with over 60,000 people out of a job, with the poverty rate surpassing 50 percent. These were clear evidence that our nation was being mismanaged or perhaps more appropriately, abandoned, but we did not allow ourselves to despair. With the stellar efforts of the Minister of Agriculture and his team the export of cattle started almost from day one of the PUP administration. Currently agriculture is leading the economic resurgence growing almost 25 percent in the second quarter of this year. Our small and large farmers are growing and producing more, and our people are responding by eating what we grow and produce. Through the tireless efforts of the Minister of Tourism and his team, tourism is not far behind growing by almost 20 percent in the second quarter as well. Our Minister for Infrastructure Development & Housing has assiduously pursued the repair, restoration, and improvement of our dilapidated road infrastructure. Already over 976 miles of road and 18 bridges across this country have been repaired including those ravaged by the Eta and Iota floods of 2020. Over 311 miles of village streets, roads and farm roads have been resurfaced to support the rural areas and productive sector while another 15 miles of roads have been newly paved. The Ministry has further renegotiated the terms of the Caracol road construction contract and the Haulover Bridge construction contract saving the Government upwards of 57 million dollars on those two contracts alone. Unemployment has fallen dramatically by 25,000 from over 64,000. Using old definitions of employment, this means that unemployment is down to roughly 11.2 percent of the labour force. Overall, our economy is now headed in the right direction experiencing an overall growth of over 22 percent in the second quarter and over 6 percent for the first six months of this year, more than triple what our IFI partners like the IMF expected. On the public finances, this government is no longer borrowing a million dollars a day. This reckless borrowing has been discontinued for almost six months now. In addition, we have successfully reduced the Central Bank overdraft balance from $100 million to zero. In other words, we are no longer paying any interest as we no longer owe any monies on overdraft with the Central Bank. Thanks to the sacrifice of many, including our teachers and public officers, we have kept Government expenditures under check. The result of all this is that for the first four months of this fiscal year, we are now operating in the black not in the red. This is no doubt a tenuous position as we are early in the fiscal year, but it certainly is a positive sign of fiscal recovery and if this holds, we will fulfil our promise to public officers and teachers. Our efforts in renegotiating the superbond are now public. As of September 14, we have formally launched our offer at a deep discount of 55 cents on each dollar of outstanding bonds issued to bondholders. We still have some ways to go to get that across the finish line, but we look forward to that day when we will finally be released from this noose hanging around our necks and to the substantial savings of almost half a billion dollars to the government and people of Belize. We also look forward to the issuance of the new Blue Bonds, which will enable us to set up a Marine Conservation Endowment Fund. This fund in 20 years will grow to over 200 million Belize dollars and has been designed to ensure marine conservation project funding in perpetuity. If we are successful on this front, our debt to GDP ratio will reduce by a full 12 percent, moving us toward a sustainable debt path. We would also enjoy cumulative cash flow relief over the period of this PUP administration of almost $130 million. Our debt management efforts do not end there however, as we explore other areas to restructure other government debt. In this regard, we are pleased to report that our close friend and partner in development, the Republic of China – Taiwan, has agreed to reschedule all ten of our loans with them amounting to more than $286 million by providing a principal moratorium on these loans for up to 3 years. This will yield much needed cash flow relief. Today, we are also pleased to report that with the steady prudential collaboration of the Central Bank, and as the economy turns around, and we get our fiscal house in order, the foreign exchange reserves are now at their highest point since the famous August of 2015 when the UDP administration agreed to pay over half a billion dollars for the botched nationalization of BTL. This sweetheart settlement deal was agreed to be paid using our precious foreign exchange reserves. On 1st September 2021, under this PUP administration, the net foreign assets of the banking system reached $1.33 billion. For the first time ever, domestic banks’ net foreign assets have surpassed the half billion-dollar mark. Fellow citizens, our currency peg is no longer at risk. There will be no devaluation under this PUP administration. As we progress to enhance private sector access to credit at cheaper rates, we are also moving to significantly improve the ease of doing business in Belize through reducing the cost of starting a business by over 40 percent. Momentously at the celebration of our first anniversary of being elected to office we will hold the Belize Investment Summit 2021. It is a first-of-its-kind event focusing on attracting and promoting investment for economic development in Belize. Under the theme: “Belize is Open for Business”, this summit is a call to both local and international investors for identifying opportunities and showcasing Belize’s readiness to support global investment through vastly improved service delivery. The Belize Investment Summit will bring together business investors from the four corners of our globe and will highlight industry development, technology and innovation and an improved business climate for safe, secure, and sustainable investments. Our government has prioritized the economic development of our country by adopting and changing policies to create an environment that is conducive to doing business in Belize. Just a couple weeks after our official launch our Investment Summit secretariat has received significant interest from local and international investors whose summary profiles suggest an interest in investment projects amounting to a total of 539 million Belize dollars. These projects span a range of sectors from tourism to agri-business and agro-processing to manufacturing and aqua-culture. While Belizeans are resilient, we were not put on this earth merely to suffer, struggle, and survive. Belizeans deserve more. This is what Plan Belize is all about, a better life. This is why for my government, “Ending Corruption” is not a slogan. It is a demand we have heard loud and clear from the Belizean people across the length and breadth of our nation. It is too a requirement for the successful growth and development of Belize. It is the foundation of our Social Justice Agenda aimed at addressing poverty. We will make Government more accountable and transparent by reforming the oversight structures and reviewing the Belize Constitution to ensure that it meets the needs and aspirations of the Belizean people. Today, I am announcing our government’s decision to appoint a Constitutional Reform Commission to undertake a comprehensive review of the Constitution, engage in national consultations, and make specific recommendations to the Ministry of Constitutional Reform for any changes deemed necessary. The Commission shall be appointed on or before 31st October and have a one-year term of office. Continued on page 8

Continued from page 7 As efforts at reform continue, the Ministry of E-Governance recently passed major legislations that give life to Government’s plan to achieve and roll out its digital agenda and action plan that will see government services such as vital statistics, criminal records, land applications, e-passport services, and the creation of a national ID. This is in context to our commitment to an open government through digital transformation for the benefit of all. Because we intended to address improvements in the delivery of justice, three itinerant Judges have been appointed to the Court of Appeals and with the assistance of the Commonwealth, we will soon get 4 new justices who will assist with the backlog of cases in the criminal division of the Supreme Court. Today, along with the Minister of Education, I am also pleased to announce the launch of the EDUCATION UPLIFTMENT PILOT PROJECT: TOGETHER WE RISE, which is aimed at providing specific, targeted interventions in four (4) Government High Schools located in vulnerable, at-risk communities in Southside Belize City. This Project will see the rolling out of my Government’s Free Education Policy as set out in Plan Belize. We will also upgrade existing physical school infrastructure, expand feeding programs, provide counselling services, and improve training for teachers and staff of these institutions. We will not fail these young Belizeans! Through the Ministry of Human Development, Families and Indigenous Peoples Affairs, efforts continue to improve social services and the credible equality and inclusion mandate of our Plan Belize with full respect for indigenous Belizeans, those with disability, the elderly, the vulnerable and those in greatest need. Our government works for the development of our people, and we are determined to make the lives of all Belizeans better. From Day One, we have been committed to take the lands department to the people. We are not just waiting for election time to do it. Our famed Land Mobile has been making its way across the country to our villages and towns - allowing thousands of our residents to receive their leases and purchase approvals and titles that in some cases they were waiting many years to receive. It has shown us what is possible when we concentrate our collective efforts on making sure that we are there for the people, ensuring that the ordinary man and woman get a piece of this beautiful Jewel of ours. Our planned initial roll out of 150 starter homes for first time homeowners, especially single moms has commenced. Already 22 homes are under construction in Cayo, Dangriga, Cow Pen Village and in Belize City. Later this month, the construction of 30 more homes for single parents will begin. At the same time some of the dilapidated community houses in Belize City are undergoing much needed repairs. These programs directly touch the lives of our most vulnerable citizens.

Agric Ministry Partnering: With DFC and Credit Unions Belmopan. September 22, 2021. 9:50 a.m. On Monday, September 20, 2021, the Ministry of Agriculture, Food Security and Enterprise (MoA) and the Development Finance Corporation (DFC) signed a Technical Partnership Agreement (TPA) enabling the two institutions to more effectively share knowledge, information, expertise and support the efficient provision of financing to Belizean farmers and micro, small and medium enterprises (MSME). Signing on behalf of the Ministry of Agriculture was Mr. Servulo Baeza, chief executive officer, and on behalf of the DFC, Mrs. Natalie Ewing-Goff, general manager. The TPA covers several areas such as information sharing, collaboration and networking as well as training and capacity building of both DFC and MoA officers in areas including climate-smart agriculture, agriculture production systems, financial management and basic accounting that will enable officers to provide better services to the farmers. In addition, the DFC will work to develop and provide specialized financial products and services tailored to the needs of small farmers and producers, including MSMEs in the agricultural sector. Speaking on the need of this partnership, Hon. Jose Mai, Minister of Agriculture, Food Security and Enterprise, said, “This Technical Partnership Agreement is indeed fleshing out of my Government’s Plan Belize promise, where it is clear in one of the 11 action points of the Agriculture Policy that we will seek affordable financing for our farmers. Stripping will be spread through-out the week, to ensure a good and even flow, but a slower flow. We will produce future stripping plans, and along with updates of what has been stripped, increase and improve our communication to all stakeholders. 2. We will introduce a ticketed turn system. Customers collecting cargo will be issued with numbered turns, and will be served in order of those turns. We will apply the following principles to these turns: • Any customer that is picking up goods from the warehouse must provide all delivery orders for the respected cargo that they are taking in that turn. • After the customers book their turn, there will be no additional delivery orders accepted for any additional turns. • Customers must complete their booked turn and exit the port compound as their cargo is loaded and waybill is signed. • There will be no delivery of booked turn cargo if the customers’ trucks aren’t at the port when their respective turn comes up. • Customers that are picking up chill/frozen cargo alongside dry cargo on the same delivery order must load the dry cargo before the chill/frozen. 3. Due again to limited resources, we will focus these into delivery windows for the various different types of cargo which we handle. These collection windows will be: •

Punta Gorda Hospital Upgrade Next in 5-Year Project European Union Visibility Event with PAHO/WHO, MoHW, NAO, and the UN Belize City, Belize, September 20, 2021 (PAHO/WHO) – The European Union (EU) has been partnering with PAHO/WHO Belize for almost 20 years in projects that advance the goal of providing more efficient and higher quality health care for the people of Belize. As one of the largest projects being implemented in Belize, the Health Sector Support Programme (HSSP) is a five-year project created under the 11th European Development Fund (EDF). The project aims to achieve a better quality of life, for all Belizeans, living now and in the future and prioritizes disaster resilient, and environmentally friendly health facility strengthening structure, organization and management of health services, and improving Belize’s health information system. PAHO/WHO Representative in Belize, Dr. Noreen Jack highlighted the proj-

ect’s goals and achievements thus far and shared her gratitude: “I want to thank the European Union for their ongoing support to Belize and the health system and the ongoing partnership with PAHO/WHO and the Ministry of Health and Wellness (MoHW) to contribute to achieving a better quality of life for all Belizeans,” said Dr. Jack. U.S. Government Donates Mobile Field Hospital to Belize September 17, 2021 The U.S. Embassy Belmopan joined the U.S. Southern Command (SOUTHCOM) today for the official handover of a U.S.-funded mobile field hospital to the Belizean government. The field hospital donation is another pillar of the United States’ continuing commitment to helping Belize respond to the COVID-19 pandemic and other medical emergencies. On August 18, the United States donated the first tranche of more than 345,000 doses of the anti-COVID-19 Pfizer vaccine. The hospital is valued at US$1.1 million and is funded through the U.S. Southern Command’s Humanitarian Assistance Program. This facility has the capability to accommodate surgi-

cal procedures and is equipped with 40 beds, generators, and air-conditioning units. Six SOUTHCOM personnel provided a three-day training session to Ministry of Health and Wellness staff as well as Belize Coast Guard and Belize Defense Forces personnel on how to install, disassemble, and transport the field hospital. “This state-of-the-art mobile hospital will allow the Ministry to quickly provide emergency medical care whenever and wherever it is needed most. In the face of this global challenge, the United States stands with Belize to prevent the disease, mitigate the pandemic, and care for patients struck by this deadly virus,” emphasized U.S. Embassy Belmopan Chargé d’Affaires,

PRIME MINISTER BRICEÑO DELIVERS! by Hilly Bennett The traditional pomp and circumstance, the military donned in their regalia and the symphony of the Belize Defense Forces band celebratory music, preceded the address to the nation at Belize’s 40th marker of Independence in front of the National Assembly Building, Belmopan—a site appropriately called Independence Hill. The address delivered by Prime Minister John Briceño at the foot of Independence Hill encapsulated the state of affairs of the country at another milestone as an independent nation. Not even the vile misguided rant by the Leader of the Opposition Patrick Faber sans a moral compass could have clouded the lustre of the successes achieved by the People’s United Party Government led by the Prime Minister, Honourable John Briceño at this juncture - ten short months of reign. In contrast, thirteen years of the United Democratic Party ( UDP ) mal-administration and ‘their disgraced brand of costume party politics’ resulted in the Jewel ‘hurtling towards a debt crisis, heedless to the grave perils of over-borrowing, impervious to the generational poverty trap that unsustainable public debt’ laying in wait for our people. Unfortunately, not many joined the Briceño-led opposition in calling out the parasitic, corrupt acts of the then Barrow/Faber red regime. The words of John Briceño resonated in the 21st September 2021 delivery, whilst elucidating the homegrown economic and fiscal recovery plan embedded in PlanBelize; the lodestar to the future of our Haven of Democracy. It was pragmatic leadership that pulled the country and people out of the quagmire of the UDP political morass in order for the Jewel‘s recovery to realise a semblance of the halcyon days of earlier times. Briceño understood that “How we navigate through this extraordinary crisis; the extent to which discipline, sacrifice and solidarity prevail; the efficacy of our home - crafted Medium

Term Economic & Fiscal Recovery Plan, will in sum, determine the well-being of our people, the resilience of the public finances and durability of the value of the Belizean dollar.” A four-point, carefully calibrated composite was the mastermind of the economic recovery team. Inclusive of spending reduction (cost-saving measures), revenue enhancement, comprehensive debt restructuring and, above-average, economic expansion. As explained in his address, the PM asserted that “the PUP Government no longer borrows a million dollars a day” to pay wages, thanking the Public Officers and Teachers for their sacrifice in the cost-saving measures. Additionally, the Central Bank of Belize zeroed the overdraft from $100 million BZD. Importantly, Briceño announced “fellow citizens, our currency-peg is no longer at risk. There will be no devaluation under this PUP administration.” Regarding the economic expansion PM Briceño pronounced that a first-of-itskind event, the Belize Investment Summit will be held on the one year anniversary of the 2020 General Elections with a focus to attract and promote investment for economic development in Belize. Notably, the repetition of the cancelling of the so-called superbond with the Nature Conservancy innovative financing solution, the Blue Bond, was met with resounding applause. This is probably the highlight amongst the many achievements realized by this PUP Government in just a short time after taking the reins of office. To the hope-filled hearts of the audience and the public at large Honourable John Briceño gave assurance that notwithstanding the transformation in motion, to a more prosperous future, energies will be concentrated in charting a new, better and progressive course for the nation. At the 40th anniversary of Belize’s Independence the country is on the BLU trajectory – even more fervently, PLANBELIZE is the PUP’s North Star! Together we rise!!

THINK ABOUT IT WORDS FROM THE LEADER OF OUR NATION Prime Minister John Briceno gave his first Independence Day address. Here are some extracts. Last November (2020), we inherited an economy that was in decline well before the onset of the Covid-19 pandemic. One that was near depression levels. Levels not seen in almost 40 years. Where unemployment rate soared to almost 30 percent, with over sixty thousand persons out of a job with the poverty rate surpassing 50 percent. These are clear evidence that our nation was being mismanaged. Thanks to the hard work of government, unemployment has fallen dramatically from 64,000 to under 40,000. Currently agriculture is leading the economic resurgence, growing almost 25 percent in the second quarter of this year. Our small and large farmers are growing and producing more, and our people are responding by eating what we grow and produce. Through the tireless efforts of the Minister of Tourism and his team, tourism is not far behind, growing by almost 20 percent in the second quarter. Our Minister of Infrastructure and Housing has assiduously pursued the repair, restoration and improvement of our dilapidated roads. Over 976 miles of roads and 18 bridges have been repaired over 311 miles of village streets, roads and farm roads have been resurfaced. The Minister has renegotiated the former contracts for the Haulover Bridge and the Caracol road saving more than 57 million dollars. Overall, our economy is heading in the right direction. Unemployment has been reduced to roughly 11.2 percent of our labour force. On public finances, this government is no longer borrowing a million dollars a day (as was being done by the previous government) central Bank overdraft which was at $100 million dollars has been successfully reduced to a zero balance. Thanks to the sacrifice of many particularly our teachers and public officers we have kept government expenditure under check. We are now operating in black not in the red…. It is a positive sign of fiscal recovery and if it holds, we will fulfill our promise to public officers and teachers. We are pleased to report that our close friend and partners in development – Taiwan, has agreed to reschedule ALL TEN of our loans with them. $286 million by providing a moratorium on the principal for three years. Foreign exchange is now at its highest point since (the low, dark days) of August 2015 when the UDP paid OVER HALF A BILLION dollars for the BOTCHED naturalization of BTL, paid from our precious foreign exchange Reserves. Fellow citizens, our currency peg is no longer at risk. There will be NO DEVALUATION under your PUP government. “Belize is Open for Business,” this is the theme for our Belize Investment summit 2021. The Summit Secretariat has already been receiving interest from local and international investors signaling investment possibilities of over 539 million dollars. While Belizeans are resilient, we were not put on this earth merely to suffer, struggle and survive. Belizeans deserve better. This is what Plan Belize is all about -A Better Life. This is why for my government “ENDING CORRUPTION” is not a slogan. It is the foundation of our SPECIAL JUSTICE AGENDA aimed at addressing poverty. Today, I am announcing our government’s decision to appoint a Constitutional Reform Commission to undertake a comprehensive review of the Constitution and make specific recommendations to the Minister of Constitutional and Political Reform. The Commission shall be appointed by 31st October and have a one year term of office. I am also pleased to announce along with the Minister of Education the launch of the EDUCATION UPLIFTMENT PILOT PROJECT. TOGETHER WE RISE. It will focus on interventions in four Government High Schools, in vulnerable, at risk Communities on the southside of Belize City. From day one, we have been committed to take the lands department to the people. We are not just waiting for election time to do it. Our famed Land Mobile has been making its way across the country to villages and towns. Thanks to the tireless work of our Deputy Prime Minister thousands of Belizeans will be receiving their leases and land titles, which for many have been forced to wait many years to receive. 150 starter homes are being rolled out to first time home owners and especially single mothers in need. At the same time some of the dilapidated community houses in Belize City will undergo much needed repairs. And we will DEFEAT Covid. Our transformation has begun. We have set before us a path to a more prosperous future. We will use all our energies to chart a new, better and prosperous course for our nation. So, on this our Independence Day we stand together with hopeful hearts, steady hands and with the guidance of our Creator, we will build a Belize where everybody wins. 40 IS A BIBLICAL NUMBER Jesus, the son of God fasted for 40 days and 40 nights. After he rose from the dead, he spent 40 days on earth appearing to his disciples and to others. Moses, the great law giver lived in Egypt for 40 years. He lived another 40 years in the desert in exile before God called him to libertate the Israelites out of slavery. God decided to make the sinful Israelites wander the desert for 40 years so that a new generation would be the ones to reach the promised land. The great prophet Elijah fasted for 40 days without food or water at Mount

Horeb. The book of exodus has 40 chapters. The first three kings of Israel- Saul, David and Solomon each ruled for 40 years. The mighty flood mentioned in the book of Genesis, covered the earth for 40 days and nights. When Jesus travelled to Jerusalem towards the end of his life and was being shown the buildings and the temple the predicted that everything would be destroyed and that not one stone would be left on another. 40 years after Jesus was killed, the Roman empire totally destroyed Jerusalem, in the period 70 A.D. While looking for the passage (which is in Matthew, Chapter 24) we came across these words from Jesus in Matthew, Chapter 23, verse 37. O Jerusalem, Jerusalem, the one who kills the prophets and stones those who are sent to her! How often I wanted to gather your children together, as a hen gathers her chicks under her wings, but you were not willing! The number 40 is to be found for dozens and scores of situations in the Bible in which it emphasize times of trouble and hardship. It is a period of testing, trial or probation. Our beloved Belize has gone through 40 years of trials and testing. We have come this far through hurricanes, floods, economic failure, threats of invasion by Guatemala and bad, corrupt governments. It’s time for a paradigm shift in how we govern ourselves and how we share the resources of this special land which God has given to us. BDF BAND - FABULOUS The Belize Defense Force has a marching band. Their performance at Independence Day ceremonies on Tuesday was impressive. Most impressive, as was the precision gun salutes of the soldiers. We wonder why the Coast Guard and police as part of our uniformed security force were not a formal part of the ceremonies. Independence Day was and is a huge event in our national history and annual commemoration We, the workers, employers and employees pay hard monies in taxes for our security personnel, they should march and salute on Independence Day. We are particularly disappointed that the Police band, so much the pride and joy of former band master and a previous Police Commissioner Crispin Jeffreys, has fallen by the way side. Like Humpty Dumpty the police seems unable to put the band together again. The BDF band, in their uniform played a variety of songs, all relevant to Belize and its long struggle for independence, Belizean patriotic tunes, calypso tunes and military classic. Ooo wee, so enjoyable. FRANCIS FONSECA Francis is the Minister of Education and is also the Minister of culture. In this latter portfolio, he is required to be the chairman of the Independence celebrations. Francis came through big time. Based on his former experience Francis commissioned several artists to make the 40th anniversary of the nation’s independence. As a result we have some beautiful and relevant murals in our public spaces. We are particularly impressed with what the artists painted on the fence of Roger Stadium. It is an inspiring mural At the request of Minister Francis. A superb male and female band turned out a superb – “. I BELIEVE: WE CAN TURN THIS AROUND”’ WHO IS LYING? Because of the celebrations and the overload of news on the local television, a serious matter got swept under the rug. At a press conference on 17th September, 2021, Patrick Faber turned up with erstwhile friend and foe John Saldivar. Saldivar in search of forgiveness, confessed to one of his sins. He admit he did take monies from Lev Dermen, who later was convicted of crookry in the USA. The then Prime Minister on 15th January, 2020 had told the nation that he asked his Cabinet if any of them had been receiving twenty five thousand US dollars per month from Mr. Lev and the answer came back NO. It turned out Mr. Lev told a USA court that yes he had been buttering Belizean Minister John Saldivar with monthly tranches of US twenty five thousand dollars. This stunning revelation from the horse’s mouth caused Saldivar to be smeared in Belize and cost him his Minister’s job in the Cabinet, as well as his newly elected UDP party leader position. It was a mighty fall from grace and helped to add several nails in the corrupt coffin of the UDP electoral ambition. Well, on Friday 17 September, 2021, in the presence of on-again off-again party leader Faber, Mr. Saldivar told the nation that he had informed former party leader and Prime Minister before the above mentioned Cabinet inquiring on 14 January, 2020, that yes he was taking monies from the crooked Lev Dermen. In his own words on 17 September, 2021, Saldivar said:“I say now though, that I had informed the Prime Minister prior to that faithful Cabinet meeting, that I have been receiving campaign contributions from Lev Dermen.” “I did not come out to clear my name, because to do so would have put me in contradiction with my Prime Minister” and what was said in that faithful press conference.” So, all along Prime Minister Barrow knew that Saldivar had been taking monies from Dermen. Instead of asking the Ministers in Cabinet if any of them had been taking money from Dermen, the Prime Minister had a duty, a sacred duty to notify Cabinet that Saldivar had informed him of taking monies. John Saldivar last Friday at a UDP press conference, made an astonishing revelation and in the process gave us an insight into how the former Prime Minister was pulling wool over the eyes of the Cabinet of our country.

Eulogy Carlos George Santos March 22, 1941 – September 7, 2021 Roaring Creek Cemetery 13 September, 2021

“Float like a butterfly, sting like a bee. His hands can’t hit what his eyes can’t see. Now you see me, now you don’t. George thinks he will, but I know he won’t.” - the famous words of the greatest – Mohammed Ali, Dad’s hero. Ali the Champion was indomitable, and during his lifetime, so was dad. Life often dealt him hard blows, but he never lost his zeal nor positive outlook. He was known throughout Belize and was the Mohammed Ali of his children, grandchildren and many of his nieces and nephews. Carlos George Santos was born on March 22, 1941 in the quiet village of Roaring Creek, the son of Matilde Santos of Honduras (my cousin, his nephew Guillermo Santos from Honduras is here) and the last child of Dionicia Bejerano, who cherished and spoiled her baby boy. All his siblings (Poli, Paula, Tamal, Felipa and Eddie) also had to partake in the protection and spoiling of their baby brother. There were many cousins around, like Chenta, Estella, Dado, Pedro Salazar, and he and Marie, his eldest niece, were more like brother and sister. He used to tell us that when they were little they used to tap dance for the British soldiers for 5 cents. Caling attended primary school at Little Belize and later on at Our Lady of Fatima where he showed much promise and potential. He enjoyed reading, a hobby he kept all to way to old age. The bright student was able to secure a scholarship to Saint John’s College. When he came home for the holidays, he did not have to lift a finger and enjoyed his favorite, mom’s stew beans and pigtail, with white rice and chicken, a meal his wife would often cook up to encourage him to eat on his sickbed. We were always reminded that the pigtail is not a substitute for meat, but a part of the beans. Immediately after high school he got a teaching job in the Cayo District

where he taught for a couple years. Then came the Zamorano opportunity. Zamorano was (and still is) a prestigious agriculture university in Honduras. Undoubtedly, at that point in time daddy did not know how profoundly this experience would change his life’s trajectory. I have heard about Zamorano all my life. Even in his last days he was asking about the Belizean students currently at Zamorano. Upon his return to Belize, he took up work with the Ministry of Agriculture. One of his first and memorable postings was in Orange Walk District where he offered professional agricultural service to farmers and formed lifelong friendships with people like Ralston Flowers and Tut. Around 1965, through a partnership with Michigan State University and British Honduras, Caling gained the opportunity for further education. This would be 4 long years of dreary cold winters away from home and from mama. When he came back home he returned to the field of agriculture and worked all over Belize where as usual left a positive impact and impression on those whose paths he crossed. Many years later, I would be on my own path all over this country and when asked my name, the next question is “what is Carlos Santos to you?” and the next statement is “that da mi friend!” In his professional life he held various positions at the Development Finance Corporation, Citrus Growers Association, and the co-founder/ Managing Director of Belize Enterprise for Sustained Technology. He was also Permanent Secretary with his friend Florencio Marin Sr. and CEO of Human Development with Dolores Balderamos Garcia, a position I currently hold, with the same Minister. Cupid was trailing dad in 1974. He was swept off his feet by a beautiful, young and charming young lady by the name of Amira Ruiz. The Santa Elena beauty was at Teacher’s College in Belize City. Mom says Dad’s younger cousin

Papi Cruz was reminding her last week that he was the sideman when Caling would drive to Cayo to visit his new friend. It was Papi who would have to help when he drank too much or when there was a flat tire. Mom and Dad were married on August 2, 1975 and stuck it out for 46 years. They had 4 children, my sisters Lubitza and Xiana, my brother Radin and I. We would later adopt Clifford who one day proudly declared he has eyes like his daddy. Daddy loved all his children. Carlos Eugene and Francis, his older boys, were always in his heart. He cherished his grandchildren and had the same playful spirit with them. We are so happy he got to know his last grandbaby, Mykah who is now 3 months old. Daddy loved politics. He made several attempts to run for office, but it was not meant to be. I used to tell him you like politics but looks like politics no like you. Whenever I would update him on the latest political stories and scandals he would liven up and engage in the discussion, of course providing his usual critiques of what and who is right and wrong. He remained a loyal PUP to the end, and Johnny was special to him because of the strong friendship he shared with Don Rudy and Miss Ana, the PM’s aunt. In the week preceding his death he kept asking for Johnny, and Johnny came. He could barely speak, his last words to him were “I wish you the best PM”. So strong was his interest in agriculture that he was also asking to see Abelardo. But we called another Jose Mai. I’m sure he wanted to give the Minister some sage advice, or maybe a request for his beloved Zamorano. So what was so special about this

man? How is it that he left his footprints wherever he went? He was truly a people person. He loved being with and among people. He saw the good and God in everyone? Isn’t this what being a Christian is all about? He had a zeal and joy for life that came from deep within. He wanted to see you smile, to hear you laugh, because that joy fed his own. In his life he helped many people along the way: co-signing loans, a little bit of cash, a word of advice or encouragement, a friendly smile, a round of drinks, a ride for a hiker. He volunteered most of his adult life with the Lions Club in Belize. I enjoyed your company dad. I will miss your counsel and your wit. I thank you daddy, for holding my hand and being my guide; for letting me know I too can blaze my own trail where there is none; that I can be whatever I want to be, to remove and fight the barriers in my way; that not every battle which comes my along is mine; to be soft sometimes; that my name is worth more than money; to love people for who they are and where they are; to be patient, kind and humble. I take these and more with me, for these are what made you the great man that was loved by so many. Your earthly vessel lies here, but your spirit roams and lives in us. Your blood and your lessons run through my veins. We all continue your legacy. You so willingly and dutifully paid your rent dad. I know the cross you carried the last few years cleansed your soul and you await your just reward in heaven. Get the place ready for us, or get someone up there to do it like you used to do here. We will not count the days, we will make the days count till we see you again.

Payments by CDB will be made only at the request of GOB and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOB shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing. The BSIF, the IA, now wishes to procure consultancy services to undertake this exercise. The scope of services for the consultancy include but are not limited to: •

Reviewing relevant BNTF 9 documentation submitted at appraisal including sector portfolios, CNAAs, ONAs, EMR, EPR and gender screening checklists and during sub-project implementation, progress reports, APPRs, SPMRs, SPCRs, Performance Audits, Oversight Entity minutes and other minutes of meetings. Reviewing and applying the Assessment Criteria (see Appendix 2) for the assignment developed in 2017 (Strategic and Poverty Relevance; Results - Efficiency, Effectiveness, Sustainability; Cross-cutting issues such as Gender Equality and Environmental Management and Management Factors). Conducting interviews with staff of IA, OE and other implementing ministries, agencies and sub-project beneficiaries to obtain important Country Project information and their input to the assessment of BNTF 9. Reviewing, where available, and drawing on available beneficiary assessments, case studies and videos to complete the Country Project reports (maximum 25 pages) (see guidance template at Appendix 3). Analysing validity and usefulness of report data on outputs, results and lessons learnt to be incorporated into the CPCR as appropriate. Based on (a) to (e) above, providing the evidence of outputs, outcomes and key findings, conclusions and main recommendations, including the accountability to stakeholders and the performance of the IA.

THE EMBASSY OF THE REPUBLIC OF CHINA (TAIWAN) DONATES 20 OXYGEN CONCENTRATORS TO KARL HEUSNER MEMORIAL HOSPITAL

On Wednesday, September 22, 2021, the Embassy of the Republic of China (Taiwan) donated 20 “Made-inTaiwan” oxygen concentrators to the Karl Heusner Memorial Hospital in Belize City. The concentrators were part of the donation to the Government of Belize, announced by the Embassy on September 8, 2021. The donation was received by Dr. Adrian Coye, Acting Director of Medical Services, as well as Dr. Evan Hsu of KHMH, and witnessed by Dr. Deysi Mendez, Chief Executive Officer of the Ministry of Health and Wellness of Belize. Belize is now facing the third wave and another surge in cases with severe respiratory symptoms due to the variants of the COVID-19. Under these dire circumstances, the Embassy evaluated that “oxygen concentrators” might be one of the most needed equipment for the care of COVID-19 patients, especially at KHMH, where most of the COVID-19 patients are hospitalized. After consultations with the Ministry of Health and Wellness, the Embas-

sy thereby decided to donate 20 oxygen concentrators to the Hospital directly. COVID-19 is the most devastating challenge for all of us in the world. Since the virus knows no borders, no one can fight against the virus alone. Taiwan has been standing firm with Belize in the fight against COVID-19 since the outbreak of the pandemic, not only donating funds, but also providing medical equipment and materials such as surgical masks, thermometers, ventilators, PCR test kits, rapid tests, nasal swabs, isolation gowns and so on, for safeguarding the safety and health of Belizean doctors, nurses and laboratory staff, who have been strained with a heavy workload of containing COVID-19. The pandemic brings enormous challenges for both Taiwan and Belize. The Government of Taiwan will continuously collaborate with Belize to develop more resilient healthcare systems in both Taiwan and Belize for saving more precious life of our countries. (E)

Presentation of Credentials Belmopan. September 17, 2021 - Today, at the Belize House in Belmopan, the Governor General of Belize H.E. Froyla Tzalam received letters of credence from six newly appointed ambassadors. The ambassadors were H.E. Mr. José Maria Laviña Rodriguez  of Spain; H.E. Mr. Wilfred Theo Mohr  of The Netherlands; H.E. Mr. Johann Verkammen of Belgium; H.E. Dr. Elisabeth Kehrer of Austria; H.E. Mr. Julio Cesar George Encarnacion  of the Dominican Republic; and H.E. Mr. Zoltán Németh of Hungary. The Governor General also received a courtesy call from H.E. Mr. Bruce Lendon, the newly appointed ambassador of Australia to Belize. The ambassadors each expressed on behalf of their respective countries their congratulations to Belize on its 40th anniversary as an independent nation. They also shared their countries’ hope of strengthening bilateral relations with Belize during their tenure as ambassadors to the country. The Governor General graciously welcomed each of the diplomats and conveyed her well wishes to them as they represent their countries. To close each visit, the Governor General and the ambassadors made toast in honour of Belize’s Independence Day.
