Belizeans Will Pay $46M More September 26, 2019 Take it or Leave it, the 46 Million Dollar question is, who in Belize is personally to blame for dragging Belize into this Sanctuary Bay Saga. This does NOT end at the FTC/Barrow/ AIBL settlement. Wrong doing obviously happened. Will the Barrow government order a Sanctuary Bay inquiry? No less is needed. Belize needs a timeline. This timeline can include resignations and a General Election but an independent inquiry must be ordered NOW. The Settlement approved to by the Federal Trade Commission now in the public domain in some days less than the announced 60 days which by FTC guidelines skips weekends and US holidays. The meticulousness of the FTC with this imbroglio is to make sure that they get it right...no Mad Rush. The following are excerpts of the main parts of the settlement as it pertains to the jewel. a. IT IS FURTHER ORDERED that a judgment in the amount of twenty-three million dollars ($23,000,000 US) is entered against AIBL and in the Commission’s favor, and AIBL and the Liquidator are ordered to immediately. Continued from page 1 c. all money paid to the Commission pursuant to this Order may be deposited into a fund administered by the Commission or it’s designee to be use d for equitable relief, including consumer redress and any attendant expenses for the administration of any redress fund. If a representative of the Commission decides that direct redress to consumers is wholly or partially impracticable or money remains after redress is completed, the Commission may apply any remaining money for such other equitable relief (including consumer information remedies) as it determines to be reasonably related to Defendants’ practices alleged in the Complaint. Any money not used for such equitable re li e f is to be deposited to the U.S. Treasury as disgorgement. AIBL has no right to challenge any actions the Commission or its representatives may take pursuant to this Subsection. In synopsis: this settlement basically frees the Atlantic Bank International from being targets of the Sanctuary Bay litigation as it relates to the Sanctuary Bay Enterprises (SBE) and in the eye of the largest International real estate scam in FTC history. As stated in the judgement, AIBL still has to be present during the trial against the Sanctuary Bay Enterprise( Pukke et al including our very own John Usher). This trial is set to happen January 21, 2020 a few days before the UDP’s Leadership Convention. AIBL is financially dead as the liquidator is tasked to do just that. He will place the defunct AIBL in his blender and the remaining pittances of assets and recoverable cash will be passed on to the Receiver Robb Evans and Associates LLC. Your guess is as good as mine if the landowners have uttered their last words in Belize. They lost a libel case vs Pukke here in Belize that clearly might have been very unjust. Incidentally, one of the main SBE players, Luke Chadwick, is being deposed today September 26 and has already been ordered to submit all documentation even related to the Sanctuary Bay sister Kanantik Belize. AIBL as part of their settlement will also turn in any documentation on loans to Kanantik International Ltd., Mango Springs Development LLC and Southern Belize Holdings LLC (collectively. the ‘·Chadwick Property’. AIBL was deep down more than the Sanctuary Bay Saga had shown. The Chadwick deposition potentially can expose even more of Belize black eye. The same black eye PM Barrow tried his utmost to protect from. What is Kanantik? Belize....it is 300acres of pristine land a few miles from Sanctuary Bay in Stann Creek which was being offered to be sold to American retirees where they were asked to make deposits....WAIT...sounds like the same story? Just like in the movies when you think the monster is dead... there is always part two and counting. The Prime Minister’s dream of waking up to a Sanctuary Bayless Belize remains a nightmare. Ed. ELECTION FRAUD? Guess, who is the Minister of Elections and Boundaries? If you said Dean Barrow then you know a little of Everything. This is just the latest of his Ministries that is in the hot seat. Notice: I am not saying that it is a hotbed of corruption. Lately it would be fair to say that “The system is rigged,” as pronounced by a well-infamous international, fake-news artist. Here in Belize the United Democratic Party is attempting another version of the rigged 2012 General Elections. According to testimony in the still cooking Senate Inquiry into the Immigration Scandal, the 2012 Elections results were most likely compromised by the corruption of the nationalization process. This then means that the Barrow UDP victory will forever have a red asterisk followed by the question, Is Dean Barrow and the UDP really a THREE-TERM government. If they are not, then the law needs to be ‘fixed’ to pull their ill-earned pensions. It would be the Right and Honourable thing to do in lieu of full confessions and resignations that are now too, too late. UDP lame ducks don’t resign they just quack nonsensically. Presently, one of Belize’s finest and a second in command is nestled in murky electoral process waters. It seems
clear that he has applied Elections and Boundaries(E&B) to transfer his vote from his actual home to live in a Palace where chickens are not forgiven. One Ernest Broaster is in a list(see picture) that shows that he lives alongside a multitude in a #1 Kelly Street in Belize City. Even as this article was being penned, out comes a person hell-bent in putting his community in disrepute. A UDP standard bearer, unknown in the most part, is claiming that he owns a place with six corners and that that is the reason why so many persons are registered to vote at said address including Broaster—the Standard Bearer’s good friend. The issue here is NOT humorous even as I might seem amused. Breaking our laws takes you to prison. Who deliberately goes to Elections and Boundaries and lies about where they live? Which Representative/Standard Bearer eggs constituents who live in one place register in another? Hon. Barrow is this something you had no idea about once more? Police officers have sworn to uphold the laws of Belize. E&B seems to be complicit in facilitating this fraudulent transfer. But maybe the problem is larger than them. The UDP has developed a Modus Operandi here. They find a place and they register as
AUGUST UNAPOLOGETIC Alberto August, UDP Chairman, of victim-blaming infamy was captured in a video enraptured in his saliva attempting to explain his insensitivity towards the Mai family who was in grieving after the callous manner their daughter was rid of her life. August did his best Pablo Marin impersonation in blaming the PUP for his own monstrous choice of words. This story is short yet damning to the UDP. August did his job of UDP mouthpiece in attempting to defend the Minister of Insecurity stating that it is not John to blame for all the rampant crime in Belize. John has other things to do. In so doing, he overlooked the grieving family. Now, after a week or so, no one in the UDP is defending August. But more striking is that after that same week, no one is disavowing the UDP chairman. The UDP is busy milking Belize. Nature’s drought is but a sign and in many ways a symptom. In his September 18 attempt to walk back his words August took NO personal responsibility. In fact, he took Sanctuary on the fact that he represents the United Democratic Party and any words he utters he does so under their name. Sad. Mr. August, the family is due a personal public apology and they are due cash. Mr. August, the people are due a resignation from you and we accept it backdated. Such were the gravity of your words.

This is in addition to 57 or so living in her momma’s abode. Rural North: Cyclists have found the Rhaburn Ridge, a small community of 40plus votes, is a great place to move to. Now the list had 80 registered cyclist, I mean registered voters. You can go look for them living in the bushes. Careful what you step on. Rural South: The Minister unfriendly with the environment has registered some construction workers to vote on the island of San Pedro even if they really don’t live there. Caribbean Shores: Of course, we have mentioned the coward Chang who is afraid to face the actual people of Caribbean Shores, so he has to bring in people from his colleagues’ constituencies. He will bring them in to still get a trouncing from Hon. Kareem whilst screwing over other constituencies for the UDP. The People’s United Party’s standard bearers and Representatives will be vehemently taking all these allegations to Court and object to the retention of many names in the voters list. It’s vintage UDP…if it is tinged with possible illegality but may help them cheat, the UDP will do it. Time’s up. These are lame tricks. We Belizeans are looking at the UDP and can see clearly that they ARE stark-naked.

PARTING GIFTS
he Prime Minister’s speech on the 38th Anniversary of Belize’s independence was decidedly anticlimactic. The delivery was flat and uninspired, but the content was a fantastically woven masterpiece of sci-fi and seemingly drug-induced hallucinations. The greatest rhetorician of our time has finally run out of hot air. There was no evidence of his usual flair and wit, gone are his ganas and gusto. Perhaps though the bad taste in his mouth has more to do with the fact that his imagined squeaky-clean image is now permanently tarnished, and his legacy will indeed be the corruption scandals that rocked his administration from top to bottom. History will record that he was unable, unwilling and perhaps even complicit both by his actions and inactions in the raping of our country. The annals of Belize will show him as the worst Prime Minister (PM) in history and that it was under his stewardship that the Sanctuary Bay Saga occurred. It was under his watch that two Offshore Banks folded and that two other banks closed their doors and moved on. The PM will have time in his retirement to contemplate why neither the FIU nor the Central Bank, both under his direct supervision, recognized the warning signs and sprung to action to avoid these catastrophes. Even the GST department directly under his authority is recently riddled with extortion and demands for bribes. At the end of the day, he is solely responsible for this gross mess. Again, the same old refried infrastructure package was served cold to the Belizean people. There was not even a semblance of concern for the suffering of the most vulnerable. Once more, there is a push for infrastructure led investment to save us and drive the economy. The PM boasts 7.6 percent as the lowest recorded unemployment in a decade. However, he does not mention his administration also holds the record for highest rate of unemployment ever, a whopping 14.431 percent in 2012. He wants Belizeans to rejoice because he will spend only $12M for Poverty Alleviation when 41% of Belizeans suffer poverty, and then he chooses to spend $300M on road works. The PM also wants Belizeans to celebrate the fact that this year one hundred houses will be built for first time homeowners, but that is more than were built in all the combined years the UDP was in government. The PM has just realized that drought affects the livelihood of thousands of families and has declared it a crisis to unlock resources. He has pledged $50M to help farmers who have lost crops and livestock. In April 2011 over 1M pounds of onions were lost to farmers in the North to the tune of 30M, while Government of Belize (GOB) imported onions from Holland. In 2012 and 2015 Belize experienced similar drought conditions even while GOB collected GST on irrigation materials and equipment for over 8 years. Potato farmers again faced a crisis in 2017 because of ill-timed GOB importations. There is no empathy here for the working-class Belizean. The rest of the careless promises must be the product of some delusional state: electric vehicles, solar energy, laptops and the cultivation of medical marijuana. These make sense only as diversions of funds and desperate election gimmicks. There is an overwhelming majority of young people who never make it to high school or drop out because their families cannot afford to send them to school. The real impact of these programs will never be felt where they are most needed. Just about the only person happy with the introduction of marijuana farming must be the Minister of the Ministry of Health who has a head start on any small farmer in Belize. This history of unbridled greed and corruption, the insatiable appetites for land and power, the lawlessness and violence, nepotism, cronyism‌these are the parting gifts of The Red Devil.

l Primer Ministro en su intervención sobre el 38º aniversario de Belice de la independencia fue decididamente decepcionante. La presentación oral fue aburrida y poco inspirada, pero el contenido fue una obra maestra de ciencia ficción y alucinaciones aparentemente inducidas por drogas fantásticamente tejidas. Al más grande de los retóricos de nuestro tiempo finalmente se le ha acabado la gasolina. No hubo evidencia de su habitual estilo e ingenio, se le han ido las ganas y entusiasmo. Aunque tal vez el mal sabor de su boca tiene más que ver con el hecho de que su supuesta imagen, perfectamente limpia, está ahora permanentemente empañada y su legado será, de hecho, los escándalos de corrupción que sacudieron su administración de cabo a rabo. La historia registrará que fue incapaz, poco dispuesto y tal vez incluso cómplice tanto por sus acciones como por sus inacciones en el pillaje de nuestro país. Los anales de Belice le expondrán como el peor Primer Ministro (PM) de la historia y de que fue bajo su gobierno que ocurrió la saga del Sanctuary Bay. Fue bajo su vigilancia que dos bancos Off Shore se retiraron y otros dos bancos cerraron sus puertas y nos dijeron adiós. El PM tendrá tiempo en su retiro para contemplar por qué ni la Unidad de Inteligencia de Finanzas (FIU, en inglés) ni el Banco Central, ambos bajo su supervisión directa, reconocieron las señales de advertencia y saltaron a la acción para evitar estas catástrofes. Incluso el departamento de GST directamente bajo su autoridad está recientemente proliferada de extorsión y demandas de sobornos. Al final del día él es el único responsable de este desastre. Una vez más, el mismo paquete de infraestructura refrito se le sirvió frío al pueblo beliceño. Ni siquiera hubo un aire de preocupación por el sufrimiento de los más vulnerables. Una vez más, hay un impulso a la inversión dirigida por la infraestructura para salvarnos e impulsar la economía. El Primer Ministro se jacta de un 7,6 por ciento en la tasa de desempleo, el más bajo registrado en una década. Sin embargo, no menciona que su administración igualmente tiene el récord de mayor tasa de desempleo de la historia, un impresionante 14,431 por ciento en 2012. También quiere el PM que los Beliceños se regocijen porque gastará sólo $12 millones para aliviar la pobreza cuando el 41 por ciento de los beliceños sufren pobreza, y luego decide gastar $300 millones en obras viales. Asimismo el PM quiere que los Beliceños celebren con el hecho de que este año se construirán cien casas por primera vez, pero eso es más de lo que se construyeron en todos los años combinados que estuvieron en el gobierno. El Primer Ministro acaba de darse cuenta de que la sequía afecta el sustento de miles de familias y ha declarado que es una crisis para desbloquear recursos. Ha prometido 50 millones para ayudar a los agricultores que han perdido cosechas y ganado. En abril de 2011 se perdieron más de 1 millón de libras de cebollas por parte de los agricultores del norte por un valor de 30 millones, mientras que el Gobierno de Belice (GOB, en inglés) importó cebollas de Holanda. En 2012 y 2015 Belice experimentó condiciones de sequía similares, mientras el GOB ha cobrado GST en materiales y equipos de riego durante más de 8 años. Los agricultores de patata volvieron a enfrentar una crisis en 2017 debido a las importaciones inoportunas. Aquí no hay compasión para el beliceño de clase trabajadora. El resto de las promesas imprudentes deben ser el producto de algún estado delirante: vehículos eléctricos, energía solar, computadoras portátiles y el cultivo de marijuana medicinal. Estos tienen sentido sólo como desvíos de fondos y artimañas electorales desesperadas. Hay una abrumadora mayoría de jóvenes que nunca llegan a la escuela secundaria o abandonan la escuela porque sus familias no pueden permitirse el lujo de enviarlos a la escuela. El impacto real de estos programas nunca se sentirá donde más se necesitan. Casi la única persona feliz con la introducción del cultivo de la marijuana debe ser el Ministro de Salud que tiene ventaja inicial sobre cualquier pequeño agricultor en Belice. Esta historia de codicia y corrupción desenfrenada, los apetitos insaciables por la tierra y el poder, la anarquía y la violencia, el nepotismo, el amiguismo... estos son los regalos de despedida de El Diablo Rojo.

And will the Minister of Education also say how much was spent on these tablets? 2. Will the Prime Minister please inform Belizeans when we can expect the Chairman of the Senate Select committee Aldo Salazar to present the finding of the committee which was tasked and spent millions of taxpayer dollars to investigate the corruption that was taking place at the Immigration Department? 3. Will the Minister of Works please inform the Belizean people how much is expected to be paid out in compensation for land acquisition for the Caracol Road project and to whom these compensations will be paid? 4. Will the Prime Minister please say if any of the proposed $50 million dollars that will be received as a result of the declaration of the partial state of emergency in relation to the drought will be used to clean up the New River? 5. Will the Prime Minister in his capacity as Minister of Elections and Boundaries say if he will call on the Chief Elections Officer to look into the allegations that 57 persons are registered in one address in the Albert Division and will look into the allegations that Deputy Commissioner Edward Broaster is living at #1 Kelly Street which is known to be the location of Chon Saan Palace Restaurant?

PARTY LEADER JOHN BRICEÑO HOSTS THE DIPLOMATIC CORPS Friday September 20, 2019 The Party Leader John Briceño hosted the Diplomatic Corps at the newly renovated Independence Hall. The eve of the 38th Anniversary of our Independence celebrations certainly set the stage for this important gathering where our Party Leader and Leader of the Opposition touched base with essentially the world and its leaders from diverse countries. This meeting was especially crucial given the fact that we the People’s United Party intends to form government sooner rather than later. The evening was cordial and it was a time of sharing how the PUP can work along with the Diplomatic Corps today and beyond.
GST IS IN SHAMBLES Thursday, September 26, 2019 Mr. Barrow, who is always grinning and patting himself on the back for his greatness, recently boasted about the amalgamation of the GST and Income Tax Departments. But he has had very little to say about the arrest of senior GST official Reynaldo Verde, nabbed by the FBI and still held in custody in the US. Verde was on his way back after a trip representing the government of Belize when he was detained. Just as a matter of background, Verde has been accused by Chris Williams, the developer of Orchid Bay in Corozal, of attempting to extort monies from him to let unpaid GST of allegedly millions owed by Orchid Bay ‘go away.’ Williams got the FBI involved, and in late August they set up a sting at the development, and Verde was allegedly recorded discussing the matter with Williams. Verde was able to be arrested in the US, we are told, because Williams contends that somehow because of the extortion attempt, he cannot show that his GST arrears are paid and current, and he has not been able to obtain loans to further development of the resort. According to the official affidavit of complaint against Verde, the ‘actual and attempted extortion has obstructed, delayed and affected commerce within the Southern District of Florida.’ Sources tell the Belize Times that very many people within the GST Department, and even in the Ministry of Finance, are very uneasy about Verde being in FBI hands, because as a senior GST official for many years, he knows where a lot of the skeletons are buried. That same source has told this newspaper that Verde is considered small fish by the FBI, who are allegedly gathering information about other, bigger attempts to defraud and extort US citizens, maybe even at the Ministerial level. But the bigger story is that the GST Department comes directly under the Ministry of Finance, which is the Prime Minister’s portfolio, and it is in a state of total disarray. How is it that the Orchid Bay development was able to rack up hundreds of thou-
sands of dollars in unpaid arrears? Why wasn’t a move made to collect those monies? And another question is how long have GST officials been extorting money from businesses, with nobody the wiser? If the FBI had not gotten involved in this case and orchestrated a sting, nobody would have known anything. We are reliably informed that on multiple occasions, son of Minister Edmond Castro, Jumoke Castro who works at the GST Department has been accused of ‘shaking down’ businesses. He has even been called before the Public Services Commission, but has been protected by his privileged status. What really is happening in the GST Department? Mr. Barrow loves to prance about and boast, but the truth is that he has been a failure not only in his role as the leader of the nation – though he has been a dismal failure at that. Mr. Barrow has failed to steer the ship at the Ministry of Finance. Just this week, the country got a major black eye with the total trouncing of AIBL by the FTC. And now, another black eye because of the allegation that a senior GST official was caught extorting an American businessman. This will no doubt hurt the investment climate, and we will reach a point very soon where no right-minded investor of integrity will want to invest in Belize. Perhaps that is why Belize has become a magnet for shady investments. It is time for Mr. Barrow to pack up and roll out, and time for the PUP to right the wrongs. The writing is on the wall. It is only a matter of time.
EMBASSY OF JAPAN IN BELIZE DONATES TO ORANGE WALK TOWN Wednesday September 25, 2019 Via its Grants for Assistance Grass-Roots for Human Security Projects, the Japanese Embassy donated a JAC Garbage truck to the people of Orange Walk Town and its hard-working Council. Present to do the gifting was the Japanese Ambassador to Belize, His Excellency Hiromasa Yamazaki. On behalf of the grateful town were Hon. John Briceño, His Worship Mayor Kevin Bernard, Town Councillors and Citizens of Orange Walk. The ceremonies took place at the Central Park.

Rotten Tomatoes Here at Rotten Tomatoes, your premiere movie rating site, we’ve been asked for feedback on a recent movie entitled Patrick’s Road to Leadership, or some crap like that. So here goes. We absolutely loved his baby shots to start the movie. Those were simply fabulous. And his picture in that Girl Guides uniform – CLASSIC. We found the storyline brilliant, and we were glued to our seats by the plot – INTENSE, RIVETING. The action scenes were well shot, the narration tight. We laughed, we cried – it was an absolute treasure. On the negative side, the cast was lackluster and uninspiring, the star of the show a total douche. We think if the producers had looked elsewhere for talent for the top role, this movie may have had a chance. The ending left us wanting, with more questions than answers. There was no cohesive transition between the start of the movie and the end. How does this cute little cherub in his Girl Guides uniform, sweet as can be, become the villain who is alleged terrorizes women, allegedly beating them up when he gets the courage from alcohol? We believe many viewers will be left with that same question in mind. All in all, the movie was a disappointment and we don’t recommend it. FIVE THUMBS DOWN, or whatever. You get the point. Electric WHAT? Sometimes we’re not quite sure if we should attack the Prime Minister or not. We’re not allowed to use the word ‘retarded,’ thanks to Kim. And lately mental health has been on the front burner, so we need to tread very carefully. But what in the name of all that’s holy is wrong with that bald-headed man? He’s there babbling on and on in his Independence Day address, talking the usual nonsense which nobody really listens to anyway and then BAM…the UDP will be bringing electric cars to Belize. Say what? Sir Baldilocks, do you remember many years ago when you stood on those very same steps and said, Welcome to CSI Belize? You were talking about a forensics and DNA-testing lab. Do you realize that we still don’t have one of those, almost a decade after you said those words? Do you understand that once a murder victim is dead about four days without being found, we don’t have any expert who can tell how that person died? Do you understand that it took us six frigging months to fix a morgue unit in the Southern Regional Hospital? Do you understand that under your government we can’t seem to get even the simplest thing right? And you’re talking about electric cars. Sorry Kim, we can’t help it. That just plain RETARDED. Dolphin Cemetery We hear that even though Petrocaribe money is long gone, and there won’t be as much rum or Pibil tacos, Patrick has scraped up enough money somewhere for another Collet trip to the Corozal Bay. Apparently there this a new attraction there called a Dolphin Cemetery. Listen, Patrick jokes and electric cars aside, this pollution from the New River into the Corozal Bay is a serious thing. And it’s even more serious because government’s expert, who is a Mathematician by the way, is quite clear in saying that they have no clue on what to do, and have no idea what damage all that pollution in the Corozal Bay will do. That same pollution, in the New River, resulted in massive fish kills, crocodile and manatee deaths. What do you think it will do in the Corozal Bay, where people go swimming with their children? We think, and this is just our humble opinion, that our friend Mr. Barrow, our friend Mr. Faber, and our friend Mr. Saldivar should all don speedos (okay maybe not you John, on second thought) and take that first swim in the Bay to test the effects of the pollution. Now that’s a hell of an idea.

Remember the 100 dollar deals for a Digicell cell phone some 8 years ago? You were practically getting a steal from BTL and with a touchscreen—novel tech at that time. Thank you, Mistress of Ceremonies: My wife Rosanna and I are truly honoured to be with you all today and to greet Your Excellency Sir Colville Young, our Governor General, Prime Minister, the Rt. Hon. Dean Barrow and Mrs. Barrow, My Lord Chief Justice Kenneth Benjamin and Mrs. Benjamin, Those members of Cabinet who are with us here today and Members of the National Assembly, Your Worship the Mayor of Belmopan, Mr. Khalid Belisle, and Mrs. Belisle, Deputy Prime Minister and Chairman of the National Celebrations Committee Minister Patrick Faber, Your Excellences of the Diplomatic and Councillor Corps, Reverend Bishops and other members of the clergy, Commanders of our armed forces, Our beautiful children from schools across the City of Belmopan, Other Distinguished guests, My fellow Belizeans. On this our 38th Anniversary of Independence, we salute those nationalists who believed that we were ready for nationhood. We honour those men and women who never faltered, who were never afraid and who were firm in their conviction that we Belizeans should determine the future of our country. No hurdle was too high; no obstacle insurmountable. They laid the foundation for the building of our nation; one where our diversity is the glue that holds us together. They were also the architects of our peaceful, constructive, revolution. A revolution which to this day continues. One that is progressive and truly Belizean, seeking always to drive us ever forward. Because of what they did, we can today celebrate and proclaim that indeed from our Mayan gran-
deur to our modern glory that together we can shape the Belizean Story. I want to congratulate Mr. Eloy Escalante, Sr. from Orange Walk Town who wrote the theme for this year’s celebrations. Eloy is right, Independence Day is a day to celebrate our culture; it is a day to appreciate what we have achieved as a nation and most importantly, a time to assess how far we have come in the advancement of our people and the building of our country. From our strong democratic roots to our pursuit of a fairer and more just society, we must acknowledge how much has been done to shape and form this young nation. Of course, as we look with satisfaction on what we achieved together, we must also express our dissatisfaction over the persistent challenges that hinder our national development. Likewise, we must be determined to address those urgent issues that are impeding our progress. At the moment, the hope that came with independence, the optimism that accompanied the start of the new millennium, and the promise of endless possibilities that were to
come in this current decade have been shattered by lost opportunities due to incompetence, corruption and now a general sense of malaise. The result of all this is a people weary from worry—about their personal safety; worry, about their economic security; worry, about poverty and deprivation; worry, about an uncertain future and more so worried about the kind of nation we are building for our children. How could they not feel this way when our poor instead of being uplifted are being dragged into greater poverty due to an all but stagnant economy? How could they not feel this way when our middle class is shrinking and collapsing under burdensome taxes and the lack of vision by their government? How could they not feel this in the absence of any enthusiasm in the productive sector or when their children are not receiving the quality education needed and when their grandparents cannot receive adequate and affordable health care? To put it all in perspective, at present, we are a nation weary from
worry. But we are also an optimistic people. We know that the dawn can only come after that darkest hour. And in this dark hour we look to the dawn that is the new decade when together we can construct a fairer and more inclusive society. We look to a new decade that will see us build Belize and allow everyone a better quality of life. We all deserve a government that will work towards ensuring that every working-class Belizean is able to earn a living wage. One, balanced in such a way that our agro-productive sector, our services sectors, and new and innovative industries, can help us to achieve increased economic growth. The People’s United Party was built through a meaningful partnership with workers and with our unions. Our workers and their unions long for a renaissance in their relations with government leaders. One that enhances a respectful partnership focused on nation-building while respecting the need for the personal development of our workers, where their contribution will no longer be taken for granted or placed at the mercy of political patronage. I believe that Government must be the biggest promoter of Belizean creativity and ingenuity. And we must lead this effort by removing those obstacles and barriers which hinder economic growth. Government and business must once again re-engage in a constructive partnership where laws are respected and applied equally to all. Where rules are fair; and an enabling environment is created so that business can thrive again. Where a renewed spirit of entrepreneurship will not only be encouraged but vigorously pursued and supported. All our children should have access to free, quality education that will be more attractive and exciting than a life of crime and violence. Everyone should sleep safe and sound under a decent roof and in a comfortable bed.

Explota con alarma en el campo de la seguridad y la justicia, pero también en la pérdida de los valores de convivencia; se manifiesta como falta de empleo e ingresos en el hogar, y como grave carencia de los servicios públicos elementales, pero también se expresa en la trágica ruptura familiar. After a decade of rising crime and violence, where more than twelve hundred young men and women have died, we must do something. We hear and feel the frustration of our people. It is safe to say that government has failed to keep our communities safe. All our efforts to work with the current government have been ignored. I have directed our standard bearers to embark on consultations with their constituents and with stakeholders to present some workable, common sense solutions to arresting crime. We must and my Party will declare an all-out war on crime and violence, and we will win this war and once again make our country safe. We are today a four billion-dollar economy so yes, we are optimistic about the creation of thousands of good jobs, of new jobs that will lead to lasting careers. Government can lead in this effort by first improving public finances while keeping taxes low. This will begin by ensuring that the current high cost of fuel is brought down. We may not be able to control the cost of fuel on the world market, but we can control the taxes on diesel. Today we are committing to reducing the cost of diesel to $9.00 a gallon or less. This will allow the productive sector to grow but more importantly it will put more money in the pockets of Belizeans. We are optimistic about our plan to build affordable housing for the middle class, for new families and to partner with community organizations to provide affordable housing for the poor. We believe we can create an education system that awards merit and provides a space for all our children to learn and develop their God-given talents where they are afforded the best possible start in life. We know we can provide adequate healthcare for our people, from San Pedro, Ambergris Caye to San Pedro Colombia and from Bomba to Benque. And that is why the next
PUP Government will roll out National Health Insurance to every Belizean man, woman, and child. In this day and age, it is unconscionable that we expect our low-income workers to labour for so little. Today I commit to lead the effort in working towards a gradual increase so that in the near future every Belizean worker can expect NO less than a five dollar an hour minimum wage. If there is one issue that Belizeans are very angry about it is the issue of corruption. It is clear that we politicians are incapable of policing ourselves. This current culture of corruption is endemic, and it must stop. If we can halt corruption, we can bring an end to poverty. Every dollar lost to corrupt practice is a dollar lost to educate our children, to feed our hungry, to provide better homes and to help finance our health care. If we are to deliver on our promise to build Belize, then we have to be committed to good governance. So, we must, and we will, finance a fully-functional anti-corruption agency. One that is free from government interference and yes, we will pass common-sense legislation to tackle and deal with systemic corruption, from the highest political office to the lowest levels of government. I have set before you today our vision for the kind of nation our people deserve. Everything that has been laid out is achievable. Our collective capacity, our ingenuity, our commitment to build a fairer and more productive nation must drive this effort. For too long we have allowed our differences to divide us: political divisions, ethnic divisions, religious divisions and geographical divisions are hurdles that impede our progress. They are relics of a colonial past. Another relic of our colonial past is the age-old dispute with our neighbour Guatemala. This past May 8, the Belizean people determined that this matter should be settled once and for all at the International Court of Justice. As such, we have joined with the Government in the work to prepare our case for the ICJ. The time has come for the
11 blue and red splinters to be removed from our eyes so we can focus on what unites us. Let us change the lens, so we can see clearly that what unites us is our love for this fruitful land, this noble spot. Let us change the lens, so we can see clearly that what unites us is our love for our people, all our people. And what unites us is a commitment to live in peace side by side with our neighbours as a constructive member of our global family. In this spirit, I wish to take a minute to express my thanks to our Prime Minister, the Rt. Hon. Dean Barrow. It is no secret that over the years the Prime Minister and I have enjoyed a cordial friendship. This of course did not stop us from disagreeing on policy issues and did not hinder us from vigorously defending our Party’s positions in and outside of the National Assembly. The Prime Minister has announced that he will step down as his Party’s leader next year and after thirty-five years of service in the National Assembly will retire from active politics. Dean my friend, I can’t say I will miss you in the House, but I can say this, you have inflicted an ample dose of your verbal blows but you have also withstood a fair amount of verbal assaults from those of us on the other side. In the end no partisan difference will change what I believe, and that is, that we share a deep and abiding love for this nation. Ladies and Gentlemen, we are ready to go to work and to usher in a decade of social and economic upliftment based on our True Blue commitment that is always about the people–all the people–and always about a shared prosperity. So, join us, and with the guidance of our Creator, let us together make our generation’s chapter in the history of our nation one that fulfilled the promise of prosperity by building a Belize that works for everyone. FUMBLING, BUMBLING, STUMBLING
The New River Follies Part I
For the past month or so residents of Orange Walk Town have been grappling with an environmental disaster that is affecting the New River which meanders through that municipality. We have all heard the technical explanations from the powers that be, however, I will attempt a layman’s summary of the problem before we explore a simple solution to the issues at hand. The river is suffering from a condition known as eutrophication, which essentially is the lack of dissolved oxygen caused by dense growth of plant life, caused be an excess of nutrients originating from: • Several industrial sources discharging effluents into the river; • Residential effluents like wastewater, septic leaching, etc.; • Waste from small businesses such as tortilla shops, restaurants; • Agricultural sources such as fertilizer run off, blood from slaughterhouses (Yes blood! Think about how many chickens, pigs and cows are killed in Shipyard, where do you think that blood eventually ends up?) • Decomposing organic material that accumulated on the riverbed over time. Additionally, the river is relatively flat from its source at the New River Lagoon, to its discharge point into the Corozal Bay. The result of this topographical feature is that even with the heaviest of rains the New River is one of the slowest flowing rivers in Belize. Even though the New River flows through primarily low-lying terrain, it does have a few rises in elevation, the last of which is near San Estevan Village. This incline near San Estevan and the reduced water flow caused by the severe drought affecting the Northern districts, has created pond like environment in and around Orange Walk Town. This nutrient rich water, combined with minimized water movement, and excessively warm temperatures it is the perfect environment for major algal blooms. As day follows night, algal blooms deteriorate into algal crashes as these organisms go through their life cycle. These crashes only serve to exacerbate the already critically low dissolved oxygen condition of the river, more decomposing organic matter is added to consume precious oxygen. Few aquatic organisms can survive in this and it leads to the fish kills that Orange Walk residents have been witnessing. While the situation is dire, it is not the first time we have seen this phenomenon negatively impact this body of water. Therefore, it was with utter amazement that on Friday September 20th, 2019, I sat and listened to the Deputy Chief Environmental Officer Mr. Edgar Ek state: It’s a huge concern for the department. However, there is nothing much we could do to stop it from flowing into the Corozal Bay. We are not sure to what extent the damages will be hence we are also doing water quality analysis. We are working along with SACD to conduct baseline water quality analysis from Corozal Bay going way down to headwaters. That will give us an indication how our water quality stands and then we will be monitoring once all
of this reach the Bay. We will continue to do monitoring to evaluate and then I think we will have to find a strategy on how to deal with the problem because right now we do not have an idea what is going to be the extent of, again once it reaches the ocean, dilution starts to take place and we will see what the measures will tell us.” This statement that smacks of indifference and surrender comes from the second highest ranking person within the department charged with protecting Belize’s ecological patrimony and must be taken as the official government position. This apparent absence of political will or incompetence (or both) should send alarm bells ringing throughout the length and breadth of this beautiful country. Furthermore, there are two telling facts that must be taken into account: • This is not the first such occurrence of this nature in our New River;
• It has been more than a month that has elapsed since this current crisis first manifested itself. We must analyse the actions or lack thereof on the part of the government and its agencies in the context of the two FACTS stated above. This absence of a clear, executable strategy shows that the relevant authorities and, by extension, the UDP government have put very little thought into the possible measures that can be employed to contain and or mitigate the environmental catastrophe that is impacting the livelihoods of Belizeans that live along the river, and that will soon begin to affect those who depend on the Corozal Bay, and, by extension, the Caribbean Sea and the reef for their economic and recreational activities. Apparently, the DOE and this UDP government are content with executing a hold strategy that does the bare minimum and, in the end, simply say
2019 “there is nothing we can do so just tek unu lick”. Well there are several things that can be done! While the government authorities have essentially thrown their hands up in the air, and resigned themselves to doing nothing, it must be noted that there are several bioremediation technologies that can be applied to reduce the nutrient load in the New River. In the interest of space, I will highlight one such technology. Effective Microorganism (EM) Technology was developed in Japan by Professor Dr. Teruo Higa and introduced in 1982. Since its introduction the use of this Microbial inoculant has spread to over 120 countries worldwide, including Belize. EM are a multi-culture of coexisting anaerobic and aerobic beneficial microorganisms (Shalaby. E, 2011). Essentially, they are “beneficial bacteria” that occur naturally in the environment. These naturally occurring organisms are isolated based on their favourable characteristics and cultured into specific formulas for specific applications. The EM works to safely decompose organic material and convert them into new cells, water, gases and other benign products. EM species of microorganisms contain various organic acids due to the presence of lactic acid, which secrete organic acids, enzymes, antioxidants, and metallic chelates. The creation of an antioxidant environment by EM assists in the enhancement of the solid-liquid separation, which is the foundation for cleaning water (Shalaby. E, 2011). Ed. ANOTHER BIG SCANDAL The scandal surrounding the high ranking officer of General Sales Tax who was abducted in the USA by the FBI for attempting to extort a US businessman has another scandalous side to it. It is that the businessman and his business, Orchid Bay, owes the government of Belize millions of dollars in unpaid GST millions. One reliable assessment has the amount just short of 20 million. Readers will recall that BTL is accused of owing GST some 50 million in unpaid taxes. There has been no satisfactory explanation given to Belizeans except the usual denial and promise that an audit would be conducted. They must be auditing the accounts of the whole of Central America. BTL collects X amount of revenue based on that they are to pay GST Y amount of monies. Orchid Bay become a nail in the coffin of the Honorable Minister of Finance who is also the Prime Minister of the country. What is going on sir? WHY WE NEED A CHANGE The institutions of Belize have been subverted by the ruling politicians. What this does is undermine the already fragile democracy in Belize. In other countries, it results in failed states. Corruptions and crime becomes the order of the day as citizens lose trust of the officials who should be running a fair and transparent process. It is no coincidence that the Public Accounts Committee is unable to inquire into the use, misuse and abuse of taxpayer dollars. It is no coincidence that the Integrity commission has not received any signed Declarations from Ministers of government for almost ten years. This makes a mockery of the law, but it is delicate and is intended to hide the millions of dollars piling up in the various accounts of the government Ministers and Senators. It is no coincidence that the contractor General has deliberately failed to submit a quarterly and annual report of his findings on the massive amounts of government contracts handed out to known party political cronies. The law requires that the Minister of Finance be given such reports. FOR TEN years NO REPORTS have been made, and NONE was required by the Minister, who is also the Prime Minister. It is certainly no coincidence that a strange animal, neither fish nor fowl, was created by law and named B.I.L. Belize Infrastructure Limited. Its purpose is to handle multimillions of dollars by the UDP. This system was set up to bypass the financial laws of the country and bypass any form of scrutiny or overnight. There are several other imported institutions that have important functions in the management of our young country. They have all been subjected and have all been placed under men and women whose first and loyalty is to the UDP government. In the case of the Public Services Commission which should be a natural and imperial organization which employs and promotes Public Officers. Presently a former UDP Minister is the Chairman. It can get worse than that Or can it? Belize deserves better than this. The people of Belize deserves to live in a safer Country and deserves a better living standard. We can all have a better life if we decide to get better leaders. WORKERS UNION Workers in Belize need to join unions or form their own unions. No worker should have to wait on government to pass some OSH law to get basic protection on the job. OSH means occupation, safety and health. Workers are entitled to be safe and to work in a safe environment. While the big shots talk and have meetings and attend conferences abroad, workers are being injured and some have lost their lives. Really gentlemen. You all are in your cozy air conditioned officers. Too much talk. The safety of human beings are at stake. Government does NOT wish to pass the OSH law. Isn’t that obvious? DON’T CALL 911 Don’t Call 911. It rings and rings and rings. If you are in danger, scream and make noise, but don’t waste precious time calling 911, nobody will answer.

CONSULTANCY SERVICES FOR IMPROVING COMMUNICATIONS AND STAKEHOLDER ENGAGEMENT REQUEST FOR EXPRESSIONS OF INTEREST Belize Water Services Limited (BWS) has received financing from the Caribbean Development Bank (CDB) towards the cost of the Third Water (South Ambergris Caye Water and Sewerage Expansion) Project and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of BWS and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement. The objective of the consultancy is to enhance the capacity of BWS to improve internal and external communication, public education, social outreach, and stakeholder engagement. The duration of the assignment is expected to be for a period of ten (10) months. BWS now invites interested eligible consulting firms to submit Expressions of Interest indicating qualifications and experience required to provide these consultancy services. Consultants shall be eligible to participate if: (a)
in the case of a body corporate, it is legally incorporated or otherwise organised in an eligible country, has its principal place of business in an eligible country and is more than 50 per cent beneficially owned by citizen(s) and/or bona fide resident(s) of eligible country(ies) or by a body(ies) corporate meeting these requirements;
(b)
in the case of unincorporated firms, the persons are citizens or bona fide residents of an eligible country; and
(c)
in all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country.
Eligible countries are member countries of CDB The attention of interested Consultants is drawn to paragraph 1.9 of CDB’s Guidelines for the Selection and Engagement of Consultants (2011), setting forth CDB’s policy on conflict of interest. In the assessment of submissions, consideration will be given to technical competence, qualifications and experience, local and regional experience on similar assignments, financial capability and existing commitments. All information must be submitted in English. Further information may be obtained from the first address below between 8:00 AM and 5:00 PM Monday to Friday.
Eligible countries are member countries of CDB. Eligible bidders will be required to submit full qualification information with their bids establishing their eligibility to bid and qualification to perform the contract if the bid is accepted. Tender and qualification information are to be submitted in the English Language on the prescribed forms inserted in the Bid Documents. Submissions that do not provide the information required or that do not demonstrate the prospective contractor’s ability to perform satisfactorily, will not qualify and will not be considered for further evaluation. Bid documents will be available for inspection at the first address below, from September 6, 2019, on week days between 08:00 hour and 17:00 hour Monday to Friday. A complete set of Bidding documents (can be purchased by interested bidder upon payment of a non-refundable fee of One Hundred United States Dollars (US$100.00). Requests may be made by personal application or in writing. Written applications must be clearly marked: “Request for Bid Documents for the Supply of PVC Water Mains and Appurtenances for San Pedro, Ambergris Caye, Belize – Third Water Project”. The method of payment will be by Manager’s cheque or cash deposited to BWS. Applicants who request that documents be forwarded to them must submit an account number from a local courier agent that accepts freight collect charges. The documents will be promptly dispatched, but under no circumstance will BWS be held responsible for late delivery, loss or damage to the documents. Bids will be opened publicly immediately after the deadline for submission of bids, in the presence of Bidders' representatives who choose to attend at the second address below. BWS reserves the right to accept or reject any bid and to annul the process and reject all bids, at any time prior to award of contract, without thereby incurring any liability to the affected prospective bidder(s) or any obligation to inform the affected prospective bidder(s) of the grounds for BWS action.
