Thursday, 01 February 2018 The United Democratic Party did not lie in 2015 when in its manifesto it stated that the best was yet to come. Mr. Barrow, then almost comatose with excitement over a third term as leader, just neglected to inform Belizeans that they were only referring to a certain select bunch of UDP Ministers

and cronies. Likewise, the UDP’s decision to use the slogan IMPROVING LIVES may seem bizarre at first, but Mr. Barrow is again only telling the truth – under his administration, the lives of Ministers and cronies have been improved beyond all proportion. It is important to un-

derstand that there are more people living below the poverty line today than there were five or ten years ago. It is clear to see, not only in areas like the Southside of Belize City but across the country. None of the statistics which

Continued from page 1 point to improvement in the quality of life of Belizeans have improved. The cost of education has gone up. The cost of basic and luxury goods has gone up. The cost of fuel has gone up. The cost of healthcare has gone up. The Prime Minister loves to boast about a raise for public officers, but neglects to mention that after almost all of that raise is taken in taxes, the balance does not begin to offset the inflation which has gone up consistently for years. For normal Belizeans, life is not great in Belize. Those who are poor are very, very poor, barely able to put a meal on the table every day. Those who earn a decent wage live from paycheck to paycheck because the cost of everything keeps going up. Life is not great in Belize. But for the few who are politically connected, life has been wonderful, amazing, simply extraordinary. For those Belizeans, able to fly to exotic locations on the weekend to shop or party or wine and dine sweethearts, these are the very best of times. There are people like Imer Hernandez who was a dump truck driver in 2008. Now he is a multi-millionaire living in a mansion in Benque, and that is because every project he has carried out for government has failed. But it doesn’t matter. The Arguelles brother and Cristy Mastry started out together at IE, then they split up with Mastry going to BIL, but it was only so BIL could push succulent projects through IE. It’s all been a huge money-making scheme with these privileged few. Screw up a few multi-million-dollar projects – build a stadium which leaks within a week, build a boat terminal in shallow waters where boats can’t dock, build a sports complex without rims, a boulevard without a foundation – it’s all good. These people keep screwing up the jobs and collecting the money. As to the top-echelon family members and cronies like Anwar and Mike, life has never been better. For years Mike travelled the world on the PUC dime, going to conferences on technical things he knew absolutely nothing about. Anwar is at a whole different level, though. In 2008 he didn’t know what he was going to do with his life. Now, thanks to daddy Dean, the sky’s the limit. Mr. Barrow can be called many things, few of them complimentary, but when he says that under the UDP lives were improved, he wasn’t lying.

PUC’S AVERY: WE BROKE THE LAW…SO WHAT! to PUC Chairman John Avery in a press conference last night. The leaked documents showed that Avery, despite collecting a hefty salary as Chairman of the PUC, was also paid to attend those meetings, which is bizarre. While in the recent past Avery has denied all the damning information leaked in the documents, last night he confirmed that the PUC broke the law. In the interview, Avery confirmed flippantly, “I must say that this is something that I have to agree with the auditor when he says there were certain taxes that we didn’t withhold.” But is Avery concerned about the PUC breaking the law by not withholding taxes and paying them into government? Not at all. In fact, Avery launched into an explanation worthy of an Alice in Wonderland fairytale. According to the Chairman, they don’t withhold taxes on gratuities so that they can compete with the private sector in terms of recruitment. The Chairman then went on to say that, “the effect will

Those documents revealed the most outrageous use of public monies – millions paid out to a few select commissioners/UDP cronies just for attending meetings. Millions paid out to those select cronies so they could travel the world. Those documents revealed that Commissioners like Michael Peyrefitte, Attorney-General Michael Peyrefitte, were paid $1250 to attend one meeting of the PUC, and at least where compensation is concerned, records show that the PUC would regularly hold three meetings in one week, each of them lasting about two hours, for a total paycheck of $3750 a week. The Auditor also pointed out that the payments to those commissioners, dubbed bonuses and gratuities, were tax free, which is illegal. The matter was brought up

ESCOBAR CHARGED FOR HEINOUS DOUBLE HOMICIDE Thursday, 01 February 2018 Police have arrested and charged Wilmer Alexander Escobar, 20, a Belizean labourer of Bella Vista Village, with 2 counts of murder. They believe that he was the assailant who chopped up sisters Josephina Oh, 17 and Crecencia Oh, on the outskirts of San Jose Village, in the Toledo District. Readers will remember that at around 11:00 p.m. on Sunday, January 20, the cops found the bodies of both sisters just outside of the Western Toledo Village of San Jose. They were discovered partially nude on the shoulder of the main road which links that community with Santa Cruz Village. They had suffered “very huge chop wounds to different parts of their bodies.” The post-mortem conducted on both young women indicate that they died from chop wounds to the head.

On Wednesday, January 31, Escobar was formally arrested and charged for their murders because Police believe that they have a strong case against him. Police sources indicate to the press that while he was being interrogated, he confessed to the crimes. He also reportedly led the cops to stolen belongings of these young women. He had scratches on him which the cops believe he suffered when he was attacking them. He also confessed to raping both women as well. As to the motive of the attack, he reportedly told the cops that he was drunk and high on drugs when he attacked the Oh sisters. He will be arraigned and then remanded to the Belize Central Prison while he awaits trial in the Supreme Court. Police were able to solve a case that was thought to be dif-

be that we won’t give contracts for gratuities anymore. We will probably just instead ensure that compensation is included in the salaries because otherwise there is no real benefit or real advantage to paying gratuities to anyone if it’s going to be taxable just as your salaries is taxable.” But Avery is spinning a story worthy of his boss, Dean Barrow. The gratuities and bonuses in question, for which taxes were not paid, went to Commissioners of the PUC, primarily UDP cronies, and not contract officers or employees of the PUC. Secondly, whatever happened to the issue of breaking the law and not paying in taxes? Avery claims he didn’t know they had to pay, which is obviously a stupid thing to say, but ignorance is no excuse. Will government seek to retrieve all those monies not paid in over the course of years? If normal Belizeans had done the same thing, they would be hounded by the authorities. But under the UDP, there are two sets of laws – one for normal Belizeans and one for them. ficult since the murders occurred on the outskirts of San Jose. PG PROTESTS KILLING BY COP Thursday, February 1, 2018 About 50 or so residents of Punta Gorda Town took to the principal streets to protest against Police for the questionable shooting which ended the life of Mario Vernon, 24. They are demanding that the charges against Police Constable Tevin Aranda, who has been charged with manslaughter, be upgraded to murder. They insist that Police are going easy on one of their own even after he ended a man’s life innocently. Their protest started at around 9:00 a.m. on Saturday, January 27. The demonstrators made up mostly of Vernon’s family and friends, gathered in PG’s Central Park and after all their preparations were completed, they lined up and marched through as many of the important streets as they could manage to get the word out that they are unhappy with the way the Police Department has been serving them, and specifically they refer to the “execution-style murder” of Mario Vernon. Readers will remember that on Saturday, January 13, Police Constable Aranda shot Vernon in the head claiming that he (Vernon) had pulled a weapon and threatened him with it. Eyewitnesses have forcefully re-

butted that as completely made up to justify the deadly force used in the unlawful shooting. The witnesses suggest that Vernon was attempting to surrender to the officer, putting his hand up, and that immediately after the fatal shooting they searched the area and found no weapon. They say that Police planted that weapon. To make their message clear, the majority of the demonstrators carried posters with bold messages mocking the Police and what they see as the hypocrisy in the justice system. Some of them wore bull-eye targets on the back of the head, to signify that Vernon suffered a deadly gunshot that he had no chance of surviving. Some had illustrations of the difference between a shot to the head, which Vernon suffered, and a shot to the leg, which the officer was obliged to take since he claimed that Vernon was a threat to him. That poster read “Fool Di Talk, No Fool Di Listen”. One protester was walking around with a poster which basically said, “A badge and a gun doesn’t mean licensed to kill.” One of the boldest placards read - “Shooting a man from behind is not only cowardly, it is also murder by the Police.” After the march, the protest-

The most significant demand that those protesters kept emphasizing is that they want the DPP’s Office to instruct that Constable Tevin Aranda criminal charge be upgraded from manslaughter to murder. Whatever charge Aranda faces in his criminal trial however, eyewitness Kevan Wade intends to testify against him.

03 3 On the day of the protest, he stepped forward publicly for the first time and the hope is that publicity will help to protect him from the dangers of being a prosecution witness. Wade said that he will brave those dangers for what is right. He asserted, “I am Kevan Wade, one of the witnesses to what happen to Mario. And for the past couple days I have been receiving threats, unknown phone calls, threatening me… So, they are trying to intimidate me in a certain kind of way. Mario died innocently! I personally saw what happened to Mario… You know what they like to do with key witnesses. Well, this is one key witness who you will not catch. You will not see me. You will not hear from me. You all want to kill me, #6 Main Street; that's where I live.” It remains to be seen if the outrage from the PG residents will be enough to persuade a change of direction in the prosecution against Constable Tevin Aranda.

Did BIL Strike Again? Lights Out at the Civic! Thursday, 01 February 2018 Belize Infrastructure Limited, the Prime Minister’s ‘special’ company, is well-known for failed projects. The most recent is the Lake Independence Boulevard, completed just last year, which now more resembles a dirt road in the deep South of the country than a project over which the government boasted to no end. But BIL has also orchestrated such gems as the boardwalk and terminal project in San Pedro. That multi-million-dollar terminal, completed years ago, was to have served as the hub for all local water-taxis on the island. Except that the water is too shallow, so those boats have never been able to use it. The B in BIL will never stand for Brilliant, and there are other projects which have failed. But is the Civic Center the last of these spectacular failures? The building, which government says cost $33M but which sources say cost closer to $40M, has been closed since it opened, so to speak. The NEBL season opened recently, but all games have to be played at the BES auditorium because the Civic Center’s doors are closed. According to the government, they are looking for somebody

to manage the facility. Apparently, it didn’t cross anybody’s mind to look for a manager during the months that the building was being constructed. Even before the ‘opening’ of the building, there have been reliable reports that the plumbing is faulty, reports which have been denied by the authorities. And now there are also confirmed reports that several of the lights at the Civic Center have blown out, requiring the Fire Department to be called out to the scene after residents reported smoke and sparks. The Belize Times will be following this developing story.

IMPROVING LIVES

A

few months ago Imer Hernandez, a truck driver turned multi-millionaire favourite contractor of Dean Oliver Barrow, was given a contract to fix a stretch of road on the George Price Highway. Hernandez, who is the nephew of former UDP Deputy Prime Minister Gaspar Vega, fixed the road. Within weeks potholes had appeared on the road. After a public outcry, Hernandez was brought back to fix the stretch of road and did so. Currently, that stretch of road is chock full of potholes again. The PM does not need to call in his favourite engineer to tell us that the quality of the work was shoddy and the entire project was a waste of taxpayer monies. It will have to be redone, and we, the taxpayers will have to foot the bill. But that is par for the course where the UDP is concerned. While attempting to justify giving that same contractor, Imer Hernandez, $8 MILLION to fix one mile of road, Dean Oliver was full of praises. He was told, time and again, that Hernandez was a crappy contractor. In fact, even in the House of Representatives the Opposition took the time to present pictures proving that prior projects done by Hernandez had failed. There was proof. Hernandez is the contractor who did the road through Orange Walk Town and even before phase 2 of that project had gotten underway, large areas of phase 1 had deteriorated. Hernandez got the contract to do works in Corozal, and the same thing happened. He is just a crappy contractor. But there is reliable information that to date he has gotten over $150 MILLION in government contracts. Defending Hernandez, and his decision as Prime Minister to spend $8 MILLION on one stretch of road, Prime Minister Dean Barrow pointed to one major project carried out by him – the works done to the Municipal Airstrip in Belize City. But even now there are credible reports to the Belize Times that the runway is sinking already, just months after a launch with all pomp and ceremony observed. As a side note, Hernandez has also been given the multi-million-dollar contract to fix the Caye Caulker runway. The United Democratic Party has based its entire campaign on what it calls an infrastructure boom countrywide. The Party claims that it has ‘transformed’ lives through infrastructure – bridges and buildings and roads and streets. That is an accurate statement, in that the UDP has certainly transformed the lives of persons like Imer Hernandez and the Arguelles brothers and Romel Berges and Cristy Mastry and a select few others. Romel Berges was the man given the contract to do the Lake Independence Boulevard. It was a multi-million-dollar contract which failed spectacularly. Belizeans have received only a half-hearted, token explanation for that failure, no apology, and we have been advised that WE will have to find the money to rebuild Lake Independence Boulevard. Meanwhile, without even a pause, Romel Berges’ RJB Construction has been awarded another multi-million-dollar contract to fix streets in Belize City. As the UDP boasts about roundabouts and a $33M basketball court, it is important that the people understand that the money used for those projects is not Monopoly money. Every dollar will have to be repaid, with interest, long after Dean Oliver has departed, and long after Ministers and cronies spend what made its way into their pockets off those projects. It is important that the people understand that paying $8 MILLION to fix one street and calling it poverty alleviation is a bizarre, sick joke. Do you remember that thing called Petrocaribe? It was once a big thing for the UDP, funding everything from pibil and rum junkets to UDP political rallies and incentives around election time. The UDP probably spent $400 MILLION dollars in Petrocaribe money between 2012 and 2015 – and have yet to account for how that money was spent. All that money was to have gone to poverty alleviation. And it did, in a way. There were people who became millionaires off that money – not the masses by a long shot, but a select few. The UDP has chosen to use ‘Improving Lives’ as its slogan for municipal elections. Incredible. That has to be as bad as the better that never came. But it actually is true that Dean Oliver has improved lives during his terms in office. His son’s life improved dramatically. His brother’s life improved dramatically. And there are others. Minister Rene Montero’s life improved almost beyond comprehension, as did that of his CEO Errol Gentle and his brother, Rolando, who went from a normal Belizean to car dealer and then contractor. The Arguelles brothers did magnificently. Their lives certainly improved. As did the life of Michael Peyrefitte, who went from a political non-entity to jet-setting PUC Commissioner to Attorney-General in a hurry. The thing is, all that has come at a tremendous cost. Our debt is higher than it has been – EVER. Our poverty level is ridiculous. Our crime rate is setting records, as is our conviction rate. Our industries are failing. Cost of living is through the roof. Taxes are prohibitive. Corruption has crippled us as a nation and Guatemala is knocking at our front door. Yes, Dean Barrow and his UDP Cabinet Cartel have improved lives – theirs and a few others. But at a cost that our generation and those to come will be forced to pay.

ace unos meses Imer Hernandez, un conductor de camión, se convirtió en el contratista multimillonario favorito de Dean Oliver Barrow y se le dio un contrato para reparar un tramo vial en la carretera George Price. Hernández, quien es el sobrino del ex vice primer Ministro UDP Gaspar Vega, reparo el camino. Apenas unas semanas después aparecieron baches en la vía. Después de una protesta pública, Hernández fue regresado a arreglar el tramo de carretera y lo hizo. Actualmente, ese tramo de la carretera está llena de baches otra vez. El Primer Ministro (PM) no necesita llamar a su ingeniero favorito para decirnos que la calidad de la obra era de mala calidad y que todo el proyecto fue un desperdicio de dinero del contribuyente. Tendrán que rehacerlo, y nosotros, los contribuyentes tendremos que pagar la factura. Pero eso ya es costumbre cuando se trata del UDP. Al intentar justificar el darle a ese mismo contratista, Imer Hernandez, $ 8 millones para arreglar una milla de carretera, Dean Oliver lo lleno de elogios. Una y otra vez, le fue dicho que Hernández era un contratista pésimo. De hecho, incluso en la Cámara de Representantes la oposición se tomó el tiempo y presento fotografías demostrando que proyectos anteriores de Hernández habían fracasado. Había las pruebas. Hernandez es el contratista que hizo la carretera que atraviesa la ciudad de Orange Walk y antes que la fase 2 del proyecto hubiera comenzado, grandes áreas de la fase 1 ya se habían deteriorado. Hernández consiguió el contrato para obras en Corozal, y pasó lo mismo. Es simplemente un contratista cutre. Pero hay información fiable que hasta la fecha ha conseguido más de $ 150 millones en contratos del gobierno. Al defender a Hernández, y su decisión como Primer Ministro de gastar $ 8 millones en un tramo de carretera, el Primer Ministro Dean Barrow señaló un gran proyecto hecho por aquél – los trabajos realizados a la pista de aterrizaje Municipal en la ciudad de Belice. Pero incluso ahora, hay informes creíbles que han llegado al Belize Times que la pista se hunde ya, pocos meses después de un lanzamiento con toda la pompa y ceremonias celebradas. Por aparte, a Hernández también se le ha dado el contrato de millones de dólares para reparar la pista de Caye Caulker. El Partido Unido Democrático ha basado toda su campaña en lo que llaman un boom de infraestructura en todo el país. El partido afirma que ha 'transformado' la calidad de vida a través de infraestructura – carreteras, puentes y edificios y calles. Es una declaración precisa que el UDP sin duda ha transformado la vida de las personas como Imer Hernández y los hermanos Argüelles y Romel Berges y Cristy Mastry y un grupo selecto. Romel Berges es el hombre a quien se le dio el contrato para hacer el bulevar Lake Independence. Se trataba de un contrato de millones de dólares que fracaso espectacularmente. Los Beliceños han recibido sólo una explicación poco entusiasta y simbólica por ese fracaso, no una disculpa, y hemos sido informados que tenemos que encontrar el dinero para la reconstrucción del bulevar Lake Independence. Mientras tanto, sin siquiera una pausa, la constructora RJB de Romel Berges se ha adjudicado otro contrato de millones de dólares para arreglar las calles en la ciudad de Belice. Mientras el UDP presume sobre unas rotondas y una cancha de baloncesto de $33 M, es importante que la gente entienda que el dinero utilizado para aquellos proyectos no es dinero de juguete. Cada dólar tendrá que devolverse, con interés, mucho después de que Dean Oliver se haya ido, y mucho después de que Ministros y allegados se hayan gastado el dinero que les llego a los bolsillos de esos proyectos. El UDP ha optado usar 'Mejorando Vidas' como su eslogan para las elecciones municipales. Increíble. Esto tiene que ser tan malo como lo mejor que nunca llego. Pero realmente es cierto que Dean Oliver ha mejorado vidas durante su tiempo en gobierno. La vida de su hijo mejoró dramáticamente. La vida de su hermano mejoró dramáticamente. Y hay otros. La vida del Ministro Rene Montero mejoró casi más allá de la comprensión, igual que la de su director Errol Gentle y su hermano, Rolando que paso de ser un beliceño normal a distribuidor de autos y luego a contratista. Los hermanos Argüelles hicieron magníficamente. Sin duda mejoraron sus vidas. Como la vida de Michael Peyrefitte, que pasó de ser una no-entidad política a un Comisionado del jet-set de la PUC a la Fiscalía General apresuradamente. Lo cosa es que todo esto ha llegado a un costo tremendo. Nuestra deuda es lo más alto de lo que jamás ha sido. Nuestro nivel de pobreza es ridículo. Nuestra tasa de criminalidad establece récords, al igual que nuestra tasa de sentencias condenatorias. Nuestras industrias están fracasando. El costo de vida está por el techo. Los impuestos son prohibitivos. La corrupción nos ha paralizado como una nación y Guatemala está llamando a nuestra puerta. Sí, Dean Barrow y su Cartel de Gabinete UDP han mejorado vidas – la de ellos y algunos otros. Pero a un costo que nuestra generación y las venideras estarán obligados a pagar.

Cayo Central Objects to 33 Falsely Registered Voters Thursday, 01 February 2018 Today the Cayo Central executive committee, Standard Bearer Daniel Silva along with residents from Georgeville Village and San Antonio Village presented their objections in the San Ignacio Magistrate’s Court to 33 voters. The thirty-three residents, 8 from Georgeville, 1 from Central Farm and 23 from San Antonio Villages were falsely registered at different addresses in Santa Elena Town. They transferred their real addresses to false addresses at the Elections and Boundaries office in Santa Elena Town. There is much speculation about the persons involved. Definitely, known UDP operatives of Cayo Central area representative, Rene Montero are involved. Known UDP supporter and staff executive Melvin Requena approved the transfer requests without verifying the addresses of the 33 people. Chairman of the Cayo Central Committee, David McDougal explained that registering and transferring people who don’t live in an area is corruption: “These people that I am objecting to live in Georgeville and I have known them all my life. They have been registered in Santa Elena Town to vote for the municipal elections. That is corruption because they have their homes and their lives in Georgeville.” Attorney Arthur Saldivar represented the committee today in Court. Saldivar told the Belize Times that they are objecting to the 33 names of people who illegally transferred their addresses to be able to vote on March 7, 2018: “The list of objections for persons who are suspected to have changed their address unlawfully, as you know we have municipal elections coming up and one of the practices has been to transfer people from villages where there is no municipality and have them register in the municipalities so that they can vote in the municipal elections. This is an unlawful practice because it basically deprives those who live in the municipalities as having their votes be counted as deciding factor in who is going to run the affairs of the municipality.”

FIRST MAYOR OF EL CAYO ENDORSES PUP 7 TEAM Monday, January 29, 2018 Veteran politician, historian and the first Mayor, Area Representative, Minister of Government and Senator from the Cayo District Hector Silva last week publicly endorsed the San Ignacio and Santa Elena PUP 7 team. It so happens that the school director, Andre Price supports the Saldivar camp (he was actually seen at the Saldivar tent during a UDP convention in Punta Gorda back in October) and so Faber stopped awarding the school grants. According to Price, Faber had allotted a 10-month $6,000 grant in 2017 to cover the teachers’ monthly stipends. However, the minuscule stream of funding was not made available as promised by September. When the College checked at the Ministry of Education, they were told that no money was set aside for CCE. When the news of the sick-out reached the media, Faber used the excuse that CCE is not a grant-aided school and the Ministry does not pay CCE teachers’ salaries. However, he admitted that the Ministry provided the private school some grant assistance. Faber claimed the Ministry was not aware that the 10-month arrangement had expired and promised that he’d look into the matter so things could be sorted out and the arrangement could be re-instituted. So, how long will it take to sort things out? As anyone would know, while the elephants tussle, it’s the 60 to 100 students seeking a second chance at life who suffer the consequences.

Thursday, February 1, 2018 A couple weeks ago, the media exposed documents that were purportedly leaked from the office of the Public Utilities Commission that details rampant spending at the Commission since 2008. John Avery, the UDP appointed chairperson of the commission for the past 9 years, at a press conference yesterday tried to defend the PUC by suggesting that a former employee tampered with the report leaked. PUC Chairperson Avery said, “I’m not saying that some of the figures and that sort of thing in the details aren’t accurate. But I am saying I can’t verify them. We don’t know. But clearly that person manipulated those to tell a particular story.” So, in one breath he is saying the details are correct but in another breath he as the Chairperson cannot verify it. Strange. Mr. Avery further goes to talk about the Letter of Representation that he stressed is a letter that should go to the management and is for the management to look at. He said that after the final audit was presented to the PUC, “the auditor made it plain that those questions that were asked [in the letter of representation] were as a result of representations made by a member of our staff. In other words, the person made certain comments to him based on his knowledge, some in areas which he was not familiar with, and it was on that basis the Auditor wrote that letter”. In the press conference, Chairperson Avery confirmed that the auditor was dealing with a member in their Accounts section. Auditors primarily work with accounts departments of an organization and those would have an Accountant or someone senior who should be able to address most of the questions. What is interesting is that Chairperson Avery conveniently forgot to bring a copy of what he refers to as the final management letter that confirms the questions were answered to the satisfaction of the auditor. Another interesting point that Chairperson Avery raised is that this is the first audit of the PUC since he took office in 2008 and the reason for the delay is the Auditor General has not done an audit, which is required by law; therefore, the PUC voluntarily did this one. If this is to excuse the gross level of spending, then the PUC and its commissioners clearly are taking Belizeans for fools. The Public Utilities Commission Act (Section 41) states that the Commission within 3 months after each financial year shall cause to be made and shall submit to the Minister of Finance (who is the Prime Minister) a report dealing generally with the proceedings, policies, activities and performance of the Commission. Where is that report for each of the 9 years of the Commission under Chairperson Avery? This report is separate and apart

from the statement of accounts that should be audited by the Auditor General. The Commission’s annual report should also include summary of findings of all applications and complaints to the PUC in each financial year along with the summary of findings for any matter that the PUC acted of its own motion as well as any other matter to be considered of public interest with the public utilities of Belize. Where are these annual reports? The law that governs the Public Utilities Commission also states under section 41 (3) that the Minister of

Finance within 3 months of receipt of these annual reports will present them to the National Assembly. No such report has been laid before the National Assembly for years. Non-compliance with the law appears to be par for the course with this UDP government. That is the problem with government authorities breaking the law. Once the law is not complied with at the top, how can it be expected to be followed below? By all indications of Chairperson Avery, the audit report is now complete. Belizeans now wait to see how long it will take for it to be tabled at the National Assembly or if it will be tabled at all.

Missing Park Rangers Found Safe Thursday, 01 February 2018 The country breathed a collective sigh of relief when news went out that NICH Park Manager Luis Ramirez and Park Ranger Elroy Villanueva were found inside the Caracol Archaeological Reserve. They went missing for over 24 hours, and they say that they got lost in the forest while conducting their duties. Both men, who are stationed at the Caracol Archaeological Site for NICH, went on an existing trail late Monday evening, January 29, 2018. Their ranger colleagues became worried when they didn’t return, and they immediately informed the BDF soldiers. They then headed toward existing campsites that the men may have used out in the forest. After that, the BDF, the Tourism police, and the staff of the Institute of Archaeology formed joint search teams to continue looking for the two men. Readers are aware that the Caracol Site is only a few miles east of the Belize/ Guatemala border. It is covered by the thick forest reserve. Lieutenant Colonel Anthony Velasquez, the commanding officer of Camp Belizario in Cayo, told the press, “There are thick forests and thick jungle and it's easy to get disoriented. So, it's possible that these gentlemen got disoriented and are lost.” That’s exactly what happened. At around 1:30 p.m. on Wednesday, January 31, Ramirez and Villanueva were found by a joint search team comprising of the BDF, the Police and the Forestry Department. They became disoriented and lost their way on Monday night. They were found about 2.5 kilometers northwest of Caracol, and 4 miles east of the Belize Guatemala Border. Speaking with the press after coming out of the bush, both men thanked their rescuers who searched diligently for them in the bush. Elroy Villanueva told the press, “We just got lost in the jungle. We missed the direction where we were coming from. Then rain was coming so we tried to come out and that's how we

had to worry about animals or Guatemalans who could come into the area.” Their families were overjoyed that

they were found because the forest around Caracol is not a safe place to get lost. The site is only 3 miles from the Belize/ Guatemala border, and Guatemalan cross-border bandits are known to make regular illegal incursions into Belizean territory, in that same area. Readers will remember that this is the same site where Special Constable Danny Conorquie was shot and killed while he was on duty, back in September 2014. It was believed to be an attack conducted by Guatemalan cross-border bandits, but that is still unconfirmed. His murder is still unsolved. Fortunately, no tragedy like that one happened in this case, and both men were reunited with their families after a visit to the San Ignacio Hospital.

In Game 1 of Saturday’s round-robin at BES, the Lady Jaguars hammered the Orange Walk Aces: 25-10, 25-7. In Game 2, the Senior Stars dominated the Stars Juniors 25-19, 25-15. As I write this on a Wednesday night in Belmopan, City Council resources are being used in the park behind my house to prepare it for Mayor Khalid Belisle’s birthday bash and U.D.P. campaign rally. I like Khalid. He’s a nice enough guy. But that doesn’t change the fact that Council resources which we taxpayers provide should not be used for either a birthday party or a political bash. It’s just wrong. Political events and private events hosted by politicians should be paid for with UDP money, not Council money. Council money should be used to provide very necessary services to all residents of Belmopan – the fixing of roads, drainage, parks and playgrounds, sanitation services…those sorts of things. But apparently, it just is what it is. As blatantly wrong as it is, it’s been done so often and so openly that it’s accepted. I guess it pisses me off a bit because over the past few days I’ve seen parks and playgrounds and recreational spaces in Belmopan which look more like the Chiquibul. Hell, I’m pretty sure there are creatures in those dense jungles that would mystify National Geographic. It’s ridiculous. I don’t know if its any coincidence that the majority of these neglected parks are located in the peripheral communities of Belmopan. Earlier this week it was pointed out via social media that these peripheral communities have been neglected by the UDP City Council. That’s a damned fact. In response Mason’s bedroom bully John Saldivar jumps up and accuses the PUP of racism. Don’t know where he came up with that, but being a connoisseur of alcoholic beverages myself, I’d be willing to bet he was sipping a few. The money which is being used to fund that birthday bash could have been used to clear at least one of those parks so that children could have somewhere to play. Even just one. The money used to bring in Tanya Stephens and throw a free concert could have been used to fix some streets which are in terrible conditions. Don’t get me wrong. I love Tanya Stephens. I only hope she sang

her hit Turn the Other Cheek and dedicated it to John and his Prime Minister. But it probably didn’t happen. It’s not only John and Khalid and crew either. It’s across the board. I saw the Chairman of the Public Utilities Commission on the news tonight admitting that they failed to withhold taxes from gratuities and commissions paid to cronies/commissioners. They failed to pay in all that money owed to government as taxes for years. And he shrugged it off with a bogus, bullshit explanation. Ehm…that shit right there is against the law. If any normal Belizean citizen or business does the exact same thing, you best believe that the authorities are gonna come calling. But because the PUC is a U.D.P. piggy bank and the little piggies are UDP cronies, I guess it’s okay. Today, in Orange Walk, BEL trucks were being used to put up UDP banners. In San Pedro, Town Council golf carts are being used in the UDP campaign. In Belmopan, City Council staff members are out campaigning in tinted vehicles. I still can’t get over the Senate last week where an entire cast of UDP Senators – like real adult UDP Senators argued passionately that it was okay to break the law. WTF! And even worse than that, the Bill was passed in the Senate, as all critical bills are, because the majority rules – and YES, Pastor Ashley Rocke is a UDP Senator. So majority rules. I was talking to a friend today about all the shitty works done by the UDP’s favourite contractors. These few people get millions for projects, screw up the projects, then move on and get millions for other projects. BIL, the Prime Minister’s baby, has orchestrated some of the most screwed up of these projects, like the Lake Independence Boulevard. And it’s okay. Crazy. Elections are now a little over a month away and its hard to get a read on people. This Barrow administration has done everything it could possibly do which is wrong. The economy is in crisis. Crime is out of control. The Belize/Guatemala situation is the most mismanaged it has been in history, putting our territory at serious risk. Poverty is higher than it was ten years ago, while UDP Ministers, family, friends and cronies have become millionaires. Corruption is ridiculous. Like totally ridiculous. Will we as a people continue to accept? Or will we send a message to the UDP? Only time will tell.

FIRE FIRE!!! On January 10th, less than three weeks ago, the Channel 5 news reported that twelve firefighters had just completed a six-week course which taught them “leadership skills and emergency response.” As Isani Cayetano reported, “preparing for what can take place during an inferno is among the many considerations being made by the National Fire Service.” The firemen received their certificates for the “leading firefighter” course, and the Fire Chief said that there was the need to train them to “take on additional responsibility.” NEMO Minister Edmond Castro posed proudly with the graduates, telling them that “despite a lack of resources, efforts are still being made to produce the best firefighters within the service.” He also stoutly told them “you guys could bet that I as minister responsible for fire and national emergency got uno back (!!)” Exactly one week later an early morning fire completely destroyed three homes and put twenty-eight people out of door. They of course lost everything, and so the minister certainly did not have the backs of these residents. The pretty words of the minister were therefore nothing but lip service. It is all very well and good to train firefighters to be the best that they can be, but if there are no adequate resources to fight fires, training and words are painfully empty. After the fact, City Councillor Willoughby and Castro were falling over themselves desperately profiling and uttering platitudes about their help for these latest fire victims. It really amounts to tea and sympathy. Belizeans know only too well that quick response and proper resources are better than a little paltry help to the many fire victims. Last year we learned that GOB was indeed cutting spending on the Fire Department by about $1 million, and the media rightly raised concern that an already overwhelmed Fire Department was going to be even less equipped to respond to fires. This lack of leadership on government's part is I think even criminal. Fire continues to be serious business. In 2015 alone 165 fires were reported countrywide. We still remember so many fire tragedies, one of the worst being that three young children perished in a Belize City blaze not long ago. In June 2016 a fire on Ambergris Caye gutted an entire block. Also, on March 22, 2017 a house in Santa Elena, Cayo was fully destroyed, and at that time residents there lamented that the Fire Depart-

ment were slow and ill-equipped. The familiar refrain was that the truck ran out of water quickly, and by the time another one came a second structure next door was already engulfed in flames. In the Majestic Alley fire recently, all of sixteen families were left homeless. This foolishness must be addressed!! In the very recent January 17th fire resident Rutilio Villanueva tells it: “Really and truly the Fire Department failed a lot because they took more than half an hour to get here and when they got here they reached with a little bit of water...they didn't have sufficient water...and they tek another hour to get another pump. By then both houses were in flames. We couldn't save anything. I blame the Fire Department on these two houses burn down.” Pathetically, the Fire Chief sounded almost proud and pompous in responding: “We can only respond to an emergency when we are informed...we exhausted both tanks of water; one was deployed to the canal and eventually (emphasis mine) supplementary water came back to the scene. Ladyville truck was brought in…we have limited trucks and quantity of water. We can do a very good job if we find a fire in sort of incipient phase” (!!) Does the Fire Chief even realize how terrible he sounded?? Maybe he should have shut up. But really it is the government that must do something. Aren't there fire hydrants in Belize City?? Someone needs to check post-haste. And what about more water tanks?? This is not rocket science, people!! God forbid that another huge fire should break out in the city or any other part of the country. If no immediate response, then bun fire (no pun intended) on GOB and the city mothers and fathers. How can there be effective firefighting in 21st century Belize if the resources appear to be more like 19th century?? As I said this nonsense must be dealt with. The aspiring city mothers and fathers had better place the Fire Department and its resources front and center of their agendas. It is okay to hear of social and infrastructural plans in broad terms, but I want to hear from them about adequately equipping the Fire Department. Barring that, we are going to continue hearing the tired refrain “they arrived late and ran out of water.” This is no damned joke!! (Pardon the expletive.)

This week, a political ad surfaced targeting junior Minister of Police and Orange Walk East Area Representative Elodio Aragon. I don’t generally pay much attention to the propaganda around an election. I believe in dealing with issues on the ground, talking to our people and getting the job done. That, I feel, is where elections are won. But the ad made sense. The fact is that Aragon has disappointed a lot of people in Orange Walk East who believed in him. That is what we hear whenever we campaign in that area. He made a lot of promises to the residents. He told them that he would serve them faithfully and they trusted him, and now they feel betrayed. Aragon has spent a lot of time on Facebook attacking the Council and attacking me, and very little time doing what he was elected to do. On one hand, he was elected as Area Representative to tend to the needs of his people. The other day when the Council started its works program in the area of the East which lies within Orange Walk Town, he made a big fuss saying that he would get the job done. He said he would deal with the paving of streets in the East, and he hasn’t been seen since. The Council paved the streets which were designated under that works program, and we are now paving the street which borders the East and Central. And we will pave other streets in the East. You see, at the Council we don’t talk much. But we get the job done. The way Aragon is behaving, we may have all the streets in the East paved before he is seen again. It is actually not a funny matter. It is very serious. Our people have been disappointed by politicians for so long. These people like Aragon promise the world. Before elections they are the voters’ best friends. They are compassionate and caring. And then after election day, they are only seen on tele-

vision. I think that is a downright shame. We have to do better than that. When we talk to our residents we have to be honest with them and let them know what we can and can’t do. We need to listen to them and hear them when they tell us what it is they expect from us. And when we do earn the trust of our people, we should never betray them. I have no doubt that Aragon’s neglect of the people will come back to bite him. The people should have realized his calibre when he paved a section of Liberty Avenue with Petrocaribe monies right before elections, promising that he would pave the entire thing. Elections came and went and the small section paved broke up in weeks. Aragon never kept his promise to pave the rest of Liberty Avenue and never fixed that section which broke up. But I have news for him. The people of Orange Walk are not fools. They have seen that in the space of only a couple years Aragon has become a very wealthy man. They have heard that he now owns a radio station and a gas station. They know that politics has been good to him. They will not forgive him. These days Aragon is going back to the same people he betrayed, along with his hand-picked team. They are making some amazing promises. They are telling the people that it is only under a UDP municipal government that they can see development. Aragon should know that the UDP has tried that once before. It didn’t work then and it won’t work now. The people of Orange Walk, of every political affiliation, know my worth as Mayor and they know the worth of the team. They know that we are workers. They have seen that we are responsible and accountable with their money. They know that we are a Council of integrity and character. And we include them in every decision we make. This isn’t any kind of pocotiempo team. On March 7, 2018, the people will send a message to Aragon and the UDP. You can depend on it.

Forging Partnerships. Impacting Lives

PEOPLE ARE SUFFERING NOT IMPROVING The UDP municipalities point to the Barrow government’s questionable contracts on streets that are breaking up already, the Belize Infrastructure Limited’s overpriced buildings and roads that do nothing to develop youth, sports and culture, unaccounted spending for boost pantries which they themselves would not accept as improvement of their own lives and which Belizeans all over know is partisan politics at its best. They are shameless with such blatant exploitation of the people’s monies that do not alleviate poverty and that have not been accounted for. The UDP government and their UDP municipalities have done nothing to provide jobs, yet they wonder why crime is high. They boast of expensive cement streets and fancy buildings yet they have not created any real avenues of growth for our youth, men and women to earn a decent dollar. There are no substantive programs to develop the potential of residents, enabling them to enjoy a quality of life that is decent. Year after year despite the millions poured into streets and BIL projects, they still have not improved on housing, education or access to health care in the municipalities. These are basic needs of any community that should be met. The situation looks even more appalling when you consider the municipality of San Pedro, Ambergris Caye. This municipality has the highest tourism dollar return to the country, the most hotels and thriving investment opportunity, yet crime is on the rise. The island’s streets and beaches are muddy and filthy from the potholes and garbage that litter the island. There is no statement of accounts on the finances of this Council that has been in charge for 15 years but who will openly say they have invested millions. After all these years, the leading tourism destination, although hotel occupancy still has not surpassed 50%, does not have a proper hospital that was promised years ago; still has no morgue; still has no garbage and recycling program; still has no strategy to manage the increasing traffic on the island; still has no plan to expand on the tourism market for the island; still cannot ensure residents of the islands are treated fairly in ensuring they can get a piece of land instead of having their lands taken away for political cronies; still entertains an airport proposal that has all the markings of another scam just as the Puerto Azul project was. Development on the island goes unchecked and it is only San Pedro residents who continue to suffer because

of the lack of transparency and accountability. Exactly whose lives in San Pedro have improved after 15 years of a UDP-managed Town Council? The time for change in San Pedro is now. The Belize City municipality is the country’s largest municipality yet poverty, crime, unemployment are on the rise. Business is stagnant and the increased cost of living is evident everywhere you go. Yet, the UDP City Council will promote an ad of them running on cement streets passing buildings constructed from bloated contracts. This type of window dressing and camouflage tactics is tired and will not work anymore. What they will not do is show you the many cement streets that are already falling apart; the $33million Civic Center that was built out of government public monies that have not been accounted for; the most expensive publicly funded building whose plumbing is reported to have major issues and whose electricals have been put into question after the Fire Department had to be called out to investigate smoke that was coming from it–a building that is still not in use. They will not show you the London Bridges and the poor housing and living conditions of the majority of the Southside of Belize City which they have neglected over the past 9 years. It is time for them to be taken out of City Hall as the greed and arrogance of power has clearly gotten the better of them. It is time to put people first with a team that understands the issues on the ground and have actually walked the streets of Belize City listening to the concerns of people and developing a realistic plan of action instead of showing them cement streets and buildings they cannot access. The City of Belmopan and the municipalities of Corozal, Dangriga, Punta Gorda, Benque and the twin towns of San Ignacio and Santa Elena have the same woes and concerns expressed by their residents after years of neglect and betrayal by their UDP council management and this corrupt UDP government. Belize needs a change. March 7th 2018 is a first step to doing things differently and doing things better by putting people first. The Orange Walk Town Council, a PUP managed council has demonstrated it can be done even when there is a corrupt, vindictive UDP government in Belmopan. Be the change you want to see. Connect. Vote. Alexandrina Francis Ciego Moves to Glory Land By Gilroy Usher, Sr. On Thursday, January 25, 2018 a service of thanksgiving was held for the life of Miss Alexandrina Francis Ciego, 65 years, in the village of Silk Grass, Stann Creek District. Better known as Miss Andrina Aranda, Miss Alexandrina was born on September 15, 1952. The Lord called her home on January 19, 2018 after a brief illness. Miss Alexandrina was the daughter of Francisca Ciego and Sabino Aranda. She had five brothers - Daniel, Nathan and Stephen Apolonio and Victor and Alfred Aranda. She also had three sisters: Felipa Apolonio, Mrs. Carmelita Apolonio Connors and Petrona Aranda. Miss Alexandrina was born in the village of Hopkins in the Stann Creek District. When she was six years old her family relocated to Silk Grass due to Hurricane Hattie. She attended primary school in that village and grew up as a hardworking and beautiful young lady in the same community. She was blessed with five children: three sons and two daughters. Those sons are Kareem Frazer, Kenroy Frazer and John Aranda. Her two daughters are Cheryl Aranda and Kimberly Aranda. From Silk Grass, Miss Ciego migrated to Belize City. For the past 20 years she was a resident at #15 ManO-War St. in the Jane Usher area with her common-law husband Gregorio O’Neal Cacho and a number of her children and grandchildren, all of whom she loved dearly. Miss Alexandrina was a loving mother, aunt, cousin and friend. She was also a woman who believed in working to satisfy one’s needs. As such, she often made delicious bread and bun as well as finger licking boil up for sale in her neighborhood. She was a stalwart of the PUP

OUT WASTE MANAGEMENT SYSTEM IN BELIZE IS ONE OF THE WORST OF THE REGION “The world is a dangerous place to live. Not because of the evil; But because of the people who don’t do anything about it” — Albert Einstein —

The lack of enforcement of environmental laws and regulations is detrimental to Belize. Our country’s development is intrinsically tied to the prudent management of the environment and the country’s natural resources. The sustainable development of our country’s pathway is a long-term vision for our country but we should start now. As part of the general development direction, environmental policy must be in continuous development in Belize. We must ensure that used plastic bags, broken glass, obsolete cell phones, used batteries, etc., are waste that need to be properly disposed of in order to limit their harm to the environment. Waste disposal must be a systematic government action by managing wastes from its original source to its final disposal. Some of the common practices in Belize are: incineration/burning, burial at landfill sites and recycling. The system we have now in Belize is this; solid waste is collected in our towns, then transported to the Transfer Stations and finally disposed of at the Regional Sanitary Landfill located at mile 24 on the George Price Highway, where waste is stored. The waste’s disposal chain involves processes such as collection, transportation,

dumping and recycling. Our Regional Sanitary Landfill lacks proper on-site waste management, thereby contributing to additional threats to the environment. In the long-term, it will pollute ground water. There are also unsafe gas emissions. Belize generates approximately 75,000 tons of waste annually. Taking into account that Belize’s population is 387,879, this is about 1.9 kg per person each day. Let’s reflect on these figures, and let’s try to imagine the amount of energy that can be produced by properly disposing of this waste. Also, the laws and regulations guiding the operation of this landfill are lax at monitoring and regulating the different types of wastes - for example medical wastes, municipal waste, special waste or hazardous waste. With this kind of laxity of the law in our landfill facility, its toxicity and hazardous nature significantly increases to a point where the landfill waste problems often last for up to 30 years. Since waste disposal and management has become a very attractive venture, those who advocate for safe, quality and proper management of waste disposal should be targeted by our government. It is imperative to improve the waste management system in Belize to reduce the environmental impact of current inappropriate practices. To make matters worse, there are plans to expand our landfill rather than develop a new waste disposal or recycling facility to adopt the required and necessary green technologies. Our main waste disposal and management facilities are continually relying on myopic and quickie solutions instead of developing effective recycling and waste reduction programs. Consequently, it has created a continued reliance on the use of outdated technologies to deal with waste disposal. The problem is that

our authorities remain reluctant and less inclined to explore advancing novel technologies for reducing the toxicity and volume of waste or enhancing recycling, especially for solid wastes. There are several recycling technologies that burn up waste to produce energy. It is considered a green technology, and it does not involve the use of fossil fuel. Therefore, the adoption of these technologies will improve in the development of cleaner recycling and waste reduction technologies for Belize. The University of Belize used to promote the practices of “Reuse, Reduce and Recycle.” Our communities and authorities need to put greater effort into the education of waste management. Essentially, adherence to the slogan can help to reduce the levels of undesirable wastes that are problematic in various ecosystems across the Country. With the implementation and consistent practice of the three Rs, communities and authorities will not only be able to manage waste but also move in the direction of achieving better practices and cleaner Towns. An effective strategy for waste management in Belize can offer improved solutions for the various problems associated with waste materials. It ensures there is gradual improvement of new and cost-effective facilities which aim to encourage higher environmental protection standards. An effective management strategy will also see our landfill as an energy generator. This can be achieved through the implementation of a waste disposal plan which

19 must include proper monitoring and regulation of municipal solid wastes. Thermal waste treatments have been proved to be 100% green. Therefore, to mitigate the problems that come with informal garbage burning, such as emission of toxic gases with organic compounds such as dioxins and furans; government and researchers must explore the possible developments with regards to advanced thermal waste treatment techniques. Appropriate and improved technologies are important as a strategy for tackling the environmental concerns in Belize. The collection, treatment, disposal and recycling of used products with the aim of cutting back and steering clear of the environmental impacts caused by such products is government’s responsibility. All these measures must have a view to reduce waste generation and encourage re-use and recycling practices. If we want to be a better Country we need to address unsustainable practices of waste management and start to strategize the adoption of green technologies to address Belize’s vulnerability to climate change, in particular the impacts of tropical cyclones and sea level rise by investing in technologies that generate energy from waste and are environmentally friendly. CC de Guatemala ordena al Congreso repetir elección de junta directiva La Corte de Constitucionalidad (CC) suspendió este lunes la elección de la junta directiva del Congreso de la República por estar integrada con cuatro diputados tránsfugas, informó el Tribunal en una conferencia de prensa. Y un reflejo de la división que sufre una oposición peleada que debe buscar sin dilación a un candidato. Mendoza guarda silencio. BBC Mundo solicitó sin éxito una entrevista con él. Pese a los gritos en la cancha de béisbol y las marchas de quienes le piden que se lance a la arena política, es posible que no se anime y que siga al mando de Polar, la principal empresa de alimentación de Venezuela. La Polar, como se conoce coloquialmente a la empresa, ha formado parte del día a día del venezolano durante décadas, con productos como la harina de maíz precocida para hacer las arepas o la cerveza ligera. "Es una persona muy accesible", destaca un trabajador de Polar, que prefiere mantener el anonimato al hablar del patrón. Su oficina en el Centro Empresarial Polar (CEP), en Caracas, permanece siempre abierta. Incluso contesta personalmente correos electrónicos a sus empleados. Ha creado un fondo de ayuda para aquellos que tienen emergencias reales y es normal verlo en el moderno gimnasio del CEP. "Hago mucho ejercicio, duermo poco y como poco, pero lo suficiente", lo cita el trabajador de Polar. Correr es una de sus aficiones. Siempre en forma, ahora "se lo ve más flaquito". Quizás es el estrés. Y es que para el millonario tampoco es fácil hacer navegar una empresa en el mar de la hiperinflación. Sus propios empleados no saben qué hará. Dos veces al año se celebra una reunión cara a cara entre los trabajadores y Mendoza. "Dejen el fastidio, me tienen harto", solía responder de forma coloquial la insistente pregunta de si se lanzaría a presidente. En la última reunión, a final del año pasado y con las elecciones ya como escenario inminente, se mostró "guabinoso", término que en Venezuela indica falta de

claridad, indecisión. "No lo negó enfáticamente, lo que me pareció muy extraño", cuenta a BBC Mundo el empleado de Polar, presente en ese encuentro. El discurso oficial ante sus empleados es que más en estos tiempos de incertidumbre, Mendoza debe estar al frente de una empresa familiar que heredó, que espera que hereden sus hijos y que teme perder si decide enfrentarse al gobierno. El chavismo, por su parte, lo considera un enemigo, imagen de la "oligarquía" a la que combate dialécticamente. Gobierno socialista y empresa privada han mantenido una guerra fría que nunca llegó a enfrentamiento cruento. Terreno libre Sea Mendoza u otro, el terreno parece abonado para el surgimiento de un independiente, de un "outsider" en las filas opositoras. Tras 20 años de lucha contra el chavismo repletos de derrotas, "la población siente que esta oposición no es capaz de provocar el cambio", dice León, que destaca que en Venezuela ya no sólo hay una polarización entre chavistas y opositores, sino que hay una "polarización triple". "Hay independientes que no se sienten chavistas de Maduro ni opositores de la oposición tradicional y que buscan un cambio", afirma el analista. De acuerdo a la encuesta de Venebarómetro de diciembre, en unas presidenciales el nombre que más apoyos suscitaba era el de Maduro con 28,6% de apoyo. El siguiente con 25,15% es NS/NR, es decir, no sabe, no responde. De acuerdo al mismo sondeo, el 65,3% cree que Maduro debe salir del palacio de Miraflores lo más pronto posible. Y un 65,7% tiene una evaluación negativa de la Mesa de la Unidad Democrática (MUD), la coalición de los grandes partidos opositores. Y aquellos que no se sienten representados por ningún partido con una mayoría. Señales todas de que hay muchos

venezolanos que buscan algo que no encuentran en la oposición ni en el oficialismo en medio de la severa crisis. "Un abstracto" "Cómo será el vacío para que una parte de la sociedad lo haya rellenado con un abstracto", dice León sobre el surgimiento de Mendoza, al que consideraría un "lujo" para la oposición si decidiera dar el salto. "La gente quiere a alguien dramáticamente diferente que genere confianza y rescate el sueño. Mendoza es un abstracto sobre calidad, la gerencia, la eficiencia", explica León. Es la imagen que tienen muchos sobre el empresario, idealizado en tiempos de zozobra. Esa orfandad que sienten los votantes opositores alerta a Jesús "Chúo" Torrealbacontra una de las señas de identidad históricas de la política venezolana. "No podemos cometer el error de la clase política oficialista y opositora de subordinar la política a las pulsiones del caudillismo. Ya lo hizo el oficialismo con resultados nefastos", dice en referencia a Chávez el que fuera secretario ejecutivo y portavoz de la MUD. Torrealba, que considera que Mendoza tiene todo para ser un "fenómeno electoral", cree que la oposición no sólo necesita un nombre, sino un proyecto. Ambos factores son clave para atraer al votante natural opositor, al que no sabe y no contesta en las encuestas y al chavista desencantado. "Sin esa sumatoria no se gana, sin esa sumatoria estamos conversando de los números del subcampeonato", afirma Torrealba a BBC Mundo. La decisión de Mendoza y de la oposición llegará en los próximos días tras el anuncio de que las presidenciales serán antes del 30 de abril. Según Torrealba, el candidato no debe ser el de un partido que derrotó a los otros, sino alguien que represente a todos los colores. "Y a los sin partido, que somos mayoría en la oposición", afirma.

One Vision…One People BILL OF RIGHTS The People’s United Party wants to share its vision with the Belizean people. It is rooted in a philosophy that goes back to the Father of our Nation the Right Hon. George Price. Mr. Price always believed ours was a work in progress; he led a revolution that is at its core peaceful, always constructive, progressive and uniquely Belizean. These values remain true today and form a part of our PUP Creed. We are committed to the protection of our territorial sovereignty. We cannot, and will not risk even an inch of our beloved country, from the Rio Hondo to the Sarstoon. And we are committed to an accessible, fair and independent justice system and the rule of law in Belize. The PUP will always seek to achieve social, economic and environmental justice. It is a commitment to the socio-economic improvement of all Belizeans. Our plan is to rid Belize of poverty. To the PUP, poverty is an ugly scar on our nation’s collective conscience, and no amount of cosmetic surgery can paste over the suffering of close to half of our people, most of them women and children, who live on less than ten dollars per day. This is not only a task for governments. We all have a stake in this enterprise, but government must LEAD and bold leaders must show that they truly care. For us the task ahead is clear - to build a Belize that works for everyone, so that every Belizean should come to expect five things. This vision, this determination, has created what we call our BELIZEAN BILL OF RIGHTS. FIRST - Every Belizean should have access to a piece of land. With land we immediately create opportunities for upliftment and personal growth. SECOND - Every Belizean should be able to own a decent home. The 17th Century Jurist and politician Edward Coke in speaking on human rights said: “A man’s home is his castle.” Every Belizean in 2017 should expect such an entitlement whether they live on Bocotora Street or on Seashore Drive. THIRD - Every Belizean should be given the chance to go to school from pre-school to junior college. We have to make education free from pre-kinder to Junior College. If we will give our young people a chance at success, it must start with a good education. FOURTH – Accessibility to quality basic health care is critical, which means every Belizean should be enrolled in the National Health Insurance Program. If we can invest 42 million dollars in a basketball stadium, then we should be able to provide basic health services to all. FIFTH and most important, the driving force behind it all is JOBS - good jobs that can lead to meaningful careers; jobs that will give Belizeans a chance for personal growth and prosperity and provide a hand up for those at the very bottom of the economic ladder. If we do these things, if we create a fair and just society, if we build on these principles we will then be able to change people’s lives and together we will rid our shores of the scourge that is poverty.
