The Chamber votes for good governance Last night at a Special General Meeting the Belize Chamber of Commerce and Industry's members voted on two resolutions which are briefly summarized as follows: Resolution 1: that Senator Lizarraga shall only participate in the Senate Inquiry into the Special Audit of the Ministry of Immigration and Nationality if it is reconstituted as directed and the Terms of Reference are strengthened. Resolution 2: that the members of the Belize Chamber of Commerce and Industry shall in the first instance shut down their businesses for one day in protest if the Prime Minister fails to move forward with regard to signing the commencement order for the 13th Senator, appointment and activation of the Integrity Commission and reconstitution of the Public Accounts Committee by the deadlines set within the resolution. The Executive Council is authorized to nominate the date for the shutdown and is directed to return to the membership should there be a need for further actions. Both resolutions received a significant majority, meaning that the Chamber's members have mandated its Executive Council to follow through on getting the Senate to strengthen the inquiry into the Special Audit on Immigration and also to get installed in a timely fashion those governance items which have already been promised. The Chamber remains ready to assist, and under that commitment has engaged the Institute of Chartered Accountants to ask them to provide a list of members willing to serve on the Integrity Commission. The Institute has since responded that they will need to have a proper consultation with their members and, by vote, seek suitable candidates for nomination. The Chamber is also clear on the composition of the Senate Special Select Committee and the items within the Terms of Reference of the Senate Inquiry, which must be strengthened in order to be seen by the public as a credible process carried out in the best service of the country.

Questions to Ministers
Would the Member for Queen Square and Prime Minister please say if he was aware of the corruption at the Ministry of Natural Resources in which his Deputy Prime Minister was involved? Could he say if this is the reason the Member for Orange Walk North was removed from that office? Would the Member for Queen Square and Prime Minister please confirm or deny reports that in return for his turning into a UDP Senator for the day, all arrears owing on Pastor Rocke’s house, on the auction block, were paid off?
Would the Member for Orange Walk North and former Minister of Natural Resources explain the transactions now revealed which show that his son was given $400,000 by Government in compensation for a piece of land for which he paid only $15,000? Would the Member for Orange Walk North and former Minister of Natural Resources say whether he feels ashamed that all his corrupt dealings in that Ministry are now coming to light and he and his “not normal” family are now the subjects of public scorn? Would the Member for Collet and Deputy Prime Minister please say if the burning of his vehicle is related to his tempestuous domestic dispute in which his previous government vehicle was submerged in the Caribbean Sea? Would the Member for Collet and Deputy Prime Minister please say if it has now reached a point where his personal life has become too costly to Belizean taxpayers and he should consider putting aside his boyish ways and becoming a man?

IF DAH NOH SOH! Pastor Racket… So according to one good source that shall not be named, Pastor Rocke’s house was recently up for auction, like in the newspapers even, just before he did that unholy flip-flop in the Senate. You know, when he voted against the Senate investigation and everybody in the chambers ducked thinking lightning was going to strike him dead that very moment. Well, it didn’t, and that good source tells me that the house is no longer up for auction. In fact, says that source, the mortgage has been fully paid off at the bank. I don’t know, you know. I’m just saying that is what’s being said. It’s like…ahm when the Church was against Petrocaribe and then the PM offered a chapel and the Church was for Petrocaribe…LOL. Yeah, something like that! Maybe Papa Nunki should have looked into that lil bit of credible hearsay instead of cozying up to the PM. Shame I tell you. Shame!
Spring Cleaning… You know that bald guy who kinda looks like the Mr. Clean character on the bottle but isn’t as muscular or handsome or CLEAN…? Yeah that guy! So I’ve been hearing that he recently met with Chief Executive Officers of all Ministries, closed door session, and told them that one more scandal can bring down this government. Now you’d think he’d tell them go forth and make sure you and your damned Ministers do the right thing. But NOOOOO! Sources tell us Mr. UNCLEAN then directed CEOs to go forth and find anything that could incriminate the government in anything shady and go have a big bonfire with marshmallows, beer, sausages and documents, if you know what I’m saying. Me, I don’t believe one bit of what those CEOs are saying. I have faith in my bald buddy ad his two-sided knife machete thing. NOT! Tag Erwin… And here’s the thing with that corruption thing. Señor UN-Limpio had the same discussion with the corruption cartel…oops, sorry meant Cabinet. I hear that turned into a free for all with everybody pointing fingers at everybody. But I also hear that all eyes are now on the big man from the West. Do you realize that no matter how big Erwin has rolled, no matter what company he keeps, no matter what multi-million dollar deals he’s mastered and no matter what allegations are sent his way he still manages to escape scrutiny? That sucker is rolling large…make no mistake, with very, very good and shady friends in neighbouring Guatemala and the world but still seems squeaky clean. So anyway this lil bird in Cabinet tells me wait for it. Erwin’s gonna have a very large, very hard fall soon? Could it have something to do with his personal friend Mr. Orellana? Or maybe some other “connected” people in Guatemala? Who knows? We’ll wait and see. Gapi… To me - fun and joke aside – Gaspar Vega and nothing are the exact same thing. He is a frigging wutless fellow for real. He’s been a ‘hustler’ from way back even when he was in the US, but this has all gone to the next level now. I won’t even get into this crap with how he made the Lands Department his own piggy bank to benefit himself, his family and friends. To me, anybody who participated in that hustle is scum. They really took the Belizean people to the bank. Imagine you’re a member of the not normal family. So you pay $1000 for a title to a land which already has an owner. A few weeks after Gapi says, oh damn, this land is already owned. I’m so sorry. Oops, I’ll have to compensate you, little Andre and you, lil Andre’s girlfriend and you, my lil cousins and daughter and friend and crony for all that hard-earned $1000 you put into the land. Hear what…let me get taxpayers to pay you $125,000. Is that okay? Or how about $300,000? $400,000 maybe? Dirt I say – Gapi and everybody who got rich while so many other Belizeans got poor! All those fools should be in jail. Just wait Gapi… You know what…Gapi will walk away smiling for now. Ain’t no Prime Minister or Commissioner of Police or nobody going to touch him – at least not yet! But there’s another big thing coming very, very soon. Something huge! Can you say ENORMOUS? Like my mentor Forrest Gump always used to say – that’s all I’m gonna say about that. But you wait. Just wait. When this one pops, even the PM will have some explaining to do. The UGLY TRUTH about BTL

Two weeks ago three UDP operatives who control Belize Telemedia Limited – Audrey Wallace, Net Vasquez and the Prime Minister’s favourite son Anwar presided over the company’s AGM. It was a magical event in which the three political spin-doctors weaved a fantasy of astronomical revenues, a “banner year.” According to Barrow, “we had the highest revenue that we've ever had in the history of the company.” Not to be outdone, Net Vasquez chimed in with, “I can say without reservation that never before has BTL been so poised, so absolutely ready for greatness.” But it’s not true. BTL’s audited financial statements are misleading to the shareholders. It misleadingly props up the profits, retained earnings and equity of the company and could lead to payment of undue bonuses to key management personnel, including in particular, the Prime Minister’s coddled son, Anwar Barrow, and a recommendation and resolution for dividends at a time when the company has experienced a record loss and not record profits. The BTL financials indicate $22M in profits for the period from April 1, 2015 to March 31, 2016 but they hide the fact that the $97M Barrow BCB Miami sellout agreement in September 2015 meant that BTL would be liable to Government for the equivalent amount of $97M. Rather than expensing this terrible loss caused entirely by Barrow’s pure incompetence and arrogance, the financials misleadingly indicate this expense in note 25 as a contingent liability. What is contingent about this liability? But even further than that, instead of recognizing the full $97M, it goes on to explain that because of certain mutually agreed setoffs and deductions and Government’s preparedness to write off $25.8M of the liability, BTL would only be liable for $48.5M. Ad check this out - this liability would be booked not in fiscal year 2015/2016 as it should be when Government acknowledged the liability under the Miami sell out agreement. Rather it would be booked in the next fiscal year 2016/2017. Under what law has the Government waived $25.8M? Or do the dictatorial edicts of the Prime Minister now immediately become law? Even if we assume that the mutual setoffs are appropriate, the true accounts of the company in light of the foregoing should reflect that in 2015/2016, BTL did not make $22M in profits but rather suffered a loss of no less than $52.2M. It is important to note that when GOB acquired the BCB loan, it essentially acquired rights as a Lender/Chargee to BTL. The loan was not cancelled/ discharged and did not disappear. In effect, GOB stepped into the shoes of BCB like an assignee. BTL still remained liable under the loan just that it was now liable to GOB. It was BTL who unilaterally decided that based on legal advice they felt that the loan was void and therefore derecognized the loan from their books. The Government has been equally culpable for failing to seek recovery from BTL of BTL’s loan liability to them.
Besides those questionable accounting practices, the $25.8M supposed Government write off should not go unnoticed. If Government is so broke that it can’t pay the teachers $13M, how is it able to be so financially magnanimous to write off $25.8M for his son Anwar’s BTL, almost double the amount that they owe the teachers? Why should BTL not have to pay the Government what it owes while thousands of teachers are left stiffed by the Government in monies owing to them?
The accounts show that BTL has over $26M cash in the bank. Should not those monies be used to pay Government so that Government in turn could pay the teachers what it owes them? A few weeks ago the Prime Minister suggested that BTL will be making a billion dollars in profits in the next fifteen years or so. These bald-faced assertions have no basis in reality. The Prime Minister must think his words are like sprinklings of pixie dust and we all live in fantasyland. With the Miami sell out

agreement, the company has not made a profit but has suffered a loss of over $50M. This aside, even if we assume all that the audited financials say are true and accurate and not misleading, the company made all of $22M. How do you get from $22M in profits to $1 Billion? At that rate, 15 years will only give you about $300M. You have to approach 50 years to get to $1 Billion, but in 50 years most of us will already be dead and BTL itself, the dinosaur that it already is, will surely be extinct. We are tired of all the lies and empty narratives, Mr. Prime Minister. That game is over.
GOVERNMENT OF BELIZE MINISTRY OF WORKS, TRANSPORT AND NEMO FOURTH ROAD PROJECT (SANTA ELENA/SAN IGNACIO BY-PASS) INVITATION FOR PRE-QUALIFICATION OF CONTRACTORS The Government of Belize (GOBZ) has received a loan from the Caribbean Development Bank (the “Bank”) in an amount equivalent to USD24,719,000 towards the cost of the Fourth Road Project (Santa Elena/San Ignacio By-Pass), and intends to apply a portion of the proceeds of this loan to eligible payments under this contract. Payment by CDB, will be made only at the request of GOBZ and upon approval by CDB, and will be subject, in all respects, to the terms and conditions of the Loan Agreement. The Loan Agreement prohibits a withdrawal from the Loan Account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOBZ shall derive any rights from the Loan Agreement or have any claim to the proceeds of the Loan. This Project is being implemented by the Ministry of Works, Transport and NEMO (MWTN), Project Execution Unit (PEU). A Project Coordinator within PEU will be responsible for the day-to-day management of project activities. Engineering Consultants are being retained by MWTN to assist with the tender administration and supervision of the contract. MWTN (hereinafter referred to as “the Employer”) intends to pre-qualify contractors for the following road works under this project: •
Rehabilitation of George Price Highway, George Price Avenue and Associated Works
It is expected that Invitations to Bid will be issued during the fourth quarter of 2016. Consideration will be limited to firms or joint ventures of firms which are legally incorporated or otherwise organised in, and have their principal place of business in an eligible country or countries and are either: (a) more than 50% beneficially-owned by a citizen or citizens and/or a bona fide resident or residents of an eligible country or countries, or by a body corporate or bodies corporate meeting these requirements; or (b) owned or controlled by the government of an eligible country provided that it is legally and financially autonomous and operated under the commercial law of an eligible country. Eligible countries are member countries of CDB. The requirements for pre-qualification will include: (a) an average annual turnover (defined as billing for works in progress and completed) over the last five years of United States Dollars (USD) 2.5 million equivalent for civil works; (b) demonstrable cash flow (including access to credit) of USD700,000 equivalent; (c) experience as prime contractor in the construction of at least one assignment of a nature and complexity comparable to the proposed project activity within the last seven years or alternatively two projects in the last ten years (to comply with this requirement, works quoted should be at least 80 percent complete); and (d) Project Manager with eight years experience, five of which have been spent in works of an equivalent nature and scope, including not less than five as a Project Manager. Eligible applicants may obtain the pre-qualification information documents by calling, writing, or faxing to the first address below. The request must clearly state “Request for Pre-qualification Documents for the Rehabilitation of George Price Highway, George Price Avenue and Associated Works”. The documents are available for a non-refundable fee of USD50.00. Potential applicants who request that documents be forwarded to them are required to submit an account number from a local courier agent, which accepts freight collect charges. MWTN will promptly dispatch the documents but under no circumstances will the Ministry be responsible for late delivery or loss of the documents so transmitted. Submissions of applications for pre-qualification shall be in English and must be received in sealed envelopes, clearly marked “Application to Pre-qualify for the Rehabilitation of George Price Highway, George Price Avenue and Associated Works”. Applications must be either delivered by hand or by registered mail to the first address below not later than 12:00 Noon on Friday 2 December 2016. A copy of the Application for Pre-qualification should be simultaneously submitted to CDB at the second address below. Late applications will not be accepted. Minor Arrested in Succotz Murder

The Belize Times has been able to confirm that a 16 year old minor has been charged and arraigned for the murder of Luis Camal, 45, a resident of Succotz Village last week Wednesday. Camal was killed by 2 armed gunmen who tried to rob him in front of his wife and daughter. The attack on the family happened at around 8 p.m. on Wednesday, October 5. Camal, his wife Luby and 15 year-old their daughter were walking home on the road linking Succotz Village and Benque Viejo Town. Camal had only just gone to print designs for his new carvings as an artisan who works at the Succotz Ferry. His wife and daughter had also gone to buy groceries for the house. On their return journey home, they were waylaid by two men who were attempting to relieve them of their belongings. Camal’s 15 year-old daughter recounted the tragic story of that moment when would-be robbers finally sprung the trap to catch them off-guard. She was a little further up the hill when the assailants held up her mother and father. They ordered him to stop or else they would shoot him. He panicked, fearing for the lives of his wife and daughter, and he shouted at one of them. That in turn caused the gunman to react before his wife and daughter could intervene, and one of the robbers shot him once in the chest. He died as a result of that escalation from the anxious gunman, and it has left the entire community in pain. Camal was well-known for his artistry, and because of his love for his work, it had become sort of a family tradition. His family is especially hurt by this attack because they could not have expected something like this to happen. Camal’s wife, still in shock, told the media, “We went up that road that we always walk…every time.” His daughter is left to process the trauma of seeing her dad killed before her eyes. She is one of 3 kids whom he leaves behind along with his wife.

Brother Kills Brother in OW

Ruben Cain, a 41 year-old resident of Orange Walk, was killed in a tragic incident last week, made more painful for his family because his younger brother, Bennis Velasquez, 30, was charged for his murder on Friday, October 7th. The fratricide happened on Wednesday, October 5, at around 3:45 p.m., in the family’s yard, which is located in an area of the town know as Louisiana. That’s where some sort of fight happened between Cain and his brother. Because of the nature of the incident,
none of the other family members are prepared to speak to the media. According to eyewitness accounts and police investigation, an altercation escalated to the point where the younger brother pulled a knife and stabbed him in the chest. Inspector Jose Mendez, the Deputy Commanding Officer from the Orange Walk Police Station, told the press, “Our investigation revealed that there was a misunderstanding which led to a fight which resulted in Mister Cain’s injuries.” The cops arrived just in time to
find Ruben Cain still alive, though the injury was causing him to bleed out. The police officers tried to rush him to the Northern Regional Hospital for emergency medical treatment, but unfortunately, the injury to his chest claimed his life before the doctors could attempt to save his life. The knife-wielding brother was detained by Police near the family residents, and shortly after police arrived on the scene. He was cooperating with investigators, who told the media that they would charge him with murder.

THE BAD GUYS ARE AFRAID
In keeping up with news and developments in our region, I happened upon an article online in Americas Quarterly, a magazine which, as it says, is “dedicated to politics, economics and culture in the Western Hemisphere, with a focus on Latin America.” The article, written by Brian Winter, the Editor-in-Chief, is entitled “The Amazing Case That Proved Latin America’s Crackdown On Corruption Is For Real,” with a smaller by-line saying “If it can happen here, it can happen anywhere.” Of course I read this article with much interest. It is about Guatemala’s crackdown on corruption. Yes, it is Guatemala that gathered hard evidence of graft against a popular sitting President, stripped him of immunity from prosecution, induced him to resign amid massive street protests, and then put him in jail the very next day, all without a single shot being fired, says the author Winter, and this proved that something truly historic happened in Guatemala. Winter posits that profound changes are sweeping Latin America and that people are now DOING something about corruption other than just complaining. He asks the question why, and he comes up with four main reasons for the amazing turn of events in Guatemala. The first reason he calls the Facebook Effect. Guatemalans have endured civil war, extra-judicial murders, no accountability, economic stagnation and drug trafficking, and there is 75% poverty. Roxana Baldetti, the Vice-president, was arrogant and tone deaf, ignoring horrific conditions in a hospital and denying terrible pollution of many lakes. Average Guatemalans were fed up and took to social media not only to vent but to organize. Through Facebook many of the mass demonstrations were organized, and one man was able to get 10,000 citizens to sign up for the peaceful protests in one day. Secondly, Winter reports, Fear is Gone, Being Replaced by Democracy. Guatemalans have been insisting on more democratic governance since 1986, and there is greater pluralism, with rich and poor taking a strong stance against wrongdoing. Also, people have smartphones now to film Police abuse, and a “Can Do” culture has arisen. The third reason Winter gives is that now there is a Formidable Generation of Prosecutors in Guatemala. They were relentless in getting to the bottom of the Presidential and Vice-presidential corruption of Perez Molina and Baldetti with the International Commission Against Impunity having been created in Guatemala in 2006. There have been
foreign born investigators and prosecutors and trained Police, and they found evidence of corruption at the highest level that was impossible to deny. Fourth, and finally, the reason for Guatemala’s success in jailing even the President is that there is now in Guatemala a Bigger, More Demanding Middle Class. This People Power, led by the middle class, became irresistible, with massive numbers of citizens demonstrating. When Congress was about to vote on stripping Perez Molina of immunity, the President’s supporters, wielding clubs and sticks tried to block legislators from entering the Congress building. However, a much larger number of demonstrators holding flowers, formed a human chain along with Police around the congress men and women, and they were able to enter the building. And there was no violence. I am forced to look at this stupendous outcome in Guatemala in light of our circumstances at home. Belize is not part of Latin America. We do not have an Anti-Corruption Commission complete with international prosecutors and highly trained Police and investigators. We do not yet have a highly developed and successful Judicial system, and maybe we do not yet have the crucial People Power to ensure that crooked politicians end up in jail. Guatemalan prosecutors “followed the money to the highest echelons,” Winter tells us. Here at home it is about time for us to have the set of circumstances that gladly came together in Guatemala. I believe that if we had the systems already in place to follow the money trails of corruption, persons like Penner and Castro would already be in prison at the Kolbe Foundation. But we cannot give up. The teachers are showing us that there is growing People Power in Belize. We must insist on the signing post haste of the UN Convention Against Corruption. We must quickly strengthen our Director of Public Prosecutions Office, Police Department, and Judicial System, welcome international investigators, and simply get to the bottom of all the corruption and wrongdoing. Winter tells us in his Guatemala Amazing Case writing that in Guatemala the bad guys are now afraid. Here at home we have to make sure that we get to the point where Belizean Bad Guys are shaking in their Boots. As the article says, if it happened in Guatemala it can happen in Belize. It can be done if we try!!
PAPAL NUNCIO SEDUCED BY A SUAVE PM By: Norris Hall
The Pope has said that trade unions are essential for social change and to keep capitalism in check. The Papal Nuncio, who visited Belize last week, has made some erroneous statements on the current teachers' strike. He has apparently not received the Pope's memo. He also said that "children should be in school.” He has not been properly briefed on his visit. He may even have been provocative. Both teachers and children have a right to be protesting against the government of Belize, when they see their patrimony and their future being stolen from them because of a very corrupt government and dishonest and thieving politicians. I am sure that the Papal Nuncio would agree that children in the Democratic Republic of the Congo, in Syria and other troubled areas of the world, have a right to be out of school when they face the threat of carnage, prosecution and with their lives and their future threatened. Metaphorically…that is what is happening to Belize. The current situation in Belize with a fledging dictatorship is a threat to teachers and children and by extension is the suppression of ALL of our human rights. Note the conducts of the Police. They are subtly becom-
ing a State Apparatus. There is an increasing display of force against citizens who exercise their fundamental human rights as should be guaranteed by the Constitution of Belize. Note the increasing frequency of Statutory Instruments to amend established laws. There are numerous examples - The "handcuffing" of stevedores that limits their rights to protest and to strike, limiting the free movement of Belizeans to visit the Sarstoon River which forms the southern border between Belize and Guatemala. THE WONDERER AND BEAUTIFUL BELIZE We are a blessed nation. A small nation but beautiful. Beautiful with nature, beautiful with people of diverse ethnicities, simply just beautiful. No matter if you wander from north to south or from west to east, beyond the barrier reef and beyond the atolls, its just simply pure beauty. Do we know that? Do our politicians know that? Who knows that? Do the new Belizeans, the ones that buy passports or just simply come and purchase a piece of the jewel to retire? We welcome everyone! Belize needs a larger population. Lots more…for us to become stronger so as to, perhaps as citizens, stand up to bad governments. I assume some 40% of the nation is in some form of reserve of different categories. I applaud all those people that have had to do with the creation of these reserves, especially those old guys from the Belize Audubon Society (BAS), especially James Waight. They had the drive and really were responsible for the creation of the first marine reserve in the region – “Half Moon Caye”. Kudos to BAS!
Our trees are very important. We must learn to live with them. Avoid cutting them, live around them. They attract birds, reptiles, mammals….etc. Some people like to cut that ugly tree named Red Mangrove. That tree when you climb it you realize it’s beautiful and very important! Important to protect the coast, important for birds and fishes! If you cut them you will someday pay the price. Some did so lately during hurricane Earl!
The Wonderer was wandering through his collection of photographs and decided to share a few. The first five pictures are of my favorite spots, simply taken… at different mornings. Just beautiful. Belizeans start to wake up early and enjoy the beautiful mornings we have.
The second batch are photographs of some of my friends in my backyard and the evening setting at one of my favorite islands. We Belizeans must learn to appreciate our natural wealth and stop damaging it. We still throw garbage all over the place but when we go to the Mordida country we don’t. Remember that we now are also a better mordida country! Let’s respect our nation, put the garbage where it belongs.
Our nation and its beauty belongs to all Belizeans, RED and BLUE, TALL and SHORT, FAT and THIN, UGLY and PRETTY, MAN or WOMAN, WHITE or BLACK, YELLOW or BROWN, RICH or POOR…….we da one BELIZE, one country, one people. But owning a country brings responsibility. All Belizean kids must study so as to take over the running of the nation someday. All youths must assist the younger ones on the right track and study and start to work and make a living. All adults must love their kids and educate them and be exemplary citizens. All political parties must reorganize and stop hustling! To be a politician you must have certain rules, certain qualities and qualifications. WE must reduce the maximum amount of terms for a Prime Minster to 2. We must also set terms for the area representatives. WE ARE LOSING OUR BEAUTIFUL NATION AND IT’S GETTING TO A POINT OF NO RETURN! OUR CORRUPT POLITICIANS ARE HURTING THIS BEAUTIFUL NATION TO A POINT THAT THE SACRED PEOPLE - “OUR TEACHERS” - ARE UP IN ARMS. Respect to them!
