Welcome

W

eymouth Bay and Portland Harbour offers some of the best sailing waters on the planet and purpose-built on-shore facilities to

match. The winning combination continues to attract the best sailors from all over the world, who in turn discover what those closer to home have long been aware of: the combination of clean winds, sheltered waters and weak tides in the area is unique and provides an unrivalled location for thrilling sporting competition. Spectators, meanwhile, marvel at the spectacular backdrop to the action, with our modern world-class facility set in the centre of the Jurassic Coast, the only natural World Heritage Site on the UK mainland. WPNSA primarily offers its superb venue for events and training, but also supports a successful sailing school, windsurfing school and a large members’ community catering for all abilities from complete beginners to Olympians.

Our purpose is to effectively promote the sport of sailing to all levels of competence and ability, through courses, training and national as well as international events, whilst supporting and working closely with the local community. Facilities on-shore include a licensed function room, conference/meeting rooms, various slipways, a 16-tonne boat hoist, extensive dinghy parks, three permanent cranes and storage for all types of boats. Our magnificent venue lends itself perfectly as an outstanding choice of venue for functions, business meetings, weddings and conferences. First and foremost, though, we are a place for sailors run by people with a passion for sailing. Our commitment to young sailors is absolute and through an associated charity called the Chesil Trust, we have introduced thousands of local children to the sport with the ‘Sail for a Fiver’ scheme. WPNSA has a commitment to stewardship of the environment and in striving to play our part in making our industry more sustainable the Academy has won several prestigious awards. Development and History

F

rom the earliest days of sailing ships, experienced sailors have known of the particular qualities of the local sailing waters. Henry VIII recognised their importance and built two castles to protect the area. The Royal Yachting Association had been trying for decades to secure a suitable site locally to make the most of these natural advantages, but the opportunity came when in 1999 it was announced that the Royal Naval Air Station at Portland was to be closed. A group of local people established a not-for-profit company to take the vision of a national centre of excellence for the sport of sailing forward and with the support of the Royal Navy, the Royal Yachting Association, the South West Regional Development Agency, Sport England and all the local authorities in the area, this idea started to take shape. The Academy started sailing operations on the site in March, 2000. After initially operating from the disused military buildings and facilities, in 2003 the Academy was in a position to start construction work on redeveloping the site. At the same time the London bid to host the 2012 Olympic and Paralympic Games was gathering momentum and the Academy was selected as part of the sailing venue in the bid to the International Olympic Committee. Construction works were completed in the spring of 2005 and HRH The Princess Royal formally opened the new Academy buildings on 9th June, 2005. Less than a month later London was selected as the venue for the 30th Olympiad. This impressive facility had therefore moved from starting sailing operations on the site to being part of an Olympic venue in slightly more than five years. Once the decision had been made to award the 2012 Games to London, plans were put in place to further enhance the facilities to bring them up to the standard required by the IOC. The Olympic Delivery Authority then funded further marine works to meet these standards. These works, consisting of additional reclamation of the harbour, new slipways, construction of a breakwater and pontoons were finished in 2008, on time and on budget, making the Academy the first of the 2012 venues to be completed.

The Academy also provided training facilities for the GBR team in the runup to both the 2008 and 2012 Games. Development of the Academy has provided first class facilities including 220 metres of slipway accessible at all states of wind and tide as well as 600 dinghy spaces and 125 protected marina berths for ribs and yachts. The combination of clean winds, sheltered waters and small tidal range in the area is unique. World-class facilities set in the centre of the Jurassic Coast, the only natural World Heritage Site on the UK mainland, provide an unrivalled venue for training and sailing competitions. WPNSA is also committed to promoting the sustainable legacy of the Games through social and environmental programmes.

Membership

T

he Sailing Academy welcomes new members. Membership is open to recreational sailors who wish to use the extensive facilities on a regular basis. Members are able to store equipment on site permanently or simply launch their boat/board if they wish.

Temporary day membership is also available to all who wish to use WPNSA’s facilities. The fee covers launching, parking and use of the changing and social facilities, with overnight storage available if required. Temporary membership can be purchased for up to a maximum of two weeks per annum.

Please note all members must also pay harbour dues, this is a small fee that Portland Harbour authority charge to all those using the area in order to maintain the harbour.

Single Handed Membership Available to owners of a single-handed dinghy that is used by that person only.

We do have some limited space for campervans and caravans for people attending events.

Standard Membership Available to owners of double-handed dinghies or power boats who wish to use the facilities to launch. Storage Available to Single Hander or Standard Members only.

Wpnsa Windsurfing Membership The WPNSA Windsurfing Membership Scheme continues to make the sport more accessible than ever before. Portland Harbour is one of the most exceptional windsurfing venues in Europe and with The Official Test Centre (OTC), windsurfing is represented as it deserves to be within the Academy grounds. he venue has been extensively developed over the 10 years that WPNSA has been in operation.

Sailing Events and Training

t WPNSA we pride ourselves on being an outstanding year-round

venue. We have a strong history of hosting National, European and World Championships in keelboat, dinghy and windsurfing events. The venue is capable of hosting more than 1,000 competitors at a time racing across a number of different disciplines. The sailing fraternity understand that with the renowned waters of Portland Harbour and Weymouth Bay and the excellent shore side facilities, WPNSA represents an outstanding venue to host prestigious championships.

WPNSA is pleased to be welcoming back many classes that regularly hold events here such as the Toppers, 29ers, Solos, Lasers, Cadets and International Moths. In 2019 there are many key events including the National Schools Sailing Regatta, Optimist Nationals and the A Class Catamaran World Championship. The busy events calendar in 2019 will give the Academy and local suppliers a full season’s worth of activity all contributing to the Academy’s legacy from the 2012 Games.

WPNSA is delighted to be working once again with the Royal Yachting Association (RYA) on two prestigious events in 2019. Firstly, the RYA Youth Nationals which will have 10 youth classes competing for the Nationals titles across a full weeks racing in Portland Harbour during the Easter holiday. Secondly, the 49er, 49erFX and Nacra 17 European Championships in May. This exciting event will bring some of the World’s best sailors to Portland, most of which will be hoping for good results for their campaigns to get to Tokyo 2020. The Sailing Academy is a very popular base all year round for training and coaching at all levels. Lecture rooms and equipment are available for hire, supported by excellent catering facilities. The British Sailing Team use Portland as their base and as members at WPNSA are regularly seen training here alongside the youngsters who may be our stars of the future. The Andrew Simpson Sailing Centre

S

ailing here in the Olympic waters is special, and the Andrew Simpson Watersports Centre offers something for everyone, from complete beginners to future Olympic champions, ages 5+! The Centre is a fully accredited RYA Training Centre, offering a wide range of RYA sailing and powerboat courses, instructor training packages and race coaching programmes. We also run successful schools & groups programmes and, with the Chesil Trust, the popular “Rod Shipley Sail for a Fiver” youth scheme. With a fleet of over 70 dinghies from a variety of world class manufacturers such as Laser Performance, RS Sailing, Topper Sailboats and Ovington, combined with a highly qualified and dedicated team of instructors and coaches, the centre creates a perfect platform for learning. The range of dinghies and experienced race coaches means the centre can offer race coaching for those looking to improve their skill or transition into their next dinghy. The Andrew Simpson Foundation The Andrew Simpson Foundation (ASF) was founded in memory of, and inspired by, Olympic Gold medallist, sailor Andrew ‘Bart’ Simpson. The Founding trustees are Sir Ben Ainslie, Iain Percy OBE and Andrew’s wife Leah. The Andrew Simpson Foundation’s overarching objective is to increase sailing participation and improve the lives of young people through sailing. The ASF uses the challenges of sailing to develop young people by promoting health & wellbeing and building the personal skills that will improve their ability to succeed in life and work. To achieve its objectives the ASF is engaged in the following charitable activities: i) the delivery of the annual Bart’s Bash (the world’s largest mass-participation sailing event), ii) carrying out research into the benefits of regular sailing participation, iii) delivering seven Community Sailing Programmes and iv) training Volunteer Coaches / Instructors. It also provides practical assistance and small grants to other, likeminded, not-for-profit sailing organisations. To deliver its Community Sailing Programmes and provide a sustainable source of income, the ASF currently runs four Andrew Simpson Watersports Centres (ASWC). The centres are located at Portland, Portsmouth, Reading and Lake Garda. The watersports centres are all part of a wholly owned, not-for-profit, subsidiary of ASF. LEARNING TO WINDSURF, KITESURF & STAND UP PADDLE

T

he Official Test Centre (OTC) is a purpose-built centre with the clear goal to showcase windsurfing, kitesurfing and stand up paddling, and provide access to these fast growing sports for everyone. Housing all the major brands under one roof, the concept of the centre is to enable its clients to test and compare the latest designs for themselves in favourable conditions. The centre’s friendly approachable staff are also well informed of all the latest trends (such as foiling), testing for international magazines and hosting national events throughout the year. They are on hand to provide impartial advice and ensure you use the kit that is right for you.

With its affiliated RYA / AALA accredited school (the Osprey Training Centre) the OTC can provide tuition in the three water sports at every level, from the complete beginner to those wishing to hone their advanced techniques. They have a vast stock of new and used kit in their on-site shop, plus any spares that are required. As such, the OTC puts windsurfing, kitesurfing and stand up paddling firmly on the map in one of the most prominent watersports arenas in the marine leisure industry today.

Events and Training Centre

T

he Sailing Academy is fortunate to have a wide range of facilities which give visiting events and training classes an array of room sizes to choose from. These range from private classrooms that can cater from between 12 to 30 people through to the large events hall which can be used for larger briefings, physical testing or equipment scrutineering.

If you have got an event or function and are keen to impress your clients, delegates or guests, the Sailing Academy should be placed at the top of your list of potential venues. We would be delighted to give you a your of the facilities, please call us to arrange a visit or for further information.

The event hall has a capacity of up to 350 people and includes a large bar and catering facilities. This flexible space has been used previously for other wide-ranging events such as BMX displays, music concerts and charity balls and promotional boxing exhibitions, with an impressive ceiling canopy available to allow the room to be transformed for special occasions and create just the right atmosphere.

Chesil Sailability

C

hesil Sailability provides opportunities for people with disabilities to sail, either for fun, to learn to sail, or to progress to sailing competitively. Sailing gives people the opportunity to take part in a healthy, sociable and outdoor activity, and provides a freedom on the water regardless of any disability. Chesil Sailability provides sailing for people with physical disabilities, learning difficulties and long term health conditions. The Chesil Sailability team are also passionate about enabling people to progress and take their sailing as far as they want.

Inspired by the 2012 Paralympics, Chesil Sailability was set up in 2013, and is entirely volunteer run. They operate from a small base at the Sailing Academy, and people come from across Dorset to sail. Chesil Sailability is a registered charity (Charity no 1154416), and is affiliated to the national RYA Sailability programme.

They have a small fleet of Hansa 303 accessible dinghies, Hawk 20 day keelboats and support safety RIBs. They run regular sessions on Tuesday evenings, and also support some sailors who race on the Hansa class circuit. The excellent accessible facilities at the Sailing Academy also enable Chesil Sailability to be involved in national level events, for example, supporting Help for Heroes, RYA Sailability and the Sailing Academy in running Invictus Games sailing events.

Disabled Sailing

T

he Academy has been developed with access for all in mind. Whilst being the training base of choice for the British Sailing Team Paralympic squad the same facilities are open to all disabled sailors. The site and building is fully accessible to wheelchair users with a lift at either end of the building All changing facilities are fully accessible whilst a special needs changing area caters for those needing additional assistance All signage around the building is tactile and subtitled in Braille and there is a portable induction loop for use within the building Extra wide pontoon fingers were installed to ease wheelchair access and hydraulic hoists are situated on a number of the pontoons

Infrastructure for Major Events

W

PNSA is now the natural venue of choice for major marine events. In addition to the quality of the waters for competition, there has been an enormous investment in sailing and transport infrastructure that sets WPNSA apart. The Academy has 125 pontoon berths available for events and there are further berths available in Portland Marina if required. In addition to the pontoon facilities there are deep water slipways for launching of RIBs and support boats and three boat hoists available locally ranging from 16 tonnes to 320 tonnes capacity. Portland Harbour Sailing Guide

P

ortland Harbour and Weymouth Bay are the main areas used for sailing. The harbour covers an area of 8.6 square kilometres (2,125 acres), and is ideal for sailing as it is exposed to reliable winds from most directions, but is sheltered from large waves and currents by Chesil Beach and the breakwaters. Race Areas We are fortunate to be able to lay sheltered courses inside Portland Harbour as well as being able to lay multiple courses in the more challenging conditions of Weymouth Bay. Because of this flexibility in course areas, there are options to move races around in the event of bad or difficult weather conditions.

Inside Portland Harbour because the prevailing south-westerly wind comes over Chesil Beach, the water inside the harbour is offered some protection and tends to be quite flat. There is also the option to take racing outside Portland Harbour and into Weymouth Bay, though there is tide across this stretch of water. The strong feature of Weymouth and Portland is that it has ‘clean winds’. The prevailing south-westerly and westerly winds blowing across Chesil Beach give a limited ‘fetch’. Weymouth Bay is a relatively sheltered basin with clean winds and small waves. This means that sailing conditions for the venue are almost neutral, so that local knowledge is of no great importance.

Sea State and Tide The location is dominated by the long, arching shingle crescent of Chesil Beach of the Jurassic Coast, which stretches from West Bay in the northwest to Portland in the south. The beach is only 200m at its widest and rises to about 11m above sea level. On the seaward side it shelves steeply away for 300m until it levels off to a depth of about 18m. At the tip of the beach, Portland Bill juts out, where a tidal stream runs very strong and eddies of great extent form in the bays on each side of the peninsula. The streams run south for the majority of the time and there can be violent turbulence off the Bill, where these currents meet the east and west-going coastal ones. Portland Harbour has a lot of things in its favour. It is sheltered from the predominant south-westerly winds by Chesil Beach; added breakwaters give protection from the south-easterlies. These features also stand as barriers against strong winds, large waves and currents. Together with the strong limestone of the Isle of Portland, they affect tides in Weymouth Bay and Portland Harbour, where the maximum tidal range is small, less than 2.5m at springs and less than 1m at neaps. Tidal streams in Portland Harbour are irregular; the spring tide rate is approximately one knot and extends for only a short distance into and out of the harbour, but there are eddies off the heads of the breakwaters. Inside the harbour, tidal streams are imperceptible.

A Reminder of the 2012 Olympic & Paralympic Games

T

he waters of Weymouth Bay and Portland Harbour played host to ten exhilarating sailing events during the London 2012 Olympic Games in July and August and a further three events during the Paralympics in September. As far as home supporters were concerned, pride of place went to Ben Ainslie, who in typical battling fashion in the Finn Class, fought his way to his fourth gold medal in successive Games to become the most decorated sailor in Olympic history. Team GB also added four silver medals, marking the fourth consecutive Olympic Games that Britain had collected at least five medals. Iain Percy and Andrew Simpson’s silver medal in the Star was followed by a similar result for Nick Dempsey in the RS:X Windsurfing. Britain’s haul was complete with silvers to Olympic debutants Luke Patience and Stuart Bithell in the Men’s 470 and for Hannah Mills and Saskia Clark in the Women’s 470. The Paralympics were no less thrilling or enthralling, as Britain entered racing having not won a medal since sailing joined the full Paralympic Games programme at Sydney 2000. All that was to change, however, with two medals on the final day. Helena Lucas – the only woman in the fleet – won gold in the 2.4-metre one-person keelboat event while Alexandra Rickham and Niki Birrell claimed bronze in the SKUD twoperson keelboat. 6 years on we are proud that the British Sailing Team still use us as their training base.

Information for Visitors

Membership We invite everybody to share our fantastic facilities, you can do this in a number of ways, by taking out a membership in the form of daily, weekly or an annual membership. For further information please ask at reception. Drying room

Opening times Monday- Friday: 9am-5pm Saturday & Sundays: 8am-5pm Entry to the site An access code will be required to enter the site which you can obtain from our reception, or you can call our reception in advance (01305 866000). This will allow you to enter the site to drop boats or campervans off out of working hours. These codes have valid to and from dates which usually span the weekend, so please remember to gain this code each time you visit. Car parking Parking is free but we ask that cars are parked in the designated car parking spaces. The dinghy park must be kept vehicle free for the safety of all pedestrians and to maximize boat space.

After you have been on the water feel free to use our drying room, located opposite the changing rooms this will be left open for your convenience. Please note that leaving items in here is done at your own risk. Items left on the floor or in changing rooms will be moved to lost property. Lockers We have lockers available to keep your valuables safe. You can obtain a locker key from reception. You will be required to leave a £10 refundable deposit. Coaching If you are a coach visiting our facilities for training you must register with us in advance. You must also come to reception at the start of each days training to fill in a risk assessment and collect information regarding commercial movements on the local waters. Café opening hours

If you have booked or wish to book a classroom please speak to our receptionist and she will provide you with an access code for entry. We do have projector equipment available and televisions in selected rooms. We ask you not to leave any valuable equipment in the lecture rooms and to ensure the door is shut behind you.

During events and training, if requested in advance, the Café can be open later for evening meals. We also have 3 bars which can be opened during events and functions.

Launching We have 220 metres of slipway accessible at all states of wind and tides. The slipways inside the compound are for manual launching only. For vehicle launching we have a separate designated slipway, based between WPNSA and Portland Marina. Please ask at reception.

Campervans and Caravans If you are attending an event at WPNSA it is possible to park your campervan or caravan at the Sailing Academy, however tents are not allowed on site. Access to the clubhouse showers and changing rooms is provided 24/7. We do have some limited availability of pitches with access to electricity or you can bring your own generator. Legacy at WPNSA – The Chesil Trust Programme

T

he Chesil Sailing Trust is an independent charity dedicated to helping young or disabled people experience water sports, especially sailing and windsurfing. It raises and provides the funds for specialist operators to put on a range of programmes and projects. The most well known programme are taster sessions, called ‘The Rod Shipley Sail for a Fiver Scheme’, with those showing enthusiasm or promise assisted to go on to gain further experience or qualifications. Over the last 13 years, the Chesil Sailing Trust has helped around 20000 children and young people to participate in the initial ‘Sail for a Fiver’ introductory course, many of whom went on to further develop their skills in the certificated RYA Level 1 & 2 continuation courses.

“The legacy programme is a key element to Weymouth & Portland National Sailing Academy’s philosophy,” Ben Ainslie said. “We are committed to helping less privileged Dorset children try water sports at the venue and continue to support them through to racing events. A Sail for a Fiver child today may be a future medal winner and it is our job to ensure this opportunity is given to the young people and people with disabilities’. The Chesil Sailing Trust relies entirely on voluntary contributions for its funding. Other programmes financed by the Trust include a Rod Shipley Windsurf for a Fiver Scheme, apprenticeship schemes in sailing and windsurfing, bursary schemes for the most promising participants in the Sail for a Fiver scheme, sailing for young people on a restored Junk through a partnership with the Boleh Trust and Tall ship sailing through the Trinty Sailing Foundation. The Chesil Sailing Trust has helped establish the independent charity Chesil Sailability - an Olympic Legacy supporting sailors who are disabled. Previous programmes have provided money for underprivileged children from East London schools to gain experience of teamwork and sailing on the TS Pelican and using Health Legacy providing a programme of sailing instruction and experience to children at risk of developing future health problems. Legends such as Sir Ben Ainslie, Sarah Dempsey and Iain Percy have all trained at the Weymouth & Portland National Sailing Academy and understand the importance of inspiring new generations into the sport of sailing.

Green Credentials

W

PNSA has a commitment to stewardship of the environment and has been described by Natural England as ‘an example of best practice’. It is believed to be the only sailing venue in the world to have achieved the Sustainable Event Certification (ISO 20121), a management system standard designed to help organisations in the events industry improve the sustainability of their event related activities, products and services. The award-winning building was designed to be energy efficient and has the largest photovoltaic array for the generation of solar energy yet installed in South Dorset. Working with SSE Energy, the extended photovoltaic installation now generates 20 per cent of the electricity requirement.

The venue, in conjunction with SSE won the 2008 Sport Industry Award for ‘Environmental Concern in Sport’. In 2009 the WPNSA won the International Olympic Committee recognised architectural award ‘the IPC/ IAKS Distinction for Accessibility’ for excellent disabled access. We also won an acclaimed Environmental Award from Britain’s bestselling yachting magazine in 2011. The Practical Boat Owner Green Awards selected WPNSA as winner of the ‘Marine Service and Support’ award. The PBO Awards recognise marine businesses that have taken steps to reduce the environmental impact of leisure boating and thereby make the industry more sustainable. Most recently the Academy won the Boating Business Environmental Award for 2012.

In addition to this, there is also the recovery of ‘grey water’ from the roof which is used for boat washing in ssubstitution for mains water and an active recycling programme in place, as well as the installation of motion-sensitive lights throughout the complex. Marine litter is also taken seriously, and a Marine Litter Summit in conjunction with the Dorset Coast Forum was hosted on site to highlight the issue and enforce strict policies at the site.
