BELGIUM : The national threat level will almost certainly lower from level 3 to a level of 2 on a scale of 4.
Monday afternoon 22/1 CUTA will meet to decide on the national threat level, which has been on level 3 (serious) since the Paris attacks of November 2015. The National Security Council will decide on the basis of the CUTA analysis on Monday what threat level will be applied. Reason for lowering the National Threat level : the threat of terrorist group IS, after the fall of strongholds in Syria and Iraq, has been greatly reduced. Reduction from 3 to level 2 has the following impact:
•
No soldiers in public places. So no adequate response against an attack by terrorists like in Paris and Brussels airport.
•
Military surveillance remains in critical places, such as embassies or the Jewish neighbourhood in Antwerp.
Business impact: Most companies have taken additional measures when raising to level 3. There is a chance that all these measures will be automatically abolished in order to comply with level 2 on a procedural basis. However, this adjustment does not take place on the basis of a Risk analysis. The risk analysis ensures the resilience of a company by providing:

Pro activity: being prepared in the event of an incident Prevention: limiting consequences Preparation: be prepared to act in the event of an attack Response: combat and limit incident (crisis management) Aftercare: return to the 'normal' situation (business continuity)
Why the importance of making a Risk analysis at company level? Because the Belgium National terrorism threat is not the only terrorism threat that a company is undergoing. For example, companies may face 1 or more of the following threats: •
Target: company is deliberately targeted by an attack. Possible reasons are: the large number of victims, cultural and/or political characteristics, ...
•
Means / abuse: some companies have information, products or services that terrorists can use to prepare and execute an attack.
•
Geographic/dependency: a company is dependent or is close to a target and is therefore physically or economically at risk.
•
Radicalized staff: staff that approve or support terrorist activities.
•
Collateral damage: personnel who are in transit via Belgium and become victims of an attack.
