Contractors scrambled for RAF Marham runway revamp

The MoD’s estate procurement arm is firing up plans to start work on large-scale runway improvements at RAF Marham in Norfolk.

The base is set for a major expansion after being earmarked as the European maintenance hub for the new generation of strike and fighter aircraft deployed around Europe. The Prime Minister a year ago announced that more than £300m will be invested at RAF Marham, creating up to 1,000 extra jobs in its construction phase, ahead of it becomming the home base for two frontline F-35 Lightening II squadrons.

Work is expected to start on the two-year contract in January 2017 and will involve runway and taxiway improvements.

The Defence Infrastructure Organisation said there was also potential to extend the scope of the works to include a new build two-storey squadron office facility and refurbishment of hardened aircraft hangars. It has estimated the works will be worth between £100m-£140m.

Wet weather knocks year-end project starts

“Shutdown” at Ainscough as crane drivers go on strike

Dire weather at the end of last year is being blamed for a 20% fall in the value of project starts in the three-month period to the end of January.

Union leaders claim that “rock solid strike action by crane operators” at mobile giant Ainscough caused a “near total shutdown of operations” yesterday.

It amounts to the worst winter since 2013 for construction, according to the latest figures released today from construction experts Glenigan.

Officials at the Unite union claimed that “less than 10” of the company’s 500 cranes left its 30 depots to go to work on construction sites.

Office construction was the only sector of the industry to edge higher, with starts declining across residential, nonresidential and civil engineering work.

The dire weather impacted construction sites across the UK, although; only Wales saw starts hold above the level of a year earlier.

Picket lines were also in evidence at depots after 500 crane operators and support staff voted for strike action in protest over a two-year pay deal offer from Ainscough.

Yesterday’s strike is the first in a series of escalating actions planned over the coming weeks through to 23 March.

Glenigan’s monthly barometer of project starts has now been in negative territory for eight out of the last ten months.

A programme of overtime bans started on 30 January and will end on 20 March. A further day of strike action is planned for next Monday.

Allan Wilén, Glenigan’s Economics Director, said: “The atrocious weather has clearly halted project starts. This has exacerbated an already evident softening in workloads, with new construction activity now in the worst period of decline since crashing in 2009.”

He added: “The official output figures show R&M spending by both government and private institutions was already slowing in the second half of last year. Glenigan’s data on project starts suggests that new build activity will also be constrained in the coming months.”

Huddersfield Uni signs BIM deal with Chinese contractor The University of Huddersfield is to sign a five-year deal with Chinese construction giant Beijing Construction Engineering Group to help develop the contractor’s use of new technology.

The deal with the new UK division of one of the largest Chinese construction businesses will also provide opportunities for research staff and students, including work placements and possible employment.

Oxford Uni Tinbergen Building revamp approved Planning permission has been granted to refurbish and extend the University of Oxford’s Tinbergen Building to create new chemistry teaching laboratories.

The scheme will enable an expansion of the

existing Sir Leslie Martin building to meet the Chemistry Department’s growth projections beyond 2020. Designed by Francis-Jones Morehen Thorp, the redevelopment plan has been drawn up to be sympathetic to its brutalist style and stepped structure.

British Gas shuts loft and cavity wall insulation arm British Gas is to make 500 staff redundant as it shuts its loft and cavity wall insulation business.

The cuts form part of parent company Centrica’s plan to shed 6,000 jobs in an attempt to slash its costs and become more efficient. Going forward British Gas will outsource any further energy efficiency work that is required to meet Government targets.

Over the last two years British Gas teams installed insulation to over 6,800 homes and schools.

Work is expected to start this month and will involve several building pod extensions to the existing complex.

CPC Project Services is project managing the refurbishment works on behalf of the University, which will include a new entrance, student hub and improved teaching laboratories. The project will be delivered over several phases with the first due for completion in Summer 2017. Long & Partners is the M&E consultant.

Balfour Beatty clinches £245m Warwickshire highways deal Balfour Beatty has won a seven-year, £245m highways maintenance contract for Coventry City Council, Solihull Metropolitan Borough Council and Warwickshire County Council.

The three councils have joined forces in the hope of achieving greater efficiencies of scale across the region. Balfour Beatty Living Places has delivered highways maintenance services across Warwickshire over the last five years.

Now a 120-strong directly employed workforce, including 30 local apprenticeships and 10 graduate placements, will deliver a variety of services to over 5,000km of roads, winter maintenance across 2,000km

Court shuts network of phantom University of construction companies Cambridge gets green light for Biomedical research lab A network of construction and civil engineering companies with reported combined sales of over £50m and assets of £8.4m has been shut down after investigations revealed they never really existed.

It turns out they were phantom businesses, bought off the shelf, as part of an elaborate fraud.

The companies never actually traded – they just filed bogus accounts, with fictitious directors, and were run solely to obtain credit. The High Court has now ordered them into liquidation on grounds of public interest following an investigation by the Insolvency Service. The court heard how some 15 ready-made companies had been bought off the shelf from two company formation agents by a person using the name Jonathan Hunting.

Although the companies were dormant and had never traded while under the control of the formation agents, when bought and activated by the new owner fictitious directors were appointed. The dates of their appointments were back-dated by several years to the date of incorporation of the relevant company so as to lend legitimacy to the false accounts. These accounts showed significant assets and trading since incorporation by some of the companies.

None of the companies had any physical presence at their registered offices located in different parts of the country and ostensibly each was independently owned and operated.

Chris Mayhew, company investigations supervisor at the Insolvency Service, said: “These supposedly unrelated companies had no legitimate purpose and existed solely to seek to obtain easily disposable goods on credit including expensive motor vehicles on lease finance with no intention of paying for them.

I would urge businesses approached for credit to question why a potential new corporate customer would choose to back date the appointment of its recorded officers and to file accounts showing significant trading and assets at a time when clearly the company was still on the shelf of the company formation agent dormant awaiting sale.

The University of Cambridge has been granted planning permission for ‘Project Capella’ - a new £79m research facility designed by architects from The Fairhursts Design Group and being delivered by Kier.

The six-storey 18,000 m2 centre will be located adjacent to the Cancer Research UK Cambridge Institute within the Cambridge Biomedical Campus, and will provide state-ofthe-art research laboratories in a collaborative environment to stimulate the exchange of ideas.

“False accounts were filed by some of the companies to create the impression that they were substantial and credit worthy businesses and had been trading profitably for a number of years which the investigation found to be blatantly untrue. Where no trading accounts had been filed the first step, backdating the date of the director’s appointment, had been taken to continue with the fraud.

“I would urge businesses approached for credit to question why a potential new corporate customer would choose to back date the appointment of its recorded officers and to file accounts showing significant trading and assets at a time when clearly the company was still on the shelf of the company formation agent dormant awaiting sale.

“We work closely with a number of partners such as Companies House to prevent the abuse of the corporate regime by such deliberate lack of transparency and the Insolvency Service will continue to investigate and bring to a halt companies harming or about to harm legitimate business by operating in this way.”

UK construction sector slows down in January Growth in the UK construction sector slowed down in January to its weakest level for nine months.

The Markit construction purchasing managers’ index (PMI) fell to 55 from 57.8 - well below the 57.5 forecast by economists. The figure contrasted with a stronger-than-expected start for the manufacturing sector published on Monday.

Factory output rose from 52.1 in December to 52.9 in January. Any figure above 50 indicates growth in the sector.

In addition, a ‘green screen’ will be developed to enhance the ‘Oval’, a prominent public area adjacent to the development, and a bespoke timber frame structure with a green ‘wildflower blanket’ roof will provide 324 cycle spaces on site – one for every two building users.

Professor Patrick Maxwell, Regius Professor of Physic and Head of the School of Clinical Medicine at the University of Cambridge, said: “Project Capella will bring together a number of medical research groups to create a centre of excellence and provide a foundation for the development of new medical treatments. We are extremely proud of the achievements of the development team thus far and the vision it has created for our biomedical research laboratories. We are delighted that the proposals have been approved and we look forward to construction work proceeding.”

The wider development team includes Arup as Consulting Engineers, Arcadis as Project Managers and Aecom as Cost Consultants.

Markit economist Tim Moore said construction firms were struggling for momentum, with increased economic uncertainty holding back new orders and contributing to one of the weakest rises in output levels since summer 2013.

Bricks shortage “Taken together with the slowdown in new order growth, the latest survey suggests that construction companies are braced for a relatively subdued first quarter,” he said.

David Noble, chief executive of the Chartered Institute of Procurement and Supply, which compiles the survey along with Markit, said a shortage of bricks and blocks contributed to the slowdown. Samuel Tombs, chief UK economist at Pantheon Macroeconomics, said weakness in construction orders and a downturn in public sector infrastructure work, which accounts for about a quarter of total construction and is not covered by the PMI, suggested the sector would post only “lacklustre growth” this year.

Optimism among construction companies waned to its lowest level since December 2014, the survey showed.

“Some firms highlighted concerns that underlying demand conditions had started to soften,” Markit said.

Analysts use the PMI surveys for early signals about the economy. However, the construction sector figures have been at odds with data used in official growth figures in recent months.

Construction sector optimistic, says industry boss

Skills shortages loom over the industry As we approach World Plumbing Day on 11 March, the industry grits its teeth against the news of further skills shortages.

The Employer Skills Survey 2015, published on the 28 January this year by the UK Commission for Employment and Skills (UKCES), gives a comprehensive picture of the UK labour market.

It found that vacancies for skilled workers had grown significantly in the last two years, with a shortage of 43% in the trades. The building industry in particular was feeling ‘heightened difficulties’ in recruiting staff, with over a third of vacancies for electricians, plumbers, gas engineers and construction workers being termed as ‘skill shortage vacancies’.

This comes at a time of economic growth, especially in construction, which means the impact of this worrying situation is being felt more acutely.

CIPHE Chief Executive Officer Kevin Wellman commented, “This report has highlighted a problem that has existed for a long time. Although the Government is now actively promoting apprenticeships for all trades, it is playing ‘catch-up’. Too many years have passed where the younger generation were led to believe that a university education was the only way to achieve a good career.

“On top of that, many came into the industry via fast-track courses and sub-standard training, which meant they were not competent to do the job. However, times are changing with the overhaul of the apprenticeship system, so there is a light at the end of the tunnel. Only when we have a world class training system in place will we be able to step up to both attract and train a highly skilled workforce at the levels we now require.”

THE construction sector is showing signs of recovery, with companies increasingly buoyant about their prospects, according to a North-East industry boss.

Jeff Alexander said businesses’ optimism is returning as a steady flow of contracts maintains order books. Mr Alexander’s comments come as a contrast to a latest industry report, which suggests the sector has suffered a slowdown, with confidence and job creation on the slide.

However, Mr Alexander, director of Tynesidebased Surgo Construction and chairman of the Construction Alliance North-East (CAN), which aims to help firms win a greater share of public sector work, said his experience conflicts with experts’ view.

He said: “There is certainly a feeling of cautious optimism and things seem to be going in the right direction. There are more opportunities for regional companies; there aren’t too many big jobs around, but we seem to be doing better as an industry. There is optimism for the remainder of the year.”

Mr Alexander, who is also president of the Northern Counties Builders Federation, added work on CAN was progressing well, with more now receptive to the qualities of local companies. He added: “What we are trying to do is convince people that there are a lot of good companies around in the North-East to do the work. In the past, a lot of work in the public sector has gone out of the region to national, larger contractors. All that means money flowing out of the local economy, so it would be hugely beneficial if it stayed here.

We are getting a strong response from the public sector.”

Last week, Mr Alexander’s company, Surgo, revealed it had secured contracts worth nearly £10m to carry out work across housing, healthcare and education projects in the North-East, which includes a £950,000 agreement to refurbish and extend Polam Hall School, in Darlington.

Yet, according to the latest Markit/CIPS purchasing managers’ index survey, which scrutinises the sector’s performance in detail, Surgo’s successes are somewhat of a rarity.

Tim Moore, Markit senior economist, said the industry decelerated in January, with commercial work’s strong performance diluted by housebuilding’s second weakest expansion for more than two-and-a-half years.

He added: “Construction firms struggled for momentum at the start of this year, with heightened economic uncertainty acting as a brake on new orders and contributing to one of the weakest rises in output levels since the summer of 2013.

“Business confidence appears to have subsided across the construction sector, and companies are less upbeat about their prospects for growth than at any time since December 2014.”

Ministers call on Construction Industry to invest and build home grown talent Ministers have today called upon the construction industry to remove barriers to get more young people to consider careers in construction and develop an ambitious action plan to address the skills pressures and other constraints that are limiting housebuilding and infrastructure development.

Housing Minister Brandon Lewis and Skills Minister Nick Boles want the construction industry to look at whether current business models are holding back the industry from developing the skills it needs – and to consider new models of construction such as offsite manufacturing.

The Construction Leadership Council has been called upon to review what skills the construction industry need to deliver the homes the nation needs.

The Council has asked Mark Farmer, of real estate and construction consultancy Cast, to identify actions that will help bring more workers to the industry. Views are being sought on how to best train a workforce which has a high level of self-employment and bring about greater use of off-site construction.

The review will also look at how the industry can introduce measures that encourage more investment and new ways of working.

Housing Minister Brandon Lewis said: “The number of new homes is up 25% in the last year – and this is further proof we’ve got the country building again and delivering the homes the nation wants “This means thousands of jobs are now up for grabs and we’re determined to make sure that there are enough skilled workers to get the job done.

“Construction offers an exciting and rewarding career and we need to build a new generation of home grown talented, ambitious and highly skilled construction workers.”

Skills Minister Nick Boles said: “The government is committed to getting Britain building. We are investing in measures to cut red tape and increase the number of young people doing apprenticeships and traineeships to ensure we have a pipeline of skilled workers.

A healthy and robust construction sector is vital to underpinning the Government’s commitment to delivering critical new housing and infrastructure projects. It will also ensure the unrivalled economic multiplier effect related to construction activity continues to play its part within the wider UK economy.

“As leaders in the industry, the Council is best placed to advise on how to boost productivity in the sector and build the houses and infrastructure our nation needs.”

Mark Farmer, chief executive officer at Cast, said: “I’m delighted to be asked to lead this review.

The construction industry’s skills shortfall has been growing progressively and its ageing workforce now means affirmative action needs to be taken to avoid more acute issues in the future.

Building future skills The 2008 housing crash devastated the industry and led to the loss of a quarter of a million construction jobs.

But the housing market has now turned a corner, with government investment returning builders to sites across the country and the number of new homes is up 25 per cent in the last year.

New research from the Home Builders Federation shows that over 100,000 new construction jobs were created in England alone in the last year – the review will look at how we can go further to ensure young Brits leaving school or those looking for a career change will see building as a viable and exciting career.

Housebuilding is at the heart of the government’s long-term economic plan with plans to build 275,000 new affordable homes during this Parliament.

The housebuilding process requires a wider range of different people – as well as traditional on site trade jobs, there are a number of roles such as land buyers, accountants, engineers, sales and marketing staff.

EAPFP backs European guide to intumescent coatings for constructional steel The European Association for Passive Fire Protection (EAPFP) has joined with CEPE (the European Council of paint, printing ink and artists’ colours industry) and EAIPC (the European Association of Industrial Painting Contractors) to release a European Industry Best Practice Guide on the Application of Intumescent Coatings to Constructional Steel The Guide explains that the use of intumescent (reactive) coatings for structural steel is becoming increasingly widespread and highlights the importance of correct selection, application, installation and maintenance of these technical products, in accordance with the manufacturer’s instructions, to ensure that the intended in-service performance is achieved.

Recognising that many stakeholders are involved in the design and construction of buildings that use intumescent coatings, the document provides guidance to the owner (or the owner’s nominated representative); the applicator of the coatings; and the coatings manufacturer. It details the roles and responsibilities of each stakeholder group and provides guidance on product selection, verification of dry film thickness, product storage, substrate and coating preparation, application and dry film thickness and measurement. It also provides advice on ongoing maintenance.

Explaining that the intumescent coating system normally comprises

a primer, intumescent coating and topcoat, the guide states that it is essential that equal attention is given to the selection of each of the components of the system to ensure their compatibility. It recommends that ideally any system should be supplied by the same manufacturer and that to ensure that the correct products are specified; factors such as the required fire resistance performance, the environmental conditions and the required service life of the system should be considered.

The guide draws particular attention to environmental conditions on site, stating that no application should take place on site when environmental conditions – such as air and steel temperatures, relative humidity, or dew point – are outside the limits laid down by the coating supplier.

It also contains detailed information on assessing the effectiveness of the application by means of comprehensive surveys of dry film thickness according to a prescribed plan. In this way, confidence is assured that the correct quantity of coating is applied.

The guide recommends that product selection should be based upon test evidence from an independent laboratory, backed up with manufacturer’s data, and that applicators should chose products with appropriate approvals such as a CE Mark, third party certification, or national approvals.

Skills gap tracker: Construction and trade apprenticeships falling out of favour?

New analysis1 from small business insurer Direct Line for Business reveals that construction and trade apprenticeships made up just seven per cent of all apprenticeships last year, down from a high of 12 per cent in 2006.

While the number of total apprenticeships has increased by 57 per cent in the last five years to 434,630 during 2013/14, only two construction and trade focused apprenticeships rank in the top ten (construction skills at 9th and industrial applications at 10th). This is vastly different to 2006/07 when construction skills apprenticeships topped the table, with more than 20,000 apprenticeships undertaken in this field.

Source: DL4B Analysis of ONS data Additional analysis suggests that the number of National Vocational Qualifications (NVQs), Scottish Vocational Qualifications (SVQs), Vocationally Related Qualifications (VRQs) and Qualification and Credit Framework Qualifications (QCFs) awarded between 2013 and 2014 fell by 14 per cent from 5,443,000 to 4,684,000.

The number of NVQs/SVQs achieved in the UK has decreased sharply over the last four years from 1.0 million in 2009/10 to 44,000 in 2013/14. In line with NVQs/SVQs, the number of VRQs achieved in the UK also decreased from 2.1 million in 2009/10 to 190,000 in 2013/14.

Additionally, Qualifications in Construction, Planning and the Built Environment made up only 5% of all qualifications in 2013/14 (232,200 out of 4,684,000).

Nick Breton, Head of Direct Line for Business said: “Construction and trade based skills are vital to the UK economy. It’s tradespeople who come to the rescue when our boiler fails, and are the ones who are working every day to build homes, offices and help improve our roads.

“Apprenticeships are important for budding builders, plumbers and electricians to get into the workplace. With fewer people in apprenticeships there is a risk of creating a skills gap that will affect businesses and consumers alike. The introduction of the new £3 billion apprenticeship levy in the Government’s Autumn Statement and the promise of three million new apprenticeships across the UK is a positive move, which we hope will make it easier for SMEs to ensure that they have access to skilled young workers.”

Last year a poll2 from RatedPeople.com suggested that young people are failing to apply for apprenticeships because they feel there is more focus in the UK on securing an academic qualification. Over half (53%) admitted to dismissing the trade industry in pursuit of a more academic career path. Other reasons listed included a reluctance to work evenings and weekends (16%) and the belief that the starting salary of a tradesman is too low.

New analysis from Creditsafe, the world’s most used provider of on-line company credit reports, reveals eight of the 10 most searched for UK companies on the Creditsafe system in 2015 operate in the construction industry or are specialist suppliers to the sector.

In terms of growth, the construction sector has experienced a dramatic upturn in 2015. On average, 1,840 new construction companies opened per month in the UK, compared to 862 in France and 230 in Belgium.

In Germany, the number of construction companies fell by an average of 25 per month. Yet despite this, the UK construction sector remains a volatile industry - the UK’s third and tenth most searched for companies, GB Solutions Limited and Fairhurst Ward Abbotts (which held a royal warrant as builder and decorator to the Queen) were placed into administration.

Number one on the “Creditsafe Most Searched Companies 2015” list was SPIE UK, a subsidiary of SPIE group, a provider of energy, safety and environmentally focused solutions across multi-technical and support services. Searches spiked following the IPO of its French parent company in June last year, which valued the company at around €2.5 billion.

THE ROLE OF THE CONVERTER IN THE INSULATION MARKETPLACE

In the global drive to reduce greenhouse gas emissions, one of the main focus areas is the reduction in energy consumption in relation to the heating and cooling of buildings. This energy demand is, in many countries, met largely by power stations driven by the burning of fossil fuels, with consequent copious release of carbon dioxide, the main culprit in the greenhouse gas mix.

A major advantage offered by converters to those seeking advice regarding a bespoke product is the impartial approach. A converter such as U-Spec has experience of a wide range of generic insulants, from traditional mineral wool to modern materials such as aerogels, vacuum panels and multi-foils.

In in the UK and other western countries, where there is a continuing drive by the EU to implement energy reduction and conservation legislation, high levels of thermal insulation are seen as a key element in the overall strategy.

Here in the UK, manufacturers of thermal insulation products have been investing for decades in increasing production capacity, across a range of generic insulation materials, including mineral wool and foam plastic insulants.

The insulation companies produce in bulk for greatest-demand applications such as loft insulation, with little manufacturing flexibility for anything outside the norm. In addition, their ‘economies of scale’ model includes logistics, where ‘full loads only’ is the mantra.

However, there is a myriad of applications where ‘one size fits all’ insulation products are not appropriate.

There is probably many a frustrated architect whose novel design idea is back on the drawing board as manufacturers’ standard product ranges are not in tune with his design.

Very often, the insulation manufacturer may have the desire, but not the capability or equipment to make products to an end-user’s specific requirements. Equally, there are instances where the manufacturer does have niche products in his range, but the end-user can still be frustrated by long lead times and minimum order quantity restrictions.

The solution to these problems is provided by insulation converters, such

Very often this is simply applying a facing or covering to off-the-shelf standard products.

This is particularly common in HVAC and power generation facilities, where thermal insulation for plant, equipment and distribution pipelines and U-Spec Encapsulated ducting may need Loft Insulation to be supplied with factory-applied weatherproof coverings or acoustic damping layers. A common end-use demand is for insulation products with coloured foils, typically black or white, as alternatives to the bright aluminium facings available from manufacturers.

Adapting and converting mass production line insulation products is what converters such as U-Spec do.

Crest Nicholson and the Starr Trust selected for £200 million redevelopment of King Alfred site in Hove Crest Nicholson, in partnership with the Starr Trust, has been selected by Brighton and Hove City Council for a £200 million redevelopment of the King Alfred site on Hove’s seafront.

The scheme will include a modern public sports centre costing around £40 million, a development of 560 flats – 20% of which will be affordable homes – as well as community facilities and commercial space.

In a decision overseen by councillors from all parties on the King Alfred Project Board, Crest Nicholson and the Starr Trust were selected ahead of Bouygues following a year-long competitive dialogue with specialist council officers.

Under the current plans, the existing 1930s sports centre will be demolished and replaced with modern public sports facilities including three swimming pools, eight badminton courts, a 120 piece gym, a gymnastics centre, café and crèche as well as a martial arts dojo.

Plans also include a development of around 560 flats in four main blocks, the highest of which will be 18 storeys. The sale of these flats will partially fund the development of the new leisure centre. Around 20% of these homes will be affordable, for either rent or shared ownership.

The private units will comprise properties for sale and the private rented sector.

Chair of the council’s policy and resources committee and council leader, Warren Morgan, said: “I’m pleased that we can now show residents the initial designs of what will be a high-quality but deliverable leisure centre on the King Alfred site. It’s important we consult with local residents however it is vital that we move forward with the much-needed and unavoidable replacement of the ninety-year old facility, one that costs huge sums to keep running.”

Turning Old into New Due to its old fashioned glamour and vintage beauty, the designers of this new restaurant wanted to create a lasting impression right from the start by incorporating an authentic looking entrance to this chic new eatery.

As experts in the field of entrance design, Boon Edam were chosen by the restaurant designers to design, manufacture and install a traditional-style entry way which would also be fitting for the modern world. The bespoke revolving door was entirely hand made out of timber with a power assisted drive and an additional collapsible door set added to allow for the passing of bulky items and larger items of luggage.

This prestigious door design was chosen by the designer for many reasons. Due to its prominent position in Piccadilly, London, the architects were tasked with creating a statement entrance piece which would also ooze a quintessential look and feel which would, in turn, blend in with the overall quintessentially English theme of the department store. The revolving door was also a first choice option as a way of overcoming the great British weather of cold winds and wet weather! Typically, a revolving door can eliminate the amount of cold air that enters a building during its use and rivals that of a more traditional swing door which lacks any control of draughts during cold spells.

VIDEO RELEASE: Rhodar completes one of the UK’s largest asbestos removal projects at Millennium Mills, London

Watch the Millennium Mills video case study HERE Rhodar was commissioned by The Silvertown Partnership as Principal Contractor, as part of the £3.5billion Docklands Silvertown Regeneration project to oversee the process of returning the Millennium Mills building back to its original structural shell.

This is in preparation for its development into a multi-use centre for new business and enterprise. Throughout 2015, Rhodar successfully removed a range of hazardous materials, using specialist techniques that ensured many of the original building features could be retained. Amongst other waste and recyclables, this resulted in the removal of over 660 tonnes of Asbestos Containing Materials (ACMs) over a 10 month programme period.

11-storey industrial mill occupies 55,000 cubic meters and sits within a site spanning 50 acres, it has been referred to as the last ‘part of the jigsaw’ for the regeneration of East London.

On completion, the building is set to house half a million square feet for commerce and industry in the heart of the Docklands.

Precision “dustless blasting” technique in progress

Rhodar’s large workforce utilised a precision ‘dustless blasting’ technique to facilitate the skilled asbestos removal process. This type of process uses specialist recycled substrates and was the most effective and efficient method to remove asbestos paint coatings on such a large scale; stripping back the surface of the walls and ceilings to the required ‘raw’ state.

NEW BANDSAW FOR CUTTING METAL TUBE Specifically for cutting tubular material, KASTO has introduced a new bandsaw, called KASTOwin tube A 5.0, on which the blade cuts from the bottom upwards - the reverse of the action on other bandsaws. It reduces wear on the band and avoids damage to its teeth that often occurs when a blade travels downwards into swarf that has accumulated inside the bottom of the tube.

Until now, this problem made it virtually impossible to use a tungsten carbide tipped (TCT) blade for sawing tube, as the delicate teeth were invariably damaged. A bimetal blade was the only option. This is a thing of the past with the KASTOwin tube A 5.0, on which TCT blades may be used without fear of premature wear.

The automatic saw has a feed mechanism rotated through 180 degrees so that the cutting action starts at the surface supporting the stock. Capacity is 500 mm diameter for round tube and shortest cutting length is 10 mm. The frequencycontrolled drive can be adjusted steplessly to deliver a cutting speed between 12 and 150 metres per minute.

The upfeed is equipped with zero-play linear guides, while ballscrews ensure controlled cutting and material infeed.

The saw band is clamped in position hydraulically for cleaning by a replaceable, electrically driven chip removal brush.

UNIVERSITY OF CAMBRIDGE GETS GREEN LIGHT FOR BIOMEDICAL RESEARCH LAB The University of Cambridge has been granted planning permission for ‘Project Capella’ - a new £79m research facility designed by architects from The Fairhursts Design Group and being delivered by Kier.

The six-storey 18,000 m2 centre will be located adjacent to the Cancer Research UK Cambridge Institute within the Cambridge Biomedical Campus, and will provide state-ofthe-art research laboratories in a collaborative environment to stimulate the exchange of ideas.

In addition, a ‘green screen’ will be developed to enhance the ‘Oval’, a prominent public area adjacent to the development, and a bespoke timber frame structure with a green ‘wildflower blanket’ roof will provide 324 cycle spaces on site – one for every two building users.

Due for completion in Q2 2018, the development, for the UK’s top ranked University, will accommodate Cambridge Stem Cell Institute, Cambridge Institute of Therapeutic Immunology & Infectious Disease, The Milner Therapeutics Institute and Cambridge Centre for Haematopoiesis and Haematological Malignancies.

Plans for Highbury Surge of big projects boost UK Corner published construction to prefor consultation recession levels Transport for London and Islington Council have published plans to transform Highbury Corner and consultation is now underway.

New plans to improve safety and transform one of the busiest parts of the capital have been published by TfL and Islington council, which would see the western side of the roundabout completely removed and replaced by a major new public space.

UK construction expected to return to pre-recession levels after a surge in road, rail and energy projects.

According to the Construction Products Association, construction work is expected to rise 3.6% in 2016 and 4.1 percent in 2017, generating more than £10.4Bn for the building industry, which

BIS retentions on review on protecting subcontractor funds triggered by Lords The Department for Business, Innovation and Skills has commissioned a full review of the industry practice of holding retentions, possibly leading to new measures limiting their use and offering additional protection in the event of an insolvency.

The review of one of the the industry’s longest-standing dilemmas was commissioned towards the end of last year from consultancy Pye Tait, which is due to produce a draft report next month.

The firm has already held round-table discussion groups and met a number of businesses in the sector, and is this week launching an online survey to gather opinions from a broader range of businesses across the industry.

The review came about following a debate in the House of Lords on the Enterprise Bill.

Lord Aberdare – following lobbying from the the Specialist Engineering Contractors Group – initially proposed an amendment to the Bill calling for retentions to be held in trust accounts. However, after discussions with Baroness Neville-Rolfe, representing

BIS in the House of Lords, Lord Aberdare instead moved a different amendment, calling for a full review of the practice.

Describing the problem, Lord Aberdare said: “On average [retentions] amount to about 5% of payments due and about half of this is retained well beyond practical completion of a project, on average for a further 12 months but sometimes for very much longer.

“Some £3bn of cash is estimated to be held back in the form of retentions at any time. This year alone, small businesses have already lost £30m as a result of their debtor companies going into liquidation before paying the sums that they owe but have retained.”

He highlighted previous select committee reports on payment in 2003 and 2008, and the commitment to drop retentions by 2025 under the industry’s forthcoming Supply Chain Payment Charter.

Lord Aberdare added: “The Bill presents a perfect opportunity finally to address this festering issue. I am not suggesting that retention should be abolished overnight or removed altogether. I am suggesting that

the government could deliver a really good stimulus to the productivity and output of small firms in the construction sector by starting the process of lifting this unfair burden from them now, with a view to having a better system in place by the end of this Parliament rather than having to wait for 2025 or even longer.”

According to Pye Tait, the scope of the review will be to “undertake an evaluation of the current practice of retentions, its costs, benefits and impacts for the sector, and the costs and benefits of alternative practices”.

Rudi Klein, chief executive of the SEC Group, told us that new measures enforcing thirdparty accounts would bring the UK into line with industries in other countries.

“We want to see legislation that means retention money is placed in a separate account, in the same way as happens with tenancy deposits,” he said.

“In Germany, for instance, they are put in an independent stakeholder account and protected.

News accounts for 6.3% of GDP. Director of the CPA, Noble Francis, said that despite poor weather in January which slowed down growth, the industry is “positive about the next 12-18 months because the fundamentals in the sector are still good.”

Private house building has risen sharply over the past few years, as a result of government subsidy schemes such as Help to Buy. It is expected to rise a further 22.7% in the next two years.

“It’s been a tough decade for the industry due to the prolonged impacts of the financial crisis so the growth is a welcome relief,” he added.

An increase in housebuilding has driven growth in the sector, but infrastructure projects have been the biggest contributor, with work forecast to rise by 56.9% between now and 2019.

Private house building has risen sharply over the past few years, as a result of government subsidy schemes such as Help to Buy. It is expected to rise a further 22.7% in the next two years.

Major rail projects are included in the forecast, such as HS2 highspeed railway line and the new £4.3Bn sewer that will run 16 miles under the Thames River in London.

Other major projects include the £563M upgrade of Bank station in central London and the electrification of cross-country rail routes including the Great Western Railway and the north west network.

Although there are a large number of ongoing infrastructure projects in the UK, the CPA have warned that there may be delays.

The electrification of the Midland Mainline and Transpennine routes have already been delayed until 2019, and the planned nuclear power station at Hinckley Point C, which is set to supply 7 percent of Britain’s energy when completed in 2025, is also at risk of stalling.

Road construction is expected to benefit from the government’s £15.2Bn Road Investment Strategy run by Highways England, however there are concerns that work may need to be refocused on a small number of projects as some are running behind schedule or over budget.

Although growth is expected, it is forecast to be slower than in previous years as the industry struggles with rising costs and widespread difficulty recruiting skilled workers. The skills shortage that affects housebuilders is at risk of spreading to the rest of the industry, with employee numbers falling by 13 percent since 2008.

Medical facilities are expected to grow by 12.8%.

Spending on schools is expected to grow by 22.5% by 2019.

Although the coalition scrapped the schools building programme when it came to power, it is now starting to build a small number using a revamped Private Finance Scheme initiative. Work in the education sector is also being boosted by billion pound programmes in universities.

In New Zealand, they have just brought in legislation that requires the money to be put into trust. We will persist in seeking legislation that requires retention monies are protected.”

Sarah McMonagle, head of external affairs at the Federation of Master Builders, said that the FMB had been campaigning alongside the SEC Group on the issue, and was pleased that the review was going ahead.

“We’ve never had a government review of retentions, so we’re happy it’s being taken relatively seriously. They certainly don’t have retentions in every country and every industry, and they can be a huge financial drain if the employer company goes bust.

“The Payment Charter has an ambition to get to the point [where signatories] are operating without retentions, but it’s just a statement of intent, so it would be good to have something else with legislative backing. But let’s wait and see what comes out of it.”

It’s understood that the findings of the review could be taken forward by the Construction

Leadership Council, where chair Madani Sow – until recently chief executive of Bouygues UK – is leading on the “business models” workstream.

CLC member Simon Rawlinson, also head of strategic research and insight at Arcadis, told us: “The Payment Charter is being taken forward. It sits with the Business Model workstream, as a priority activity, alongside the findings of the retention review, under Madani Sow.

“So in addition to the Payment Charter, there is work being done on looking at retention as a potential means of getting money into the system.”

“The findings of the BIS study will include short-term recommendations on retention and could lead to a change in current retention practice.”

Responding to a suggestion that government could “outlaw” retentions, he said: “Outlaw

The hybrid roof structure consisted of 2,693m2 of glulam rafters, with the primary members spanning up to 21m fixed to the structural steel section beams with 3m dummy purlins placed in between the structural rafters, creating an interesting random structural form when viewed from below.

Just under 16,000m2 of pre-fabricated roof cassettes were supplied with the gutters integrated into the cassette during manufacture. External finishes - including roof lights which were built into pre-formed openings at ground level, minimised onsite operations and working at height, whilst providing a higher level of accuracy.

Upon completion, BSkyB Building 2 will encompass approximately 41,000m2 of office space, studio, production and research and development facilities.

Big projects to drive 4% annual construction growth Economists have ticked down construction growth forecasts for this year from 3.8% to 3.6% because of slower growth in the UK economy.

SMART HOMES AWARD WINNERS It has just been announced that Smart homes technology specialists Cyberhomes have won the custom installation (CI) industry’s Install and Technology Solutions Award (ITSA) for ‘Best Whole House Integration’.

The award recognises the quality of a fully integrated automation and entertainment system designed, built and delivered by Cyberhomes.

Having worked with the property developer client on several previous projects, Cyberhomes were given the opportunity to provide the integration of the AV (including a cinema room), lighting, heating and security systems for his own luxury family home in Hampstead.

Cyberhomes Director Ion Smith said: “The client had previous experience of Lutron lighting control and multi-room audio but the concept of integrating these, along with all the AV controls, heating and security into a single control system was new to him.
