A £40 million redevelopment and refurbishment of the University Library was approved by the University Council in January 2016, with work due to start summer 2016.

Wright & Wright reworks Oxford’s Magdalen College library into a design-led study hub Students at Oxford University’s Magdalen College have had their library transformed by Wright & Wright Architects. The Grade II* listed 1850s building was originally built as a school hall. It had been reworked into a library by Giles Gilbert Scott in 1930, whose efforts included the installation of a new floor. But despite his changes, there were only 48 desk spaces and not enough shelving to hold all the books.

The Library building at Whiteknights opened in 1964 and was extended in 1985. This major redevelopment comes after the first £4.4m phase revamped the study spaces and furniture on the 2nd to 5th Floors back in 2013 and 2014. The next phase of the project will increase space for individual and group study, and will make better use of the space currently available on the Ground and 1st Floors. The redevelopment will provide better access and security across the building

‘Scott had altered the building so much that we could gut the inside,’ says Clare Wright, founding partner of Wright & Wright. So the Camden-based as well as improving its energy efficiency, as a result of improved insulation and

News firm built a free-standing, three-storey oak structure in the building, a ‘room-withina-room’ technique they had used at the Women’s Library in east London. ‘We really like playing off the old fabric of a building,’ Wright adds. Meanwhile, much-improved administrative offices and another reading room are housed in the lower ground extension that sits beneath the school hall building and runs in an L-shape along one side of Longwall Quadrangle. Natural light is delivered via roof lights and from big windows that look out onto the newlylandscaped garden. FAQS 1. Why is the University investing even more in the Library? The £4.4 million refurbishments in 2013

and 2014 created a variety of attractive, modern study space on the 2nd to 5th Floors. This further investment will now refurbish study, teaching and refreshment space on the remaining 1st and Ground Floors, and address issues throughout the building such as improving heating, ventilation and insulation; along with overall building access and operational workflows. We will retain the high quality and popular furniture and fittings installed in 2013 and 2014. 2. Will students be disrupted during term-time and exams? We are minimising disruption throughout the build. Work will cease entirely during the summer University Exam Quiet Period. In the revision period leading up to exams, only less intrusive work will be carried out, away from student study space. 3. Will the University provide alternative study/PC space in other buildings during the project? Yes. The University has provided additional study space at RUSU’s The Study @ TOB2 (at Earley Gate) and identified alternative quiet study spaces across Whiteknights and London Road campuses (subject to teaching timetabling and departmental use). Check daily availability with the new Free Room Finder and the current PC availability page. Existing space includes RUSU’s The Study (Whiteknights) and unused teaching rooms which can be booked via Room Bookings. 4. Will I see the benefit of all this building work around me? You will see the Library environment improving year on year. The new IT suite on the 1st Floor will be completed first, followed by Ground Floor improvements including the expanded café and new entrance, lifts and stairs. The upper floors will change less but benefit, one by one, from better heating and ventilation. 5. Why can’t you do the work in the summer vacations, when fewer students are here? Although we were able to do this for the smaller refurbishment projects between 2013 and 2014, the current refurbishment project is a significantly larger undertaking

06 Construction UK Magazine - February 2017

that will take longer to realise. Work will need to carry on throughout the year but will cease during summer exam periods when students are revising in the Library. 6. Why don’t you just build a new library? The Library already occupies the prime site at the centre of the Whiteknights Campus, convenient to all. Siting a library elsewhere would disadvantage some schools. Building, or renting, temporary accommodation during a re-build on the present site, would cost considerably more, besides being more inconvenient. Our plans ensure the Library can remain fully operational throughout the refurbishment. 7. Will all my books be available during the course of the refurbishment? Yes, the books will remain accessible throughout the project, though they will move location within the Library as work is carried out on different floors. Print journals will be moved off site but as most journal usage is now online via the Library website this should not cause inconvenience. 8. I’m not a member of the University but use your Library for study. Can I still come in? Yes. Non-members will still be able to use the University Library (except at exam revision time, as previously). When barriers are in action, Campus Card holders will be able to swipe through automatically; visitors will be asked to sign the Visitors’ Book before being admitted individually.

ROOFING SYSTEM SUCKS A unique flat roofing system is giving contractors peace of mind that however windy, the roof will stay put‌. Protan’s innovative vaccuum system is the only single ply roofing method to harness natural air movement to provide adhesion. The fully warranty covered system optimises air movement across the roof to create suction and hold the membrane in place. The stronger the wind, the more the membrane adheres to the roof structure. Protan’s vacuum system works by loose-laying Protan membrane over an airtight, load-bearing vapour control layer, on top of a metal or concrete sealed deck, inserting the vacuum vents across the main roof area, and mechanically fixing at perimeter and penetrations. As air moves across the roof, any air between the membrane and airtight substrate below is sucked out, causing the single ply to ‘stick’ to the roof. The stronger the wind blows, the greater the suction effect and corresponding grip of membrane to roof. The process, combined with the reduced number of fixings, deliver faster installation and reduced labour time, making it cost-comparable with alternative techniques. As the construction process avoids penetration of the support structure and vapour control layer, and requires an airtight base, the system can help achieve, or exceed, the requirements of Building Regulations Approved Document L. :LWK D WHQVLOH VWUHQJWK RI Ć‹ 1 PP DQG WHDU UHVLVWDQFH RI Ć‹ 1 Protan SE membrane- as the key element of the PROVAC system- will resist most wind forces. This is the first phase of the Council’s development plans for reconnecting and revitalising the Royal Pavilion Estate. Work starts mid-February 2017 on the major refurbishment of Brighton Dome Corn Exchange and Studio Theatre alongside essential conservation work. The transformation of the Corn Exchange, formerly the Prince Regent’s Riding house, will reveal and restore stunning and previously hidden heritage features as well as providing extra increased capacity seating and an impressive new viewing gallery. Major improvements to the Studio Theatre, once a stables and supper room, will include balcony seating, new bar facilities, a new artists’ creation space and a café opening out onto street level.

London Council unveils Wood Green regen plan

An ambitious plan to create a new town centre in North London’s Wood Green area has been unveiled by Haringey Council. The council claims its plan could attract £3.5bn of investment if it gets off the ground, transforming the centre into a major shopping destination. The plan relies on Wood Green getting a Crossrail 2 station, which is one of two route options being considered by Crossrail, with the alternative being a station at Turnpike Lane. The council favour’s Wood Green as the best option for a Crossrail station as it underpins the redevelopment of the local area as shopping area with thousands of sq ft of retail, leisure and office space created and new workspace. t Haringey plans to go to public consultation on the 15-year redevelopment plan in March.

Cllr Joe Goldberg, Haringey Council Cabinet Member for Economic Development, Social Inclusion and Sustainability, said: “Wood Green is the heart of North London and we have an ambitious plan to create almost 8,000 new homes and 4,000 jobs and restore one of the capital’s historic town centres based around a central Crossrail 2 station. “We are working around the clock to deliver the changes our residents tell us they want to see in Wood Green.”

Kier gears up for £85m Eastbourne mall expansion Work is set to start on a major extension of Eastbourne’s Arndale shopping Centre after an international investor has funded the next phase of the retail and leisure scheme. Kier has already delivered the first £2m phase of the extension to create a contemporary glass atrium at the Centre’s West Entrance and new facades to the

Terminus Road frontage. The latest funding deal bolsters plans for the main 175,000 sq ft extension. This will see demolition of buildings to the west of the Centre along Terminus Road to make way for an extra 22 shops, 300 extra car parking spaces, seven restaurants and a nine-screen cinema. The town Centre scheme is expected to complete in autumn 2018.

James Whitehill at LGIM Real Assets, said: “This injection of international capital by a key investment partner ensures the further strengthening of an already dominant retail destination. We have already secured a host of excellent retailers for the extension to include a major cinema operator as well as many popular restaurants in a boost to both the town’s day time and night time economy.”

Entrepreneur takes contracting business to new heights after starting from nothing A British contracting firm entering its 5th year is celebrating growing success after a young entrepreneur built it from the ground up. Tangible Contractors aims to make renovation projects hassle free and it’s a service that’s being eagerly snapped up for use on both residential and commercial properties alike. The company is now supporting professionals across London, Kent, and Surrey, to turn their visions into a reality and transform both the interior and exterior of buildings. Founder of Tangible Contractors, Lance Wilson, grew up surrounded by the different aspects of the property refurbishment industry, with family members holding senior roles in the building industry. As a result, from a young age he absorbed sector knowledge from being onsite, reading specifications, and liaising with clients and architects. His start in life and entrepreneurial spirit meant it was inevitable that he would launch his own building contracting company, starting the process while he was still studying at university. Wilson, CEO of Tangible Contractors, said, “Renovation projects big and small can be a huge amount of work and pile on the stress. After working in the sector all my life and gaining an insight into how large organisations are managed and lead through studying, I knew that I could provide a superior service that supports professionals in reaching their aims. Building the business from

nothing has presented challenges but through providing a level of care that our customers have come to expect we’ve steadily built up a reputation and won projects, going from strength to strength.” Even before Tangible Contractors wins a project they deliver a full pre-project directors report, helping potential customers to understand the work and how the company can help. Every project is given a fixed price, 3 months’ free call out and property management, 6 months’ written guarantee, and an official valuation, giving customers peace of mind. Throughout the process, clients of Tangible Contractors receive weekly updates in an easy to read format, ensuring they’re never left in the dark and fully understand how the project is progressing. The firm’s in-house site managers have over 20 years of experience in the construction sector and the qualifications of tradesmen are extensive too, including advanced plumbing and heating engineers.

Hawkins\Brown Receives Planning for New Entrance to Stratford Station The new south-western access to Stratford Station comprises a new station entrance and prioritises connectivity with existing pedestrian and cycle routes. Hawkins\Brown have received planning consent for a new entrance to Stratford Station on behalf of London Legacy Development Corporation (LLDC). The new entrance for London Underground will be situated in the Carpenters Estate, improving transport connectivity around Stratford High Street and Queen Elizabeth Olympic Park as part of providing the infrastructure to enable significant development in the area.

The scheme will see the transformation of the external space from an ad hoc car park into vibrant public realm integrated with the station concourse, alongside new lifts that allow step-free access throughout the station and the revitalisation and extension of a disused subway for better integration of rail, tube and DLR services. Hawkins\Brown’s previous work at the station includes a £104 million refurbishment carried out over five years to accommodate the increase in passenger numbers during the 2012 Olympic Games and the opening of the Westfield Stratford City shopping centre. Stratford Station currently provides an interchange between Network Rail, London Underground and Overground, DLR, bus, taxi, cycle routes and is set to be home to Stratford Crossrail station in 2017.

The mayor’s office said the refurbishment would strengthen the quality of the tourist offerings in the French capital, which may help Paris beat Budapest and Los Angeles for the 2024 Games. The International Olympic Committee votes in September. The Eiffel Tower was completed in 1889 to celebrate the 100th anniversary of the French Revolution. It was meant to be temporary, but authorities decided to keep it up for radio transmissions and never dismantled it. It is among the most visited monuments in the world. Officials have increased security there after a string of terrorist attacks in France, which hurt the tourism industry.

What next?

It’s estimated that for every 300 near misses reported and investigated, it is almost certain that a major incident will have been prevented. Alarming ďŹ gures show that we still have much to do to make our industry safer and to make sure that every person goes home safely at the end of their working day.

A pilot programme for the app was launched in September and we are currently looking for companies in the industry to help us pilot the development of the app.

So with money from the Lighthouse Construction Industry Charity’s Health and Safety Innovation Fund and with the support of the Berkeley Innovation Fund we have developed the ‘Take5 Construction’ app.

Why do I need the Take5 Construction app? Currently there is no requirement for companies to have any kind of near miss reporting system and HSE only become involved if an injury or death is reported, and then it’s too late. Many companies are still running time consuming paper systems and there is no uniformity in capturing near miss incidents or for recording safety improvement ideas.

B&K wins Altrincham hospital redevelopment Bowmer & Kirkland has won a contract worth around £20m to build a new health and wellbeing centre on the site of the former Altrincham General Hospital. Manchester property firm Citybranch is developing the 88,000 sq ft hub project, which will be let NHS Property Services on a 30-year income strip lease, a structure that allows the NHS to acquire the freehold interest at the end of the period for £1. B&K is due to complete the new healthcare facility to be known as the South Trafford Health & Wellbeing Centre in Spring 2018. The site, within the Old Market Place Conservation Area of Altrincham, has been cleared of eight former hospital buildings for work to start in March. National Trust Clandon Park design competition to launch in six weeks The National Trust is to launch a worldwide search for a multi-disciplinary design team to restore and renew Clandon Park and its 18th-century Palladian house, which suffered a major fire in April 2015. The Clandon Park International Design Competition is due to launch on March 9 and run for six months. It will be managed by Malcom Reading Consultants (MRC), which has a website for registrations of interest. The conservation project of Clandon Park, located near Guildford, Surrey, will be the National Trust’s biggest in a generation. Details of the landscape elements of the project are still being discussed but will be modest, as the National Trust’s responsibility for the land around Clandon is not extensive. However it is anticipated that landscape

contributions will be part of the overall scope of work for the project. More detailed information should be available at the competition’s launch. Clandon Park’s project director, Paul Cook, said: “This international design competition is the first to be held by the Trust for such a significant historic building; signalling our desire to attract the best design talent to work with us. “Clandon Park represents a ground breaking moment in British architecture, moving from Baroque to Palladianism. It is this significance that we hope will inspire both British and international architects to enter the competition and bring Clandon back to life.” MRC specialises in competitions for museums and arts, heritage, and non-profit organisations and recently organised high-profile contests for the Illuminated River, the Museum of London and Tintagel Castle Bridge. Architect and chairman Malcolm Reading said: “We’re delighted to manage this competition for the National Trust. Even shrouded in scaffolding, Clandon’s Palladian proportions are compelling in their purity. This is an exceptional proposition for architects, engineers and landscape designers: to recreate Clandon so that it lives up to both its past and its future.” The gardens at Clandon Park re-opened in September 2015 . They were Lancelot ‘Capability’ Brown’s penultimate design and the designs he created were completed in 1814. Leading 17th century garden designers George London and Henry Wise also worked on the gardens.

Fire protection in warehouses and modern logistics facilities

Fires in warehouses and large single storey building are more frequent than is generally thought. Recent research has shown that there are 621 fires in warehouses in England and Wales each year. This means that one in five warehouses in England and Wales will have a fire, requiring the attendance of firefighters, over the course of its lifetime. In Scotland 39 warehouses were affected by fire during 2013-2014. While there may be fewer fires in warehousing than in manufacturing, the impact on business in financial terms can be disproportionately higher through loss of property, stock and the costs of business interruption. All of these fires have economic, social and environmental costs for the locale, the country, as well as industry.

Why this success? The success is in part due to the simplicity of a sprinkler system: there are no computers or wiring – so no false alarms. The cost of maintenance is extremely low – running to less than £1000 per year on average and sprinkler systems have a very long service life. This is due to strict adherence to standards for components, design and installation. Systems in the UK are most often installed to BS EN 12845: 2015, an exacting standard which has evolved over the years.

significant premium discounts and/or lower policy excesses for premises protected by automatic fire sprinklers. Where there is an insurance interest, the requirements of BS EN 12845 are often augmented by the need to comply with the Technical Bulletins of the LPC Rules for Automatic Sprinkler Systems or the alternative standards mentioned above.

How do they work?

Sprinkler heads are strategically positioned at roof level, and if appropriate, within storage racking. These heads are connected Systems may also be installed to NFPA or to the water supply via a network of FM Global standards when requested by the hydraulically balanced supply pipes, which client or insurer. the water which would have been used by the fire brigade. It is essential that the supply of water needed by automatic fire sprinkler systems is reliable and guaranteed. This means that water should be supplied directly from a suitably sized service main or other approved sources of water. This could be a river, canal or water storage tank. However, due to the size, height and fire load in today’s warehouses it is likely that in most cases the public water supply will be not be able to provide the necessary pressure and flow rates for the system and therefore it is common for pumps and tanks to be required for reliability.

Environmental issues There are a number of other reasons for reducing fire incidents and losses attributable to fires in unsprinklered warehouses. With the ever-increasing awareness of the impact on the environment of the products of combustion and of contaminated firefighting water, a reduction of any kind would be beneficial. Products of combustion can travel extensively in the water used for firefighting, and the contaminants in smoke may be deposited several miles downwind. Likewise, water used may enter domestic or agricultural water supplies and the effects experienced over a wide area. In 2011, a study by Bureau Veritas Assessing the role for fire sprinklers showed a reduction in water wastage and carbon emissions if sprinklers are installed in singlestorey commercial and industrial premises.

High Fire Risk Storage One of the issues which most concern the fire and rescue service is the storage of highrisk materials – especially those involving flammables, toxic chemicals or substances, which can produce serious environmental damage. Modern warehouse/logistics management often demands quick turnaround of consignments and it is possible that the warehouse managers may not be aware of exactly what is being stored.

buildings. Sprinklers control or extinguish fires before the fire service arrives and allow safer access for crews to extinguish any residual burning.

Cost Benefits of Sprinkler Protection The installation of sprinklers must be considered at the start of any building project. Why? Because by doing so, developer and business owners can gain a significant return on investment. Sprinklers allow a developer or business owner to:

t Enhance the project design with more open space, extended fire escape travel distance

t Increase the design

density of the overall development t Reduce building costs due to a reduction in passive fire protection elements and ratings t Increase revenue and profit due to a greater number of units developed t Increase the sustainability credentials of the building t Make the project more marketable as it offers a unique selling point to the customer t Reduce the cost of the sprinkler systems themselves if considered early t Allow the units to be more insurable with premium reductions in most cases

The British Automatic Fire Sprinkler Association’s (BAFSA) primary objectives include providing authoritative information on the benefits of sprinkler systems and how sprinklers can play a significant role in saving life and property from the devastating effects of fire.

ARE YOUR METERS LEGAL? Get ready for the new change in legislation Q In October 2016, legislation governing the design and manufacture of energy meters is set to change.

C

urrently ALL electricity and gas meters installed in the UK for billing or prepayment of energy MUST by law (Electricity Act 1989) be of a type approved by Ofgem (Office of Gas & Electricity Markets). There are no exceptions or exclusions. In October 2016 Ofgem legislation will be replaced by new MID regulations (Measuring Instruments Directive). Ofgem regulations will still apply to existing meter installations but Landlords could be liable for prosecution if they install meters that do not meet the new MID requirements.

It is essential that Holiday Park owners and Landlords understand their legal obligation to use approved meters...

Consumer protection The purpose of these regulations is to protect the consumer by ensuring that all meters are manufactured under controlled conditions in order to guarantee long-term accuracy and quality assurance. It is therefore essential that Holiday Park owners and Landlords understand their legal obligation to use approved meters for billing their consumers for energy. SMART Meters for Electricity and Gas Did you know that there are clearly defined laws and regulations in the UK governing the type of electricity & gas meters used for prepayment and billing purposes?

Consumer confidence The purpose of these regulations is to protect the consumer by ensuring that all meters used for billing purposes are manufactured under controlled conditions in order to ensure accuracy and reliability. It is essential that Landlords and Property Managers understand their legal obligation to use approved meters for billing their consumers. The consequences of using unapproved meters are that consumers may have a right to refuse to pay for their energy and the Landlord may be liable to prosecution.

GM building contractor invites accident victim to get hardhitting safety message across An award-winning building contractor has used the story of a roofer falling 33ft onto a brick wall below to get a serious health and safety message across to construction workers. ‘Budding Brunels’ construction workshop inspires the next generation the newly appointed architects, project managers, quantity surveyors and structural engineers applied what they had learned to an imaginary brief to deliver a new building on the site of 55 Colmore Row. Drawing on their new knowledge of the roles, the students first prepared and then explained their proposals to an interview panel of sector experts. Tom Glover from Construction Youth Trust explained the principles driving the programme. He said: “The sessions during the three days are structured to explore the range of roles careers in the construction sector provide. What we find, time and again, is that students automatically assume that working in construction or engineering is all about physical labour. We want to open their eyes to the richness of possibilities the construction sector can provide.

Leading construction charity, Construction Youth Trust, delivered a 3 day construction careers workshop to students in Birmingham with infrastructure company Morgan Sindall. With funding from John Connaughton and AG Manly, construction and infrastructure company Morgan Sindall has thrown open the doors of its Colmore Row site to provide 25 students with a three day construction workshop, as they explore careers in the sector. Working with Construction Youth Trust - a charity which helps young people in England and Wales into careers in construction the group from Aston University Academy of Engineering and South & City College Birmingham have spent three days in the city on a discovery mission exploring all aspects of the construction sector providing a detailed understanding the range of roles available in the sector, Construction Youth Trust’s Budding Brunels programme. The group visited the site of 55 Colmore Row where Morgan Sindall is delivering a £30 million redevelopment for IM Properties which is transforming the building into 160,000 sq ft of Grade A office space in the heart of the city.

“Careers are as diverse as they are rewarding and we know those who engage are enormously enthused by the whole experience.” Dave Kelly, Morgan Sindall’s framework manager added: “The skills shortage facing UK construction companies is well publicised and as a business we take our responsibility seriously when it comes to highlighting the opportunities available. We do everything we can to provide real, meaningful opportunities for young men and women who want a career in construction. “As signatories to the Birmingham Business Charter, we were only too happy to engage with Construction Youth Trust and their fantastic programme.” Construction Youth Trust will continue to work with the construction industry throughout the UK to further build upon the industry-led approach to filling future skills shortages through awareness raising workshops.

Museum of London move to Smithfield Market passes funding hurdle Plans to redevelop famous Victorian location see £180m raised toward £250m target Plans to turn one of London’s finest Victorian market buildings into a museum for the capital have moved closer after the Museum of London said it had raised £180m toward its £250m target for the redevelopment. In the first big funding milestone for the project, the City of London Corporation — the Square Mile’s local authority — will contribute £110m and the Mayor of London £70m — City Hall’s largest investment to date in a cultural initiative. The scheme will see the museum move to a new location among the current disused market buildings at West Smithfield, leaving its old site next to the Barbican complex free to be redeveloped under a separate plan for a world-class concert hall. The Victorian structures, including the General Market and Fish Market, will be revamped under a scheme by architects Stanton Williams and Asif Khan, with a glass-topped dome bringing light into the building, an innovative spiral escalator and a series of underground chambers to display some of the institution’s 6m objects over nearly 9,500 sq m of gallery space. The museum will submit its planning application to the City of London Corporation in 2018, with a view to opening its doors in 2022. City Hall’s £70m contribution will not come from its existing budget: the City of London Corporation will lend it the money, which it will pay back to the local authority over 25 years. The Museum

News of London aims to raise the rest of the funding through a public campaign and by tapping corporate sponsors and private philanthropists. Sadiq Khan, mayor of London, said the contribution was part of his pledge to make culture a “core priority” of his mayoralty. “This major landmark project will be a jewel in our crown . . . It will rejuvenate West Smithfield, protecting its heritage while also creating a dynamic new public space — strengthening London’s credentials as an international powerhouse for culture.” Much of the money will be spent on securing the 1880s buildings, which are in a state of disrepair, having been allowed to deteriorate since their closure. A previous plan to develop the buildings as offices and retail was blocked by the government in 2015 after meeting opposition from heritage campaigners angered by the proposed destruction of the roof and other parts of the buildings. The site languished throughout the 1990s and 2000s but is at the heart of an area that has seen rapid redevelopment. The disused General Market sits close to the Central Market, which continues as a wholesale meat business, as well as the renewed transport hub of Farringdon, part of the Thameslink rail network, London Underground and the east-west Crossrail line, which is expected to open fully in 2019. The museum is central to the Corporation’s plans for a so-called “cultural hub” in the area, in partnership with the Barbican Centre, the Guildhall School of Music, London Symphony Orchestra and the Museum of London. Its current building, at a busy transport junction on London Wall, can only be accessed via a series of pedestrian walkways above the road and does not allow room for expansion of the collection.

This major landmark project will be a jewel in our crown . . . It will rejuvenate West Smithfield, protecting its heritage while also creating a dynamic new public space — strengthening London’s credentials as an international powerhouse for culture.” Sadiq Khan, mayor of London,

Housing & Infrastructure Prosper in 2016 as the rest of Construction Struggles After a year of unpredictability for the economy as a whole, overall contract value figures for the construction sector reached £70 billion, decreasing by 5 per cent compared to 2015. However, according to the latest edition of the Economic & Construction Market Review from industry analysts Barbour ABI, Housebuilding continued to grow across the majority of the year, with total value of contracts at £23.6 billion, a year-on-year increase of 11 per cent. Furthermore from the Housebuilding sector, the planning activity also increased in 2016 with the total value of projects reaching an advanced planning stage of £49.8 billion, an increase of 19.2% from the value in 2015. Another sector that saw an increase in yearly contract value was Infrastructure with a 1.9 per cent increase, reaching £19.3 billion. Infrastructure also had nine of the top ten highest value construction contracts in 2016 (see figure 1.1). Value

Even after the initial shock of the Brexit vote, where many housebuilders share prices fell in excess of 20 per cent, this did not hamper activity with both the current and future pipelines of work remaining strong.” “However Infrastructure cannot be overlooked, with nine out of ten of the biggest projects across all of construction coming from this sector. Overall for Construction in 2016, output remained healthy but contract award values did decline.” “With important political decisions likely to come in 2017 that could have implications on construction activity, particularly in the commercial sector, it would seem that the future will be difficult to predict, as Britain’s trading position remains unclear for now.”

Remote Aerial Surveys By Richard Allitt Associates Limited Information gathered using a UAV (aka “drone) can assist the construction & engineering process right through from start to finish complementing other sources of data. Specialised UAV surveys are a real asset for both construction and engineering projects with the data being available in many different formats e.g. CAD format, as well as in suitable formats for integration into the BIM process. Their uses are many and varied ranging from surveying to monitoring sites and from inspecting structures to showcasing aerial overviews of completed projects; there is no doubt UAVs are increasingly becoming a vital tool for the construction industry. UAVs offer the most spatially accurate aerial survey data currently available The data they provide is as accurate and in some cases more accurate than that from other sources plus they have a range of additional benefits not least of which is cost saving. Data can be gathered as straightforward imagery or in formats that allow mapping and 3D modelling.

The treatment plant you choose should be around 95% efficient thus allowing long intervals before de-sludge is required. The waste water must be cleaned to a standard meeting the usual discharge level requirement, you must apply for either an exemption certificate or permit, before making a discharge we can assist with this and advise on the method of discharge, be it a ditch, stream, watercourse or soakaway. As the system breaks down and aerates the solids, the introduction of non-degradable items such as wipes, sanitary products etc. should be avoided at all times in any treatment plant, this will clog up the system and increase the

need to empty the unit, follow this instruction and typical emptying will be around 3-5 years, it is also recommended no medicines, or

harsh chemicals enter the unit, try to stick to Eco brands and stagger washing throughout the week.

MPs to vote on £4bn parliament restoration plan Parts of Palace of Westminster are increasingly derelict with collapsing roofs and crumbling walls MPs and peers will vote within months on a plan to move out of their neo-Gothic parliament for six years during a huge restoration project that will cost at least £4bn. The 19th century Palace of Westminster is known around the world, but parts of the estate are increasingly derelict. A study last year found large amounts of asbestos, potentially deadly fire risks, collapsing roofs, crumbling walls and leaking pipes. A report on Wednesday by a cross-party committee said that, without repairs, the building “faces an impending crisis which we cannot possibly ignore”. The move would be the first time MPs have left the chamber since bombing took place during the second world war. Under the proposals, the overhaul would take place at some point between 2022 and 2028. High quality global journalism requires investment. Please share this article with others using the link below, do not cut & paste the article. See our T&Cs and Copyright Policy for more detail. Email ftsales.support@ft.com to buy additional rights. It has estimated that the cost of doing it this way would be £3.9bn — at the bare minimum — against £6bn if contractors worked around MPs in a 32-year rolling programme. MPs would work out of Richmond House, part of the Department for Education. Peers could, meanwhile, be housed elsewhere, for example in the Queen Elizabeth conference centre. A new “delivery authority” would be charged with implementing the mammoth task and would be based loosely on the body that made the 2012 London Olympic Games a success.

Members of the committee include Chris Grayling, a cabinet minister, and Baroness Stowell, former Conservative leader in the Lords.

Emergency repairs at the moment cost nearly £50m a year. Wednesday’s report pointed out that the estate has not had a significant renovation of its mechanical and electrical services since the mid-1800s.

Chris Bryant, a Labour MP on the committee, said: “All the evidence points to having to move out of the whole palace simultaneously. That is the lowest risk, most cost-effective and quickest option.” The proposals still have to pass the considerable hurdle of gaining the approval of members of both the Commons and the Lords. Theresa May, prime minister, rejected a newspaper report that she firmly supports the proposals. “It is wrong to claim that the prime minister has taken a view,” said her spokeswoman. Ministers have until now been loath to press ahead with the proposal to revamp the entire property because of worries about how the public might view the large cost to taxpayers. Yet the parliamentary authorities are under pressure to restore the Unesco world heritage

site, a mix of largely Victorian buildings that also includes the 900-year-old Westminster Hall and the modern Portcullis House. Emergency repairs at the moment cost nearly £50m a year. Wednesday’s report pointed out that the estate has not had a significant renovation of its mechanical and electrical services since the mid-1800s. MPs and peers on the committee took evidence from scores of witnesses including conservation experts and architects. They ruled out alternative plans such as building a “temporary building on rafts” in the middle of the river Thames. The committee rejected the idea after concluding that it would pose security issues and would “severely impede” the passage of river traffic. They dismissed building a temporary building on Horse Guards Parade because it was too far from the House of Lords, while shifting Parliament to another city, for example Birmingham, was rejected because it would mean having to shift the whole of the civil service out of London. The idea of turning Parliament into a museum was rejected because it would still require billions of pounds of necessary improvements. The Scottish National party was the only main party to oppose the restoration programme: “I didn’t find that too surprising,” said Baroness Stowell. “They don’t even believe in the UK.”

CARILLION CONSTRUCTION SERVICES AND CARDIAC SCIENCE ANNOUNCE GROUND-BREAKING AED INITIATIVE Carillion Construction Services has signed a ground-breaking deal with Cardiac Science to provide Powerheart® G5 automated external defibrillators (AEDs) to each of its UK project sites, giving staff, contractors, and visitors easy access to the life-saving technology in the event of a sudden cardiac arrest (SCA).

Glenn Christiansen, Health, Safety and Sustainability Director at Carillion Construction Services, said: “Having the flexibility to buy or hire the G5 defibrillators is ideal for us, as the size of our teams and how and where they are deployed changes frequently, so we needed an arrangement that reflects this.

Working closely with Cardiac Science Carillion has already installed a minimum of one AED in all 150 locations across the country.

“It means each and every one of the people who work for us across the UK, whether based on a temporary or at one of our permanent sites, will have access to what we believe to be the best AED therapy available. AEDs are proven to save lives.”

Cardiac Science, said: “Cardiac Science prides itself on providing not just the best AED equipment but also the best support and advice on introducing them into a business. “We came up with a simple range of options for Glenn and his team to present to colleagues, including CardiAcademy, an easy to access online training programme to build confidence in using the equipment at site level.

On many sites, an assessment of travel times Glenn again: “We have included the donation has meant that more than one AED had to be of several AEDs into our nationwide CSR purchased, so that programme, this year “Having the flexibility to buy or hire the G5 defibrillators is ideal supporting Hospice the time taken from receiving an alert to for us, as the size of our teams and how and where they are deployed UK. Hiring has been a particularly popular way of deploying a device and is part of a range of access options from Cardiac Science.

In fact since the introduction of the AED policy there have been a number of nonwork related cardiac arrests at Carillion Construction Services sites. Glenn again: “Emergency services told us we had, without doubt, saved lives as a result.” Shaun Ingram, UK Managing Director of

The Powerheart G5 AED is the first defibrillator to combine real-time cardiopulmonary (CPR) feedback to the rescuer, customised patient therapy and fast shock times. It is designed to enable both experienced and first-time rescuers to provide quick and effective life-saving therapy to aid the victim of SCA before the emergency services arrive at the scene.

Barking 900-home regeneration project approved Barking and Dagenham Council’s planning committee has given the go ahead for the redevelopment of Vicarage Field retail centre in Barking town centre - a project that will includes 900 new homes, restaurants, shops, communal gardens, orchards, and play spaces. The development also includes a 150-bed hotel, space for start-up businesses, a 650-seat cinema, a primary school, and health care facilities. In approving the outline scheme, the councillors have agreed to implement several measures to allay the public’s concerns, such as minimising construction noise and specifying a detailed design to ensure the development is of a high quality. The scheme has now been referred to the Mayor of London, who will make a final decision on the fate of the project. “We welcome the Council’s decision to grant planning permission for the redevelopment of the Vicarage Field Shopping Centre site in Barking town centre,” says Peter Cornforth, director of retail at Benson Elliot. “This follows a full engagement programme with communities and the Council and we look forward to continuing this dialogue as we progress towards the next stage.” “This redevelopment really puts the green into Vicarage Fields,” adds Councillor Dominic Twomey, deputy leader of Barking and Dagenham Council. “It paves the way for a 21st century retail experience, balancing the needs of consumers and brings with it entertainment outlets, homes for Londoners, amazing green leisure facilities and up to 1,000 new jobs for local people.”

McBains Cooper welcomes Apple to Battersea Power Station Apple’s recent announcement that it is to create a spectacular new headquarters at Battersea Power Station has been welcomed by leading interdisciplinary property consultants McBains Cooper, which is advising the banks behind the £9 billion redevelopment of the iconic building. The iPhone and iPad maker’s plan to move 1,400 staff from eight sites around the capital into what it calls “a new Apple campus” at the Grade II* listed former electricity generator, gives the whole project a vital lift at a key early stage, said the consultancy. McBains Cooper was initially appointed in 2013 to advise the consortium of lenders behind the redevelopment of Battersea Power Station Phase 1 (Circus West), including CIMB Bank, HSBC, Standard Chartered, Maybank and OCBC which was followed by appointment on both Phases 2 & 3 by a further consortium again led by CIMB. Providing project monitoring and technical advisory services, its due diligence concentrates on programme, development costs, contractual arrangements, procurement, planning and site conditions - highlighting risks and proposing solutions under the financial agreement. This lately included reviewing technical aspects of Apple’s lease and what the technology giant requires for its new state-ofthe-art HQ. A spectacular rooftop garden will be a key feature of Apple’s lease of 471,000 square feet of office space at the site, which will also include a large reception, lounge and atrium with a series of pod type offices and meeting rooms. Richard Davies, Director at McBains Cooper commented: “To get a world-renowned name like Apple into Battersea Power Station as an anchor tenant at this early stage, with work not due to complete on the Power Station until 2020, is a real coup. Being a part of the scheme this early means they can have a real say in the, design and build of their space, which is ideal for any tenant and developer “The news of Apple coming in, just ahead of the first residents moving into apartments on the site around Christmas, reinforces the confidence and positive belief in the development. More widely it will help steady post-Brexit UK business nerves as it signals that a popular and progressive global consumer brand strongly believes in London as a great place to live and work, both now and for many years to come.” Phase II of the project involves the restoration

The news of Apple coming in, just ahead of the first residents moving into apartments on the site around Christmas, reinforces the confidence and positive belief in the development. More widely it will help steady postBrexit UK business nerves as it signals that a popular and progressive global consumer brand strongly believes in London as a great place to live and work, both now and for many years to come.” Richard Davies, Director at McBains Cooper and conversion of the actual power station, considered the largest brick building in Europe, including the dismantling and rebuilding of the four chimneys. Around 250 apartments are set to be created within and above the original building, together with offices, shops and restaurants, leisure and recreation facilities, an auditorium and rooftop gardens. Phase III will see the construction of 1,300 homes, a medical centre, a 160-bedroom hotel and 350,000 square feet of retail, restaurant and leisure space. Constructed either side of a new pedestrianised high street named ‘Electric Boulevard’, phase III will act as the main gateway into the 42-acre site, linking it with the new station for the Northern line extension. The north west chimney of the building will feature a glass viewing lift taking visitors over 100m into the sky for breathtaking views across London while riverside walks between Battersea and Vauxhall will open up the whole complex to leisure visitors, tourists and day trippers. Richard Davies added: “The completed Battersea Power Station project will be a real must destination for people to live, work and visit, helping to revitalise this whole area of south west London.”

Block Paving/Hard Landscaping ‘Slate’ and ‘Silver’ add strength and durability

Permeable block paving has provided a sustainable solution to the car park at a modern leisure complex for Northern Ireland’s Newry & Mourne District Council. Lauren Elliott, Head of Group Marketing at Acheson & Glover reports.

a heat recovery system installed and a UV pool treatment plant and rain water harvesting element incorporated.

Situated approximately 40 miles from Northern Ireland’s capital city, Belfast, Newry has a population of just over 26,000 residents.

Permeable block paving would be an essential component in achieving the dual objectives of accessibility and functionality, offering suitable levels of drainage for this urban town centre location.

An £8.5 million facelift for Newry & Mourne District Council’s existing leisure centre, at Rooney’s Meadow and stretching to Frank Curran Park and Jennings Park in the town, saw it transformed from a dated building into Ireland’s latest leisure complex. The complex provides a modern and inviting hub for the whole community, encouraging an uptake in leisure activities for all ages and breathing life into the town. Consisting of a modern eight-lane swimming pool, exciting water features, Olympicstandard seating as well as separate family areas, the centre is anticipated to bring more visitors than ever before, meaning a 150-space car park and public plaza were required to facilitate traffic and footfall. There is also a moveable floor on the eight-lane competition pool, which provides greater flexibility of services that the leisure centre can provide, thereby widening the visitor demographic and encouraging those of all ages and abilities to use the centre for various activities. Acheson & Glover (AG) was called in by contractor Felix O’Hare to provide a newly launched product that would create the hard-wearing exterior, befitting an aesthetically pleasing and modern interior, while also helping to meet the project’s overall environmental commitments.

The leisure complex’s outdoor landscaping is the first of its kind in Northern Ireland to use AG’s Xflo Plaza permeable paving block system, specifically developed to provide

quality aesthetically pleasing block paving finishes. The system provides the functional permeability performance required in a sustainable urban drainage system (SuDS), designed to mimic the natural movement of stormwater and replace conventional stormwater drainage systems. All of the block systems have been designed to allow an initial surface infiltration in the order of 2000 litres/sec/ha. Surface water flows through the joints and is absorbed into the underlying voided sub-base where the water is treated, stored and slowly released into the ground (infiltration) or the surface water drainage system (attenuation). The enlarged spacers on the sides of the block create 7mm-wide joints, which allow surface water to pass through the paving.

Terrapave flags were also integrated into the design, setting the project apart. These are manufactured from carefully selected granite materials from quarries throughout Europe and are available in complementary ground and textured finishes, ensuring the architect’s vision for the building was complemented and realised from all aspects of the final build.

The end result is a fantastic new facility with impressive, sustainable hard landscaping, which has also assisted the development in being on target to achieve ‘Disability Sports Northern Ireland’s Inclusive Sports Facility’ Accreditation.

The product’s granite aggregates provide strength and durability – key for this complex structure situated in the heart of Newry city, attracting high levels of visitor footfall and required to stand the test of time. Used in ‘Slate’ and ‘Silver’, the colours were hand selected to enhance the urban look of the leisure centre complex, all while offering certain natural qualities that would blend with the green playing fields in was situated near. News Benoy Confirms Heathrow Airport Appointment Benoy has confirmed its appointment to the future redevelopment of London’s Heathrow Airport this week. The British design firm will join the team delivering the Commercial Masterplan for Heathrow’s ambitious expansion plans which will see it transformed into a next-generation, world-class airport. Supporting the Lead Architect, Grimshaw Architects, Benoy’s commercial masterplanning scope will be site-wide and consider enhancement opportunities across each of the terminal areas. Earlier in the year, Benoy was one of four British firms shortlisted by Heathrow, alongside Grimshaw, Zaha Hadid and HOK, to deliver bold new ideas and conceptual designs to push the boundary of what Heathrow could be as the country’s global aviation gateway. Speaking on behalf of Benoy, CEO Tom Cartledge commented, “We are honoured to be joining such a passionate and outstanding team to help bring

to life this groundbreaking vision for Heathrow.” “From the start of the selection process, we have shared and believed in the same outlook as our client; to blend a powerful people-centred approach within a convincing commercial and urban matrix. We are committed to seeing Heathrow continue to become a fully integrated and sustainable airport which will drive innovation and showcase the best of British design and can’t wait to get started,” said Tom. Barry Weekes, Head of Design at Heathrow Airport said, “We are very pleased to welcome Benoy with their commercial masterplanning expertise to our design team and know they will add value and experience to our ambitious design and engineering schedule. We will use their tremendous talent to build an expanded airport Britain can be proud of, playing a key part in a

prosperous and outward looking trade nation.” Benoy has been strengthening its presence in the Aviation sector since its work on the Hong Kong International Airport enhancement in 2010. The firm is currently delivering two of Singapore Changi Airport’s most high-profile future developments, Terminal 4 (T4) and new international attraction Jewel Changi Airport. Benoy is the Concept Design Architect and Interior Designer for T4 which will open at the end of 2017 and the Retail Interior Designer and Aviation Facilities Planner for Jewel. This year will also see Benoy celebrate its heritage as a British designer with its 70th anniversary.

A bright future ahead for the Laindon Shopping Centre! “A regenerated Laindon Shopping Centre is the fresh start Laindon really needs… and 2017 is the year we can finally make it happen!” says Geoff Pearce, Swan’s Executive Director of Regeneration and Development. Swan Commercial Services, a subsidiary of Swan Housing Association, submitted a planning application in November that proposes wholesale redevelopment of the failing shopping centre to bring about a brand new high street with shops, a new Swan office, a modern health centre and homes. Swan widely consulted on its plans and was delighted that 83% of those local residents who participated in the public consultations support the proposals. Swan is eagerly awaiting Basildon Council’s decision on whether to approve the plans, which is expected in Spring 2017. They are keen to get the long awaited regeneration underway and have indicated that, should Basildon Council approve the planning application, enabling

works could begin by the end of 2017. Geoff Pearce, Executive Director of Regeneration and Development at Swan, added: “We are eagerly awaiting Basildon Council’s decision on our planning application to help build a bright future for Laindon, that has a vibrant new high street with shops, landscaped space, homes and a re-provided health centre at its heart. The redevelopment of the Laindon Centre is long overdue and our application is the chance for a fresh start and, if approved, will give Laindon the retail led regeneration it has waited so long for. We have worked hard to develop a viable plan for this regeneration and are determined to succeed where so many other previous owners have failed. We are thankful for the huge support we received from people in Laindon and Langdon Hills during our in-depth consultation and we urge local residents who support our plans to get behind us by endorsing our plans once more to help ensure that, this time, we really can make this regeneration a reality.”
