Exploring the Offsite Construction Opportunities in the South West It is no secret that the UK industry faces a severe shortage in traditional construction skills - this pressure comes at a time when the average age of the construction workforce is increasing, creating a potential time bomb that will play out over the next 10 years as the labour force shrinks by an estimated 25%. There is a smart solution - the industry needs to embrace offsite forms of construction to increase the attractiveness of the sector to new entrants and to improve productivity to increase output with less labour. Looking to the future new roles are emerging such as Automation Technician, DFM Process Manager with digital design skills, together with hybrid manufacturing roles, for example a Digital Construction Manager, who will take ownership of the product end to end. At Explore Offsite South West, taking place on 11 July at Sandy Park, Exeter - Catherine Bullough, Programme Manager for the National Skills Academy for Construction at CITB will be discussing the offsite skills required to meet the future needs of the industry and will be providing an update on the action plan for qualifications and training support. The official figures released at the end of 2017 show that the number of new homes in England increased by more than 217,000 in 2016. This signifies the highest level of net additions since the recession and it is the first time in almost a decade that the 200,000 milestone has been reached. Explore Offsite South West does not claim to have all the answers but can offer in-depth insight from those who are shaping the future of the offsite construction industry. Learnings can be gained from in-depth case studies from the UK’s largest infrastructure project - Hinkley Point C, together with insight on using structural insulated panel technology to deliver school buildings at speed. As well as gaining intelligence and learnings - knowledge transfer is a key part of the conference programme, as will be clearly demonstrated in Alan Tate’s presentation on a Legal Guide for Offsite Manufacturing.

RESPONSE TO HACKITT REVIEW Iain McIlwee, CEO of the British Woodworking Federation (BWF) said: “The British Woodworking Federation, whose members manufacture around three million fire doors in the UK each year, welcomes the recommendations of the highly anticipated Hackitt Review and urge Government to crack on with embracing these recommendations as soon as practicable. Tightening and clarifying regulation, enforcement, responsibility and control processes is long overdue. The report recognises the importance of Duty Holders, Competence, the need to align Construction Design and Management Regulations and establishing a Joint Competent Authority to manage and enforce.

‘Nothing stopping us to change the culture of building industry now’ Local Authority Building Control – the body that represents all local authority building control teams in England and Wales – is calling for the building industry to work together to change its culture. The call came at a recent Fire Safety seminar, organised by RIBA by the not-for-profit organisation’s Commercial Director, Martin Taylor. Martin has been closely involved in the Hackitt Review sitting on two working groups – the design, construction and refurbishment group and the crucial ‘Golden Thread’ group. This group focussed on ways of preserving the original design intent throughout complex and high risk building projects and making sure any changes go through a formal review process. Martin explained, “Dame Judith Hackitt has challenged the industry to change following the dreadful Grenfell Tower fire. Our view is all parts must come together to change the culture now and not wait for any changes to the regulations and guidance. “For too long there has been a race to the bottom where building clients have been looking for the least interference at the least cost. And we all know where that race ended up. A more cooperative outlook with competition over quality and competencies rather than just price will benefit the industry as a whole and lead to better, safer and more compliant building projects.”

We also welcome the guidance note issued yesterday by MHCLG that encouraged that there is an emphatic endorsement that UCAS accredited third party certification of product and competence of installation, inspection is picked up as a priority – this is fundamental to safety reform. This is again mirrored by Dame Judith and hopefully this guidance is evidence that Government does intend to act fast. The report is not the end, it is the beginning and we need the dots to be joined up and good guidance is embraced by robust regulation. We do still have some reservations with the announcements from the Prime Minister yesterday, Government is finally grasping the fact that urgency is required, but there still seems to be little recognition of the full scale of the problem. We know that cladding was a major reason the Grenfell fire turned from a potentially minor incident into a tragedy, but the cladding and external envelope is only part of the story. The condition of the fire doors and the specifically the performance of the Manse Masterdor fire doors have also been highlighted as a major concern and some more detailed advice has been issued, but, with our experience it is just the tip of the iceberg, the question remains how do we set about and fund the fixing years of fire safety neglect? Setting aside the issue of the Manse Masterdor fire doors, referenced, there remain a plethora of other challenges. For years, weak and fragmented legislation, combined with poor skills and control in construction and maintenance have undermined installation and failed to address inadequacies in inspection and maintenance regimes. We believe that there is a very deeprooted problem and that many fire doors would struggle to halt the spread of major fire. It is now vitally important that we reset the clock! We believe that, alongside a greater focus on fire safety and fire doors, a new financial mechanism is needed to enable local authorities, housing associations and others to access the funds required to upgrade safety recommendations that will emanate from the Risk Assessments that are being demanded. It is essential that we see the Treasury making an allocation for this too. We are campaigning for the creation of a Building Safety Fund (similar to the Pension Protection Fund), which will offer a solution to the current predicament of Housing Associations and Local Authorities by providing them with a scheme to apply to for compensation to support these costs. The Fund would alleviate concerns while helping consolidate legal matters through a centrally controlled process. Although the cost of this may need to be born through insurance premiums, when we consider the true and ongoing cost of Grenfell, we cannot let it be ignored.”

GRAHAM Construction completes West Hampstead school GRAHAM Construction has completed the first phase of the London Borough of Camden’s Liddell Road project in West Hampstead – a BREEAM Excellent rated primary school expansion that will set a benchmark for future development in the area.

environmental impact, including crosslaminated timber, a renewable material that was used for the major structural element of the building. This use of timber also helped reduce construction waste on-site and minimised environmental impact during production.

The new Kingsgate Primary School Building is located on Liddell Road, now known as Liddell Place, part of a mixeduse development comprising residential, commercial and school uses with highquality public realm. Led by the Council, the development forms part of Camden’s Community Investment Programme (CIP), which focuses on improving and building new schools, community facilities and affordable new homes.

Councillor Angela Mason, Cabinet Member for Best Start in Life at Camden Council, said: “Kingsgate is rated ‘Outstanding’ by Ofsted and it now has a beautiful building to match the excellent teaching and support its staff provide. CONSTRUCTION WORK IS UNDERWAY ON BOUTIQUE EDINBURGH HOTEL Development company S Harrison has appointed Edinburgh based Sharkey as the principal contractor to transform a historic Edinburgh building into the latest boutique hotel for Malmaison Hotel du Vin Group. Grade A listed Buchan House is located in a prime position on St Andrew Square in the heart of Edinburgh’s New Town. The work will transform it into a 72 bedroom Malmaison hotel complete with Chez Mal Bar and Brasserie. York based S Harrison has also now signed a forward funding agreement, with an end value in excess of £25million, with a FTSE 100 pension fund, to finance the development. S Harrison was advised by the Edinburgh offices of Ryden and Brodies. The fund was represented by CMS, D2 Property and Christie & Co.

This is a high profile hotel development in a historic building at the heart of Edinburgh’s New Town, which makes it a superb project to be working on. an exceptional hotel in a highly sought after location. Sharkey has a strong track record working on prestigious hotel projects throughout the UK and an unrivalled local knowedge of the Edinburgh market, which made them the ideal contractor for this development. “Securing a forward funding agreement with a major UK pension fund is also a huge coup and speaks volumes about the level of confidence that currently surrounds Edinburgh’s property market as a whole.”

Five-year building and civils contract awarded to SSE Enterprise Rail SSE Enterprise Rail has been awarded a five-year programme of works through Network Rail’s building and civils framework. Awarded to SSE Enterprise Rail, the work has a potential value of more than £200m in multiple regions and will be delivered between 2019 and 2024 [with early works commencing in 2018]. The framework consists of mechanical and electrical engineering services, building services and fabric works on a wide range of Network Rail infrastructure assets in the South of England and Wales. SSE Enterprise Rail has secured works in the Wales region which covers both the North and South Routes, and will use its new Taff Wells offices as its headquarters for all Welsh operations. Western region works comprise of both the West Country and Thames Valley routes. The business was also successful with bids for the Wessex route and London North West, where it will complete works on both the North and South routes. Project News 73 NEW HOMES TO BREATHE LIFE INTO DISUSED RIVERSIDE LOCATION PLANS SUBMITTED by CPMG Architects have been approved to build a new housing development ‘Pelham Waterside’ on Trent Lane in Nottingham. Nottingham City Council has approved designs for the landmark residential scheme by local developer Pelham Homes, to be built on a disused industrial site on the east side of Trent Lane. The new development will build 73 homes, including two and three-storey houses and a four-storey apartment block, bringing new residents to the riverside location and rejuvenate a growing area of the city.

Steve Milan, associate group leader for CPMG Architects said: “CPMG has worked closely with Nottingham City Council planners to develop the plans in line with the council’s aspirations. The development will be part of a pivotal year for the city’s regeneration and we’re so pleased to be involved in this exciting time. “A combination of high-quality brickwork, timber cladding and dark aluminium windows will ensure Pelham Waterside offers an attractive facade to the Trent Lane redevelopment, with the rest of the site creating a high quality public realm.” Nick Gregory, director for CPMG

Construction Solutions awarded complex refurb contract in Spitalfields Construction Solutions, which specialises in structural alterations, has secured a new £1m contract as part of a major £9m refurbishment project near Brick Lane in London. The 32,200 sq ft office building is located on Princelet Street and was originally constructed in the 1800s. It is being extensively refurbished and extended, including the addition of two floors, a new roof structure, and a larger atrium featuring a new cantilevered staircase.

Project News Taxiway reconstruction prepares Manchester Airport for summer peak Galliford Try has completed a critical phase of taxiway reconstruction work at Manchester Airport ahead of the summer peak season. The photo shows work at the junction of the Alpha Echo taxiway which is a key point within the taxiway network. Most aircraft using Runway 1 pass through this point. Colin Abbott, Galliford Try Aviation Director, said: “During the works aircraft needed to backtrack onto the runway for access to the terminals, an option that becomes increasingly unviable as the summer season begins and flights reach their peak. We had considerable challenges with the ground conditions and weather but still managed to complete the scheme on time.”

Colin added: “In the past airports have tackled this type of work in sensitive areas by carrying out short-term repairs due to concerns about potential overrunning and the impact on operations.”

Galliford Try has completed a similarly important pre-summer project at East Midlands Airport where it has reconstructed Quebec taxiway which connects the central passenger apron to the taxiway network.

Rad Taylor, Operations Director at Manchester Airport, said: “It’s pleasing to have the taxiway works completed in time for what is set to be our busiest summer and Galliford Try was a great partner to work with during the project.

The completion of the works will allow for optimum use of the airfield this summer with millions of passengers set to jet off to far flung destinations including the likes of San Francisco, Beijing, Dubai and Boston.” The volume of traffic at airports such as Manchester and East Midlands more than trebles during the summer season compared to winter. Both airports are part of Manchester Airports Group (MAG).

NEW LONDON LAW SCHOOL ADOPTS WATER REUSE Waterscan has been selected to provide a sustainable water system for The City Law School, part of City, University of London following a competitive tender. Set to open in early 2019, sustainability principles feature highly in this building scheme which aims to contribute positively to its local context: it will comprise a car-free zone, secure cycle parking and tree planting alongside water reuse. “The London Plan encourages the reuse of water and we worked through various options for this project including greywater recycling to intelligent attenuation. Tight space onsite led to us recommending and creating a bespoke combined rainwater harvesting and attenuation system: an exceptionally cost effective solution when balancing spatial and environmental considerations,” commented Barry Millar, Operations Director from Waterscan. The standalone rainwater harvesting system, operating in conjunction with attenuation water storage, will collect and store rainwater, filter it through a robust treatment system and reuse it for non-potable applications including toilet flushing. Not only will its deployment contribute to London’s long term urban infrastructure planning and sustainable development goals, but it will also deliver ongoing cost savings for the client through the substitution of mains water for rainwater. It is estimated that City, University of London will save around £4,500 each year by adopting this approach.

Rainwater harvesting systems are suitable for all commercial applications where there is adequate roof space to harvest sufficient water to achieve a good return on investment. They can reduce mains water consumption by up to 30% with additional benefits arising from reducing risks of stormwater flooding, decreased sewerage charges and lower energy costs associated with water supply. Waterscan’s unique water reuse systems feature multiple tiered redundancy to ensure complete integrity of supply, built-in telemetry which transmits system data and live diagnostics for preventative maintenance, and low energy components which can produce 1m3 water using just 1.5Kw/h energy. Smaller system footprints, when compared to legacy water reuse technologies, reduce installation costs and impact on building footprints too.

What’s New at Hillhead 2018? Next month Tarmac’s Hillhead Quarry, near Buxton, in Derbyshire, will once again host the world’s biggest working quarry exhibition, and with no fewer than 525 UK and overseas companies booked into Hillhead 2018, this year’s event will be 10% larger than ever before, easily surpassing the 476 exhibitors that attended in 2016. Show director Richard Bradbury explained: ‘Growth has come from additional outdoor space created at the top end of the site and the Registration Pavilion, which has doubled in size and will host 90 companies this year. A record number of demonstrations are also being planned and we are looking forward to opening our doors to the construction and quarrying industry from 26–28 June.’ The following selection provides a sneak peek of just some of the new companies, plant, equipment, systems and services that visitors will be able to see on display at Hillhead 2018. With 40 years’ expertise in the manufacture of dedicated hydraulic tools and equipment for the demolition, recycling, rehandling and earthmoving sectors, Arden Equipment aim to provide new product innovations whilst making safety and the environment two of their main priorities. The French manufacturer has now joined the shortlist of tilt-rotor manufacturers and its new Arden TiltRotor will be shown exclusively at Hillhead 2018. Moreover, Arden Equipment have extended their Arden Jet technology to the company’s sorting grabs and high-lift buckets, and say the multi-award-winning water-spraying system is the first to be factory fitted on a demolition tool to reduce on-site dust. Bell Equipment will be showcasing the largest range of articulated dumptrucks on the market at this year’s Hillhead show. The company’s evolved E-series line-up now comprises machines ranging from the compact B20E to the heavyweight B60E. Visitors to the Bell stand will also be able to discover more about the new B30E 4x4. With its shorter wheelbase, this new machine is more manoeuvrable than its six-wheeled counterpart, and with the absence of a third axle tyre wear is reduced, making it a cost-effective yet efficient machine. The Bobcat stand at Hillhead 2018 will show models from the company’s latest compact loader, compact excavator, telehandler and attachment ranges, including the first appearance in the UK of the new Bobcat R-Series compact excavators ranging from 2 to 4 tonnes

in weight. Another product being shown for the first time at Hillhead is the new TL30.70 compact telehandler, which provides a maximum lift capacity of 3 tonnes and a maximum lift height of nearly 7m. Bruce Materials Processing Solutions will be using Hillhead 2018 to promote their self-contained BWPOD 100 Bruce WashPod, which incorporates aggregate scrubbing, trash removal, aggregate rinsing/sizing and sand dewatering in one neat package, but visitors will also be able to view the BWB120 Bruce Water Separator, which now has the added benefit of a new, optional silt-removal system. Designed for the removal of lighter-density materials, such as plastic, paper, cardboard, wood and polystyrene from aggregates, rubble, trommel fines, and construction and demolition waste, the BWB120 Bruce Water Separator offers an effective and cost-efficient way of cleaning material and creating additional revenue streams from previously redundant materials. Celebrating 40 years since the launch of the company’s construction equipment range, Doosan will be showing their latest generation of excavators, wheel loaders and articulated dumptrucks, with Hillhead 2018 providing the platform for the UK launch of several new product developments, including a new version of the company’s 30-tonne DA30 ADT. The company has also announced a number of new safety and ergonomic features on all six of its large wheel loaders, and has implemented a restyling of all models in the range, with a modified colour scheme and more dynamic curved lines designed to reinforce the robustness and power of Doosan loaders. Hitachi Construction Machinery (UK) Ltd, a wholly owned subsidiary of Hitachi Construction Machinery Europe, are one of the UK’s leading suppliers of construction equipment for construction, mining and quarrying applications. Lined up on static display on the company’s stand at Hillhead 2018 we will be the new Hitachi ZW330-6 wheel loader alongside the ZX530LCH-6 and ZX690LCR-6BE crawler excavators, whilst the company’s heavyweight ZX890LCR-6BE tracked excavator will be put through its paces in the face demonstration area. At Hillhead 2018, Hycontrol will be focusing on the dangers posed by silo over-pressurization. Without testable pressure safety equipment and inlet controls, silos can easily become overpressurized, leading to ruptures and filters

being blown off the silo roof. There have been several such incidents in recent years, and Hycontrol, who are urging the industry to address this dangerous situation, will be demonstrating a number of new products at the show, including their ground-breaking SHIELD siloprotection system. Visitors to the Hyundai stand at Hillhead will be among the first to see the recently launched HX130 LCR – the third compactradius crawler excavator model in the company’s HX series product line. Taking centre stage alongside seven existing Hyundai models – the HL960HD and HL975 wheeled loaders; the HX220 L, HX300 L and HX380 L crawler excavators; and the R18-9 and R30Z-9A compact excavators – the new HX130 LCR is powered by a 73.6hp (55kW) Perkins 854F Tier 4 final/Stage IIIB-compliant diesel engine, has a standard operating weight of 12,930kg (LCR model), a maximum digging depth of 18ft 4in (5.57m) and a maximum digging reach of 27ft (8.22m). JCB are aiming to provide a touch of the X factor at Hillhead 2018 with the presence of their brand new 20-tonne 220X tracked excavator. Over a four-year development period, the company has undertaken an intensive programme of X-series component and product testing to achieve increased levels of build quality and provide maximum operator comfort, durability and reliability in operation. Several variants of the machine will be shown on the stand and in the demonstration area, including models in demolition specification. The new X-Series excavators will feature alongside other machines from the company’s extensive product range, including: the JCB 7T-1 front-tip, hi-viz site dumper; the Hydradig 110W; and the JCB Pilingmaster backhoe loader. MIT, suppliers of industrial driveline components, will be displaying the new HP500 wet clutch power take-off (PTO) system from Twin Disc and HTV700 hybrid electric driveline system, designed and manufactured by Transfluid Italy. Launched earlier this year, the heavy-duty HP500 PTO delivers 500hp at 1,800 rev/min and

Hillhead 2018 is well suited to driving pumps, grinders, crushers, dredgers, chippers, shredders and heavy-duty drilling. Showcasing the green credentials of hybrid technology, the Transfluid HT700 system allows the end-user to operate in three modes – electric propulsion; engine propulsion; and booster. In electric mode, the unit operates with zero emissions and minimal vibration, while booster mode delivers extra torque by increasing acceleration via the electric motor. First-time exhibitors OKO will be showing their strongest tyre sealant to date – Mining X-tra Heavy Duty – which has been successfully tested to –52°C in Siberia and is officially approved by Norilsk, one of the world’s largest mining companies, in tyres as large as 62in. The sealant is sold to heavy-duty vehicle fleets in over 80 countries. The company will also be launching OKO LifeLong, a free-flowing wheel and tyre life extender liquid. It uses state-of-the-art nanotechnology to actively clean and prolong wheel rims by coating them with a molecular film at all times. The bright green UV LifeLong product also alerts operators to sidewall tyre cracks and bead/rim/O-ring leaks so that these can be repaired before they cause problems. It is available in 25- to 220-litre drums as well as 1,000-litre intermediate bulk containers. Pioneer Pump, one of the world leaders in the design and supply of highperformance, portable and permanently

installed pumps, will be showing their brand new 150SMS dewatering pump and the new compact and lightweight 300SLC. Featuring Pioneer’s high-flow 12in pump, built into a redesigned canopy with reduced footprint and improved accessibility, the new 300SLC is designed to work under the most challenging applications. SMT GB, the exclusive distributors for Volvo Construction Equipment products in Great Britain, will be showing the new L260H wheel loader, ECR355E excavator, EWR170E and EW220E wheeled excavators, and P4820D paver for the first time in Great Britain, while Volvo CE’s largest machines – the A60H articulated hauler and EC750E excavator – will be at work in the demonstration area. In addition, the Volvo-powered Man Engine will be making a special guest appearance at this year’s show. Standing at 10m tall, this giant mechanical puppet is not to be missed! Takeuchi will be showcasing new products across their machinery range (1–15-tonne class), including the latest TB2150R model – a conventional fixed-boom excavator (15 tonnes) packed with enhanced operating features complemented by a powerful breakout capability. Along with hybrids, short-tail and conventional excavators, the company says it now has a machine in every weight class with a focus on reliability and powerful excavating.

On display for the first time at a UK show will be the new Terex Finlay J-960, J-1160, I-120RS mobile crushers, whilst from the screening range Terex Finlay will be showcasing their 674 inclined screener and 883+ heavy-duty screener. In addition, the TC-65, TC-80 and TC-100 tracked conveyors from the company’s expanding line of mobile conveyors will be on display. Terex Finlay will also be previewing four brand new products in advance of their global market launches during 2018, while, in the working demonstration area the new I-120 impact crusher and 883+ triple-shaft impact screener will be working in tandem in conjunction with the new TF75HL high-level conveyor. The Wirtgen stand will feature a wide range of exhibits, including, among others, the brand new Wirtgen W 35 Ri coldmilling machine, the Vögele PowerFeeder MT 3000-2i Offset asphalt paver, the new HD+ 90i PH VO-S tandem roller (featuring power hybrid drive) and H 7i compactor from Hamm, the new MC 120 Z Pro mobile jaw crusher and Mobisreen MS 953 Evo screening plant from Kleemann, and the new Evo Jet burners from Benninghoven, which can be operated with up to four different fuels. NEW APPROACH TO BUILDING DESIGN REQUIRED TO PROVIDE A HEALTHIER FUTURE Living in damp and mouldy homes increases our risk of asthma by 40%, and unless we act now we risk endangering our health as a result. Research from the VELUX Group has revealed the need to rethink building design and renovation to avoid a future increase of children suffering from asthma or allergies. The Indoor Generation survey was conducted across 14 countries (including the UK), unveiling around 16,000 people’s perceptions of the way they live their lives and what contributes to their personal health. The survey unearthed an alarming misconception that the vast majority of people in Britain (62%) believe indoor air is just as polluted or cleaner than outdoor air. It also revealed a lack of understanding about the importance of adequate natural ventilation. VELUX hopes to raise awareness of the importance of designing healthy buildings that are well ventilated and enjoy both good daylight and fresh air. Dr Russell Foster, Head of the Nuffield Laboratory of Ophthalmology and the Sleep and Circadian Neuroscience Institute, University of Oxford, said: “From the year 1800 to 2000, we’ve gone from 90% of people working outside to less than 20%. In a very short space of time, we’ve gone from being an outdoor species to spending most of our time in dim, dark caves.” We know from previous research that Europeans consider the quality of their home environment to be more important than a healthy diet or being physically

legislation to influence change for the better. “It was recognised in the legal framework for buildings, adopted on 17 April by the European Parliament, that all technical building systems shall be designed in a way so that they optimise health, wellbeing and indoor comfort. But we need to go further to promote the holistic building approach. “The health benefits of improving our indoor environment are scientifically proven, however we still have a long journey to go on in terms of making people understand that these changes are not just a ‘nice to have’. Without action we can put our health at risk.” The YouGov survey revealed that most people underestimate the amount of time they spend indoors, with a quarter of people (25%) claiming to spend just 14 hours or less inside. We know, in reality that the majority spend over 90% of their time indoors, and often in dark, poorly ventilated buildings leading to the emergence of a so called ‘indoor generation’. Almost one in four people (23%) admitted to never going outside, spending up to 24 hours a day indoors. The Indoor Generation refers to a growing number of people who spend the vast majority of their time indoors – currently 90% of their lives – compared to previous generations.

Mental health in construction and the workplace - Interview with Russell Stilwell Russell Stilwell is the Founder and Managing Director of RSE Building Services and RSE Technologies. He is a passionate advocate for improving and changing attitudes towards mental health wellbeing within the workplace and the construction industry as a whole. After experiencing his own personal challenges with mental health, he realised that in order to help others, there needed to be a huge shift in culture within the sector.

1. What is currently being done to draw attention to mental health and wellbeing in the workplace and the construction industry? Organisations such as Mates In Mind are working hard to break down the stigma associated with mental health. Mates In Mind is pushing the boundaries of mental health awareness within the construction industry and is providing an example of best practices that all businesses can utilise. However, there is still a lot more that needs to be done.

2. How has the construction industry’s attitude towards mental health changed within recent years? Construction can be an extremely stressful environment to work in. Commercial game playing and finger pointing play a devastating role on the mental health of everyone within our industry. Ultimately, this can cause a domino effect, having an enormous impact; instigating late or no payments tremoring through a contractual chain – not to mention ‘passing the baby’ and the creation of fictional credibility accusations. The risk of suicide among those working in the construction industry is three times higher than the male national average. In fact, people

We go to great lengths to assess hazards and put in place risk assessments associated with mitigating physical harm but do not do enough to assess the subject of wellbeing and healthy minds. There is a long road ahead of us and a lot needs to change.

4. Is there training available to enable workers within the construction industry the ability to supports their co-workers? Mates In Mind provides tools which cover a range of topics including how to tackle stress in work, how to achieve positive mental health at work and managing returning to work after a leave of absence. 5. Other than to raise awareness, what are the main aims for Mental Health Awareness Week? A big part of tackling poor mental health in the workplace is encouraging people to speak up and seek support if they need it. It is important that people feel comfortable discussing their problems. Its important that the macho culture in the construction industry is broken down. In order to achieve this we all need to work together. We all have a role to play. This could be as simple as checking in with colleagues. Asking how they’re feeling. Asking if they need a hand. If you suspect someone isn’t being themselves, grab a coffee with them. After all, having a chat with someone or being able to spot the signs of behaviour concealment could result in them opening up and allowing them to get the help and support they need. This could prevent them from potentially adding to the horrifying statistics that exist with the illness that is mental health.

6. How is the industry tackling the stigma surrounding mental health? As above, the industry is slowly encouraging people to open up and talk about how they are feeling.

British and migrant workers at risk of exploitation on UK construction sites, says CIOB The Chartered Institute of Building (CIOB) is urging UK contractors to face up to the significant human rights risks in their supply chains, with the launch of a new report that finds both British and foreign workers at risk of exploitation. Construction and the Modern Slavery Act, tackling exploitation in the UK is published as the Gangmasters and Labour Abuse Authority (GLAA) and National Crime Agency (NCA) jointly lead a national enforcement campaign involving police forces and other agencies aimed at tackling labour exploitation. NCA analysis has identified construction as one of the most common sectors for labour exploitation in the UK. Criticising the industry’s slow response to the Modern Slavery Act, CIOB’s report highlights the aggressive business models that are creating an environment for unethical procurement and recruitment practices, and the systemic auditing failures that are allowing criminals to infiltrate major projects undetected. Problems are set at the top of supply chains with lowest cost tendering, abuse of the retentions system and late payment pricing out ethical practice. The situation is creating an imbalance of power that leaves all nationalities vulnerable to exploitation. Illegal activities such as blacklisting are also believed to be continuing, despite recent high profile court cases. Major contractors in construction typically have long and fragmented supply chains,

with little visibility beyond tiers one or two. They are also heavily reliant on temporary migrant labour, a significant indicator of risk. Nevertheless, the report found examples of complacency and disbelief that major projects were vulnerable to criminal infiltration and human trafficking. This contrasted with incidents of modern slavery being found on major UK infrastructure programmes, PFI hospital projects, power plants, recycling centres, renovation projects, demolition sites and local authority schemes. The report highlights: • How industry is conflating immigration checks with modern slavery checks. This is ineffective because many people trapped in modern slavery have a legitimate right to work in the UK. • Severe weaknesses in commercial auditing models, with auditors disincentivised to report problems to the police. • Poor transparency in supply chain reporting standards, with many eligible companies failing to produce a modern slavery report in the first annual reporting cycle. A significant number of published statements do not follow minimum legal requirements, including being visible on the company homepage and being signed off by a board director. • A tendency for companies to water down their modern slavery statements to remove mention of risk, against the spirit of the Modern Slavery Act.

• Examples of sharp practice, with major players defaulting to legal compliance exercises that push responsibility onto their less well-resourced suppliers. This is also against the spirit of the legislation. • Construction and the Modern Slavery Act includes interviews with a number of leaders and influencers, including: • Independent anti-slavery commissioner Kevin Hyland OBE • The late Paul Broadbent, former chief executive of the Gangmasters and Labour Abuse Authority (GLAA) • Leading barrister Caroline Haughey QC • Chief constable for Devon and Cornwall Police and national policing lead for modern slavery Shaun Sawyer • Justine Currell, executive director of Unseen and the Modern Slavery Helpline The report explores the legal, investor and social pressures for driving change. It also highlights examples of industry best practice as well as platforms for information sharing, such as the GLAA’s construction forum. Strategies for rehabilitating survivors of slavery are included through the Co-op Group’s Bright Future programme. CIOB is calling for a new industry narrative: asking contractors to acknowledge that every supply chain is at risk and collaborate more widely to combat crime. It is launching a Routemap to Fair Business which sets out steps for raising standards for all workers and suppliers, encouraging a more proactive approach to tackling systemic issues.

University sports building celebrates topping out Solent University’s new sports building celebrated reaching its next construction milestone last week. On Friday 4 May, students and representatives from the University and lead contractor Morgan Sindall gathered at a topping out ceremony – marking the highest point during the building’s construction. Solent University’s Vice-Chancellor, Professor Graham Baldwin, says: “Since construction began in September 2017 at the ground breaking celebrations, the new sports building has transformed. It is now clear to see how the new building will transform East Park Terrace and our wider University campus. After months of building, the topping out ceremony is also an opportunity for us to welcome staff, students and key stakeholders to

enjoy a first look as the building takes shape and thank everyone involved.” The new sports building is part of an ongoing £100 million estates development plan, which is transforming Solent’s East Park Terrace (EPT) campus, the new sports building will comprise of two sports halls, three fitness studios, a health and wellbeing gym, a strength and conditioning gym and high quality teaching facilities. Parking will also be available underneath the building.

Nottingham City Homes sweeps the board at the UK Housing Awards Nottingham City Homes (NCH), the arms’ length management organisation (ALMO) of Nottingham City Council, swept the board at the UK Housing Awards in London last night, taking home three awards including the prestigious Landlord of the Year. The UK Housing Awards, run by the Chartered Institute of Housing and Inside Housing, are known as ‘the Oscars of the housing world’ and showcase the very best the sector has to offer. The Landlord of the Year Award is the Housing equivalent of Best Film, and as well as submitting a nomination, NCH representatives had to go through a gruelling interview process in which they were quizzed on every aspect of the work they do in some of the UK’s most disadvantaged communities, delivering on the vision of creating homes and places where people want to live and achieving record satisfaction by putting residents at the heart of everything the organisation does. NCH also took home the awards for Innovation of the Year, in recognition of its pioneering approach to tackling energy inefficiency in older housing stock using Energiesprong techniques, and Outstanding

Approach to Tenant Involvement, for the way in which it includes tenants in decision making from Board level down. ‫‏‬ NCH is the first housing organisation in the country to adopt the ground-breaking Energiesprong approach, pioneered in the Netherlands, that upgrades a home with new outside walls and windows, a solar roof, and a state of the art heating system, dramatically reducing household energy bills and making homes warmer and healthier for residents. Construction partners for the Energiesprong project, delivered in the Sneinton area, were Melius Homes, and the project has been supported and part financed by the REMOURBAN initiative that works to show how sustainability can be integrated into the regeneration of towns and cities across the UK.

Awards News DTL TRAINS AWARD-WINNING GAS INDUSTRY APPRENTICE An SGN apprentice trained by Develop Training Limited (DTL) has scooped the first ever Apprentice of the Year title at the prestigious Gas Industry Awards. John Brady, who trained from 2015 to 2017 on DTL’s First Call Operative apprenticeship programme, was praised by the judges for making “a significant contribution to his workplace and setting a fine example to future engineering apprentices.” The new category, one of three special awards, was introduced this year in recognition of the government’s Year of the Engineer campaign designed to inspire the next generation to pursue a career in engineering. SGN were among a number of DTL clients who collected awards at the prestigious Hilton Hotel in Park Lane, London. DTL representatives and stakeholders joined leading figures from the UK gas industry at the event, organised by The Institution of

Gas Engineers and Managers (IGEM) and The Energy and Utilities Alliance (EUA). Award-winning and shortlisted DTL clients included Morrison Utility Services, Balfour Beatty and SGN. Chris Wood, Chief Executive of DTL, said: “As a training organisation specialising in the utilities sector, we were delighted to support this event. Nottingham development programme highly commended at national awards Robert Woodhead Ltd was Highly Commended at last night’s prestigious UK Housing Awards for its work on the Building a Better Nottingham programme.‫‏‬ The UK Housing Awards are run by the Chartered Institute of Housing and Inside Housing, and showcase the very best the housing sector has to offer. ‫‏‬ Woodhead, Nottingham City Homes and Nottingham City Council were recognised in the Development Programme of the Year category for their work on the Building a Better Nottingham phases two and three, which included the former Morley school site in St Ann’s, Nottingham. ‫‏‬ Overall the programme has delivered 135 new high quality homes across 12 sites in 18 months. The development stood out to the national judging panel for a number of reasons including:‫‏‬ • Taking a 257 week build programme and, working together, finding a way to reduce this to 68 weeks, while still delivering efficiency savings - this was getting Nottingham families into new homes quicker, ultimately reducing the waiting list‫‏‬ • Making sure 79.04% of money spent on the programme was used within 15 miles of each site, keeping local spend a priority‫‏‬ • Ensuring 98.23% of the waste taken from site was recycled.‫‏‬

• Each and every home was constructed, with input from occupational health colleagues, to ensure properties met Lifetime Homes standards, were wheelchair friendly, with wet rooms in all bungalows (and reinforced walls for any potential future changes to the house to support those with mobility issues) not to mention a ‘fabric first’ approach, to ensure the properties were built from the offset to be energy efficient, warm and secure‫‏‬ • The former Morley School site was the first Considerate Constructors Scheme social housing Ultra Site across the country, scoring 43/50 compared to a national average of 36/50‫‏‬ • Supporting NCH’s Women in Construction initiative, taking on local St Ann’s resident, Tammy Heathcote, who not only worked hard on the former Morley School site

R&M Williams celebrates topping out Bristol Airport’s new fire station project R&M Williams and the project team at Bristol Airport have topped out the structural steelwork at the site’s £4.3million state of the art fire station. The new fire station is ideally located next to the runway and the existing fire training ground and will replace the existing fire station built elsewhere on the site in the 1980s. It has been built to accommodate the future growth of Bristol Airport. R&M Williams already has experience of working within the aerospace industry and this project adds to the extensive range of sectors the Cardiff-based contractor is working in. Darryn Parry, managing director of R&M Williams, said: “We are really excited to be working with the airport on this state of the art project. It is particularly challenging for us as we have had to work within the confines of a secure and constantly working environment and build a modern and pivotal part of the airport infrastructure. “We have been working closely with the project team at Bristol Airport and we are very proud to have been awarded this scheme. GMI HANDS OVER NEW £35 MILLION RETAIL PARK IN SHEFFIELD FOR OCCUPATION GMI Construction Group has completed building works for the new £35 million St James Retail Park in Norton, South Sheffield. Acting as main contractor GMI has officially handed over the site to St James Securities and NFU Mutual who have already prelet 100% of the 146,000 sq ft scheme ahead of opening. Occupiers include Next, M&S Foodhall, Aldi, TK Maxx, Superdrug, Homesense, Wilko, Pets at Home, Mountain Warehouse, Shoezone, Card Factory, Specsavers, Greggs and Costa. GMI Construction created 124 jobs on the scheme during the 56 weeks construction period. Works involved full demolition of the former Norton College building and new infrastructure works for more controlled access to the site. This included adjustments and widening of the existing Meadowhead roundabout and a new traffic light system at Bochum Parkway. GMI delivered 13 high specification units, with features including live ‘green’ walls and

colour coded aluminium cladding, yard space and 420 car parking spaces.” Andy Bruce, Managing Director of GMI Construction Group said, “We are delighted to complete this project working closely with St James Securities and delivery partners Whittam Cox Architects and Rex Procter & Partners. We completed the project exactly to schedule despite the challenges of working in a live environment, close to a main road, leisure centre and school, where pedestrian and traffic management were critical.” St James Securities is now working with occupiers for fit out with an official opening planned in July. A further 250 full time jobs will be created when the park is in full operation. Dan Murray, Construction Director at St James Securities, said, “The project has been a huge success achieved through a lot of hard work by all the team who should all be very proud of what we have delivered here.

We have raised the bar when it comes to out of town Retail Park design making the scheme stand out against other schemes up and down the country. Reaching for the sky at the University of Manchester’s Manchester Engineering Campus Development Balfour Beatty, the international infrastructure group, has reached a key milestone on The University of Manchester’s £287 million Manchester Engineering Campus Development (MECD) project with the first reinforced concrete core reaching full height. The core, which is one of four, will be an integral component of the seven storey ‘MEC Hall’ building, housing lift shafts and stairwells. Core 4 stands at 22.4 metres high and 9.15 metres wide, constructed on a 1.8 metre deep reinforced concrete raft foundation. A hydraulic jacking system is used to construct the cores, formed of plywood-faced metal formwork modules, floor-by-floor. Once in place, concrete is poured in and allowed to set before the system ‘jumps’ to the next level and the process is repeated until the core reaches full height. The remaining three cores will be completed over the coming months. Upon completion, the MEC Hall will house an array of cutting-edge teaching and research facilities including lecture theatres, laboratories, an anechoic chamber (designed to completely absorb sound and electromagnetic waves), and an Electron Microscope suite.

LANES GETS THE LOW DOWN ON HGV SAFETY Lanes Group plc is the first drainage specialist in the UK to introduce a new low entry high visibility lorry cab developed by Scania. The company is taking delivery of a jetting and vacuumation tanker that has the new L-series cab, designed to improve pedestrian and cyclist safety, especially in urban environments. The JHL RECycler 312 jet vac tanker was shown off by Scania at IFAT, the environmental technologies exhibition in Munich, Germany (May 14-18 2018), before being delivered to Lanes Group. Investment in the innovative cab is the latest step by Lanes Group to boost road safety. It already holds FORS Bronze accreditation and has invested in an advanced lorry video camera system to ensure vehicles comply with the London Safer Lorry Scheme. The new jet vac tanker has a 12,000-litre partitioned tank, can filter and reuse wastewater, jets at up to 140 bar (2030 PSI), and lifts 26,200 litres per minute at 60% vacuum. It will be operated by Lanes Utilities, Lanes Group’s wastewater network services maintenance division. The jet vac tanker is also fitted with the latest mini video cameras to give the drivers

a 360-degree view around the vehicle, plus sensor alarms to alert them to the presence of nearby objects or road users. The technology has been introduced to comply with the Safer Lorry Scheme, a programme of safety measures brought in by Transport for London and the capital’s mayor to make roads safer.
