The new Hsinta Power plant is essential to the growth of the region, but its configuration must balance the production of clean energy with wetland protection, and the creation of educational, cultural, and recreational resources for the people of the region. Our vision is a plant in a park with a powerful landmark identity. Three rising organic forms contain the multi-story turbine halls and stacks. An enclosing ring of supporting work spaces define an oval precinct with service courtyard. Outside the secure plant perimeter, the surrounding park, with expanded wetlands and mangrove islands, provides a variety of bird viewing experiences and visits to the historic salt works structures. Between the plant precinct and wetlands, a new topography of dune fields offers height to view the adjacent landscape and sheltered areas for walking and biking. The excavation of a broad semi-circular recreational basin along the canal edge provides landfill for the dune field, creates a

vibrant water activity area for families, and connects the park to the harbor to the north. The life of this region is centered around water. Shaped over years of gradual landfill, Hsinta Harbor, just north of the existing and future power plant, is a vibrant focus of activity. The Hsinta Fishing Harbor, Lovers’ Wharf, and the fish farms draw residents and visitors to the water’s edge. Bird watching at the Jiading and Yungan wetlands is a popular activity. Temples and Education Centers are destinations for family education and festivals. The Jumping Fish Energy Park will add a new dimension to regional culture, providing important bird watching locations, offering educational opportunities to view the historic salt pan structures, celebrating local festivals, and connecting visitors with boat excursions to the inner harbor from Spoonbill Cove. 茄萣,永安地區的生活向來以水為中心。 經過多年 下來逐漸的自然淤積與整治,位於興達電廠北方的 興達港是活動的重心。 興達漁港,情人碼頭和鄰近 的魚塭是吸引居民和遊客前來的原因。其中茄萣濕 地及永安濕地是熱門的賞鳥景點;地區寺廟及文化 教育中心也是當地節慶以及家庭休憩活動的場所。 魚躍生態電廠公園將為地區文化增添一個新的視 野:提供重要的賞鳥場所、一窺鹽田的歷史遺跡、 慶祝當地節慶,以及創造新的公園體驗。遊客有機 會乘船體驗興達港區的景觀及生態的多樣性。

Three main power generators are iconic markers for the energy plant and park. Wrapped in perforated metal screening rising to the top of the stacks and descending into the retention basin, they allow glimpses of the equipment within from the park and water. The ring of supporting spaces- administration, workshops, staff housing and restaurant, and park visitor area- framing the service courtyard with lower sheds and tanks is clad in a high-performance envelope of electrical generating solar glass, fritted glass, and deep exterior horizontal metal sunshades. The ring is punctuated by through openings for natural ventilation. The service yard is organized around landscape areas providing shade and orientation and larger plant buildings support green roofs. Courtyard functions are visible to visitors and staff from the ring building. Highly identifiable secure entrances have view corridors to plant functions. On the roof, a new highly efficient solar panel array is relocated from the site, and paths at the roof perimeter offer views inside to the courtyard and outside to the park and sea. 三座主發電機量體是電廠和公園的地標。沖孔金屬帷幕從水面 一路延伸至煙囪頂端,遮蔽及保護電廠設備的同時也提供民眾 從外部一瞥電廠的設備。環形的建築量體包含行政空間,設備 機房倉庫,員工住宿空間及餐廳。公園遊客可透過遊客展示區 一窺電廠內部的營運。策略性的使用太陽能集電玻璃、燒結玻 璃及水平遮陽回應南台灣的日照。環型建築的開口創造自然通 風。中央工作區的配置因應景觀設計提供大量樹蔭及綠屋頂。 高度可識別的安全入口確保沒有安全死角。原基地的太陽能集 電區移置到環型電廠建築屋頂並使用高效能太陽能集電板,屋 頂同時提供了遠眺公園和大海的機會。

The new Hsinta Ecological Power Plant design lays out a clear road-map for reducing the environmental impact of Plant operations. Greenhouse Gas (GHG) reduction analysis will be a primary driver in determining the specific Plant equipment. The Plant will undergo a smart design process incorporating life cycle costing, integrated design, and energy modeling to ensure a broad range of sustainable design and operations opportunities are vetted and that performance requirements are achieved in a cost-effective manner.

The site was once part of the larger Yaogang Lagoon wetland corridor. For the past 200 years, the surrounding communities have gradually reclaimed this waterbody, transforming it into what is nowadays, in effect, a large-scale salt-water fish farm. Today, Yongan and Cheding are the last two remaining wetland areas providing suitable habitats for migratory birds in the region. The wetland is prefigured to provide flood detention from nearby high grounds and adjacent fish farms. During the rainy season, drainage ditches discharge storm water into the retention basin and wetland area. Excess storm water overflows into low-lying floodplains and mudflats to reduce peak flow and further dampen discharge into the inner harbor. The southern end of the wetland is intended to serve as a biological purification pool to control residue spills from surrounding aquaculture. Sand banks are introduced at the edge of the buffer zone to act as biofilters, blocking most of the impurities, while the large wetland pool in the middle assists in retaining sediments. Aquatic species are scheduled to be planted along the shoreline to help absorb pollutants and create a bio-diverse.

基地過去位處堯港內海之濕地帶,近兩百年來沿岸周邊漸被居民闢為魚塭地。今日之永安 與茄萣濕地為本區僅存較為完整的濕地,可藉由內港水路及魚塭帶提供候鳥棲息之重要生 態棲地。 基地作為附近魚塭地的蓄洪區,汛期將溝水引入基地的濕地區及蓄洪池,洪水並可漫溢到 低漥的洪泛區及泥灘地貯流,以減低洪峰流量,再進一步排放到內港中。 水產養殖的廢水影響周邊水質,基地南端的濕地可作為生物性淨化池改善之,邊緣設置沙 洲過濾並阻擋大部分雜質,中央大面積水域沈降污垢,水體週邊並種植淨化能力強的水生 植物吸附並轉化污染物。

FLOOD PROTECTION During the dry season, surrounding communities and fish farms discharge storm water onto the drainage ditch system. The southern end of the wetland processes water pollutants from surrounding fish farms. During the rainy season large quantities of rainwater pour into the wetland and are subsequently slowly discharged into the harbor. We propose to expand the wetland area toward the north and to build a retention basin on the site. In addition, we plan a permeable buffer zone between the wetland and promenade to help infiltrate excess storm water and alleviate the pressure of the existing storm drainage system. We also propose to enlarge the mudflats toward the northern end of the site. During the rainy season, the storm water would be detained and slowly infiltrate into the substrate.

FROM INDUSTRIAL EXPLOITATION TO ECOLOGICAL REGENERATION

The site was once part of the wetland band within the Yaogang Lagoon, one of the three largest coastal lagoons in southern Taiwan. Past generations of merchants used these lagoons to transport goods from Anping to mainland China. Navigation across these coastal wetlands and sandbanks has played a crucial role in the economic history of this region. Salt production in this region dates back to the times of the Ming dynasty. During the Japanese occupation, industrial expansion geared to satisfy war needs led WEST COASTAL WETLAND to the establishment of six major saltpans along the 西部沿岸濕地位置 southern coast of Taiwan. Today, the solar evaporation process is no longer economical. Since the abolition of the saltpans, the site has gradually transformed into a coastal wetland conservation area thanks to its recognized ecological and cultural values. By restoring mangroves and mudflats at the estuaries, the coastal wetland band would serve as a natural defense line for erosion while also creating suitable rest environments for migratory birds. 基地位於古代堯港內海上,為當時南台灣三大內海之一,先民利用內 海航線將貨品運至安平後再轉往中國大陸貿易,可看出當時台江與堯 港在水文及經濟上緊密的紋理關係。 臺灣曬鹽歷經明、清、日據及民國四個時代共338年的發展,在日據時 期因工業及戰爭需求於南台灣沿海設置六處主要鹽場,基地之瀉湖地 形也因長年淤積而形成天然良好的曬鹽位置。 時至今日曬鹽已不敷經濟成本,鹽場廢除後逐漸轉型規劃成沿海自然 保育區及濕地環境,復育河口紅樹林泥灘地作為西部海岸線的天然防 禦,也為候鳥遷移時提供天然的休憩站。

Taiwan plays an important role as a hub within the midsection of the East Asian Australasian Flyway (EAAF). During the winter, among others, more than 2,500 black-faced spoonbills, accounting for more than 60% of the total world population of this endangered species, station at the southwest coastal wetlands of Taiwan. The site is located at the southernmost tip of the coastal wetland band, with potential to connect with Kaohsiung’s urban ecological corridors to form a comprehensive ecological protection frontier along the country’s southwestern coast.

DUNE VALLEY

The site design for Jumping Fish Energy Park aims to unite natural and manmade systems by providing a variety of spaces and programs for visitors to enjoy while also creating critical habitat for native flora and fauna. The form of the landscape is inspired by and in response to the seasonal wind patterns of south west Taiwan. The landforms lay across the site as if sculpted by the wind. This pattern is revealed through a manipulation of topography across the central open space. In the winter, these berms protect against northeast winds. Summer winds coming in from the southwest are channeled into the site, providing a cooling effect in Taiwan’s hottest months. On the west side, the crescent-shaped landform is most pronounced, rising above the canopy. This high point allows for views out to the sea, as well as inland to the power plant and park. Moving east, the crescents become incrementally smaller, reversing the sweeps of the power plant beyond. The larger berms can be traversed through a network of trails and are surrounded by forest. The next row of berms give way to a central open space and then dissipate into the wetlands and water’s edge.

公園活動

OVERLOOK POINT The park is organized around the power plant and two primary site features, Spoonbill Cove and the wetland boardwalk. Tree-lined arcing paths lead visitors from the entrance to each of these destinations. Additional trails allow visitors to meander through the park’s diverse forests, meadows, and social spaces by walking, hiking, biking, swimming, and boating. Attention was also given to the needs of the plant, allowing direct access for vehicular traffic and workers. The wetland boardwalk begins in the dense shade of a mangrove forest. The loop continues on to the Wushulin Salt Manufacturing Island, where educational programming can tell the site’s history of the salt extraction, along with its evolution into a significant wetland habitat. The boardwalk then leads into the expanded wetland, with options to explore a small network of islands and birdwatching overlooks. The Energy Plant trail provides views of the canal, power plant, as well as the meadows and mudflats that occupy the north end of the park. The hiking trails wind through forest and the highest landforms, offering shade as well as dramatic views.

公園的主要架構是建構在電廠以及兩個主要特色景點:黑面琵鷺灣和生態 濕地。綠樹成蔭的弧形路徑將遊客從入口引導至公園內各個景點。公園所 提供的小徑讓遊客可以通過步行、騎自行車,划船體驗公園內各種自然及 活動空間。在此同時還必須兼顧電廠本身的運行,並允許工務車輛和電廠 員工進入電廠廠區。 生態濕地步道入口會先穿越林蔭繚繞的紅樹林,接下來會連接到烏樹林製 鹽株式會社小島,在那裡有提供民眾製鹽的歷史的教育解說,以及它如何 演變成一個重要的濕地棲息地的過程。木棧道同時可以通往生態濕地,讓 民眾有機會穿梭在紅樹林之間和並觀賞過境的候鳥。 生態電廠的環廠步道提供了接近運河及眺望電廠的機會,同時連接基地北 端的沼澤溼地。穿越森林的登高步道提供休憩及遠眺的機會。

SPOONBILL COVE The promenade, again mirroring the architectural invention, cuts into the land to form Spoonbill Cove and creates an active waterfront edge. Restaurants, shops, and boat launches will provide visitors with all the amenities needed for a day at the park. The promenade is raised 1.2 meters above sea level, functioning as a levee and controlling the water flow into the site. Taking advantage of this grade change on the inside of the promenade, a network of terraces, plantings, decking, and natural pools creates a variety of ways that visitors can interact with water.
