Fire District 14 asking for more funding Factors are: more BLS transport, 1 percent yearly tax increase cap, facilities planning, overload on volunteers By Elisa Claassen for the Lynden Tribune
WHATCOM — Fire District 14 joins Fire District 1 in asking voters for extra funding on the upcoming Nov. 3 ballot. The request of the Sumas, Kendall and Welcome district is for a general levy increase to $1.30 per $1,000 of assessed value. This would translate into an additional $47 a year on a home valued at $100,000 and add approximately $200,000 to the district’s tax revenue base, listed at $382,042 for 2015 by the Whatcom County Assessor’s Office. The levy rate is currently about 83 cents per $1,000. The district says that its overall budget in 2014 was close to $625,000, taking into account a $125,000 contract with the city of Sumas for fire protection and also BLS transport fees. Neighboring Fire District 1 (Everson, Nugents Corner) is also asking for a jump in its property tax rate, from 76 cents per $1,000 at present to $1.40. Two factors are especially pinching fire districts. First, since 2005 Basic Life Support (BLS) transport in the Whatcom County emergency medical services (EMS) system has become the responsibility of local fire personnel. Second, since 2001 state law has kept taxing districts from raising property tax rates more than 1 percent per year without going to voters. Before, it was at 6 percent. To do the increased transport to Bellingham while still being able to respond to calls, Fire District 14 bought three ambulances some years ago, and they still are relied upon despite their age. Transport to PeaceHealth St. Joseph Hospital from the farflung district rose from 35 times in 2009 to 388 in 2014 — and those are only Basic Life Support calls. Overall, it was 1,012 calls last year compared to 442 in 1998. Large geographical area and state highways The district operates three stations, at Sumas, Kendall and Welcome. (Elisa Claassen/Lynden Tribune) ten at The Glen at Maple Falls and Black Mountain Ranch. The terrain is anything but flat and includes Sumas Mountain, Fire Chief Jerry DeBruin points out. The district contains the city of Sumas, towns of Kendall and Maple Falls, and also parts of four state highways: 9, 542 (Mt. Baker), 546 and 547. During the interview for this story, a resident walked into the Kendall station with a bleeding finger seeking medical assistance. Training officer David Moe said this is not uncommon due to the distance away from medical facilities in general. DeBruin said sometimes travelers will stop along the highways seeking direct help. Commissioner Skip Moore said Fire District 14 also provides BLS transport for other districts including Acme (Fire District 16) and up toward Glacier (Fire District 19) and Mt. Baker. While hiking does
make summer busy, volunteer Andrey Vetkov said traffic can increase as much as six times during the winter ski season. No matter what the call, any BLS transport into Bellingham is time-consuming and takes the responders away from work, home and their station for several hours. Need for updated facilities None of the three stations now has room for sleeping quarters. Nor do any of the stations have adequate space for all of the volunteers to do mandatory training together. Plans call for building a new fire hall at Kendall behind the existing one for fire engines and apparatus while the current building would be renovated for sleeping quarters, offices and training. For the future, Sumas’ station is locat-
ed in a flood zone, Moore said, and should be relocated by 2030. Need for more paid coverage Chief DeBruin said that while he admires his team’s commitment to serve — “The strength of our district is these volunteers” — the increased workload puts a lot more stress and burden on a volunteer system. “It’s not the easiest work and is physically and emotionally demanding,” he said. Like other rural ones, Fire District 14 relies heavily on volunteers to cover calls. Currently, two employees are paid: the chief and the training officer. Fifty-eight volunteers ages 18 to 69 respond to calls as they are available. The training requirements and needed skills vary little from volunteer to paid

personnel. An emergency call must be answered. In contrast to the 1980s, most of the volunteers now work outside of District 14 and fewer businesses are willing to let employees leave work for calls, especially several times during the day. According to district-prepared material, to have two paid firefighters on duty 24-7 actually requires having eight paid personnel. The going rate for starting salaries for firefighters in other local departments is about $60,000 a year, plus benefits. Since the entire budget for District 14 is only $625,000, that kind of outlay is simply not feasible, DeBruin said. “Our goal would be to establish a resident program in which firefighters could live rent-free, in return for responding on calls.” DeBruin, before becoming chief, was a volunteer for 24 years and helped operate a family farm near Sumas. Moe has been a paid employee for three years af-

ter volunteering for eight. Moore, one of three commissioners, spent his career of 35 years as a full-time firefighter for Bellingham — in addition to volunteering 15 years in District 14. Seven-year volunteer Andrey Vetkov, 28, used to work for FastCap in Bellingham, but now is both a Western Washington University student and works from his home. Each station does not only provide coverage in its own area. Moore said volunteers from all three stations respond, as possible, to both district and mutualaid calls — even if on a family birthday or holiday. “Calls come in 24/7, 365 days a year,” DeBruin said. “People want, and expect, the best response and care. We feel that is our obligation to the community. We want to stress how important and valuable the volunteer force we have is to the community, but there is a limit to what they can do.”
Two tenders come into service for east county District 14 also sees improved fire ratings WHATCOM — Fire District 14 has put two new tenders into service in recent months, reports its website. Tender 92 is a brand-new, 3,000-gallon rig from Midwest Fire. Its 1,000-gallons-per-minute pump and available compartment space for tools make it a “pumper/tender” capable of fire attack as well as supporting engines on a fire scene. Tender 9102, a 2001 Freightliner, was a military truck designed to haul lowboy trailers with vehicles and equipment into the battlefield. Through the Washington State Department of Natural Resources, Fire District 14 was able to acquire the chassis for free. After a lot of volunteer hours put in, and a visit to Randco Tanks in Kelso, this rig is now in use for a quarter of the price of a new truck. T-9102 and its “twin,” T-9103, provide the district with a great pair of trucks specifically designed with forest fires in mind. Wood Smoke Pollution Often in fall and winter, weather patterns can make the air stagnant over the Columbia Valley of Fire District 14. The smoke from chimneys can stay in the area, leading to some of the worst air conditions in Whatcom County. “Because of this, it is very important that everyone burn only seasoned fire wood in their wood stoves and fireplaces.
Every little bit helps!” the district says on its website. The Northwest Clean Air Agency tracks the air quality for the Columbia Valley, as measured at a monitor on Azure Way, and posts the data online accessible off http://www.nwcleanair.org. The Columbia Valley air quality typically gets into the moderate level each day, and overnight Sept. 29-30 got into the range of “unhealthy for sensitive groups.” Improved Fire Rating The Washington Survey and Ratings Bureau is charged with rating fire departments based on water supply, available personnel, training and a great number of other factors. Locations are given a rating from 10 to 1, with 10 being the least protected. This rating helps insurance companies set the rates they charge customers for fire insurance. In a recent reevaluation, the bureau improved Fire District 14’s rating from 8 to 7 in the unincorporated areas, and from 6 to 5 in the city of Sumas. District Responses Total Fire District 14 responses in year 2015, as of Sept. 22, were 810. That compares to a total for all of 2014 of 1,012 and a total in 2013 of 887. Nearly 80 percent of calls are medical emergencies, the district reports. The remaining are a mixture of structure fires, motor vehicle accidents, illegal burns, public assistance calls and a variety of other incidents.

For routine business calls or inquiries about Fire, Medical or Law Enforcement matters. When you have non-emergency business such as: billing information for ambulance service that you have received.how to obtain burning permits for general inquiries or follow-up information regarding law enforcement matters that have already been reported.
Ho w do I use 911? Remain calm. Dial 9-1-1. Give the dispatcher the following information: WHAT is the emergency? WHERE is the emergency? Also, if possible, the closest street intersection. THE FIRE DISTRICT you are located in, if it is a fire or medical emergency. YOUR NAME AND ADDRESS THE PHONE NUMBER from which you are calling.
