LYNDEN — Night has fallen. The streets are dark. A chill is in the air. An unexpected sound is heard in the quiet neighborhood on Liberty Street — bagpipes. Although firefighters may have only a limited amount of free time, Patrick Williams spends what little down time he has at the Lynden Fire Station — when he isn’t busy maintaining body strength, teaching fire prevention, answering emergency calls or filing reports — practicing the bagpipes. Potentially soothing to some, bothersome to others, the bagpipes played by Williams stand for a long tradition passed on down by generations of firefighters. When Irish and Scottish were immigrating to the United States over 150 years ago, they often took on occupations that were unwanted by others. At this time, firefighting was more dangerous than it is today — advances in firefighting equipment and practices have made it safer, Williams said. Numerous firefighters died battling blazes and, in the tradition they had brought overseas with them, the Irish and Scottish often played bagpipes at funerals for firefighters. “That’s something that the fire service has carried on, making sure that we are there to not only remember the fallen but to make sure that they’re not forgotten,” Williams said. Williams first began playing his bagpipes in public when he joined the Bellingham Firefighters Pipes and Drums band over two years ago. “Before I even got hired, I was able to see them at a performance and be able to see the impact they had in the community and what they were able to do,” Williams said. “I really wanted to be a part of that.” But the tradition comes from a time when firefighters did not have quite as much on their plate. According to data compiled by

(Ashley Hiruko/Lynden Tribune) Williams, the number of 911 dispatches has increased in Lynden from around 1,000 calls in 2004 to what will be over 1,600 in 2016. “I think a lot of people also have this stereotype that we just sit around and play checkers all day and wait for the bell to go off,” Williams said. “Don’t get me wrong, there was a time when that happened. But those days are long gone.” Shifts are long, 24 hours to be exact, and begin at 8 a.m. During this stretch, firefighters teach fire prevention, undergo training, inspect local businesses, file reports, respond to emergency calls and do other required tasks. Some days are busier than others, with the average high volume of calls, primarily medical in nature, com-
ing in before 9 p.m. “It kind of depends on the day,” Lieutenant Chad Baar said about the varied influx of calls on a day-to-day basis. “It’s not just sit around and wait,” Williams said. “It’s being proactive, being more ahead of the curve than the firemen before us.” Sometimes firefighters are exercising at the station in order to keep physically fit, Baar said. Heart disease used to be the number one killer of firefighters in the U.S. Intervention strategy now includes a comprehensive health and wellness program. But thanks to newer homes built with plastic and other harmful substances that become poisonous when burned, cancer has
taken that lead. According to the Centers for Disease Control, a study conducted by the National Institute for Occupational Safety and Health in 2010 found that firefighters showed higher rates of certain types of cancer, mostly digestive, oral, respiratory and urinary, than the general U.S. population. Consumer goods, now more than ever, are created using synthetic materials, causing more toxic fires. Houses were once furnished with wood, cloth, metal and glass, leading to “cleaner” burning fires. “When you wear that gear into a fire, it’s absorbing all that toxin,” Williams said. Firefighters are being more proactive about washing their
gear and showering upon return from a fire, something that was more neglected when Williams first began his career at the station. “As soon as you get back from the fire, you wash the truck, you wash the tools. You make sure the truck looks good,” Williams said. “We were neglecting what’s going to be here in 20 years. “That truck may not be here in 20 years, but we will be.” A larger part of the job consists of fire safety education, specifically tied to schools in and out of the area. Firefighters teach students the “stop, drop and roll” drill, what to do in the event of a fire, and the importance of having a safe meeting place. “A big part of our job is ac-

tually fire prevention,” Williams said. But not all free time is spent doing upkeep. Sometimes the guys get together to watch a Seahawks game or gather around the computer screen to watch a funny YouTube video. “It’s kind of a family atmosphere,” Baar said. “There’s a lot of joking around, a lot of true brotherhood.” At 8 a.m. the next morning, another four firemen show up at the station, information is exchanged and the 24-hour shift comes to an end for those there the night before. It’s only the beginning for those starting their shift in doing all that must be done. “We’re the one’s who sharpen the tools and take care of everything. It’s encrypted in our job,” Baar said. “We do it all.”
Ballot measure asks for county EMS support Property tax request of 29.5 cents would ‘fully fund’ emergency response system By Calvin Bratt editor@lyndentribune.com
WHATCOM — A property tax measure on the Nov. 8 ballot would “fully fund” the local emergency medical services (EMS) response system, its backers say. This is the network of response by fire agencies that is now about 80 to 90 percent to medical emergencies — from health care centers to vehicle collisions — as well as to fires. The proposed measure would levy a regular property tax for EMS of up to 29.5 cents per $1,000 of assessed valuation for each of the next six years starting with collection in 2017. The purpose is “to maintain EMS at its current level and meet future demand,” according to the explanatory statement in the Voters Guide for Whatcom County (http:// www.whatcomcounty.us, click on Online Voters Guide). The levy is projected to raise approximately $46 million across six years. For the owners of a $250,000 home, the price tag would be $74 per year. Demand on the ERS system has generally been rising. Fire District 14, with stations at Sumas, Kendall and Welcome, reports that from 1,012 calls for
emergency response in 2014, this year is on track to top 1,250 calls. The analysis of County Executive Jack Louws a few years ago determined that the county EMS system was not financially sustainable as it stood. Contributing factors are increased service costs and less revenue coming in from federal medical reimbursement. The countywide system was scaled back to four stations of primary response by Advanced Life Support paramedics. Passing this measure would provide the funding for a fifth advanced medic unit to be restored “to continue to meet level of service due to increase of calls and population,” states a promotional fact sheet (https://www.wcfd14.org, click on Frequently Asked Questions Pamphlet). The cost of fully operating a single Advanced Life Support unit for a year is pegged at $1.82 million in the Whatcom County EMS Funding Work Group recommendations put out in March 2016 (http://www.whatcomcounty.us/DocumentCenter/Home/View/16789). Those recommendations for a supporting levy to voters were endorsed by all 16 members of the task force, including the Lynden, District 14 and Ferndalearea District 7 fire chiefs as well as Lynden Mayor Scott Korthuis representing small cities. Another objective is to hire an administrator to oversee and coordinate the Whatcom Medic One program, which began in 1974. “The system faces growing demand, increased costs and flat funding under current circumstances,” states a histori-
cal summary. In 2005 voters approved a onetenth-cent sales tax for EMS that helped close an operational deficit. But it did not make Whatcom One financially sustainable. The proposed property tax levy would supplement both the sales tax and transport fees, and without it the level of ALS response in the county will have to be reduced, says the working group report. With adequate funding, there would also be help to the fire agencies that do their own Basic Life Support response. County population has grown by over 23 percent just since 2001 and an effective EMS plan needs to keep pace, say Erica Work, Marisa Bamesberger and Bill Boyd in their arguments for Proposition 2016-1 in the Voters’ Guide. The tagline on signs and in the promotional campaign is that “EMS saves lives” and for that it deserves necessary funding.
Opposition claims Arguments against in the Voters’ Guide were prepared by Ray Baribeau and Karl Uppiano. They claim that the need for a new county jail is more immediate and at crisis level. An EMS shortfall can continue to be funded out of the county’s general fund. Moreover, recommendations for efficiency improvements made by the work group haven’t had time to be fully implemented for cost savings, they say. It might be possible to delay the addition of a fifth paramedic unit and its costs, the opponents say.
“Our tax dollars are a limited resource. Voters must prioritize between crisis, essential and nice-to-have services. Since we have other issues that demand higher priority, we recommend that you vote No on the EMS levy,” they wrote.
Replace smoke alarms at 10 years, at the latest OLYMPIA — Does your home have smoke alarms? According to the National Fire Protection Association, the answer is likely Yes: NFPA research shows that most American homes have at least one. But do you know how old your smoke alarms are? If you’re like most people, you’re probably not so sure. “I’ve seen the life-saving impact smoke alarms can have in a home fire. Smoke detectors that are too old may fail to protect you when a fire starts,” says State Fire Marshal Charles Duffy. To find out how old your smoke alarm is, simply look on the back of the alarm where the date of manufacture is marked. The smoke alarm should be replaced 10 years from that date. The State Fire Marshal’s Office also recommends that smoke alarms be tested monthly, and that batteries be replaced once a year or when they begin to chirp, signaling that they are running low. Knowing how old your smoke alarms are and then replacing them at least every 10 years is critical to saving lives.
