A tight squeeze to be relieved Fire District 14 prepares for a long-awaited expansion to its Kendall station By Brent Lindquist brent@lyndentribune.com

KENDALL — Back in 2015, Whatcom Fire District 14 training officer David Moe and his wife, Tina, made the long trek to Luverne, Minnesota, to pick up a new fire truck to be used in the district. “When I first met the thing, I thought, ‘Oh, what a beautiful, wonderful truck, god I hope it fits,’” Moe said. “It clears by two inches. The station was just never designed for that.” Space and clearance are common concerns in Fire District 14, especially at the Kendall station, 7528 Kendall Rd. But Moe and district chief Jerry DeBruin are counting on an upcoming expansion, approved via a levy increase in 2015, to help ease the tight squeeze. “In the overall safety area, very few stations have rigs this close to their walls,” Moe said. It’s not uncommon for a fire truck door to scuff a wall or damage a light switch, and the outdated electrical system doesn’t help matters. The Kendall station’s initial building phase occurred in the early 1970s, with portions being added over the years. Back then, Moe estimates the district might have answered around 100 calls each year. Moe started in 2013, when the district received about 800 calls. He said the call volume has increased by about 100 each year since then, totaling to a little more than 1,300 calls in 2016. The reasons for this increase aren’t entirely clear, but Moe and


Local Firefighters DeBruin have their own theories. “Some of it is just that we’re the only agency that comes out no matter what,” Moe said. “I used to laugh that firemen don’t get dispatched to cats in trees, but it happens.” DeBruin said he simply sees more people living in and driving up to the foothills, too. “It’s the increase of everything,” DeBruin said. “We see the increase of the flow of traffic not just in the wintertime, but in the summertime, too. I think people are out doing more stuff than they used to be.” Furthermore, the district now does transports to the hospital in Bellingham, a recent addition to its repertoire. It did 600 transports in 2016. That all adds up to a need for more people on duty in District 14, and the planned expansion should help with that. “This particular station has no ability to house people at night,” Moe said. “We’re starting to get to that point when we’re going to have to start having shifts around.” That’s an increasing focus, DeBruin said, simply in the interest of having enough firefighters on duty to answer multiple calls at once. In other words, if four firefighters go out on an initial call, the Kendall station hopes to have enough people on staff for a call that comes in five minutes later, too. The initial phase of construction will include a new 80-by-84-foot apparatus building located behind the current station. The district will then move its vehicles out to the new building to make room for a remodel of the existing structure into sleeping quarters, office space and training quarters. The full project is anticipated to take at least three years, Moe said. DeBruin said they hope to start construction next spring. “It’ll be nice to get these rigs out of here and get them into a nice facility,” DeBruin said. Fire District 14 consists of Station 91 in Sumas, Station 92 in Kendall and Station 93 in Welcome.

With rain, Acme Fire county and DNR District 16 burn bans lifted ready to buy new fire engine Public meeting with commissioners is this Thursday By Calvin Bratt editor@lyndentribune.com

WHATCOM — ­ Fire District 16 is hoping soon to order a new “first out” engine for the main station in Acme.    A new pumper tender engine, arriving in 2018, would allow the small district to retire a truck that is now 31 years old, said fire chief Hank Maleng.    “We usually get 30-plus years out of our vehicles before we surplus them, which is pretty good,” Maleng said.    A special public meeting has been set for 7 p.m. Thursday, Oct. 5, in the Acme Fire Hall, 2036 Valley Highway 9, in order to get the process started.    Two things need to be decided by the fire district’s three commissioners. First, there is the choice of the exact engine to be ordered — with one of two options being a Pierce model very much like the new fire truck in Lynden, except with a larger 2,000-gallon water tank, Maleng noted. The other brand being considered is a Spartan.    Either alternative will cost around $500,000, he said.   The second matter is choosing among three leasing companies for the lease-pur-

chase agreement to actually own the truck within 10 years.    Maleng said Fire District 16 cannot afford to pay half a million dollars all at once — it must be more like $50,000 a year for 10 years.    That approach was made possible when voters in August approved — with about 62.8 percent in favor — an increase in the District 16 property tax rate from 66 cents per $1,000 to $1 per $1,000. “Since that passed, we can do this,” Maleng said.    The new engine will become the lead one in Acme Station 86. The “first out” one now, which is 18 years old, will go to either of the district’s smaller stations at Van Zandt and Wickersham.    Fire insurance rating for the district is another factor. Once a lead truck gets more than 15 years old, insurance companies start to raise rates for coverage.    Fire District 16 also needs to replace some firefighter bunker gear, and Maleng hopes a federal grant can come through to cover that.    The district has about 25 volunteer firefighters, with Maleng the only part-time paid staff in addition to a regular full-time job for him.    Sometimes the Acme valley district does training in conjunction with adjoining districts 14 (Sumas-Kendall-Welcome) and 1 (Everson-Nugent’s Corner).

Both Whatcom and state lands agency return to normal rules regarding fires

WHATCOM — Due to recent rain raising fuel moisture levels, both Whatcom County and the state Department of Natural Resources have lifted their bans on outdoor burning imposed during the summer.    The county’s action was effective at 9 a.m. Monday, Oct. 2. A modified easing of restrictions allowing recreational fires had already happened on Sept. 20.    The state’s action, applying to state-protected land in five northwest Washington counties, was effective Oct. 1.    In September Lynden Fire Chief Gary Baar had also lifted the city’s ban on permitted recreational fires. This applies in the city and its Urban Growth Area.    These are county’s recreational fire guidelines:     • Up to 3 feet by 3 feet of seasoned firewood or charcoal only     • Must have enclosure 16 inches high, made of steel or masonry/rockery     • at least 25 feet from structures, timber and combustible material     • at least 15 feet of overhead clearance     • keep a garden hose or two 5-gallon buckets of water at hand near the fire, and also hand tools onsite     • allowed after dark only if fire is attended until out cold

• no burning when winds exceed 7 mph    For the county, the lifting means verbal burn permits are available again via the Burn Information Line at 360-778-5903. Written burn permits for fires larger than four feet by four feet are required at the Planning & Development Services office at 5280 Northwest Drive.    Requirements for all types of outdoor burning are available on the county website: h t t p : / / w w w. c o . w h a t c o m . wa.us/381/Fire-Marshal.    A permanent ban on open burning remains in effect in all the cities and urban growth areas of Whatcom County, which includes Birch Bay, Kendall and the Cherry Point area. For more information on this permanent burn ban, contact the Northwest Clean Air Agency at 360-428-1617 or check at www. nwcleanair.org.    Violation of burn restrictions can result in a minimum $250 fine. In addition, if you have an illegal fire that escapes or needs to be extinguished by the fire department, you may be held financially responsible for fire suppression costs and may be criminally charged for reckless burning.    For more details from the county beyond the Burning Information Line, contact the Whatcom County Fire Marshal’s Office at 360-778-5900.    If your property falls under the jurisdiction of the Department of Natural Resources, call 1-800-323-BURN for burn permit information.    About two inches of rain have fallen in north Whatcom County since Sept. 8. Going back to mid-June, there was less than an inch of precipitation.

You’ll need a square piece of paper. If you don’t have origami paper, you can make a square from a rectangle. Fold on the dotted lines, and cut away the extra.

Fold your square in half diagonally.

Fold the top points down on the dotted lines to make ears.

Rotate the triangle so the longest edge is at the top.

Fold the bottom points up on the dotted line to make a mouth.

Draw a face and spots on your dog to look like Sparky!
